is January 13th and we will have a brief period of silence and then we'll follow that with the pledge of allegiance to the flag of the United States of America and to Republic for it stands one nation under God indivisible with liberty and justice for all. >> All right. Good evening board. Good evening. >> Board may have a motion to adop adopt the January 13, 2026 regular board meeting agenda. >> Second. >> Motion second by Mr. Lucas. All in favor? >> I. Anybody opposed? Be approved. Board may have a motion to approve the minutes of the January 6, 2026 regular board meeting. >> So second. >> We have a motion. We have a second by Mr. Simmons. All in favor? >> I. Anybody opposed? That be approved. There are no public comments. Um I find

it very fitting that um in board appreciation month. We have not put this on our agenda. Um but I understand that Miss Elim would like to say a few words and uh before Go ahead, Miss Elim. Dr. Elen, excuse me. >> Um yeah, excuse me. Right, >> Dr. Elen, before you talk, we would like to um say thank you for all the principles and administrators that have come tonight. We do appreciate y'all's presence and smiling faces. And um you have the floor. Well, I have got 120 seconds apparently. Um, which would never ever be possibly long enough to let you know how much I we all appreciate all that you do for us. Um, I get to just stand up here and let you know how much we appreciate you. But it's my fellow colleagues

who are here tonight to let you all know how much they appreciate what you do. I think that when I look over the last um probably the last two years especially, I just see how close we've gotten, how much we depend on y'all, and how much we call on y'all. And y'all just are always there with a yes, how can I help? What can I do? And it means so much to be able to have a board who is supportive and who listens and who wants to come to us and wants to know what our opinion is. And that really means a whole lot. And so having um been a principal here for now quite some time. It's been really cool to see how the board has evolved and the things that we've done and

just your passion for our district is just overwhelming. And so we are so thankful for all that you do that your support. Um, and it's also pretty cool. Um, you know, y'all know, you've heard me talk about my dad serving as a board member and a superintendent. It's not very often that you can go into the community and people talk about our board as a as one unit. It's not like my board member does this or my board member did this. It is a collective unit. And it's really cool to hear that because that is not always the case. And so I'm just so thankful that we do have such a strong board. And so we just want to let you know tonight and it's not tonight's just not enough. But thank you so much

for all that you do and we just want to let you know how much we appreciate you. >> Thank you, Dr. >> Does any board member want to say anything? >> Mr. Lucas does. >> I get Well, why do I get to be the one? Well, I'd like to say first, thank you for all that you all do for helping our children each and every day. We're just a tool or here to help you do what you do every day. Without you, we wouldn't be where we are. Our sister wouldn't be where we are. And we're appreciative of you. But to walk in here today and see all of this beautiful Thank you, artwork, pictures, pictures. I'm just going to leave that alone. Uh it was just so exciting. I think I was the first

board member here. I went around and took a picture of everything in here and I'm going to post it on Facebook thanking you all for what you all did. We really appreciate this. This is this means a lot. You know, you could give me things or you could do things like that, but when we see your your ch students sign these things and you are saying that makes that means a whole lot. Thank you. You know, I've been here say something since this fourth term. >> I don't know. Anyway, since 2009, >> five, Mr. Lucas, >> Five. 2009 has been >> wow >> so many >> I've been here since 2009 and this got to be one of the best presentations to us that we see and uh I know you think that you know

giving me something but to see your your words mean thank you come on come on y'all don't let me get all >> hey listen this is the the the best part of everything that I do is not just the um the children that we serve, but is also being in serving spirits along with each of you. This is probably and arguably one of the best team of administrators that we've had in the history of the school board. So, and and and I don't say that lightly. We went from um uh being dubbed as a dysfunctional board to having leaders that I didn't mind cursing out on the regular. And I didn't I really we are alive. >> But but it it you know that didn't change with age. That didn't change with wisdom or anything

like that. that simply changed because the the administrators and the team that that has been brought to us that we have been blessed with have just been way above and beyond the scope of the of the measures of their of their work of their jobs and we appreciate y'all being educational professionals. Thank y'all. >> Um I don't have too much to say. I'm just thankful. Um it's it's not an easy job to serve on the board. Um it wasn't first. Now it's like second nature. And to work with you all, to be able to call you all, to be able to have a um, you know, a laughing conversation with you all, not always so serious, that makes it easier. And when you all work things out and to continue to help our school move

