003not yet so the quote uh tonight in close section the board discussion public employee discipline dismissal release evaluation superintendent evaluation conference were labor negotiated update negotiations with abcft af afscme and csea public employment appointment principal adult school and elementary school now may i have seen she do our pleasure legend today thank you sir all right ready begin unless you jesus to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and next one is our spotlight on teaching learning today we have update on potential online program for fall 2021 to 2022. doctor meningioma mayfield assistant superintendent academic services dr seuss not before is yours thank you so much um i do know that um what we're planning on presenting tonight is a
004potential online program because we don't know all the guidelines yet from the state department until the end of this month and so i just know that dr mayfield is going to just share what we believe is a potential online program thank you dr sue i'm waiting for the powerpoint thank you good evening board president say members of the board that pursue in our community as dr sue indicated tonight is really to provide an update on the potential of an online program for the fall 2021-22 you can advance the slide please so in late may we asked our parents to complete a online survey in which we asked if they were interested in virtual academy for the 2021-22 school year we had 1282 parents to respond to our survey of that 340 indicated i'm sorry responded
005to the survey of that 348 responded with a yes if offered they would be interested in the virtual academy and 944 families responded no they would not be interested if offered so of the 348 which represents about 26 or 27 of those who responded to the survey 174 of them were elementary families 69 middle school families and 105 were high school families we recognized that the number of responses from our student population is fairly low we have close to 20 000 students but we only had 1292 respond but we look at this data to say that there is interest so we do know that there are families in abc school district who would like to see some type of online offering for the fall but it's important that tonight we're very clear with our community
006as well as the our board is understanding that there are some challenges with offering an online option for the 2021-22 school year first during the 2020-21 school year under sb 98 senate bill 98 districts throughout the state of california were allowed to offer distance learning in abc our distance learning program was called the virtual academy the law which permitted distance learning will end on june 30th of this school of this year 2021. so as a result there is no existing law that really supports us to move forward with maintaining the virtual academy as we've experienced it this year so i'm going to state that again there is no existing law that would allow us to continue to operate the current virtual academy in its current form this year what districts are doing is exploring the
007current law under independent study and under the law for independent study there is there is a way to interpret it that may make it possible for school districts to offer an online program but again it may not look exactly like the current virtual academy because the independent study law comes with its own set of parameters that we would have to work within however with that said governor newsom and the legislators have made it very clear that they would like to see all students back in school full time in person in the fall consequently we are anticipating changes to the existing independent study law we don't know what those changes are going to be but those changes will have implications to for us as a district to the extent to which we can offer some type
008of online program so today is june 15th the governor and the legislators were to approve the budget and part of approving the budget should have been inclusion information on the independent study law unfortunately there was not so we still don't have an answer we are hoping that a decision will be made sometime this month because that information is going to be very critical to abc and other school districts who are wanting to continue some type of online program for the fall so tonight what i am planning to do is to share with the board and the public what the current independent study laws will allow and i do want to make sure that we all understand that as we move forward with planning based on the current laws all plans are subject to change because
009it's pending new or revised legislation as it relates to independent studies and or online learning so it's important that we first begin by understanding what is the intent of the current independent study program so it's intended for students in kindergarten through high school and it was really designed to respond to students specific educational needs within the compliance of a school board policy we do have a school policy on independent studies students who participate in independent study must have access to the core program that's offered to students who attend in person and so even though students are in a independent structure they still have to have access to the courses that are being offered to students who attend in person so here are some of the requirements under the existing law that if we were to
010proceed with an online program using this existing law we will be required to adhere to these areas first the students would have to check out of their current school and enroll into the independent study program so that means that if i'm a student at leo elementary school and i'm choosing independent studies for my child i would have to check out of lille elementary school for the school year and what that means is that once i check out i lose my spot at that school and a school like lille most likely there is a student who's waiting to fill that spot so at some point during the school year if i decide that you know independent studies program is not really a match for my child i'm not guaranteed that i get to go back to
011leo instead we will have a process in place and we will notify the families of what schools have openings for that grade level if it's a secondary student it'll be based on the courses that they're taking what school has those courses has availability and classes for those courses that they're taking and we will offer those schools for the parents to choose from so that is if a parent selects independent studies but decide at some point during the school year that they would prefer to go back in person we want to make sure they know that under the existing law we will not be holding their spot at the school that they checked out of um students will have to enroll in an independent study program annually so every year there will be an enrollment process
012where parents are choosing this option because it's voluntary we can't make them make families choose independent study so they'll have to go through the enrollment process every year there will also need to be a process that we would have to develop to screen students and determine their preparedness for independent study so later i'll describe the characteristics of students who are good candidates for independent study and that will probably be included in that screening process because we want to make sure it's a match for students because we want to make sure that they're going to be successful in this type of learning environment there is an annual contract that will also need to be started before the student even begins school included in that contract will be information regarding the type of program that's being offered
013the hours that students will be needing required to attend school they'll also be information about a parent meeting and the frequency of those meetings information on how the students will be assessed and their progress will be monitored information regarding when students assignments are due and so it is a contract that's being signed at by the parent agreeing to the content of the agreement for the independent studies program students who choose independent study can we must also continue to provide for them the other supports that are being offered to students who are in person so for example if we're offering tutoring support for students in person we have to offer tutoring support for students who are independent studies if we're all team offering mental health support for students who are in person we have to offer
014mental health support for students who are in independent studies if there's clubs and activities being offered at the school that's associated with the independent studies program then the students can participate in those clubs and activities that are being offered at that school site um if they're sports cif allows for students who are in independent study to also participate in sports but what's important is that parents understand that they are being offered the resources that are being provided at the location of the independent study program not at the school that they formally attended so back to my example earlier if lil is my school of attendance and i choose to check out of there and leo is having a great bapa program i don't get to go back and participate in bill's battle program i can
015only participate in the programs being offered at the site that's offering the independent study program number four students must maintain their schedule appointments so a big part of independent studies is that there's an appointment that's held with the parent and the student in which the student turns in their work in which the teacher provides feedback to the students and parents about how the child is progressing um it's also a time where new assignments may be provided to the student and the families as well as information regarding their progress and if they're being successful or not if a student is not being successful in the independent study program and that could be based on a variety of things and that will be included in their contract so it could be that they're not getting their assignments
016turned in according to the schedule agreed upon time it could be that they're not attending their appointments as agreed upon it could be that their test scores are showing that this is just not a good match for them so any indicator that this is not an appropriate placement for the student then during this appointment time the student and parent will be encouraged or advised to return to in-person instruction in the independent study program we're required to maintain the same teacher-student ratio that's consistent with the district ratio for in-person instruction so if you were to look at our contract whatever the student ratios are for kindergarten first second ninth you know english math um the students in the independent study the ratios would be the same and the teachers who teach independent studies must also be
017appropriately credentialed so just hearing that information i think that we can conclude that independent studies is not an appropriate placement for all students and it's important that we come to understanding that the virtual academy that we experience this year is most likely not what the independent study online program is going to look like so i think that's an important realization for our parents and our community to have unfortunately because we don't have the legislation we really can't define or describe our online program so we will build it based on the existing law and we'll use that information to communicate to parents making sure that families understand that everything is subject to change pending new legislation so independent study students who show characteristics of success are students who are highly motivated they're well organized they have
018a certain level of academic skills necessary to work independently because the name independent is explicit to what the students will be expected to do work independently it's also important for parents and guardians to know that they play a critical role in our independent study program that part of their job is like a teacher's assistance or coach similar to what maybe some of our parents and guardians have been doing this school year and that will be very important that they create the conditions at home for students to learn that parents understand that they may be asked to help in a variety of areas for example reviewing or re-teaching lessons monitoring students or practicing proctoring exams ensuring that the student is attending virtually and working on their independent study assignments there are also required meetings that the
019parent and guardian must attend so those are just a big overview of what will be expected of students and parents and guardians who choose independent study programs so what are our next steps our next steps is to hope that we hear some clear legislation regarding independent study so that we can actually define a program for our families that we know is the program that we'll be able to offer in the fall we have an existing board policy 6158 in administrative regulation that we will just want to update to make sure it's consistent with the most recent copy of csba when it comes to independent study as well as the administrative regulation reflecting our practices here in abc there are going to be areas that will require negotiations and bargaining with the bargaining units and that
020can take time so we have to acknowledge that even while we are trying to develop this we still have to work on areas that have to be negotiated potentially depending on the number of families who actually choose this option we may have to hire additional administrative and support staff and of course we may have to hire additional teachers our communication will be throughout the summer we'll begin to inform our families what the program will look like and actually begin the summer enrollment and that concludes the update on a potential online program for the fall so thank you for um that is uh warning us the end but like you said it's just potential not really actually it's going to be so we still have you will keep us updated to our colleagues here right and
021the community thank you any changes [Music] so i know ernie has one then dr wheels and then brett i'm just looking [Music] we won't get the rules until late june and we won't meet again as a board until august and so are we approving are we eventually going to be approving the new uh independent study program that we're going to have and is that going to be submission time because school starts august 23rd that only gives you 23 days or less 23 days it sounds like something's going to have to happen before the board meets again i know that we provided a special session on july 8th and no one's complied with the survey yet so i just want everyone to know that we did ask the board if they can have a special session
022on july 8th okay so then that could be on the agenda yes okay something like that okay so next drill thank you madam president i just find those numbers really high um and concerning um it's more of a comment uh maybe reaching out to these parents and having conversations about what this program is and a recommendation i know that i attended the reopening of schools uh presentations and i don't know that i felt encouraged to to send my child back and so i think that if we can ask our principals when they're making these community meetings to be encouraging i guess and i mean it was it was a tough time but again i think that how you how we present it goes a long way in getting our parents to trust us to send
023their kids back and to make it so that it's not a hassle and it's not going to be a burden to send your child back but it's what we want we kept talking about how kids learn best in person and the fact that we had 29 percent of kids saying that they don't feel that that to me is very troubling that's it thank you are you done that's real yes thank you very much i agree with dr rios and all the research i've done shows that in person learning is better for kids academic success but the question i have do we have any statistics in regards to test scores for these kids that are on independent studies currently or in the past and have they performed above or below the average numbers so that's a
024great question um and that's where i said earlier that we would almost be broadening how independent study was intended to use so the current students who are in independent study we have about 59 students currently in independent study and typically students who are in independent studies are students who may have to work a job may be a parent um maybe in a situation that requires them to have flexibility may have some type of illness um we're not able to come in school so that was the nature of the intent of independent study was really to say that you know for the most part these are students who have special circumstances and a traditional structured school will probably not be the best place for them to attend to meet the graduation requirements i don't have the
025specific data in terms of the number of students who have graduated in terms of in four years but i can provide that to the board but the students are held to the same requirements they do meet the graduation requirements and students do graduate from the program so we do have graduates from our independent study program but it was not designed for this broader interpretation it was really designed for those really unique cases and and once again just for the parents at home i want to ask how many coded positive cases did we have this school year doctors are related to our district meaning they caught it in our district sorry um the coveted cases that have been in our district have been picked up outside of our district and the exposures that happened then we
026addressed as as we learned about them but it's not been something where it's been passed person to person here so abc unified was very safe for our children this year correct thank you i have a few questions regarding the presentation you presented to us on page seven and when you mention about they were uh the position that enrollment at their attendance will not be held for them right if for example they go to leo and now they choose independent they might not able to come back to leo what about the next year can they go back to their own school it's a great question since we have not operationalized this to this level of scale we would have to create a lot of procedures and put them in place in most cases the students who
027are currently in the school will have the priority of staying and moving on and so it will go back to if there's openings we could say that they would have to go to the schools of choice process and try to get back in so that will be a procedure that we would have to actually create here in abc that's going to be a lot of issues there so we have to think really hard about setting some kind of policy here because you know how the residents live in that area they can't go back to their school just because they one year they choose to be independent study that's correct but the other families will perceive it the same meaning that we are already in the school and so we would like to continue there so
