003gardener present board member clue present vice president clerk bove la monica president president mccall presence all present thank you very much if everyone could please join and rise up for the flag slits all right we'll move on to approval of tonight's agenda um do i have a motion to approve tonight's agenda before we approve the agenda i'd like to um pull from the agenda it's uh our 23-21-22 the hbcs dress code i just it's not necessary that we talk about it tonight and i feel like we could move it to july of next year potentially just was something i was curious about the beginning of the school year great um are you open to making a motion on that then i think um actually can we ask if i think in the um because those
004in the back can you hear okay no okay i think there is also a provision for okay no problem i would like is that better because there is also a provision for hearing uh if you need i just would like to pull from the agenda r-23-21-22 you guys can hear back there cool thanks the hpcsd dress code it was something i was curious about at the beginning of the school year but i think at this point we're rolling in the school year and if it is something we need to bring up we can at a later date but i think we can table it second right christine if you could take a vote please board member cole hi board member gardner hi board member clue aye vice president clerk beauvais la monica i am president
005mccall aye all in favor thank you motion carries and agenda is approved uh moving on to announcements jason thank you stephen i'm going to concede my time to our special guests here to talk about asb council and social emotional learning at hermosa vista christine is on our agenda uh asb first yes jason asv is first but it looks like they've left our waiting room they were joining us via zoom tonight and i don't see them in there right now maybe i can follow up with them yeah we'll turn the time over to um miss tanita and miss boucher um and then we'll try to get in contact with monique absolutely sounds good thank you for joining us and my name is i don't think one second that we'll just check that the microphone's on [Music]
006it's all good making sure thank you oh lisa give it a try testing oh there we go oh you can hear me okay hi um my name is lisa tonita i'm the principal at hermosa view at vista and my name is troy boucher i'm the school counselor most of you at vista and we'd really like to thank the cabinet and the board for the opportunity to be here to talk to you about social emotional learning and wellness at our school so we will start with our three topics so we have building student connections in the school culture supporting sue in classrooms and around school and supporting individuals next slide so really it all starts with building that school community we know that our students who've come to to view none of them have been in
007school all day and so building that culture where they feel connected to each other and connected to staff is really important so troy's going to talk to you about how we started that out all right so we did start off the school year with start with hello so we celebrated it with daily videos and activities to promote an inclusive school culture and a safe community so every day next life every day during the week we did different activities and some highlights from that week were the would you rather's so students went around and it really created a sense of community different kids coming together to play the game would you rather and we ended the that friday with a fun little dance party i was the dj um and they had a lot of fun
008and those are some of the activities that we did but yeah so that was september and then october we did red ribbon week which was a really fun spirit kind of a spirit work week where we did activities to promote healthy learning and go to the next one so each day there was a theme and students so the first day was um turn away from poor choices team up against bullying so that kind of shows the list of activities we did and the highlights were we brought in miss paisley's so at lunchtime we had special dance parties where she brought the parachute and the balloons and the streamers and juggling scarves and we really focused on being healthy and then you can do the next slide um and then that next slide really this was
009the highlight saying boo to unhealthy choices we had our very first halloween parade and we tried to be very mindful of being safe and so we did one grade level at a time so we could do social distance and i think the students and the staff really enjoyed it um so that's kind of big picture for the school environment and then also then now honing in on classrooms um why don't you go to the next slide miss okay all right so we kind of started the school year with giving our new nades this resource so it's a support resource um because you know it was the first time kids are back on campus and we might have some conflict at recess and lunch um and so it displays like small problems and how can we
010solve those problems using i statements and if the students need further support with the conflict resolution then they come to myself or mrs tanita can you hear me all right so there also is seo in the classroom so i start this year off with a meet the counselor mini mindfulness lesson for all of our grade levels going into each classroom and now students are learning social emotional learning lessons on emotion management using second step they are pre-recorded videos and each lesson is closed with an in-person lesson i go into each classroom and do a quick recap of everything that they learned with second step and then also in the classrooms there are many classrooms who have like brain break or calming corner areas to help students so when they feel overwhelmed by their emotions and
011they're learning these skills from miss boucher and their teachers they have a place where they can go and breathe you know take a breath before so they can return to their desk and learn and so to kind of expand that we are we ordered supplies so that every classroom can have this area all right and we also have so communication with the community we've been trying to branch out so we did have our first coffee with the counselors with the valley counselor as well where we discussed tips to promote a healthy lifestyle and staying drug free during red ribbon week our next meeting is going to be on bullying cyber bullying and internet safety and i also have monthly newsletters going out to the families every month um full of counseling information important dates tips
012our last newsletter actually went out on monday um okay and then finally supporting individuals you can go to the next slide um so miss boucher i'm i have to say i'm so thrilled that miss boucher's on our staff she is such an asset as you can see for school-wide into the classroom and then with individuals so she meets with individual students and groups and this was based on teacher and parent referrals she started um lunch bunch friendship groups so today i was talking to her she had 20 to 30 kids per grade level lunch so you're talking 75 90 kids are being you know supported by her and she's very she takes her time to plan really engaging activities and she's focusing on social skills and emotion emotion regulation which is we really are seeing
013the need as i said for the first time these little guys coming in and not having mommy or daddy next to them when there's an issue or a problem and they're having to learn how can i solve it like i'm a i'm a big kid now what can i do and she's really supporting everybody doing that so i'm thrilled to have her next slide and so i think all of this is because we know when students feel safe and they feel supported and they have trusted adults that they can go to then they're able to they're ready to learn and that's what it's all about but it's also being in that safe community that that family that we have here so thank you for your support and all that we're doing and um we're really
014looking forward to continuing to grow in this area [Music] thank you very much ladies um christine do we have our student council representatives back we do and i'm going to admit them right now fantastic jack and capri can you hear us hello hey guys thanks so much for joining us no worries it's a pleasure to be here the floor is yours all right well hello everyone i'm caprichrozak hermosa valley's school president and i'm here with jack pierce hello and we are here to update you gal on hermosa valley's updates so jack you can start us off so we are happy to announce that the student council bake sale was a huge success we would like to thank all the students and families who participated by bringing baked goods for the bake sale we had so

020back march 26th so make sure that you save that date that's all i have so moving on to communications public communications to the board members of the public may address the board on any topic regardless of whether it is not listed on the agenda however the board may not discuss issues related raised that are not listed on the agenda topics not on the agenda that are brought to the board's attention may be investigated by the administration and a report made to the board either publicly or privately at a future meeting complaints regarding district employees must be dealt with in closed session not in public comments from visitors shall not exceed three minutes unless waived by the majority of all members of the board so with that um i'll first of all take uh thank you
021to those uh in chambers filling in the cards i'll take them in order that i've received them and then we'll check for any online comments do we have any folks waiting in on zoom just to check not at the moment okay great but anyone watching at home uh the link is available and uh details of this meeting are available fully um on the district's website so first i have uh mr bass you can join us thank you and if you could please just for the record state your name your affiliation to the districts and then your three minutes will begin thank you okay thank you i'm leah navas i teach second grade at vista and i'm also the president of hbef um not hpf equally important all right the union um and so i represent
022both our classified and certificated employees so thank you so much for your time i'm sorry i wasn't able to be here at the last meeting that we had and i sent a letter in but i wanted to just read that publicly um for the community to hear as well i would like to thank all of you the superintendent jason johnson and the entire administrative team at the district for the successful completion of the 2021-22 classified and certificated contracts these last few years have certainly been filled with many difficult moments and decisions yet together we have been able to navigate through these unchartered waters thankfully hbea the superintendent and the administrators in our district have maintained a collaborative relationship in an effort to give voice to our members wants needs and concerns it is with great
023appreciation that i acknowledge this continuum of collaboration throughout what at times we're challenging conversations during negotiations ultimately i do believe that both hbea and the district did our best to make prudent decisions that would benefit both parties it is my sincere hope that hbea and the district will continue to put the needs of our students their families and our members as a high priority as we journey on through what may still prove to be a difficult time in our world and the hermosa beach community i would also like to say thank you to our community members for their continued support of our staff our teachers and our administrators and the board thank you very much thank you very much next we have miss mauro and if you could just state your name your affiliation to
024the districts and your three minutes will start yes thank you uh my name is betty mauer i'm a grandparent a grammy of two kids here and uh i i the agend my stuff's all over your agenda okay so i'd like to start by telling you that just because uh dr atwater bailed when appearance opposed her teachings doesn't mean that there aren't elements of critical race theory still here and just to let you know that i and hopefully a lot of other parents are going to fight it eliminate it if we can from hermosa beach school district doesn't belong here so with that being said uh i wrote an email to the board a couple weeks ago asking for minutes of a prior meeting i wanted to know how you voted on the funding of ucla
025center x which is supposed to deliver in-service training indoctrination to the teachers i didn't hear from any of you nobody replied jason did so i don't know how he got in on that but anyway i thank him for replying and he sent me the minutes and as i suspected all of you voted yes to fund ucla center x uh so i started looking at some of the other things you that jason puts in front of you and um it just seems like it's yes all the time yay anonymous yes whatever he puts in front of you he recommends that you consent to and it's like a rubber stamp so i want to it sort of said okay so let me see how this works in hermosa beach we the people parents residents elect you school
026board you in turn hire the superintendent in this case jason then he deals with certificated and credentialed issues so in a way jason answers to you and you answered to us that's kind of like the food chain as i see it now um i think there's some oozing over of whose job is what and whose domain certain things belong in so that's what i'd like to address tonight uh so in your your domain i think is to question everything that jason puts in front of you new curriculum whatever it is he wants to bring on board and think is it what hermosa beach kids need is it necessary here that's your domain academics uh so i was looking at your agenda and it just kind of struck me i just happened to see it it's
027your agreement with the beach cities health district and uh it's under the you call it sel i think the term now is the social emotional wellness module in your guiding principles sorry to interrupt if you could finish your thought please your three minutes are up can i have some more time if someone else would like to give you their time they just could state their name for the record and maybe that can be extended will you come and just state your name for the record please sorry would you just come to the microphone just so we can capture that thank you man i'm rebecca barrios um i'm going to give her my time to speak great thank you yeah so um there's a program you have and it's really cool it's for the kids and
028plant the gardens and all that stuff it's really nice good photo ops and but i think you're looking at extending it to the seventh and eighth graders i'm going wait a minute every kid in hermosa beach knows they have to eat their carrots and broccoli especially the middle school kids they go down to the farmer's market every week so your domain do we really need this in hermosa beach for the seventh and eighth graders that's your domain okay now i have to tell you though that most the rest of that sew module my domain parental domain because what happens there is that it's an insidious drip by drip by drip method of reshaping our kids values and mindsets now i have to tell you i do that that's my domain we do that in our
029family whether it's faith-based ethnic whatever it is we instill the values and the mindsets that's not your domain it's mine at any rate at any rate again examine each one of these curriculum things that jason brings on board and please please understand that that i think your domain is in the academic area reading writing arithmetic great love those programs if jason wants to go after writing grants like he did for uh i don't know some of the beach cities health district stuff great but find grants that deal with academics that's what we need here i also think i have no problem with some of the programs like 2p i think that's how they say it tobacco use or the drugs and controlled or substance abuse great those are not value based and yes probably the
