004of the classified employees of Chulavista. Good night. Thank you all for being here. And thanks to the classified staff. Today I want to talk about the challenges and obstacles that are happening in classrooms. In recent weeks we have seen that they are laying off people. We have to be honest. Perhaps they want to save money, but this disrupts student continuity and sends a message to the people who built this program that they are disposable. Like the positions, these posts are disappearing, not sorry, the people we are interpreting, the person is reading it and speaks very quickly and at a very low volume. We have seen that they are undervaluing their professionalism. This is not inclusion, this is not support. This is not how you build a healthy school community. creates an environment of fatigue. You're

005hearing that we're filling positions, right?, with people, and this brings us to the final problem. They increasingly justify the subjects with other tasks as they are distributed, and the burden should not be placed on the classified employees. send a message. Sure, your time is flexible, but our responsibility is not. This cannot be, it cannot be sustained and this cannot be respectable. And this is not how it should be handled. Why are they filling the positions of our qualified employees? So, today I am here not to criticize, but to call for something better, something better for the students and the people who serve them. We need respect for the paperwork. We need stability. And we need accountability from the system and from the leaders. Ah, classified employees must be treated with dignity. Their contributions need to

006be valued. Thank you. Chulavista educators, Mrs. Rosy Martinez, good evening. Today I am here with a heart, since the last board meeting we had. Esperanza taught classes at the school. She was a teacher in the district for many years. She was active in our union. Another teacher we lost was Darcy, who taught at Liberty School, and we extend our condolences to her family and loved ones. To the families of the lac too. I would like to ask for a moment of silence to remember them and to honor them. They are an example of the talent and dedication we have in this district. Teachers, social workers, nurses, speech- language pathologists. I can continue to serve all those who choose to serve the students as a career with dedication. Today I had the opportunity to be on

007the teacher of the year committee and we received many recommendations. It was wonderful to read about all the amazing work that is happening in the halls across the district. No, really. I want to go to the schools and see them in action next week. Um, one of the important things about my position is to go to the schools and see how they are teaching, what is happening in the learning process. They also need a fair wage. The cost of living is becoming an ever-increasing challenge. District employees must be able to provide for their families' essential needs. We also ask that you recognize the financial situations of our members. The cost of childcare has risen significantly. Health costs. There are people who are paying $500 a month. We are truly asking you to consider the quality

008of life of your employees, and we know the tough decisions you have to make. Meanwhile, we're about to move into the election year. Any interested candidate should contact us by February 6. We want candidates who understand and support public education and who appreciate the work we do here for Chulavista students. We are looking for candidates who understand and work for the community. We see parents as partners. We want to continue working together in a collaborative manner. We are proud of the strong relationships we have created and want to expand that collaboration with our parents and community members. And when education is under attack, we have to stand together. We cannot dwell on the negative aspects, as they will distract us from this. Thank you. Excuse me, a moment of silence. A moment of silence for

009the teachers we have lost since the last meeting. Did you see it? Thank you. Chula Vista Administrators Association , Teresa Corona. Thank you. Good evening, President Ugarté. Dr. Reyes. On December 17th I contacted you regarding the closed campus policy on the original policy. Then I spoke with this board of directors who were, well, it was sad that they were reviewing this policy. I don't want to reopen the debate, but what we should talk about is what followed and what we as a district must learn from that experience. After the policy passed in November, the directors did exactly what this board expected to do. We implemented it and it was done, and this required a lot of work, and you know what that was: communicating with families, redesigning plans, answering questions, also handling community concerns, and

010when the policy was reviewed a month later, this not only changed the direction, but multiplied the workload. And that's what I want to talk about today, that when the policy was reviewed, we still had to go back and recommunicate and readjust and explain why the changes were made after the information had been made. So, many of us are still working on how things will be in school in order to implement this policy. And all of this happened while we were responsible for safety, supervision, and daily operations. I shared with you that it was discouraging, and not just because of the results, but because of the invisible work that goes on behind the scenes of the forum, because what happened in December required a big change. And it is very important to know that none of

011this work is for student benefit and we must be instructional leaders in our school. There were important lessons that happened for our district. First, implementation matters. When the board passes this policy unanimously, or when our district introduces a new plan or initiative, it takes time and must be clearly implemented by school leaders so that we can make the initiative or policy happen. So, the other part we have to take away from this is that the voice of the directors matters. Principals are closer to the reality of supervision, staffing, safety, and student behavior. Our operational perspective must be practical. And then the district makes decisions that seem reasonable on paper, but create inefficiency in practice. Third, I want to reinforce the importance of the command. When community concerns go directly to the district or board, problems

012that could have been resolved locally escalate unnecessarily. And finally, I want to address that as we go deeper into rigorous learning for all, for the 2627 school year, this is where those lessons I mentioned need to be implemented. So we have to commit to collaboration and the work of this district, but the implementation must be respected and we must be given the stability needed to succeed. Oral communications provide the public with the opportunity to address the board on matters not related to the agenda . Speakers are asked to limit their remarks to 3 minutes. The board will limit the total time for public input on each topic to 20 minutes. With the consent of the board, the president may increase or decrease the time allowed for public presentation depending on the topic and the number

013of people being heard. No action can be taken from the board. Good. Superintendent Reyes, members of the board. Um, I'm concerned about the projected staffing for next year and all the services that are provided. Our students are having problems with their mental health. The staff as well. I understand that there is a security committee. My question is, do you consider the impact of mental health and school safety in the classroom? In the environment? It has been said that the board is going to make cuts. These cuts will impact the classroom. Most of our students used to have a counselor on campus, a behavior assistant, and were physically active, and PE class was also essential. Counseling and behavioral services from the private sector are very expensive. Having these services available at school removes barriers and increases

014accessibility for everyone. I'm going to have to turn it up because I can't hear you. No, it's not. Look, mental health services will always be a missing component. CBSD received some of this before the funds were frozen in April of last year, and the district has requested subsidies for the Medicate program. The district is concerned about chronic absenteeism. Children aged 6 to 17 experience a mental health problem each year, starting at the age of 14. Schools offer a unique opportunity for early education, intervention, and prevention. In accordance with the policy of the By Institute, they have already rung the bell. The lady needs to stop her speech. In conclusion, I believe the district would benefit from creating a mental health community of counselors, psychologists, nurses, behavioral assistants, and coordinating solutions. I encourage the district not

015to make these cuts to student mental health . Delia Robinson, good evening. As everyone knows, I always come to the meetings. Today is different. A few months ago they said the district was considering deciding whether to continue with the Achieve program or not. On Friday, our president reiterated this fact. After speaking with my colleagues, I want you to hear from us directly. We are not married to Achief, but we would like the program that replaces Achief to be the same. It is a very valuable tool for a teacher's toolkit. This makes a difference in reading levels. In my class I don't just teach in two languages, but I have students reading from first grade to eleventh grade; there's a wide range. Achieve allows each student to access the same content, but at a level they

