001math placement process for our students um making the test more consistent across sixth seventh and eighth grade and um making sure that we're we're sharing the results with students so that they can make informed decisions for subsequent years thank you okay so here's some other changes first um schedule change request form we did roll this out this last year but we will be asking parents prior to the beginning asking students and parents prior to the beginning of school to check their students schedule on powerschool to ensure that everything's correct if they see errors they will have an opportunity to input that into a google form and will make the change prior to students returning to school this will cut down on lines at the beginning of school or visits to my office miss overbeck and

002miss riley's office the next thing is kind of a big change this is an ad drop deadline some might say i'm bringing secondary things down to the middle school more secondary but the reason this is so is we at valley make changes to student schedules throughout the year mainly as a result of math moves so students that are doing better in math let's put them in algebra instead of math eight or students that are struggling let's bring them down so while we're going to follow the data and of course if students are struggling to not force them to continue in a class that's not healthy for them we're also going to try to get that data earlier by 9 23 and we will communicate this early and often to parents um the reason this is

003so all those math moves have additional ramifications change in english teachers change in pe sections uh misalignment with regard to balance to the master schedule not as happy teachers as we would like and students that have to really make lots of shifts so by mailing it down to 923 a deadline it's gonna really help with that process we also have the level down um level up sorry at i mix those up let me turn those around so now i'll explain add drop that's the level down level up deadline the add drop deadline is students that are um have chosen a year long like on the wheel they've chosen uh band for instance and decided they wanted the wheel class or chosen wheel and decided they wanted to go into bands we wanted to give them

004an opportunity to make that choice up until 9 23. the level down level up is 10 14. thank you christine next so this is a little bit more detailed and i won't read you these post-it notes but the reason i put this here is because i feel like i want to make sure that parents know what the process looks like throughout so elective options we're going to check them out everything that has a dash dr johnson dashes sorry um complete is an action item for our families but complete the intent to return survey check out the screencast that will be flown out to parents or along for online elective stuff visit the teacher for more information so we will also be hosting for electives information sessions from teachers so students can meet the teacher see

005what the class is about and it doesn't just come from a two sentence description and then connect with miss riley if the schedule doesn't look like how you would like it to look then we will also work on the placement test process not only are math teachers committed to uh building a consistent cohesive math placement test process we're also going to have dates during the summer where all students can come and take it at one time as opposed to one-off dates coming in and you know looking for the test looking for the key we'll have set dates and communicate those to families thank you all right traveling through some electives so here you have eighth grade elective options and you guessed it the red ones are new um you may may be sitting there thinking

006this is a lot of electives did we grow enough to e and the answer is no um but one of the things that i've heard consistently through parents and students is students with like a voice in the classes that fly at hermosa valley they want to tell us what they're interested in taking so we're doing things a little different when we open up that online scheduling we're going to have all of these classes as options for them to select then based on the numbers we're going to close some and open some based on student interest in need so a couple of new ones are digital photo and yearbook drama geography and current events so we have digital photo that's going to be presented by miss ripley our art teacher i'll talk to you about some

007creativity in a minute drama by mr coleman geography and current events by tammy heath and then broadcast journalism by and student council um by kelly bell but in conjunction with monique gonzalez thank you seventh grade same thing lots of electives here but not a growth in fte we will be narrowing it down based on student interest and then we'll fl uh build a master schedule that is a student-centered master schedule um again digital photo yearbook you'll see this throughout the entire process when when ripley and miss ripley and i were discussing this we talked about having a really good yearbook how do we get a really good yearbook but also teach skill teach students the skills necessary to um advance in other areas uh consistent with art so she and i talked about having a

008consistent 10 8th graders select a year-long class and then you'll see digital photo yearbook in 7th and 6th so we'll have 10 kids cycle through so three sets of 10 on a wheel for seventh and sixth graders to make sure that those student interests are also being represented in the um in the yearbook again drama and then yes spanish seven we're maybe bringing it back depending on student interest thank you uh same thing goes here one of the things that um you'll notice is uh the the steam courses that are present uh we are looking into clarifying what these steam classes are i think the main thing that i would love to highlight is we actually have a k-8 engineering and robotics program and i think families maybe don't know that so uh dr johnson

009and i were talking about potentially creating a flow chart of showing that pathway and what it looks like k8 and then also weaving in our steam classes with a little bit more clarifying titles so students know what they're selecting when they're selecting it thank you okay i spot i'm spotlighting three different classes for your consumption and what i asked was for teachers to give us some guiding questions or objectives for each of their classes so this is the eighth seventh and sixth grade ideas surrounding steam so sixth graders are testing methods for problem solving 7th graders are engaging in engineering design process and then 8th graders are using that prior knowledge to build on that and work independently and collaboratively on a little bit more advanced projects thank you in art six seven and eight

010so i feel like all of this is done through practice if you've ever visited miss ripley's class she's an amazing educator uh but part six is going to focus on how does the creation of art improve creativity memory perseverance and grit it's that initial experience to art seven is how does it help build those observational skills to be successful in other classes and then how does art help to develop a broader and more nuanced understanding of our world community um and ourselves okay spotlight on music this is our oops i think it should be band six seven and band eight did you there no that's right um so why do some things sound harmonious i love these um and others do not how does posture affect musicians if you visit mr harrison's class you'll constantly

011see him say shoulders up please sit up please musicians musicians sit up and why is consistent practice so important so i think that's something that our new musicians need to know practice makes perfect and then seven how does music define our community how does music and community interact how does the preparation of one person impact the sound of the entire team thank you christy all right so why are we doing this we're integrating systems to benefit all so it is a teacher win because teachers are getting their assignments before summer break they know what to cheat they know what they're teaching they know what to prep over the summer and as a result we'll get more um high rigor big bang for your buck lessons out of our teachers come the following year students win

012i feel like this is huge for me the voice and the electives is something that i am really excited about it's also a fair and organized process so we are re-numbering every student is assigned a number but this year what we're doing is we're reassigning random numbers so if you were always number 16 for instance you always got your first choice elective and if you were number 124 you never got it it's not alpha anymore i was whitlock so i never got the classes but um this year we're reassigning random numbers so students will have a different experience with regard to their selection so fair and organized and then everyone wins we get our course enrollment numbers early we can make positive predictions we have a balanced master's schedule across the entire board beautiful to

013me and then we have well-informed families because they are a part of our community and help us to um partner with their students and make positive great decisions in elective options thank you and oh there's an error in processing the page there's one more okay it just said thank you um it said thank you to hvpto thank you to hbef who thank you to the board who support our amazing elective programs i'm obviously a huge fan of enrichment i think without it our students are just walking through with math science knowledge and it really helps our community to increase breadth of content so thank you so much to these organizations that dedicate so much so many funds and so much um time and energy toward our electives principal ed so thank you so much for

014presenting tonight i know the board is really excited thank you for making student-centered voice in that and uh a fair and balanced master schedule thank you tricky thing to do so thank you so much any questions you want should we direct them to you later this was announcements no no yeah the board can ask questions okay questions again okay awesome yeah thank you so much for coming and sharing this i just had a couple questions could share with us how did you get the student voice in there you mean how will i how well the students no i just you you had said these were the electives like you thought you meant right so cassie riley originally um surveyed all of our students so she she surveyed um i think it was two or three

015of the grades eighth graders are not surveyed because they're leaving us but um students were surveyed so that kind of helped to bring about some of the content and then um teachers were also surveyed to see what they're interested in teaching what we know is when teachers teach their passion it's a successful match so from that those courses were developed and then based on what students select that's what we will actually fly in the 22-23 year and my just my other question was just about like movement and it just went really fast to begin with so if there's a student that um wants to or their parent wants to opt them into a more advanced level math because they just know that their potential is going to be there and they're just maybe not there

016yet is that still a possibility sure obviously yeah the parent is in control of their um decision with regard to math we give all of the information and make the parent and student most informed hello hi um and um and then yes if the parent would like to opt in one of the things that we were talking about with math is making sure we have that assessment piece uh nailed down before the add drop deadline so students and parents can see the results of an assessment and potentially um a diagnostic test at the beginning just to see how students are doing um coming off of summer break but yes parents have that choice thanks were there questions down here stephen um thank you very much thank you sort of ex i'm sort of wishing like

017the parents could do these classes especially but that's another question um i yeah huge thanks um math in the real world that was mentioned before with the student council but is it is it is that a club it was there okay is that oh yes okay very much okay no and what is sas so thank you for asking that yes so sas is student academic support um and uh i came to dr johnson with a challenge of students that were struggling in executive functioning in sixth and seventh grade they're um you know kind of i think i label them backpack stuffers when i presented to you right their papers come out accordion shaped um and cassie riley and i were seeing this systemic kind of pervasive thing in many of our student populations so um

018in conversations with dr johnson um we were able to build a section by collapsing a section so it was not an increase in fte but because of the not balance in electives we were able to close a small elective class and disperse some of those students and pull some of the high students numbers that were struggling in executive functioning into student academic support so it's a i would say tier one tier three intervention so it's a tier three intervention which means after sas you know after we've had time to look at the data um that they really need that extra support so it's one period in the day and the sell is it's one trimester so they have an opportunity to get out of it and take their elective classes but if they love it

019and they need it and they're successful in it then they can stay the whole year right thank you um i'm curious if there was anything that came off as a result of the survey what you've listed is all the stuff that's on we're just adding more into the mix right we're adding more yeah i didn't want to be offensive by taking off classes that teachers were curious and if students select it then we'll go with it and one of our goals um is listed as high school readiness uh preparation as we and as you as we look to miracosta and redone the union is is there any of that sort of feedback or looking at areas that we can do better this might be more of a future facing thing but i'm curious if there's

020more areas or what you're putting forwards is you know going to be brilliant and that covers everything thank you i would say absolutely i think it's a lot of relationship building so i i have the contact information of brady and berger and so we're in kind of constant communication i did hammer them about having a parent night on the same night and how is that going to work for hermosa families um but they um chalked it up to they said first year administer first year principal mistake rookie mistake um i think it is absolutely gonna happen i think partnering with the high schools to ensure that our students are ready i had a great meeting with science the other day talking about what is freshman biology like and what are the things that they hope

021students get or have skills wise before they enter in and science was like yes we need that to make sure we're focusing on those skills so i think partnering with those that administrator and then allowing us access to the department chairs of the departments in the in both redondo and costa will really help with that thank you very much no no questions this is really terrific i think it's going to be a great excuse me uh way to move things forward make things more efficient and get us in a good place so thank you thank you are we good i have one other sorry two other questions sorry um avid is that a program that you guys are looking into at all it's not been something we discussed i know the um sylvia's been really

022working hard on the social emotional wellness piece of curriculum we have now second step and um that is kind of where we're focusing our our attention and on intervention avid is a curriculum that can be purchased kelly bell is kind of doing this her own way in terms of the development of sas and usually avid is coupled with a period in the day or a time in the day where students all have access to something and that's not been discussed put a little plug in for avid i think it's really great to help kids get into high school and be have great study skills sure it's a fantastic program yeah so it just somehow can be shown at the the highlights of it i think it's a really great program as an elective and then

023have we looked at what our neighboring districts are doing for electives just curious like what if there's any other ones that we might need to want to add yeah i feel like one of the things that our neighboring districts are focusing on is steam and we are doing that so i think that's a big piece a lot of financial capital is going into the development of those engineering programs and hermosa's already made a commitment to that so that's the thing that i'm seeing growing the most in our in our area again thank you so much thank you appreciate it okay that's moving on through the agenda um opening up public comments i have a series of pink cards up here if anybody who's just walked in needs to get one they're in the back and

024you bring them up here to christine and it'll get passed along uh members of the audience may address the board on any topic regardless of whether it is listed on the agenda however the board may not discuss issues raised that are not listed on the agenda topics not on the agenda that are brought to the board's attention may be investigated by the administration and a report made to the board either publicly or privately at a future meeting comments from visitors shall not exceed three minutes per individual speaker unless we have by a majority of all members of the board so pulling up here apologies now for um for names um andrea laronetta and if you would when you come up if you could um say your name again for the record and your relationship to

025the district okay my name is andrea larinetta and i am a community member of hermosa beach my daughter went to your schools okay let me tell you a bedtime story there once with the country that was told the air we breathe can kill you in a virus so small too small for the eyes to see lived in this area and if you breathed you could die every mommy and daddy every grandparent every sibling were scared and their fear was so prominent that they relied heavily on the news commercials government officials tell them how to survive as time went on the country continued to feed the fear of people's scientific facts every day they were told by the smartest most notable and most famous people of the world the numbers of how many people had died

