the appropriate staff our first speaker is Michelle wolf hi hello um I just have some laws that I'm going to go over things that were implemented many years ago starting it's kind of in chronological year uh first 19 in 1999 ab537 permits teachers and students to openly Proclaim and display their homosexuality bisexuality and trans transsexuality um to in 2000 AB 1785 all kindergarten through 12 public schools are required to include human relations education in order to Foster an appreciation of California's diverse population in 2003 SB 71 new sexual health standards teaches children's in grade 5 through 12 and that any conceptual sexual behavior is safe as long as you protect yourself with a condom teaches that homosexuality bisexuality and transsexuality are normal in 2007 ab394 promotes transsexual bisexual homosexual indoctrination of students parents and teachers
via anti-harassment materials Publications curricula handouts and pause and postings on walls all sexual Lifestyles must be positive positively portrayed by students K through 12. in 2007's SB 777 prohibits all schools instructions from promoting a discriminatory bias against homosexuality bisexuality transsexuality to students as young as five years old children are to be taught that gender is a matter of choice in 2009 SB 572 establishes every May 22nd as Harvey Milk Day children as young as five years of age will be taught to admire the lives and values of late homosexual activist Harvey Milk children will perform suitable commemorative exercises remember his life and accomplishments there is no parental notification and consent written into this law in 2010 AC r82 creates morality for a morality free zone at participating schools from pre-k through public universities in 2010
SB 543 allows School staff to remove children aged 12 and older from government schools and take them to off-campus for counseling sessions without parental permission or involvement I'm going to read that again in 2010 SB 543 allows School staff to remove children age 12 and older from government schools to take them off campus for counseling sessions without parental permission or involvement the final one 2011 sb48 mandates that children in grades K-12 and all instruction in social sciences admire the role and contribution of lesbian gay bisexual transgender Americans California Public Schools must implement the requirements through supplemental materials I.E handouts homosexual biographies classroom discussions essays and other homeworks outside speaker drag queen story time at all videos dramas Etc so if you think California public schools have some become a problem it's not these laws have
been in place since 1999 through 2011 and I just think that teaching about sexuality especially before puberty is should be left to the family and so thank you for allowing me to speak there are no more public comments thank you Dr Rios okay we'll move on to the consent calendar May have a motion to approve the consent calendar is there anyone who wishes to remove any item to be considered separately or have discussion on seeing none all those in favor aye aye any opposed motion passes 6-0 action items 1.1 a have a motion to approve Community member and student appointments to the board advisory committees okay I'd like to First Call on vice president say to introduce her appointee okay it is my honor to appoint the Mr um they pull I have to say
his name correct okay me because I did pronounce that they pull the knit thank you very much and it's my honor to introduce him actually I met him through one of the things he was concerned about her her kids go to the school of choice so I thought oh perfect I have disappointed appointed person being alone time miss miss Wu means vote been there for quite a long period of time eight ten years already so I thought we'll be really good have somebody who has a kids in our school district and come to share her knowledge and her his experience so I talked to VU and she dropped out and then I have a Smith Pool here today the people for graduated from psychology in UCLA which is that's a school my husband my kids
are off graduate from which is that's a plus already there and he also received his master Administration from University of Redlands now right now he's a CEO for the pharmaceutical research on the company and currently he lived in Cerritos for 19 years I had two children's small children still in our elementary school so it is honor to appoint him to be this position miss beautiful he I mean Miss virtue can you come up here please by the way he also is my neighbor a couple blocks away from me we're very into the uh the neighborhood watch thank you again for to be here good evening everyone first of all thank you Sophia thank you the school board uh for giving me this opportunity I know how I esteemed this uh District the school district is
and how many people want to transfer here I've dealt with a little bit of uh that's it scenario myself and I you know like um let's say mentioned um we've gone through some struggles to get into the school that we wanted and honestly I didn't know how things worked until I got into the thick of things and uh I thought hey you know what I gotta get involved and I need to lead from the front if I want to help parents get the best opportunity get the best District best schools for their kids and here I am and once again thank you for the opportunity I I really hope and wish that I can contribute well enough and make this school district even better after my tenure up here thank you it is my honor