016can read and understand. For example, if I am teaching a lesson on Martin Luther King, I can design an article for all students and each student will receive it at their level. There's no way a teacher can do this for 30 students and do it many times a week and in two languages. Each article has a review. The students are reading the content, but they are still practicing comprehension skills, main idea, vocabulary, context, and also things they enjoy such as space, history, technology, and the animal world. The topics are endless. Students practice with achiv . Parents, teachers, and children know instantly whether the child understood the material or not. Teachers can use this information to go back and teach these areas of need. Finally, Achieve is a predictor of how they will perform on the

017CASP test. Achiev can help students with time who may need help before the assessment. This helps us to intervene earlier and in time. Level Set focuses on vocabulary, item activities, reading skills, and standards. In conclusion, I would like to reiterate that we are not married to Achi, however, we do see the benefits of this program. If it's not going to be available to us, we're asking, begging you to please replace it with a program that's almost as similar, because as a teacher I can't differentiate at the same level. Thank you, Claudia Pérez, girl. Good evening, board members and superintendent. I'm here to talk about the behavioral assistants who are going to stop employing. This directly affects all classes. They were hired and told us that we would go to the classes and then we would

018see what else. We were told to approach the students with empathy and support them, and we did. This year they pulled my hair, broke my glasses, bit me, and I kept going, not because it was easy, but because the kids needed someone when they felt so overwhelmed. And we do this work so that these humans can regulate their emotions. And we do this so that teachers can teach the other students in the classroom while a child is going through a crisis and this child is receiving care with dignity and respect. And this is not extra support, it is essential support. Uh, I've created visuals, I've created a language so that everyone knows what we 're talking about. I work closely with the administrators on a daily basis. I handle the reinforcements, I handle many things

019at Rogers for the students, and I also manage, uh, to keep the PBE, the PBIS system alive. And our students will have these systems in place, but 30 schools in this district will not. 30 behavior support staff will lose their jobs this June without transparency or warning. Nobody told them it was a one-year position. This cut, this cut when you are removing these people removes security, regulation and access to learning. And this is a great loss that all the students of Chula Vista are going to feel. Thank you, Delia Dominguez. Trust grows through transparency , and transparency is honesty and responsibility. I understand why our community has doubts, our sincerity, many concerns, examples that are being ignored. Since December 2022, I informed them that the table needed to have an officer. I was sworn in

020correctly. I repeatedly want to identify students who do not meet academic standards in order to provide them with appropriate support, and this was ignored. I chased after title one money only to find out that no school knew exactly how much title one money they had. The difference was sent back to the district and the district decided where I requested the evaluations and also requested that the researchers tell me beforehand, but it was ignored. I asked my employee for many things, I asked to speak with the legal department and it was ignored. The superintendent's contract from May 2024 that I brought on September 10, is signed where it says President Ugarte and Vice President Tamayo. I have no doubt that the role was assigned to these members. Mr. Tamayo was not the vice president, it was

021César Fernández. That is a complete misrepresentation. the lack of a dual immersion study plan. I applied and asked about this since July. They made me believe that the staff was acting outside of their direction. I apologize to the staff from the bottom of my heart, because you were told one thing and I was told another. Many media outlets were completed . We must not misrepresent anything. Lying is wrong. My employee said he never sees the offers until they are signed, but November 2024 he told me directly that WW had lowered the price somewhat and that was the reason it was taken off the agenda. That was not communicated to the ME members. Last month, Leticia, whom I don't know, announced to a group of people that my employee hired her to run against me. This

022employee is saying that I'm asking too many questions. I ask everyone to ask me for forgiveness. This is being done to silence me, but they're not going to harass me. We have options, but the worst option is to do nothing. My integrity is non- negotiable. Negotiable. I have a moral obligation to do my job. I'm not here to get your approval. I hope we're all on the same page. I am here as the voice of parents and, more importantly, the children you are dedicated to supporting. I encourage parents to remain involved. And this is my deepest wish to work with our changing school staff , who work so hard and are not appreciated. Thank you, Berta López. Good night. I speak today out of concern about how this board is using its authority, because it

023must be in the best interest of the students and staff and not for personal disagreements. And this has happened at many other meetings. At the last table, at the last meeting, you, Mr. Tamayo, ah, well ah, did not let your colleague speak and your behavior, Mrs. Ugarte, was truly undesirable. Mrs. Ten, please listen to the parents. The only voice I hear from you is second. Disagreement is not bad behavior; asking questions is not wrong in fact. That is the reason why the members are elected. I am truly concerned about the policies being reviewed today, especially after this board decided to move forward without CBSA's help. It causes a loss of trust and integrity. Let me remind all of you sitting there that this institution is a public institution and it does not belong to any

024individual; it belongs to the community. Silencing them sends a very dangerous message. Responsibility doesn't matter. And comfort comes before transparency. I truly ask this board to focus on public trust, to govern with integrity, not with resentment. The community is watching them. And I just want to applaud everyone who is here. If you don't believe what I'm saying, read the articles in the Voice of San Diego. I see their faces there. Please, smile. I'm here smiling. We are all here trying to work together. Thank you very much, Laura Green. Good night. My name is Laura Green and I am here to speak to you as an employee, as a public nurse who works daily in this community to mitigate the mental health crisis. And as a father of five children between the ages of 10 and

02517, the youngest is in fifth grade and attends the Hellcrest moderate half-day special school . Just a block away. I am serving my second year on the school board at Healthcrest. I am sharing all of this with you, hoping to communicate that I have an understanding of best practices in mental health, child development, equity, as well as funding for school budgets and programs. I am also deeply aware that we are facing terrible decisions due to the federal government's cuts. Uh, what we do is going to affect education for decades, if not for generations after the loss of the budget for mental health, the language changed. Schools are forced to use their own school funds to be able to finance counselors. We have paid half of our counselor Sara Forgoman for 4 years and in that

026time Mrs. Sara has created the culture of our school through individual counseling, support groups, creating clubs and supporting our educators outside and inside the classroom. Sara is a fundamental part of our school's team and culture, and Hellcrest is an extraordinary school because it has an extraordinary team. I was informed last week that Mrs. Sera will not be returning to Hellcrest next year. The counselor position at our school is paid for by the school and someone will fill that position depending on seniority. I am here asking that the decision be made based on what is best for the students, best for the school, and that it has evidence-based practices. The effectiveness of a school social worker lies in making connections with the family and building trust. There is absolutely no language in the contract that justifies