026and how many were in the hospital infected they were told don't visit anyone you'll get them sick don't go out you'll get sick you must wear a mask you can to filter the air you breathe so you will not get sick the people hid in their homes and wore their masks in fear and time went on the people continue to be afraid continue to isolate themselves and continue to wear the mask but one day the smartest most notable the most famous people of the world change their minds you can go out now you can see people you can go back to the new normal but you must continue to wear the mask and now you must test it's best to test all the time and as often as possible and it came people came out

027in droves and were being tested by the hundreds of thousands near the news continue to report high numbers of infection and yet again the smartest most notable most famous people in the world change their minds they announce that we have this new miraculous cure we have a vaccine that if you take it you won't get sick and you won't get anyone else sick we will make your local stores and schools clinics we will give you gifts and prizes galore to make it easy and free and if you just get this vaccine and the people rejoiced and the people came out and drove and are being vaccinated by the hundreds of thousands and yet the news continued to report high numbers soon the people asked why and to their dismay they were told by the smartest

028the most noble and the most famous people of the world because not all of you are vaccinated you must encourage coerce bully and shame everyone you know to be vaccinated you must continue to wear your mask and you must must be tested continually so people did but people became confused they were told they were cured once vaccinated and soon they discovered the vaccine were sick and they shouted out why and again the smartest most notable and the most famous people of the world change their minds but we were wrong it's not a cure but if you get sick your symptoms will minor and yes you can still get someone else sick but if they are vaccinating everyone continues to wear their mess it's invisibly minor too the people continue to come out and drove speed

029vaccinated they were the massive pride and rejoice that if they got sick it would only be as bad as the flu but some people started to ask questions and again the smartest most notable and most famous people the world changed their minds well not all of our accounts have been accurate they weren't as many deaths as peru's reported intestines don't seem to work correctly and can't be relied on and the mass really not working cannot block the virus but keep vaccinating and keep testing and keep wearing your masks but the people became um startled and they ask each other questions and they research from themselves and this time people asked and noticed that the smartest the most notable and the most famous people of the world were not following the advice they were given and

030now the people were angry and this time they came out in droves to fight against the vaccines the testing and the mass they danced to all who had listened their findings belongings and pleading to stop the madness and change began to happen but then the people noticed the change didn't include their children children were still being forced to vaccinate tests and their children were still being made to wear west and i asked so much why are you repressing our children abusing our children and harming our children stop mask mandates stop testing off vaccinating appreciate your comments thank you uh carolyn petty please uh please state your name for the border in your relationship to the district carolyn petty both of my daughters attended hermosa schools i hope many parents are watching this meeting and are

031going to tune in about forthcoming curriculum changes in hermosa schools last year dr johnson proudly and firmly announced that the school was planning to implement culturally responsive teaching what is culturally responsive teaching it is critical race theory renamed because academics now know that the words critical race theory inflame most parents who understand what it is and the toxic effect on our children the process has now begun in hermosa beach schools with teacher training hosted by ucla center x which does not hide their support of critical race theory they are even proudly promoting their book preparing and sustaining just social sorry social justice educators this should give everyone a sense of what they are about please note these people are being paid with our tax dollars to train our teachers and their philosophies the facilitator is

032dr orange i encourage everyone to read the book co-written by her starting on page 73 in her book culturally responsive teaching requires educators too and i'm going to list out only three because i don't have enough time examine their cultural identities acknowledge their bias know that teaching is not colorblind so number one identity that is the crux of critical race theory because it is based upon segregating everyone into groups based upon their race no longer are people viewed as individuals they are merely members of an identity group two acknowledging their bias another basis of critical race theory in which teachers will most likely be told to admit that they are biased and essentially racist in the way they teach number three color blindness a concept which most people in this country subscribe to in which

033people are based upon who they are as people is being pushed aside by these academics who have invaded k-12 programs these people find the concept of color blindness to be offensive because for them everything is about race and the words of dr orange shift the discourse towards power and identity and what is that about that is a marxist doctrine for those of you who know the true basis of critical race theory elections are this fall and i encourage people to heed my words about what is happening in our schools and consider running for school board manhattan beach has a school board member who is a democratic socialist we could end up with three socialists on our board pushing their agenda to radicalize education even further than where it is headed now i am not exaggerating

034because people like that manhattan beach school board member are realizing the way to truly change our country is to start with the children this can only be stopped when people who care about the future start taking an active role in becoming the decision makers in their community by serving on the school board thank you so much next up rebecca barrios please my son sebastian i think you know so i'm not sure you remember my last few speeches where i literally begged and pleaded parent to parent to stand with us since the board has made it crystal clear that you do not want to work with us which is literally the epitome of your job as board members instead you choose to not stand behind choice and have hidden behind california and los angeles health departments

035when even jen paske says it's always been up to the school districts and it's just guidance period i want to remind you all you took an oath of office to uphold the constitution since then you have massed our children illegally you have held clinics on school grounds without medical licenses you have discriminated against children based on their medical status you have allowed kids and teachers to constantly harass kids over masking i wish we could have worked together for choice but you have abused your power as board and as superintendent mandates are not laws my child will no longer be an endless source of funding for you stop playing god up there and remember who you work for and that is the parents all parents that said tonight i am serving you and if you don't

036make masks optional inside agree to no more clinics and no more pushing emergency vaccines i will file claim against you all on your insurance and you will all be held personally liable so you can consider yourselves served thank you and i have something to give to each and every one of you uh can our district clerk accept service no we've already accepted service thank you so you can hand it to the clerk thank you so much next up phillip schwartz uh phil schwartz my son goes to valley where to start um i'll just go right into it so i'm going to borrow the words from nick freitas tonight the united states is not a democrat is not a democracy we are a constitutional republic we elect our leaders through democratic processes and that is an

037important distinction because it said it because what it says is that we don't determine what's right or wrong purely based off a majority majority rule we actually understand that there are certain governing principles which should restrict government power because the definitive component of the american experiment is not electing public officials it's preserving and protecting individual liberty so i've been standing here giving the same speech same emails for uh for several board meetings pleading to end all the mandates in our school district only to land on deaf ears it's clear that the board is not for freedom of choice and the only response is we are following the guidelines well like rebecca just said only two days ago the white house stated that and i quote it has always been up to the individual school districts

038on how to implement the guidelines since they have always had and held the ultimate authority so you do have the power but you have chosen not to uphold parents and children's personal freedom you are bound in your oaths to follow the rules established in the constitution we have asked over and over for you to uphold the constitution and protect all children's and parents rights by allowing choice without coercion what do you have chosen not to so tonight i am also serving you with our letter intent letter of intent to file claims against your bond thanks so much philip you can hand it to the district next up victoria cannon [Music] um i'm a parent i have nothing else to say i keep emailing i keep talking i get back nothing thank you for your email

039i'm just following orders so i'm just let uh jen to talk for me it's always been up to local school districts to determine how they implement what does it say then that a governor like phil murphy who's been so closely aligned with the policies of this administration would get ahead of the medical experts and say never mind what they say school districts you decide well it's always been up to school districts that's always been our point of view and always been our policy from here it's always been up to local school districts to determine how they implement what does it say that your hands are not tied you're making decisions and you're making decisions for one group of parents so we'll be serving you too thank you so much my name is betty maurer i'm

040a grammy i have two kids in the district here i have a couple things to go over with you done it before i'll do it again i continue to stress my desire and my family's desire that our public school district concentrate on teaching the basics reading writing math science social studies etc [Music] the areas of the scw guiding principle that hermosa beach has uh include equity inclusion diversity and i think those issues are belong in the parental domain i totally agree that the equation two plus two equals four great you guys teach that love it go right ahead um but the sel issues are more in the values realm values killer clarification uh and i i might not agree my family and i might not agree with the district's value clarification or the staff's values

041clarification we might not agree with that okay so um i as grandparent want to be in control of teaching those values to my kids if you have a problem with him on campus call me i'll take care of that problem at home you don't need to take care of that i will and i can't imagine any parent handing their child over to you for you to take care of those issues i i can't imagine that uh this is what we as parents do it's our responsibility not yours second thing i'd like to talk to you about and i can't do it any better than these guys did and what um victoria did with the with the uh jam sake thing on i mean two days ago from the white house so both masks and vaccine

042mandates are not in the best interest of our students and i think you can see that happening all across the nation now people are finally understanding that it isn't doing our kids any good it didn't work they don't need it and it should be a family's choice with their doctor uh so i would really ask you guys to put on your big boy pants and stand up to fake dr ferreira l.a county department of health whatever and you know do what is in the best interest of our kids you have the power to do it we heard that from the white house thank you is there any other uh pink cards that i'm missing tonight any other pink cards okay moving on to zoom [Music] maggie i don't see anybody in zoom waiting to make

043public comment no i see two people i believe that they are from ed bailey for a presentation later brandon harrison and christine bruno both hey bailey okay just confirming thank you of course okay seeing uh no public comment and zoom uh i will now close public comment um moving on to written communications um i'm going to just read out what i've received on behalf of the board and then we can do individuals with that so looking from um our last board meeting uh the board received an email from philip schwartz uh regarding masks the board received an email on uh 119 and 120 from rebecca barrios on vaccines from victoria cannon on 120 on masks from 120 on tracy bar on masks from and that is all i have from uh to the board to

044me personally i have an email on board governance from don bran on covid from brad fritzel on covid from alice fabian on lcap and uh tk from jeff ackerman vaccines from gary brown el cap from tricia scaglioni uh suzanne evans on native garden on 122. uh carolyn petty uh on 123 and 125 on iready joanne anderson on mass mandates on uh 126. sabrina burnett on 127 uh kelly gutshall and 127 on mass mandates uh 131 victoria cannon mass mandates uh 2-6 victoria cannon mass mandates uh two eight uh victoria cannon on mass mandates to eight uh katy ball on el cap i'll start with you quentin and just go down the line do you have any correspondence [Music] great thank you so much maggie thank you for taking all that communication i know it's a

045lot of response so thanks on behalf of the board um i also had uh bradley aranda just thanks and follow-up from the last meeting um you may have covered this there was a rebecca baris just to you and i um not the board on the vaccine so yeah it was that one there was also becky shelton aaron smith uh hb pto and hbdf and assembly member murasachi's staff around the build package thank you excellent uh closing communications then and moving to the superintendent report thank you maggie um a few updates here so first i want to address an announcement by the los angeles department of health that came out today about uh uh indoor and outdoor masking um i'm gonna kind of move past outdoor masking because outdoor masking is um currently optional on our

046campus so long as social distancing can be maintained and that's um in alignment with the la department of health requirements so the la department of health did speak to um a benchmark of when they would consider removing the indoor mask mandate for k-12 campuses uh i want to put a point of clarification out there that february 15th is the end of the statewide public indoor mask mandate and that is not in relation to tk through 12 campuses they're under a different set of guidance so after february 15th as of right now there will still be a statewide indoor mass mandate for all california schools with that said the la department of health established some criteria where we could possibly expect to see the removal of the la department of health's indoor mask mandate for k-12

047schools so there's three criteria um one of the criterias is that the k the positive case rate for a hundred thousand people is low uh between one and forty nine point nine nine people per 100 000 i'll just translate into that probably the earliest we'll see that is marchish if things continue to go down as they have been um the next criteria benchmark that must be met is that vaccines for ages five and under must have been available for eight weeks it is currently not fda authorized so under that timeline probably the soonest you would see the removal of the indoor mask mandate for what la department of health is saying right now is april to may ish if i had to guesstimate um and then finally they stated that there could be no variance

048of concern um you mean like that are you know increasing the case rates and that literally is impossible to know so um i would say that that you know we're still a ways out from the removal of an indoor k-12 mass mandate there still is a state-wide state uh nk12 indoor mask mandate that does not end on february 15th um and even if it does then we still have to we are under the requirements of the la department of health as we've been for now two years um and their criteria is pretty restrictive so um that's on indoor mass next we did take our i ready assessment for our second benchmark and produce great data that was shared with the board of the board workshop just on the the highlights here um 74 of our

