004a prompt from the new york times that asked us to write about something that our family does that i would think is normal but it's actually a bit weird um originally i did this article because i wanted a nintendo and my mom agreed that i could get a nintendo if i wrote the article um but when i finished writing it i realized i did the article for more than a nintendo i did it because i liked writing and i hope to write more for the new york times and other publishers so my article says it's called so many spices actually if you can just hang on one second um tracy can you share the attachment so the audience can see is that a possible thing to do why don't we just see if we can

005get that graphic on the screen first um i don't know that i have it uh okay um hang on i might be able to pull it up here let me just take a quick look yeah okay one second okay can you see it there trustee get us yes that's great thank you i'm on you go ahead thank you well this is my article called so many spices by me um i wrote my family has the pantry full of aromatic and colorful spices something which i thought was completely normal until a few years ago as indeed americans my parents use them every day some of the spices in my family kitchen are salt pepper paprika cumin coriander garam masala fenugreek asafoetida cardamom cinnamon cloves and cloves and the list goes on about two years ago i

006found that most people only have a boxer to just store the spices i was a friend's house and you're making cookies and i said where's the salt and she pointed to a tiny box when i was opened it when i opened it i was shocked to find only five spices when i asked my friend where are the rest of your spices she casually responded oh that is all of them what else is there anyway that is when i realized that families having pantries just for spices might be a unique thing in my family before that encounter i never really paid attention to the small variety of spices and others homes and didn't observe how many spices my family really had and used on a daily basis i now know that indian food gets its unique

007flavor and yumminess from the hundreds of spices that are in my kitchen thank you thank you luanne could you stop sharing the screen excellent john i i forgot to mention that not only did you get selected to be published in the new york times but even within that you had the first place article published on that page so congratulations um trustees any questions for our guest today uh ann amana i loved your article and as a big baker i wanted to know what is your favorite spice um thank you so i don't know my favorite spice because i'm not much of the cooker in the house my mom usually cooks but i do like working with garam masala and paprika great great job congratulations thank you so much for uh for joining us here today

008really appreciate it um you're welcome to stay for the rest of the board meeting but otherwise you're welcome to go as well thanks very much thank you thank you uh so next we'll do um move on to 3.2 hillsborough teachers association mary trello hi good evening so it's always my pleasure in person to go right after the students um and i love it um so you get to see what um amazing young people we have the pleasure of dealing with every or teaching and learning from every single day um we're off to a great start this year um despite today's weather which i will mention so that it's down for you know in perpetuity um i i said i'm a history teacher eighth grade and i said to my students you got to go out

009and take a look at this because never in my lifetime have i had a day like this and you're kind of living history once again so that aside we are off to a great start this year everybody's working really hard um teachers students and parents as well and i just want to say that that um that the amount of appreciation and hard work and dedication from everybody has made this a really really good start to the year um secondly we have a group of teachers tonight that are um going to be assuming they are um receiving permanent status and hta just loves to see that and congratulate a wonderful new group thank you to the district office staff and administrators i just can't tell you how many stops and starts and revisits and problem solving

010sessions and thinking through things and we are so grateful as we are to our two board members um don gadis and greg danis who sit beside us on many committees and really collaborate with us so huge gratitude there um in terms of negotiations the negotiators have just completed um round one of work on an mou and appreciate the collaboration transparency and goodwill during the first part of negotiations they look forward to the second part with the same spirit of problem solving and working to benefit both the teachers and also the students of this district and we are truly grateful as a group of teachers for all of the support that we receive from so many different groups and i'm just very very pleased about the start of the year and thrilled about the students and

011the efforts they're giving thank you so much thanks mary and thanks for pointing out the orange mars sky we had today that's it's a good thing to remember uh 3.3 d mooring thank you so much to all of the administrators and the district staff as mary said our campuses are so much safer and there's plexiglas everywhere all kinds of pe a ppe that we really do need that are going to be ready and thanks for all the flexibility and all the changes that have had to happen i honestly don't know how you guys are on your feet it is it has been just awful and we have seen how awful it's been for all of the administrators for the district staff and we really appreciate your stamina and how you have hung in there to

012make school and the beginning of school such a great experience for the students our special ed students are having a good time um zooms are going great with them and it's the year is off to such a good start in spite of everything thank you so much great thanks dee uh 3.4 associated parents group lynette kaplas oh i'm not getting my camera to unclick uh that that might have been me no there we go hello the bumps right so uh well good evening i'm so happy to be here um this evening and i want to give you a little update about apg and just a shout out to all of our parent groups who have done really an incredible job starting out the beginning of the school year um they have been spinning their wheels

013and coming up with new ideas and creative ideas to welcome back families i've been a part of a couple of the new parent receptions and just as such a shout out for the creativity that's gone into it all the little bag drops and the little goodies that have welcomed the new families here to hillsboro so great job parent groups um and then i also want to give a shout out to uh brenda singh and the rise staring committee they've done a fabulous job to start the new year as well of the school year um they've created a new facebook and instagram account for the rise group so please check that out um it's a wonderful opportunity for you to see what is going on in that community and to just be supportive and we're um

014we're really excited about that and then the next thing i want to share is um next month in october the rise group uh along with apg is putting out our first speaker series event um we have invited the child mind institute to come in to talk with us and we're really excited about this um virtual event it will be on october 19th it's a monday evening and you know right now i think um my goodness with the pandemic covid the fires the air quality protests these orange skies there's just so much going on right now and it's really heavy for our kids and um so we're really looking forward to this great speaker series with the child mind institute because i think we all as parents need to have tools of how do we how

015do we help our kids cope during this time so please look for this um more information coming in october but we're we're looking forward to that so yeah and again the all the parent groups across all the sites are doing wonderful collaboration and um checking in with each other how are they supporting their students their classes and it's really great to see this shared collaboration and we're really excited for what's going to come so thank you all thank you parents thanks trustees thanks annette and and uh congratulations again to the um new parent receptions under zoom conditions has been very impressive to try and build the community uh 3.5 hillsboro schools foundation lee rosenski hi everyone good evening i want to piggyback on what lynette said and just thank heidi feld and lena butte and

016the parent group presidents and their boards and their committees for their excellent new parent receptions and thanks for including hsf i think it's such a great reminder of how creative this community is and how lucky we're all uh how lucky we are to be a part of it um i also want to thank luanne and the trustees for their hard work for a successful start to school i know it's been so much work and it really has shown because i think it's been wonderful and i also want to thank you for your past support of hsf and hsf has actually kicked off our annual giving with parent campaign and scholar circle teams starting to reach out to families um with the goal of donating on or before giving day which is september 24th you'll start

017to see signs go up at school and lawn signs and we're really grateful for the town for supporting this because this is the first time they've allowed us to do this with the lawn signs um i want to stress again that it's super imperative to donate this year all the funds raised this year will go to this the current year's budget um and this year it's gone to supporting the district's utilization of our amazing teachers which have provided our families with the choice this year of going to back to school a return to school model in person or remaining virtual and this wouldn't be possible without the generosity that people have shown to hsf so please continue to support our students by getting to hsf additionally as hsf is looking to revamp some of the

018things that we do this year as we mentioned before we will be holding the classic or the dander dance and in lieu of those events we're going to be trying to hold smaller virtual events that will be community building and fundraising and in the same breath so be looking out for those starting in november and hsf is also looking to launch a fall fund and need to help the district support some of the enormous costs they've incurred with covid so be on the lookout for that as well we continue to appreciate your support thank you thanks lee 3.6 superintendent's report luanne carlimano um thank you board president uh so i want to start with a few items here uh first of all thanking all of our educators in the district i i can't say enough

019about their resiliency and our students and families and when i talk about educators i talk about those in our school district and our parents who are at home and so it's it really has been an amazing start to the year so i really appreciate it too our west students starting out our board meeting tonight because what that reflected to me was this um vision of diversity and equity and inclusion with her talking about her family experience i thought that was so powerful and so lovely and um this year we're really focusing a lot of energy on our diversity equity and inclusion here in the district and i just want to share a brief history because i think it's really important um that last year when kim olath was our apg president she and i met

020regularly of course like i meet with lynette and we really started talking about this concept of all means all and at one point kim and i actually um kind of did uh between the two ferns if you've ever seen that but we did it in more of a serious note just about inclusion and what that meant for different families in the district and and how inclusion would look and from there we started kind of a small committee to start looking at uh diversity equity and inclusion and then covet hit and we just kind of took a little break and since that time um we have restarted this committee we have some parents on it we have some teachers on it and it's really um it's just taking on a lot more significance these days and

021i'm sure you can absolutely appreciate that so um and we have um trustee chen was on it but because kim olive will be joining the board it's going to be kim olaf and gilbert wire our trustees who are on our dei committee and really our draft goal to get the year started is adopting dei practices that promote a greater sense of belonging for our students and creating positive change in the world and we're looking at things like looking at anti-bias anti-racist curriculum and materials looking at what we have in our district right now and looking at our essential outcomes and how they can play a role in really defining dei in our district and then we want to look at teacher training and diversity within our district i know that um we have now changed

022our um when we do job when we do job postings we've actually changed our postings um to reflect the diversity that we're looking for in our district so i'm really proud of the work that we're doing there and we're just starting on this trajectory we have a lot more work to do and we want to start continue to celebrate student identity and support students to be leaders respecting their their diverse community and the world and so we do have a lot of work to do but i feel that um now is the time to do it and we have the right people in our district who are willing to you know step forward with this work so stay tuned and we'll have more to share with you um i just want to congratulate our school

023sites um that have held their uh new parent receptions we have two down two more to go and just as our previous presenters shared they were so much fun and the creativity has just been amazing so i just want to thank our parent leaders for really thinking outside the box and welcoming new parents to the district and thank you to our trustees who come to all of our events um it's we are grateful for that our uh k5 what to expect tonight that seems like it was like months ago and it was just like a week ago or so um but that too looked vastly different than it ever has before and i want to thank our parents and educators because district staff and trustees we were able to just jump into a bunch of

024different classrooms and that was a highlight for me because there's no way i can see that many classrooms um when i'm trying to physically get to all of them so i just wanted to thank our educators for being so flexible and letting us drop in your classrooms it just reminded me of the incredible resiliency and ingenuity that is taking place in every classroom in our district and certainly innovation it was a it was a great night our crocker what to expect night the date has changed because san mateo union high school district changed their date um and so our new date is tuesday september 15th so i know messaging will come out from crocker so stay tuned and then i wanted to thank both hta and csea in working with um our district all of

025us together in developing our memorandums of understanding so that we all have a clear foundation from our work that we will do here in the district especially moving forward with in-person instruction and i feel like we're able to be where we are because we work collaboratively together and we figure out solutions to sometimes very complicated problems so i want to thank csea and hta for being our partners on such complex work right now and our assessed property values 3.30 so that's a great start as well and um i think that's it for right now so thank you thanks luanne uh trustees any questions or comments on our regular report so far this evening uh seeing them from the trustees i'll actually take a small moment for members of the public any attendees that might wish

026to comment on the regular reports that you've heard so far you should be able to indicate a raised hand and i'll pause for a moment in case anyone wants to raise their hand and speak on the regular report so far okay see no raised hands we'll move on to current business item 4.1 granting a permanent status leilani bell yes um i am very excited tonight to um recommend six teachers to the board for being um granted permanent status and i just have to say these teachers have worked tremendously hard over the past two years and most importantly we need to recognize the rigorous evaluation process that they go through their first two years as teachers here in the hillsborough city school district because it is by far more extensive than our neighboring school districts where

027the teacher meets with their principal at the beginning of the school year before the end of the month before the end of september to determine what goals they're going to focus on for the school year as far as the california teaching standards and how are those goals going to be woven into their instruction and their lessons throughout the school year in addition to the um hillsborough focus of our essential outcomes and making sure we're educating the whole child so i do have to say with you know everything that they are they're going through the beginning of the school year and meeting with their um buddy or mentor teachers their principal and having extensive formal and informal observations and evaluations during this time they definitely have earned their place of being granted permanent status in the

028hillsborough city school district and one of the things that i also want to mention is in addition to the great support that we always give our new teachers we also have dolly keith who is our bits of coordinator and dolly has been a tremendous support to our new teachers as well where you know she provides um guidance and coaching and just helping them along the way and even for those teachers that have experience in other school districts and then having come into hillsborough city school district with that experience um just helping them understand the culture of hillsborough i think is something that dahlia also brings to support our new teachers so you know not all of our new teachers that are that we're bringing forth tonight to recommend for permanent status are brand new they