027this decision. It appears to have been done for the convenience of adults who are responsible for filling the positions. Vacancies decisions. According to the needs of our children, mental health and education should always be prioritized. I ask the board to please withdraw this human resources decision so that we can meet the educational and mental needs of our students. On a personal level, my 13-year-old daughter is having success thanks to Mrs. Sera. Teresa Hill, good evening. I am a teacher in Allen and a community and I am also on the school board thanks to the board for listening to the parents' concerns last month and about the policy of entering and leaving the school. On the night before the children returned to school, a letter was received from the principal, specifically for families of kindergarten, transition,

028and preschool children . Uh, parents can no longer enter the school grounds during kindergarten, during the morning. Now we have to hand over our son to someone we don't even know and whose name we don't even know. Um, the teachers aren't consistently present to supervise the students, and if you want to talk to the teachers, please send an email. Unfortunately, the teacher responded to the message yesterday. That has not always been the case, and this is not realistic for all families. Each concern requires an individual meeting. These restrictions continue to break the relationship. Master ah father. Before, there were 70 or 90 parents leaving their children, and now that number has dropped by half. There are no volunteers in the classrooms. Teachers are not allowed to enter. We ca n't go as chaperones on excursions,

029and the only opportunity we were offered last term was because I requested it. Otherwise, the Nubier teachers have had no opportunity to participate with the kindergarten teachers. This cannot be allowed. This does not align with the district's commitment to welcoming parents. Thank you. and Alen could not continue with the ongoing support of his parents either. Oral presentations and written reports. Dr. Rossendals, district health and safety update. We don't have any updates at this time. Thank you. Approval of the consent schedule. The following items under the consent schedule are considered by the board of directors in an action. There will be no discussion here before the vote, unless the board members request that some items be discussed or removed from the consent schedule. The staff have brought up article 10C subsection D. And I believe Mr.

030Pong is there . Starting with Ms. Ramirez Dominguez, do you have any items that you would like to remove from the consent calendar? Yes. Article 10 CJ. 10 B 10D 10E 10F 10G 10H and that's all. Mrs. Dominguez Cervantes, 10J, page 7 of 11 and 10H, please. That's all, Mrs. Ten. None, Mr. Tamayo. Nothing. Okay. I have a motion to consider and accept the consent schedule without item 10C of 10D, 10E, 10F, 10G, 10H, and 10CD. CD, I have a motion. Uh, I request the motion. Ramírez Domínguez, the second Tama. I, secretary, please call the vote. Ramírez Domínguez, me. Domínguez Cervantes, me. Everything is within me. Tamayo, me. I'll play you. The motion passes unanimously. Starting with 10 CDs, Mr. Pong. Thank you, Mr. President. Ugarte. Oh, do you want to make a correction on

031page 10? under the rating. The fourth one says category A, but it should say category B with the certificate application. This is on the bottom page, category B. Article 10. C J Ramírez Domínguez, page 7 of 11. I have two. The first is Nicole Miller and Associates will provide investigative services as needed. My question is, can we have a timeline for when this company would be hired? That's when the district or the president says it's best to have an investigation. That process would involve investigating our staff. I just want to know, are we investigating within the district or outside of it? And he says we'll be paying them $250 an hour. What is the usual pay? We've done this before. Yes, sometimes agencies from outside are hired, and it varies. Okay. Dominguez Cervantes, I have

032another one. Uh, next up is Roman Talk and Body and Paint, who will be painting the color. We're all painting as needed. The trucks are required to be painted, and it's a special shade. So, it's not every year, it's as needed, and the amount of money is as needed. OK thanks. Domínguez Cervantes. Yes. On page 4 of 11 under waivers, staff continuing education. I have a problem here with one of the individuals who is here, because I don't have the complete information and the information might have changed my vote if I had the information. Correct. That's it, that's all. I am going to request a motion to approve Article 10Cion made by Mr. Pong. I have someone to back him up. I second that. Mr. Tamayo succeeded him. He supported everyone. Secretary, call the votes.

033Ramírez Domínguez, me. Domínguez Cervantes, no. Tolsten, me, Tamayo, me, Ugarte, me. The motion passes 4 to 1. Article 10D, Ms. Ramirez Dominguez, if the implementation of the University of San Diego, I believe it is a magnificent idea to collaborate with professional education, to support our employees. I just want to know how much or who is paying for what. Dr. Reyes, thank you for the question. This is in collaboration with the University of San Diego and we were very careful to ensure that this was budgeted for the district. We are applying for a subsidy. So, basically, we would move forward if we received the subsidy. We're giving our money for something. And when will we know? We'll get an update at the end of June. Thank you. I am requesting approval. Ramírez Domínguez requested it, and

034then Mr. Tamayo seconded him. Ramírez Domínguez, I, Domínguez Cervantes, I, Toston, I, Tamayo, I, Hugarte, I. The motion passes unanimously. Article 10E, Ms. Ramirez Dominguez, approval of the school responsibility report cards for the 2425 course. I think I am... Can you give me more information? Dr. Reyes. Ms. Morales, this card is a document that is updated annually by our directors and contains CBE data and is published on the district's website. There it is. They are not ready yet because they first need to be approved by the board of directors. We'll see it first. You requested it. Ah, I also see that the public does n't have it yet, so they just request them normally. This is an internal process. We have Ms. Castro in our communications department and she sends the directors all the areas

035that need updating. Then she checks that they are all up to date, and then what happens is that our senior directors, well, they review them and approve them to see if there are any changes that can be made, and then they come to me and our team checks them and sees errors and if there is anything that needs to be followed up on. There is an internal process for reviewing them. Okay. I was just making sure. We're checking because it seems we saw it on OneDrive, but we 're not sure if it uploaded. We are verifying. Yes, I just wanted to make sure we all had the information. And if it's on OneDrive, I don't have access. We'll give you copies of this if you want, or the PDFs, uh, whichever is faster. So, I

036request approval of this article on the condition that we will give members access to the PDF. They're already uploaded to the page, but I want to make sure we can send them the link so they can review them. Someone to second him with emotion. Mr. Tamayo raised it, he requested. Domínguez Cervantes seconded him. Please call the votes. Ramírez Domínguez, me. Domínguez Cervantes, me. Toast me. Tamayo, me. Hugarte yo. The motion passes unanimously. 10F. Ramírez Domínguez. Review and accept the quarterly report to the San Diego County Education Office regarding the Williams boxes for the period of October to December 2025. So, what I can see is that there are no complaints. That's Mrs. Morales. That's my question. There is no report at this time. So, my follow-up question a couple of months ago, an incident where