049students are at or above grade level that's a ten percent increase from the last assessment taken which was the diagnosis diagnostic pre-test we had growth in all subgroups so every subgroup you can think of ell special education [Music] demographic groups race ethnicity saw all increases english language learners we also saw a 10 increase in our special education performance which was one of our lower performing groups which is fantastic uh uh we did thank you sylvia we did pull state and national data for those that may be interested from i ready they provided that for us so um while we perform at the 75 74 at or above grade level nationally they're performing 33 at or above grade level and then statewide it's 30 at or above grade level so we double the state average as

050far as students at or about above grade level which sounds pretty darn good good job all right so kudos to our teachers and our staff they've been working incredibly hard our parents and our community it's very much a team effort we're really proud of these results and we look forward to seeing continued growth as we get through the rest of the year here glad kids are in school all right next the equity dashboard has launched fantastic and those that data is live which provides database measurements for our progress and our equity and inclusion goals you can visit it now on our district website it was also promoted on our instagram and facebook page so go check it out i just want to note i believe we are the only school district in the south bay

051that provides this type of data um i i don't know of any other i can't even i can't find one in la county so if you do know of one out there if you're watching the broadcast please do let me know because i would like just to compare to another but i'd be the only school district that is providing this type of data um next athletics getting it done basketball and soccer we're kicking butt out there uh i did we got chadwick on tomorrow i think it's chadwick's chadwick tomorrow they're a private school we'll beat up on them um and then next week i think we have manhattan beach manhattan beach middle school yeah um so we'll see how that goes uh i think that we're gonna do great we're a little feisty out there

052that's that's what the word on the street is okay um next is the uh great kindness challenge if if you didn't see it's awesome go on instagram and check out the the the instagram story flip through the um the pictures it's really really cool i want to give a special shout out to troy and cassie our counselors they really brought the love um that that week and it was a long week and they did a great job really bringing kids together it was just really positive if you walk on valley and view campus you'll see a lot of positive notes spread all across campus it's super cool um and i i really want to give credit to asb and then the three through five asb or elementary group just really another like student team effort

053there so great job there and then finally enrollment um so uh they're they're beating down the doors to get in um we have 76 new enrollees um at this time last year we hadn't even started enrollment yet we hadn't opened so we opened two months early 76 enrollees and i want to highlight that we have 24 t cares which were already surpassed the number of t cares that we have for the school year so it's going well a lot of people want to come to the school district look at that so uh that's the end of my superintendent update and if the board has any questions i'll take them this time starting with quentin quentin are you on mike on mike let me make sure i'm on mike there we go can you just clarify

054the the legal um authorities that we answer to because it might sound authoritative to hear somebody at the white house say that school districts can do whatever they want to do but that's not my understanding can you can you clarify that sure i i i had not heard that from the the white house so i appreciate the uh the news blip there i um uh we'll start off by like just understanding like what a regulatory versus a non-regulatory body is so the white house over our health protocols has no authority that i'm aware of over our health protocols they are not a regulatory body the cdc i mean like though does have influence it's a guiding agency it's not a regulatory agency over local school districts california the only regulatory agency that has authority by

055edcode is california department of health and the los angeles department of health so while i appreciate you mean like the white house you know weighing in and the leadership they provide for our country um the reason i hadn't heard those comments be honestly is because they have no impact over our current situation um and the la department of health made no reference to those comments and i haven't heard the california department of health do so either so that's that's kind of sort of my quick take on that so i learned it alongside you any other questions glenn no i think you did you were i'm not sure you answered the question of what are what are the other things where the law says that we're obliged the regulatory agencies are saying the regulatory agencies of

056the california department of health and the la department of health the california department of health is not ending the tk12 indoor mass mandates they that guidance still stands it doesn't end on february 15th and then i spoke earlier about what the la department of health stated in regard to when they would consider ending an indoor mask mandate for tk-12 schools what would happen if we decided we wanted to just ignore that so if i understand the question correctly you're saying what would happen if we ignored the health uh that are regulatory correct well for one that's a community i think it's not just as bored as a school board it's like what would happen in the community potentially well i i don't know about the community i mean like because it's it's a regulation of

057the institution so it's it's ed code that we're required to follow i mean like the regulatory bodies like the health department etc like they also inspect our kitchen as well and it's illegal not to follow those agencies so i guess for example you mean like if one didn't follow that and god forbid someone became sick with covid then the district would be potentially liable for not abiding by the standard of care assault by set by the health department we would run the risk of fines being shut down um you mean like and likely because i've seen it in other instances a more strict set of protocols done locally at a school site in order to contain potential exposure and like that's and the health department has that authority as well too they've used it locally

058here for example when there was an outbreak at a neighboring school they instituted a local uh requirement that there had to be masking outdoors so i you know it i would say would probably have the the unintended reverse effect i have no further questions thank you stephen um i just want to say thank you well bored especially on the eni equity and inclusion i mean all the work done by the task force um it's been a it's been a huge undertaking um as a district and thank you you know jason and team for doing that um it just makes me very proud and i really appreciate all the work that goes into it and the fact that our district is supporting all students for excellence so i just wanted to say well done thank you

059for promoting it as well thank you anything else okay thank you so much uh and no further updates no thank you man excellent moving on to board reports jen i'm going to give a brief wellness report um wellness council report only because dr johnson's going to talk about play works something we're going to vote on um and then he already touched on the kindness challenge which was a huge deal and last was the last week of the week before that two weeks ago i think it was the last week of january for the wellness for the kindness challenge it was it was two weeks ago but yeah it was an amazing and then the counselor put together kind of a whole presentation for the group just to kind of share with with the parents and

060the people in the committee what was happening and what it looked like and so that was pretty exciting um and then we we didn't get too far down the agenda that we had this last time we um we talked also just about the cannabis initiative that was on the table um in terms of their wanting community members to be a part of a community community committee and jason is going to sit on that committee but if there's parents that are interested in sitting on that committee as well and kind of went through some of the findings and that is that's it that happened thank you i'm just going to do a quick uh president update on that and want to thank uh the valley school and principal bledsoe for the visit to valley uh because

061of the omicron variant um we decide for the full board not to go instead i went and just the teachers were doing such amazing things in the classroom and the students were so engaged it was really uh so nice to see the magic happen in the classrooms so again thank you to the valley staff for that uh and then also wanted to thank um uh nancy uh for organizing the trip for steven and i to go to view and uh look at the updates to construction uh to really walk the grounds uh from where we were in july with like the the board being able to do a groundbreaking it is neat to see it come along and i'm so excited for those kindred classrooms um and what's going to be possible there in september

062so uh on behalf of stephen and i thank you again for that and for the representing the board up there are there any other board reports nope good okay moving on to superintendent report and starting off with thank you i did that we just did the wellness council report yep uh so moving on to the superintendent report and board discussion on r-39-2122 with mr harrison oh good evening members of the board um my name is brandon harrison i am a partner at ike bailey and i am going to be presenting the hermosa beach school district auto report as well as the measure s auto report as well i will i think i do have the right to share my screen are you all able to see the auto report yes okay there we go so

063i will go through the auto report um so these these financials are management's financials what we do is an independent audit firm i also i'm sorry i also have christine bruno with me uh who is the in charge of the audit and if any questions myself or christine will answer it as well so these financial statements are management financial statements what we do as the independent audit firm is we issue an opinion over the financial statements for a motion b city school district we issued two audit opinions over the financial statements one over the uh financials and then one over your state compliance and i will kind of go through i'm gonna go through a quick synopsis of the report i'll give you the report card over the district it's gonna be way down here

064actually it is going to be what we call our report card where it gives you a summary of the information that we have so we issued a modified opinion unmodified opinion is the best opinion you can receive that means uh your financial statements as presented are free of material misstatement and free of material non-compliance in the current fiscal year we did report one material weakness and i'll go over that um right after this uh what that means we had some adjustments um that means we we had some adjustments that we had to post but they were accepted by management and posted by management um and corrected by management as well we did not have any significant deficiencies uh in in no non-compliance so that means um within your grants and your and your federal grants

065your state grants we didn't have any non-compliance to note to you we did uh we also issued an opinion over the state compliance so that is going to be over your attendance accounting and many other state programs um by the state controller's office that they pro that they um make us go through procedures with we issued unmodified opinion over the state compliance and we did not have any comments to to note over the state compliance from here the only the only comment that we had here was some of the closing procedures you'll see that we noted them in the current fiscal year there were audit adjustments that we had to post um based off of reconciliations there was there was some turnover within the fiscal um department that uh we noted and we we noted

066that as a recommendation of some of the policies and procedures to implement uh we've talked with management about this and they've moved on and to help with um initiated some of the consulting agreement with us as well to help them with some of the closing processes to fix this comment and we anticipate this comment to be fixed in the next fiscal year um they did accept all the adjustments that we had and they have posted them to the financial statements uh management was provided us all the information that we needed throughout the audit we did do most of our audit remotely but this year we actually did come out on site this year so we really appreciate management helping with us and working with us remotely um it provided us all the information we requested

067we did not have any issues with management in the current fiscal year um they would provide us all the information that we requested and we really do appreciate all the effort that they provided us in the current fiscal year so there was only one comment in the in the current year this was a repeat finding from the prior year um for closing procedures so management has been working on this for the last couple of years to implement this procedure but there were no other comments there were no state compliance comments or federal compliance comments in the current fiscal year only the one management um comment that we had over the closing of the financial statements that's my district report uh we only had one comment this year so it's not much to present to you

068but i do want to i know you had the opportunity to review the report so i want to open it up to more questions if anyone had questions great thank you so much for that report i'm going to start off with stephen we've done the line none doug good jen good quentin good uh no uh current questions at this point okay i will move on to measure s sorry so i will move on to measure s so with measure s we actually have two audits that we have over the measure s um bond program so we issue a financial statement that is similar to the district where we verify that the financial information is real material misstatement free material non-compliance and the numbers are accurate um but we also issue what we consider a performance

069audit performance audit is when we look over the expenditures to make sure that they're in line with the ballot measure of measure s they're approved projects we look through bid we look to bid procedures and we do a sampling of the audit so for the financial statement we i'll come down here and i'll show you the balance sheet we issued an unmodified opinion so there was no there was no material misstatement in the um the bond report so here this is just to show you that the total fund balance at the end of the year um halfway through the page you'll see is 25 million dollars remaining uh primarily the majority of that's going to be your amount in cash and county this number is up from the prior year but that is due to

070you'll come down to the next page you'll see halfway through is because you did have an issuance in the current year new issuance in the 2021 year of 11 million dollars so that cash inflow came in in the current year but you did have a total of 20 million dollars 18 million of that 18.9 million of that is of capital outlay um this is gonna be the financial performance of the financial um audit and we did not have any um material mistakes within these financial statements but i think that the more important one that i always go over is going to be the performance audit i scan through this one pretty quickly with the performance audit what we do here is when we we take a sample of your expenditures you had 20.2 million dollars

071in total expenditures we tested 18.8 million dollars of those expenditures which is approximately 93 of them we make sure that the invoices are in line with measure s we make sure that um all the bond projects are approved bond projects we did not have any issues noted with any within any of the expenditures that we tested within the measure s expenditures within the current fiscal year with the bond proceeds we make sure that the the proceeds are not commingled with other funds we verify that those are separate in a separate account and accounted for separately and we noted that they were in compliance as well in the current year if any if any projects go to bid or any change orders come about we make sure that those go through the proper the proper um

072requirements as by ed code or board approved and we did not have any issues noted within that as well i know that's a quick report i just want to do a synopsis of it that's why i always leave up open questions if anyone has any questions over the reports thank you so much brandon i'm gonna start at quentin this time nothing uh just thanks to the team both i know paula's team and nancy and the crew just it's hard to kind of always match all these things that's a lot of money to have to match so great great job good yeah no just a great job by everybody so thank you for all the hard work steven thumbs up uh brandon i think everyone is okay thank you to the work of your team for

073sampling the expenditures and providing the reports and of course a huge thank you to our staff for their due diligence thank you all i really appreciate you all listening for me tonight i really do appreciate management and staff that you all have at your district to really help us with this audit thank you thank you let me get back to my agenda okay moving on to r-40 uh 21-22 with dr johnson mr herrera mr gates measure s construction update please next up [Music] good evening [Music] hi so we're uh ready for the update uh for her most of you we can move to the next slide that you stand down soldier i'm i'm uh i'm gonna lead off here [Laughter] um thanks matt uh yeah well i'll introduce you in a quick second this this

