Thank you. We're going to begin our agenda today with a lot of exciting thing. Uh, first I'd like to uh invite uh Assistant Superintendent Lisa Schwart uh of elementary education and Stephanie Heflin, assistant superintendent of secondary to present a
spelling bees winner. [applause] Good evening, Vice President Wyn, members of the board, Dr. MafI staff and community members. We were so excited to this year to host our 38th annual spelling bee. I am here to [clears throat] recognize this year's fourth through sixth grade champion who spelled down 43 other elementary site winners. Sixth grader Sophia Hua from Hill Elementary. [applause] When asked what she liked about spelling, Sophia said spelling comes easy to her, but the spelling bee was exciting and challenging. Sophia's brother helped her study for the spelling bee several times a week, as well as her friends. In her downtime, Sophia likes to read, play volleyball, go to the movies, and visit bookstores. Although she loves reading, her favorite subject is actually math. Sophia's teacher shared that she is a wonderful student who is
kind and respectful. She participates fully in class discussions and brings a wealth of knowledge to the table. She is a scholar who works hard, is prepared, and has a big heart for her peers. Sophia's winning spelling words, which she will remember for the rest of her life, was plagiarize, which we know she would never do. >> [laughter] >> Sophia is joined today by her mother, her father, her brother, her teacher, Mr. Signor, his her assistant principal, Miss Hughes, and her principal, Mrs. Thompson. Congratulations to our spell be champion, Sophia Hua, who we are very proud of. [applause] >> At this time, I'd like to invite our assistant superintendent of secondary, Dr. Stephanie Hefllin for a secondary spelling bee winner and then we'll take pictures with the board right here. >> All right. And I get
the pleasure of introducing to you our intermediate spelling be champion. If you were at the intermediate spelling bee, you know the final round was incredibly exciting. We're celebrating our winner tonight, Meno, an eighth grader from Jordan Intermediate who placed first in our 38th annual spelling bee. [applause] He is joined this evening by his parents, Jordan principal Mr. Clark and Jordan teacher and spelling bee coach Miss Andrina Hong. [applause] Men competed against 39 students from across all 10 of our intermediate GGUSD schools and men secured the championship by correctly spelling the word akidna. Men, would you like to do the honors? [laughter] >> Akidna. E C H I D N A. Akidna. [applause] >> Akidna. If you didn't know, that is a spiny egg laying mammal who [laughter] that is indigenous to native Australia and New
Guinea. So that's the aenda. There's your lesson for today. I would also be remiss to not mention that this victory marks the third consecutive year that a student from Jordan Intermediate has won the district B. As you can see the pride beaming off of Mr. Clark. There it is. Three repeat men went on to represent our district at the county level this past Saturday where he placed 10th out of 32 competitors which is an impressive accomplishment. >> [applause and cheering] >> Yes, Min began his GGUSD journey at Mitchell Elementary in the third grade. He has a particular talent for geometry, descri describing it as simple, though I suspect the rest of us might need a little bit more convincing of that, at least me. Um, in preparation for the district spelling bee, men dedicated his
lunch times to practicing with his coach, Miss Hong, which I do want to note to note that she is homegrown, having attended Simmons, Fitz, and Los Amigos as well. And Min's dedication to his spelling practice demonstrated a strong work ethic and commitment to excellence. Beyond academics, Min is actively involved in campus life through VSA, ASB, the culinary club, and academic pentathlon, consistently modeling GGUSD's goal to personal skills through his motivation to serve and lead. When Minn is not excelling in class or supporting his school community, he enjoys noodles and fried dishes, crocheting, spending time with friends, and exploring new foods to try. The Jaguar legacy is strong. [laughter] Congratulations, men. We are so very proud of your accomplishments. [applause] So, at this time, we would love to get pictures with the board. >> Yes. All
right, why don't you go ahead? the proud principal repeat. One, two, three. [applause] Ready? Everybody here, two [applause] So if anyone want to visit the spelling be farm at Jordan, let us know. [laughter] So now it's time we take the little recess. So >> or employee of the month. Should we do >> Oh, I'm sorry. I'm sorry. I'm sorry. I got too much fun. So all right. Um yes uh next uh presentation is um I like to ask uh assistant superintendent Jason Bvawa uh on personal service to present employees of the month. >> Good evening uh vice president Wyn board of education trustees Dr. Mafy staff and community. I'm pleased to recognize our March employees of the month. As you know, our district is filled with amazing employees, but these two definitely stand out. GGUSD's
employee of the month program is designed to recognize employees who put others first, go above and beyond to make a difference in their role, carry out each day with a positive attitude and strong work ethic, and demonstrate innovation, leadership, and passion for their job. Our certificated employee of the month is Tyler Castellini [applause] from Los Amigos. Tyler joined the district in 2022 and teaches art, digital media, photo, and multimedia design. He was nominated for this recognition by students and parents who shared that his passion about the subjects he teaches and demonstrates tremendous kindness in making sure that every student feels seen and understood. Students shared that Mr. Castellini makes them want to achieve more and more. A parent shared that Mr. Castellini goes above and beyond to make sure each student's work is recognized and
appreciated and shows great pride in the accomplishments of his students. The parent said her child looks forward to going to Mr. Castellini's class every day because of his positive attitude, encouragement, and motivation. It It's teachers like Mr. Castellini who makes students look forward to coming to school and inspires students to achieve success in their education. Congratulations, Tyler. [applause] And our classified employee of the month is Trang Vo who is a school community liaison from Cook Elementary. Yes. [applause] Trang was un was unable to be with us tonight due to a prior family commitment, but her principal Ryan Baker is here to to represent her and we want to share her bio with you. Um, Trang has served as a bilingual Vietnamese school community at Cook Elementary School since joining the district in 2008. Trang was