030kids in our community could you know profit by that your domain fine okay um so again there are all kinds of little pieces of this critical race theory still here and that module that guiding principle that social emotional wellness and the culturally responsive teaching is all part of it and so these little pieces are being put in here and the big picture the big puzzle is critical race theory we can do away with it uh i don't need you reshaping the values that i have instilled in my kids when they come here that's my job as a parent so um if the parents do their job and send you our children with the values that they want instilled in them that's our job it's massive your job is to deliver your three minutes are up
031if you can finish it yeah your job is to make sure that academics are delivered and get us back thank you and get us back to a pathway to excellence in education thank you thank you uh miss shields please if you could state yourself thank you in relation president here i'm a resident here thank you who thought two years ago that we would be wearing these face diapers talking about crt sex ed porn and lgbtq have you done the research about these petri dishes that our children are sitting in for six hours a day have you gone to osha perhaps let me help you out here throat infections lung infections three minutes in a face diaper like this is cutting off vital oxygen to the brain please research that does anybody one of you know
032about vares vaccine adverse events reaction system do you know about bears it's a database that our health care professionals have to report all the vaccine injuries and deaths too do you know where we are right now with deaths over 18 000 deaths from this covid vaccine did you know that we can't see the pharmaceutical companies the manufacturers of these vaccines did you know that we're in the middle of a trial this is a experiment our children are not lab rats 99.98 recovery rate for children for adults 99.94 to 92 percent a worst-case scenario 54 of our children in america are chronically ill that means half of our children are sick if these were so effective then why can't we sue the pharmaceutical industries ask yourself please look into that look up open verse right now
033on your phone openveers.com 18 000 deaths 855 000 uh uh adverse reactions 89 000 hospitalizations do you know what's in these vaccines have you researched that this has all been done before they started off with ebola then they went to mar mars then they went to h1n1 then they went to the swine flu avion flu have you researched any of this this has been done before this vaccine is not a vaccine it's a genetic modifier please look into it look what's the ingredients let me help you look up the ingredients lucifer raise ai nanotechnology what's that doing in there dead babies from planned parenthood what is that doing in a so-called vaccine please look that up this is dangerous this is a bio weapon this is a 50 billion dollar industry that's creating a 500
034billion dollar industry with the epipens with the diabetic drugs with all the h1 the uh adhd drugs and now they're going to come up with pills for the coven vaccine you guys i know you're getting your marching orders from somewhere else the media has been bought and paid for hitler said if you own the children and you own the media you own the nation stand up against this terror tyrannical government save our children stand for their constitution stand for our freedoms god did not give us the spirit of fear but of power and love and of sound mind in the bible it says leviticus 17 11 the life of the flesh the body is in the blood and we're corrupting it do not partake in satan's agenda stand with us no more mass and no
035more vaccines thank you uh the next comment i believe was from uh rebecca boris who succeeded her time so moving on to victoria kim please my name is victoria cannon um i have one child left in the school district and i want to start by saying that there is no justifiable reason for a school to set up vaccine cleanings on a school premises when it became okay to inject children on parking lots at school grounds without the physician first of all the decision whether or not a vaccinated child belongs to a parent and the children physician school district shouldn't respect the fact that this is a private decision and for which they need to not to be involved secondly as a recent study published on october 26 states that this vaccine neither stops transmission or
036stops anyone from getting infected it also doesn't protect from long covet the narrative to vaccinate healthy children to stop covet or save the world doesn't work anymore advanced it can lower the symptoms which again is not clear based on children's trials the same study confirmed that cdc been seen for the last several months vaccinated on non-vaccinated individuals can transmit the infection equally the same meaning viral load is the same why do we enter children in a clinical trials vaccine effect on kids hospitalization death long covet is unknown we have to vaccinate millions of children to get the data as of today we have no data knowing that vaccine and stop transmission and do not prevent anyone from getting sick didn't didn't stop long call it it has to be individual family decision based on personal
037risk factors and absolutely no maintenance by the school i attended the seminar by with the pediatrician today and she shared the following cases of death in 5 to 11 years old 2019 to 20 number one is accidents 969 kids assault 207 of chronic respiratory disease one of seven intentional health harm suicide 66 and a cavity deaths associated with the comet is the same 66 in the whole country let that sink in suicide and covet keep same numbers for five to eleven year old what are we talking about here how are we helping those children with for segregation by supporting harassment by suffocating our children with masks simply throwing your hand in the air and saying you are following orders by cdph or beach cities is not enough it's time to leave the school from a
038place of bravery and strength not agenda and fear you have to let parents decide what is best for their children when it comes to experimental medicine that will be the trance until at least 20 23. thank you thank you and next we have amy donahue please if you could just say your name for the record and your affiliation to the district thanks me donohue um i'm a resident here in hermosa with a five and a half year old and needless to say i'm just so disappointed in the decisions that are being made you guys we trust you with our children we've elected you and i really can see that you're not informed about statistics about the facts of this disease as well as the protocols that are being used right now i mean why are
039we all wearing a mask if the virus is a thousand times smaller than the fibers of these masks we're wearing not one of us has a mask that is sanitary it must be an n95 that's professionally fitted to even have a chance so this that we've touched a thousand times by now right is a joke besides the fact that aerosolized viral part particles go through the holes and spread around the room within 20 minutes so these are worth nothing at this point in time for all of us okay that's just one thing but if you guys were doing the research you would know this and you wouldn't stand for as they said muzzling our children which is psychologically detrimental to them it's lowering their iq it is keeping them from developing their facial recognition language
040recognition and not to mention the psychological implications of their emotional health i mean we've seen that the statistics are rising far beyond what we would ever want in suicide etc it's got to stop you guys have to stand up or you will be out because you you are not representing the health and the protection of our children who cannot stand up for themselves they hate wearing these things you know ah and then the peer pressure because the top is saying it's okay they then get pressured into wearing masks even though there's no science behind it and even though they don't want to do it all right i don't have much time left but i have so much to say teen deaths have increased by 40 47 in the uk since they started getting coven 19
041vaccine this is according to official ons data 86 percent of the children suffered some form of adverse reaction in the pfizer covid vaccine trial but did you know that one in nine suffered a serious adverse reaction to the coven 19 vaccine in the clinical trial leaving them unable to perform daily activities are you willing to sign your name to something like that we don't know and i think you're airing on the wrong side of risk here it's not our decision it should be the family's choice just like it's been said before there shouldn't be any peer pressure thank you and certainly not vaccine centers on campuses that is absolutely inappropriate but i thank you for your time and your listening and your good decisions next we have carolyn petty if you could stay your name
042and affiliation to the district please good evening carolyn petty a former mayor and council member for the city of hermosa beach parent of two kids that went through hermosa schools and a concerned resident i have always been a supporter of hermosa schools i canvassed for parcel tax in 2008 i supported both bond measures served on the hbef and volunteered for countless hours however the school that i am seeing today is not the school i supported over the years under the direction of the superintendent and school board i am witnessing disturbing shifts away from a focus on education the trend in education driven by common core is to broaden the role of schools beyond education towards a social emotional framework which usurps the role of parents i urge every parent and community member to start paying
043attention to what is happening in hermosa schools as school board member jen cole stated on numerous occasions this is a movement not a moment indeed it is and people should look no further than the sew previously called sel presentation tonight and start peeling back the layers of what this is really about social emotional learning is essentially an intervention process in which schools begin teaching their own constructive values to the students the school imposes its own lens on the students oftentimes without parent knowledge and consent people should begin asking about the social emotional learning lessons delivered to students what is the content of these videos how often will they be shown and will the parents have advanced knowledge can parents opt out if the child will be with a counselor will this be discussed with the
044parents in advance what are these calming corners and will parents have advanced notice of when they are being used and why in terms of the individual and group counseling will the parent be contacted in advance if a session is scheduled and can the parents opt out why is beach city's health district funding contingent on integrating seo into the curriculum and that's on tonight's agenda it is contingent i have no quarrel with addressing at-risk youth but that is not what this is about it is about imposing what is essentially a social experiment on our youth in order to shape them and their views on the world the school and beach cities health district are attempting to co-parent our children but that is not the role of the schools that is not the role of beach city's
045health district the job of schools is to broad provide a solid education and that is it it is unfortunate that the trust with the schools is no longer there but that is the stark reality of today's educational environment i urge everyone in this community to be vigilant thank you christine can i just check unless there's any further comment uh from the chambers is there anyone online who'd like to make zoom comments stephen i had seen one person from the public that was waiting to make public comment but he is no longer online all right uh seeing no further public comments um well next we'll move on to written communications um i'll just go ahead and cover off a few that uh suddenly we all received members of the public can communicate to the board by
046using board at there's a convenient board alias and um as we've heard this evening actually from a couple of those folks so we have susie jones leah and also an anonymous hermosa valley parents at uh alias i also received individual communications from aaron smith on hbef becky shelton as a follow-up to our last meeting as well as hve pto business christine dentz is a follow-up to the last board meeting local photographers especially rafael mcmaster and invisible arts and bow bridges who were kind enough to support us with their incredible work jerome chang a donation of hand sanitizer carolyn petty a public records request and panorama contract senator ben allen and staff assembly member al murasachi and staff south bay presidents ebike safety community as well as measure s and view construction team i'll move down
047the line jan anything else to report nothing else that you didn't already mention great thanks thank you how about doug uh nothing additional thank you right uh yes uh from scott davies from tara owen and then if i could i would love to read an excerpt from a letter i got from suzanne about the native plant restoration i can also save it for board of date recall yeah for roundtable or no thank you maggie uh excellent all right moving on to superintendent update thank you steven uh first off i uh just wanted to announce that our fall sports have concluded we had um flag football and girls volleyball i want to give a big thanks to our coaches um the athletic director mary delk um as well as our partnership with beach city's health district

049lisa gibson and many others for bringing back the halloween carnival this was my first halloween carnival um really really enjoyed it except for the dunk tank um but other than that everything was great but really just a big shout out to hvpto this is a big one and to just looking at the undertaking that it takes to make that happen i just tireless work and a lot a lot of volunteers there thank you um next uh our state of schools um was a great event really happy kudos to kina and eva our student speakers and then of course bradley aranda who's just the gift that keeps on giving our fourth grade teacher who did just a fantastic job a really inspirational keynote about thrive k life in her case first grade through life um and
050the what it means to go through our hermosa beach city school district system and then teach in it and then um i want to give a huge huge shout out to our parents staff and students um i'll talk later in the day about uh some of the uh cases that we had um this prior week but um our families our staff and our students have just been great about navigating covid i you know between you know having positive cases communicating and coordinating with their parents i i just cannot be more thankful about the level of coordination and communication between staff and parents and parents have just been amazing about working with us so huge huge thank you keeping people safe um very grateful to them and then i want to give a personal shout out
051to our district nurse shelly baldi it's like you know uh she is is is a hero if you haven't met her she is also a community member um her child goes to our schools and she is just been i give sylvia that credit sylvia hired her um but above and beyond working late into the night communicating with our families talking people through quarantine talking people through coveted cases i just um she is outstanding really really a service to her community and then next uh it's native american celebration month uh and uh we have a member of the gabriella tribe coming to speak at uh hermosa vista it'll be a virtual assembly this friday uh very excited to celebrate our history and heritage here in southern california um and then finally we have our hot off
