liberty thank you tonight we have a presentation by abc education foundation heather summers abc education foundation president joseph porter iii abc education foundation chair serena yuan and abc education foundation board of directors so good to see you all thank you so much for having us here this evening i'm heather summers i'm the president of the abc education foundation i'm joined with joseph porter iii who's our chair of the board and also serena yuan who's one of our board members and former treasurer of the board and we were really excited to be here tonight to talk a little bit about the abc education foundation and share with you some of the things that we're doing to support students in abc i mean first the abc education foundation is a non-profit organization and we are focused on

providing financial support for the schools of abc in order to maintain consistently high quality educational opportunities for our students we are an all-volunteer organization and we're passionate about education and supporting abc schools and students so i wanted to share a little bit about what we do to raise and how we raise our money and how we we give it back um and we do that in many ways many of you have supported us through direct donations to the foundation which we really want to say thank you and thanks to the community and thanks to all of you that have been supporting us over the years your donations are really being put to great use one program i wanted to highlight is our mini grant program and each fall we announce our mini grant applications period

to the schools uh teachers submit applications requesting up to 2 500 per mini grant to fund anything from musical instruments art supplies field trips gardens for the students books and so much more since launching this program in 2014 we have funded over two hundred and twenty five thousand dollars in grants not including this year's grants we will be announcing in the next week our 2021 2022 mini grant recipients and are so grateful to the teachers for writing these grant requests they're really focused on providing quality education for the students during this pandemic with all the new requirements our schools have focused on what our our teachers are focused on and our administrators are focused on keeping the students safe and in the classrooms it is really above and beyond that the teachers even had time

to write these grants so we were thrilled to get them and we're doing our best to fund as many as we can and we're excited to make those announcements soon now i'd like to turn this over to our board chair joseph porter he's going to talk a little bit about our seed program good evening it's good to see you all the mr officer doctors the former chairman of our board and dr mary sue a member of the existential member of our board i'm going to talk about the school essentials for education drive that's been a program that we've had since 2012 and primarily what we had done over the years is collect money to and fill backpacks school supplies and supply backpacks to students we've done as many as 450 backpacks in any one year

and they're distributed throughout the the district at all school levels uh the backpacks are different for primary grade school kids as they are than they are for high school kids uh but with with the pandemic things had to change a little bit it's just it was a we had to adjust both in our fundraising and in what we did and how we distributed so the seed program took upon the initiative we talked to principals we talked to the district social worker we tried to figure out what were the needs and so what we did is we came up with uh this c program where we had particular particular requests that could be made by a mental health professional by teacher or by a principle uh we give you example of the type of items that

we use the funds for this year seed requests included sensory perception items such as fidget toys uh fidget cubes wobbly cushions chair balls velcro strips for social emotional learning emotional books workbooks for emotional support for mindfulness also popular with calculators warm student jackets sweaters and in school uniform colors journals motion bubbler sensory room dividers filling charts yoga mats kinetic sand giant game sets for outreach events early education learning games board games tile sets water bottles stickers and the rest so we had we had over 67 requests which were able to fulfill we expended some and some of eight hundred thousand eight thousand dollars excuse me uh to fulfill those requests and we'd like to think that we have adjusted to do whatever we can to make this uh make the learning experience for our students

as best as possible anything we can do to raise money is a major that's my priority and so these things i think go directly to students and we can go back to our donors and say this had a direct benefit to a child and and that helps us and anytime you have a recommendation of anyone we can solicit money from i'm here for you thank you very much hello dear members of the board president and dr sue thank you for the opportunity tonight i get to talk to one of my favorite topics which is cte programs in the school year of 2020 to 2021 we started a new program through our foundation called abc pathway to success scholarship program this is a program open to all juniors and seniors in our high schools who completed

or currently enroll in our career technology education programs how familiar are you with the program if you think you're familiar with it please raise your hands i see one two okay take a guess between the two of you how many offerings do we have how many pathways do we have quiz your husband filled me in about this a long time ago so i've got the list in front of me i want to say is it 10 or 11. one two three four five six anybody wants to give him a score pretty close thank you this is amazing program and the students come into this program have gone through the primary schools and the early part of the secondary schools and this year we have received applications here's the answer from the following pathway programs our

technology automotive biotechnology computer science digital arts graphic design education engineering game design and integration international business patient care performing arts theater or music performance pharmacy production and managerial arts some of these programs takes four years to study some of them take two years three years some students just take one class to have to experiment and discover their interests we provide 10 scholarships and each receive 250 dollars for college supplies and books and i'd like to share with you two quotes from our applicants the first one being in both the biomedical and pharmacy pathways has allowed me to make connections between my current studies and my future and such participation has inspired me to continue working hard with determination and passion in order to reach my future goals i'm inspired to expand my knowledge base while

embracing lifelong learning and continue to become the best person i can be i'm inspired to find treatments that can improve lives for families and loved ones around the world to deliver quality health care with compassion and empathy and to possess the courage to face anything i might encounter the second quote i had no idea how quickly i would fall in love with the class this pharmacy pathway has taught us how to read and fill a variety of prescriptions as well as how to interpret abbreviations calculate iv order supply administration administrations as someone who isn't very gifted in math i'm amazed how quickly i learned how to perform certain calculations required of pharmacists i'm both excited and terrified by the thought of being the first generation in my family to attend college i'd like to say

thank you for providing these pathway electives for our students because this really helped them to discover their interest and their purpose in learning as they graduate out of our district and enter the society to become successful and contributing member of our society and as a member of the education foundation and on behalf of all of us volunteering for that wonderful organization that's supported by all of our community members thank you we will continue to work hard and fun programs like what heather and joseph mentioned before me the mini grants for our teachers the seed programs for students and our teachers and staff our social workers and the cte scholarship thank you for allowing this opportunity and for us all to work together and make a difference in doing what we do the best giving all

of our students the best education for their future thank you and have a great meeting tonight thank you thank you serena yuan thank you appreciate it thank you so much uh does uh any questions or comments okay we have uh please don't go in yet because we have some comments by board member uh dr chris apodaca you weren't going to get away that that easily so i i i can't say enough nice things i think because they wanted to keep it concise and these folks are very humble you know what they do really is above and beyond what most of us do and they do it without getting paid they do it in many cases it's a thankless job i know i used to sit on some of those meetings when i was a member

of the abcd foundation and you will not find a finer group of dedicated people right fighting and advocating for our kids one dollar at a time one event at a time and just completely and totally in silence right they don't uh they advertise but you know they don't do it for themselves they do it for the kids and i i'd like to also encourage folks you know if you're looking for a way to to volunteer uh or be more involved talk to the abc education foundation they make a direct impact every dollar that comes in goes right back out into into our classrooms to help our students what i'd like to who would like to single out is uh serena her and her husband jim they're the ones and she's being very humble about this

but it was through a generous contribution from the jordano family that this uh this scholarship in conjunction with the abc ed foundation was able to come to fruition and cte obviously is an amazing pathway for many of our students and it's being made possible and augmented by the efforts of the generous contribution and gift from the jordano family but also through the efforts know-how and dedication of the members of the abc education foundation get to know more about them i always kind of cringe because many cases people only hear them or see them when they come to a board meeting or when you see an event that they put on look them up follow them on social media engage them they'll talk to you they're all busy professionals but they'll make time to talk to

you and tell you how you can help augment our efforts to support our students and our teachers thank you for everything that you do from the bottom of my heart you are amazing people and i'm privileged to know you in the country of my friends thank you thank you madam president thank you next we have randy nishi yes i'd like to reiterate what dr apodaca says this is a great organization everybody in this room should be part of this group because they have done some great things they they get teachers to propose to do greater things in their classroom just unique things that the district may be not able to help but this little group does i remember they had a starbucks coffee thing that a teacher wanted to do and they were able to

fund the really nice little project and taught kids about money and and things like that and they did an art project art contest the diversity art contest because the kids were suffering and they did mental they're doing mental health now and it's just if you want to make an impact in your community it can't just be the giordano family they're a great family but it's got to be everybody in this community what is the telephone number that they could reach is there a telephone number or a website can somebody come up and tell me what that number is well let's blow up her number what is that number abc edfoundation.org abc dot edfoundation.org it's a great group we should all be part of this i mean seriously the more you put into this group the