029do bring experiences from other school districts which is great also for our students um so you know we thank dolly as well for all of the support that she's been able to provide to our teachers as they come into hillsboro and i just want to say um i think our teachers have done a great job over these past two years and i bring i'm going to bring the following teachers forward to receive or to recommend them for permanent status and we have janelle brown and chris sherry from south school we have laura kevranian and katie thompson from west school we have jason sorry leland just interrupt teachers you're welcome to turn on your videos so we can all um we want to see you enjoy your success great and we have jason cranky who is

030our school psychologist that serves both north and west and we have melissa lee from crocker so i don't want to say congratulations too soon but these these are the six that we are recommending for permanent status i'm waiting right now but my oh my goodness gracious oh thank you i'm sorry i thought i said you in the beginning there we go we're good hello everyone thank you uh so i um trustees any questions or comments for our uh assembled um uh staff then uh i suppose we can entertain a motion i'll move to make um the six six teachers um on the agenda as mentioned by leilani bell i moved to grantham permanent status employment with the hillsborough city school district i will second that motion we'll do a roll call vote uh gilbert y

031hi margie power hi greg dennis hi ann chen uh just didn't quite get that unmute i think she's trying to say i yes but uh i i yeah thank you thank you and don getting past the united states congratulations teachers yay congratulations board president i just want to just say a couple words yes please go ahead i just want to say it is our honor to have all of you in permanent status i can't even begin to tell you how appreciative we are as a district and i know that i've shared this with you but when we hire educators in our district we hire you because you bring something to us you bring something that makes us want to be like you and so i just want to thank you from the bottom of my

032heart for the hard work you've put in as leilani shared and as dolly has worked with you and matthew lindner has worked with each of you and you bring so much to us as a district and we're just thankful for for all you do and there's really diversity here right we have school psychologists we have a counselor with us we have classroom teachers we have secondary we have elementary so um we have a diverse group this year and i just want to say congratulations and we're so thankful to have you and we did bring a little gift to them on a little note so usually we do that in person take a photo but so much for that um so thank you to our class of 2021. um there's no reason that you would need

033to but if any of you teachers would like to say anything you're welcome to have the floor otherwise congratulations and i can uh let you go thank you very much and congratulations so uh we oh i'm sorry i should um offer the opportunity for a public comment um 4.1 so again if any attendees wish to have any public comment on the granting of permanent status you can virtually raise your hand and i see no hands raised uh heather would like to say yes go ahead heather oh muted heather i just want to congratulate all of my westies on their permanent status we're just excited to have you join us permanently and just thank you for all of your hard work over the past two years and hooray um and just thank you so much for

034your ongoing work this year and um we're we're just excited to have you in the district long term so i just wanted to say congratulations to my westies thanks heather okay then we'll move on to 4.2 summer school report he's there good evening um i do have a video i have a presentation i'm not sure if tracy or whoever's in charge of that can pull up my presentation and try and start my video hello good evening i'm lisa ayer and i am the summer school teacher not teacher principal for the third time uh in a row and i was happy to do it this year on this very strange year that we've had but it turned out wonderfully and um and i'm i'm right now i'm at crocker because i am also a crocker teacher

035for those of you who don't know okay there it is all right um and so i guess do i have i guess tracy i tell you to change it when it's time to change it yeah lisa it's actually luanne and i have connections just tell me about scroll down all right i sure will okay so if i forget oh i'll let you know all right so um good evening everyone like i said i'm lisa ayer i'm happy to be here this evening um to tell you about summer school and actually following that fabulous group of teachers who were just granted permanent status i know some of them very well and i'm very excited that they'll be here for the long term so uh here we are at my presentation this is my first year back

036at north school i was there many many years ago as a teacher but um first time as a summer school principal and our theme for the year was follow the north star to explore we i typically follow a theme and i figured this was a year where the kids haven't been able to and this kids and staff haven't been able to go out and about or traveling very far and so we thought let's let's bring the world to them and by exploration that was a great way to do it you might notice that um the date is a little bit later than we normally have uh we normally have it mid mid-june to mid july but we started in july this year due to our restrictions for covid and not even being sure if we

037were going to be able to have in-person summer school but we'll talk about that so luanne if you would go ahead and thank you i'd like to start off with a quote um that i found regarding exploration uh this is from richard branson uh big explorer as you know um exploration is a wonderful way to open our eyes to the world and to truly see that impossible is just a word and so hopefully thinking that we can do we've been showing people that we can do the impossible um this year was very important for us to be to be safe uh and responsible and treated each other with kindness so um when i developed the norms and shared them with the staff you know we thought about you know ways to keep the kids safe

038not only you know when they're playing together but also you know safety with with germs and so forth and so we you know followed a lot of protocols on hand washing and and teaching them how to do it correctly uh and following the health procedures they get out of the car they get a temperature check right away uh we wanted the kids to be responsible so learning how to take care of their own needs and then treat each other um respectfully the way that they want to be treated so that became really important throughout our so go ahead luanne thank you our summer curriculum is about we focus on usually we do this but this year even more important because the kids were away from in-person instruction for several months and this group we had

039five classes and i'll talk about them a little bit later but we had five classes and um with fabulous instructors and support staff but we really wanted them to be having enriching curriculum um follow that thematic learning um those those teachers took the idea of exploration um by the horns and just ran with it so i couldn't be more thrilled with um how amazing they are all they they were but a big part of this this year was socialization we had smaller classes our biggest class was 12 and then we had a class of six of the older kids and it was really important that they haven't been with friends you know in person for a while or maybe just with siblings or or neighbors or something but it's important to give them the opportunity

040to be with friends um and a couple bubble cohort we were able to uh have them you know they weren't six feet apart because we had the small groups but we did do you know we did enforce those safety rules uh and then um kids they really had a great time it was hard to keep them away from each other they were having so much fun but we kept them in their bubbles and they really didn't you know intermix with the other groups um but we were also focused on reinforcing those school behaviors remember how to be in school remember how to line up we had to do a lot of lining up for hand washing and hand sanitizer so they had to get back into that school behavior so they'll be ready when they

041come back um and then we just want them to you know build and reinforce their skills and that was an important part of our summer that's okay so staff expectations as go ahead and go one more thank you so our staff expectations um always important for communication um i asked the staff to write a welcome letter to families they contributed to our weekly newsletter i wanted to make sure this was such an important time that we have timely communication and then we were in contact constantly with our cell phones so i gave them all my cell phone number they get all the staff gave me their cell phone number i even had a google voice number for families so they could contact me on my cell phone so if i was out of the office

042i could be contact i could be reached so it was really important and we used it all the time so if the classroom down the hall needed more hand sanitizer i could bring it to them or you know something was needed or somebody you know had a needed a band-aid or some you know i was able to to come and support them so having that um i know you know at south we'd often use walkie talkies but i think the cell phone was even better um it was easier to hear for sure and then um you know the teachers were fabulous about supervision we started each day with daily health checks like just like the hive program i'm sure i know that you know about what hive's doing now they get out of the car

043we take temperatures um and they stay with their cohort all day um the teachers are there to supervise pe in recess and the biggest disappointment for me is that i really couldn't take part i was so used to taking part at the previous summer schools with the students and the classes and i just i had to be an outsider of the bubble um but you know i got to say hello and goodbye to them um but it was it was definitely a different situation um but uh we you know those staffs we had special paths to walk to their drop-off and pick up areas and they were wonderful about following those and they all the staff made safety health and safety a priority and um i just it goes to show this is you know

044a kind of trial run for coming back to school and they did it beautifully um we were very fortunate we didn't have any you know context of a case in our group and but you know everybody was very when we asked families kind of mid when things covered started to get a little um worse in the in the um county of san mateo and um tony giacomazi uh our director decided that you know this is a good i this is a good time to ask families to wear masks um there was not one question and we i even got a couple hey that's a great idea uh responses from family so everybody was they were they were all on board for keeping kids safe and so um you know as far as participation um the

045staff was there for the entire 20 days they were fantastic um very involved gave their best effort um really just a wonderful group of people to work with i wish i had gotten to spend more time with them um we only we had a staff of 10 and um and i hired them if you want to go to the next slide i'll tell you a little bit about what i did but um they were fabulous so as usual i communicated with the hcsd staff in may tony hired me i think in early may uh when he found out that he you know got the he could do in person and right away i reached out to the hcs staff and previous summer school staffs that i'd hired and um found a wonderful group of five

046teachers and five para educators who understood the parameters and were willing to take on this challenge um we worked together uh we i had a staff meeting um a week before we started or two weeks before we started and um sent out weekly bulletins to communicate with them but again i think the cell phone was the big the best tool for our communication but they helped uh they helped me quite a bit i tried i was trying to be very responsive to parents i emailed and called i had a couple different hats to wear so not only communicating with staff and them communicating with me so i sometimes wore a custodial hat but i also i was i was at the front desk at the office so i also wore the secretarial hat too but

047i was also the copy girl i went and you know if they needed copies i made the copies um because they were busy with their classes so i i wore a few different hats that was different than previous years um you may remember i know you all remember um cindy gross who was the summer's school secretary for at least 35 years and we we she had retired and so we didn't have her this year so i took on her job and i have a whole new respect for all the things that she did um but i i wore that hat as well so i was kind of the i was the s the contact person in the office um so you know we worked on like i said making sure in the beginning especially with

048you know we haven't had anybody we hadn't had anybody at north school for months i mean except you know some for custodial maintenance staff and maybe a few staff members coming in and out so the community you know it was like almost like a park you know a lot of people coming in and out and not understanding we have school right now so having to let people know that that we we do have school in session so there were a couple things that i had to do as a principal to let people know that well we have school we're not having um we're not on campus but there are other places to play nearby and uh so being diplomatic was a big part of that uh making sure that the the campus was clean um

049after you know not having people around for a long time um that the maintenance staff and custodians did a fantastic job um when i hugo who's the custodian at north he helped me out when i needed soap or hand sanitizer or something he he was there and then anything i asked for tony said tony you need to we need to contact so and so to get this tony giacomazi was amazing um things were happened immediately so i really appreciated all of his support like he's done for years he did as a third year principal he did let me he let me be but when i needed him he was there for me so i really um appreciated that um so you know like i said i was kind of a custodian i had some custodial

050uh duties um but as far as uh but the most important thing for me was being out there in the morning and saying hello to the families um helping with temperature checks helping to make sure that kids were getting out of cars safely and then getting back in at the end of the day and it really for being a different year and having a lot of different things to worry about it really worked out well so with that i would like you to meet the classes so the um first let's start off with the pre-k the preschool pre-k astronauts i hope you can see these pictures of these darling little people and if you ever having a bad day you just need to go into a preschool zoom class or something and just watch how

051absolutely darling they are this was run by arden our dynamic daughter mom duo of miss donna sand who normally works at south during the school year and her daughter jessica sand and they were fabulous they so many hands-on activities all space and science related um the kids had a ball it was a darling group of children and many kids who returned from the previous year and this was uh donna's second year as the as the preschool teacher and she was just amazing uh so i really loved um kind of peeking into that classroom um down to the next slide we had our kindergarten this was our only we had a lot of kindergartners um so we had a full kindergarten class and it was run by ms sarah carr who teaches in a different district

052but she's uh related to anthony and i think they're brother and sister i believe and and then mr l kennedy who's a fabulous para educator at north and so she was actually so helpful to me as far as knowing things where things were at north because i worked at north a long time ago but here they are the kindergarten moonwalkers again they followed the space theme and um and they here's a picture of several of them making um phases of the moon uh with oreo cookies so i would have loved to have been in that room but those are pictures that she provided for me um on that fun project they did in first and second grade um miss stephanie scala who i this is the second time i hired her she comes from belmont

053redwood shores and miss monica juan who's worked in the district before i believe as an aide and uh and her mother is also works for the preschool uh teaches spanish to the preschool program so we know monica we've known monica for a while and stephanie was fabulous again as the one-two teacher the kids had fun and they added i just called them the explorers because each week they had a different theme um and i got to take pictures of them they'd come out with these great projects at the end of the day they were pirates they were they were traveler world travelers and space explorers so they they had a lot of fun and i heard lots of positive comments from that class our 3-4 class was run by miss sarah morgenstern who we are

054fortunate she was fortunate to work at north last year as a long-term sub and then a little bit at west at the end of the year in the library but we actually lucked out and got her at crocker this year she's teaching seventh grade english so we're thrilled to have her she was a wonderful person to partner with um and i i'm so excited to get to continue to work with her here at crocker in the english department and then mr brandon granzella was her amazing sidekick who really did a wonderful job with the kids they focused on a little bit different they focused on ocean travel and they read the book stowaway by karen hess a fabulous novel that i used to read to my kids and um when i way back when i

