043public comments form so first up we have a comment submitted by Anonymous and it's listed as business office employees this uh let me see here we go good afternoon board we are writing this notice for the Board of Trustees this afternoon to make you aware of inconsistencies within the business office that we feel deserve attention and hopefully prompt action when the pandemic first occurred we were all caught off guard it wasn't clear from from our department heads who had to come in and who would work from home what work could be done from home who would get the necessary equipment they needed to do the accounting work and it appeared that there was a lot of favoritism in many of these areas we understand that those times were unprecedented and the and that confusion was
044widespread Across the Nation but now that we have fast forwarded a year we still have inconsistencies occurring and the situation has only become worse over time due to absent leadership we can clearly see that some staff within the business office have not returned in months and their daily work output is minuscule in comparison to others to say the least yet what has become of it how are they not being held accountable to the same production output standards the work is not getting done invoices are not getting paid on time payroll is in disarray disorganization is very evident and overtime as well as additional temp being added uh has been needed in order to stay afloat we feel that perhaps a problem stem from our very own Chief business official averaging only one day per week
045being physically present here in the district office while all of the cabinet department leaders have not only been here every day in the pandemic many have worked nights and weekends as well how is it that the so-called leader with the second highest salary in the district is absent so much in these extraordinary times without exhausting his vacation time is it because he has a secondary job with the quote education experts unquote as a consultant which now is more important than Alman Union High School District this is a massive conflict of interest to us and should not be allowed one of the best examples of good leadership involves modeling the expectations you have for your staff especially in a pandemic this includes bringing people together having great collaboration And Timely effective communication you simply cannot fix
046or even begin to address the problems occurring in our division if you are absent 80% of the time this District deserves better and the situation will not get better until its leader is held to a higher standard before anyone else we trust the board will do what it can to influence the necessary changes that are needed in this area we thank you for your time and attention to this matter in advance uh thank you for your comments tonight from uh these Anonymous individuals or individual next up we have a comment from Mr Donald quick a teacher at roseme High School Mr Quick writes dear school board members thank you for your efforts supporting mental health and wellbe and the well-being of our students to that end I'd like to I'd like you to consider alternatives
047to the school resource officer program including increased counseling mental health support and social workers ERS I do not feel that police on campus make it safer in fact quite the opposite and research on that topic supports this this is despite the fact that our current school resource officer at roseme high school is a very likable person my critique here is systemic I critique is about a mindset that sees our students as needing to be controlled rather than nurtured and treated like the human beings that they are replacing the SRO program is a racial justice issue students of color are more likely to interact with police than their white counterpart in my own experience sometimes the SRO has been called in too early where counseling would have been more helpful to a situation or student thank
048you for your consideration of alternatives to the school resource officer program that promote racial Justice in our schools best Don Quick science teacher roseme high school thank you Mr Quick for your comments uh next up we have Bill wag Pike uh poet laurate uh I would like to extend my gratitude to Mr Padia last month I pointed out that he has a habit of quote imputing his fellow board members unquote I'm thanking him for displaying that exact Behavior your minutes after pointing it out in that regard thank you Mr Padia for confirming that you have the moral fiber of a honey badger the wit of a sloth and the ineptitude of a newborn I would stay and watch tonight but I think more of your conversation would infect my brain good day BW thank you
049for your comments tonight and finally I believe we have a request for spoken comments by Mr Ricardo Padia absolutely thank you Mr board president um my public comment tonight is uh I would like to put on the agenda and formally inform you Mr President uh to see what my colleagues uh feel about transparency I would like to uh put on the agenda a full investigation into the use of facilities in the elonte Union High School District specifically the use of the baseball field at Mount View High School and other sites in the district by one of our very own board members by the name of Mr Carlos elido um I'm formally uh memorializing this comment so that it goes into the minutes and if you like I can also put it in writing but I
050would like uh our board to have a discussion about full transparency when it comes to being an elected official um if there is a a family member of a board member or if a board member has anything to do with any traveling team and use of our facilities I think that the public has the right to know because at the end of the day uh the public dollars are what funds all of our salaries uh all the teachers everybody that works in a school district and all all of our facilities so Dr Zuniga if you could please take note I know that you are always very good about being transparent I would like to get that on the agenda so that we can have a full discussion in full uh Open session like we are
051doing right now for the public to hear and there's no uh behind the scenes uh things that are happening um and as I promised in last month's board board meeting when I say something or I tell the people that I'm going to do something I do follow through I have the list of questions that I'm going to give you that pertain to the use of facilities of the traveling team in which Mr Carlos ELO's uh son participates and has been doing so for many years um and it's a number of questions like how many baseball track teams have applied to use our baseball fields in El Monte Union High School District in the last five school years uh during covid-19 restriction when was the permit approved for Mr Sao Suns traveling baseball team if you
052recall I went there in person and there were many people I spoke to that told me that Mr sedo arranges everything for them What cities were all of these teams from I know none were from Elm mon when I asked and why were there so many people not wearing masks where is Mr Carlos CTO son's traveling baseball team based out of who's the plant manager at Mount View High School how was this traveling team admitted onto our field during covid-19 when our very own baseball teams from Mount View High School could not use the fields please provide us a copy with all baseball traveling team permits that have been approved to use our fields in the last five years and please specify which schools they were approved for because it's my understanding that not only
053have they used Mount View High School but they've also used other High schools what is the name of the traveling team that Mr Carlos salido son plays on that uses our baseball fields at Mountain View High School how did this traveling team find its way to Alman Union High School District baseball fields how many years has this specific traveling team been using our Fields what other High School baseball fields has Mr Sido Sun's baseball team used in our district please provide a copy of every single permit we have approved for this traveling team in the past five years who opens up the camp campus for Mr Sido Suns baseball team are CSEA employees being put in compromising positions to open the campus just to please Mr Carlos alido and if you could wrap up your
054remarks pleas I will wrap it up are there any plant managers or custodians that are involved in this lack of transparency did did we give keys to Mr Carlos Alo Suns baseball traveling team or play special locks on our gates to allow the league to get in who opens up the restroom who cleans up all the mess they leave behind and who pays for the restroom supplies and there are other questions but lastly I would like to invite the general public employees the Mount View High School parents that if their children have been affected by this use of facility please reach out to me with your questions I will make sure your time is thank you thank you Mr uh president thank you for your time thank you Mr Pia moving on to communication from
055our Union representatives from the Alman Union Educators Association uh Miss Bazil is here with us today good afternoon good afternoon almost good evening everyone board members cabinet District staff and community members of course um I come today filled with optimism as we slowly but surely reach the end of the 2020 2021 school year it's been a wild ride since last spring but despite the many obstacles we have faced we have overcome them together things are looking up um there are many examples specifically in our district of genuine collaboration that I have witnessed and participated in this year that leaves me hopeful for the future our future productively negotiating Theus supporting all stakeholders through this nightmare of a pandemic consistently assuring we're all safe over all other priorities that one was big um providing for our
056most vulnerable and deserving student populations despite outside forces to name a few um these moments of collaboration make me proud of how far we've come since last year for sure with that I am thrilled about all the vaccination drives that this district has organized and will organiz in the near future as a big step towards normaly I'm excited about all the upgrades on all the campuses as a step towards safe healthy and a successful return to campus next school year so with all these advancements I'm here today to say that I'm sincerely hopeful that we can Usher into a new round of negotiations building upon the great conversations and agreements that we made this year recognizing and advancing the great work of our staff that our staff did this year Despite All Odds and looking
057forward together to New Horizons that will further our goal of preparing our students for the future I just wanted to have a note of positivity today so thank you everyone and have a great evening thank you Bazil I I appreciate having you here speaking on behalf of your members uh and emua so I hope you've been well and that you have a wonderful rest of your evening uh Dr Zuna I believe uh Miss Lisa Chambers provided a letter on behalf of csca that she would like to be right into the record tonight yes that's correct president biona she was unfortunately unable to be here again so I'd like to read the statement from business Chambers on behalf of CSA chapter 11 that she's asked she's reques me to do I'm here for CSA chapter 11
058to express concerns on a matter that is being considered by this Alman High School District CCA is under the understanding that the district would like to begin with the late start adjustment to the times of instruction in the upcoming school year 2122 this does not actually become law until the 2022 2023 schol year what is a rush to implement this late later start one year ahead of time this is going to impact many of our members and with the with the time drawing here to put this into to a place by August of 2021 CSA FS that we would like the school board to reconsider and follow the law and not start this late start until the following school year 2223 a change in schedule has a drastic effect on the person's daily patterns it
059changes traffic patterns call for adjusting Child Care hours and availability the personnal adjustment to sleep patterns Etc the list goes on and on this is the bigger change than just the start and end times of the instructional day the impact is much more far-reaching than is realized please take these concerns into consideration when you make your decision to impact the lives of the CSA members that have worked so tirelessly for this elone High School District there have been so many changes in these unprecedented times we are just asking for the board to base their decision on the actual law to implement these changes and give your CSA employees some time to make the adjustments CSA thanks this board for their work and dedication thank you for your time Lisa Chambers thank you Dr Zen again
060please give my uh remarks to miss Chambers we look forward to having her uh speak on behalf of her members at Future meetings thank you excuse me excuse me uh Mr President I told uh Mr Dr suniga that I also had a a communication do you remember I told you yesterday that I was going to have a communication Dr suniga the communication about the the program for the students my interpretation of the communication would be the round table opportunity where board memb have the opportunity to address uh okay the update for whatever they like and request for future agenda items okay thank you thank you Mrs Tas thank you Dr Zuniga uh at this time we'll move on to our third and final recognition of the night recognition of classified employee of the year miss
061Patricia angano from Elman High School Dr Zuniga if you'd like to take it away thank you uh we have now the second recognition of the day and this is our annual recognition that we feature our classified employee of the year uh one of the cherish moments that we have especially during this time that our classified employees have been you know in the Forefront they have been uh on campus whether it's on the sites here at our schools whether it's been the adult school whether it's been here at the district office what an amazing team that we have collectively for CA members to come together and provide these Services during these times and we have many things that are happening over the last couple months as you all know that the production of student engagement on
062campus has increased we have students not only in our classrooms and in our learning pods we also have students checking in uh we're doing rapid antigen testing for our students under Co conditions to ensure that they're safe while playing Athletics all these contributions including the data day preparations of meals the distribution of meals maintaining our facilities throughout the year uh that speaks on behalf of CSA that is the those are the folks that you first see when you come come on to campus from campus supervisors for our instructional staff but behind the scenes we also have other folks too uh and their job really entails and these are we're talking about the role that this individual stems from the community aons have never really left their job whether it's on on the phone being in
063charge with family whether their presence on campus whether it's coordinating and addressing the needs of our family during these tough times they have been there and this individual from elonte high school um not only do I know her because she is one of our employees is she was my next her neighbor for many years and um she was you know she was someone that I looked up to because just of her the way she treated people and how nice she was as a neighbor uh and we we lost touch for a bit and all of a sudden she appears as as far as an employee in our school district and I was excited hear that but what's most exciting too is that her daughter was also part of our community she was our student at
064South Al High School while was there and also just amazing not only the amazing talent in her performance as a as a actor uh and a vocalist but also just an up understanding individual that came from a family that has morals and values uh and that's why I'm here to speak on behalf of and introduce this individual as far as my turn because I really feel a sense of connection not only to her but also to the the the times that we're dealing with and the need of these services to uh take it personal and treat each other with respect and dignity and look at the needs of our families and what better way to community aons to serve under these times so I'd like to now hand it over and introduce our principal from
065admont high school who will say a few words in introduction of this individual and and her accomplishments so Mr Reas good evening and thank you for being here uh good evening everyone good evening board uh superintendent Dr Zuniga uh it is our privilege today uh to put forth Miss Patty as she's commonly known here um at Alman high school as a classified employee of the year it's a true honor to have uh someone of her uh skill set uh here at Almani High School working with our parents uh she consistently works on uh developing the relationships with our parents with our teachers with our students um she works tirelessly to uh put together parent workshops in the areas of technological literacy uh graduation requirements for students college readiness um and also Partners up with uh
066some of our service providers in the area to ensure that we are providing our parents with uh social emotional workshops as well um she's also a critical component in Shing that we are recognizing um our students uh here at Alman high school for student of the month uh and is always um available and always ready to ensure that um our students uh successes are highlighted so again um Miss Patty does an amazing job of supporting all stakeholders here at Amman high school and it's truly a a privilege uh to have here at Alman so uh with that um I would like to um goad and present to you all miss Patricia angano our classified employee of the year congratulations Miss angano we have a certificate for you on behalf of the board of trip seat
067that I'd like to read you and I I hope that it was delivered at the special delivery arriv for you this evening along with a couple other goodies from the HR department um we'll have uh Mrs sores do the formal um acknowledgement of the recognition of the actual uh employee of the year and the purpose behind it so I'm going to hand it over to m and then we can read the certific again as soon we do the formal presentation to you okay Mrs Tores good evening um Bard and especially welcome to the Palos and the angano families for joining us tonight and celebrating in the successes of your daughter of your daughter-in-law of your aunt of your mom um she's special to us also and thank you for sharing her with us a little
068bit of history about um the classified employee recognition we get to choose one classified employee of the Year from the entire District as Dr Zuniga stated earlier everybody's been going above and beyond especially during the pandemic to help all of our families out and all of our communities out um fortunately for Elman high school they got to choose their employee of the year each School site gets to choose once every eight years gets to choose a member and we asked them to make a true selection process we ask them to get nominees from their staff and have some type of voting process and we leave it up to the sites or the areas that are choosing that um this year the Alman Union the Alman High School staff unanimously um chose Miss Patty for her
069recognition and for going above and beyond especially over this last school year so that comes from her peers and her colleagues so congratulations to you Patty for that um it is with great honor that um you stand here today or we see you in your camera and your family gets to see you at this recognition I I'd like to talk a little bit about what Patty did before she came to Amani high school because I think that's important for all of us to know also um Patty started in 1995 in the Alman Union High School District as an adult dead assistant in the parent Ed program um many of you um that have been in our district for a while understand how important that parent Ed and that Early Education is for our community and
070our families um so what more um fitting for Patty to move into that Community layup on so after that in um 2004 Patty actually became a teacher one of the parent education teachers until the program closed in 2014 due to State funding um she was able to support the community families at Granada at Frank Wright at Twin Lakes at petero and at mall um and she served communities and families from all over the San Gabriel Valley it was not just the Alman um community that came into Miss Patty's classes she also was able to provide all of the translation for Spanish for the distance learning program which still exists and the um Alani rosem me adult school so as you can see she was very involved in the community and very involved with parents and
071families prior to that in June of 2014 the parent education program um was um ended at Elman rose meet adult school and in September of 2014 um Miss Patty had the opportunity to interview for the position of community leaon at Amman High well all of the schools in The District in 20 th September of 2014 is when we brought back community leaz on one for each site so she was one that first group that came back she's still there today she's still that leader today um and I know that and the best thing for Miss Patty is when she sees her former students as a parent and teacher coming through Alman high school and her um family is coming through that she's able to support them that's a little bit of history about Patty it's
072a little bit of history about our classified employee of the year selection process so now I would like to turn it back to Dr Zena thank you Miss cars as you can see the accomplishments are outstanding do achievement and the dedication that she contributes to our families our community and our students uh every day that she is there at Monte certificate of recognition is presented to piaano Alman high school for being selected as a 2021 classified employee of the year and for your outstanding dedication and commitment to the students and staff of the district congratulations from the Alman Union High School District Board of Trustees uh miss miss Patty I also going call you angano and I will miss angano you do have your certificate with you and we hope that it arrives perfect and
073uh cherish it I hope that you uh share that with your families and not only that as you can see she's also holding up a award that she will also cherish and just play hopefully with her family or here or at her space here at work so congratulations not only does she have that but wait there's more also will be featured on our wall for our classified employee plaque and annually we do this um we see your beautiful picture displayed for us here and that actually picture as you can see in the backdrop will be uh displayed in in front of our district in our district office so when visitors come AR they know who's that classified employ of the year how much uh we appreciate them I want to recognize them to our entire
074Community who visits our district office congrat Miss president may I talk just a few minutes may I talk about this wonderful lady Miss parang Gano before we give remarks I want to give Dr Zuniga the opportunity to conclude and then miss angano the opportunity to give her own remarks okay and I'm wrap it up right now so congratulations again we are all just for to have you for the last couple years not only as you know an employee of our school district but also a parent a parent of our school district who went through the process who had their child attend our schools who knows what our families needs at home because you learn it from experience having and supporting your child at South so congratulations I proud of you I know that for a

091board as well as our district personnel and our community members my name is Gabriel Flores and I am the proud principal of a royal high school and I just want to Echo uh everyone's um just acknowledgement of of these wonderful people today see L she's amazing I know we all know that uh Mia I I know Mr delado very well I've known him we went to high school together and he's always shared all these wonderful experiences uh about his daughter and here we are today and she's you know a few years away from hopefully qualifying for the Olympics so we wish her the best of luck and then miss Patty Miss Patty uh I I I'm so excited for her in receiving this award uh we worked together for a few years over at at
092my my previous uh um school and she's just a joy to work with we we we started working on student of the month together and I'm just so happy to see her get this much deserving award so congratulations Miss Patty you deserve it uh but moving on to to a Royal High School thank you for having us this evening really excited to be here especially on a day like this when so many people are getting recognized uh but for us we want to share a little bit about a royal high school and what we've done this past year to address distance learning and how we've we've tried to overcome how we've supported our staff how we've supported our students as well so our Focus today will be on on cycles of inquiry and something that
093we brought to a Royal High School this year uh we also we also want to share a little bit about our English Learners and what we've done to support them and what we plan on doing as we move forward in the years to come and uh the engagement you know what we've done to support our students and and how we've used the social media platform we do have a lot of presenters today so I'm going to keep my my information relatively short we have um a few videos from one from our our instructional coach Mr RoR we have and another brief video from Mr Alfredo Salazar our El TOA we have teachers that'll be presenting on cycles of inquiry on how they've benefited in their Department with it and we also have some students that
094are here today to present how they use social media to connect with our with our other students and other students throughout our district so with that I'm going to ask Mr Stillman if we can begin the presentation and hopefully by the end of the presentation you'll have a much better understanding of what we do here at a Royal High School Mr Stillman if you could please begin the presentation sir it's up sir we're on slide two all right great so again as as we mentioned it's the systems of support are you can you uh shift over one please sir thank you so data cycles of inquiry and this this came from our was report and the need for us to develop a more systemic approach to to uh breaking down our data and using that
095data to drive instruction so um what we have here is a video from Mr Mr rora and and he has really been hard at work with along with our our different uh department members and and everyone at a Royal High School in developing this program um I'll stop at this point and I'll ask if you could please press play so that they can get a better understanding of what we do what we've done here with their cycles of inquiry hi my name and today I'm for2 through the evidence that has collected all the way from the night leadership to the to even of and we decided I'm sorry can we can we fix the audio on this this is horrible I'm sorry team proposed thank you Mr py I believe Mr stillman's trying to get
096that resolved uh I'm not hearing it on my end so what what what is it sound is there echoing effect yeah the echoing effect I don't know if some people are not muted or something but it's it's really bad okay if everybody could just make sure that they're uh they're muted sorry so in the first step data we have teachers common with a let me stop it and start it again Mr stman I think you need to mute yours oh it's mine thank you thank you Miss Whit using common tools we wanted these to be as alike as possible the experience of this lesson the second part was that um we wanted teachers to have those common practices so when they're implementing this that whether a teacher was in one teacher's class or another teachers
097class it would feel the same way and the last part comes in reflection refinement where we wanted teachers to have datadriven decisions so we wanted teachers to use rubrics and to really to really help inform their practices when they have to go back and retach or can they could also be self-reflective about the practices that they made and where assessment or where um parts of their lessons can be adjusted for the better to help corelike um leaders and Department chairs the instructional leadership at a royal also developed planning templates to help guide through the process we would have we asked for leaders to fill these out when they're working with their cour like teams additionally we created a facilitation guide for those leaders to reference as their leading meetings in this case we also provided
098a slide deck to help teachers conceptualize what needed to be done we presented this idea to the staff and there were lots of questions as you could imagine and so we put in a frequently Asked question guide to help teachers with those frequently asked questions and we answer them to the best of our ability giving examples and giving answers as much as possible accountability is actually one of our was goals and we wanted to make sure that this collaboration continued to be accountable to all teachers so in if you look at the facilitation guide we also ask teachers to submit their forms here via a Google form we truly believe here at AO that this cycle of inquiry really utilized a systematic approach to look at data and areas of growth as needed this allow
099for Less development and student achievement we also believe helped encourage positive collaboration with colleagues as well as Levering the use of digital Technologies especially since we are in a distance learning environment and I hope you have a better understanding of ao's instructional Focus for this 2020 2021 school year thank you Mr Stillman and I want to apolog oliz to everyone I know that the audio was slightly um it echoed a little bit but that's okay all is not lost we do have two teachers that will present and provide more details regarding our Cycles hi my name is and there we go so I'm going to now hand it over to Mr singiser Mr singiser is one of our PE teachers our PE department chair and he will share a little bit about these cycles of
100inquiry so I know again as I mentioned I know that some of the video was lost and the audio was lost but uh what what better way to understand it than to hear it directly from one of our teacher so Mr singiser good evening sir if you can go ahead and share uh how the cycles of inquiry have worked in your department yeah um it was I was a little skeptical at first because it's new you know it's not something that we've done and um not everything fits into PE we have big classes and we have diverse populations um but the way this was presented was it was really a First Rate job I mean it was you know we're going to show you a template we're going to give you a map and you
101you figure out how to get there that works for you guys and that was unique that that hasn't always happened um but it was awesome it was a great experience uh it must be because I'm talking to the school board so if it wasn't I wouldn't be here I guess um but I got to work with a member of my department and uh we we we planned for a little over a week actually it was probably closer to two or three weeks just bouncing ideas off of what we wanted to do and um you know that was that was the preparation part of it what we came up with basically was um we're going to let the kids create their own workout program and then also answer reflective essays and what we found really quickly
102was that they had more investment in it because it was their plan you know they had more buying in it even during distance learning um they had more buying in the lesson and so for me as a coach of 27 years you know the the the planning part is you know that that's the Monday through Thursday stuff and and the lesson plan for us is what happens on Friday my favorite day is always Saturday when you can go back and watch the film and see what happened and that was the debrief part of it and that was that was huge for us because we got to see actual data and how the kids responded and what we found out real quick was the kids bought it they you know we had more participation we had
103better performance um and they were honest there were things they liked and didn't like and those are the things that we can go back and we can refine and and you know Tinker with as we move on I I I'm literally on a clock because I'm a coach so I talk a lot so uh Gabe put me on a stopwatch but I did want to leave with this um branching out of your comfort zone is something that that we're doing at a Royal High School and and I know it's a district you know movement um you don't get better if you don't do those things and and it was a it was a neat neat ordeal my daughter graduated from here in 2016 she's going to graduate from Cal State Fullerton in a month Kumi
104uh my youngest daughter is graduating in a month from a royal uh she's going to Cal State full end on a scholarship and the thing I'm most proud of is that mentality that we're not going to stand Pat we may not always succeed the way we envisioned it but we're not going to stop trying to improve and that's what corelike did for us for me in the department I you know I'm I'm 52 and I learned a new trick so uh definitely something I could see using in in the fall when we get back to normal hopefully thank you thank you Mr singiser and and we did when we in in this in the selection of the teachers that we had we did reach out to departments outside of the core uh because we were
105we were actually very excited to see that this was happening not just in the core areas but in our elective classes as well so with that I'd also like to introduce Miss Melinda Lon Flores that will share a little bit about how uh the cycles of inquiry applied to our world language Department good evening thank you for having me tonight I'm M Lon Flores I'm the chair of the World Language department and um I have a great group to work with so it's not too hard to do anything with them but uh at the beginning um we were a bit reluctant to take on another task um a challenge because we have been working so hard this year like double time it's been a year of great growth though I've learned more than I have
106in one year than I have in 34 years of teaching so it's been really good I'm eight years older than Mr singheiser and I am also still learning and open to that so it's um the the guidelines that were provided to us were very helpful it's nice to have a um a format to to go by especially when we're tasked with something new a new idea sometimes we're lost but this was very well um planned out well thought out before we even started so there were three phases phase one was collaboration we met in January and February um we divide our our Department to two groups though um one group was to plan a lesson for the native speakers uh the level 2x the other group we decided to do a lesson for the one