more you get out of it and all of our kids directly none of these guys are paid and you know parents could get involved teachers in this room could get involved because they're actually literally funding teachers dreams they had a vr program that i thought was really nice the cte things that are just unique that they can do that not everybody else can do and so um this is the one organization that serves all of our kids throughout the district not just one area but everywhere so i can't say more i mean they you know art contests and cte scholarships and and everything if you want to feel good about making a change in this world please join that group it's time well spent they can't do it themselves they need our help and include

them in your state planning there you go okay so next we have uh sofia say yeah thank you president um i do want to overwatch to the pta foundation i want to thank you mr summer and mr porter you folks have been there and serena serena's my friend i can't you know i don't want to praise you too much now but thank you you and jim though i want to say miss summer you did a really great job the last year and i think the donation not just i mean the way how you handle not just only that from gene foundation but also from our school teachers site there's a lot of little project you know as for improvement our teaching and you focus is also when a percentage folks decided which one you give

it to and most really very productively and i know our union presidents here we really appreciate that we also i also noticed that you are doing some other project too such as nemo's nature guard center our center folks also help in the past whatever needs like shelves for kids to use i really appreciate it for you folks's hard work and this is a volunteer and yes we do need to know more the project that you had done and some of the things when serena said the pathway i said what else i'm trying to count and i and i don't remember exactly it's about but i do notice a lot of work have been done by you guys because you made our school so wonderful it's like a family together thanks again for your hard work

for the past years and your contribution okay thank you very much it's the adults parents that are who are in this room um in all the schools parent groups who have the concern of our youth we have to catch them not just one adult but two three adults concerned with one teenager we won't let them fall through the crack thank you again for your service thank you very much okay next we have february is the black history month and tonight we have honoring black history month presentation we have adrienne thomas our equity officer thank you very much and salome akbaroji gar high school student very good yes good evening board president su you vice president beach clerk dr eugenio members of the board superintendent dr sue in the cabinet thank you for this time abc

unified has approximately 1400 students who identify as black and african-american abc has some of the highest graduation rates among black students within los angeles county 95 to 76 respectively so as we enjoy this presentation let us think about how one cannot continue to move forward in one's life as a person or as a culture unless one understands the value and power from which they have come we present to you a celebration of black history yes go ahead black history month in the united of this states date back to february when author journalist and historian carter g woodson with the help of his fraternity omega-5 first announced the creation of negro achievement which he intended as a way for all americans to learn about the history culture and achievements of black americans from the beginning the

emphasis was on education of the general public the black community itself and in the schools and universities of the nation so why february the original week in february was chosen to coincide with the birthings of both frederick douglass who escaped slavery to become a writer statesman and abolitionist and president as awareness of black americans contributions and accomplishments grew all americans gained a new understanding of black culture black studies programs increased in numbers across the country and during the civil rights movements of the 1960s freedom schools were open throughout the south that embraced observance of the educational leak further raising its profile in the public eye by 1970 a week had grown into a month first on college campuses and then officially by the declaration of president gerald ford who asked all americans to quote seize

the opportunity to honor the two often neglected accomplishments of black americans in every area of endeavor throughout our history today each february we take the time to reflect on and discover the historical and modern contributions of black americans to our society so many of the people and events from our past still resonate today encouraging us to a greater understanding of ourselves and our nation that marvelous history continues adding new chapters to the american story myself oh uh [Applause] black americans see themselves rooted in the complex stories of american history in such a way that it can only uplift black americans so throughout february all are welcome to join in this celebration as the legacies continue now due to quarantining uh due to covet uh 19 conflict con contact tracing and conflicting school events two students

could not be here with me tonight but i have miss aburuji here with me and she finds joy in writing and speaking poetry and performing poetry that urges social change and community action and i was surprised to learn that in 2021 at the pre-show for the golden globes she was able to perform poetry that embraced hope for a more inclusive future in the arts and for our world at large so i present to you miss aberojee happy black history month board and all the um attendees i'm very happy to be here my name is solomi akbaroji i'm a junior at gar high school and i would like to say i honor black history month by making the most of the life i have as a result of the strong black people that came before me

and this means especially as the daughter of immigrants as a nigerian and as a black american making the most of my education all the opportunities i have and paving the way for the people that come after me and my goal in life is to give back to the community in the same way that you all are and you know the committee that came before us and making sure that the younger generation has even more visibility more opportunities a louder voice to make more change and to really take hold of their own futures and i've been able to do a little bit of that on the abc unified board of diversity unity and equity if y'all haven't sat in on a meeting i hope you do in the future because we do talk about those hard

topics that i feel like some people ignore but they're very necessary to holistically ensure the prosperity of all students in terms of racial equity or gender identity just making sure that empathy is at the forefront of those conversations and sitting in this meeting so far i'm very glad to see that there is a board of very empathetic and caring people that put the students first and are willing to sacrifice a lot for the students and that's where change really begins being able to see a problem and caring enough to put things in place systems and even money time energy to fix it so i very much appreciate that and i'm very glad to see what we as a community are able to do to you know elevate the students and push them towards a more

prosperous future and i'd like to part with this quote by carol mosley braun and it is defining myself as opposed to being defined by others is one of the most difficult challenges i face thank you so we thank you for this time to honor black history and i know that we are looking forward to many celebrations of our diversity within abc unified throughout the rest of this year and finally i would like to announce that the black student alliance that coordinates the black family circle events has created weekly themes to honor black history throughout february and this information has been shared with all of the schools and the asbs in the district i thank you for this time thank you thank you hold on hold on we have some board comments first we have dr

olga rios it's always a wonderful welcome opportunity to celebrate the diversity across our district uh wonderful presentation thank you um so articulate i think when we have students come up i mean we feel really good about the prospects of our future because you did a wonderful job thank you for sharing what you shared today um gar is lucky to have you um i would like to make a request that we put that video i think it was a beautiful presentation on our website and that we share it across our district i'm sure there are a lot of options but i really enjoyed that presentation very good thank you thank you both yeah any other comments okay that video was very inspiring and educational and we our district is very diverse many many first generation immigrants

and i think it's so educational to to watch something like that to really be educated and just to be inspired it was very inspiring thank you very much and salome uh your you know speech is awesome and very confident and thank you very much for your presentation and hope that you will continue to thrive at school and just for your future yeah to make our world a better place thank you very much yeah thank you thank you thank you [Applause] next we will continue with presentations you know today is the lunar new year celebration so in asia all over asia this is a very special you know new year celebration the dates change every year so i can't keep up but um we're going to have gonzalba's elementary school dr thank you so much uh

this is the day of lunar new year and i know that this is my year for today because it's the year of the tiger yes it's my year and i would like to introduce principal robert benko he is the principal at gonzalez elementary school and please come up to say a few words before we start the video hello uh board president you and board members and dr sue thanks for uh having me and thanks for uh what you're about to share with the board of our lunar new year celebration that we showed with students today this was created uh with the help of mr charles lee who's part of the jc foundation in conjunction also with our korean and chinese parent groups that put this together you know this is one of the biggest days

here at gonzalez and so we always make sure that we have a big celebration i'm looking forward to today when we get back to in person bringing some kids here to to perform and right in front of you but this is the next best thing so uh i hope you all enjoy thank you [Music] quiet [Music] for most people new years means a new start new resolutions and a fresh cleanup from all your mishaps from the year before it's a new beginning that everyone needs and for some cultures it is the most important holiday of the year even though different asian countries celebrate the same lunar new year their traditions are quite different so in this video let's talk about these differences chinese people celebrate the new year because they want to recognize a year

of hard work have a good rest relax with family and wish for a prosperous year to come new year's eve is the most important dinner for chinese people this is when the whole family comes together especially for those who live there farthest away from home children especially love chinese new year because it is the time when they get their red envelopes or yasuo this is also known as lucky money and adults give them to children after dinner in return the children will wish their elders wealth and prosperity in the new year korean new year war so lao is a special holiday for the korean people it is a time for family reunions and paying homage to the ancestors people wear the traditional humpbook and play games like you nori which is a board game involving

four bamboo sticks new year's day is celebrated by starting off with an ancestral rite food is placed before ancestors and the ritual is conducted to express gratitude and respect once the ritual is finished the family gets together to eat the offered food now let's move on to vietnam where the lunar new year is called tet and is considered the most popular festival of the year and the celebration can last up to seven days people begin their preparations by trying to get rid of bad luck from the old year by cleaning their homes polishing every utensil and decorating the house with kumquat trees peach blossom branches and other colorful flowers one of the most traditional foods for ted is called banjon wears sticky rice cake it is square made of sticky rice meat and green beans