037several parents said they were going to fill out a report, does that mean that report was not filled out or was not filled out correctly. For example, with Arrollo Vista, where there was no toilet paper, the report was filled out , but they are an autonomous school. If you check with the county office and it's outside the window, and even if it were one of the schools, we're not going to be with this report because it's outside the window, but it doesn't continue with us, it's with their school board. Okay. Again, because it's an autonomous school and they have their own council, and it's also the Williams report. The council is its own board of directors. For example, Discovery has its own board of directors. Rollo Vista also has it, and that Williams report has

038to go to the board. So, if we are the ones who select and appoint the directors, right? So, for that school, it's not our responsibility to work with the leadership there to ensure that this doesn't happen again, it does n't happen. So, where does it fall on that fine line? It seems like we're washing our hands of this. She's talking about, uh, Williams' complaints, and those are two different things. She requested Williams' report, and this is for the Board regarding responsibilities to the directors. And if I remember correctly, I spoke with the principal and sent a follow-up email to see what the principal did. But to move forward, we want to make sure that it won't happen again. She shared all the things she did to make sure it wouldn't happen again. Having the council

039member check the restrooms. I don't know if we still have time in the end. Last month we had no opportunity for reports or comments from the board of directors. In that case, we can request that they can give us a better understanding, perhaps a presentation of our responsibility for dependent and independent charter schools . This is a consensus that will be put on the agenda for next month. Mrs. Ugarte, we need to make sure it's on the agenda. Thank you. Then, Mr. Tamayo requested the motion, and Mrs. Dominguez seconded it. Ramírez Domínguez, I, Domínguez Cervantes, I, Ten, I, Tamayo, I, Play, the motion passes unanimously. 10G Ramírez Domínguez. Can you give me more information on why the migration of numbers is talking about ratifying the contract with AT&T for the migration of district phone numbers

040to a cloud-based system integrated with Microsoft Teams? We are transitioning to Teams, which gives us more convenience. School telephones. Yes. And that's going to be a cost to Wi-Fi. It's a separate cost. Thank you. And he says, "At the end of the project, it doesn't matter, it's only going to be 10,000." Yes, I request approval, I second what Mrs. Ramírez Domínguez requested. Tamayo seconded him. Secretary, call the votes. Ramírez Domínguez, me. Domínguez Cervantes, me. Toast me. Tamayo, me. Ugarte, me. The motion passes unanimously. 10 AM. Ramírez Domínguez. Approve the renewal of the coalition membership for adequate school housing for the period from February 1, 2026 to January 31, 2027. Could you please provide me with more information about this membership? In this case, Mr. Pong, the facilities team, she conferences, workshops, each agency, for example,

041AXA is for administrators, ASH is for facilities and supervision. Thank you. But it says in the description that we have discounts for events, right? Yes. You know how much of a discount we get, Mr. Pong. It varies by program, but it's usually from $100 to $200 because I'm seeing a travel request here for $0,000. So, I want to know if this is it. Yes. So it's more expensive than $1,000. Okay. I'm going to ask more questions when we get there. I ask to pass 10H. I second that. Ah, Mr. Tamayo requests it. Mr. Tamayo seconded that. I saw that you got 10 H. Approve the renewal of the membership of the School Housing Coalition for the period from February 1st to January 31st, 2027. I would like a little more explanation. What are we approving?

042This is an organizational membership. because we would not receive anything if we were not members of this association. Just like Mrs. Ramirez Dominguez, we have discounts on conferences, membership programs, and so on. I can continue with the question. So, I know it's been a while, more than a year, since the staff housing subcommittee that Mr. Tamario and I were part of. I don't know if this is connected to this or what happened. We 're not talking about housing for staff, we're talking about schools. Thank you, Madam Secretary. Call for votes. Ramírez Domínguez, me. Domínguez Cervantes, me. Tolsten, I. Tamayo, me. Ugarte, me. Motion passes 5 unanimously. At this time, I would like to welcome Mrs. Angela Rossendale to welcome our new employees. Thank you so much for this opportunity. We are very excited to announce

043the people who have given Samuel Contreras a better position as manager, and Pamenilo as well. Erika Tomás went from special education instruction assistant to student assistant; Cristian Vargas went from van driver to truck driver. And we also have the opportunity to interview the senior director of operations and maintenance today. That's a great title. We are excited to introduce Mark Aranda. He comes from the Orange unified district . So, welcome to Mark and we invite him to the podium to say a few words. Tocto Reyes members, cabinet members and the Chulavista community, thank you for this opportunity to be the director of facilities, planning, maintenance and operations. I am blessed by this opportunity. Thank you, welcome, and congratulations to all. Okay. Public hearings offer the public the opportunity to address the board of directors on specific

044issues. People who want to address the board must fill out an application to be heard before the meeting, and speakers will be limited to 20 minutes and must speak professionally and respectfully. And the board can set a time limit for these comments. The first article, to hold a public hearing to perform a specific service during the period from January 26, 2026 to May 2026 and to adopt a resolution relating to short-term certified employees. Dr. Rostendale, I'm going to pass this on to Mark Punk. This year we have been updating our student devices and other teacher devices. So we need more staff to be able to deliver this to the schools. So this will allow us to have someone temporary. uh questions from the board or comments, there is a schedule that has already been shared

045with the leadership, with the directors, so that they know when this is going to happen and the staff knows when it is going to happen only because some staff have been asking. We've been waiting, we've been waiting to see if our IT department has had any people available to help with the migration of these devices. When do you expect this to happen? We have a meeting at the end of this month and all the directors attend this meeting. Any other questions from the board or comments? I now open the public hearing. There are no speakers. Since there are no speakers, I am now closing the public hearing. This is an action point. Uh, I'll call for a motion to approve 11B. Mrs. Tosten requested it. Domínguez Cervantes seconded him. Ramírez Domínguez, me, Domínguez Cervantes, me,

046Tosten, me, Tamayo, me, Hugarte, me. The motion passes to a public hearing to receive comments on the initial collective bargaining proposal from the Chulavista CBCEO classified employee organizations to the Chulavista district. This means that the board of directors discusses the negotiations with our classified employees. This is for the agreement because the contract ends in June of this year. Any questions or comments from the board ? I have a question. So, I read all the articles. The titles, but when negotiations open it also comes out that the contract expires on June 30, 2026. Okay. Any other questions or comments? I am opening the public hearing. Since there are no speakers, I am now closing the public hearing. This is an action point. I am asking for approval. Mr. Tamayo requested it. Ramírez Domínguez seconded him. Recording

047secretary, please call. Domínguez Cervantes, Tosten Tamayo, Hugarte yo. The motion passes 5 to 1. A public hearing will be held regarding the general extension request to provide Extended School Year (ESY) with reduced days from June 9-30, 2026. This is a Round Year-based program. Any questions or comments from the board? I'm just checking. I know this is more than a transaction and it happens every year, but I'm just making sure that all the hours will be available during these three weeks. All the necessary hours must be given; the required hours must be given. Okay, I request a motion to try another question or comment. I now open the public hearing. Since there are no speakers, I'm closing it. This is an action point. I request approval. Ah, ma'am, please move it, ask for the votes. Ramírez

