004and this is the most difficult and complex time that i've ever witnessed we had a discussion a few years ago maybe a year and a half ago about innovation and when we were discussing innovation and we were thinking about innovation and what is it and how do we get there i don't think any of us ever really could have envisioned where we are right now um the rethinking that we've needed to do the uncertainty um the loss of so much of what we treasure hopefully temporarily um and that everything is so complicated changing all the time and we never not quite know what's coming next so in the midst of all of this as i was thinking about things i was thinking about how lucky i personally feel to be in the hillsborough city school

005district um we have an amazing hard-working well-intentioned collaborative group of people and the thing that i think um certainly other school districts have that but we really try to always focus on what's best for children um and over the last several months since march that's what everybody's been doing every minute of every day and well into the night we're thinking we're worrying we're problem solving um so i am just so appreciative of being around all of you wonderful people and i wanted to just mention a few names here um greg i am so delighted that you will be continuing with us on the school board and kim um we just we need you and we are so pleased that you are stepping up to help us out um district leaders i don't think we ever

006could have found a harder working group of people than those of you in cabinet positions um and a special shout out to tracy and maureen um and alex with all of your technology support and wow we're gonna need it um site principles and assistant principal dave miller you guys are wonderful you have problem solved you've listened to us you guys are amazing our classified partners um we just are so lucky to have your support every single day whether we're working from school or we're working remotely i wanted to mention one person um in particular who i don't think we're going to get through this year without him and that's ron russo he is absolutely um been doing an amazing job with ordering supplies and moving people and classrooms and he'll be moving furniture out of

007rooms um ron and your team we just can't thank you enough um parent group hsf and apg and the um parent groups at each schools we're going to need you this year more than ever so lee and lynette welcome and we are very very grateful to you um we're going to be greeting our students very soon and our students are an amazing part of working with us um they keep us sane they keep us grounded and they tell us when we're just plain wrong or when we don't understand something so we are very grateful for them i'd like to say a few words to parents directly to you um we are listening and we have heard you we know that many of you are anxious and worried and we are understand that you are concerned

008about your children and want what's best for them we want to partner with you we need everyone's best thinking around these issues and we value you tremendously we need your help as we are creating educational programs to make each student's school experience the best it can be we are so grateful for your survey responses and yes i was on social media i was the one who was asking everybody and telling you we needed your help what we did with those survey responses is that we were able to validate the fact that we think we're on the right track hopefully we know that we are on the right track with creating virtual classroom so in asking for your help here's what we need you to do luanne will be sending out a survey to elementary parents

009it is extremely important that we have this information from you so that we can start to build classes and so that we can start our students and hopefully keep them as settled as possible throughout the year um and my last part that i wanted to say since march our world has shifted and we've had to rethink so many things and there's some lessons that i think we learned and i think this is probably where i'm going to start with my students as we start the year um i think we're more grateful i think we've learned to be more trusting of each other i think we've come to understand that every person can and needs to make a positive difference i think we understand that we don't do things perfectly anymore it's just too hard to

010control all of this and do things perfectly but we can try to problem solve figure it out pick ourselves up and move on so i'm hoping that we can make this a year where we take care of each other in the district where we have each other's backs and where we make every student school day the best it can be we want you to know we're committed to that and we've got this thank you thank you mary i appreciate your leadership during this very difficult time uh 3.2 cse d mooring hi along with kim and nicole and margo the classified staff wants all of you to know how much we respect and admire all of the work and the pivoting and the problem solving the board and the leadership team and the cabinet the teachers

011have done this year this summer for this year it has go it's going to be a unique and interesting year and we respect you so much we admire what you have done and we are looking forward to working with you so that we can all together take care of the kids and take care of each other thank you so much for all of your hard work we all want to feel safe and the classified staff is really ready to help make this unique year a good educational one for all of us especially for the kids thank you we really appreciate it [Applause] thank you dean uh 3.3 is um apg lynette caplus uh welcome lynette your first regular school board meeting of the new school year hi thank you don first off i'm just so

012excited to be here this evening and i want to say thank you to all of you on the board it has been an amazing opportunity this past summer to just work with you and one of the things that i am so appreciative for the hillsborough district is the relationship that all um that we have all the parents have with the teachers have with administrators it is really incredible how we have this wonderful relationship where we all work together and i know as everybody has mentioned it is going to be it's going to be a challenging year it's going to be a year unlike any other and um but i think that this is going to be a year where we can come together apg has been working together throughout the summer we've been meeting we've