and it's wrapped in bamboo leaves so there you go guys those are some differences and similarities on how lunar new year is celebrated throughout some asian countries [Music] hello against office grizzlies and welcome to our 2022 lunar new year celebration and this year we are celebrating the year of the tiger so we got some great things planned for you so sit back and enjoy our 2022 lunar new year celebration [Music] oh [Music] do you know how we celebrate our family to celebrate chinese new year by eating traditional foods and blessing the next generation with wealth the chinese zodiac changes every year and this year is the year of the tigers new year i look at traditional dances i like i like the pretty dresses and fashions [Music] five stones are used to play this game

level one the stones are thrown on the playing surface and the player sticks a stone to throw up in the air when airborne the player picks up one stone on the playing surface then the player catches the stone these steps are repeated until all the stones have been caught level two the stones are thrown on the playing surface again at this level the player picks up two stones at a time level three three stones and one are picked up level four the player throws one stone in the air places the others on the surface and catches the airborne stone then the player picks up the four clustered stones on the playing surface then the player catches the airborne stone level five the player tosses stones onto the palm of their hand in to the air

when airborne the player switches his hand backside up the stones are then caught on the backside of the ham then the player throws the stones in the air and catches them the number of stones caught are the amount of the score scars are kept as ages [Music] see [Music] very carefree like this [Music] [Applause] [Music] [Applause] [Music] is [Music] oh me [Music] chinese new year [Music] happy new year happy new year happy new year happy new year [Music] happy new years have a bunny party sale [Music] everyone happy new year my name is elizabeth and i wish you good luck and good health in the year the tigers junior [Music] wow what great performances and information about lunar new year i hope you grizzlies enjoyed it first i'd like to thank everyone who helped put

this together mr charles lee of the jc foundation along with our korean and chinese parent groups and i'd just like to close by saying say hey pokemon thank you everyone have a great new year [Music] this play for tonight and thank you all the parents and contribute their time and showing to us what the culture is and we all respect all cultures in our district i want to thank you again a little thing about the tiger those people who born in the year of the tiger are brave come on i have to see these merry or it's great are they brave but competitive unpredictable and confident thank you sophia say and next we have another comment by board member nishi just really quick jc foundation is a really great group i mean they've been at

leel they teach kids for free the lion dance and i think my daughter didn't want to do it because she was going to be the back end of the lion but uh thank you charles for all that and thank you uh principal banco for going through all this during a very difficult time it's very enjoyable to have that okay thank you okay thank you very much that was a wonderful performance by almost like everyone seems like very very creative during the omicron next may i have a motion to approve the agenda for the regular meeting of february 1st so moved beach all in favor uh this the board members did not really get a chance to to really read it i wonder if we can point it out for this one for the january 18th

uh earning me amending ernie nishi's comments on their board reports ernie do you think you want to review that no i don't understand because you amended and we didn't really get a chance to discuss it because people don't know that we already passed the the minutes previously so as amended it's already passed we wouldn't be talking about it again we voted already yeah it was under uh the my statement can i just read it the amendment i mean you could but we've already passed it's not on the agenda anymore so in order to pass it everybody just needs to know that he indicated he was worried of the effect of sue used statements on the hearer he stated that we must not forget a painful history yeah that was so we passed it but just

to make sure that everybody knew what we're voting for okay point of order madam president i have to abstain from this vote i was not present yeah yeah we didn't really know about it either so so uh may i have a motion to approve the minute of the regular uh meeting of january 18 2022 amending mr nishi's comments on their board reports motion approval second okay so all those in favor aye aye okay abstain okay we're going to approve it anyways okay all right may i have a motion to approve the minutes of the special meeting of january 6th so moved by all in favor aye aye okay motion passes okay next is uh our reports okay good evening abc community february is black history month and i made a request to dr su to

have a special presentation headed by our equity officer adrian thomas to honor african americans who has contributed to our great nation from the very beginning of our nation such as economic growth literature science building infrastructure education and so much more the civil rights movement which paved the road were many immigrants who walked and thrived on that path even today it is only right to honor those leaders and many individuals who sacrificed and persevered the racism and fought the righteous fight i am pleased that our board had this opportunity to share with the community to remember the painful history so that we will not repeat the racism and everyone who suffered from racism my parents grew up in south korea under japanese invasion and oppression in the 1930s and they were punished at school if they

spoke korean their culture everything was stripped my mom who is now 85 years old still has the pain and nightmares from korean war where she lost all her brothers and father there is much suffering in this in this world freedom and civil rights did not happen without sacrifice civil war 620 000 americans gave their lives for freedom korean war 36 000 american soldiers died in that peninsula and gave freedom to the koreans over 1 million almost 2.2 million koreans died during this korean war fight against communism but we got our freedom so the freedom that we have today we have to remember the sacrifice of many heroes and among them february abraham lincoln martin luther king uh frederick douglass and so so on so many more heroes that gave up their lives and sacrificed so

that we may live in freedom so thank you very much that is my end of my bull report and next we have student born represent board representatives tracy high school good evening president of the board may see you mr beach clerk of the board dr eunyo distinguished board members superintendent dr sue and cabinet members good evening to everyone my name is faith fernandez and my name is samantha gonzalez we're both seniors at tracy high school a small learning community that is unique in abc with what we believe has many attractive advantages for some students these include a much smaller class size and the opportunity for individualized instruction a more intimate environment where teachers and students know one another on a personal level a quarter system that allows for credit recovery a bell schedule that provides

students an opportunity to either work or be duly enrolled in one of your our local community colleges and a strict safety first environment that helps create an overall calm that is often not found on a large school campus speaking for myself i'm a straight a student and julian i'm a straight a student at tracy duly enrolled at long beach city college and could have easily returned to garth high school this past semester but i chose to stay at tracy because it is where i belong where i thrive where i learn to be proud of what i can accomplish and it is now my home school the first thing that i'd like to say is it is truly great to be back at school the pandemic has created so many restrictions in all aspects of our

lives the past couple of years but i think i could speak for all tracey students when i say that attending in person five days a week even in the new normal is exactly what the doctor ordered virtual learning has its place manageable for some yet difficult for others but when it comes to the entire scope of learning there is nothing like being in a classroom with the teacher and your fellow classmates activities have been obviously limited at tracy like they are at most schools due to the ongoing pandemic and especially because of the omicron surge the past few weeks but we're hopeful we're on the downside of the surge now and let's all pray this pandemic and covet and everything with it will soon be gone forever but it's not gone yet and at tracy

we're all very aware of the importance of keeping one another safe and healthy so the covert safety protocol is practiced by all staff and students the enrollment at tracy is currently 169 students our enrollment dropped some at the semester due to nine students graduating and 30 students returning to their comprehensive schools tracy is a school whose enrollment is primarily built on referrals from our sister comprehensive schools it is the desire of our administrators and teachers to have students refer to us earlier than later so we can help them get back on track to graduate on time recovering the necessary credits returning to their home school being successful and graduating on time is in a nutshell the immediate mission of student enrolled at tracy high school yet as you heard from samantha and also myself a

student in the teen parent program dually enrolled at long beach city college and on track to graduate in june our school for many is much more than just credit recovery samantha and i are just two examples um there are many more as mentioned earlier dual enrollment is a great opportunity for tracy students and readily available at tracy it provides students the opportunity to earn high school and college credits at the same time former students stephanie aguilar and brenda gutierrez are examples of what the due enrollment program can do for tracy students when stephanie graduated from tracy a few years ago she has 17 college credits from long beach city college while brenda is graduating this spring for long beach city college is the president of future teachers of america and will enroll at long beach

city long beach state university in the fall semester to begin studying to become a teacher currently six tracy students have completed at least one college class this fall and 15 students are enrolling or have enrolled in a college class for the spring semester mr anthony oda who is assigned dean of students this year for our online independent study program is the architect of tracy's dual enrollment program assistant principal valentina shabada and new counselor araceli mieha worked together in supporting college and career at tracy cerritos college and long beach city college have visits planned to our campus to share what they can offer our students and facilitate workshops for financial assistance and enrollment tracy also has a new mental health professional erica hartley who provides services to all tracy students as needed tracy red cross and