048Domínguez, me. Domínguez Cervantes, me. Tamayo, me, Ugarte, me, Tosten, me, the motion passes zero. Administrative matters. Article A. Adopt the resolution of the Board of Directors of the Chulavista District Public Facilities Financing Corporation , appointing officials and taking related actions . Dr. Reyes, this is an annual action item that we do after the board of directors chooses the president and members. We have no one to answer any questions or comments from the board. I just want to confirm that Lucy Hugte will remain as president. Okay. Point of action. I request approval of 12a and 13a. Madam Secretary, call the votes. Ramírez Domínguez, Yo, Domínguez Cervantes, Totentayo Ugarte. The motion passes first and second reading. Policies of the erecting table, administrative regulations and statutes. 13A. First and second reading. Possible review by post revisions of policy

0494113 of the certified staff allocation. Dr. Rosendell. Yes, thanks. This policy addresses the duties of certified staff and the district's obligation to hire and ensure that all employees have appropriate certification. Any questions or comments? To be clear, we're not just ensuring they have the certification; it's a policy review. Thank you. Some other? I request approval 13a. I second that. Mr. Tamayo requested it. Ramírez Domínguez seconded him. Secretary of minutes, please call for a vote. Ramírez Domínguez. I, Tolsten, Tamallo, Ugarte. The motion passes 13B, first and second reading possible review proposed policy reviews of table 413 423 4332 and staff all staff publication or creation of materials. Dr. Rosendale, thank you. This is the publication or creation of materials ensuring that we are in compliance with federal and state guidelines. I have some questions. For example,

050on page one of two, when you see the third paragraph, sorry, it seems that CDE owns the teachers' brains. Obviously, some things are going to happen in the course of the work, just by developing the curriculum. Not all teachers use the same style, but if a teacher develops something, they are also using skills, but now they are going to be punished. Why, Mrs. Rosend? Can you please explain? This policy has been in place since 1990, so we are reviewing and making changes. Yes, it was last updated in 1990 and it's been quite a while. So, ah, as recommended by Figmat, it was recommended that it be reviewed. Then after reviewing and looking at other district policies and consulting with our lawyers, reviews were done and yes, when teachers are creating materials, the district has a

051responsibility to see what materials have been created. We, as a district, ensure that they are creating materials to support your instruction and learning. So, are you saying that teachers are doing work outside of school? using some combination of district time or resources. So, for example, if there are teachers who are having collaboration time because it was done during normal working hours, then after school it doesn't count. Then we can have ideas and create materials, but it has to be in after-work hours. I have to right now too. So, if you look at the last sentence, it says that the district cannot have the right to compensation. if these materials are prepared during normal working hours. It's as if they were developing something from which they are going to profit. That makes sense. I'm just wondering

052if CBE or our union consulted the leadership. The language is here. I understand where they're going with this, but I just want to make sure because it's kind of scary, but I do understand what you're saying, but as long as it's clear here that it's during working hours, it says " during" unless this is a point of action. Ah, they didn't answer my question. Oh, she just moved her head. Thank you. She laughs periodically, so I don't know. This also applies to instructional assistants and our behavior people in how they were creating courses and programs for the benefit of the students. This is just for teachers, this is just for school officials. So I'm assuming that CB CEO will also agree with this. Oh, interesting. Then we should stop this one, then we'll do a

053second reading. Thank you. Hopefully, CBCEO will review it. Let us know. And also from CB to ACB. Thank you. Now yes. Okay. This is 3 first and second reading. He resigns, and that's Dr. Reyes. Correct. So, there's a committee and we've been receiving various policies and this is a new policy. As we continue with this recommendation to review all board policies, we should also review the bylaws. When we look at CBA, we see that many of our policies, this is a review, this is a new one in particular, but there are A, B, and C in the statutes, but there are no more, there are no statutes, but it is the language that has been chosen. I just want to make sure we 're not breaking any laws by not having this, right? The laws

054basically because everything in the statutes are government or education codes. If you look at the writing, there's a lot of language here; it's talking about government or educational codes so that the board members don't have to research the codes; they can just access the bylaws. Thank you so much. Good question. This is an action article. It is approved. Seconded. Seconded by Tamayo. Secretary, please, the votes. Torsten. I, Tamayo, Ugarte, I. Motion passes 13. First and second reading possible. Adoption of statute the table 9224 oath affirmation. This is the same category; it is the oath for the newly elected members of the board. And I believe Mr. Tamayo mentioned it in the book of statutes. It 's not registered, but it is in the CSBA. It's completely new, that's why everything is underlined and it basically

055talks about how the process should be when there is a new board member. Questions. Yes, as I was saying earlier, I told this to the super superintendent. I said in December 2022. So, for corrective measures we can make sure, I saw the TCB code and in fact we were told that we are in error and that if we had not taken the correct statement, if there is a ceremonial statement. When I was initially going to be sworn in, I asked if my pastor could administer the oath to me, but at the state level they told me, "No, only ceremonially," and a member of San Isidro administered the oath to me at that time. Only certain people can administer the oath, and I think that perhaps many people here don't look at these government codes. Yes,

056it's called an oath or affirmation on the first page, second paragraph, but it also states that the notary public is also qualified to administer the oath, and even the directors. So, I think if we're going to cite some of those, I think we should have the entire list. If there's a list and it says that any other official can administer the oath, and it gives the codes, if they want the entire list... So, too many people is too much of a problem. No, it's not that it's a problem, we don't want to modify it if they decide, "Oh, you know what? We want the state superintendent or any other person." So, to include everyone, that's just an example. Or if someone else who isn't on this list... We do n't have to modify it that

057often. We put a list of who is immediate, and it's similar to what they offer in the examples. This is something that is approved by CSBA. The language is similar, but the idea is to have it broad enough so that if a code changes, we don't necessarily have to update the board policy. So, I can suggest and recommend because it's not mentioned here. It is mentioned on the first page, but when you're identifying these, that's my suggestion. We're not going to be here forever. I hope not. It's for when others are here. It is approved with and adding what was just mentioned. Seconded by Domínguez Cervantes, secretary, please votes toen yo, tamo, yo, hugarte yo, motion passes 13e. First and second reading possible adoption lawyer of board rule 9124. Lawyer. This is a new board