052the presses here staff christmas party uh thursday december 16th there'll be a gift giveaway um it's going to be lots of fun we're really excited we're going to do it in a big open space and we are looking for donations to provide gifts to our hard-working staff if you're interested or like to make a donation then that would be fantastic um and you can write it off on your taxes as well too so really excited about all these events coming up it's gonna be a great holiday we're excited about thanksgiving and thank you steven back to you thank you very much jason uh board any questions on any of that there's lots of good stuff but um nothing but i think thanks and appreciation from the board on echoing all the support i know things
053like the halloween carnival i mean it takes it's months in the planning but i know there were you know parents and volunteers there days and you know early morning through tonight so all that it's great to see all that hard work and it was an amazing event so thank you for all of those updates all right moving on to board reports i think i think we're good on board reports i'm seeing thumbs up i don't have any report thumbs up so moving on [Music] to superintendent updates uh no superintendent reports and board discussion thank you first up we've got r19 2021 22 the small school district association tim thank you very much for joining us this evening hey everybody i'm calling from sacramento so great discussion i love seeing you guys i love dropping in
054on board meetings and um i'm the executive director of the small school district association and uh before i get to my presentation you know we're seeing these discussions from the oregon border down to the mexican border and all the way out to nevada and everywhere and these are very difficult things and i think one of the things we cherish is local decision making and that's been handcuffed i mean this vaccination these masks and all these things is it starts local then the governor took it back and now it's been very difficult i wanted the community to know uh many people are trying to do things like not wear mass but eventually osha will come and make then find you we've had a couple districts uh be very defiant and the osha police comes eventually so
055it's very difficult um i we are asking the governor uh for some very specific things and i can send that to you jason one of the things that we're looking for is to keep decision making local listen to parents and school boards being put in this position of being pretty much hospitals or medic make a lot of medical decisions on one hand on the other hand they can't have that flexibility in local decisions so we're hearing this from our 535 members i've watched many um long meetings seven 10 hour meetings over this stuff so i i like the discussion i like the way your board and the community feel they can open up and talk to you about these things because it's very frustrating that hermosa beach you don't really have that local control on
056some of these issues and it's it's frustrating so can i move the thing myself christine are you going to move it can you go the next slide yeah i'll move it for you just say slide when you're ready okay thanks so ssdas you're one of our members and we started way back in 1982 um by and we were started by i believe he's still there don brandt he started this organization because he was sick and tired of the large districts having the only where they were getting all the legislation and very frustrating so don started this wonderful organization and he's our godfather and we do represent almost two-thirds of the districts in california and we we're really what we want to do is amplify your voice for your issues and um i came on board
057a couple years ago as the executive director i used to be at butte county office of ed as a county superintendent and to me it's all about students first so our organization has really done a lot of new uh new work in inside the classroom helping teachers out helping schools out but our foundation was built on legislation and working with boards and superintendents to get our issues solved up here in sacramento slide and you can see these are my board this is my board where they're at uh don represents the la region for me and we got uh amy down up there in montecito and we also have a member down in san diego but you can see we're all over the state so we are well covered to deal with the 535 small districts
058small districts are under 2500 although we have about two dozen members there up to five thousand because they like our resources and services next slide so these are our pro this is what i was telling you about our priorities one thing i'm very proud about besides supporting you is now ssda is in the coalition we never were in there with cta csba axa on issues but the cobit allowed me to get in there when the digital divide and the distance learning hit uh everyone started to see hey where's the organization representing the smalls so we now are in that coalition i meet with the governor's office every other week on these issues with axa and csba and we're very proud of that and it gives us more leverage to take care of some of our
059issues so next slide so i want to just quickly focus in on the priorities then uh tell you what's coming your way so our first are our four big priorities obviously coveting the vaccinations are always on the forefront but behind the scenes are the issues that are really fiscally uh we're keeping an eye on we had 108 districts go over cap last year and they didn't get paid by the state so these districts had where people moved out to small schools uh the state decided to freeze that and you guys know and i know if your little district over there ellie unified serve one kid over their cap they would be that would be a they would not that wouldn't happen right we've never in the history have not had districts pay for serving more
060kids they capped it they called it hold harmless but these districts are harmed and many are small and many are in areas that the people moved out of the bay in la up into the up in the hills and these people lost out on over 230 million dollars so that's that's one two what the the fact is the governor's gonna be sitting on between 15 and 25 billion more dollars and we have a state that has huge declining enrollment and for them not to hold harmless right now in the middle of a pandemic is to me unacceptable right no district should lose out including yours if you lost some kids because of this coven movement or maybe parents opted to do some temporary schooling in private schools um i think the one year of hold
061harm is ridiculous we have past president um you know i told you i was the superintendent with in the paradise fire the campfire we had three years actually four years for paradise at the district and three for the other leas during that campfire to protect them because people moved so i don't know we're fighting hard to make that we're setting a plan of action we would like to we will engage your superintendent probably even the board to be vocal about this um this is going to be a little bit of battle because the large urban may opt to increase your base revenue right and just give up the ada reduction well that's great if you got six hundred thousand eighty a or four hundred thousand but if you're small like you are giving up given
062a base increase is kinda nice um it should be both i believe in my opinion um but i think it's going to might be an either or so do declining enrollment i think hold harm is a better fit for smalls that lost kids and um increasing the bases we all want that for always right that always helps us out but if they only give us one of the two that's going to be a really a divide we'll see we're going to fight hard what's best for smalls i think the option where kids are thrown into independent study let's say a child a family decides not to do the vaccination there's a vaccination mandate i don't know how you could say that is as you guys know the federal law is a free and appropriate education
063well you you're now telling kids if you don't do a you don't do this i'm going to mandate you in the independent study which again independent study as long as it's been around you could not use that as like a disciplinary action it had to be a voluntary program and also we're using it as a place to throw kids into i think that's a federal faith issue there was uh some litigation it was the courts down in la the other day did say that children special ed children have rights to go in independent study they were being blocked from that which is counter but i don't know you're we're doing some numbers statewide we're doing a survey of parents that are not going to do a vaccination and it's it's it's it's going to be
064i believe as close to a half million to a million kids or not parents are not going to do the if there's a mandate they're not going to do it i don't know how you could throw that many kids in independent study and not have a civil rights or faith issue so we're working hard on that we're not also fans of the fact that you guys have to use independent study for quarantine i think that should be distance learning and very flexible it's a paperwork nightmare and then the last big issue um we've worked very hard to carve out funding for smalls um with uh with initiatives so for instance in facilities it's a it's the facilities bond before the last one that didn't pass the small districts got very few dollars in california with
065that because it's competitive so you're competing against large districts who have full-blown facilities divisions and we now carve out things we've done this for careertech ed we did it for the mtss funding we had it in there for the prop 13 bond we want you guys to compete for grants uh or contracts with cde against similar size districts it's very unfair advantage and that's why you see the large urbans get their funding for that next slide don't want you guys to forget about the federal night if i have do i have a couple extra minutes um chase is that okay yeah that's great tim okay um i wanted to share with you guys what's happened at the federal level and then come back to the state so president biden asked for 30 he asked for
066like a 40 increase in federal education funding historical numbers if we go to the next slide you'll see um basically he asked for like 100 almost doubling the budget you see it goes from 81 billion to 169. he did not get that but it did go up about 30 30 you see it's going to land right about 103 mark um yeah about almost 30 maybe 28 so huge numbers are coming out of the federal budget that's just in the education budget but i wanted to share i had more slides and it's my fault christina i sent it to you a little late i added in some new things going on that i really just want to quickly share with you and i want the board to take a deep breath uh forget about uh all
067the other you know the vaccination on that step back for a second and let me run you through some things that are coming your way over the next two years that are just a kind of a wake-up call for all of us um and it kind it starts with the federal money at the federal level they they loaded up billions of dollars 400 bill 440 billion for um child care and preschool so not only you have that california money you got others coming between the infrastructure money and the uh build back money that president biden put together we're gonna see billions of dollars come and it's really tied into um these initiatives youth workforce like apprenticeship pre-apprenticeship career tech ed you've got a ton of money coming in from the broadband increase your internet you
068have a ton of money the child care and preschool is the number one issue coming out of dc right now and then title 1 funding is going to go up about 38 there's a few more wrinkles in there coming you'll be able to buy electric buses if you guys have buses it really is overwhelming what's coming to california outside of what you heard this week with the infrastructure this is really just only k12 money and it's it's a phenomenal amount um so that's to me that's that's a big one i wanted to um kind of add on give me one second sorry there we go um the eight big initiatives coming your way in california and i think for a school district uh it's hard to do all this at once i guess you could
069say um but when we see you know probably 10 billion coming in from the feds for those child care professional development for teachers and all that and then you got the eight big priorities so just take a deep breath universal transition kindergarten and preschool are are going to happen so preschool for all is going to happen i read your website i know you guys are called like uh what's what's your name of your uh your your logo it's um oh it's a name of a thrive k-12 you better put a p in front of that billion dollars are being sent in for that to help you plan for that work on facilities and work on the expansion of preschool for all is is the term there's going to be 3 billion for community schools which
070is basically inviting your community into your school like the ymca and working on best practice healthy planning that is one-time money but it is big money and it is through 2028 so it's not like a one-year deal it is a five-year deal this could be instituted in what you're doing then you're gonna have after school before school expanded learning about a 750 million are coming out initially to help with one time cost that's that's federal but then they've added into your lcf a start of a billion dollars for after-school funding which will increase to 5 billion by 2025. special ed they are going to throw hundreds of millions of dollars to try to fill up some of the gap not nearly enough but its start you'll see about a a lot of money coming your
071way for professional development for teachers you can take classified staff and pay for the credential program they're even looking to work with schools to find highly qualified nationally board certified teachers to come to california they're going to give them a big old stipend i was a little shocked that's a quarter billion dollars 250 million to do that it's not that easy to convince somebody who lives in another state to come to california pay the high rent but they're going to try to incentivize that and you also see there's a literacy funding in there too big money around ethnic studies curriculum big push for more a through g sorry and then we have the big expansion of broadband not only six billion coming within our own budget but um about three billion more coming from the
072federal government so we hope that we can close that internet gap and have high speed for every single uh kid in california and of course uh free lunches for all this is another big one that's going to be a lot of work for your your staff where you're supposed to um required to provide two meals a day for all kids and i hate to say to you guys there's gonna be more so that's my quick report um to me i think we got the legislative stuff we're working on i just wanted to take a deep breath i i did leave you guys with more specifics on those eight priority areas i think as a board i just can make if i can make one recommendation some people listen to me and some don't i've dealt
073with over 100 districts with wildfires where they lose their town and i always tell them make sure you bring in somebody whose sole focus is to do the fema work otherwise you'll lose out on a lot of money you cannot expect your current administration to do those eight priorities plus look at that federal money and be effective there um there's different models i'd be willing to talk to the board about what i see but someone's got to be laser focused on those funds those things are a ton of work a ton of applications one thing our association's doing like for the preschool for all the preschool you're gonna have to develop a plan we're gonna upload an open source districts that already do preschool for all and take their plans so you can look at
