001hi good afternoon everyone at this time I'd like to call to order the regular meeting of the Board of Trustees of the ammani Union High School District for May 6 2020 Dr Zuniga if you could take roll call yes president Mr rones presid Vice President M Morgan present Clark Mr s here member Mr Diaz here member here student member Angel himz i' like to call to order the regular meeting all present thank you Dr Zuna moving on at this time we'd like to consider approval of the minutes for the April 8 2020 regular meeting is there a motion to approve move to approve moved by Mrs Morgan is there a second second seconded by Mr Pia without objection to a 5- Zer vote that'll be the order next up we're moving on to public comments
002Dr Zuniga I believe we received three public comments tonight yes President bionis we have three public comments which we previously uh previously before the meeting took them and I believe you will have access to them on the file to read out I do uh so I'm G to begin with comments from Mr Michael Weller good afternoon board members District leadership and members of the community this week Alman Union High School District began phase three of our distance distance learning plan while I understand that the district has recently taken action to improve its communication with Alman Union Educators Association for planning phase four it is still troubling that we do not have anou nearly two months after we last met with students on campus furthermore the district's failure to communicate with teachers earlier in the distance
003learning period has harmed our efforts to provide a quality education for our students during this difficult time I know that it is probably the greatest challenge any of us has ever fa in our careers I have often felt like a firste teacher recently rather than an experienced teacher with nearly two decades in the classroom over a decade as an induction mentor and significant experience as a teacher leader so I can so I can appreciate how disorienting or current context may be even for though for the most experienced District leaders I am not faulting the district for working to make difficult decisions in a context that would have seemed like science fiction just 3 months ago however the district's actions and decision-making process processes up to this point and especially during phase two and three have
004been top down and non-collaborative I'm inclined to give everyone the benefit of the doubt for phase one since the crisis came up Came Upon all all of us so suddenly for one I am not aware of a single teacher at Mountain View High School who had input into phase three into the phase three plan the question of how to to balance equity and accountability are certainly not easy and ultimately a leader has to make a decision it is certainly easier to second guess difficult decisions made in good faith than to make those decisions however the lack of teacher input caused teachers to feel excluded from the process and appreciated and deeply discouraged the negative effect on morale since phase three was announced was so palpable that its reiations could be felt despite the distance across
005which we are working while the district may have made its decision believing it was acting in good faith by failing to include teachers the district created the sit a situation where teachers felt acted upon not respected as collaborators this made it harder for us to serve our students while we do our best as professionals it is difficult to to encourage students to believe in process that we ourselves feel excluded from another example the phase two plan for March 30th to May 4th was released to teachers on March 27 in the afternoon as it became apparent during our first week of dismissal that we would not be returning to campus on March 30th I had spent hours collaborating with site colleagues and working on my own plan on my own to plan the most effective online
006instruction for that week and was blindsided by the direction to not provide new instruction to receive this direction at the end of the school day before the new phase was to begin without an opportunity to provide input and without an any indication as to what phase two would involve was deeply demoralizing while I understand that events have been fluid and that the district must also answer to mandates from the state at the county and the county office I believe that the district could have been much more transparent and proactive in communicating about the situation as a result of this lack of transparency and communication I wasted valuable time that I could have spent better supporting our students had I known what to expect sooner as you know we are currently in teacher appreciation week while
007a gift and a word of thanks is nice I believe that the best form of teacher appr appreciation comes from a meaningful partnership I am pleased and encouraged to hear that the district has begun a more meaningful dialogue with emua I would ask that the district continue to take steps to partner with us meaningfully in meeting the needs of our community as a superintendent noted in a recent message teachers have been working harder than ever to support our students in this difficult time our students and the families we des and the families we our students and the families we served deserve nothing less than our best work and we can serve our community more effectively if we collaborate meaningfully and if teacher input is received respected and acted upon thank you Michael Weller our next
008public comment comes from Rachel brochner since March 13th our district has been in a vague limbo of something called distance learning while it is understandable that this unpre unprecedented situation has been difficult it is not understandable why teachers have been kept out of any planning process until literally this week when we were finally asked for our input for two months we have been ignored and as far as I have experienced myself not heed when ideas or Aid was provided Ed the district's dist distance learning policy of establishing the six-week grading period progress grades as minimum final grades completely negates months of student work if a student received a D minus during that grading period the district says they receive credit for the class we already know that our students are losing out on essential education
009but actually moving onto a new school year will be devastating when they enter the next level of a particular class and only have a few weeks of the previous semester skills summer school seems to be operating as an online program that teachers only monitor if this is what our district sees as a pattern or trend for the upcoming 2020 through 2021 school year our students will collectively fail teachers need our input and ideas for asked for and listened to today my department had a meeting and for the first time we were able to provide input about the distance learning education process and provide ideas as to ways to solve some of the problems we H we will have in the upcoming school year unfortunately the questions asked of us were not were not the most
010effective why ask if our current class schedules work when we know that we are going to be changing our upcoming bell schedule and School attendance days why weren't we asked two months ago about the proposed new mcra Hill textbook which all teachers on my campus who have worked with are are requesting it I would propose that now is the perfect time for our district to invest in a new English language arts textbook and curriculum it's difficult enough for us to guide students from a distance having a single location on online for the resources is probably the single most educationally valuable thing we can provide for them this upcoming school year if only we if I could only provide one piece of input making the choice of a simpler condensed online curriculum would be the best
011thing we can do for next year's English students thank you for your time Rachel brochner and our final public comment tonight our third public comment tonight comes from Mr Jeff Morris as a teacher in the Almani Union High School school district for 30 years I appreciate the opportunity to address the board in these difficult times it is extremely important that all stakeholders work as a team as teachers we are playing a very meaningful part in many of our students lives remember as teachers we have more direct contact with students that anyone else connected with school this is a huge responsibility that we take very seriously as the pandemic has hit our students Community very hard besides guiding students through distance learning which has been a challenge to say the least we have also had to
012support students with personal issues and concerns this takes a mental and emotional toll on us here are a few examples of the student issues that I've that I have had to deal with students not having Wi-Fi their Wi-Fi going down students suffering from depression and anxiety families losing jobs where students have expressed fear and anxiety about paining bills and having enough food a student recovering from a serious car accident and a student put into a hospital under psychiatric care at a fears that she may try to hurt herself I have been and will continue to support my students in any way way I can while taking care of the needs of our students some teachers have their own children to take care of and do homeschooling with as well as we move forward into the
013summer and into the unknown of the fall semester I want to remind the board and the District administration that we need to work together as a team a big part of that is having more communication with emua especially in terms of what the fall semester will look like at South Alani high school we have worked well with our site Administration yet there have been times when our staff had questions that could not be answered because a site Administration was waiting for direction from the district this led to confusion at times which transformed into confusion for students and parents my point is we need to have more communication with the district moving forward so we can help and support our students in the best way possible under these difficult conditions I know there is a meeting
014with Dr Zuniga scheduled for this Friday this should be a start of a greater collaboration between teachers and administrators as educational Partners thank you Jeff Morris that is the third public comment that was submitted um I don't believe there are any further public comments no president R thought at this time if if I may wonderful we are done with public comment if you can please uh I believe we did not approve the minutes for April 8th for number two yes the uh the minutes were moved in second and it I asked if there was no objection we would have a 5 vote got it okay want to be clear okay thank you you're welcome uh item number four communication from Union representatives of Alman Union Educators Association and csca chapter 11 Dr zunar any Representatives
015here to make comments or provide information yes I spoke to uh president Anil from emua as well as president Lisa Chambers from CCA and Miss Chambers is not able to attend the meeting but a few days ago she shared with me um a message from csca titled 22 2020 Vision celebrating classified professionals uh cew 2020 and I'd like to read this this is dated May 17 to the 23rd 2020 this California legislator recognizes the importance contributions of classified School Employees and name the third four week of May classified school employee week to honor these contrib tions every day classified employees are building connections and inspiring lives at our schools and community colleges from transporting and feeding students to teaching them teaching them vital skills and ensuring that schools are operating smoothly classified employees are integral
016to public education from the time students b a school bus to the time they head home at the end of the day every aspect of their education educational experience is impacted by a classified school employee from the classroom to the playground the school cafeteria to the College financial aid office classified employees make a difference in the daily lives of our students just as classified employees are on the front lines working to ensure the safety and care of students at school many are working to build better neighborhoods and communities as well whether they are working for local charities or volunteering in Youth Sports programs classified employees serve their communities with the same Pride that they serve our students and schools uh I want to congratulate csca and wish them the very best as we celebrate May
01717th the 23rd to CSA 2020 Vision that was uh something uh on behalf of CSA that would they would wanted to share today and Miss Bazil was going to join us I believe she may be on now miss Bazil are you on now so as we work through this technology process if you allow the op you to have Miss Bazil come a later time when she's ready I'll go ahead and communicate with her and see if uh we're having some trouble with having her come on in okay thank you Dr Zuniga and you said uh Miss Chambers is not available from csca that is correct okay thank you uh next up is information presentations or recognitions item up number one recognition of student board member for the 2019 2020 service to the Board of Trustees
018Dr Zuniga I hand it over back to you thank you president bionas at this time it's my honor to give a farewell to our student board member uh Mr anhel hienz and I say that with pride because he definitely has raised the bar for all of our students who uh have an interest in becoming a student board member um it was inviting and it was exciting to to have someone that I can work with throughout the school year that challenged our student leaders on campus and was very organized in writing meetings during our student advisory Council and was upbeat motivating and really impacted the way students uh lead on their campuses at the same time uh he was not only encouraging but also made everyone think outside the box with pride and a little fun
019behind that too so uh on behalf of just myself as the superintendent of the Union High School District I'm very proud to say that uh Angel has just will leave a a great mark on the leadership from a student board member in the history I believe this maybe our sixth or seven student board member and I we say this every year I think you're going to make this comment too but definitely um he's raised at a high bar now and I'm anticipating that the next person coming in will be challenged to match that and even take it Greater links so congratulations Angel uh Mr bionas we provided Angel ahead of time a package for him to uh open up now at this time and we will present it together uh Mr bionas you also have
020a copy of the acknowledgement that we shared with Angel and if you could please uh have Angel open up the develope so we can acknowledge and read it together for the black that we provide Angel while you're opening up the package if you would like to give some comments yeah of course um so first of all I have my package here um I have not touched it since it was handed to me yesterday by Dr Z um but just opening this it's like it gives me a lot of like sense of Pride um in my community um I know a newsletter came out a few just a few days ago saying about like how much just from this experience I leave with not just a sense of Pride but a sense of purpose and a
021sense of love for my community um greater than it's ever been just being in this position and just having the opportunity to advocate for students who struggle to find their own voice it's what's most personal to me um and I'm glad to that it has shown through throughout this year uh I I I put in a lot of time into the my position and I'm very passionate about it I've I feel like um I've done a lot um again like raising the bar that um that's always a a fun thing to do and a challenging thing to do at the same time um and like doing all these fun projects was so so fun and so satisfying to see the result of um like it I think it all really started when I um spoke
022out of the first ever flag raising and that's where I really felt like wow I mean I wasn't student board member yet at that time but that's when I really sense like wow like I could really like do so much with this position um and I feel like I have I have advocated for a lot of things that I'm passionate about um through this position including education learning about the legislative process is a huge thing and it's and I'm so glad to have shared this experience with all of you all of you have have made this experience a lot of fun um I I know like I I don't come to these board meetings like oh God like I have to come to this another board meeting I I didn't have never had that attitude
023and I'm glad I didn't because I know that it was a safe space an open space to Really voice what um needed to be heard um yeah like it's it's been a fun experience and again going back to like the projects about what I what I have been able to accomplish including what I'm going to accomplish um because there's still like a huge portion of life for me um going back to the first ever student advocacy conference that I created on be on behalf of our community and it was like it was so great chaotic and just like very personal to allow students to really find their voice to give them the opportunity to step outside of their own community and be exposed to opinions outside of with their own comfort zone was [Music] very
024very like worned my heart seeing that so again just being able to be serve in this position serve at this capacity has really allowed me to expand my interest expand my curiosity and at the same time see myself grow and my community grow um with what I do so thank you all for supporting me in this position um throughout this entire year has been fun although um it is ending on not the not the terms I expected at the beginning of my term I'm still very grateful for everything and I'm so glad um of everything that we've been able to accomplish together so yeah um I I'm I'm still putting this now for the first time so I think that concludes my little statement there okay oh oh wow okay okay so you've uh you've
025pulled out your plaque now right yes I have do I show it to the camera so go ahead and hold it up while I read what's on there okay so this plaque of appreciation is presented to anel Jimenez from Mountain View High School for your dedication and commit to the students of the Alman Union High School District and for your service as a student board member for 2019 through 2020 congratulations from the Amani Union High School District Board of Trustees dated today May 6 2020 um I'm going to open it up to comments from our board starting with Mr Padia because his image is coming up right above yours uh and then I'll move on and I'll hold my comments to the end uh of this item and Angel go ahead and hold on to
026our envelope okay all right there's a second item in with the package just we'll we'll open at the end okay awesome thank you Mr Padia yes uh thank you very much for president prionus uh Angel um I just want to tell you that that I am so proud of you and I know so is the Alman Union High School District board uh you embody all that we ever wanted in a school board member just your leadersh and your representation of all students um and specifically the lgbtq community I just want to tell you that that is sometimes a very difficult thing to do but uh when you came on this board um I remember one time we had an event where we raised the lgbtq flag in our school district and we had an event
027and the turnout that we had of our students in Elman Union High School District was great and I think that was an amazing amazing day not only for you but also for those students and because you give them that voice you talked about in your speech right now that you want everybody to have a voice and I think with your leadership that really happened in the Alman Union High School District um I know that you've done so much you've had so much training uh to lead so many uh projects so many groups so many organizations that you get involved with I know that you are such a brave young man who will call up senators and Assembly women I know you called up Senator Susan Rubio and got her out to one of your events
028and we're truly grateful s uh to you for reaching out to our elected officials also you did an internship with assembly woman Blanca Rubio and so I know that you have learned so much about the legislative process and and how to make things happen and how to serve your community I have no doubt and for all of you that are watching on on Elman Union High School dist District live as we're streaming remember the name you know Angel heenez because I have no doubt that one of these days you might just see those letters of Senator and named Senator before that or Congressman or assemblymen and that's how highly I think of you and uh we've had a number of uh student trustees but you have set the bar extremely high and for that you
029make me very proud and you should make and you should and your parents should feel the same way about you you're an amazing young man uh you have served your community you have done your part and you have left your mark in our school district thank you for all your school spirit that you brought to M high school and to the other schools in the Alman Union High School District I think with you as a leader for our student uh uh organization and uh when they would hear you speak I know that you would Inspire them and I know that some of that school spirit from M high school you know uh transferred over to many of our other high schools and lastly it's your positive attitude it is true when you say that oh
030God I don't you don't feel like I'm going to attend one more uh Schoolboard meeting but you come with your aame and you always come ready to present and you always do your homework which is which is amazing and thank you for all the work that you did and your leadership when it came to the student surveys I've always said that our students are our number one customer our number one consumer and I to this day I will I will always believe that and thank you for pointing out the areas in our school district where we need to improve and I promise you that for as long as I sit on this uh uh board and I know my I speak for my colleagues as well we will always make decisions by putting our students
031first in our parents so thank you and I wish you the best as you go off to your next Endeavor uh whatever University you uh decided to go to they're getting a gem in you so congratulations and I wish you the best thank you thank you thank you Mr Padia Mr Diaz yeah thank you president bionis I think you know did to everything that Mr Padia just went over Angel it's really incredible for someone so young uh to step up to the leadership position that you have I mean you're the person that brought us youth truth right I think that's been instrumental for us as a district really putting our money where our mouth is and we've made a lot of decisions based off of that and so that impact will be felt for the
032next few years uh for sure um also to your next Endeavor whatever that is you know I think that you're going to draw from the experience that you gain here being the student board representative and apply that to Future leadership positions which I know you will be um just the one thing that that I ask of you like I Ask of all of our students is that when you've gone and completed those Endeavors elsewhere you've gotten your University education that you come back to the community um and where you grew up um because we know like as Mr Padia just said you're one of those people that could be the next Senator Congress member assembly member School Board member city council member uh city manager whatever the the guy's limit for you um so congratulations
033and thank you again for your service and I look forward to seeing you back in the next upcoming Years thank you thank you Mr Diaz Mrs Morgan hi Angel um I also want to just extend my gratitude and my thanks to you for everything that you did and representing the students of Elman Union High School District you did an excellent job um always the voice of Who You represented and just as um Mr Padia Mr Diaz have said you know everything that you brought to the table uh the youth truth surveys um your your mannerisms your uh leadership skills everything that you brought to the table was to always top-notch I'm also I'm just sorry that we didn't get to continue to work with you um on a monthly basis in person I feel that
034that time was shortened just a little bit um but I know that you have continued to serve and to represent uh via virtual and so I know that you are going far actually I think let me just take these off because I don't know if I'm talking too loud um I know that you're going to go far in life there's so many things that are um open to you and I I'm very excited to see where you're going to go and as Mr Diaz said please remember us um once you're done with everything please come back to serve here this amazing community that we have um and you are going to represent us extremely well so best of luck to you in college or whatever those next steps are for you and we look forward
035to having you back thank you thank you Mrs Morgan Mr celo sure um pretty much uh just want to Echo what everybody else has said um when when we receive the you know every time we have a new uh representative it's just you know the the quality and um the advocacy just goes Higher and Higher and Higher and I think when when we first started thinking about having a represent student representative um Angel is what I think everybody envisioned where students had true a true Advocate uh where there was two representation where uh the feedback was coming back to the board and I think um just what everybody else has said angel thank you so much for being a professional right and uh I know that's kind of hard because you're a full-time student you
036know on top of everything else you do uh you know to join us and to take that kind of responsibility headon is huge right uh but undoubtedly you know we know you have a great career ahead of you you know don't forget us and uh just thank you for everything you've done thank you thank you Mr Salo um I'll give my comments now and I'll hand it over to Dr Zuniga if you want to share any additional comments um as you know I really I don't know what else to add that hasn't already been said by the rest of our board members um you know every student trustee brings something unique to the board and every student trustee seems to build on the previous student trustee representative and you definitely embody what we hope to
037see in every single one of our students um I always joke around that I'm particularly biased that you're on the board board as our student rep this year because you're a viking and asse to be Mount View Alum just as I am and uh but I truly mean everything that I say um being a a viking you have to show a certain side of yourself you have to ensure that that you represent your community a certain way uh and I think that you've done that and you've stepped up and you have uh really raised the bar for the next uh student trustee and those beyond for years to come um it was a pleasure serving with you um I I I am sorry that you did not get to get to have the entire experience
038as a student trustee uh you know one of our our biggest events of the year is going up to Sacramento to Lobby our legislators and we were all set and ready to go when uh the world kind of just hit pause and a lot of things were were were held up so but I know that uh in the time that that you were on the board with us you accomplished a lot I appreciated every update that you provided to us both positive update through uh through your glow and uh you know your the work in progress through the grows um because we don't always want to hear just the good stuff that's going on we want to hear everything that's going on every single thing that impacts students on the campuses and I think you
039you took that responsibility very seriously and you brought that information to us and you made your position known on items that you voted on when you had your preferential voting uh so I appreciate everything that you have done on behalf of our students in the Almani Union High School District uh on behalf of the students at Mountain View High School um and I look forward to seeing what the future holds for you and I can't wait for you to return back home tman and tell us what great things you've done and and I think I've shared this with you before you know in the not too distant future I expect to see you sitting you know on the dis either here here or on another board or another in another position um where you will