028you're absolutely right it will be a challenge for us but that is something that we would want to have a process for and to make sure that our families understand before they choose this option i thought there was a law firm for independent study those two categories one is like a physically uh special need children can choose independent not all the student can be independent study am i right or wrong under circumstance a student in special education if the iep team agrees that this is appropriate placement they can also participate in independent studies what about those gay class so independent study can also be used for students who are wanting who are very advanced and need an accelerated program some districts use independent study for students who are interested who are involved in acting and
029so they can't attend school regularly or students who are trying out for the olympics so there's a wide range but again the intent is for special circumstances and not for as dr rios pointed out 1000 you know 348 students just in general to be a part so really is the name independent study is a clear accurate description of what the intent was is to create an independent program for students based on special circumstances when the students are independent study their uh the health background like immunization needs to be updated it's still same as the in-person education right correct and somebody will monitor that correct so all the resources so like we have a nurse in our school so students will have to go through the health screening that would be part of their enrollment process
030as well because i do see they come back to school for sports programs absolutely another question another question number eight you say the teacher must be appropriate for credentials we couldn't what about they choose outside the outside of our abc school they choose to like independent study along with the private institution can they do that so in regards to independent studies we can only serve students within l.a county so we can serve students from any district within l.a county and because we're a public school and part of this education code is that if a student is attending our public independent study program the teachers have to be credentialed if you're asking how i may look in a private school setting that may be subject to different laws in terms of a public school setting they
031have to be teachers have to be appropriately credentialed you know when the choose come back to our district you know the place they choose those teachers not credential credential approved to accept the student coming back from that so you're saying that if a student outside of abc returns to abc you know how some some school that we know about charter school or something that they don't require the teacher have the credential and then when we want our independent study student has a project teacher has a credential when they're attending outside the other independent institution and those teachers does not have a presentation and now the school the student finished that year and when they come back independent study want to come back to our district and there the previous education was not potentially well done
032so when when students check into abc school district they can check into abc school district from out of state from other countries from other surrounding districts and so we don't know the credentialing case for all the teachers that students may have had outside of abc but once the student checks into abc we treat them as our own students and we assign them to the appropriate classes and just like in any other case we identify that there's any academic gaps and then we provide supports to address those areas so the credentialing of teachers outside of abc has no implications on students when they're returning back into our district okay the independent study the policy that you are up it's going to be updated it's going to be present to our next meeting july 8th or it's
033going to be august okay you know i'll just be the office so we can see okay and the last part a lot of parents that talk about inpatient like uh or a member of the speech talking about people doesn't feel comfortable you know or want to come in person i i just hope at that time you have some kind of solid plan to tell the peop to tell the public what is the safety measurement that we have provide for the family that'll be really great because i know some schools that's beautiful video show to the parent what is our process to accept welcome student inc and what is in class education what what what things we have and the ppe what do we provide the students is that really going to become for them uh
034to want to bring the children back to our school district i just hope at that time we have this kind of a education center to their parents that we really appreciate your screenshots your coding twin training sheets really good um their parents say they were nice and way better than others more detail and so maybe that's why we get zero right now uh exposure compared to other districts you know yeah we will absolutely have campaigns to encourage students and families to return to in-person instruction to bring back families to abc school district and to hopefully attract new families and so we understand the importance of parents knowing that our schools are safe and knowing what protocols and guidelines will look like for students in the fall so you're absolutely correct we'll make sure that there's
035plenty of communication around in-person instruction as well yeah so um i went to the csba meeting talking about the this online education and most of the schools seem to have a lot lower percentage people uh going online it's a lot almost 90 percent of them 95 were saying that they're gonna come back and five percent stay online um so i think that number will change when it comes time and fall and when they see the exact parameters of what the programs would be like but i'd encourage staff to um this may be a great opportunity for us to expand our our reach we're known as a really good school district we can go outside our district with online learning and so we have a really robust system um that's so the independent study before was
036basically you know you kind of have an instructor that's guiding you but it's not necessarily construction if we have a really robust system this could be a transformative for our district and i'm hoping that this is not just a second after thought like a lot of independent study programs are but this is really going to have classes and options and things for the kids to explore not just for the kids that are not going to college but also the kids that want to go to college and find that this is the way they will do the best in and thrive so i think maybe your number is going to go down for high school and down for everything once they realize some of these things but if we can get outside of the district uh
037to come in and add to our ada without actually burdening our actual facilities that would be a win-win situation so i'd encourage that and i look forward to if you can have something by june july that would be great now that will be the plan for it if there is a board special study is to really talk about the program so we believe that we'll have clarification and if not we'll have to act on what we know because we'll need to start enrollment in july not a lot of time correct not a lot of time if we plan dr seuss we may have the meeting additional meeting on july the 8th does that give enough time to our staff to present the possible changes there as long as we have the legislation that's what i
038just had to follow up yeah you think they'll come on because july 8th coming right next it's not that far it's like about two weeks there okay as long as july 8th then we work together on that okay so anything else okay go ahead president uh vice president you okay thank you madam president i think also because elementary school they're not vaccinated but now right now all the 13 year olds and older which which would be middle and high schoolers and i think the numbers will definitely change yeah definitely i also talked to a lot of high schools and right now senior go to gymnastics and i talked to they say they can't wait to come back they want it back they're really looking forward to have playmates and talk you know they they want
039even the parents to get up get them out [Laughter] okay yeah i talked about 15 students okay anything else on my volley here thank you dr mayfield thank you for your wonderful potential universal education thank you so next one will be our uh uh moving uh approved may i have a motion to approve the agenda for regular meeting of june 15 2021. thank you then you'll please we'll call dr apodaca yes mr beach yes dr eugenio yes mr nishi yes dr rios yes mrs say yes this is you yes motion passes seven to zero thank you i have a motion to approve the minutes of the regular meeting of june 1st 2021 move to approve thank you daniel roll call please dr apodaca yes mr beach yes dr eugenio yes mr nishi yes dr rios
040safe yes this is you yes motion passes seven to zero next to that uh superintendent report dr sue please thank you very much president saying first of all i i do want to thank all of our board members our cabinet members for attending the graduations at our high schools as well as adult school congratulations to the class of 2021 i went to seven schools for their promotion and graduation ceremonies on wednesday june the second i participated elliott for their drive-through ceremony on monday june 7th i attended ferguson's drive-through promotion ceremony on wednesday june 9th i participated in the carmenida middle school drive-thru ceremony immediately following that i attended tracy high school's graduation ceremony there were about 99 students who graduated in the class of 2021. later in the afternoon i attended adult school's commencement ceremony
041the national anthem was sung by chuck mineer as well as assistant the assistant principal and a wonderful speech made by dr pauline guo following that ceremony i participated in the artesia high school's graduation these ceremonies are very important to the students and their families on june the 10th i attended the cerritos high school graduation ceremony with over 550 students and their families all these events were done with professionalism and diligence it was wonderful to see the students dressed up with their cap and gown it's been a challenging year with only 26 percent of our students returning to class in person tomorrow on june the 16th ray gear and i will be presenting to the national labor management collaboration our topic is called leaning into labor management collaboration partnership to reopen our schools amid the pandemic
042again congratulations to bragg elementary school and whitney high school for their environmental programs grades agreeing an international non-profit organization with the mission to inspire and empower kids to care for the environment they want the climate solutions campaign winners we're very proud of the work these students and the schools are doing to protect the environment the brad green team won the best elementary impact award of 500 their team of over 50 fourth fifth and sixth grade students who have been active at their school and in the community the ecology and wildlife club at whitney high school won the community advocates award of five hundred dollars a student-led club hosted a community tree sale to offset the school's paper usage the community tree sale was a huge success with the team distribution more than 120 trees on
043june the second nearly 200 participants were vaccinated at cerritos high school with the pfizer vaccine they will receive the second dose on cerritos high school on june the 23rd from four o'clock to 7 pm on saturday june the 12th at artesia high school 164 vaccinations were completed for students 12 and above they will receive their second dose on july the 3rd at artesia high school from 9 o'clock to twelve o'clock all participants must sign up through my turn however they still take walk-ins as well there were many adolescents in the gyms at both cerritos high school and artesia high school for both events we will do our best to repeat these vaccinations at both schools this concludes my report presidency thank you dr sue next one do we have um abcmt president reggie to no
044thank you and then i do know we have uh two x-men and the csva president will be there to give you a report right so may i have eight um so we have a cse president rebecca mitchell marcel are you there yes i am hi hi rebecca the floor is yours now go ahead okay well good evening dr sue president say and school board of trustees i'm here tonight to share with you how utterly disappointed we are with the last negotiations as well as the negotiations often going on how the actions of the district negotiate negotiations have left us no choice but to address the board on how regressive tactics have affected the partnership during our past negotiations has made been made very clear to us the reality of it all the district and its
045negotiation negotiators place value on a specific group and not all groups that's a shame it's a real shame all of you are aware because you know that the classified staff is just in this district have been the ones who have made it possible to continue providing education to the students of our community makes me wonder how in your minds you're comfortable with the huge inequity that you have supported between one labor group versus the other two labor groups i wonder if you have said the numbers out loud to yourselves and how it felt i wonder if saying the number out loud you felt yes this sounds fair to me or if you felt we need to do something this to make this right making the decision to compensate when they regroup and not providing the
046same for the other two labor groups is showing us who you really are it saddens me because i i like many others in this district have always felt that the district would always do the right thing when one labor group takes a hit we all take the hit i believed in that but from what i have learned it's not the reality the members we represent took our e-board talked to our e-board and they looked to us for answers their question is why and how can the school board feel that this is a fair and equitable compensation in the beginning i said and felt wholeheartedly that this district and this board would see things for what they really are in fact that the classified staff were the ones holding the district together we provided safe and
047much needed support for the district we signed on to ensure that the district would be eligible for funding blindly believing that we would have a seat at the same table as our union brothers and sisters in a ways abcft i wanted to believe that this district truly valued all of its employees the same the same essential workers i believe is what we were called i wanted to believe that you all believed as i do that it takes a village to raise a child and that's but that's only if you're not classified staff as far as the district is including them i wanted to believe that partnership between the district and csea was truly legitimate and and transparent and that we were both committed to the district that the district was not just a pseudo relationship
048this has been such a telling experience we are good enough to get the work done but not to receive fair compensation for all we have done this is a really sad fact our members provide the services to our parents students and staff of this district the support student achievement and the success of this district we deserve to be treated with the same dignity and respect as our union brothers and sisters of abcft thank you all next one will be our tony bonado from our abc at cme the president go ahead tony the floor is yours now i thank you good morning uh not good morning good evening board members i hope everyone's fine ask me wants to thank or congratulate the graduating classes this year it was a very difficult year for everybody i'd also
049like to also congratulate school board because together we all work together to make that graduation our graduations possible ask me support csca and afp wholeheartedly askme has reached out to school board members to set up one-on-one zoom meetings and for those of you who've committed thank you so much and we're going to try to get the rest of you um you know we've all faced trials and tribulations this year some of us have been sick some of us have lost people family friends we've come to face things this year that we never thought we would face who would have thought we would have been stuck in a pandemic but you know together we can conquer anything divided we fall apart when one group doesn't feel treated fairly it all starts to deteriorate the relationships that
050seems to have been built and was strong held for many years but i want to wish everybody a great summer and hopefully we will get everything resolved and thank you uh school board members for being there for hearing us and again everybody have a wonderful summer thank you so much thank you to xmia president mr bernard bernado thank you next one will be my report thank you next one will be my report for june 15 2021 first would like to take this opportunity to say to our district students parents our abc all staff and family have a nice and safe summer vacation i would also like to say congratulations to all of our elementary school and middle school students on their promotions and to our high school students on their graduation congratulations on your achievements
051now go out work hard on your next journey on sixth second i mean june 2nd i attend women's elementary school promotion on june 9 at 10 rose middle roth middle school graduation i love the teachers and principal their way set up for drive-through graduation they had a few booths and each group have some goodies for the student and most important the student parents and teachers knew each other so well and i saw the fantastic interaction between them and i become i became a bit sad knowing they were part this school year on june 8th at tangar high school end of the year at war night and ben and colorguard showcase on june 9th we need high school graduation it was great to see a clerk board nishi's daughter and cerritos city council member mr of
052yokoyama daughter and our former teacher council member mr son graduate i wish all of them the best the same day i attend cerritos high school graduation i believe we have a close like dr dr such as mentioned about 500 over 540 students there graduate but the school handled the event very well and ran very smoothly on june 10 at 10 high school graduation the student was so excited especially the last moment the fireworks at the end of the event the student get excited and throw the head out and you know i'm really happy for them and thank you to all our administrators and teachers participate this promotion and graduation event also special thanks to our apsmia and csea staff member for your support before and after graduation thanks to my colleague for attending so many