forward, that's that that that makes being on the board um, amazing. It's not about of course it's not about the money. Of course, it's not about what somebody can do. It's about just being able to make a decision that helps move our school system um forward. And this is this these administrators, we have done a great job with um deciding on who will run these schools and working with this board. The the past board was good, but this board is great, you know, um to to collaborate with. So, I'm just thankful and the the pictures and the signs I have them throughout the years in my old space. So, I'm just seeing what I can put. I want this picture. That's great. The central um cuz I'm a I'm a central alum. That's why. But

anyway, it's just it's great to see all of these um things. It's thoughtful. >> It means more than any dollar. >> Do what? >> Look at what you doing. >> We're fighting. That's all I have you all. Thank you all for for this presentation. >> Okay. Um I just want to also say thank you all. This all of these posters are just overwhelming and humbling and just really means a lot. And this book is something that I have gotten to really looking forward to and it's just so thoughtful. Um the way you all every principal and every uh librarian pick a book in case anybody doesn't know picks a book um in our honor to go in the library. And I just think that is so incredibly special. And I also want to say while

I have the floor here that if we if you find that we show up for you, it's because it's so easy to want to be involved in what you're doing. You are all so passionate about your jobs and I know that anything that I do for any one of you is not going to be wasted energy. It's going to go to make something even better. And I just appreciate all of you and thank you so much. >> Um I'm grateful and I'm thankful for all that you all do and I thank you all for just taking your time out to listen to us if we have a concern or anything and you all have done that and I'm like I said me and we started 2017 and it's been rough but the first part but

it's I love it and I love what I do. I serve 24 hours a day. I work with veterans and I work students and so I just love what I do and I want to say again thank you all and I love each and every one of you. >> So I'm gonna take the floor. Excuse Miss Grant for a minute. So of course >> wait wait wait wait >> wait one minute. >> I got to acknledge some of my colleagues in the room that are happening some of the colors that I'm wearing. Thank you for the service first of all on your day and you know this is our day right here but as a school board we going to collectively say it's all of our day and for those of you that don't know

what today is I'm going to let you keep going look it up just a little bit >> and just a little bit but uh seriously speaking we want to take a bow to all of you all >> that's right >> you make our jobs >> so we can't be up here without you and this is your So if you want to stand by, you can come on. >> That's right. >> Because anytime we get down in the trenches, it's because you have already got down. >> That's right. >> You lead the way in everything that you do. You say and you believe. You focus on our children. You make it easy for us to come back for you because you get up every day and go to work for our school system, our babies, our

parents, and our community. So, we thank you. >> That's right. >> For giving us the opportunity to serve because if you weren't doing what you were doing, we wouldn't be here. >> You make it easy. Your GPA, your ACT, your whatever whatever scores are out the roof because you care every day. So, we and I appreciate everything you do, but I really appreciate my pictures. I say that, >> but thank you. Um, one more thing, we we talked about a lot of stuff in here, but the board and you all, we we couldn't get through it without our superintendent. And I know it's not superintendent month, but y'all give him a round. So we just praying for our school system as we move forward with um a new superintendent, you know, for this board and

for our entire for our administrators and all that we continue to lock in and stay focused on the main goal of this student education. >> Okay. >> Well said. Uh Dr. Lyn, thank you again for your kind words and thank you to all the administrators that spent your evening coming here tonight to to appreciate us. We appreciate you guys. Have a good night. Thank you. especially those in red. Enjoy. Father's Day. Happy Father's Day, ladies. >> If I got to be tonight, I'm going to celebrate just a little bit of my Father's Day. >> Thursday. It going down Thursday. >> It's Thursday night. It going down Thursday. >> You see it? >> Thank you all. and they leave us one by one. >> All right, Dr. Jones, >> while we're waiting on them, Mr. Chair,