040be able to affect change for your community so on behalf of myself my colleagues on the board uh I want to say thank you for everything that you've done for us as our student trustee for 20 19220 uh and I wish you the best in everything that you do congratulations thank you thank you on that note Angel would you like to share your plans after you leave us or are we still waiting the decision yes I would gladly love to share where I have where have committed for the next few years of my academic career um so um it well first I want to share with you where I was accepted to I just share some of the ones that I like yeah I'll just share where I was accepted to um and the ones
041that made it very difficult for me to choose um a school and not announce it sooner um I literally like just commit like I committed a few days ago despite um National Commitment Day being May 1 I actually committed after that day um don't ask me how I kind of played with the system but um I did I did finally come up to his decision I'm so glad to share with you um I was accepted into the UC Santa Barbara UC Irvine UCLA UC Berkeley um all the CAL States I applied to which were East Bay La um cow Poly Pomona and um Zak State and then I was also accepted into one private which is USC um so after learn like realizing all the the schools I had a opt like I had an
042i to choose from um I came to a top three um which were um USC UCLA and UC Berkeley so from these schools I am so happy to finally share with you that I have committed to one second let me get my gear out it'll be quick I have committed to drum roll please drum roll I have committed to USC so I'm a Trojan I um so excited to continue my education at USC um I won't be going very far so I'll be right around the corner just 20 minutes away without freeway um without traffic um but yes I'm so excited to continue my education at USC um it was the best choice for me in terms of wanting to pursue education being that it's so close to the um La USD which is about
043like 75ish per Hispanic Latinos so again serving our community um locally through USC and then again coming back like I already knew I was going to come back at some point so I'm excited to for it to come to that point to where I could come back and share all the lessons I've learned through USC and a private education so that's where I'm going I'm going to USC so fight on fight on fight on and yes that's that's where I'm going Wonder conratulations congratulations Angel congratulations Angel great choice bef of the and I know that USC is a privacy so that means that that uh you are making every effort to start guiding yourself about how to plan over the next four years uh financially you know with your budget and everything and I'd like

046under Communications from Union representatives of Alman Union Educators Association Miss basil the floor is yours thank you very much many apologies for the technical issues um anyways uh good evening everyone board members cabinet uh thank you um for listening today uh thank you for all the compliments that you have given us um the emua members as we celebrate teacher appreciation week but um as you heard from the members uh that spoke during public comments um we have moments where we don't feel appreciated we don't feel the gratitude that comes from a job well done because our job has been compromised by a district plan that doesn't include us or represent us since the school closings in March we have been consistently left out in important conversations regarding what and how we provide through distance learning
047and uh to this sorry that was my daughter um what and how we provide uh through distance learning to this community students uh conversations that directly affect the students and their ability to succeed in these difficult times s the lack of collaboration in the development of the three phases and the miscommunication of each phase upon implementation have brought us to a place of frustration confusion disappointment and distrust honestly while fluidity and flexibility are necessary to navigate our way to the end of this school year uh they shouldn't eradicate the efforts we have made this year to improve our relationship communication was getting better but communication now has devolved to the point where we're once again unable to negotiate productively and quickly for aou that expires in just four weeks it has devolved to the point
048where the positive conversations we have had in negotiations are almost immediately contradicted by a memo sent out to staff or edicts from site administrators it has devolved to the point where I had to personally call Dr Zuniga to set up a meeting that should have happened in March I know we're all struggling to keep up with rapidly changing information and events this pandemic has changed how we work how we behave towards each other and how we even perceive ourselves indeed the future is uncertain and continuously shifting but one thing must remain constant we must continue to work together for the benefit of our students and put mintie and differences aside we must continue to find Common Ground if our students are to thrive if we're talking and listening and making decisions together that's when we
049feel appreciated actions and not just words I look forward to meeting with Dr Zuniga this Friday as a first step towards rebuilding our relationship and working as a team towards the future of our district again thank you for your time and I wish you all continued good health thank you Miss Bazil okay at this time we will move on to information item two presentation on construction updates uh Dr Zuniga yeah thank you President bionas we have uh put together a update for you our last update came in February so this waren this wen't an update for the board to see where we're at what progress we've made since February and what currently we are facing regarding existing projects and future projects ahead um we know that there's a lot of items on the agenda uh

051long time ago though I'm not gonna repal when I okay uh in the next few uh minutes we'll go over the construction update uh uh with the board um as you are aware uh the executive order by the Govern the governor in Marsh um uh considered public works as including public works at schools to be essential and uh we want we all of the project that we have uh in construction actually continued as well as the projects in different phases also continued as well uh later on you will see a resolution uh uh we're Tak to the board recommending uh to move forward with the program the capital program and outlining the list of the projects that we'll continue to be doing during this uh this timeline uh Mrs MCAS and myself will go over
052the presentation so the next slide please so the first thing I wanted to uh uh share with you is the type the different types of funds that we have for uh the capital program and construction for our district fund 21 is the the is the pond including measure uh HS and measure D these are the estimated beginning balance for next uh school year FY 2021 uh that's after uh the funds have been committed to the projects including the list of the projects that the board is uh uh is asked to uh asked to approve tonight fund 25 is developer fees uh the the we collect developers fees on annual uh on regular basis Whenever there are there is development in the community we collect an average about half a million dollar a year right now
053the estimated beginning balance is 1.16 million uh we plan to use that entire amount in uh the multi-purpose room lisma since it's required that we only spend that money in new construction uh we are required also to spend the money within three years of receiving to avoid Arbitrage so our plan is to use the remaining fund next year for the multi-purpose room in lisma the next uh fund is deferred maintenance uh deferred maintenance uh used to be prior to lcff used used to be a restricted required contribution from uh uh from the district as well as from the state matching up to half a million up to half a percent of the total revenue uh that was used to be a state match when the district when the state switched to lcff many of the
054categorical programs including this one rolled over into fund 14 so fund 14 is the Deferred maintenance and we have multiple projects to uh approve uh approve tonight as well in as in June and that's the estimated ending uh beginning balance for next year fund 40 Capital outlay you also see that we are including or anticipating to receive uh the 9.875 million in Grant for the carp and uh we plan to uh spend it accordingly based on the application that we submitted uh the board uh is approving the final step and we hope that we get the fund prior to the end of the fiscal year and then the last fund is routine maintenance it's fund uh it's a restricted fund and it it's equal to minimum of 3% of the total actually revenues I'm sorry
055this it says expens but it's total revenues uh uh uh that uh for uh uh routine maintenance and and uh it's estimated to be around $3 million for starting next year this includes uh uh Labor uh labor cost positions and so forth as well as uh projects under the routine maintenance program next slide okay so this list here is uh includes all the approved projects so far by the board including the the serus a of measure h projects as well as the other projects that been approved by the board including hvbc and energy management system group C2 that is actually fun 14 and fun uh and fund 21 split split funding as well as various projects that we are uh asking the board for approval to move forward with that next slide so at this
056time I'll uh turn it to uh uh Miss Norma msas to go over the projects that we have at this point time thank you Mr elar uh good evening members of the board Dr Zuniga and um congratulations uh Angel very impressive uh on uh getting accepted to all those schools I'm I'm very pleased to uh share with you that the Fernando Le Desma uh project has uh continued moving forward we have a protocols set up in uh place for our construction sites uh When contractors come to the site they need to check in they're asked a series of questions um that they need to answer and their temperature is also taken and as well as uh maintaining the minimum uh distance and wearing face masks so I want to assure everyone that uh the safety
057measures uh continue at the construction sites uh but we're we're pleased to be able to that this work is continuing um you can see on the right hand side the uh latest picture this was taken uh just uh uh last week or so um they're preparing to uh put in footings they have uh recently filled in uh there was extensive grading that was required for the site um if You' driven by a few weeks ago you might have seen a quite a hill of of a mountain of of soil so uh things are finally uh we're finally getting ready to see the uh footings getting done so we can move on to the next Slide the rosem me high uh School track and field project we've been working with LPA LPA is uh preparing to
058submit the plants to DSA we're uh waiting for a check to be issued um to have them begin to uh do the design review um in addition to that um later on in this meeting the board will receive a brief presentation by LPA on uh the snack bar options that have been explored uh we can move on to the next Slide the Community Education Center um I was just there today uh very similar to the picture that you uh see up there um work is progressing uh nicely um this is going to be a great a new addition to the district as it will house uh the online learning program and uh the estimated completion will be um in August so we're looking forward to continuing to see this progress next slide districtwide HVAC project
059Group C is uh essentially complete it is 99% complete here uh we plan to take to the board uh in June uh notice of completion um over 147 uh new units were installed uh districtwide uh next slide HVAC group c.2 um this is over at Mountain View High School uh I took a picture last week um this is in the admin building building a uh they've begun doing demo work um they'll be beginning tomorrow on building K uh and then moving quite quickly to Building B um we were planning on uh providing interim housing uh while students were uh occupying the site but with uh the current uh condition we're we're looking to expedite this project uh Allison mechanic is working with the district to continue to uh try to move this project as quickly
060as POS uh as possible um and so work started just um just about a week ago um and a little over a week ago on um April 20th and uh we're pleased to say that that is moving forward next slide upcoming projects uh we are asking the board to consider today approval uh for a couple of projects that um were planned to get done uh during the summer uh the plumbing repiping project and painting of the girls locker room area at Mountain View High School uh this is a necessary work uh when Mountain View High School gymnasium was modernized uh the domestic re repiping the domestic waterline was not uh a part of it so this is going to uh take care of a very necessary Improvement that needs to happen there we are also
061taking advantage of this to uh complete some work in the girls locker room area and we're also asking uh for the board later on to consider approval for roof replacement at various School sites uh next slide new trk and field project um the board will uh consider uh later on in today's uh board meeting approval of an architect to design the four other school sites new track and Fields at a Royal High School Elman High School Mountain View High School and South elone High School at a Royal High School we're uh we're also going to be asking them to design new home and visitor snack bars at Mountain View High School the work will also include uh snack bars and uh restrooms as well as new bleachers and uh new site work to uh meet
062ADA requirements next slide additional summer and future projects uh we are working on bidding out asphalt resurfacing um at selected sites uh flooring re replacing flooring at uh districtwide masonry repairs over at a royal high school and Mountain View High School and we have begun uh working with an architect to design uh the quad over at South Alman high school next slide later on we're also asking the board to consider approving um various Architects for the following projects um as I've stated the all weather track um for four of the school sites we're also asking for approval uh of LPA Architects for the modernization for Mountain View High School and uh the other approval we're requestment we're requesting is for the assessment of the Granada transition Center and recommendations uh for either uh facility re
063enhancement or replacement next slide and we plan on bringing to the board in June uh an architect for approval for the modernization for South Alman high school and I believe that may be the last slide next slide yeah this this is the the last slide uh so I wanted to uh thank you uh Miss MCAS I wanted to wrap this here and just share with you that you know uh uh during uh uh operational uh downtime for school districts uh Capital programs actually uh end up uh taking advantage of the fact that there is a potential slow down in the market and so forth so this the program normally continues during those period of time providing that the funds are available and we do have the funds available and we do have also these projects
064are being approved uh uh uh previously as well was that any questions thank you Mr alatar uh do any of the board members have any questions on this presentation yeah president bionis Mr Diaz go ahead Mr alar uh given the pending economic recession uh will any of our bond dollars be impacted at all or any of the projects I know you just said that we have some of this money available but are these projects going to be impacted at all so this amount of dollars uh we have we have this amount of dollars that I share with you uh what could be impacted is that we were planning to uh issue another serious serious E I believe for uh measure d uh Bond that's still available for up to 2021 million and I did provide
065information to the board a couple of months ago about that uh however with uh with the situation that we're in uh potential assessment values may be impacted so that may impact or delay the isness of that of that serious uh and we will have to obviously look into that to reflect uh if that will be changing uh our construction schedule on some of these projects okay okay so with the currently presented schedule of projects we have all that money available already relatively low risk and so that shouldn't be an issue but the other Bond issuances may be a challenge in the future correct uh yes I I you know I I I think we still you know the last couple of years since we passed the measure HS Bond the assessment values uh had been
066uh uh very high higher than what we estim estimated in the tone of about 6 to 7% every year in the in in our area so that would allow us in a normal situation to expedite issuing the second series of the bond for major HS and serus E for measure d uh we'll see and and and find out what the situation uh the new situation is uh is CA is is going to cause uh but we do have uh approximately 49 million doar still left in uh in in uh in measure HS uh and measure D some left over from measure D so that would allow us to do some constru construction of some of these projects if you notice for example some of the slides I did include the word future when it comes
067to measure uh B HS uh serus B because that those projects will be done based on the funding uh uh availability uh for for the uh the second measure that we will be planning to sell in addition there is also a potential and possibility to get uh matching fund from the state if the state bests uh a state bond which unfortunately uh last uh last March that was that failed uh but I my understanding is that they're going to try again in the next year or so so once they do that uh there would be funding matching fund for some of these projects especially the def the uh modernization projects as well as uh new construction for Granada okay thank you Mr alar just a second follow-up question I think for Miss msas or Dr
068Zuna can you just give me a quick highlight level summary of our internal and external communication strategies for the implementation of these projects sure miss m do you want to begin with that um I'm not sure if um the question is with regards to updating the public um in terms of uh sending uh a newsletter uh update if I understand the question correctly is that yeah just a just a quick High Lev summary I know that in the past whenever we've done construction projects there's internal notices that go out to staff students and parents there's also external Communications when projects have been completed and I'm Runing right now you know as Mr elar already mentioned you know some capital projects can be expedited and so recognizing that we have this opportunity I'm just curious maybe
069at a later point or in our Friday memo just kind of a high level summary of internal and external Communications around these Capital Improvements yeah Mr Diaz um we are due for a community uh update to the community regarding uh projects and construction uh we have done it every other year since that the projects are very long so the last update we did was two years ago I believe and now it's time for us to do our our update to the community for mie high school if you recall we did a separate communication piece updating our M High School Community the latest and updated projects including the gymnasium um some of the heack that was uh being provided as far as Construction and anything that we included for Mount View High School so that was
070on a separate uh it was more like a trifold mailer to all of our students and families just to inform them about what the projects were uh the reports to the community entails a little bit more in deep uh Project based as far as by School site by School site and we'll be more than happy to work on that over the next couple of months unfortunately under these circumstances we have you know put a halt to that right now as far as getting that going but our goal is to get that out for the summer our report nevertheless as far as any internal information we're happy to provide that to the board uh we also do if if there's any uh report as far as facilities uh we can also do that via our staff
071email platform with updates of construction because I think also our staff may have some questions about our projects at this time okay thank you thank thank you Mr Diaz for the question thank you you any other questions from uh the board yes uh I have a question president prionus Mr Pia go ahead yeah um this question is directed to Mr elitar and uh Mrs maras can you talk a little bit about the all- weather track um I want to know if if uh when they're designing this or when we go out to bid or the board approves this is there any discussion in terms of of uh the all weather track having more Lanes specifically when it comes to like track and field and those types of events I know that sometimes some of our
072uh tracks have been compared to uh neighboring school districts and I've heard that you know that's an area that we can improve on currently how many lanes are we going to add on the all weather track uh like specifically for like track and field meets and uh televised events and stuff like that could either one of you talk a little bit more about this I can I can start and then miss m can also add to this my understanding is that obviously there is a limitation of the uh of the of the space in certain sites so we're limited by that for example in Monte High School there are limited number of lanes that we can uh we can have in other sites I believe we plan to have uh the recommended CIA F uh
073nine Lanes if I'm not mistaken is that correct Norma correct yes okay uh yeah Mr Z Dr Zuna excuse me is it possible for you to include on our uh our Friday memo uh just which schools we have the capability or the the land space to be able to increase number of lanes and which schools were're limited something you can incl Dr Zuna we'll do thank you that is all that I have uh president bionas thank you and and I just wanted to add um Mr Media that um the the plan will be obviously to engage with the athletic director and the principal of the site we have been doing that with rosem meat High School um working hand inhand with them to receive um their input to make sure that the field and the
074track are um you know exactly meeting their needs um we I I do know that um I believe it was uh maybe the coach or the athletic director from oroyal high school might have brought this up at one of the past um board meetings so uh yes we will look into that and we'll um get something together to provide Dr Zuniga for the Friday memo yes uh Mrs Maas I think it's great that we include the athletic director uh I was thinking about that but also we have some amazing um art Arts programs in our school district that use that field for performing and and and stuff like that so is there a possibility or any talks in terms of getting the uh like the music directors from each school to talk about the band
075and their needs as well so that it's not just sports that we're uh in ter in terms of being more exclusive and allowing teachers and the people that use the field for different events to have some input as well that as as I heard some of the comments from uh some of the union members that uh they sometimes feel that we're we're we're telling them what to do or we're doing something to them rather than getting some input for them where uh they're the ones that live there every day and so I think it's great that we're inviting the athletic director but is there going to be input from any other uh Personnel that whose kids also use the field um thank you Pia excellent points and I think that um uh I will um
076make a note of it to work with the the principles so that we can identify the individuals that um are using the fields like uh as you've mentioned the band director and and obviously the athletic director to be able to provide input we also do include our our maintenance team um because they're they're a part of it but certainly we'll engage with all of the users because that's our goal right to make sure that this is um uh we have Buy in from from the users Mr badilla you're muted that is all for me president bionas thank you very much thank you m Mr Padia any further questions or comments Mr celo or Mrs Morgan none for me thank you okay thank you all uh next up we're moving on to oral andwritten Communications beginning
077with our student trustee member uh Mr Angel Jimenez all right um okay so I first want to make it clear that my term is not officially over yet it's not until we elect a successor that I will officially hand over the title um I also like to remind you all that this year um we have two ladies competing for the title of emu hsd student board member they are in the order of nomination see Lali palasio a current sophomore from roseme high school and Cassandra Flores a current J Junior from South elonte High School so I um I also want to clarify that regardless of who wins um I know you're going to be in good hands next year um whoever wins I will personally take time to transition them so that they can understand
078their role um again like it's always fun and it's ch and it's always challenging to to like get the next student m board member to be better than the other but like and it and it makes it seem as if it's a competition but I don't see as a competition I see this as a team effort um like we're all working towards the same goal um as student board members so whoever wins uh I will spend on time to transition them to get them to Envision what their year looks like to get them focusing on projects and um I'm very excited so I've been planning it out for um a few days now so um that that will that will happen um as soon as we elect our um next student board member which will
079be on May 18th that's that's when elections are um that moving on um even though my time as student War member is almost done my time serving my community is just beginning uh I'm working on a few projects before I head off to college and I know I'll be working on some projects um throughout college but one of them work on projects that I'm working on right now includes an emuhsd senior student panel with i as a moderator so the senior student panel will be filled with students or students who have been accepted to some of the top universities um it'll all be virtual just to clarify that um Unless somehow within the next month this pandemic slows down to the point where we can all meet but if that doesn't happen it's always okay
080to have virtual um so yeah this um senior student panel will be consisted of some top students including Dana Hua who has committed to MIT um and she is from melon um Santiago alar um who from South elonte who has committed to Stanford and IET Hernandez who has committed from um aoya who has committed to UC Berkeley it'll um and more as accomplished seniors from our district um they will come together to a virtual panel so they can share experiences tips and tricks for pursuing higher education um we're still working out the logistics right now but this is like kind of the basic that they just introduction stages stages of this project um I'm hoping that this panel can be open to as many students as possible including middle schoolers who are interested in um
081wanting to prepare themselves um for higher education and for um dreaming big and for um shooting for those um Elite schools so that that's my kind of goal for this so it's still work in the works um I'm hoping to have it before I again I go off to college but um this project is work works and I'm so excited for it um so that was just um that was just an update but now we'll get on to all of your favorite Parts um the not the glows and grows unfortunately I can't do those anymore because again of the current pandemics there's not really an opportunity to really reflect on the grows and grows um in terms of um a student perspective um instead of presenting glows and grows we'll be presenting what the students
082um have been working on the past few weeks to connect um students at home so kind of similar to what I did last meeting but this time they have a few updates so a Royo um has had hosted multiple SP days to keep the night Spirit up uh they have had a virtual Tik toac competition with a great turnout and also um on not um not as a positive note um they sadly um had a recent had a teacher passway recently Mr L Lynch um hopefully I'm pronouncing that correctly um yeah um that that happened and I just wanted to I know it was hasn't been acknowledged um throughout this board meeting yet but I wanted to kind of just take a moment of silence um to honor his legacy um that he had at