107piece which is very beginning non-native speakers and um so we met I was in the onep group and it was fabulous to be with them because we miss each other anyway but we are collaborating on ideas you can see here uh how to do comprehensible input how to engage the students in activities that really would make them practice the language uh to assess them via a quiz and most importantly a project with distance learning quizzes aren't really the best reflection of what they've learned because they have all these resources they can get to we really don't know if it's their thoughts but with a project that they have to do on their own and present that's where a lot of their learning uh is reflected so we came together and if you can see my
108document um we actually did more than we were T to do we were asked to just start off easy one day one lesson but we overachievers that we are we did a whole unit which covers like two maybe almost three weeks and it was the family Union which is really fun so we all brought together ideas collaborated put links to documents uh websites games Google Slides uh Google forms so it's really nice because we're all on the same page with this everything's there on one document to link up to all the activities needed for this unit so that was really effective as a collaboration time uh phase two is implementation I didn't have a onep class third recorder but I do now and I'm just finishing up this lesson and it's been going really well
109and next week or the week after we'll meet to do phase three which is as Mr singheiser said you get back together as a team and uh reflect on how did it go what were the strengths what were the weaknesses in all these ideas and collaboration so it's been a really positive experience it was great to have a a guideline a format to follow and I look forward to doing more units with my colleagues so yeah well done on the part of kich and our Administration kudos to all so thank you Miss Flores um I know I'm GNA get in trouble because we're trying to we're a little pressed for time but we're going to shift gears now and I we'd like to share what we've done to support our English learner population so Mr
110there you go Mr San if we could do um please make sure we're all muted please thank you good afternoon my name is Alfredo Salazar I'm the elel tosa at a Royal High School this year has been challenging to say the least but I'm very proud of the work we've done to support our English learner students at a Royo some of the ways we've been able to provide support to teachers and students is through various platforms like Rosetta Stone and nearby we also provided a few of our teachers with access to listenwise a platform that helps to develop our students listening comprehension additionally I was given the opportunity to intr UC the e road map to teachers at two consecutive faculty meetings as well as Provide support through one-on-one meetings with some teachers who requested
111it as always I've also been providing mentoring guidance and support as much as possible to as many students as possible but perhaps what I'm most proud of is an initiative that I'm starting at Royal High School this year and I wish will continue into the future I call it the El task force this next video will explain everything you need to know this video was sent out to all staff feder Royo along with the form asking for volunteers for this task force I received 13 responses of interested staff members certificated and classified which I think is just the right size for this new group we haven't officially rolled out the group yet but I'm expecting to have a meeting or two before the end of the school year to plan and to prepare for next
112school year so first of all let me explain what I mean by a task force by task force I am referring to a group of people that is brought to together to solve a problem in this task force I would like to include classroom and non-classroom staff certificated and classified I want points of views that will help us move forward in our goal of helping our English learner students be as successful as I know they can be so why a task force and why now there are four main reasons why I believe we need to bring this team together asap first we have a high academic need in the attached document I posted some spefic specific stats but the basic idea is that our English Learners are falling behind our general population this is the
113case in all measurable stats dnf rate attendance rate dropout rate Etc the pandemic has only made this worse second we have a high social emotional need again I'll refer you to the attached document where I go into more detail but generally our newcomer English Learners have a hard time adjusting to life in a new country it takes time to build confidence to to build friendship to build a pure support system Etc once again the pandemic has made everything even more challenging third I would love to build a culture at a Royo where there is a shared responsibility and collaboration among the staff for the success of all English Learners that's why I want people from different positions to come together for this including certificated staff like teachers counselors and instructional support staff like myself classified
114staff like clerks and Par Educators and and administrators who are not there to oversee the team but to be a part of it and the last reason I want to give you is that we need to give this issue the sense of urgency it deserves we recognize that certain populations require special attention not because they are more important than others but because they have different needs than others by creating this task force aroyo is saying that we recognize that the success of our English Learners is both important and Urgent and by joining this task force you are saying that you are willing to work towards finding Solutions so what do we hope to accomplish with this task force specific short-term and long-term goals will be agreed upon by the task force itself once it convenes
115but in a general sense we want to improve the academic performance and the social emotional well-being of our English learner students one of the recommendations from our was report was the development or adoption of a data-driven inquiry cycle I don't want this task force to be something that we begin but forget about after a while so I will make sure that all actions fall within an agreed upon cycle of improvement like the one on the slide additionally all members will receive necessary training and materials to make informed recommendations and decisions on the screen you can see a proposed organization structure for the E task force for a more detailed explanation I once again refer you to the attached document the main idea here is that there will be two groups within the task force one
116in charge of instruction or academic Improvement and the other in charge of social emotional support the task force will then report to the night leadership team on a regular basis basically I want to make sure that when you come to an E task force meeting you never find yourself asking why are we here or what are we doing so that's it for my pitch please consider being a part of this I promise to do my best to make sure we are productive and that your time is not wasted before I finish I want to leave you with one last thought despite all of the challenges that I mentioned our students are resilient and full of potential they encounter countless challenges and they keep moving forward they bring knowledge and life experiences that many of us
117can only imagine we need to tap into that potential this task force can be an Avenue to reaching that goal thank you and as always go nights thank you Mr Stillman oh there we go thank you Mr Stillman so much and and as he mentioned we did have we had 13 um staff members not just teachers but staff members that want to be part of this task force um and we're actually beginning next Tuesday so we're really excited about what's to come and what we're going to do moving forward so um if everything works out we'd like to share the the findings next year and and what we've done to to to build this task force up and to support our El population at a Royal High School finally I want to shift gears and
118and focus on our student engagement it's funny I at prior to to this presentation beginning we did get a text I received a text from some of our students that were reaching out to miss wit and they were they were concerned because they said oh my God uh they they seem so professional are they GNA have a problem with the frogs that we have on our PowerPoint presentation so rest assured uh jbelle and and and students there's your two thumbs up from one of our board members there uh they have no problems with it so I will hand it over to our students now to share what we've done using the social media platform to keep our students engaged not only with our students but with students throughout the district all right um hi everyone
119thank you for having us this evening my name is jennifa and I'm a royal asb's president with me here I have Lena Lynn our vice president and Abby Gonzalez our Commissioner of Athletics and we'll be going going over how we have been engaging the student body during distance learning next slide please okay so we have been engaging students mainly through Spirit weeks we have over 800 posts on our Instagram and we put out content every day here are some of the popular Spirit weeks we have had first we have the music spirit week the students basically shareed their favorite songs with us and we compiled it into a Spotify playlist which the students really enjoyed and then next we have our nutritional spirit week which was also really fun we partnered with vin and a
120soluable store to promote healthy eating and then last ly we have the Harry Potter spirit week which was one of our more creative Spirit weeks and we basically sorted the students into Harry Potter houses so Gryffindor Slytherin Hufflepuff Ravenclaw and they competed for the Harry Potter house Cup by participating next slide please hi everyone to reintroduce myself my name is Lena and I'm a Roy asb's vice president so as you just saw we've had a lot of interactive and creative Spirit weeks that we put out to keep student students engaged even through distance learning to keep our Traditional School rivalry with roseme we came together with rosem me's ASB to create a little competition using participation in a spirit week we made a video as well as several flyers and to maximize our amount of
121participation we even reached out to teachers and got clubs to help us promote it we had an insane amount of participation this week or that week um after releasing our Panthers versus night spirit week we got over 600 submissions which is a new record for us next slide please in addition to Spirit weeks we also put out many different types of social media activities and hopes to keep students looking forward to what we had planned next we've recently had an Earth Day activity where we allowed people to submit a picture of nature in order to be put into a raffle where four winners got a little succulent plant and flower seeds um as you can see in the second picture here we put all the pictures that were submitted onto a little collage that we
122posted on Earth Day next slide please um our most popular social media activity was the Valentine's Day grams activity which was to all the boys I've Loved Before themed and that movie is very popular among students so we got over 600 gram submissions which is really good and it's our most successful social media activity next slide please okay next up is senior recognition we've been recognizing our seniors so first up we have senior commitment recognition and we recognize their future paths on our Instagram at a royal. seniors and then for Sen our class Council of 2021 has been recognizing seniors and their Club officers that are seniors and then senior class Council have also been doing bi-weekly drive-throughs and they gave out a lot of cute things like Boba and candy apples for our seniors
123um for our athletes we've been recognizing them on our Athletics Instagram page and we also painted posters them for senior night we had wrestling and boys soccer senior night in the past week and we actually filmed a Tik Tok for our boys senior night soccer and we got about 30k views so that was really cool next slide please to keep clo clubs connected we've continued interclub Council meetings also known as ICC these meetings include all the club presidents and we come together once a month to update and just check up on each other to make sure that everyone is active in addition to the meetings we've also had other little small projects um such as monthly social media Flyers which is what you see right here on our slideshow next slide please okay hi my
124name is AEL Gonzalez and I am AO asb's Commissioner of Athletics um our main project right now is that we created our um Athletics Instagram account in order to recognize our athletes at Ayo and also to promote upcoming events and protocols the Athletics Instagram page has helped us to make students more engaged Sports in a new way um we have Friday story activities where students can participate in this or that or bingos and they repost them on their accounts and they tag us where we can then repost it on our um Instagram page we also recognize our athletes through our senior spotlights where we make um seniors fill out their own form where we ask them certain questions such as what will you miss most about playing for a Royo Etc we post pictures of
125them in these spotlights along along with some of their other achievements we also have week Recaps where we take a look at athletic events that took place during the week by posting photos or videos sent in by athletes at a Royo another way we got students involved is by an activity called Sports battles next slide please and sports battles is basically a story posting competition where we put two sports against each other these posts are made up of student submissions that include highlights of them performing in their sport team memory such as team bonding and bus rides the sport with the most amount of submissions will be recognized on our Instagram page with the post like the one showed on the screen right now and we do make it clear that this activity is not
126based on athletic ability to avoid conflict within Sports and it has helped us in that we've received so much participation from student athletes and it just makes us very happy um so finally on behalf of myself and my colleagues I would like to thank you all for your time and listening to our presentation wow well thank you so much a lot of information to uh digest there but the students are amazing I love how they control the PowerPoint next slide please and they're moving through it as quick as they could they understood that we were on a in a time crunch here but I want to thank you once again U members of the board and everyone that's here in attendance this evening for allowing us to share a little bit about a Royal High
127School I know that we've had a lot of obstacles this year and distance learning has definitely um been the reason for that but as you can see we've continued to move forward uh we haven't stopped and it does take a village and we have some great people here uh students and staff alike uh our instruction leadership team our our other administrators that are on site here as well as our students and and everyone else that have really come together to make it work uh during this difficult time so thank you once again and we are done at this time unless you have any questions thank you Mr Flores uh at this time I'll open it up to comments or questions from my colleagues I'll start with Mrs Tores deist hey thank you very much Mr
128President Mr Flores thank you so much for this great presentation uh Mr sing higher and Mrs Flores hi you remember me 24 years ago you are exactly as very well organized as you used to be and thanks to you marel is been having a great success she's doing great and she always remembers you with great love thank thank you so much for giving to our new students this good organization that with the years you are doing it much better even when marisel spoke Spanish and I help Miss uh Mrs Flores you help her a lot in her Spanish because of course she she took Spanish with you and Mr singheiser what can I tell you about the soccer games huh I have here in front of me a picture of you and your father and
129marel when you used to make really good games have really good games thank you so much for the great job that you keep giving to our high schoolers now and especially to our elmon to our um Aro high school and what can I tell you about the teacher that is teaching is teaching uh English with a a group that that he's called the taxk force that's so interesting I hope that our students can keep on going because that is the best way that we they can learn and they can be organized and Mrs we what can I tell you about you well I know you you are so well organized that you have these three girls in organization that they can give us in a very fast way that I I I was enjoying doing
130one thing when you change to the other one but it was very well done I know that our students in your hands they are going to have success even when all the all that are against us right now thank you so much of all of you and thank you Mr Flores for keep on going with a good job thank you Mr President thank you Mrs Tes de Mr Bia absolutely I'm gonna go in a little bit of a different order first of all I just uh every time I see our students I I am so impressed Amy Lena abil uh I feel so confident and so good about the mental health needs being met at a royal high school well I took down some notes about some of those activities that maybe I could replicate
131at some of my seventh and eighth grade schools and uh I couldn't help but pick up when you guys said that you guys got a lot of responses when it came to one of the events you did between the a Royo Knights and the rose meet Panthers I'm glad to see that that rivalry still exists because when Mr Flores and I were in high school class of 1991 that rivalry was there uh with Alman with a Royo with rosem me there are certain rivalries that you forget so uh that's awesome great job you guys are great presenters great speakers um to Mr uh singheiser and Miss Melinda laon Flores thank you for articulating and for explaining how this guide or these guidelines or the guide that you're following is helping with your instruction and how
132that guide is allowing you to make it more personalized for our students um if it can work in PE it can work in everything else and stuff and I'm glad to see Mr Singh you're being there uh we know that everything you touch uh hits greatness you know you're an amazing uh football coach and a teacher and I know that you're highly respected in that community so keep up the great work and thank you for having an open mind and learning uh some new uh strategies uh it's always good to keep an open mind as you know in education we always say that we're lifelong Learners so listening to you uh say that uh you were skeptical and then they made a Believer out of you that's pretty powerful uh Miss Melinda Lun Flores one
133of the best uh I I was going to say foreign language but that's not politically correct anymore the correct is World language teachers in our school district uh an amazing teacher with our students and with our parents if you ever walk into one of her classes it is so warm it is so friendly it is so inviting it is so print-rich with student work posted all over uh just one of the uh one of the shining stars from a Royal High School Miss wit I can't say enough great things about you either you know uh when I was the AVID coordinator with the Elman City School District we used to collaborate and I know your job was to bring some of those Avid best practices and teaching strategies and make them schoolwide and uh I
134can see that you've done some of that work so thank you for the work you do behind the scenes over there and lastly um or I shouldn't say lastly I have one more that I'd like to touch on the teacher that is creating the El task force I'm glad that you guys are paying attention to uh our English language Learners that's always going to be a challenge it's so tough when you come from a foreign country and you come into a country that's uh you know particularly in high school I came here when I was five years old and I started in elementary so I was lucky but it's super tough when you come in when you're a ninth grader and most of the curriculum is all in English with the exception of you know
135going to ELD and then uh getting some support in the other classes uh so thank you for starting that talk it's uh definitely needed there's an urgency there so start where you're at and you can only get better and lastly to you Mr Flores um it all starts with leadership and at the end of the day the buck stops with you at a royal high school and I have to tell you that when we first sent you there to that school I didn't know if you were GNA make it and you know that I don't miss my words and I always keep it real and just tell it like it is I don't miss my words I thought I don't know if this guy's going to make it there thank you for proving me wrong
136you have brought along that entire staff to follow you to respect you and and and you inspire the staff I can see it and uh I just wish you nothing but the best you waited long enough to be principal uh you were one of our vice principls that was in the vice principal position for the longest time I had ever seen so I was glad when we made you prin principal and I'm glad that uh you are at a Royal High School uh you're very experienced you're very professional and I know that you will continue to make a Royal High School uh what they are and and work to that high expectation of keeping a Royal High School as a California gold Ribbon School a Royal High School is one of the gems in the
137Alman Union High School District because you come with the whole package not only do you excel in athletics not only do you excel in the Arts but you also excel in what is most important to our parents which is academic and ensuring that our kids go on to get a college education or a career uh a College and Career Education thank you for your strong leadership keep up the great work students very impressed thank you Mr Padia Mr Diaz you have any comments or questions yeah thank you board president bionis um and good evening to the students I would just want to thank you for coming here tonight and sharing uh all the work that y'all are doing we are a pro frog board here so we do not mind any frogs and presentations uh
138so keep those coming um so thank you for your presentation and thank you to all the Royal High School staff for the presentations just to clarify uh Mr Flores or Mr singheiser I noticed with the data cycles of inquiry you know there there was a comment about evaluating whether we would use this moving forward when we return um back to inperson instruction can you talk a little bit more just clarify that point what's the evaluation going to look like uh for this process and will we continue using it moving forward or what is the evaluation look like for the efficacy of this program I mean for me personally as a teacher um it worked out really well for distance learning just because it it fit exactly what we do which is three-week um units so
139it worked really well I think it will work even better in person um so I'm definitely I don't I never viewed it as hey try it and it's a a oneand done type of a deal this is something that I think um we can incorporate into our into our lesson plans next year um even even and I didn't have a lot of time to go into it I'm not gonna to burn the clock now but um even the the idea to me behind it the strength of it is the freedom that the students got to direct in in our course like uh plan that we did they got to direct the the the the course of instruction and I think that freedom that can translate to a lot of different things on when you get
140back to Camp whether that's letting them choose an activity whether that's letting the partner up and that's one of the things I want to do next year that I didn't do this year that I found is maybe if we let them partner up physically you know or again if they partner up maybe I can find that extra two or three kids that didn't participate um but I think I like I said I thought it was it was it was really informative it really helped me kind of see the way the kids are looking at distance learning the way the kids looked at creating their own lesson plan and I think you know we want to have structure and there's times to be stringent but I think the more we let the kids kind of you
141know guide the guide the instruction and and help them along I think it's going to be beneficial for everybody I hope that answers your question I also wanted to make a comment too because in our department we we we meet a lot we get together we're always sharing ideas but this was better structured that we can really take the ideas put them down on a shared document and have it at our fingertips when we need it so structure is everything even when we give the kids a lesson or activities to do projects to do the better structure they have they know exactly what's expected of them is better and that's the same with the the administration uh provided us this structure and it helped guide us into to a better way of sharing and collaborating
142so I think it's going to really be effective in the future to continue making lessons together and units together to make it even so that all the classes of the same course are doing the same thing so that all the kids are in same track okay thank you so to clarify this will continue when we resume to some inperson instruction in some form or manner Mr D is yes sir it definitely will and that was the plan we were trying to take advantage of of this system now because we had that built-in collaboration from um 7:45 to 99: and and the fact that we had it gave us more time uh to plan accordingly but again this is the starting point and and from here on in we plan on moving with this um in
143years to come okay thank you and thank you for your time um I hope after after this yall go enjoy your families or watch the Dodgers play or something else uh that's concludes my comments uh for president thank you Mr Diaz Mr Salo thank you Mr Bones um Mr fles uh just uh I I I think um you know the uh the formula you have for this presentation is is perfect right we have the students here who are providing their testimonial and and the teachers as well um Mrs Flores and Mr singheiser providing um a little bit of insight into the process that they're going to uh through right and and the end providing something uh uh better quality for all of our our students so I just wanted to thank jbal a and uh
144and Lena um and if uh if anybody gets a chance to uh get out to the softball field we can watch a pitch she's one of our our pitchers at uh for the varsity Base softball team um but also wanted toh take the opportunity to thank uh Miss Whit um Mr Flores again but also uh the coaches uh who we know do a lot of the work behind the scene and and help uh the administration set the direction so I I I appreciate all the hard work thank you thank you Mr Salo I just wanted to Echo uh a sentiment that Mr Diaz uh mentioned earlier about ensuring that we're continuing to use the data driven cycle once we resume iners inperson instruction I think that's key um one of my concerns that I always
145have and I think I think it was Mr rora who made this comment if I'm not mistaken if I am please correct me um that there's a concern that when a program is implemented and there's data collected um that sometimes there's concerns that nothing's going to come of that data and so anytime we approve a new program or we enter into a contract where where some data is being collected I always have the the concern that you know are there metrics that are part of that discussion that we're gonna be uh looking for is somebody going to be doing something with that data that it's not just going to be held you know in some repository somewhere sit in stale so I'm happy to hear that that that that is the intent here that we
146continue to use that data uh to ensure that uh you know that that the program is effective so I I want to thank everyone tonight miss Flores Mr singheiser Mr rora uh our students Miss ho Miss Gonzalez uh and of course uh our principal Mr Flores for your presentation tonight um we always are very excited to hear about the great things that are going on on each and one of our campuses and you know I I know that you feel you might be under the under the gun a little bit on on time but by all means please take the opportunity to share whatever you'd like to share with the board uh whether it's during the instructional presentations via emails or communication to us um back to school nights when we're back in person open
147houses when we're back in person um or just reach out to us because we always want to hear what it is that you're doing on your campuses uh because we're always excited to see it and we're always very proud of what it is that you're doing so thank you so much for being here tonight thank you board President we really do appreciate it again I just want to thank our team Miss Montano as well that her name hasn't been mentioned but she did so much in behind the scenes as well in getting us ready for for this event as well so thank her um as obviously you thank Miss Whit and and everyone else that's done so such an amazing job here at a Royal High School thank you everybody have a good evening thank
148you and I thought I saw Miss Montana on his W earlier so thank you to them as well they were here thank you and I can't forget Mr Adder he's the behind the scenes guy that's always working with our students and parents um just a tremendous team that that we have here we're blessed and thank you for putting us together much appreciated thank you so at this point uh we'll move on to our next presentation uh presentation from the Alani promise Foundation Dr zun if you'd like to make the introduction app thank you president bionas this evening we have some special guests who we we're shifting over from the instructional component to now to more of the community support component of our great Al High School District uh the Alman promise Foundation is entering uh
149it's ending its fifth year with the uh partnership that we have had with uh Alman Union and not only the province Foundation but our Community Partners such as our ka8 school district and also our city Partners too to support a college going culture within our community we know that uh when this was developed it was a goal for us to not only support college going but how we were going to get there was very critical to ensure that um there there's no program that Fades away after it gets started so we are excited to provide you with an update on behalf the of the AL prod Foundation I have Jennifer koban i' like to for the introduce her she's the executive director for the Alani Pro Foundation and I believe I saw uh on the
150screen also another guest uh by doesn't need an introduction Mr Jeff Seymour former superintendent Alman City School District but also president believe the current president of the alamani pr foundation and really a lot of a mentor to many of us who grew up in this educational program which we call the greater Alman education public education sector here so welcome good evening I believe we can get started now and I'll hand over to miss thank you very much Dr zenica um and thank you president bones and board members for having us here tonight um first on a personal note just as a resident of the city of Alman and as a parent in my seventh year um as an a royal parent um I just want to thank you all for everything you've done this year
151to help um our students and families get through the really difficult times um as the ex as the executive director of the Alman promas Foundation um I would also like to thank you individually uh not just as a board have you supported the foundation but I know that all five of our board members here tonight have um individually supported the foundation and our work in varying ways from um attending our tomala fundraiser and supporting our events there um to helping to build little libraries um and sharing what we do on social media and I know some of you even have accounts for your children as well so thank you very much for supporting us in that way as well um just to highlight of course our mission is to help to build a college ready
152culture in Al and the surrounding communities and we are glad to be a partner with the Alman Union High School District in that as we move on to our next slide um this will highlight uh the philosophy of collective impact which drives us and just wanted to Showcase some of our key Partners um Collective impact is about bringing together resources to help the students and families of our community um knowing that many are far stronger and greater than one can be and so making sure that all of our resources are used together um we'll move on to the next slide uh this highlights our organizational structure um particularly wanted to note that on our board of directors as voting members we have um one Alman Union administrator and one College and Career coordinator um we
153also have a designated student position that we are hoping to fill this fall um on our Advisory Board we have a designated spot for your superintendent and Dr Zuna is a very active participant in our board and our committees um being a very good voice for the high school district and our students there uh we have several advisory committees that help to guide the work of the foundation and to um also to for us to be able to provide services to the varying groups um here I wanted to highlight that we do have a student advisory committee that is um attended by 18 members of um the Alman Union High School District uh we started it up this year and it's been very successful even in this distanced format so we have students represented from
154all different schools um who have been providing some insight into the work that we do and how we we can reach out to um high school students a little bit better and also um being able to provide them with some resources there were some workshops on doing resumés on selecting um a college major and career guy uh career goals as well um we can move on to the next slide um this highlights our timeline um the Alani promise Foundation came out of um some ideas that came from the community building initiative that was started by the California Community Foundation in 2007 um I'm promise Foundation was officially started in 2012 um to be the convening group to take on um the education component that was um seen as a strong need in this community uh
155in that time frame we launched our scholar Savings Program um signed uh onto the Alman pledge agreement which was um the Alman Union I'm sorry Alman City School District the Mountain View School District Rondo Community College the city of Alman um and the Alman promise Foundation initially and then the Alman Union High School District joined us uh shortly after that as well as South Alman um as as an agreement to share resources to work together and in our variety of capacities um to help support students with this goal of of going to college um in the next time frame I uh just wanted to highlight that that was when we were able to expand the scholar Savings Program to all of our um K8 schools in the Alman City and Mountain View school districts um