074them copy them i went to chico state everybody so i was ahead of my time i used to copy some people now they call it collaborative learning but but little districts should be seeing these districts that do this work already and be able to use that to help finish these 30 to 80 page reports so it's a very exciting time it's very tough as we talked about the first part of the meeting but someday in the next future you're going to have preschool for all you're going to have an after-school program if you want it you're going to have these great opportunities and these windows close quick so some people are saying we're just not going to do it we're too busy i think you might regret that in 10 years when you get if
075you get shut out so that's my report i really appreciate talking to you and enjoying listening to your meeting and i think my mom's listening i told her to jump on youtube so say hi to my mom snitch down the bay area um any questions thanks so much tim and shout out to mom of course um but how uh how about any queries from the board um quentin you're good jen thank you for coming tonight and thank you for the um information we have um tim's takeaway in our our folder i think it's great for us to think ahead so thank you for that a lot it's a lot hang in there thank you for your time everybody good luck with everything yeah thank you very much tim we really appreciate your support and help
076i think it's uh it is critical because the challenges of small school districts is is real so uh we feel it and we appreciate the partnership and uh shout out to don who's also still in our chambers uh tirelessly yeah steve one more thing as leaders because i always look at board members as leaders it's really important to take a look at those eight priorities i know you have to do all these other things and look at the day-to-day operation but great leaders look you gotta look ahead because i've never seen anything like this and i have a feeling more things are coming and you're gonna have to sift through how to accomplish that and and don't miss out on millions of dollars available and if there's some frustration for you on you've been shut
077out of something please just send me an email we take that straight into them i'm very frustrated on a couple fronts right now um on the inequity fund inequitable funding of kids in small districts versus at large so stay active and we probably will be reaching out to the board to help us with those initiatives i talked about especially the uh hold harmless cap of the ada cap you guys are elected and elected officials are listened to by the legislators more than superintendent yeah i appreciate and actually on to that end i mean you know that we are fighting on all fronts um jason do you want to mention some of the conversations and efforts and tims do you stay on to listen to this uh yeah yes uh so we have had follow-up meetings
078with um al marasuchi as well as uh state senator ben allen um and then we've also connected with the uh axa lobbyist dr edgar zazuta and then uh with stevens lead have also connected with our other fellow south base um board of education presidents so it's definitely i mean we hear you i mean i think when you think about free and fearful uh for all and excellence for all it is really hard it's particularly hard when we look to private privately funds what would is is what might be considered basic level services uh let alone those those enrichment level elements so um yeah to be continued thank you very much for your support thank you have a good night you too moving on to item r20 2122 i ready benchmark good evening um for today's
079presentation um we assessed data from students through the pandemic by analyzing i ready and assessments for our students for students in first or eighth grade we compared student cohorts and looked at students performance in the fall of 2020 with their performance in the fall of 2021 this presentation analyzes data and identifies area of growth and areas of opportunity that the school sites can use to focus on intervention and remediation learning based on math and reading domains slide please so today's presentation really is focusing on el capital one and el capital two um as we've talked about this whole year we will continue to look at our lcap to be our guiding compass when making decisions about students and performance slide please hbcsd's analysis shows that the impact of the pandemic on first through eighth grade
080student learning was significant leaving students behind in content areas of math and reading the pandemic widened pre-existing opportunity and achievement gaps hitting specific subgroups hardest a consistent trend in our data shows a decrease of students performing at our above grade level and we saw an increase of students performing one grade level below so basically that triangle that we looked at last year our green got smaller but our yellow got larger and our red got smaller when looking at a lens of equity and inclusion we see students with special needs significantly decreased in their academic performance across both reading and math and african american students and english learners decreased in their performance in math we've also seen some gains in the areas of math as well as reading slide please as a reminder our diagnostic assessment
081um focuses on reading and math it is an adaptive assessment that means that it the questions change as the students answer so no assessment is exactly the same and it leads to personalized instruction that we can use the i ready program after the assessment slide please we are continuing to give three assessments and fall winter and spring slide our um we have really high completion rate i'm so proud of our teachers for ensuring that all of our students are taking um the assessment you can see our percentage levels are 98 at the district and at the some site levels 99 and 100 slide please um i was really excited to do this report i'm kind of a numbers nerd just to let everyone know so you're gonna see a lot of graphs tonight it looks
082different than what we looked at last year because we can make a comparison from last year to this year um when we're talking about data in our reports today we really want to look at if anything was an increase or decrease of 5 or higher because we're so such a small school district and one or two students um can make a huge difference so five percent is really what we're looking at for when we look at change um but you can see the data of our tier one um those are our students performing at or above grade level two or two students performing one grade level um below and uh two or three are our students who are performing two or more grade levels below and you can see there was a significant decrease in
083that red tier and a decrease in our green chair the yellow chair we had students increase site please when we look at our subgroups of students and the data we can compare 2020 to 2021 we see in reading our african-american students had a 5 increase um but there is a need to focus on our special education students with a negative 26 percent decrease and those students were our students that were brought back to campus last year but there is still a greater need for them to get remediation and an individualized program our english learners did really well in the area of reading as well there was an increased slide please when we look at our reading domains and our high frequency boards still continue to remain high as well as our phonics and we continue
084to focus on our area of informational attacks that's still the area that we can still focus on slide please and the cohort data this is a piece that i really enjoyed putting together so when you look at the data our first graders in october of 2020 are now our second graders in october of 2021 so we did more of a linear horizontal line when you look at the data um you can see our second graders from last year who are third graders this year had a really high jump in their academics with the 17 increase um our third graders from last year who are now fourth graders um we did see a big um decrease in their reading um and you can look um down the chart to see um some of the changes we
085um are not comparing our current um eighth graders because um our students um last year are now in eighth grade and they go to two different high schools and um their assessment data um may be different than what we use slide please when we look at math um we see um the same trend that we saw in reading um our tier one we had a decrease um our tier two an increase and our um tier three there was a decrease and so our tier two students were really going to focus on tier two and tier three to have them increase to the next span by that hopefully by the end of the year with interventions um in the classroom please so our subgroups um that we have in our district um we continue to see
086decrease um with our african americans um in math with a nine percent special education is really the area that stands out in both domains and where our english learners also had a decrease of 22 in the area of math slide please when we look at our um domains and geometry still continues to be an area of focus from last year to this year um algebraic and algebraic thinking and continues to remain high as well as measurement and data slide when looking at our math cohorts and these are our students that we're tracking over time we can see our first graders to second graders have a decrease as well as our second to third graders and math is a topic that i think is always taught best in person because you need to use manipulatives and
087a big part of the school year last year we were learning via zoom and so a lot of those kids may not have had those manipulatives to use when the teacher was demonstrating and giving direct instruction and then our third graders we do have an increase please so i decided to change it up a little bit in regards to um how we're looking at interventions this year um we typically look at the triangle for interventions and we do also need to focus on our students who are performing at or above grade level what are we doing for them as well um so when we look at our tier three these are our students who need our intensive uh remediation and interventions and supports our tier two will be the yellow tier would be the um
088after school intervention programs that we'll be offering we're also getting some training on level literacy um next month and miss infusino is starting to run her english language learner support groups as well so we have um a lot of things coming in place and our tier one is just our basic differentiation in the classroom for all students and there are things that teachers can do for students who are accelerating and they can pull small groups give them extra support and give them an appropriate challenge and some extra work to help them out and then those who are at the three tier level on the turquoise side the teacher can and give them something to work on that can meet the needs so that they're accelerating as well so we are going to be starting with
089our intervention classes um [Music] this month and so it's going to be great for our students to provide them um instruction they needed to help close the gap and continue to monitor their progress through iready data any questions thank you so good sylvia so exciting thank you so much um uh a few questions just to start off tier one tier two tier three how do they get separated in terms of when we're looking at the data of um early on in uh for instance like slide seven um looking at the reading data we have a tier one group a tier two group and a tier three group just so tier one is at or above grade level um tier two is the um one grade level or below and tier three is two or more
090grade levels below got it okay thanks you did confirm that and then um i really appreciated um your pyramid creation on slide 15. i think that makes a lot of sense in terms of how you're thinking out supports from students who are tier three below grade level and kids who are tier three above grade level so great great idea on that those are my like comments thank you so much [Music] jen do you mind going back to slide i think it's 12. christine i just want to make sure i'm reading it right so sorry just catching up so do i read this with um let's just take special uh it could be actually the next slide i'm looking for one that has like the the two colors next to each other the yellow listen we
091can use this for example so and tier tier one are these 53 of kids are at or above grade level that's that's how i'm just so i'm clear on how i'm reading it so then we have you can add 34 plus 13 so we have 43 that are either at or below grade level is that right the 34 plus the 13 right yeah yes so we they're just just so i'm just clear it's like that's that's a lot of kids to move to that green section correct right i mean i just just so we're it's like 53 is still good at this time time of the year but that's a little that's so my guess my question is um i feel like some of us obviously we've seen some of these this data before and
092what's our um what are our teachers being able to like are we giving them different tools or a different pd this year than we did last year how are we changing things to really so we're addressing our professional development in the area of reading by uh we provided um qantas and panel assessment professional development for our teachers so they can sit read with the kids track comprehension track frequency decoding skills so that will give us a specific baseline for every student in first through fifth grade in what area or domain they need assistance then with the reading program that we have um reader's workshop the teacher can differentiate her curriculum to each individual child based on the assessments that we've been provided so when you're doing an fmp assessment you're getting an instructional reading level
093as well as an independent reading level so the teacher can focus on that instructional reading level when providing instruction and making sure those kids are getting those just right books so they can learn the new skill that's needed in reading so we're doing a big focus on reading and then we'll be working on the level literacy intervention which is coming up in december in january to train our teachers they'll get a full day of training first through fifth and then we will move to the second day of training where they will have coaching and another bit of pd throughout that day to help them use the skills that they learned for lli to address their students right okay i'm just like you know just like what are we doing different have we done i feel
094like some of it's we've done all a lot of these things similarly but if teachers are are they able to like take this data and really understand and unpack it like so they're unpacking it at their grade level meanings okay and so we understand like who are those kids that are on the in those bands and how we can do we have goals to move them i can tell you the other thing that's different this year since we took i-ready assessments last year the teachers were able to get their i-ready scores at the start of the school year right so typically a teacher would come to school and they would start with assessing students this year they had all the data available to them so they can start with day one and how they're addressing
