009favor aye aye aye okay right may i ask dr rios to lead us in the pledge to the flag of the united states of america and to the republic of which it stands one nation under god indivisible with liberty and justice for all thank you hey tonight we have presentations on spotlight on teaching and learning communication officer quarterly update scott smith good evening president you members of the board dr sue cabinet and community as the school year is now over it's a great time to look back at our communication success that we've had over the last 12 months it was an interesting year with many stories to tell while also dealing with covert related messaging and even some crisis communications in traditional media we had over 50 stories and articles appear in local media outlets
010including print online and broadcast more than half of the stories that we ran next to me that were ran were the result of our pitches to the media our pitch stories appeared in the los cerritos community news of course long beach press telegram and the la times these stories included the bike giveaway at aloha elementary last december how abc usd was dealing with covid and most recently the class of 2022's graduation ceremonies social media continues to help deliver timely messages to our families and the communities we serve the district's social media pages abc stories on facebook and instagram reached over 50 000 views over the course of the 2021-2022 fiscal year this was an increase of about 40 percent from the previous year not surprisingly our most successful post was about students the artesia boys
011soccer teams cif championship some of our other successful posts included covet updates schools of choice whitney high school being ranked the number one high school in the state and the helpful honda people visiting artesia high school one of the areas that showed significant growth was our use of video we are very fortunate to have a talented video producer on our team mr steven silpa who records and edits amazing videos that you see we produced 24 videos over the past year covering a wide variety of subjects and events from the first day of school featuring students returning to school in person to the opening of a time capsule at cerritos high school with a special appearance by former superintendent dr schmutz to the unveiling of the new science building at whitney high school we showcase unique
012fun and touching stories that give our communities insight to who we are this past month our new video series district channel 1 premiered the response of our first episode was overwhelming and our second episode is in production this show gives us an opportunity to share different stories from across the district to better connect with our families and communities our goal is to produce two episodes each month during the school year we continue to send consistent messages to our families and stakeholders through weekly commute the weekly community update as you remember this publication began during the pandemic and has grown to be a critical tool in communicating with our families we recently upgraded how we deliver this publication using a new format to make it easier to read the new format has shown great results with
013an over ninety percent open rate the bottom line is that we have great stories to share with our families our community and the southern california region as a whole we will continue to share our stories as widely as possible to reach as many as possible thank you thank you any um board comments okay thank you okay we have one uh scott we have sophia say i do want to say thank you so much all the effort that you put out work with us the board and the community you did excellent job you are really connect us with the parents students and local community and other uh such as some lecture optimist club optimus cloud you're always there so i want to thank you very much along with the dr sue appreciate all the work you've
014done thank you very much i also want to chime in and um what would we have done if we didn't have a communications officer during especially during this pandemic and post pandemic because of the the whole culture the communication had to roll up very speedy and i know that you had to juggle several hats but you delivered thank you very much i know that we uh the board members kind of harassed you here and they're calling you what's happening scott but you delivered thank you very much because we were in situations where the community the public had to hear what's going on so thank you keep up the good work thank you very much okay next we have equity officer quarterly update adrian thomas hello good evening president you vice president beach clerk dr eugenio
015members of the board superintendent dr sue in the cabinet and the community it's almost been a year in my position and working with elementary and secondary school administrators and parents has provided many windows and mirrors into the beauty and the challenge of ensuring that each student abc usd has a physically safe and socially responsive educational experience my management of the hispanic latino family circle which began this year and the black family circle has served to empower our parents to support their child's achievement through a through a more equitable balance in education opportunities for them to converse about the needs of their students the hispanic latino family circle which we affectionately call the hlfc had three meetings this year the black family circle which we affectionately called the bfc had four meetings all meetings were centered
016around topics of college and career academic progression and social emotional tools these meetings were recorded and can be found on the district website under equity thank you to the board members who attended some of these meetings we appreciate you coming to the meetings and learning what our parents were learning on june 1st counselors and administrators health uh mental health professionals who helped co-create and facilitate these family circles met to discuss improvements and next steps for each of these family circles the bfc which began in 2020 will become a black family circle parent advisory in the upcoming school year the formation of this black family circle pack is supported by the board resolution and will be guided by the professional development from laco a vendor who has led the parent workshops in forming advisory groups with
017bylaws actions and membership and goals more to come on this development and the new year i will speak on that and my role has been clear though the work of equity is a boundless but it is a journey not a destination and i've begun my work in looking at our equity outlook which includes the areas of systematic climate resource and academic equity and my plan is to form a district office equity committee to better establish i like allyship in this area again more information is forthcoming on that as far as our students the next school year we will bring more of a focus on engaging our students and their sense of belonging by having youth summits to focus on community leadership specifically cerritos high school will have an eight-week asian youth centered leadership program which
018culminates into a community project it will be conducted by the center for pacific asian families and is called it is called know your roots it provides a vehicle for these students to develop into leaders and problem solvers and activists some of their examples of community projects have been focused on xenophobia violence and community involvement in their cultural identity this summer i will offer to all school administrators on what diversity equity inclusion basically means the basics and how to enhance dei so that we can get closer to the education education's overarching goal which is to improve student learning and their outcomes over this past year i've had some principals who've asked me for equity training for their staff but this can be very broad so i wanted to narrow it and make sure that they focus
019on the context of what they believe their school needs by providing this basic workshop for them and it's my hope that they will be able to reflect more so on their school context and determine what their staff needs and move forward forward from there and then lastly i thank you for the review of of the educational equity statement that was crafted by the diversity unity equity committee that was created just through our hard work our shared experiences so that we can define and understand what educational equity means the due committee was guided was facilitated by me but guided by literature which really helped inform our understanding and what you see there in your board i think the thursday update was the educational equity statement and this draft will be shared with other departments in the
020district and to help further submit its consideration for our educational equity statement for our district thank you do we have any board comments or questions okay we have dr rios first of all thank you and congratulations on completing your first year in this what became one of our most difficult years um you know we i really applaud our board for taking such a proactive approach to equity we know we have a lot of work to do here in the district we do talk a lot about accountability and so i'm very very interested in hearing how your work with the administrators will play out and you know i like to see our schools develop an action plan themselves maybe have a goal one goal that they can that they can focus their efforts on in attaining
021because ultimately we want to see improved outcomes and we want to see improved achievement and we want to see how that ties into to your role and um and and how that they're being supported in attaining that goal and if there is more support that's needed then we we would like to have that communicated to us of course um but again we want you know this to really play out in a way that brings about improved achievement and positive outcomes across the district so thank you for all the work that you're doing in that in those efforts thank you i have a quick uh question yes for when you have the latino family circle and the latino community which is a almost 50 percent 45 i don't know the exact number right uh i would
022assume that the parents would need the spanish do you have a spanish speaking staff always present at the family circle yes every the black family circle and the hispanic latino family circle has a alliance and they are as i stated mhps counselors i think we have two assistant principals who help facilitate and create that each month that we have it and we offer translation online so what happens is on zoom they go into they choose the spanish and they go and they hear 80 percent that person translating the presenters because we have presenters who are outside of our school district and that way they're able to also type in the chat something in spanish if it's a question and we still respond and we still answer it hasn't been any of a big issue for
023us it's been really great that people know that we have that and so they do come and they do value that fact that this is for everyone whether you're spanish speaking or you identify as hispanic latino in our district it's for all parents so it's been pretty good and so we had that meeting june 1st that was for us to really hone in what we could do differently to make sure we get more parents involved okay great i would also like to see some action plans to reach you know a certain group that really does need additional support and uh implementation plan too yes and that's that's the reason for the committees because i can't do it alone so we have to make sure we have all voices involved all right thank you thank you
024okay okay next we have may i have a motion to approve the agenda for the regular meeting of june 21st 2022 some moved apodaca you're in a second all those in favor hi excuse me madam president i will be upset absent the last one oh yes so i'll be excused for that okay thank you so that will be six eyes okay may i have a motion to approve the minutes of the regular meeting of june 6 so move nishi as amended second okay all those in favor motion passes may i have a motion to approve the minutes of this president you say what date is june 5th june 6th june 6th i was not here either you said 26 that's one meeting right i was not here okay please so you're going to be abstain

029staff comments and prior to the board's discussion and taking action adverse remarks about a person's race ancestry ethnic group identification religion color national origin sex sexual orientation gender mental or physical disability or age may not be made please avoid remarks or charges which reflect upon the character motives qualifications or ability of any school district employee concerns presented to the board will be followed up and addressed by the appropriate staff first speaker we have ramona wainwright good evening board members dr sue thank you for your time i am the parent of an incoming junior at cerritos high school sorry cerritos high school and an incoming fourth grader at stowers elementary but i'm actually here to speak specifically to my experience with the online independent study program um in lieu of with you know forthcoming meetings regarding
030an academy and all that that will entail um i felt i would be remiss if i didn't highlight specifically the exemplary experience and the leadership of my son's teacher mrs angela burnett um truth be told the beginning of oisp was um shaky there was a lead time i think of about a month where some kids didn't receive their textbooks um at times it appeared to be relegated to the um proverbial back of the bus it wasn't a you know wasn't the best feeling as a parent but we pressed on and that was wholly facilitated by miss barnett i believe she was previously at a willow elementary and for whatever reason my son and his uh her third grade thinkers were gifted with her ability to not only teach but to navigate the technological issues that
031arise when you're online to be able to as one can online reach the kids and address their social emotional needs i've never had an experience where i had a teacher admit like anything that was even appeared and miss with my son was addressed she made herself wholly available whether it was um through um claustojo um uh whether it was um through a um zoom impromptu zoom mind you at times she asked hey parents you got any questions it was for lack of a better word it was pretty dazzling the length at which she made sure her kids had the best possible experience not only that i think most importantly she allowed um parents to get together she facilitated hey this is the means by which you can reach each other she wasn't there but she
032encouraged that you know do so safely but allowed us to communicate with each other and therefore the kids had times where they actually were able to get together that being said i implore that in the process of determining what a hybrid or sorry speaking out of turn what i hope would be hybrid um online academy will look like please please defer to miss burnett oliver yang i never met him i only saw him at the of the picture day but other parents spoke well of him and um his desire to see what was a fledgling program be something that allowed for us to see the possibilities in online learning and i wholeheartedly believe if one can earn a master's a phd a number of you know on you know any number of accolades online so
033you're choosing as adults we can certainly facilitate and meet the needs of children and and then um and have the forward thinking and progressive stance to allow for them in this age of technology to um have a complete academic social experience last but not least in the words of miss barnett as she told her kids begin with the end in mind in so doing when you laid the foundation for whatever the upcoming program will look like please begin with the end in mind the end of the social um of course educational the emotional needs that will all need to be met all at once online i appreciate it and once again thank you miss barnett go out there thank you next speaker we have carissa cordero hello i'm not quite sure where to begin yesterday
034i received a call from a staff member about the district making decision uh making big changes to the chs bell schedule against the wishes of chf staff and students that was announced at the end of the school year so i'm just wondering why would changes be made to next year's schedule during the summer when students and families have already made plans for classes weeks or months ago what does that mean for my child who's a senior who still needs a vapor credit along with other mandatory classes my child has a 504 plan and part of the meeting was devoted to discussing and choosing classes that would best suit her and her time next year was that all for naught this is really confusing to get this information in the summer from like unofficial back channels