083a royal as I know he was um Leo Club head and um NHS head so if we can just take a moment of silence to honor his legacy all right thank you Mr Lynch so moving on to El Monte they have been hosting um digital senior checkups and are preparing for their in-person senior checkout um they have also been using their um Instagram page to shout out seniors and telling the Li and family about their future plans which that includes College um Marine forces and all that good stuff um they have um mailed senior reimbursement checks to all students who needed refunds for the school purchases so that's great um for Le Desma um an Administration is currently reaching out to students to encourage them to finish um to to finish um signing up for
084different classes um since they weren't able to do it at their workshop so it's um that's um a bit of a longer process but they have been working on that for Mountain View ASB has been continuously meeting twice a week and brainstorming creative ideas to engage their student population at home um just last week they had in-person school visits so that seniors could pick up items from their locker um pick up reimbursement checks and return instruments and sports uniforms to the school uh rosem mid um has been very active on social media promoting senior plans for all of their seniors and they have also been hosting several Spirit weeks on their Instagram page with very strong turnout lastly we have South elonte they have been using social media as a way to promote their senior
085and college acceptances they've been updating seniors using their emails and also morning announcements on Instagram which is basically like an over a voiceover of important information that students might miss um they have hosted virt several virtual Spirit weeks and are engaging students through the teacher Instagram story takeovers in which teachers share their day um and lastly the senior class is hosting their own class Spirit Week to unite their class online through social media so with all of that said this concludes my final communication as student board member thank you Mr heeman is uh as always much appreciated moving on to superintendent announcements and Communications Dr Zuniga Dr Zuniga you're muted okay you guys hear me now yes okay thank you Mr Bones I'd like to take this time to again recognize uh on behalf of
086the board the teachers who we are celebrating this week uh traditionally the district has uh provided gifts to our teachers not only our teachers but we've combined it with our classified staff appreciation week uh because we like to do things together as far as the celebration themes uh it's over the you know next couple of weeks in May so it's it's just an opportunity for us under these conditions to understand that even at this time when teachers are at home they're still at the Forefront uh they're still there with students and connecting with them and those are the kids that uh would see you know any staff member on a day-to-day basis is your teacher and what is more valuable than that than having that connection to our students so thank you for your service
087thank you for your years of service that you provided in committed chani Union High School District uh we want to hopefully at some point come back and celebrate all together when we are able to and reopen so this is just another uh just a recognition it's just token of our appreciation uh under these conditions like I mentioned and we want to make sure that it did recognize uh not only that but I also know that today is uh national uh school nurse appreciation day so though they're mostly under the certificated umbrella uh shout out to them too the they've done a remarkable job uh nurse ala white who is our head nurse has really guided us to some of the things that we are preparing for under these conditions and when we were still open
088how to you know monitor our progress or how to address certain situation when they uh they were coming up and we did not have answers for and I know Miss Apple White has been attending the county meetings to get information to provide to us so it's very rewarding that we have Educators including our nurses that are able to inform and provide us with that information at the same time as well uh as I mentioned to you classified appreciation week again I can't say enough of our classified employees who even as of today uh they are are here with us they show up to work because some of the essential responsibility that we have to work with and abide by during these times uh they are there and they have done a remarkable job an outstanding
089job and I have to applaud our cafeteria staff employees our nutrition services program and and they have again gone above and beyond our campus supervisors who would normally be supervising students on campus they're helping us supervise are grabbing go meals every day they're out there uh guiding saying hello to parents so lots of good things coming from our classified week high-spirited coming in and I think it we owe a lot to them and a lot of gratitude for sticking with us so thank you to our classified employees and we also can't wait to celebrate you too making decisions for the district has always been in the best interest of our students and staff uh this is something that we are experiencing for the first time um and in a quick time as you know that
090every day things are changing whether they're progressing or not progressing from the na Nation to the state to the county all the way down to our community we've been impacted um both emotionally uh socially because we're so used to having an environment uh where we're just teaching kids and we've had to make decisions as a district and a quick turnaround uh we follow the protocols and procedures provided by the LA County Department of Public Health we followed the guidance from the California Department of Education we followed our recommendations from the LA County Office of Education and that is done frequently on week to week and our communication to our stakeholders and Community is also important um we provided updates on my behalf during the updates to our staff on emails that we've had every opportunity
091to do so to provide them the information that is pertinent um it's overwhelming when you turn on the TV and there's information coming from various channels different directions and uh different opinions so we are challenged to ensure that we try to be precise as much as possible when we share that information to not only our staff but our students and our families uh we also utilize our district website uh under a separate page that Focus us on the importance of information related to the covid-19 and also our school closures but most importantly our school admin is is a true conduit to the school families and communities right now as far as providing updates and information and I do take my hat off to our principals who um have have shown up have done their job
092have led to the best of their ability and we will continue to improve every day to ensure that we are moving forward in the positive direction uh under these conditions so uh again looking looking for that ongoing update is difficult to do um when we are working on information to share things will change drastically and we uh need to be prepared for that and have several plans of of course of action if that's the case um during this School dismissal time as you know that on March 4th Governor Nome declared a state of emergency after the first death in California came under the Corona virus you know pandemic and even nine days later uh from March 13th the board took action as far as the resolution 311 1920 authoriz for the authorization needed to take
093any un necessary actions to prepare and respond effectively to the covid-19 um as far as declaring the emergency conditions that are currently existing now and were existing at the time for our district but also to discuss the school closures which became effective on March 16th so as you can see our timeline drastically moved over the over one week of knowing what was about to happen um as a result of these rapid changes um our our team developed a initial plan to support student learning provide meals to our students in a safe manner um explore the opportunity unities as as described in the governor's order any type of expiration for the oversight of child care supervision which at this time we're still trying to work out um to support our families but most importantly also to
094address uh working conditions under these circumstances for our employees um as you know that this required a lot of a lot of thought a lot of time under a small amount of time that we were able to put this together together for phase one distance learning over the weekend uh the framework which I would call it does provide uh teachers and students um a flexibility plan for all of us to look at while we understand the conditions that are happening at home uh for our students and our staff as well and this plann as far as the initial plan was to be as flexible as possible to provide the resources that currently exist for our students um including the opportunity to have our devices go home with our kids which the board adopted at the
095start of the school year last year for Access for all provided us an opportunity to lead other districts in the opportunity to start this process as soon as possible so learning would not be lost under these conditions on March 30th through April 19th we also looked at phase two another opportunity for our teachers to be provided with some collaboration time um before the two weeks of spring break uh would occur uh there was not enough time for collaboration for our teachers to do that and again as I mentioned to this plan is flexible and in Choice allowing teachers of how to do their craft whether it's at home or in the classroom uh under the framework of our californ State Standards uh under the framework of what we had expected to learn from the start
096of the school year to the end of the grading period um where we did see students where there was a a fair field a fair play field involved with Equity as providing a classroom that had the all the resources for students in a quiet place to learn and also all the resources that we can think of on campus under these circumstances it has become challenging for not only our students but also our teachers to work besides us and having to understand that we are all facing the situation so I applaud our Educators and also our students not only um for sticking with us and trying to do their best efforts but I also understand that under these conditions nothing is perfect and we'll continue to improve um along with our you know last end of
097the school closure plans that we do have um phase three also started on April 22nd uh under this plan we encourage teachers to use a variety of online learning platforms that can include Google Classroom uh meet you know meetings Google Classroom meet and also Zoom uh any type of virtual instruction was promoted but also we understand that given the limitations and circumstances we had to meet the needs of our students by providing any type of packets or printouts that uh are both our Administration on our office classified staff was able to put together for students to have access to as we have been all challenged with the technology even uh with the being at the Forefront in education under our access for all plan um we've continued to work on that and to ensure that
098you know uh all of our students have the opportunity to have that at every home and as we progress to the end of the school year lots of questions are still asked and for the past eight weeks our teachers and students continue to focus on distance learning whether it's through a phone conversation an email uh a virtual meeting uh between the teacher and student uh that continues on until the end of the school year and although challenging at times as I mentioned for both teachers and students um our plan remains flexible uh for our teachers uh and our students or principles continue to have and hold faculty meetings on a weekly basis to check in to see how things are going to report back about the needs of our teachers as all of our students
099and we are weeks away from graduating our seniors again uh as this is been uh a top priority not only for myself uh our schools but most importantly our students and our families the class of 2020 deserves what every child has gone through with at Alman Union High School District so I am extremely disappointed for our seniors not that they will not have the opportunity to end the school year with their friends on campus to participate in school activities and preparing for you know the ultimate feeling of marching and walking through that stage for a ceremony so we have committed and we will still commit a way to celebrate our students as close as possible to a traditional graduation but we do continue to follow the guidelines from the Department of Public Health at this
100time uh specifically for LA County it's been very challenging as you know that most lives have been lost in LA county the most cases come from LA County therefore the expectation is that we're going to move at a much slower Pace with any of the decisions and the allowances that are provided to our leas or to the districts within the county as there are 80 districts in the county uh we continue to check in to see if there's any uh updates through the the Department of Public Health as well as our colleagues at the at the at LA County Office of Education but I do also want to commend our seniors for staying positive um our community for encouraging them in various in creative ways uh We're All in This Together uh all of us
101are pulling for our class of 2020 um we know that graduation again is is significant to every child that uh comes through our education system K12 in this community so we owe it to them um the acknowledgements and recognition celebration will continue whether it's through virtual means through communication that we can utilize our social media platforms our school and District websites um getting the word out there as far as celebrations and our students have also chipped in they've shared story they've shared experiences they shared how they're feeling we were able to share that with our community and it's it's brought us together in some um virtual way and I really feel that the connection to the seniors who are Relentless and um I think they're they're keeping us going as well so clud to the
102class of 2020 uh the the the token of appreciation right now to in recognition we're customizing uh a a sign for their homes which many people see them as lawn sign but they're actually home signs to display anywhere they would like and were they able to at their homes and they would be customized with their name on it so the will be hopefully arriving on Friday and we will be planning that each school is is planning their way to acknowledge and roll this out to our seniors and their families to present them so I'm very excited to see this uh the feature what's hold over the next couple of weeks when we start recognizing these seniors through various means um uh the senior Spotlight was launched last week we are starting to share information and
103stories through our social media platform and also a One Stop Shop of information from all the schools so if a parent is interested in finding information um somehow they don't have the information from the school we have the senior Spotlight platform on social media to directly connect to the the school's websites and also provide more information regarding this the status or situation about graduation or other celebrations that we would like to plan for whether it's in the summer or down the road or nearby um again uh one of the priorities for us obviously this class of 2020 but it continues to be the safety of our employees and I'm happy to report that we are closer to feeling good about the inventory that we have when it comes to the materials and resources needed for
104our employees while they're at work including mask including gloves including uh sanitizers and also the ability to come to work where we know that we're going to be able to to uh ensure our employees that uh the work environments will be sanitized when they are asked to come to work and also adhere to all the protocols that the Department of Public Health has provided with recent guidelines including the social distancing six feet apart Etc um so we've gone through that U I want to again congratulate our staff are working on this together and putting it out there ensuring that every School uh put these safety parameters in place whether it's uh visuals uh on the doors or the materials that need to be provided and resources for our employees uh again thank you to our
105essential employees who are coming here uh to work every day to serve our students in our community um regarding regarding the essential Service as I mentioned uh essential employees as I mentioned to you uh the majority of our folks are from our nutrition services department they are here early in the morning as early as 5:00 a.m. 4:30 a.m. to get ready for meals that begin from 9: to 12 uh for Alani Union High School District we are still serving Monday through Friday five days a week and we are exploring other ways to improve the system but that's something that we have committed as of now and as of now the grand total meals served U from March 16th the day we started to as of yesterday meals that we've served to our community from only
106our district and just keep in mind that we also have partner districts that are working side by side with us also making that distribution of meals in their respective districts the average week that we've uh provided is 23, 64 meals uh over the last couple of weeks and as you know that we have three schools including a royal Almani and South Alman we all a have average different volumes depending on the traff traffic there but the the most volume that we've had is Alman at 10,368 bags per day U and again the staff there along with our Administration continues to be out there monitoring and ensuring that uh we not only provide safe protocols for both our families that are coming in but also for employees as well um we receed several grants to support
107our nutrition services uh not the biggest grants but grants that would allow for a third meal on the weekend so that has been provided to our families a frozen meal to have at least for another day over the weekend for our family so I want to thank Susie s our director of nutrition services and her team for guiding us providing us information and also doing the the the lake work the in the background about applying for Grants communicating with CDE and the county about what we can do to better serve our uh communities here in at mon Union um at the end of our school year we also learned that alcap has been extended for our timeline for the next school year uh we will adopt our Al cap on December 15th uh which is
108a drastic change first time that from my experience that that we're all facing this uh normally we would come to the board for the alcap hearing in June followed by the adoption along with the budget adoption by uh July 1st uh this is not the cas case uh they we will be asked to complete an alcra in report template by Jude lifers and this template requires the district to respond how how we have um moved forward under these conditions and now we supported our students while students are at home through distance learning while we're feeding them while we're caring for them and we have a few questions under the uh CDE template that we would respond to and we would be providing to the board uh in uh in June when we have our June
109board meetings uh so that's some work to do Under the alcat r report template um luckily we know that the plan will be adopted in December for one year only uh but we also understand in the future that the the next threee cycle would be in the 2122 school year allows some time for us to regroup a little bit on our outc cap um as mentioned um summer school is also around and we're exploring some options as as we continue to do the safer at home uh restrictions in LA county we anticipate that students will not return in the summer uh we anticipate that uh an alternative to Student Learning uh will continue over the summer and I'm I'm I'm I'm I'm hopeful that we can provide the best education for our students and I'm
110also looking forward to meeting meeting with emua on Friday to share our thoughts and our plan for the summer U also looking forward to the opening of school in the fall um earlier I believe two weeks ago you may have heard uh Governor Newsome say that uh we would be possibly returning in Late July uh due to the loss of learning for our students and this was uh something that we were all surprised uh throughout the county as far as our superintendent uh we were not prepared for that luckily the uh that we were able to look at this closer and look at the possibility specifically for LA County and the Department of Public Health along with Leo uh felt that those that timeline could not be meet and we are now planning for the
111August return at this time provided that there are uncertainty and there's there's many questions that are still being asked about what school is going to look like in the fall uh when students students have the opportunity to return along with our staff is it going to be safe to return under what conditions will will be end whether will there uh will Social distancing be required where there would be students in in different uh schedules so that way we ensure that they stay distant from each other not only students but also employees remain safe on campus lots of discussions to have um we will continue to work every day regardless of the circumstances along with our you know team uh our associations so that way we can learn from what we're doing now and how we
112can apply that to the summer and also the fall um the opening of school will require a road map from our district and um sharing my thoughts and looking at the planning I think it's important that we Implement a safe efficient and Equitable return to school uh under the government policies that we currently have now and that starts with our policies about what we can look at and adopt to ensure that uh we are Guided by these policies and by the board but also looking at how we can involve our stakeholders such as having a return to school committee in place having a vision based on what's needed for our community at this time whether it's uh in po environment whether it's uh you know as far as food whether it's continuing to support students
113after school how does that look like when it comes to the fall um as far as a traditional delate start Blended restricted learning um so there's a lot of options out there that we're hearing and reading about but at the same time we have to do what's best for almight Union High School District this also includes the facilities uh on ongoing Services ensuring that San sanitization takes place under these conditions um I've already mentioned instruction I've also discussed about operating efficiently and effectively with all of our partners U nutrition services is going to continue to be important because of the MEO distribution even on campus uh cafeteria will look different food lines will look different as well so I'm also looking forward to seeing how that's going to look like um most importantly our students
114well and what type of Wellness policies would we have support systems and RAR around Services we would be providing to students who have been emotionally affected uh by being at home and not being on campus with their normal routine as well as our teaching and uh classified staff as well uh technology continues to also lead 21st Century Learning and we also we need to do a check-in about what the technology needs would require comef as well so under these conditions uh working conditions will change that will require a collective bargaining with our partners with UA and CCA and also look forward to having these conversations with them so challenges are indeed ahead I have not mention uh what we are looking at as far as the outlook for budgets that we are paid paying attention
115to the May revise which will be an unusual May revice to get us through the end of the school year into the summer um the reality is come August uh when taxes are collected and when there's a more clear look about what you anticipate we also need to prepare for a concerning forecast of the budget and I look forward to having these conversations with the board in the near future um I want to thank again our labor Partners also recognize our school administration for continuing an ongoing no matter what happening in their personal life and the challenges that they're having it's been tough I apologize congratulations to Mrs Gonzalez our principal at a Royal High School um amazing educator for 35 years I can't say enough about um Miss Gonzales about how caring she is
116under even under these conditions she's been on campus every day or at least for part of the day when she has to take care of her own family needs and the 35 years of years of service that go unrecognized so thank you Miss Gonzalez a remarkable achievement for 35 years in one District so my hats to you and again I look forward to the challenges ahead in the summer and in the fall thank you president miones thank you Dr Zuniga for for your update and for your um your touching words not only for Mrs Gonzalez Hernandez but also for uh our staff who have been working very diligently um even prior to to us uh observing the stay-at-home orders um our staff and our faculty uh are you know incomparable and baren some of the
117most hardworking employees anywhere um so truly on behalf of myself and I'm sure on behalf of the rest of my colleagues I want to take this time to say thank you to them I've had the opportunity I'll planned on sharing this during a round table at the end I'll bring it up very briefly now I have had the opportunity of being on site uh during some of the meal distributions and speaking to the employees the classified employees that are there um Distributing meals as well as our uh Administration uh who keep the campuses running when students drop by to pick up equipment or drop off something or ask a question uh and even to our our faculty I've been there where um one of our special ed teachers uh at one of our campuses was
118holding an iip in the parking lot with a a parent and a student um you know whatever it takes that's uh that's our motto and uh and everybody's truly living up to it so I do want to say thank you to everyone thank you to you Dr Zuniga for for your guidance during this really difficult time um thank you to our labor Partners at csca emua I know it's um incredibly difficult time for all of us it is something that none of us have ever expected to to ever have to live through and you know I it's been said time and time again but these are definitely unprecedented times and I think all of us are rising up to the challenge um you know of course we we value any feedback and we will work
119with uh with uh anyone and everyone to ensure that our students are receiving the the best education um not the best education possible but the best education um and to ensure that they're prepared for their Futures uh wherever they decide to go whether it's University or college or if into the workforce or the armed services whatever it is that they they want to do we're here to support them and that's our ultimate uh responsibility is to those students so thank you again Dr Zuniga my pleasure uh at this time we will move on to consent agenda um are there any items that any member would like to hold for discussion this is item number 11 none for me okay so Mrs Morgan none Mr Diaz I heard item number 11 yeah none for me Mr
120sal9 Mr Padia none for me Mr President okay so I do I did want to hold item number three and item number 11 uh and I know our student trustee uh Mr heenez wanted to have preferential voting voting on item 11 as well um so at this time I'm going to hold items three and 11 and move to approve the consent AG agenda excluding items three and 11 is there second a second seconded by Mrs Morgan Dr Zuniga you could take a roll call vote sure we'll start off with Mr AIA hi Mr Diaz i m SEL hi Miss Morgan I Mr bonis I okay voted 5 thank you so now uh we'll move on to the items that were held by a member um beginning with item number three consider approval of internal purchasing