156the goal is to get students and families saving early for college um one of the incentives though that we have are scholar dollars which are um uh incentives to save for families it's not a matching fund but they are incentive dollars that help um families um to get into the habit of saving to help them to save regularly and the connection to Amman Union here is that the students will receive these funds um uh upon graduation from an Alman Union High School so that is the condition for um receiving those special incentive dollars as our partnership um with Alman Union and and um our support of public schools uh generally um I'll move on from here we've we've had some great highlights over the last couple of years but I'll in the interest of time
157I I'll keep going I know you guys can read this part um here I wanted to highlight our key initiatives this is how we divide up our work um we have our Cradle to college pathway um Community engagement financial literacy and saving for college and development and sustainability the part I wanted to highlight here um is the top one on the list the road map to college um we're very excited uh we're just completing our K8 um road map which is going to be a guide for students of families teachers community members of key markers along the way not just academically but social emotionally um behaviorally um experiential um things that families and students can look to do at varying grade levels to help um keep them on track for things um that would help
158guide them to college whether that's a tour of college um opening a bank account understanding what saving money is all about um and then also very excited because we are just starting the work on the 9th through 12th grade addition to that road map so that it will create a complete Continuum um uh ultimately up through the 14th grade so including um the community colleges well because we know that the responsibility um as we see it is not just to get kids to college but to make sure that they are successful um in completing their degree whether they start um at a community college and transfer or go straight to for your University um from there we'll move on to the next slide uh this one highlights our scholar Savings Program which of course is
159the the Marquee program that most people um know us for uh we started out when we first opened um the the program in 2014 with about 85 accounts we're now up to 448 um 170 of those are currently students in your um in your schools here and we've also had 52 students who who have graduated so the the program didn't start that long ago the the number is low because those of the students who started young we're going to start to see that um roll into more and more as the students age out through the program um which is very exciting um we're highlighting the deposit rate here because the The Scholar Savings Program ultimately is not about funding a full college education we know that for many of our families um saving enough to
160pay for college is is um and and for most families that's that's completely out of the picture but the the Phil philosophy behind the scholar savings program is that we know that if if families will open an account when students are young that means that they're going to discuss what their students that they have that goal that that the students are going to know that even though you know Mom and Dad can't um you know buy them something special they're setting aside still a dollar a month you know five dollars a month to for their college education it lets them know that this is something important and so we support that of course with with the um the scholar dollars as well well we're just we're very pleased that so many of our accounts are
161um being consistently used and and the families are saving um so it's grown significantly as you can see in the the chart there our families and this is the the dollar saved by families in Alman um is well over $300,000 um the blue bar highlights the um the scholar dollars that have been earned on those accounts it's a little um misleading because that's that's as of this date the actual committed dollars should these families um continue with their accounts through um their High School graduation um we have set aside about $100,000 $130,000 um that will cover all of those incentives so that's that's the amount that families will be receiving um based on their current deposit rates um I'll move on from there um this uh will highlight our Outreach and other uh Community engagements
162that we do I'm sorry for the uh the it didn't it looks like it didn't transfer quite right when the uh when the slides carried over um but it does show in our 9th through 12th grade um we are active participants with Alman Union programs um this includes attending back to school nights um our staff helps to staff um a variety of events for Alani Union um including the cash for College events we help families um complete their fast performs college application assistance um we work with the doing the the transcript evaluation so work very closely with the College and Career counselors um directly helping students and their families um with these things um I'll I'll move on from there to the next slide um this is highlighting 2020 which of course was a challenging
163year um we knew just about a year ago um things were going to be different for our students and so what we were able to do um is raise some additional funds to help um give scholarships to some students who were were um their their life situation had changed as a result of a parent um losing a job or or something happening at just as they're on their way out to college and so um with the great support of our community we were able to give um 31 students in the district they were um evenly distributed through the um the high schools um $250 scholarships to help them um with those immediate needs because this was right in this time was when students had to put down a housing deposit or um or some of
164their with their commitments to attending college um and also of course as I know you get to see as you drive around our community um the banners so that was one of our projects um in conjunction with uh Alman Union district and um with the city of Alman the city of South Alman and rosem meat so we all came together um to help honor the students who didn't get a Graduation last year um we are looking forward to doing it again this year for our class of 2021 and so we will be um hopefully you will be seeing that very soon as we we start to promote that um so again very excited to be able to share that with you we'll move on to the next slide um so wrapping up here um tonight
165we're here to share some of the great work that we've been doing and also because this is our time to renew our partnership um we feel that is a really strong key component of building this crate old College pathway you you are the ninth through 12th component in this community and and a very important partner in this work um key components of theou are the research and data this is very important for us because um with our scholar Savings Program we're able to um track and identify which students um are going into high school um where they're going to be going to college and then Additionally you know have they um earned those scholar dollars that will complete their account um it also helps us to track the Continuum with the K8 districts to to
166help um map some of the successes so we have some really exciting data that we're going to be sharing um with the community at Large uh when we're able to do that um let's see in addition of course is the college goinging support and support for our scholar Savings Program so um we know that this is a great partnership it's been very successful for our students um and we really appreciate all the work that uh the school district has done to help um prepare students for college and their families so that they can support their their students in that way uh with that I will go to the next slide which is um if there are any questions happy to answer them and again thank you for your time thank you Mrs koban for for
167being here to meet with us today and present an update on the Alman promise foundation and I do want to take this opportunity to acknowledge your board president Mr Jeff semour who's also on with us today uh thank you for being here uh and supporting this program uh with that I'll open it up to any questions from our board I'll start with Mrs Torres deist uh yes thank you very much I know that it's getting it's almost 14 years huh you 14 years you have been doing this work but my question is how do you uh how did you get track of all the students don't you lose some Sometimes some students when they have to move um so for us um it's it's not as much of an issue because they're they're tracked through
168um whether if they switch schools or move out the um the scholar savings account if that's what you're referring to um actually stays with them so we don't control the accounts the the students families own them so so kind of like if you had a bank account even if you moved um the account would stay with you and so um that is you know part of the partnership is being able to share that data so we do know if the students have moved schools but It ultimately doesn't affect what we do um in terms of um that part of the program and do the parents get in touch with you when they have to move when the for any reason right now that with a lot of people they are living California um I think
169that it's going to be really hard for for this organization because they are going to other other states um yes so we do know we um when the statements go out so so the the families get um Regular statements from my 529 which is our our scholar savings um partner and from the Alman promise Foundation itself so we know that if we we'll say like if something bounces back we get a return um we're able to follow up with them because we do have um phone numbers and email addresses yes and so so we reach out we also reach out at the beginning um of the school year to students when we know they're going to be the graduates this year so this year's seniors um just to make sure that they're on track and
170if there's any additional um things that have changed in their life that might um affect that as well but yes it is it is very difficult seeing so many families leaving um and and we we really hope and and they will continue to have their accounts even if they leave the state so that's that's up to them if they choose to open or close them um but we will continue to support them um regardless of where they are oh that's good very good because it's been 14 years is a long time and I I hope that you keep having success because the situation is getting harder and harder for all the students you can do this for them thank you very much thank you miss scovia that was really a good answer thank you thank
171you Mr President thank you Mrs sist up next Mr Padia any questions or comments yes I actually have a comment you know um I uh I'm a big proponent of college andur readiness as I'm sure you know Miss koban and also of uh equity and access but I wasn't sure if you were aware that recent um because of uh El Monte Union High School District not renewing the lease over over at uh the city of rosem meat um unofficially through Pasadena City College's uh Facebook page um they have informed the 2,000 plus uh college students that attend that site including some of our our Elman uh residents and roseme and sang Gabriel Valley college students that they are going to be V vacating the facility over in roseme and so I was wondering if we
172could uh I wanted to ask you how do you feel about Elman Union High School District particularly board members uh florencio bionis uh Mr Carlos salido and uh Mr David Diaz not renewing the lease for this college you know I've been very vocal about College and Career Readiness and about uh how we need more colleges uh within our U area here to send them off to college but like you say it's not just about getting kids to college but to helping help helping them to graduate you know just like when I do college presentations we need to move the question should not be what college are you going to go to but uh or not the question should not be are you g to go to college but what college are you going to choose
173or go to so my question to you is how do you feel about the Pasadena City College campus closing uh in the city of roseme even after we got a resolution in support of it from the uh rosem Meat City Council as well as some of our colleagues from uh the Ros meet school board that are Educators just like us or that create policy and education uh what is your stand or your position or your feeling about Pasadena City College no longer going to be there because of some actions that Elman Union High School District took um well I'll I'll start by responding by saying um thank you I I really appreciate your passion for um College and Career um preparedness and and um and definitely all the activism that you have had in that
174area um and also want to recognize um your colleagues for for the same um and and know that that um any decisions that that you make as a board um are ones that you will support in in those areas so um I will leave it at that um and and ask if you have any other questions um related to The Promise Foundation no well my question is related to The Promise Foundation because you're coming before us tonight on item um 23 of the consent agenda so if we're talking about college I think it's a fair question since you are the executive director of the Alman promise and you want the data from our students and you talk about our students and uh getting our students to college but I want your position on closing down
175a community college in our backyard I think you're the executive director of the Alman promise that's how you introduced yourself so uh with that position and with that title comes some hard question so is your answer that you have no position on College and Career Readiness Miss kobian if I may I'm sorry um with all with all due respect to you uh Mr Padia this is not a a cour of law where you're grilling a witness on something the questions here are regarding the programs that the Alman Pro promise Foundation offers if you'd like to make a point regarding positions that this board has taken uh in the past you can do so during your Round Table this is an opportunity for us to discuss what the Alman promise Foundation is doing not what Miss
176koban's position is on actions that this board has taken so if you don't have any other further questions or comments regarding the programming and her presentation I'd be happy to move on thank you for clarifying Mr bionis but I think we are talking about college so the college question is appropriate but um I get your I get it the question's not going to be answered but thank you Mr bionis we can move on College in career Readiness is important and I would hope that the executive director from the Alman promise Foundation would State how she feels about no longer having a college in our backyard for our students thank you Mr bionis no further comments thank you Mr Padia uh Mr Diaz if you have any comments or questions for Miss koban yeah thank you
177uh board president bonis and thank you uh Mrs Coan for joining us tonight it's good to see you uh virtually here I hope you and the family are doing well um and also thank you for all the banners the Outreach and education that y'all have done over the course of the last few years and the ongoing support for our families to support students and really this uh colleg goinging culture so thank you for all the work uh that you've done as well as the Alani promise Foundation I'm looking forward to hopefully having in person tamalada later this year um I have question yeah I have no questions at this time but like I said it's good to see you and thank you again for all the work um that you and the Alman pment Foundation
178are doing thank you very much and I will just um um just to respond to Mr Padia I am I'm very much in favor of of career and college readiness um but as a nonprofit organization the promise Foundation um really as a policy can't get involved in in um elected decisions um and but please know that we are very much committed to making sure that that um that is a priority in this community so thank you thank you for answering my question Miss koban that's that's what I was looking for from you thank you so much I appreciate it thank you miss koban m Mr Salo any questions or comments for Miss koban oh just uh thank you Jennifer for for being here today um and kind of sharing a little bit about uh just
179what the foundation has done over the over the many years right um but especially how um uh what's been happening with the high school district and uh it kind of closes that that Loop for us right and um uh especially over the last five years and uh so I I do appreciate that and um thank you again uh for getting out to the different events and and hopefully uh we uh continue to see you at uh at our events thank you thank you thank you Mr Salo um one question for me Mrs kobon you mentioned experiential learning as part of one of the uh the initiatives um can you talk up a little bit more about that perhaps any upcoming um uh programming related to experiential learning um certainly so um this is one of
180one of the areas that we know um from research that that families who have parents who've gone to college or it's it's part of the tradition in the family often do things um taking kids to museums getting them library cards doing things like that um that other families may not have that opportunity or even understanding that that's that's a component of um helping a student to be engaged with school to see Higher Learning as as a goal um and so as a part of our um road map to college we're going to identify some key things not to say someone has to do them so we're we're trying to be very um conscientious of not not mandating that these are the rules but more opportunities and then following that up with supporting those opportunities from
181the side of the foundation so if if we say you know by by second or third grade a student a library card we're going to go out and make those connections with the the public library system to bring those things to our our children in school or if we say that um that students should see a college campus we're going to be arranging um for field trips um things that I know you know our Avid programs do but um but for all children to be able to have that opportunity to see what is a college campus like or or to maybe bring um some individuals from colleges to some of our younger grades so that they can they can see what that's like from a very early age um and then looking ahead to this
182summer um we're actually looking uh for a series of we're going to be doing a series of workshops um for parents and then also separately for our upper grade students so those who are are just starting out in college or have maybe been there for a few years around the areas of financial literacy um so helping with um education around things like credit building um what banking is and what that can mean um the different kinds of things that access that um people can have through banking institutions and the varying types that there are and the the pros and cons um we have a partnership with the SE Credit Union that can provide licensed Financial advice as well so um we're trying to do a variety of things to reach families um where they are
183and to help provide some added value um beyond what we know I we know that our school districts are providing so much for students and families right now and so we're really trying to help um fill in whatever um gaps that we can that we know that families uh will find valuable will find useful for their children thank you and I'm glad you mentioned the you know an opportunity to visit a college campus um you know more often than not students that are selected to to visit campuses are usually those that are you know for lack of a better term as seen as those having potential to go on to college and I think so often some students in high school or even you know middle or Junior High may not have that mindset and
184so exposing them to to a college campus to University campus may get them into that mindset so that it's not just seen as well this student has that potential to attend so they should go and visit a campus but really and I really like that you said this all students because a lot of our community members don't have that opportunity don't have that family tradition of you know going on to to higher education so if we open up open up these uh these opportunities to all students not just those as as being you know you know our honor students or our bright students so to speak but every student because I think every student does do have potential and I think given the right um nurturing and the right um Direction can absolutely benefit from
185a lot of these programs um and really I I think it's uh it's really important you mentioned as well you know starting it at a at a lower grade level you know the the visits to University or college campus uh in the elementary school uh grade levels I think has a much more significant impact on students um because it's seen as something that that not only expected of them but is kind of organic and it's a it's a great opportunity so I'm happy to hear that you're that you're looking into expanding uh some of the some of the uh the experiential initiatives that you mentioned um the other question I had I know last year you worked very hard with the with the the cities that are partners with the promise Foundation um and some
186local business partners to provide for the banners for our graduates we didn't have any graduation ceremonies uh for our 2020 grads is that something that we're considering continuing to do this year into 2021 um to do the banners again yes yes um we are uh last night um the city of Alman um voted to to be a part of the partnership with installing the banners um we've been working closely with um with your superintendent and um and staff on the logistics of the photos we want to make sure that every student has a photo this year we know that because of the nature of of how quickly things changed um not everyone had that opportunity so I want to make sure that all students are represented um and we also like that we can particularly
187highlight what their plans are next so um we're we're planning to also again um put where their college career um pathway will take them after they leave the Alman Union High School District so um definitely we're we're hoping to uh get those up in the next month or so U provided everything uh works as it should so so hopefully um very close to graduations we will be seeing some some fresh faces up on the polls thank you uh thank you so much for for being here with us today and taking the time out of your very busy schedule I know you also uh serve on the board at Alani City School District as a board member there uh so I know this uh this is uh something very meaningful for you to be here with
188us and to provide us an update with what you're doing at the promise foundation so uh if there are no further questions or comments thank you so much to you and to Mr Seymour for being here allowing us the opportunity to hear about the great things that you're working on and please let us know how we can continue to work with you how we can help out not only as an institution as a school district but also as individuals um please reach out and if uh there's anything that you need you can definitely count on on me so thank you so much for being here today thank you very much I appreciate your time okay moving on to our next presentation we have a presentation for our Golden Bell application on behalf of Mount View
189High School's zuk Dr Zuniga if you want to take it away yes thank you again this is our final presentation of the evening and we're excited again to go for the gold uh for the golden and unfortunately last year because of the pandemic it was a tough year for all of us uh obviously cspa something that the board looks forward to especially when the district is acknowledged as a [Music] golden long run Golden Bell in the past of with exemp programs that we've had across this School District um behind the scenes is where the work and we have some wonderful folks both at the school site that are here with this evening we have one one of our teachers that is just over there with the program that we're about to feature as well as
190our grant writer who is just an advocate for not only M View High School but all schools and always looking for opportunities for grants that could benefit our community and our schools I'm going to now introduce the Le Porter from crew as well as and our Martha Shar our direct writer for the district who is also has been working hand inand with this Porter a little bit about the golden BS you know that um you you had to allow a program to grow correct so the golden B looks for a program that starts from the ground up and provides time for growth and really shows uh some of the results that we started seeing a very unique robust that stands out amongst all schools and that's what they're looking for but that's the most important
191thing that it can't just be something out of an idea it has to be something that me success and also interest and also a um unique program that could benefit students for a year to come so wanted to say that before hand over to believe miss m you probably the first one to get started so where feel free to you know jump in whoever wants get started first okay I'm Miss Porter um thank you distinguished board members Dr Zuna and everyone else uh thank you for giving me the time to speak on submitting zuk crew for a golden uh Bell award um next slide please uh in preparation for applying for the Golden Bell we asked our CDE evaluator for a comment uh Mr David black is is the creator of the engineering program at
192Clark Magnet High School in Glendale he has followed our program for four years and has been a valuable resource during the process of working on the SSP Grant he has been very encouraging and from the very first meeting that we that Martha and I had with him he made this quote and I asked him to rewrite it um because he was always telling me how Innovative and different our program is and how now it has drawn in uh segments of the student population that are are not usually addressed when we try to get students to experience engineering so I will let you go ahead and read the the screen okay so next slide please okay so a key CDE Criterion for success is replicability the National Wildlife Federation the country's largest conservation organism and a
193longtime zuk crew fun has expressed preliminary interest in replicating zuuk crew on a national basis um so going forward we're going to be working with uh the National Wildlife Federation and continuing that discussion next slide um that's all that we have we're just asking for um your approval to apply for this award and um do you have any questions thank you Miss Porter uh I'll open it up to my colleagues or if uh Miss Sher uh would like to provide any additional information only if you have questions thank you I'll start with Mrs Tores deas any questions uh no really I try to study the this first of all congratulations because trying to get the the Golden Bell is really very interesting and I'm so happy that Mountain View is doing it Mountain View High
194School is doing that but I would like to have more explanation what is the main idea well zuk crew was hatched I mean for example at Mountain View I have been doing the solar cup competition with the students since 2009 and I've been doing that as a club uh and it's a basically an engineering uh activity where the students build a 16 foot solar electric boat and then they compete along with 40 high schools at Lake Skinner and it's a year-long project um through through that activity um I was approached um when Larry Cecil was principal to start an engineering program at Mountain View um that was I don't even remember to tell you the truth but probably around 2012 2013 um and so we were using the Project Lead the Way curriculum and one
195of the things I noticed very quickly was that it was inaccessible to our students um they it was so abstract they they were looking at this stuff and the kids with a lot of grid they would go through and do it but it just didn't it wasn't a good experience for them and so um Martha and I were working on ways to improve the curriculum and the idea is to to try and get students more to buy into the whole idea that that they can be engineers and help while animals in captivity or wild animals in the wild by learning these skills and it's also drawing in um kids that don't think they can do math because I just want them to come in and try it um you don't have to be a geek
196to be an engineer you just have to work hard and so um we've been developing this uh and through the SSP Grant we had uh David black as a mentor and a reviewer evaluator um for the past four years and um that's brought some some supplies and some equipment in um and we're just slowly continuing to grow it um last year we had two Capstone completers for CTE this year we have seven so it doesn't seem like a big number but before that we had no one going through uh an engineering program for three years in completing I really like the idea that engineering because the word engineer means engus to have the genus that you have inside of you but you have to get it out and the only thing the way that get
197it out is having somebody who can help you and I think it's great what you are doing because probably the students don't realize that they have that inity inside of them until somebody's telling you know what doing through here doing that I really like that now I understand I wish you the good luck and I hope that keep on having yes you didn't have before and now you have only five or seven it's a lot because finally you are getting out the ingenious that all the human beings we have inside of us and the only way is to have somebody who can help us well also the the Capstone completers they are entering College in engineering Majors yeah oh that's that is the first time at Mountain View that we've had that many students a
198lot of times kids have gone into engineering because they were good at math but they don't necessarily stay in engineering because they don't know what it is no it's prepared yes very good thank you very much I really like the the way that you are working and that's yeah it needs to be a a golden Bell that's wonderful thank you so much thank you Mr President thank you Mrs sist uh Mr P comment or questions yes just a comment I would just like to thank Miss Porter I actually have seen uh have seen you in action and it's amazing how you connect with the kids but the part I like most about your program is what your uh the mentor the that work with you guys Mr Black said that it's important to get those
199non-traditional kids to come into your program to show them and for you to bring out that Ingenuity that uh Professor Estella Tores deis is talking about talking about and as you were reading that where you were saying you know it's only five or it's only seven it made me think of a of a poem it's called making a difference and I'm going to read it for you because when I heard that seven it's pretty amazing it says one day A man was walking along the beach when he noticed a boy picking up something up gently throwing throwing it into the ocean approaching the boy he asked what are you doing the youth replied throwing starfish back into the ocean the surf is up and the tide is going out if I don't throw them back
200they'll die and the man says son don't you realize that there are Miles and Miles of Beach and thousands of starfish you can't make a difference after listening politely the boy bent down picked up another starfish and threw it back into the surf then smiling at the man he said it made a difference for that one you are making a difference for those seven kids not everybody can be an engineer but if you made Seven you threw out seven more Engineers into our world so thank you for the work that you're doing and I have no doubt I've been around this School Board to know you will get mark my words I know that you will get uh we will get a golden Bell recognition because Miss Martha Sher has been with us every golden
201Bell award that we have won and all that work that she does to prepare mark my word we will have another Golden Bell coming in the era of in the area of engineering thank you for making a difference Miss Porter thank you thank you Mr Padia Miss Mr Diaz any comments or questions yeah thank you president bis Martha and Lee it's great to see y'all again um I've also had the opportunity to go and see you in the classroom uh working with the students completely puzzled as to what's going on but they were like figuring everything out uh back when univ son was covering it and so you know I continue to be um amazed uh by your leadership um on this program I really do think that you know this is critical and I
202know that we have some upcoming things uh planned for zuk crew Outdoor Learning environments and outdoor classrooms and the application into real life situations uh particularly that are related to not only Economic Opportunity that job but also tackling one of the biggest the big what I feel is like one of well the biggest issue which is the climate crisis right and so your students are really making a difference on multiple fronts not only in the future but right now right now they're making that difference so really thank you um for all your work I'm glad that y'all got this recognition and I can't wait to see what's next for zuk crew thank you that's all thank you Mr Diaz Mr s any comments or questions sure thank you president bonis um just big thank you
203to to miss sh and Miss Mrs Porter um I know um project Le the way is is the one with you know the the shiny bow and everyone talks about that and but good to you guys for realizing that that wasn't for our students you know um takes a lot foresight to to see something and um I I I really know that's the the kind of like the headline right but to take it and and adjust and and make something for our students and have it be successful um is is wonderful uh but talk about a a slam dunk Golden Bell right I think um you know it's uh welld deserved um I know we're we're quite ways from you know you know um finding out but um um I feel really good about it
204so um thank you Lee and and and thank you Martha and I'm sure there are probably countless others who are who are behind the scenes as well so thank you thank you Mr Salo uh and just for me really quick um this is a great program I was sharing with Miss Porter prior to the meeting beginning that one of the highlights of my year is the first day back uh for our school years their school year when uh zuku has their annual um presentation recruitment event at Mountain View and it's been awesome and I truly missed uh missed it last year and I'm hoping that as long as everything continues down the the road that we're heading uh we're able to return to inperson instruction next school year that that event will will start up