055taught fourth grade uh but they they had a lot of fun and she um did many fabulous projects and last but not least our fifth grade pirates i wish this class had been bigger we only had six pirates in this class um this was this was uh the captain of the ship was uh miss audrey fairchild who many of you know from crocker is a social studies teacher and miss carol lamson was her first mate as she who's and she's a peer educator at west they had so much fun they cooked they made heart attack they you can see my little nico's holding a pirate ship watermelon um they made pirate costumes they uh they baked they they played games they did science experiments and and read the fantastic adventure novel treasure island so they

056couldn't have had more fun nico did not want to go on the first day and ever since there was not one complaint he couldn't wait to go every every day after that he absolutely loved it so it was a really great experience so um i just want to thank tony for all his support um i i got to work a little bit with um with heidi she came in a couple of days because they needed to do a little hiring so i really appreciate heidi's support and then i even got to see lena a little bit um but it was just it turned out to be a very positive experience and i know luanne you got some positive feedback from parents and i i just it really made me feel good i was a little

057you know worried that this year hoping everything would go smoothly and i couldn't have asked for it to go better so um thank you for all your support over this this year and then of course the previous years so any questions you have go for it uh thank you for the report lisa uh it sounds like a great summer and especially since you've had two previous years doing it you had a lot to to compare to i i guess i just want to start off with a quick question um i mean the kids looked like that had a fabulous time and learned a lot and that was all great but the the safety thing is is pretty interesting especially our very next agenda item is going to be looking at a waiver for elementary school

058um i don't know exactly what i want to ask you but something about were there any surprises in those first few days you must have had a plan for how to run in-person education under covert conditions and you tried something and was there anything that in the first couple of days you thought oh that part didn't work i we have to change it and you sort of reform what what surprises happened well i think as far as you know the first week was making sure that the campus was ready because it was such a small group of only five classes and you know north is a big school that has probably over 20 classroom so just making sure that that that wasn't something i was expected to make sure that it was all that you

059know i had to ask people politely to you know not be in the area where the classes were going on um and i directed them to another area so that was probably um and it and you know people probably couldn't tell that there was class going on because you know a lot of kids were inside even though they would go out in groups to different areas that was one thing about north that made it so nice was that you could divide divide it up into so many different areas you had the lower play area you had the upper play area had the crocker blacktop and then you also had the two fields you could really spread kids out so that made a big difference and then when i i staggered the the recesses for the

060kids they all found areas to go and play and we as long as we coordinated and communicated with one another we never had anybody who who you know they intermixed or anything like that um so so those were things that you kind of just figure out i mean i planned the staggered recesses and pes but realizing we actually had more areas for outdoor play and outdoor learning than we thought so people could go out more and be in the fresh air um as far as and yeah just as yeah you know i hadn't had that before where i had to ask people to leave maybe once or twice if somebody had a dog on campus so that was maybe new but if more people are in i think it'll when people see that school's in

061session or maybe they'll be you know on the on the boards on the signs outside the schools schools in session people will get the idea that we're back thank you other trustees any questions or comments great lisa you ought to write a book on how to run a summer school man three years now it's very very impressive i want to follow up on what don said and and just ask your impression of the safety protocols the hand washing and whatnot did you notice much if any um i don't know ability adeptness cooperation in doing that up and down the grade levels or was it all fine we um it's a great question we provided uh tutorials kind of in the beginning we had a couple videos that we found people shared and i found some

062online of you know fun ways to wash your hands um but we trained the kids the very first day and then when it was time kind of midway through when we decided to do the everybody's wearing masks and actually i don't know if you look when you saw the preschool pre-k i meant to mention that they all had masks on and actually the preschool pre-kers probably wore masks better the first half than anybody they could really wear them and i was so impressed by that that they they could do it and so but they all they if they just have a little bit of training they get it and a lot of them have been doing it at home anyway but here it's like like i said they've got to learn how to line up

063again and and to do that so it'll be a little different if they're if they're having to be far farther apart but i'm sure the teachers will figure out how to how to do it and like i said there's there were some cute little videos online that we taught them and then they practiced several times they had the rule that like five little rules to washing your hands and it worked out it worked out really well they were just used to it they came in they knew what to do the hand sanitizer you know the pair educator would hold it and squirt into the hands as they went and then they knew exactly what to do and all the different parts on their hands to rub to make sure they they got in between their

064fingers and everything they were they were really good um you know they were just they were probably better some than some of the adults thank you and thanks for all your hard work again my pleasure other trustees questions or comments uh so i'll turn it over to uh public comment any um panelists or attendees that wish to make a comment uh you can raise your virtual hand i see uh tony giacomazi go ahead good evening everybody i'm here at home uh and i just wanted to say thank you to lisa she did an amazing job implementing the protocols and guidelines that were not easy to follow as we kept navigating new things that came from the state and the county and i have to give her a lot of credit for adapting programming that she

065set up in may changed in june and then by the time we got to july probably had to change it three or four times so um definitely a difficult um year but we put happy faces on our campuses and i think that's that was the biggest goal for us this summer um and i just want to thank her for her time with hillsborough recreation she's done an amazing job for the last three years uh sort of upholding our mission for what summer school is and so i'm super proud of her and thank you lisa um and thank you board for having um this venue for her to share what she's learned and what she's done it's great for her career and for her future endeavors so thank you lisa great job all the staff from

066hills from the summer school awesome super proud of you um and thank you for all that you guys have done thank you tony thanks tony the next public comment is from uh americar go ahead wow hi um so my two boys went to the summer school program at first i was nervous you know because it was kind of the height of covid and i actually signed up for the virtual summer school program um but then um you know i kind of realized that my kids really needed the socialization and i saw that you know and and so i said okay i trust that tony and everybody will will make this safe so i asked him if i could we could um join the wait list by then it was already full and tony was gracious

067enough to accommodate my two boys in the third and fourth grade class now i know they're older but they definitely learned a lot they were their math sarah morgenstein who my son had as a fourth grade teacher was amazing they had a really good a really good time and learned a lot and actually i as a parent and a physician i felt very safe putting my kids there um and knowing that they were following the protocols and you guys were following the protocols and i think it was a very successful uh summer like inter you know safe uh class and it made me actually really hopeful for like that in person school can actually happen safely and i know and it happened at north which is my kids school and i'm like we could that

068it made me feel really happy and proud that we have the ability to possibly do that and i and and that makes me made me more confident that you know my kids can safely try to go back to in person school and that's why i chose that in person school um uh choice you know like it and the survey so i just wanted to put my input on that and and my experience and i just trust that you guys can take what lisa has done and tony has done and maybe implement that to a future hopefully a future in-person school program if the waiver gets passed thank you very much for your comment thank you uh okay uh i think that's all for comments thank you very much lisa congratulations on a great uh summer

069program thank you all so we'll move on to uh 4.3 the k5 waiver application um luanne all right um thank you board president uh tracy could you go ahead and start the presentation all righty let's move this over here okay so this evening um i bring a request to our board of trustees um to apply uh to approve our waiver application that will go to the county office of education and then the san mateo department of public health and then the california department of public health so um next slide tracy so the requested action as i just shared is to approve the waiver um to move forward with bringing our k5 students to return to on-campus in-person instruction and again that would be for the families that chose that option so again choice was critical

070in our work here to start the year either choosing a virtual classroom or in person and so um we want to support our parents and our educators who are uh wanting to do in-person instruction so i'm going to give you a little bit of background on the way the state is looking at data and then we'll talk about uh the waiver application so next slide so as some of you will remember and i've i've done these presentations with parents so my apologies if you've already heard this but um we used to have a state monitoring list and now we have something called a blueprint for a safer economy and this comes from governor newsom and the way counties are labeled is by the risk level so widespread substantial moderate or minimal and you could see

071the numbers that are associated with new cases and with positive tests next slide so it's important to understand our county status specifically and the way that this new model looks is that a county stays in their tier for a minimum of three weeks and after that time data is reviewed weekly and tiers are updated every tuesday so yesterday we had a data um we had data presented that was actually from seven days ago and to move forward a county must meet the next tier criteria for two weeks and so if a county's metrics uh worsen for two consecutive weeks it will be assigned a more restrictive tier and this information actually this presentation pretty much the way it is was shared with parents in my last newsletter so if you want to take a look

072at the links here um you are welcome to do so next slide so when this model first came out uh it came out on august 28th and the first set of data came out on august 31st and at that time we had a positivity rate in san mateo county of 4.8 percent and you could see the new coveted positive cases and an adjusted case rate i have still not determined how the adjusted case rate is calculated um so that's a little bit of something that we're trying to um figure out haven't quite gotten there within the town of hillsborough um we have uh at last look 43 cases and we have 11 400 residents so if you look at that percentage it's about .37 but the way positivity rate is actually calculated is it's by

073the number of cases over the number of people who tested and so um i just want to be sure that you understood that slightly different calculation on next slide alrighty on this slide this is data that was updated uh just yesterday and so the positivity rate went up a little bit and i highlighted san mateo county and you can see the numbers there the adjusted case rate um was actually just .1 higher than it was previously interestingly both santa cruz county and santa clara county moved to the substantial tier and um we are still in the widespread tier so we understand that and um actually that will have a little impact on one of our future agenda items when i talk about proper middle school and uh staying with distance learning for trimester one but

074that'll be an upcoming uh agenda item okay next slide tracy so again going back to what we originally presented everybody was invited to choose our classroom teachers our in-class teachers were invited to choose in-person or virtual options uh we didn't have quite enough teachers to fill our virtual teaching position so we actually moved some of our in-person teachers to our virtual teaching positions and our parents were also all asked would you uh select k5 again we're talking k5 here in person or virtual classroom and you can see the approximate numbers here and we know that our in class uh in-person classrooms have a smaller class size in some cases uh we know that for the larger class sizes that we have for in-person we are still staying with the six feet of physical distancing with

075everybody wearing masks um k through eight in this case k through five um so that is part of our waiver application as well next slide so school districts um can apply for a waiver and transitional kinder through sixth grade we do not have transitional kinder in our district we have decided i'm recommending that we not uh do sixth grade that we leave our sixth grade students um in the same learning environment as our seventh and eighth so we're really looking at our elementary schools at this point and we know that our students in grades seven through twelve in the county cannot come back until we've been on the substantial tier for 14 consecutive days and again the links here will give you additional information and you can get those links on my last newsletter next

076slide so the waiver application really has three phases um well i guess four but i prepare the waiver application i'm asking for approval tonight from our trustees it will then go to the san mateo county office of education and then san mateo county health and then the california department of public health and so it is a very rigorous process in granting the waiver and the waiver process is taking about a week although we want to extend the time before we come back because we want to make sure that we have everything in place and i will say that i am exceptionally thankful for the work that tony giacomasie and his team and lisa aires she just presented did with in-person learning this summer and our other educators who held courses for students it really paved

077the way for us to do in-person instruction uh next slide and so what happens when the application is actually delivered to san mateo county health department so they're looking at a number of factors they're looking at covert related risks in school with elementary age students along with health related risks for students who are not provided in person instruction we know that new state law just this year is really directing public schools to offer in-person instruction to the greatest extent possible and then they're looking at cohort size and they're looking at local health guidance safety plans and again we have a very comprehensive plan in place for our in-person learning uh next slide so we see that the waiver requirements includes consultation with a number of constituents here in our our district and a lot of

078this work has been done over the course really i want to say over the course of the summer but specifically over the course of the last week asking for input and helping us guide our work and the plans must include these 12 components and as you go through these components i'll talk to about them a little bit our trustees have seen them in detail our parents have had the links to these if they want to look at those in detail as well next slide so to remind everybody kind of the model of what is happening we are now on the widespread tier all of our students in the district right now are in full-time distance learning we have some small cohorts of students coming back um students in our learning center and our academic program

079support um our student those students will be coming back because we are allowed to bring back some of our most vulnerable students for in-person instruction so that is what we are doing and then um with the board's approval we want to submit a waiver and then start with our measured sequential approach to in-person learning and i'll remind everyone that for elementary that is a five-week process with week one just being kind of a slow introduction to coming onto campus and our principals and teachers will work on what that looks like and then we alternate grade levels over the course of four weeks until everybody understands the routines and then we will have all students returning to school so it truly is a measured sequential approach next slide and this slide really just goes through just