nominated by staff who shared that she fosters such a warm and welcoming school environment in the way that she connects and supports all families, students, and staff with genuine kindness. Trang plays an intricral role at Cook, consistently ensuring that staff members have the support they need to serve students effectively. Whether she is greeting families with a smile, helping bridge language and cultural connections, or building meaningful relationships across the school community, Trang is a hard worker who leads with compassion and service. So, congratulations to both Tyler and to Trang in demonstrating the Garden Grove way. Yes, [applause] we will now show a quick video spotlighting so that you can see these exemplary employees in action. And then after the video, we'll take photos with the board. [music] Thank you so much to the district office for
this incredible honor. [music] I am truly humbled to be named employee of the month. I have always [music] believed in going above and beyond as a community liaison [music] and it mean a lot to know that my work at Cook Elementary has make a positive impact on our school community. As a liaison, my goal is [music] to ensure every family feels supported and every student has the tool to succeed. I really see my role [music] as a bridge between home and school and it mean a lot to know [music] that my effort are recognized. I also want to share this recognition with my principles, the Cook [music] and Hill staff and our parents. Without their support, I could not achieve this. And so this [music] award truly belong to all of us. Together we make
a difference. I look forward [music] to continuing to contribute to our school and the Cook community and Hill community. [music] Again, thank you so much for this honor. >> Uh, Miss Tra is one of the best [music] employees, part of the GGD USD family district. Her character, her kindness goes beyond any person I ever met. She simply [music] reminds me that it's important to take care of everybody, no matter who they are. and she shows me every single day that it's [music] important to give every person respect, kindness, um, and value them as not [music] just a a person, but also just a part of your family. And so, she's one of the greatest employees I ever worked with and always helpful and just, uh, grateful to be working by her. And she motivates me
every [music] day to be uh, the best secretary I can be for our garden district because of just her character [music] as a person. >> Train, congratulations. I am so excited for you. If anyone deserves this, [music] it is you. You are truly amazing. I can count on you for anything. [music] You are always there for me and I love it. I can text you. I can call you. I can email [music] you. You're always at the office when I need you. And you're there with always a smile, willing [music] to do whatever I need you to do or help me in any way. And I thank you so much for that. And the kids are so lucky. I'm [music] so lucky. And we're such a good team. And that's what you are. You're a
good [music] teammate. You also are so amazing when I need phone calls for the kids. You go above and beyond. You know, we make sure that all these kids [music] are are good and and and ready to go to junior high. And it's because of you. [music] And our Lunar New Year festival here is amazing. It's because of you. You just bring goodness to the school. You make it more [music] fun for the kids. You're so helpful. You help me. And you make this just a wonderful experience. and [music] I just appreciate everything you do and this is so long overdue and you so deserve it and I'm so proud of you and [music] just enjoy this time cuz you so deserve it. Congratulations. >> I feel [music] deeply grateful to be acknowledged as employee
of the month. I work [music] very hard and I love what I do and so you know life's not about the accolades but it does feel good to [music] kind of be acknowledged in this way. I absolutely love teaching. Uh I tell [music] my students that this is my dream job and I try to model that for them as well. So that way they know [music] that hey this is possible. It's possible to navigate this really challenging life and end up [music] in a place where you feel purposeful and you feel like you're contributing in a way that aligns with your values and your goals. And teaching does that and specifically teaching here at Los uh really registers that for me. [music] When I was growing up, high school wasn't always a space where I
felt like I belonged. [music] So, as a teacher, one of my big goals is to create an environment where everybody feels [music] like they're safe, happy, welcome, and that they belong. And if the students [music] if a student's missing or absent one day, you know, I'll be the first one to say, "Hey, I missed you yesterday." [music] Or, "Hey, I'm glad you're here today." Because I think those types of words matter. And that type of uh connection with the students goes a long way. And I think at the core of the work, that's what teaching is all about [music] is facilitating a space where students can feel like they're welcome. They [music] have access to amazing opportunities that they might not otherwise have. Um, and then they learn through engaging in those opportunities [music] and
engaging in a space where they feel cared for and loved. every day that I'm able to wake up and be here at Los and [music] and greet the students with a smile and create opportunities and and support them with with >> [music] >> uh sort of showcasing their voice that they already have and I'm just going to help facilitate it out. That's a dream come true [music] for me. And so being able to be acknowledged in this way means uh means a lot. So thank you. >> Congratulations to Mr. Cassini for being named employee of [music] the month. This is special because Mr. Cassini treats every student like he knows them or known them for a very long [music] time. Even if it's not students from his class, he treats them as [music] if he's
known them for a while. Even when like students come up to him with problems, he always finds a way to like help them [music] out. He'll try solving it like the best he can. Once again, congratulations to Mr. Cassini for being named employee of the month. >> Big congratulations to Mr. Castellini. Um he's really deserving of this uh employee of the month because well he's really hardworking and he stays here from like early in the morning to late at night and he really cares about like his students and especially yearbook. He puts in a lot of effort [music] and I feel like he treats us he treats us like a family. He's really made me like focus on like photography [music] a lot. like I've really had like a very strong passion about it [music]