121procedures per revisions to the purchasing manual so uh I spoke to Dr Zuniga on this particular item I did have a concern uh regarding a section in the manual and if you allow me the opportunity to bring up my notes uh in the purchasing manual chapter 9 section c on page 26 it states employees acting as vendors um can deal can have a deal business with the district as long as they follow the appropriate procedures um I expressed to Dr Zuniga that I have serious reservations about uh allowing uh anybody who is employed by the district who operates their own business to uh deal in in any business with the district simply because I feel that even if they went through the same uh the same procedure as anybody else by virtue of being an
122employee you are privy to certain information uh whether it's through informal discussion or if you're in a in a position where the information get is shared with you uh Dr Zuniga did share with me that any uh any employee who is required to file a statement of economic interest or as most of us know those was the form 700s you're already you're automatically excluded from or prohibited from dealing in business with the school district uh however my concern is you know a hypothetical if an employee is uh uh dealing in business with the school district and from one day to another or one week to another whatever it may be uh while that business is being transacted uh that employee could be promoted to a position where they would be uh now precluded from having
123business with the district um that alone would uh would tell me that this should not be allowed um so I wanted to bring it up with the board today to hear anybody's thoughts on this particular section um and hear from you um what your thoughts are before I make my my motion on this particular item so if anyone has any any comments or any questions on this particular item um I'll start with Mrs Morgan um personally I I feel that um usually people are pretty Prof professional in the work that they do um which is why I didn't really question it um so I feel that as long as uh the process is done right then it should be okay thank you Mrs Morgan Mr Salo do you have any comments on this item any
124questions yeah sure thing honestly I thought that was already policy so I completely agree with you I think it's a conflict of interest so I would entertain a motion from you okay uh Mr Diaz or Mr Padia do you have any comments or questions on this item I I would agree with you board uh president bionis I think it's all a matter of perception you know I know that you mentioned the 7 form and that's speaking to us as Schoolboard members that even if we have our own private business we don't engage uh with with with the same district which we uh which we run but uh also for employees that are not part of the board but we employ them they might be preview to uh specific information I mean in the business world
125I think it would be called like insider trading and you know with stock and stuff like that I know that's not what it is but it's the same thing you're going to be preved to that a special information because you're an employee through the discussions as you said informal or formal and then lastly it's all about perception uh we want to be in the up and up and we want the public to trust us and so I agree with Mr Salo when he says that I thought that was already policy so definitely agree with you and with Mr Salo thank you Mr Diaz yeah did to the comments my colleagues Salo and Mr Padia um you know if there is conflicts of interest I'd be interested to know if that's currently existing um if there
126are any contracts or situations that way and if so how many and then to if not like how do we you know what your motion is going to be to amend this okay thank you um so so at this time I'd like to refer to Dr Zuniga if you have any additional information to provide yeah U there's a couple things that that came to mind when we had a conversation couple options that the board can exercise uh this this is a document that provides some direction for employees Within our district a lot of these policies most of the policies are already in existent through board policy also through um government code or even Education Code it's a um resource that we continue to improve and expand on as many of these things you're having to
127find in different areas so that was a goal of actually the district to provide that updated manual uh the practice has been in place because of the actual government code that um any if you're other than someone who has to file 700 in your management and you are not eligible for that which in other words employees who who don't follow that as you mentioned can um other information that's on there continues to operate and guide so the option would be to remove that component of the actual document at this time and excluded from this this actual adoption here uh with us looking at board revision or board policy to implement restricting employees from conducting business as a vendor so right now they're they're silent in our board policy so we would start off with board
128policy to implementing that and then when we do another update to our handbook we would have to in include it in there as the actual policy for our guidelines to our employees so that is an that you can exercise is to remove the actual content within the document and then we come back with board policy we review board policy as at the pleasure of the board as far as uh enforcing this and then we can refer to the board policy about why we're not going to moving forward with this why we can't do it because it has been that past practice in the couple years I don't believe that we do have any current vendors that are employees but I will confirm that and share that in your board memo on Friday thank you Dr
129Zuniga so um what I'll do at this time is what I'm going to move to table this item refer it back to to staff um to to revise as Dr Zuniga said to remove that particular section uh with the additional uh request that staff come back with uh a first reading of board policy on prohibition of employees uh doing business with the district um with the caveat that uh I would ask that staff check in with legal counsel to ensure that there isn't any uh uh either Ed code or government code that prohibits us from prohibiting that aside from those employees that have already been identified as uh ineligible to deal business with the district um so the motion is to table the item and refer to staff um and then have staff report back
130with board policy a first reading can we also I'm Sorry Miss uh president briis is there verbage that will also State then that family members are also excluded from um from such dealings that's an excellent point Mrs Morgan um May I yeah I I did uh I did uh mention the Dr Zena that if we're going to start looking into this uh revision of the policy we also have to take a look at the uh spouses and relatives who also could be connected with that but if I if I if I may uh recommend that to exclude that section from the from the um from the document and approve the document without that section and then direct the the the staff to look at the district follows District policy and procedures and come up with
131a revision and then you know to that you know because that the the the document the man the manual include many many items that are essential for us to move forward with thank you Mr elar okay so what I'll do then is I'll withdraw my motion make a subsequent motion to approve the document excluding uh excuse me um chapter N9 section c uh regarding employees acting as vendors let me just make sure I have uh the right information here yes so uh my motion is to to approve the item uh with the exception of chapter nine section c on page 26 just s employees as vendors to have that those three paragraphs removed and then have staff uh report back on board bylaws or board policy updates regarding employees acting as as vendors for the
132district is that clear for everyone I see Mr Padia ning yes for me Mrs Morgan okay so okay is there a second to the motion I think I heard Mr cedo make the second okay Dr Zuniga if you could take a roll call vote okay I'm G to start off with M Padia hi start Mr Dias hi Mr SLE hi Miss Morgan hi Mr bionis I the vote is 5 Z thank you moving on to item number d11 consider approval to adopt Provisions to the district's administrative regul ations uh ar- 5121 grades and evaluations of student achievement second reading um before we go on to voting because I know Mr himz asked for preferential vote on this um I did have a discussion with Dr Zuniga about some of the language in here um there
133was some confusion from parents regarding GPA calculations so I'd like to submit an amendment to the language um if you'll allow me to bring it up so in the second paragraph in green which is what we're adding today under credit no no credit grading I'd like to offer an amendment where it says credit no credit grades shall not be calculated in the Alman Union High School District grade point average and shall be reported using the below scale so that it reads instead grades whether letter grades or credit no credit shall not be calculated in the Amman Union High School District grade point average so that it's clear that we're not using these grades whether they're credit no credit or a letter grade to calculate gpas uh for our students and to add an additional line
134that these calculations are to be used for internal um ranking only is any questions on the the motion no questions for me what was that on um internal ranking so meaning that it would like stick within the school um but not apply to um like colleges or like can you clarify that on right so the the way the the um ministrative regulation would be written actually Dr zun if you wouldn't mind I think you're better suited to respond to this yeah Angel this applies internally for us uh because of the disadvantages that we've had through the spring semester uh it would only impact students when it comes to ranking within the school itself overall like the valedictorian thorian when it comes to the ranking by order so that's how we look at BO policy and
135decision making when it comes to the selection of these these um you know far as valuable achievements so we didn't want to impact any kids related to our current situation that we're dealing with if you if a UC or CSU uh sees a student that opted out to have grades we can look at that and provide a accumulative GPA which includes the spring 2020 semester to benefit our students so that's that's that's what some of the unclarity was about whether it's going to impact acceptance when it comes to final grades for UC or CSUS if they're going to op to utilize those um as as an opportunity to review an overall analysis of a student um student academics in their senior year or four years at high school so that will help us to bring
136some clarity to the public our students and our staff and our parents okay so to clarify um this amendment where will affect class rank or will it not no it will not so okay so freshman that will become seniors at one point and look at the rankings okay so you're talking about this current these current you said freshman right um no just like overall oh overall yeah no the only impact that we've had is that things that we can control within our own means as far as the district when it comes to any selection criteria for seniors such as valedictorian sorian Etc okay okay how we look at the class ranking so will not be calculated within the class rankings okay see thank you okay thank you uh Angel any other questions or comments on
137this particular item uh just to comment um I'm glad you brought that up prior I know that those were some of the questions I had for Dr Zuniga when I spoke to him so uh i' I'd be happy to second that okay uh can can I give my official um like statement on the preference voting since I actually never he it yeah let me just finish out the questions any other questions from a Bo from uh from the board well Mr bionis I don't have a comments on that direct Amendment but I do have additional considerations okay go ahead yeah so I know that we all received an email from Miss Cala this week or last week highlighting the need to lead with compassion during this time I think you know obviously before covid-19 our
138students were already trying to survive tackling everything from housing and food insecurity to living in a medically underserved area the trauma of poverty polluted air quality and ongoing mental health challenges and as you all know with covid these challenges have only been exacerbated and so you know with respect to some of the passing P or credit no credit criteria I don't think this should be at this time looked at as you know letting them off easy or not having accountability built in but really showing leadership and compassion and empathy recognizing that first and foremost as a human species we're all trying to live through this Global pandemic and survive and so you know some of us have more privilege and others during this time and research doesn't show that retention helps you know holding kids
139back and so recognizing this propose that we consider amending the pass or or credit no credit uh to potentially that 40% that Miss Cal had mentioned um for the school year and then if not uh I suggest that we continue working with staff and Community to figure out what that looks like moving into the fall and spring of the next school year in 2020 and 2021 because we know that covid will continue to exist this summer this fall next spring potentially next summer and next uh fall so I guess my immediate ask to the board is discuss on amending the no credit credit percentage and then secondly encouraging us to continue working on what that looks like for the following School semesters or sessions thank you Mr Diaz uh so um I'll chime in very
140quickly um I'm uh I'm open to having the discussion again later on um for subsequent semesters depending on guidance that we receive from the uc's and the CSU and Leo um as well as CDE however for this particular moment in time for the grades uh grading periods that we're in discussion that are in discussion now uh I am uh okay leaving the current um grading scheme set as is for credit no credit so if Mr um Diaz if you made a mo you made a motion um you want to make a formal motion to see if anyone will second it on the lowering the percentage for credit no credit to 40% sure so my motion would be to amend the the passing percent or credit no credit to 40% for this uh Academic School year
141okay so that's Mr J's motion is there a second to that motion okay see n the motion fails so uh at this point we'll move on to preferential voting for Mr heenez go ahead all right um so yeah I um actually like thank you U Mr bis for your amendment I think that kind of like embodied what I wanted to um to state in addition to a few other things um about the wording about that um this resolution and this revision U it's very confusing and a lot of I've seen a lot of like um comments made on social media and from teachers um just from being in the classroom um showing up um to some um classes and just a lot of confusion surrounding the wording and like what it means for them and
142um it was a lot having to do with um with like personal ranking and a lot of like having to do with like AP points and like why will I like working why am I working like my U why am I working a lot like to for like for this to kind of go um to waste and I kind of like saw it as like no it's not going to waste because like we're all going through a really like hard pandemic and it's hard to um like in in like how Mr Dia said I think he said it beautifully about like how um this this time it's like really it's a time to show compassion and not time to put yourself over like competition or something so like there was just a lot of like
143confusion and I wanted to Echo that um as like um just so that like um you understood about like how um the wording was maybe Dr Z you could send out another email clarifying the the the parts that we've been discussing right now um such as AP points and like um what was mentioned earlier just clarifying those because um I'm I'm almost certain a lot of um individuals will not go back to see this um resolution such like a lot of families I don't think they'll go through this to to read that um thoroughly but um Dr Z if you can send out um something to clarify those because um again we're all in this together and we all need clarification on how this is being being worded um and yeah I just really um
144also wanted to point out what that I really liked um about um I don't remember um who was it but um the second um speaker for public comments um they were talking about um strengthening our resources and um um throughout this time taking this time to Advantage um because I mean like some of our books and like our resources are not like um not the best quality um and just looking I I recommend like spending more time on that um so that we when we do come um back to school when whenever it may be um we have the resources um at the best quality um they can be to continue learning and and it'll be hard transition but with better resources that'll allow us to to e to make that transition easier um and
145yeah like that's what I it's not really like um uh uh like um I mean I I as a preferential vote like I encourage you to like yes like approve this um revision because I think it's like um really good as is I'm talking to just helping some of my teachers and some of my friends clarifying um it since I have a little bit of a more indepth knowledge so um yeah I I yeah that's just why I wanted to um emphasize on the wording and so thank you again Mr bonus for making your Amendment thank you Angel and uh Dr Zuniga if you could share there will be uh communication sent out to parents and students once uh if this item is adopted tonight uh letting them know how this might impact their their
146child correct that is correct we are already preparing for uh information to go out not only virtually but also mail out a single copy for every family uh sent home thank you and I I do want to end with one final comment um with the adoption of this item tonight it would bring us uh bring our district into alignment with the guidance given by the uc's and the CSU as well as the California independent colleges uh regarding grading during this uh this pandemic um students who and it'll be made clear to students for our internal purposes for ranking um whether you re you opt for a letter grade or credit no credit um these grades will not be used for your ranking however the uc's CSUS and independent colleges in California have stated if you
147use credit no credit it will not be used against you um but if you choose to use a letter grade then they will use the letter grade um for your GPA uh when you apply to their University perfect okay so the item was uh was moved by myself with the amendment and it was seconded by a second Oh seconded by Mr cedo Dr Zuniga if you could take a roll call vote starting with our student trustee yes um Mr AEL jenez I okay let s with the board Mr Padia hi Mr Diaz hi Mr Zelo hi Miss Morgan hi and Mr bionis I and the vote is five Z and also Angel heenez also supported the revisions to uh sec meeting thank you Dr Zuniga uh before we move on to the regular agenda I
148did want to um congratulate I know Dr Zuniga had already mentioned it earlier but with the approval of uh tonight's uh Personnel actions I want to congratulate Mrs Angelita Gonzalez Hernandez for her 35 years of service to the Alman Union High School District um Dr excuse me Mrs Gonzalez Hernandez was uh was and is a mentor of mine uh starting when I was a student at Mount View High School um she first came into my life when she was hired on as the assistant principal for activities in um 1999 and I've been happy to to see her move up through the ranks of our school district uh including being principal uh both um at South Amman high school as well as at a royal high school so uh with tonight's uh uh approval of that
149I want to wish her the best and her retirement uh I wish we could all be there together in the boardroom celebrating her as well as the rest of our retirees um but know that uh we're we're all here uh congratulating you and we will be uh we will be together again one day to celebrate you moving on to regular agenda item number one consider approval for snack bar buildings at roseme high school and additional Services number two for LPA to complete architectural services is there a motion to approve this item um um Mr bionis we do have a brief presentation we have a we have a couple of guests from LPA um that um were kind enough to make themselves available to participate uh via online and we also have a representative from the
150site Mr Dr Dr Bristol Al available so I'd like to introduce uh Rick mustow and uh Arash aadi from LPA who will be providing a presentation on um the concession buildings um if you recall back in October the board approved LPA to explore some uh sustainable options for the construction of of the snack bars and um they'll be providing a brief presentation so with that I'll I'll pass it on to uh Mr Rick Musto thank you Miss sometimes I myself I TR you can hear me okay yes go ahead and um everybody can see up on the screen it's a I promise a very brief presentation of the concession buildings along with some options for roseme high school so you can go on to the next slide please so this is a fairly long agenda
151but we we'll keep it quick um we're going to just talk about orent you with the site talk about access a little bit uh get into the Prototype which became the model for what we're proposing to do at roseme uh look at some construction options of how we're going to different ways of of securing the um buildings and then conceptual design and then give you some ideas on uh rough order magnitude cost some of these slides we could probably move move through fairly quickly so you can go to the next slide so for point of orientation you can see to the right Lowa Road uh the track and field as it's proposed and you've seen some updates on that in the past and as you heard earlier in a briefing the track and field project
152itself is going to DSA in the very near future uh the second piece of this project is bringing on the concession stands for both home and visitor and you can see in the lower right hand corner a smaller visitor uh the visitor concession and ticket building and then in the upper leftand corner is a larger building that has the home team concessions along with some storage and ticket area as well you can go on to the next slide this is just a quick slide to show you that we have taken in consideration in the very early conceptual design of of vehicular access including how emergency vehicles will bring come on to the field for emergencies during track and field um events you can go to the next slide and this is just an overview um
153ultimately there'll be access all the way from roseme Boulevard so this is what was designed and built for Elman high school and it's kind of like we're considering this the Prototype so the components within this concession building we're incorporating into what's proposed for roseme just so there's Equity between the different schools we can go on to the next slide so we're going to walk you through three different ways of of bringing on a concession building the first one is if you wanted to use a pre-manufactured a container construction which is taking you advantage of um as you know there's a lot of containers available that have been repurposed for various uh various purposes and there is a company called crate who um has taken containers and created um them for everything from clashroom buildings that
154you can see on the lower right hand corner and um it's probably more appropriate for this type of a use to be something like a concession stand and you can see kind of a adaptation for food service on the upper right hand image uh so these are repurposed steel shipping containers uh they're prepared in the factory and um they're delivered to the site uh B basically is just a an empty shell and then the site contractor will do all the fit out on the inside bring all the utilities into the building and do some prep work and finish work the advantages are that these are recycled shipping containers so it's a sustainable um thing we're using something that there's a a mass of there's a there's a pile up of these shipping containers especially in
155Southern California um the one particular company crate does make these for they do meet the DSA requirements and fairly cost effective Because the actual base component itself is fairly low and because it's brought on uh the the basic framework of the shipping containers brought on it does reduce construction duration to a certain degree so let's see you can go on to the next slide and this is if you were to take a modular approach which is a pre-manufactured building to a certain degree and that's what was used at the Elman Elman high school project and they modular Factory built buildings customizable um it's basically new construction but they're engineered and manufactured in a shop uh their DSA submit already um so they get um submitted to DSA DSA is familiar with the basic structural system
156of this building but it does need to go through a full review and like the container the shipping containers once these buildings are delivered to the site there's a considerable amount of site prep work and finish work that has to happen on the inside of the buildings and customizing the side of the buildings depending on what types of level of finishes you're looking for so it um it does it like the container building there was a certain degree of reduced construction duration and it's it's um although it costs more than the shipping containers it's a little less costly than siteb built product you can go on to the next option the next option is more of a conventional approach and it's um using site build construction typically what we've used in the past is it
157tends to be a CMU or or a concrete block building which gives you um ultimate durability it's custom designed so it can meet the needs of the site and um exactly what the what the program is for the areas and you don't have to adapt a pre-made site unit so and it's completely built on site um it gives you the most flexibility for uh the uses and how you adapt it to your site in terms of of um the program within and your ability to put uh the the serving windows and things on the exterior of the building um and um obviously from a design standpoint you have the most flexibility in terms of what the appearance of this is we can go on to the next slide so this just represents what a typical
158building could look like this is the the home team uh concession building again keep in mind we've not really designed anything to date this is just a placeholder it does identify the um the concession building itself with a ticketing component and a storage component and with um some ideas of where you might have access to the building or some fencing might come in but this just to give you a general idea of uh programmatically what would go into this building so you can go to the next slide and again this is what the smaller program unit would be for visitors it would have the combined um concession ticketing area with a small storage space as well and you can go on to the next component the one thing the district was interested in was looking
159at and we actually did a little exploration um in the middle part of last year was whichever option you go to there was an interest in making this a Net Zero Energy building so regardless of the type of building you go to we did some really quick back of envelope calculations to decide or to see how many kilowatt um how much kilowatts per year would be used and based on that we size PV array system to be able to produce that amount of of kilowatts to allow the building to be considered Net Zero in terms of energy use so that's um just a a side analysis we did so you can go to the next slide which summarizes cost and what we've done is we did some really uh early rough order magnitude costs and
160these are between the three options we talked about the container the modular approach and a site built approach and this again is more for um looking at it for comparative purposes between the three types of buildings since we didn't do a lot of detailed design work yet these are just more order of magnitude cost the um there's an item the components on the left you can see the the one solar array structure so we have assumed a certain cost for a solar component for PV and the energy use we assumed would be similar for each of the buildings even though they might vary a little bit we didn't want the cost of the solar array to um sway the the decision about the approach for the buildings themselves so the building when you look at