035to move back on the chs timeline a little bit it took quite a bit of effort to decide on whether they're going to have a traditional or black schedule first there was a family survey and student survey on the topic then the teachers voted on the schedules to decide on traditional schedule then decisions were made about classes then information came to light to the teachers after they voted that there wouldn't be a zero or seventh period causing more confusion then staff asked parents to ask the admin to redo the teacher vote about the bell schedule between block and traditional um and the staff voted again and then chs decided on a block schedule and then all this uncertainty during the process caused a lot of stress for students and families especially kids who still need
036to make choices about credits what classes to take and all that and i'm sure the staff was also feeling the stress and pressure as well and now in the summer when families and staff are going on vacation there's another change to the schedule and i'm just asking please stop and let the professionals at cerritos high school work with the schedule that they picked before the end of summer it makes no sense three minutes to make the changes in the summer when plans have already been made about next year artesia high schools had blocked schedule for years so there's a model within the district as to like how to facilitate this if there are any problems why weren't they addressed when the teachers voted the first or second time so i'm just asking please stop with
037the confusion and really be transparent about everything that's happening it's a it's stressful it's stressful for parents of seniors it's stressful for the staff i mean it and there's so much information going around texts phone calls facebook we would just like and you know official information in a timely manner thank you staff to follow up next speaker we have izzy cordero thank you good evening dr president sue dr soup members of the board um i'm going to be a senior at cerritos high school next year and i was informed that our class schedule was going to be changed again after all the voting that has been done and what confuses me is why there's going to be more changes to our schedule and as a senior i have class credits that i need to earn
038next year because i didn't want to do anything this summer i needed a break from school i don't want to go to summer school i don't want to enroll in like dual enrollment to get those credits i wanted to finish it at at school during the school year so i was just wondering why this would happen during the summer thank you next speaker we have lusana kaku good evening um yeah it's the same family we seem to travel as a pack mostly we work together for the benefit of the kids the most important thing in the parents lives and the grandparents lives is that our grandkids get the education and the help they need i'm a little confused as to why we're changing things at such a late date i'm also a grandma that's really
039lucky that my grandkids like to talk to me we spend time many hours sometimes just talking and i know once they filled out their class schedule they picked their schedule they felt really good about it the younger one is athletic and she wants to play in band with a block schedule she could do both of those things i don't know why a sophomore should have to choose between two passions why isn't there room for them to pursue music and athletics the block schedule gave her that opportunity now she's going to have to choose and i think it's a darn shame that she can't do both because she's capable the older granddaughter needs still the one class i think the one question i have is why did we not know that till this year but she
040does need that class and with the block schedule she could have finished it up at sabino's high school instead of having to go to high school and then try to find another class somewhere to take it she should be offered the opportunity to complete that in her school i'm just kind of confused as to why the block schedule is not going to be implemented probably too complicated to explain today and why we're not encouraging students to try as many things as they can we seem to think at 16 years old they know exactly what they want to be they need to take science or they need to take math or they need to take this they don't know most of them don't some of them do but they should be able to pursue art they
041should be able to pursue music they should be able to try athletics because all these things will enrich their lives and help their mental health as we move along if the block schedule offers them the opportunity to try these different things i would encourage you to offer the block schedule to those kids if at all possible thank you okay chris thank you madam president i'd like to ask for a clarification uh from the board president i don't think i've seen this family here before for public comments so they might be wondering why it is that we're not responding to them directly if you can please clarify for them in the public thank you madam president by board policy we are not able to respond directly but our staff will follow up thank you very much
042thank you chris okay next speaker we have abigail cordero um hi i'm the second granddaughter she was talking about i am a student i am an athlete i am a musician i am an artist i should not have to choose between one of those things for my education i enrolled for wrestling jazz band digital art and all the required classes for my sophomore year block schedule allows me to pursue all of those skills that i wish to learn and last year we had traditional schedule and when i tried to take wrestling in jazz band i had to choose between one of those things luckily my coach helped me and he said you can take jazz band and then just come to wrestling after school however this year i became 605 league champion and i then
043went to cif but i only but i was one match away from going even farther than that i've just you know always stuck in my head to think if i had been put in sixth period maybe i could have learned more skills that could have allowed me to go beyond that you know i don't i shouldn't have to choose between one of those things i want to be a well-rounded student i want to succeed in everything that i pursue and block schedule allows me to do that it allows me to help with my time management and i'm then able to do all the things that i love anyway that's just me thank you thank you that includes public comments madam president thank you clerk eugenio next consent calendar may i have a motion to approve
044the consent calendar is there anyone who wishes to remove any item to be considered separately yes madam president i'd like to remove 2.2 3.3 3.4 and 3.10 but also just really quickly i don't know if this would be permitted i know it's not on the agenda to discuss or respond and that is our general board policy but could we have just a couple a minute or so related to some of the time issues regarding the block schedule or with that do you want to do that another time because there's you know obviously school is going to start clarification clarification on what the schedule is we would have to hear from the staff if the staff is ready right or that's your decision or we'll probably prepare and present it on another board meeting actually they
045already left so that's fine okay never mind retract that okay um but then two point two uh three point three three point four and uh three point one zero okay can i interjecting i think the staff already sent the memo to us already regarding the black schedule staff send it to us already it's an um i know i know that okay you want to vote on the separate section just i just have some questions real quick quickly okay go ahead 2.2 i just wanted to know how long we've had the arbitrator so we have worked with mr horowitz actually we've never actually had to go to arbitration but we've we've basically uh looked to have dates with him um on and off since 2015. we've worked with him because he's recommended by our legal counsel
046and the units that we've needed to go to arbitration with um have not been opposed to working with him um but this is again just in case okay thank you that's that's all i have for that one 3.3 renaissance learning what is their success in terms of improved achievement i know this is just a consent item and they don't need to re-bid on them but i just like to know so this program is particularly used for as an assessment platform and data analysis forum that is the main purpose of this platform this is where our district benchmarks our star rating and star math assessments are housed teachers can give the assessments through this platform they can then access reports and conduct data analysis the platform does give teachers the option to pull down reports on
047the standards that students need additional help with and they they have the option to use some additional features such as worksheets and the my own library access to different reading books that students can improve their reading upon it is not a for example instructional intervention program per se it is more of an assessment data warehouse system okay so that's why i was confused it says freckle provides intervention and acceleration for elementary students correct and the intervention acceleration is more in the form of access to reading materials that would help support their improvement in reading comprehension okay so it's a testing mechanism i'm just trying to comprehend what we're approving you're right it's a testing mechanism so those star reading and math benchmark assessments that we give throughout the year at the beginning middle and end
048of the year they come through this system which is the renaissance system okay great thank you um 3.4 so the renewing contract how long have you had the contract so we started with goguardian actually in 2018 but in the initial uses it was limited to really computer lab teachers when students would come into a computer lab the teachers would need a way to access student screens and monitor what students were engaged with online then when the pandemic hit and we were in virtual on in the year of 20 20 21 we we purchased goguardian so that all teachers and all administrators in abc could help support student engagement by monitoring the work that they were doing through the google ecosystem i understand what they do i'm just trying to ask so how often do we
049go back out to bid on these particular things because this was four years since the technology contract right so maybe there's new things that are out there well we've examined newer features but this one particularly even though it connects better with our google ecosystem and although it may be a four-year contract prior to 2020 this is only the second year that all teachers have been able to use the program so it's in this this is the ending of their second year with the program so they have not completed four years they've completed only two years of really being with the program before it was limited in the scope of its use okay so we started in 2018 and then the first two years i guess is or because one of those years was pandemic year
0502020 2020 and then but before that we had full usage of that particular no limited scope because we did not need to use it for every single since we were not fully online okay so then we expanded it right and then uh 2022 now we're renewing it for for 22.23 for once for the next year yes okay thank you on this note just want to ask a quick question is the the response from the teachers is it pretty positive this material online yes it helps to support so that when they're working with students let's say if you have a classroom of 30 students and you assign them to work on a writing assignment a teacher can walk around the room to watch them but also the teacher if a student is having issues and they're
051on their computer the teacher can remotely access the computer through goguardian and support students and see what the students is working on and provide support it's also essential for our online independent study programs and it's been essential with supporting short-term independent studies as well okay thank you okay i had no further questions actually i'm going to track number 3.10 okay thank you ready to vote yes okay um can we vote on it all those in favor motion passes action item may i have a motion to approve community member and student appointments to board advisory committees dr eugenio thank you madam president all right so moved oh i'm sorry may i have a motion okay thank you thank you madam president my appointee for the school facilities declining enrollment committee is a resident of cerritos his
052children attend schools in our district his professional background is in business and finance and he is also an entrepreneur it is with great honor to introduce ashish gupta as my appointee for the school facilities declining enrollment committee unfortunately he could not make it tonight madam president okay thank you okay next it's sue use appointee on the same um committee that's a declining enrollment and my appointees name is richard seozon who has two sons in the district so and he is a residence of abc usd 47 years so he himself went through all the schools at abc he's a he's currently an instructor of southern california medal jatc and he is a fisherman he loves fishing with this boat but lately he seems to be very involved with his uh two sons and very um you
053know have a stake in the community so he unfortunately he's on a family vacation and he could be with us today but we'll introduce him on our next board meeting thank you so can we vote all those in favor aye aye aye aye okay motion passes may i have a motion to approve request to adopt a local control accountability plan l cap and the budget for the 2022-2023 physical year so yeah you had your second okay tuan thank you bob president yu so at the last meeting um snap presented the lcap and the budget um to the board for um your review your discussions and provide directions to staff it is a two-step process as required by law so tonight we are bringing the item back for the war for approval we will not go
054into another presentation so there has been this has been reviewed by the county and have passed uh their review they have some comments but it's minor and we made all those adjustments to accommodate uh their requests so um tonight then in front of the boys the approval we requesting for your consideration of the lcap and the budget for next year just to recap real quickly the budget will be balanced based on the governor's main revision right as of today june 21st we were hoping to have some kind of news from sacramento regarding a budget agreement between the legislature and the governor we have not so the state as of today have not have a budget agreement meaning that in august on the 16th we will bring back to the war a budget revision based on
055the state adopted budget this information tonight is only based on the main revisions but it is balanced and it's we believe and i certify that it meets all the war policies the legal guidelines and the governors made revisions so that's our recommendation to the boards for adoption of the lcap and the budget thank you do we have any public comments there are no public comments madam president any discussion we have dr rios i know we had a lot of discussion but i just want to reiterate that should you know we get and we have been getting more money than expected i would like to see that money prioritized to serving students directly we've been hearing about issues related to you know again this was the hardest year ever i think and we all survived it
056but i would like to think that we learned a lesson here and there about supports that are needed desperately at our various schools at our various levels whether that be you know assistant principals at the elementaries prioritizing maybe our title one schools behavior specialists at our schools resource officers at the high schools again you know we talk a lot about counselors you know reducing the ratios so again i would really like to see any any money whatsoever again directly go back into supporting our students and our staff thank you next we have vice president brad beach thank you madam president just a really quick statement i've started to hear federal discussions about taking money back from local entities and school districts throughout the country that haven't spent it i'm not sure if there's any traction
057gaining on that but i certainly feel if we can spend any monies on safety or mental health professionals we start using more of that money to help our kids thank you thank you they are talking about esser funds and we have quarterly and annual reports to the state and the fed and we all phone compliance we are on track to spend down all that money okay thank you any other comments or questions uh tuan uh since there is a surplus of tax are we going to explore to see if we can grab some of those um applied for grants or you know different projects throughout our district to grab some of those extra funds that we can bring to our district yes definitely once we have an adopted state budget we will go after any