tracy peace club are also back in action due to the current health situation and restrictions student members of tracy red cross club and tracy peace club had joined together to provide various activities on campus and represent tracy community events under the direction of red cross club director cte teacher heather calderon and peace club director retired teacher pat alviso some of the activities we have done so far include halloween spare week the hawaiian gardens toy drives and participating in the veterans day south coast interfaith councils march in long beach upcoming activities include a red cross blood drive peace week and the team memorial set up in the campus quad to celebrate memorial day that's our report for this evening on behalf of our fellow students and staff we sincerely thank you for this opportunity to share

the many wonderful things that make up tracy high school we invite you to come over to tracy and feel positive energy and person many things to everyone and as always go saying wait can you come up we have questions [Applause] okay we have board member chris apodaca with a comment thank you madam president so what stood out in this paragraph you chose to stay at tracy because it's where you belong where you thrive and where you learned to be proud of what you can accomplish you acquired a skill to acknowledge your you know your accomplishments and i think that's really important to put out there tracy for many many folks don't know tracy is an award-winning school recognized in our state and i believe it's the eighth largest in the state is that correct one

of the large it's the eighth largest in the state um i believe is that correct somebody correct me and then finally for stephanie who graduated i know she's listening and she's uh get a message back to her once she becomes a teacher you let her know that we're hiring okay because we love we love to we love to hire products of abc and so we're really proud of you for being here we know everything's kind of different with the pandemic but you can count on this board to support you you your classmates i also want to thank principal brown all the hard work you've put in over there across the street and your amazing team over there you're changing lives and you're helping to create a brighter future not just for these students but their

families and for our community so i wanted to say thank you keep up the good work and as always you have a friend on the board thank you madam president thank you faith and samantha you guys are inspiring we are all here because of you guys yeah continue to thrive and you guys can achieve whatever you dream sky's the limit thank you very much thank you [Applause] next we have superintendent's report dr well first of all i want to congratulate samantha and faith for all the great work that they are doing at tracy high school i think it's an incredible amount of time that you have spent on graduating this year you'll be graduating this year from tracy high school congratulations everybody thank you as a reminder to the community california education code clearly states

that school districts must follow the local health officer measures necessary for the prevention and control of communicable diseases in school-aged children as a school district in los angeles county the abc unified school district must follow the los angeles county department of public health coven 19 health and safety protocols the district's covet compliance team tracks and implements any changes to the county's protocols this includes all requirements for isolation and quarantine we had a situation at kennedy elementary school where we had an unvaccinated student who came to school she was escorted off the campus and she returned last thursday as a result of these changes to the county's protocols this includes all necessary requirements for isolation and quarantine on saturday january 22nd i attended a celebration of life with melinda ortiz there was a photo of kevin

ambergee's wife who passed away in december kevin ambergee was the principal of cerritos elementary school for over five years i remember him well and noticed the photos with kevin and his wife on monday january 24th i will be teaching at usc for the module 4 unit this is part of my program for the dei faculty onboarding on tuesday january 25th i was at the hyatt regency indian wells resort and spa they paid for all my hotel accommodations i was a part of a panel facilitated by ralph porus superintendent of pacific bay school district there were four panelists on the panel we spoke about the requirements for cloven 19 our indication for mental health professionals and the need for indicating where we are in today's world many of us remember dr carol hansen who will retire

this june she was part of our district's assistant superintendent of human resources she was part of the retirement luncheon done at the grove outdoors on thursday january 27th i participated in the women's leadership summit with superintendent margie kim of poway introduced by alice petrosian i also participated in our aalr seminar on the fifth floor of the hyatt regency indian wells resort i returned on friday with information to share with our cabinet as you've heard from tuan nguyen we met with four people including south flores regarding the disposing of the property management near excelsior high school currently it's an adult school have a wonderful weekend everybody thank you thank you dr next we have public comments dr eugenio i'm sorry employee representative ray gear abc ft president no comments okay okay public comments dr yanu thank

you madam president persons wishing to address the board should fill out a card located on the table by the door and placed in a silver tin speakers will be called in sequence during public comments section which is limited to one hour and each speaker to one presentation of five minutes unless the board wishes to waive the time limit those who have a group concern are encouraged to select a spokesperson to address the board persons wishing to address the board on specific agenda item at the time the item is under discussion are limited to five minutes each and will be called to speak following the staff comments and prior to the board's discussion and taking action adverse remarks about a person's race ancestry ethnic group identification religion color national origin sex sexual orientation gender mental or

physical disability or age may not be made please avoid remarks or charges which reflect upon the character motives qualifications or ability of any school district employee concerns presented to the board will be followed up and addressed by the appropriate staff our first speaker we have vicky yamashita and can we call forward megan mitchell and anushka ado for standby good evening can you hear me yes ma'am good evening my name is vikki yamashita and i teach ceramics at cerritos high school i'm a 35-year veteran teacher of abc i'm not a cte teacher i'm a credential teacher and i'm here to speak again as i was here in december in support of my valley valued colleagues the career technical education teachers in abc unified i'm representing fellow teachers and staff at my site tenured and otherwise who

could not be present tonight there are 18 full-time cte teachers and tonight there are approximately six teachers who want who are who wanted to be in attendance but they cannot because of their other obligations a second or third job one cte teacher i know actually works seven days a week through the entire school year seven days a week in december a number of us made please for uh to you to treat the cte teachers equitably and pay them the same as credentialed teachers you listen to us present facts on pay disparity and you heard moving testimonials from teachers throughout the district who vouch for the value of cte programs and they and what they have on the abc students you've heard from alumni whose lives change because of the cte classes that they took since

the last meeting there has been a shift in the pandemic the latest covet variant wreaked havoc on students and teachers health both mental and physical and its dramatically affected attendance the sub shortage spiraled out of control all of this put more demands on classroom teachers it is a sad and it's sad and frightening to read headlines across the country reporting that teachers are leaving the profession in record numbers and some of them just mid-year we are staring down a massive teacher shortage all of this shines an even harsher light on the inequity that exists between credential teachers and cte teachers in abc all of the stress is leading to people approaching a breaking point and abc will lose good teachers if you do not act we are at a critical juncture in public education and

abc unified school district of leadership needs to ask itself do you value the people who are the abc unified cte teachers and what will you do about it three minutes since the last time i was here i learned from a friend a long beach unified school district board member and recent president that the long beach unified cte teachers are on the pay scale and they as the the same pay scale as the credential teachers this also needs to happen and abc i was hired at a time when abc was the district that the teachers wanted to work for i was the envy of my student teaching cohort when i was offered a contract at the end of my student teaching which i did at stowers in nixon then abc had salaries that were admired the

abc abc was the place to work because of good working conditions smaller class sizes and progressive programs and good salaries today i'm a veteran teacher who has a lot of years that i've given to this district i'm proud of the work i've done but how is it that my years of service compared to other veteran teachers compared to a other veteran teacher a cte teacher who's worked nearly the same number of years and is making over 40 grand less than i am where is the equity we all hope this school year would be better than the last but it's been fraught with high stress and trauma from the toll cove it took in january and that is still taking from the headlines of book bannings to the battle over whose version of history gets taught

did the silencing of black lives the voices of people of color the lgbtq voices and other culture wars public education is at a tipping point and abc needs to make a decision to determine on which side we're going to fall do you value the people who are abc unified cte teachers enough to pay them equitably or not do you reward their dedication or do you want there to just be a cte revolving door do you treat all teachers equitably and give cte teachers the respect they deserve no district will attract or retain the best and brightest teachers without full equity and respect these cte teachers have a highly specialized skill set they have the ability to teach within their subject area and manage classrooms no teacher in abc should be working a second or third

job in closing i'm calling upon the school board to work with the abc ft union leadership and the district negotiating team to do what is necessary to ensure that cte teachers are compensated equitably just like all other k-12 classroom teachers this is what i'm asking for you to accomplish for these well-deserving teachers one close the pay gap and give credit of credit for service of yours to abc two create a path to tenure one that is retroactive three make this an agenda item for the march board meeting we came to you in december with our same concerns we trusted the groundwork to provide equity for the cte teachers has been set in motion please do what is right so that our students can continue to benefit from the valuable programs that these teachers provide these