058rule policy. It is also another board policy that is missing from the bylaws book, as the board can access lawyers. And while we have had the practice of doing this, we haven't put a Statute, which makes it more difficult for the public, a board member, to understand the process, and we want to be transparent about this and offer something that is being recommended. Questions. I do. So, where it says in the second sentence, when a board member abstains due to a conflict of interest or any other reason, then I 'm not sure. The board member has to say why, and they say, why? Because there is a conflict, but because they say, "It's my brother they're hiring or something like that." They ca n't. If you want to go into detail, that's fine. Or just

059say conflict of interest. You do n't have to go into detail. And to be clear, I know this happened, please, Secretary. Dominguez Cervantes, I, Tosten, I, Tamayo, I, Hugarte, I, motion passes 13F, first and second reading. Possible adoption of board ordinance. 9251 censure of board members. Yes. And again, any policy at the board that we didn't have, there is a process through the codes. Mr. Tamayo, There are several bylaws that address other members, but one missing piece is the process and the right of a board member to respond if that happens. So, based on the CSBA manuals, we want to adopt these manuals instead of creating our own. The CSBA manuals clearly outline the legal framework and how these bylaws are established and maintained, and that's one of the important missing pieces because you want

060to have that process in place. There are references in other board bylaws, but the process isn't in our bylaws. Questions. Yes. So I understand if the purpose is to prevent censorship of information, but who will determine what should and shouldn't be said? Aside from private information, the board will have to make decisions that three or four board members have to approve. Because it says I can complain, and that's my question. I can say, "I have a problem with Ms. Delia, and she said something, and I don't like what she said, so we can censor her." And if all three agree, then the We censor. All procedures and policies must be followed. Let's say we do all that, but at one point, in a meeting, I feel that her comment made me uncomfortable. So, we're going

061to start the process depending on how I feel that day. Yes, let's say I got three votes, convincing everyone that I 'm right. So now we're going to shut her down, to silence her. I want to clarify something you said. When you said, "I'm going to convince the other two," that's a violation. If I mention it and follow the process, there has to be a vote. And if I say, let's say I don't talk to anyone, but I follow the process, I mean, I speak here. If you look at the process and see what can be censored, it's not just about what you feel, but you have to provide evidence. It's much more than just expressing your feelings. There has to be evidence and different aspects presented to the table. So, it's not an easy

062process; it's a very detailed process. So, if you look at the instructions, It says that district approval is required, including but not limited to certain actions, and then it gives several options. It 's not insignificant. One of the important things that I think the bylaws state, and I think it's the wisdom of the CSBA, is that censure should n't be based on differing opinions or minority votes. Those are things we might disagree on here, but that doesn't mean that because we have a disagreement with Lucy, next time I'm going to want to censure her for that. So, if I disagree, I think that falls under censure. Then I would have to get someone else to second that before, and then there's a process, and there's guidance on the process depending on the situation. We might

063want an outside investigation or one by the district before we present it, and then censure isn't just, "Oh, we're going to censure you." There are a few things it says the board can do. We can choose not to take action on such and such, we can discuss it, we can say, "You know what?" We think the reasons are not valid, or we can say, you know what? We believe this can be resolved through training. So, it's a possibility, or we need to find a possible solution to avoid being censored. censored, but one of the things it does say is that it does not affect the censored member, unless it is a statement from the board, that any behavior that started this is not acceptable to the board. I understand. Thank you for reading it again.

064Nothing more than how would we know who is going to determine and what if it is used incorrectly, it can be presented who is going to be that can not only be like another policy of the table, although it does have its one, two, three steps, but it can be defined as something else again. How would you determine the difference between my First Amendment right and thinking I'm wrong according to policy or standards, and that's where the problem lies? Who's going to believe me? And what if the person who's going to believe it is someone who thinks I'm not acting well? Then it really affects me. And then having the power to do that is censoring people. Let me make that clear. Nothing. This is a legal and governmental code. Right now we can censor

065each other if we want and go through this process. What we are doing is putting codes in place so that the policy of the table says that we are putting this code, this policy. We just want to provide a code for future members. This does not stop us from doing it. If we don't have this, then we can't censor each other. So, what you 're saying is, what's the process right now without this? It's the same thing. It's legal anyway, but we'll put it in a small paragraph at the bottom so we don't have to go through all the codes. Who is going to be behind us, for example? Well, let's do it, the five of us. If there is a discussion, that discussion will most likely be in a closed session and there will

066probably be a legal advisor there guiding us, guiding any questions we may have; it's not just Lucy, me, or someone else. There are five of us, including the person who may be affected by this. And yes, we're going to say, obviously our opinion is valid, but during the discussion we obviously have to separate that person from the discussion or the closed session. Yes, he says, "How are we going to say they're trying to censor me? I have to respond to everything that's said, and yes, I will have the opportunity to do that in writing. That 's documented, but again, the way all this is reviewed at the tables is by ourselves. I think I read that there's a censorship process where the person being prosecuted—let's say it's me, it's you—you can bring your own representation,

067you can bring your lawyer, and who represents you? I would . So, it would be a cost to the person being censored or trying to censor. Yes, if my lawyer wins the district, they'll have to pay for the attorney's fees. Let's say I bring my personal legal counsel and we go to court. That's what you 're saying. So, members, because I spoke with the lawyers regarding this, they represent the table, but not the individual members. They represent you as a unit, not as individuals. So, if one chooses to bring their own representation, that's your choice. You would be responsible for paying the attorney's fees." Unless you request it, let's say that Member Ugarte in this situation is asking the board to authorize payment for legal expenses, and you as a body can approve or deny

068the request. So, you're saying that the lawyer doesn't represent us individually, but as a group. Then, he doesn't represent you as a person either. No, he doesn't represent me as a person, but as superintendent, which can affect the district. If something can affect the district, then he represents me as superintendent. However, if I have a problem as an individual, the same applies as to you. So, I always ask to speak with legal representatives because the policy says we can, and I asked, but it was never granted . So, what happens? The person who has the authority to speak legally is the president. So, President Ugarte governs over us. I asked to speak with legal authorities, and you denied it. It was n't ignored as a board. We are only 20% of our employees. We are

069the ones whose 20% counts. I brought the lawyer to the... The session was closed. And if there are legal questions, I have brought several lawyers. Yes, but to address some of the issues I had, for example, I mean no disrespect to you, Dr. Reyes, but I requested that Dr. Reyes be under investigation, but I mean, I'm not hiding anything here with you present. And even if I start dancing on a table or whatever, I'm not hiding anything. So, this policy is about censorship, and it's connected to the conversation because, I mean, they're censoring me for saying what I said. Nobody is censoring you. I would like to mention the portion that Dr. Reyes mentioned, that there is a way to request that the person being censored have legal support. That would be the lawyers' policy.