013been collaborating we have a commitment and that commitment is to make sure that everybody in our district whether they choose virtual classroom or in-person classroom that every child every parent feels connected supported and feels a part of their of this wonderful amazing district that we call our home and so we are committed to that and i'm really excited about the work that's being done one thing i know is that the parents in hillsboro the volunteers that we have are incredibly creative they're dedicated they're hard working and we're going to come up with some amazing um programs and events this year i know there's going to be a loss as we've been talking about not every program that we've had in the past we're going to be able to have this year but i think we're

014going to have some new things and that's really exciting to me to see what can come out of this i think this is an opportunity uh this year for us as parents to display to each other to display to our kids our resilient nature to show compassion to one another to show the grit that we have here in uh hillsboro school district so i'm really excited i know it's going to be a great year and as mary stated that parents need to come together the teachers need us administrators need us so please look for volunteer opportunities they might be online they might be hosting a virtual uh activity with your child's classroom but it's going to be exciting and so we're again we have this opportunity to come together and to step up and we're

015better together and i know it's going to be a great year and i just appreciate again all the hard work the endless hours that have been poured into our back to school plans and i'm confident that we're gonna have it's gonna be a great year so please partner with me parents um and help help support our schools thank you so much thank you lynette uh now is 3.4 hsf uh welcome also to our new hsf president for the school year lee rozlovski thank you don i'm lee roslanski for those of you who don't know me and i'm just so excited to be here and to serve hsf in the district before i start i just want to take a minute and thank all the trustees and dr luann colimano's leadership i cannot express how impressed

016i am with your commitment to our students i know you've worked round the clock for our back to school plan and we are so fortunate to have you leading us i also want to thank our site administrators and teachers for their dedication to our students as you heard mary tarello and d they are so excited to be with our kids we are so fortunate to have these kind of caring individuals in our district we are really truly lucky and as hsf continues to partner with the district we celebrate 40 years of donations which have helped support excellent education and given our district different options during this really difficult time and even though the school year will look different like lynette said i think this is an opportunity for us as a community to continue to

017support our schools so please consider donating on or before um giving day which is september 24th so mark your calendar hsf has promised the district 3.4 million dollars for this school year and it's a part of their working budget these funds are essential for our students to continue success whether they be in distance learning in person or virtual academy and as hsf continues to plan for our own year of community events the classic will not be held unfortunately the luncheon portion um if it's safe to do so we'll go forward with tennis but only if it's safe to do so so i i do again want to reiterate how grateful we are for all of our volunteers for this community and i think as long as we continue to support one another and the district

018and show compassion that it will be a great year for everyone thank you thank you that moves us on to three point five superintendents report luanne carlimonio good evening everyone um good evening to our parents and our staff that are joining us here tonight and i just want to tell you that i'm so moved by hearing the educators in our district and by our parent leaders um we know this has been a bit of a bumpy road and we couldn't even get down this road if we didn't have the support of everybody in the district kind of moving us forward in the same direction and sometimes we may veer off just a little bit and then we get back on the road again because there's a lot of complexities that we're navigating and so i'm

019thankful for the input and support that we have from our parents it it helps us uh be better as a district and i i welcome that input i think it's incredibly valuable so thank you and thank you to our educators who they never really left for summer when i wrote my welcome back letter it was like but wait you never really left so that's where we find ourselves and i look forward to our first day of getting everybody um virtually back together next monday i think it's going to be an awesome week with a lot of uh great work taking place so that we will be welcoming our students back to school on the 24th it's a wonderful even in this environment it is wonderful to see our students they are who energize us so

020we look forward to getting them back even if it's just virtually so a quick um congratulations to uh our incumbent board member uh greg danis trustee greg danis and um to kim olaf who will be joining the board and a fond farewell to margie but not yet um so she will be with us through the end of the year and we're so thankful for that and for the work that she does here in the district um again i just want to recognize staff for the hard work they've been doing ron russo and his team our technology department our site um administrators teachers our classified staff it has been a team effort to get everything um ready even starting virtually we hope that we will be able to start in person when it is safe to