074is very much a joint presentation um and i wanna uh thank erickson hall and um sva and is anthony he was yeah anthony was here he hopefully is okay um so uh uh tonight we're gonna give a joint presentation from district staff and our construction and architect team about where we're at with for most of you this is aligned with a benchmark system that we set up in order to make sure that we are presenting to the board and being transparent with the community about the progress of for most of you and the bond measure s uh i'm gonna talk a little bit about vue and i'm gonna talk a little bit about measure s and then i'm gonna defer to matt and his team in order to get into particulars of the construction update

075itself slide so um in summary uh measure objectives have been affected by delays and cost escalation those are related to litigation kova 19 um and it's been over the course of you know now going on six six years um so uh the project is still moving forward but you know we've we've hit some it's been crazy times like uh like in short i think we um uh really uh uh uh hit the jackpot when it came to the timing of the measures construction project nevertheless i still think it's going pretty well uh hermosa view is on budget and scheduled for completion august 2022 and the key priorities of measure s have been or will be accomplished and we should be really proud of the work of the entire team the community it is a story

076of struggle but it's definitely a story of perseverance and i think uh today's presentation will paint that picture slide so here's the the journey and it goes back to the bond being passed um in june 2016. congratulations to the hermos beach community they they've earned it they've earned themselves brand new schools and facilities um then you can see here that there were delays in 1617 with litigation and work through the environmental impact report for north school uh that continued on into 1718 um but meanwhile the district didn't wait they moved on with projects at hermosa view and valley to do work and replacing the roofs um in 1819 uh delays continued into the coastal commission however the work at valley also continued and that we completed the valley admin office in exterior fencing and align

077with uh safety procedures um that are in accordance with the sandy hook promise the in 1920 the vista school construction began it's formerly known as north school and that was after a two-year delay as i mentioned that with a two-year delay like that we ran into cost escalation that cost escalation uh was also exacerbated by covid and then that led to supply chain delays as well too which led into when we were creating the gmp or greatest maximum price for hermosa view uh the costs were remarkably different with covid with years of cost escalation which led to us doing [Music] cost-saving measures in order to make sure that the main objectives measure s could be completed construction on view started in april 2021 and we are expecting construction to be complete by august 2022 and

078we really do believe that the core of the project is being completed and it will wow people it is not even like where we're like halfway done and i was wowed when i watched campus um just last week slide here's the bond language i won't read it out in 2016. um but we are committed to achieving uh those outlet outlined in the bond language and i think we continue to be on our way to to meet what our community believed um was the best for their city and for their schools and we continue to be committed to that work slide so the uh something that has to be mentioned in this when it comes to funds and value engineering which we did for most of you is there is a missing piece of the pie

079here and that's state matching dollars um we applied for state matching dollars for all of our schools and there you see a breakdown of potential earnings that we could receive from state matching funds the problem is we don't know when those state matching funds are coming so they could arrive next year year after next year however it could equal up to 5.8 million dollars um we do have a plan for those monies there is work at hermosa valley that was part of the 2014 gk facilities master plan and we'll prioritize prioritize those items in order to achieve them and i'll talk a little bit about that later as well slide so this was the original projection construction cost in 2016. slide here is the measure measure s budget created in 2019 there you can see

080the estimated total cost of project was 60 million still within measure s funds budget slide and here are our expenditures to date which we are still within our budget um and as the work continues over at hermosa view you what we are currently projecting is we will come in right at budget we will use the money that is allotted and likely all of our contingency money as well too in order to complete the hermosa view project slide so just to kind of explain again or to relay just you know what happened in relation to like you know you know why is it that the project is coming right in on budget um why is there no extra and there's a lot of reasons for that i think a lot of them are related to the

081litigation which led to delays and then that was compounded by covid which led to even more cost escalation when we talk about cost escalation besides just the legal costs it's materials and labor the ntmp which had a lot of off-site improvements at the north school now hermosa vista school and there you can see the cost escalation over the last six years and i mean if you look look at 2021 um just just recently that cost escalation which i'm sure everyone has experienced in some way shape or form the impact of the supply chain issues worldwide slide so final cost of measure s there we are bond revenues 60 million current expenditures is 44. an estimated remaining cost is 16. something that i just i don't want to get last year as well too is that

082we were able to sell bonds at a fantastic rate last year so there is there is a happy part to the story which is that we are saving our taxpayers and nor millions and millions of dollars um because of the rate that we were able to sell our bond at so that is that is a uh the the good part of the story and we talked about that at a more being i think last year when we did ourselves so um i think the long-term fiscal health of the bond is is great i mean like in relation to um what was the unfortunate aspect of building a school during an international pandemic slide so the measure s objectives um here are the core of the project you can see that hermosa vista is complete that

083construction was from 2019 to 2021. there you see hermosa valley the work that was complete and you can also see that a lot of the work afterward was also completed including the exterior upgrades and the parking lot completion uh the the thing that's looming is classroom modernization and that will be one of the items on the docket uh if and when we receive the state matching funds um to work on those classrooms at hermosa valley to make sure that they are up to the same level as our other two campuses slide there we are at hermosa view you can see that the modernizations is in progress a lot of technology work being done new roofing which is already completed and then the major parts the construction that are in progress and something to note too

084in the building cd and e which are existing buildings we will have modern hvac systems to make sure that our students are bringing the cleanest most filtered air and then finally the district office uh this is the want want loser in the whole deal that we will not be relocating a district office on to hermosa valley um that's okay i'll keep my district office people uh cozy and close um wherever we end up landing which i will talk about later tonight slide thank you at this time i'll take any questions thank you so much uh starting with stephen sure doug um i don't have any questions it's just been a great job by the team here the the prior um administrative team we've it has been a slog a six year almost six year slog

085but we are we are almost there um so thank you you know particularly jason for picking up the mantle and not letting anything slow us down um and uh we will get there so much a bunch appreciate it thanks doug had some ptsd on that litigation slide i'm actually not gonna lie in coz yeah i wasn't gonna mention that uh jen yeah thank you for the historical context again it was uh it's good to see it's good to just have as a document i think for even future projects too to think through um thank you to everyone who's continues to work on this it's i feel like it's a real team effort here and i'm just had a i know matt's going to go through um his part so excited to hear how that's going

086thank you jen good luck matt fun just a quick um highlight and thank you for a real clear presentation as the rookie here um you know one of the things that i you know and prior to that a interested but probably casual observer um i had a hard time connecting the dots about why we were doing cost engineering of the schools and whatnot and i think you know you've highlighted it clearly here that when the bond was passed there was a clear expectation of you know additional funding substantial additional funding coming from state matching funds and and that's caused a lot of uh you know hiccups and adjustments that had to be made and uh kudos to the district and its partners uh erickson hall and sva for finding a way to get things done

087despite the fact that you know the expected funding was way short of what we had expected when we passed this thank you thanks quinn absolutely brilliant let's let's do it let's build this school nothing else thank you okay moving on to matt thank you board good luck matt good evening i appreciate the time uh we're excited at the progress and we're we're here to talk about it so next slide please all right and one more slide so we're going to go through the update we're going to talk about the schedule next step and timelines and then any questions a couple things that dr johnson mentioned the hvac work and cdne are underway this picture on this this slide shows the units already being hung that's a great milestone there's a lot of hvac units that

088are hung up in supply high chain issues or still at the factory missing parts so this is a huge milestone having all the units on the site so next slide so uh gmp review final gmp in february of last year was 23 million three twenty eight hundred thousand eight hundred dollars total contingencies was one point almost 1.2 million to date we've used roughly eight hundred and twenty thousand dollars so we're running out of the money we're through a lot of the value engineering and designs that we were waiting on from dsa with rev1 revision one on the drawings and things like that as we work down to a gmp that was within the budget um there were a lot of assumptions that erickson hall made as well as sva giving us ideas as to where

089we could cut pricing and i still give you the the product you were expecting so we had carried a design contingency and we're utilizing that as we're uh finishing up the uh the changes and as dsa approves final revisions of drawings the picture on the left shows where we were at in october we were just getting ready to pour foundational concrete and the center picture right here is we're on the second floor we've poured the deck and we're back filling against the first floor getting ready to do the second floor deck up above on on grade this is a huge milestone give you an idea the dirt that we're backfilling against the building we just reached the 10-foot mark so this was a substantial hole in order to build this building in the hillside and

090and do what we needed to do so huge milestone really good stuff next slide please again just kind of showing where we are at uh framing on f1 was moving along and we had just poured the slab on f2 here we are now we've got both buildings framed roofs on and we're putting in putting on stucco so really moving along on f1 f2 bottom slides again we were in in the ground starting foundations and now we're up to the second floor moving on so really the team team on site the subcontractor community that we have on the job they're really pulling together they're working extremely efficient um sva has been a great partner as we're moving through the any issues that come up so uh really pleased with everything that were that i'm seeing out

091on the site next slide a couple items uh that were seen with the construction we're actually tracking right now as with a building b finish of august 16th building f1 and f2 or well advanced of our baseline schedule we're going to finish late march into april um the kitchen edition is finishing in in may which is again uh well in advance of what we need to get the district moved in site work has been a little bit of a struggle with some utility work the earth work and just getting the finished far enough along to where we can remove uh scaffolding so we're moving along current completion date for the entire project is the 23rd of august um we are looking at a again significant early completion on f1 f2 as well as the modernization

092work in c d and e so we can give a lot of opportunity for the district to begin moving into those buildings well in advance next slide we had identified early on last june of milestones to anticipate as we as we moved forward uh for my board presentation i believe in october i had mentioned building b would be looking a little bit late or behind schedule if you will because of how we were looking at concrete and steel and things like that a couple things have come up since then we are we are behind as you can see from our schedule update on building b um we had to resequence some work in order to allow our steel contractor to move ahead and help us with the second phase of building b so we took

093a little bit of a step back in order to help us in the spring and definitely during the summer accelerate to the finish line again you can kind of see where we're at on the left with building b and where we're at now on building b as we're looking at january you know what we were looking for in the kinder buildings was starting the exterior plaster we're actually complete with the color code on f1 we have siding the lap siding on one side complete we've removed scaffolding second building f2 i think we're going to do the the color code later this week early next week so f1 and f2 are definitely moving along we're utilizing every opportunity we can to get whatever work that is open uh completed we're anticipating in march kinder buildings will

094actually be into finishes we won't even be talking about exterior lap siding will be into paint tape texture [Music] and signage and that sort of thing the site as this since the scaffolding started to come down around f1 and f2 we're immediately shifting into site utilities and grading in order to get the the fire lane in hardscape ramps uh we've got a lot of differential elevations and to get to the buildings we're working on all of that and uh we're gonna be working our way out of the back end of the campus with our utilities and our paving um play area we are looking towards uh into april to start setting the play equipment in the back and f2 so those will be significant milestones as we move forward and you can visually see as

095you walk the site june will be pretty much accelerating to the finish line goal is to have all of our um non-building b work complete with the exception of the site work out front and in between b and the in the kitchenairy mpr um so we'll be just working in those areas to get everything done the back end of the campus will be complete and roped off and ready for the district to use as they start moving in and getting ready for the the start of the school year um off-site work will continue through the summer a couple items i'd like to just bring up um i'd like to have just a shout out to board of education as well as the city of hermosa beach for working together to allow kind of a relief

096and an expansion of the work hours we're going to be good neighbors and not abuse the privilege we are going to be extremely strategic in utilizing those extra hours and definitely as we approach the summer and um potentially uh uh spring break those type of things we'll be uh utilizing those hours in order to accelerate the work product in building b and the npr stuff as we're finishing up when we get out into the site work we'll be extremely efficient we've got game plans nat riddles the superintendent along with anthony they're coordinating with the city and we'll be ready to have all of our equipment and materials set ready to go so we can knock that out next slide so our next steps we've got uh just a couple more hiccups in terms of uh

097infrastructure and i shouldn't say that we're we've got an irrigation design we're just waiting on cal water to approve the connection and then we can finish up uh as we export the soil and finish grading out the fire lane we can start working on irrigation and cleaning up the back field and getting that ready to go our the district's utility provider for the fiber service we're tracking a july connection date i'm sure nancy's already working her magic to uh accelerate that and we're we're here to help if they need anything we'll be ready to go and and help them finalize the fiber service we do have a challenge with dsa we're third round with an elevator review that's always kind of a challenge with dsa they're looking at different things i believe we're we're all