053events all of the attending many of these events on june 12th from 9 00 a.m to 10 p.m i host a zoo meeting for district parents and community members we discuss in-person education versus a virtual academy some parents love the visual academy and some can't wait to come back as in person but some have concerns about safety measures one parent's data we have the best winning for kobe compared to other districts i also interviewed some of the high school students and their parents regarding returning to school in person the answer was they want to come back on june 12th i also visited the covi vaccination clinic hosted at artesia high school again over 150 students received the vaccine that day especially thanks to assembly woman christine garcia and offers also our board kirk mr nishi
054and we're together we provide the information to arrange this clinic i know we are working another school site to host the vaccine clinic so stay input will provide information to the community and our district payroll as long as we can that will be my end report thank you next one is a public comment and i'd like to give this to our clerk music thank you madam president person's wishing to address the board should provide couple of comments during the public comments section via the following method mybcusd.org boardmaping and use the link or phone number to participate in the zoom meeting if you're using zoom please use the eraser hand feature during the public comments portion of the agenda or during the public comments time after an agenda item if using a phone please use star9
055to raise your hand during the public comments portion of the agenda or during the public comments time after the agenda item then use star 6 to unmute yourself when you're called on to speak comments will be presented during the public comments section which is limited to one hour so it's eight o'clock uh and each speaker to one presentation of five minutes unless the board wishes to waive the time limit those who have a group concern are encouraged to select a spokesperson to address the board comment submit regarding specific agenda item will be presented following the staff comments and prior to the board's discussion and taking action so if you think you're going to be discussing a specific agenda item you can do that adverse remarks regarding persons race ancestry ethnic group identification religion color national
056origin sex sexual orientation gender gender presentation mental physical disability or age may not be made concerns presented to the board will be followed up and addressed by the appropriate staff do we have any public comments we do board clerk i do want to note that we had two public comments that were sent in earlier today by letter they were from mary lou quinney and vicky yamashita both teachers at cerritos high school expressing their support for the ccej conscious classroom project i will go ahead and allow the first speaker and that is a phone number ending in 873 go ahead [Music] yes hello um at the previous school board meeting during the public sharing of the preliminary budget for the 2021-22 fiscal year assistant superintendent and cfo mr newman presented that 90 of the budget is
057towards salary and benefit he even repeated that statistic to emphasize it when i heard that number i was shocked 90 of the budget is for salary and benefits i understand that in any companies and institutions budget the majority goes towards salary but ninety percent that's shockingly high is there anything left to fully fund school programs because not enough money is going towards school programs such as band and athletics when my child joined band at elementary school and then at middle school both programs asked us to pay a donation every year and i use donation in quotations because it's not really voluntary it's practically mandatory to pay here's an example this is from the introductory information from one of the high school band programs quote we will also begin sign-ups for the tnt work stand which
058is a great way for you to earn credit for your students financial request the success of our program is largely dependent on the financial support of our member families please take note of the donation due dates and make a plan to contribute then there's a list of dates of when the donations are due june 28 400 july 26 300 august 16 100 so that's a total of 800 for each person to be a part of the high school band that's a lot of money again these so-called donations are basically mandatory and if you count or don't pay then you need to work to pay off the donation that's due and that sounds like a fine to me plus there's pressure to pay and if you don't you're feeling shamed by having to talk to the
059band teacher to discuss why you can't pay even this past school year when everything was virtual so no life span concerts no marching and parades etc we were still asked to pay a donation i didn't want to ask the band director about it because i didn't want my child to be treated differently so i asked the school administrator the administrator told me he didn't know and that i should talk to the band director so either the school doesn't know about what the teachers are doing asking for money or it's a third rail that school administrators don't want to touch and deal with something about this isn't right so please allocate more money to fully fund school programs such as band and athletics so students don't have to pay hundreds of dollars to be a part
060of the band or pay hundreds in transportation fee to ride to to ride the school bus to a school game if they're on the small team being a part of those programs should be enjoyable and free of financial burden ninety percent of the budget goes towards salary and benefit is that why there is not enough money to fully fund school programs along the same line as the public comment made at the last board at the last board meeting it seems as if the adults in this district are taken care of first and the students second money has to go towards sufficiently funding school programs so parents and students don't have to pay out of pocket as a society we pay taxes so that there is a free k-12 education but it doesn't seem free when
061families are paying hundreds out of pocket for banned asides field trips etc so to me the school budget is not balanced or it's falsely balanced because the schools rely heavily on parents to pay donations directly or indirectly this kind of system needs to be rectified and changed so let's do things better let's do things more fair and let's do things more equitably since the budget is on the agenda tonight i hope you will address and have a due diligent discussion on this issue of forced donations to fund school programs such as band but please comment on the inequitable nature of this budget where 90 is for salary and benefits and yet relies heavily on families paying out of pocket hundreds of dollars and collectively tens of thousands of dollars defense law programs so please help
062thank you for your attention okay the next speaker is kirit go ahead karen good evening uh president say board members dr sue um first congratulations to all of our graduating students and thank you for having an in-person ceremony enormously thank you to the staff and whoever pulled it off this was well needed by the community at large my comments today are going to be about independent study as somebody who taught independent study for a few years it should be considered as another tool in the arsenal to meet the needs of our students and i repeat our students independent studies should be highly discouraged there's no mandated seat time it requires parental and student involvement to the highest degree because what you're asking that student do to do is to diligently learn that curriculum teacher is
063only a signpost we give them directions this is what you need to do they have to be motivated to completing those tasks it works tremendously well when you fight the right students it's it's a service and you know not to quibble about the methodology that you're coming up with but one isp teacher could conceivably serve two campuses much like a music teacher does so think about a different way of delivering instruction and you could have for example whitney high school whitney high school independent study i doubt it very much but you could have it you could have cerritos high school and cerritos high school independent study artesia high school i teach a high school independent study or high school high school independent study why separate the students there's no need to do so it all
064depends on the count for students that you have and i think it would be highly effective for those students who don't want to be inside the schools and i'm talking about those juniors and seniors who are starting to lose touch of their purpose in school so it can be a very productive tool if we use it correctly and second i'll just make a couple of comments charter school teachers are credentialed teachers california requires it charter schools are just like any other schools they have their flaws just like any other district three minutes and then i would quibble at the notion of doing county-wide service abc is now we're going to take the students from other districts and say we're a better district come to our district we'll serve you better tell me if you can
065look at the board member in the other district and say it's okay if your student comes out you'll lose the revenue we'll get it and that's fine by us because we're a better business than you are we're a better business but we can't do right by our kids we're a better business because we're number one and you suck is that the message you want to see one of the biggest uproar of why charter school legislation has been litigated and finally brought i can say under control districts asked and the legislators listened their revenue was being taken over by charter school now are you going to follow that same path of taking revenue away from other districts and say that's okay you really need to answer that question before you go down the path of doing
066a county-wide chart a county-wide isp program there are some real political headways that you may encounter not now but down the road do write our kids do what's good for our community good luck thank you thank you very much the next speaker is the initials kl if you could please state your name you have your five minutes okay i'll go ahead and unmute you have five minutes go ahead can you hear me yes good evening i'm a parent of an abc student and i'm here to bring to the forefront the ethnic studies program that has been included in the lcat budget action item 1.1-8 that the board will be voting on today as a parent and a stakeholder how can parents be informed of what is being developed and what this curriculum will include we
067all want to believe that this ethnic studies program doesn't have a political agenda however i'm afraid that's all it is although this curriculum is still being created the board is being asked to vote on it vote in favor of the ethnic studies program voting in favor of this controversial program that is not yet completed is ethically wrong if the ccej program is any indication of what it will entail then it may need to be reconsidered the ccej program it has an underlying marxist agenda here are some of the programs values that may be looking further into this program and the cde ethnic studies framework the the united states was built on oppression oppression can and will be will end through our collective work no one is free until all of us are free oppression and
068justice for all justice for all of us are interconnected there is a theme here these statements are politically charged linked to one side of the political spectrum and do not belong in our classrooms i'm sure by now you've heard about critical race theory or crt ethnic studies is synonymous with crt what does crt do in their own words critical race theorists richard delgado and john and john stephenshik state the critical race critical race theorists question the very foundation of the liberal order including equality theory legal reasoning and the neutral principles of constitutional law these programs are rooted in the idea and teach children that america is irredeemably racist they divide people by race social political identities and sexual orientation rather than treating them as individual individuals words like equity white privilege race eq racial equity
069savior mentality critical systemic racism racism oppressor and oppressed are all embedded in these programs the cde ethnic studies framework attempts to help students understand how race culture ethnicity and identity contribute to their experiences as well as understanding minority experiences and their history in the u.s however it is biased and incomplete just to give you an idea i looked at the lesson of on the civil rights movement and the move and the most important leader of this movement dr martin luther king has been removed from the discussion however it includes black panthers the third world liberation and blm how about the blm lesson in the framework i understand that blm is very much supported in today's society but i alert you to look at their guiding principles their guiding principles have been modified over the past
070year due to scrutiny however if you've looked at them about a year ago at the height of the recent political chaos in our country you would have learned that three of the guiding principles state we disrupt disrupt the western prescribed nuclear family structure let me repeat that they disrupt the western nuclear family structure we are self-reflexive and do do work requires dismantle cis gender persist gender privilege we foster a queer affirming network when we gather we do so with the intention of freeing ourselves from the tight grip of homo normative thinking their goals are to continue to divide until their demands are met and our culture is destroyed another aspect of this ethnic studies crt program is based on studies sharing their opinions and stories there is so much support as well as political attention
071for the blm organization what happens when a student doesn't support bill blm because of their religious beliefs or for whatever reason do you think students will feel comfortable expressing their opinion or speak freely about their beliefs in these classes and if they do are the teachers going to protect these students on their walk home from school one last example of a lesson in this framework urges teachers to lead students in indigenous songs and chants which appeal directly to the aztec gods whom worshipped with human sacrifice and cannibalism asking for the power of becoming warriors for social justice these gods inspired almost done these god inspired hundreds of thousands of human sacrifice are we truly going to allow our children to clap enchant to gods that inspire human sacrifice and cannibalism this ethnic studies program or
072crt is marxist political movement and does not belong in our classrooms it is un-american teaching and supporting any of these programs or ideologies in a public education infringes on students religious freedom on their freedom of speech and violates california ed code if you are not concerned about ethnic studies or that your child is being taught to hate america or that your child is being taught that they're oppressed or the oppressor based on the color of their skin then perhaps you have not taken the time to research all of this or have underestimated what this is and where this derives from and what it seeks to do parents i urge you do your own research and join me in demanding this out of our classrooms thank you good night thank you that was the last public
073comment we can move on now thank you thank you scott thank you mr smith and thank you clerk next one will be our consent calendar and i have a motion to approve the consent calendar so moved up a daca thank you you hang on a second thank you is there anyone who wish to remove any item to be considered separately or uh for clarification do we have any yes madam president go ahead click i have two that's what clear clarification right uh two items yes three point four c and four point three c go ahead okay uh three point four c this is for uh actually is there any other board members okay contract with ixl learning approximately 33 000 over three years it's not a lot but i just wanted to um note that
074it's uh two different schools that are requesting the funds um do we compare the diff so each school gets to pick their own uh program that they wish to do these these are two pretty diverse or different schools that selected this particular program um do we ever like compare the data between the schools to see which program is working the best and see if maybe that should be the program that they pick rather than just going with the same one from the previous year so each school has its own needs and they use input from their teachers as well as from a computer community and looking at student data to determine which programs they believe will best meet the needs of their students they select those programs um they often share the outcome of their
075progress with colleagues within a district and if schools are choosing to continue because this is a renewed contract it's because their data indicate that it's being effective at their school no school is going to continue to spend money on a program that's not effective and showing that students are making growth and so in this case both of these schools have seen evidence of students progress and have seen evidence that support that is something we want to continue to offer so i'm just so the i guess the issue is that um as a district we have a broad view of all of the programs that we're approving through here and so maybe as uh the coordinating body you can also provide recommendations as it relates to other programs that you've seen that are successful as well
076at whatever price point that would be relevant so we do we have diff district-wide programs um as well and tonight you'll actually see an item for star assessment star reading that's a district-wide program we offer imagine learning which is also a district-wide program so you're absolutely correct we do have some district-wide programs that are offered at every school but we also give schools the economy to look at their own student data and determine if there's additional intervention programs for their schools okay and three point four actually four point thank you very much for the answers to the questions 3.4c is a very uh it's not so much a question but just a commendation to star wars elementary for ray i mean there's a lot of schools here that donated a lot of money so all
077these schools obviously um should be recognized but i just noticed that uh there is substantial donations to star wars and during a time that uh they didn't get a lot of fundraisers i wasn't asked to go to a lot of their fundraisers i know that and um so for them to be able to donate all this to the school just uh thank you very much to the parents and community supporting that school that's it thank you madam president so you don't need to vote for it just clarification i'm not playing i'm just uh thank you that's it so um any other with none daniel can you roll call for me please dr apodaca yes mr beach yes dr eugenia yes mr nishi yes dr rios mrs say yes mrs you yeah the motion passes 7-0
078thank you next one will be our action item um this is the 3.15-a i would like to open a public hearing i have a motion to adopt a special education local plan area annual budget and services plan for 2021 to 2022 fiscal year so moved up a daca yes i'm here can you see me and hear me yeah go ahead that us yours uh thank you this is an annual event for all school boards uh across the state uh this is two events it is an approve a request for an approval for the annual budget plan that we provide services for all students with ieps and it also is the annual service plan that describes all of the variety of services that we provide for students i will keep this very short there are two