058grants available to support our students and our schools from teacher training to community schools to teach a track again back to teacher and support for student mental health and we will focus on that and safety as i mentioned in the last meeting the themes for next year or this coming year will be safety for student staff mental health support for students and staff and academic intervention for students and staff and we can also use the declining enrollment as a use it creatively to projects you know so okay just throwing that in there okay so seeing no further questions or discussions uh all those in favor all right okay motion passes 2.9 a may i have a motion to approve the memorandum of understanding between the board of education and the abc federation of teachers local
0592317 california federation of teachers american federation of teachers afl cio amending article 5 academic freedom rights of citizenship article 8 duty day article 9 class size caseload article 12 safety conditions article 15 evaluation procedures article 20 leaves of absence and article 24 miscellaneous may have motion by sofia you're on your second hey dr zidler good evening thank you um this is a part of the work that we've been doing with abcft as we are going through a full review of their contract to get us a successor agreement and so these are the first sections that we've worked on and we're continuing to work but we wanted to get those pieces approved this evening thank you any public comments there are no public comments madam president uh discussion we have ernie uh nishi yes i just
060have a couple questions regarding the page 101 nurse maximum caseload says no reduction in nurses that's great did we did we increase the nurses or have more nurses are we staying the same what is the status with related to it so we have continued to maintain our staffing of nurses we are at 13.5 nurses district-wide we are looking to add another nurse as we add our after-school programs in the local area we do have the most nurses in our school district you're the most nurses okay great because all right second question related to next uh page child development permit will attain permanency is that like tenure so um it's it's a it's different when you're in in different places um they have permanency and actually um this isn't something new it's just the law and
061how we enact the law but abcft has asked that we begin to put some of these pieces into their contract to help their members understand how things work when they're hired in when you become permanent in a district so it's not it's not tenure but what what is it it's very it's it's civil service rules is it like permanency tenure um status for adult school all are the same um they mean that you are permanent with the district it's just different words used with different groups based on the classification if you will child development is permanent tk-12 as ten-year adult school is status it's just a semantics okay just semantics for the kind of like the word tenure correct and so um and that would mean civil service rules would apply that would mean uh
062if somebody wanted to give a certain discipline that would also be part of that process as well correct so anything that would happen with an employee that would require any kind of discipline would follow board policy and the rules of labor code i mean how you enact that and edco depending so child development permit teachers just their permit is a little different than a k-12 credential different than a cte credential different than an adult school credential okay thank you that's it thank you next we have uh board member dr chris yapodaka thank you madam president dr zitlow so you mentioned uh this building on board member nisha's question with regards to having most nurses in the area i don't think it's appropriate to to to discuss or go into because of what the nature of
063the item is but would it be possible for us at thursday notes to get what the recommended amount is uh we might have the most but is it are we meeting or are we the amount i mean you have to answer now but can we get something for the rest of the board as to what really staffing should be recommended at or what it should be and i bring that up because not too long ago we had uh you know we had the uh wellness coordinator spread out over several schools and that wasn't enough and now we have one at every school and two in the the uh the high schools so nurse nurse wise can you get us something that tells us what the recommended or the appropriate amount would be uh for an
064uh lea our size yes i can work with um dr chavez who's over our nurses and we can work together then thank you thank you madam president thank you okay seeing no other questions discussion all those in favor aye aye motion passes 2.10 dash a may i have a motion to approve the memorandum of understanding between the board of education and the abc federation of teachers local 2317 california federation of teachers american federation of teachers afl cio regarding elementary virtual school and online independent study program oisp secondary program for the 2022-2023 school year so moved second nishi dr zillow thank you um so we also worked with abcft in setting the parameters for opening of an abc virtual academy as well as continuing with our secondary oisp program that we started this year the intention
065is to get the elementary portion established and work with our union partners in exploring and developing what a virtual site would look like for our 7th through 12th grade students and so we are bringing forward to you the language that we agreed upon and really what we were looking to do on the virtual academy side was really mirror the instructional minutes and the day as it would be in person and then with the online independent study looking to continue to follow the guidelines of ab130 as they're laid out for independent study programs as we develop a new program for seven through twelve any public comments there are no public comments madam president board discussion we have vice president brad beach thank you madam president i'll just say briefly i'm really glad to see this item
066on the agenda when i first got on the board i suggested that we do something like this for the families that really wanted it and maybe even to recruit some additional students in so thank you very much for all the hard work next we have board member ernie nishi yes and this is the rare time i'm not going to say a question but rather say thank you very much for this particular program because i do think this is a good way forward finally we're going to actually learn something from this pandemic and you know the next generation of kids are going to be learning an entirely different way for abc to be ahead of the game and figure out how to attract these new students just like somebody said we can get a phd online
067why can't we go through abc the same way kids learn in different ways different rates and making sure that they have the maximum amount of instructional time as uh vice president beach noted i think that's great and thank you very much that's it thank you i want to encourage that we continue to explore creative methods and different ways to educate our children because other districts are struggling also and i know that our neighboring district sends us advertisement every other week so you know we can definitely do better we are doing better okay seeing no other discussion all those in favor 2.11-8 may i have a motion to approve the new job classification job description and range for head start mental health disabilities coordinator so move by sophia you end your second dr zillow thank you
068this new position is something that laco has recommended to our head start program we worked with them prior to bringing it to the board as to what that would look like they really are wanting someone that could be working with families in the mental health side and help identify students with disabilities and many times those things go together and so their this is the job position that they have approved and we're bringing forward for your consideration this evening any public comments there are no public comments madam president any discussion we have board member dr chris apodaca thank you madam president when i see head start i think of obviously our partners but i think of outside funding either federal or state so will this be something that will be fully funded by the district or
069is this something that will be offset by an outside agency this would be fully funded by our head start federal funds so that's exactly what i wanted to hear okay thank you so much thank you madam president thank you next we have board member ernie nishi and just to make sure the question you know what the question is practically how much sorry what is that rate what does it mean i apologize it's range 22 it's range 22 which means and it's competitive i'm presuming that was the answer to the second part of the question yes yes we looked at other rates well we worked with head start to determine its placement and sorry it's starting at around 85 000 thank you okay seeing no further questions all those in favor aye aye okay motion passes
0703.21 a may i have a motion to approve request to adopt the textbook titled automotive cases systems 8th edition published by pearson for the 2022-2023 school year so moved up a daca second any public comments there are no public comments matter president any discussion 3.22-a may have a motion to approve requests to establish the heating ventilation and air conditioning program pathway at abc adult schools cuesta campus beginning the 2022-2023 school year beach second hey any public comments there are no public comments any discussion just want to say another thank you for this idm program i know that it costs a lot of money for heating ventilation the air conditioning because i've had to pay for it this is a great career pathway and creative and i'm glad our district our adult school is offering it
071so thank you that's it madam president thank you oops seeing no other question all those in favor aye aye motion passes 3.23 may i have a motion to approve middle school courses titled english language development eld 1ms eld2 ms eld3ms and eld102 enrichment strength and conditioning and science and engineering practicum any public comments there are no public comments madam president any discussion sing none is there gonna be a report on it no no report no okay any discussion seeing none all those in favor motion passes 3.24-8 i have a motion to approve elective course titled advanced string orchestra ms adventuring orchestra hs law practicum and model united nations novice independent study mun novice is to begin at whitney high school in the fall of 2022 2023 school year so moved beach you're on your second
072any public comments there are no public comments madam president any discussion if not all those in favor aye aye ocean passes 3.25-a may i have a motion to approve request contract with educarious partners to provide professional development to technology integration program tip teacher leaders for the 2022-2023 school year motion approved second apodaca any public comments there are no public comments madam president any discussion we have board member nishi so i understand we don't have to do an rfp regarding this but i'm sure there was some additional research so i'd like to know what that research was related to competitive programs that are out there why this was specifically chosen and things like that thank you thank you for that and first let me point out that there was an omission from the board item and
073that we did not include that information so i apologize for that but the future of ready schools leadership collaborative was another organization that was examined in comparison with this one educarious was chosen because of the ability to actually implement instructional practices and provide immersive professional learning that was customized to the needs of abc a lot of the other programs although they may be a little less expensive also are not able to customize in the way that our district needs and since we have a variety of technology needs across the district particularly when it comes to project-based curriculum and the way that we approach professional learning for our school sites which is that we're very site-based right we provide the needs at our sites as needed and so that is why educarious came out on top
074as of the preferred program for abc unified okay seeing no further question oh one more we have board member chopra president uh if it's okay with the rest of the board if i can get a consensus anything that has to do even though it's not subject to rfp can we make it policy or best practice to include the other organizations that we either looked at or examined before making the recommendation to the board just so we still have that comparison that's all i have thank you madam president thank you okay all right okay very good suggestion all those in favor the motion passes 3.26-a may i have a motion to approve request to submit an application to the california department of education for abc virtual academy to be established as an alternative schools of choice
075asoc beginning the 2022-2023 school year so move nishi second okay thank you mrs castrol thank you very much again working in partnership with human resources and with different department heads we are happy to announce that we are going to apply for school 31. school 31 is to be a virtual academy and so this presentation will provide you the details of what we will be providing to the cde in the application as well as give you some information on an update on oisp programs that are coming for next year and our plans for the future so as we're preparing to see this finally the powerpoint come up on the screen so for school 31 let me provide you some key components that are required by the cde for this application first you must have a dedicated
076campus or portion of a campus with a specific school address that must be part of the application so that families know exactly where to go if they want to find their principal or their assistant principal or a secretary etc and they want to be able to communicate with their academic team an administrative team including a principal must be assigned to the school in addition to that the school because it is its own school 31 must have its own website budget and student and staff handbook with all the policies that follow our district policies as well curriculum and instructional materials must follow board policies and are aligned with our district policies and this application will be submitted to the cde under the title of alternative schools of choice for our families the main form of instruction
077for this virtual academy will be synchronous instruction which means students will be learning virtually from home but is teacher-led instruction so they will be on camera with their teacher live receiving instruction at the same time with their instructor and classmates the activities can include things such as live video lectures instructor-led discussions student-led discussions presentations and other activities that might occur similar to what they might experience in an in-person classroom but obviously happening through an online format in accordance with the required instructional minutes and components students in tk to 6 will receive 302 instructional minutes which is the same as our in-person schooling they will use all the district adopted materials and pacing they will have daily attendance and participation required like an in-person classroom and on the application we will be marking it as primarily
078virtual this allows for some in-person events and meetings for students and parents so if a field trip is appropriate for a grade range they can do that if they're going to have an activity for their students such as a field day activity or something with their family engagement activity they can also do that so primarily virtual meaning daily instruction occurs virtually but there is room to allow for some activities and engagement to occur in person as needed this provides you with a sample schedule for transitional kindergarten and kindergarten you can see in the green are the synchronous time that would be happening for students at school would begin at 8 30 and you could see that we would follow the same guidelines as we do in person with english language arts and eld math english
