004wanted to make sure they were able to go to that um stress-free. So, um we'll invite um uh assistant principal Mononttoya. >> Good evening. I'd like to introduce our coaches if you would come up. We have Trisha Skagleon and Rocky Jones. >> I'm gonna let Rocky talk because I cried at the banquet. So, >> you can cry here. So >> uh along the way uh this group of seven eighth graders and one seventh grader uh for three years we've we've coached this team and we one and seven the first year including a 66-3 blowout loss which was tough. In our first game ever we're like
005should we be doing this? and second year four and four this year undefeated and um really impressive uh group of girls who stuck with it and played some amazing basketball and basically were an intimidating force this whole season. So congratulations to all of them. >> We'll go ahead and call you ladies up one at a time. Okay, Emma F. Yeah. Are we taking individual pictures? Okay. Turn around >> and then up here. >> Always be ready. >> We look like in the same people. >> Okay. Bella Henderson. Zoe Jones. >> Sarah here. Sarah Kosiaak. >> Thanks, >> Vanessa. 006I think he's coming soon. You stand Thanks so much. You guys should be so proud of yourselves and that trajectory of not a very good first season and all the way to undefeated. That's fantastic. So, pat yourself on the back. That's awesome. >> To the coaches. >> And thank you to the coaches for sure. Okay. Um, now Yeah, feel free to >> if you want to learn about civic government and >> it's super fast super fascinating. So, now we're going to hear from the Hermosa Valley Student Council. >> Hi everyone, I'm Noah Valley's ASB president. We're excited again to be here tonight and update you on what has been happening at Valley. Thank you again for allowing our student council to share what is happening at Valley.
011We look forward to sharing more information with you next month. Thanks. Thanks you guys for coming and sharing all the stuff that's going on. Thanks, Miss Brown. So, we're moving on to public comments. Members of the audience may address the board on any topic, regardless of whether it is listed on the agenda. However, the board may not discuss issues raised that are not listed on the agenda. Topics not on the agenda that are brought to the board's attention may be investigated by the administration and a report made to the board either publicly or privately at a future meeting. Comments from visitors shall not exceed three minutes per individual speaker unless waved by a majority of all members of the board. Kevin, no, it's okay. Kev, Kevin, do you have any requests to address via the
012>> We have none. >> Okay, seeing no more, I will close public comments and move on to board member reports starting with Maggie. >> Thanks everyone. Uh wanted to read aloud. You want me to do this now? >> Yeah, that's a good time. I approve of that. >> Um, love to share this uh correspondence we received um from Suzanne Evans, our longtime um uh sand dune architect. Uh, dear honored Mrs. Dr. Susan Wilds and honored school board members, I write this update for my February 2026 visit in Herosa Beach finds you all well. the month of March. My February visit in Hermosa was to look over the HVS sand dune restoration, see how it is in general evolving and how native plants planted last October 2025 for stage 12 by Mr. Bowden's eighth graders are
013doing. The newly 28 native plants look good. They are watered weekly. I also touched base with Mr. Bowden. Unfortunately, I was not able to plan an event with his students. March would have been a better month for his student work plan. On my visit, I met with HVS principal, Miss Bledsoe, to dis discuss considering having fifth graders participate in the sand dune restoration. This would take place with stage 13 October 2026. Jessica is interested in the idea. We will discuss it with the fifth grade teachers in May, June. Having the fifth graders introduced to their back sandune restoration established by the past 12 years of eighth grade classes could present more awareness with an area as they move on to being eighth graders. It would be most in favor of the restoration to have the
014HVS restoration embedded in a fifth grade class unit, a class curriculum. At the same time, I'm thinking to continue to carry on with this having eighth graders participate like they have for the past 12 years. This would be guiding the eighth graders to participate with yearly planting as we have for the past 12 years. At the same time, introducing fifth graders to the sandune restoration. The eighth graders are such a special energy of rebellious age and having them touch base with restoration is indirectly important for their stage of age. Introducing the fifth graders would also include participation and walks to observe the sand native flora and fauna. Having eighth graders continue would be an ending connection. The challenge is preparing the proper learning material concerning the HVA HVS restoration to present to the fifth graders.
015I'm in touch with Mrs. Heath who's interested in helping out as to what Miss Bledso decides as I am well in contact with South Bay uh PC. Um I don't remember what that one is and their possible help. Please give me input if you have any. Thank you. May is around the corner. As always, how the native plants are growing is a main factor. Please see for yourself now and take the time to walk the HVS school ramp coastal path to view blooming dune maritime poppies already producing seed pods and all the different shades of native greens and the spreads of pink sandbia. I I appreciate your interest and support. Have a special rest of this month. Sincerely, Suzanne Evans. I would note that the California uh poppies on that dune are unique to Hermosa.
016It was something that I saw as a teacher. Tammy Heath, who was my neighbor, every once a month or whatever, she'd go up there and the kids loved it and they got all dirty, but they got to know some things about our environment. So, it was it was actually a really great project. >> If I could do a separate board report, I had the opportunity to uh join Dr. Wilds on a tour of Al Cove this morning to talk about the diversion court that's there and the their potential for diversion with juveniles. And it was it was new for me to hear directly from them on that programming and I'm I'm optimistic about all the work we do with them. >> Love Jen. >> Um I went to this career education I mean I can
017talk about round table too but there was nothing for the board the committees I sit on but um they hosted a career education like kind of summit and they had just a bunch of um different innovative school models there. um ones that were from the what did I say it was called the HQ project XQ project one from Oracle that has a interesting school model a lot about career education a lot about AI so it was it was really a great um a great conference I'm going to give Susan the materials that I got so we can you know just take a look at it and see how as like a K8 model we can plug into some of that PB had a contingency of of staff there were other um type types of um
018schools there, charter schools, people came from Texas. I mean, it was like lots of different types of people there all over the country really. Um but I went because I I find fascinating. So, >> got to keep learning. Got to keep learning. >> Hi, Carol. >> I have a couple things. So, uh I was lucky enough to be on the sidelines at Leadership Promosa last week when Susan presented to them with Jen. uh all about what our district does and and how we're tiny but mighty and it was a great presentation. Thank you for that, Susan. And I was happy to be there. It's always nice to see our community members be interested in what our district does and how they can be part of it. So, I thought that was great. HBF was there
019as well. Um the other thing I wanted to mention which um our student council already mentioned was Dolphin Dash last week. Uh they I think last count are at $185,000 which is uh incredible. I think that last I heard they are goal was around 100. They were hoping to hit over a hundred so they obviously shot way past that. Uh and I think still have more sponsorship money that they're counting. So that's um huge congratulations to them and the leaders of the event and to Joe and and Jen for uh always giving their energy to all of that as well. Um and then the third thing I had um was that Hearts of Hermosa tickets went on sale today. >> I saw that. >> And uh best part parent party of the year, community party
020of the year. Uh and if you buy your ticket, it's on May 9th. If you buy your ticket um by April 11th, you can get a super cute hat. Who doesn't need a hat? >> Maybe. >> And it's a hat. >> Maybe get a hat. Okay. And uh tickets are $200 um for the next couple weeks. I think after the 11th it goes up a little bit, but um hope to see um everybody in the audience and up here at that event as well. It's a great one every year. >> Awesome. Thank you, Rachel. I unfortunately have nothing to report. I was supposed to be at a wellness committee meeting this morning and I was teaching sirly 25 26 year olds law this morning at 8:30 in the morning. So I do not have anything.