080what i shared with you but in more detail so once we start our return to school process on week six all of our students should be back to campus um next slide please and this really goes over the details in terms of um a scenario if we are actually bringing someone and last time i did lena at south and now i'm doing heather at west and you can expect heidi at north um but in this case um this is really what it looks like and it just has some some dates here and some simulations so that you really understand what we're looking at in terms of bringing back students and so we're looking at october 12th as a return date we had originally wanted to come back on october 5th but that's conference week and

081so it didn't make a lot of sense to bring back our students when our teachers are preparing for conferences so we're looking at the week after conferences to start our measured sequential approach on next slide and our next slide is really the link to the actual document that has all the specific details uh for reopening school next slide and then this is um all the specifics in the plan and the details of returning to school and um that's it really and then i also have the actual waiver application but all the components of the waiver application are actually in our school reopening plan so i'd like to know if there's any questions and how i can answer any specific details our trustees or community might want to know could you turn off the sharing uh

082thank you trustees any questions or comments for luanne greg i just wanted to luanne emphasize the full um the full spectrum of the timing if everything goes without any hiccups given the time it takes to process and get an approval of the waiver and then start our measured approach it would be about two and a half months or ten weeks before all students returned to campus it would be about the week before the thanksgiving break so this is a very we're using the word again measured deliberate sequential approach we're talking like 10 weeks before if everything went perfectly before all students would be on campus we're not we're not being hasty here no i believe we're being very conservative in our return in the timeline and looking at all those details and we really did

083learn a lot from summer school and just how the logistics work and each of our uh principals our elementary principals and our maria brady our crocker principal are developing specific handbooks for staff with detailed maps and egress and ingress and all of those specifics for when our students are coming back other trustee questions or comments uh do any members of the public wish to raise their hand and have a public comment on the k5 waiver application process i don't see any public comment uh in which case i guess i will make a motion to approve the superintendent submitting the k5 waiver application to the county is there a second second second by greg dennis um we'll do a roll call vote uh gilbert y aye margie power hi greg dennis aye ann chen hi and

084don gettis aye motion passes unanimously uh five to zero that is the k5 waiver application thank you um thank you trustee so i will be submitting the waiver application to nancy mcgee our county superintendent tomorrow and then of course i'll keep our community updated on um all the steps moving forward uh so then we'll move on to 4.4 hcsd learning continuity and attendance plan the cleverly named lcap matthew lindner hi there everyone all right here we go all right can you see my screen yes lovely thank you all right so um this is our learning continuity and attendance plan this was brought to the last board meeting for um public comment and so i will just go through and highlight a few of the things as you know from um dr carla magno's presentation and

085the presentation from summer school principal lisa ayer we keep learning and things keep adjusting and so this plan hopefully has as much up-to-date information as possible and it is important to keep in mind it is a plan and plans as we know very well change and things get updated and we respond to um to new information so um tried to make sure it was as up-to-date as possible so the first section um just goes over some general information um same as last time just about our shift in our community um and then starting the year with uh distance learning the next section really talks about stakeholder engagement so we've listed out a number of the meetings that we've had um to engage teachers uh classified staff parents um and community in really formulating our plan

086for coming back to school much of which is encapsulated in the learning continuity plan i've also added a note here um that the uh hcsd website is uh the key place to go for up-to-date information and so actually in this plan um you can click on that and jump out to it i did not know that uh we could embed those links so um trying to make it a little bit more interactive as we move through in this section um we also talk about some general uh themes um actually that comes a little bit next um but just generally looking at you know having opportunities for um staff to be really engaged with helping to develop the plan um also a note here about how we are posting meetings and and doing things via zoom

087offering the slide decks to presentations ahead of time so that people have a chance to review and then be prepared with any comments as needed and then a summary of feedback so for parents staff and administrators this section just highlights some of the desires and needs getting kids back to school safely making sure that everybody is able to learn the best that they can keeping things consistent as possible and making sure that we're providing quality education which i know is the goal of everybody involved so big themes there and then as you can see just a number of areas that were impacted by input from um from all staff so as far as what our continuity will look like if we have to shift back and forth between different instructional models how we're supporting staff

088how we're supporting student mental health and well-being along with staff mental health and well-being and and many other areas the next large section talks about our instruction in person offering so um as dr carlamanue mentioned we've set things up so that we can get as many kids back to school as possible so we've started our year with groups that hopefully can be able to come back we've given that opportunity for families to choose to do virtual for the first trimester or potentially longer as the case may be um i've also noted in here that we are exploring the waiver process so that wasn't in the prior one brought last month because this is a new thing so um we are looking at the waiver process for uh k5 and then for middle school uh there

089will be some more information later in the meeting about some plans for middle school um and then calling out um i want to also call out hive um with hillsboro recreation so another way that we're supporting um families who um have both parents who are needing to work and particularly our staff um and so being able to have students still be able to learn when they don't have a caregiver at home who can who can take care of them at home while they learn from home so some of them are learning from home some of them are learning from hive might trademark that and then we want to call out a few supports that we're providing for our english learners so we have ms golden who is really focused on making sure that all of

090our english learners are getting assessed with the lpac at the beginning of the year so that we can make sure that we're providing appropriate support and then mary maher director of student services being very heavily involved with english learners and then any homeless and foster youth that we have i also wanted to call out the fact that we did receive some learning loss mitigation funds and that we've been able to use that to increase our teaching staff so that we can help minimize learning loss for students so i put that in this section it may go in another section as well or it could be recommended this document also is the hcsd 2021 school reopening plan again so if uh if anyone is reading this you can also link out and see the current version

091of the of the plan that will continue to be revised and updated as things continue to move forward the next section really talks about a lot of the different actions that we took in order to be able to provide school this year um some of the large expenses particularly around hiring so we've been very fortunate to be able to hire a number of staff and then procure a lot of resources to ensure safety but also to ensure that students have access to materials to help them learn whether that's from home or another location and then when they come back to school to be able to to continue that in in person in ways that are safe for everyone so a number of items listed there um i will point out that the yes no column

092there i had a question from um from a parent during one of the parent meetings about that that the yes no is just indicating whether or not that specific item is actually also connected to improving um improving services for english learners foster youth and homeless students so any of those items that we could say this is something to help improve or increase services to them we marked yes next two and things that were particular it wasn't particularly doing that um is a no so that's just what the yes and no means so it's just kind of calling out the fact that increasing staff numbers which means that there's a lower student-to-teacher ratio allows for more individualized instruction so that's a way that we support for example providing resources so being able to purchase additional resources

093so that all students have those at home um particularly thinking about like at the elementary level the pe go bags and excuse me pe go bags and music as well um and then thinking about at crocker um with miss barnett's music program so she was able to figure out a way that students can still continue um instrumental music education um using the constraints that we have so we continue to look at how do we provide that support for everyone the next section is really kant is about continuity of learning so this section really talks about how will we work to make sure that there is a very similar experience whether students are at home or in another location learning virtually and when they come back and if we need to shift back and forth so

094this focuses around the resources the online resources the physical resources that we have for students professional learning that we've provided for staff making sure that there's some continuity across some of the platforms that are used and then giving giving choice for families so that we can help make sure that we're educating kids the best that we can talks about some of the applications that we're using and then also having physical books as well and how we're providing those to students so that we've got some processes so that kids can get physical workbooks or textbooks or things like that one of the areas that we are still thinking about or just you know to consider is right now our libraries are closed the public libraries are open fortunately but that is a thing to continue to

095think about how might we do that in the future so that our kids have access to more physical books as well as as online if families aren't able to get resources from the public library as well the next section talks about devices and connectivity so how we can support that and help make sure that families have access to online resources and education people participation in progress so really this section again looks at how we're keeping track of um student instructional minutes but also how we're keeping track of the learning that's going on so still utilizing powerschool staff having meets with students keeping track of the assignments that are turned in providing feedback on those balancing the synchronous and asynchronous work that's done and also really working to engage students and so staff have done a

096lot of work around thinking about and implementing the use of different resources like zoom tools things like um some staff are trying out near pod and pear deck to help make some um some of the classroom experience more interactive putting in brain breaks so knowing that you know we all need some opportunity to physically move and have a little bit of time away from our learning especially when we have longer extended periods of time and also just looking at a variety of other tools and resources that they have access to and i'd also say you know responsive advisory meetings and morning meetings so creating structures in days that are predictable um where there's games and there's opportunity to connect um and really making sure that we um that we're getting that so that our kids

097are are staying engaged and interested using virtual whiteboards another example so a lot of a lot of ways that we're working to make sure that students are are engaged in their schooling and that we're providing them support as well also this section i i think i've noted in here just about using assessment so we have access to a variety of assessment tools to help us gather information about where students are and then where they need to go next and there's a lot of resources or a handful of resources that the state has made available that but ones that we've also purchased that we are using um i think that's actually in another section so i'm going to save that and if not i'll say it when i think i've passed it so uh next section

098talks about professional development so again number of staff participated in professional development in the summer uh we had a pd week where staff were able to learn with and from each other about some key pieces around student engagement around how we're supporting students around working collectively in teams and houses and across grade levels across the district since we do have quite a number of students who are learning virtually and will continue in a virtual classroom so um spending time making sure that um we've been working on that and providing opportunity or at least uh 240 minutes a week for staff to have teacher-directed collaboration time so that they're um really able to meet together as a team um to review lessons to do planning um and to learn from one another and then also technological

099support so um always receiving lots of shout outs and props to our amazing i.t team who are super responsive and helping students whenever students and staff whenever issues are coming up the next section talks about roles and responsibilities again as we talked about how things have really shifted um there's a focus around the um learning new physical routines when we're in schools wearing face masks hand sanitizing a lot of those things that lisa air talked about earlier in her presentation um that's one big role some staff have also shifted grade levels or shifted schools or shifted the subject that they're teaching so that we can allow for schedules to work out low class numbers and more student contact and interaction with families or with teachers and then the next area we're talking about people learning

100needs so we call out english learners in here and then student support services um for homeless and foster youth but also wanted to call out the fact that any families um who have students who maybe need some additional support are always encouraged and welcome to request the meeting request the cst so that we can address those needs with families so i know a couple of groups were called out here specifically but want to make sure that we also put some put in here a note and a reminder of one of the things that has not changed for us as a district we are always open to that and always want to make sure that we're doing everything we can to support our students and families next section here talks about people learning loss so again

101how we're assessing that and measuring that um and then some of the strategies in the next section so big overview pieces here to know are that um you know we started the first few weeks of school now we'll move into a period of time where we'll gather some more information using star renaissance assessments and other local assessments to understand what students actually know those assessments are computer adaptive so as students are showing that they understand a question or understand a topic that it's increasing in difficulty or if they need one that is less challenging it uh decreases in difficulties so um and that can help us to get an idea of where students are will help us to determine um uh if any and how much learning loss may have occurred and then what we

102can do with that and so doing some additional work around um accelerating learning so one of the big things that was shown after hurricane katrina was that students who um where the only focus was around remediation actually didn't really get up to grade level and what did that actually was focusing on core specific standards uh that are really important for a grade level and helping students to accelerate into grade level learning so we talk about learning law strategies that's one of the big ones is to really be looking at what is it and that we really need to focus on based on the information we have about students and how do we help them access grade level content and beyond for many of our students as well and then there's a section here just talking

103about english learners foster youth and low-income students again um and then a lot of the work that we're doing and our contact um with our director of student services who help support that um but just as we all do and so some of the structures that we've built in and some of the programs there um and then of course um determining the effectiveness of those strategies really looking at the data that we're able to gather including attendance including engagement um and so that we have an understanding of whether or not some of these strategies seem to be working and so that's where that periodic assessment um happens as along with um the very important formative assessment that's happening all the time in classrooms that teachers are using um on a you know a daily and

104hourly minute-to-minute basis to help make decisions about the actions to take to help support students in their learning mental health social emotional well-being so this section again talking about a variety of the supports that we have that we're using to help support our students and our staff with mental health we've put together a number of resources um our county or we've also i'm scrolling down here a lot of this is is the same as before so um reiteration but one of the big things that um did change is we were the recipient of a grant from the county office and from mental health student services to allow us to have access to a program and i forget exactly the name of the program that we'll get but it will allow us to work on supporting

105students and social emotional health and so where uh mary maher was meeting with our counselors to discuss that just the other day and then additionally i noted in here that crocker is also planning to pilot something called close gap which will help to evaluate where students social emotional needs are at any given time by um student taken surveys we're also going to do the learning content or sorry so many learning continuities um the learning from home survey that we did in the spring we have the opportunity to also give that again this fall so that will go out for families for for uh parents and guardians to do next week and then for students this week and next week and then the survey closes and then i look forward to sharing some of that information