095their students and then with other exit tickets they can use that to help assess where the students are at as well and through grade level meetings and collaboration and they can review the data they have of their students and help continue to move them through the skills that they need great my next question is just about math and special ed and are we are what are we doing specifically around that to give teachers tools to do something different this year i mean our i guess maybe is there a plan yet to do something different i'm going to say that eureka math was really hard to translate for most students during the pandemic for students who were struggling or who may have deficits in the area of math the translation of it is very difficult to
096proceed with those standards um i think now being in person and continuing with small groups is going to be more helpful we've also hired additional staff um in resource to help provider smaller caseloads for our special ed staff so they can really hone in on teaching those skills and providing the smaller case load provides more individual attention for those students right my last question is about how are we communicating some of this information besides this presentation to parents about their individual student and then like i mean i got something in my in the mail the other day from redondo about my kids and it was really i mean i'm an educator and it was super complicated it gives you no information just comes blind your kids taking a test and all of a sudden you're
097like wait where are they and i'm go online googling it and i'm i'm i've been in education for 20 years so i'm just like what are we doing to help kind of guide parents with like because if 50 only 53 are on grade level we've got 47 percent that aren't and if you're you know a parent in this community i feel like you might be passing a bit of a panic button so we will be sending out a letter to our families along with i ready test scores so that they would have that information and then we have parent teachers conferences coming up real soon at the first week of december i believe so the teachers can go over the i ready scores with parents they're going to do sitting next to them so they
098can understand that along with their students um progress in class we all have to understand that coming off of a covid that there are going to be um students aren't going to be performing exactly where they were two years ago and um we need to understand that a lot of students had um you know being taught at home you know coming back to school is another big thing they're learning and that's why the social emotional learning is really important so they can feel comfortable at school and understand you know the changes that they're going back and feel confident being back in a classroom and how to and how to be a student again um you know we are we're on the playground and kids kind of forgot how to play with each other and the
099same thing in the classroom like um they were at home getting up and out of their seat all day while they were doing instruction now you know they're being seated or they have a task to complete so part of being in school this year is re-teaching people how to be students as well as giving them study skills um because a lot of students either had a parent either helping them or were left on their own or somewhere in between so i'm teaching those kids how to be a student what are the skills necessary to progress as well as how do you study for a test right i just was thinking about how if i'm as a parent i'm wanting to know what kind of support i can give my kid that i that they might
100have missed last year because the expectation is let's take second grade that you're still doing second grade work and you may have missed a lot in first grade and so how are we able to give our teachers enough support with like how are we balancing that i think a lot of it is through grade level collaboration um and with their principal leading these discussions at staff meetings um and being a little bit more forgiving um as a teacher with where you are at and this is a year that's different than no other um you know we were fortunate to start at school but then again we have to go back and look at the fundamentals and the basics and giving this these students the foundation and we have to do that through collaboration and working
101together as teams and taking the expertise from your colleagues there may be someone that teaches reading really great and someone that teaches phonics so having that conversation what they're doing different than what you're doing to help students um meet higher goals and and be where they're supposed to be at hopefully by the end of the school year yeah it's a tricky one this year thank you for all the information [Music] sylvia how what guidance would you give to parents watching this around what this means for our district and there's a lot of numbers here but i don't know you know a parent might not know should i look at these yellows and reds and greens as a warning sign or is this where we should be are we where are we at relative to what
102we would consider peer districts or where we're supposed to be at this point in the year like i hard for me to hard for a parent probably and me to sort of know what to make of all this data you're right it is hard and i don't even know if there's a good answer for your question um that's very specific um the one thing i want to say is in the lower elementary grades i think um being in school is so fundamental because you're teaching those basic grades in kindergarten first and second um and i also believe with intervention those grades are the quickest to catch up um and so the focus on our intervention classes and the focus on teachers of pulling small groups is really important um i think when you're talking to
103parents as well is they need to remember that they're as long as your students giving their best you know you don't want to push students too hard where the joy of learning is going to go away so when the teacher is giving you a reading level stick with that reading level don't push your child to go to reading levels above make sure they're really understanding the how to decode the comprehension in the book that's the most important thing because then they're going to love school and and then your teacher can provide you then with additional new reading level as they continue to assess students and see their growth throughout the school year the other thing is we typically see a really uh big leap in um scores after the winter break um because there always
104is regression over summer as well that's good help and and i like the sort of the micro advice of like not you know stretching your kid beyond where they're at to meet them where they're at i think my question was coming more from an angle of the macro view like if somebody's trying to understand you know think of somebody i don't know considering moving to hermosa or considering the hermosa school district versus private schools or something like that you know is the district doing well is the district providing a good education relative to the other options that parents have that's that's the gist i'm trying to get at and and that's what i was asking for and i'm not sure we may not be ready to give an answer tonight and that's fine but that's
105kind of the flavor i'd like to try to pull out if we can of this to sort of get a sense of are we healthy or not and and are we healthy relative to benchmarks that we would want to hold ourselves to if i may um so we actually did this comparison last year when we looked at our i ready scores in relation to our cast scores and while there are differences between last year and this year in comparison i would say that only in a few cases in a subgroup base that is statistically significant so if we look at an overall like a macro view um the scores are similar to last year and when we did a comparison of cass from the 18-19 school year and our i ready scorers that they're comparable
106that so we're to each other so the school district is sort of staying level yes and and so while comparing ireti metrics to casp is not you know exact it there wasn't this wide discrepancy between the two scores and for example math performance being lower than ela performance that's common that would be you see that in every school district um it doesn't mean we we have work to do and i think i would say that the work is more centered in some of the subgroups like our students with special needs i would say in the subgroup areas that is you know food for thought and things that we need to double down on and some staffing adjustments as well as tier three interventions um overall you mean like we are you know i would say
107in the course so to speak and now our role is to continue to accelerate students that are performing near grade level or at grade level thank you sylvia i actually had very similar to quentin so you covered it off and i think i guess we do this sometimes with other panels like whether it's panorama or whatever else where we're at south bay it's it's just to get a sense it doesn't have to be a literal sort of apples to apples compared but it's just sort of are we out of kilter with where others are at or if it is a sort of national sort of level of focus i don't know if that's the other school districts have so we've reached out to our local south face school districts for those that are participating in
108iready there are two school districts um palos verde school district as well as torrance unified school district and we've requested their data for comparison um and we will follow up with the board about that comparison that's cool thank you um the other thought i had was there's a lot of to the points around it's very data rich so sort of extrapolating those insights and whatever else is also the platform and where does that data reside as i understand at the moment we're using one-time funds for i ready and i'm just i just want to make sure that is the data then transposed onto our platform into powerschool and so that it just you know if if it's iready isn't a platform we're using in future years that data still stays with the child and so
109you can look back and see how they were doing in other grade levels etc so that was one movement we focused on this year was to ensure that all of our data for our students does stay with them through powerschool so you are able to upload um the i ready scores and we will be uploading also our fountas and panel scores as well so then when we have an sst that data is available to us to look at and um to have a conversation about so it is available that's great and that's no small fee so thank you to you know moving the focus on data and whatever else so thank you and i just said you know yeah that focus on tier three and subgroups um there's a lot in there so uh thank
110you a lot of work going on appreciate it moving on to item r21 2122 measure s construction update good evening president mccollum fellow board members i'm excited to present our progress at the school on the slide please so our infamous photo of the view school sign which we still have if anyone has any suggestions where to place it next slide please so this is our kinder building we've got uh doors going in you can see the windows we're preparing the flashing uh to protect the water intrusion as well as the waterproofing next slide please so f1 kinder building we're closing up the walls on the right side we're doing our rough and electrical and plumbing and we finished on the left side so we're closing up with the sheeting uh next slide please um so
111f2 you can see that the rooftop cheating has been completed and a little snippet of uh f2 i'm sorry f1 f2 uh with the framing going on slide please uh so f2 uh you can see how we load up the sheeting to complete the roof and then on the right side i don't know if that's your left we're doing seismic bracing to hold down the structured chibi concrete foundation okay slide please building two that's uh framing getting ready for our feeding to close up the walls and roofs uh next slide please okay right here this is our building b uh what we're doing on the left side uh we're building our walls uh similar to the mpr at vista with the insulated concrete forms we're building it so what we're doing is uh building the
112rebar we'll close up the walls and then we'll pour the concrete actually what we which is what we did yesterday so on the left side uh we're pouring the concrete for the stairs um i think we skipped one okay that was we were getting ready for the stairs at the elevator okay uh let's next slide please um and what we're doing is welding the rebar again building the walls uh this on the left side for the elevator shaft and then on the right we're putting up the scaffolding to uh get ready for the concrete floor again which happened yesterday and next slide please uh i think uh he skipped one can you go back one two oh okay so we're missing okay let's go back okay next slide please okay so uh again here just
113an areal of building b uh getting ready to pour the concrete you can see from the top of the walls that we built we'll put a hose down there and fill them and create a wall if there is one more that that's my last slide okay right here uh we've torn out the asphalt for uh the ramp uh getting ready to install the storm sewer and fire lines lead up to building f1 and f2 any questions thank you so much board any questions maybe nancy thank you so much for that i actually wanted to pivot to talk about vista school if we could for a minute just uh with the completion of measure s items over there i had the pleasure of talking with marie rice and scott davies um they had we had reached
114out the beginning of the school year to talk about some of like the residual pieces that were still left over so just curious as to [Music] curious as to and maybe this is also for dr johnson um the parking lot signage uh if there is any signage that still needs to be put in there they were under the impression they were under the depression it was a school district's purview to implement more signage and we weren't sure if it was a city council or or um school district piece to talk about um ability to be in the lot at nighttime so according to our district-led improvements uh regarding the ntmp i worked with paula we worked very diligently and long long time putting these signs together so we have completed all signs that are required
115on 25th street 26th street as well as the parking lot uh and so any other signage for instance no left turn out of the parking lot would be that's a city no and that would have to go on that was one of our city-led or district-led items and um the re we were initially putting yellow striping on 25th street because we do not have enough width in the street which would we need to put parking on both sides of the street in addition to the yellow striping that would allow for that left turn we did not have enough room so the city opted out on the left turn so uh so so cars exiting that parking lot uh go right only sure to ride on so is the city supposed to put a sign that
116says you were supposed to put a sign across the street in front of players got it and the city opted not to do that got it okay thank you so much for that um and then just uh it was really nice to see the traffic moving i think all the mitigation things that had been finally negotiated and put in place were they i think i counted like a a three-minute delay when i saw about nine cars at one point there was a there was 13 cars backed up at another point and within under 10 minutes you know the lines had moved and gone through i think the teachers process of putting um having families put their names um on the car windows as they came up to do pickup has been really effective so thank