to have you as well my committee I appreciate it I appreciate the opportunity thank you sir okay I don't see her in the audience but if Catherine Pasquale is here she was appointed to the ABC ft rep for the legislative policy board advisory committee I'd invite her up if she was here you see in the back okay any public comments Dr Rios none at this point Mr President okay all those in favor this motion say aye aye any opposed motion passes 6-0 all right 2.2 a man I have a motion to approve the reclassification of employee number WP 7248427 Insurance assistant Range 32 to Insurance technician range 35 on the clerical technical employee salary schedule effective September 6 2023. I have a motion please okay Dr Frazier thank you Mr President we're bringing this item
forward again uh what we did back in April of 2023 we have a CSEA classification committee that met to approve a further analysis of this job study and so it went um with a collaboration with our CSEA membership went to a consulting company Ewing Human Resources who conducted a comprehensive analysis and found that it was justified to move the the range from 32 to 35. thank you sir Dr Rios any public comment no Mr President none any board discussion all right CNN all those in favor aye aye any opposed motion passes 6-0 3.6 a may have a motion to approve requests to adopt the following textbook titled A Patriots History of the United States from Columbus's great discovery to America's age of entitlement for a Whitney High School's Early College history 102 and history 103
courses for the 23-24 school year so Dr Castro thank you Mr President in our board meeting we approved you approved the course for a history 102 and 103. this is a specialized pathway program for students at Whitney High School that are part specifically of the early college program these specific set of courses are for the sophomores that are in the program and this is the book adoption that would follow along with that the professor who of the class noted that he preferred this book because of the way it reads like a novel and he wanted students to do a novel study around different ages and areas of U.S history and this does take the place of a student's U.S history class okay thank you Dr Rios any public comments nine Mr President board discussion vice
president say thank you president um Dr Castro it's a quick question only on Whitney High School for the subject I thought we're trying to teach all across the world everybody should have same education same textbook now this is specifically for Whitney High School because they have this specific early college program every school we are working towards developing different programs at different schools each school gets to pick their catalog of courses there are some that are district-wide such as the health course but this is specific to Whitney High School these set of courses in this book okay thank you any other board discussion sue you I am very encouraged that our students are learning the history of the greatest nation and the greatest government in the world so always always encouraging thank you all those in
favor please say aye aye any opposed motion passes 6-0 4.58 may have a motion to approve the 2223 unaudited actuals financial report Mr Nguyen thank you president Beach good evening annually the school districts require to present to the board a report called an unaudited actuals report so after consideration from the board this report will go to the county laco which is the Los Angeles County Office of Education for their approval and then they will forward the report to the state of California also for approval so the timeline is that the warmers approved this report on or before September 15 so that's why we're here tonight so the unaudited actuals for 22-23 basically capture the revenues and expenditures for the year 2223s so it provides a summary of how much money we received from the state
from the federal government from local governments how much money we spent and what is our fund balance so beginning on page 97 of the boar book 22 23 is an exceptional year in terms of the district receive a lot of one-time money so that's the good news along with the one-time money though most of the one time when they are restricted so the money will come with strings attached so the government will tell us how to use the money the local school board cannot determine how to use the money it must be followed with federal and state guidelines so the unrestricted revenues for 2223 is 248.8 million dollars this is on page 97 where it's a total revenues the restricted revenues is 108.2 million for a total this is the highest ever million dollars in
total revenues both restricted and unrestricted we spent total of 304 million dollars so let's give us an excess of about 31 million dollars again 1.8 is unrestricted 29 million of those are restricted so I'll give you to break down the restrictions of the funds so we are ending the year with 99.8 million dollars in fund balance 72.1 million is restricted and 27.5 is unrestricted that's at the bottom of page 97. so I want to go over the restrictions and the 72 million dollars that we have in basically a fund balance right the money must be used for and this is on page 98. um beginning with item e the expanded learning opportunity program 7.8 million dollars that we received instructional materials 11.5 million art music instructional materials again 5.8 million special education about 8.4 million