106that we've gathered about how the school year's opened and how we might look at that in conjunction with last year so a few different measures there that we're using to help measure social emotional support and then to provide that support section here on people and family engagement um so again a lot of the pieces that were from the from our 2020 reopening plan um making sure that you know parents know who to contact when they need support where to get access oh and i put the cal schools learn from home survey here and then a section here around school nutrition so choice lunch still working with choice lunch to provide provide meals and food for students who need it and then the last section here just about um increase or improve services for english learners

107foster youth and homeless and so noted down here a few of the things particularly a reduced teacher ratio so providing more support that way and having a designated person to support with with eld and then making sure that we're reaching out to any families might need that support or that have surfaced the need for any support particularly in those areas so um that's all i've got for you today oh and uh sorry i lied um the next step on this is this will go to the if approved by the board this evening uh this will go to the county office and then they'll do a review of this as well make some suggestions and recommendations and then we'll get that back and then have an opportunity to decide to include those recommendations before it then

108goes to the cde for their approval thank you matthew and can you uh right perfect stop sharing your screen trustees any questions or comments for matthew greg um matthew you mentioned at the beginning that plans change and this is a whole new accountability structure and plan and i just wanted to say thank you for all your hard work on this and i think you just got you just got to be an expert on the old lcap and now you're an expert on the new owl cap so i really appreciate all the hard work thank you other trustee questions or comments uh any members of the public wish to comment on the learning continuity and attendance plan raise your virtual hand and i don't see any so this is an item for action i will move

109to that the board adopt the learning continuity and attendance plan is there a second second second from gilbert roll call vote gilbert y hi margie power hi greg dennis hi anne chen aye and don guettis hi plan is adopted thank you very much matthew thank you appreciate all your work uh that brings us to 4.5 prior year actuals for fiscal year 2019 2020 joyce shen hi joyce uh you're muted can you hear me thank you all right so uh the state required the uh i'm going to share the screen here as well okay so okay can everybody see the screen the slice uh no no no sorry about that share now dc yes that's good thank you thank you okay the state requires to present to uh provided uh the old actual for prior um

110and then those need to be approved by the board and submitted to the county by september 15th so um i everything that the major changes and what happened in this past year uh is a summarized in this powerpoint presentation so i'm going to talk about the changes from the estimated actuals and then also prior actual versus 1920 united actuals uh updated the general fundamental projections um enrollment and students in person in fact i'm also going to talk about the budget revision in 2021. here's a high level summary of the changes from the actuals the actual from the estimated actuals it shows the total revenue increase by 600 654 000 and expenditures also increased by 101 000 and let's so the net is uh we ended the year in black with the surplus no yeah right

111and surplus is 493 here on the chain only changes we ended here on a column b um at 91 576 in black so it's a good thing now what are the details on the revenues changes so property taxes and those uh property tax lcf have epa and everything added together it's 88 federal revenue is actually decreased by and the state of revenue is half a million and local revenue increased by 62 931 and let's go to more detail that on the first row property taxes is increased by forty nine thousand nine hundred forty seven this um the the county of the road truck for assessment property uh value assessment uh froze at uh on june 12th in the middle of the june but actually it kept increasing so we're not getting the final number until

112in this year we got the p uh annual the probably taxes but it's always good to get more money than we anticipated and av specialty property tax transfer and this was arrival later august i'm about to close the books and then here's some more money and usually it's um like high cost expenditure the state reverses and we don't sell and told us never to count on that and when it comes and comes so we book it uh federal revenues um those are special ed we usually get 270 and then those are ada based so you will see it went down by 3471 likewise i skipped a roll to lottery and mandated uh cost block grant it's also ada based that both of them went down a little bit and despite the pandemic and the zero

113interest then we actually made some more money on interest earnings so they count here uh treasury that the investment poi is really doing a good job and the one really threw us off on the revenue increase is the stirs on behalf as a result result of a recalculation so before we close the books it uh was 1.3 and for the whole year we budgeted it has 1.378 million dollars and we calculated again based on the county provided the information um the new distribution so it's a one it uh grow to 1.8 million so that alone gave us uh over half a million dollar increase in revenue on paper so here is the pie chart with everything included and you will see that um the local income local uh resources added up to about 92 percent

114and it was still very heavily basically the community funded the school district and then hsf uh portions of 10.72 there but that is because the base is increased by 1.8 stirs on behalf if we take that off it actually is a 11.38 toward the district total or revenue sources and summary of the expenditures and so the major item for expenditures is salary and the benefits was the certificated salary ended up with a twenty six thousand dollars more but classified is uh goes down by twenty thousand more and a benefit if you use that five hundred twenty four thousand minus the five hundred twelve thousand stores on behalf because that's where the that um expenditure hits on uh the stores on behalf hits the benefits part on expenditure so our benefits actually only increased by the

11512 000. so and books and supplies and services both went down and just indicate that the expenditures scenes and services that we uh planned to purchase or um before june 30th but it didn't happen until after june 30th so once that a cut-off point is missed it goes to this year it just rolled over it just delayed expenditures and in some cases it's reducing expenditures so you will see the end that we our uh and expenditure increased by 106 to 1 but if we take away the half a million stores on behalf expenditure you inserted here we actually reduced um about three hundred thousand dollars on expenditures and that's why we changed from a deficit on uh estimated actuals to uh surplus here so pie chart here for the total expenditures uh salary and benefits

116of course it includes 1.8 stirs on behalf too is about 85 and as with every school district and saturated benefits are still the biggest expenditure for a local education agency like ours this is a multi-year comparison of actuals priors and this year 1920 and and you can look at the the middle row surplus deficit um so we did not have a as big a surplus as the prior two years but we did the end of the year in black so that's still something to celebrate an updated general fundament here might hear projections so 1920 as we as i just said we have a surplus of 91 000 and 576 dollars um the future years and the only changes i made is in 2021 and i'm going to go into a little more detail on that

117and for 2021 um the revenue increased by half a million that's the learning mission loss mitigation fund that i'll explain later and then likewise expenditure was increased by that too so that's why you don't see much difference on the surplus and the deficit uh from the multi-year projection you saw the adoption budget and as far as revenue for from 21 to 22 property tax assess assessment was projected to increase by 2.5 and from 21 22 to 22 23 it was a flat zero um so if any em and also the if we this year we had some additional fte and this budget on 2021 because of the half a million dollars we received uh we are going to receive from the state and federal uh so we but we use that money toward increase our

118fte but only partially cover that and then the going forward 21 22 22 23 2 years out and there's no ft increase um plan in there so the assumption here is that uh i just talked about revenue property tax increase 2.5 and zero percent into future years expenditure was adoption batch level basically there's no ft increase plan for the two future years okay so just let everybody know the assumptions here all right so i mentioned that uh i did some budget revision for 2021 but i didn't do a full scale budget revision yet because the big part of budget again is the salary and the benefits and it was still in the middle of updating salary for all the 10 month employees which include the teachers and classified instructional aides and power educators and quite

119a bit of our salary so i usually do the first intro budget revision based on the actual payroll and that's not available to us yet after september payroll it will be so but so that's why at this point the only budget revision i did for 2021 is the half a million five hundred twenty five thousand five hundred sixty six dollars learning loss mitigation fund and it comes in three components and with different deadlines the first one is the governor's emergency education relief gear fund and that's eighty thousand dollars and that one has a more generous deadline we have up to september 30 2020 to spend it and the next one is a kids actor relief fund and that's from the federal but it is allocated to us through the state and that's 353 000 and

120i have budgeted it entirely on additional fte we hired to reduce class sizes and then reduce uh to create a small cohorts um you won't you will not you will not be able to cover all that but it helps and besides we have to spend this money by december 30 of this year anyway um and the next part is the prop 98 prop 98 general fund allocation the state's general fund and allocated 91 576 dollars to us and that expenditure is used to for us to purchase health and safety supplies and then equipment uh facility needs and that um so the first expansion report is due september 14th and then month by month and i will report that and by december 30th and everything that the bottom two items are supposed to be out of

121the door in fact we should be able to and we have no problem spend everything by june 30 2021. and here's the budget revision details so we'll see that those first two is the federal revenue 433 you added them all together it's 525 56. and expenditure as i said uh about three the three hundred fifty three thousand the cares act money is all on salary and the benefits and the other two items the general the state of proper 980 general fund relief and then the gear fund that the governor's emergency relief fund those 162 are well i used for supplies and services and there's another small uh revision on the two other categorical programs that uh uh is close to a four thousand so that's the 2021 budget revision and the more detailed budget revision

122will be available for first intro now here's again um with that amount here projection here's a slide on our reserves so um from 1920 to 2023 and we can see that the general fund alone reserve level ranges from 15 to 10 um and then with a fund of 17 added and then we are slowly that fund is increasing slowly purely just because of interest goes up every year a little bit and um so that gives us a total reserve from 17 to 12 and if we are for from the 20 all included is from 20 21 to 16 but as i said a lot of things are going to change here and probably taxes may change and expenditures really depends how this whole thing will go and what the ft change is gonna happen so

123this is just as of today and this is a slide of all the funds our district has um so the from left to most is general fund which is a mostly what this presentation is about founder 13 is um the money was set aside to provide meals for the free and reduced lunch students we have about 20 of them in our district and so we transfer money from the general fund and then plan budget to transfer 15 000 a year to subsidize this program funded 17 as i said is a special reserve and we have a revenue source only on interest it's about eleven ten thousand to eleven thousand dollars a year and that helps us as as some um as a unconditioned dear how should i say well for uncertainty um preparations and then

124fund 20 is the open one we have we've been building it up to now as of when we close the books is 1.341 and we continue to have interest earnings on that fund too fund has about 650 000 left that we really should spend finish spending building fun um i believe we have three years from time we had the money to the time we must spend it so we really need to spend this money on whatever project the board approves fund 25 is developer fee we have really spent it down between eligible facility projects and it infrastructure and we continue to get some money not as big last year we only get uh got thirty eight thousand six hundred eighty six dollars um developer fee collections it has it's the lowest that's it uh for

125the last a few years um and then final 40 and this is the british school lease revenue um we will be transferring out 80 000 a year to general fund to support the internet and this fund especially now it's starting um august 1st 2020 the revenue is eighty thousand dollars a year the lease of lease revenue is eighty thousand dollars a year this fund pretty much is in audi except with some additional interest revenues i added another column on funder 51 that's called funder51 that's our bond and you probably never saw that one before because uh it did not go throughout books it does not go through our books and then county treasurer's controller's office controls that and all the assessors office they collected uh collected the money from the residents and then dispersed it

126to investors so but when i close books i'll get a data file from account and say then insert it or import it into a sex document so you report it to the state always gets it but i never really reported it on a presentation but i think it's interesting just to include it here it's not something for us to spend and it's actually not even our control but you will see this this is how much uh property taxes we collect and it's 3.292 uh not probably taxes those are the the bond bond the taxes we collect and then how much it goes out the door to pay investors all right so here's some changes here our next slide is the enrollment um i just want to highlight the right most column here it changes from

127prior year and i noticed that um we'll see that um 2017-18 we have that we had to fix the depth 74 the um enrollment i mean in declining enrollment by 74 and the following year's 48 and the year after that 63 but this year really has slowed down so compared with last year we declined by only 25. so it's likely that it was slowly getting to the bottom and then the only direction you can go probably is bounce back i just thought it's interesting and the likewise ada my idea is not exactly mirroring that and it's um so we'll see here um the last two row 1920 p280a and the 202188 is exactly the same um i only reported here for funding purposes our actual ada pro is likely to be lower however due to

128uh the pandemic and we are guaranteed the ada for from last year for any ada related funding so we're not penalized or going to lose any ada for funding purposes this year our actual ada could be lower and here again the sturds and purse and then each of this um is accumulated um that that on the right of most column is an accumulative increase since the 2015-16 and so every year goes up about um 320 to 450 000 dollars for stones and first combined and i want to point out on the second and most sec the second column here you will see the race going down a little bit 16.15 on 2021 and 6.02 at 2020 2122 but then goes back up on 1840 and we know that the state has been helping i mean

129when the savings come earlier it's always welcome um but it will eventually come back on our 30 out of 2023 those rates are going to keep going back and here's the purse and the combiner cost and that's all my presentation and welcome questions okay let me stop sharing thank you joyce thank you did i pause share no you're still sharing okay so i i'll stop i did now i see it thank you any questions or comments from trustees greg my summary of this given everything that's happened is we're in great shape the the revenues are projected to be low or flat um which is what they should be um the other thing is the higher expenditures for 2021 are already in there that has to do with all the covet expenses that weren't covered by