079sections pages uh 107 begins the annual budget plan and you will see that we have about thirty nine million eight hundred and eleven thousand dollars that we have budgeted for all students with ieps that includes all personnel all services and all equipment for students with ieps this year the format has changed slightly so you'll see the breakdown of the revenue in a slightly clearer way than we've ever had before that's on page 109 and it talks there describes there the various sections including the state aid federal ied idea funds state mental health etc so this is a very stable uh total amount of funds it has not increased substantially in the last two years our budget moving on to the annual service plan which begins on page 114 there is a tremendous amount of detail
080that describes each and every service that is available in abc unified school district it includes things like simply specialized academic instruction but all the way to some fairly rare services like braille transcription orientation mobility uh teachers of deaf and hard of hearing and of course some of the major ones like speech and language services and occupational therapy all of the items are described there in great detail and then finally on the last page on page 128 in relatively small print you will see the entire list of all of the schools in the left-hand column and then the codes on the upper right hand reference those descriptions we just reviewed in the last few pages so you will see that nearly all of the schools have some of these special education services a few of that
081a few schools have a lot of the special education services and there are no schools that don't have a a service because all students students at every school have iep services that concludes uh my re my uh description uh for the hearing and i'm uh here for any questions you may have thank you dr g we will go for a public comment first do you have any public comment for this matter we do not oh hold on we do have one hand up this would be a phone number that ends in 049 go ahead go ahead caller please state your name hello go ahead please i'm sorry can you hear me i can yes having problems with my phone um good evening board members uh president say and superintendent mary sue my name is heather
082barron i'm currently a parent of two students from abc usc my oldest son just graduated from cerritos high school class of 2021 he was a member of the football program for all four years of his high school career and um i just wanted to take a moment to talk about that item of the district swimming pool complex that's going that's uh i guess going to be voted on tonight or maybe has been voted on tonight i haven't heard we're on a different agenda item right now we're on agenda 3.15 you're welcome to weigh in on that later on when we hit that item okay thank you all right i will okay thank you thank you mr smith that's it that was it thank you okay now back to the board for discussion we have a
083dr eugenio first any any other [Music] how do we market these services to parents with children with special needs from ages zero to two how do we market how do we mean are these parents made aware of the services dr g can you hear that i can thank you for the question we do are required to do child find for services that we provide so we do try to identify places that we can advertise we advertise in our local newspapers of all the services that are available in three different languages we also send annual notices to our private schools and we also send them to our preschools that are in the area so that's our primary way that we do it but of course that isn't the primary way where parents actually are informed of
084the service the primary way that people hear about it is from word of mouth from parents who inform other parents from our website the services are broadly known and i am happy to say that some of the referrals that come our way are simply because uh both teachers and other parents refer families uh we're we are we are fortunate to have a community a community that communicates with each other and informs them of these services thank you sir i can see that um it's in my experience it's difficult to navigate some of those services so thank you for providing that um second question is as far as respite care how how many hours do you provide a weekly for respite care so respite care is very important for some of our families who have more
085severe students with great needs the school districts actually do not provide respite care that is a service that is we're fortunate in california that we have regional centers that provide that service most other states don't have the kind of state support for respite care but regional service regional center services uh the latter man lanternman act services provide that service for our parents thank you sir that's all thank you yeah i referred the patient usually to the student services next one will be our uh clerk machine thank you madam president um by the way i've heard a lot of good things about your leadership for this particular group um so i'm very thankful for your being there um transition plan for kids that are turning um who've gone to school my understanding is that uh when
086do those services stop and yeah that's the question well thanks uh the the transition plan is is a formalized way perhaps if and perhaps you're talking about a very specific and narrow description but those of us in special education don't think of special transition plan as a one-time thing we have transitions throughout when kids turn from infancy into toddler there's a transition when they go from toddler preschool into our elementary school there are transition plans that are developed many kids have transition plans as they go from elementary school to middle school the more formalized one that you might be talking about what we commonly call the itp or the individualized transition plan every student with an iep must have a transition plan by the time they turn that plan is in effect until they leave
087the school district for most students that's when they graduate for others until they they leave us at the age of 22. if they did not receive a diploma they are eligible to continue in special education until the age of 20 22 and we have three teachers who serve those students over at kathleen okay thank you and there's uh a group called the cac and an oversight committee how involved are they with this uh particular plan that you have here i don't know how they would how do they participate yes the the community advisory committee is is that group our community advisory committee has uh two co-chairs we're fortunate to have uh the two co-chairs with us for quite some time clara kim and and and uh catherine patel and they've been with us for many
088years as the co-chairs uh more importantly most importantly then we became our own single district celta in 2015 they were essential to writing the original plan many selfas in california have been under the same plan since they were originally developed in 1984. so the updates for them are are really much more essential for us they were actively engaged with a team of people in the development of this plan and when it became our single district plan in 2015 um to quote catherine patel their fingerprints were all over it they were an essential component of of writing this our annual updates of the annual budget and annual service update are only minor tweaks to that structure that was created uh back in 2015. okay so this plan here is a minor tweet it is a minor
089tweak in that um frankly all the services that we have available today are indeed the exact same services that we had in 2015. just to give you a little bit of history back in 1984 when these laws were passed there's a great deal of variety amongst school districts about how we serve students since that time the there was a greater degree of uniformity among school districts about what is a definition of a free appropriate public education and what's required and that's been designed through both laws and through case law as a result uh there's a much greater degree of similarity as school districts have progressed so our our uh service plans look very similar to each other across the state these days the the budget plans are also quite similar in the degree to which
090we rely on both federal state and our local contributions thank you you're welcome any other if none i am going to have a danielle roll call for me please dr apodaca yes mr beach yes dr eugenia yes mr nishi yes dr ria mrs say yes mrs you yes motion passes 7-0 now the public hearing is closed thank you dr g next one is 1.1-8 we have a motion to approve requests to adopt the local control accountability plan which we call lcap and the budget for the 2021-2022 fiscal year second apodaca thank you anyone wish to make a public comment on this agenda item please use the right to your hand raise your hand feature on the zoom at this time do we have any public comments not on this agenda item no the board reviewed
091and discussed and provided direction for the lcap and the budget adoption at the june 1st 2021 um our board meeting tonight the board will approve this item do we have any discussion for this from our boy here since this will review and prove the before okay so we have mr nishi okay go ahead ernie yes thank you madam president so uh not a lot of questions but i just want to clarify for the public um actually there was a person who talked about this i wanted to ask a question is ccej in this particular budget here no okay all right and uh second question is related to um the cares act is that part of this particular budget no it is not okay thank you um i noticed that we're adding to the fund balance
092by 500 000 and that's really great but um since i started on this board i remember our budget was like 240 million dollars roughly and this is a 280 million dollars i doubt we ever get a budget this high ever again um that's 40 million dollars more but we're only adding 500 000 to our fund balance and as i remember from your presentation last time it was below average from all other districts all over the state um if we were i'm not talking about major change but if we were to add another 500 to our fund balance so that way we can save a little bit of money during the flush times which is now um where would you do that as a suggestion there's going to be 20 answer that yeah thank you for
093the question so if you want to build the fund balance um and add a bit more to it so there's there's um you know it's very simple math right you spend less than what you take in then you will do that so there's different program if that this is the desired of the bore we can look at the different programs where where we can see the potentially where we can make um reduction so that you know the the the surplus is is is instead of 498 000 it could be a million dollars added to the fund balance so i can come back to that review to different expenditures like items and and come back to the war with a budget adjustment should the war wish to do that however you know the budget in front
094of the board for approval is based on the made revision the state itself has not passed their budget so once they pass the budget once we have better clarification on the different items that are pending for example pension costs as you know the version that was approved by the legislature on the 14 which is yesterday includes the pay down of the pension cost increase which is in this budget so if the governor was too in agreement with that and approved that that would save us at least a million dollars that's just an example there's new programs being proposed by the governor that would help the bottom line there's item on there that i think csb have a csba have a position on the unemployment cost that they would hope that the state would offset that
095cost and among the different the different provisions with that so my recommendation mr nishi is that i can come back with the different line items uh if that's the worst of the war but we should wait until the state have on the final budget then we have a clearer picture of what the ultimate impact is uh there's also a request for additional cola for the different programs not just the lcff so um so i can do that if that's the wish of the board to bring back i will bring back a revised budget anyway based on the state adopted budget and if there's if there's chance to to add to the bottom line then i i can bring that back if that is the wish of the board so mr you see do you want
096to wait for the you come back up to the floor and then we'll vote for this one today so we have to vote on this yeah i know that so would i be okay for you yeah so um with the slight amendment that you come back to us with some recommendations regarding instead of 490 roughly just just just one million dollars to add to and we'll still be way below everybody every other school district i get it but at least add a million dollars to the fund balance or uh so that we were at still 9.75 percent just below the amount that would be there correct yes sir you're somebody below the ten percent yes just below ten percent yes yes we also have another are you done we also have a doctor we also
097have also some questions in there or discussion go ahead dr real well i think this item um is to adopt the lcap and the bug and the budget but i'm just curious as to we're talking about taking money from the outcap because i would highly advise against that um that it's money that specifically is earmarked for specific groups of students and i would absolutely not um be in favor of any cuts to that okay so i would like to answer that question we can't not legally take money from the outcome i don't want to do it it has to be from the base that's right cap is allocated cap is uh restricted budget we can't do that that is correct i'm not asking about the restricted budget i'm just asking about the general the general
098okay so then we also have mr beach go ahead do you have anything doctor uh chris okay thank you madam president just a couple questions for mr nguyen first one is wow we have a lot of funds is it over 30 what's the exact count one of the number of funds that we have um i would say close to 20. and that's a requirement by um the csam which is the california standard accounting manual to track separate funds uh for a school district so every fund that we are setting up uh we it's a requirement from the state okay thank you i i see on page three that there's a column for transfers out and it was 1.886 million what what would a transfer out be are you talking about the book order the uh
099budget final budget book yeah h3 page three kind of near the bottom in column d so it shows this year that we had 4.145 million going to the reserves but then 1.886 is transferred out do you know what that went towards yeah i'm trying to find a page now it's inner front transfer page three from the top of fade three at the bottom bottom page once so what line in is that abc or d what d and then one b so it's b one d is in david uh one b is in boy and what are the finances the sources oh i think oh that's easy that's your deferred maintenance fund that's transferring out to the deferred maintenance program okay so this year we are transferring out um 1.8 million between the deferred maintenance and
100the child development program to support the encroachment next year since we are not reducing the the reduction the transfer to the farm meaning we up it back to 2.6 million and then what is plant services uh that's that's facilities i'm sorry because i saw a pretty huge increase from this year to next on multiple pages of you know sometimes 142.7 and that just means we're doing more maintenance next year yes that's correct you should look at two things right the percentage and the dollar amount itself if you go from dollar two to two dollar that's 100 increase so it should be both okay sometimes a percentage seems good seems really large but the dollar amount itself could be smaller but yes we we every year we try to budget for the different projects as needed
101well for instance on page 76 it was a 142 increase to 44.7 million so we're talking about that is your measure bb yes okay it's just you know being a novice at accounting yes it's a little hard to read hundreds of pages of tiny print numbers and know what all these funds are and yes so maybe i'll sit with you sometime and get a little more educated on please do that i'll be more than happy too but just to answer this question you know we have the whitney program full at full speed this summer and artesia so this is in full gear for the measure bb program my last question is and it's based on the public comment is there any curriculum or programs in this current budget that hasn't been developed yet that we're
102funding no okay so there's no correct classes curriculum not not have now okay no thank you you know you have the same person i have seen that i just want to next time make a bigger word because at home i have okay so we back to the uh ernie uh mr nishi has some questions uh just one question so in the future could we have this budget searchable because i remember i've asked for that a long time ago but um so that way you know if i wanted to look for say the basketball budget i could press an award basketball and find it so this budget the format is provided by the state cde so we use their format uh it doesn't budget by revenues object codes and functions not not so much if you
103were to search basketball it wouldn't come up even if searchable so it would be under the category of books and supplies for example well yeah like if i looked at the word right okay how much do we spend on books and supplies i i think even for the residents to to look at a budget uh it'd be nice if they had just a specific focus on say books and supplies that we could be able to do a search function go books and supplies and i should be able to zero in on that i work with the county and and i like tea to see if there's a way to do that thank you yes you're welcome not this year next year anything else in here if then so um i'm gonna be asked daniel to
104do real call for this lcap then you'll go ahead dr apodaca yes mr beach dr eugenio yes mr nishi yes dr rios mrs yes mrs u motion passes seven to zero thank you next one to 2.3-8 i have a motion to approve 2021-2022 declaration of need for fully qualified educators in abc unified school district motion to approve eurania thank you thank you anyone wishing to make property comment on this agenda item please use erase your hand feature on zoom at this time do we have any machine we do not thank you now back to the discussion for my boy any uh question any concern on a board kali here i have a doctor above first go ahead thank you madam president i really briefly want to say uh to everybody out there you know um