021do so and we will be ready for that normally at this board meeting we have reports on facilities summer school and staffing and we will be hosting those reports in our september board meeting we just need a little more time to um get some of that all figured out and so we will be sharing that information in september and we look forward to doing that we ended our year with our assessed property values at 5.32 percent and so um that was projected uh by our cbo joy shen so we're on track um obviously we are budgeting more conservatively conservatively this year i'm given everything that is happening in the economy so um joyce as she does our presentations through the year we'll update the board on assessed property values and how our budget is looking

022um when she gives those reports and i think that's about it for now i really look forward to welcoming our families and our students back even if it is virtually and i think all of the previous speakers tonight um for really motivating me um to keep doing the best job i can do their support means the world to me so um thank you thank you luanne trustees any questions or comments on the regular reports so far this evening seeing none we can move on to item four current business 4.1 the 2020 return to school update luanne carmonio all righty um so tracy would you um please be able to share those slides from the presentation wonderful um so i just want to let folks know a couple of things here and then we'll go through

023the the slide deck um and i've updated the presentation so there was an original presentation and i updated this with uh survey results and so i'll be talking about those survey results and next steps in moving forward i'm going to present uh the beginning part here and then maureen sullivan who is our virtual classroom coordinator we'll talk a little bit more about programming and next steps for outreach to our families in the district next slide so to recap uh from our august fifth board meeting which seems like yesterday and a hundred years ago all at the same time um this is what has taken place this is what um the board moved uh to action on and so i want to make one clarification just because i think there was maybe some mixed messaging on

024this that we will come back and i have an example later on in the slide deck three weeks from when the county uh is off the monitoring list so it's two weeks before we can start school it is a third week and then we will start in person school so i just wanted to make that clarification we're going to use a rolling calendar once we start school i'll update parents on friday afternoon or evening that we will be either adding a week to that schedule or we will be moving back to um in person should we be allowed to do so and our return to school plan has a measured sequential approach so um we can take a few steps gently back onto campus when we are allowed to do that and one of the

025important pieces of the work that was done on august 5th was the board directing staff to recast remote school um and to look for parent choice basically after we we do a little bit revamping there and to look at the cohort sizes that was our charge from the the august 5th board meeting next slide tracy okay so what have we done in the last six days well a lot so what we did is we um discarded remote school and i will just share that when we first developed remote school that was done with the best information we had at the time um since then we've we've learned a lot we've gathered a lot of information we've worked with our teacher partners our teacher leaders and we feel like we have a very good program in

026virtual classroom and so this is the the second bullet here is that by meeting together as a collective team we really um came up with a virtual classroom that will be taught by our district teachers following our instructional models and curriculum i think that is key and our reopening plan has been reviewed by a number of stakeholders the link is here it is also in the agenda and parents i sent it to you in my last newsletter we are revamping our website so that we're able to to have this in a more concise area so stay tuned for that next slide please so we did give parents a survey asking for their preference and that survey was really important because what it told us was there is was a significant number of parents in our

027district that are interested in virtual classroom with um kind of the reconfigured uh program for remote learning and at that time the survey was a non-binding request we just wanted to see where people were um at the same time our stable cohorts at elementary have been reduced that was one of the charges from the board and i want to make clear that when we had presented last time we had talked about cohort sizes being a grade level at a given school but what we're doing now is the cohort will be a single class and i have talked to some of our medical advisors in the district and this is definitely an acceptable plan as long as the children are wearing face masks and they're physically distanced by six feet and that is what we will

028be doing our cohort says size at crocker we are going to continue to work on that model um we are able with the um alternating block schedule to reduce a movement on the campus and in any given day except monday uh teachers will see approximately 45 students and so we're going to continue to work on that to see if we can actually lower that stable cohort size so we're again working with some of our medical advisors in the district to help us think through um maybe some schedules that will work for for that next slide i also think it's critically important for our audience to understand what the school board can and cannot do um sometimes i receive emails and i'm like i don't have control over that i i can't do anything for you

029on this these are the things that our board members cannot control they can't decide to bring students back now we don't have the authority to do that um they cannot um be cleared to bring students back without a waiver and from what we understand from dr morrow and some public comments he has made that may be the first week in october so we have not been able to get clarification on when that waiver would even possibly be available and again according to dr morrow even if the waiver comes out in september we likely wouldn't be able to do anything until october and we cannot apply for a waiver since there's no process in place it's a concept until we actually get some documentation which we hope to get in september so given this narrow scope