routine restricted maintenance 5.1 million kitchen infrastructure grants 2.4 million educator Effectiveness Grant 3.8 million a through G success Grant access Grant 1.5 million and then the biggest one that the board approved was the learning recovery block grant 21.1 million so as you can see you know we have 72 million dollars but all of them are restricted for the program that I just read off so we must spend it on students under these programs so that's the unrestricted is 27.5 million dollars that's about nine percent about fund balance and that's our Target can't go over 10 percent as required by state law so we have about nine percent but the restricted 7.2 million dollars so in summary we closed the books and finish the year both restricted and unrestricted in the positive so we are ending
the year with a fund balance I want to read this for the records 99.7 million dollars thank you Mr President thank you Mr Nguyen I'll bring it back to the board with any comments Dr Rios now that I'm learning a little bit more about this twice so help me understand we're ending the year what do you mean about we're ending the years is this how money has been allocated for 2324 no so this is when you close the books for June 30th of this is how much we have in the fund balance in the bank in Saving accounts so that's the following year for the future years it doesn't have to be the immediate future remember we talked about we have a three-year plan actually it was three years and I get expanded to five
years to spend down all the one-time money beginning with the covet funding with the SR money and then we extend it now through the learning recovery block grant the art and music instructional block grant you know all the different programs to support our students this is the funding that helps support the additional uh teacher the tosa at elementary school the reducing the class size this is uh traditional the AP that the board approved the mental health professionals the additional the El counselors all the programs that we are providing to support our students to um I want to say close the the learning Gap from covet and so yeah that's that's great because I do see that the bigger numbers are in things like Arts and Music so you know when we go visit our sites
it's going to be exciting to see that students have programs that they have not had before um the learning recovery emergency Grant again our schools particularly those title one schools and honestly all schools we should be seeing a lot of resources poured into these schools by way of intervention teachers by the way of programs that really are going to mitigate the learning loss we keep talking and hearing nationally about how behavior is an issue I like that there's so much money in special education because you know this is going to be the time that we're going to probably require more people in this area school psychologists Behavior bcbas Etc so I I hope that you know that this money is utilized it was given for a purpose and I I hope that it's not going
to be rolled over from year to year we expect things to get bad but that shouldn't be at the expense of the kids that we have in our classrooms this year if they need support this year then they should be getting that support this year thank you our approach has always been thoughtful intentional systematic spending down the money to support our student it served the students no purpose for us to roll over the money or return the money to the federal government or the state government if we don't spend it properly so in working with under adopter superintendent Dr zitlo we are we have a very thoughtful and systemic plan that we're very proud to support our students not just in 23 24 but beyond that hopefully in the next three years to extend the
money as much as possible to get the best bang for the bucks thank you vice president say hi hi Tuan just a quick question you know I know how the some the money allocate to a certain program but the one thing I do have a question about kitchen infrastructure grants what did you plan to do on that yeah so we are planning to renovate the kitchens you know the issue without schools is that what university meals our kitchen facility was not built when we built a school for for that it's very small so we are upgrading equipment we are looking at um I want to say not a portable kitchen but some sort of stuff that we can expand the kitchen area so that we can improve the access time for students believe it or
not more and more students are eating our lunches and breakfast because they are free I want to repeat that all breakfast and lunch at every school are free to our students period so so we are looking at upgrading equipment and also infrastructure I know we had a equipment of the kitchen before like salad things fresh one you know indeed you're correctly because many elementary school I visit someone in elementary school their kitchen area is very tiny it's like a small it's like almost tiny tiny tiny room for I don't know how they prepare for for lunch for kids so someone like Elementary School you're also going to focus infrastructure including uh expand in individual school or no only our kitchen kitchen here so no no not the Central Kitchen this kitchen at the school it's