105we run into folks all the time that say whenever they know that you're a board member for abc they say oh wow i would love to teach for abc or oh wow i'm in a credentialing program right now at long beach or 410 um you know are you guys hiring and my response is always apply right apply we're always hiring we're always looking for the best of the best and um you know we can't say nice nice enough things about abc for teachers and i think it's very telling you know with uh with putting this declaration out there you know that we value our teachers we want to make sure that our students have the best teachers and i think it's it's very telling that teachers who come to abc stay at abc so i
106just wanted to anybody members of the public also fellow board members you know when you come across those soon-to-be or new teachers let them know that you know we need them thank you madam president thank you dr doctor for your comments wonderful commenter staff any other oh dr rios go ahead thank you i just like would like to add that you know we've been talking a lot about accountability and we've been talking a lot about data and i i appreciate that it says fully qualified um and even though i don't want to make it part of this i do want it us to think in the back of our minds of the word effective um because when we don't see our kids um reading and writing well i like to think that we're not going
107to blame the kids that we're going to look at our instructional program and i know that every teacher becomes a teacher because they care and they care about learning and so my comment is more to the support that we as a district need to provide for them to be qualified but also be effective especially with our most um most in-need students that's it thank you come from the experience from principal dr reels thank you though for saying that so um without any further um daniel can you roll call for me please dr apodaca yes mr beach yes dr eugenio yes mr nishi yes dr rios yes mrs say yes mrs you yeah motion passes seven to zero okay next one will be 3.14-8 may have a motion to approve requests to renew the contract with
108the greenfield learning incorporation for reading plus program web based license for third to sixth grade students apodaca so moved thank you thank you anyone wishing to make public comment on this agenda item please use the raise your hand feature on zoom at this time do we have any public comments we do not no thank you now back to our board here do we have any discussion go ahead vp i miss you i have a good question about this program um is this just for the school year or is just something that some of the students in summer school or you know families have access to okay dr maker please thank you this program is a two-year contract it's an intervention program it supports students in school and outside of school so schools may use it
109as part of their after-school intervention program as well as their push in or pull out services during the school day and it can serve as students who are in grades third to six at hawaiian elementary this is their seventh year with this program it used to be funded by hawaiian gardeners and now due to the financial situation the school would like to continue to contract and will fund it using their own site budget so the students can who they can use it in the summer i don't know that it's accessible during the summer we have other programs that are reduced in december this is more of an intervention support program for students during the school year thank you okay okay go ahead so um so a lot of times we have renewals on the consent
110calendar this is on the action and why is that that's correct it probably should have been a consent um this company just recently have brought out reading plus and that may be why they had it identified as an action item because it's now under green field um and it was not under that company in the past years thank you that was a great question dr mcgee okay any other if none daniel can you please go call dr apodaca yes mr b yes dr eugenio yes mr nishi yes dr rio mrs say yes mrs u yes motion passes 7-0 next one's a 3.16-8 we have a motion to approve adaption of transitional kindergarten textbook titled ready to events published by the benchmark education company motion to approve you annual second beach okay dr mayfield please we
111are excited to be purchasing this program for our youngest well we do have preschoolers but for our tk students um this is a academic program that also includes social emotional learning lessons and so it addresses students academic areas of math science social studies as well as english language arts the process involved teachers for over two years looking at different programs looking at the preschool standards as well as the readiness standards for kindergarten palleting the program and using the program to make sure that it meets the needs of our students the board was notified on may 6 and the board brief of these materials being put on public review and so they were on public review for 30 days and we're asking the board to approve these materials for our tk kindergartners and it includes professional
112learning for the teachers it is exciting thank you dr mayfield anyone wish to make a public comment on this agenda item please use the ratio hand feature and zone at this time do we have any public comments we did not madam president backed up to the board any discussion you're done daniel can you go ahead roll call for me please dr apodaca yes mr beach yes dr eugenio yes mr nishi and i have to apologize i have to abstain i did not read the materials so you'll be abstaining okay dr rios mrs yes mrs u yeah motion passes six zero one thank you when it's up abstain right right okay thank you now back to the uh four point twelve dash eight we have a motion to approve estimate estimated and accurate financial report for
113the 2020 to 2021 physical year so moved up a daca thank you given your second thank you anyone wishing to make public comment on this oh i'm sorry mr roon you're going to do the presentation on this one um 4.12-8 thank you so this is an annual report that um the war is required to approve it just it is actually part of the budget that the watchers approved including in the budget is the estimated actuals for the current year which is the 2021 school year and and what this report means is that as of today the year is not over yet right and we have not finished closing the books or begin to close the book until july and august but what is our best estimate as of this point for the current year that
114we are finishing up in two weeks in terms of our revenues and expenditures for the general fund so um in front of you on page 131 in the board book is our estimations of revenues and expenditure for this year so for the current year the estimated revenue total revenues is 254.6 million dollars and the total expenditure is 250.5 million dollars so as you can see there after the transfer out there's that net change or this is i don't want to use them surplus but this is an increase in your fund balance of about 1.4 million in the unrestricted general fund and 869 000 in the restricted general fund so um that's an increase of about 2.3 million dollars total so this is a positive closed um in the right direction again this is an estimation
115as of today in september after we fit finished closing the books we will be bringing back to the board what we call the unaudited actuals that you approve every september that's when we should have the final uh tally of of the current year revenue and revenues and expenditures before it's being audited so in december you will get a third report which is a similar report called the audit report of the same fiscal information for the same year the first report is estimated the second report is unaudited and the third report is audited so that's the process so that's where tonight and the board is um as part of that code being asked to approve this estimated actuals for the current year thank you yes anyone wishing to make a public comment on this agenda item
116please use the raise your hand feature on zoom at this time do we have any public comments we do not madam president back to our board here any discussion any concern yes mr beach yes dr eugenio yes mr nishi yes dr rios mrs yes this is you yes motion passes seven to zero thank you next one will be information item 1.2-1 results of sight visit reviews and uniform complaints that are for 2020 to 2021 third quarter report dr sue please thank you presidency there were no um complaints regarding uh instructional materials facilities or teacher vacancy and misassignments during this third quarter report thank you thank you so our next information item continue which is 1.3-8 and the subject so-called district pool at cerritos high school it's a loan go ahead that's infinite information it's the
117public comments it's from mr neishi there's no public comment but this is information items okay the next one is a district uh cerritos high school pool go ahead lauren and then this was raised by uh yeah madam president yeah this poor item is coming from um right so please call me would you like to okay um so i'm going to rely heavily on the report and thank you tron for doing such a quick report on such short notice uh i know it's not a lot of time to get all these estimates and make determinations regarding this but um this discussion is about uh aquatic facilities a district aquatic facility for our district basically it's indicating that as our staff board indicates we do have a pool at artesia high school and originally we had a
118plan to improve that particular specific pool but um the there was a different direction that went on that and uh apparently our our aquatic teams have to go to cpe because there is no district pool in any of our facilities anywhere that that's usable that can be used for uh competition this creates a liability for the kids that are going from point a to point b uh also time away from school eats into academics and our ability to compete with other areas done some research regarding other districts that have aquatic facilities including huntington beach all the very good districts seem to have these facilities because as studies show when you have these kind of facilities they provide bilateral cranial development which helps with um academics so it's not just an athletic ability but it's also
119an academic exercise it looks like here um the uh they determined that uh there's two different options one is a 35 meter cif standard pool at 11 583 including uh 1.8 million for contingency which is probably wise and a potentially a 550 meter olympic sizeable at approximately 14 million 347 including about 2.252 in contingency so the actual cost may be less but the whole point of contingency is to uh as we know construction prices have been increasing so i think it is very prudent to have that in a particular plan there are several different options in how to fund it including interest capital facilities funds fund balance which um i'm not going i'll let the board discuss that and cares act funds towards this particular project and there's a full report on the back here
120in terms of what these particular budget categories would cost and how much it would potentially cost um i'm sure that he didn't have time to actually get this bid out and this is probably an estimate from our facilities manager yes um yes mr ryan carter is actually on the line to to answer any question devon may have he's working with our architect to come come up with this preliminary estimate yes thank you good evening so i've been working together with racklin partners who is the lead architect for the measure bb program at cerritos high school and they have worked with their consultants to provide the estimates we have shared with you so um i have a question actually although this is my item i don't know everything here um 35 foot pull versus a 50
121meter olympic sized pool mr nishi i know you present your case already now we'll put it back in the table yeah discussion now because i do have a board member here would like to have some question to raise actually wouldn't uh um and we have the public comment first we do public comments this is a actually this is information item really it's no i don't think we really have a public comments in here for my experience so we will have some put it on the board here too for discussion i do know right now on the floor we have um the public comment that one should be going to next one because this is not a gender item here it's just information item here okay right am i right doctor correct okay because when we
122started initially we tell them if it's a particular item then they will not speak at the initial thing so that somebody may have misinterpreted that particular discussion when i give the preamble that uh they're supposed to wait for the item and they probably if i was the public i wouldn't have understood that they wouldn't be able to ask any questions if the bond agreed and dr correct me if i'm wrong if the board agreed i know this public comments they've been wait she's been waiting a little while actually i was thinking put on the second comment but since we do have some items information item there so if my boy quality agree will let the public talk about their concern and then we're back to our board for discussion would i be okay i need
123a consensus on that if you're all great go ahead so like we said let the public make the comments first on this matter thank you mr smith okay just to remind those on the line that if you would like to make a public comment about the information item about the district pool at cerritos high school please use the raise your hand feature now all right we do have one yeah go ahead to the caller with the last four three digits of your phone number zero four nine go ahead and mute go ahead thank you uh can you hear me all right thank you board member nichi for opening up public comment um like i said before um a pairing of a few students here in abc usc my oldest has just graduated he was a
124member of the football program and when i saw that this item was going to be on on discussion for tonight's board meeting um it peaked my interest just because during you know i i obviously support all sports programs um at cerritos high school not just football so i think it's you know a good step forward because i feel like um sports aren't really that supported well at the high school i mean if you see the the status of like the facilities that all sports use um i mean as a as a parent of an incoming freshman when my son first came to the high school you know the weight room was in pretty had pretty bad condition a lot of their equipment that they used for football was dilapidated and obviously there's been a fundraiser
125conducted to kind of replace that and obviously the district um [Music] fixed the weight room was it uh this past year or prior to kovid um so i i do support the pool my i guess my concern is number one like have the families of the cerritos high school or students of cerritos high school been questioned or you know surveyed to see if they support adding this joinful complex at the high school and will it take away from other sports facility areas you know like the tennis courts or even the football field multiple sports shares what's what's available to them at the moment like the football field or the track um the fields that surround that area and a lot of times sports multiple sports are competing for time on those limited spaces so i
126think my my biggest concern would be that any of the sports program would lose those areas of such a massive full complexes built on you know cerritos high school which is not a very huge campus you know compared to other campuses in the district um and i also you know while you guys are discussing building a swimming pool complex at the high school i wonder if you would consider developing the foundation of the football stadium that's there i mean like i said before there is a field there is a track uh the only thing that's missing is bikes and the scoreboard and better stands where you can actually see what's going on on the field um you know when i attended flash off games and the current sounds that are there are track stand so
127it's really hard to see anything that's happening um you know the scoreboard sits on the floor on one end of the field you know you can't you can you can't even read it um i know the foundation is there it's just it'd be nice to see uh a home field for cerritos high school you know these boys have to travel cigar stadium which might not even be available to them this year for varsity um to play their home games in 2019 it was the first time in school history that a varsity team played at cerritos high school but they had to play like at 3 15 because there are no lights available on that field um it was just nice to see like all the support from the families and the community and the students
128of the school come out you know the energy was palpable like everyone cheering them on obviously they brought home the victory that game and with their recent league championship you know there's a momentum building uh for that program in particular and it would just be nice to see um better facilities for football and for other sports uh on campus and i think that's about it let's thank you for your time i like your questions thank you very much though appreciate it um knife back to our board discussion now i know um you have and also dr rios second and then board member mr beach then we'll go to the vp miss you and i know ernie has some questions too so um um i think after i think this is what we're gonna do we'll
129have a four um member mr dr abdulka dr reels and then ernie and then two is the beast okay you wanna you want the last one okay so i think that's a fair two okay go ahead back to about doctor thank you madam president so i just have to ask this because i want to make sure that i'm i'm you know that i've got this in the right context and mr nishi you proposed uh sorry this is exploratory correct we're not actually trying to move forward in the next well near in the near future to spend 11.5 million or 14.3 million dollars on a poll this is more of like what the bigger picture is correct do i understand it correctly i think you want to do the action i i would like to ask
130that uh it would potentially be an action item um but i also want to ask some questions mr uh okay tuan as well i just wanted to make sure so i have the right context because if we're looking at moving this to an action item fairly quickly i think that um you know i'm looking at the sources of funding using earmark interest from measure bb funds i don't think we should do that that wasn't something we had discussed with the public in the beginning when they voted for measure bb funds and i understand it's the interest earned from the measure bb funds however you know that's that's a caveat i think that the voters would probably not appreciate uh it'll be you know once again you know we snuck something in there uh which we
131didn't but it's a source of funding looking at the number four uh utilizing part of the federal cares fund toward the project i cannot even i can't understand why that would be a part of funding for a pool when we've you know we've got our bargaining team still trying to allocate those funds in negotiations and then we have our labor groups sitting there waiting to hear what's going to happen you know with bargaining and if i were a member of our unions i'd be insulted um so i think we should remove any funding for cares act for anything aside for what it stipulated you know for those funds um you know i think given everything that's going on to to put an action item forward you know i mean [Music] you know last board meeting