079language development or foundational skills small group instruction in science and history social science or health and then in the yellow you see the asynchronous time which would be pe additional instructional practice some additional practice for math art music and other items as well so this again is a sample schedule and it mirrors similar to the experiences our students have had before with virtual learning as you had said before we had a lot of learning from that virtual time myself as a parent of what worked and what didn't work and so we tried to take the best of those experiences and put that together in the schedule that you see before you similarly you see here the sample schedule for first to sixth grade again you see the synchronous activity time which is direct instruction with
080their teacher and you see that here in the green students again would be doing social emotional learning in their opening english language arts math science or history social science or health designated eld as needed or small group instruction and then asynchronous time being provided in the afternoon as a reminder before i move on to secondary for those asynchronous activity times because we are applying for partial for primarily virtual students who are interested in band or other such activities could still participate and we can make accommodations to make sure that students may be able to meet with their band teacher as as needed possibly in person not on a daily basis but again just like field trip and other engagement activities could occur during the instructional time now for abc secondary school at the moment we
081are only applying for a virtual account academy for elementary school with the goal of eventually adding the secondary middle school and high school years so for this next year we will continue with secondary oisp as we have had it in this last year but thanks to our partnership with our union we were able to ensure that our students have a little bit more instructional time with their teachers so you can see here that we still have the time valued assignments that are part of independent studies with 300 minutes for grade 7 through 8 and 360 minutes for grades 9 through 12 which is required but last year we had class periods that were 40 minutes and this year they are 50 minutes last year we had a 10-minute home room this year we have a
08215-minute home room and students had two 30-minute office hours in the previous year this year they have two office hours 45 minutes in length so secondary students now have more opportunities to spend time with their teacher online to receive support and to feel part and feel connected to that secondary school environment that they're a part of i always like to say it is the most complicated schedule in the world but this uh this schedule is attempting to show you the synchronous time um the time that they would actually see their teachers on tuesday thursday wednesday friday the asynchronous time or the time valued assignments per the independent study guidelines that you see there in the afternoon so in the green they're actually not with the teacher they're working on their assignments and that is how
083we take attendance is by students completing and turning in their time valued assignments the time with the teacher is to make sure students are understanding the content and are meeting you know their goals in terms of standards achievement and academic achievement and as we have done this year we will continue to provide tutoring intervention support dual enrollment mental health services and other iep related services as needed for our students in the program who choose to stay in the program there are some that are asking what is the difference or similarities between virtual school and online independent studies so with this table i'm trying to kind of show you a little bit about some of the differences for a virtual school it's very similar to a traditional classroom setting except that most of the work is
084completed with a teacher in a synchronous setting in independent study it's a non-traditional classroom setting that's how it's classified with the cde and most of the work that students complete is asynchronously with teacher support during office hours or specific class time but not necessarily synchronous throughout the day the virtual school the pacing is similar to in-person instruction so we follow the same pacing guide we would follow for all third grade all sixth grade for example but for independent studies that's really for students who need a more flexible program and need to be self-paced so every student in the class might be at a different point in their learning experience in the independent study program so next steps after your approval what do we do next well we have been trying to make sure that we
085pre-register now our existing oisp families we have been making phone calls to let them know of the plans to start a virtual academy so that if they would like this option they can continue in the online environment we will open enrollment for abc families starting tomorrow and so we will hold some family information nights for both students that are within our district and outside of our district as well the first set of information nights are going to start on june 28th you can see the times there we're offering it in english and spanish multiple times in the day and obviously since this is a virtual academy these will be held virtually and our first day of school is targeted to be the same first day of school as abc unified which is august 22nd so
086if i can have you click over you could see that we are actually already up and running on the website so this is our initial abc virtual academy this is where families can reach out to do their initial registration find out a little information about the virtual academy we've posted uh frequently asked question sheets in both english and spanish and providing the webinar links for all the parent information nights and if they have more questions we've set up an email address at abc.virtualacademy.abcusd.us thank you very much thank you we have discussion any public comments there are no public comments madam president okay we have board discussion board members of usa hey carol it's a quick question you know compare your first to sixth grade i mean from kindergarten and first to sixth grade and then
087secondary school in general speaking in the education we normally say 15 minutes and a half to 10 minutes recess when i look in your kindergarten you get 45 minutes or 20 minutes classes but when you give the first to sixth grade you give it 70 minutes on one class which is if you can look the sample schedule first to sixth grade if you look at a fifty two ten seventy minutes on english language art to me is it that's too long no tension spent on this first to second uh first to sixth grade when you look at the back sec on the secondary you put down class period of 15 minutes so setting 70 minutes is quite long though for this age kids i mean i'm teach university we only give 50 minutes and we
088give a break so remember that this actually mirrors exactly what they do in the current classroom setting so right now students in person they receive setting 70 minutes of english language arts instruction the teachers do understand that that's a long period of time and so they vary the activities they may be reading for 15 minutes and then they switch into small group instruction and do some other activities they may do group work they may do presentations so within that 70 minutes it is focused on that topic but they vary and differentiate the activities based on what students need and what the lessons call for that day so the 70 minute yes it's a long period of block but that is exactly the same amount of time that we do in person and that is what
089we're recommending for virtual so you're telling me the secondary the 15 minutes the instruction time actually is not 100 instruction time they also have other activity going on there too right remember that for the secondary program that is the online independent studies program so it's a different type of program that does not that does not mirror exactly what happens in the school day because that is self-paced so some of our students come in and they've been advancing in their coursework and so they may just have a few questions for the teacher based on some of the reading that they've been assigned or the work they've been doing independently that's different from the virtual environment where they're working alongside with their teacher the teachers reading with them asking them to go into breakout rooms to work
090together whereas in the independent study it's much more individualized it's about what students need and the pace that they're individually moving at i didn't know we have our school first to sixth grade we're giving 70 minutes because according to study actually 15 minutes uh study attention is spent for little ages sometimes even more than kids just won't detention spend just kind of lost gradually but expect i mean respect your content expert but i'm just giving you a little heads up on the study has demonstrated it wasn't good right we we do stay up to date with all of that literature and studies and we work with our teachers to make sure that kids are being given mental breaks throughout that time whether they're in person or virtual they do stretch breaks sometimes the teacher calls
091their attention depending on the age and the appropriateness of it they might do a little physical movement activity they might watch a video so the variety as long as you're shifting into the type of activity you're doing and you're not standing in front of the students for 70 minutes talking at them that's where you're going to lose their focus so yeah we use that research to help support our instructional professional learning for our teachers okay yeah thank you we have vice president brett beach thank you madam president i first wanted to thank ms castroner staff for this excellent report i know you put it together in a relatively short time period i thought it was well done i want to commend you for that i'd like to say to our parents that many studies show
092that in-person instruction generally provides the best education for your children and having said that i'm glad we're offering this for those families that want it but please make this decision the best you can for your families and i'd also like to say that ernie and i and this entire board fought for as many minutes as we could get during the hybrid model and it's nice to see equity equality and equal minutes for our children in this program i appreciate it thank you next we have board member ernie nishi i'm just going to dovetail on that um so yes i'm glad that you are maximizing the instructional time and i understand it's not all going to be on a lecture for 60 minutes it's going to be different various things to the teacher's discretion to make
093sure that this uh something that the teacher's looking over it's not 60 minutes of screen time i think it's 60 minutes of various different activities so that's great i appreciate that surveys and uh customer interest so you must have done surveys and determination as to uh how popular this will be and have you done any marketing outside of our district what is our marketing budget related to this well after this approval we will begin our marketing process we did conduct surveys of our current online independent studies families and we looked also at data at the consistency because remember in the original law students could move in and out fluidly from the program from in person to virtual so we looked at what was the number that was consistent throughout the year regardless of the movement
094and we generally had about 250 consistently in the program for tk to six and in our response rate we had about 70 percent respond to our survey that they would be uh willing to enroll in a virtual academy that was just a preliminary survey so we felt we had strong numbers and strong enough interest from just our oisp families not to mention the interest that might come from other families in our district or from families outside our district to go ahead and move forward with implementing school31 so is this actually superior to what we offered this year well not superior that's not that's a wrong word um it's different than what we offered this year so there are there more advantages i'm trying to think of what are the advantages of of doing this online
095school rather than just showing up to school so because we now have um it's it's its own school with its own budget the school can actually start to work together on creating a community approach right and so the school administrators can work with teachers to create a theme a mascot a name for the school they can work on a process for you know field trips grade levels can collaborate because they'll be on a physical campus with other teachers they can also collaborate with the in-person teachers to make sure that what's happening in the virtual academy aligns with our in-person instruction so there's a lot of opportunities here for growth and development but there's also opportunities here for creativity as you mentioned to make sure that we're supporting families in this new environment in different ways
096and as our parent had mentioned allowing families to kind of come together in person in a variety of programs maybe having a science night in person although students may be online maybe offering both so just depending on the situation and what we can offer i think it just creates a sense of community and culture that might not have been there before as it's its own school and can now be identified as its own school great and that's those are great answers um is there a threshold like as to how much is the minimum that we would need to make sure that this universe school is a go is there a maximum that we can go in terms of and when do we i guess we start to have to hire during the summer to to
097staff up for this yeah uh you want to answer them just looking at some of the logistics so it's not a last minute oh my gosh there's no maximum okay there's no maximum because it's online wait no there is because it's close the larger the better for us we are supplementing this program with esther funds okay so there's no minimum for this coming year obviously we want to have this program start up and running competitive like a real it's not a program a school so that's the difference between this year and next year is is moving from an online program to now a virtual school with its own identity and administrations and physical location so we will support that with with sfn for at least two years 22 23 and 23 24 and then hopefully
098after that the program itself will be self-supporting generate sufficient ada to to support itself and and even the districts like any other school so we we are hopeful for that and we excited to to look forward to to this program so so there's no minimum so that's interesting but like for a high school you need to have a certain amount of um kids to like for biology and there must be a lot biology chemistry physics english 1 2 3 4 math one two three four i mean there is a certain minimum that we need to i mean you could have a class of two could you no could you they will answer that that's a good question i was gonna say so for staffing and we're currently working and have sent out a email to
099our teachers looking for anyone who is interested in teaching in the programs as we look at next this coming year that online independent study program for secondary it is very limited as opposed to what we're looking to do with the elementary and so that's why we're looking to work over the next year so we can build something that we know will attract so we'd have the numbers for hiring could you have a hybrid is that possible or not not really hybrid you have to define it with the state yeah so the state definition is that's not one of the options necessarily that we would approach it would be primarily virtual and so like i mentioned before the hybrid portion would be activities or engagement in person so a teacher could work with the administrative team
100and say you know i want to have a for example i'm a physics teacher the first thing that comes to mind is i want to have an egg drop with my students this coming next friday as a culminating activity for this project and so the administrators can work with the teacher to allow that to happen and have kids come on campus and do so okay and so it's going to be cited at a place so the teachers are going to have to come in but there won't be any students there right that's how it's going to look correct and that's what happened this year our teachers were all located on district campus in a school site somewhere in this case for the elementary portion of the program they will all be at the same site