205again you can continue to recruit students and uh I Echo Mr Padia I strongly feel that you will come home with a golden Bell for this program I think you at the very least are a very strong Contender and I want to thank you Miss Porter and Martha shern our grant writer for all of your hard work and the rest of the staff who who works behind the scenes to ensure that this program is successful I think it's probably one of the most unique and Innovative programs that I've ever seen in person and I just I'm you know and of course my bias towards Mountain View I'm so happy to see it there at my alma mater um so I'm I'm happy uh in 2017 uh Mountain View TPA program came home with the Golden
206Bell so I'm hoping that in 2021 just four years later uh zuk crew comes home with another Golden Bell just to show everyone that our students can keep up with the with everybody else if not exceed everyone else and they have potential just like anyone so thank you both for being here you know we support you 100% and we're looking forward to you coming home with that golden Bill om Miss Porter you're muted sorry thank you very much my pleasure um that concludes our presentations for the evening uh next up we have a written communication from our student trustee however um if there's no objection for my colleagues it's 7:46 if we take a five minute recess we'll be back at 7:51 okay we're back how we doing Mr Steelman ready to go sir um
207when we switch to go to recess and back it's uh it's not allowing me to do what we used to be able to do so I'm not sure have to research that but we're good to go now sir okay do we have everyone back I see Mrs stor deist I see Mr Padia Mr Diaz Mr selo yes I'm here okay I think we're we're good to go I'd like to reconvene the meeting it's now 7:54 uh we're moving on to or written communication starting with our student board member Sali palasio good evening everyone I'm happy to announce that we are officially in the midst of producing the first episode of the cares podcast all of our equipment has come in and we plan to start recording the coming two weeks so that we can have
208a podcast episode out before we end the school year it's been a long learning process for myself and the other students involved we've been working on creating segments creating a script and ensuring that the content we produce is top of the line um I hope that when the first episode is out you'll all give it a listen and share it with the EMC staff and obviously our students furthermore a huge part of my time as the school year ends has been working on emuhsd cares building our social media presence and ensuring that we continue maintaining posting for our resolutions um so that's something that's going to continue well into the summer as well now we can move into the report updates from our respective high schools for the month of April the resolutions included autism
209awareness and voter pre-registration weeks so starting off with South aloney High School for Autism Awareness a group of students promoted for everyone to wear blue in support of Autism Awareness um one of the Deltas that they mentioned with autism awareness was that they hoped that they would have managed their time better and ASB could have promoted that initiative a bit more for early voter registration weeks um our students our Representatives told me that Unfortunately they they weren't able to make voter registration a priority because they were working on um highlighting their seniors for college applications and college acceptances for Royal High School for Autism Awareness they had done in infographics and a spirit day to raise awareness so these infographics included what is autism um getting the help you need becoming an ally um including
210understanding that autism is a spectrum um never downplaying a person's autism and some Deltas were that some people commented on their infographics and just tried to inform them um of wording different things like the we blue was from Autism Speaks which is not a good organization and that instead they should do red to stand for solidarity for early voter registration weeks they did an infographics and some information about how to do it and what to do so that included what is early voting am I eligible to vote the early voter registration initiative um frequently asked questions were also part of that voters resources and just an infog graphing that said uh register to vote just to um show support and promote um early voter registration and for Autism Awareness something that Roseman high school did
211was they were able to share resources and information about the cause they also had a spirit day when students submitted photos with the rainbow infinity sign um it was impactful as it shows that rosan High School cares and acknowledges autism um a Delta that they mentioned was that they felt that they could gotten more people to participate because a lot of the participants were from ASB um our representative said that they should try to gain other students to join in on the event other than who other than the ASB students and then for early b registration weeks that was not something that was brought up at the ASB meetings for Fernando L Desma High School their government classes took to register students to vote and they had various class lessons on voting and their students
212and staff showed support on Friday in wearing in sporting the Emu justd autism shirt and for Alman High School Autism Awareness they NHS created Autism Awareness backf fers but they wish that they could have reached more students and gotten other clubs to join in on the initiative for early voter registration week our Representatives made me aware that the teachers and clubs did not talk about voter registration week but that they think that teachers and clubs could have publicized these important monthly resolutions as for Mountain View High School I try to reach out to their student representatives and to their apsa and I haven't gotten a word back but I'm going to try again tomorrow and then hopefully you guys will receive an email on an update on Mountain View High School um I know that
213with the school year ending a lot of our students are busy and so I I'm trying to be mindful of that and I'm also trying to be mindful of the fact that some students have made me aware from our student advisory Council that they've had personal losses throughout the last few weeks so that does take a toll on an individual obviously and so that's something that I want to be aware of when reaching out to our Representatives so thank you for your time and obviously thank you for your patience thank you Miss palasio is that conclude your report thank you so much uh Dr Zinga you're up next thank you board president bones we have a short presentation that I put together for you I know last month we focused on a little bit of
214vaccinations it was a short presentation uh as you know that you know the public it's important to know that the decisions we make are collective number one based on the data that we're seeing and the trending data this was from the Geto and I remind folks about that because it's important when folks ask questions about School reopening what is our timeline what is happening how are Services being provided and it's significant that we continue to do that and monitor the training data that we see both at the state level and at the county level and I will provide you with a couple of the current data that we've seen over the last couple of days um the good news in LA county and I think we have taken the lead with addressing covid uh in
215Southern California you follow the mapping but we'll take you through that trip along with some of the current uh programs that we are focusing on for towards the end of the year our graduation programs as well as um end of the year preparations for summer school as well as points to consider for the fall semester so there's a lot of things at stake right now as we are ending the school year but also preparing for you know Extended Learning opportunities for students as well as the fall semester so we'll get started with the first time of event I'd like to provide you with this because it gives you a short overview of what's happened within the month and again this timeline event only shows a glimpse of what we are doing every day at Al
216M High School District the timeline focuses more on how we have responded to covid and how we have supported the community as a response to school closures also um the pandemic in general and as you can see you know starting after the return of spring break we wanted to begin our rapid engine testing for our student athletes for our spring Sports uh there has we were still transitioning for the red to the orange with specific restrictions especially into the Spring sport where some of the combined winter and sports programs were going to occur that is also including the testing for daily testing for Rapid anti testing on our Indoor Sport athletes uh we also took precautionary measures with our uh soccer group because it was considered a high contact sport so though it was not
217necess or required we we thought it was necessary for us to send that message that uh we're going to go ahead and also do that for our students we do that one once a week and the the same week that we were getting started returning from pre break we started to increase our running pods we invited back additional special education kids offered our uh additional support for uh increase of el students not only of the Comprehensive High SCH but also at Fan L Desma and I'm happy to to report that as well as addressing of our fosted youth that LMA closely works with the Mustang Center as well as CDs as well um on April 14th obviously the Board of Trustees continues to meet throughout the year um and focusing on key decisions and then
218on uh the next day on April 15th it was a busy day for us we had a reopening of school task force meeting uh and also a parent forum for senior pods too it was more of an informational meeting that leads us into the following week where we introduce our senior learning pods on campus we invited uh from an average of 35 kids to about 120 kids at different schools uh to take part in the senior part to get that cap cap experience knowing that they better have to continue their learning in the classroom and be responsible for it but also enjoy some time on campus and do some activities as I mentioned to you in my weekly reports um the 23rd Brad food distribution event at R Beach High School with the partnership of
219several entities specific Supervisor cis's office as well as the food um I think it's food bank from LA Food Bank I believe that's what correctly wrong Mr B but what a successful event we had over close to 1,700 families driveth through and if you were there that morning you saw Mission roadby Boulevard Lura who a uh just circle around I remind me that little street that in that believe the school that that that traffic continued and contined flowed and our staff did an amazing job in supporting that effort and you know whether it's traffic control our food service folks were also out there too and it was a collective effort from everyone so kudos to uh folks who participated in that event um it was a just event that to be proud of that we're
220supporting our community at Road meet on the 24th we began our very first drive-through vaccination event at Sal bani High School uh they those folks will be returning back I believe on May 15th including my parents to complete their vaccination so I'm very excited to bring him back again on the 15th and they're also happy to have gone through the process uh on the 28th we had a reopening of school town Force meeting again so this is our bi-weekly meeting per month um and then also district-wise graduation webinar for seniors and parents we had close to 500 parents and students attend that webinar because uh we know the significant of that meeting uh lots of great questions uh all of our principles were present to answer questions and um they were very busy it was
221throughout the whole program there was questions that were coming in coming in just very a lot of interest and inquiries about our graduation program which also speak of in a little bit catch you up on that one and then we get into May right we started over the weekend we were happy to we were happy to be at M View High School for our second drive-thru vaccination uh and also the second event will follow I believe the following week on the 22nd of May three weeks after the event um I'm very proud of that moment uh that we attempted to do this and uh along with with the support of obviously the children's hospital but it doesn't happen if we don't put those hces together and make it happen with our staff uh our side
222Administration our District administration and um just the time that's put in it's it's exhausting at the same time we know that's important for our fies to have that opportunity to come onto campus in the safe Zone and get that vaccination done as well and not only B but kids you know exciting to know that for the first time our 60 plus kids uh are being vaccinated too so we'll share a little bit more data after this timeline event let's go to the next slide uh we'll quickly go through the Ali County mapping uh this was just recently announced as if you follow that again um on May 4th we saw that the county transition from orange orange orange three weeks ago to now hitting that yellow Mark and if you see that map it's the
223only yellow Mark in Southern California which is impressive for Ali County you know the largest county in Southern California so kudos to everyone for doing their part not only in the aloney community but also across Ali County uh I think we learned our lessons about the seriousness of the reopening and hopefully this trend continues for in in a positive way that we're able to even have more flexibility uh for our for everyone for our community okay uh next slide so what is the illary mean for our schools and this is important to know we we asked that question uh we met with the Department of Public Health uh Dr per and staff as well as County last Thursday and Dr per did lud say hey we're going to get into the old tier most most
224cases could have happen uh and we know that the old here really minimal spread and that's what they Define it as a heavy minimal spread within the actual case rate for 100,000 people so we don't see a lot of significant change because the reality of schools were allowed to reopen within the orange SE and even before that uh a couple you know months ago now and though you know we have taken off and allowed some of the campuses to return specifically for the primary elementary school districts in our community uh we do remain in distance certain at this point uh but there's promising efforts that are being made as we get ready for the summer school program here U so we're going to continue to look at that as a way to progress but send
225a message that we're doing our part to ensure that our students um when they return that they're going to return safe to to to at least at the yellow tier now more flexib ility with you Sports and extracurricular activities and programs I know you heard in the past about the restrictions especially in ban in vocal in from midle music we're very excited that you know now we are allowed to really fully Implement all the programs on campus with obviously with guidance and restrictions with with still safety protocols in place too but that's going to be that's going to allow for Market flexibility moving forward uh the county has not released or K2 protocol updates they like to take their time to make sure that um with the L of the state is something that they
226can support so we'll probably see that ased ear tomorrow as well um we're transitioning into bi-weekly meetings now with the county so this will be the first um meeting that we're not going to meet with them tomorrow until next Thursday and then finally we continue to practice social distancing and weing at face coverings too uh that probably should be at the very top is that no matter what tier for now because of uh our current uh efforts in vaccinating everyone we'll see it required everyone to ensure that those basic practices are implemented at all of our school sites too next uh mapping here for La CTI vaccination if you look at on the April 30th math here it shows you colors right from the 15 all the way to the brown all the way to
227the 75 and that includes that the percentage rate of folks that are being vaccinated and um we're right in the middle of that light green area you if you know your county map uh around our school district so we're you know we're not in that dark because that's what we want to get specific to some of the small counties out there in the large County up up in Northern LA County uh but I think what's important to on that right side when you look at the vaccinations SP by date by date you saw the spike on April 1st I think that opened up you know a lot of Eligibility uh but as you can see it's slightly declining a little by little U so we're hoping that that that picks up and continues to pick
228up it's going to take more work in getting the word out there and just promoting it collectively as a community here uh but the the bottom one just shows you the total numbers that are increasing now and those are actually U good signs that we're seeing in LA county too okay in the local data if we go to the next slide this allows you to look at numbers of of the people vaccinated at least one dose uh on April or before April 30th Alman having the largest community you can see that those numbers are much higher than the other two but the percentage of vaccinations according to LA County Department of Public Health force uh we're still we still a lot of way to go roseby has a little bit ahead they're they're pushing about
229another 10% higher than Alman and South Alman so we're halfway to that point uh the challenge will be you know meeting that her immunity about whether we can reach that point not only in the local community but also County Statewide Nationwide and I think a lot of uh us are at this point kind of wondering you know how much we can continue to push if we can increase those percentages over over the next couple of months too okay next and again looking at that map as you as you recognize it on the left side this is an example of the city of Alman vaccination and you look to see the training data it's very aligned to the county uh but again look at that last day registered on April 30th it is a drop off
230we could probably recognize when those weekends are because those are lot vaccin shs that are happening uh and we know that lots of Partnerships are being established within our community which is great news and we'll talk a little bit more about that later but um you know continue to make that progress and the the cumulative vaccinations looking at that as well it is continuing to grow as as expected next so the vaccination Partners as you know with the Children's Hospital of La we have uh almost we're almost completing that first um the two dosage for two dose for the South Alman High School event that comes comes up not this Saturday but next Saturday uh and then on May 1st which we once since Saturday we'll follow up again on May 22nd for mie high
231school and in May 8th through May 8th is a new one this is going to happen this Saturday uh and that'll be May 29th at the second dose and the unique unique one about the approach for the May 8th one is we focus on students 16 plus uh in high school that were eligible to take this so we got a jump start we allowed our students to register first we wanted to make sure as many have the opportunity so they won't be left out we have approximately 160 plus kids that are registered now out of the 200 and something look at my data real quick I know that I wrot I wrot the number 153 that are registered already out of the 500 slots that we have available um uh we want to continue to
232push uh tomorrow is another day until Friday uh we're over up to 200 I believe close to 230 or over 230 at this point so we're halfway point uh we released the actual announcement um late yesterday because we wanted to make sure that we have enough time also to Pro to allow the community to get vaccinated get their appointments pre-registered everything is a status quo as I mentioned to you last Thursday we don't need any information we just need a specific time date or date on the calendar or on the date that they can come in and then we take care of the rest we help out we did a wonderful job with supporting you know translating on the spot on the scene with our staff uh with the children's hpit also registering folks so
233that way when they come back in the second dose it's easy just uh name you know identification ready to go to uh and I don't think we had any issues with regards to folks on having any type of proper documentation um friendly service from the children's hospital they understand that commun their serving and we appreciated that that they were very receptive to our family's needs as well and very patient with them too um the Children's Hospital also again being supported not only the Children's Hospital of LA but also with the support of supervisor police at all LA County programs are and also act as sgb and reaching out and that was critical because uh they're monitoring how many numbers were going once we we see that there's a drop or folks didn't show up we're
234calling on the spot and reminding folks that come in in addition to that reaching out to other people that are in the week list too so thank you for for the partnership that we've had uh we also learned that um there will be an Almighty covid vaccine task force we were invited yesterday uh by the city manager if we would be uh partake in this effort to not only do the vaccinations but also promote because that's what's important that the the more we get out there the more we spread the word the more we have those close conversations with families and also even our students we're going to be able to continue to uh increase those vaccinations within our community so again this Co vacc vaccine task force city of city of Alman supervisor police
235savior sh representative am high school district am City M School District also East Valley Community Health Center as well um so uh one of the things about the data that we see for the our own vaccination that we've had with the CH Children's Hospital uh we looked at the data of how many kids have been vaccinated and these are just only for this site I'm sure other families have made appointments with their private promoters 430 combined appointments between the uh South Alman first those and also M her Souls 430 out of the uh 960 vaccinations that were providing so that's not bad as we uh you know push that effort for our kids and I know that we have a larger population of 16 plus old students and we need to get them out there
236but uh you know we're we're making that effort and now that you know another 153 will jump on board we want to see that number continue to grow so we'll continue to do our best in getting those uh students not only well informed but also allow opportunity to be vaccinated at at our schools as well okay Dr Zuna yes sir um so it appears as though the the FDA may be giving approval for fiser for the fiser vaccine to become um eligible uh through emergency use authorization uh for those individuals that are between 12 and 15 years old now are we prepared to increase um the amount of vaccines that we can offer in order to uh take up any any additional students that may want to be vaccinated who will now be eligible beginning
237next week thank you for thank you for that uh I'm glad you're remind you about that because we are closely monitoring that and one of the unique things about Children's Hospital is they tell us what are your needs how much can you handle what can you do what what what can we accomplish how many days would you like um so we focus more on accessibility we focus more on weekend because we know that we know that we have Working Families so weekends are good for us our high school facilities are being utiliz during the school day so it's tough sometimes to have something happening on the school campus while we have kids on campus Etc so we wanted to you know start off with that uh we could increase it to you know twice meaning
238Saturday or Sunday events as well and also the amount of vaccinations could also be numbered by the district too so whatever our needs are they're willing to address it and provide that Staffing uh but you also be a big question is the actual amount of um you know Manpower that we provide as well on weekends as well as even Sundays too so if if push comes to shove you know we will we will continue putting those dates there on the weekends and we would commit to them but also explore other opportunities like do we partnership do we partner with other entities now with our K School partners and see if we can do it all together and so that way that we only not only increase the vaccination dose but also the team together uh
239because we also need need to have our employees R too so if they're working money to F and also working Saturdays and Sundays you know a collective effort would definitely be something but that's what I would would like to see in this covid vaccination task force uh I have had discussions with Ros me the city of rosem me as well and also reach will reach out to the city of South Alani um you know if whatever resource we can share Not Duplicate I think it'll help us out to increase those numbers overall especially with our now 12 year olds which probably put us at what 12 seventh grade now 7eventh eth all the way down to our senior students too so uh definitely looking forward to working alongside the other um Pro communities and also
240local entities that we that we have in our area okay next slide please so our graduation schedule uh I think uh you may have seen a glimpse of this uh we have a graduation schedule set this is something that we share to all of our families and our students uh the adult transition program which is our smallest program uh will be at the adult transition center it's normally during the weekday and it's normally a morning program uh for our students to be on campus that also have to invite their families to be there uh that'll be on June 2nd we will put that on your calendar now moving forward to make sure that you have that on your calendar if you are able to attend and celebrate with our student adult transition program uh the
241traditional date falls on June 3 which the majority of our high schools uh including F Desma will be graduating this goes on the calendar already and they will all start at 7 p.m. we agree to have a 7 p.m. start with the exception of pral desm traditionally we've ourselves to you know go to felma for the program and then head over to our sites as well and mrga uh believe that should it be more than 45 minutes entirety program so allowing that person who be heading down to the the next school to get there in time too so we work closely with them to make sure that that happens and then also with our our board member representative uh the unique thing this year unfortunately with u construction happening at rosby High School uh we
242don't have have accessibility to the stadium there uh right now it's obvious you seen it a couple weeks ago at our BR breaking uh it's in progress but it won't be ready obviously uh at the end of the at the end of the month or in the first week of June of for our graduation so we are going to have our roseme high school graduation at our Royal what better way to have that rival huh to have roseme at our Royal High School graduation and believe me we already heard it from our students at rosem me during our webinar I think that was a major topic of discussion for Dr Bristol and everyone else so U do Mr Flor did Shar that with everyone that hey you know what we're going to go to the
243same thing next year we'll be at Ros me the following year too so they'll return that favor back so it was it was a kind of the theme of the night of just that you know that rivalry so just that's that's enemy territory that's enemy territory yeah but I love it just enjoy that friendly competition that we do have but you know we we love our school especially I'm sure kids feel the same way too so that would be at B BL berom and you notice how I called the BL berkom Stadium because I myself went through the same process at in MO when we didn't have those lights at the stadium or even St bleachers to say the least uh but we'll go through that Friday we do have two Alman R doll school
244their high school diploma will also be at Eagle Stadium they two have traditionally been at um actually at Rose Beed Auditorium right indoors so to allow more folks attend to attend the ceremony they will doing outdoors in exceeding arrange capacity I think even last year we actually had uh their their high school at um probably South High School problem if I recall um so those are our graduation schedules we'll we'll give you more information about assignments I know that you're probably wondering okay where am I going to be at I'll share that with you either in your Friday memo and also I'll bring that forward to you for discussion later on too so if you have a preferred one I think we had recommendations already from the start of the school year which we have
245not formally brought forward to you I'll be sharing that with you so don't worry about that one okay next slide so our Protocols of information that was shared to our families as well as our students there's on the right on the left side you have the LA County protocols this is something that they establishing keep in mind that I I I intentionally put oranges here because we have not received any new uh yellow protocol tiers for LA County so I know the state already has kind of their guidance for and this does not fall under the uh actually School reopening the the guidance it's actually not the T1 uh form it's actually the live live performance or live audience protocols for all of belly County so the tenant has to be at 32% um the
246yellow wood jump to 66% so good news I think everybody wanted to hear that and I alluded that at our at our presentation during the webinar uh pre-registration is required for all participants we have to monitor who who is going to be attending for tracing purposes as part of the county entry entry screening conducted for all participants signage about you know if you're not feeling well Etc we may even ask question question as well as temperature checking so we're working on those on those protocols SE uh separate routes routes and assign entry exit for all participants so directional mapping about you know where to report to when you check in ETC and then assign seating for all participants and I wouldn't say all so I'll talk a little B that later on but um even
247if you have 33% capacity you know the limitation you're going to have six feet apart so you can't have the 33% without that 6% six feet distance of families together so it's going to really reduce the amount of folks that were able to accommodate no eating or drinking and also hand sanitizer and face masks available for guest upon request to so that's the big picture when you look at the right side about what we feel is important to keep folks safe and also adhere to the protocols uh we are allowing at this point under the orange here again two gufts we felt that that was fair that's something that we could accommodate um the county says it has to be from the immediate household or immediate family member we know that sometimes you have two
248households so two guests from that student family pre-registration required for All Guest as mentioned tickets will be provided to pre-registered guest prior to the graduation ceremony so we have to be very stringent and um disciplined about the ticket amounts that we're able to have because it all has to be registered as part the names no balloons or other items that may be obstructive VI kind of a general thing uh because it's not fair for others to you know have the Affliction of watching their child go through the you know uh across the stage and no congre or gathering of guests will be permitted at all time field access will be restricted before and after a program I think we all look forward to beating our kids on the field when things happen unfortunately because of
249covid and our you know social distancing restrictions and concern we're going to limit that or restrict that to access for that so we we want to encourage and I did encourage families to hey plan ahead have your family meet somewhere after you know enjoy it you may you're going to get out you know in time to either go to a restaurant have something at your home so plan ahead so hoping that we can do that uh next Dr Zen I think Mr Diaz has a question okay Mr go ahead yeah I I did have a question but now looking at you switch to this next slide I may hold off until I hear the bottom portion thank you okay wonderful uh we did some accommodations as well we know that with the limited amount of
250folks are going to be attending we're committing to Str all the ceremonies uh uh we will work with a professional company that we will rent equipment from we will hire the uh company staff to uh ensure that we have enough folks that will Monitor and run the cameras and also make it happen uh the the last thing we want is something that's not going to work so we we working closely with them to ensure our needs are met uh and that'll be via YouTube live so with the collective work of our auditoriums um staff uh Mr Steelman and also um uh we have uh several folks too that have benefited from from being part of this sharing ideas and everything else miss sanid our our director of purchasing she's also like hey you know if
251you're going to do this we're going to need that we're gonna have to follow this so it's a lot of work behind the scenes but I think once we have it folks will enjoy it at home as well that aren't able to be there because of a restriction un limited number that we have on campus both of the graduates it's been a tradition for most of us to have availability of photos at closeup picture shot we want to make sure that everyone does it uh right now uh traditionally we have had that and then we send out the proofs the company does to parents if they want to purchase it they're weling to purchase more than what they need uh we're exploring the opportunity to say can we get a picture for All Families at
252no cost for the family so we'll work with the uh companies that are Contracting with the schools to ensure that happens uh and that's kind of one thing that I'd like to commit to because I know that um even being close to the field after you get a close shut and at this point we're not going to be able to do that reserve seting for disabled guest uh that's something that we have to be mindful of so we'll we'll plan out that and then one of the unique things about the protocol Del county is that if you're fully vaccinated guess what you get to sit together without even having that separation um so it's going to allow for that 33% to provide more seating arrangements and most likely the closer to the stage and uh