changes are long overdue thank you [Applause] next speaker megan mitchell and can we bring up catherine pasquale for standby good evening dr sue and board trustees teachers often use children's picture books to teach our students about themes especially about life lessons and one of my favorite children's books is the day the crayons quit in the book duncan the main character receives a coloring assignment in class but to his dismay when he looks inside his crayon box he finds an empty box that is full of letters throughout the book duncan has to find a way to correct his mistreatment and undervaluing of the crayons so that he in turn can complete his job one of the themes of this book is to treat people in a manner that promotes high self-worth as elected officials your job

is to ensure that the needs of our students are being met each student should have an individual digital device check each student is provided with all necessary instructional material check and lastly all students receive a quality and robust education check one of the other roles of the school board is to hire and retain quality employees ones that represent the cream of the crop having recently gone through the interview process abc has one of the most rigorous interview requirements high standards for all employees specifically teachers these demands are why we continue to produce quality alumni and maintain all of the amazing awards and accolades that our district receives year after year however while the demands of school site staff continues to increase the pay and equity and support continues to pell in comparison to those other

districts around us when i first learned about cte courses it was from a former student that i had when i taught intervention at whitman elementary this child had trouble finding his niche and by the time i got to him he was disheartened and frustrated catching up with him a few years ago he was a high schooler and he was extremely proud to share with me his love and his interest for av tech and production he told me all about the amazing opportunities that were being provided to him by the hands of one of his teachers and all the projects and activities that were contrib that were contributing to his growth and development it was like seeing a completely different child seeing the transformation of a student who was once struggling to meet behavioral and academic

expectations now proudly and boldly declaring that his video production teacher was his second favorite teacher after me or maybe he said first but i lost track whatever but overall my heart exploded with such joy last year i had the opportunity to meet one of these amazing teachers but my joy quickly turned to disappointment when i learned a very troubling and disappointing fact that revolves around the inequities in our district this educator who is a subject matter expert in his field college educated with over 12 years of experience in the field he was teaching was making less annually than my daughter's preschool teacher so often school boards districts and communities rely on the passion of educators to keep educators in the classroom if you ask any teacher they will tell you that our first priority is

always the students but at what cost for our cte teachers it's sixty one thousand dollars after twenty years of service their love for teaching doesn't pay their mortgage their love for teaching doesn't pay their cell phone bill their love for teaching may actually be inhibiting the quality of their life being that we are already in a massive teaching shortage the last thing our district can afford is to lose the high quality educators that we currently have i come up here a lot but i come up here because i still have mustard seed faith that unlike duncan our district won't have to continue to watch people leave our profession or leave our district because they feel overworked and underpaid let's start putting actions behind all of the thank yous and show appreciation for our teachers early

childhood cte teachers with an equitable income our traditional teachers and all teachers with a salary increase our nurses and our mental health professionals with pro with proper compensation that is not just competitive but is better than our neighbors we are abc and we should be standing the setting the standard thank you next speaker we have anushka ado somali and can we bring up will stetcher on standby i am here today on a school night on behalf of the cte teachers who are not being paid the same amount as regular teachers the reason i chose to come here is because of the value this class has in my life as a student this is my second year taking chtv the tv production class at cerritos high school taught by mr rodriguez and it is by far

my favorite growing up in cerritos there was always a heavy emphasis placed on the regular english math science and history classes and for good reason however the art classes were seen as an extra class it didn't mean much in the large scope of things especially in your future profession being in chtv completely changed that preconceived notion yes we need our core subjects to sustain ourselves we need doctors and lawyers for society to function and stay alive but we need the arts to make that life worth living the arts give our lives value as for how this class has affected me personally mr rodriguez has shown me that it is possible to make a career out of film production we are showered with opportunities during class as well as competitions internships and events we can attend

outside of class the time effort and trust he puts into every class into teaching us about life on a production set gives me hands-on experience for my future career he does just as much if not more than my core teachers to inspire me to be a better person student and contributor to society and that is why i believe that to continue to inspire them to put their passion and hard work into their students and classes instead of on second jobs they should be paid the same as other teachers [Applause] next speaker we have catherine pasquale and can we bring up joseph stevens on standby good evening school board members district staff and the community i'm catherine pasquale a physics and engineering teacher at artesia high school i'm also a resident of this district and a

parent two five-year-old twins who will start in this district in a couple months um today i'd like to discuss the job responsibilities of our cte teacher and as a person who teaches science and also cte courses um some of the different requirements that they go through to get to where they are the pathway to becoming a cte teacher is not exactly the same as the pathway to becoming other types of k-12 teachers but it's similar these teachers must have many years of industry experience as well as degrees and or certifications in their field of expertise after obtaining that expertise they apply for a preliminary cte credential throughout their first two years or so teaching while they're trying to build up their programs and get settled into the teaching profession they're also taking classes these classes

are very similar to teaching credential classes after all those units are completed and they've taught for a couple years they're able to apply for their cleared cte credential this would be similar to other teachers maybe clearing their credential through bits or induction and i hear some people argue but they didn't do student teaching and while that's true many of my colleagues didn't do student teaching they were hired on emergency credentials something that i predict will become more and more common as california's teacher shortage becomes worse and worse so we can't put student teaching as the bar for how you get paid in this district as a science teacher i was able to use my engineering degree my license to practice engineering and my very limited work experience in the field to apply for a cte

credential only because the county gave us exceptions since we were already teachers they have had to have a lot more industry experience that i have had to have um also of all the classes that they had to take i only had to take one of them because the classes are all the same classes we take for our teaching credential so it was the it's a very very similar program to what the rest of us k-12 teachers go through um and i still have to had to teach a couple years before i could clear it i still have to renew it with the california teaching commission i don't know ctc um just like my single subject credentials i have to renew it every couple of years same way um rc teacher t rcte teachers do everything

that our traditionally credentialed k-12 teachers do and more some of them used to be rop teachers yes and they didn't have all the same responsibilities as rop teachers that they have now as full abc usd district employees now they are teaching lesson planning grading doing adjunct duties attending staff meetings department meetings filling out progress reach progress checks and attending meetings for our special ed students in fact at a school like artesia with a high percentage of special ed students they have a lot more special ed students than a lot of general ed teachers do they attend a lot of those meetings they fill out a lot of those forms and our specialized students are able to find a place to thrive in a lot of these classes but in addition to all of that they

also run their own program so they have to do all that's involved with that ordering supplies creating a curriculum a lot of these classes don't have like a textbook to pull from um finding internship placements doing paperwork for certifications working through articulation agreements and paperwork for community college credits for their students on top of keeping up with their own industry as it updates and advances and their own certifications in their field our students thrive in these programs they gain real experiences that can be transferred to industry some students who don't necessarily shine in their academic classes cte is a very bright spot in their day pathway completion is also part of our dashboard and our schools are rated based on the number of students who can successfully complete a pathway these programs are vital i

hope when my twins enter high school in nine years that they are able to have these great programs available to them in our district these teachers create and grow these pathways it's a lot of work having continuity with the teacher is really important to keeping the integrity of the programs in order to have that continuity we need to give these teachers job security tenure and put them on the teaching salary schedule where we recognize their years in the district and their years of industry experience i know that we are still negotiating salaries for the regular teachers right now and i hope that they can get put onto this as well and not have to wait another year please do what's right for these teachers so that our students can continue to benefit from the valuable

programs that these teachers provide these changes are long overdue thank you for your consideration on this match [Applause] next speaker we have will stitcher and can we bring sylvester onion standby good evening my name is will stecker and i teach us history civics and economics at cereals high school i have 16 years as a permanent teacher at cerritos high school and an abc unified school district i'm here to speak in support of career technical education teachers at abc unified i wanted to start this discussion a little bit about myself i have been a product of abc's i went through gonzalez crimea middle school israel's high school graduate class of 97 i've been blessed in my life to have many great teachers help raise me ms mayfield be one of them thank you for that but

many many great people which is why i'm here as a teacher dedicating my life to students not only do i teach here i also send my kids here i have a student that just graduated last year he's now in the u.s navy in submarine school right now i have a two students at chs one sophomore one junior one in the online program she's a sophomore i have an eighth grader ted sloth and i have a fifth grader at leel so obviously i have a lot invested i've had i've been invested in abc unified for 40 years of my life as a worker as an employee and as a parent as a member of this community that coached in the head baseball coach coach football i see the work that my colleagues do and it's amazing