101together and we're still working on where we're going to put the secondary people will it be flexible for though i mean if they you know for whatever reason um some of the whole point of online schooling is that it's a little bit um you don't have to be specifically in that specific location all the time maybe it's reserved for you but would they have to be there every single day or could there be a you know if you had the technological set up to do it from a different location so um what we have done with our employees is that if they have a an issue and a medical reason that they would need to work remotely um we've worked with them held an interactive meeting and made arrangements for that most of our staff
102though have been good to work out of a setting it's set up for them it will have the computers they need the board behind them they need all of the pieces and features okay thank you that's these are great uh just you know filling in the pieces and blanks of what it is so thank you very much this is going to be a great program i look forward to having this strengthen and enrich our full school district that's it great next we have board member dr chris apodaca thank you madam president so i see a common recurring theme here and coming from a traditional catholic background this sounds a lot like homeschooling and or at least an alternative and so i guess my question here for those parents out there uh that or for us
103or other members of our our district staff when we what's the target audience so if there if there's a parent right now that's listening at home how do they know if this is something that they should consider what type of uh i guess demographic right is this meant to reach uh not just within our district but outside of our district right so would it be you know parents who have a concern parents who i mean because i think that it needs to be emphasized this is a and correct me if i'm wrong it's going to be a it's fully accredited as a school right it's recognized as a school it's just the physical location is is where the teachers and admins are centralized without students so they shouldn't be under the parents and students because
104i'm sure students are like all right cool i can just go back to virtual students and parents should not be under the impression that this is in any way shape or form a watered-down substitute for in-person learning so just to break it down really quick what do we tell who do we share this with specifically as far as parents go like i wonder if this is for me or or not and two what's the level either more increased as equal or more increased than a current physical school um and also if you could touch on the accreditations and it being recognized as school 31. so the first step is the application process with the cde in order to be recognized and then the second step would involve this next year we would work to be
105recognized as a secondary school that involves a through g ap audits wasc accreditation all those components so it would be ensuring that we follow through with all those processes i would say that this is equal to an in-person experience in terms of accreditation the quality of the instruction the quality of the courses that we are going to provide in terms of which families we are looking for obviously we have a set of parents already that are interested in this because that is the pool that we initially start with and many of those families have different reasons right some of it is pandemic related medical reasons family personal reasons social emotional reasons adjustment reasons for students but i would encourage us to be clear with families that for this program of virtual academy you're choosing a
106school because you are going to partner with the school site and that you're going to ensure that your child is being supervised and that you're supporting the your student through this process certainly because this child is at home having to be in front of a computer and screen we want to make sure the child is supervised supported although they will be synchronously instructed by the teacher and that families won't have to do the work with them obviously if you have a tk a four-year-old a five-year-old sitting in front of the computer screen somebody has to make sure that they're going to actually stay on the screen be on task and things like that so that it does involve some level of apparent commitment to make sure that for the younger ones that they'll be supervised
107and really engaged in the instruction and the reason why i bring that up is that a couple years from now if we ever have parents showing up saying hey this they can't say that we didn't tell them right that it's a more heightened level of involvement from the parents and i'll end with this you mentioned the a through g accreditation uh many many you know i don't call them virtual but homeschool or correspondence school programs struggle greatly with having uh universities or higher education institutions acknowledging their curriculum or maybe there's goals or holes or gaps in the curriculum so the fact that you have full much more parent involvement you have the the virtual academy component fully accredited it's i'm sure nothing less than what you would expect from abc unified school district and uh
108you know to have that caliber and and delivered as another option i think it's it's great so thank you for all the hard work that you've done on this and i i look forward to seeing the results and the the feedback from the community thank you madam president thank you next we have port clerk dr michael eugenio thank you madam president ms castro will these students be given the opportunity to take part in extracurricular activities such as band yes they will be given those opportunities and they won't have to travel to a different school site to do that remember at school31 they'll have their own resources at their home site to be able to do that so would that be in person or virtual it might be a combination of both um because it might
109be that they see their band teacher virtually for a few days a week and then they come in on fridays or a certain day of the week to practice with their band teacher so depending on the administrative team and what the teacher feels is best for those students it might be a combination thank you ms gastro that's online president thank you so now i have a few questions um because the future is uncertain especially there's uncertainty of for example we have flu season and then there's you know a surge of parents and students who are concerned that they want to change to virtual are we able to sort of accommodate that too so last year there was a specific law that allowed for the fluidity between their home school and the virtual environment that law
110has sunseted starting july 1st of 2022 because this is its own school school 31 we would follow the normal permit processes as we would follow at any school site so if i have my child at nixon and i want to switch the virtual academy i would have to follow the permit processes to exit nixon and to be able to come into the virtual academy at an appropriate grading period time i see okay and how many students do we project this year 22-23 well as of today just our preliminary numbers from pre-registration we are at about a hundred for tk to six at this moment which is a good sign because we haven't opened up the registration yet our target goal is to double that by the end of the registration process and to get closer
111to 200 including outside permits inside per inside uh you know candidates from our own district as well as increasing our phone call and outreach to our oisp families okay okay sounds good thank you very much okay all those in favor all right motion passes 4.7-8 i have a motion to approve the estimated actual financial report for the 2021-2022 physical year so move to peach mr winn thank you president you this is part of the budget adoption process is that annually in june snap is required by law to bring to the board something called estimated actuals meaning this is only an estimation for the revenues and expenditure for the current year so we still have nine days to go of course plus the july and august accrual process so that's why in september we will bring
112to you something called the actual um not an estimated so for the current year in 2122 it is estimated i want to emphasize that that our total revenues for the general fund will be 278.4 million dollars this is on page and our total expenditures for the general fund will be 272.6 million dollars so bringing in a net change the bottom line is what we will anticipate to close the year in the black if you will in positive of about 3.3 million dollars so this will bring our total ending fund balance to 57.2 million dollars and as i mentioned to you about 25.1 of that is unrestricted the war has full control of that money and 32.1 is restricted so that those are the grants we just mentioned the e-lock the e-lab the the the esser
113uh so all those federal state grants that eventually we will have to spend down all that money uh otherwise we would have to return it to the back to the federal government as mentioned by board member beach so this is an estimated actuals for the current year that we did not spend more than what we took in uh so that that's positive and we were ending the fund balance of 57.2 million dollars that's my report madam president thank you do we have any public comments there are no public comments madam president any um board discussion we have board member dr olga rios well i just would like to reiterate what i said earlier about using that money to directly impact students i mean i know you said it was restricted but i believe that a
114lot of those monies were given to help um or support unduplicated students correct english learners low income and yes ma'am lois yes and so i will again state that you know i'd like to see us talking to staff about what supports they need to have you know this year was tough i mean we can make next year the best one yet given the right resources thank you okay thank you any other comments sing them all those in favor 4.8 4.8-a may have a motion to adopt resolution 21-109 resolution of the board of education of the abc unified school district requesting the board of supervisors of the county of los angeles to establish tax rate for bonds of the abc unified school district expected to be sold during physical year 2022 2023 and authorizing necessary actions
115in connection there with so moved up a daca second thank you president you just some history of course november 2018 the voters approved measure bb uh in july of 2019 we issued the first series of the 258 million dollars measure bb general obligation bonds of 64.5 million dollars and the plan was to issue one series every three years uh so the next series is is is now it's been three years since 2019 obviously so tonight action is only requesting the county board of supervisor to set the tax rate this is not to authorize the bar selling of the bond in august when we have all the information we'll bring back actual resolution to be of the series b of 64.5 million dollars bond to be to be sold for the board with our whole finance
116team will be here to present to the board so this is only step one in august you will have all the information on the next series of bonds and and what does it mean when we say selling bonds right we of course issue it to investors on wall street so they would purchase the bonds we would pay interest on them when we say pay it's the resident it's those who approve the measure bb and servicing the bonds and paying the payment on that and we would use the proceeds to modernize our school like the two projector just approved gar and cerritos that's how things work so this is only step one it's just to ask the board of supervisor to set the tax rate in august we will bring back an actual resolution of the
117bond issuance for series b of 64.5 million okay board member board vice president brad beach thank you madam president there's no public promise ma'am president sorry about that thank you madam president tuan i know you remember this because you and i were in all the meetings but is there any way to open to abc parents first opportunity to buy bonds uh when we go to market yes we like the first series we do open it up it's a competitive bidding process so meaning that you have to bid for the lowest you know price for us so so they there's a mechanism we can set up and there's a website we can set up if they interested they could go in and register and then they would have to work through a broker who bid for
118the bonds if they want to purchase from us but yes we can we will make that as an option for local residents if they ch if they want to if they're interested in purchasing our bonds and i guess what i'm saying is a more active outreach or email because i i didn't hear anything on the first uh issuance so some kind of advertisement notification so they know what to do and how to do it perfect yes we will do that thank you fantastic thank you any no other okay one more we have board member nishi yes i have to ask a couple questions real quick so fifty dollars per hundred thousand dollars worth of value um right now we know that interest rates are relatively high and they just uh increased by three quarter percent
119this is not related to that but in terms of if the interest rates keep going high in august this wouldn't reduce the amount that we have available but it would increase the amount that the residents would be paying over a certain time not to exceed fifty dollars per hundred thousand is that is that right or do i have it wrong no because we have built into enough when we first issued a bonds back in uh you know in november of 2018 when we determined that 258 million we have built into a very conservative interest rate and a very conservative assessed value appreciation so the assessed value has gone up more than we uh when we project it and even interest rate even in rising interest rate environment is still less than what we projected so
120we still under comfortably under the fifty dollars per 100 000 in assessed value taxpayers do not have to pay anything more right no i understand that fifty dollars is the max that we get so correct um it's not that but the closer it gets to 50 is the more that we would have to be paying correct but we have not we haven't exceeded it i understand so this is within our authority to actually issue and ask for that tax authority correct let me see if i can answer your question i think i understand the interest rate here's the max yeah 50. we're somewhere down here unless uh buying something very crazy it's not going to get up to the 50 but like our first bond issue that we we did better than we expected and
121so the cost is going to be even better for the residents yes sir that is correct for the first series correct and then so this one may be a little it's less than we originally projected because we projected conservatively but still more than the first series yes the previous series so it is going to cost us a little bit more yes in the long run over the four years but it's still in the fifty dollars it's still under fifty dollars which we already contracted for through the voters and and the voters approved that yes okay thank you you're welcome okay thank you next we have board member dr chris apodaca thank you madam president so tuan this is already underwritten with the parameters etc my question is timeline this is going to come back this
122is just asking for the county you mentioned that in august we'll then have the financial team here uh you know adding to this because of the market volatility potential recession etc i'm sure they're already on top of it but can you give them a heads up to have something to discuss any opportunities because if we do go in a recession typically folks take volatile money out of the stock market and put into bonds we've got bonds so can we get something either piggybacked on their presentation with regards to any potential opportunities with our bond offerings of the district definitely i will make sure they watch this portion of the meeting and prepare for it yes thank you very much thank you madam president thank you seeing no further discussion may i have a all those
123in favor aye aye okay motion passes information item 3.27 i california school dashboard local indicators mrs castro good evening back again for the second presentation so the local indicators are part of our lcap process as adopted and we it used to be that in the timeline you would receive this information in october but due to some changes in the requirement they wanted to make sure that schools provided or districts were provided with this information prior to june 30th and so that's why i bring it to you today as an information item as you can see the local indicators are going to be posted on our california dashboard once the dashboard is updated in the fall and as soon as the screen comes down i'll be able to show you some of the basic areas that