to transition, I will say this is not as an announcement. The best thing I think we did for them was to move this to 5:30 >> because they have long days and I think >> they're ready to go home to be with their families. So, I applaud you for listening to us and thinking about I think that 30 minutes makes a difference versus waiting to an hour. >> Agreed. >> Now you may have your >> Thank you, ma'am. I'll I'll let you I'll give you the G. >> I want I want. >> All right. Item number item number six isformational reports. Tonight we will have a report from Mr. Jay Duke, our CSFA. Good evening, Mr. Duke. >> Good evening, Mr. Chairman, board members, superintendent, ladies and gentlemen. And thank you board members for what

you do each and every day and all year. >> I wanted to express my appreciation from the finance office and I think I want to show it by being brief tonight with my report at a high level but always welcome to drill down into specifics any day of the week. So we are starting off FY26. So this will be the month of October. So, we're one month in FY26 and we will start with the property tax. Property tax is a little early to look at it in total, but we do have the month of October in the books. Starting off a little slower than the previous year, but ahead of two years ago. So, uh we we'll get a better look at that about two months when we get into December and January to see

how that's tracking. That's scheduled to be about a 36.5 million budget, which is an increase from the prior year. Car tag tax had a healthy month in October, up from 324,000 to 354,000. I will keep moving on to sales tax, which is a lot bigger amount than the car tag tax. Sales tax dropped a little bit. um was up over FY24 but down versus the previous year. Uh we've got that budgeted at 23 and a half million. We backed off of what it was actual last year. We're seeing some trends where it's uh it had been flat. We're seeing a little bit of trend where it may be dropping a little bit and that showed its head there in the month of October. general fund management report. Again, we're just one month in. So, I

don't want don't want to put too much weight on the total percentage there. Although, you see the you see that orange star where the percentage is. We're tracking a little bit below. That's a little bit of a false read because we've got $4 million budgeted in capital outlay and we've got two projects that won't uh really get started and and get paid until late spring or the summer. So, that's a little bit of a false read. So I want to look at October of this month of this year, excuse me, versus October of last year. So we'll go to the next slide. So where where will we will be looking at is the yellow where you see the blue arrow pointing to the yellow section. I want to look at October of 25 versus October

of 24. And I want to summarize that for you on the next page. Chris, if you could go one more page. and our expenditures year-over-year for the month of October are down. That's huge. So, the adjustments that we made after the referendum did not pass are kind of showing their head right there. And that reduction, although it's not a huge amount of money, the fact that it simply reduced is huge because organically expenses just generally go up. Cost of things with step raises, they go up. Even if you don't have a state raise, we generally have a lot of people that get step raises. So, the fact that that number dropped is good and it shows a lot of the things that we've done have uh are now showing their heads and and and doing

exactly what we hope to do, and that's adjust this budget after the referendum did not pass. Again, the the details on the previous slide, but just kind of give you an overview of October of 25 versus October of 24. Again, a reminder, we will have a couple of bigger expenditures coming along in our capital outlay. That's going to be the Central High School track refurbish. And then we're redoing the roof at Woodland Forest Elementary School. We will also be buying some buses this year. We bought about 53 last year. Probably won't buy quite that many, but some of our buses are coming up on their 10year life, what they call fleet renewal. And so here uh starting at about March, April and May, we'll have another series of of bus purchases. So you'll see some

bigger numbers in those months. Um last slide is our overall financial statement. All sources of funds, the general fund there is on the left. That's what we were just looking at previously. And then special revenue, think mostly federal funds, title one, those types things that we don't spend a lot of time there because those are in and outs. federal government sends the money, says, "Here's what you got to spend. Spend it." We spend it. And so it's not any leftover, so to speak. So it's an in and out, if you want to call it that. Debt service, we hadn't made our payments yet as of October. That'll end up being about 10 or 11 million annually. Uh that's the payment on our buildings, our infrastructure, and capital projects. Again, we've got two major projects. And

and as far as I know, uh unless something um unexpected happens, we won't see big numbers in capital projects this upcoming year either. As as last year, we didn't see big numbers. So, that being said, that last number there, that that fund balance is very similar to what it was about a year ago. And that's huge, the fact that it didn't drop. We were able to to hold serve to to use a tennis term, chairman. And so, uh, again, the adjustments that we've made since the referendum did not pass and and a lot of, u good things, uh, that we utilize like the raise act funds, those type things are letting us hold our own. So, our fund balance is is staying steady. And Mr. Chairman, I'll wrap it up and take any questions. >>