161the container building and a modular building the building shell is produced outside it's not site built so the container has the lowest cost it's around you can see $260,000 where a modular building um that's produced is almost double that cost in terms of the what it costs to produce in the factory before it's brought to site and then of course site build is 100% built on site so there's no building shell cost pre manufactured then each of the container and the modular buildings have a certain amount of customization that has to happen once they're delivered to the site so they're brought in as more or less a shell and they have to be fitted out for the plumbing the components that go inside the finishes Cabinetry um all those kinds of components have to go
162into the building so those are about the same whether you're putting them into a container building into a modular building along with all the site utilities and the things that are brought up to the buildings those are all very similar and then you can see site build cost 100% build on site so we're estimating that to be for the the modular or for the Prototype you saw about $930,000 so if you go to the bottom this gives you an idea again for comparison reasons the container is the least cost building for about $810,000 the modular steps up to a little over a million and honestly the site build is about the same it's a little more cost but um we're seeing this pretty consistently that um when you take a take a modular building and
163you do all the work that has to be done on the interior um you're you're bringing it up to almost on par with a sight built building so these are the the three kind of areas you can look at and I think it's understood that if you build a site built that's made out of concrete block it probably has the most um use most life use to it probably the least amount would be a container building because it's just going to have a little more wear and tear you're gonna have to do a little more maintenance to it painting and it it's likely not going to last as long as a concrete block building and a modular building probably Falls somewhere in the middle in terms of its longevity in terms of investment want least
164give you this these data points to seei I'm gon interrupt you real quick this is uh board member Diaz where are you deriving your information on the resiliency of a container versus the the site builds because I've heard you know almost the opposite with respect to maintenance required durability earthquake Readiness all those things where are you get getting that information well a site build is obviously built to the same building codes it's a it's it's built out of concrete block so at least the way um we would look at it it's just a more durable building than a very thin container building not that a container building is not going to last a long time it just won't last as long as a as a solid concrete building um it's we're not trying to say
165a container building isn't durable it it it's it's a very solid product and and we've seen them used in a many different locations um but it but you can't say that if you bring in a a you know a container building and you do some modifications to it that you know given over time you're likely going to get more you or you know longer lifespan out of a concrete block building yeah so I'm wondering rck if you can cite that specific Source or share that with us or well I'll be honest I don't know that I have a specific Source it's more about just um our our experiences with building products and durability so we I could probably go and get a little more information on that for you um just to see if there
166is some actual hard data there um but I will say I'm prefacing this that this is more of an opinion I would say than than a hard hard and fast fact of Rick can I I add something sure R um so just designing when we design athletic facilities the rule of thumb is you build it out of the most solid hard material you can find because um kind of the the the joke is everyone has a bat right and physically people really do have bats you've got cleats you've got bats you've got all sorts of things like that and Facilities like this take a lot of abuse so whether you're designing a pro facility whether you're designing a college facility high school facility or a city park um these materials are you try to make
167them out of the most solid thing you can so when you look at a metal building or you look at a plaster building or a wood building or a concrete building we typically design these to be concrete block buildings and even internally as a as a firm whenever we have these projects part of one of my criterias for the team is to make these out of concrete or block so I think that a container building can certainly be durable it can meet the requirements that you have but when you take these container buildings and by the time that you've modified them and adjusted them there's um the basic framework is what's left right and you're talking about a metal building that um again can take some visual abuse um whether structurally it's going to be
168problematic or anything like that absolutely not because you can design it to whatever standards but just from a materials kind of durability standpoint a concrete exposed concrete block building tends to have the greatest durability um and this is just based on experience of years of doing athletic facilities not necessarily comparing a a container building a modular building or a groundup building so I think folks I I I think you know for me I'm most interested in like evidence-based research that CES you know which durability is better I know that you all you have experience in this Arena um but I don't know what familiarity you have with shipping containers you know versus concrete buildings and maybe just be preference and so I hear you but what I'm saying is like I'd really like more information
169on where you're you're gathering this opinion so that we know because as a district this is one of the things that we're looking into is providing these upcycled usually made out of steel containers um as a form for us to do lowcost efficient and sustainable build buildings for our district and so I think if you're going to lend this opinion it' be really great for you to also back that up with some evidence and some research and and citations of where you're gathering this opinion so for me that's where I'm coming from I really want to know where you're gathering this information so that we can make the best informed decision as a board that's fair that's fair we can go back and do a little more research on that um I know the inform
170the data is out there because you know we we we're working with crate now and some other building some other areas so we're familiar we certainly applaud you for your um your your desire to to be sustainable and to look at something like a container building and we think it's an awesome approach we just want to provide you all the facts and let you make an informed decision so board member Rona is if I me go ahead Mr Padilla yeah I have Mr Padia you've you've muted yourself sorry about that Mr Mr President yeah to the two gentlemen that are speaking uh this is board member Ricardo Padia uh two comments my first one is a question what are these containers made out of what what is the material that these containers or these sea
171trains or these uh shipping containers made out of literally um steel containers that are have been used um all right so are you saying that they're made out of steel is that your answer yeah they're steel they're they're the shipping containers you see um that are transmitting all the the good work you from you know the that get across the the world from say China to us they all the packaging and things come in these large shipping containers on the on the Freights they get offloaded you know at San Pedro um the problem is most of the time it's more cost effective for them to drop them off here full and instead of paying to ship them back empty they they just they just ship new ones over so there's an abundance of these containers
172in Southern California that's why they're fairly low cost and and people have found many creative ways to use them but these are the actual physical shipping containers used to transport materials got it so my answer to the question was Steel versus concrete that that's kind of what I wanted to know but the answer is steel got it the second question is uh when I looked at your numbers I think those numbers were were pretty pretty load and I say that because we have experience in this District where we have paid almost close to $5 million at one of our snack bar so when I see a million uh a million um 80 for a um site a site built uh snack bar I I think those numbers are are really low and I say that
173and that's not even taken into consideration all the change orders that some sometimes come with these projects and so I I would have to agree with uh board member Diaz that uh you know uh if you're going to make a that type of opinion even if you are in that industry I also would like you like you to site uh you know some some evidence because there's there's millions of dollars that are going to be spent here and I too would like to see uh the data uh and the reports of where it states that uh concrete will last steel so uh that's it for me Mr President but thank you gentlemen for uh for your input um so if I may um president priones uh this is Norman msia speaking I um we did
174present this to Dr Bristol and uh the athletic director and other members of the rosem me team and their recommendation uh was to um purce Su site built for the home uh structure as it would lend uh the greatest flexibility uh but they also recommended using the container option for the visitor snack bar and uh so as part of our our uh recommendation that you're considering today is to move forward with um the recommended doing the home um structure uh site built but uh utilizing the container for the visitor um uh concession building that would allow us I think the opportunity to be able to see um how these containers uh work moving forward with with the other um two sites um but I don't know if Dr bristle you'd like to weigh in at
175at this moment in time there I am I think there you are well hello everybody good evening board good evening Dr Zuniga and cabinet um you know those are all great questions and we asked the same thing we we looked you know from the site level and the siteb built um structure the brick and mortar structure gave us uh that we know the site and people that have been there for over 20 years we've had you know the maintenance involved um custodians involved we had coaches we had um you know I talked to my you know the band because the band does do um different activities there as well um and what we wanted to be able to do is to be able to serve um items from uh the the west side for baseball
176and during the baseball season the gym doesn't really have a a uh a snack bar area and it it's uh when we measured it off you know it's it's less than you know I think 60 yards from the gym um so we have a place that that that that they could go to on that side and that side would be the fence line and then we also then have for um for soccer and for track meets and for football games it's it's a multi-use um um building that would get a lot of use throughout the whole year by multiple Sports and multiple organizations and that's why the price differential um of $20,000 between the modu and the sideb we went with the siteu because we felt that there it could be more conducive for a
177longer period of time to be the flagship for the new stadium that was going in additionally with the container it's going to be used maybe seven times during the year so we felt as if we didn't want to um or didn't need to sit there and have that type of a um of of a a cost or that type of building um there on the on the visitor side because it would be used extremely less um but the the group LPA was great in working with us they worked with each each group individually as needed to talk about different needs um and I see what the board of education is asking about is looking for some empirical data to show one um just just the data not necessar one's better than the other but but
178just to see the data to to kind of back up some of the comments that and statements that were made but the site would really like to have that flexibility and and um not go with the container on the home side because it would not give us it wouldn't serveice the needs of the students think Brian you know thank you for being here and I hope you're doing well but yeah look I'm even wearing a tie for it's board meeting yeah there you go I think the I don't I don't think the argument is in the services or the capacity of which building or container mod mod site Bill to provide the services we need because obviously you know if that's not the case why are we selecting any of these right if they're not
179providing the actual services for what we need I think really you know the conversation here you know from what we're learning from Rick and Norma is you know there's been a process that's been undertaken in terms of preference of type of building type right and then the cost that we're looking at now one of the things that hasn't been presented yet or at least I wasn't able to find was timeline and construction like what would it take for a container this custom container to be implemented the modular and the site Bill uh so Rick can you can you share a little bit more about timeline in terms of how long it would take for a container project to be built modular and then also for the site build so we haven't actually developed schedules for
180each of these of these components um so I'd be hard I wouldn't want to just throw some numbers out but of course the site built would be the longest duration modular and container would be about the same same in terms of their duration you would save a you know in order a magnitude of a couple months in terms of the time it would take um to build the modular in a container what they would prep in the shop bring it out to the site and then as you can see the $400,000 of site work um that's going to take about the same amount of time to to produce all that effort whether it's the container the modular um and if you're starting from scratch in the site bu altogether it's going to take longer so
181I because these are are fairly small projects to begin with um and again we're looking at about a 1280 square foot um building for the the site build and modular option the total duration of this whole project in construction is probably not going to be more than eight or nine months somewhere in that order of magnitude and if you went with modular container you could probably shave a couple months off of that maybe we could look a little more detail two to three months um it's not going to make a massive difference but it would save you some time and probably doesn't answer your question completely but hope it helps no thanks for sharing that I think to Mr padia's point this board does have experience dealing with snack bar projects that have lended a
182lot of time right it took a lot of time to build them they were really expensive um and so for me you know I would still you know lean towards either container or modular building and and I think this is again an opportunity for the Alman High School District to be in this leadership position of sustainability of introducing these upcycled products that then offer an opportunity to engage students students in additional learning opportunities right we've taken these upcycled products which Rick you've already mentioned are made out of steel we have AB an abundance of in California we're in a seismic Zone steel and shipping containers are perfect for seismic activities they're really resilient um and then we're also introducing the solar and so you know for me I we can still do everything under the
183sun that's required of this building in a container or a modular fashion versus the site Bill and so that would be my preference either the container or the modular built and then I think to like one of the things my colleague Mr Bia really likes is the dollar savings right we're saving a lot of money here going with the container versus the site build product yes at the end of the day we have to be fiscally responsible especially with the situation that we're going into and again you know we're talking about a snack bar uh and I know uh uh we mentioned that there might be bats in there and all this we're talking about a place that they're going to do fundraising and sell food and that type of stuff it's not like your
184locker room and you know while I've been on this board for the past six years you know when I saw the price and and many of my constituents saw the price of a of a snack bar being more than $5 million that's just unconscionable to me and and I know rosem meat High School I I was a student at rosme high school so I know exactly uh the building that's there I've been there multiple times and uh you know I usually will support uh the recommendation that comes forward from the site and Dr Bristol knows that I have ultimate respect for him but in terms of of of financially uh just I agree with Mr with Mr Diaz on this I like how uh they stated that this is uh the container is sustainable it's
185cost effective uh it reduces the construction uh the cost but not only the money three months uh for an academic year and for the disruption uh and and we know this is an experienced board when it comes to construction and uh principles that know you know how disruptive construction can be and uh um when you say two to three months that's that that that's a lot of time that we're going to be saving and a lot of dollars that we're going to be saving and not only that the Energy Efficiency that U Mr Diaz talks about we are a school district that is on the Forefront and Leading Edge when it comes to uh Energy Efficiency and so forth then we are an earthquake country uh that's something that we look at and I also
186like the fact that they are they are already DSA approved and that's another big point of contention for me and that I want it to be DSA approved I got on the school board years ago and it took four years to get a cafeteria built because we kept going back to DSA DSA so that's another thing that's very important to me you know I think it's ridiculous that kids have to wait so long to enjoy a building and the the the uh shipping containers are just a great choice if I may this is will elar I wanted to uh share with you the the state when they look at these different type of buildings they actually uh identify a uh a lifespan of these type of buildings so the sideb built buildings or have a
187higher longer lifespan I believe something close to 50 years modular is less of less time than that I believe between 25 to 30 years this is actually uh uh when the state fund is been participating in the funding uh part of it container is unknown at this point in time because there are not so many uh history behind behind the containers to figure out what the with the lifespan of these buildings so the cost is not just only what you pay right now the cost is reflection also of the number of uh of the lifespan of this building so if the lifespan of the building is longer and the cost is slightly higher the actual cost of uh is is actually lower where for the time for the duration of the uh of this building
188being in existence so just please keep that in mind the second element as well is that yes modular and container uh buildings uh could be uh DSA approved I believe in this situation containers will be DSA approved the buildings they will be approved but was still have to go to DSA for the site for the site design for uh uh B of travel for for all of that so it's not like we can avoid going to DSA because they're building itself a DSA approved and maybe the architect can make a comment on that yeah I I'll I'll agree that even though DSA recognizes the containers and they recognize the structural capacity of the container buildings so they allow containers to be produced and actually there's only one manufacturer that we know of that DSA actually
189recognize the company named crates but it will still have to go through the same DSA process in terms of review because they look at all the things that are going on inside the building the site adaptation and all that so although I will say it could be a little you could save a little DSA review time than a site bill but it you know it will go through a full review cycle uh Mr President if I make a may make a comment go ahead Mrs Morgan so this question is actually going to um be towards my colleague Mr Diaz who has a lot of experience with a lot of the environmental um issues so David based on your knowledge like how long does it take for steel to disintegrate I guess because I'm assuming that
190these shipping containers that have been used for H maybe hundreds of years on trains um are still out there so I I tend to um agree more on the side that it will last a long time because it is steel might have to be painted over several times um but David can you maybe give me your opinion sure sure cam I think you know with respect to Containers just like any other home right if there's not maintenance included climate matters type of use frequency all those things play a factor in the lifespan of a of a container or a house whatever it's going to be site build modular container and so you know people are now literally building you know hundreds of Apartments worth of shipping container homes ship container Parks um throughout the United
191States and I think the most common thing thing is that it has at least a minimum lifespan of 25 years however with additional measures for maintenance with additional customizations that lifesty could be expanded all the way up to 50 years that mirror the site build conditions um and so that's that's been our experience that's been like the stuff that we've researched that we found in my professional life dealing with shipping containers um but I think you know more to the point of you know when you build a site build uh when you have a site build right with if we're talking about carbon and Emissions right you have the procurement of materials right where are you getting the materials from you know who depending on the site build and what you're building you're then procuring
192materials and driving carbon emissions from other places transporting them to and from the travel site labor is usually more uh there's more labor included on site because you have a site built there's all these other considerations for climate and carbon emissions that are not included within the container because some of the customization happens offsite as m Rick Musto already alluded to we have a lot of shipping containers just here in the bay um you know near near the Bay Area here and so like for us it' be like locally being able to Source a lot of these materials and so there's like many variables and factors you know that are considered and steel I mean you know a lot of buildings are made of steel it's like Steel versus concrete which one is stronger um
193I really do think it comes down to like the variables maintenance frequency type of use climate all those other things thank you Mr Diaz and I um in this area I really am leaning towards containers um because it is a huge uh cost difference I mean 200 200,000 plus uh per building and so I mean that would be a tremendous savings to our district so I um I appreciate the presentation but I really would like for us to consider that as well so I'm agreeing with uh Mr Diaz as well um just to clarify uh uh board member Morgan the price um is 200,000 um the the price that is listed is for two structures so on the container the 810,000 would be for the two containers or modular for both home and and visitor
194um the price that we provided in the board item um I estimated it at 960,000 because I I I cut the price and half so if we were to do site built for the home site it would be half of the cost that has been um estimated there and then half the cost for the um container but obviously this is this we wanted we went through this effort because we wanted to bring you the option um and uh we collected the um information from the site and so this is our recommendation but obviously this is your decision tonight so we will proceed with um uh however the the board feels thank you um Rick is there anything else to your presentation before we take additional comments or questions from the board that's all we had
195prepared this evening for you to see we're happy to answer more questions um for you thank you Rick uh Mr Salo do you have any questions or comments I do and maybe uh Dr Bristol can answer this did you guys give any consideration into having a uh single snack bar that could be shared by both uh home and visitor side I know that um acreage size and the location you're a little bit uh impacted with what is it uh rosemy Boulevard and the parking lot but is that even a consideration you know that's a that's a great question in fact that was our first choice and when they did the site um survey um because of the undulating um nature of parts of the site on the South Side in particular because that would probably
196be the best place for it um the amount of area available there as well as the small amount of area because we're also fitting portions of the track and field up on the North End as well uh there really isn't room to do that although that would be our first choice um so we leaned on what would be the most you know beneficial for for the whole area for for for all activities and that's why we U went with the the um the building for the home side the way it is because no matter what building is chosen you know and I I totally see your point we do the same thing at the site level when people are asking us to to purchase things um is that we we really want to use that
197building year and so it's got to have the opportunity to have Windows on that West Side so that during baseball season during um tennis you know tennis games if we host League finals basketball season uh track and field we can have we can have people get food and and services on either side on the west side and the east side of that building that's that's really one of the we would like to say a non-negotiable um but that's that's really the biggest part but to go back to your original question yes we looked at that first the the team LPA looked at it and you know looked at the at the um the site plan and and and said you know it really wasn't feasible and I don't want to speak for LPA or Norma
198but but um you guys might want to chime in on that that part as well yeah just from a site Logistics standpoint um where the the visitors bleachers are where the home bleachers are how you access go around the site um the proximity of baseball and the stadium piece itself and then where all the fencing and how you sort of control um and separate the uh um the the different users um our primary goal on any one of these projects is to create one building um and then you split that building essentially and provide access on two sides of it on this one just going through all of the pieces and the various assessments and the reviews with the site and the ad and the coaches and the principal and everyone it just didn't work
199out um believe me that's usually our number one priority is to try to build one building because it's always a heck of a lot simpler easier quicker cheaper to build one building but on this one it just really doesn't work out to to to build that one scenario thank you thank you uh any other comments or questions for either staff or uh LPA Brian I I have one more note you know you mentioned that the costs are higher and I've seen that at every every District every school I've worked at as well but the notes also state that you know there's does not include ffe or kitchen equipment or you know the items that that fill the inside of those snack bars and that's you know I don't know to what degree that'll raise the
200price but you'll see it go up as well um somehow either through booster clubs fulfilling it or us asking the district to help fund it but but that's again the the the the main the shell and the the internal organs of of the uh of the building not not the uh not to have it fitted out to be a full kitchen in use um from day one is my understanding yeah that's a great point and I I'll second that that this is again more comparative numbers once we get into the More Design phase we could do more detailed estimating you also have the benefit of the track and field project that some of the site cost the of extending utilities to the building some of that costs is is actually being part of the track