124the local indicators cover these areas and cover the basics which is teachers and structural materials and facilities the implementation of academic standards parent and family engagement local climate surveys and access to a broad course of study so i'll be touching upon each of these this evening to provide you some additional information this also refers back to some of the questions you had previously in our prior presentation of the lcap about specifically in regards to parent input and student input in this process some of this information might seem familiar as i presented it last time with our local control accountability plan you can see here that under our metrics for our basics necessary areas of teachers facilities and structural materials we have generally met our requirements for 100 percent of the teachers having standards aligned in
125structural materials 100 of our facilities reviewed meeting the standard only 99 were highly qualified as we discussed prior due to shortages in staffing this late this year and having to waive credentials in order to make sure that our students had staff qualified staff to support them in their instruction this year the local indicators the state provided specific tools to districts in order to really be reflective and think about at what phase or level in implementation are districts at so these are the different as as in education we call it a rubric right we rate ourselves on a rubric on a scale of one to five five being the absolute best the full implementation and sustainability with number one being exploration and research phase the state understands and acknowledges that as we are coming back from
126the pandemic we're resetting some of our programs in different areas so this is a baseline year and so that's why you see the range of we're either exploring and researching beginning our development with a rating of a two a three would be initial implementation which would show some evidence of the practice a four would be full implementation that the practice is progressing or the program is progressing where five is full implementation and sustainability meaning not only is the practice progressing in the program but it keeps sustained over time the first portion of this is the implementation of academic standards this required that we provided surveys to our teachers and our administrators at all grade levels of tk to 12. we received a 50 response break from our teachers that i know does not sound very
127high but it's been the highest response we've received from our teachers in quite a while so that's a good sign that they were involved and reflective in this process and helped us you know have a true reflection of these areas so the first measure is teacher state standards implementation so are the state standards being fully implemented and where are the areas that we need to take a closer look and provide better support you can see here that full implementation and sustainable are in a number of areas from ela eld math career technical education and health standards as well as full implementation for pe visual performance arts and world languages for science and history social science you see initial implementation and that's really because right before the pandemic and during the pandemic we adopted new science
128materials in history social science materials and all those will although those materials were provided to our school sites our typical in-person support that we're able to provide to school sites were not able to happen we did provide professional learning virtually and so going into the 2022 school year will be able to come back and provide additional support in those two areas for our teachers and that's really what this data is about is to help us be reflective in our processes and target the support that we provide our teachers next we're looking at implementation of programs supposed to support staff in delivering instruction so this has to do with our staff being provided collaboration time are there classroom walkthroughs are there is there coaching support now as you may understand because of the surge this year
129and the variances in regulations for the pandemic many of these items were very difficult particularly for the first half of the year so in a lot of these areas particularly as you can see on the screen with eld science and history social science we were rated at initial implementation because we could not provide the stubs and when we had staff shortages to provide the sub days for collaboration time or classroom walkthroughs so that should be noted there and that's going to be another emphasis that we continue in the 22-23 school year in particular for our eld programs of providing a broader training on the english learner roadmap the next question had to do with support for teachers and administrators in the following areas of identifying professional learning on the whole identifying professional learning needs of
130the individual and then supporting for teachers and standards they have not yet mastered and that's more on the individual so you can see there that's initial implementation in two of those areas with beginning development again we want to move forward in the 22-23 school year and as if you'd mentioned uh you know moving forward to a better year we can now provide that in classroom coaching support at prependem pre-pandemic levels directly to teachers as they need it in the ways that they need it and in particular with the standards that they feel that they need to strengthen and support their instruction the next indicator area is the parent and family engagement and so this directly relates to the california school parent survey and there's three ways that we look at family engagement it's in building
131relationships between school staff and families building partnerships for student outcomes and then seeking input for decision making you can see there the number of participants in this school year in the 21 22 school year and unfortunately our response rate was not very high it was at a 14 response rate if you look at the total enrollment of 18 900 this survey was provided online to our families both through the district system but also through our school sites and that was provided between the dates of march 14th and april 22nd and links were provided for families to participate and you can see the breakdown there of the different ranges with elementary having the highest participation followed by high school and then middle school programs in terms of parent response rate so the next set of slides
132i'll be providing you with some more detailed information about what the responses were and what the question types were so first this first slide is particularly about building relationships with parents and guardians and you can see what the parameters are in defining how do we build relationships so the first one is building trust and respectful relationships the second one is creating a welcoming environment the third is learning about each family's strengths cultures languages and goals for their children and the fourth is about two-way communication between families and educators you can see there that in at least three of these areas we were rated at full implementation and there was a wide variety for area three in regards to family strengths cultures languages and goals from initial to full implementation as the range here is a
133better breakdown of the actual responses just to kind of give you a heads up the green is the elementary school responses these will not add up to 100 because they're just representing a slice of the pie right so green is elementary middle school is blue and then our yellowish orange is our high school typically for most of these responses you'll see that there's a higher involvement or higher percentages at the elementary level and then it tends to go down as you move to high school so in terms of school staffs treating parents with respect you can see there that we have very high ratings at the elementary middle school and it tends to dip down at the high school level as well as the participating parents feeling welcome to participate in school those ratings again
134have are reduced from what we have seen in the past but again that could be due to pandemic regulations the fact that our schools were closed to visitors and volunteers and so parents could not actually come into the school setting at the time that may be part of the reason for those results but we'll be taking a closer look at that and trying to come up with ways to ensure that our families feel both respected and welcome at our school sites at all levels this particular area has to do with respecting cultural beliefs ident students culture and identities and also goals for our students so you can see here between the two graphs again it's a progression of higher ratings or percentages at the elementary level and then it dips down a little bit as
135you get to secondary the last graph that you see there is backwards where you see the highest percentage at 76 at the high school and that's because that question is specifically about how well has the school provided information about your child's plan for college or vocational school so we do want to see the opposite we want to see higher ratings at high school because that is the goal of high school right and then it decreases as you go down from middle to elementary and then this is a new question that was added in this last year so there's no comparative data here this has to do with two-way communication with school staff clearly at the elementary and middle school there's higher ratings at 89 percent with our high school parents rating it at 65 percent
136so we'll take a look there a little bit more that's obviously um part of the reason why could it be as as a parent in abc right when you get to high school you're now dealing with six teachers you're dealing with counselors deans different office staff members that you never had to deal with before and so that might be part of the transition process that we can help our families navigate better as they transition to high school or middle school the next area has to do with building partnerships for student outcomes so these are rated by looking at improving a school's capacity to partner with families how well do we do with supporting student learning and development in the home how well do we work together to improve student outcomes and then the legal rights
137and advocacies for their own students and all students so you could see here it's a little bit of a split we have full implementation on two of these markers with initial implementation on improving school's capacity to partner with families and supporting student learning in the home these charts give you more specific information about those areas again the opportunities for families to partner with teachers or school administrators seem to be higher at the elementary level and it starts to decrease as they start to move to the secondary level so again as a district team and we will be sharing this information our school sites receive specific information about each school so this is the district overall information that they do receive specific to their school site which will help our principals our administrative teams make better
138decisions about how to improve our outreach to families in the future next we see here about communicating with parents about what students are expected to learn in class and keeping parents well informed of their child's progress in school i'd like to highlight that last chart overall that's one of our highest rated areas where you can see at all levels from elementary middle to high school that parents do feel that they're being well informed about their child's progress so they know if their children are doing well or if their children are struggling and need additional support that's obviously an area that families seem to be happy with our progress in abc this is another highlight to note that at the beginning of the school year parents guardians have received an updated electronic copy of the district
139and school policies this was something we talked about before under our discussion for parents rights and responsibilities and you can see here across the board the ratings are high 94 percent 92 percent and 90 percent of our families acknowledge that they are receiving their updated electronic copies to understand their student rights and to be able to advocate for their students the last area that we have for engaging our families is seeking input for decision making so this has to do with building the capacity and supporting principals and staff to engage with families in advisory groups with decision making family members being able to effectively engage in fat advisory groups and decision making so how well do we support our actual parents to be active members of these parent associations and then how do we make
140sure that we are reaching and seeking input from any underrepresented groups are we doing additional outreach providing translated materials making those specific phone calls and then rating the district's progress in working together to plan design implement and engage families with engagement activities and these might be those extracurricular activities that we look at at school sites so in these areas you can see again the trend continues where we have higher ratings at the elementary level at the elementary level there's certainly more opportunities for families to volunteer in in-person settings there's more engagement activities with families and so kind of looking at that at how we can incorporate more of that more on the secondary level and how do we keep our families informed of that and invite them to our school sites to be engaged on
141the secondary level parents being involved invited to participate in the decisions making meeting of their school and then being able to provide input you can see here again the trend continues of having higher ratings for both elementary and middle school and that at our high schools the trend tends to go a little downward in terms of families feeling that they have the opportunities to provide that input on some of the policies and programs here this is specifically about family engagement activities as we've acknowledged many of the activities that we run as a district and as a organization sometimes said to be like our science olympics is for middle school we have science olympics at elementary schools but then when you get to the high school those science olympics and competitions are more about going out
142into the community out to the college to make these competitions and not necessarily going into the school for those competitions so that may be some of the difference that you see here it doesn't mean those activities aren't happening anymore it's just that at the secondary level they're now happening out in the community as they're now starting to experience the world and unfortunately for parents that's the stage when students become more independent and so they want to do it on their own and they don't necessarily share all that information with their families at that point the next indicator that we're going to go into is now about the california healthy kids survey and this is about the students that student surveys that were completed i wanted to provide you a little bit of background here on
143school connectedness for school connectedness as a reminder the the survey was not administered in the 2019-20 school year do the pandemic so that was one change that's why you see a gap in the progression there and then in this last year grade six was surveyed for school connectedness instead of grade five so there's a little bit of difference in that comparison so although if you look at 20 20 21 compared to this year you see drops from 80 to 73 for our elementary and then in secondary you see 66 to 60 67 to 51 and 56 to 51 but i do want to point out something really interesting that i noted was that prior to the pandemic in 2018-19 our students actually felt less connected to our schools than they did after the pandemic which
144i think speaks highly to the work of our staff and our schools of doing a tremendous job of reaching out to our students during the pandemic and making sure that students still feel connected to them as administrators as teachers as a school community and continuing to do that throughout this year when we know we had a number of absences and changes in regulations with the pandemic so on that trend i see a very positive growth since prior to the pandemic that students are feeling more connected than they did prior to the pandemic years these are the questions related to connectedness the rating of connectedness comes from a series of questions and these are the series do you feel close to people at school are you happy to be at school do you feel like you're