because of him teaching me certain things about photography last year. He was really uh [music] an older brother to me I would say because of how much he like cared and showed like how much like he was there for me [music] you know at times when I was low or high. Once again uh congratulations to Mr. Castle for employer. [music] [applause] >> [laughter] >> right here. One, two, three. Ready? [laughter] One, two, three. [applause] >> [laughter] >> All right. Ready? One, two, three. [applause] Now, we're going to take a short break. Now, this if you wish to stay, you're welcome to stay, but you don't have to. Thank you so much. She is a speaker. >> [cough] >> Nothing water. She's never That's why >> [laughter] >> Okay, we're back in session now. Um, in
heat of assignment, I forgot to announce that our president trustee Bob Harden were absent due to traveling today and also trustee Dina Win uh is absent due to illness. So, we going to continue. Uh next item on the public comments. We have some requests from the public. >> We have 10 in total. >> The first request from Jasley Morales. >> Hello. Good evening. Good evening. Uh honorable president, vice president, and trustees. I'm Jazzley Morales, the chief of staff of Sana Council Member Ty Fan. I'm here on on her behalf to read a letter of support regarding the renaming of Rosita. So, I will be reading the letter. Dear honorable president, vice president, and trustees, I'm writing this letter as the city of Santa Ana's ward one council member to express my strong support for the
renaming of Rosita Elementary School in honor of the Palomino family. The Palomino family has been a part of the Santa Ana community since 1945 and remains Santa Ana residents. Their role in the historical case Mendes at all vor minister school district of Orange County at all was instrumental in advancing desegregation of Mexican-American students across California and helped pave the way for the Brown v Board of Education. Renaming the school would serve as a meaningful tribute honoring the family's legacy and historic contributions to civil rights. As an elected official and a product of the Garden Grove Unified School District, including as a former Rosita Summer School student, I am excited to support this proposal. But my advocacy is not limited to renaming Rosita Elementary School. I am putting forth a proposal with the city of Saint
Anana to rename Rosita Park in honor of the Palamino family and coincide with the renaming of the school. The renaming of both the school and the park presents an important opportunity for community members, the Garden Grove Unified School District, the city of Saint Anana to collaborate, foster inclusivity, community engagement, and pride in this time of uncertainty, particularly for our Mexican-American and immigrant communities. I believe it is incumbent upon us as local leaders to uplift the names of those who fought for and sacrificed for our rights. It is a great great enthusiasm that I offer my full support and look forward to seeing this proposal become a reality. Thank you. Have a good evening. Next question from Clarence Shell Gua. I'm sorry. I apologize again. I'm sorry to put your name. Oops. Thank you. Good evening,
Vice President Nuin, trustees. Hi, Dr. Mafy, staff and community. I wore my green today. Very happy that I'm in on the march color. [laughter] My name is Charlene Quayar. I am a proud GGUSD parent with three students in trustee area 2. I am also serving as our Garden Grove Unified Council of PTA's legislative advocacy chair. It's a really big title. [laughter] Um but with that um the work that we're doing is I wanted to come and talk to you briefly or just tell you briefly and share about our recent legislative advocacy trip to Sacramento with the fourth district PTA along with parent leaders from across Orange County. We met with legislators including Tree to discuss key issues impacting our schools and families. Our conversations focused on educational funding, uh, student safety, including a growing concerns
around the ebike uses and emerging policies around artificial intelligence in schools and cell phones in classrooms. These are not abstract topics. They directly impact our campuses, our budgets, and daily experiences for our students and our staff. What stood out to me the most was the spirit of collaboration. um parents, students, PTA leaders, uh schoolboard members and advocacy experts from around Orange County and throughout Sacramento all gathered to come together with a shared commitment to protecting and strengthening our schools and public education. And it was really inspiring to be in a room full of people that are just as passionate as I am about parent leadership and advocacy. Advocacy is a care a core pillar of PTA and um it's p it was powerful to see how many local voices can help inform state local decisions,
state level decisions while staying grounded in the mission right here in Garden Grove. I also want to congratulate Dr. Mafy for on being named woman of the year by Assembly Member Tree Ta's office. I thought it was so meaningful uh to see that our local garden grove leadership right here has getting statewide recognition and I was very proud when he says, "Oh, Garden Grove, Dr. Mafia." I said, "Yes." So, thank you so much for your continued support of our students, our families, and our communities and all that you do and your efforts. And go Argos. Next question from Nicole Haimey. >> Hello, I'm Nicole Himenez and I'm actually speaking today about Kuanas the Greater Garden Grove where I'm a member of and um so there's two clubs. So, we have nightclub, which you guys probably
know with Kowanas Land, and then we're like the much smaller version. And so, um, just a little bit about us in the community. Um, we spend we're going to spend another $500 this year to help out for the CSC awards for your gift goodie bags. I think this is like our fourth year doing that. We make Thanksgiving boxes for Hope. We're doing Easter baskets for Hope. We do toiletries, clothes, we have key clubs. We do a lot. And so after our last funnel cake, we're kind of like, what else can we do to, you know, really help make the most impact with helping the community and the children because that's really our focus is on kids. And so we came up with our teacher grant program and this last year was our, you know, very
first year. We had a great response. And so I'm here to, I guess, formally invite you. Oh no, I just hand this to you. Okay. And um it's on Friday, March 27th and we are having a charity poker tournament and all of that money will um directly fund our teacher grants. So I hope to see you guys there and oh no um she I leave that for Dina. Oh, okay. I'm like she's not old enough. [laughter] But yeah, so um thank you for that. Keep it short and sweet today. Thank you. Next request from Grace Kimona Cara face you. Okay. Okay. So, hello everyone. Um, I'm Grace Carmona. I'm here to ask for your support in finding a solution to the ongoing safety concerns involving our six-year-old daughter at Monroe Language Academy. Um, for the