098set up have all the questions answered to where we can move forward and um be ready to drop that in as we finish the tower for uh building b again as we're finishing up and pulling down scaffolding around f1 and f2 the utility installs across the campus will be going forward fire service is the last utility coming down the fire lane so that'll go in uh right away and then again we're making grade getting curb and gutter in and then start paving that getting that playground in the back at f2 set up and ready to go and as i said earlier f uh hvac units are already being hung in the um cd and building c d and e uh so that's that's what we're expecting as we're moving forward we're going to be pretty

099much fast on our feet and utilizing our ability to work extended hours and still be a good neighbor for the district this picture right here is the first floor of building b now that the second floor has been poured we can already start framing start putting in our utility rough ends and getting that ready to go as since the concrete's already poured up top so that's a good thing again gives us opportunities to work in other areas and not impact uh the critical path of the work which is the second floor foundation next slide again this is kind of a roll-up schedule update we're looking at a 23rd of august i will tell you right now we have used five rain days we still have five in there if we end up not being impacted

100with any more rain that goes away and we're already back into the 16th of august picking up a week so there are things we can do off-site improvements breaking that off of what our utility connections are that could actually give us a little bit of uh float that we can capture on the work game plan is to have everything ready for you for the district to move in early at f1 f2 cd and e mpr and kitchen and hopefully we're into ring out and final clean in late july early august to where we can just turn that turn building bee over to the district early earlier than the start of school and have everybody in and ready to go on day one and with that next slide thank you again for uh for the opportunity

101to talk with you uh any questions thank you so much matt um i'm going to start off this time with quentin and then go down the line okay right now thanks jen yeah no i'm thank you for really addressing the schedule questions you hit all the ones i was curious about and how to get the time back so i know i'm sure you spend a little extra time on that one tonight for me so thank you we i'm looking at it too we we made a deal so we're we're gonna do everything we can and again the board and city of hermosa beach working together to allow that relief of the extension of the the work hours is a huge thing and we're not going to abuse it but we're going to use it as

102we get closer we're going to we're going to need that time thanks so much doug yeah no thank you matt you put on all my main questions also and i want to thank you and your team for being so flexible um as all these things come up you know i take walks by there you know once a week and i you notice like the seal is kind of laying on the ground although it's good to hear like we pivoted to this we pitted it out as each of these issues come up because um we know jen is after you after those dates as are the rest of us she's just a little more vocal about it you know it is so important to us to make sure that this school is ready to go for

103um you know first day of school september 6 but to move in and be ready to go before that so we really appreciate everything that your team is doing obviously the team here nancy paula jason and the whole crew um you know it seems the finish line is in sight let's just uh finish strong please now is the time to really start running as we get some areas go going just maintain that momentum again and you you mentioned that nancy and and the staff out there with with our team and with sva are really working together and in the same direction and really helping us uh keep the momentum i see you i'm gonna go to steven personal cycle background stephen uh thank you team um we meet weekly so it's uh um sort of

104moored in a lot of the detail and it was really exciting to go and visit the campus but i'll just say start off actually by saying thank you more thank yous not only you are key partners especially the amount of work and collaboration that's gone into this obviously a lot of learnings that were gained also out of the vista project that have been applied to to this project i think it's sort of um worth noting the city our key partners the neighbors i mean you know going through any construction uh project you know um there is a certain amount of dust and noise and shake i know i'm sort of in that neighborhood and i just want to say thank you also to the team i know they do a lot to mitigate um those

105factors and also pto i mean all of our community it really does take a village but our pto are already planning ahead to get marquis up and and libraries filled and and these these new schools looking absolutely smashing and brilliant to come come the new school year so a lot of thanks and appreciation again i um i guess i'm sort of cautiously optimistic and and uh on things i am you know there's a lot of possible ish you know things in there with approvals dsa and and and so forth um you know you've got five days where if it doesn't rain we can pick up a week but you know what are the known unknowns that could sort of potentially derail us because right now it is only a week going into you know um

106for final completion i know that jason i think is going to talk to uh site moves correct or sort of organizational updates leading into the construction is that right that'll come that'll come later um but uh i can't answer any questions about it just about the tentative plan yeah okay um so i guess to erickson hall i guess just a question around the knife edge on the timing you know and what can be picked up especially with the extension of work hours etc but without sort of um uh sort of yeah what what can we expect at our next milestone check-in the the next milestone check-in you're gonna see the kinder buildings pretty much complete we're gonna have finishes going um you may not have the uh well you won't have final connection on the

107internet it'll be connected up to the mainframe and everything or the um the main trunk line uh final connections and ring out will come when your service provider lands it but we'll be able to test it out and have it ready to go so those two buildings will be pretty much substantially complete with probably maybe the exception of maybe window shades and things like that um c d and e i am optimistic that those will be if not complete substantially complete and into wringing it out um making sure everything's working right and going into final clean b will be um we'll be working on the framing on the second floor and closing up the front entrance with the storefront and the large windows on the first floor utilities out front will be going full bore

108it'll still look like a mess from the street but if you're up in the back you'll start seeing grade grade is made you'll be looking at you know potential seating of the field uh play structure is starting to go in and finishing those up and fire lane pretty much complete may need a seal coat left so you're going to see from the back end it'll look you'll feel pretty good about the whole thing from the front end you'll think there's no way and um just letting you know right now you're going to hear about it but that's the game plan we're going to work our way out of the back um and focus everything on the front end um pretty much from about april on and uh we've already talked with our trade partners and

109the teams that has have a game plan to be strategic in working the additional hours and keep everybody going if that's great we have if we have painting slowing down the other trades we'll bring the painters in on the weekend where on monday we can have three different trades working in those buildings and they're not waiting for paint so it's it's going to be that type of planning and thinking as we're moving forward um tile is a big thing for restrooms we'll probably have the tile guys working weekends so the plumbers can hang the plumbing fixtures during the week and then we can roll right into the toilet partitions and that sort of thing as we're finishing up excellent um no further questions thanks stephen matt thanks for that those those uh tricks and strategies

110you just outlined let me let me ask steven's question in a slightly different way he was asking i think in some ways about kind of what are the risks we need to watch out for i'm curious about what are the opportunities we have to mitigate those risks further you know there's the five days of rain time but i also was uh pleased to see you guys were actually able to complete things early i don't know how many more of those rabbits are in the hat and i guess that's what i'm curious about is you know i don't i know you don't want to over promise and under deliver but you know the the the 23rd feels really tight to the school timeline um subtract five school day five rain days and you know we're at

1118 16 if there's no rain uh but what other rabbits are there in the hat do you think it's realistic to think it could we could end up being a week or two weeks or even three weeks earlier or you know is it will it be miracles to get us to the you know the 23rd i don't think it'll be miracles to get to the 23rd but i'm not going to promise two or three weeks better than that we need to be out of the ground with our utilities we need to have our utility service providers uh working with us on final connections and uh inspections and i know nancy's been spearheading that and that's a huge huge help to us and to the team the faster we can get out of the ground on

112the back end of the campus the better we can mitigate risk unknowns or underground or in existing buildings that we haven't had a chance to open up walls or ceilings so the faster we get through that stuff we're out of the ground with the buildings then the new buildings so that's pretty much a controlled uh construction area and that we can mitigate and understand any challenges that come up and again um the sva team's been uh pretty strong on helping us get through some of these things as we're moving forward but the faster we can get out of the ground and get pavement down the better and um you know utility providers are always a bit of a wild card but i'm i'm confident it's not worse than the 23rd i'm i believe the 16th

113is a doable date but i'm not going to promise anything more than that until after i i get the next schedule update and start talking with the guys a little bit never mind promises do you take bets matt it is super bowl week oh rams uh jason i saw you had a comment yeah i just have a few quick things uh one is um uh thanks matt for for the strategies about getting earlier and i think that the earlier we can finish the better um one thing i want to point out is that we are planning on a phased move which i think has been highlighted here so it's going to be a little bit of a different scenario that we'll face we're faced prior which i'll explain in a second but the phase move

114is that we're going to move the you know they we can start moving in as soon as based on this schedule late june which would be the end of when school the only reason that's holding us back is school ending um into the kinder buildings and then uh into june and july we could move in building c d and e so the only thing remaining would actually be building b erickson hall has already been great partners when we were moving into vista um but like that phase move um you know will be challenging but i just kind of want to remind us all that we moved two schools in one week and then we opened full day instruction um at the exact same time so uh when there's a will there's a way i actually

115think even the 823 though i wish it was earlier um is is considerable cushion for us considering what we've been through as paula gives me dagger eyes so i yeah so i i just i just so for the for the public though just want to put in perspective that that you know this isn't our first rodeo like we've done this and we've done it successfully yes it was hard but um i actually think that we're in pretty good shape and then finally i i just want to acknowledge um nathan cumplin is in the the house here and he has been a big part of the reason why we're at where we're at um as well as nancy bartolo's in the audience here um is probably one of the only reasons we're at where we're at

116um and then on the erickson hall team who are not here nat hazard jason prescott uh and anthony hahn who was here earlier um they've just been incredibly creative and workable and and i have to say we because we joke who's called nathan compline doom and gloom um but that's because he is always cracking the whip and just like you know trying to sniff out anything that could possibly cause a delay so i really want to give credit to erickson hall that you know we were like hey we have to finish on time and they've put people on this project that have been extremely aggressive even to the point of driving us crazy um about getting the project done so i just i really want to credit the ericsson hall team and nancy for for

117pushing thank you thanks so much i want to follow up were there more questions from you no are we good on questions um matt thank you again to you and your team nathan thank you again to your you and your team nancy thank you you are a team um and a giant thank you to the neighbors for um for helping us get this through and for the next uh iteration of formosa schools so with that uh we'll close down that report and move on to our dash 41-4 21-22-3 site plan with dr johnson nope yep test test all right remember the board um so um on that note as we look forward to opening the brand new school and finally get here to our three site plan uh tonight i want to present a little

118bit about what would be the personnel impact and how we plan to uh run our three school sites into the 22-23 year very exciting slide so first off um the three site plan uh you know as a transition you know going from uh you know to two school sites to to three sites you know i i i had the opportunity of actually talking with the i was at the kiwanis meeting today and um i was talking to various alumni um that have seen all different kinds of iterations of this small school district um so one thing i like to remind my my staff and our community of is that this is a transition but it's definitely not the first time that hermosa beach has had to transition from one site to two sites or two

119sites to three sites um it's been getting done for over a hundred years and we're gonna get it done this time around as well too and it's very exciting um one you know a big piece to note is you know who is the prince you know and so right now the hermosa vista will be under the hermosa view and vista principle um uh from a site standpoint this may seem unusual a principle over two sites from a grade level standpoint it's actually still a relatively small school um you know most elementary principles are either a tk through six you mean in some cases are tk35 and in this case our hermosa view and vista principle will be tk through four and then finally um there there just are some facility and student needs that we

120can't get around and if you go to multiple sites you're going to require additional staffing fun so here is a basic timeline of the move as i describe this phased move in where you see tk2 moving to hermosa view um grades three four moving over from so vista and then there will note the district staff moving to hermosa vista i'll talk about that a little more in a second and then the start of the new school year it's fine so this was the pre-measure s configuration um we have uh during covid uh sorry uh prior to kovid you had hermosa view school was tk through two and the grades four through eight and you see that distribution of um principal and assistant principal at hermosa valley you see that we were at a 0.5 counselor

121or which the counselor split days between hermosa view and hermosa valley um there was an administrative assistant then you can see kind of the support staff going forward when they noticed that the district office staff was located at hermosa valley school historically slide so this is a breakdown of the three site plan i will call out the greatest hits highlight there you see the final resting place of the grade levels that distribution of grade levels is a is an old plan that goes back to the beginning of measure s where you have tk2 at hermosa view grades three four at hermosa vista in grades 5 8 at hermosa valley there you see a breakdown of the number of classrooms in order to support the students which is more than enough in order to support our

122current enrollment and projected and then this is where you see a breakdown of administration where principal tanita will be over hermosa vue and vista and principal bledsoe over hermosa valley um moving to administrative support the assistant principal um uh hillary overback will be split um she will be at hermosa vista for two days and at hermosa valley for three days and she will be the assistant principal of both for most of most of view vista and hermosa valley this is also not an unusual configuration there are many school districts that split an assistant principal across two school sites for example in redondo there was a elementary principal who was split 50 across uh washington elementary and alta vista just to name a local example um for counseling um troy boucher um sorry will be uh