117you to everybody involved and thank you nancy for all your attention on that um i think the parking lot signage was my only question for you thank you okay anyone else nancy thanks so much for being the team my pleasure doing greg moving on to item r22 2122 health and safety updates um hello tonight i'm going to present to you today about our health and safety update slide all right tonight we're going to talk a little bit about the 5 to 11 vaccine authorization and administration in partnership with each city's health district um hpcsd tonight before you is a proposal to opt into optional based testing for all students and staff the city's health district and then um i want to discuss a little bit about an outbreak that we had in october which we've
118successfully mitigated and then continuing cases coming into november slide so here's a look at the numbers uh uh covid um is still very much with us um and there has been a decline a slight decline or leveling off hospitalizations are still kind of hovering in the 600 range as they were in the last month and the updated protocols there's actually it was an update last night updating protocols about vaccines so you can now track that up to 11 9 slide here is uh some coveted numbers from beach city's health district as you can see we are still having cases here in the south bay much more limited than what you see in the greater la county area but still nonetheless with us sled [Music] so let's talk vaccines vaccine authorization took place last week through
119uh various federal organizations um and was authorized for use in the state of california we have been partnered with beach cities health district for a very long time but they've definitely been great partners uh through uh the times of covid and they are currently administering vaccines for ages five to eleven uh on the campuses of manhattan beach unified redona beach unified and tomorrow at hermosa valley school um there is a the dates of our hermosa valley administration this is a vaccine administration that's taking place five days a week for the next two weeks and then there will be thanksgiving break and then there will be the second dose administration over the next two weeks in december we are in need of volunteers um we have staff and parents thank you to hvpto for putting out
120the call for clinic volunteers um and i do want to share i'm proud to share that these clinics are already filled up so within the first hour of them opening the first day was filled and currently at hermosa valley we have 347 people registered that was in the afternoon i'm told that it has increased and we are definitely full going on for tomorrow um i also want to share and i've mentioned my communications to families that vaccine is not required at this time to attend school any talk about vaccine mandates uh to me at this time for hermosa beach is premature because there is no vaccine mandate here in hermosa beach the only vaccine mandate that i'm aware of is for staff and that mandates uh is that staff either need to be vaccinated or
121test weekly um which we have that set up a beach city's health district and we do have some staff members that test weekly though the predominant um well over 90 percent of our staff is vaccinated slide all right testing so tonight there is a proposal from the board to expand um testing with bhc's health district so that all students and staff will have access to testing if they choose to do so we wrote a grant to the los angeles county office of education to pay for our testing as well as the tracking of cobit related activities so we're using that to strengthen up our staffing with our health clerk and nurse as well as to support ppe related gear in regard to contact tracing testing and in the event that there's cases uh testing will
122be available monday through friday two to five pm um and all you simply have to do is make an appointment uh at your own leisure um we're going to send out the link uh once we have board approval and uh you'll be able to get testing if you're a student or staff member at your convenience uh the testing cadence for intramural sports uh which is weekly that that will start back up in winter that will continue as an alignment with the la department of health protocols unless the protocols change so those student athletes will have access to this as well too if they're not vaccinated i wanted to do a quick quarantine review um this has just come up just in regard to there there is uh some confusion regarding if you know if you're
123vaccinated you have to quarantine i mean like you know what qualifies as a quarantine so i'm going to share a little bit with the board and the public about what what that merits this actually hasn't changed during the course of of covid that this protocol has been pretty consistent for the last year and a half so you know you're considered a close contact if you are um within six feet of an infected person for a cumulative of 15 minutes within a 24-hour uh period um so just a few things to clarify here uh one is that it is cumulative so like over the course of a 24-hour period um and so uh you know if even if you were in contact with somebody who's positive if you are not within six feet for a cumulative
12415 minutes within a day then you are not considered a close contact um another thing to just in case the point is that individuals in the classroom are not close contacts unless they meet the above definition how do we turn that we track seating charts so as we know the reason that all students are back on school campus is because the requirement for ensuring that students are six feet separated has been removed and now we keep students three feet separated in alignment or i would be a requirement from la department of health um but in turn the quarantine protocol social distancing protocol if there is a positive case has not changed so while we have all students back on campus because of the loosening of that requirement of six feet in the event of a
125positive case our students who are near each other are within three feet of a positive case and therefore are considered close contacts and we do track it by seating chart a question is arisen about what about outdoors well la department of health considers outdoor exposure and its requirements quite different so as most of you know that there is not a masking requirement outdoors even when it comes to uh mega events the requirements for outdoor events are much different than the requirements for indoor events um so there's remarkable difference when it comes to trying to contact trace now we do sometimes communicate with the family and with the student of a positive case they have a very close friend who they may have possibly been hugging up on during the course of a school day in
126the event that they have not then we do not quarantine uh we also had just a review a student exposure um we are returning students after seven days if they test within five to seven days so we are following a modified quarantine protocol in that regard um and trying to get our students back to school as soon as possible and as soon as it is safe outbreaks which is considered two to three two or three cases or more can result in a class closure this did happen at in october with the hermosa valley we had five cases in one classroom we were able to successfully mitigate and that did not result in any more cases we have just recently had additional cases or up to four cases that's across the school district two of which
127were in the same classroom however this has not been determined by the la department of health to be at an outbreak but we are working with the laa department of health on that slide so this is our current cobit dashboard um we update cases based off of current positive cases um i believe this was updated likely again today uh we have been i can assure you in talking with uh my colleagues in other districts uh quite lucky um as well as quite prepared when it comes to covid's safety uh we have not had a lot of cases in the big scheme of things in fact these most recent cases has been our you know i guess you could say our high water mark and i do think that uh with the uh bringing on to
128the vaccine um for ages five to 11 we will probably continue continue to see less cases as well as less quarantines case in point we have seen next to no cases at grades seven and eight where from each of these health districts it's been shared that ages 12 to 14 in hermosa beach have over a 90 vaccine level so our hope is is that with the administration of the vaccine going into january we'll see less cases and therefore less quarantines and more kids in school slide thank you at this time i'll take any questions thank you jason good anything jen processing good uh jason thanks so much for that report uh i just wanted to applaud you for taking a lead off of the community's desire to keep kids in school by following public health
129um recommendations and uh your team just executing on them so well um i think you had mentioned that the district got applauded for how it just recently handled the cobit outbreak so thank you again to your team and your staff on that actually i uh i was scrolling through twitter earlier this afternoon and supervisor janice han shout out hermos speech for um taking a lead on being a vaccine site so i'm really proud that we're able to lead uh in the most populous county in the state the most populous county in the nation in making covid um uh minimize the risk of covid so our kids can stay in school i really appreciate that thank you indeed thank you so much um i i know it takes a lot of it takes a lot of
130work on top of just normally keeping kids safe and educating wherever else but taking weekends to sort of manage on through on things uh so to to you and to all the staff a huge thank you um no further questions thanks jason thank you big kudos to the team and staff thank you all right moving on to the last item on superintendent report and board discussion uh we have r24 2122 governance committees all right team it's time to reshuffle the deck a little bit um but uh i look you know it i i was gonna sort of just list out here i mean thank you very much um jason and team because i think that it helps to sort of recognize that um board members do a lot um and so first of all thank
131you very much to all my colleagues uh for all that you do um [Music] i've got one insight a having now sat and sort of and been in the center seat is that bloody hell it's a lot of work probably also this was probably not the year to [Music] you know be putting my hand up for a lot of other things as well and i think just that's a more more of a thing i want to pay forwards a little bit is that i think that the board president maybe should be overarching across things rather than trying to sort of get in the weeds on too many different committees so there's my thought is is the the responsibility of the board president role is is quite sort of a lot of itself and you're across
132everything by the very nature of being um of how you sort of understand and communicate with the superintendent etc so i think there's some things items down here that makes a lot of sense i mean for instance um i've been the lead representative on the measure arrest facilities meeting i took over from jen um in terms of gen sil saw through on vista um and i've been the the leaders it were for the board in terms of view i think in many respects that makes sense and you know i'm happy to continue that i know the team and the what's going on on things so um that was the only thing i was going to sort of just preemptively tee up i think there's an element of consistency probably on the facility side of things
133um which i think would make sense there is also i think just the recognization that some of these things you know under normal circumstances for instance the south bay board president's meeting i have to i think kudos to to maggie because that was and then jen picked up on it and it was it's the sort of thing that i love this description um it almost makes it seem like it's so social networking and learn what others like but but this last year it's been weekly triaging of what the hell is going on with dph and how do we help support superintendents and and it's been a two to three hour meeting of sort of really trying to understand how we can collectively as as relatively small school districts support each other on these sort of
134enormity of issues so anyway i don't want to sort of uh there's a lot to unpack here um i think probably as we go through these um committees and representatives i mean if there's ones that folks want to put their hands up for i think we can sort of just go down the line as it were if that makes sense um [Music] is there anything else any other board members want to sort of query or clarify before we sort of go through items i'm just clarifying just like the names of things and the um you know we're not calling it the equity task force anymore we're not calling it social emotional learning committee right yeah yeah and i um shared in the board update the deductions and ads i can review those if that would
135be helpful for the board yeah so the equity task force is now the equity and inclusion committee the reopening schools learning continuity plan advisory committee no longer exists and that you could just say is the lcap committee and then the social emotional learning committee is now called wellness council thank you another dare i ask are there any other things that we you because i don't know sometimes like it's bc's health district i mean keeping in touch they often have representatives again sometimes that falls on the center seat and so it's like hey that's maybe a great thing but maybe that's another thing to sort of distribute the wealth of things um i don't know i'm open to improv as to how we sort of shape these things um it's dependent on the board if they
136want to continue to marry certain things the board present but i would point out the um compact meetings with the city which we are doing quarterly um so i that would be um a one we're gonna add the one with the bc's health quarterly as well right yeah or does that fall under a wellness committee and you put it sort of include it within that as something that that person is over that sort of subject matter area so to speak so there's a committee not only an internal committee to the district but also there's that same person is also connected with the city's health district potentially just as an offering i agree there's almost a presidential sort of almost like it's maybe a reclassification because there's the president's role that has not only the compact
137as you say with the city but also so there's certain elements that it's really you know naturally fall under that purview of the president yeah the compact meeting has also evolved i i believe it was an annual commitment and now it's a quarterly but it um it is a mayor city manager superintendent at the this time board president yeah is there anything else we're missing maggie i sometimes look to you [Music] so there's a little bit of updates basically on the documentation yeah just a small school district oh yeah i just think that might take i don't know is that something that the boards need you know it sounded like there was going to be an ask of the board to like be more involved in something or pay attention to something i don't believe
138at this time that would require um committee work but we'll keep the board updated if that were to change uh clarification on uh la county schools trustees association i thought that we weren't paying our dues for that one so we weren't uh in that committee clinton have you are we in that pardon me sorry uh that one is one that that i look at the agenda and sort of assess whether or not it seems to be a topic of particular relevance to to our district and often it's not it hasn't been uh so i nobody's told me that we're not paying our dues and not welcome but uh our attendance has been spotty yeah i i am i i believe that we were still proud because we assigned quentin to it i apologize if i