132or two board meetings ago you mentioned allocating 500 you know 500 000 to to increase um or extend learning time it's like so i understand you know at that point 500 000 might seem reasonable for our budget and i don't argue that we need a pool i don't argue that it would be great and a source of pride for our community and our district to have you know a really nice pool but i think right now the more pressing matters are going to be transparency with the public so not using measure bb funds or interest from those funds and also not not talking about pools or spending millions of dollars until we've both sides have come to an agreement with uh negotiations i think it's a little tone deaf on our part to consider it
133seriously at this point in time and i just think that we should we should let everything else work itself out before we get to the point of putting this on and exploring it as an action item that's all i have thank you madam president um dr rios thank you um i was looking at the minutes and i remember that when this was discussed at the last meeting i did suggest that if we were going to get information about the cost at cerritos that we include the other high schools but i don't see that i only see the class for cerritos high school the other point that i wanted to make is i i absolutely agree with dr apodaca i do not think it's okay for us to consider using ksrs or friends those funds are
134for learning loss and we've all fought very very hard to make sure that they they they are directed to towards losing them for students and um any issues with the instructional programs um the last thing is that you know we did talk at bbe about artesia upgrading the pool and i know every time it's brought up it's they tell me that it's too expensive and it would be too expensive but here we're looking at building a brand new pool um that would cost over 11 million dollars and i find that incredibly troubling um you know artesia high school uh it's highlighted in our report that yes they have a pool but it is not um it doesn't meet the regulations for practices or competitions i mean to me i don't understand why we're not considering
135upgrading it not only because they would address a big equity issue but because we talk about having our schools be places that are attractive to students and um i think enhance we we made it i guess up to where where it's usable um but i would still like us to consider um making that an actual competition pool i mean to to think that these that our students would have the potential to to be at that level um would be again something that i would seriously consider so i again i guess it's an informational item but i would not like to see this move to an action item okay that is all thank you okay thank you madam president thank you i have a few comments uh i don't know if mr kerry can do a
136aerial shot but i'd like to see if there's even a possibility for this at cerritos high school based on the land we have there and where it would go certainly before we make any decisions if that's possible i do like the idea of saving some annual costs for not having to rent cpe but it would take our entire lifetime to recoup the cost of the pool uh i toured artesia high school recently and frankly that pool there is inadequate to host water polo events the shallow end is four feet these kids can't even tread water they have to stand up the goal post is about i don't know six feet higher than the other one they can't even swim a normal leg they have to kind of transform the pool to make it work so
137i wouldn't be open to us as part of this quote seeing how much it would cost to turn artesia high school into a 50 meter pool and see what that looks like before we make a decision on this and i certainly would like to see if there's other funding sources available mr nguyen uh i definitely don't like eating this deeply into our general fund reserves um so those are my comments for now okay and oh one last thing madam president while i toured artesia high school i got to see the current shape of our locker rooms for all sports volleyball basketball football i i went in every single one of them i looked at the fields baseball soccer and they're in poor shape and you know this money could be dispersed amongst all the high
138schools fix the fuel the guard put in lights in the scoreboard at cerritos change the pool at artesia i mean we're talking we could do some major things for all the schools to make all the sports better and we might want to i don't know exploratory committee or somebody to just assess i have someone doing it at artesia but do it for all the schools and see how much money we're talking about like artesia we're just talking about maybe putting in new lockers or painting them you know some of the latches are broke we're talking about small items that could really make a school look a lot better and i would certainly want to do some of those things before one expenditure at uh at one school thank you okay um answer the question i'm
139sorry what i think he asked the question who has a question board member beach asked the question regarding you want to talk to me hippie knows no thank you for the question um actually we did do a site plan overlay and a 50 meter pool can fit in multiple orientations at the cerritos campus and that would be without impacting any of the existing facilities so the proposed area would be towards the staff parking lot near the tennis courts in currently what is a dirt lot and it's being somewhat underutilized right now so the the theory would be to clear that lot and create the the aquatic center in that space thank you now let's go to the vp with you and then we're back to ernie and then we'll make some comments too go ahead
140thank you madam president um when i first heard about the uh the this idea uh i thought um from the many community members that i have engaged with the largest sports programs at both cerritos and whitney high school are the swim and water polo teams and it is believed with proper facilities more students at artisan garden high school would participate in these sports this is this would be like a district pool not just for cerritos district would benefit from uh creating uh equitable facilities and opportunities for all students in abc in which all students would have access to proper facilities to practice compete and play in tournaments so and also looking at the the community the whole district especially cerritos when parents look for moving into a certain district for their children they will look
141at academic as well as sports and i really believe that you know it would be a worth the investment to invest a pool in our district and because my kids are in you know tennis teams there's a huge space there next to a tennis court too and also like cerritos high school they don't really even have a football field so i think it would be good to have a one you know strong facility for sports to to really give that opportunity and this would also be good for the entire district as well as our study of cerritos because many people are moving into the district for the school and definitely they're going to look at the facility and opportunity for their children so yeah i mean i think that we don't have to approve anything
142tonight it's just information but i would like to cease uh for us to do some exploration with um the school the community and you know and different uh funding stores as well thank you that's it to you then i'll be the last um thank you um actually there was another question that uh board member beach asked i don't think was quite answered in relation to the facility uh do you recall that question i think he was asking about um artesia high school in terms of if you fixed artesia's pool and i thought the same thing because i remember knocking on doors for the bond saying let's get a brand a new pool actually let's fix that pool because there's an existing pool and i had been advised that that was economically unsound because you basically
143destroy the whole pool and then you rebuild the whole pool but um just i'm not the construction expert so um mr carter what would it be to do a pool at artesia thank you for the question um you know we have not done a full uh cost analysis on what it would cost specifically at artesia high school but generally speaking given the condition and the age of the pool at artesia high school you you would not be able to just simply add on to it to create a larger pool as you stated the foundations would not be adequate things of that nature so we would most likely need to start over on the foundations um and and utilities uh some of that could be saved so there might be some cost savings versus brand new
144um but the majority of the pool deck in the the area around it would all have to be demolished in and redone in order to create the the regulation size pool so the savings may may not be as great as you would anticipate i hope that answers your question thank you so actually we not exactly uh we don't have the answer yet but it's not going to be much of a savings okay thank you thank you i appreciate that so we meet again in august um you said something about the karzak funds could be used for the project huh or sro2 and so three funds how how is that possible how does that fit in the categories so if you recall um from the last meeting there was two part right we have cairo's two
145and cares three and out of the almost i believe um 34 million dollars uh the combination of those 4.7 million has to be spent on learning loss mitigation the remainder 29 million or so the board has um greater flexibility there was like 15 items that a lot of different things that you can spend on and as i put it in the report here if the war is interest in pursuing this we have to get approval from the california department of education uh so uh that's an option we know that that that is you know to be questionable and that's why i put down here that if we were to pursue this it needs to be approved by cde okay so maybe there needs to be more work on the particular item too for number four
146yes for us to move forward so i think um the one one of the comments from the parents i thought was kind of key she said 90 of our funds goes for teaching which is uh a high percentage it's you know in terms of teaching of course it goes directly towards the kids but uh this may go a certain way towards actual facilities for our kids there's many things that we can put it into right so uh um i think this is one of those things that could actually bring some strength to our district our district sports programs because a kid's not going to go recruiting and saying oh i saw the locker room they're terrible they're going to look at say oh wow they have a decent ball and we don't have a single
147legal pool in our district so i do have some i think we do need to probably do some asking around and making sure that this is something that [Music] schools want but i think this is something that as a district we need to do um so that we are competitive we can do a football team but we already have we're already building the football field for artesia and gar has their baseball and [Music] yeah so i don't know um so maybe we come back in august i'm thinking maybe we would have further details regarding some of the additional analysis that dr rios was talking about in terms of source site sources and things like that i have some questions now okay um i leave the four items here uh four to five items ain't number
148one obviously doesn't have my decent pool if you look around norwalk district they had about 328 i think million will pass the bond measurement they're spending on fund money and they make one because noah only had one swimming pool they add the second one and most districts around our area they all have at least a nice decent pool we have one a teacher but only for practice but do we have another one they look at the culture of a school district the cultural area board member of actually vp which you just mentioned about what is especially on the cerritos type pool swimming golf and this is especially on that area they always win and and i personally saw that that was actually before a board member and she brought this up actually i really for
149we need a nice decent pole but when we need where we're going to put it a teacher has one already if you have something in there if you can't renovation and take another one but we still have only one pool but we have one area can be practiced when we make a nice decent one olympic one to make sure this is also i mean when we think about people talking about education education this part of education too it's for their brain the kids the social interaction the exercise we're talking about sports and we don't have nice decent one here we only have one for practice and we need a good one and we're abc school district all of so many heights will compare to other areas we only have one for practice i urge my
150board to think twice regarding the budget-wise i i did because then you look at other areas the district that we have within our high school gar high school has a nice baseball football who using that cerritos high want to use their baseball football but unfortunately we cannot because the schedule people have come complain about parents having complained and i called dr uh sue for quite a while i said how come we cannot use the guard uh football for cerrito high school no but our teachers share with other high school so that is a burden a surgical site what do we have in serto's high school what do we do for sure society our teacher have a new building signed building and versus also uh whitney has it what do we do for cerritos and they
151need one and safety wise i personally saw because our web contract currently with the city and we pay 40 000 every year to allow us to the competition but and then safety is not safe we're looking for the education we're looking for the sports for kids needs also look the safety right now i'm looking at we have the kids practicing it girls and boys they go to both sides but you know what sometimes they drive the car their student drive the car they're not by the bus and we let the student there and i saw one student will stay there when no other adult supervised them because there was a male swimming teachers out there but not able to go to females something happened inside we don't know the kids will go back that's another
152thing i like to avoid to see this is the safety of children so then we're also talking about now type of budget i did called one about this a couple of things we're talking about i know board members uh dr abbadaka mentioned about the budget the measure bd funds you know i remember how public were concerned the wish they don't like to wish they want to see the plan so we have our plan for all school needs but again we're not using the bb veteran money we use the interest so that is illegally we can use that am i right mr noin the board may use the interest earned from measure bb to support any facilities uh project so we not violate anything on that now number two you have capital money and that eight
153which is four million and four million i'm looking at the total on your cap facility fund can we use that legally as the board made the decision if we choose both to pull for cerritos high school yes then i know there are some other funding sources that we have both member of mr beach talking about do we have any because like something that we're doing for the district building here can we take some alligator money from that i'm sorry so so yes yes i i try to so in the facility master plan right totaling 258 million dollars there is a budget for each of the district facility right all of our schools and the support centers including the district office that we are in right now so um in the master plan there is um
15411.2 million dollars allocated to upgrade this facility the district office so you know i all i was concerned about the budget would have known the next year we don't know what's gonna happen you know open in person who's coming back and how many students coming back i understand that too but we also know there's a need to have a pool in our district definitely we need to have one there i mean i know we have just like i always mentioned pai and i know that miss knowing always laugh about me you know you have this much pack you have to divide it out what is your focus on it the focus do we have the pool or not and we have some money we can allocate it on why not make us bless our district
155why not make our school look so good we have such a wonderful olympia pool in our in our district so it doesn't matter what school is but which it can't be and we'll know the site i have two questions asking almost that number one do are we taking any other area from uh uh if we build up the pool in a certain time do we have enough space to build up the pool in that olympic pool the nice one without taking the i know uh okay ryan without taking out the space i know you talk about this and that was a question from our uh one of our committee members are we going to take because they're afraid about now the football area they don't want to be taken away i was told not to
156but i want to publicly want to hear from you are you taking either any other area away from cerrito high school such as soccer area football area answer the question no we will not be taking out or encroaching onto any other areas in the campus other than partially having to the parking lot that is currently i believe being used for staff so now the issue is we have the place and we possibly have to take some money out there to make nice decent pool i would support mr nishi because that's my dream actually since i being here and i want to have a pool in our district nice decent one and i hope my quality will support versus other needs money and i'll give the problem to him that's his job mr miss newest because
157i know i just want to have a nice i'm sorry to say that because we need to have one every other school i go to they have a pool nice cool we only have one it's not a decent one a t-shirt why can't we build another one so i think the common sense i know some i have some board members we should just hold it back and someone should say hey we need to take action on put action i didn't have uh mr uh no one to make a plan the budget-wise issue allocated money and so i think now we're gonna i i know board member abu dhabi has a consensus there do you want to okay so now back to i know miss you first and then second uh dr dr real go ahead
158as you so thank you madam president and thank you for sharing your dream um i know that yes you know because for students from cerritos and whitney you know they have to wake up 5 a.m 7 p.m to use and collaborate with the pool at cpe so that's just not enough right um so we don't i know that couple of our you know our fellow board members do not feel comfortable with uh using the you know cares and this is not final right this is not final we can always make some adjustments but i think that um given the information and i think it would be a great idea i mean it would be nice to to move this forward we don't have to use the funds as this we could do further exploration of