past seven months, our daughter's kindergarten class has been subjected to hostile and unsafe environments due to uncontrollable aggressive behaviors um by a specific student. These incidents kind of include physical assault, sexual misconduct, threats of violence, frequent evacuations. It's been ongoing. Um, the scariest part about all this is that none of the classroom parents have been notified of any of these conditions. Never, not once. Our children have been instructed to quotes run away and hide under their desks if they see him doing his thing or having a tantrum. Despite meetings with um our principal Cesar Loya on multiple occasions and meetings with assistant superintendent Lisa Schwarz and Lorena Sanchez, the district maintains that they cannot disclose any details due to privacy laws. Furthermore, I discovered that our principal instructed the school nurse not to notify my
family of my daughter's head injuries, claiming that they could not call home for every little injury. Um, while both superintendents agreed that parents absolutely have the right to be informed and promised to provide health office logs, I have yet to receive any of those from Monroe. Um, I just wanted to share a few words of my daughters directly with you. She said she is so frustrated at the adults in school, but more at his parents for not getting him help to keep him from becoming such an uncontrollable human. She said, 'I don't know why he's always allowed to do whatever he wants, no matter how bad, without any consequences that actually work. She's asking, "What super bad thing does he need to do in order for adults to see that we are all unsafe? What
if he kills someone, Mom? Will he just get his points taken away then, too? Mommy, I really want him to get out of my head. He hurts my brain more and more, and I keep thinking about what I saw in class, and it's stuck in my head." This was the um the genitalia being exposed in class. I don't like it. I want to go back and erase what happened. Why did this happen to me? What's wrong with me? Why is this okay for him to do? Can you please tell his parents and the district office people, the adults, to hurry up and get us more helpful adults in our class? I still want to go to school and I want to learn, but I'm I'm very scared now. Mommy and daddy, can you come to
school with me? My daughter's now fearful of attending school on a day-to-day basis and says she regularly asks me which adults at school can keep her safe. My family's deeply concerned right now that all these unacceptable behaviors have been overlooked and normalized by the school staff for so long. I'm seeking your assistance really ensure my daughter's safety to a safe educational environment um that's protected and hold the district accountable for these safety breaches and lack of uh parental notification. Please help us. We need your help. >> Thank you. >> Next request is from Mr. Fernando Kona. >> I would like to look at this next person. >> I can Yeah, I can hold it. I can get the next one then. >> Do you want to go later or just skip? Okay. >> And That
place Michelle Lassia Lassif I'm sorry. >> Good evening everyone. Um I am here in um support of Monroe Elementary classroom number three. Um I'm here as a community member. I'm not a parent in the classroom. I'm an auntie. I'm a church school teacher and a mom of adult children who benefit from the strength of our public school system. I'm confident we have strong systems and dedicated educators and administrators working diligently. At the same time, situations can arise that stretch beyond what those systems were designed to handle. When that happens, it's important to reassess or regroup to determine the best next steps rather than relying solely on system methods that may not fully apply in this situation. Systems can process in the background, but we must prioritize the children in front of us right now. As
a school teacher, a church school teacher, I know that safety emotionally, psychologically, and physically is foundational to meaningful instruction. Without it, academics cannot fully take root. Children are always learning, but the question is, what are they learning? in an environment of ongoing disruption. There are 24 students in the classroom, 24 precious children, 24 families who trust the district. As a community, we care about every one of them. I am here in the spirit of shared responsibility. After months of ongoing safety concerns, it may be time for a fresh evaluation, one that ensures the foundational safety necessary for learning and that it's fully restored. So, I hope that you all can help us um support these young kids. I appreciate your time. Next request from Marlene Sigura. >> Um, good evening. My name is Marlene Sagura
and I am Genesis's mother. Currently also a student in room 3 in Monroe Language Academy. My daughter is one of 24 students in the kindergarten class that has been enduring incredible challenging circumstances for the past six and a half months. We are here tonight because our children's safety and their fundamental right to the quality of education are being compromised daily and current response is simply not enough. For six and a half months, our kindergarteners have faced repeated disruption that have led to them being removed from their classroom for their own safety. These are not minor incidents. We're talking about situations where items are being thrown, children are being spat on, their classwork is being deliberately destroyed, and deeply and deeply concerning instances of inappropriate touching. What's equally alarming is a profound lack of communication from
the school. Our our children have been removed from their classroom and as parents, we are not often not even notified until much later or not at all. When we question the we are told it's a privacy issue. While we understand the need of of student privacy, when our children's physical and emotional safety and their academic environment are at stake, that cannot be an acceptable excuse of silence. We are informed of some incidents, but not others. We need transparency when it's directly impacting our child. Um, think about the impact of the constant disruption for any five or six year olds. How can they learn when this is a when their classroom is a place of chaos and fear? How can they feel safe when they are repeatedly subjected to these behaviors? Their emotional well-being is being