123the counselor of both vue and vista as the elementary level counselor and cassie riley will continue on as the councillor of hermosa valley uh one of the reasons for that split is because there are more students at hermosa valley and hermosa valley holds the middle school where we tend to find an escalation of individual counseling needs um finally you'll see the amen there's an administrative assistant at each of the sites um this will require an increase uh plus one fte which i'll talk about in a second you see a distribution of health support which i will also discuss uh in a minute and then you see the attendance clerk the others will be at attendance clerk at hermosa view and hermosa valley um that position will be staffed uh one hour per grade level that

124they hold so in the case of hermosa valley for example in grades five through eight that will be a four hour per day position which will provide support in the front office as well as support of attendance needs there will not be an attendance clerk at hermosa vista the reason being is that the administrative assistant will be over two grade levels and as you see below there will have present the entire district office staff and they just have simply less attendance and less people to work with um and at for most of you there will be an attendance clerk and that will be staffed also as a four-hour position in relation to wait one two three hours sorry thanks the three hour position yeah lulu paula yeah uh uh-uh uh three hours um in relation

125to the distribution of grade levels the question i've the most actually common question i've gotten is what we will do what will we do about library i call it the heather meyer plan which is whatever heather meyer wants to do um so here the tentative plan right now is that the position uh at hermosa vista the library would be split between the valley and the hermosa vue librarian providing a day each in order to support the library needs for grades three and four i can definitely tell you that as one that will probably evolve with our staffing and we look forward to having heather meyer tell us what to do and then finally you see there the district office staff we will be relocated to hermosa vista yes this will no longer be located at

126hermosa valley or as i'm sure my staff is disappointed to learn south park um i will miss those porta potties though so the uh the purpose behind putting the district office at uh hermosa vista is twofold one there's space there so we can start there two is as you can see that hermosa vista is a split site um so you have a principal who is administratively supporting over her most of you and hermosa vista an assistant principal supporting over hermosa valley and hermosa um vista so there will be a strong administrative presence at hermosa uh vista with the district office staff um sylvia and i are both credentialed administrators and uh once upon a time we're both principals um as well as we have paula who's just really tough um and christine who's just really

127nice so we think the combination of the four of us will uh provide great administrative cover um and we look forward to doing things like ballet um i have this whole plan about running the playground so it'll be exciting and fun uh and then we also have our district office team including our business um uh technician um our data technician vicky uh and the great robin honda who you all know so i i think that there will be a lots of support at hermosa vista and i think it's a good use of our resources to distribute ourselves there um to make sure that that staff and those students in that community feel supported so here are some other factors uh maintenance and operations food services needs advisor special education enrichment teachers these are all conundrums

128that we are currently addressing and how to split them across three sites things like travel things like more facilities things like special needs um uh we are figuring it out we have a plan um we think that we'll though we will have a good plan in place as we start and i will be agile as we continue to adjust that plan in order to settle into the three sites slide there's no way around certain staffing increases um for example is already stated we'll need to increase an administrative assistant and an attendance clerk i'm sure you're thinking well did you say you're going to increase two attendance clerks yes but they are part-time positions so it's the equivalent of one fte or one full-time uh employment um this is also potentially offset by the the increase

129of the administrative assistant depending on who is the administrative assistant the increase in the licensed vocational uh nurse or an lvn um is actually not necessarily completely due to the three site solution but actually an increase in student health needs and we have been temporarily staffing an lvn position in order to support our student needs currently so this just aligns well with what our current student makeup is maintenance and operations we will need to increase plus one because there's just simply another building to clean and food services is in relation to the additional uh facility as well as that next year we will be required to serve breakfast as part of the uh what is it usda free food hall thanks um and then the current projected increase of the budget is 175 000 based

130off of these fte increases which we will bring to the board as those transactions occur slide great i'll take any questions i think my internet just went off apologies everyone um questions starting with clinton i saw name numbers and i couldn't help but break up my calculator i was just looking at the ratio of students to to classrooms to sort of get a sense of capacity usage um and what what i think i saw if we went back a couple of slides is that uh the vista campus uh has you know i don't know the highest ratio if you like in other words the least i guess excess capacity is that right like i'm curious um which which of our sites when this is all said and done with 1250 students will have you know

131how much fair capacity will there be what can we think of as a district for enrollment as our you know upper goal um in order partly to to to offset some of these extra admin costs can you repeat the question like i said how many how many more students do you think like we can accommodate in these campuses um as we try to grow as a district and most of vista can accommodate 510 students um and hermosa valley can accommodate well over i would say at least 1200 if i had to guess and for most of you could probably accommodate well over 600 okay so i i i know the most vista capacity off top of my head was the eir um but you see 1200 for valley that sounds really high because we feel

132crowded now and i don't think we're at 1200 there yeah i i i hear what you're saying i i know it feels crowded but you know i yeah i i i think that that uh you know like we have currently bungalows on that campus there's 31 there's 31 classrooms 35 i think is what the slide said 35 classrooms so depending on what your student student to teacher ratio is which is has you know could evolve um 30 times 35 what's that yeah okay wow i'm almost like right on like that's pretty good jason all right good nice all right i i i think we're we're a ways away from from that though and and i think a healthy you know like a you know gold target enrollment should us should be you know right now

133you know to try to crack over 1300 i i think that should be our goal and i think that we're well our facilities are well in range to handle that load and i also think that the makeup of our campuses could continually evolve based off of our enrollment sure thank you yeah of course how do you see miss tanita do you see her going like every day kind of going back and forth no sorry it wasn't that abrupt of an answer um uh no um we see her on a day distribution and that day distribution being aligned with hillary overback as well as ourselves about supporting that campus yeah um i have a few questions yeah so uh i get asked about library a lot the most too uh and this is very helpful to

134look at will the library be and you don't have to answer all these questions now but things that are coming out to think about on the days that ms meyer are i'm forgetting the name of the miss kelly or the the valley library clerk is what miss trial are not at valley or view well those libraries or whoever is not at vista because it'll be three days a week will those libraries still be accessible to students before after school lunch things like that as i said not a yeah that's a that's a great question something to think about so we're going to place paula in the library you mean like that was going to be my vote as well yeah yeah so i mean she works the books i doesn't that translate over to yes

135it definitely translates definitely translates yeah that's a really that's a really good point and we'll definitely um take a look at what we can do with noon supervisors and or especially for the uh the the unstructured time yeah and that's what it really is is just making sure the kids don't you know destroy the library or each other um that's a that's that's great feedback for us yeah the other piece i get asked about a lot is stem steam lab and idea lab and how those are going to be split as well uh once again not something you have to answer now just feedback that i've received we do actually have a plan and are working on a split so like they'll have that access and we'll have um um a 3-4 access and where

136we're working with ms gill and mr kaplan on a distribution of days that work to make sure those students are getting access okay um next question is where do you see the district office step actually physically being at vista yes in one of the classrooms are they in the npr like i understand they're on campus which is a great question uh because the npr will will continue to be utilized by um likely star um and uh and the front office will be used by the administrative staff as well as sylvia and then um my office with the conference room will be located in what is currently a tk room it's ali pang's room and then the district office staff will be located in the um what is it the science uh what do they call

137it it's like the the flex room yeah because it's a very large room the the reason behind that is is that it's the first rooms if you go down the hall so someone trying to access the district office still has to go through the phone office yeah but they're the they're the first rooms they don't have to go deep into the school in order to access which is kind of like if you think about like the hermosa valley setup back when the district office was on the front um so it's not the same but similar okay that sounds good thank you and my last question kind of builds off of quinton and jen's question which um i think this is what it might be trying to get out so if your kid is at view

138or vista your principal is principal tanita so you have a problem you have a question you have a concern no matter where she happens to be physically that day that's your point of contact is that correct that is correct okay thank you steven uh no further questions i think in terms of the board covered a lot of the ones that i was going to ask i just want to say thank you particularly the district office it's not lost on us the the the circumstances and makeup of you having to sort of make do in current times um staff with the moves over the last couple of years i mean just with measure s it's it's not lost on us the amount of effort that it takes to to move and and that sort of stuff

139and to the students and the parents i mean it's sort of it has been a bit of musical chairs the last last couple of years and again it's sort of it's but it's really exciting because the there's lights the light is very much as we just heard from erickson hall and the team i mean um it's just super exciting to think about starting this new school with the new schools and to have the facilities and the opportunity for these rooms whereas before we were filling you know npr's with libraries or we were feeling you know there is absolutely there was a need for this is a need for this and and the growth opportunities uh you know for the districts it provides so i just just a lot of thank you and excitement around that

140thank you um i have uh two sets of questions and i was going back and reflecting on the enrollment data projections which are moving target but thinking through where our tk grows over the next three years i think up 23 24 we'll have a fairly large class of tk and then moving in that out two years so we're looking four to five years out right now uh we'll see a fairly large class coming into the vista campus with that so one concern is like putting in offices we've moved we've moved our district staff in all sorts of places over the past five six years but five years out that's like i am curious for us to do those projections of like what does our space look like then at vista versus the other campuses and

141the possibility that we'll have to keep moving and then tangential to that is the i um i appreciate keeping district staff accessible to the public but i'm also concerned with the science flex space specifically designed as a science space and the emphasis we have in science in the district of how that classroom gets used and so what are the features of that classroom that i might be uh evident in other classrooms that could also be well one thing is there there's a second one and it's on that it's on the second floor so based off the makeup like that space will not be lost to our students they will still have that space it's just on floor 2. um and then as far as the facilities in that room it really there are no specialized

142facilities other than it literally just is a bigger space the intention um as i understand behind it was that it could serve as a multi-uh class space um for joint participation and like steam and such um we're not abandoning that by any means it's just like it's going to be used in that in that space and then i i'm going to guess that you know covet and cohort mixing that will be beyond that at that point so we can utilize that appropriately so i all that still goes forward as far as the utilization of it we just simply had two of them which was good planning um on the point about like the five years out i i you know i've talked to my staff about this and i i'll i'll share the board i

143i do think that um let's liken you know hermosa beach school district to what it is it is one school um it just happens to be one school on three sites so if you were to go to any school's campus and you were to watch the iterations of where things were located over a five-year period you would see a tremendous amount of movement whether it be from a new administrator or growth and enrollment but classrooms are constantly moving and staff are constantly in flux you know no classrooms permanent it just so happens that that makeup takes place over you know three sites now in our case and so my my point is is that we really cannot think of the three site plan as a permanent fixture we have to have to continuously even evolve

144with the invol you know enrollment programs and so i i have no doubt that the district office could likely move again based off student needs i have no doubt that we will look at certain programs and they may move or their space may rearrange after school before school day care so we really you know i think that like when we go into this coming year we're going to learn a lot the reason i know that is this year we learned a lot in inhabiting a new campus right like and there were so many takeaways so many things we didn't you know intend and we planned i think as best as we could but at the same time like we have to continuously evolve so i i have no doubt that within you know a multi-year

145period that we will have to plan and project and try to anticipate uh you know probably relatively significant changes yeah i'm just i'm sorry to kind of bird dog this one but i'm just thinking back over the amount of time on the board and the amount of money we've had to spend to like appropriately get facilities ready for district staff right whether it was first redoing the whole valley um site place so we could adjust teachers lounges and space for teachers to do prep and then different staff and then having to redo the south park space so that was um appropriate for folks to be able to have those kind of conversations i think at some point um you know we projected out reflecting back off of the measure s money today you know we

146we don't have any money being spent on district facilities right now which is the right thing i think given all the concerns um if and when the five million dollars comes from the state i think we do have to look at valley needs and what's appropriate because we're going to keep throwing money to move a district staff right and it's just going to be a continual cost that we'll have to do as we need to make sure we have a conference room space like there is needs for a district staff to be able to to be appropriate in in the work they need to do so it's just a comment for the board that i think it we should look at this as a way to make sure that the district can do their jobs

147um yeah now that that's that's good feedback and we'll definitely take that into consideration you know we're a cheap date right now we'll take a flush toilet honestly uh so that'll be a good step but yeah point well taken and and we'll we'll examine the cost of you know of of what it takes to reinhabit i mean the uh the south park space as i understand when we know it was like there was not much there so we had to do a lot of work in order to inhabit it hopefully with the transition to vista because a lot of stuff is built in thanks to simon and his team's work for infrastructure but that is good feedback that we should really be looking carefully at that especially when considering those future monies and just last