130um federal money also increased staffing that wasn't covered by federal money and also significantly some healthy wage increases for all of our employees as well as an increase in the district's contribution to health and welfare benefits for all of our employees so you have a combination of you know somewhat suppressed revenue and increased expenditures and we still show an ending balance of um for 20 uh 21 and and 13 for 21.22 and i never looked past that to the third year and the total reserves are still 20 if you if you look at 17 and 20. so to me it's it's it's uh laudable management of district finances um by the team given again suppression of revenue at least suppression of revenue assumptions if not actuals and increases in expenditures um so i just wanted

131to say that's how i i simplified this big picture and and we're in a lot better shape than than many many many many many districts so just a comment yeah thanks rick i really appreciate you pointing those things out that's uh it's a tough situation other questions or comments from trustees and members of the public anyone care to comment on the prior year actuals by raising your hand panelists are attendees i don't see any uh so i guess we can move on to a motion um to approve the 2019-2020 prior year actuals i will make a motion to approve the the actuals is there a second second second by ann chen uh roll call vote gilbert y hi marky power hi greg dennis aye and chen aye and don gettis aye motion passes five to

132zero unanimously for the prior year actuals thank you joyce and you can stay for 4.6 the gan limit okay i'm not going to share the screen gang limit is intended to limit the growth in state and local government spending and it's increased annually by the two factors when is the change in the inflate uh the uh capital uh per capita personal income like kohler and then ada enrollment increase um of course our cola has been increasing as everybody did uh cola goes up and then our ada has been going down so as a result you will see that uh our spending limit has been going up too and this year the limited that exceeded the gain limit is 1.3 1.3 68 million 62.85 and by law uh the board must have passed the resolution to

133increase this limit and project the gain limit for 2021 and also afterward we'll notify the state of california of this increase so that the state can absorb our increase by reducing its own gain limit my recommendation is the board approved this resolution 2020 202012 the adopting the recalculated the gain limit for 2019-20 and the estimated gain limit for 2021. so this is a usual annual item that comes up on a regular basis trustees any questions or comments about the gan limit seeing none members of the public any questions or comments about the gan limit feel free to raise your virtual hand i don't see any comments so i will move to approve resolution 2020-12 the adoption of the can limit is there a second i'll second second by gilbert we'll call vote gilbert y aye

134marky power aye greg dennis aye and chen aye and don gettis hi again limit approved thank you joyce thank you uh we'll move on to 4.7 the homework policy for crocker uh this is luanne and principal brady thank you trustee getting so um maria is ready there too so i'm going to go ahead and share the updated policy and i'm going to say that on the agenda we've had a few versions of this because we've updated it so we're looking at version three and obviously i'll share that and that's what i'll be asking uh for the board's approval and i'm gonna have maria give some background on the context for this so let me go ahead and share this luan are you going to talk about the differences between the three versions um yeah they're

135really yes i will talk about the differences between three versions so actually i'll do that first um but let me go ahead and um guessing you can see this on the screen here exactly okay great um so let me just briefly start with that and then i'll have maria give some some background on the three versions um the first version uh was not expansive enough so i had nothing in there about what would possibly happen if we and let me move the screen here too let me get to the part i want you to see uh right here in the yellow highlighted part um okay so um essentially the first version i didn't have anything about what could possibly happen if this needed to be extended till next year because i was certainly in denial

136and thinking this could not possibly go on for a year which i still believe but um that would allow me to have more flexibility so the first version didn't have the second sentence that said the superintendent is authorized to extend this practice if the same or similar schedule continues beyond the 2021 school year the second version i essentially said during this during the 2021 school year crocker middle school staff may assign homework on a friday that is due on monday but i came to realize after talking to principal brady that teachers can assign homework on a thursday that may be due on a monday so i eliminated friday and so this is the final version but i'm going to go ahead and have maria give you some background on this so maria will you um

137share with the trustees and public about your thinking on this absolutely so to really support our instructional planning and designing learning for our students in distance learning we spent a lot of time as a staff looking at types of scheduling that would really do that well and we ended up with an alternating block schedule and to be brief in an alternating block schedule our students meet all five classes on mondays and then on tuesdays and thursdays they meet with periods one two and flex and on wednesdays and fridays they meet with periods three four and five so in other words they see their classes in longer block periods three times a week this does not lend itself well to our current practices and policies while we're not our intent is not to go against the

138spirit of the current policy we still there's many many things that align with distance learning in our current policy and align with the alternating block schedule our intent was to give our teachers flexibility to manage their classroom instruction well and recognizing that because i'm working with one group on a monday tuesday thursday sometimes i need to assign something on a thursday that they may start in class but i need to be able to have them have that due on a monday and same with if i have a monday wednesday friday group if i assign something to them to start in class and i need to have it done for monday that i need that flexibility our schedule does also permit students time at the end of the day to work on work so we're not

139encouraging them to necessarily complete it over the weekend but we do need that flexibility to have it done on monday because whatever we're teaching on monday might require the students to have had practice in it or to completed some reading something like that so that's the rationale behind it i think this is a great solution to meet the needs of an alternating block schedule any questions uh trustees any questions or comments about the um block the the homework policy and jen i just wanted to double check now am i correcting that presumption that the um students will have like a set of teachers that that that are working together with a certain set of students so i guess my question really is will there be coordination to make sure that students aren't overwhelmed over the

140weekends absolutely i think one of the great silver linings um currently with our situation is that we have built in the smaller learning communities and your our students then work in a house right now house b 6b and house uh blue house and a gold house for example at each grade level and those five teachers for that trimester are constantly collaborating and working together and monitoring the academic needs of the students they're working together to plan they coordinate um lessons they're using flex to coordinate sometimes to use it for assessments to also offer opportunities for kids to meet each other outside of their small groups so again i think that while our staff is committed very much to the spirit of the practices of the policy this is just more logistical need so that they

141can monitor their student progress and students have an opportunity to assign to work excuse me to work on things over the periods because they're not meeting every single day as they did in the other period um schedule understood thank you maria you're welcome other trustee questions or comments uh any members of the public wish to speak make public comment about the crocker homework policy and i see uh holly rockwood go ahead hi there can you hear me yes great hi there i wanted to ask if any consideration might be given to sixth grade students in introducing the weekend homework policy perhaps in a phased approach later in the school year rather than right away um the reason for my question i'm a parent of a sixth grader and i will say it's definitely been a

142transition for my child adjusting to the middle school homework load um and not just the load but also simply the time management of prioritizing projects and getting assignments done on time i would add that also you know the adjustment to full-time distance learning and managing the different resources that students are expected to follow through the google classroom and zoom and other sources of information and understanding different deadlines and whatnot i just think it would be really beneficial if consideration might be given specifically for the sixth grade class um in considering uh i don't know how quickly this homework policy was intended to be implemented but um perhaps a bit of a staggered approach and a bit of a delay you know we're only week three into the school year and again simply speaking from you

143know one person's experience you know it's definitely been an adjustment and middle school homework is not the same as what it was um in elementary school and i would certainly appreciate if a little bit of time ramp up time might be given to allow sixth grade students a successful transition um to expectations if there will be weekend homework during the year thank you thanks for the comment um when are principal brady do you care to respond at all or if you wish to i'm happy to i i really think uh everything that's built into the homework policy all of our teachers continually practice including being in constant communication with our students setting up clear expectations and working to help our students in sixth grade particularly transition to middle school and to uh distance learning we

144have constant conversations about how it's the first time that they're doing this and more independently navigating four different or five different google classrooms so we're always looking for ways to make it more seamless for our students in addition i would encourage parents if they feel like their students are having a little bit of a struggle that to reach out to their teachers directly their teachers as is in our policy are there to help make accommodations as needed and in this particular case what we're looking for is just that flexibility um too if a shot of a teacher needs something to be assigned on a friday for example and that they have that flexibility i thank you principal brady yeah and i do um notice that the the text of the proposed amendment does that they

145may assign homework not that they must so a presumably that'll be uh taken into account any other um comments from the public uh and seeing none at this time this is an action item does anyone care to make a motion uh so i will move that the board adopt the new the amended crocker homework policy bp6154 version three is there a second a second second by gilbert uh roll call vote gilbert y aye markey power hi greg dennis aye and chen and don guenis aye the motion passes five to three unanimously thank you very much maria thank you good evening uh so now we're at 4.8 distance learning for crocker through the first trimester luanne carlomano um thank you trustee gettus so on this item um we've thought long and hard on this and um

146as you know the the waiver we're really looking at k5 and the consistency in staying with the same teachers with the same classes right now we feel is very important at crocker middle school and we are recommending for the board's approval that crocker middle school stay with distance learning through trimester one and that will end on november 13th we know that with the new tier system from the county there's a pretty high likelihood although who knows what can happen that we would stay in the widespread uh tier and our middle schoolers grades seven and eight cannot come back until we've been in the substantial tier for a minimum of two weeks and so if you count those weeks moving out it would take us nearly um to the end of the trimester and we don't

147want to move kids around because we will still need to survey parents to ask which which parents would like their children to continue with in-person learning or to start with in-person learning or to continue with virtual learning so right now we feel that keeping distance learning through trimester one will provide continuity for the students especially i mean kind of what holly was saying in developing those rituals and routines and transitioning to new grade levels in building community in their houses and in their small teams and it will also allow crocker to really clearly define what virtual classroom instruction looks like and who will teach the students in virtual classrooms because we do need to just like we did at elementary we need to reach out to the educators and ask which educators are interested in

148person and virtual and a lot of that's going to be dependent on how many students choose virtual and how many students choose in person and again it will give us time to survey our families and maureen sullivan who will be presenting on an upcoming item we'll talk about some tentative timing for our surveys to go out to ask for what parents want in the next trimester so we are requesting that the board approve distance learning for crocker middle school through trimester one okay trusty yes you have to let us hear you thank you sorry trustees any questions or comments about distance learning thank you uh seeing none uh members of the public any questions or comments about committing to distance learning for crocker for the first trimester can i see a public comment uh how

149low go ahead there can you hear me yes okay great um i would love the um district to reconsider um for sixth graders um applying for the waiver i understand you want to keep crocker as a whole but a few thoughts would be that because um sixth graders and a quacker is new to them allowing them to go back without the seventh and eighth graders gives them you know ample time to get used to the school the practices the cobia things they're going to have to follow and they'd be really comfortable and then when the seventh and eighth graders can return um it would shorten that period of the return plan of one week per grade um it would also allow the sixth graders socially to socially distance cleanly i guess um to start you

150know meeting the the north meeting the south and the west you know they don't know each other yet um i understand that kind of the i was confused why it wasn't happening i understand with not surveying parents yet but i i would think at this point crocker parents you know kind of know which way they're going to vote um i for one would be willing to vote now what to do and that the other thought on even applying for the waiver for the for the sixth grade in this process that you're doing for the k to five to at least get it in and then even if you make the decision not to let the sixth graders return you've gotten hopefully you know the approval from the state when you got it uh for the

151k through five so i think those were most of my thoughts but the the sooner i just feel like um students and parents don't think in terms of trimester one two and three in terms of you know even breaks it's like it to me it just feels like it's going to drag on forever by the time you then reapply for a waiver if that's what you have to do or that you know we get off the list and we go through that process thank you thanks very much for your comment um i guess just a low end i don't know if you want to speak at all uh the the waiver application that we have available does not include sixth graders so it would be a new idea to consider a waiver for sixth graders

152and what that would what would that would be like um trustee gettys i can can also add that um as we move forward uh we could look at and i would need to talk to principal brady and the crocker staff but you can also look at bringing some small cohorts of students sixth grade students back to campus maybe for some different activities because we are allowed to bring some of our vulnerable students and some of our sixth graders may fall into that category so it may be that we are able to bring back some small cohorts but we'll have to look at that and we'll have to work with staff and um talk a little bit more about that but there may be some options there for us and just to follow on and clarify

153what you what you just said as well uh the small groups are allowed even without a waiver and even when the county remains in the purple list that's correct and they have to be small cohorts and there's a lot of regulations around that so you can't bring back all sixth graders all at once but you could look at bringing back some small cohorts of students um should that be the interest of the crocker staff and um talking to parents about that as well so and in terms of this current item and the request from staff i'll follow on as well with uh i i was on a county elected call um this morning the weekly call uh i know and was there as well maybe gilbert um and they did uh suggest in terms of

154the county coming off the purple list that that's unlikely to happen anytime soon they expect to be in the purple zone which means schools cannot reopen in middle school for quite some time so this um this idea of committing to the first trimester uh it seems the county believes it's highly unlikely that that uh there would be any chance a middle school would be able to uh open in person before this first trimester uh so this is just providing i as i understand luanne from your perspective it's providing some security to parents to not not be unsure correct any other comments from trustees in that case i will move to approve staff's recommendation to commit to distance learning for crocker through the first trimester november 13th is there a second second second by gilbert roll