021Do I? So we're going to move on. Thank you. Okay. We will move to reports to the board and discussion. Superintendent report. Dr. Wilds. >> Yeah. So today we're going to do a kind of a midyear update of the HBCSD strategic plan. Give that a second to pop up. So, we've been busy. Is that the That's the cliffnotee version of this presentation. And done. We're And done. We We've been very busy. Next slide. So, just kind of a recap of uh our work to date. So, if you'll remember back in the spring of 2025, we did a um district-wide um survey. We surveyed students. We surveyed teachers. We surveyed staff. We did a huge collection of all of the data that was available to us at that time. Previous CAST scores, um, CAST scores looking
022at California healthy kids surveys, all of the various data metrics that came to us. And we were able to put together um, we had workshops with the board and we put together a draft strategic plan. That three-year strategic plan was then adopted by the board in October 8th of 2025. And then we've spent October to now really getting our hands dirty in the year one action items and working on what we call cascading the plan, right? Making sure it's not just um my leadership team that knows about it, but that it's teachers, it's classified, it's students, that everybody has their hands in in the strategic plan and that they can actually see themselves in the plan. That was really part of our cascading is that what part of the plan um are you do you
023see yourself impacting the most? Um, and then we were very excited. Several of our student council members were part of the student advisory group who came together and then built a learner profile. So ultimately at the end of this three-year plan, we wanted to be able to communicate what it would look like to be a successful student who is thriving in Hermosa Beach. Next slide. So it's my favorite photo. Um, but we want to let everybody, you know, the millions of people who are watching know, please go on our website. We actually this strategic plan is a much prettier version. It sits on our um website. Um one of the first things we wanted to do is not make a strategic plan that's so technical. Um technical is for us uh my cabinet, but we
024wanted to make it um user friendly out to the public so everyone could see what we were um actively working on. Next slide. So just a reminder, our three strategic um plan goals. We kind of rearranged historically community had been first then inclusion followed by excellence. And so part of the work we did was just kind of rearranging those circles. We moved excellence to the forefront and uh slightly adjusted that goal. Increase academic rigor and achievement for all students. And that rigor was really important because it came through loud and clear with our stakeholders. Inclusioning fostering welcome welcoming inclusive environments where every student feels valued and safe. And finally, community. Strengthen family, school, and community relationships to support student success and well-being. Next slide. So, I stole from Sylvia's LCAP plan because I just really
025like this metric of not yet, partially, and fully implemented. Um, so you're going to kind of see three columns as I work through these um action items today. Next slide. So, goal one is our mediest. Excellence is our mediest um goal. And underneath this we have seven kind of subaction items action item um and we ranked things as being either not yet um in progress or fully implemented based on all of the subcategories. So I'll give you an example in 1.1 increase ELA achievement for all students in Whitten in grades K through 8 we had four big sub items that we were focusing on. Um sub item num one implement the newly adopted witten wisdom K8 geodess K3 year one to ensure access to high quality lowf flooror high ceiling is what we call that
026everybody can enter and sky's the limit rigorous curriculum. Our second item was to engage in professional development for all ELA and support teachers. We wanted folks to really spend time in this first year becoming to start um uh becoming familiar with the curriculum, start um with all of the program, all of the modules, the lessons, the pacing. We wanted them to internalize the research. So it's not just this is what we adopted that we're doing that teachers and staff would be able to be speak to the research behind um this curriculum. We wanted to provide training for all administration in the core program and then we wanted to ensure fidel fidelity to foundations and as of um when I put this presentation together we we had fully checked all of those boxes. So the first
0271.1 is fully implemented. Same with 1.2. So we have fully implemented the risk of reading difficulty screener. We have um scores are being mailed out to all K1 and 2 grade families along with a letter that gives them all of the resources. And if they are a family that um if they have a student who um uh scored a composite score in the red, which shows at risk, they're also going to be getting a third kind of notice of um permission slips to to do a tier 2 pull out um intervention program. We've already been doing tier one interventions in the classroom, so that one is fully implemented. um 1.3 um upper elementary middle school tier 2 reading interventions. We did implement just words training in the summer of 2025. We have a fully very
028very successful period one. So we want to thank Julia Cox and Tracy Casey um who have been implementing that full reading elective. We're seeing massive growth of students in that particular classroom in that elective. Um we have purchased our middle school screening. We'd like to screen all um incoming fourth fourth grade incoming into fifth grade. We want to be able to do kind of a a grade levelwide screening. We've purchased that, but we'll be rolling that out in May. So, that's why this one is just in progress at that time. At this time, 1.4 um increase math achievement. We have a a couple things that we um made sure all of our new teachers got full Eureka math training. Um that happened back in September 9th. Um, we actually lowered class sizes in grade six.