145a part of the school community do you feel safe at school and do you feel teachers treat students fairly so the responses were brought together to then provide the ratings surveys percentages that you saw on the previous slide the last indicator that will be posted on the california dashboard has to do with two markers as that relates to access to a broad course of study and this specifically has to do with high school the first is our a through g improvement or completion rate these are the requirements for entrance into our uc and cal state programs and so you can see there our district overall is at 61.6 percent and you can see the breakdown by the different groups one thing i do want to note that we did have a growth from our prior
146years where we had um in the prior years we had a 59 percent overall rate and now we went up two percentage points with the 61.6 percent in prior years for english learners we were at 9.6 percent meeting our a3g requirements and you can see some tremendous growth there at 21.1 percent so again across the board we've had growth from pre-pandemic years of our a through g completion rate and for our advanced placement courses this specifically has to do with our enrollment as you know we don't receive actual ap results until july so i cannot report on that at this time but i can report our prior year's enrollment and so overall our district enrollment was at 33 percent in this last year and again you can see the breakdown by groups with our socioeconomically
147disadvantaged at 24.9 percent african-american at 20.2 percent and hispanic at 20.3 percent some of these have dipped a little bit a few percentage points from previous year's enrollment could be because of the pandemic and students being concerned about taking on advanced coursework but that is the reason why we have worked with in writing the a3g improvement grant which you approved back in march and so the goal of those a3g improvement grants is to work on improving advanced placement course enrollment and improving our aid through g rates all this information taken together as we're working with the district across the board to make sure that we look at student achievement which is our core belief and it has helped us to focus on three specific areas that we want to target for the 22-23 school year
148which is school safety social emotional wellness and academic supports for our students and that concludes our presentation on the local indicators thank you very much that was a very uh long and extensive um presentation it must have taken a long time thank you miss castro we have do we have any public comments there are no public comments madam president thank you we have board discussion let's begin with vice president brad beach thank you madam president just one quick thank you madam president just one quick question ms castro is there any way to get a breakdown of each school's percentages of their engagement because i'd like to look at if a school for instance that has a watchdogs program if those parents feel a lot more engaged because the dads are planning events and they're on
149campus more i'd really like to look at that if we can yeah staff can provide that in thursday notes briefings for the board thank you next we have board member olga rio dr olga rios so a couple of things stood out for me and i'll call them themes um but they relate to what we in education call call cultural proficiency you know i i did know and i was actually really excited because we're on our way to kind of address this um you know parents um said that they you know they saw it as an initial implementation this idea of staff knowing about their family history and their family background hopefully our equity officer can guide her efforts in helping us with that fifty percent of our students said that they that this the school
150provides instructional materials that reflects my child's culture ethnicity and identity i mean hopefully we're listening to this as the board i know we've had discussion about the importance of staff looking like this mirroring the students and the importance of students learning about their culture and so here are the numbers so i hope that again we're taking these numbers and not just looking at them and discussing them but actually moving forward in action items the last thing that i wanted to address was you know we keep talking about mental wellness and i mean these numbers although i am you know i follow these numbers and i do acknowledge and celebrate that they are moving up it's still very concerning that in you know 9th grade and 11th grade 50 percent feel that they are as somehow
151connected to the school and this is when kids are the most social and so again do we need more counselors maybe we need counselors that focus just on sel because we know you know having a daughter go through high school et cetera and working at a high school myself that a lot of the times counselors are sitting there talking about classes and you know what what are you going to do to pass this class and not necessarily about hey what's going on they'd like to but they usually don't have time because they have a caseload of 500 students so again you know when we talk about money tuan you know these again are areas that we need to you know not just say we want to do something but align it with resources give the
152schools what they need to address these numbers so that they're not at 50 um the last one was about you know the the access to a3g completion rates i i follow these numbers very closely as well because you know if we want kids to to get out of the cycle of poverty if we want kids to really truly gain an educational experience that's going to prepare them for the future you know whether they go to college or not that's not up to us to decide but they should absolutely graduate high school being prepared and the fact that you know only 45 percent of hispanics do knowing that that's the majority in our school is very concerning so again what resources do we need to make to bring about more positive change and i know that
153earlier in the year we discussed an actual grant that was going to improve in this area so so again this is a number that i follow closely you know all of these groups are you know people that we they give us extra millions of dollars to support and so i i'm sure there are programs out there that can bring about you know something that's closer to a hundred percent um achievement um i don't know it's great but let's continue to do better thank you okay any other discussion okay i have some comments so i know the survey was done mostly it seems like parent engagement and first of all miss castro you did a great job preparing this you know you're new in the cabinet but you did a good job so this is not
154uh criticizing or targeting anyone but we do all of us we do want to make improvement and this results district overall is 61.6 percent the authority requirement and then 21.1 for english learners and he's you know just going down um i know that overall this pandemic of you know two three years many parents do struggle and i'm i like to bring attention to the math and english just basic subjects so i noticed that when learning intervention call it learning laws you know when they struggle in elementary school then they will continue to struggle in middle school and sometimes if they are misplaced where different schools and different teachers teach at different rate different rate and each student has different learning pace and then you go to middle school and sometimes they can continue to struggle
155and even though the student himself or how can what can we do to improve this area and i like to make a suggestion of of um doing a district-wide academic diagnostic not just by from one group of parents but just overall parents students and teachers and administrators i'm not saying students in terms of all the grades but starting in sixth grade seventh grade they many students will give you an idea you know of how they're doing what their needs are what they're struggling doing a little bit of this academic diagnostic that would help our district come up with a need and adjust adjust the programs or the curriculum and i know that the summaries uh we already have the program in place but maybe this can really help for next year and we can maybe
156tap into all the different funds sr funds or the local control funds and maybe invest in developing a program or even bring in a outside program for certain schools a certain elementary school that could really benefit and bring up this percentage of um bringing up this english learner and hispanic you know bring it up so i would like to give direction to the staff to look into a survey that is more academic based and measuring that is all any other questions comments uh okay seeing no further questions and comments we have one more to get ahead oh okay for the board report okay okay all those in favor all right and there's nothing to vote on information okay i still support it yes sir yes thank you okay we have four reports dr apodaca thank
157you madam president i'd like to say first of all congratulations to all of our graduates best of luck to you in the future remember that we're here as a resource and we have a lot invested in your success please come back and and say hello and let us know how we can help you but also let us know the great and wonderful adventures you embark on uh like to thank uh all of the schools that hosted us board members can sometimes be a handful let alone when you get all of us together on a stage and i'd like to thank the hawaiian garden city council members as well as city manager ernesto marquez for being present at the artesia high school graduation ceremony it meant a lot to the students and i received great feedback
158from parents so it was wonderful to have our local elected leaders there to show their support and congratulate our graduates also just given everything that we we hear about and we see uh day-to-day in the district uh locally and nationally in education and i love our presentations that we had tonight i have to emphasize how important parent involvement is how critical it is to student success and i had a somewhat traditional upbringing but i can tell you that you know if it weren't for that constant well how are your grades doing you know how is so-and-so going with this project and that project in this class in that class um we're too poor chris so you remember if you don't get a scholarship to college you're not going buddy right and that was my situation
159growing up but i can tell you that it does come down to parent involvement too often especially uh recently we see that homes are broken and it's not the child's fault right and who knows maybe in many cases it's not the parent's fault but it's somebody's and all i can say is that you have the summer now with your children please for the love of god carve out some time with them get to know them reconnect with them we as a district believe it or not we have parenting resources here whether they're pamphlets i'm sure there's some class being taught at the adult school on how to be a decent parent and if not then we should have one but i'm pretty sure we have one and and parents your primary role is as a
160guide and a guardian it's not to be their best friend it's not to post wonderful pictures with them bffs on social media in fact if they're under 18 they probably shouldn't be on social media be their role model you want them to be better than you are in this life and your grandchildren to be better than them that should be the goal and there's seven of us elected board members that have a stake right but there's only so much we can do and man we get some complaints and many times we can't do anything we can't undo the damage that's done at home parents you need to work with us we're all willing to work with you i think that's been stated as a board it's also been stated uh it's part of our our
161mission as a district to collaborate and work with our stakeholders and parents that said it's the first day of summer i'm wearing my guayabera to celebrate that and i wish you all a very happy safe summer and we look forward to seeing you again in august thank you madam president this concludes my report thank you we have next board clerk dr michael yanio thank you madam president if there is something that worries you today if there's something that makes you feel fearful you no doubt are not alone when i turn on the tv or reading news from all sources there are multiple areas of hardship from food scarcity and food inflation inflicting families across the us increase energy prices increasing the bottom line of family and corporate spending to increase rent prices and mortgage rates
162making it increasingly difficult for some to maintain shelter hardship is affecting all people all families all industries and sectors nationwide no person or entity is immune sometimes we think complex problems require complex solutions but the key to build a normal compassionate society and solving hardship is surprisingly simple it involves applying some ancient wisdom that is relevant in our modern world love one another treat all with dignity share your blessings with the less fortunate give special attention to those who are sick in body and spirit we are all part of god's family we are sisters and brothers journeying together for a season on this beautiful planet as such we owe it to one another to be and do a little better true sisters and brothers set aside animosity self-centeredness and smallness we enlarge our hearts and
163minds to the people around us because despite our differences we're family so we rise above the bitterness and hostility the intolerance and anger of the day and dig down deep to find and share god's love with our brothers and sisters across the street and around the world hardship is coming and for many families in our district hardship is already here it is community that will get us through this hardship be there for one another love each other deeply offer hospitality to one another without grumbling each of us should use whatever gifts we have received to serve others as faithful stewards of god's grace in its various forms we need each other again it will be community that will get us through this hardship may god bless you all and keep you well madam president thank
164you thank you michael next we have vice president brad beach i hate following dr eugeno with his eloquent words over there but i'll do my best and you are my brother mike anyway i've heard from many parents this week about the block schedule at cerritos high school i've spoken with teachers i met with the deputy superintendent today and i must say that i'm frustrated i'm frustrated as a board member that i have to learn from parents that cerritos high school is considering this and that it really hasn't even been communicated to the executive cabinet what the what the plan is this board would have to take action to add a million plus dollars uh to that school to add staff there's a lot of things that have to happen and this is being rolled out
165so late in the school year so i can see why a mother and a grandmother and two students are frustrated one going into their senior year when they had their schedule set and now it may not happen so i just want to share a few facts with the community most students would receive 248 fewer minutes of instruction per week under the block schedule it's a fact some students would start at 10 a.m and some would get out at 1 20 p.m so if you want your kids to go to school at 10 or get out at 120 then then that might be for you at cerritos high school we would have to add 10 fte teachers which would cost the district 1 million dollars we may be able to cover that with the log funds
166for a little while but it's not sustainable long term my recommendation is that we do a parental survey with all of these facts so the parents can see exactly what it's going to mean to their kids before they vote if they want this block schedule or not and if a majority wants it then maybe this board can consider that at that time all right on a positive note i attended the cerritos high school graduation had a great time handing out diplomas i joined a few of my colleagues there was a wonderful night and i also attended the cerritos optimist club meeting and i want to personally thank them for donating so many toiletries money goods to this district to help families in need it's a wonderful organization and i'm going to rejoin i was a
167member in the past but i'm going to i'm going to rejoin them and i want to thank tina porter and martha martinez who spoke they did a wonderful job representing this district and i was proud to be sitting there as a board member and listening to them share their heartfelt experiences with what that program does for our community down south that's all madam president thank you thank you brad next we have board member dr orga rios thank you madam president first congrats to our grads we wish you much much success to our school community congrats on surviving this school year seriously toughest one yet i think for most of us the year is over but i know that staff is already busy working on making 2223 the best one yet this month we celebrate the