139misunderstood i'm trying to remember the name of the current representative because they afford us i had forwarded along an email somewhere in the past year and they were curious about our membership status i'll see if i can find it um dare i say coming back to the point just about small school districts association but also csba we i think you know normally it might be a representative uh whether that's the clerk vp or the president who attends aec um and that's just you know whether it's aec or something offered you know from tim and ssda that's maybe a little bit more tailored to our nature i mean some of those the csba work is great and on many levels you know obviously that's a worthwhile thing that we're a part of but um attendance at
140that whether that's in person or virtual or if one person can't make it a representative from the board i attended it last year i know you know in previous years whether that's virtual or in person so you know [Music] that would also be something that would be good to maybe sort of know it doesn't need maybe the whole board but it you know although other boards i know of the south bay are all attending in their entirety so um and just sort of maybe maybe we do put something that makes sure that we are again distributing that or whether that's at the board president vp level in the board president meetings did you talk about other um what like redondo or manhattan have as committees are we missing are we missing things that we didn't
141know we were supposed to be attending yeah i don't think necessarily from a committee perspective obviously it depends you know they scale differently as organizations even though they consider themselves small um but um such as the unique charm of our district and the fact that we do or wear many hats so again it's sort of no but that's a good point and i think you know we should just be constant i think i think the fact that we've built up that um uh that connection with our our partnering districts um and that we support each other and we're looking at sort of the legislative stuff as an example of how that can make managing up to make meaningful change for for us as well as other districts is a good thing [Music] so this is
142a discussion item when i say we're not taking action on any of these things this evening but i don't know if folks want to necessarily sort of preemptively put their hand up to anything or if we're okay to do that or do we want to get that out of discussion this evening yeah and for committees action isn't necessarily required that's just for the board a reorganization or of officers so this can be an informal discussion direction should we identify what the board president is going to do and then then you'll know what is left maggie yeah i think that's a fair one i mean i think that the things that the president is is taking on obviously they've got the relationship maybe more me you know uh with the superintendent we've also built up um
143in terms of that governance where the vp is also in the slipstream of things as well so there's i think that that helps that helps in the communication and support for the board i would say that you've got the south bay you've got the the connection with the respective peers in south bay you've got um you know it's whether the ssda or csba whether that falls to the president or the vp don't know maybe there's a split there you do have the compact um with the city and that relationship after that can i um yeah make a suggestion yeah um i you know i would say that the board president's role is you know definably more robust when it comes to governance so i would encourage the board president to be part of governance items
144so like for example csba i think is related to governance on the other hand you know it seems that for example like the hp bf or hv pto meetings we might consider that not being a board president responsibility because it doesn't require governance um the the same might be true for the city school compact in that regard though i would say that with the city school compact the mayor or the head does attend that meeting so i i think looking at it from that lens of governance may may help us be more judicious about using the board president's time i i i'm curious jen if you're just asking my opinion as to like where i i feel like i should spend my time as board president for this like city school compact for me is
145important um and the south bay board president's meeting is important um i know stephen has been taking the legwork on facilities and you and he had split up facilities when you guys were doing that it makes sense in my mind to have steven continue on that if he is interested in continuing to have that piece as the conversation and i can lean in when necessary on it but there's a can a continuity of conversation that can take us over the finish line um for for view uh being completed um and so that would leave the hb uh pto and ed foundation meetings that leaves equity that leaves uh el cap wellness um county school trustees i think as the remainder items on that sounds good and just as one more point of clarification pre covid
146we had used the lcap committee as a two-year appointment because that's how long the committee members served in that role um so i don't know if that is something we want to go back to um given that the the rest of the advisory members sylvia are you still having those community members be to your positions on it so there is something to be said that if somebody wants that as a continuous piece it you know it'd be it'd be something for like quentin down there to really pick up and run with you'd be a stellar um person to get into the numbers and planning on that great board i think that makes a lot of sense i appreciate everyone's involvement and sort of wanting to divide and conquer do we want to try and sort
147of emotionally just go to go through the list i think it'd be helpful to sort of pre even if there are alts that also helps as well because sometimes it's not always possible to for one person to make it to a particular meeting or if someone needs to drop out it is still good to have an alternate um be able to sort of sub in if now you did so let's go down the line um hbef and hvpto meetings um folks interested i would typically be interested this one is personally for me difficult because significant other yep uh child care issues yeah i could be the the alternate like if i needed to step in for one or two but to be the the main person is is difficult for me so nicely understand thank
148you i think i still have a lingering conflict of interest problem there too well that doesn't leave very many of us left doesn't i mean i'm i'm okay to go a couple times for the year but i'd like to split that with someone else okay because i'd like to stay on um the uh equity inclusion yeah that would be great great yeah i could figure out how to split it if yeah that'd be great just i'll watch your kids that night do i ask we're jumping around a little bit here but it did the equity and inclusion committee is that still a two member representative role on that committee or no it's one okay and so jen you're just to confirm you you're good on that one on that inclusion i'm good if everyone's okay
149with that um so the city school compact um we'll leave with the board president that just needs one representative measures facilities meeting uh i am happy to continue as consistency on that i think that makes a lot of sense so that is my call for view uh the lcap one so where are we all right you're feeling the heat on that one i'd i'd like to learn a little bit more about uh the the processes and the content there but uh i'm i'm okay willing to explore it before yeah decisions don't be shiny jump on in the water's warm um the wellness we have uh we've had jen we had me but then i uh we had moved off of me i thought we had assigned someone else that the wellness console um it you're
150still on it you just yeah so you're um we're welcome to pass that torch i'll stay with that one too i'm okay with that one unless somebody else wants it how often are they meeting monthly monthly still yeah okay um we did used to have safety as a committee i'm going back to sort of pulling back um this would be the safety planning and whatever i only mentioned that because currently i'm engaged in the e-bike safety and it's i mean it's a really good and mean you know project but again that's another so safety is run through the school site council and that has parent representatives um on that council so that's where like the school safety plans are reviewed okay okay also through the lcap committee as well okay great um the south bay
151board presidents meeting um i think de facto is is the president um maybe the vp is an alt um is a good way to put on that one uh los angeles county schools trustees association assuming we're in good order i can take that and the la county school district organization that was quentin and i can take that too it doesn't really exist so i'm happy to start out for it yeah it's one of those good ones um particularly if it's just one meeting yeah um but good all right and then i think there is a sort of a governance and uh coverage and i think if we can how much do we still have allowed for in our do we did we eliminate our budget on bless you governance training for the board i think
152maybe that's one for a budget meeting conversation as well i'll have to look it up and see what the balance is because i know in the past we've taken advantage not only for representative representation of committees but also for as masters in governance and things like that which is all good stuff there there is a budget though yeah all right any further queries or input on that i think we're good in good shape rolling into the vice president hang on maggie i'm struggling to hear you sorry so who is rolling into vice president that would be i okay great so um yeah so thank you so maggie um you we're excited to have your leadership again in the in the present role so thank you very much for that and doug thank you for the
153vp role i think it's it does help um having that sort of person in the slipstream of things i think helps with continuity as things as well all right we're all set 2022 it's gonna be a brilliant year i can feel it all right moving on it's gonna be i'll be excited to not be on quite so many committees all right moving on to public hearing and item h02 ab1200 as required by the av 1200 the board will hold a public hearing on the long-term financial implications of the proposed agreements with the mosa beach educators association certificated and classified units and with all administrative management confidential school psychologists and unrepresented employees including the superintendent's salary so public comment is requested and christine seeing seeing no one in council chambers for questions do we have anyone

156b51 2122 award of contract hermosa valley school exterior painting project number 0092 to piano construction and painting thank you president mccall um it is recommended that the board approve the contract uh the bid winner piana construction for the hermosa valley exterior paint project um number 009-2 this was advertised twice um in the daily breeze over two separate weekends um nancy bartolo ran uh a mandatory pre-bid walk um in october as well as opened the bids at the district office on october 19th and the winning con fitter was piano construction for seventy seven thousand three hundred dollars thank you paula um but do i have any questions jen i just have a quick question um usually around paint is is what color it's going to be to either be it yes christine can you pull up
157the visual for the paint colors please give me just a minute paula sure no problem so we're going with more of a a gray scheme that matches the back half of the campus um the library and the science building um that was the last addition to the to the property there um so we'll bring those color schemes up it's a gray fancy and do you know the names of the colors okay but we it's it's more just so the public knows that it's going to be a new color than it is currently so to yes be aware just uh thanks for asking that question and we will put up a visual to to share it is in the board packet as well too um christine um but the the color that they can count on
158is the color of the newest buildings in the back of the library um so that's a sea gray with an uh eggshell white and yes i may be making up those names um can we go to dolphin whites that's mexican silver and rich specifically dolphin gray so there you go i like that um and so now the campus uh what we did when we insected the campus over the summer and realized that it is actually three different color schemes because it's been done in pieces uh and hasn't been painted in a long time including an undercoat of pink that is from shedding paint on the far south side building so um this will now make the hermosta valley one uniform color and be in alignment with our newest buildings on the campus as well too
159is there any other um you know fixing upper things that are gonna happen over there while they're painting um the gutters on that front building along um building c as you walk up the walkway between the two fences on the south side will be repaired as well um the project will happen um on non-student days and on saturdays perhaps and the project should be will be complete by june 30. um it'll be completed in this fiscal year so they'll probably be working over holiday breaks thanksgiving winter break spring vacation ski week great thank you you're welcome thank you board any other queries i thank you i know this is great we say uh it does a lot to lift the campus so thank you for putting this together i would agree there's maybe a bit
160more i mean maybe some of the rusted items i don't know if that's more than the gutter in those particular locations i just want you know i guess maybe that some of that might also be if they as they go through and do this work if there's any spots that we need to come back to obviously nancy's going to save us a whole load of money out of the view construction contingencies that we're going to be able to deploy uh i know and hopefully we can get that but we'll see okay yeah it's great i mean as much as we can give valley valley the love um and appreciate all the work that that'll go into it that's great um all right do i have a motion to approve item b51 21-22 the award of

168the consultant contract with sue bertrand and to provide direct individual services for school counseling great thanks sylvia um brought any queries i just had a quick question what's our is have we had a lot of additional students um request us ieps what happened was last year um during covid um we were waiting to come back in person so we can do the student study teams to track students where they are in regards to intervention and to ensure that they were getting in intervention before we moved to um assessment so um we did have additional assessments and on top of it when kovid started um our assessments were halted for a while because of um we didn't bring students back to assess until a few months into the school year so we are i'm still continuing
169to focus on completing some assessments that have not met timelines yep um motion to approve item b-5721-22 consultant agreement for special education counselling services thank you do i have a second second brilliant christine board member cole hi board member gardner hi board member cluth aye vice president clerk beauvoir le monica hi president mccall thank you moving on to personnel items first up is p24 2122 the updated salary schedules for administrative certificated classified management confidential and school psychologist thank you stephen approval has recommended the board to update our salary schedules and reflection of our negotiations with hba for the certificated and classified on the administrative and confidential side it's a me too so what they get administration gets excluding the superintendent um and your approval is recommended thank you jason jim let's do this any queries