severely affected and their critically critical early academic development is being stunted. We have been told repeatedly that it takes time, but we are at 6 and a half months into the school year and six and a half months of our children enduring these conditions and the incidents are still ongoing. How much more time do we have to wait for the safety of our for the safe learning environment? the recent tragy tragedy of the child losing their life, you know, last week where they're they were hit in the head with the metal flask. Um, horrifying reminder of how quickly seemingly manageable incidents can escalate with devastating consequences. We as parents absolutely refuse to stand by and watch these ongoing incidents escalate to something similar. We're not asking, we are demanding immediate, effective, and sustained actions to
protect our children. We need to a clear plan, better communication, and a commitment to ensure every child in the kindergarten class feels safe, respected, and able to learn without fear. Our children deserve better, and it's your responsibility to provide that. Thank you. >> You next request is from Joe Michael Martinez. Good evening. I wrote this email on February 14th. Uh I'm going to read the email as follows. Dear Mr. Loya, I am Joe Michael Martinez's I am Joe Michael Martinez. I'm Jabriel's father. I'm following up on the previous injury regarding the incident where my daughter was hit in the head with a bottle. It's [clears throat] been a few months and I have not received a response or clarification regarding the situation. I would like to know how how this was handled and who was
holded accountable to resolve this matter, especially since a supervisor witnessed it. Further further further the most I'm deeply concerned my daughter is being evacuated from class on a weekly basis due to ongoing issues with another child. We have not received any information from you the school or the teacher regarding the what's happening or how is this being addressed. As a father I'm deeply concerned for my daughter's safety well-being. Please provide an update on how these situations are being held and what steps are being taken to en ensure her safe environment. I look forward from hearing you. Uh, best regards, Joe Michael Martinez. I am JBL's father, Martinez Adam Monroe. This was on February 14th. I'm not sure if they don't reply to emails, phone calls, or messages, or any apps. I have not heard a
response. If you guys could please provide an update, be great. Or how should I handle this situation? Any other requests? >> Yes. Thank you. Uh last request from Miss Nicholas Dips, Vice President Lanwin, members of the board, uh staff, citizens of Garden Grove. My name is Nicholas Dibs. I I have some items I had prepared to present, but I want to respond to the regarding the concerns from the parents. This is not the first time this kind of stuff has been going on. I've been coming to these schoolboard meetings for over nine years, about nine years, and there is a lack from this board and this superintendent and from administrators to being responsive to the concerns of parents on I've run three times for school board and every time parents come up to me and
they're complaining. Parents take their kids out of the district because the district isn't responsive. This superintendent needs to be held accountable. things need to happen so that there's positive change instead of six and a half months goes by and these parents feel like they're being ignored. So, I'm here to say I'm support all of you that are here on behalf of your children and we need to all work together to help bring much needed positive change and um in line with that I'm going to mention some things. In the interest of transparency, your study sessions should be recorded instead of having who can be here at 4:00 or 5:00 in the afternoon. So audio record or video record the study sessions, please. We need term limits. That's been brought up in the past and you
folks have failed to put it on the on the on the agenda, but we do need term limits. We need to expand this board from 5 to 7. This board, this school district is much larger than the city of Garden Grove, which has six council districts. And so other districts that are smaller, such as Newport Mesa and Orange Unified, have seven members. I think we need to have seven members. We have seven comprehensive high schools. We could roughly have one trustee member for each high school uh area. Bring back the skilled trade classes to all 10 intermediate schools. I'll ask Christie to please, you know, you're the student representative. get a petition or not a petition but a survey out there asking the students would they like to see wood shop, metal shop, auto shop
or skilled trades back in the 10 intermediate schools beginning with Ranch Alamas High School which was uh excuse me Alamita's intermediate school which was one of the last two wood shops you cut in 2016. We need more CTE and I had the pleasure along with Dr. Heftlin. I said hello to her last Wednesday, February 25th. Orange County Department of Education OC Pathways CTE special event, the Simon Builder Apprenticeship Program. Please adopt that. Hopefully that's in the works. Uh it says on their handout, which is what I've been trying to tell you, for every 10 builders, for every 10 employees leaving the skilled trade industry, only four are coming in. We have a shortage of skilled trade workers. I've been telling you that for nine years. and not until just before the election do you finally
do something. Thank you. >> Times up. Thank you very much. Uh for the comment from the pan from I just want to let you know that we aware of some of the comments. We're not sure if this is something new or some something older we aware of, but certainly our staff will follow up on a on a comment today. So, so, so that they for certainly they they always do that and and for sure our our staff will will call up follow your comment. Thank you very much. And um thank you for parent for coming to speak to the board and also okay our next item on the agenda is to approve the minute from the last meeting. uh on February 3rd, 2026. Any comment request for correction? Hearing none, just call vote. >> Student
trustee Christy Getu. >> Yes. >> Thank you. Trustee Muno. Hi, >> Trusty Terry Roco. >> Hi, >> Trusty Lenwin. >> Hi, you. >> Item four on administration, we have item 4 A through D. >> Trusty Roco, I move we approve items 4 A through D. >> And in a second, >> I'll second that. Thank you. Item 4 A is to uh nominate and vote on the balance of the member of the CSBA delegate assembly for 2026. We have the slay of some nominees uh on that and we have recommendation to vote for seven of those member and Dr. Maui have recommend the list of seven mostly incumbents any >> I believe as a part of this as in pastures we'll need a motion for the specific slate so using um for the past 13 years