253we want to use it more of a a reward and acknowledgement a per for having you being vaccinated so maybe this another way to encourage folks who hey these are things that you can do if you're vaccinated too so there'll be a separate seating area individuals in fully vaccinated areas as well uh they don't have to be physically distant but they have to wear the face masking uh face coverings as well and then proof of vaccination required too so we will do that before beforehand go all all do that late work before it happens too okay and again the good news if it's a yellow tier uh we're most likely going to see the number from two to increase for probably another additional member or two as well so we regroup let's talk to the
254sites and agree to the number that we can accommodate across the board just to bring equity for all of our schools okay next I think we had a we have a question um maybe not sure um I was just wondering if there was a concern for fake vaccination cards because that is something that I've heard of and I think that should be taken into consideration when asking for proof of a full vaccination yeah definitely um that's one of the things that we have to be conent about and uh work with the county to see if there's any other suggestion they write without any violations of the Hippa you know as far as records and and asking for stuff we wouldn't want to get in trouble in making that point uh but we are going to
255you know do our part to see if it's legitimate maybe ask additional questions about you know but where where where did you have the vaccine taken at just to clarify that but um it's a great question U I think for the most part everyone uh events that I'm aware about that's what they're asking for including Staple Center and and you know even large venues like that they're asking for those cards but I can see that uh those cards are probably sold on what what something eBay or something that that you that I have heard about too um I trust that our community is smart enough to understand that you know this is an event to keep everyone safe and not jeopardize the entire event by having that so thank you for that we'll keep that
256in consideration too um next flight yeah pres president beis Mr Diaz go ahead yeah so for clarification Dr Zuna I'm the 33% capacity regardless of vaccine or or vaccinated or not vaccinated our total capacity is going to be at 33% for the venue right that includes the students who are graduating other support staff and other people that are going to be there for the event itself right that is correct and with the limitations of of having six feet apart on the bleachers you could fill 33% of the bleachers but when you account for the six six feet distancing it it reduces the reduces it significantly yeah and so again to clarify so if uh if I'm graduating this year I'm G to be allowed two guests right that will be considered within that 32% right
257and then after everyone after wow actually clarify this point so what point do we determine capacity for like the vaccinated seating section we're still doing that we're still doing the 33% across the board with two guests to bring Equity um but the perk is you'll be seated in a special section which will probably be closer to these graduates themselves okay so so it'll be so it'll be done like if you're regardless right it's GNA go Factor like you could be two you could be two people that are coming for a student and you can be in the vaccinated section or the unvaccinated section corre or the general seating section yes that's correct sir and again uh because we wanted to be fair with everyone we have we felt that it was having two tickets for
258each graduate would be the best solution at this point the good news is that because we're in yellow now we're going to revisit and draw the maps again to see what 66% means to uh additional um folks that can be on site for spectators okay okay get that I can probably give you a firm number whether the amount will be increased by how many as well that's good news though I think everyone will be happy to know that yeah I I think if it's like a if you can give us kind of a breakdown of what it looks like you know how many students are graduate or a projection of students and then attendees you know that'll be in the audience I just I'm curious to know that overall and I think I think I'm
259kind of like seeing where you're going right with respect to some of the things that you've already mentioned which is the Partnerships of the local school districts right today I was actually at a vaccine event with The Jeffy more Family Center helping pre-screen and register folks and so you know I think there's an opportunity here to possibly you um to encourage folks to get vaccinated as an ensive right as the promotion goes on um within the different School sites at Mii School District Almani City School District as well as Alman Union um so that you know more folks can attend graduation and other things that they want to want to attend so okay thank you for clarifying my question sure uh well so what do we main focus on I'm not going to go uh
260as far as conversation or holding discussion I think this is just something for you to uh understand what we are going to remain focused on number one obviously uh we got to take care of business submission of our ab86 plan uh for before June first that means our special board meeting will focus or the book of it will focus on our ab86 plan and recommendations to the board uh that is uh it responds to the Extended Learning opportunity that the state is funding for us to uh over over two almost a year and a half here till August 22 20 of 22 20 2022 so we be bringing that back to you uh By the 19th I'm sorry the 19th of May our alcat plan returns to a three-year Trend as you know that this
261has been the common plan last year was only one so we're quickly also uh being uh preparing for that for June's board meetings our summer school Extended Learning again I can't emphasize enough the importance of our summer school program and how uh it's going to take a lot of work and and uh collaboration together to have a successful summer school with extend learning opportunity for kids back on campus for preparation for 2021 fall semester big question mark is where are we heading at with the fall semester and we need to have a conversation about uh the actual um number one what is at stake is there going to be a legislative bill it's going to say everyone's back on campus everyone's in person instruction or is it going to be left up to the local
262Education Agency as it has done this year to say what decision are we going to make for for the fal semester whether it's in person whether it's a hybrid model whether it's something that we're going to see the distance learning continue so we want to make sure that that dialogue is open and and transparent because families are waiting for a response from from this school district about what's going to happen in the fall too okay so I think that's critical for us to keep mindful of preparation for 2022 fall semester as I mentioned vaccinations uh reopening the school's task force continue to meet we've never stopped community outreach is very critical at this point and then continue to guidance from LA County the paent about so that's what we may focus on to to I
263think that's our last slide for this evening well one more as we look ahead again these are things to look at what's governor do going to look like willly reopen California on June 15th and what does that mean for Al M un High School District what does it mean for everyone living in California instructional schedule for 2021 2122 as I mentioned to you adoption of the 21 2122 budget uh fiscal stability while addressing declining enrollment you know that's something that we keep close because it's going to be a tough year 202 2122 is going a tough year not only having our kids reconnected back onto campus but also understanding that we don't know what it's going to look like again uh with with we we've had a pretty stabilized economy in California but what was
264it's going to look like come next Fall next winter into the fiscal year to approach okay um and I believe that was my last Light so forget there's more celebrating our Heroes I I wanted to end this um update to you to ensure that the district recognizes the work that all of our employees are doing this week is our national teacher appreciation week um I I got this from rosby which I you know I keep track of as far as what what's being sent to the schools and I thought I thought this was awesome this these are our classified folks uh giving praise and thanks to our teacher for our teacher appreciation week as you can see with the exception of Dr B he's back in there uh supporting also but these are all classified
265employees and I thought that was a a good move on our classified employees to show their appreciation right now for RO me high school Panthers and then let's not forget our classified employees as I mentioned during our um classified employee of the year the work that they've done that will'll be celebrating close uh on May 16 to the 22nd for classified employee of the week uh Alman District tries to traditionally celebrate it together so our grites have been sent out to the schools and they will be passed out to all of our um staff members and celebration and recognition of May being you know the heroes month technically for our certificated and also our classified employees too but thank you for all that you do and then now open up for any other additional questions
266or um maybe recommendation that you might have thank you Dr Zuniga any questions from the board Mrs Tores deist actually no no questions because he gave all the explanation so clear one of the things that I can I want to tell you is thank you very much for taking care of our school district so well that this moment is when the superintendent needs to do a lot of work and you are really helping everybody in our community and good news that we have with uh in June if we can start our school opening and start getting our life again thank you very much that's it that that's it Mr uh Mr Leones thank you Mrs Tes of secist Mr Pia any questions or comments you're muted thank you um no just thank you to Dr
267Zuniga um a lot on your plate uh I know that we the board were kind of like the vision but at the end of the day you're the mission you got to make it happen and it's all on your plate so thank you for all that you do um one thing that I did want to ask you Dr Zuniga last week we talked about the Commendation from an outside uh person that talked about our um our two csca employees and the wonderful job that they've done at the vaccination site uh are you going to talk a little bit about that yeah I'd like to uh just acknowledge again some of the work that our employees are doing and as Mr badia mentioned is is you have these successful stories and these stories that folks go
268out of their way during uh our unfortunate times as we addressing the pandemic two of our outstanding campus supervisors participated in the City of Hope and during that time in City of Hope we had multiple school districts making a team effort to be there to you know show up on the weekends and help out to ensure that you know if the drive-thru was was happening in a safe and efficient manner well we had someone reach out to us from a different School District not to brag about their own employees to brag about our two employees that we able to to um be have there to support us obviously um they they volunteered they wanted to be there but this uh individual from the actual other school Community said these individual St from started the actual
269time that they were required to come in and then even stayed after to help what they never had to and just not only their work ethic but also just their courtesy and the way they behave and exemplify what what we inspire all elone district employ to be so um I I reached out to I reached out to one of them on Saturday um Henry I believe he was working the actual event on Saturday again at M View High School uh and we we talked a little bit about hey um you know people are watching you people are seeing the work that you're doing and it's amazing that you know we have these Exemplar employees that are highlighted not only in our own District but outside outside the school district too I know Mr B you
270were going to recognize those folks when you come up to your Round Table um but I just wanted to also to share and and thank you for reminding me that we have these folks have that are that accomplish these things on outside of campuses yeah I I know you said it Henry but I thought the gentleman's name was Ernie do Ernie Ernie yeah Ernie is at CDs as well yes uh and also our um if you help me with the other name yeah yes the other name was Aurora and yeah and the outside person that that wanted to ensure that we gave them a commendation was the uh Dr um Dr Maria C Ros from the director of student of achievement from the Balwin Park Unified School District she is so impressed by both of
271these classified employees that she took the time to write a letter and wanted to make sure that um that I knew and so because last month's meeting was so long and we tabled some of the items uh we didn't get a chance to recognize them but Aurora from uh El Monte High School and uh Ernie from the uh Community Day School I just wanted to publicly acknowledge them and so did Dr Zuniga and our board I think it's pretty awesome when an outside uh person notices the great work that our CCA employees and uh that they're the backbone of of of our schools and so thank you Dr Zuna um uh for that and also just to they were part of our high school Heroes recognition for the month of April in our monthly newsletter
272so um they were honored there as well I wanted to include them to make sure that they also were recognized too so congratulations to Ernie and a that Alman High School our lead cisor there okay thank you Mr Padia uh Mr Diaz and further questions or comments yeah thank you Mr bionis um Dr to clarify on the pre-registration what opportunities or how can parents or their the folks that are going to attend how can they pre-register so what we have done is we have communicated to all of our parents uh in a couple ways number one is that uh they have their obviously email communication goes out automatically to them we also have an opportunity through Blackport to send them text messages via their actual phone phone themselves and also that Blackboard message does get
273also translated into even call too uh we met with our community aison uh at the start of our actual effort and campaign to allow them to have a list of families and parents to continue ongoing calls throughout the weeks to touch have that Personal Touch I think Mr B alluded to hey it has to be personal about this and I think that's also uh important that we recognize that that you know the these messages are helpful and get the information out for folks that are Savvy that you know are just looking for these links but also making that connection at the school sites as well as making those personal calls too through our own personal staff so we reach out to the school site principles as well to you know allow for that to find
274time for our staff to call personally and to make those calls consistently um again it's it we can't say enough about the importance of just reaching out individually to families if we're able to do that okay thank you for the information I just want to make sure that you know folks aren't missing out right like you're G to miss an email whatever we need to make sure that they can pre-register and that it's accessible with them especially with the digital divide so thank you for the additional information and what I did also provide the information to our city Partners all three cities as well as um all of our school districts to to let them know hey we also would like for your folks to to know about this and please share out too Mr
275Diaz anything further no that's it Mr bis thank you Mr Diaz Mr Sano h no that was very comprehensive thank you thank you um and actually I did have a question Dr Zuniga but I think you answered it when you answered Mr gaz's question regarding moving into the yellow tier and how it would impact any changes so if you could provide us an update when uh when um when you have that information uh I do know that Ali county is moving into the yellow tier as a 1201 uh midnight tonight so you know there'll be increased capacity and uh it's the the least restrictive tier before we we hopefully get to a full reopening potentially by June 15 um so if that's uh if there's nothing further from the board thank you Dr Zuniga for
276your presentation tonight very much appreciated for all the information that you provided you're welcome so moving on to our consent agenda um consent agenda is for items that are routine in nature and all items on the consent agenda are approved by a single motion unless they are held by a trustee so with that uh I will start with Mrs Tores deist if there are any items that you would like to hold Mrs T you're muted I am very sorry I'm very sorry um no I I'll talk a lot with the Dr Sun about this but I'm still hesitating about the number 23 which is the the Elmont promise Foundation we will talk about that later thank you any other items no that's it thank you Mr President that's it thank you Mr Padia yes item
27711 and item number 23 Mr President thank you Mr Diaz no thank you and Mr Salo no all right so what we'll do at this time it'll it'll be appropriate to accept a motion to approve the consent agenda with the exception of items number 11 and 23 which have been held is there a motion to approve the consent agenda I'll move to approve move by Mr Salo is there a second I'll second seconded by Mr Padia any further discussion seeing none Dr Zuniga if you'll take a roll call vote on the consent agenda excluding items 11 and 23 okay we'll start off with Mr secret yes Mr Padia yes Mr yes Mr F yes Mr bionis I count is 5 Z thank you so the consent calendar is approved by a unanimous vote uh with
278the exception of items number 11 and 23 uh so at this time we'll take up item number 11 Mr Padia uh you had a question on this item yes uh I I would like to ask a question regarding this item and I'm not sure if our special ed director is on the line but my question is um in terms of total dollar amount amounts that we uh that we use to subsidize uh for these programs this is for nps's non-public schools this is for students uh whose needs we cannot meet with the existing staff that we have in the Alman Union High School District and therefore we must send them off to non-public schools to better meet their needs that are specified and are part of their IEP their individualized education plan my uh question
279is how many students do we have attending nps's and what is the total amount that Elman Union High School District is paying uh because I know it's a it's a big chunk of money but it's a money that and it but it's money that is well invested in order to serve the needs of uh individuals with exceptional needs so my question is what is the total number of students that we have attending nps's um I know I always ask for a breakdown how many from each school no names for protection of confidentiality and uh what is the total amount that we as a Schoolboard member uh approve uh in order to meet these needs for these uh uh very at at promise students would you like me to put that in board memo Mr Bia
280for Friday um that cannot be answer today I would have to ask him for an accounting of it for all of them okay um okay well before I for me before I vote on that I would like to know that so um yeah you do what you got to do so that's where I'm at thank you Mr President thank you Mr Padilla uh is there any further discussion on item number 11 from the consent agenda okay see none uh is there a motion to approve item number 11 move to approve moved by Mr Diaz is there a second second seconded by Mr Salo any further discussion no okay Dr Zuniga if you'll take a roll call vote okay Mr secr yes I yes I'll go ahead and approve but yes if Mr Larry Cecil can
281go ahead and and give us that breakdown again I want to be specific I would like to know how many kids from each High School are attending nps's or their uh the the school that they belong to based on their home address um I would like to know um the names of the schools the nps's that uh that they're attending not each school to each kid but uh just give me the number and which schools uh NPS is roseme high school's using which schools uh South delman Etc and I would like the dollar amount broken down by high school with the total amount at the end that's it I'm an I thank you okay thank you and we'll move on to Mr Diaz yes Mr F yes okay and Mr bionis I for item 11
282the count is 5 thank you the item is adopted unanimously moving on to item number 23 uh Mrs Tes Deus and you were the first one to hold this item if you'd like to begin with the discussion or questions that you may have yes Mr President thank you very much I still need to get more information about the elonte promise foundation and they did a presentation but there are a lot of things still that I really would like to consider and to study for that reason I vote no on this on this uh on this side that's it Mr Mr Mr that's if you could give me the questions I'm happy to address them um over the next couple of days I can you can call send them over to me or I can call
283you we can go from there Dr Sun could you please tell me again sure sure would I would I like would like I will contact you to get your questions or the addition that you would like to yes yes please I really need to have uh more explanation about this but at this moment I really um have a lot of doubts that that more a lot of people they had been talking to me about this situation okay and I will talk to you okay thank you thank you Mrs T Mr Padia you also wanted to hold this item do you have any discussion or questions on it yes I have similar uh similar questions like that that uh uh I'm not comfortable approving that today especially with the the fact that uh you know we're
284talking about college and uh what I've read so far about Pasadena City College has me very very angry and concerned that we're losing a college in our backyard and uh I know that the executive director was here and I I posed a very direct question and I know that you intervene Mr Bri but I thought the question was fair you know as an exe executive director uh you're going to get some hard questions and so uh just for the record I wasn't trying to grill her uh your words not mine uh I did want questions answered to uh some difficult questions um but I didn't think that was a difficult question my question was like are you support uh uh do you have support for college Inc Readiness and she answered it at the end
285but um I don't think it was a complic ated question and uh when you're talking about College and Career Readiness um Mr bionis and my colleagues um it's uh it's actually very simple you know either you're in favor of colle career Readiness and equity and access or or you're not you know you can't have your cake and eat it too and right now the reason I'm a little bit or not a little bit a lot concerned is that we have lost a college in our backyard you know I know that Dr Zuniga wrote in the memo and it's not uh um you know attorney client privileged and so the public does have the right to know uh I know that in the past Mr salido has tried to uh make it sound like our board
286memos from our superintendent to us or Mr Padia if you could focus your comments to the item I am focusing my comment on this what what I'm trying to say is that in our memos from Mr Zuniga to us the board members that is not attorney client privilege again if you could focus your comments to the item at hand our board memos are not on the agenda right now we're discussing anou with the promise foundation and I really want to narrow the focus of our discussion specifically to this item I will narrow the focus down the the thing is we're talking about College and Career Elman promise Foundation is trying to get our kids to college my point is that we closed the college in our in our backyard and you are responsible Mr Bon
287for closing that college and so is Mr Diaz and so is Mr cedal the fact that Pasadena City College is packing their stuff I'm not sure if you've been this is not about Pasadena City College this is about anou with the Alman promise Foundation if you could please Focus your comments to that discussion at hand I don't want to get into a brown act violation by discussing something that is not not a brown NE violation I'm sure you know you attended there you took a computer we're discussing a specific item on our agenda if you could narrow your comments to that item please yes I will narrow it to Readiness Pasadena City College a college where you took your computer certificate is a college we're talking about Elman promise foundation and uh I know they
288want more kids in college but how can we get more kids into college if we just lost a college in our backyard so I unfortunately need more information have more questions that is my position Mr Bones thank you thank you Mr Padia uh Mr Diaz any discussion or questions uh no no discussion or questions but it just seems like Mr Padia has selective uh memory here uh that's you know first of all the vote was 41 uh and we didn't agree to close a college we were going to build something together for both PCC and our adult school so I no comments on this specific matter but I just want to CL clarify that point Thank you Mr Salo I don't have any questions thank you thank you uh and I just do want to
289provide some uh some comments on this particular item um in years past previous boards have taken a very confrontational approach to this organization for whatever personal reasons those board members at the time had um it bothers me to this day that uh this organization that the promise Foundation has had to deal with this nonsense since uh since its Inception there was a delay in approving theou in 2014 between our high school district and the Alman promise Foundation um and it did not occur until 2016 and uh I do want to um remind everyone that by partnering with this organization we're literally helping our students get into college and providing Equitable access to higher education and to my colleagues comments about a college shutting down in our backyard that is not entirely factual that is not
290correct in in any real sense of the word p un City College continues to exist and they'll continue to serve our students in this area they just have chosen not to do it from the roseme campus and I really want to highlight the importance of our partnership with the Alani promise foundation and lastly I really want to speak to to two members tonight uh regarding agenda items both of whom have expressed a need for additional information on this item we received this agenda on Friday you've got plenty of time to submit your questions to our superintendent to get feedback to get them addressed to provide you assurances whatever you need owners we don't I have the floor sir you tell us what to do sir do not have the floor please stop you don't need
291to tell us okay not have the floor please stop do not need to out of order sir I have the floor thank you you don't need to I want to remind everyone that we all get the same agenda at the same time with the same information and have the same opportunities to ask questions of which I am diligent about doing and I would ask that the rest of my colleagues do the same if you have questions about what's on our agenda please talk to our staff to get those questions answered call for the vote again you are out of order you do not have the floor let's call for the vote you do not have the floor I don't need you to admonish me or excuse sir you are out of order you do not
292have the floor I am speaking call for the vote you had your you had your opportunity call for the vote Mr Bri I still speaking I have not given up the floor thank you call for the vote thank you sir so it behooves us to ensure that we are prepared for these meetings that we're not opening up the agenda as the meeting starts so please if you could be prepared when you show up have questions answered if you want to make a point about something you can do so but be prepared for the meetings we are prepared College profess we are prepared is there a is there a motion to approve this mou we are prepared for our meeting excuse I istion 30 educator sir you are out of order thank you in fact I

297at um yeah just a little bit more background sure uh as you are aware that the previous tenant and the sanus property have uh vacated and uh uh uh and we no longer have a tenant 10 there uh so we are trying to uh get a tenant figuring out what kind of uh uh uh what kind uh that we can uh of services or what kind of activities that we can use for this building so we've engaged with Nae to figure out uh uh to figure out if we can move forward with that it's a six months agreement which mean that they will be uh uh uh involved in finding a tenant during that 6 months if uh they're successful you know the fees are established in there we negotiated the fees if they're not
298successful we actually can look for other uh you know other real estate agents Mr alar can you please clarify I know that the title itself says a sale or lease we're focusing on the lease here correct sir correct if you look into uh the the fees structure you'll find out it's all covered only only the lease is covered okay so I know Mr s and I had spoken earlier about the clarification that there's no consideration of selling the property or taking this request to the board at this time it's more for the effort of finding a new tendent with the support of the realter who is knowledgeable about our school district and have done business in in Monte correct correct they they also have business in s in sanus which that's also as important because
299that that location is uh that site is in in that City okay yeah so maybe it should say looking for a new tenant and leave the word sale out because it is misleading I was thinking we're thinking of selling the facility so maybe it just worded not right it shouldn't say sale because I had the same uh thoughts thank you Mr Sal Mr Padia any further discussion or questions on this item SC none the item has been moved and seconded Dr Z you'll take a roll call vote okay start off with the Char sec I Mr Padia I Mr Diaz yes Mr F yes and Mr Bon is I account for item number five is 5 thank you the item is approved unanimously item number six consider approval of contract agreement with Cal State Los

306and part of reaching that level of comfort is being in an environment that celebrates and acknowledges their identity some of our students identifies lgbtq plus sorry some of our students however don't have a support system within their own homes to comfortably discuss their sexuality identity and gender the suicide prevention center in fact stated that 5 to 10% of lgbtq uh youth depending on age and sex groups have attempted suicide a rate 1.5 to three times higher than heterosexual youth when number very owned students from South Alman high school gave board president bionas and myself as well as other panelists a touching presentation on the need for representing and educating our students on what it means to be a member of the lgbtq plus Community how to be an ally and having educational and informative discussions
307about sexuality and gender in our health classes our schools are often a second home to our students if not their first home some of our students often spend more time on our campuses and at their own respective homes so it is of utmost importance that we provide them with a safe environment to express themselves and we should celebrate each part of their identity approving this resolution is the first step in being allies to our lgbtq plus students thank you thank you Miss palasio for your remarks uh the item has been moved and seconded is there any further discussion or comments on the item number 13 Mr President I have a question about this uh yes ma'am when he was signed he signed by by one clerk clerk talking the clerk is Mr Diaz and signed

310support of Mental Health Awareness Month i' like to move to approve this item is there a second second seconded by Mr Diaz and our student trustee Miss palasio has preferential voting on this item thank you president bionas covid-19 has really de derailed all of our mental health and those most affected have been our students it's been a year full of anxiety lack of motivation and personal loss now more than ever as vaccinations are being ruled out we have to prepare and start thinking about our students returning to campus for the upcoming school year granted we are aware of the learning loss that our students have faced but most importantly we need to be aware of the trauma they've endured as a result of this pandemic and how that trauma may affect their return to campus
311their interactions with students and staff and their view on learning taking um this month to focus on student mental Wellness is so important and necessary moving forward I hope this resolution is something we promote and push forward year round through emu JY cares thank you thank you Miss palasio for your comments any further discussion on the item seeing none Dr Zuniga you'll take a roll call vote thank you Mr Tes seis hi Mr Padia yes absolutely thank you Mr Diaz yes Mr yes and Mr bis I count is 5 Z thank you item number 14 is approved unanimously item number 15 consider approval resolution number 36 sl20 excuse me 36-20 sl21 authorization to make appropriation transfers at school at school year and fiscal year 2020 through 21 is there a motion to approve this item
312move to approve moved by Mia seconded by Mrs Tores deist any discussion on the item seeing none Dr zun you'll take a roll call vote thank you sir Mr T hi Mr Pia hi Mr Diaz yes hi Mr Bon hi for item number 15 is 5 Z thank you the item is approved unanimously moving on to item number 16 discussion on the school resource officer program Dr Zuniga if you want to kick us off here yes thank you Mr bionis we have we have been almost through an entire year with just various things that have occurred uh as a response to the pandemic uh on the bright side things are moving forward and progressing uh at the end of my presentation I reminded you that there's some critical things that we will continue to look
313for and prepare for for not only the fall but also the start of the new school year as you know that the existence of the school resource school resource office officer program has been part of a m Union for I think over 20 years if I'm not mistaken for quite some time now in the development of of the program from the community resource office all the way down to what we see now working with both the Alman Department as well as the sheriff's department LA County at two of our high schools uh this is intentionally done for a conversation have a discussion about you where we are now what have we seen prior to the pandemic what what have we seen as a resp result of the pandemic and our school closure with with respect
314to the school resource officer so we not only want to provide this forum as part of the discussion but also we have prepared a um you know maybe discussion points also some U key things that we feel are important and significant including some our recommendations moving forward if the board gives direction to have our SRO program resume during the 2122 school year so I'm going to now hand over to Mr ciso who will go through the quick slid that we have uh some of the information that we wish to share this evening and then I will invite the board to engage in discussion have questions or any information that you further wish to have uh for future meetings or or provide even Direction at this point so Mr Tio thank you for your patience and