159different funds you know so that's just a comment i wanted to make okay dr wheels please thanks i think you're not gonna get an argument from us we absolutely would all love to see uh an olympic-sized competition style pool i think that what we different opinion is the location uh what i really wanted to comment about is uh madam president respectfully with your comments about cerritos and for the public's purpose cerritos is being allocated a lot of money it's probably being allocated more money than other schools because we went um attendance numbers kind of designated how much money schools got so the fact that we have not gone to the upgrades at cerritos high schools that's why they're not being seen um i'm sorry madam vice president did you have a different opinion about i
160mean we can have ryan tell us the breakdown of how much money they cerritos high school is being allocated mr carter um yes i would have to go and refer to the facilities master plan as tuan uh suggested i don't have those numbers uh i do remember the fact that you know and unfortunately you don't have remember that different the the bb funds were not allocated equitably they were adequate adequate at allocated proportionately and i do know that because doritos does i mean the attendance the cerritos have the highest attendance in the district i'm sure somebody can answer that yes sirius high school is the largest high school in the district thank you so um you know just again for the public service those upgrades are coming i don't remember where cerritos is on the
161list of upgrades right now we're upgrading artesia and whitney which is why we're seeing these things happen um but gar and um cerritos are in line that was it thank you so much thank you the next would be um dr abadaka thank you madam president like i said i think it'd be a great source of pride for our entire district to have a beautiful olympic-sized swimming pool i'm not against it um tuan do you have the facilities master plan right there with you yes sir i do how much was cerritos high school allocated compared to uh artesia high school so artesia high school 20.8 million dollars cerritos high school 27.6 got high school 25.5 okay uh second question did anybody ask the principals if they wanted a poll it is their site so i'm sure
162they would welcome one i'm just saying ryan you want to answer that you wouldn't want the board to impose one on them mr carter you want to answer that or you want me to answer that um no i guess i i could take that one so yes we did uh speak to the sites actually in depth about uh at least for for cerritos high school about uh the possibility of a pool and the location of that pool uh so it would fit with their program okay perfect last question or actually last comment you know we they've been renting out cpe for about uh 40 000 a year is that what it was juan yes sir so at that rate even if we had we went the lowest and i'm rounding down 11 million dollars we
163would be able to rent out cpe for 275 years that's how long it would take before we hit the 11 million mark i'm bringing that up not because we should i'm saying we should keep using cp i'm not saying that i'm saying that at this point in time we shouldn't be discussing pulling money even from i understand that it's interest from measure bb i understand that but nowhere in our facilities plans that we have where and i would i would i would use interest from uh measure bb funds i would consider that as part of measure bb because we sold the public on this is what we're going to use this money for for facilities and so i definitely do not think we should be including the cares act end of story do not do
164that we're in the middle negotiations this is the worst possible time to tell the other side by the way you know did you guys hear at the board meeting to discuss using karex money right that you're trying to fight for that we're trying to you know negotiate with them to get a new pool i think a pool is a fabulous idea i think we should get one i think we should continue this motion uh which i had previously requested to maybe our um august meeting so we can have a better context hopefully negotiations are over by then and we can also see artesia high school cerritos high school gary garam techie didn't want one do we give me contact are we would we even contact where i guess my question cerritos seems to be the
165mo to have the most uh use for it it's not for a couple reasons cerritos high school is central okay so all students can easily access them they have that area the dirt patch on bloomfield that that could fit a nice pool there so so it makes sense to propose cerritos they have the largest swim in polo students in swim in polo so that's why we we look at there but we can explore any high school so uh in in well just the three comprehensive high school okay and so what i would what i would suggest and this is me because i know we don't it's not an action item but you know for me to get behind this and to to support it i think we should obviously have side-by-side artesian cerritos talk to
166the principals i'm sure sergio would say yeah if you give me a pull i'll take it right principal garcia and also you know let's conclude negotiations let's really put that at the forefront for now get that behind us or if at the very least when this comes up as an action item if it comes up as an action item to really get into it into the details remove any type of funding from bb including the interest and remove any kind of funding from the cares act which i believe we have until 2022 to spend correct okay i'm sorry i'll be beyond that okay for 2023 or 2024 even okay and that's what i would suggest moving forward but i think it's a great idea i think we should have one it would be a great
167source of pride um and you know it'd be nice to have i agree you know it's unfortunate that we don't have one and we want to make sure that we care to the students and the demographic and attract more uh folks but at 11 million dollars i don't know how many how many students we would attract with ada to cover the cost of that i think that would have to be a joint venture with the school site their funds um and uh other other funding i just i can't see it coming out of bb interest rate uh that we earn on it or the um the cares act money that's all i have thank you madam president thank you now we have two people on the floor too one is uh board member mr beach
168and the other one is uh vp um thank you madam president my first comment is i agree with dr apodaca i think this is bad timing to talk about spending money while we're in negotiations we should push it till august and if things aren't settled by then we push it further back until certain things are resolved i have a question for tuan can we use measure bb funds for a pool yes okay because i know that the new stadium at artesia high school was not in the facility master plan yet the principal there decided they wanted to spend some of their money on their track and their field that is correct okay uh as i'm looking at the numbers i see the olympic size pool which i think would be the smartest decision if we're
169going to move forward with this is 14.3 million if we took the four million from number one and the 4.7 from number two you're talking about a difference of 5.6 million how about we ask principal walker is he willing to come up with all for a portion of that out of his separate bb funds to get a pool there yeah i'm serious yeah and you know that's a discounted rate to get an olympic size swimming pool at your campus but i mean let's just see if he can come up with any of the money as a as a good gesture towards wanting this on his campus i mr carter would you like to address that you would like me to um well i think in the manner of of just kind of speaking to the
170timeline of where we're at in planning for measure bb for cerritos and gar high school so as you may or may not know we have already engaged with both sites in depth and even met with some of their user groups most of their user groups being their you know science departments athletics so on and so forth to go over their specific plans for their site and develop what the scope of work will be for measure bb at those two sites currently we're at the stage where most of those plans from uh let's say uh you know we started at a 30 000 foot level are down to a 10 000 foot level so we're pretty close to really having the final scope for both of those schools so um in in order to take a
171large amount like five million dollars or so from cerritos and the current plan that we have i think would possibly impact some of the work that we have in the schedule that we're trying to meet to get these projects approved to the state so right now the track that we're on we will be submitting both artesia or sorry agar high school and cerritos high school to the division of state architect for approval of their drawings by september of this year so that means that similar to the bidding timeline and construction begin date for whitney and artesia we would be trying to bid these projects come january february of next year of 22 and the projects would break ground you know early in the spring or beginning of summer depending on the ability to phase in
172so so i hope that kind of answered the question i know it wasn't direct and specific but let me let me do the direct and specific then the planning for garden cerritos is so down to the the face that they have have all the program um the all the money in measure bb have all gone have all been allocated to the different programs with the school and the scope has been developed already and we almost get the dsa timeline to meet the requirement of the bidding timeline for construction for next summer so uh i would be challenging uh to to go back to the principal at this point and ask them for this so so as ernie would say please strike my last question uh remove it from the record but anyway so we're talking
173about 2.83 million for the smaller pool or 5.6 million as the differential which is probably doable i'm with chris and ernie i think and pushing this back and bringing it back so that's not what it said okay well i i support bringing this back as an informational item or an agenda item after august and we also have some okay i can't do it it's just just the clarifying remark yeah yeah you want to let him go forward just real quick um so um looking at all these comments i would actually want to be an action item in august when we come back and that way we can have all these options in front of us as a fully analyzed item rather than talk about it to death so that's it that's all i want to
174say okay so i just wanted to make some correct correction um so tuan you have the numbers so i'm gonna have to pick your brain so i know that when we were doing the bond you know the facilities master plan we did allocate and 20 million 20 million was for artesia and 27 was for cerritos yes ma'am yeah correct me if i'm wrong but i don't think it was according to the the the idea enrollment it wasn't because that would make sense because cerritos have a we have the chairperson at the facility here comedian here sitting in this room so you can ask them but but let me repeat the process real quick so if you were to do it on ada or in roman it would have been for 14 800 for artesia and
175only 11 500 for cerritos so it was not based on ada or enrollment that was not the factor otherwise artesia would get a lot higher it was based on needs and based on the certain priority set by the committee and and and and in the end come back and the committee did have to make adjustments because the request came in was a number that was a lot higher than than 258 million but the committee worked together and unanimously approved the master plan that was and then moved forward that forwards the war for approval but that weighs based on the committee visiting each school the consultant visiting each school talked to teams at the school including community members teachers staff administrator and and get what their needs and bring it back with many different discussions it
176was a year and a half almost two years process to come up with this final plan so it was based on [Music] a lot of thorough and detailed work of a large group of community members that that was the largest committee i've i ever been involved with yeah there was almost 30 members that's what i thought because i didn't remember all the details it was not based on ada yeah i knew it was not based on ada but of course the facilities uh committee did outdoor jobs so i trust their formula and i have a question for um yeah mr parker you know for a september deadline so if we don't move this to action item today then we won't be able to move forward is that correct can we wait an appeal right now
177answer that so the current plan for the modernizations of service high school and high school should move forward that's a separate item so this will be a separate project this the board have full control of the uh of the timeline because because it will not be attached to to um to the project uh the current modernization project at cerritos or anymore ideally it would save us some money if we were to attach to it and make it one project for approval process but due to the timeline it it would not be feasible uh uh otherwise it would put a delay in on the regular modernization project so it would be a separate project and with that the board has the board has full control of the timeline okay never um question uh like we heard
178some board members right now our teacher does that solve the problem that we're currently using our pool because right now the pool uh allowed to to school to use it and we have other two school used the cerritos if we only we upgrade a t-shirt pool we still end up shortage the pool am i right if there's only one school because that is correct we would still likely need to use um facility from outside the district because we still have just one pool it's going to be now a cif or olympic-sized pool if we were to upgrade artesia so for practice purposes um we we still may need we will we will likely would still need to use facility at cpe so i think reasonable we need to have two people in our school district
179um and then and when you have a tea i'm sorry member mr beachy one of the syracuse high schools come up with from their budget but this pool is for the all of us to use right to look for all those the gain and then the competition that everybody can allow to use am i right um i mean this is what this is a district aquatic center yes ma'am okay that's how i want to put me to just happen to locate the cerritos okay so go ahead um so in actuality didn't art uh cerritos have a pool as part of its original plan for its campus it was not around 1972 74. uh yes in talking to the former principal superintendent here dr smutz he has always claimed that there was always an intent to
180build a pool at cerritos high school yes sir so it was actually part of a plan and in fact bb had an authorization for a pool but clearly that sort of changed but it's not as if the voters would not have known that they wanted a district pool that's what i think when i knocked on doors that's that's what i had uh indicates it's a facility but uh and if we actually have this as an action item say in august it's not that by august the discussions regarding the uh negotiations may be over in fact it's not even going to be using ferax fund anyway it's using elon or a different actually different source of funds right we're talking about different sorts of funds in terms of if you recall it's the in-person instruction grant
181right it's a different grant altogether so it's not even going to impinge upon that particular one this one actually could be used for facilities so um are you done so that comes to the conclusion here we have dr sutri has the recommendations i i do have a recommendation somebody needs to make a motion to have it placed as an action item on august the 3rd or august the 17th okay do we have the consensus with that and i need a sec if we have a first and i need a second okay so listen i'll defer to ernie if he wants to make this yeah that's what i said you want to make a motion to um move on the uh action item either august august the 3rd or august the 17th august 17th would be
182more appropriate yes okay do you want to make a motion on that yes i'll make a motion i'll second it okay i'd like to offer a friendly amendment okay that if negotiations haven't closed by august 17th that we postpone yes the action item i'll accept that amendment yeah i like that too so you want to go ahead and make the second amendment yeah i need a second second you're the second one so um now i need to put on the board to vote for this and then you'll play roll call for this put out the said again back to uh i mean mr mitsubishi senior motion the second emotion they accepted my friendly amendment and now i think we're ready to vote madam president madam president can we state the motion in its entirety then
183yeah go ahead right can you repeat it his motion was to move forward with this as an action item on the august 17th meeting my friendly amendment was that date will be extended if we're not concluded with negotiations thank you well with all the analysis provided by uh staff in relation to all of the discussions that we've had here [Music] would that include our teacher high school yes that would include our teacher yeah so we did full analysis of of what i just had a finger hand analysis of what it would cost uh an artesia but i need to know the real numbers right first and second already on the floor here now i'm going to put that go to vote everyone individually the roll call do you have anything is that real point of
184order you need to use it michael point of order i want clarification so the motion does not state a district poll at cerritos it just states a district pool yes yes not that specific we're just moving forward with this what remember nishi i would say that it's uh going to be a district pool with analysis alternatives analysis regarding the appropriate sites costs and uh acceptances by the particular individuals yes okay with no school being identified let me not identify only certain high school that's just the district pool yeah is that what your question is yeah that's the rails no we do well that match point of order yeah we need to clarify with uh well yeah the second one we are discussing with the mind at cerritos okay yeah so her question so my question
185was to remember nishii about his motion this is motion state doritos or does it just say district pool so the primary discussion in this particular information item says a district pool at cerritos okay but we should have analysis regarding other potential sites yes it would be uh unlike for us not to consider other sites but just answer the question so that is the answer the answer the question is you're not answering directly you have some kind of so at that meeting it could be voted on to have the pool at artesia high school it will be part of it [Music] microphone it does say yeah yes is it cerritos right now because that is a central location got it but i'm willing to accept information regarding other analysis because i'm not going to say uh