148uh thank you for that christine simon i keep losing internet so i don't know if that's affecting things um for you all but my um my camera just keeps going and now so for anybody watching i'm still here i'm just on a mic okay um with that i think we'll close down um comment on that and move to the next board report next word report please agency oh sorry maggie uh thank you maggie um so this is a quick debrief we held a try agency study session with beach city's health district and the city of hermosa beach we met with just the executives and the elected presidential or um uh i think they're all presidents yeah um oh and the mayor uh in order to uh look at youth safety in our city and we've

149all agreed that we would bring these debrief back to our public meeting to share with our respective boards or councils slide so uh we we uh you know definitely uh uh took the lead in trying to work with our two agencies to coordinate this meeting there's a long rich history of of doing so and we shared with the agencies our three priority goals they were already aware of them but we talked about when we think about youth safety we're always looking through these three lenses aside so here are three priority areas that we took a look at uh personal safety community safety and school safety and you can see those areas beyond that we were just trying to target areas where there could be opportunities for cross-collaboration between the city the school district and beach

150city's health district and we tried to also prioritize in our study session uh where we had the most to talk about and had the most opportunities to collaborate slide in the area of personal safety we talked about social emotional wellness there's a long history of beach city's health district and our school district collaborating with each other on areas of mindfulness and wellness we beach city's health district uh talked about the new alcove youth wellness center very exciting um this is opening i believe in this late spring summer and it's a space for youth in order to participate in mindfulness activities it has a lounge inside of it for students to be able to decompress relax and we talked about the idea of maybe bringing our since our students are are still in the middle school

151age taking a field trip and bringing our students up to in order to explore the youth wellness center um we also had discussion about the critical response team um just in light of various events that can cause trauma on or off campuses about collaborating with the city and beach city's health district to make sure that we have an appropriate response of mental health um professionals in the event that we were in emergency situation and had to collaborate in order to support campuses uh we do have follow-ups uh to these areas and uh look forward to reporting more to the board about what we're having growth and opportunities slide next we talked about substance abuse it was mentioned earlier about the cannabis ordnance committee the city is uh investigating um the uh issue of uh legalizing

152the sale of cannabis and hermosa beach that may perhaps end up um as a an issue at election uh chief lebaron also talked about that a major issue they put out a public service announcement out which we broadcast to our social media about drug cells occurring via social media particularly with fentanyl and then we also discuss some of our our long-standing partnerships such as the partnership for the youth coalition and south bay families connected slide in the area of community safety we talked about bike safety and on house population the city uh has already collaborated with uh stephen mccall as well as chief lebaron our communications specialist created a public service announcement video in relation to e-bikes we plan to produce more of these public service videos um as well as to hold a safety

153event um we've had a little bit of setback uh with beach city's uh cycling coalition um and we're working um trying to look work with an entity they no longer provide um the education series so we're out there searching for a different entity that might provide the same type of opportunity and then in the area of the unhoused population we've been working with the city about trying to come up with education for our students about street safety and about um uh you know living alongside our homeless population here in hermosa beach and how we can help and how we can also be safe and well educated about their needs slide and then uh we did talk a little bit about cover 19 health protocols there's been a lot of collaboration i think that we were

154all a little coveted out um and we focused on some of our other areas so there wasn't really much development in this i think that our uh work kind of speaks for itself um through the beach city's health district testing program as well as the vaccine clinics in manhattan redondo and hermosa beach and beach city's health district continues to diligently track covet in the south bay area which that data has been presented to the board in our health and safety updates sled we did get into social media this is an area that we would like to re-pivot to coming out of the cobid focus when it comes to health and safety uh we as we mentioned that the police put out a warning about the selling of controlled substances via social media we also you

155know have seen feedback in our panorama surveys about social media incidents um i mean like our aggression via social media so we're looking at our speaker series um as well as uh we continue to implement second step and we uh we talked about maybe bringing in the partnership for youth coalition to give us feedback about you know ways that we can support and educate our students i do think education is the most important thing for parents and for students when it comes to appropriate social media use flood great thank you i'll take any questions at this time okay anyone want to start jen well i just wanted to add jason thank you for doing that recap it's so great i think those meetings are super important and kind of really bring the school and the

156community really together and one thing that had come up in the wellness council conversation was potentially we could get um a visit to the alcove with for our students so i just didn't forgot to mention that which i think would be a really just to let them know what the opportunity is that is there yeah we we uh definitely discussed about the opportunity to maybe uh take a field trip up there um to just so they could have access to the resource and see the opportunity totally great idea anyone stephen i was just going to ask um thank you for jason spearheading getting this together and getting it organized there's a lot of great content like jen says coming together it's not solved but can constantly work on some of these really important issues for

157our children and for our communities is essential um so to that end i'm just curious when the next one is like are they planned annually by annually like when i'm anticipating writing a note right now which says next try agency meeting schedule uh no we we did we talked about doing it um rather now annually we talked about doing it is it bi-annually uh that's also twice a year um and so we talked about maybe doing something six months out that's great because then the last one got pushed so much because because of surges and because of this and because of that but it's important that these in order for some of these projects to come forwards it's important we agree with the with the new format it'll be easier to schedule right and and

158then then probably more appropriate to do twice twice and then we have already followed up with smaller meetings for the areas of collaboration uh i was talking to sujo today about um an area when it came to the bike safety piece and so um i think that like it'll branch out into many means but yeah uh definitely point well taken in regard to having two two meetings per year as opposed to one thank doug you were good yep quentin good uh jason again it was a pleasure to be there with everyone um my thanks to all our counterparts on that thanks for your leadership thank you board okay everyone let's move into our dash 43-20 quentin's favorite topic the lcap with ms gluck and just credit to miss cluck for having running a very good

159l-cap meeting just yesterday thank you so welcome everyone um paula and i um we work hand in hand in regards to lcap i couldn't do my job without her and um we're a great team so i just want to put that out there so we're here to talk about the mid-year lcap update which is a new requirement um by the state of california and it's from assembly bill 130. the reason why we have to do it is because we received coven monies this year and that had increased um some of the budgetary um areas for us so um there are five problems that we had to address um luckily um or most of each had to just answer three and that was because we are not a title one school and we didn't receive esser

160funds and um there are federal and one-time fundings that some states and school districts did receive we want to make sure that you understand that our district although we didn't receive some additional funds that other districts um did receive that we are still addressing our unduplicated population by providing interventions multi-tiered intervention supports and services and we continue to work with our students and prioritize our district's needs based on our students needs slides please so we are required to fill out two documents um the supplement for the annual update already went to l.a county office of education we got a nice stamp of approval from it we do have to do a mid-year outcome for lcap a lot of our measures and metrics um are not met yet because we haven't done what we need to

161do like some surveys and some state testing so we don't have that data yet what i did do is i did put whatever data we have done even though it's not our end of the year just so you can see our progress i'm at the district slide please um this is my slide uh the budget for overview for parents at the beginning of the year our supplemental and concentration money was at 144 000. the increase is from to 155 423 is due to the increase in unduplicated population it is not due to an increase in the supplemental and concentration 15 extra that most districts got if they have over 55 so we are not eligible for that our unduplicated population is about 6 percent slide please so these are the three prompts that we needed

162to address in regards to our uh supplement and what we wanted to know wanted the board to know is that the funds we received that were additional were the corona relief chronovirus relief funds um as well as the governor's emergency education relief funds which are the gear funds and part of the care act and the most important thing is that we did put a lot of emphasis in social emotional learning allocated to technology mentors professional development and just to support our achievement goals everything that our district has done this last year i'm proud to say it does align to our all cap so we are seeing um some gains in those areas because we are very focused please so when you look at the mid-year lcap there are three buckets that we really have to

163report on and we do report on these at the end of the year currently there are some outcomes that are not known just because we don't have survey data yet or we haven't um in our summative assessments at the end of the year um those metrics will come with time um and we do monthly board reports in regards to our targets and just in closing covid was difficult for everyone but i'm very proud of our district we've hired the best um we've worked with our families we've collaborated with so many committees that have given us feedback um our educational partners have really helped guide us in making decisions that are best for our students teachers and our families if you have any questions both of the documents you can hyperlink to and look at them

164they will be posted on our website uh tomorrow morning thank you so much sylvia that was my question of where the documents were um stephen thank you very much okay good jim thanks so much team okay um everyone what we'll do is we'll get through consent then we'll take a quick uh five minute break before we get into board action so with that uh we are moving into consent and um following items are presented requesting approval by one motion no prior discussion unless requested by the board so is there a motion motion by quentin second second by stephen christine if you would please board member cole hi board member clues hi board member mccall aye vice president clerk gardner aye president povet la monica aye all in favor thank you uh with that let's take

165a five minute break we will return at 8 40 for the production [Music] okay everyone [Laughter] okay thank you everyone for that little break we need to stretch uh moving into board action uh s-31-2122 with ms glock my sponsor is tanita um it is recommended that the board of education approved the purchase of the a mm-hmm it's like it's super delicious so sorry that's okay um each year um school this school sites are required to do a school accountability report card and that's governed by california ed code as well as board policy the school accountability report card contains information regarding schools and what the schools look like what the employment is like what the credentialing is like it was reviewed at the school site councils uh yesterday both principals did a great job sharing that

166information they are posted on our website so it's recommended that the board approve the 2021 school accountability report cards for both most of you at vista and hermosa valley school thank you so much for that ms cluck uh are there any questions from the board clinton i just say i i was at that meeting and it was uh well done and and i echo what you said about the principles doing a good job thank you very much excellent any other questions from the board no any no move to approve yeah looking for a motion for approval motion some move oh second oh look at that second uh motion by quentin second by jen uh christine if you would board member cole hi board member clue aye board member mccall aye vice president clerk gardner aye

169a motion so moved thank you quentin is there a second second i heard jen i think on that one christine board member cole hi board member cliff hi board member mccall aye vice president clerk gardner aye president beauvoir monica aye all in favor thank you uh b-79-2122 paulie you're up again it is recommended that the board approve the contract with laco for pc products this product allows um the district to get detailed information which we haven't had in the past and a month before last year approved a non-auditing contract with i bailey and they need these reports and they're teaching me how to use them as as well it is an annual contract it's a monthly fee there's enough money in the budget to cover it for this year's expense and we can terminate the

170contract at any time with the month's notice questions from the board starting with quentin sorry you probably said it what was it what is it training for again it's a it's a software program that pulls data from hrs which is human resources um and gives us detailed reports um for expenditures for payroll thank you you're good quentin okay any other questions excellent may have a motion so much thank you doug is there a second second thank you steven uh christine if you would board member cole hi board member kluth hi board member mccall aye vice president clerk gardner aye president beauvoit la monica all in favor okay um b dash 80-2122 with ms cliff please it is recommended that the board of education approve a consultant agreement with lee dineen um to assist us with

172board member kluth aye board member mccall aye vice president clerk gardner aye president bove la monica aye all in favor thank you moving on to b-81-2122 dr johnson contract for playworks pd thank you maggie um it has recommended the board to approve a contract agreement with playworks for professional development for our news supervisors and administrative staff this is a recommendation by the wellness council in order to support a better campus climate in our playground areas during recess and lunch the professional developments are three hours each and one is called the power of play teaching our staff about how to facilitate games and the other is about group management just teaching how to like conflict resolution and how to better support students and i mean like interactions that are positive um uh great recommendation and we

173bring it to you for the board and we're excited to work with our new supervisor staff thank you starting with stephen i just love that playworks has like uh been nimble with this because they used to come out with just like you had to buy playworks just as they were and now that they are doing training like this i just think it's such a great it's going to be great but it really provides a need i think for all schools so excited to have them quentin was there something from you uh i have a question dr johnson um i think our and this is me just back at the envelope but some of our our greatest turnover in staff is with our new supervisors so how are we doing train the trainer approach for districts

174so we are able to keep the lessons learned we're taking summary notes from the trainings um and then those will be typed up as a one sheet and then we have our administrative and support staff also participating does pe get involved with any of this not currently because just side of pe is is their credential teachers so they're following standards-based lessons um so one would assume they have these skills in order to facilitate a classroom like just like our teachers facilitate the class and our new supervisors report up into whom so there was talk though that anybody who could potentially be invited to this training so then the news the staff at noon and the teachers everyone had a common language that they were using the the counselors also participated i'm a huge fan of