168lgbtq plus community and so i want to take a moment to acknowledge the students the staff that we serve who are deserving of dignity respect and our support happy pride month and lastly have a safe restful and very happy summer everyone thank you next we have board member ernie nishi thank you madam president so yes i echo all other board members comments about this in terms of it was a tough year for the teachers for the staff and by the way for the board members as well uh weathering lots of public comments and vocal discussions out there so thank god it's over and that we will start afresh in the new year and and hopefully in our new year we think of things a little bit more in advance as mr brad beach board member
169vice president brad beach indicated in terms of our schedules and not wait until summer to explain all of this to them because we know that every year fall is coming so we can always go through these things and advance notice the board what's going to be happening in terms of these things because we know every year the school is going to start every year we have to figure out a schedule there's no reason for us to have to hear this during the summer when everybody should be on vacation and thinking of where they're going to vacation talking about all dr eugenio's statements about all all of us are part of god's family and that we've all had these hardships that we will be coming through and so i wear this button here today for those
170people who have particular hardships dr rios always talks about equity and there are some people that are going to struggle because of who they are and how they are and i want for us as a district to be equitable to them and addressing their needs and their specific issues that they will be probably struggling more than any other group and so that we help these students these people all of god's children struggle through these specific things that they may not have chosen but maybe it's part of who they are particularly during this particular month for all groups and ages and races and and the way people are so that we equitably do our best for them and to those who are struggling through these issues it gets better um and fight through we as a
171district will be on everyone's side black lives and all other lives so thank you madam president for um leading us through this very difficult year with uh with the struggles that we've had that's all thank you next we have board member sophia say thank you president um well first of all i attending uh gar high school a teacher and teacher high school area counselors i was attending artisan high school serious high school tracy high school graduation graduation and the ross middle school promotion attending the chinese winning high school ptsa award luncheon i want to congrat to all students and parents have a safe summer vacation i also want to thanks to our district staff which is including the nurses the teacher labors and the union i want you to enjoy sincerely appreciate your hard work
172um now take easy and i i can't say for the middle level administrator i'm only going to be here but i'm talking in general for the whole district i want you to have a nice summer with your family enjoy that thank you for your hard work again and june 11 attending dragon ball uh at the london park fundraising for blind uh people and you know i see some of my friends wearing the mask and eating it it was hard they asked me do you want to wear masks and say you know i may fit the wrong place but so i want to special thanks to the community the services you have and reflect you know what had i done as a board member elected official besides we'll work the staff make a decision here i
173really um happy the last year i had done so much with our staff and i special thanks to scott and tuan and carol that um that helped me out uh worked bring the best to our district i bought the uh free grasses to our artesia height we also have saint and they were going to replace it for same play to our children in the future i also bought about two times twenty thousand uh mask to our district free for a teacher to use and the last couple things that i i wanna special thanks to tuan we realize we have a lot of absolute books in our in our warehouse i want to thank you tuan to work with me and then pile empire we donated to eun i will give you the information create a
174library to the school in taiwan i also work with the cambodian people too so they also took some books from our warehouse the last piece i worked with the hawaiian garden city council it was just all of a sudden i realized we have so many expert books and now i work with the victor farfan hopefully i can work with our board member here to starting working out to give those absolute book to those people who really need it and does not have it that is my project and the last we also get from one of my friends who owns the um wipe and the sanitizer things and i spoke to twine it's going to be like pallet a lot a lot going to donate to our our district which will use that for during our
175summer time am i right taunt so you'll get the trucks for me i think either 20 feet or 40 feet and ride the um some area this is all free to protect at the end i also work with the nemesis the garden nature car center and that is one of my wish and finally become true i find two volunteer groups one is uh boy scott and the other one is pta family they are involved with the limas right now and i'm also looking for the age 60 above maybe they can give us one week schedule to help that will maintain because we only have one director oversee a one acre length it was really hard it's almost like a become a disaster place hopefully i'm also trying to work with the city council and former
176council sally flowers and current council artesia uh renee treviho we're trying to get some fun to make the our nature arts garden make better and more visible to present to the public so that's my end report and i thank you the staff work with me and make some of the impossible especially with the state it's hard but made it be impossibly possible and i'm looking forward to working my staff and i want to thank you so much every time i give you trouble and you resolve right there and then i and scott too i really appreciate and i and that will be my end report for this year 2021-2022 thank you thank you i want to i wanted all of us to think about can we dare to care of our students and come up
177with creative solutions together and be bold to step outside the box and go that extra mile together because i know that we did have a tough year and it's easy to point fingers at each other but i don't want to do that because i know that the cabinets had to really stretch themselves the administrators had to do contact tracing and all that stuff and parents um they were scared but we we made it through but i wonder let us take that extra step to strengthen and focus on the academic because that's what the parents that that is their greatest need if you engage with the parents they want to see their students success and our district attract families that put a high emphasis on academic so i hope that we can roll those things out
178um announcements next regular board meeting tuesday august 16 2022 7 p.m district office board room second public comment section speaker we have alexia hello can you guys hear me um i'm just gonna jump right on into it i wanted to thank uh president you um that is what parents want parents want to focus on academics like math and english and and all of those things that's what we uh enroll our students in school for as for academic mr abudaka stated that we as a district can't undo what is done at home which i definitely agree with that statement but also we heard from anne at a previous board meeting and she stated that she had to undo at home what was being taught to her daughter at school this school year we've seen that nobody
179can give us direct answers if certain political topics etc were being taught a father from the our last board meeting stated that he came in to view the curriculum to test the validity of ms castro's claim he instead walked out with a political garbage known as hmg newspaper i started reviewing the sel curriculum from a few board meetings back when i first spoke on it and the social emotional learning research that i that i found was very very vague it's largely funded and promoted by democrats like gavin newsom and the bill gates foundation it doesn't seem very bipartisan it also heavily focuses on inclusivity building a cookie cutter character identity identity exploring it also polices thoughts um also it adds to teachers workload to collect data on our child's social emotional learning progress my question
180is how does this data affect our kids getting accepted into college it's a part of the common core program which many of us dislike whether we admit it or not it's a deep dive into getting a child to think behave and act a specific way the virtual academy for the elementary will allow families to monitor what's taking place in the classroom setting which i think is a great opportunity for a lot of us that we're going to pull out our kids because we didn't really like what was taking place also i wanted to know as far as the lgbt and the crt because that is in the sel curriculum and we also seen it in our world history for elementaries and we're seeing it in the english studies um for books that are like um
181you know jews and and a gay rabbi and stuff like that so um it's it's starting to kind of cross some boundaries that i think that a lot of families are not going to really appreciate um what about those families what about the families that don't want their children exposed to this uh when they had when we had the um the instagram that was up that had all of the lgbt books and it had talked about sperm and whatnot for preschool students we thought that was very imp uh when they had at cerritos high school for the gsa club and they tried to implement a movie that was rated r we also thought that was very inappropriate so the boundaries being blurred and a lot of inappropriate things are coming into play i know that
182my child in elementary level a lot of students were saying that if you're not gay or if you're not lesbian you know they would make fun of you so what about those students that identify as being religious or traditional or conservative or whatever you you want to call it what about those students that are feeling harassed and they're feeling like they can't really have a voice because they're not going to be viewed as you know accepting or inclusive and so we also got to think about those things also when we make posts about you know pride month or we say statements about including them and and i totally agree with that i just my concern is how does that play into the curriculum we saw a curriculum that talked about harvey milk you know there's
183a lot of things that are in the back burner that people don't realize that he you know had relationships with minors you know that were inappropriate and a lot of things that that shouldn't you know be glorified and yet we're glorifying it in our curriculum so that's a huge concern for a lot of families that we don't want our kids to unders to really dive into or learn about so where's the boundary is really what i'm asking um and that that was it thank you guys so much for your time [Applause] next speaker we have silvestroni all right we made it through a year look at us who would have thought um good evening for the last time until um august um i just wanted to you know first off highlight some of the things
184that i love that you all were talking about brad i love the idea with the watch dogs and that being a way to get parents more inclusive and on campus and more involved with the process of what's going on with their kids and other people's kids and really create community within this hope everything's okay um so i love that um dr rios which you were talking about with uh improving those statistics and the resources you know aligning with that not just making declarative statements but um really putting our money where miles is i i love that um i agree it's something that we should do um something that um i guess i put it out there uh that we could potentially do i don't know if the district has any money to maybe you know
185host a little barbecue for families students give a you know give them a different space to engage with families outside of just you know school board meeting or in school something less formal that might you know so i'll just put that out there in terms of ways to engage families um um differently um that might be able to meet them where they're at um and then uh lastly because you know i know we're gonna have some breaks summer everyone's gonna rest um some things that we i think going into the next school year that we we do need to address um and that i hope that we address um is for one the the cte situation we are losing educators to that i know cerritos high school just lost a cte educator recently just because
186the pay was just because the pay wasn't enough to um to keep him in the district and you know that those are going to be valuable educators that we're going to need to bring in parents and families who understand the benefit of cte educators and what that could mean for the trajectory of their students lives so i'm investing in that area is important investing in you know improving the quality of the food that's also important i can tell you right now um i feel a lot more connected to my home because my mom cooks real good you know so maybe we have some better food that might help students also feel more engaged and you know connected to their their campus and then when we're talking about uh curriculum i think that's something that we
187should look into really is how can we better provide culturally relative instruction to our students so when we're talking about math can we mandate or introduce financial education to you know create that parallel in terms of how it's going to affect the everyday guys in the future um i love i mean respect to pythagoras and pythagorean theorem but you know if students are graduating they don't know what a roth ira account is you know but they know pythagorean theorem no you know no offense to him but i might you know need that roth ira information earlier and if we can start connecting that stocks bonds et cetera with math i think that could have a good impact on students retaining some of this math english you know we can get them you know writing grants
188understanding how that looks like that can give them writing skills and reading you know uh at length paperwork um so different ways that we can make the instruction more relevant to their everyday lives and their future is uh something that um i'm hoping that we we address going on into the next school year um one salute everybody for getting through it because it's been rough and when i think of some of the things that happen over the year um it's just you know it's just you know you just laugh because time does continue to go on you know whether we argue we bicker we disagree et cetera at the end of the day we're all here and we all are trying to make things better for the students um so i'll end on that positive
189note that i'm looking forward to what that work looks like in the coming year thank you [Applause] mr smith do we have anyone online we do clerk uh the first uh speaker with their hand up is mrs martinez go ahead and unmute um yes [Music] is [Music] foreign a so she is very involved parent and she wishes she could be she could have been more involved but within the schools but because of cuban 19 regulations she couldn't and even after kovid cases lightened up you know she wasn't still wasn't able to visit and volunteer as a parent she witnessed several children watching adult or x-rated material on their phones and using their phones to to take explicit explicit photos of other students and use them upload them and use them to bully those students on
190social media she was wishes she could have been a part more and more involved and been a part of the of the school community to at least be present and be able to help prevent it uh that's her first point her second point was the health survey that they received should not include gender identity questions it's the role of her as a mother parents not the schools to form this opinion with children she feels the schools are indoctrinating children and as a very involved parent very involved mom she won't hesitate to pull her children out and she thanked us for our time and for listening to her that concludes the online public comments thank you may i have a motion to adjourn in the memory of mr thomas berg bergeron retired guard high school teacher