cool okay perfect because I went to a couple it's really tiny and and I thought we're planning to actually I was in school the last October I mean August 21 21st I was there actually they had a hot dog the Utica what do you call this in the mall corn dog was good it was I see the kids were eating it just like exactly corn dog from the from the uh the Cerritos Mall it was good I watched the kids eating and they're really enjoying it I'm thinking wow I was hungry at that time I wish I can have one hot dog but I really appreciate it the food really tastes much better than it was before thank you thank you Sophia Dr Rios did we have any public comment on this item we did
not Mr President okay thank you Tuan I want to thank you for the report I think it's obvious to the public that we're in great financial shape this is the largest number in Revenue I've seen since I've on the board and I'm assuming the highest ever it's also the highest Reserve we've ever had I'm going to ask you the question I've asked you every single time there's been a financial report we have a balanced budget and we're adding to our reserves that is correct okay I knew the answer but I'd like people to hear it thank you okay moving on 4.68 may have a motion to approve bid award ABC you have to vote oh thank you okay all those in favor aye aye any opposed motion passes 6-0 all right 4.6 a mava motion
to approve bid award ABC 1626 unit price data cabling to dlrm system Inc DBA RM systems as lowest responsive and responsible bidder with options to renew annually up to four additional years may I have a motion any public comment Dr Rios no public comments any board discussion all those in favor aye any opposed motion passes 6-0 all right 18 informational item 1.2 results of site visits reviews and uniform complaint data for the 22-23 fourth quarter Dr zedlow thank you we received our final uh fourth quarter report from the LA County Office of Education and in regard to instructional materials facilities and teacher vacancies or missed assignments we had no complaints that had to be resolved okay thank you all right moving on to board member reports we'll start with Dr Daniel thank you Mr President

their updates on August 25th I visited uh fetty Middle School I got to visit their Dream Center their new location and also got to sit in on one of their eighth grade dual enrollment programs so this is an eighth grade class that's taking a college level Spanish class and it and believe me when I tell you that it is a college level Spanish class they they are they are learning at that level so I'm very proud of that uh on August 31st I visited Artesia High School and visited um got to see all the new measure BB updates and you know sitting on some classes and it was great to see uh principal uh Garcia and then on that same day I visited Hawaiian Elementary back to school night and it was great to be

my heart on my heart 1949 was the beginning of the first Public School in San Francisco um and California's constitution sets aside land to fund education establishes superintendent of public education and since then California has produced world-class top-notch scientists engineers Educators doctors through the public education however the government overreached during the last 10 years since I was on board has really broken the public education system far left radical policies and as a result I just see a lot of blame shifting each other pointing fingers parents suing schools and districts abusing the system lies and deception of media and use and educators are under pressure to focus on complying with state laws and policies which just um all added work for our district all because everything is connected to funding if we don't comply our funds
are cut off parents do not understand all the logistics behind the scene nonetheless parents have the authority and responsibility to raise their children according to their values and priorities ABC was doing just fine prior to Common Core we had many students who really excelled in math and I know firsthand that actually ABC's math program excelled much better than other districts like Fullerton and even um Cyprus we were doing really well overall not just our district but mad skills are declining and students are less prepared for higher math which is a bad news for students who want to pursue stem area this was 2013 when I first came on board and we were you know voting for a common core and at the time over a million dollar was at stake if ABC did not Implement
Common Core so we had to adopt it but I think in the long run we lost more than a dollar more than a million dollar worth and nonetheless nonetheless ABC is one of the outstanding districts because I really after you know 10 years I've been here we have our cabinet members our principals our teachers and our Union overall they really do work their best with what was available and deal with it of course not everyone is perfect we don't have a perfect system but I know that ABC made the best and the most out of what we have and I know personally that we are blessed with many Educators who hold the whole who hold on to Common Sense core values conscientious human being who care about their students well-being and they enjoy their work
they enjoy being here where we are so blessed and I know that great mentoring program happens in our district which helps new teachers as entire California is experiencing declining enrollment including ABC I am certain that many families will choose ABC I'm a strong advocate of ABC compared to other districts however we have to face a reality of what's pushed pushed down from Sacramento the promiscuous sex education gender affirming attack on parental rights and this indoctrination does does not only harm students but so many Educators who are so offended by this also because they don't agree therefore I believe the parents should know about the option to either homeschool or alternative education ABC also has independent education program as well and it just doesn't stop the Sacramento will continue to push down assembly bills and Senate