029Particularly, we wanted to spend a little bit more focus in that transition from fifth to sixth grade math. And so, our math classes in grade six have been lowered. We've implemented math Olympiad on Mondays for all middle school students. Um, and we've um just this past week, we met with the uh Valley administration really thinking about how we can um remove barriers to advanced math. Right? So instead of having a placement test, what we want to do is we want to give parents kind of a math passport. Mom and dad, here are all the data um but allowing open access into our advanced placement. We'd like to get more kids. Um research shows that the more kids you get in the advanced placement, the better they do in the long-term trajectory. So that's our goal.
030So that's why this one's still in progress. Um additionally, um we want to send a team of teachers to start at the UCLA Center X. there's a brand new math framework and they do a really nice job of tearing apart the framework chapter by chapter. Um we want f we want our secondary folks very knowledgeable in the new framework before before we start um looking at new math curriculum. Luckily I have a math specialist sitting next to me. Um 1.5 um we were just almost fully implemented. The last thing we're do we need to do is we need to conduct um FOS implementation um just kind of a wellness check to see where we are in terms of our lessons, our modules and kind of our um adherence to the fidelity of the program. Um
031and the other area for this one um too is that we had a little slight delay in our intervention convention. So we've got we've got a meeting with our parent volunteers to get that going for um fall of 2026. Um 1.6 six, we hired a new technology director sitting next to Ma Maggie. We adopted board policy back in September and then as well as November about um uh employee use of technology as well as um AI usage in the district. Um we did advertise an interview for a technology intervention TOSA and we interviewed we just couldn't find the right person and we felt strongly that we needed the right person um to be able to lead this. So, we were um we're our goal right now is for this particular standard is to also pivot.
032Um there are things that we as a small school district can do really really well on our own, but there are other things that we think we can piggy back on with some other districts to to work smarter and not harder. Um and so that's where we are right now. We're hoping to bring something to the board at the next at the next meeting. Um but we still have a few things to do in in pertaining to this. So once we have hopefully solidified that partnership, this one will will get moving a little bit more. 1.7 um our goal to increase student extracurricular activities, this is fully implemented. So um our hero, we had held a volunteer fair. We had the wholeheartedly foundation. We opened up RUHS fitness day to all of our fifth and
033our eighth grade students back in December, which was a huge success. You still see kids walking around with uh are you in um t-shirts. Um, we implemented afterchool choir, math olympiad, formalized a jazz band, continued afterchool science olympiad, mun and mis amigos, and in additionally, we just secured earlier this week um star Nova has agreed to implement theater as well as chess at Valley for the for fall of 2026. Um, and the the Valley administration conducted um a full survey with all of their students to try to find out what is it what they're and what they're interested in. Um, one of the number one things that I hear from kids when I'm walking around campus, especially our fifth graders, is can we have theater? Um, they've had such an amazing theater. We've had such
034an amazing experience with Star Nova um kindergarten through fourth grade and STAR is very enthusiastic about bringing it in um to our middle school. Next slide. Inclusion. So inclusion first one is increase pro-social student behaviors and positive campus culture through PBIS and our wellness initiatives. Um we are almost there. We with the exception for 2.1. Um the only thing we have not is develop a body shaming policy and education in accordance with AB10. Um we actually just had a wellness council meeting today. Um unfortunately some of our our folks in this particular task force um were not in attendance but one was and she said they've just about circled all their horses ready to implement um two programs they actually want to bring um the body shaming um assemblies shift them a little bit target
035them but bring them down into third and fourth grade and offer them at Vista um 2.2 2, explore and implement anti-hate, pro-incclusion, and kind speech campaign. Um, we have implemented just about everything underneath this action with the exception of we're still kind of really kind of looking at all of the different options for the student leadership training, right? We've looked at a couple different curriculums um looking at one um that promote positive peerto-peer kind of influence such as like No Place for Hate um but really looking at a couple different ones. And so I want to um thank Miss Brown for for being open to kind of looking at those for our student to train up our student council members. 2.3, the last one we're finalizing right now. Um and a big thank you to
036U. Martine Romero, our special ed um support um is our last thing we haven't done is our disability awareness. And so we'll be doing a um kickoff campaign for um autism awareness month um to really kind of help educate our staff um and our students and our families on um disability awareness. Um, but one of the things we're most particularly proud of in 2.3 is the uh copious amounts of training that we've been doing for teachers, for staff, for support staff, um, TK aids, paras, um, noon duty, all of the folks in functions of behavior, how to support behavior, um, how to, um, deescalation strategies. All of our um pair of professionals um received RBT, that's registered behavior training um which is about 40 hours of intensive training earlier in the year. So we are
037very proud to say that everyone um is fully trained. Um 2.4 reduce incidents of bullying, mistreatment, and increase student resilience and grit. And so we've been doing we created um doing a lot of training for our students on Sprigio so that we had access to and we've we've seen a steady increase in in students um submitting Sprigio reports. They that allows us to um categorize and kind of address very quickly. We've held um repeated um assembly expectations at all three school sites um in the fall. We did that again in January to reset expectations. Um we've also our counselors have been delivering weekly lessons in the classroom pro-social lessons. Um and then we added counseling support. So we've increased our support so that Hermosa View and Vista had an additional um full day of support.