070But this is the policy. It says it here. Do you want to say something? It says nothing in this section denies that members can be legally represented. But you just said that, for example, if Mr. Tamayo says, "I need to find my own legal counsel, you can "Provide that?" That would have to be a vote. So, here in this statement, there isn't even that option. So, again, I want to make sure that the policies of the table have everything they need to have written down and that there are no misinterpretations. So, I think we shouldn't make a decision on this today, so we can see your request. That's fine with me . Member Tamayo also on page 2 of four. Since if there is censorship, I do n't know if that has to do with

071what we 're talking about, that's why it's there, because censorship has to be something substantial, it's not like, oh, I don't agree with Lucy or I lost a vote and now because they voted with the minority, the majority is going to censor me or that it's under freedom of speech. Those are very broad in my opinion. So, to bring up this element of censorship, it has to be something very substantial where there is significant documentation. You said that's basically CSBA data. I just want to make sure if there's a possibility that it doesn't remain there as an interpretation, and I understand that it has to be something big or very big to be able to To be censored, we would expect, but at the same time, like a broken record, I want all of this

072in writing. The lawyer said it would be a possibility, that if they want to censor me, I can request that the district provide me with legal services. So, whenever you want to seek legal support, it has to be work-related, and then we would have to present it to the board. That's how it works. You present it, and the board says yes or no, and depending on that, we proceed, we take action. I can check with the lawyer regarding this, because I 'm sure there are things you can pay for and other things you can't. Perhaps regarding the funds, I would have to check with the lawyer. I understand what you're saying, Member Ramirez Dominguez, let me see. So, I would ask those questions, and then we'll come back to this topic. Okay , thank you.

073So, this is considered first reading 13g, first and second reading. Possible review of Board Statute 9005, Professional Governance Standards. Also, this is another Board Statute that needs updating in language based on the CSBA, where it is They clarify our assignments and our professional standards. The bylaws need updating, and as I said, many haven't been updated since 1990. Questions about this. This is recent. I thought it was reviewed in 2022. It also includes censures. It's included in this area. So, I'm trying to make sure every detail in that area is correct. I'd also like to add anything related to censure, let's talk about that. It's one thing, and another thing I'm trying to figure out. We talked a little bit about how we board members are going to strive to learn more and have more training.

074Where is participating in training and being informed as leaders? So, I just felt that the language is very broad again. The language is just very vague. So, just stating how important it is for us to become better leaders and govern better and have those standards. So, my question is, why did it go off on a vague topic? Oh, it went under board development. That's on page six. I have a question about This. Oh, professional governance, standards of professional governance, I mean, how we treat the staff and how we handle everything. Any time an administrator or teacher tells us to go to the school or whatever, they have to go through the superintendent's office. I don't know if that has to be put here, if it's part of the code. I know we've been told that

075before. It depends on the board. Well, it's part of the board's policy. Oh, okay. I just wanted to make sure, just make sure that everything related to censorship, we can do a second reading, there's no rush. Thank you. But just to clarify, there's no change. You're just looking at a second reading, right? Yes. To make sure everything is consistent with what we're going to talk about in the bylaws and that what needs to be written is written . Okay. Clarify. This one's fine. Just review the other one. Make sure it's okay so it fits with this one. I want to make sure that the other one, whatever is in this one, fits with the previous one because we're talking about the same thing. So We're going to call this the first reading because we have

076to confirm both. Yes, we're going to take a 10-minute break. Thank you, President Hugarte and members, and Dr. Superintendent. Just an economic overview in terms of the United States. Domestic product continues to grow. However, at the California level, economic uncertainty remains the same as the market. Yes. And as the 1% plays a role in financing, of course, all of that remains uncertain. We'll have more information on what they're looking at regarding the actions. The governor presented a budget for the 2027-2028 school year, and there are more cuts planned for the next two years. For our housing adjustment, we're looking at a 3% drop to 3.4% in 2027, and then 3.3% in the third year. And people are proposing funding for special education, and there's going to be a cap in 2027. In terms of funding,

077they're proposing it to support professional development in mathematics, teacher recruitment and retention efforts, and also emergency recovery for 2027. 28. And there's also a possibility that the district could fall to two levels. Currently, the district is at 58%. They're proposing to bring this in to stabilize it. In terms of transitional kindergarten, we 're implementing it for the moment, and in terms of budget risks, we're seeing 22 billion in 2728. And in the volatility of market actions, whether it's AI companies, or something like the dot-com bubble, it could burst. So it could be a big... and with respect to tariffs, inflation, and the government's response , the answers are uncertain. And then in Proposition 98, they're increasing medical costs and putting pressure on the budget. So, in terms of the district, if the district has a

078deficit , the reduction in the tail in 2627 and 2728, we're projecting 1.4 million, which is 1.6%, and we have costs that continue to rise. As we see reductions for next year, we have to continue looking, and for the next steps and guidance, we have to look at the review. There will be hearings in the coming months. The governor will hold a review on May 14th, and then the legislatures will come together for a proposal. So, with that, I'll open it up to questions. Thank you, Mr. Pon. Questions. Yes, I'd like to see if Mr. Pon can elaborate a little on what's happening with Proposition 98 and the effect it has on us directly. So, right now they're seeing, they're mentioning, manipulation, Proposition 98, where they're lowering, where they're guaranteeing Proposition 98, if in one

079year there's an impact every year after that year. So they're trying to count the fiscal money of one year, and that's not accurate accounting, so that's why they call it manipulation. So I'm seeing that this manipulation of Proposition 98 is affecting our services here, including SPEC. So everyone here in the state is trying to make it look like we're fine, right? Yes, that's correct. They even called it unconstitutional how the 6% provision is being applied to us with respect to tailings. How much is that? 1.4 million. We have to make adjustments to our request to reduce it by 6 million. Right now we're going to be working with 6 million, so not at the moment, but in future years we would have to adjust. So, that just means that if we don't do it gradually,

080there will come a year where we drastically have to do it . Anyone else? Yes, there have been changes between January and May, and the last one to adopt that proposal 98 is the problem. Let's say they give us funds. That would be more money, right? But not this year. Yes. Oh, for education in general. Yes. Thank you. Any other questions? Okay. 14 B. Schedule of reports to the education committee where members can request reports from Superintendent Ramirez Dominguez. I would like a report that was discussed in the closed session; I do n't know if it can be shared. No, we can't. No, I just wanted to make sure if that stays there, and I also wanted to ask if you could give me a chart of the approved trips. There are 2,500 fewer trips

081than 2,500 in the last six months, or since it was approved. That's all. Regarding the reports, I know we have that Friday update. Maybe they need to adjust it to tell us if there's new information or if it's no longer included because it's a done deal. Yes, I intentionally left them there to inform you. So it's a good idea. We'll inform the board that it's already been done. Okay, that's a better idea so we don't have to ask them again and so we know they're included . But I do want to bring up the request that Member Tamayo and I made for the students—we can call it whatever we want— but when they're not at the state standard, and we already know that California's standard is lower than any other state, then what are we