315thank you for allowing this opportunity for us to share about the es program yes so Dr Z guy Dr zun and myself we went through some what we how sro's um supported us pre pandemic and what they've done to support us during the pandemic and kind of a vision talking points of for your discussion um post pandemic you know we do come back in the fall like Dr s stated so prior to the pandemic you know every one of our all our schools had resource officers um we had Elman City had 4 day work weeks um there are 8 10 hour or four 10 hour days and the sheriff's department uses five days a week additional hours they provide athletic events dances graduates and ceremonies these are other events they they participated assigned officers at
316each campus again every campus had one um they were all in uniforms prior of the pandemic job descriptions Duty responsibility according to the city district um agreement so we did have our agreements and the responsibilities um they re reports designated side administrators reported to the um administrators um they were part of the school safety teams they documented data on srl Sho interaction we provided that to you in the past and they did community outreach along with our our um schools or at our schools go go to next slide okay so um start of the school closure this is what they've done since school closed in March and and I have to say they've been pretty good Partners even though we don't have a contract this year with them but they have continue to provide certain
317level of services so they did a uh s school closures they provided some traffic um support when we did have large events um the SRO was free and there was no active M and agreement this school year they did continue home visitors Wellness checks I know there were several times we had them who all do Wellness checks they're willing to do it they sponsor School needs they've been very supportive of that um they will be providing graduation support coming in this spring and again they go back to Traffic Control requests when we had big events go ahead and go to the next slide okay so when we look at this we go to that response police for we know that there's been Regional national awareness of concerns or police mortality race profiling and civil unrest
318these are discussions we need to have school Community feedback is how to improve SRO programs uh and this is the one thing we want to really reach out and get feedback on how we can improve the SRO program the image of school campus while SRO pres presence on campus is safe School providing that what is that going to look like perceptions of SRO and school Community enforcement of law student arrest and student discipline what that looks for like going forward and focus on students social emotional needs we know a lot of our students will need that social emotional support in the future and con the connection between SRO and the skew Community we feel that it is very important that our sros have that personal connection not only with our students but with our parents
319our families and our community go to the next slide um these are from prior surveys that Dr zunica provided to you you before 197 9 students um actually did the surveys um parents were 851 staff 348 survey topics were maintaining safe environment enforcing the law and teaching connect connectedness to school Community um that was a presentation I was given before we just wanted to go back and and look at that and give you the numbers on that go ahead go next slide um this is where we envision for the future and and things that we look at are can be positive for our school and community in other words for our resource officers to establish Report with students and staff members uh to provide oneone counseling and a positive manag manage one I went counseling
320with students in a positive manner in formal counseling we know there's a lot of times when resource officer are approachable and out on campus you see a lot of times students talking to them I mean I go back when Jack Jenkins and students you know they looked at him as a grandfather figure and all the time when I was at Mountain View when he was there you see kids swarming around him talking to him and and visiting with him and he retired when he came back you saw that that's kind of the interaction we want to see continue going forward if we continue with the resource off of program we would like to see him in group counseling in a positive way participating student leadership teams so students can talk about their concerns and how
321they can use or partner with the resource being part of a team with students possible Club sponsorships I know that this has been in the past that resource officers want to be part of the environment of the school and and run a club and be part of a club sponsorship chaperon field trips we' like to see them more interactive with students in positive ways support Redwood week activities with they've done in the past and continue that conflict resolution support with the counseling staff in a positive way and build trust and POS relationship with you throughout the formal and informal interactions again that's going around campus going to the classrooms which I'll share next goad next Slide the other thing is we want to see them in educational format in other words law enforcement as a
322career in a positive way anti-smoking and tobacco education going into our classes and talk about you know the the cause and effect of of any kind of tobacco problem what they've seen out in the in in the community gain awareness alcohol awareness personal safety how people how students could be aware of their surrounding um Traffic Safety campus safety law of evidence and search and seizure share you know what their rights are as as Citizens conflict resolution dor awareness anti-ra education go ahead and go to the next one we also see when we want our resource office not only work with students be a positive influence but also work with our staff by providing educational programs for our staff parents in our community assist in staff development to answer questions what to look for you know
323for troubled students on their from their perspective special safety programs presentations um we all have that you know the before the prom and how they do those programs and being safe going to the prom faculty staff and service presentation parent organization presentations um provide training and present information at parent workshops um we've had them do that before and and actually when I was the prince roseme they had that Community connections where the resource officers and the community relation city of Rosemary did a really good job putting programs together for the Community Schools got involved Elementary and high schools and doing parent workshops um for the parents the community go ahead and go to the next one um provide school safety report and the other part is having them more involved in the school grounds and
324periphery I know a lot of times our resource officers are out patrolling around the community as our kids are coming to school and going home from school and around the the School protect our students assist in the development impation school safety plans um there's they we've had active shooting training for our staff in the past where our staff went through that and how to you know how to respond to an active shooter on campus provide emergency law enforcement Services when needed crisis preparedness planning security audit asset assessments of the school campus provide occas Patrol the protection of students off the school grounds and between home and school and write reports make arrest as required go ahead and go to the next slide um this is what's been what's been spent by our district and our
325SRO programs in the past you'll see that this was in 1920 and what we paid out for the resource the city of Alman provided four resource officer at a total price of the District 94,6 54 um City roseme was 127740 and the city of South Amman was 93,9 51 okay go ahead and go to the next one um one of the things we're looking at jobs this is an example of how we want to write our jobs Christian going forward School re officers must have a h number of professional personal traits and we really want to home in on getting that the person that we we put in here like even temper patient and attitude ability to intercept and mediate arguments and fights somebody with a positive attitude though ability to interact well with students
326and staff and parents you know when I always go back and I was look at you know all like Joe Garcia and the Joe Garcia the um Jack Jenkins and another resource officer have been really good that we've had interactions where they the community really knows who they are but we want to make sure going forward that our resources are well trained um and in what we want Envision what they're going to be um supporting not only just you know safety but also with prevention that they see him in a positive light go ahead and go to the next slide okay recommendations resume s programs with modification to a uniform job description uh we'd like to see them more in plain clothes you know like more you know more approachable um attire require Equity training
327of SRO require non-uniform SRO while on campus that's what I talking about now um establish a districtwide s Community task force comprised of students staff Community stakeholders and police agency Representatives um rosme city of rosme and did a really good job with that when I was principal we want to see a program like that so we had that constant communic between students parents family communities so that we're it's a true team approach and uh with this require an annual review of SRO programs based on the established agreement um memoranda of understanding between us and the partner cities annual community surveys data so we want to be able to collect datas on an annual basis to see what we need to improve what needs to be changed and what what requests out there from the community
328moving forward from year to year go go to the next slide so basically that's kind of what we wanted to you know start the conversation with um we're open to any suggestions from the board of educat or from the Board of Trustees um we we truly appreciate all you guys input and we move forward and with your direction will make things happen one way or the other right Dr Zena yeah just a couple points that I wish to share the future of the SR program not only stands with Elman Union I believe this is a nationwide U item that we are addressing at the same time um I also I believe we had discussions about potential assembly Bill moving forward about the effects of srls on campus uh there's lots of um I wouldn't say
329uncertainty but there's there's some information that may be transpiring or maybe um moving into a different direction about what esrl program can look like on campus and when I say is can look like is because I know the overwhelming support for SRO is because of relationship that we do have with our Alman PD and even our s SRD which are deputies on campus the majority of them are hand selected um we interview we have the opportunity to interview when there's vacancies it's it's been challenging sometimes where you know we only we limited with choices so one or the other uh so you know we continue to work with the uh agencies that serve our serve our students and our also communities wbd is one of them which is a major one a big challenge that
330we did not mention here is in speaking with the city of Almighty and the Alman PD Representatives is that there's budgetary challenges that are coming forward for the city bani and we were just notified earlier this week that uh we may only see one s are all available for all the four schools within Alman for Alman Union at this point and um our goal was to have to believe that was something that we had discussed started the 20 2021 school year that you know if we had to reduce the two we could probably work it out where you know there would be some shared responsibilities amongst the um not only the sros but also the community uh the ason officer that they do have and oversee the srl program so the chief was very supportive
331and saying hey I'm short there a lot of things happening within the department that had to be filled and also at this point it's still unpredictable what direction uh the city will take with um filling in those positions that are currently vacant or what may may not be filled at some point the city of rosme um is I don't want to say is always in the Forefront of of the contract they're always prepared to discussions uh they're willing to uh sit down with us and go to work on the contract for the following year and they like to get ahead so we seen that often as a practice for the city of Ros me operations there uh and I know Mr alar has worked with the city of Ros me in the past as well
332and um for South Alman they also have the smaller budget but have always been supportive at the end where they understand that whatever happens on campus and you could reduce what happens outside the campus could certainly assist all of us as a community too so there's an investment there that the cities do provide as as you see that the costs that are incurred for the district is it and it fluctuates it varies throughout time we've seen a 50% split spit we've seen an increase to our contribution compared to the cities because they're going through their U fiscal U you know either either constraints or reductions so it has fluctuated on and off a little bit but it's been consisting around that number between I would say 40 to 60% overall um I also foresee in
333the future that there may be more fiscal issues arising both um sustainable uh contribution from the cities um for us it's all about how our budget looks like and our commitment to the program as well so those are things that we also should consider moving forward um in my opinion as a superintendent leader uh in response to cotion that I've had with the community and with students uh they do feel safe on campus whether the SRO but also with recent conversations that I've had had had been concerns about well we didn't think about this because we thought this was the norm you know how how can we approach an SRO when they're in full uniform for example how can we ensure that you know that they would be here when we need them or are
334they just here for the wrong reasons like discipline or also making a rest on campus so you know there's that catch 20 about the some of the things that we are providing with the services and also some things that we can improve on and I also think that it all starts at the table when we have the discussion about the the expectations in the job description which have been outdated we kind of tend to use the same ones um the development of the contract with city of radme has improved I think they're probably the the the first the template to start off with there's some good things in there uh we want to remove ourselves away from some of the more about identification of of maybe troubled kids that you know sros tend to really
335focus on or work with uh and in response to the Social and emotional support that's what we need to turn to whether it's a Sr program or not our resources uh really should be shifted over to our 2% 2% needs of our students on campus uh and again I do want to remind that I do feel that you know for for the for the approach that we have someone on campus for sense of Safety and Security is very helpful to our community uh our parents have said that our students have said that and our teachers for the most part have said that um I have to get look at some of the things that as far as a survey from that was taken in the fall is okay which percentage of the disagree or strong
336strongly disagree were kind of in the 20 percentile 30 percentile because even though it's still not the majority those are the those are the area that we probably want to focus on and even go greater depth on so I'm hopeful that those pieces and those points could help uh discuss you know the you know board thoughts or input uh either uh whether we proceed with the program and we begin to work on agreements and actually the job description uh and also find out where where the city are as well because they're also kind of preparing their budgets and waiting for us as well and so president B I will return it back to you if we wish to have any for discussion or Direction at this point thank you Dr Zuniga and thank you Mr
337Cecil for your presentation uh so at this time it's an opportunity for discussion to uh perhaps give direction to staff on uh what we want to do with the SR SRO program on our campuses uh so I'll open it up to to comments I'll start with Mrs Tores deist well it's been very interesting I heard uh that since the we had a program in they really drop and because they were paying attention to them I remember before before when we didn't have it it was a big amount of students going to the bathroom and and having them drugs when we have the ACR or uh it dropped I don't know what is going to happen now of course something need help in that aspect we have to help them we have to tell them that
338the things that they are doing are wrong and they are always going to have uh somebody who's going to call attention and they have to pay yeah for the consequences mi mi Mr President can I make a comment um but if we don't have the program that's going to be really hard how are we going to talk with the parent sorry Mrs tus I don't know if it's just me but you're coming in and out is anyone else having a difficult time so I think maybe perhaps your your internet your Wi-Fi signal might be a little weak um and I'm getting like maybe every other word can I suggestion get back to Miss T secret so she'd allow the opportunity to restate her at the end so let's move Mrs Tes of seis I'm going
339to have Mr Padia provide his feedback right now and we'll come back to you um perhaps logging out logging back in we'll help out absolutely thank you for the floor Mr bionis so at this time I would like to go out and just be very be very blunt and candid with my words I am 110% supportive of the school resource officer program now let me um articulate why I'm in support 110% when we took a survey and this is what I why I was interrupting Mrs Torres deis I know Mrs Torres deis won her election and she came back but there's a question that I gota offer you Dr Zuniga did we ever bring uh Mrs Stella Torres de seis up to date on the results from the survey from the SRO because I think
340the answer is no but please correct me if I'm wrong um did you make Mrs Tes deis aware of the results from the survey that our parents took and that our students took did she have access to that information Dr Zuniga it's a public document so no that wasn't my question I'm saying as a board member uh is she aware of it because I know she sat down with you when she came back as a Schoolboard member to kind of get up to date and there's a lot of stuff that you know she needed to do to catch up to date I I'm not being critical of you I just want to make sure that she had access to the results from that survey gotcha okay now sense and I I didn't think you were
341being critical I just wanted to clarify that wasn't understanding what the question was so the the information is public but I have not had uh the chance to sit down with M for SEC or the opportunity did come forward for interest of conversation or request okay perfect thank you for answering the question so the answer is no she has not been brought up to date on the results and the reason that I say that is that as elected officials or as trustees it's because the public places their trust in us to do the work of educating their children and make appropriate decisions but I recall very distinctly that the survey uh and correct me if I'm wrong the survey was very favorable uh uh of our school resource officers and the parents were very appreciative
342and felt safe and felt that their kids were safe based on the results uh from that survey from our parents I'm not saying that there were no concerns or that it was a perfect program is that fair to say Dr Zuniga yes it is for the most part the server results did have a positive outcome with feedback with regards to the um participants as you saw the numbers that did participate and I think that was more of my gist of my summary about you know from from the feeling that I'm getting there there is some support that you know the security and safety of someone being there but is it a perfect system that's something maybe we should consider and look at how can we improve it a absolutely and but the reason that I'm
343say that is that we we can't just take surveys and ask for data and then the data comes out a certain way I mean data's not good data is not bad data is the data and we make decisions based on data for me um you know the reason I'm 110% in support of the school resource officer program is because I've seen what they do for 30 years okay I've been working in the school system in the neighboring School District and I work for the child welfare department so I come with a little bit of experience just a little bit and I see all the benefits that you have when working with the school resource officers and all of the things that you could diffuse um and what's what's very important um about our resource officers
344in our school district is that you have officers like Joe Garcia who have been with us uh the entire time you know his his family has also gone through some of our SK schools here and his son Joseph is now a police officer and uh uh he he the relationships and the bonds that he makes the pro-social bonding that all of our school resource officers do throughout the Alman Union High School District is incredible and and I'll tell you something and and I'm going to repeat myself but there are times as elected officials that you must have these compelling conversations there are times as elected officials that you must put your money where your mouth is you must uh not compromise your values and uh vote the people's will okay the people's will uh the
345people are our parents they're our number one consumer and and the kids are our number one consumer and I know that I once got into it from a teacher from rosem me where we went back and forth and he did not like my analogy when I referred to our students as customers but that's how I feel they are our customers and we have to provide you know quality quality instruction which is the the main product that we give in the school district and it must be of high quality but even before high quality instruction the most important thing as elected officials is to keep our kids safe when I talk to parents for 30 years that you know our standards based report cards and standards based curriculum and Common Core and the best practices and
346the best teaching and the best El programs do they care about about that yes they do but it's always second and it will always be second to their child being safe at school as an elected official when I ran I ran for College and Career Readiness accountability with fiscal responsibility parent engagement and student safety if I told the people when I got elected and reelected that I would support programs that bring about the safety I cannot go back on my word if you tell people that you're going to do something and you get elected even when the things get heated even when there's budget problems you have to put your money where your mouth is and I think all of the resource officers that we have in our school district deserve that respect from us
347as elected officials to go out there and tell the public how we feel about them and how appreciative we are of them I know that and and I'm not going to say one what one board member I'm going to call it out like it is the one board member that was critical of the parent survey they came out was Mr biona and if you recall correctly we can go back on the video and he said well Dr Zuniga I think your questions were a little bit uh uh um what was the word he used they were kind of like phrased in a in a direction that it was going to make the SRO program look favorably and and that's something that he said and it it really bugged me because I repeat it and I
348said look you can't have a survey and then get the results and then you don't like it and then you want to B the the data is the data and I'm hearing that the parents are in support of our school resource officers our students are they talked about some concerns you guys have FR brought forth some recommendations of ways that we can improve the program but getting rid of the program is not acceptable to me and I'll tell you something Dr Zuniga and Mr Larry Cecil we do not always agree on everything or items on this agenda and you know that Dr Zuniga and you do too Mr Larry Cecil but on this one I think we're on the same page I agree with the Su with the assistant superintendent of educational services and I've
349always told him that I feel that he's the person that has the pulse in terms of our students and our curriculum and our instruction and our atmosphere and climate at each one of our schools and if it's good enough for Mr Larry Cecil it's good enough for me if it's good enough for uh Dr Zuniga then it's good enough for me and if it's good enough for our parents at the end of the day that's who I work for I support our school resource officer program and I'm open to have these discussions against in a forum with parents with students of ways that we can improve the program but to get rid of the program and uh uh and do that that is unacceptable this reminds me of like when we were doing uh the
350adult school program and uh the funding was getting tough the funding was getting tough and Elman Union High School District had to make the decision do we get rid of our adult school or do we not the budget problems were there it got heated but what did Elman Union High School District do we were one of the few districts in the San Gabriel Valley that said no we will keep our adult school it even got us into deficit spending but look where we're at today we still have a thriving adult school and it's and it's successful and the community wants it I feel this is the same thing the schoool resource officer program should continue to live um I'm open to modifications I'm in I'm into uh I'm in favor of stakeholder input from parents
351from students how do we make it better but to get rid of it is simply unacceptable for me that's my position thank you very much you Mr Padia we'll go back to Mrs Tes deis now that she's back see if we can hear her now are you okay now can you hear me I put I fix it I hope everybody can hear uh definitely I accept that we we need to keep having with us the the the SRO the res the school resource officer we need to have it we need to have it because our parents they work both parents the kids are not very well oriented and they need to have an orientation in our high schools and we are having our school high schools doing very well taking care of the bad influence
352of our students that's the reason that I also support completely SRO the the program the S the officers I know very well officer Jo Garcia he's been since um uh 2007 when I started to be in the Board of Trustees he was always taking care of the taking care of the Stu students not only the students in in uh in elonte because that's his his high school he always told me I I was educated here and all the officers we want to help our schools here in Elmont because we provide the safety for everybody I agree that we have to keep it up with the with this program is that okay can you hear me yes we can yes we can hear you everybody we can hear you I I really I'm really very impressed
353with the idea that that it disappears that program no we cannot we cannot disappear the program in our high schools no please no the situation is is really bad in in our city and to have protection I don't know that's that's my point of view um Mr President thank you Mrs Tes deist moving on to Mr de uh board president uh bionis our student member salali palasio has had her hand up um just want to allow her to provide our comments or remarks thank you I missed that Miss palasio thank you um I just I'm worried with the school resource officer program that we're going to be criminalizing our students and that's something that I think president Bion as you mentioned um at our first board meeting I feel like if we can improve or
354I guess increase the amount of social workers on our campuses and the amount of therapists on our campuses that that would benefit our students and that they would get positive orientation from that because something that we fail to consider is that some of our students do have behavioral disorders they have bipolar disorder they have borderline personality disorder and they have anger issues and those are all things that are based off of trauma sometimes generational trauma and you can't just fix that by being disciplined by someone who isn't necessarily trained to deal with those issues or those traumas and I think that we need to consider that that part of the discipline factor is that sometimes we Overlook those part of the identities of our students and those aren't part of the identities of our students
355that we can Overlook there's a lot more that comes from a student who just is not disciplined there's factors that play a role in that and I think having a school resource officer can sometimes criminalize our students and those students that are dealing with those issues um that we just aren't aware of so that's my take on that thank you thank you Miss palasio appreciate your comments Mr Diaz yeah thank you Miss palasio and you know just to piggyback I completely agree with with your sentiments um especially uh given the trauma that students are going to be coming back um onto campus with and how we're going to deal with that appropriately and I also do want to uplift the comment that we had in public comment from Mr Quick is that today we're really
356not uh judging individuals you know Joe Garcia the SRO at malb high school and I all our schools are great um individuals and folks I think today at least for me like we're looking at the system here uh a systematic approach for what we do and so I think you know if we go back if we could put up the presentation um that was being displayed Mr Cecil or Mr Steelman here um and if we could start you know with the um the part about the counseling there was like Parts about one-on-one counseling and group counseling that was referenced on there uh maybe go up it was near the beginning of the just click on community survey the the community survey conducted fall 2020 so yeah we had overwhelming support in the survey and and
357I think you know for us we need to take this seriously into account that there's still a lot of uh student parent and staff support for our SRO programs based on the individuals that they know personally as well as like the sense of safety right we know that uh you know there's there's feeling safe and there's being safe there's two different things right processions of safety and so you know the sery came back favorable for the SRO program and I think for me this is what I take into account uh very deeply is the sentiments and feelings of safety for our students staff and parents if we go down to the sro's a positive role model slide uh yeah this one here you know and I think this is like to the larger National conversation
358that's being had right now where it seems like we're putting an abundance of of roles and responsibilities and trainings on SRO officers or on officers that they may not have the training or the bandwidth to take on just going through your presentation Mr seesaw I was like you know incredulous all the things that we're asking of our SRO officers to do right and so I think I think for the almano district like some of the things here right one-on-one counseling with students group counseling with students to sali's point I I think you know I'm really concerned about criminal criminalizing our students providing you know setting them back before they even graduate um and so like if we're if we're in need of more counseling services let's get licensed marriage and family therapists let's hire more
359counselors um to do this type of work conflict resolution support yeah sure they could play a role in that but do they need to be the lead on that um and I think the SRO program you know particularly Alman PD has a great example of diversion program that we could look to continue to build off of the diversion program uh that they have in partnership with Spirit Family Services or full Hill Family Services um that's currently available to students as well as torch um as kind of like more restorative justice which I think is something that I'm that I'm looking for versus criminalizing or penalizing our students and parents um because we do know of incidents where you know things get out of hand at at the high school um I've exper I experienced it
360during my high school tenure at different high schools or visiting particular for athletic uh uh games or events as well as at high school dances things happen you know and so um they do they do have a critical role to play and so um but these things right here specifically around counseling I really if we need more counselors I would really like for us to consider um and doing that systematic evaluation of where we need more support and in particular coming out of this pandemic to in person our students going to need more support not less and so you know if the survey came back as the SRO is a critical part or people are in favor of keeping them on I don't feel that we should you know rush to uh remove them right
361but really some of the recommendations that were provided here um if we go to the recommendations Mr Cecil or Steelman or whoever's controlling the or even here go back go back up real quick so you know provide classroom educational programs and lectures right like you know this is this is a lot this is a lot to ask you know anti-smoking and tobacco education you know there's a local nonprofit day one they do a lot of anti-smoking and tobacco education that we can work with doesn't necessarily need to be the SRO alcohol awareness similarly you know personal safety there's like great Taekwondo mixed martial arts partners that have approached us in the past right so I think we need to narrow down the scope for things that are more specific when I look at the provide
362school safety support that all aligns with what I feel like the SRO scope should be um and so really I think it's just for us to evaluate the the gaps in the system to where the SRO could be most effective and if we go to the recommendation slide here um yeah so I know had brought up like un you know nonuniform officers while on campus I totally agree with that the task force sounds like a great idea rire anual review of the SRO program of course uh annual community survey data collection we want to keep evaluating it the required Equity training I'm not sure exactly what that is or what that entails um but if it's Center is restorative justice and not criminalizing our students and parents you know that's something that that I would