038Um and what we've seen is the earlier intervention is starting to really um pay off. We we love Miss Auda over at VU and um and Troy at Vista. Um, and we want to thank all the work that Cassie Riley has done at Valley. Um, so that's one that in addition to all of our counselors, in addition to doing weekly social emotional lessons, they've also increased their implementation of one-on-one and small groupoup counseling for identified students. Um, that's been done um through at the Valley through Advisory and through Ed View and Vista through specials. Um and we just most recently um implemented, thank you to the board for approving, is um a divorce separation group for targeted students kind of as a as a tier tier three. And finally, the last one, goal three, which
039is community. Um we have significantly increased the amount of 3.1 parent and family educational opportunities. Some are more well attended than others, which has given us some good insight of what what will actually bring people out. We actually did learn that Thursday is the best night of the week to get people to leave their house. Don't do Mondays, Tuesdays, Wednesdays, or Fridays unless there's food involved is what we what we've learned. We've held a number of understanding wit and wisdom for families, how to support. We held multiple risk of reading difficulty screeners and then we've done a number of cyber security digital for good, the cyber safety cop, he was actually the most u most attended. Um, but what we heard from parents is in the survey is that they wanted options of attending. So
040we've held them everything we've held we've held in person but we've also for the dig for the digital citizenship and the cyber security we have also held then virtual so parents can go in online at their leisure and and watch the watch the videos. Um we also held multicultural week and multicultural night which was a huge hit. So thank you to the seed committee. Um, this is also the first year of the Valley Science Fair and we will all be holding a family science night on April 29th at Hermosa View. So, that'll start getting advertised very shortly. 3.2, we wanted to increase shared decisionmaking and so um, we broke apart. Historically, we've done one LCAP advisory committee that kind of met together that was led by Sylvia Gluck. We actually broke that apart. Um, what
041we heard from families is they wanted access to their own individual child's teacher. and what was happening at that particular school site. So, Sylvia still holds the LCAP committee. It's very very well attended. Um, but then each school principal broke apart to have a principal advisory committee when able to kind of just meet with parents as to what the unique needs of this particular school are. We've held multiple wellness council, seed committees, student advisory groups, and we'll I'll share with you their the crowning um goal of what they have done. Um but really our goal was really just to try to help people um not only give us their feedback but what we've been trying to do is really be very um transparent. So when we have done things we have said based on feedback
042from X we did this thing. Um just so people are a little bit more aware. 3.3 student and staff and campus safety. Um we want to uh thank the valley team for all of their ebike safety classes. We've held three this year and we want to thank HVPTO for sponsoring that. Red Webon Week, Wellable, and our staff wellness um is was been brand new this year. So, thank the Beach Cities Health District um all of our active shooter trainings and all of our wellness um really trying to not only take care of the wellness of our students, but also for our staff. 3.4, this is um our big one, implement an effective school facilities bond management program. So we have been very very busy. Um I think when we first um we looked at this
043our goal was to go fast to save money and we really want to thank um our partners district advocates group Mr. Alan Rising is sitting in he's my best friend he just doesn't know it yet. Maybe he knows it. Um but we really want to thank so their partnership has been allowed us to move a lot faster than we normally would have on our own. So we thank them for that. um we are um moving moving fast. So we'll have the architects come at the at the board workshop and give you all kind of an overview. And then 3.5 was a really big one. So we've you know we've talked about um technology shows up in I think in item one two but this is where we had to kind of pivot and spend a
044lot more time. So, we want to thank the IT team, Sandra and Kevin, um because we've had to spend some significant time and energy making sure that our cyber security was up um and that we are secure, right? We we did not want any sort of brute force attack, not on our and because that costs money. And so, all of the work that they've done to making sure that we have um accurate um inventories of all of our hardware, all of our software is making sure all of our platforms are up and and secure. We want to thank them for that. and also the training for staff because you're only as secure as one staff member clicking on the wrong link. And so, um, repeated reminders that Sandra sends out and all the trainings that
045she's done with the staff, we really appreciate. So, next slide. So, next steps. Um, we're going to actually have a spring administration again of the LCAP survey because we have several metrics from the last survey that we put on here. We wanted to see how we were doing. Um, Sylvia and her team have spent a long time with the LCAP committee who actually tore apart the survey. There were some questions they felt were redundant. Some questions they felt maybe were a little confusing to the respondents and they wanted to to kind of change the key metrics that we if if it's a metrics that we're measuring oursel on, it did not get changed, but um they wanted to make it a little bit more efficient for people to take it in a quicker manner. Um,
046so their goal was to take it down to about 10 15 minutes. And so that will go out after spring break and we'll set aside time in our all of our staff meetings for staff to be able to take it and then our students in grades 5 through 8 will take it as well. So we'll have that data to look at. We're going to hold a board workshop on April 21st, 2026 so that we can dig into this a little bit deeper. We can make suggestions, edits, changes, pivots um for year 2. And then in June, July of 2026, we should start seeing our student outcome data. So that's when we anticipate we're going to start seeing CASP cast data start to roll in from the state. Fingers crossed. And then we will bring a
047revised plan to the board in fall of 2026 with any changes we make for year two. And the last slide just because it's so pretty. Look what these kids did. So these are the five areas um that we felt this um strategic plan would support. students being critical thinkers, empathetic citizens, passionate learners, resilient mindsets, and self- advocates. Questions. That was a lot of me talking. Can we just go for you to go, Kelly? >> Okay. Yeah, let's go for some questions. Go ahead, >> Rachel. >> Um, that was amazing. Thank you. That was a lot. A lot because I know that was just every precise for each one of those action items. I love the line low floor. Um, no ceiling. Yeah, I had to write that one. I'm going to use that. I stealing
048it. Um, >> I can't say it without giggling, but the dibbles. >> Dibbles. >> MClass. Thank you. That is going out. Was that It's a stupid question. I know. Was is a physical letter or an email letter? And how do we know? >> Do we have a way to confirm receipt? >> Yeah. So, we're doing a couple different ways. So the um actual score report has to be printed right we don't have a way in powers school to upload those for parents to access the way like CASP scores if you have a student in grades three through eight that can flow into our system and it can sit in the portal um uh McLass dibbles doesn't have that in powers school it will in parent square as we when once we migrate over it does