186you can't build this you cannot build a site in the air you have to pick a place yeah so for right now yes it says seriously okay so danielle wrote for me please we have first and second and i agree with it if agreed then you'll go ahead call the roll call please dr apodaca yes mr beach yes dr eugenio yes mr nishi yes dr riaz no mrs say yes this is you yes motion passes six to one thank you okay we don't have enough we do have enough time half all right the end of today's meeting okay good thank you uh now we back to the board member reports um first and then any other uh that's the beach third and the fourth will be um mitsubishi go ahead on four the fifth will
187go to uh vp msu uh go ahead dr abaraka thank you madam president i wanted to say first and foremost uh congratulations to the class of 2021 and among that class many of you may not know is the newly named dr myra losano principal of hawaiian elementary school so she yes absolutely we successfully defended her dissertation and so now uh refer to her as doctor make sure you congratulate her and say you know what a great example that here at abc we value lifelong learning and uh you know it's a great example especially for our our students and our parents in the city of hawaiian gardens and at hawaiian elementary school and i also wanted to say what a week it was for graduations and promotion ceremonies i hit i think about nine of them
188and it was a great opportunity to spend some time with the students and and the parents and um the whole culture of that promise we tried to keep last year um when they were so upset about you know graduation ceremonies we were actually able to have it in person and you could tell that meant a lot to the kids and so i wish them the best of luck always remember that this is your school district this is your community always come back and uh you know let us know how you're doing but more than anything you know come back uh it's a great place obviously to raise your family and you're a product of this school district so we want to make sure that you come back and you contribute to its uh well-being and
189overall health uh that said congratulations enjoy the rest of your summer thank you madam president thank you dr baka next one for member mr b thank you madam president last week i was able to attend bragg elementary's promotion and gar high school's graduation i want to thank all those involved in the planning process of these events they were beautiful ceremonies i recall when mr brad beach and i graduated from gar high school we were able to practice our commencement ceremonies twice before our actual graduation night unicode restrictions this year gar students were not able to practice their commencement ceremony beforehand despite not having practice everything went was coordinated and went smoothly kudos and hats off to again to principal leuce and his staff for conducting a great ceremony lastly i want to wish everyone again
190a happy and safe summer also have a happy and safe fourth of july may god bless you all and keep you well thank at the you thank you madam president i'd like to first make an important announcement there's an upcoming event called cerritos residence against asian hate crimes it's being hosted by some of our residents one of them i appointed to the finance and audit committee carl gilheis lee la nam daisy lagaska and jane yim it's at kanabi park on saturday june 26th from 11 30 to 12 30. i'll be out of town but i encourage everybody in the community to please attend this event and show your support i attended the promotion ceremony at nixon academy and also the graduations at gar and artesia and i have to say it was a true honor
191to be able to speak to the gar graduates where dr eugeo and i graduated it was just really quite an honor and i'm thankful to have been able to do that now that we've got through the pandemic i've had some ideas since i came on the board and i've kept them to myself because we were dealing with bigger and worse issues but i would like this board to look at term limits at some point and have staff present some type of report to us i know virtually every city council and almost all the other school boards have term limits whether it's two four-year terms or three four-year terms or whatever but i think if we studied it and we brought it to the board when things calm down a little bit once we get through
192summer school once we get school up and running maybe later in the year if i have consensus from my colleagues i think we should address term limits uh on this board so it madam president can i just see if there's consensus for that to move forward dr can we do this this is a reporting time or when would i bring that up doctor to okay to the fall by september yeah i can put in the information yeah you can put on the information on that and through request it through her to get put on okay all right uh my next comment was about cte i've been a big proponent of ct in our schools it was nice to see all the sashes on the kids that earned their diplomas and went through our programs i
193worry about our teachers because they get pink slips every year they feel underappreciated and they don't have the same i guess steps for if they have degrees or if they have certificates in their field for instance somebody who's been a mechanic for 20 years and has all kinds of professional certificates is making significantly less than other teachers and you know i think we should look at that at some point in the future as well to see if you know those years of experience and certificates have some value in a little bit of a salary increase or something along those lines last comment here is we got our first comment tonight from a concerned parent about the changes in curriculum across the nation i think some of us have seen parents speaking on the news and
194even as close as los alamitos and different school districts it's you know it's created a lot of issues on both sides of the issue and i'm not taking a stand but i truly think if our district is going to change curriculum we should be very transparent about it and do community outreach i think we should have town halls get parental input before just making a decision and then having all kinds of chaos after so that's just my recommendation to dr su and the staff if we're looking at major changes to history books or you know the way we've always taught in this district i think we should we should get some input before doing that finally i just want to congratulate all the students i want to thank again the staff and the teachers this
195year has been i don't even want to say incredible because that's the wrong word but just unique and i really do appreciate all of our staff the janitors the bus drivers the clerical support secretary everybody thank you so much and uh i hope next year we're back five days a week normal hours and it'll be great my wife thanks you too thank you that was a good point okay next one will be finish the three and mr mishi and then um vpn go ahead okay so real quick um i went to a lot of graduations that nobody needs to know all that stuff i got to say something at whitney high school which i think a lot of our other board members talked about in terms of this generation and this graduation that's kind of
196unique more than any other graduation you spoke about a fire that these kids went through a fire a difficult fire and from fire goes great things become stronger in some fires the ceramics which my mom knew the high fire clays created the most beautiful the most strong the most unique sculptures that you could ever find and i think that this generation of students they're going to be the ones to understand what rebellion is in our country they're going to be the ones to understand what starvation was in the richest country of our our land i i think some people have heard me say this but i didn't get to say it to the all the other schools so here's my chance um this generation i have faith that this generation can do the things that
197other generations could not they will be able to understand what black lives really mean what asian lives mean what all lives mean actually and um because they feel in the soul their soul they felt it during the pandemic they saw their brothers and sisters pass away and so they understand the value of life and they will work hard towards that and they lost days in school but i think they learned years in experience so i know that they can do it i know they can do it there's just a mandate i have on them because of all the investment we have in them uh cte i also reiterate that we have to be consistent with our kids we tell our kids that cte is just as valid as college then we also must make sure
198that the people who are teaching it are are also well educated in their particular field it's a very important thing for them to to get their certificates and improve themselves that's an important thing that we teach our kids that you need to always continually relearn it doesn't have to be in college but it could be in a certificate or program it could be in uh an apprentice program it could be many different programs that i think and we need to be consistent with our our people who do that as well uh i got to go to the the cova clinics that we're having here and so there was a lot of people that were immunized and that's kind of the power of the call right you get a call and sahas had an idea and
199this president here and this superintendent here made it happen and i think that with all those people we've saved lives there's if one percent of the people would have got would have died from povid and if all those people would have gotten copied you've saved four lives three lives i think that's a big thing that's an important thing and we'll also free our kids to be able to go to school and not have the fear of of uh catching a deadly disease and watching their sisters and brothers and grandmothers pass away so i think that was a great thing that this school community did and for the last one talking unfortunately it's a little depressing but this last one is um for me since we're gonna go to summer um today four years ago my
200mom passed away changed my life entirely um and uh after that i made the decision to to uh work really hard and get onto this this body and i am so privileged to to be there and i think my mom would give you each all a hug even though i'm not a big hugger um for all the dedication that all of you have expressed towards um kids all kids all of our community and making our our lives better so on behalf of my mom who passed away today four years ago i say thank you that's it thank you madam president thank you your mom was wonderful she was a wonderful mother and even friends i met her so many times you know in a local community activity he always she was there and she's a
201fun to be with thank you so next one we go to thank you madam president thank you ernie for sharing uh your very special personal thoughts about your mom that's very nice um i attended the elementary graduation cerritos and star wars whitman all drive through principals and the teachers were cheering on the students very excited uh the drive-through and the decoration with all the balloons for the pictures it was very special and i'm really glad that you know they were able to make it very special for our students we accommodated middle school it was drive-through also it was very long but um the fun part was actually i was able to engage with uh many uh cars many families and so i got to you know greet them and you know recruit them encourage them
202to join the foundations at cerritos high tracy high school graduation stopped by whitney abc adult school gar high school it was it was just all great we were on our feet all day that was kind of tough because all the graduation was almost practically in one day um i was very thankful to scott who seemed to appear in every graduation i don't know how he did that he must have just hopped from one school to the other but i was glad that it was uh scott taking the pictures and not tuan yes true yeah so thank you very much scott um i want to thank take this time to thank the principals and the teachers and the employees um does that different staff our um you know um they drove the cards help us to
203um you know get to the stadium really want to thank you for to to everyone to provide uh uh to our students and our parents that opportunity to celebrate this very special event you know because you know my daughter graduated last year from cerritos and it was just a drive-through and that's okay because it's pandemic it's kind of drawing it together but this year graduates had that opportunity i was really happy really really happy for them and you know in the fall school is coming back especially in high school most of the students will be vaccinated so it's going to be pretty safe and looking forward to it but um you know as i engage with some of the principals assistant principals and the teachers i really felt that they were more excited to come
204back in person yeah they said they really want to see the students and they seem super excited at the graduation because they were able to see students you know so i'm just really thankful for their genuine love and concern and care for our students and uh finally congratulations to all the graduates and the family and the parents uh now it's summer and i do want to encourage the parents that the summer i mean i've been advocating and asking and bothering dr valencia we got to do the assessment what's the summer school gonna look like what's the what's the summer assignment but you know the the heavy responsibility lies on the parents and summer is time to have fun but also to do additional academic reading vocabulary and math i really hope the parents can roll
205up your sleeves and take some time to do that with your children you know and also i also want to encourage you that we live in california we have wonderful parks national parks and the ocean it doesn't cost that much to take your family on a trip it could be one day trip please enjoy with your children while they're young because they grow up so fast i wish i i would have done more of that when my kids were growing up but i just want to encourage especially family with young children enjoy your summer with your children that is the end of my report thank you thank you any other doctor go ahead well first i'd like to address um board member nishiii if your mother was here i would say thank you to her
206because she um raised an amazing and admirable human being so sorry for your loss uh the next thing i want to do is give a shout out to all the graduates i was happy to participate at artesia high school's graduation and it was an amazing ceremony fireworks are always a nice highlight and i would like to give a special shout out to my nephew benjamin rios who was class of 2021 very proud of him and um look forward to a lot more from him um i really want our district to take time to recharge um it has been a heck of a year and really um take time to gear up for what's to come um i'm super excited and can't wait to wrap up this year and this meeting kind of wraps it up
207for us um i do want to put in a special plug that if we are going to consider a july meeting given that we had said we were not that it'd be a virtual if it must happen because i know that a lot of us have already made summer plans um but with that happy summer everyone thank you thanks for our announcements the next regular board meeting on tuesday august 3rd 2021 at 7 p.m and second public do you have any accepting public comments we actually have two so the first one uh is kl hi can you hear me we can yes i'd like to revisit the ethnic studies program that is included in the lcat vote tonight i understand that it was past however mr beach asked if there was any program not completed
208that wasn't included if i'm not mistaken at the last board meeting on june 1st dr mayfield informed the board that the ethnic studies curriculum is currently being developed so my questions are has the ethnic studies program being completed since june 1st has the board had a chance to review it before voting on it has the lcap parent advisory committee and english learner parent advisor committee been given the opportunity to review this program and how can parents review the ethnic studies curriculum our classrooms are failing academically we are failing our kids our california is ranked 40 out of 50 in education we have too many students not meeting grade level benchmarks and we have ha we have or had a team focusing on a politically driven curriculum to put in our classrooms lastly i find it
209interesting and irresponsible that not one board member questioned or is concerned if this ethnic studies program would violate california ed code 51500 student religious freedoms and freedom of speech but we spent an hour talking about spending 11 million dollars on a poll so thank you and good night thank you the next we do have one more public comment luisa v good night um board members um and abc family i know it's late um i wanted to say thank you to dr apodaca and dr rios for their comments during dr neishi's presentation today um maybe i should identify who i am i am one of your technology assistants but i'm also vp for chapter 24 csca your classified union representative um and dr apodaca was absolutely on the ball um it was really hard especially for
210me to not be insulted um and i'm not prepared for the emails i will be receiving once our membership gets gets wind of what was being discussed today is particularly even considering using charizard money um so i definitely want to thank drop dr dr apodaca and dr rios for standing up for that um i have only been at abc for about seven years i'm not a product of abc i'm from lausd um i do not live anywhere near in your service area i live in southgate and i my you know prior to my employment uh i had nothing to do with abc that is so different from most of the other people in the classified units who work at abc most of them are parents or are alumni or have children or have been at
211the district longer than some administrators have been at sites or even teachers and it's been really hard as a union leader person um having to hear from my membership asking me why are negotiations going the way they are why are you not fighting more why is the district not giving us our fair share and i have to turn around and tell them they're you're they're your board three minutes they're your board they're your district i'm new i i don't know how to answer those questions because unfortunately i'm calling on my membership now this is your board and i welcome you guys to share your stories because many of you guys have stories with the board um explaining them exactly why and asking them exactly why did teachers get five hundred dollars and the choice to
212return to campus in fall to teach hybrid classrooms while classified had to fight for months for less and we did absolutely did not get the choice we were told to go where we needed to go or stay home if we needed to stay home and now negotiations the way they're going um we're definitely it definitely feels like we're and i'm gonna wake up to emails and i just i just really want the board to consider that and go home tonight and really think about their their alumni their parents and all the other classified staff who are actually a part of your a better of your community and are your constituents thank you good night thank you that was our last public comment thank you no um i have a motion to move adjourned tonight meeting
213so moved apodaca thank you all in favor please say aye hi thank you and good night have a nice summer vacation you