082going to do to support those children? And if possible, maybe we can look at Title I funds again to provide tutoring, because that's the idea of helping the children advance. They're not ready to be at the next level, and it's not their fault because it's a combination of adults giving them the support they need. So, if you give me a deadline for that, to figure out exactly where the kids are, give me a report of the kids who are failing, not even close—I mean, here you don't get second place or you pass or you don't. The kids are where they shouldn't be, and so that the teachers can teach that grade-level curriculum, and you heard this earlier , Ms. Morales, the presentation you're going to give next month is part of that. In the presentation

083we're going to do—it's going to be for next month—we're going to do a report that shows all the data from the district. A lot of that will be integrated there, but in a report from December 12, there's a link to the graph, and it says, "Where are all the students behind?" Yes, thank you. I saw that, but what we're looking at is each school, which classes, which classrooms do we want to focus on? What do we need to do? I I donate most of my time each month to any school, whatever need someone tells me about, I have no problem donating it to the students. Tell me which child—all children need a tutor. Some may be more challenging; we can bring tutors to their homes. We have to get creative to support the students. Perhaps

084in next month's report here publicly, you not only have to tell us a little about how many are failing, but also what strategies we're going to implement and how much funding we need. That way we can put real numbers to it. Thank you for donating that; it 's 50 minus taxes, so, a figure, a number in the millions. I want to know how much, because the public also needs to know that we're investing this money here. So, I think that will help us with how we transition, with making cuts, and also give that light at the end of the tunnel that we're investing resources in student learning. Thank you very much, Mr. Pon. I know it's not a small job, but if a teacher has 30 students, thank you very much. She'll add it to

085the report. I have one Quickly. A few months ago, when I went to Park View, we requested a review because the principal was asking for a water fountain so the children could refill their water bottles. What's the update? I think so. I also requested that report a few months ago. There was n't a water fountain at that time. No, she didn't want it down in the playground. She wanted it near where there was already a water fountain because she wanted there to be water there for the children. Do you remember I even made a joke about using a hose? I mean, we used to drink from a hose, I mean, just give the children water. Summer's coming. I know what works, but the innovative part isn't here. But I know that everyone else has that

086innovation. Maybe there's something out there, I do n't know, some kind of idea. Tamayo already has an idea, right? Member Tamayo. I'm sure the new person has ideas, reports. So, communication from the board, communication to the public, Member Ramirez Dominguez. First of all, I offer my condolences to the families who lost their loved ones and prayers for peace and tranquility in their homes. And since we couldn't get together, I just want to share what we were able to do last month and this month. I attended the Starlight Parade. I would like to apologize to Castle Park. I was invited to an event, but I was very sick and couldn't attend. I also attended Tactilac, the Tactilac meeting. And I also attended the parent engagement class, and I was very surprised to see that there were

087a large number of parents and that parents are participating quite a lot. So, to be honest, it was one of the best I've attended, not just because of the material, but because there were so many parents. So, it was great. I learned a lot, and also this month I attended Montgomery Elementary and the budgeting workshop. And that's all. I hope to continue and that it's an amazing year for everyone and to help the schools, and oh, I'm looking forward to the speech contest. In December, my husband and I and a group that works with We educators donated a combination of 100 turkeys and gift cards, and a principal who is an extraordinary leader. They had everything there, they made it so easy, everything was organized, and one grandmother didn't want the turkey, she just wanted

088the gift card because she said she was vegetarian. So I'm glad we had a combination. That was a magnificent job, and we also donated toys and equipment to Castle Park Primary. We went to the Tactilac meeting. Member Tamayo and I attended, and I just want to say to everyone that we are available, just contact us about anything we can do to help. I also attended the budgeting workshop yesterday, and it was very informative. I always want to see the bigger picture, and I think that's all. Thank you very much, and I also want to send my condolences to the family of Mrs. Esperanza and Mrs. Darcy. She was my granddaughter's teacher, and my grandchildren never went on any outings without a nanny, so I always volunteered as their nanny. My children don't understand how I

089can be such a great nanny, but when you're a nanny, you do n't have to... Having so many rules, and the children always wanted to come and be in my group, and Mrs. Tarsy created such wonderful experiences for my granddaughter and many other children. So, there are no words for that. My condolences to her family. Also, my condolences to those two teachers, Mrs. Esperanza and Mrs. Tarcy. Obviously, when you suffer so much, it's indescribable what you're going through. I also know that there have been losses of parents these past few months at my children's school. Those families are also in my thoughts because of the experience of knowing your child losing a parent, and something, a happier experience. The Starlight Parade. I also had the opportunity to go to the transport center, and Mr. Daver

090was there. Just seeing the harmony, and I always say this, seeing how the staff enjoy their jobs, what they do, and... They were explaining it to me. It was wonderful to see the operations, the logistics, to see a truck, I mean, we take it for granted, they're parents, we see them on the street, but that was shocking and I was telling the staff, they're explaining things to me and what I love to see, I don't know how many Lego buses, toy buses, each office had them. And that's just a quick story because we see each other every day. He always sees a bus. I'm going left and he's going right, and every morning at the same time. And it's amazing to see, and it always reminds me of all the bus drivers, buses. Thank you

091for everything you do, and I want to give you more; I want to visit you more. I do n't want to interrupt you, I don't want to minimize another concern that was told to me and it was before the public comments, the decisions and I know that belongs more in the reports, but the process of sir a structure according to the time you have had here working with respect to the social workers and the behavioral specialists. to know what else we can do to make that better. Thank you. I just want to start by wishing everyone a happy new year . It's the first meeting of the year, so happy new year. Everyone had the opportunity to spend time with their families, and not just being at work, but thinking about work every day can

092be a challenge, especially during the holidays. Having this time to connect with your family, enjoy them, and connect with why you are here. Who are you doing this for, for your family, for those you love, and I hope to be able to participate and attend school events. I've already received several invitations and I hope to attend, and that's all. Good night. And I also want to wish everyone a happy new year and I want to give my condolences to the CB families who were lost on the holidays, who passed away on the holidays, and to our staff and their families because it is very difficult, especially during the holidays. losing family members. I've also received some invitations where the directors say, "Oh, I love you. Oh, I want you to come." So my schedule is

093full until April, May. So I hope to be here in the district and also at the schools. Dr. Reyes, I want to welcome everyone. We are starting the new semester. And my condolences to these two families as well. And any family struggling with health issues, or any employee or someone in your family, I just want to say, and as always, thank you to the entire cabinet and everyone who supports us, teachers, principals, classifieds, and everyone who supports the students here every day, making a difference for the students.