the guidelines we have for the CSBA delegate um those folks would be one per school district and we have not entertained in the past writein candidates because um the feeling was that writing candidates had the same amount of time as all other candidates to submit their applications. In this case, the slate would be Carrie Buck from Placentia Yorb Belinda, one from Placentia Yorb Belinda, Carol Crane from Newport Mesa, Katie Mcuan from Irvine, Deanna Miller from Brea, Art Montes from Centriia, there are two from Centria, but Art has previously been a delegate, although not um currently um an incumbent, and Barbara Schulman from Saddleback. That that would be the recommendation. We can um vote for up to seven, but given the consistent guidelines that we put into place, it would be six at this time um
that someone would need to motion those six names. >> I'll go ahead and motion those six names. We he for can consult also at Henry Cheron because I know this gentleman have been trying to get on the board. I mean he very new he have been seasoned member from the centralia but he's trying to to get to know the CS the delegate work he been trying to to see to look into how to volunteer for that CBA. I don't know if any member will. >> So technically according to our rules, you could do that. Um neither Art nor Henry, they're both in the same district. Neither one is an incumbent. I just for the boards in doing the research selected the one that had been a delegate previously, but we don't we haven't this is
would be the first time that we crossed this um situation where we have two from the same district, neither of whom are incumbents. So given our past rules that would be acceptable to substitute Henry for art if we wanted to have a different motion for that lineup >> vice president. So you're you're saying an Marie Tjo is that the >> No, just that the two member from centralia we try either >> in lie of art to include Henry. Neither one is an incumbent so technically it wouldn't be in violation of our protocols to to substitute Henry for art. >> Oh, I see. Got it. Okay. >> But we typically wouldn't have two from the same district. That's why we wouldn't have both of them. It's a very small district and it would be over represented
by having two. >> Yeah. I'll I'll go ahead and motion to include Henry >> in le of art. >> Yeah. >> Okay. I I second the motion. >> Okay. So, the new slate will be the same except replace Montes to uh with Henry Cheron. Right. >> Correct. >> Yeah. >> Okay. All right. So, open for the vote. has motion a second >> remaining. So the name will be uh Carrie Buck from Palacencia Linda, Henry Chan to from Salia, Carol Crane from Newport Mesa, uh Katie Mcan from Irvine Unifi, Dina Miller from Brea or Linda, and Barbara Schuman from Saddak Valley. That will be the slate. Right. >> Correct. >> Okay. And then now that we've made that motion, it's been seconded. We can include it within the entirety of four and you can continue on
to the rest of four and we can vote for as a whole. >> So that mean we can just vote now on that. >> No, we can we can vote for 4 A through um D as a whole now that we've made that stipulation. >> Okay. And item 4B is to um approve the amended list of cert of certified nonpublic schools and agency for education of student with exceptional need for whom the district does not have appropriate programs during the 202526 school year. This time like the list will add connect for kit to provide service to the student with um special need from our district. And item 4 C is to approve the change in the bylaw of the special education community advisory committee. Um to ensure that the the chain will be aligned with
the California education code section 5561 191 that 56uh 193. Item or D would be to approve the recommendation for exposion of one student for one uh calendar year. Any comment question call for the vote I for 4 A to D. >> Student trustee Christy Gatichu. >> Yes on 4 A through C. Abstain on D. >> Thank you. Trusty Walter Wuton. >> Hi. >> Trusty Terry Roco. >> Hi. >> Trusty Lenwin. >> Item fives on program instruction. We have 5 A through D. I'll move 5 A through D. >> I second the motion. >> Thank you. Uh item 5A to is to approve the 7 7 A and 912 course study for the course title list as presented for the school year. Uh item 5B is to approve the ODO uh education course study and course
uh title list for the school year 2026 and 27. Item 5D is to approve the a number of our district event. Uh we have request from Thank you. I'm missing C. >> All right. >> Look after each other. >> All right. So that's exciting thing that item 5C is the list of the summer program 2026 as to date and time curriculum. uh to prove the list but actually subject to funding from the state and and federal uh sources. I get back to 5D to prove the out district event. Uh we have request from Linta High School to allow uh 15 Kiwins members to attend Kiwi district convention in Los Angeles on March 13 to 15, 2026. Uh another request from BA Grande High School to allow 15 skill USA member to attend Skil USA state
education leadership conference to attend uh in Ontario, California on April 9th to 12, 2026. And another request from Rancho Alamidos High School to allow 15 Skill USA member to attend the Skill USA automot motive competition in Ontario to uh California on April 9 to 12, 2026. Comment question hearing none. Let's call for the vote. Student Trustee Christy Gatichu. >> Yes. >> Trusty Walter Mun. >> Hi. >> Trusty Terry Roco. >> Hi. >> Trusty Lenwin. [clears throat] >> I um six is on business. We have uh 6 A to Q. >> Walter. I move 6 A through Q. >> I second the motion. >> Thank you. 062[snorts] Any questions? >> Just have one. Um project um >> Kinship. Yeah. Says that we have it all secondary schools. Is that just high schools? Hair and our seven high schools or intermediates as well? >> No, all secondary schools except for Bell, which is the last one to come on. And we are getting some support now for some of our elementary schools. >> Good. Okay. I'll just add uh regarding Project Kinship uh that uh because of their expansion that they've had particularly with Garden Grove Unified um I met some uh Project Kinship staff that were former Project Kinship staff at our school sites that are now administrator levels with Project Kinship. And what that tells me is that the folks that are working in our schools in our district are going to project kinship and
sharing the garden grove way with others. So we might need to start charging these other districts that are getting a uh you know some benefit. But no in honest in all honesty one of them that I'm particularly um very grateful for is Mr. G who worked at uh hair high school who's done a lot of great things and you know he's pioneered project kinship with our district. He's now in charge of overseeing uh second in command I believe in in Garden Grove schools and I I actually saw him just a couple of days ago at at a outside organizational event. And uh we chatted about some stuff that's been going on in the community. And the thing I like about folks like them is right before I even finish the sentence of what my concern