155call vote gilbert y hi marky power greg dennis hi ann chen aye and don guettis aye the motion passes five to zero thanks luanne thank you uh this brings us to um rescheduling the december board meeting date luanne trustees so we need to reschedule the december 15th board meeting date um we have a conflict and so i'm hoping and that's wednesday december 15th and look at my glasses to look at a distance on my calendar um i'm wondering if the trustees would be able to make a recommendation on a new date we could either do it on the 15th or we could do it on the 17th or we could do it the previous week on a monday tuesday or wednesday um hanukkah starts on thursday so we want to not schedule anything on thursday

156or friday but we have those options available sorry i just want to verify the date uh wednesday december 16th is that oh excuse me excuse me yes so it would be the 15th or the 17th thank you uh marky um so if we meet in person my preference would be the week of the seventh as i won't be in town the week of the 14th if we're on zoom then obviously we have flexibility uh i i mean it's it's hard to tell months from now but my personal guess is uh you know the county would have to come off the colored watch list schools would have to reopen and it's after that after after bringing kids back in in person would be when an optional adult only meeting would be reasonable to have indoors so

157it seems unlikely that in december we would want to from my perspective the complex trade-off with education is the kids do have a trade-off in terms of how successful they are in person versus distance as well as they're perhaps safer to have in groups but for adults it's a different story these zoom meetings as awkward as they are are as functional as in person and so we don't really gain much by being in person and adults in a confined space are not as safe so i would suspect if it helped you we could just commit to a zoom meeting in december and stay in that week but open the thoughts of other trustees and then we can just pick a date uh um to suggest i guess i should ask if there's any public comment

158about dates that week or the previous week feel free to raise your hand any um luann does staff have some preference uh i think it would be best if we uh did that second week as long as margie could zoom in so i think that the 15th or the 17th no preference on either of those dates um school does end that friday i believe for winter break or is that their neck you know trustee or excuse me um our cbo joycen is saying the 15th would be better because i believe there might be some deadline associated with that so um let's do the 15th and that may work to our advantage because it what it would have been on the 16th so um uh so uh tuesday december 15th is that uh good for everyone

159yeah okay i move that we reschedule the uh december board meeting currently scheduled for wednesday december 16th to the day before tuesday december 15th is there a second second i'll give you and that one uh second by anne uh we'll call vote gilbert y aye markey power aye hi greg dennis hi and chen and don guettas hi uh thank you the meeting is rescheduled thank you luanne it'll be on tuesday that brings us to so that's the end of the action items we're now on the information items 4.10 covet testing and screening report leilani bell and grace leon there again um thank you dawn so as many of you have heard and as many of you have um heard not just from me but also luanne we have been vetting various different covid testing companies

160so we can safely return to school with our staff and our students and in doing so back in july i had the opportunity to start working or meeting and working with grace liang who we're um happy to have on board as our project what was her title for her again project lead within covid or for covid and so she has really been um taking everything by the horns and making sure that we have everything set in place so we do truly open schools safely for everyone and i feel like we are in a great place with having grace as our project lead so if i could go ahead and have grace present or share what we um have been working on and i believe tracy has the slides or i can share oh there we

161go perfect great hi everyone i'm grace leung i'm a parent in the district as well as now the project lead for the hcsd coverage screening and testing program and with this program we're hoping to increase safety for our staff and their families next slide so why is it important to have screening and testing for our return to school the california and the mateo guidelines for returning to school through such as the elementary waiver process do require schools to describe this type of health screening and testing and case identification plan and while we can't require families to get tested the staff would have increased feelings of security and safety if parents and families do get tested so we're highly encouraging families to do this we've done a pretty thorough search very competitive with multiple providers and

162companies that are offering these testing and screening programs for companies going back to work and schools going back to school and so we have now chosen a provider ambry genetics who's offering an integrated suite of both screening through an app a mobile app and testing through their own labs and cohort risk profiling which i'll get to later on in my slides and with all of this it's helpful to remember that the greater the proportion of our community gets tested the more effectively this program can help our whole community feel safe so if only a small proportion are really getting involved in doing this it's really not going to be you know sort of it really kind of defeats the purpose next slide so here is our tentative plan and this is getting firmed up more

163and more each day but we've just signed embryogenetics so we are now really sort of rubber hits the road at this point so we're looking at three things testing prior returning to campus testing during the school year when cases occur and then that risk profiling and screening so testing prior to returning to campus would look like uh students returning to school would be highly encouraged to get tested as well we're inviting families and household members to get tested should they wish and at this time as i said public schools cannot require the families but only encourage we are planning to have testing dates and times available on campus we are still kind of planning whether this will be just picking up your test kit at certain times available at the district office where tests a

164supply of test kits will be available or if we'll have an actual testing event with tents and a nurse on site to actually help you do the collection but regardless of which one we choose or a combination of those we will have a testing available calibrated to your return to school date your students return to school date as luanne was talking about before and so per family if you have multiple students returning you would have the student returning to school first that student should get tested as well as other family members should they wish and then the student who may be returning to school later such as a crocker student if we get the elementary waiver would then be encouraged to get tested for the date associated with that student's return to school families and

165students we know can get tested elsewhere there are plenty of providers doing this we recognize people are members at one medical or kaiser or other places and so of course you can get tested elsewhere you don't need to take advantage of this hcsd offering but just know that tests available at other providers we don't have control about wait times appointment times as well as test result turnaround times we have chosen this provider due to the guaranteed turnaround time of less than three days and then costs you will be asked for your insurance and we know that all insurance plans are required to cover covet testing for high risk or suspected exposures and also we're working with hsf to make sure that cost won't be a barrier to any families wanting to get tested next slide

166so the second part of this suite is the ambry genetics screening app this would be a mobile app that we would ask all staff and students to have on their devices not students parents to have on their devices all students caregivers would have this app it would obtain the appropriate consents for healthcare data be hipaa compliant it would have the student's covert risk status so like a badge or a passport and any recent covet test results all this data once you're consented would be provided real time to the hr portal so leilani and loan would have access to be able to just see what the entire school district looks like they can drill down by school and look at any high-risk cohorts or any positive test results so it is going to be designed and

167this is still in development but it is going to be designed to provide the most up-to-date and real-time data possible if students um so each morning the idea would be that the student's caregiver would complete the covet screening which would be a series of questions based on cdc guidance including temperature and symptom checks and confirmed that they are clear to come to school the app would generate something like a green badge which they could then show at traffic circle drop off and so we wanted to make sure that we were having parents do this symptom check and screen before dropping their kids at school we have heard reports that trying to do it at school is just not feasible the wait times and the traffic congestion resulting from doing those screenings at drop off at

168school just would not be a good idea as well it could be emotionally difficult to pull a child in front of a long line of waiting cars and tell that child to return to their car and not come into school and so if a student does present symptoms that morning generating this kind of red badge the app would notify the caregiver the student should not come uh hcsd would be alerted test kits would be available for pickup and results would be available within 48 to 72 hours and what we're being told by ambry is it should be on the low end definitely of that right now since there's no sort of testing surge like there was you know over july 4th and again if you choose another provider you should know you do not have

169those kind of guaranteed turnaround times next slide so about the cova 19 test for those of you familiar this is a pcr test uh through saliva collection so it's basically a kind of vial that you need to just spit your saliva into it's been approved for home collection uh it does not need a healthcare professional supervision but you can get it done with an http watching these are numbers around sensitivity and specificity very high highly sensitive and specific so insurance as i mentioned you wouldn't enter your insurance information in the app or when you pick up the test and insurance is covering this test as long as you meet these criteria and ambry is a lab covered by 95 of health plans as well there's a federal mandate that if you don't have insurance we

170could still build medicaid so there are many avenues to ensure that insurance should not be a barrier and cause should not be a barrier to getting the test next slide so when results come in if you get a negative result per the san mateo county pandemic framework and hcsd fact for health and safety student may return three days after symptoms resolve you can see the guidelines at luann's fall opening plan i'd like to note that some physicians may feel that if you are symptomatic and you've had one negative test they may recommend that you get a second test to confirm so it's always best to consult with your physician a positive test result would then alert as i said before hr we would then notify the county and that's when we would start this contact

171tracing process the app and development is going to be uploaded with all of your students close contacts and so that's going to be your students class or they're basically their cohort of about 15 students and a teacher and so those in the class or cohort who are closed contacts of this confirmed case would have their risk elevated such as to yellow and they would be alerted by the school that they are now close context of a confirmed case and so the cohort quarantine process would start as it's outlined in the fall reopening plan guidelines and the fact for health and safety so for close contacts as a reminder testing is recommended by the cdc testing and quarantine for others who are not meeting the definition of closed contacts and again that's you you know being

172within six feet or less for 15 minutes or longer uh those not meeting the definition who are in direct contacts um there is no cdc recommendation right now that you need to get tested unless your close contact is then confirmed later as a positive case so of course people are free to get tested whenever they want wherever they feel they would like to get tested and so if you err more on the side of caution you're absolutely free to do so but these are what the cdc current guidelines are and i just want to reiterate that regardless of risk level in your cohort everyone should be practicing safety guidelines anyway around distancing and facial coverings next slide okay that's it um so i just want to say a quick thank you to stephanie cantwell who's

173a fellow parent volunteer who's really been with me on this project since the start when we were both just really passionate about making sure everyone would get tested um also tom schoenher who is a parent at south who brought us ambry genetics and um i have to say a big part of why we chose them was not only that they had all the offerings we needed at the cost price point that was very reasonable but also his team has just been uh wonderful and amazing with turnaround i've asked him like definitely over 100 questions and they've been super responsive and just going above and beyond so thanks to both of them as well as many physicians and diagnostics experts in the parent community i reached out to you guys with my questions and everyone has

174been very supportive so uh and of course leilani luanne thank you so much for your partnership on this you know i think now some of the big planning is behind us but now the real work is really just getting started and it's going to depend heavily on collaboration by everyone and partnership but so far i've seen nothing but um working together from everyone so i have a really great hope that you know this is going to really reduce our risk of course it's not going to guarantee that will be covert free or quarantine free but i think it will really reduce our risk so thanks everyone for your collaboration on this thanks very much grace thanks for the presentation and also of course the work for the last weeks or months [Music] trustees any questions

175for grace for the london either craig i just had a comment grace thank you so much for this it gives me a great sense of security having all done done having done all that work my comment is i remember in one of our meetings it was either the first july or the first the july or the first august meeting there were a few and you may have been one of them grace people that said reach out to the community you have resources here let us help you and uh whoever said that they were right so thank you so much so you were right so thank you of course other trustee questions or comments do any members of the public have any questions or comments about the testing plan from the public um i guess grace

176i i will ask about uh the timing a little bit so we're starting to bring small groups back to campus in the near future and then uh just earlier tonight uh it looks like we'll be submitting a waiver so um uh the bulk of elementary schools will come back uh things seem on schedule for ramping up and getting the kids and families ready yeah so our highest priority because we um you know very recently uh found out about the small cohorts of vulnerable learners coming has the pies priority has been to get those families and staff tested so we have gotten a shipment of test kits from ambry for that um the app development is the thing that is um just still going to take a little bit of time but now that i know

177the october 12th date it sounds like uh that we're aiming for that first uh early ramp up uh of school then that is uh sounding very doable for the app to be developed by then yeah there's just some you know sort of programming issues that they're ironing out but in terms of supply i have told them uh everyone will need kits for everyone and their families you know just to be safe and so i've been modeling out those numbers and they have assured me that that supply is available there should be no supply chain issues great thank you i guess see no more questions thank you very much thanks for your presentation welcome thanks thank you grace and leilani super helpful thank you so much so we'll move on to uh 4.1 air quality during

178covid luan you're going to tell us about mars and the orange atmosphere yeah it's of course the irony of today being the day that we have the mars atmosphere um so i do i just want to bring it's an information item i want to share just some thinking and resources and uh again i shared these with parents but i think i'll share did i share these with parents i will share this out in my friday newsletter um so let me share my screen here just for a moment let me see here okay just go to this here excuse me oops um so um one of the the key pieces here and then we have an faq that i will share with you as well um but on the county's website there are some really great