363support um and then of course Sr SRO program modifications to uniform job description working with City and law enforcement part Partners um and so you know in conclusion to wrap up my comments I really would like for us to to identify the gaps in the system but really around the counseling specific and the mental health services and support I really do think that if we need counselors we should get counselors if we need licensed marriage and family therapists we should get licensed marriage and family therapists it's not something that we should be putting on our sro's um to take on I understand that informal counseling and mentorship that's going to happen naturally and organic of course but um I really do think on the mental health services side uh that we should be leaving that
364to you know people who are licensed family marriage and family therapists or or other some other type of therapist or a counselor um for that so uh that that concludes my initial comments uh Mr board president thank you Mr Diaz uh Mr Salo thank you president bionis I I think similarly like uh Miss Palos and Mr Diaz were saying stating you know the um the appearance of criminalizing you know some of these you know just the Optics right um but the the reality is that [Music] um like I mentioned when we first uh started talking about this I'm in favor of the SRO program um but I think that we we honestly need to have an honest conversation about where our budget lies and what our priorities are I think that some of these things
365that we're asking our Sr to do are unrealistic and then to really understand that you know we may only have one SRO for the city of Alman you know we we look at these bullet points and they're frankly unattainable there is no way that one SRO can do all these things you know uh we don't have a commitment from my understanding that we will have an SRO for every school um so to me these are kind of like pie in the sky but even if we had an SRO for for every school you know are they trained to to be able to to provide this kind of service I mean I think that we we we need to look into I mean I I I think I know one officer who has a MSW uh
366and he's not an SRO um and and so you know we need to look at that separately and have a separate discussion about um having counselors at our sites additional and and looking at our budget and and and where we can find that right that that money but as far as you know having a a broad program I'm in favor of having the sro's on campus hopefully it's not just one um I'm I'm very um grateful for the support from reals me and South Alman for for those two high schools right and the the sheriff department um I just hope that we can um secure some Sr more than one SRO for our Alman high schools thank you president bionis thank you Mr s um I just I want to start off and I've said
367this before and I want to be clear about it um and uh Mr Diaz uh made the same comment this is not a discussion about the individual officers that we have on our campuses uh the SRO that we have now that many of us have personal relationships with friendships and have known for many many years um this they're they're great individuals I'm sure that they are great people and they will continue to be great people but the discussion is not about them as individual police officers the discussion is about what it means to have law enforcement on campuses on our campuses our a budget is a statement of our priorities what could we do with $415,000 that's what it costs to have the sro's on campus right now $415,000 could pay for additional staff additional
368counselors additional Librarians or assistants additional staff for wellness centers it could pay pay for a lot of things but instead it's going into law enforcement um the program's been around for 20 years I don't think in the 20 years that it's been with Alman Union High School District the SRO program has ever been actually evaluated you know what's its efficacy what what are the intended goals um and that's really I think what what the discussion should be about um 20 years ago the program was started for very specific reasons you know there was very terrible school shooting that took place in Littleton Colorado many students were were killed and the discussion took place about you know we need school safety to be a priority so the legislature passed uh passed bills and Governor signed bills
369at the time uh allowing for school to for police officers to be on campus if they weren't already through a school police department school shootings are still very rare they do occur and it's very un unfortunate that they do and I do want to make it clear that I am 100% behind putting our student safety first but at the same time 20 years is a long time and there have been massive seismic changes in our country most recently due to um police violence against black and brown communities within the the County of Los Angeles last year voters approved by 57% measure J measure J is would allocate at least 10% of the county of the County's net County cost which is locally generated unrestricted funding uh to address racial Injustice through Community Investments such as
370Youth Development job job training Small Business Development Supportive Housing Services and most importantly alternatives to incarceration this discussion is already taking place within LA County within our own communities and I think it's something that we really need to take into account because we don't operate in a vacuum a year ago a little over a year ago um the global pandemic a once in a lifetime event began and we're still living through it we adapted to covid-19 and we did so by providing additional resources to our families and our communities not only as a school district but also as a as a community in our partnership with our cbos with our cities with the county and state government one of the things I'm thinking thinking about right off the top of my head right now during
371covid-19 is one of the biggest needs uh or or the biggest um yeah the biggest needs was uh to address food insecurity did we provide law enforcement instead to address food insecurity no we provided access to food uh we had a food distribution at roseme High School uh April 23rd 1700 families were served 80 pounds of food I worked at Food Distribution today in Belinda 1,700 families or households were served today 80 pounds of food was I thankful that there was law enforcement there helping to direct traffic yes but we didn't say hey we need to provide food or other resources to families and then instead turn around and give money to law enforcement you know in lie of the food we have to address the gaps and Resources by providing the necessary resources to
372support our families and I want to I want to give you a very personal example prior uh in a prior life I worked at a private school a very wealthy school on the west side we had a population of 500 students in a middle and upper school 500 students that's about 200 students in the upper school we have three College counselors for population of 200 high school students 500 in total three College counselors how many College counselors do we have in a population of 8600 in our district we had a mental health counselor dedicated fulltime to the campus and an additional part-time for population of 500 we had tutors that were available for the students for a population of 500 and this is one-on-one instruction in addition to what they were already receiving but at
373no point did that school have a resource officer or any sort of law enforcement did we have security guards yes just like our we have campus supervisors now on our campuses the way we addressed the needs of the students there was providing the resources necessary to fill in those gaps not by bringing in law enforcement and I want to Echo what Mr Diaz and Mr subo said regarding some of the the tasks that were pinning on police officers a lot of this is simply unattainable we're asking officers to do more and more and more and more with less resources and insufficient training these police officers they're they're not counselors we talk about them being informal counselors if we need counselors we should be paying for counselors we talk about them mentoring our students great but
374what about other opportunities for students to be mentored you know we talk about conflict resolution if you have a conflict with somebody is the first thing that you do is to pick up the the phone and call for a police officer to show up no you try to address it oneon-one you might get a professional involved a mediator something along those lines and you learn to address those those conflicts but you don't necessarily go straight to law enforcement to address that issue again a very personal story of mine I have a brother who's schizophrenic whenever he was having an episode we would try to deescalate the situation my sister and I we were his caretakers law enforcement was always the absolute Last Resort and I will say the officers from the Alman Police Department that
375would respond on to our home to assist with my brother if he was having an episode that became so severe that necessitated calling 911 those officers were great and I was very fortunate that or we were very fortunate that we had their assistance but that was only in the most extreme of circumstances wasn't the first number that I would call if there was an episode that was occurring my first call was to his doctor to his counselor to to his therapist to a friend it wasn't to pick up the phone and call 911 and say I need a police officer that was always the last resort law enforcement plays a role in our community I'm not going to doubt to debate that and I understand that however we need to really take a look at
376this program to see is it what we want to continue to do is it something that we feel is effective we're going to be facing deficits in the short term because of covid we have declining enrollment and that's going to that's impacting our budget we need to start planning for those things the city has already told us that they're going to have budgetary constraints they may not even even be able to offer the number of officers that we would want uh on our campuses we need to start looking down the road to address these issues instead of just bearing our heads in the sand and saying we're going to continue status quo um you know we talk about you know well what can we change to make it more amable to folks talking about you
377know officers in and non-uniformed officers that doesn't solve the problem the fact of the matter is there's still a police officer who is on our campus with a badge and a gun and really to the point that particular request is not going to fly with at least two of the off the deputies that we would have on our campuses if we contined down that road when we first started this program uh with South and roseme and we had deputies from Temple Station come onto those campuses that was one of the requests that was made can the you know have the officers show up in Street clo like we had Alani police officers doing and they started it and then their Captain got wind of it and said absolutely not if you're on duty you have
378to be in your dress uniform and that's continues to this day we don't have 100% control of those officers do they participate with our Administration and do they talk to our principles and our assistant principles and work with them yes but they are not accountable to them it is made very explicitly clear in our contracts that they report directly to their captains or their lieutenants not to the principles that is their chain of command how many schools in white communities have police officers on their campuses 20 you know not 24 hours a day excuse me five days a week when school's in session more students who are black and brown come into contact or interact with enforcement than students who are not black and brown those that are white and there's a huge disparity there
379the data proves it California Schoolboard Association put out their own article in their quarterly newsletter talking about policing in schools and it has data in there talking about how many uh how more more frequently Brown students 14% more likely to deal with police than white students African-American students are more than 20% more likely to interact with law enforcement than white students and and these are the questions that we really need to be asking I don't want to frame this discussion as individual police officers because it's not about them it's about the bigger picture the systemic way of thinking and the seismic shift that we're seeing throughout this country about how law enforcement fits into our communities and how they respond to calls for service we've been fortunate that the Partnerships that we have are good
380partners ships and that's great but what happens when we have that Rogue officer and it's happened before we've seen incidents of abuse within the city of Alman we see we've seen incidents of abuse within the Ali County Sheriff's Department in fact not necessarily abuse but um misbehavior I guess or or inappropriate behavior the first SRO that was assigned to Mountain View High School was terminated for providing alcohol to students taking them on a trip and providing providing them alcohol and the following year we had officer Jenkins join as the SRO Jack Jenkins I had the opportunity of working with him for many many years he's a great individual and I think he's a he's a great person but it's not about Jack Jenkins it's not about Jesus roas it's not about Joe Garcia it's about
381the idea of whether we're going to invest our money in the resources that we need for our families particularly coming out of covid the mental health concerns that are going to be there the need for additional support for our families we represent some of the poorest communities in LA county and we're investing $415,000 a year in law enforcement that money can go to other things you know educating our children is our number one priority not policing them and communities that are successful that are thriving do so not because they have the highest number of police officers ERS but because they have the highest number and the most access to resources I go back to the private school that I used to work for each one of those students came from a wealthy family lived in
382a wealthy neighborhood went to a wealthy school and they had access to resources those students are successful not because they're smarter than our students but because they have more access than some of our students they have access to networks that our students don't have access to those are the things that I think we really need to be addressing and I really I want to end my comments by saying this is again this is not a knock on the Poli officers that we deal with day in and day out they are great individuals but this is talking about the bigger picture and how we want to continue to function as a society and we're going to continue to see this discussion going on and it's not strictly about a systemic overview of what law enforcement and
383our schools means but it's also a budgetary consideration that we need to be having I mean Baldin Park Unified School District right next door they dissol they are dissolving their Police Department because they have budgetary constraints that they needed to address there are school districts up and down the state that are dissolving police departments some like Oakland who have had police departments for over 60 years are dissolving them there are other school districts that are ending their Partnerships with their local police departments because they want to utilize the funds to provide other resources with people that are trained like licensed counselors like licensed therapists like additional staff as we're talking about earlier with the promise foundation for opportunities to participate in experiential learning our communities are safest when they have the most access to resources
384and I don't believe that the number one priority should be access to law enforcement because it doesn't provide a benefit that outweighs the drawbacks of having a cop on campus day in and day out so I really hope that my colleagues will support me in when we have this discussion and it comes back for approval in either minimizing the amount of funds that we dedicate to this program or terminating the contracts or not renewing them really because we don't have contracts right now and instead directing staff to reinvest this money in other areas and I'd be happy to have a task force set up or an ad hoc committee to figure out where we can invest $415,000 so with that uh thank you guys for thank you all for your discussion and your commentary tonight
385it's not an easy discussion to have I understand that many of us have existing relationships with Law Enforcement Officers you know I do with some of our SRO I do with sheriff's deputies that I work with on a daily basis they're great individuals it's not about them it's about may I ask a question Mr bionis and the discussion that we're having sure Dr Zuniga um I would like for you to explain something because as I'm hearing um uh some of the comments that were made tonight can you explain the process right now for example if we have any of our students that in need that are need or maybe this is a question more appropriate to Mr Alejandro Leon I'm gonna put him on the spot because this is area of expertise and it's also
386my area of expertise but he's the expert in El Monte Union High School District hold on let me turn on my light currently if a student has mental health needs whether it be for counseling or for any type of therapy um uh who are the agencies that we already have in order to meet the mental health needs of our student um and I'm asking specifically about the the mental health agencies that we have M us with the the memoranda of understanding and most recently you know we've gone and we want to start our rooms like our therapy rooms where students can go and take care of some of their mental health needs and then last month we also hired uh a mental health therapist that we're going to be uh tring out for one year
387but um you know it makes it sound like we are not meeting the needs of our students and we're trying to put these on the school resource officers can you talk about a little bit about you know we have psychologists um we have uh trained mft therapists from all of the counseling agencies can you talk a little bit about that Mr Leon how we have uh students and how the majority of our students in El Monte Union High School District which would be about 90% or 89% qualify for free and reduced lunch program which means that that makes them eligible for medical and under medical all of our students have access to Mental Health Services and those that don't qualify for mental health uh have private insurance or if they don't have private insurance because
388they're undocumented then each of these counseling agencies have Indigent funding and other ways that we can get the mental health services to them uh talk about that Mr uh Leon because you do that every single day in your job yes and I apologize beforehand for having my camera off I I am at home and just putting kids to bed so again I apologize to the board and and cabinet for having my camera off U with that said we we have worked very hard in collaboration with law enforcement with our Community Partners to always ensure the safety of our students and and this has been a discussion that we have had amongst ourselves as professionals where do the responsibilities of law enforcement and end and where do ours begin and when it comes to the safety
389of of our students it it is a strongly shared responsibility but during school hours uh the students are ours they are our responsibility and we tend to their needs sometimes we tend to those needs with the support of law enforcement and sometimes we tend to those needs without the support of law enforcement as in the case of a hospitalization in Crisis Support we have been very fortunate as the district to be able to count on uh our law enforcement agencies to be able to expedite support and service beyond that of uh any beyond that of any other District where I've ever work at it it has definitely been a great service and privilege um but there are other resources like uh pet teams and pme T teams uh which we ourselves can contact directly or
390uh which our Mental Health Partners can contact as well as as we're building our current model of the wellness center uh building our own teams of mfts and social workers uh drawing up our own intervention plans we will still need support uh to address those psychiatric emergencies where students will have needs and will require a trans portation law enforcement does provide a very quick Avenue and immediate support pet teams pme teams as you may know Mr Padia I do will require will require a or do involve a much much longer uh response process and that is worrisome uh because at times we are seeking these types of Support Services uh without parent consent unfortunately because of mitigating circumstances in the home and time is of the essence so again there's just a lot of different
391dynamics that play into that and despite what we're building there will be things there will be circumstances that are out of our reach right where uh local agencies are needed yeah Mr uh just if I may you're kind of beating around the bush and I'm just trying to beat direct is what you're saying that we need the officer there to transport if the pmrt is not there to transfer them or or or ride behind the PMR team to take them down to Los Angeles County for the child to be evaluated by a school psychiatrist is that what you're saying or because you're kind of I'm not following you so I'm sorry to just be blunt but I'm not is that what you're saying or you're saying that we need to use the fund somewhere else
392that's what I'm saying absolutely what are you saying that we need the officers to transport immediately that when we have Sr we have access to immediate Transportation okay got it but but can you also talk about currently if if I'm a parent and my son goes to roseme high school and my son's a behavior problem or my my son smoking pot or my son uh has you know uh uh what do you call it uh you know my child is coming out and he's having a hard time and he wants to commit suicide who are all the agencies that we partner up with currently that we reach out to for a referral and I'm not talking about the crisis I get let's me let me be more specific a teacher is recommending that somebody needs
393counseling like what do we have in place right now who can we call for help if I'm a parent and I speak Spanish only or an Asian language what are you gonna provide me to help my kid like to get the counseling that my child is needing who's out there helping us or partnering up partner ing up with us who takes medical um am I saying that too high when I say 90% of our kids qualify basically whatever our lunch percentages are is the kids that qualify for uh medical which is in our district it's pretty high am I accurate with that or am I way off no that's correct and the agencies that we partner are Foothill Family Inky Alma Family Services de Youth and Family Services Pacific Clinics Asian Pacific clinics there's the
394Hispanic Latino version of Pacific Clinics uh Al maner five acres Maryvale uh those are the few I can name off the top of my head but spirit that that's exactly what I'm talking about I I think this is the part that we need to put out there that we know that because we're in the trenches completing the mission every day whether it's in Elman City School District or myself I just don't know if if if this is out there like I don't want those things to be put onto our our school our school resource officers their school resource officers they're not mfts they're not counselors we have that in addition to that Mr Leon we often I see that we sign Partnerships with a number of universities to send their people to come do contact
395hours in our school district don't we have some uh uh uh students who come here to complete their requirements for PPS I know that in my district I get interns all the time I get interns that I supervise for Bachelors uh BSW MSW uh for PPS do we have that in our district where we have interns that are coming in to work with our students and for additional supports yes and that's actually one of the items that was approved earlier tonight on the consent agenda the partnership with a local University that will allow us to have those types of interns to supplement and expand the services that our own mfts lcsws uh that we are now Contracting with uh will offer so that we can provide that much more immediate quicker service so that we
396can have that safety net because yes the majority of our families have medical now there's a good chunk with uh Insurance Services but there are still very real mitigating circumstances uh that require us to provide uh that safety net service which is our own to ensure that no student falls through any crack when it comes to mental health and that's where again I I thank the board for their support and allowing us to bring in those contractors and allowing us to partner with the university so that we can create that safety net to capture uh and address that need so so what you're saying is that we have system systems in place to address the mental health needs of our students and that we don't need to divert you know 400,000 or 500,000 of the
397SRO program and send it to Mental Health Services we've got that covered uh because most the mental health needs for for our students are subsidized through medical correct or not correct I I would agree with that statement thank you no further questions thank you for your expertise you're thank you Mr Mr Leen I do want to allow Mr guas to provide a comment and I want to provide some final thoughts as well Mr G yeah thanks presid beis um you know I agree with one of your recommendations to create an ad hoc committee or subcommittee uh comprise of board members to kind of work on you know well actually let me back up here Dr Zuniga uh can you provide some clarification for me on well one do we get have a cost estimate if
398it's only going to be one SRO uh for four schools in Alman like do do we know more or less how much it's going to be and then and then you know if it's only one um can you provide like the distinction or between you know them being an SRO or just being you know a mon PD because if it's one SRO for four schools right I mean is it just that we have one point of contact to reach out to that's what it is like a lison versus just calling a monip generally or what what's the difference one of the things that I did hear from the individual who has oversight of the program is that because the city is limited we would for example we would have one assign SRO on campus have
399one Camp assign have one assign just one campus it had to be shared shared dates as far as needs when they would be on one side or another but there would be a reinforcement support of the actual Alani PD community in other words there are others that are working alongside the SRO that are doing other duties but would be available upon request when there when there is a need for us to have on on campus at the same time that they somewhere else so they understand that you know from going from 4 to one is a drastic Rea reaction or a reduction but if you have those other people that are on standby that could support when there's a need they would be willing to prepare us and help us out with that as well
400so that's what uh you know even the chief of police had stated uh we did mention that J Jack Jon's officer who came back from retirement he did help out toward the end and you know support our school sites um and I believe that's also part of the plan that if he is available they're willing to also have him come back and support that SRO on campus so technically you have one individual plus a part-time and then the other one I think you had the question about what did you say the cost if there was only one s yeah yeah we would have to work out the terms with the city um what I did state to the actual um representative is that if you have a contract with the Alman uh Alman City School
401District and also contract with M food District because I believe they do have sros not as many as we do um we would feel that it would be Equitable to have the same contract cost per SRO that the city school district and the M School District currently have or if they had one already so I didn't want to be mindful of that because I think one of the issues that the city uh manager and the actual um chief of police Express is that we have different contracts one is a sheriff's contract from the other cities and one is actually the Alman PD and uh obviously the city of Alman has graciously supported the SR program through funding and really alleviated some of the funding um you know commitments from from the school district and they
402picked up a lot where the sheriff offer differently there's different costs that are incurred as part of the SR program such as you know even up to the vehicle that's part of the actual cost that we have to consider and look at um so they know that um the the SR SRD contract for the city up of money and Road me are less I'm sorry are a bit more that we contribute to because of the demand that the sheriff's department has on the city and on us so they are looking at that as like wait a minute if you're paying the sheriff's department you know this contract then you know we're probably going have to reconsider the agreement so we had those conversations I being long with it but I just want to make sure
403that you understood that you know the C the city of Alani has been very supportive with uh funding where yeah to the other contract it's been more significant but Dr Zuna is it kind of your sense that at most because of Alman PD capacity constraints and and budgetary constraints that at most um if the board were to decide to move forward we have about one and a half sro's potentially I would say one definitely uh potentially two if if there is a strong um maybe not push but I wouldn't say if there's maybe a will of the school district um of course there's going to be reform with one officer on campus it'll be more of a resource that is needed from time to time at different facilities and different needs but we would have
404to restructure the entire program to say what we did with Forest hers cannot happen anymore with one at all and I agree with you guys about you know all the demands that are being placed on this individual um so we would have to come back and say here would be our plan for potentially one maybe one and a half or even up to two us our old and what would be that role what would be the defining um protocol or description of that person on campus and we're open to do that as well yeah I I think for me it would be helpful like to Mr padia's Point what he was Raising with Mr uh Leon about the rapid response necessary for transportation like that's a cre a key critical service right response time time
405in particular to a sensitive situation or crisis that happens on campus right um is do we have any data and sorry if I miss do we have any data of like the number of times that this happens or has happened per School site in the last few years that y'all can potentially share with us I believe that has been inputed as far as collect the data that we had for those incidents yes okay J I know you're still here something that we would be able to provide as a documentation correct yes I can I can provide that and and I can also just share a general summary and that it is much more often than than we would like um but we will Pro summarize that data for you okay thank you that that concludes
406my comments thank you Mr Diaz um I just wanted to to end the the discussion with some final thoughts um to my colleague's points about you know what we already offer uh in our district I think that's great um yeah we offer a lot of services but there are still gaps that need to be met for our students and um you know again this is a much broader discussion than just us as a district and than just individual police officers we're talking about a a shift in the way of thinking collectively within our society as a country um you know talk about there's talk about uh you know when you call 911 and you're having somebody or you are having a mental health emergency not sending out law enforcement but instead sending out uh crisis
407teams you know there's hybrid versions of those now through through met or or pet but uh you know it's it's changing the way we think about police officers and what the responsibilities are because over the years A lot has been placed on their shoulders and I think uh it's it's basically you've you've taken somebody and made them a jack of all trades but really a master of none and so I really want want to make sure that again we're looking we're framing this in the discussion of much broader than just individual police officers um that this is a discussion about what it means to us as a society you know when we're providing for law enforcement on schools but we don't have enough counselors when we don't have enough uh nurses on our on our
408schools when we have one college C counselor per campus um as opposed to you know a couple when we're not able to provide for field trip to to students to experience things outside of their own Community but we're paying for a police officer to be on campus that's a discussion that I truly hope that we're able to have uh so with that um if there's no further discussion we'll move on to I Just Want to Thank You for us having this discussion I know that we're not always going to agree but I think the this these are compelling conversations that we must have and so um I I enjoyed uh you know having this discuss discussions and and you know sometimes we're going to agree sometimes we're not going to agree but one thing that
409we can't do is continue to talk and uh come out with the resolution and stuff because for me um you know I think for all of us I think safety is the number one priority and so uh you know I I love curriculum and instruction but it will always come second to uh is my child safe you know is no what I said was parents want to make sure that their children are safe at home and you know they not at home safe at school that's your number one priority and everything else comes secondary so um great candid discussion you know we're not always going to agree and I like that Mr bionas because I know you and I um there are times where you know we talk about we want it to be a
410nice smooth meeting and let's ask all our questions before to Dr Zuniga and I've always been very vocal and I've said look if I have a question and I don't think about it prior to the meeting I'm going to ask my question and so right now I think we're all as we as as a person speaks then it triggers some thoughts or you speak and it triggers some of my thoughts and I think that's all that we can do is keep having these conversations and uh uh and come to a resolution that will benefit all of our kids because the last thing I want is for a kid to die on my on my on my watch because we were not able to transport or were not able to you know and to me I