is, they already know about what event I'm talking about. whether it's it's related to uh you know incidents of of concern and violence in the community, they're already two steps ahead of the game. So I I I definitely um am really happy and and and fond of project kinship. No. Uh yeah, no shortcomings there. >> All right. Any other comment? None. Let's call for the vote item 62. Student Trustee Christy Genichu. >> Yes. >> Trusty Walter Monotone. >> Hi. >> Trusty Terry Roco. >> Hi. >> Trusty Lenwin. >> I um seven is in personnel. We have item A to C. We had a close session on item D this earlier today and there was no action taken. All right. I need a motion for item 7 A to C. I'd like to move that we
um items approve items A through C. >> Second that. >> Thank you. Item five um I'm sorry 7 A to approve the report from a certificate personnel. Agent 7B is to approve the classified personnel report and item 7 C is to consider the ratification ratified the tenative agreement with the Garden Row Education Association with 1% salary increase on uh 2024 to 25 base pay for each employee including preschool and adult education. teacher teaching 25 hours or more effective July 1st, 2025. And in addition, employees shall receive a one-time 1% off schedule salary payment will be based on their salary uh of the 2025 26 uh salaries uh schedule and will be paid at the year end. Any question? So, uh, Dr. Murphy, since we we we closed the the negotiation with the the teacher association,
do we have any other uh negotiating going on? >> We do. We have um negoti negotiations concluding with our other three groups. So, we anticipate over the next few meetings we'll um be bringing more um to the board. >> Thank you very much. Quick question. Um just for me to kind of get some organizational stuff uh figured out on my end for uh preschool and adult education teachers, have they always been a part of the GGA or is this a more recent? >> Um yes, preschool teachers and adult education teachers >> have been a part of GGA for for a while now. It's not recent. >> Preschool teachers have always been a part of GGA and adult head as long as I've been in the district. So, okay. >> 25 years. >> Got it. So,
whatever benefits the GGA folks get, the regular teachers, these folks, >> all of all of their members. Yes. And it now includes um NJROTC and CTE teachers as well. >> CT. >> Okay. >> And then I should clarify also eventually there will be as we always do in our district, a me too for all others because there's unrepresented groups that are um classified primarily but um all of the other groups once we have more groups coming from our bargaining units. >> Okay. Uh without further comments, we can vote on item 7 A2C. >> Student trustee Christy Gatichu >> abstain. >> Thank you. Trusty Walter. >> Hi. >> Trusty Terry Roco. >> Hi. Trusty Lenwin. >> I right down to the last item on the agenda of discussion by board member. We begin with student representative
uh Christie. >> Thank you. Good evening everyone. As we close this meeting, I want to take a moment to recognize the truly meaningful ways our district has come together to celebrate important cultural events like Lunar New Year and Black History Month. Across our campuses, students and staff honored these occasions through parades that festivals, performances, and many other thoughtful celebrations that highlighted the diversity and strength of our community, creating a great amount of joy in school spirit. I also want to congratulate everyone who was recognized today. Your dedication, leadership, and hard work truly makes a difference, and your efforts do not go unnoticed. Also, as we move into a new month, I'd also like to wish a happy Women's History Month to all the amazing women in our community and around the world. Thank you and
I'm looking forward to sharing more updates at our next meeting. >> Thank you. Uh Trusty Manetan. >> Yes. Uh good evening uh Vice President Harden. Just want to thank all the folks that came out and spoke today. Uh also want to welcome our bargaining groups at CGA in the back, CSA up front, CSA if you all don't mind sticking around a little bit. Love to chat with you after uh this board meeting. And uh today I don't know. I'm feeling a little bit more tired than usual. I'm going to do something that I don't do often. I conclude my comments. >> The pressure's on. [laughter] >> Trusty Roco, >> I just want to congratulate um our amazing March employees of the month uh for their service to GGUSD and for making their students and families
feel so welcome and supported each and every day. Um uh also I'll congratulate our spelling be champions. I went to both of the uh spelling bees and it's always very exciting and there's always a lot of words I can't spell and even more words I don't know. So, it's very humbling to see these kids who um are just excelling in this in spelling. Um also attended a couple of community events, parades. The West Garden Grove Youth Baseball uh parade uh is a yearly tradition that brings the West Garden Grove community out. Um the kids, the um principles of the schools and the community cheering on um the wonderful things that that this uh league does for our kids um for a lot of years. And also um the Tet Parade which is is um always
a very um important holiday for our Vietnamese community and many other Asian communities who celebrate the Lunar New Year. And um this year I was getting over a bad upper respiratory. So I rode the bus. But that was a lot of fun um uh in in our parade and uh it's wonderful to see our community out there in numbers. And it's not just our Vietnamese families out there. We see a lot of families out there from diverse backgrounds all coming together. So it's a very unifying event. Enjoy that every year. Uh also went to Jordan with uh with Lond uh to celebrate uh a habitat celebration there where the Bulsa kids uh dance the lion dance for uh kids at Jordan. And uh very generously uh Lan had bought lunch for all the kids and
uh council member Cindy Tran uh presented them with two new lion costumes right from Vietnam. Beautiful. And uh other accessories. So it's wonderful um that our community supports what our kids are doing and the kids were super excited to receive those. Uh, I attended open house at Rancho and uh, it was really nice. They had a brochure. It wasn't the usual open house where you're walking from room to room, which is always nice, but sometimes very tiring, especially at a high school. But I focused more this time on the handout they gave me with the schedule of some of the more featured events where kids were going to actually perform. um got to see the chamber choir and um a beautiful display of ceramics in the art room and there were a lot of demos