179resources in terms of air quality and what that means for us and the reason why it's so pertinent right now is because when we moved to in-person instruction one of the key pieces was to actually have outdoor instruction and so given what we have been through in the last two to three weeks with the air quality it's important for us to understand um the different levels and what they mean and i know most of us know if you have an iphone you can actually go on the weather app and you can actually see what the air quality is for that day and and so there are flags flags that define um the different levels of air quality and so you can see that right here in terms of just green yellow orange red and purple

180and this is all on the county website and we'll also have it on our website as well as soon as uh next week is what we're aiming for and you can also see here this document that i'm sharing this is also a document from the county that outlines uh the air quality levels and i think it's important to take a look at this and what is so interesting is that when we talked about um really this whole idea around um the orange level so level three a sensitive individual should um exercise indoors or avoid bigger vigorous um outdoor activities the challenge for us is that if we are actually instructing outside if we have students or um teachers and educators who are sensitive we really can't do that outside learning when we are in a

181level three which means that um the air quality index is above 100 101 uh to i think 150. and so um our faqs which i'm actually going to pull up over here so let me just come over here and get this real quickly um let's see uh here they are okay so let me share this so right here uh again this will be posted on our website but it's really about uh what we do in different circumstances and so it's a q a frequently asked questions about air quality and our response and so there are important links in here so one of the things that tends to happen is people will report out from purple air but purple air isn't um what we want to use we want to use consistent sites and so airnow.gov

182and then the bay area air quality management district those are the two resources that the county uses when they are looking at air quality so i think that's important and this question right here when students are on campus because obviously students are learning from home right now we have educators on campus and educators at home we really want to look at staying indoors when the air quality is again that orange and above and so i've talked to folks at the county and i know that we are aware because we've shared this before the board is aware that we do have air purifiers in every learning space and trying to figure out do you keep the windows open do you have the fan on so those are some details we're working out and that actually came

183up in my meeting with the county superintendents just this last week but we do have air purifiers in every one of our rooms and i think this is a resource for parents to take a look at to understand um just the different levels of air quality and how we're addressing it in the district especially when we come back to in person um so this is just an information item to just let people know that we have this in place and that we will be posting it on our website and that uh there's links here obviously to our principals so that families can reach out to them but i think the most important part is that we would continue we would do outdoor learning if we had good or moderate air quality if we moved into

184the unhealthy for sensitive groups we would not be doing outside instruction so any any questions or questions any questions uh members of the public any questions about air quality i don't see any so thank you very much for that presentation luanne absolutely we'll move to 4.12 virtual classroom program maureen sullivan hello everyone um i see we're saving the best for last virtual classroom um so just a couple a couple slides and uh tracy is gonna share my slides with me or with us there we go perfect and if we can go on to the uh we can move right into the second slide um just a quick update on um so currently we have 15 classes within grades k5 um virtual classes and within those 15 classes we have 263 students um and in the

185the little chart below i gave you just um a breakdown by site as well as grade level um and definitely a lot more students than we had uh you know thought we were going to get which is great and i think it's going well um and if we can go to the next slide um also gave you um just so that you could see the breakdown of classes um and we've got for the most part um we had um we tried to keep the kids together based on their school site um so for example at kindergarten you'll see we have one combined class of north and south students and then we have a separate class of west students so as you as you look throughout the different grade levels um by keeping the students um

186together by their school site um it does lead to a little bit of the discrepancy between class size um so we felt that was more important than having the classes equally distributed um across um between you know the three classes or two classes at a grade level um and really some you know we we truly do have amazing teachers within our virtual classes that are doing you know a fabulous job um especially you know the teachers that are teaching students from two sites really working with those students to build that collaboration um and if we can go on to the next slide um even though we are just beginning the first trimester um still important to start looking ahead to what's going to be our timeline for second trimester in terms of those commitments and

187we had told parents that we would ask for that commitment about three weeks prior to the end of the trimester so looking at k5 we're looking at sometime the during the week of october 18th emailing um information as well as um a survey link to parents to make a commitment for virtual learning um in continuing it for trimester two and then we would ask for that commitment and that survey to be completed by october 22nd which would give us about two two and a half weeks to look at who is opting into um or continuing with virtual learning for second trimester and taking a look at what we're going to have to do with classes obviously if we have many students leaving virtual classroom and returning to in person or potentially you know some adding

188to virtual classroom we're gonna see some shifting in our classes um so that's you know one thing that i do want to mention um and the second trimester will begin on november 16th and that is when we would actually make the changes um you know that would match with the survey completion of the parents um and even though crocker if we can go on to the next slide um even though as we've already talked about crocker will be continuing with distance learning through trimester one um and was also shared earlier we don't know when san mateo county will be coming off the um you know watch list and be able to open classes still feel it's important to start thinking about at what point will virtual learning be offered for crocker um and so based

189on that came up with um the following timeline the crocker schedule is definitely a lot more complex um and so we felt like we probably will need more time to really look at the classes um and the number of students that do opt into virtual learning and to look at how that will what what um what changes will be need needed within the cracker schedule to accommodate that so with that we did um we are going to be asking for a commitment a little bit earlier and so what we've got on our timeline is we would let parents know the week of the 12th and give them information of what we're planning as well as an opportunity to commit and then on the 21st we would be asking for a commitment and that would give

190us you know just a little bit over three weeks before second trimester begins to look at having to restructure classes and um the houses and um looking at how that will really impact um crocker um and then if we can go on to the next slide and i put out to our virtual teachers and basically asked him how is it going and i heard from a few teachers um and they really talked about how um several of our primary teachers are having students on zoom all day so and that's really started to help so students are logging in at 8 30 and they're staying on zoom until noon potentially and it's it's helped with those multiple logins but also sort of building that sense of um togetherness or a school day um and and so

191some of them have noted how that have helped um another teacher noted how using the new tools that we have um goguardian seesaw and using clever has really you know helped them keep their class organized and then we also heard from a few fifth graders and and i mean fifth graders tell you like it is um i mean you know some of these are really cute you know um and in that my dog was just barking i think i'll start with i love doing school in my bedroom and i love being with my dog i mean and that truly says it um and and yet then we've got the honesty of being in a virtual classroom is not as fun as spending time with your friends and in the classroom but you can get more

192done sometimes and i think you know in light of everything i think a good one to end with is it feels like it's just an experiment about learning in new ways um and i think really with these comments are you know our students sort of hit the nail on the head that you know they're definitely learning but their preferences with all of us you know would be to be back in person um and that's what i've got for our update for us tonight thanks i i really enjoy of course the fifth grade comments this is just the best best part about it all right trustees any questions or comments for maureen gilbert maureen thank you for the quick just survey of our staff and our students because i think it starts to give us a

193feel for what's going on i think that's really helpful for us as we continue to move forward thank you other trustees uh public comments members of the public i see some public comments uh lizku liz did you want to make a public comment oh here we go can you hear me now sorry technical difficulties um i wanted to start off by saying um that my children who are in third and six have had a really really positive experience with distance learning and with virtual classes so far and it's been super impressive and i've heard um similar comments from parents um across all the schools across all the grades so it's been amazing so i do want to start with that um i did want to comment about the request for crocker families to make a

194distance between uh to make a decision between distance learning and on campus in october i think we've heard multiple comments um by various members of the board as well as luanne saying that we do not expect to get off of the purple status anytime soon and so given that i wonder if it would benefit the crocker students to continue with the current classrooms and um sort of you know blue and gold houses and the continuity of the same teachers if it would be beneficial to maintain that stability given that we don't expect to return to campus and to get off the purple status anytime soon versus mixing up everything for the start of second trimester um so i would i would love for that to happen thank you thanks liz uh the next comment is

195from bradley chamblin hi can everyone hear me hi uh this is bradley chandlin i'm a virtual classroom teacher fifth grade uh north and south combination and it's fantastic i absolutely love it i also just want to say how lucky we are to have maureen sullivan as our administrator for the virtual classroom as our virtual classroom principal she brings a wealth of experience both as an administrator but also on the tech side of things whenever i've emailed her with any sort of problem uh whether it be school related or just technology related she's been very responsive and um we're very lucky to have her so thank you and i yield my time great thank you bradley i believe that's all the comments we have um thank you very much for the presentation maureen appreciate it so

196now we're on 4.13 enrollment report luanne okay and i i just have to do a little chime in there to thank maureen too and thank you bradley for staying up 8 48 um the azalea and just giving us a shout out giving maureen a shout out because it has been um a tremendous amount of work so and and thank you liz for just sharing your experience too i think that um it's just great to hear okay in terms of enrollment so let me go ahead and share my screen right here all righty so um i just want to give it usually at the beginning of every year we give an enrollment update and so i'm going to just give you a quick view here of um enrollment as of august 31st and every month the

197trustees do see this in the consent agenda um so just very briefly you can kind of see the trajectory of our classes and that we have been in declining enrollment and this um looks a bit more substantial just because of the scale of the graph and trustee um y and i have talked about this um and so it's something that we are adjusting so that um it doesn't look quite as dramatic as it really is it's not quite as dramatic as the real numbers um are and so this is a a presentation again by grade level you can see that we have been in declining enrollment we've had a big year here our fifth grade class um and then you can see the enrollment uh per school site but what's interesting to me is let

198me go ahead and share this this is also just enrollment by grade level so you can see the numbers um of course zero being kinder uh through fifth grade and then the crocker enrollment kind of interesting that really the three grade levels are all um uh very interesting just very similar very similar numbers and again you can see uh the decline over years at each of our our elementary sites and so um this too let me go ahead here so these numbers vary a little bit from what you saw from joyce because it's on any given day if you're comparing and if joyce is comparing our p2 um the enrollment actually looks like it went down but if you take the actual first day attendance um you'll see that um if we're taking a look

199you'll see that north is up from 2 78 to 281 so that's really really the same number essentially and south is up from 206 to 218. you see a dip in west from 343 to 324 and then crocker is up from 430 to 441 and overall in the district um you can see that we're up to 1264. the number that joyce had presented um from p2 was i believe 1268. so it's essentially the same enrollment and p2 is basically the end of last year and every year in the past we have seen enrollment increase over the course of the year we actually gain students throughout the year and i know that that has been the case this year we've um gained students they're just kind of slowly rolling in and of course we we place

200them as soon as we enroll them so no huge surprises again the biggest movement is at west we do see some declining numbers at kindergarten we'll continue to look at staffing right because that's directly related to our enrollment and we know that this is an unusual year uh we've hired um additional staff as as joyce pointed out um so that we can have smaller class sizes both in virtual and in person and so um that's what we're navigating and we're just to need to keep a close eye on enrollment and we'll need to keep a close eye on staffing as we move through the year so that's it just a quick little summary there all right uh luanne just to clarify i think i understood what you're going through but at the beginning you talked

201about declining enrollment which our district has had over years but you were showing the color graphs in the first couple pages were all just this year that yeah that that wasn't actually showing declining enrollment that was no it was just but what it was showing is that our class sizes are smaller in k1 even now compared to grades three four and five so so i had thought that that was a typical pattern going back decades that that the class sizes grow as the grades go up that there's they they grow but they don't grow that much okay yes they absolutely do every year um in all of our grades we actually have enrollment grow um and that's what so last year we started at 12 57 district-wide and we ended around 1268 so it wasn't

202a huge growth but we don't lose enrollment during the school year at least that's been the traditional um uh trend okay uh other trustees questions or comments great that's funny my my um my reaction to that was the same concern of we've overused the word cohort but if you look at that that first second grade cohort and if that's anywhere near a state a stable cohort moving through then it just looks worse and worse because the k1 is going down so i wondered the same thing don that you were talking about we may add students during the year but i don't even know if you can track this are they being added to that cohort that started out low and as they increased then you get another local cohort and they increase because if if

203we keep that bubble we're going to decrease a lot more what we have seen um in the past two years is that um we have had two kindergarten classes at each of our elementary sites and that seems to be stabilizing and what's interesting is that previously at west we had three three cohorts of students but um this year we have two cohorts cohorts excuse me cohorts of students and i can it looks like that trend will continue um joyce felt like we kind of as she shared that we've kind of hit a place where we haven't really lost a lot of students and um last year i actually think that when we had our tours and we really just were proactive in sharing here's the stuff that's happening in our district we lost very few

204students from fifth grade to sixth grade compared to the year before um and so we really were just proactive in saying this is what we have in our school district and people have been super responsive but yeah we definitely are in a decline when we look at the number of kindergarten students even this year compared to last year and i don't know if that has anything to do with the pandemic and enrollment just in general but we definitely are decreasing um but overall we're sustaining because we're seeing other kids come in at other grade levels other trustee questions or comments uh public comment members of the public if anyone wishes to raise a hand and make a comment on enrollment you can do so now i don't see any public comment so thank you very