and as i put my students through also two of my students went to carmela middle school too so um my wife and i have been lately regretting our decision to bring our students to abc unified for various reasons and one of the reasons is our commitment to our teachers it's there's a lot of things that we talk about lack of discipline in our schools decrease in academic standards and a total lack of respect for teachers not paying painter ct teachers to me is an egregious example of that disrespect i take it personally and uh forgive me i'm not one hyperbolize i'm not one for for sugar code neither so forgive my candor comes across strong or disrespectful it's not intended to be to me it's it's hypocrisy of promoting equity and then facilitating non-equity in

our teachers in terms of how we pay them it's hypocrisy promoting high quality diverse programs while paying our cte teachers a second class wage the hypocrisy is hard to watch and to me as we had the abc foundation education foundation speak i know the donald family very well through soccer through school and not paying our teachers and respecting that continuity to have the same teachers do their program or is disrespectful and it takes away from their work and their efforts and for us they're gonna say oh what a great organization and to not really pay our teachers to do the job i find that to be duplicitous uh it's hard to listen to it i know the girl donald's and how hard they work and other members of the community that do that too what

are we going to do about it we were here in december my memory search commit correct board member beach did you not say that you wanted to have this issue agendized hasn't happened yet if my memory serves correct mr board member nishi you acknowledge our argument and i can paraphrase and say we can't champion equity in the district and not provide equity for our employees i hope this dialogue continues as we reach our contract there's a teacher shortage not just nationally but there's a teacher shortage for a reason and there's a lack of respect that we perceive across the board um i think here at abc we really feel that there's an issue of respect and our jobs are getting harder and it doesn't seem to be acknowledgment of that and i know my colleagues

in cte they are teachers they're teachers just like i am as a traditionally credentialed teacher they work their butts off and they put together a great program i know one of my kids have been part of it actually two of my kids in the engineering and in the mr rodriguez's film class and i've done a lot for those students i see other districts have more diversity no cte programs more continuity more resources and i said my wife and i we've been second guessing i love this district i have but we're second guessed and having our kids come here and that's about as you know canada as i can be about the situation i'm hoping that we fix this and that we really recognize who does the work it is us teachers and um understand the

atmosphere and i'm hoping that you know it doesn't fall and fall short on deaf ears of what we're saying next speaker is joseph stevens and sylvester ani on standby okay i'll try to uh to make this brief my name is joseph stevens i've been at uh cerritos high school for 12 years as an english teacher and i'm also in here to support our cte teachers amongst the district i like to keep things very simple and i think you can measure a school district by two things uh teachers and student achievement but student achievement gets tricky based on where you're at so let's go for teachers and i believe that this district is excellent with its teachers i have a lot of gratitude for being here i've been supported very very well through my school through

um through the union through the school board and now there's an inequity with the cte teachers making far less a lot of them threatening to leave some of them leaving and i feel that it's really not that difficult to uh to make this happen have the cte teachers come to the same pay scale as the the of regular teachers i think the the abc usd school board the uh the bor um the district and and the the union i understand that's a pandemic i think the excuse we can say is hey there's a lot of other stuff going on uh we were we lost sight of the cte teachers uh our apologies but i think something absolutely has to happen not just for the cte teachers but for the school board the district the union

and the other teachers it puts us in an awkward position to be in essence doing the same job as the cte teachers and realize that you know some are making you know like uh miss yashimo said forty thousand dollars less it's an inequity tomorrow i'm happy to be starting the equity um training in the district and i look forward to it i think it's a it's a spectacular thing to do very important but but if we have an equity in our district with cte teachers i feel a lot of that is just checking boxes it's just for show i know that this is a district that does things that that are real and not just for how it looks and look this number one this doesn't look good that the cte teachers are paid less

and we could really make a resounding statement to our teachers and our community to pay these teachers the same that the the other teachers make um so thank you for listening to all of us tonight but more important please take action you know i believe they're going to be coming here every board meeting so i think it's time to just get it together with the entities that need to come together and and not just start the dialogue but get them in the contract this year it's it's time please do it thank you for listening next speaker we have sylvester ani hey good evening everybody a happy uh new year happy black history month hope everybody's doing well um i'm also here in support of the cte educators uh i want to share a quote a

wise woman once told me don't just tell me that you love me show me wise woman was my mom and uh also my girlfriend so uh you gotta listen to the influential people in your life um and uh i was i was going over um and talking with cta educator i was going over some numbers and i you know i learned that their max payout was sixty one thousand dollars and uh i looked at another district uh norwalk uh lomrada unified school district and their max payout came to the tune of a hundred and thirteen thousand dollars um the question that we have to ask ourselves when we have teachers within our district being 61 000 and they can go to another district and make 113 000 at the end of their max out is

that love right um i i think of a parable that dr king told one day he was he was talking about a rich man and a poor man and the poor man showed up every single day by this rich man's gate kind of like we have our cte educator showing every single meeting to talk about what they need and when we ask ourselves what was wrong with the scene that we're looking at it wasn't that you know you had that you had a rich man and a poor man it was that um the rich man saw the poor man outside of his gate every single day but he failed to really see him right um and it wasn't an issue that the rich man was rich but it was more so that his wealth and

his resources was an opportunity to bridge the gap between himself and his neighbors similar to the way that the board has an opportunity to bridge the gap between our cte educators and our teachers if there's if there's one thing that we should have learned or that we should learn with kovid is that a lot of what put us in the position that we're in is failing to address the underlying conditions in our society and we have to understand and reframe our conversations when we talk about we're having a teacher shortage i see a lot of teachers in the room see a lot of teachers i know a lot of teachers are listening at home we have a living wage shortage that's really where the drop-off is is that what we're asking people to do what

we're asking people to sacrifice there isn't enough payout for them to take care and love themselves and love their family and also love these students the way that we need to and i shared it at the last meeting i'll say it again the best school districts that come out of kobe they're gonna not are not gonna be the ones that had the best plan in may but then are making the one they're making the investments down the line that are gonna pay off and addressing those underlying conditions like a living wage for our cth for all our educators our mental health professionals making sure they're also paid equitably so that we don't have people leaving our district to go to other districts not because they love our kids or our you know students and families

any less but because they got to take care of themselves and their families and it's something that i hate to see and and abc um has a wealth of resources that it can use to make this equitable change and really invest not only in our teachers but also in our in our students because the education coming from our cte educators are the jobs of the future the jobs of the future are going to be taught in those programs and if we continue to lose more educators because of the lack of pay who's going to suffer our students and you and we're here not to not to criticize or anything we're here because we love it we love the kids we love you all and we feel like we have the opportunity to collaborately collaboratively do

this together so with that um let's leave leave with love and leave what my mama said don't just tell me that you love me show it thank you [Applause] madam president we have no more speakers thank you very much i want to thank everyone who came to speak today and please be reminded that we do value all the teachers we do and we know that you guys did have to really stretch and go the extra mile during this pandemic we really appreciate that and we will take that into serious consideration and i understand we have you know further and dr su and we will follow up thank you very much okay next let's see we have consent calendar may i have a motion to approve the consent calendar so i moved up a daca you're

on your second is there anyone who wishes to remove any item to be considered separately if not all those in favor say aye aye aye okay motion passes 1.1 dash a first reading of revised administrative regulation 132.3 uniform complaint procedures may i have a motion to approve revised administrative regulation 1312.3 uniform complaint procedures so move nishi good evening um this blurred administrative regulation excuse me um we brought to you back in november for approval um we had gone through all of the revision of this for with what is recommended through california school boards association but upon completion of our federal program monitoring they are requesting some additional items and so we have taken this back to the committee for review if you look through the policy nothing is changed at this point except for when

you get to page 60 in the book it's the last page of the administrative regulation and they were looking for some clarity in regard to preschool communication in regard to who you would communicate with so it's now reading that it would be the preschool administrator or superintendent or designee and then the next part is just a statement about where you would go next and more explicitly is what they wanted how you would contact the state superintendent of public instruction for california and that all complaints and responses are public records so the additions were requested by the federal program monitors and so we have added those in and brought it to you this evening for approval thank you dr zillow any question and discussion first we have vice president brad beach thank you dr zitlow i

noticed the last line is all complaints and responses are public records is the board notified of all these complaints and if so what's the process because i can't remember seeing any in my year on the board but maybe there haven't been any so we have when we receive a complaint through the uniform complaint process it is logged that log is kept in the superintendent's office it is investigated and reported back depending on who initiated the complaint we work to report back in the manner in which they are interested in hearing back from us but is there a process to notify the board of any of these or how would we ever know about them we do have thank you i was thinking sorry i was thinking of the williams report which is another one i'm