going on as well in some of the classrooms in the graphic arts. They had like a demo on Adobe Photoshop and how to retouch old photos. Um a lot of parents there. Uh we had they had in the NPR a uh an uh kind of like a little uh exhibit of um some of our Rancho community parents to have small businesses. And so it was a wonderful opportunity for them to uh to meet other parents in the community. For those parents in the community being Rancho being a community school, this was an awesome event. It was small but mighty uh to let them know what is in their community and how they can support these small businesses and and each other. So I really enjoyed that. Um attended the Disney musical Finding Nemo Kids and
Violet and um kudos to the students, the parents and the staff because it was they came together to have a spectacular I think production. When you walked into that MPR, you were under the sea. It was amazing. Uh it looked very professional. The uh costumes, the the lighting, the um the props, everything. And I just want to acknowledge appreciation to the Seager Center for the Arts and the Disney Theatrical Group for their part in making this production possible for our kiddos. Um there were this last February was uh CTE month and it was very evident um in our district and in the community. We had a CTE parent information night at uh hair where parents had the opportunity to learn more or more in depth about our CTE pathways and dual enrollment courses that are
offered at our intermediate and high schools. Um, these classes are I keep hearing bring back shop classes. These are shop classes on steroids. They go above and beyond what our traditional years ago classes used to provide for our kids in and you can see it because these events like this particular event, what impressed me besides the dedicated teachers and staff and administration doing a really good job of of explaining to parents and giving their own testimonies, but having students there, having a student panel where the students are the ones sharing what they've learned, the their personal experiences and what these classes have done for them beyond teaching them the skills, the confidence that they've gained, the the way they can articulate in front of adults is amazing. Um uh it's just uh exciting and would
love to know where these kids are in four or five years. I'm sure very successful. also extended the attended a CCC road show and Golden State Pathways Experiential Site Visit. That's a long word, long title, but it was hosted by Bulsa and Rancho where we had the opportunity. people who attended were from our district but also from um RO and other programs where they could come and share practices but also to be at the schools where the where the classes are occurring. Um, we had uh student ambassadors in our CTE program who were amazing who led us on student led uh campus tour and classroom tours uh and explained to us where we were going, what we were seeing, getting to see the kids in action in the classroom with their instructors. uh brought it
all to life and uh we we got on the bus and then we went to um Rancho and saw a few of the CTE course courses there and um another student panel who also expressed uh how CT has impacted their education and ending with a lunch and I even got a CTE certificate. So, um it was really um um a neat experience. Uh then our county, Orange County Department of Ed and other um organizations had the OC pathway showcase at the Orange County Fairgrounds and um again showcase what what's happening in in our county at several districts and college campuses. And of course, Garden Grove was very well represented. Um, our students did an awesome job um, manning booths, uh, doing demos and talking to people who came to find out what's happening in the
world of CTE. So, thank you. That's it for me. >> Thank you, M. Roco. Um last few weeks beside attending many of the test separation around the school I was able to attend all four of the Spanish heritage after school program for uh for initial program of our four school. I'm very impressed. I really thank uh the uh Chavez Foundation for partnership with us so that we were able to put together the absoon program similar to the program that we did with the Vietnamese language after school program. We did it also with a partnership with Taviet. So uh thank you to the district commitment of providing uh so many pathway uh for our uh student to learn to build up their language skill with the the cornerstone of providing confidence in in them to perform
better in school. And I always share uh my impression with to the pan out program that their investment in the languist uh uh skill coincide aligned with our district vision of seeing the language skill as an assets in them so that we can help them uh do better in school now and more successful in the in the future. And speaking of the after the language uh pat uh pathway, I and trustee uh Morocco will uh travel to San Francisco to attend a conference with CAB to and also on behalf of district to receive two separate award uh recognizing our achievement accomplishment uh in uh teaching a foreign language to our students. And one of those uh the award were to to recognize our district in finding multiple pathway uh into the biiteracy biiteracy uh culture
in our district and I'm very impressed of the uh the district's uh commitment uh into investing into our student in such a way then I will be very honored to represent our along with trustee rock I will We we will be really honored to represent our district in in that achievement that but because doing that I will really miss the first impression artic that's something I will miss uh dearly so uh trusty rock please just say send my regard to the to the exhibit staff there they always dedicated they get a fun uh fun time to see our our student express themsel in art and they always see that our district investing a lot in the art education and something I'm very proud of to that our district has uh have been uh steadfast supporter
and investor in all not only that but also in uh in in music in art theater performance and we have seen of that sprung up all over our district and that is good learning opportunity uh for our student and with that I statement. So I'm going to announce the next meet future meeting the next one will be on April 7. We also begin at uh 5:00 pm for the study session and the one after that will be on April 21st. Uh there's no study or close session. I don't know why it's just kind of unusual. We don't have >> we have the CAC awards um in the early evening and so we won't have an opportunity. those sometimes go a little late so we did not schedule in that second April meeting um so that
the board can stay for the CAC awards and um enjoy time with the um families. >> Thank you very much. CAC award that another impressive uh presentation event as well. Thank you very much. Have a good night. The meeting is now.