049have the ability to deliver accurately um student reports right now it's going to be um we're going to print we've printed a version we've printed a version of the letter. I wrote about it in the wavewatch to let families know it's coming, but the principles will also be following up um to make sure everybody gets their report. We we are actually mailing it. We didn't want to put these in backpacks because >> they're not always, you know, we didn't want we wanted to make sure it got home. Um but we'll be following up following up with families as well. >> Thank you. That's all I have. >> Really interesting data coming out. Yeah. question. Okay. Sure. >> Um, thank you for all that. It's, uh, I, you know, just what Rachel already said, it's high
050level and we know that there's a lot a lot a lot of bullets underneath each one of those. Um, quick question on the LCAP, bringing it down 10 to 15 minutes, which is always good if we want people to do it. How long does a survey usually stay open? >> We're planning to keep it open for about a month. So, we're going to send it out. We didn't want to send it out before spring break because we felt it would get lost in emails. So, we'll be sending out it go it'll go out Monday morning when we return and then we're going to keep it open through May. >> Okay. >> So, >> all right. Thank you. Thanks, Jen. Yeah. Mine's also like thank you for all the work. I mean, this is an incredible
051amount of work for a small, nimble staff to be doing. So, we see you all doing these things. It's incredible. Thank you. >> Um, I did have a question to kind of piggyback on Carol's question about the LCAP survey. Is it in the past before we've had this April 21st meeting, we sometimes have this survey done? Yeah. Or something like that. So then we can really understand kind of the pulse of things before we walk in there because I find it harder to >> give uh strategic feedback if we don't know really where >> you'll have a good chunk of it. So I'll pull the data down after one week and so we'll be able to look at it. Um but we will want it to stay open. Okay. And then we just love I
052say we but maybe me. Um really >> loves a good broad open question. >> Yeah. Like I love the open questions cuz then I just feel like you really get a sense of what people are thinking. >> Yes. So we kept um we kept one open question for everybody. The feedback from LCAP and Sylvia you can speak to this. I don't want to speak over you. They felt there were too many open questions and so we've reduced it down to two. >> What do you love about Hermosa? >> Yeah. >> And then that we were what we were trying to get out of that question is like what do you need to make sure that we don't get rid of? what is it that you love so we can capture that and then that was
053feedback directly from the LCAP committee and then the second one is what do you need us to know um really kind of broad >> that's broad and then will we get an MPS score are we going to ask them >> it's in there as well yeah the MBS score is embedded for all three um stakeholder groups >> okay and then I just had a just a awareness question for myself had we always done this um just words for sixth grade >> no this was new this year >> that's a great idea I think that's going to really help us kind of see where we're going to how to how we're servicing fifth graders into sixth grade and how to really like close gaps. >> Yeah. So, just words is the um 4 through 12 version
054of foundations, but it jams it into either one or two years. So, the idea is to fast cycle kids up in their phenemic awareness. >> Right. So, a question. >> Yeah, >> sure. I I did have another one when you're done. Is that something that we're putting in place because foundations only went in a few years ago and we're playing catch-up or we're trying to catch >> program >> trying it's kind of really to do both. A catch the gaps, right? Because foundations just went in like two and a half maybe years ago. We're still looking at full fidelity. So we want to catch those students. Um but also even with foundations there also may be students who just need another double dose. So I don't anticipate us ever getting rid of it. We just
055may have smaller groups of students who need it. But I anticipate us running it as an elective for several more years because there will be larger numbers of students um who need that >> with and this is the just to it's kind of like a metriculation question but which the and we have gaps obviously we can see them in data but >> since we don't always know what our gaps are when we're going into high school >> what's our I I know we would love to have metriculation meetings with high school English teachers, math teachers, science teachers, but how are we and I I know there's union things and timing and yeah, >> what's the way that we can be kind of creative to kind of make that happen? Whether it's like with subs, half
056a day subs or something to get our English and our math and our science teachers over to Costa. >> I think it's really kind of hitting it both at le levels. I think it's us just keep inviting. We invite invite come on over. Um I think sometimes there's a lot of power in seeing things in a classroom, right? having you know when I was um in my previous district um we invited the entire AP English department to come down and do a author reading with fifth grade students right so they could just kind of see start seeing some of the metricul metriculation but I also think it's probably giving our teachers some half days giving them time to kind of go over gets a little tricky because the high school they all have different prep
057periods and trying to kind of align them but >> but I mean we can find I think Mr. Wasserman, correct me if I'm wrong, is a Hermosa. >> Yes. >> And he's the English teacher that is in 10th grade English honors and he does six periods. And he just at least would be a >> Yes. >> He would be good because he would tell you >> both from like being a student, an alum and a I just I think if we can >> really force that happening, I think that would benefit. >> He'd be happy to do it. I know he would. Um, so that that's and if we can make that happen that that'd be amazing. Um, let me see. My other thing was uh >> oh just an afterchool programming. >> I thought
058we were also thinking about um doing something with gaming. >> So deciding how to fund, right? So um the esports is now the number one thing that kids want. Um when you ask them like we did a sports survey, they were like we want esports. Do you want after school programming? They're like, we want esports. We just have to figure out a way how to fund it. >> And would PTO be like an an option to fund it? >> Now that I've heard all this Dolphin Dash money coming in, like is there a way to like suggest maybe that be a program they take over? >> We ran it um I've run it in my in previous it ends up the first year cost you the most because you actually have you can't just run
059it on a Chromebook. You have to run it on gaming laptops, right? You have to setap the smoothest is a partnership. There are companies that will come and actually run the competition. >> Rocket Sports will do it for you or >> Yeah, there's a there's a company we used in Roondo and they were great. One of the things I liked the most about them is that they were always monitoring the Discord chatter, right? You got to be monitoring that >> Yeah. >> you know, world with middle school boys. Um, not shocking, but they kind of help provide that service. Um, but it's expensive. I want to say we paid about $60,000 and that was for high school and two middle school teams. So, we'd probably probably be about 20, right, >> for us to run