Thank you, Mr. Duke. Board members, any questions or comments? >> No, just just one comment, Jay. Um, Dave Ryan and Eric Wilson have never been able to hold serve in tennis, but we thank you and your team for doing that. We appreciate it. >> I had that injury, that knee thing. >> The truth set you free. >> Mr. Chairman, did I hear a challenge >> here tonight? >> I noticed that he said that when I'm recovering from a knee. Thank you, Mr. Simmons. >> Thank you, Mr. D. >> Okay. Thanks. >> All right. Item number seven, introductions of motions, resolutions for a first reading, of which there are none. Brings us to the consent agenda items. Items 8A, 8B, and 8 C. Board may have a motion to approve. >> So move. >> Second. >>

Motion. We have a second by Miss Williams. All in favor? >> I. Anybody opposed? Those will be approved. brings us to the regular agenda items for final adoption 9A. Approve the superintendent's recommendations regarding changes in personnel. Dr. Cameron, good evening, sir. >> Good evening. Uh I have the superintendent's recommendations regarding changes in personnel. Also have a supplemental list. I'll go through both with you. Starting on page one, you have two retirements, two resignations, one termination of probationary classified employee pursuant to the students first act, 11 part-time extended day tutors, two supplements for teaching during the planning period, three 256 fall semester academic incentives, and one 2526 contracted coach. On the supplemental list, you have one retirement, one resignation, one new certified personnel, two rehire of classified personnel, four new classified personnel, one 202526 fall semester

academic academic incentives, one 2526 Central High School athletic supplement removal, one 202526 Central High School athletic supplement, six part-time extended day tutors and on page two we have six supplements for teaching during the planning period. >> All right, thank you Dr. Cameron board. Are there any set aides for a separate vote? >> I don't have a set aside. I just have a question. >> Any set aids? Motion to approve. Have a motion to approve. >> So moved. >> Second. >> Questions or discussion? >> If I'm remembering right from last week, we we had two um special education and then we've got a couple of more. >> Yes, ma'am. >> So I feel like today right now I've lost a whole team. >> We have final. So, if these recommendations are approved, we'll have eight um

special ed teacher vacancies across our system. So, um we work with Dr. Prescott, Dr. Pope, um Pam, um Pam Scott, uh Dr. Burks, uh Dr. Daria. So, we're coming up with a plan and Dr. Prescott met with held a meeting with special educ not every special education teacher, but some special education teachers last week as well to get their feedback on what we can do to help with retention and recruitment. Uh we're looking forward to a plan later this month. So uh once that plan is done, we'll bring it back to our special education teachers. We'll let them look over, but our executive team will also look over as well. We've got some ideas and they've given us some ideas of how we can increase retention and also attract recruitment as well. But uh we're

working with we've got some kids first um that are in some of these classrooms for our special education teachers that we have vacancies. So, how many do we have in total? >> How many? >> So, I can tell you, and it's going by memory because I'm trying to remember what's on my board in in the office. There are 34 self-contained classrooms, uh, 78 specialed paras, and then we've got collaborative collaborative special education teachers. I can't give you that number. And then we've got a number of um SLPs, speech language pathologists as well. Now we've got some psychometrists that are there with central but mainly we've got the self-contained where we have the vacancies the eight vacancies. >> So when I see like in my mind seeing eight is that alarming or is that because we

have so many? I'm just trying to do numbers in the top of my mind. >> It's a lot. Even one is a lot because then it puts pressure on other teachers that are having to carry that load as well. Puts pressure on Dr. Prescott, the principal, uh because we want to make sure we're following uh every student's IEP and we're doing a good job with that. But um we're seeing we're using our special education teacher we have in that particular school to help keeping up with those IEPs as well. Um when we have that vacancy kids first like they're in the classroom but we I say we the special education teachers have to keep track of the IEP uh the principal and the AP and the other teachers as well. So yes it's it's alarming.