201and field project so this will literally just bring in the buildings in hopefully the utilities be nearby so if you were doing just a concession building only you might have to go further uh locations to bringing in the uh different water sewer gas electricity for the buildings and this building keep in mind doesn't have any restroom so sometimes people think of concession buildings and it's a large building with men's and women's or boys and girls bathrooms that substantially increases the cost of this but it Rose me as you know that there's existing bathrooms that are going to be modified as part of the track and field project and not part of this concession building project thank you both um so if I could chime in at this point um I've been looking at the at
202the designs and I've been looking at the proposal here um and taking into consideration the points that my colleagues have made both in the uh sustainability of using uh a steel modular structure or excuse me a steel um shipping container versus modular structure versus a a siteb built uh building um I know that the recommendation from staff is to have a siteb built um building for The Hite and a shipping container based structure for the visitor sign uh side um I'm looking at the cost and I don't see a big a big uh differential between a modular site buil or container um you know that that takes a lot of the question uh out of what uh we can do for me I'm um I'm mostly concerned with making sure that we're meeting the the
203requirements and the needs of the site you know if uh if the site staff has gone out and done a survey with the uh with LPA and District staff and have determined that this is their their best option based on a site survey the needs of the facility and what they anticipate um I would take that into into consideration the other thing that I that I'm thinking about right now it's uh it's related to to the current situation we're in with the with this pandemic I know we're talking about potentially introducing delays into you know using site facilities because of construction but we also have to take into account the things that have have changed and really to our advantage at this time um we haven't heard from the Department of Public Health yet but
204my guess is a lot of the uh fall or Autumn Sports may not be happening um we may not have a football season this year um so those fields May sit empty and it would be a perfect opportunity to move on these projects now and to start as soon as possible um that being said the proposal today is to approve a siteb built building uh on the home side and a uh container building on the visitor side and I think it's a good uh compromise between the two because it'll show us that the um shipping container option is viable uh at the other sites the other thing to me um being strictly pragmatic right now is yes the the siteb built facilities will need additional labor but I'm also looking at the fact that aot
205a lot of our community is not working right now and even when they do return to work they may not or when people are able to return to work those individuals may not necessarily be able to return to a job that they previously had because that job does not exist and in previous discussions we've talked about a pla for our bond projects we haven't gotten to that point yet so I won't say anything more beyond that um but as part of that discussion we've talked about local hire provisions and I really want to think about the community who has been impacted by covid-19 who is not working right now and will potentially be out of work a lot of these individuals are going to need uh Workforce Development and job training and I think some
206of these projects will be a perfect opportunity for us to collaborate uh with our partners in the lab in the labor sector and make sure that you know we're providing a good product for our schools and for our students and the the staff on site that meets their needs while also taking into account that we have an opportunity to provide good paying jobs to individuals who may not be working because of the current situation that we're in um so if there are no further questions or any other discussion um I would like to move to approve uh this item item number one uh as has been submitted by staff which is for a siteb built structure on the home site at rosem high school with a um repurposed shipping container for the visitor site snack
207bar is there a second to this motion okay it does not appear that there is a second to this motion at this point I'll entertain uh alternate motions yeah president be Hest this is a member Diaz I would motion for us to move forward with the container uh opportunity the the building type container for both the home and the visitor side very well so the motion is to approve uh repurpose shipping containers for both the visitor side as well as the home side is there a second to this motion I'll second the motion so the item has been seconded by Mr s Mr Padia Dr Zuniga if you'll take a roll call vote can I ask a quick question yes go ahead Mr celo so on on these containers uh if you were to put
208windows on both the East and West would that diminish the Integrity of the structure um thank you uh board member Sal though um I don't know uh Rick or rash if you could answer that that answer would be yes um but Rush do you want to touch on that um you know we we LPA is doing several projects with shipping containers we're doing several um shelter projects and there's a few different ones and our experience on these is that by the time you um get done doing everything that you're going to do to them there's structural improvements that you have to make to these to these structures you have to reinforce them there's things you have to do so there are some limitations as to how much you can cut and by the time there's
209like literally nothing left right so there are some limitations but the point of this being that um I don't think it would make it significant difference you're going to be structurally adjusting these things and doing work to these uh containers as it is and so cutting an additional window or not or door putting one here or there shouldn't make that dramatic of a difference within certain amount of reason we would have to work out exactly where that go goes and make sure that it's possible and and so on so to answer your question I believe that um within context it's it's feasible and You' have to do some structural piece but you're going to be doing a lot of those things regardless is that correct so I get that so would we still be able
210to provide uh a structure that would Service uh RS me high school both for baseball and football yeah I I guess I can jump in and say we believe we could come up with a suitable solution with a container module that would serve the ultimate outcome or meet the programmatic needs of that location uh the only limitation with custom build obviously you can make it any size you want containers you have to work within the module of the container and so we would just have to make sure working within that module and um we believe we can do that it won't ultimately be as flexible but we think we could meet the program atic needs of that building thank you thank you uh any additional questions or discussion on this item okay seeing none the
211the motion was by Mr Diaz uh to uh do a to build both on both the the home and visitor side uh repurpose shipping container instead of shipping container on visitor side and a site built on the home side the motion was seconded by Mr Padia Dr Zuniga if you could take roll call vote Dr Zuniga there did we lose him he still on mute um well he's um going on I also wanted to clarify that the motion would also be to um approve additional Services number two for LPA to complete architectural services is uh is there a presentation on that or is there information that needs to be shared um there's an attachment of of their proposal so their initial a proposal was to do the conceptual um study of the snack bars and
212so with today's motion um moving um the directive on on the type of snack bars that we'll be uh moving forward with the additional Services number two would be for LPA to complete the architectural services so to take this uh conceptual design develop it uh submit it to DSA and to complete um Construction Services on this for the snack bars thank you so that was included as part of the uh the motion by Mr Diaz and seconded by Mr Padia okay let's see Dr Zuniga are you on with us he is not there okay in Lou of Dr pad oh there you are we have now for the vote yeah so this has been moved uh moved by Mr D seconded by Mr Padia if you could take a roll call vote okay we have
213starting with Mr [Music] Padia I Mr Diaz hi Mr Z hi I and Mr bonis no okay the vote is 41 with no for Mr bonis thank you Dr Zuniga uh thank you to LPA and thank you to staff for your presentation tonight thank you thank Youk you very much thank you thank you moving on to agenda item number two uh consider approval to award bid number 2020-21 B2 Plumbing replacement girls locker room at Mount View High School project to gdl best contractor Incorporated um we have preferential voting from our student trustee is he still on Dr Zuniga Mr human are you on I don't see him on our actual uh on there yes go ahead Mr hez go ahead turn on your mic Please Mr men is you might be muted still it it
214appears he's still muted uh his computer is having trouble with his computer okay so uh let's do this let's um we'll skip this item for now to return so Mr jenez can have his preferential vote and uh we'll move on to item number three if that's okay with everyone let me just confirm are you okay there Mr can you hear me now okay now we can hear you okay oh my gosh I don't know what happened it was like going so slow and like I couldn't like click anything so I was just like freaking out but so you can all can hear me right yes so I'll return back to item number two um consider approval to award bid number 2020-21 B2 Plumbing replacement girls locker room at Mount View High School project to gdl
215best contractor Incorporated Mr he is all right um so yeah um I just wanted to express my gratitude um that this is finally being worked on um I know like a few years ago um there was construction and renovation to the boys locker room and that was great for me but um it wasn't as great for my counterpart and like there was a lot of I remember when when we finally got our locker rooms there was a lot of discussion and a lot of like anger revolving around this about why it hadn't come sooner so I'm expressing my gratitude that finally it has apart um has has come so I also like wanted to bring back a point that I mentioned at our March meeting um where I talked about youth true sty results again
216there are um they have been updated we have our new ones for this school year for the 2019 2020 school year and um I mentioned this point um at our March meeting but I really wanted to emphasize it again so that you can continue um ensuring that um there's more that these um projects come at equal Pace when it come when it comes um when it regards gender um I mentioned that um districtwide the percental of subgroup male with a strong sense of belonging and PE collaboration is in the 49th per percentile and then in contrast the percentile of the subgroup female with a strong sense of belonging in per collaboration is in the 23rd percentile and that's a 26 Point difference um considering how how this survey was taken in between um this um
217Regular agenda item and um when the boys um were given their locker room renovation at Mountain View it's it's a very noticeable diff difference and it really makes you think about how the outcome of this survey was affected by that action so I'm just I I like I just want to acknowledge that um and I want to encourage you all to push for more equal access to Quality resources that um close the U the the the Gap um between male and the female counterpart so thank you for that um for finally bringing this to the table and that's that's that that's what I wanted to say thank you Mr heenez um so at this time I'd like to move to approve item number two consider approval for Mount View High School project to gdl best
218contractor Incorporated is there a second to the motion I'll second second second seconded by Mrs Morgan any questions or discussion I do have a comment um I just also wanted to State thank you Angel for making your comments um a couple of years ago when we had gone for a tour uh I believe the the gym was being worked on and and the big fans were added so we were provided with the tour um also to the boys locker room um that was done and Miss Maas was there so I know she she'll remember this conversation that we had um because when I did the tour in the boys locker rooms uh it looked great the showers everything was redone tile work looked wonderful and then we walked into the girls locker room and I
219I was deflated as well with the way I looked at things I thought wow the boys really got a fabulous um remodel as you can say and the girls didn't and I get it I understand that um things are always a process and you know things happen sometimes one at a time and we have to kind of wait but I I tend to agree with uh with Angel in the sense that you know when we when we have these projects especially when they're at the same school to really try to work on them uh at a near equal time frame because it does actually um affect the morale of the school and so it's no surprise that the girls would have felt um you know shaded on that that they they didn't get the same
220type of service um or care in their locker rooms and I do remember that there were locker rooms that were broken missing pieces um and it just kind of mismatched in all the different things and I know there was some things that we're done but I'm really glad that we are actually uh focusing on the girls locker room at Mountain View High School so thank you for the support thank you Mrs Morgan any further discussion on the item just a comment Mr President if I may go ahead Mr Pia I I can't agree with you I can't agree more with you uh Mr Jimenez um with all your words what you're speaking to is gender Equity you know there's a there's a law called called Title Nine and uh and I'm glad that you're bringing
221that up to us because that's something that was revealed through the youth truth survey and I will remember those numbers you know I always put pneumonic devices to that and 23% that's very low 23% Michael Jordan's number I'm a basketball guy so I will always remember that approval rating of how the girls feel at 23% and then the boys are at 49% like the 49ers so uh you're speaking about gender equity and glad that you continue to talk about it and it's something that we as a board continue to uh keep in mind mind when we make decisions not too long ago there was a particular High School uh in our school district that got uh you know kind of reprimanded for not following Title 9 and so I think you just speak uh speak
222the truth and I don't want to go back to having uh you know inspectors or or or the state coming down to our school uh talking about this issue of vital n we talk about Equity all the time and Equity is not giving everybody the same thing with giving everybody what they need and yes I love football and we have some amazing programs in football but we all know that that football sometimes gets all of the attention and uh I don't think that there's anything wrong with that but I also feel that we as board members are the Title Nine enforcers when it comes to specific buildings to ensure that all of our students have equal access and Equity so thank you for bringing that up Mr heenez thank you Mr Padia any further comments
223before we move on to the vote all right see none the item has been moved and seconded Dr Zuniga if you could take a roll call vote starting with our student trustee thank you we have student trustee angel himz yes I for a trusted vote starting with Mr Padia I Mr Diaz I Mr Sano I miss Morgan I and Mr bionis I the vote is 5 Z and uh also yes for Mr himz thank you item number three consider approval to award bid number 2020 -21 B4 roof replacement uh multiple sites project to San Marina Roof Company Incorporated is there a motion to approve moved by Mr Padia is there a second second seconded by Mr celo any discussion seeing none Dr Zuniga if you could take a roll call Vote Yes thank you have
224Mr Padia I Mr Diaz hi Mr zto hi Miss Morgan Miss Morgan you have your mute off no I'm sorry I was kicked off and I just was able to get back on so uh I'm sorry where are we at we're at the vote for item number three I yes vote thank you and Mr bionas I okay the vote is 5- z thank you item number four consider approval to award bid number 2020-21 B5 epoxy flooring installation project at Alman High School to the narian group is there a motion to approve move to approve moved by Mr Padia is there a second second seconded by Mrs Morgan any discussion seeing none Dr Zuniga if you could take a roll call vote Mr Padia hi Mr Diaz I'll come back to Mr Diaz Mr felo hi
225M Morgan I Mr Diaz Mr Diaz are you there hear me yes go we have a vote for item number four consider approval to award bid number 2021 epoxy flooring installation project at Alman High School to the nerian group you just couldn't hear me I was I okay thank you and we have Mr Bones I thank you sir the vote is 5 Z thank you item number five consider approval of agreement between the Alman Union High School District and verti Corporation for air conditioning Maintenance Service Repairs and replacement for Server rooms districtwide reference agreement number q305 5258 is there a motion to approve this item move to approve moved by Mr Padia is there a second second seconded by Mrs Morgan any discussion on this item seeing none Dr Zuniga if you could take a
226roll call vote Mr Diaz I Mr Pia I Mr Sano I miss Morgan I Mr bionis I the vot is 5 Z thank you item number six consider approval to enter into agreement with HMC Architects Incorporated in response to RFP number 2020-2021 P1 architecture Services is there a motion to approve move to approve moved by Mr Padia is there a second second seconded by Mrs Morgan Dr Zuniga take a roll call Vote Yes before I do that M uh president bis may I be allowed to elaborate on what this entails and maybe we provide some direction from the board in addition to what is on the agenda item yes go ahead uh with the board's consent to move forward with uh designing and planning for the other tracking Fields uh a few months ago we
227had a conversation about the order of selection for when these projects would start uh I have provided you with information based on the feedback that was provided to me by the Board of Trustees and we also held a meeting with our principls and athletic directors about the priorities that they feel at this time were significant when it comes to the all weather tracking Fields um and if we do move forward we would like to start as soon as possible as mentioned that is is is you know under our short current conditions if we can proceed with the planning and stages it would it would allow us a good timeline and time frame so that way less student interaction is interrupted during the actual school year so I ask for your direction on the order of
228the projects as mentioned before the projects that we would see is that we would start off with two designs and constructions obviously all four designs but two actual constructions at the same time to allow us to continue to compete and utilize the field throughout the district and at the same time begin construction at some of the school sites so we we all want this to be done at a certain time at a certain period and as soon as possible we know that as you know even the feedback provided that it's going to be impossible for us to not only design but also build everything at one time thank you Dr zunika um so I my preference for for the order of these items and I've had this discussion with Dr Zuniga earlier um is I
229would move that we uh select uh Almani high school and Mountain View High School to be uh the two F the first two schools to begin um construction for these projects my rationale behind this is uh first of all for Mountain View Mountain has the greatest need based on the life of the of the you don't mind um I I went through the notes and I mean obviously all of our fields are about the same condition it it reads like we can always you know aate one field to bring it up to par we can do things and another one to bring it up to par it's it's never going to be a right time um but again I I I do like the idea of Mountain View and Royal um one of the reasons
230with the Royal the perfect timing right now because we do have the highest amount of enrollment this would be just the perfect timing um it has the most number of classes on there and so it it just kind of behooves us to to move in that direction so I'm for those two schools Mr Padia if you'd like to chime in yeah I just uh I'm wondering if we can get creative is there a way where we can involve our students and the communities and uh you know go out there and ask and uh because everyone everybody's gonna want their their field to come first you know Elman will want them first they're just coming off of a of a CIF and state championship you know a Royal High School has been there and they they
231too have won a championship and you know the uh uh the excellent arts program that they have and I agree with the the Mountain View you know that is our school that that needs the most attention uh and so forth so is there a way Dr Zuniga that we could get creative and have some feedback or some input from from the cities and see what type of response we get and uh uh kind of uh base our decision on that I'm not clear if there's any specific direction as far as what we're looking for the feedback I don't have a specific Direction right now we're just discussing it right now so I'm just throwing it out there to see how colleagues feel about getting input from you know the the the the local the local
232people the the city councils the uh including them and being collaborative uh the parents uh the this the stakeholders that don't have children in our school district but yet you know they get tax and they care about it and they want to give their input is there is there something we can do uh I'm putting it out there I I don't have all the answers but again we we just heard earlier at the beginning of our meeting that uh you know the uh the input uh is so is so crucial I just wish there was a way that we can get creative or putting it out to uh to Angel out there to reach out to all the kids because he does that job well one of the commitments that I believe the board has
233you know made a statement about is that all of our schools deserve to play on a synthetic tracking field so I believe that all of our community members are very pleased to hear that where many High School District or even School District committed to one or a District Stadium itself um I welcome that conversation I think at the end that everyone would advocate for what's best for students at in their area how you they can utilize it making the connection to their Community um I believe all cities would be committed regardless of where the school is at having a partnership with the school district and I I could hold a public forum if that's something that I can suggest if there's any input from the community um but again I think I want to emphas
234that we are advocating for all schools to have a synthetic track and field and not selecting that we're not going to be able to do some of them at this time we're we're very hopeful that we can carry this project for all schools thank you Dr Z and again I do want to emphasize we're not selecting one school to get something out another school not to we're just giving direction as to which schools should begin first um so you know having heard back from some of my colleagues um I will withdraw my recommendation for Alman and and Mountain View and um I will um support a recommendation to go with a Royo and Mountain View as a first two schools to begin um uh these construction projects is there any further discussion yeah just the
235discussion what do you mean after hearing feedback from your colleagues what do you what does that mean just right now the discussion that we're having you know my motion was to or my recommendation was to select Mountain View and Alman but both Mr Mr celo and Mr Diaz have recommended we'd go with Mountain View or Royo um so I'm going to support that recommendation instead uh so I withdrew my recommendation and I'm supporting their recommendation that we recommend to staff as part of the approval of this item that we select Mountain View and Royal high schools as the first two campuses to begin construction at their athletic fields yeah and I think it's also important to uplift um you know at the beginning at the outset I had said I supported Alani at Mount viw
236High School going first and I think one of the things that was raised for us was the challenges with the Army Corps of Engineers and recognizing that the planning and design time is going to take the lead time is going to take a lot more time having to coordinate with the Army Corps of Engineers and so that's played a factor in my decision as long as well as the ban usage over at a Royal High School the number of students that are there and the opportunities that we have for a royal and then as well as the historic need that there is at Mound View High School and so that's why my preference would be for us to do a royal in N high school at this time thank you Mr Diaz uh any further
237comments from uh from the board okay so uh the item has been moved and seconded with the recommendation That Mountain View High School and Royal High School be the first two campuses to move forward with construction Dr Zuniga if you can take a roll call vote yes I'm gonna start with Mr badia uh come back to me let let me think about it come back to thank you Mr Diaz I Mr zto I miss Morgan I Mr bionis I and Mr badia hi thank you the vote is 5 Z thank you Dr Zuniga item number seven consider approval to enter into agreement with DLR group in response to RFP number 2020-2021 P2 architecture services for assessment of the Granada transition Center and recommendations for facility enhancement or replacement move to approve moved by Mrs Morgan
238is there a second second seconded by Mr Padia Dr Zuniga if you'll take a roll call vote starting with Mr Padia a question really quick go ahead yeah this is the Granada Center for our special education students that is correct these are our transitional students that are currently housed at the konata center okay I'm sorry what item are we on again regular agenda item seven may I uh make a comment here this is an uh for assessment of what uh the Granada Center transition the grada Granada transition Center uh uh can be upgraded to uh either at the existing site or at other this other other school sites or maybe even using uh the Ros me uh Adult Center so just an assessment thank you Mr Alor Mr P did that answer your question no
239not really it confused me even more so are we looking to replace some of those uh uh uh buildings the prefabricated buildings that we have there because I know in the past that's been a concern uh in terms of of uh having special education students there um is this to bring in like new construction or prefabricated buildings or SE train type buildings that we convert into classrooms Mr Mr Al you can elaborate out that I just wanted to clarify that currently there are trailers that are there now that have uh been moved there and we actually recently added more and we have a few concerns number one is access to classroom to offices making sure that we have all requirements met through Ada under these conditions that we have for our students uh that are
240vulnerable related to any health conditions physical conditions that we have and are transitioning into the center so the assessment is to analyze whether the facility could be built there if we were to do any type of you know groundup or modular whatever the uh the district moves forward with or whether the assessment would provide a better opportunity to house it at a different location such as another Comprehensive High School such as the Rose Meat Center which is currently being leased for p with Pasadena City College so there's several options that we have uh because it's not a large facility but it's an important facility to provide services to our our students who transition from high school into adult so they are still counted for our students related to four years after high school hopefully that
241helps okay so the assessment will look into all the possibilities that this board can select in terms of moving forward so one of those things for classrooms for special education students can be they will look at all of the the different uh styles that we have whether it's to bring in more of those buildings or to build a new structure rure or to do the modular or to do the uh the uh um the shipping containers correct that's correct or whether it's feasible to to build it there act current site okay got it so I I didn't understand the the word is assessment right that is correct got it okay thank you that's all for me okay thank you Mr Padia uh any further discussion on this item okay hearing none the item has been