060it, plus the materials. So, you just have to figure out how to fund it, >> right? I just think that'd be kind of fun for the PT. I think the PTO is always like looking for new ways to be like, you know, something they can >> they play Rocket even like Rocket League and I'm looking at Sandra like if I can't remember the other game that they play but it's really cool. >> Just reminding everyone you can get college scholarships for e game. >> You can. >> Yeah. >> Yes. >> Um then my other question was just about music and I know we had some questions about music and like maybe is there a way to um get Star to connect with doing something after school? >> They'll do whatever. They were like, "We'll do
061choir. We'll do what they're up for." >> Um, I mean, this was the most exciting part of our meeting together, but they were like, "What do you want need? What do you want?" Um, and so they'll >> interesting. I mean, maybe there's something that, um, the music teacher can connect with Star to figure out a way to a pathway. >> Yes. >> Yeah. >> Music, theater. >> Yes. >> Well, there you go. Yeah. >> Yeah. >> Exactly. I just did my choir and I invited you. >> Yes. >> Um, okay. Anyway, um that was all my questions. Thank you. Great job. >> Megan, you want another one? I mean, you you tapped on to one of hers. Do you have any other questions? No, we're all good. >> I don't have any questions. Thank you
062again for all the time and attention. >> Oh, I have one other one. Sorry. >> The morning exercises. Is that going? Okay. >> Yeah, it's going. >> And who teaches them and who how does it So, we want to thank the This is a Beach City's health district initiative, right? So, um they I I'll be honest, the very beginning Grace Yang was out there in her tennis shoes like leading morning leading morning exercises. It's gotten um first it really is a great um program for just getting you think it's only eight minutes but it's eight minutes that will literally wear you out. Um and so um the beach cities has various routines right that you take them through the routines. Our elementary PE teacher has taught the routines. So it's just really making sure that
063kids are um participating. So we thank our teachers who are walking the lines and making sure kids are all doing their wobble jacks. Yeah. Um, ultimately, um, and this didn't even come in here, but we did talk about it in wellness, we have, um, a group of parents who I think are tired of listening to me, but are willing to bring back walking school bus. We'd love a good walking school bus at Hermosa View. I feel like it would really help with the morning drop off and flow. Um, and um, so Beach Cities, we asked them to go comb through the bowels of the basement to get out all their old training materials. So, we're excited to bring that too. >> That'll be fun. >> Okay, cool. One more >> follow on. Sorry. >> I
064don't know if I'm do we have So, we have composite data now because I saw you made a comment at the end for the MC class like some really good data. Are we surprised how much that we've >> discovered that we didn't know that we had kids? >> Yeah, I mean it's, you know, it's it's really interesting. Um, not necessarily more kids or less kids than we thought. Um but what it does is it breaks down into kind of eight different areas, right? It did help us see, you know, if we're looking at one particular subgroup like um nonsense letter fluency or nonsense um word fluency, right? Which is looking at a c a consonant vowel consonant word that just doesn't make sense, right? It gives us a lot of information. Um or a rap
065or a segmentation where the teacher says the word c and the student goes cat, right? So those kinds of things kind of help us also give us a little insight into okay where are the parts of foundations that maybe we're not spending enough of time and attention to in the fidelity right because we if we look at one particular area and you have more than what would be statistically that you would expect that tells us it's probably maybe a tier one issue we need to spend a little bit more time coaching. So it did um give us a lot of data. We'll be bringing the foundation coaches come back in this fall because we need to do a little bit of a refresh of um it's not just the order you teach the letters, it's
066how you teach it. And foundations is a multi-ensory approach to teaching reading. And um it so it gave us some really good data to kind of move forward with next steps in teacher training. Um but what we do see longitudinally, K1 and two, it's doing its job, right? we have very very few students in the red at Vista um that we can just increase um repetitions of the lessons. So >> great thanks for a very thorough strategic plan update. Now first reading board policies and administrative regulations Dr. Wild. >> Yeah, also is exciting um as is our practice. We we regularly review um board policies, administrative regulations, and we take guidance from the CSBA um policy guide sheets that come out um approximately four times a year. Um and so we bring to you tonight
067the first reading of of a set of um board policies and administrative regulations, up for discussion. >> Do we have any questions or comments? Maggie, start with you. >> Nope. Nope. No. Great. >> Good. Check that box. >> Check it off. Moving on to the consent calendar. Do I have a motion to approve the items on the consent agenda? >> So moved. >> Good, Jen. Thank you. >> Second. Thank you, Carol. Um, all in favor? >> I. >> Hey, good. All right. Action items. Um item 12.1 resolution number 142526 to order bianial governing board member election on November 3rd 2026. Dr. Wilds. >> All right. So tonight we bring to you a resolation a resolution to initiate a regular bianial governing board election for the district. Once adopted staff will move forward with notification to
068LA County. Um unless anybody wants to change their mind really quick. There will be three seats open for the November 2026 election. >> Regardless, there's three seats open, Susan. >> Yes. >> Who's the three? >> Three seats. >> Oh, these three. These >> three. One, two, three. Okay. I'm I'm gonna put I'm going to put my hat in the ring again. >> We're so happy about that. >> Okay. Um, any questions or discussion? Rachel, Carol, you guys. >> Happy to make a motion. >> Thank you. >> Second. >> Thank you. So Maggie first, Rachel second. All in favor? I. Item 12.2, resolution 132526 of the governing board of the Herosa Beach City School District, authorization of cash transfers from fund 40 to fund 01. Uh, Miss Vonabala, also known as Dr. Wilds. >> Yes. So,
069um, this one and the next two are a little bit of clean up from our last board meeting. So, the district received some state matching funds in support of the measure S. So think back to TW think very very many years ago. But to ensure that these funds are properly accounted for and available to ex for expenditure, a transfer of the state matching funds from for from from fund 40 from fund 40 to fund one is actually necessary so we can spend it. Governing board approval of this transfer will enable the district to move forward with the planned purchase of non- capitalized equipment while maintaining compliance with state accounting and reporting requirements. staff recommend you approve this transfer. >> Do we have any questions? Rachel, Carol, Jen, Maggie. Okay. Um, can I get a motion
070to approve? >> So moved. >> Jen, >> second, >> Maggie. All in favor? >> I. >> Okay. Item 12.3, purchase of teacher and staff laptops through the California Multiple Awards Schedule, CMASS, Contract 334051014. Dr. Wilds. >> Yes. So, this is just a little This is the cleanup that I mentioned. So now that we've transferred money, we just need to change the funding source. This is a duplicate item from last month's meeting where we need to correct the funding source so that we can move forward with the purchase of the staff laptops based on requirements from our auditors. Staff recommend you approve this purchase again. >> Okay. Any questions, Maggie, Jen? >> No. >> Carol. >> Rachel. Okay. None. Uh can I get a motion to approve item 12.1? >> So moved. >> Thank you. Second.