So it's it's almost eight out of 34 it's not where we certainly want to be. Just a quick question. Uh just overall you have any idea if you can send it to us later how many we down you know being the first month into the second semester total >> for total teachers. Uh yeah I I'll send you that information tomorrow. I'll let you >> just get an idea where we are. >> I'll make you still see resations retiring. >> It is. Yes sir. Um we do um you've got a ret you got a retirement two bus drivers retire that retire end of the month and then if these recommendations are approved we'll have nine vacancies nine remaining vacancies for bus drivers. Uh we've got three that are in training right now and we've got three

more that are beginning to train as well. So we're down from 16 to nine. So that helps. Um but I'll get you on the certified. We still offer the bus drivers that incentive uh and we pay for the uh CDL. >> We pay for the CDL and we pay for that $2,000 as well when they come. If they don't have that, we we still do that. Yes, sir. We've got a couple um from neighboring school systems that part of these five that are um for tonight. >> Yes. >> Thank you, sir. >> So, when our bus drivers, not just bus drivers, let me thought I'm seeing these like in the middle of school year like two weeks from now. So, this is going to affect our routes on one end. I'm looking at that number

February, but then on the other end with our special ed teachers that are returning in the middle of Yeah. And it's like it's not in my mind it would have been June, but it's it's February. So, how do we recruit that quickly? >> It's near impossible. I'm not saying it's impossible, but we uh so like number three, number three is going to a neighboring school system. Uh number four is going to the state department. So we've got to um they don't have as many new grads coming out. So unfortunately, we're going have to steal from somewhere else as well. And for bus drivers, so uh with those five, we've got that'll help us. We've got three buses that are late. So with those five coming in, three of those will go onto a route. We're

able to split the routes, so we'll eliminate being late to a couple of schools as well. So that helps us. We're not we're 10 minutes late to one Pacific uh middle school. When those three come on Monday, they'll ride the bus and then we'll get them on and that'll eliminate the late buses going on for that particular school. Hopefully we'll get some more coming in where we can, you know, my one time here, I think I've said it, we We've been filled uh we're 116. We've been filled one time. So, the goal for um the director of transportation, she's told me coming in is to have uh us all be filled. So, we're working toward that goal. >> Thank you. >> Any further questions? >> All right. Hearing none, I'll call for vote. All in

favor? >> I I Anybody opposed? >> Those will be approved. Thank you, Dr. Cameron. Uh 9B discuss approved memorandum of understanding with Alabama Fire College and Tuscaloosa City Schools. Good evening, Dr. Pope. >> Good evening, board. >> Good evening. >> This umou is establishing our um partnership between TCS and the Alabama Fire College. This is supporting their U fire science um pathway for those students that are interested in fire uh fire science and any other emergency services. The students will begin their studies through theory and practices um in class, but this part of the Alabama Fire College that will actually go on site and demonstrations and hands-on learning activities will be there for those students and will be taught by um an Alabama Fire College instructor and all um funds are also provided by the

Alabama Fire College. Our focus is 11th and 12th graders and then we'll be looking at those 10th grade students that have interest as well. You have any questions? >> Thank you. Dr. Pope, >> you said on site. What do you mean going there or they coming here? >> They'll be going there to the fire college >> shelter. It's during the day doing the hours time. >> Yes, sir. And we've already um if this goes through um transportation, all the um that whole system already line to make sure that the kids are able to go there. >> So class is the same. Board may have a motion to approve. >> Some move. >> Second. >> Questions? >> I'm sorry. I uh are late classes the same length as our classes here. >> Yes, sir. They'll be

making it um accommodating it just as like the same amount of time the hours will be. So, they that will start out the beginning part will be that we'll be having to learn the p the um theory and practices first before they do the um hands-on learning. But they will be aligned with our our schedule. I think this is a a good fix to where we are, but I would love for us to be able to get back so that we can recruit some kind of way to get the program back here. And even when we do, we got to work on trying to find students that we want to encourage to go in to because you know, when we first started this program, it was because of our firemen were getting older and they

were retiring and we needed to have a group of young people interested in going into the field. I know we only got one and graduate through the program and went on to be a farmer, but this is not one of those careers that, you know, it's important that we try to encourage or recruit students to go into this. Everybody can't be a doctor, but you can do a lot as a EMT or paramedic or any of those things out there. >> Yes. And you're saying that what we're looking in in our um Zello platform, there's high interest with those students that want to be um firefighters and this is giving them a direct pathway for a volunteer firefighter certification, but also it opens up the opportunities for them to um go into emergency um certification