242moved and seconded Dr Zuniga if you'll take a roll call Vote Yes we have Mr Padia I Mr Diaz i m Mr I M Morgan I Mr Bones I vot is 5 Z thank you item number eight consider approval to enter into agreement with LPA Incorporation ated in response to RFP number 2020-2021 P3 architecture Services Mount View High School modernization project I move to approve this uh item is there a second second seconded by Mrs Morgan any discussion hearing none Dr Zuniga if you could take a roll call Vote Yes Mr Padia hi Mr Diaz hi Mr s I miss Morgan I Mr bionz I vot five zero thank you item number nine consider approval to ratify agreement with mtgl Incorporated to provide DSA lab of record services for the Community Education Center project is
243there a motion to approve this item move to approve moved by Mrs Morgan is there a second second seconded by Mr cedo Mr Dr Zuniga if you'll take a roll call vote thank you Mr Pia just a question talk a little bit about that what do you mean record Services what what does that mean okay Mr elitar would you like to respond or m m al believe you're still on yes uh it's Inspection Services uh required in DSA inspection services for uh certain uh certain uh part of the projects uh what is the wall uh uh the wall interior walls as well as the fence the outside fence just really quickly I always get this confused the Community Education Center is that the uh behind schol or is this on Fernando Le Desma the the
244program we have all the way uh to the west of the campus this is at the current uh District front front store oh in in front of our building that is correct what you're referring to is a CDS is a parking lot that's got it thank you I was I was envisioning the back of a Royal High School in that program so thank you for clarification I apologize thank you Mr Padia any further discussion or questions on this item hearing n okay Dr ziga if you'll take a roll call vote thank you Mr Padia hi Mr Diz hi Mr I miss Morgan I Mr bionis i v is 5 Z thank you item number 10 discussion on fencing options for Community Education Center Dr Zuniga if you'd like to give a a brief on this
245yes thank you again President bionis we also have brought forward to you an opportunity to discuss further the options that we have for the Community Education Center this is relevant to what we just discussed right now as construction is currently happening uh architect for education has been leading uh is the leading architect and designer of that project we've had some conversation with them related to the fencing that we have discussed previously when we did a a board presentation um the existing plan plans were to provide a 6ot fence around the perimeter uh in front of the actual building itself to provide students with an opportunity to be out Outdoors study do some work while they're uh continuing their education and visiting here at at the Community Education Center uh this is something that it's not
246a large project but it it it was part of the plan to have a fence designed to have a separation between the sidewalk and the busy Valley Boulevard Street with the actual which we call is a school in motion a community center that kids would come and go uh depending on their time that they will have with their teachers here uh while we have uh school hours and we had some feedback from the board some conversation were that the fence may have been uh too high uh may have been a road block or kind of a distraction or just uninviting uh for the public to see uh keep in mind that the actual design is not like a chain link fence it's not like a solid wall it is a a framing that allows some
247openings within the actual design of the fencing uh very very architectural very nice designed and would provide also the namage as far as the school or the Community Education Center logo District logo as part as the name as well on the actual fencing um our first priority is students and safety and that's why we felt that it was important that there was a a perimeter or some type of separation between busy Valley Boulevard and actual uh students while they're outside during school hours and uh we've had some discussions from what I recall about downsizing that fencing uh examples such as what's what the looks as Cafe such as Starbucks Etc so we had a discussion with a4e because they're waiting for a decision so we they can start the construction of the fencing that's the
248only delay at this point and uh we provided a recommendation for a four 4 foot fence a design for that and how that would look like which I have provided to the board I believe um it's it's actually included in the attachment there so the board has the options to move forward with plans as having the six foot as originally planned or moving it to a reduction of a 4 foot plan so much of the same design um I also have heard some comments about not having off fence at all so this is opportunity for you to discuss given the information um we are still inquiring about what type of uh Furniture would be provided uh to ensure that the furniture is secured or or is it something that would be mobile that we would
249have to uh bring in and bring out every day or obviously secure it overnight thank you Dr Zuniga at this time I'll open up the floor to for discussion or comments from my colleagues Mrs Morgan you can begin thank you uh president prion is because I know um as you know I've been pretty vocal about um where I stand what what my preference would be and so I am going to plead to my my colleagues on the board um in regards to uh the recommendation of the six-foot um I I saw the drawings and I really felt that that was very helpful as well and I think it actually supported my my initial thoughts um the the Community Education Center is an extension of our other schools and so we have fencing um for security
250all around our other schools and I I feel that this one is no different um we need to ensure that our kids are safe at all times and I feel that the uh the fencing is very nice it's very aesthetically pleasing to the eyes um the forefoot based on the drawings that were provided and um you know having some actual pictures of people right in front the forefoot I feel like it anybody could could jump over it very easily um I know that at one point somebody had mentioned that you know at some of our K six schools you know there was a before there used to be like the uh three and a half 4 foot little uh brick walls I used to jump that all the time at lagore you know when we
251wanted to play on a Saturday on the swing set so honestly I just feel like 4 foot is too short um I'm thinking about our staff that would have to um every day if we have issues with people jumping in um I am very sensitive to the needs of our community and regards to our homeless um uh residents you know in our community and um but at the same time here with this uh we need to make sure that our schools are safe and this school being the one I think that it would be easily able to be jumped into slept in um restrooms obviously I mean they have to use the restroom in in in the middle of the night um they may defecate um urinate on the on the campus and so I
252think these are just all things that we really need to think about um and as a mom honestly I will just say that I want to make sure that our kids are safe at all times if it was one of my kids and they chose to go to that school uh I would prefer that there' be a six-foot fencing around so that they can sit outside and enjoy um if it was a cafe had we decided we were going to create a a District cafe then that 4-ot fencing would have been perfect um but that's not the case we are creating a school uh an extension and that's that's my perspective guys I'm I'm humbly asking that you please remember that our um kids the safety of our students is one of our top priorities
253and so I'm asking that we consider that thank you Mrs Morgan um Mr Diaz do you have any comments or questions on this item yeah no I just want to thank uh Mrs Morgan for her candidness and response to the fencing options I know that one of the initial concerns was you know us putting up additional fencing and you know given National politics of building fences and not welcoming people that we really wanted to make sure that there was a a design that still felt welcoming and warm while providing some additional safety measures and so I think that's accomplished here in the design options that are that are included decorative fencing looks really nice I like that there's still Windows as long as we don't put up coverings restricting people looking outside because I think
254it's important to be able to look outside um and I do share the concerns uh that Mrs Morgan does you know having walked up and down and biked up and down Valley uh quite a bit you know there if we are going to be putting students out there I think the six foot fence uh is a better fit in this scenario thank you Mr Diaz Mr Padia yeah I just wanted to say that you know as a Latino um I I really have a problem with walls and barriers and I'm more into like Bridges and stuff like that uh and it does kind of strike a a a chord with me um but the police department is uh is right next door so um I would like to ask Dr Zuniga Dr Zuniga you have
255the courts right across the street you have the police department there what what are some things that you guys have dealt with in the years that you've been superintendent there at the district building and I say that because um uh I know stuff does happen and there's stuff that you guys have dealt with what are some of those things that uh and I know we've talked about the safety of our switchboard operator uh Carmen and Lupe uh what are some things that we tend to deal with that school district uh with people uh walking on Valley that's a great question Mr Padia a lot of concerns around the traffic that has uh that we've seen throughout the years being on Valley Boulevard um as you know that our parking lot has access uh through the
256pathway to Valley Boulevard so it's a clear path for individuals that may not be visiting the district to come on through the passage the Breezeway and either into our facility just to use the restroom or also be there with no business um overnight we've had some concerns uh with breakage of lights that are currently uh exist in the front of the property where this building would or this fencing would be around uh for folks to be overnight and and wake up and be there still they have broken nightlights that shine and uh we found them that we've had to replace the glass because they've been broken several times U so those are the some of the things that we've experienced uh through overnight but our safety is probably the utmost important for us uh our
257students obviously but with the employees um this is a very busy street I wouldn't say a dangerous street because as you mentioned the a police department is right next door they're there in an instant when necessary uh the brings a lot of visitors and a lot of traffic to the boulevard um sometimes individuals that are not from the Elon Community but surrounding communities that don't respect uh the city itself or or the actual you know streets um so there is a lot of traffic a lot of noise that's happening on valy Boulevard throughout the school day for the evening that's more particular to any overnight we've seen homeless gathered there's a specific spots where you can be be not seen over planters that are currently there now and had um over the last couple years
258that I've been here yeah excellent excellent thank you so much Dr Zuna uh safety is my number one priority as well uh you know when I when I ran for office that was my number one uh uh PL thing on my platform so you have said more than enough things that raises concerns for me for our students so that thank you very much for that sure thank you Mr cedo sure I am not about to rock the boat and uh but I've always been in favor of that sixf foot fence so I'm good with that I like the design so I'm all for that thank you um I did have one question for staff for the new uh for the new facility there Ingress and egress um will that be folks will have to walk
259through the fence to get in to that now Courtyard area to then enter into the facility or is there a separate side entrance that they would need to come into um that's correct president sorry sorry I had a little knot there in my throat um that's correct they would have to walk through the fenced area to be able to access the storefront to the um Community Education Center uh staff would uh might be able to access it through the boardroom via the the kitchenet but public will only be able to access it through that gate and then through the um actual storefront doors there in front of the facility okay so then um regardless of which option we choose whether it's no fence three- foot or four- foot fence or the six- foot fence uh
260during operating hours that gate would be unlocked is that correct hi this is whale elar the the uh the design I'm looking at it right now it doesn't look like it's impacting the gate at all at this point in time either the four foot four feet or six feet the the gate actually uh the fence end up before the gates uh no no I don't I don't mean the gate that exists now for that long Corridor to get into the district office lobby what I'm talking about is to enter into the Community Education Center folks would have to go through the fence that we're proposing to to build um to get into the CC is that correct yes okay so then my question is in order to enter the C they would go through that
261gate so during regular business hours that gate would have to be unlocked regardless if it's a 4 foot or a six foot yes I heard yes okay um so I guess really the concerns are would mostly apply to after hours um the 4 foot fence I think is more aesthetically pleasing to me because it it it uh opens up the area and it allows uh folks who are either walking by or driving by to see activity in the facility and and know what it is um I do have a concern that the entrance into the C is not immediately clear and uh I Envision folks walking into the lobby only to be redirected out um you know not understanding where they have to go um but that being said I think that there's already a
262consensus from the board to go ahead and move forward with the six-foot fence so at this time I'll entertain a a a suggestion or a recommendation from the board uh as to which option they'd like to take Mr B I'm hearing that uh the six foot Pence is something that the board can come to an agreement with and we can move forward with the the construction of the fencing yeah that's a that's a consensus that I heard okay there there's no objection you've got your uh your direction thank you okay moving on to item number 11 sorry let me bring my window back up item number 11 consider approval of partic been agreement between the Alman Union High School District and the upper s Gabriel Valley Municipal Water District for water Filling Station pilot program
263is there motion to approve this item move to approve moved by Mr padas or second second seconded by Mr Salo any discussion just a wonderful idea I just uh I know that we did something similar at U South Alman high school if I'm not mistaken um and correct me if I'm wrong but I don't think we did it at any of our other high schools but uh am I correct or am I wrong Dr Zuna uh that's not correct we actually have these these water filling stations I believe at all schools there are some that have a little bit more because they wanted to increase the stations um this is an opportunity for a partnership with s upper s Valley to provide an additional one to Alman High School uh they had the Grant and
264they they had the school selected and we are pleased to increase more access for drinking through these uh filling stations uh this would be uh in the actual Auditorium for guests for students uh currently as you can tell that there is the there is the original ones that are there for water fountains but uh they're almost non-existent because they're not operating as we used to have them in the past so we're excited to have that but Mr FIA we do have some at all the schools at this time thank you for correcting me Dr zun I appreciate that so um with this pilot program um do are they subsidizing the uh the actual um to increase these at our schools can you repeat the last part I believe it how are we subsidizing we're going
265to increase it and I think it's a great idea is that something in partners ship or to the pilot program there's funds attached to that yeah actually there the the upper valy is paying for the entire project great that's why we have theou for that to happen and they would provide this to other schools as part of the Grant and whatever funds are available for them to move forward with it great thank you Dr Zena sure thank you Mr badia any further discussion on the item if I may make a comment Mr President go ahead Mr Morgan I just wanted to um just to personally thank the upper San Gabriel Valley Municipal Water District for providing these uh filling stations I think this um has made a huge change in our in our uh campuses
266on our campuses where the kids have been able to refill their reusable water bottles and um yeah so I'm really glad that they're going to be providing that in the auditorium I think it's a great idea and so I'm just very thankful to the part for the partnership that they are providing with us thank you Mrs Morgan uh any further comments or or questions on the item okay CNN Dr Zuniga if you'll take a roll call Vote Yes thank you Mr Padia hi Mr Diaz I Mr s i m Morgan I Mr Bones hi vot is 5 Z thank you Dr Zuna item number 12 consider approval of memorandum of understanding with University of California Irvine to support the preparation of teachers to implement an intervention summer math course move to approve moved by Mrs
267Morgan is there a second second with the question second did by Mr Padia discussion go ahead yeah um I know that this is a program that we're approving or or um Anu that we're uh approving but uh it's an intervention summer math course is that with with the whole covid-19 and everything that's been going on um it is that something that we will still do I caned you can respond to that okay go ahead yeah we've been work with um yeah it's going to be online it'll be distance learning and it's GNA up to 30 teachers and it's a professional development opportunity for our staff to help to close the gap in mathematic instruction Mr just to add to that the original plan was to implement it this spring into summer because of the covid-19
268situation we pulled the item last month to extend the time period for allowing our teachers to have the opportunity to do this within the school year so this would take us another school year and ex extend the actual timeline for this to be completed yeah thank you for the explanation Dr Zuna and Mr Larry Cecil okay thank you Mr Bia staff any other questions or discussion on the item see none the item has been moved by Mrs Morgan seconded by Mr Padia Dr Zuniga if you'll take a roll call vote yeah thank you Mr Padia I Mr Diaz I Mr s i Miss Morgan I Mr Bones hi vot is 5 Z thank you Dr Zuniga item number 13 consider approval of resolution number 34-19 sl20 for National teacher appreciation week and California day of
269the teacher I'd like to move to approve this item is there a second second seconded by we'll go with Mr Padia any discussion on this item okay um before we take the roll call vote I do want to make a comment um stated earlier regarding the uh our staff our faculty um right now during the distance learning due to covid-19 um you know resolution it's uh it's it's not just a token item that we approve without any thought or consideration this is uh you know we we place these items on the agenda as either staff or board members because it's something that we want to bring attention to and that we want to acknowledge and I think um every single individual in our school district every parent you know every member of the community really
270throughout the state understands very well now what it is that teachers do day in and day out and they deserve as much appreciation as they can be given as much recognition as they can be given and without committing myself or my colleagues or the board you know frankly as much compensation as can be afforded to them because what they do is immeasurable and you know it's not something that we've ever taken for granted and it's most def something that we do not take for granted now the work that they continue to do the input that I received from community members both from our school district about the positives that our teachers have been doing the great work that they've been doing as well as hearing from uh friends and family who have students in other
271districts and the challenges that they faced compared to our school tells me a lot about the the caliber of employee that we have here in the Alman Union High School District so with that being said Dr zun you'll take a roll call vote yeah thank you Mr Padia hi Mr Diaz iel hi M Morgan hi Mr bionis I and the vot is 5 Z thank you item number 14 consider approval of resolution number 35-1 1920 for classified school employee week I'd like to move to approve this item is there a second second seconded by Mr Pia any discussion seeing none uh I would like to offer a commentary again uh for our classified employees uh as I shared earlier I've had the opportunity to be on the campuses during our meal distribution and I've seen
272what our employees are committed to doing they're there to support our students and as Dr Zuniga shared earlier you know some of those employees uh show up to work at you know 5: in the morning to prepare meals 4:30 in the in the morning uh to get uh those meal lines ready and then they're out there from 9:00 a.m. until noon at a Royo Alman and South Alman High School um and it's not just our nutrition uh Department employees it's classified employees from throughout the campuses who uh have taken up additional assignments or volunteered to provide that service and I had the opportunity to work with the with a few of them over the last month uh when I volunteered at some of our sites I got to speak to them and and hear what
273it is that they see in the community and some of the difficulties that they're going through as individuals so I'd like to thank them immensely again from the bottom of my heart every recognition every Accolade is truly deserved um thank you so much so Dr Zuniga if you'll take a roll call Vote Yes thank you Mr Pia hi Mr Diaz hi Mr F hi Miss Morgan hi Mr bionis I the vot is 5 Z thank you item number 15 consider approval of resolution number 36-19 sl20 to celebrate June as lesbian gay bisexual transgender and queer or lgbtq pride month I'd like to move to approve this item is there a second seconded by Mrs Morgan any discussion or comments on this item uh just a question yes Angel go ahead so I know last last
274year we had a little FL raising and I assume we can't have like a an event like that this year um but is it possible to still have the flag on for um pride month um on the district from where it was last year so Dr Zuniga the request is if uh we'll continue to raise the uh rainbow pride flag throughout the month of June yes president if that is our goal we we were able to purchase a flag that's durable that would allow us to raise it year in and year out hopefully it allows for a couple years of uh you know Wind And as far as plan it for the whole month I absolutely agree with that's a great recommendation and that with our plan yeah just a comment Mr Padia go ahead
275yeah just make sure you get the steel flag not the concrete one it'll last thank you Mr is that your is that your opinion or evidencebased excited Mr P I have a friend that knows a little bit about it his name's David Diaz and that's a good story thank you thank you for your comments um so at this time if there's no further discussion the item has been moved and seconded Dr Padia excuse me Dr Zuna you'll take the roll call vote I think we're getting tired here yes thank you Mr Padia hi Miss theas hi Mr Telo hi Miss Morgan hi and Mr Bones absolutely and vote is 5 Z thank you Dr Zuniga moving on to item number 16 consider approval of resolution number 37-1 1920 regarding the filing of candidate statements for

278long time uh you know many of our a large percentage of our population that we serve is Asian and Latino and I think it's important that we continue to uh to talk about the awareness because I think the mental health still has a lot of stigma attached to it particularly in the Latino community and the Asian community and so uh I'm glad to see that um uh I know that in my in my day job our assistant superintendent of Educational Services Mrs uh Virginia Castro shared with us h a calendar of simple things that people can do just to take care of themselves just some self care I know that for example uh the calendar for May today for May 6 it said get moving uh move your body for 10 minutes uh and it
279just add it gets you involved and engag or being more mindful or being aware of your own uh mental health well-being and your physical well-being because I think it's all interconnected uh so I would like to share uh this document that I know Mrs Morgan received and mrito received because we work with the same district for our day jobs but I would like to see uh uh the rest of the uh my colleagues see it and share it and also forward it to you Dr Edward Zuniga so that you could share it with our principles and with District staff uh to be able to uh to take care of our ourselves and to be conscientious about it and and be uh what's word I'm looking for like pay attention to it you know what I
280mean like it is important so that's just my comment Mr President thank you Mr Pia any further comments from the rest of the board there's a major political fight okay seeing none Dr Zuniga you'll take the roll call Vote Yes Mr Pia definitely an i Mr Diaz hi Mr hi Miss Morgan I Mr bionis i v is 5 Z thank you item number 20 consider approval of resolution number 41-1 1920 for federal education funding in light of impacts associated with Co with covid-19 pandemic I'd like to move to approve this item is there a second second seconded by Mrs Morgan any discussion seeing none Dr Zuniga if you'll call for the roll call Vote Yes Mr [Music] Padia hi Mr Diaz hi Mr s hi Miss Morgan I Mr bionis I the vot is 5
281Z thank you item 21 consider approval of memorandum of understanding between the the California School Employees Association and its Alman Union High School District chapter number 11 and the Alman Union High School District concerning the district's response to the Corona virus for covid-19 pandemic like to move to approve this item is there a second second seconded by Mr Salo any discussion CNN Dr Zuni you'll call for the roll call Vote Yes Mr Padia I Mr Diaz I Mr Salo I miss Morgan I Mr bionis hi v f z thank you Dr Zuniga at this time we'll be moving on to section F board communication and Round Table uh this is an opportunity for the board of superintendent to bring forward topics or issues to be brought forward for future agenda items uh I will start
282with I was about to say on my left I will start with Mrs Morgan go ahead if you have any items or any discussion um I just want to start by saying thank you to my colleagues for uh really considering the fencing I know this was something that I just had on the back of my mind for the last couple of months as we started the discussions and so um I I really respect how everybody has different um perspectives and and looking at um the different reasons why not to have fencing I don't have fencing in the front of my house because I love for it to be open um yet in the backyard I I want to have a bit of protection so for me you know it just it depends on the situation
283and again with it being one of our schools I just felt like you know we needed to really stay focused on the Safety and Security of our students so thank you so much for um for moving that and approving the six foot making that recommendation um I wanted to just publicly thank Miss Gonzalez from a Royal High School for all of her years of service um we are going to miss her tremendously and um she has just been an inspiration she's been a sec second mom to so many people um and always on them she's been a true partner with their PTA as well um always working hand inand with them and um there's just so many different things to even um talk about so I just want to again thank you Miss Gonzalez for