071>> Thank you. So Carol moved and Rachel seconded. All in favor? I >> I 12.4 purchase of technology equipment 500 Chromebooks through the California multiple awards schedule C mass contract Dr. Wilds. >> Great. So this is also the duplicate item um from last month's meeting where we need to correct the funding source in order to move forward so that we can purchase these Chromebooks and get them on order. Staff recommend you appro approve this purchase again. >> Any questions from anybody? >> Yeah, a question. >> Motion to approval. Motion to approve from Rachel. >> Second. >> Thank you from Maggie and all in favor. >> Item 12.5 terra terap phase contract for consulting services and coastal development permit application for the Hermosa Valley modernization project. >> Yes. So this is an agreement for consulting coordination
072and preparation of doc any documentation we may we may need in support to support the coastal commission development permit and approval process. This is for the valley modernization. So this item is separate. You're going to see another one later on. This is just for the valley project. This is a not to exceed amount and will be build as utilized. Staff recommend you approve this agreement. >> Questions, comments, movement. I I question. Why did I think which school? So valley is within the coastal commission. >> Valley is within the coastal commission. Yeah. >> But view is not. Just to clarify. >> View is not because view is not. Valley and Vista are. Yes. >> But valley is only a little bit. Yes. Just a little part. >> Really clear. It's not the whole campfest. Just a
073little bit. Just the sand. Dude, >> that's it. Right. Because I was was on the pressure and not >> they don't know if we'll need it or not. >> Don't know whether we'll need it or not. >> In case we need it. >> Yeah. >> We don't want to have to delay doing something. So, we want to go ahead and have this in our pocket ready to go. >> Good question. Do I hear a movement to approve? So, moved. >> Second. >> Thank you, Jen and Rachel. Okay. Item 12.6. Sorry. All in favor? >> All in favor? >> I She's I always forget that part. Item 12.6, DMC Engineering Addendum, Hermosa Valley School Modernization Project, additional site surveying services. Dr. >> Yes. So, this is an agreement to provide just some additional surveying services as
074part of that valley modernization project. Particularly, this um uh this addendum relates to underground utilities. We need to take a little deeper kind of look at that and some additional topographic survey work. staff recommend you approve this contract amendment. >> Any questions? I just have a question. Since Alan's here, we can maybe Can they look at Can they look at capacity when they are doing this like geothermal capacity or other capacities or are they just an >> engineering? Yeah, come on up. >> We have an expert here. Well, just because we're going to take I mean, you were the one who mentioned this before, but we're going to take the field out at some point and that's a big space where you could put a geothermal something. If you have a big space, you could
075do energy. Yes. So, so although that may be an option in future, this particular contract is really more for surveying and for utility services. So, we're looking at underground utilities, plumbing, electrical, those type of things to locate them, which is critical as we move into modernization work so that we don't impact those. Got it. >> In the future, we can work with our architectural teams to look at alternative uh energy sources, whether we use geothermal or solar, those type of things. >> Got it. Okay. Thank you. >> Thanks. >> All right. Any other questions or comments? Just do you ever feel the urge to to start run DMC when you say >> this? It's playing in my head right now. >> Okay. Do I have hear? >> Yeah. >> Do I hear a motion? That's
076okay. Do I hear a motion to >> moved? Second, >> Jen. All in favor? I remember this time. >> I item 12.7, Terara Fay, contract amendment for coastal commission work at Hermosa Vista. Yes. So, based on the response that we got to our initial application, um the response that the district received from the coastal commission for our visit turf project, we're having to increase our counseling, our consulting contract to provide the commission with all the documentation and application amendments um addendums that they are requesting so that we can move forward with approval. Staff recommend you approve this contract amendment. >> Questions? >> I I just have a comment. Sure. I find this like maddening because it is such a waste of taxpayers time and money that the Coastal Commission is asking for us over and
077over and over again to do this. I think it's ridiculous. So, I just want to let everybody and then the public know that I think that that the Coastal Commission could do a better job for a small tiny insy little project that's no bigger than this room practically. They are costing us how much money? $60,000. >> I mean the applica >> it's just ridiculous. I know we have someone who's working very hard on our behalf in the coastal commission in our community. So, I appreciate that. However, this feels like bureaucrat bureaucratic nonsense. >> It almost feels like the city should take their own local control plan. >> It's just really weird. >> Yeah. >> Somebody should run for council and anyway, I just want to put that on. I just It's maddening. >> It Yes,
078we we do not disagree with you. >> Student dollars. >> Right now, we're just Yeah. Right now, we're just going to keep checking the box. I know. Sorry. >> You've given us a road map to get this approved. So, we are going to just >> I'm just saying if any family members want to in concur that it would be okay. We have a coastal commission member on our in our community. You can let him know. >> Yeah. >> Okay. >> After that comment, any questions? Any other comments? Questions? Okay. Can I get a movement? >> I move to approve. Second. Sorry. H >> and then Maggie. >> Okay. All in favor? >> I remembered. Okay. >> Item 12.8, approval of master contract non-public non sectarian school agency services for momentum behavior services. Miss Clark, >>
079the district is in need to have a functional behavior assessment completed for a student and we need an outside agency, non-public agency to complete it. So, it's recommended that you approve the master contract with Momentum Behavior Services to conduct the FBA. >> All right. Questions? Rachel, Carol, Jen, Maggie. Okay. Can I get a motion to approve? >> So moved. >> Ben. >> Second. >> Carol. And all in favor? >> I. Okay. Still mad. >> Item 12.9, approval of the HBCSD 2526 certificated salary schedules. Dr. Wilds. >> Yes. So, I'm actually going to talk about 4 129, 1210, and 1211 together, although you need to vote on them separately. Um, but these are all of the finalized salary schedules for our certificated, our classified, our management confidential, and certificated administration based on the approved onschedu um
0801.75 salary increase, and 250 benefit cap that um you approved as part of the CBA last time. We ask that you vote on each one separately, and staff recommend you approve these schedules. Okay. So, for the first one of the certificated, any questions, comments? No. Can I get a motion? Move to approve. Rachel. >> Second. >> Carol. Carol. Second. All in favor? >> I. >> Hi. So, moving to 12.10 the classified salary schedules. Same information. Any questions, comments? >> Just a quick comment. Yeah, go ahead. I just wanted to to thank our leadership, district leadership in navigating and and leading leading the way to through negotiations are never never easy. So, thank you. >> Yes, we appreciate that. >> Yeah. I just want to thank the teaching the staff that has like stepped up and