bills that will attack parental rights and we you just need to be aware of those and the families need to take responsibility and own up to the consequences so um welcome back to this new school year and God bless you thank you thank you Dr Rios I don't really have a board report I just can't help but speak against comments made today like I feel like you know among the issues that board members you mentioned a big issue has been the undermining of public education by certain individuals who want to push their own agenda which stands against everything that public school education stands for advocating for kids to join a non-public school like that's not what we do up here board member you we are we stand uh behind the emblem of the Department of
Education we don't stand against it so I'm really troubled by your comments tonight okay we'll move on to announcements next regular board meeting is Tuesday September 19th at 7 pm committee meetings school facilities capacities declining enrollment on September 20 6 PM diversity Unity Equity September 21 6 p.m finance and audit is September 21 6 p.m here in the district conference room strategic planning is September 26 6 pm and legislative policy board advisory committee September 27 6 30 pm important dates September is attendance Awareness Month I'd like to encourage all parents to make sure if your kids are healthy that they are on time and attend our schools and now we'll move on to Second public comments section Dr Rios yes we have a public Ray gair good evening president Peach uh the rest of the
board thank you very much and administrative cabinet my name is Ray gear president of the ABC Federation teachers thank you Olga for speaking up ah it's really disturbing to hear you know the person who's in the trusty area that has the number one school in California speak about how public school is doing a disservice and yes we're doing okay uh as an ABC but for the people out there we're all dealing with declining enrollment and that is having an impact on what we can provide in education that's why there's a committee that's you know the district has right now that's looking at facilities and this is happening in other districts too but we're looking at facilities so we can consolidate so we can continue to offer as much and as we can for our students
to enhance their uh their experience in public education everybody thinks that you know they're expert on public education but the only experts in public education right now are the kids that are experiencing it and there you know you talk about the scores going down you know what if you look at the rigor of what was in the 80s and 90s and you look at the bars that were set then compared to now there are adults out there that wouldn't be able to touch what our students in high school are doing so I think you know it's all perception it's a shame that somebody who's on a public education board is actually advocating for homeschooling which would take away funding from the school district which in turn would provide fewer resources for public education here in
ABC it's a downward spiral it's real disappointing miss you I'm sorry you're advocating for that makes it really hard to you know be on any page with you so just really disappointed I know that the board the rest of the board doesn't feel that way and we we have differences but we all believe in public education or why the heck would you be on the board for public education if you didn't believe in it it's just so hypocritical thank you Beyond oh sorry we have one more comment Michelle wolf hello I'd like to um just a comment to some negative remarks that are order please um uh miss you was just saying things that there are different options in ABC unified school district there are homeschool options offered through your District correct uh miss this
isn't a time for us to respond to you oh okay okay just independent okay so there's independent study but um you know more and more people are withdrawing their families their students from the school district because they're not getting what they need as a family from the public schools fortunately ABC unified you know does a good job but there are other school districts in the state that um the kids don't have the support that the families offer here in this area so I did want to talk about a couple different websites we the parents and moms for Liberty that do offer other alternatives for education and it's not that miss you is going against Abu ABC Unified School District she's just saying that you know this is what's going on in other in in a
lot of parts of California that we need to you know kind of get a little more mainstream from Sacramento or or just you know um not get just um bring bring Sacramento a little closer to families not so much you know that they don't separate us from the the public institutions thank you there are no more public comments okay a German may have a motion please so move by Sofia elbows in favor aye motion passes six zero all right good night everybody [Music] [Applause] [Music] thank you [Music]