175playworks i think they do great work i just don't want this training to to walk out the door when we have turnover of noon supervisors is my biggest concern yeah and the the long-term plan if if this goes well is to to bring them in on a more regular basis as well too because i i do think that in order to upkeep this we need to also continue it as well um playworks does have an expanded package but this was a great we felt like it was a great option for us as a starting point to see if it was a good fit okay uh i would just say i would encourage us to think about like doing broader training so that we have more training stay in-house for it outside of our new supervisor

176staff going forward okay thank you may we'll we'll um we'll definitely uh follow up with the board about progress is there a motion board member cole hi board member kluth aye board member mccall aye vice president clerk gardner aye president beauvais la monica hi all in favor thank you so much uh b-82-2122 dr johnson um as many of you know there's a staffing shortage nationwide that is also includes teachers and related staff so we've had to be more aggressive about our recruiting practices so the mou agreements you see before you are for student teaching agreements um this was also a way in order to i conducted meetings with all university representatives in our local area over the course of about a month in order to discuss about partnerships and how we could bring in student

177teachers and or have our staff go and present at these universities for recruiting for example for speech language pathology usc just opened up a brand new program and we are building a connection with their director because they're a small program or a small school district we have need for uh speech language pathologists um and so that's a partnership so we really just want to be on the front foot of when we do have opportunities to hire we have the first dibs so to speak on the most talented recruits coming out of the university system so we really just want to beat everyone to the punch so to speak the mou agreement you have in front of you is for california state university dominguez hills um very much known and beloved as our local teacher college

178and we recommend this mou for approval thank you thanks so much for any questions from the board stephen no but can we approve you want them individually approved or are they the same they are all the same and i think procedurally we could try to group them whatever i'm okay i'll just keep it clean yeah i have a question question yeah did we have we not done this before and like why why has this not been a historical thing that the district has done in the past i cannot speak to what would be the reason behind not having mousse with these universities okay i mean because i honestly just i don't i don't know the reason i think it's a good practice to have student teaching agreements and relationships with local universities i i'm not

179entirely sure so maybe once upon a time we did or they we outlast them they were never renewed but um i i honestly just don't know sorry no i just didn't know if there's any history that word is not aware of that maybe i'm being told through whispers over here that we have had some good yeah i just think it's something that we should maybe look into maybe there's some history that we we just want to be aware of because when you have a student teacher as much as i want to be on the forefront of having the best crop there is you know it is challenging sometimes for parents in the community to have a fresh teacher in a classroom and it's just there's there's things that come with that so i just want

180us to be aware of that that's why there's a master teacher also in the classroom who supports them and that's why also too like for us it would be a contingent upon wanting to have participating teachers who take on that responsibility as well as we'd be looking for areas of recruitment need right so you know in areas that we're strong in recruitment we may be less apt but in areas like special education math science uh specialized services like school psychologists speech language pathologists this is the best way in order to recruit those people so i while i definitely appreciate student teaching i want to be part of developing great teachers there is a strategic aspect to this that goes beyond just supporting student teaching great thanks that helps yeah i'm excited we're doing this thank

181you uh is there a motion still moved thanks doug is there a second second christine board member cole hi board member clue hi board member mccall aye vice president clerk gardner aye president beauvoit la monica all right all in favor great we're gonna roll through these next couple since they're all uh in the same so um i'll do a general ask for questions i'm not going to do individual follow-ups so unless you have a specific university placement uh affiliation here i mean there's i was going to say go lions but you know um but with that we can go down to b-83 agreement recommended for approval of the university of southern california um recommended for approval thank you any questions motion so moved thank you second thank you stephen hi good quen christine board member

182cole hi board member clues aye board member mccall aye vice president clerk gardner aye president beauvoir monica hi all in favor 84-2122 recommended agreement via an mou with western governors university and also a teacher's college any questions is there a motion is there a second second doug uh christine please board member cole hi board member kluth all right board member mccall hi vice president clerk gardner hi president beauvais la monica hi all in favor great thank you so much uh b-85-21-22 recommended also my alma mater a loyal marymount university um miranda understanding for placement of graduate students thank you thank you any questions uh is there a motion thank you stephen is there a second second thank you jen christine all in favor board member cole hi board member kluth aye board member mccall aye

183vice president clerk gardner aye president beauvais la monica all in favor thank you uh last board action item b-86-2122 ms montalbo on powerschool um it is recommended that the board ratify the contract for a power school for unified talent employee records this suite would allow us to do keep records online for all staff in housed in powerschool it has many many functions that we're looking for and we currently don't have a database other than what christine has created on a google doc this would keep the information secure and we would be able to use it for multiple reporting opportunities also to note that christine did negotiate the contract saving the district significantly excellent are there any questions for paula okay uh is there a motion so moved thank you doug is there a second second

184thank you quentin all in favor christine board member cole hi board member clues all right board member mccall hi vice president clerk gardner hi president beauvoir monica all right all in favor thank you so much uh moving into board member round table i'll leave it open to whomever would like to start stephen you're good nothing doug i'm good thank you i'm good as well just say i'm going to say one more time i actually um the lcap meeting that maggie very graciously granted to uh to to me as a committee assignment for this year uh i got a lot of that media last night and uh connecting you know some of the data you guys have shared in public which again i applaud you guys for your your data focus and bringing that um to

185some of that lcap uh stuff it really started to to come to life for me in terms of understanding what our goals are as well as what our results are and bringing those two things together really makes it powerful and interesting thank you um okay i have a couple of things uh so one i wanted to do follow-up from the board workshop uh meeting um we asked for any edits on the compact steven thank you so much for being so prompt you have another two weeks to send us uh any wordsmithing um comments on the on the compact so we can get into the next month's agenda that is one uh the second thing is um off of nps i just wanted to say thank you to uh principal bledsoe for for listening and looking

186at the comments off of the mps specifically as related to student comments and incorporating that into the elections piece i thought that was great um we had talked about how we want to do technology for better access into public meetings um and so i know uh dr johnson and i are going to look at how we do zooms with potential reconfigurations so we don't have to have so many screens right in front of us as we do this but still making sure we have absolute um access for the public um if anybody wanted to take on a member orientation that was one of the action items was looking at what goes into a member oriented a board a new board member orientation so if somebody wanted to take that on or partner with somebody i

187am open to suggestions you can think about it but at our march meeting like if there is a any uh coordination of board members who wants to like think about what goes into a different orientation is one of our topics and um and happy to have people form on that next is el martsuchi and has a town hall tomorrow night on schools and coven 19. where do we go from here that's uh thursday at uh 6 pm if you go to his website there is a zoom link for that and they will be featuring the manhattan beach superintendent along with ucla's medical center uh director to talk about schools in kobe 19. so i think with all the public comment we've had tonight good for that again thank you to stephen mccall for his advocacy

188uh he's been working with al martsuchi's office the bill 1607 1609 um on school funding increasing the uh the base grant thank you so much for that jason thank you so much for writing the letter of support on that and then lastly mission vision process for uh the district uh stephen you had brought this up at the board workshop meeting um i was doing some reflecting on it so i just wanted to have a brief conversation on what it looks like if i uh i went back to our notes and we adopted the last mission vision revamp in 2018 and i think it had been 60 years prior to that before it was last touched yes [Music] [Laughter] it might have been 80 but i think it's 60. um so we went from 60 to

1892018 um and then um i was just doing some searching on like when is a good time and i marketing um and uh mission vision stuff are not my thing but the guidance that i saw there is there is a review that could be appropriate every three years um if you have rapidly changing circumstances in an org so i'm open just to see if like do we want to put a system in place that it aligns with ltap adoption um on that three-year cycle if we do a chance to review mission vision when we do our lcap because that's a time when our board goals um would get updated so up up for the board for conversation on what that looks like but jason you have a comment i would just stress that it's a

190it's a good suggestion to align it with lcap which is when a lot of that um the input work is being collected so rather than having to create committees around that you already have a lot of stakeholders that are participating so that's that's a very good suggestion the great and i think the part of that because we've got our new site administrators and team and and just input that that would cycle into it so would that be later this year as a just a i think the other thing that was an important factor which i mentioned at the at the workshop was that our equity task force did a lot of um really great thinking around sort of a mission vision for their sort of sub thought thinking around things but it that in my

191mind extends across and so um you know i think there's a lot of good work there too i would also just i was going to mention on the compact kind of you can because you mentioned that i didn't add any net new comments i just tried to be a good account manager and sort of um uh uh contact reported all of the uh notes i didn't necessarily uh suggest copy for sections so i don't know if there's an element of if that could be circuit i don't know just for efficiency so the board don't have to re-do all the comments i don't know if you could send that out in your next board update because it was basically a summary of the notes that were taken from saturday and then if there are any further

192builds or suggestions from the board that can be put into you and we can review them at the next board meeting yeah let me um think about that you know where i'm going i'll get back to you any other thoughts off of mission vision review process and how we go forward because i don't think every every year on it feels too much and it takes a lot of time it's a lot of staff time it's not a board time it's like people time so just trying to put a system in place that makes it sense to to look at things i'm just trying to get my head around when you're thinking about when you would think this would happen when we just are in the l cap cycle right now right well i defer to

193quentin being the lcap expert on this but i could also bring in sylvia um i think i would like to bring in sylvia on this one no offense but quentin if you could write something down on a napkin and we'll uh we'll put it on the website we created our lcap last year and so we're going to report in june for our first year where we're at and it's usually a three-year cycle okay so we're using our our current what we have and that's going to go with this l cap so we wouldn't be up to look at it again for another two years so yeah so i think that's either the thing is either we find a spring committee who deals with this and this is board time right over the next uh three

194months for us to get this done to align with year one of el cap or we push it off two years and when we adopt a new lcap cycle um it goes into that process leading up into the adoption i'm just trying to understand we have new goals and a vision that are currently we are aligned to the lcap right you're using the lcap is based off the current you know like i feel like everything is building off of those three circles right yes so based on our students i'm confused like your timing on the spring why this spring because it's technically year one of a three year lcap cycle okay wouldn't you review it closer to the end of years of year two that's one that's one way to do it is leading is

195in the third year of the lcap is you start to build out a new set of goals you would also throw in mission vision alignment with it at that point yeah i i'd have to think about this because i i think that it might get a little confusing and detracting from staying focused on what we're what our goals are to then we can we don't even have enough data to see if all these things are like working in the right direction yet to then start a new cycle of a committee meeting now or in the next couple months i would be like maybe i i i don't know my we don't have to be like this is board this is just to bring it up for conversation in terms of what works for a system

196and no i i agree with the triannual you know review and and i think i don't think anybody's arguing i think i think we have good alignment right now with the lcap division the mission the goals so i think we're good for a couple of years i think you're just offering for discussion and debate does anybody feel like it's worth talking tackling right now my vote would be no my vote is there really will align now let's tackle it at the end of this lcap cycle as opposed to now right that would be my probably where i landed any other conversation on it is there a way to think about it differently i would love to have a parking lot kind of idea where it's like we're you know like there's some ideas i think

197i brought up at the end of the board um workshop that i'd like to not like go out into like into never never land i would love him to like stay on the board somewhere and see eventually are these some things that we want to bring forward it doesn't those they might not be they might not have data to support them or staff to support them or you know families to support them but i'd love it to not get off the to just long-term parking long-term parking so so we're trying to establish a parking system right now um so um we we took that feedback and that's part of our incorporated notes to develop the next year's goals um and then i'll be putting out um a a a survey like a kind of dance

198with like how we would do this but like a survey like where feedback can be given per goal like we have talked about like that our goals are probably on a three-year cycle as well too um because they were also aligned with the initiation the lcap um but like definitely uh for revisions and tweaks and you know and outlook because like you know our goal i think with calendar with everything else is that we're kind of like always looking three years out um and so you know where you're in now we gotta go a year ahead so i uh look forward to that to come in the next week or two um uh for that feedback and then that'll be an ongoing process leading up to uh what i hope to have as a july

199leadership retreat um where it's we're finalized and just talking about our our goals and the launch of the 22-23 school year okay so again this is roundtable i'm bringing it up we have space to tackle it as an item for either more for discussion or board action at the next meeting and then with that any other parking lot issues any last thoughts on board member roundtable okay wishing everybody an early uh happy thank uh valentine's day happy thanksgiving too early early maggie and with that is there a uh motion to adjourn the meeting so moved oh uh i'll take quentin and then jenna's a second christine may have the roll call please board member cole aye board member cluth aye board member mccall aye vice president clerk gardner aye president beauvoit la monica all in

200favor thank you meeting is adjourned you