bringing but there are quarterly reports that come that expressed to the board um if there have been complaints each quarter and that's brought by dr sue thank you very much okay no other questions may i have a motion to approve revised administrative regulation 1312.4 williams uniform complaint procedures sufficiency of instructional materials oh i'm sorry we have to vote okay okay so any public comments any discussion there are no public comments madam president okay all those in favor okay motion passes thank you all right may i have a motion to approve revised administrative regulation 1312.4 dash williams uniform complaint procedures sufficiency of instructional materials emergency and urgent facility needs and teacher vacancy and misassignment issues may have a motion okay dr zillow thank you so um this is an update to the williams uniform complaint procedure

it's based out of the williams law there were a number of structural changes and things to help clarify information for those who are using this process if you look at the first page there's some updates to language as we move in though they've rearranged the order in which the information is shared so it starts with complaints about insufficiencies with textbooks materials it moves then to complaints regarding teacher vacancy or miss assignments and then moving on to the next page it is an updated section in regard to facility conditions and complaints in regard to that um moving toward the bottom of that page there's changes in the information about our forms and notices and what they will have in them as well as that information about these complaints would be forwarded if they're given to a

site principal to the superintendent's office there's some updates to information about the investigation process and response and then looking at the fact that we will submit reports that is the same we've just moved where on the last page there the forms and notices was moved up further in the document but this has also been reviewed by our federal program monitoring and they were in agreement with these changes thank you dr zillow any public comments there are no public comments madam president okay no discussion all those in favor say aye aye motion passes okay 3.1-a school accountability report card may i have a motion to approve request to submit the 2021 school accountability report card sarc to the california department of education for elementary middle and high schools in abc unified school district motion to approve

second any public comments i do not see any public comments discussion no i'm sorry okay i put a check mark and i'm going ahead of everyone today okay may i have a motion to approve revised board policy and administrative regulation 6174. for english language learners okay all right dr zillow thank you i had a number of items this evening we have gone through and updated both the board policy and the administrative regulation um using the california school board association recommendations as well as the work that we've done with the federal program monitors to make sure that the updates and changes reflect our current practice the initial page a lot of it is clean above language and working to make things more clear defining pieces like reclassification and the different pieces that families would need to

know and understand if they are going through this process if you look at the second page it is a much more clear process and explanation of the students who are enrolled and the courses and the information about their courses that they're taking if they're a through g moving to the bottom of that page 69 on to 70 it talks about qualification of staff as well as training and most of this has been updated and cleaned up to better reflect communication with families and those who are implementing this program there's updated language in regarding to identification assessment as well as our language acquisition programs and our reclassification process in addition there is language around program evaluation now in this board policy as you transition then to the administrative regulations this is where the bulk of the

information has been updated um creating new definitions that are clear and more robust in terms of explaining who students are that might qualify for the programs information about our identification process our assessment process and how we notify families moving on to page 78 there's more information about communication with families and who is interacting with students and the reasoning for those processes as well as um trying to lay out um the the information in regard to the funding that we have and the pieces that they can be used for moving on to page 80 it's a new and updated version of what a language acquisition program is and then you'll begin to see everything that's lined out on 82 83 moving on to 84 explaining information about how when they're reclassified and what they need to

be proficient in and what that looks like in terms of the different areas that students have to demonstrate their proficiency and then there's information moving on to page 86 in regard to the committees that we have that work with students whether it's a school site elac committee or our district dlac the bigger committee that we have as a district that includes all of our school sites and when you must have an elac committee and how it has to be comprised it's a long one that was all thank you dr zillow any public comments i see no public comments madam president yeah any discussion we have juan dr ola rios thank you madam president uh question who oversees our english learner program so that would be lisa davis who is our supervisor of that program first

an announcement i was re-elected to the california latino school boards association so i'm very proud of that on that committee i get to talk to people who work on developing this english language learner program and i see all the work that they put into into making sure that our english learners have access to a quality education have that opportunity to learn and across the district we see that achievement continues to be an issue so with this revised policy are we allocating more money are we allocating more resources like are we doing anything different good evening tonight's item is about the board policy and in such it's not really about the allocation of funds to support english learners we do receive a lot of funding sources for our english learners we have started a lot of

new initiatives this school year in support of our english learners we have our english learners being supported under curricular instruction by dr beth frey at the elementary level and carol castro at the secondary level and our supervisor lisa davis oversees the testing for english learners i can give you some of the programs that are being provided for english learners that's what you're asking for but we do provide a wealth of programs for english learners we do see students being redesignated and we do see students making progress thank you and i think it was more of a statement at some point i'd like somebody to come to the board and present to us i mean i heard program evaluation i like to know what our program is and i i like some information on what we're

doing because yes lcap you know that money is allocated for students who are english learners is on that list it's three groups right social economically disadvantaged but again we've talked a lot about accountability in the last couple of years and we continue to see english learners continue to be a group that struggles and so at some point i like our district to share with the board our efforts and the way that we are being accountable to these students thank you okay i have one comment also and it's just the just a comment i know that we're just going over the the you know the wording tonight but um i would like to ask the between the elementary school and middle school that the elementary school teachers there's a little bit of a need to refine

that that connection between elementary school to the middle school that if the elementary school teachers especially the sixth grade teacher identify a student that he or she can graduate out of elect program and the student is pretty competent so that that student have an opportunity to take english honors for example or even if the student is in the elect program qualifies to take the english honors because that makes a huge opportunity for the students but you know somewhere down the line between the sixth grade and seventh grade that communication seems to be a little bit slow and then they don't have enough information you know so this is just you know some of the experiences so that's just a comment if that can be you know implemented appreciate it okay we have one more ernie

nishi yeah just really quick i think uh i do understand what dr rios is talking about in terms of a separate thing these this is what the law requires us to do by by california ed code basically 15 60 50. all these are specific laid out we don't actually have a lot of discretion to change these things otherwise you'd see me change this all over the place but if you look at the end code it will say you have to do it exactly like this but we could use a separate and distinct presentation regarding what we are doing uh not just in the the it's not the minimum this is just what we have to do but the other part of the the enhancement so that would be a valid discussion thank you that's all

madam president thank you okay uh any all those in favor all right okay motion passes okay 3.1-8 may i have a motion to approve request to submit the 2021 school accountability card sarc to the california department of education cde for elementary middle and high schools in a abc unified school district motion to prove you handle second okay any public comments i see no public comments madam president any discussion if not all those in favor aye aye okay we can pass this okay we have board members report and it's not even nine o'clock yet okay board members reports start with dr michael eugeno thank you madam president i would like to wish everyone a happy lunar new year the new year celebration is centered around removing the bad and the old and welcoming the new and

the good the lunar new year 2022 is a year of the water tiger the tiger is a symbol of strength exercising evils and bravery what a fitting symbol to represent this year to come the tiger is manifesting in people all around the world from the truckers in ottawa canada to the medical freedom convoys around the globe the tiger is manifesting from u.s airline workers to frontline medical staff law enforcement and fire advocating for medical freedoms the tiger is manifesting from parents and school districts across the nation to our very own parent students of our district advocating for medical rights the tiger is manifesting bravery allows us to overcome our inhibitions our inner fears and gives us strength to do what we feel is right irrespective of social disapproval and other forms of backlash to the

parents and students of our district advocating for medical rights i say be watchful stand fast in the faith be strong and most of all be brave may god bless you all and keep you well madam president thank you dr eugenio next we have dr rios i guess i'm on a roll today again a statement i don't know about you but i was pretty bothered with our presentation today i welcome our teachers and i find it unfortunate that they had to yet again find the time on a school night to come and try to convince us of something that i mean i don't know about the rest of my fellow colleagues but i don't need convincing the time for equity and pay is now um i do recognize that we had talked about like you know

it was pointed out that we were going to add adjunct agendas this this um item i know when we try to push for things there's always push back and time and time again it has come to you know i can go into details but i won't of times that you know staff and other people tell us that this can't be done or it's not done in other districts but we know it is and so i like to to join um on their advocacy for equity and pay we to do what is right and and to to show them that we value we talk about cte all the time we value it i have voiced my own personal advocacy given that my daughter is now a producer in in an area that she learned to love