170good all right um [Music] motion to approve item b p 24 21 22 updated salary schedules for administrative certificated classified management confidential and school psychologists so moved thank you drive a second second brilliant christine board member cole hi board member gardner hi board member clues aye vice president clerk bove la monica president mccall aye all in favor thank you uh item p 25 21 22 classified employment transaction for new position and salary schedule for licensed vocational nurse this year um we our school nurse has been busy with contact tracing and we also have several students um that have medical needs that need to be attended to and so it is recommended that lvn be placed at the school site to assist in the duties so our school nurse can continue to focus um on the
171task at hand that she is working on and right now she's multitasking and um really helping us out with um contact racing so it's recommended that the board of education approved the classified job description and salary schedule for the licensed vocational nurse position um thank you and sincere thanks uh to to her and to the team so thank you um board any queries um do i have a motion to approve p 25 20 to 1 22 classified employment transaction for new position and salary schedule for license vocational nurse have a second second thank you christine board member cole hi board member gardener board member cliff aye vice president clerk bove la monica hi president mccall hi all in favor and final item p26 2122 classified employment transaction for new power educator position and salary schedule
172approval is recommended to create the new classification of paraeducator what we found was that we have multiple classifications of the instructional assistant position um and this made these positions less movable and also less versatile therefore with such a small school district with small staff it made only sense to collapse all these classifications into one classification paraeducator where all of our instructional assistants now para educators are trained the same including with supporting students with behavior academics and any other various needs that may arise approval is recommended thank you thank you jason any queries seeing none um to our motion to approve p 26 21 22 classified and performant transaction for new power educator position and sorry schedule so moved thank you to have a second second thank you and christine board member cole hi board member
173gardner hi board member clues aye vice president clerk bove lamonica i and president mccall all in favor all right well done you know we can do a 20 minute roundtable just just for old time's sake no um all right uh let's let's go down the line quentin anything on your own no i did have just a couple questions one is um lunch how's it going just curious um it's going a lot better it depends on what day it is it depends on what the meal is so if there are a lot of pieces in the meal um say for example cheeseburgers with lettuce tomato pickles you know it takes longer for the the ladies in the kitchen to put the tray um together but overall it's going a lot better okay and just by the
174way in october we um served 11 000 meals wow thank you thank you for that and i just know it's a huge shift in our country like it's just a huge shift and even for our community where most people i think brought lunch forever and now we're just like why bother i'll just go and have school lunch and so thank you i know it's a lot um beach city's health district has a principles fund for six thousand dollars and i just wanted to just clarify what that was for dr johnson since it was a comment it's uh three thousand dollars for each principle and it's for health and wellness initiatives within the school it's not a stipend for those principles no it's for this school like when i was a principal we would use it
175for pe equipment or if you wanted to bring someone in to teach a pa lesson you can use it for that okay great um i know at the beginning of the year there was talk of like getting new pe equipment and new balls and that was one thing the students like continuously ask for i'm just checking in on that pe teachers know if they need equipment that they need to ask for equipment pe equipment has been ordered for a valley and and for vista as well is it has it arrived i believe yes it has okay just curious and then just i know there was another question and curiosity about the bathrooms and just you know this was last year so just coming this year just like cleanliness of bathrooms and i know there was
176a that was just on the list from students so just clarifying that people are paying attention to that yes so we were we were made aware of the concern about in their middle school restrooms and yes that's been addressed right um and then just one other bit is our volunteers back on campus yet there's there's always been volunteers on campus even going back to last year we started with hvpto doing copying volunteers and we have volunteers on campus provide noon duty support on the playground outside and then for instructional based programs okay so because previously in especially a view there was a lot of parent volunteers helping run centers and doing those kinds of things in classrooms but that's that's not happening yet no we are limiting the number of volunteers on campus do you
177think that's going to lift a little over the next few when do you foresee that potentially lifting i'm thinking about it for academically yeah i would say um like probably many of the protocols out of la department of health when we get out of the winter months those something that we'll take a look at i do believe and i'm very hopeful that with the vaccinations for five to eleven year olds um rolling out that we're going to see a rolling back of many of the uh requirements and protocols that's all thank you thank you [Music] um just a couple quick things one i want to give a shout out to the hvs cross country team for the fall sports i know a couple of us up here had kids doing that um they did a
178great job and thank you to mr hecker i actually ran with them one day it was lots of fun so shout out to them uh that's number one number two i went into jason mentioned in his presentation but wanted to repeat that if you are vaccinated you do not need to quarantine that is correct correct that is correct thank you yes so i want to make sure that that was was was clarified again as a hopeful impetus to get kids vaccinated and keep them in school as much as possible because that should certainly certainly be the goal and i wanted to just take a moment to wish everybody a safe happy and healthy thanksgiving [Music] please keep in mind and be careful as we're all coming back from various places that following monday as we
179have seen with halloween but hope everybody has a wonderful break and holiday and week off and gets to spend some time with family thank you thank you i do have a couple things uh jason did you want to talk about the ntimp in what capacity in the city presentation last week i i would say maybe it would play best since this is round table for you to discuss it since you were also an attendant attendee so the city um uh alerted members of the ntmp that they were going to introduce a conversation about one-way 26th street and so they held a a public forum it wasn't a hearing there wasn't an action item it was a chance for the city to address the issue that had been part of the short-term uh short-term mitigation strategies
180to look at traffic and safety around that neighborhood so it was held there were about 20 folks who had rsvp'd for the link and a really good conversation by all the neighbors in the north formosa area so there was no takeaways from there was no action it was really a chance for the city to hear from folks about um putting forth that piece that was one did it did it seem like it was the the public support was behind making it one way and was curious i uh there really wasn't any it was a chance for people to express their comments about the uh about what it would look like implemented um going uh one way westbound um there was a concern that it would divert more traffic to the alley um north of 26th
181street um is there a next step or a meeting planned by the city on that or not that i'm not going to have okay any other questions on them no but thank you the second i just want to alert everybody to this email i got from suzanne who you know lives in switzerland and visits several times a year to work on the sand dune and so she uh just confirming nobody else got this email no so i wanted to meet and share that the is going well a wet winter would be great for the native habitats i'm just kind of skipping some things here um there's a lot to work on steps to educate students on what the restor restoration is it's it's more than a restoration it's a native habitat area since we have
182real native plants growing miss heath's eighth grade students started off the year with restoration stage eight um we did one day of walking the ramp to familiarize them with the area then took them to their designated areas to work the next day day two was clearing the area and sowing restoration seed there were bladder pod beach evening primrose pink sand for uh verbena and beach uh silver beach for all seeds that have been collected from previous restoration areas uh i feel the students in general had a great time and a new experience to encounter the sandy elements um there is a a number of folks who live in that valley area who contribute to the the daily upkeep of it so it's it really has been a community piece it's and it's uh if you
183haven't taken a walk there recently i highly recommend it any questions first exam no but she i loved that presentation on blue butterflies it still sticks with me and i'm you know uh i'm very thankful that we have community members um like her who sort of uh helped champion these projects so jackie fario the neighbor behind there has been the local kind of uh a champion of that space i just wanted a second that uh if anyone has not had the pleasure to meet suzanne evans she is an amazing person um and i did take a tour with her um of the sand dunes as well as parts of hermosa beach it is fascinating to walk and talk with her a great person uh my last two things uh the wellness wednesday uh post off
184of social media just a compliment to the team off the social media post i think they're doing a great job it was great to highlight the counselors work that's happening there and then just to um further complement um uh the principle of vista on everything she's doing around social emotional wellness um i think it is just it's so good for the students that self-awareness piece the regulation and to have interpersonal skill building is is essential to kids having a good academic experience um just to set their record straight like common core actually started with no child left behind in 2003 and then came into california in 2013 so you know not um not something new that the district's doing i'm really glad the district is like taking really sound practices and continuing them and then
185the same thing with social emotional learning i think i learned it when i was in the classroom teaching in 2003 so really glad we're just taking really sound long implemented decades old practices and continuing to make them better and better for hermosa so you know we're at least three decades into social emotional wellness work thank you yes thank you maggie and thanks for pointing out as well too that the social emotional learning frameworks um go back as early as the late 80s and early 90s all right board i'll keep this sweet shortish and sweet but first of all um happy birthday jason uh we're thankful for the day that you were born and being here with us uh on your birthday so uh a big shout out to dr johnson and his birthday this evening
186i also wanted to say a big thank you to not only the principles stuff the fact that we get to go on board tours um and we get to go and sort of uh take a walk around and see not only just the the programs in action but just you know just seeing our teachers in action which isn't something you get to do certainly at middle school and whatever else but the mastery in action um is really compelling and so you know uh thank you to the board but particular thanks to our administrative uh staff and team um and all the teachers and the students i mean you know everyone it's really wonderful to get to walk around on schools and do that stuff so i did want to say thank you to that i've
187already shouted out state of the schools if you're still watching at this late hour and you haven't checked out state schools do it it's a good one um we've already said our thanks on that the carnival numbers were are bonkers um if you were there uh you'll know why but it was uh the last year or the the first the last previous uh carnival in person raised 42 000 the team is expecting around 58 000 uh dollars so spectacular numbers um i mean what that means is this means more money for teacher grants for special projects we're talking about sort of you know all these things that our pto organization does so much to enrich the experience of our kids um particularly in play and other other times uh that there are schools so it
188makes a big difference so thank you to all the community for showing up showing their school spirit uh getting dunked [Music] baking all the rest of it pages book fair um is a great collaboration it's happening this week it's online it's also in person money goes back to the library there's a special event on monday if anyone's able to make it in person at the close out for that i haven't gotten my park barrett sweatshirt but they are on a run right now and if anyone's in need of you know holiday gifts check them out um they're a limited run and uh if if you if you're a nationally recognized local company um again benefiting pto so that's great uh planning ahead family fun night dolphin dashes in the spring so pto they don't they
189don't stop uh they keep going um so that's awesome uh hbf i did also wanted you know jason mentioned uh where they're up to at the moment um the encouragement i think their month of november is sort of giving thanks for for for the donations and the um because annual giving gives um so much uh towards things so it's about um in your classes know that there is a goal of 100 participation some of those classes are actually getting close already and that will earn the teachers gift cards and room supplies and whatever else but i know that hbf and we as a board and as a district we're very grateful for all of our community members support um to the award-winning programs and support that we give to our teachers and students i mentioned
190before that they have their board meeting going on you know i'm really trying to get past nine o'clock um the next board meeting is the sixteenth uh do i think we talked about who's going to be there for mario that's great um santa photos santa he's virtual but that doesn't he he still exists so you should get your photos uh as well and in hearts of hermosa um back in person um march 26th uh so that's all great i know there's um i think south bay cares having an event um happening down on pier plaza this sunday i wanted to mention and i'm also for the holidays i know that our chamber is doing a lot and a lot of our um our music program is going to be there and students and so much
191more and santa of course is going to be there um so with that happy thanksgiving everyone um yeah do make sure you know it's one of the best ones isn't it so enjoy your time uh and thank you to everyone and all that you do and with that drove a motion to adjourn the meeting of a second second thank you christine board member cole hi board member gardner aye board member clue aye vice president clerk beauvais la monica art and president mccall all in favor