as well like EMT and those other fields. So we've been looking I think um the way we look identifying those students that are interested through the Zello platform and placing those students um in the class. The classes will be here on the practical side and then they will go to the uh the site for demonstration and hands-on learning but the the courses will be held at GCTA. >> It' be nice if we can get full program like this someday >> some kind of way to find a grant to get some money. >> Yes sir. Any further questions for Dr. Pope? Call for a vote. All in favor? >> I. Anybody opposed? That would be approved. Thank you, Dr. Pope. 9C discuss approved Fifer, Inc. Modern Manufacturing Educational three-year partnership. Darius. >> Yes, sir. Board members,

um, kind of in the same line uh that that Dr. Pope just presented. What you're seeing here at TCTA is a shift to ensure that we've got business and industry partners in this building preparing our students for their direct employment in this region. Um the example of what you just approved is is another one of those kind of like with skills trade of West Alabama being in here. Now to introduce the item on the table, Fifer Wire. Uh you will not have a better partner in education than Fifer Wire. In the coming board me board meeting, I'll be presenting another investment that er will be making in Weslon Middle School. And this evening, this is another example of Fifer Wire coming to the Tuscaloosa City Schools and investing in the city schools students so that

our students have a direct pathway. As I finish this, I'm going to ask Russell Dubose to to come to the to the podium. Um not only has Fifer Wire been a a great friend, but this individual right here has been with us every step of the way, always looking at ways to get better so that our students have direct pathways in modern manufacturing. Um, and what FeiferWire through Russell is presenting to the board tonight, I think is a standout example of when business and industry says we are with you K12 education to make the public school system the best for your kids. Russell, would you mind just giving the board an overview of what you're proposing and that we aim to accept and move on because it's absolutely awesome. Russell, >> thank you, sir. President,

board, Dr. Daria, thank you. I echo everything you just said. that it's a great opportunity uh for students to enter into the workforce and earn a high quality living wage right out of high school. Um, as we've seen the success of modern manufacturing uh with sophomores and juniors, our our concept is we want to offer a semester program for the seniors who are graduating from the modern manufacturing program and other equivalent programs and have an advanced manufacturing class that offers those skill sets uh that we see in all industries like Fifer and automotive and good rich and so forth. All of us need applicants right out of high school to fill these roles. These jobs pay very well. These are uh these are living wage positions. These are career opportunities. U the proposal is we're

going to provide an employee at Fifer to serve as the instructor. We're not asking for funding. Uh we actually want to go the other way. We want to provide the instructor and someone who's had decades of experience and teach uh uh these students the skills that they can be successful with uh in highpaying careers. And so we want to have a we use lean sigma terms. We want to have a kaizen event next month. It'll be a blend of educators and vifer technical leaders and we'll create the details of the program. We'd love to launch it right here at TCTA and and at Fifer uh next uh next spring in 2027. We'll spend this year developing it, get the instructor all accredited. Um I will say that um we've done this in other school systems.

We've done this in in Faget County. We've had an exact same type program for the last four years. More than 40 students have gone to work for our company through that program. It's a great opportunity for us to partner. We love our partnership. partnership with Westlaw Middle School. Now, we want to create those successes here at TCTA as well. Dr. Maxi Tuscosa City Schools was approved as a charter authorizer in November 2024. Pursuant to the requirements of that status, a request for proposals was published on September 2nd, 2025 as the first formal step in the annual process of receiving and evaluating charter applications. A notice of intent to apply was received from one organization, Pathways in Education, by the published deadline of November 1st, 2025, followed by a full application before the deadline of December 1st. The charter review

team consisting of TCS employees who are experts in a wide range of specialties and were appointed by members of the executive team as required by our state approved process engaged in a comprehensive review of all parts of the application between December 2nd and January 8th. This process closely examined the materials submitted in four areas. Organizational structure, formation and logistics, education plan, and auxiliary services. Each subsection was evaluated using rubrics published along with the online application itself. The final result of this painstaking process is a recommendation from the review team to deny this application. The team's recommendation is based on evidence-based concerns regarding the fiscal viability and sustainability of the school, the educational program capacity, governance and oversight structures, staffing and personnel, and issues of alignment with Alabama state law. Additional details are articulated in the