through a cte program it is of high value to all of our students so again i ask my colleagues i ask our respectfully our board president to to move forward in this area and and do by right do right by our teachers thank you okay next we have board member chris apataka thank you madam president so i'd like to at some point and the holidays are over can we please for the board get an update on the status of the salaries for mhps as well as our recruiting and retention uh where we're at with that especially right now and as well as the i know that there's these things can't be in some cases can't be commented on publicly because they're already in the works but just something for the board but by next board

meeting as well as the status of the cte um conversation if we can get that as well also i wanted to promote mary bragg's green team is they're they're raising funds or they're selling fruit tree saplings for twenty dollars each and they have three different types of saplings you can choose from they're trying to offset their carbon footprint they're you know uh they'll even come out and plant it for you covered you know safety wise but um you can go to marybragg greenteam.org or you can just google marry brad green team and you can order them online and uh you can go pick them up or they'll plant them for you so um you know they also make good valentine's day gifts you know the tree like your love will bloom i don't know uh

so i'm proud of them for for making that effort and reaching out to the board to let us know uh what they're what they're doing that's all i have thank you madam president thank you next we have board member vice president brad beach thank you madam president i'd like to first wish everybody a happy lunar new year i also hope that the ct report is coming soon i know staff has reported that they're continuing to work on it hopefully it can be ready by next meeting i was reached out to by a healthy vending company i forwarded it to staff i think it's a wonderful idea to get healthy snacks for junior high and high school students on the campus certainly we would go out to bid i don't know anything personally about this company

but i just like the idea hopefully that's something we could look into i got a wonderful thank you card it was actually an art piece from mary bragg students because i purchased a tree from them and i know whitney is also selling trees right now so for those of you in the community something nice to do it's fairly inexpensive and it'll help the environment i wanted to end today with addressing the few senate bills that have been brought up recently senate bill 866 which would change the vaccine consent so a 12 year old could consent on their own without parental involvement to get a vaccine and also senate bill 871 which would mandate vaccines for all k through 12 students we all know the percentages of five-year-olds that are vaccinated in this district it's very

low it's about 30 percent or less and thinking about our communities that go to schools here it would in my opinion negatively affect uh certain communities more than others and i think this board should look at this uh i'll be proposing something to you madam president in the coming weeks and hopefully this board can take a look at that thank you very much thank you thank you vice president beech next we have board member sophia say thank you president i do want to talk about a little about cte i want to remind my colleague again this is a i believe that if correct me if i'm wrong okay antoine this is kind of like negotiation there's some process that we must be following at this school right am i right the district thank you for

the question it's not kind of it is part of negotiations we must follow otherwise we'll be in trouble yeah i like to remind our board member i know sometimes we do talk to the teacher the teacher come to us and you know say something about it and and we will say we'll put agenda we'll put agenda we must speak carefully it's our position here we're all good because we are local residents and uh we are and we ought to remember our role in this position sitting in here and we need to work with the staff and again i respect the teachers here today the cpct because i was i taught in the class i mean similar cost technology classes all the end of things it's not really like so-called teacher teacher and i know the

pay is a different but i i'm asking tonight the staff to take a look into the you know consideration that negotiation and the process we must we follow but also searching around the local how other districts practicing yeah i really appreciate it um so before i come tonight the board meeting i did my own coffee testing the rapid test shows negative and i feel very comfortable to come here i get a little bit worried too and i can see how parents because one time i was exposed to somebody who's next to me it was positive call me and i had i was babysit two years old and uh and 22 month old small baby at home and my husband's cancer person before so i'm worried about that so i'm looking for the tests i went

through all the things that parents went through especially with the weekend i was notified on sunday night so from now on i i always do the test before i go to the public area so i want to protect not just myself also to the people who participate today and meet with us so i want to make sure the audience here that you are safe with me okay um i'm so glad uh the vice president mr speech talked about the mandate thing i really appreciate you made an announcement here is now we're against the people who don't have shots and vaccine it's really it's the main day when it's mandate it's not recommendation anymore is that you're up to half and i really appreciate it and i i keep watching the omnicorn and now it's ba

bh2 so thing goes so fast i mean the transmission goes i mean you transmit it really fast but how contagious we don't know people say well look everybody's positive right now a lot of people around us positive but we're looking what if there's one what if the one that family have member under chemotherapy and they are in the high risk so it's not we want to have to have shots we'll protect the others and hopefully hopefully all the people who are here especially sitting in the dice here do one test right before you come here if it's a negative then we're safe to sitting around other than i had a nightmare one time before so this is a lesson to me and i hope the school also monitored that well too because what if we

give the kid to that to the parents and if they don't do it how do we know they did or they did not i mean even though we know the the rate transmission rate transmitted rate is high but it's high but it's not that really sick i'm a high risk high risk but still there's a chance there and i would give the test to the student senator with the student as opposed to two times a week if they do two times a week how do we know they really actually do it nobody monitor them so we need to monitor on that piece and hopefully it goes the rate's going to drop i mean i looked right now new york was high when right now euro went down and and california's go up about 1.3 right

now out of the 100 thing so we would have to be careful you know but anyway um so i i i just given thought how do we monitor the student when they come back to school with the testing results and the last week i was invited by a local church and some of the parents from our district they want to help our district especially our nema's nature garden and so we are working right now hopefully we can maintain the area very nicely when students come back and ready to use that the arts and the nature garden that's my end report thank you president thank you okay um i want to take this time to thank john ming and hui tan yes thank you madam president sorry for not being so fast all right really quick

i got to go see a group called community advisory committee and this is a great group any parents who have children who have special needs or have an iep or anything like that they should really come to this meeting i learned a lot i didn't know that this thing existed but um it really helps i think one parent came in there what am i doing here but they came out of it with a lot of good information i think to help them with their children and i think the it's a great resource that the the district provides for parents and i think uh hopefully everybody can attend this thing uh second thing is um cte yes it is an issue we need to talk about it um you know as board members we do have

our opinions about these things and they're public and i think i stand with a lot of colleagues that our kids are important and not all kids go to college and and what what these people have talked about we we must keep an open mind with everything that's what this open session is about uh last thing is i think green team i got that's also one of those things it was like i got it in the mail it's a little piece of art and it's just i went to see them actually i saw the tree planted at bragg that they did and it's kind of cool because these little kids are going to see that tree grow and it'll become this beautiful thing that will shade shade their whole community and someday they're going to come

back and they'll they'll see when they're in high school or college or have kids of their own attending bragg's i planted that tree i was the change that made that happen and i think those bragg kids get to uh experience that the abc foundation is also something where you can be a change in this world you don't have to be elected to the abc foundation they just need people to help and you can be a change in every kid's life by helping them um and so i think that is kind of the hope of what we do here as a district the new year is a time to bring hope and love and family and and make the change that we want to see in our world we're all here doing that and i'm honored

to be sitting here with you thank you madam president for for your leadership thank you thank you ernie nishi okay i'd like to take this time to recognize uh and uh appreciate john mang and hui tan uh parents of our abc district who donated 20 000 masks and as you guys walk out to the left you're going to see piles of boxes and it was donated by the by the parents and we really appreciate apparent partnership in your time donating your time and donating goods thank you very much and finally i do want to go back and reflect on how january was this is february 1st the whole month of january we were in panic i was calling the district office like almost every day harassing tuan dr zidlo and uh you know dr valencia

and and and uh scott smith because how are we going to go through with do we have the test do we have a mask do we have the protocols and dealing with the public with the cte that has been in discussion but it sounds like we're not doing anything but that is not true and i just want to take this time to acknowledge our you know cabinet members who actually have been working very hard diligently and i know that they've been in discussion but you know they will give us a report because there's guidelines and there are uh certain state you know regulations with the credentials and all the stuff that we don't really know so we really do need to be patient and wait for reports and also at the same time of course

we all value cte we all do and i'm sure all the cabinet members do as well so let's keep that in mind and okay announcements next regular board meeting tuesday february 15 2022 7 pm district office boardroom special events this is very important magnet fair it's virtual please share this with everybody outside our district we have a lot of magnet schools a lot of elementary schools i mean there's a declining enrollment everywhere in all the districts people are looking and our district they do look for you know district to start and it's on thursday february 3rd it's this thursday 6 30 p.m to 7 30 p.m virtually and uh we do have to take advantage of being virtual because when we have it in person this district office is not big enough okay it's packed