284all of your years of service to our community to our school Community to our families uh let's see I want to um just wish our School nurses a Happy Nurses Week uh to our teachers thank you from the bottom of my heart and I know that I speak um on behalf of our my colleagues and I'm sure they're all going to say something uh but just for being so flexible during this time I know it's not not easy uh I know everybody coming from different um ways of teaching and teaching uh online might not be the strongest point that that some of our teachers might have but I want to thank you for working um so diligently to make sure that our kids are still receiving the instruction that that they deserve and so thank
285you for your commitment to our our community to our classified staff that this month will also be uh having celebrating our our appreciation classified Appreciation Week um again thank you so much for all of the work that you have always done um but during this month as we continue with this pandemic I especially want to give an extra shout out um to all the hard work that all of you are doing and again also being so flexible to ensure that the services being provided to our students so thank you um for the stuff that are truly being on the front lines again um thank you for putting yourself um out there and for again just keeping our kids and our family's needs um ahead of your own putting them ahead of your own so thank
286you so much for that uh I also wanted to thank um the city of Alman and I know that Mr that Dr Zuniga had thanked the city for the partnership in the superintendent uh reports so thank you so much Dr Zuniga for having that and I also wanted to just say thank you um I know that have also been working really hard uh and partnering with our school districts in providing extra meals for families that have extra needs um so I know that they've been working on that um I know that when we first went into this pandemic they were working very hard to try and also support us and help to provide with some um devices and Technology needs um I I know that perhaps it couldn't work out at this point but I
287do want to acknowledge the work work that they did and um and putting forth all of that time and effort to really uh work on behalf of our students as well so I did want to thank you for that um let's see I apologize I'm looking over my notes I think that is it um other than that I think uh Dr zi gu look forward to our departments working together uh to start thinking about what next school year could possibly look like um I know that based on recommendations that we've heard from the governor as well as from our Leo superintendent um it's going to be tricky and I think that uh really considering all options when those decisions will be made I feel very comfortable um knowing that our kids needs are always going
288to be the top priority so um thank you so much and I look forward to you know listening to those ideas and just to my colleagues um again thank you so much for all the work and Direction and support that you provide the district um I hope you're all staying safe um I'm glad to see each and every one of you actually um being able to see your faces I know uh there are moments when we go off the camera but um I've enjoyed seeing the faces it's been while and so to see you all well um I think that's really important and just to Echo what uh Mr Padia had mentioned as far as mental health um that is just especially in this time right now um really being conscientious of uh keeping connected
289to some of our colleagues as well as to our neighbors and family members that we haven't been able to see just checking in with them and just making sure that everybody's okay so stay safe everybody thank you thank you Mrs Morgan Mr celo no comments tonight thank you Mr celo uh Mr Diaz yeah thank you president be honest I just want to Echo the sentiments of my colleague Mrs Morgan thank you to all the staff and the Frontline workers for all your hard work during this time Dr Zuniga I know that it's an incredibly challenging time going through a global pandemic trying to manage the education at the local level um so kudos to you and your team for managing I think we are encouraged and challenged to overc communicate a little bit a little
290bit more um during this time um by the different unions but I don't think that's necessarily A Bad Thing overcommunication during this time good thing uh the one thing that I am curious to learn more about is uh testing so in particular testing for staff for students for parents I know that there are select county sites available throughout LA County but moving forward you know it's going to be very important that in addition of to the physical distancing we need to abide by the protect personal protective equipment we also need to ensure that people have access to testing and so I think that's a conversation for us to have later maybe after you explored some options I know that there's two different time types of testing the diagnostic and antibody testing currently the diagnostic testing
291is that singular point where it's able to tell you if you currently have covid the other uh anti body testing can tell you whether you've had covid or experienced it but we do know that no one's immune to covid regardless of whether you've had it or you have it currently um you can still be susceptible to it in the future so I'm interested to learn more like what school district can do to provide testing or serve as a resource for families to get uh tested if they have Corona virus on an ongoing basis that's all thank you thank you Mr Diaz Mr Padilla yes I have several several items I I'd like to talk about uh the first one is I'm just going to start congratulating uh the graduating class of 2020 I think uh
292that these kids need to hear it uh every time that we can this year because it is very unfortunate that they're going to get to miss out on you know the senior Banquets the the the graduations the prom just everything that comes with being a senior and uh I know that right now this probably uh doesn't mean anything to them in terms of that they're living history right now and that one day when they grow up and they look in the books there will be a chapter or several chapters on on covid-19 and they'll be able to talk to you know their children and talk about how uh not only are they reading it in the books but that they lived it I heard a story recently that said you know when at our age
293our parents told us a story about when they had to walk you know 50,000 miles or you know in the snow with no shoes and we hear that I think the covid-19 will be that story for the seniors uh today so uh I just feel so bad with them and and I know that we're working really hard to try to do some activities for them that uh it will make it a special time to be class of 2020 also uh good to channel 7 I don't know if the rest of you guys have seen But Channel 7 has this uh uh where thing where you can email them and I actually have seen some of our students from roseme high school and South delman High School senior portraits come out on there uh and it's
294called celebrating uh class of 2020 and it was pretty cool seeing some of our kids with their picture and their senior a portrait with their name on it so I thought that was a awesome that channel 7 is uh celebrating our kids in our class of 20120 uh to miss G to Mrs Miss Angelita Gonzalez she truly has has been an an an Angelita to a Royal High School and to all the schools that she was at I had the privilege of meeting Miss Angelita Gonzalez when I was a a student at rose beat High School back in uh uh 1991 that was the year I graduated and I exper experienced a traumatic event back when I was a Youngster and she was there uh to comfort me and tell me that everything was going
295to be okay and I remember crying and uh you don't forget those kinds of things I'm 47 years old and I can still remember the day that she and Mrs adami uh uh took care of me and comforted me with my with my situation where I thought it was the end of the world and uh they saw me through that so thank you Miss G for your 35 years of service uh just know that uh you have done your part in making this world a better place and I I will miss uh the students calling you out and saying hey Miss G I thought that that's awesome that you're kids talk to you like that and a lot of respect from the Royal students uh you will be missed Miss G but please know that
296we will have an open door for you anytime you want here in the Alman Union High School District thank you for your years of service uh Miss G uh the next thing is I'd like to thank all of our teachers for their amazing work with virtual learning education has been turned upside down and uh um you know just I cannot thank the teachers enough for what they've done to keep our students engaged and to keep them uh connected to uh the new way of doing education thank you uh uh with this pandemic thank you Elman Union High School District Educators I think we as board members uh uh have a new respect for you uh and also our parents I know that sometimes funny memes would come out and I remember the first week that
297we started doing home the homeschooling with virtual learning I remember one specific meme that said first week of online learning we've had two suspended students and one teacher fired for drinking on the job being the parent and I I thought that was so funny because I I think they got a feel of what you guys deal with day in and day out uh Elman uh Educators also thank you to the cafeteria workers to the campus supervisors and to csca the grab and go numbers that Dr Zuna quoted earlier today uh it's just amazing on what we can do and uh food is important I'm all about curriculum and instruction but before that more importantly is uh putting food on the table for their kids and this grab and gold program has shown that uh there
298is that disparity and I'm glad that we offer these types of programs and that we're working in collaboration with the rosem meat School District the Elman School District the uh Mount View School District uh I think it's just great that our families come and get this food because there is a need and like Mr Diaz said this pandemic has really shown uh to the world and to our country the disparity and the disproportionality that that that exists whether it's in education whether it's in healthcare uh Mr Diaz talks about you know covid-19 uh testing uh I wish we had some of that testing that some of these other communities that are more fluent um are able to get in one City in one particular City the residents were uh they were affluent enough to pay
299a specific uh medical uh facility to come in and test the entire um uh City and I wish that uh my city here had the capability of doing that with not just for people that have pre-existing conditions and and and Frontline workers which I think absolutely they should come first but I think for regular folks that have no pre-existing conditions we too want to know have we been exposed uh have we created antibodies or just knowing that you don't have the virus so thank you uh uh to all those CSC employees also to all the principles and the assistant principles for continuing to meet I know s Sao is a principal as well and uh I know that in my day job they meet all the time and I'm glad uh to know that we're
300doing the same here and that they're always putting in some long hours and are always worried about the welfare of our students so thank you to them and to their supporting past uh uh at the site and uh number uh five on my list uh congratulations to all of the recipients of these great scholarships and I have to point out two specific students that come from petero school one of the schools that I work in in my day job and one of those students is a Dana H who got accepted into MIT and to San alv also from petero school who was accepted to Stanford those are great examples for our kids and I sent the picture uh of those kids and the the senior Spotlight I sent a copy of that and I sent
301a copy of the uh Mid Valley news that featured both of those students from poto uh to the current principal at poto uh Mrs line Torres who's been in education for many years her mother was a longtime board member Miss Espinosa in the mount us school district and when I shared that news with Mrs Torres about two students coming from well a school a school that has a very high percent percentage of uh English language learner a huge percentage of students on free and reduced lunch uh that just brings great pride to me and it goes to show you that the ZIP code where you start off will not determine where you will end and if these students that come from a school that has such an atrisk population it just goes to show us
302that are the policy makers in a school district that if the if you create the right conditions if you create the positive mental health and the supportive teachers that uh are there on a campus amazing things can happen these kids not only have 4.0 GPA these kids have like 4.47 and 4.39 it's just incredible and it tells us and I want to remind all of us that if we create the right environment and the right conditions and the right support put in place anything is possible and these two kids are living proof of that so for my day job kudos to all those teachers from petero school and I know that the principal is going to share that uh because during this time we need any every glimpse of Hope and positive news that we
303can get and I know that this will raise the spirits of those teachers and that staff at petero school um again uh Dr zun I will forward you the the self-care for the main mental health if you don't get it please let me know but I would like for you to share it with our principals and administrators and your uh staff there at the school district um also uh Mrs Morgan talked about this uh congratulations today is National Nurses Day and we can't thank nurses enough I think after this covid-19 it should be National Nurses Day every day because what those nurses have done uh whether it's in our school district which they do it 180 days out of the year uh and they're doing it now virtually uh just our hat goes off to
304them of amazing amazing people all over the country so uh I wish them nothing but the best on this their day and um I'm reading through my notes uh Mrs Maas thank you for everything uh Mr elar Mr iara and Mr Cecil just thank you for always providing those great uh Friday memos I can tell you that there's some districts uh uh some board members that don't get those and so I am thankful that I continue to get these board uh these Ms from you as if school is in session it keeps me very informed I want to be very informed so many of times when Dr Zuniga calls me uh I have questions but I'm sure it would be even more if I didn't receive all those reports from you uh to Mr alatar
305thank you for passing that uh the resolution that we had about essential work essential work during the covid-19 I think that's very proactive on your part and uh I'm glad that you're uh part of our staff and so lastly I just want to say and I stole this from the uh Governor Nome several weeks back and it's just to remind all of us that we might all be different parts but we are all one body and uh I truly uh believe that that we all have uh something uh to share whether it's to do the uh the Food Services or the curriculum or the policy or all those meetings that poor Dr Zuniga has has have to engage in whether it's through Zoom with Leo or or his neighbors his colleagues from neighboring school districts
306thank you Dr Zuniga I cannot thank you enough for your leadership and you know that there's times where I'm publicly uh uh not your strongest Advocate but you know that I'm also fair and that I must give credit where credit is due and I thank you for your leadership during this very difficult time and yes there are times where you have to make decisions and you have to give direction and give a directive for us to follow and uh it's not always gonna be right but we we have to go we're all in this together so thank you everybody for all your parts and again we're one body Elman Union High School District thank you thank you Mr Padia uh Dr Zi go go ahead if you have any items uh and then I will
307end this particular Round Table yeah thank you Brion I mentioned a lot in my round in my uh communication to you and um I think having that experience going through this learning process has just uh has we we've all grown we've all been challenged but we've also will change on how how we see how we plan uh what we need to do so you know having done that and having those opportunities I think our are fantastic uh leaders on our campuses and here at the district office we'll continue to move forward continue to uh learn and I think every week we get better at what we're doing it's becoming a routine we had to kind of like when you start learning to walk developing a normal routine and that's where we're at that's the simplest
308way I can Define what we're experienced here as a leadership team but I also know that everyone is dealing with the same manner our our homes are having to adjust as as well as you know our teacher environments too so we're all on the same boat as Bishop Pia mentioned so I'm thank you for expressing that um I did fail to include our partners of the community too to thank them but whenever we needed something there there was somebody that stepped up and provided maths were provided by organizations I've never heard of because they wanted to help in any way so what I've learned also from these times is that it does bring kindness to folks that we're all humans we're all dealing with it and we are helping each other so kudos to um
309hoop life who donated mask kudos to one of the other organizations that I I'm sorry that I can't think of the top of my head for also providing mask too and those are through Partnerships that we had uh through various Community groups and uh a big shout out to Almani city of Alman for also just jumping in and say what do you need our police department has also assisted to uh not to uh say anything about the other cities but they've also contacted and said how can we help what can we do to support the schools in our area including the city of rosme city of South Alman that have also been there to advocate for the needs of schools um and also the chamber Alman South Alman chamber we've had folks show up every
310day to pass out meals from the chamber at a royal high school so it's a collective effort uh we're going to get through this and I'm just very optimistic that uh we can move forward in a positive direction so thank you for allowing me some time to just kind of reiterate what I said earlier thank you Dr Zuniga excuse me um I just have a couple items one of uh the items Dr zun already touched on I wanted to thank all of the organizations including the city of Alman who has been um very helpful during this uh pandemic situation working in collaboration with our partner school districts Our Savior Center as well as the County of Los Angeles to offer additional uh meals to our our families and our community um Dr mentioned hoop life
311who donated uh some uh personal protective equipment I also wanted to thank the Roy Zoo Foundation who donated uh some masks uh to the school district uh and uh I want to personally thank and recognize uh board member Cindy woo with the Mount View School District who facilitated this donation um the other thing I wanted to bring up this came up earlier today I received a request so for those of you who are aware of um one of the governor's initiatives Governor New Nome um one of his initiatives during the pandemic is uh what's called project room key it's an initiative to house individuals who are unsheltered who are experiencing homelessness who are at high risk of uh being infected with covid-19 so these are individuals who are unhoused who are either over 65 years
312old or um have underlying health conditions that put put them at greater risk for becoming ill uh with covid-19 so as part of this initiative the state through the County of Los Angeles um the homeless init the homeless initiative has leased hotels and motels throughout LA county in order to provide um housing for these individuals as we're all aware we have a stay-at-home order and uh that's really difficult when you're unhoused if you have no home to go home to and you're at high risk then it's almost inevitable that you will become infected and become ill and possibly uh die as part of this initiative the the county has been leasing uh hotels uh in various parts of the county including here in the city of Alman uh the city council has been very supportive
313um of the property and uh having it here um there was an announcement last week that the state had entered into a master lease agreement with Motel 6 their corporate and entity to lease I believe it was 47 properties throughout 19 counties in in in the State uh some of those properties are here in uh in some of the cities that we serve um I don't know exactly which properties where they're at and uh a lot of the information doesn't get shared because we don't want to um uh broadcast it information because these are not walkup sites you have to be placed there through a service provider or through a health provider so what I would like to do is to ask my colleagues if I could get a a consensus from you to have
314Dr Zuniga submit a letter on behalf of the district to um the city of Alman and the cities of uh rosem and South Alman supporting project room key um as well as make it available to the County of Los Angeles who will then forward it on to Governor Nome um uh supporting the project uh showing that we appreciate the efforts that the governor is taking and the efforts that the uh local councils are taking and supporting uh these projects yeah Mr bis I'm 100% supportive of that okay thank you Mr Diaz Mr Padia yes I think that's a great a great thing uh pres prus uh you know I just wish that more more school districts and more cities would jump on board because uh I think that the more facilities that we have the
315uh the more that we can that we can offer we can spread the population to be able to be housed rather than putting them all in one location I think the more people that jump on board the better it is for everybody for you for me for the unhal families I think it's a great idea the more the marri thank you Mr Pia Mr celo yeah I'm in favor of it thank you and Mrs Morgan yeah my support thank you okay Dr Zuniga I will forward you the email that I received um I believe there's a template attached that you can fill in the blanks and then format on our letterhead uh I'll connect with you after thank you okay and then the last item I wanted to touch on is uh I just wanted
316to thank everyone again um I know today was a long meeting we did have a lot of agenda items um and I want to thank our staff who's been here with us and and the presenters from LPA um the uh the final thought that I have is this is a incredibly difficult time for all of us and it's not going to get any easier in the short term and potentially even in the long term uh I've been trying to stay a breast of what's going on with the budget here in the state as best as I can and I've seen some estimates that make the Great Recession pale in comparison and I don't want to be the um you know the the bear of bad news at any time um or a dead Downer but
317we have to be realistic and we have to prepare for what's coming you know that Title Wave of cuts um it's going to be difficult and I want to make sure that everyone has that in the Forefront of their minds uh so that every decision that we that we take every every uh act that we that we take it's under the the guise of you know how is this going to impact us later on down the road um and the the short to to moderate time frame I know we're in a good position because we had healthy reserves uh but when the governor's May revision comes out later this month we'll have a better sense of what the the state budget is going to look like for 2020 2021 um I had already shared with
318Dr Zuniga last month that Governor Nome had already had already shared in one of his midday briefings that the uh January budget proposal was no longer uh an option those numbers do no longer exist um he has shared with uh with State departments that any uh program funding that they were considering to submit uh they should just stop and they should start looking at where Cuts can happen uh more locally with the county um we've already been told uh that each department and there's 31 departments excluding the Board of Supervisors at the county level should look at anywhere between 10 to 20% in Cuts in the immediate uh uh cycle we've been told that uh for this fiscal year uh there's already a deficit of a billion dollars with the B uh for 2020 21
319uh we're looking at an additional deficit of a billion dollars um and then further down the road simply because there's going to be a loss of um tax receipts money is not being generated uh folks aren't going out and and you know buying things um it's going to be a huge impact and I want everyone to be prepared because it's not a decision that we're going to take lightly and it's not a decision that we get to make simply because you know it's what we want to do um unfortunately this isn't uh it's not going to be a time for for political gamesmanship it's going to be a time to you know for a reckoning because it's just not going to be uh you know pick and choose what what can be deleted from you
320know what line item can be deleted we're going to have to look very deep into not only as as a local Education Agency but you know as community members um what is it that is not going to be feasible um in the short term for savings um but also in the long term just simply for survival so with that um we'll move on to close session um Madame legal counsel if you're on if you could read us into close session Mr bionis yes sir Mr Padia can I just make one one final comment um yes keep it brief please yes it'll be brief I I know yes we're going to be facing the the economic uh issues but I don't want to end on a on a on a down note uh on a on
321a bright on the bright side something positive that I think we just need to look for positive things all over um I would just like to thank U assembly member Blanca Rubio and Senator Susan Rubio as they each donated $4,000 and made a contribution U uh to ensure that the uh state champions uh football champions at Alman High School get the ring and I know that Mrs Torres and Dr Zuniga they're all working on that and uh um again I just want to end on a on a positive note that uh both the senator and the assembly have done that and at the end there's there's no politics here it's all about ensuring their kids get uh you know the two rings that uh that they were promised by uh by their coach and I
322know that Dr Zuniga uh and Mrs Tores are both going to ensure that those kids uh get those Rings before the year's over and I know that that's quick approaching I'm not sure if uh that has already happened and they got the second ring uh Dr Zuniga have they Mr PR I have not heard any news about a second ring I can provide you to an update in your Friday memo uh I do I do not have any new information whatsoever withing the ring or when the Rings would arrive or when they would be delivered to students but it's a question that I can ask and get an update from the sites and from the vendor yes yes absolutely because I remember that uh Longo Toyota donated $5,000 for that second ring and then the
323assembly uh donated four assembly member Rubio donated 4,000 and Senator Rubio uh contributed an additional 4,000 so that's you know and then uh when we were there at the event that elone High School uh there were different community members that came forward and uh they raised the uh uh a thousand so altogether it was my understanding from Elman high school that that was enough for the kids to get their second ring so yeah I would like to get a a report on that on the Friday memo and I also wanted to ask if it was possible to do a certificate for uh for Longo Toyota I'm not sure if we did anything for them Dr Zuna like a certificate from board as of today I don't believe we have done a certificate for the for
324the actual donation okay all right okay so I'm happy to I'm happy to Longo great contribution to students for their Rings okay thank you Dr Zuniga thank you Mr Padia uh at this time Madam legal counsel if you're there if you could read us into close session yes thank you regular agenda close session items are pursuing to item a government code section 54957 B1 Public Employee employment principal of a Royal High School Item B government code section 54957 B1 Public Employee employment principal of Elman rosme Adult School item C government code section 54957 B1 Public Employee employment assistant superintendent of human resources and item D government code section 54957.6 labor negotiations with emua are there any public comments thank you thank you I don't believe there are any public comments for any of the close