081wanted to be a part of the HBA and >> um both the classified staff and the certificated staff because it's not a job anybody really wants to do but it's important and >> um I feel like we did a you know a good job of finding a compromise in terms of like and we're just happy to try to keep funding uh giving teachers and and staff as much as we can >> every year. So you know we're we're we're in your your camp. So, thank you for the work doing getting us there, Susan and team. So, a motion to approve the classified one. >> So, move to second. >> Yep. So, who So, so Maggie Mo moved and you second and Rachel seconded. All in favor? >> I. >> All right. Moving to 12.11, the
082approval of the management and confidential salary schedule. Um, any questions, comments? Can I get a motion? >> So, moved. >> Carol moved. >> Second by Jen. All in favor? >> I. >> Okay, good. Thanks. And thanks for all your hard work. >> When will they see that in their paychecks? >> So, right now, huge thank you to the business office. So, they're doing two things. They're having to do the enter all of these after today. All of these salary schedules get uploaded HCM. And so it is a manual entry of every employee in the district. So thank you to Natalie, to Robin, Bianca. They are literally having to do each person um by hand. Then the second thing they're having to do is work on what's called a mass retro. And so we have to
083retro this agreement goes back to July 1 of 2025. So now we have to mass retro that also handing information. Crazy that it has to be handone. >> Yes. It's the the the irony is that this payroll system is called best e it's it's not lost on us. Yeah. Not lost on us. Yeah. So big thank you. It's a lot of manual labor that they're doing. >> Thank you. Thank you for all the labor and I'm sure the staff appreciates it as well. Okay. Item 12.12, approval of agreement with Swing Education for Substitute Staffing Services. >> Yes. And so you are probably familiar. We currently have a staffing company called Scoot um education. Um this is a separate company. Um so we're always kind of seeking ways to ensure make making sure we have consistent
084and reliable substitute coverage for both certificated and classified. Um swing education is currently being utilized by many of our surrounding districts. And so we were able to negotiate to be part of a larger consortium that reduces the per um substitute rate. So, this right now it's less expensive less expensive than Scoot. Um, significantly less expensive, more expensive than just our in-house subs. But while we um kind of look at solutions for that, what we'd like to do is pilot this agreement for the remainder of the 2627 school year so that we can test out what their fulfillment rates are, how quickly they can fulfill, and what the quality of their subs are. Um, and then if we like them, we'll bring back a full agreement for the 27 for the 26 27th school year. or
085sorry for the that's a I spoke wrong the remainder of the 25 26 school year and then if we like them we'll bring something for 26 27 >> perfect questions about swing comments >> so just looking at their the insurance component >> of the the agreement so we don't get additional insurance to cover them are our our >> they cover everything so everything the cost the per um sub cost whether it's certificated classified half day or full day. Um in in that is workman's comp, all of their benefits, everything is included in that overall price. So >> that's used swing. >> Yes. So Elsagundo uses them I believe uh Manhattan. So there's severis several school districts in our local area and so we were able to negotiate the consortium rate and so we jumped on
086>> um it's typically more expensive than the rate that's quoted in here. >> Well, that's awesome. All right. Any other questions? If not, can I get a movement to approve? >> So, Jen second. >> Second from Maggie. All in favor. >> Hi. All right, guys. That concludes the action item portion of the agenda. We will now move on to the board member roundt. We'll start with you, Rachel. Anything? No. I will say that I remember that very first basketball game because that's when my oldest son was just playing basketball was playing basketball for the for the boys team as well. And to see that those girls grow amazingly and the coaches grow with them. Um I would love for us to be able to like interview them, get them on a video that something could
087be on our website with the coaches because it their coach's involvement is what made the diff. The girls are great, but the coaches made the difference with that team. To go from >> Yeah. where they went to this is really is really phenomenal. And that I just think of them as like the role model for how other other teams could be. So, >> I think the video is a good idea. >> Just to just to add to that, I think it's uh also worth mentioning that those are not regular coaches. Those are parents who jumped in to do it because their kids were playing and they don't get paid much of a stipend and they took time off of work to be there which makes it all the more u great that they did it
088for three years because that's happens a lot in our sports. >> Maybe if someone could do that video like ASAP since the final four is on in the women's tournament might be a good like fun thing to just put out there. >> Get on it. Somebody some magical person. So, let me add that to see where I add that. >> Maybe they could just film themselves. I think they could find their way to like make their own video. Why don't we suggested one of them? I saw Kelsey here, my neighbor >> and also get on Arts of Herosa tickets. >> Arts of Herosa tickets. >> Yeah, >> I did have one thing. I was um since when I went to that Da Vinci um conference, I was thinking it would be really great because we
089haven't done this in a while to get the board to go on a tour of Mira Costa and Rodondo even though we've had students there as our own but as a board member to kind of see different programs and go to Da Vinci and go to one other charter in to just see what's out there because in high school they're doing a lot of really amazing things and I just want to make sure we're staying up with what what what's happening in high school and what the expectations are and where like the future is like after high school um what they're pushing. But I just think it might be a fun um excursion. I would be happy to champion like getting that organized um but maybe need some help with the high schools that are
090our >> road trip. >> We absolutely can do that. >> Okay, sounds good. >> I forgot from board member report I uh was Rachel's rep to go to Laxa. um this past month. Um and I did the presentation off of uh teacher scheduling that I'm doing on another capacity. Um the presentation on that night though was dual enrollment and uh I had shared it with Dr. Wilds. uh just some really cool things that are out there that don't seem to apply to us here in the South Bay with El Camino, but they're using other program other uh districts are using community colleges to come in for their middle school and do their languages or you know and kids can already get a jump start on what they're doing for high school. Um so anyways, I
091shared that didn't seem like it was applicable but uh very very cool. The other two things I want to mention um uh what's tomorrow we're having Dr. Shyroy. He's a he's another candidate. So, we have two candidates left off of like this upcoming legislature who are coming to view um Hermosa schools. So, that's really exciting. And then lastly, um there's new federal legislation off of ebikes. Um and so I've written to Ted Lou's staff to see if we can get him to come look at Hermosa and just have an understanding what it looks like here. So, uh I'm waiting to hear back from the staff. >> Okay, that sounds great. All right, cool. So, um, calendar, April 6th through 10th is spring break. May 4th through 22nd, 22nd, yeah, CASP testing for grades 3 through
0928. May 9th, HBF presents Hearts of Herosa. Get your tickets. And May 13th is our next schoolboard meeting. And that's it for this evening. Do I have a motion to adjourn the meeting? >> Jen second. Thanks, Rachel. And everybody's all in favor. >> Thank you. The meeting is adjourned.