411know you said this but I'm going to disagree with you you said school shootings are very rare you know you said that today and and it really like what school shootings are very rare and you know we always practice and again I I've done 30 years in the school system we always practice for uh you know for many years we practice what to do when we have a fire it's only just recently that we now practice for school shootings and what to do when there's a school shooting but for me I do not want to get myself caught with my pants down with an active shooter on one of our campuses or near our kids and there's no cop or or anybody else who has a gun to fire back at uh at the bad
412guy and and that's what I always keep in the back of my mind like you know we're not immune we like you said we don't live in a vacuum you know we share the world with the with with everybody else and there's crazy dudes everywhere so it makes me comfortable to tell our parents that we have a cop on campus that that is armed and has a gun and and will kill some a bad guy who's in there trying to hurt our kids and so that's that's where I always come from but I enjoyed this uh this candid conversation I think it was real and uh we all articulate it where we come from and how we feel and then uh we leave it where it's at you know thank you Mr Pia so if
413there's no further discussion uh at this time we will move on to our our next item which is item 17 review discuss and revise the district's administrative regulations and board policies 5000 series uh today's the first reading May 5th 2021 uh any questions or comments on this item all right see none uh we'll send it back to staff and we'll bring it back for a second reading and then adoption item number 18 review discuss and revise the district's board policies 61 46.1 High School graduation requirements first reading May 5th 2021 any questions or discussion on this item Mr President be just a comment this is uh in response with the board direction that uh we provide the con 2021 with the reduction of graduation requirements Mr C and his staff work closely together to better
414for black of better word to clean up our board policy to be very script about the amount of credits even for non classic 2021 requirements for the general requirements so it's a line for what we' see from other high schools about how they have their board policy align to their number of credits and from where it's coming from from which actual requirements so I believe they we did a pretty good job with that under the descriptions and to Memorial life the class of 2021 many years from now it'll be in our board Poli thank you Dr zun I think Mr Diaz has a question yeah just uh wondering Dr Zuniga Mr Cil you know what's been the response you know in sharing this news with students and parents in the Alman hasco District well I
415just share with you as I meet with the counselors they're very excited about it and they really saw this as a benefit for their kids who worked very hard and the stresses that their kids are going through right now so just in particular I one counselor said you know this is really being great for our kids they lower some of the stress levels of them ERS um with all the problems because if you heard the stories just some of the stories that we've heard from counselors as I meet with them on a bi-weekly m b or every other week basis is really sad and it's our kids have gone through a lot you know and we're that's why you heard from Leon we are really ramping up when they come back is that we know
416there's going to be a lot of you know social emotional needs of our students but this really did help a lot and what do is um as I get the final numbers in the next week of where we are I'll give you an update on how many actually did help but the positive response I got from the councils work very closely with the kids and the family has been very positive well that's great to hear thank you Mr Cil our parents from the Super PAC Echo and we're very appreciative and grateful we have board uh for making this happen so we thank you also for your support Yeah we actually do thank you you awesome thank you thank you both thank you Mr Diaz any further questions or discussion on this item okay seeing none
417we'll send it back to staff to bring back for second reading and then adoption and that concludes our regular agenda moving on to board communication and Round Table this is an opportunity for board members to report back on items that they would like to share or to bring forward uh future agenda items for consideration uh Dr Zuniga do you have anything that you'd like to share today I I only have a few just a couple quick things on there um we had postponed our board retreat last year because of obviously the pandemic and we were so caught up with you know what was going on and one of the things that I want to you know just prepare the board there something that we can look at as if would there be a return to
418some in-person board meetings potentially consider a board retreat so we can regroup to look at what's happening in the fall uh I think it's going to be really really critical to get your input about how we approach the fall semester next year the whole entire schol year so if we're looking at a border treat up considering maybe at the end of June um the one day board retreat would be uh probably the last weekend of June if you would be open to that uh of course we can always come back at another date um we want to take some time to consider the uh changes to maybe the Govern new some's June 15th day what that look like how we're going to see the you know the new fiscal year so that provides us more
419time together and prepare for that as well and to have these good conversations that we're having tonight so that's a thought U I'll put on the board memo agenda again to let me know uh if that works for you guys or is something that you have other things in mind uh besides a board retreat and I think uh Mr BR you I spoke about iners iners board meetings in the future so I'll leave up to you whatever you up as well as U your graduation requirements as I mentioned to you folks I'll send you also what we had drawn up at the start of school year in your Friday memo and you let me know if there's something that you wish to see or do of course Friday would be another day if you want
420to everyone's welcome to come to the the next day ones but nor normally on Thursday we are signed to one graduation okay that's it thank you Dr Zuniga uh Mrs Tes deers yes uh I received an announcement from the absolute International Security and elonte Company the company is recruiting high school and adult students who are at least 18 years of age positions for health supervisors post commanders uh robers and on armored security guards the company offers a three-day training program the work can be part-time or full-time on week on weekdays or on weekends the pay is from $14 to $20 per hour and there are benefits and flexible hours I gave this flyer to H Mr suniga Dr suniga and let's see if that can help our students if somebody would like to get a
421job right now having a good a good salary another thing I want to do to tell let you know is that uh I had a conversation a very uh good in conversation with uh with uh our director of the uh ATC Mrs belt she took me around the the the place in Granada she talked to me about how the students were working there and she was very happy because I was she said that I was the only board member who has going to visit that place at the same time I was very happy because some of the teachers remember me that on 2010 uh um The Garden Club gave uh some seats and we were working with the students in trying to have to have beautiful places there uh Mrs belt told me about the
422ATC and she she explaining to me the importance of going back to uh to Rose me but she said that um not not all the high school no not all the adult education because of course I told her that I had to defend my students also the other students in my high school for me ATC and adult education has been very very important from the beginning we always help it in my clubs El Monte Monte Women's Club we always given a scholarships for them and BPW is our favorite to give it to adult education then we had a lot of a lot um we have a lot of a lot of good ideas to help the the education and also to help the ATC unfortunately what happened was really sad because my idea was that
423ATC was the one who ATS was the one who was going to move there and later on result that the thought education want to be and well you know the another another thing that I attended I attended the last time meetings the two meetings the one in March was very interesting they were talking about the human trafficking which we have to be very careful and we have to take care of our students very well because the human trafficking is really hard right now according to the uh the people who talk in lasta the um the last meeting was the 26th of April and it was interesting he was talking about online education and everybody was very interesting to asking so many questions about the importance of this um um these programs um in in April
42422nd I attend the TAC meeting which was very interesting uh those ladies are working really hard with our students that they are really changing from the h know speaking English very well I to speak English very well because that's the way that I understood and especially um Mrs um uh Mrs um edithia they they are having good programs the parents are attending with a lot of enthusiasm and doing a good job attending the PT and the general me meetings in the first district and our PTA for aroo aroo and the um and the council in elonte well we are we are getting ready for our tea for our girl States and as you heard one of our delegates from for the girl state is sik sik was extraordinary good she did a good job but
425we had really good people from the other high schools our tea is going to have all our uh candidates for girls State they um we are going to to have in all of them and in any moment that we need to have um another another girl St we are going to use our alternate alter alternates and especially El Monte because we did it right away with my our students did a great job and the in the department they told me that as soon as they have an an opening a new another opening they can give it to one of our of our girl States now uh last Sunday we was we were working with the boy States because the boy states are really behind and they asked our help and we were working with them
426yeah well that's all the things that I can tell you it's been very interesting to work with all the students in elonte high school and we have I have tonight to think a lot about all the things that we were talking about the protection that we had to give to our students that's it Mr Mr President thank you very much thank you Mrs T deist Mr Padia you're up next yes thank you Mr bionis um at this time I'm going to go ahead and just read the letter from uh Dr Maria Rios director of student achievement from the Balan Park Unified School District and it reads as follows she says Hi Mr Padia um she says I want to commend two of your District employees today I was in dwarte and this was on Saturday
427March 6 today I was in D helping City of Hope vaccine distribution in partnership with various districts I worked alongside two of your employees Aurora I think she works at elonte High School I believe she is a campus security Aid the second employee was Ernie I think he said he works at the high school special day school I believe it is I believe he's also a a campus security Aid I am sure you can track these two employees full names and since they were the only two reps from your District today these two employees were great they were hardworking dedicated and professional I believe they displayed the strong work at the we want to see in all employees they arrived at 7 in the morning and were told to work until 400 p.m. by Robin
428parenthesis I think she's the assistant sup come to find out the event ended at 5:00 pm well they were willing to stay until 5:00 P PM even if they didn't get paid Mr Padilla we were in the direct sun directing traffic with minimal breaks and only a 30 minute lunch so we were exhausted at the end of the day and yet they were willing to stay the additional hour pay or no pay actually Ernie graciously stayed until 5:00 pm so that I could be released at 4 pm wow I was very impressed with both of these employees I hope they will get recognized in some way I also respectfully request that you share this combination with their direct supervisor and superintendent I think classified employees are are the backbone of our daily operations and many
429times are not recognized for their hard work I apologize for the long email but as you can tell I want to recognize them when I saw your name I thought I'd email you since you know since you know you would since I know you would want to know about these two outstanding employees take care Mr Padilla and thank you Dr Maria C Ros uh director of student achievement from the bom Park Unified School District so could to those employees and uh it makes me very proud that other people see uh how great our employees are from the csca I just thought I would share that that is all Mr President thank you Mr Padia Mr Diaz yes thanks uh Mr bionis I think you know just I want to start off by you know and
430recognition of mental health awareness and the resolution that we just passed um you know often we spend anywhere between um five to seven and a half maybe eight hours um at this at this board meeting and I know that we have a a resolution or rule somewhere around the length of this board meeting um that we have but I also do recognize that we have a hold on our calendars for the third Wednesday as well um I'd like to you know recommend with the support of my colleagues of course that we potentially look at you know reorganizing the agenda in a way where maybe we take Section b um at the second meeting um that we'd have in a particular month and then you know do you know a c d e and close session
431F and close session as we're doing now um just because you know I know that everyone has you know work responsibilities and as much as I would love to be up at 5:00 a. um and then be up till 12:00 a.m. the the following day you know I think in all fairness to our staff right to Dr Zuniga Mr Larry C and everybody else that's on this call right now it's already 11 pm right and they got to get up early and go to work uh tomorrow again um I would recommend if maybe we could break it out that way um just because you know today we've had a lot of great discussion but um it is quite lengthy so my recommendation is for us to consider moving section B to the second uh scheduled
432meeting that we have I think that's a great idea at one point when we had board member marielena talamantes and Dr uh uh Zuniga can attest to this we we used to always leave one meeting to handle all the business stuff and then uh the second one always had to do that was a fun one that was the one that talked about what are our students doing you know for the administrators to talk to us and that to me uh worked really well even though you know we all have a busy schedule I mean we signed up for this so I would I would be open to entertaining that uh Mr Diaz I think it's a a great idea yeah and it's that's so much the it is it is the length but I feel
433like in the efficiency of our times and the busy schedules right with the commitment and also again you know respecting the mental health and schedules of our of ourselves as well as our employees here at think Alman High School District um with their support for that I remember Dr Zuna chime in how did we do it before we would always leave the the second meeting to the instruction or would we do it vice vice versa the second Mee was the second meeting was uh instruction and presentations instru excuse me instructional reports and presentations and the first meeting was business so we did do that we would split it up and there was always a second meeting um and just to chime in really quick just for the sake of time I would be supportive of
434that as well you know I block up the third Wednesday of the month for for these meetings in case they happen um I don't know about my other two colleagues how they feel about that but I would be supported oh yeah I totally think that um uh we could do something like that I know in the past uh we also used the um used to do all the school reports quarterly so that we got those out of the way and it was like every three months um and so that cut back uh on the on the regular routine items so that's another possibility as well Mrs T seis any any thoughts well don't touch the second the second Wednesday because I that day I'm very busy is the day that I have American Legion auxiliary
435and I had to be it's a important for me uh yes I remember Marena talamantes had that idea and it worked it worked really good because I think also that today like for me I tomorrow I teach at 6:30 in the morning and even when he's here at my home what is going to happen when we go back to work when we go back to face to face yeah I I really if it's possible to have it for two days on the first and the third Wednesday if if it's okay for everybody or as uh Mr Salo said do it quarterly let's see what's the best for for everybody I think it's it's important that we think about all of these ideas and we have a lot of things to think right now a lot
436of a lot of things in order to do to give our best to our students that's my idea Mr President thank you thank you so uh I think we have consensus about resuming the third Wednesday of the month meetings for instructional reports and presentations so I'll talk to Dr Zuniga about uh how we can adopt the or adapt the agenda uh so that we split some of our our content between the two meetings um so we'll move forward with that Mr Diaz any additional items yeah the other one I just wanted to you know give a you know big kudos to Dr Zuna Mrs Robin Torres and everybody else that's been out there at the vaccination sites from the promotion the Outreach the engagement of the phone calls um to like taking the initiative to
437engage Partners to provide vaccines I think that we as a school district aren't mandated to do this not every school district is doing this um but we've gone ahead and and taken this on and so I want to thank you Dr Zuniga for taking this on I know and Mr Larry Cil too even though you're wearing an angel's hat Larry you know I saw you at the event wearing an angel's hat but uh regardless you know I just want to thank you all because uh for doing this for our community because as Dr Zuna you showed early earlier our vaccination rates or percentage of folks that are vaccinated aren't nearly as high as in other more affluent community so thank you for spending your Saturdays away from your family uh where you could be doing
438you know something else but yet you're at the Alman High School District sites South the man Mountain View High School as well as Mr Bones I see you out there as well uh on behalf of your day job uh engaging with folks so thank you all for doing that um really I see it as like we're we're saving people's lives you know um and you know today myself being at a vaccination event working with folks a lot of gratitude um lots of people with with hope um to resume to some sort of normal so thank you all for that and that concludes my comments Mr thank you Mr Diaz Mr s yes president beis thank you um a couple items um I do want to thank staff for um I know spreading yourselves pretty thin
439uh attending different things um but um I I do want to bring up maybe the possibility I know that in the past um uh I guess preco pre pandemic uh there was an effort to be out at you know the concerts at the park things like that uh the city of Alman is currently um hosting the uh farmers markets every Thursday and uh I've been to a few of them and each week um as it's been going on it seems to be a bigger and bigger crowd and I know that the the city has a couple important uh information of boots out there and just inquiring about the possibility of of having such a booth Dr Vega um but I know it's you know it's it's a lot to ask I know but you know
440when I sit here sometimes and you know we hear the the great programs that we have you know just take zuk crew for example you know um if you're not at Mountain View High School and you don't talk to one of the board members or or somebody I mean h how do people know right um but programs like this I think are are need more publicity and and being present and PR being visible at uh these type of City events I think could only help us it's you know I'm just throwing the out there I I don't know how possible I don't even know if the city would allow it um but um or maybe if we're going to have concerts at the park I don't know but I I would like us to um
441continue some of that presence um and maybe even at you know events like Farmers Market things like that um it doesn't hurt to get more uh um information out there about our programs and and I'm not saying every High School uh I'm saying just a a a general uh Alman Union High School District uh type of table with information um but where we can highlight some of these events uh some of these programs sorry uh that that each of our high schools have to offer that would be uh I think outstanding but again I know that as it is we're we're stretched pretty thin um but it's just a suggestion okay um on another note um I want to thank you guys for your your patience today um um you know because of the covid
442regulations I can't uh have anybody pick up my son at baseball practice at a royal so um I had to uh kind of wait around and you know wait for him to come come out so thank you for that patience um and then uh the last thing I wanted to share I Shar with Dr Zuniga but uh I will miss the next uh board meeting uh the one in May um I'm having surgery on the 18th and so I'll be out for a few weeks so um just so that uh y'all know about it okay and that's it president bionis thank you Mr Salo and and best wishes to you and speedy recovery uh for your surgery uh for me I just have a couple of items um I wanted to start off by uh
443thanking our staff our wonderful staff Dr Zuniga Mr Cecil m Torres our school side administrators the classified staff our maintenance staff our counseling staff over at uh South Alman high school and some of our parent volunteers I had the opportunity to to join them at a at a vaccine event um back in April and it was just great to see so many people there volunteering and getting folks vaccinated um and I can't stress this enough from everyone please get vaccinated if you can um whichever vaccine you can get whether it's fiser Mna or Johnson and Johnson they are all safe they are all effective and is the only way that we will get back to a sense of normaly so please please please if you know somebody who needs to be vaccinated please check out
444myt turn.com find a vaccine site in the area get vaccinated the city of Alman in partnership with these Valley Community clinics and our savior Center and the the County Department of Public Health we operate a static site at the grace T black Auditorium during the week uh and there are popup events through throughout the San Gabriel Valley please get vaccinated it's uh incredibly important um I also I wanted to specifically thank though Jennifer Barett and her staff uh at Children's Hospital Los Angeles Jennifer is the director of Clinical Services Education and Research uh she's the lead uh at the vaccine sites that we've had at South Al Onan at Mountain viiew now and they are just the greatest folks ever I got to talk to her this past Saturday at Mountain View and she is
445just wonderful and you know they have everything down to science you know and of course again to our staff because none of this happens without their dedication and their hard work and I really want to say thank you to to them for everything that they've done um I had the opportunity to attend a couple events this C this uh these last few weeks first one on the 23rd roseme High School food distribution uh partnership with the Los Angeles Regional Food Bank the city of roseme I want to send a special thank you to Mayor Paulie low and councilwoman uh armenta who were there as well as Alman council members Herrera and pente who joined us as well as other individuals Dr Zuniga thank you so much for representing the district that day um we served
446uh meals or food for 1700 families and you know there's a need out there we're going to fill that need and it was great to be able to provide that food for them um I also attended a um press conference last Friday with super excuse me with Senator Susan Rubio and assembly woman Blanca Rubio uh Senator Rubio secured $12 million for the the uh San Gabriel Valley excuse me San Gabriel mountains and rivers Conservancy uh to provide for a wild fire protection and so I'm very happy to see that because climate change is driving more and more wildfires every year and uh we we need to address that that concern so very happy that she was able to secure that money for the RMC for this area um I also wanted to to say I
447had the opportunity to attend the press conference this past Monday at the Santa Fe Dam Recreation Area with Senator uh Alex Padia congresswomen uh Napolitano and Chu and supervisor solise uh Senator Padia has introduced the public lands act which would U provide for additional protections um and expand the sang gabra Mountains National Monument by over 109,000 acres to include the Western Angeles National Forest and established a national Recreation Area and this is where it comes into play for our district along the San Gabriel Valley Foothills and the Rio Hondo and San Gabriel River corridors so right now the National Monument would be expanded and they would um expand an a recreation area along the S Gabriel Ronda Rivers into the the buente hills here uh below us so I want to thank the uh the
448senator for taking up this bill this is something that's been a long time in in making starting with um the bill that was introduced to to initiate a study by then congresswoman solise so thank you so much to to our legislators uh for for doing this hard work and carrying on that Legacy um I uh wanted to have a a discussion with the board very quickly actually before I get to that um I was contacted by Sheila krippin who is with the city of Alman and curator of the Amman Historical Museum she wanted to to ask me to invite everyone um May May 15th which is uh sat Saturday May 15th at 11:00 a.m. the grace T black Auditorium uh she's hosting along with her family a memorial for her mother Donna krippin longtime resident
449of Alman who recent who passed away a few months ago and so now with the restrictions lifting up there's an opportunity to have a a memorial for her so she wanted me to to pass this information along to the board and to invite you to join her and her family on Saturday May 15th at 11 11 am. um so if you have any questions please feel free to reach out to me I'll get you in contact with Sheila and then uh two items that I wanted to bring up very quickly one Dr zun already mentioned it uh and deferred to me on this one um I believe most of us are vaccinated now both staff and H board and so I wanted to ask if thank you Larry um if everyone if we can get
450a consensus about returning to in-person meetings you know socially distant plexiglass that whole bit you know reduce the capacity out on the floor is that something that we're interested in doing returning to in-person meetings or do we want to continue continue meeting virtually this uh this manner and I'll open it up to to the board okay I guess uh I can start because I I thought about that um I am in favor um but I'm just going to throw it out there I you know um my son takes uh good care of himself and he's follows the rules with with Co and um as far as not being exposed because he wants to play ball right and so I'm in favor um so long as he's vaccinated just because I mean just to protect him
451as well um but I do know that I've been reading that um I guess CDC is close to approving uh fizer for emergency usage so hopefully in the very near future uh he'll have have an opportunity as well so that's my only uh uh issue right there thank you Mr and just and just to be clear uh the emergency youth use authorization for the fiser vaccine looks to be coming next week for individuals who are 12 to 15 right now it's 16 and older so with uh with that move it would allow more of our students so because it is a two Vine or excuse me a two- dose vaccine of course we'd want to make sure that anybody who received the second dose 21 days after the first two weeks after that would be
452their at their maximum protection level so perhaps maybe not June but when we return in August uh for consideration right or or or maybe even in June just depends on you know when he gets the vaccine but okay yeah that's that's my only [Music] concern anyone else want to chime in is the thought to be back uh next month or August well my thought was to come back next month um however giving consideration to Mr ceto's request uh you know we could consider August um you know I'm I'm open to either one but I I'll go with the direction of the majority here Dr zuda what's the what would be the maximum occupancy in the boardroom would we all be able to be situated in there including staff because the yellow tier we have to
453take a look at it I know when it was the orange tier very limited I think that the percentage less than even 33 that's Outdoors so I had to look at it uh we are in the yellow now officially the 12:00 kit there but um look at it and share with you guys give you guys an idea of how much access would be another question the follow up because you know you're still going to be maybe there there may be some limitation about audience there um is G be interested in holding a virtual sorry streaming right yeah I'm just gonna say there might be an additional consideration for that piece as well yeah which was going to be my follow-up piece right if we did go back in person I know that Mr bionis some
454years ago had brought up you know whether we were able to or wanted to stream our board meetings at the time it seemed like we just didn't have the capacity to to do that um or you know it just wasn't feasible at the time or seemed like it was impracticable so if we were to return in person uh now would we be able to do that Mr Stillman uh be able to offer an option for the public to chime in or tune in Via YouTube yeah of course we would have that opportunity but we would need to procure some equipment and then designate who would be the staff members responsible for that slightly different setup when you need multiple cameras to cover all the different angles I think as part of this discussion um you
455know obviously yeah there's consideration for whether or not we'll continue uh providing the the streaming online for folks who can't make it um there is an assembly bill right now AB 339 by assembly member Lee um that would require local governments excluding schools as as it's been amended recently uh to provide um virtual platforms uh to encourage uh Civic engagement um and frankly I think Co really forced a lot of people a lot of schools school districts a lot of local governments to um to begin this process because we had to meet virtually um you know perhaps for the first meeting maybe not a multi- camera setup maybe a static shot kind of boring but it you know would work if it's something that we want to get to but I definitely want to give
456that consideration to staff to ensure that they have not only the appropriate resources to to do what they need to do to run the meetings effectively uh online but also that they have the the time to to train and to make sure that everything's uh set up the way it needs to be so I can uh if there's no other concerns I can talk to Dr Zuniga and um start working on it and see if we can do it for June um you know maybe do do a kind of a dry run otherwise uh you know uh we can uh wait until August yes I really agree I please no June I really would like to have it if everybody wants to do it I really would like to have it in in August Jun
457is already set up for me for between girl State my classes at PCC and this I have everything ready to have it in h online it's easier for me but if if you have to change it well it's okay but I really would like to start in August not in June okay well you talking when you decided okay thank you Mrs T and and I think as part of this too you know if somebody needed to meet virtually I think we would still have that option uh to have folks in person and then if somebody needs to meet virtually if they have a you know an accommodation that they need but definitely take that into consideration I'll uh I'll talk with Dr Zuniga and Mr Steelman to see uh what what we can do what'll
458work best yeah M Mr bionis I would also favor August okay then we we'll start the discuss question and start the planning thank you and then my last item I just wanted to check with everyone um considering that we're moving into the yellow tier and we're able to have some in-person um interaction and in consideration for us adopting resolution number 34-20 sl21 today uh designating June lgbtq month um would we be open to having a small ceremony uh to raise the rainbow flag this year like we did in 2019 uh we were not able to do it last year obviously because because of covid we did raise the flag but we did not have a ceremony uh is that something that folks would be interested in doing yes do you have a date uh I
459could work with Dr Zuniga um I don't have a date in mind yet but we could definitely work around your schedules we could pull everyone to see when you're available but it would be sometime uh I would say the first week of June last week of May so sometime between the 31st to the 4th last week graduation last week of May beginning June not in the middle not in the at the end of June it's no but if it's in the last week of May would be good or beginning of of June for me I don't know the rest of you okay um let me talk to Dr Zuniga that that first week of June is graduations um Tuesday the 1 yeah might work so I'll talk to Dr ziab I mean if it's not
460something that we can find a date that works for everyone we can we can forego the ceremony but still we'll raise the flag beginning June 1 okay florencio um obviously Outdoors um honestly for me I I don't know yet you know depending on my recovery but being that it would be outdoors and if I'm feeling okay um I'd be okay with it okay so we we'll figure we'll figure out a date and if it works for folks we'll set up a small ceremony um if we just can't come to a consensus on a date then uh we'll forego it and uh you know hopefully next year we're back to normal fully reopen and we're good to go uh and that's all the items that I had tonight so thank you everyone for your topics and
461your discussion tonight at this time we'll move on to close session uh legal counsil if you could please read us in yes good evening um the board will be considering close session for 54957 what's going on right [Music] now sorry there's something going on with your with your audio you sound like uh you're in witness protection just gonna say that is that is this better that's better yes there we go strange I don't don't know what's going on I'll try that again I don't know what was going on with my sound sorry about that go ahead you're good now how strange okay close session pursuant to government code section 54957 for Public Employee discipline dismissal release two matters Item B close session pursuant to government code section 54956.9 D2 and E1 conference with legal council