030what i'm asking the board for tonight is input and just thinking on our virtual classroom programming the implementation of our survey to k5 parents asking for a binding decision so that we can actually uh design our classes and get staff into the right teaching positions and the phasing of um in a student and teacher return again when it's legally um available to us for us to do that i just want to review that with the trustees proctor parents are not being asked at this time to commit uh to programming and that was kind of a complicated decision and um i spoke to our counselor today i talked to teachers today it's complicated but we are going to hold off on that for now we're just going to ask our k-5 parents to make a decision

031by this friday whether they want in-person school or virtual classroom and i'll talk about that in a moment next slide tracy so again i'm just sharing this model as a refresher and a reminder of what we are moving forward with um the way we are doing it now we are asking parents for survey responses i will send a survey out tonight we're going to ask for it back by friday at 3 pm whether parents are interested in remaining having their children participate in virtual classroom or in-person instruction when we are allowed to come back all of our students across the district will start with distance learning but we will have specific teachers assigned to virtual classroom and teachers assigned to in-person classroom because we believe that we'll have the least disruption on our students when

032we come to the trimester break so again all students starting with distance learning this is k5 i'm talking about they will either be assigned a virtual classroom teacher an hcsd teacher or they will be assigned an in-person classroom teacher so that when they make the transition back to school they will have that teacher next slide so i just want to give a brief example of the timeline here so if the county is off the state monitoring list by september 1st based on that three-week rolling calendar uh school would start for the students 21 days later that would be september 22nd and for our elementary students who are coming back we would have a week of welcome and for our sixth grade crocker students they would begin returning to campus so that just gives you a

033scenario about what the timing would look like should we come off the state monitoring list next slide and again this is from our last presentation but in case there are parents who didn't have an opportunity to join us or hear about this we are going full-time distance learning for all we will have a three-week rolling calendar waiver information is not yet available our teachers and staff and principals are working on the welcome back for our elementary students so we don't have a defined schedule for what that will look like when our elementary students come back to campus that first week back we do know that our return to week two we have a kinder a second grader our second graders and fourth graders coming back and week three is first third and fifth graders coming

034back to campus and then we repeat that one time and by week six all of our students who are in the in-person programming will come back to campus next slide alrighty and for crocker middle school a very similar model except the time that we are kind of reintroducing students is extended so we will have our sixth grade students back on campus seventh and eighth stay home when we're allowed to come back the week two only our seventh graders are on campus and week three only our eighth graders are back on campus and we do that one more time and then our students come back as we look ahead here i actually have some scenarios that i think will help you understand that and i'll present them a little bit later because i think it really

035helps as trustee dennis will remind me to actually walk through what it's going to be like for a student an actual student who is attending our schools so next slide this is linked in this google slides presentation and it's also attached to this agenda item our fall 2020 school reopening plan next slide and you'll see that on the plan these are the different areas that we address i think the plan is something like 50 something pages maybe 53 pages and i just would encourage all of our parents to please take a look at this plan um i will link it in the survey that i send or the newsletter i'm going to send a newsletter home tonight after the board meeting and i will link this in there because i think it's a really good

036plan that was vetted by a lot of folks that will help guide you in your thinking about the return to school process next next slide tracy all righty and this too is linked in the plan this is the last page of the plan and this gives you um all the email addresses of folks who you may need to contact should you have specific questions so please feel free to uh contact us it helps us to know if something's not right for you or your family we want to address that next slide all righty so um i'm shortly going to have maureen sullivan join me to talk a little bit more about our virtual classroom but i'm going to give you some updates and then i'm going to walk you through a little bit of data

037and then i'm going to actually talk about some scenarios with kids um coming back to school so um next slide these are very important updates for our parents so the parents of elementary schools will be given a survey and asked to complete that survey whether they want virtual classroom or in-person school when we when we come back to school teachers and principals cannot configure classrooms without this commitment that's why we are asking parents to do it we had a three and a half hour meeting yesterday with our leadership team trying to place students we couldn't do it and i feel like we tried every possible way we have to get a commitment from our parents uh the survey will go to the elementary age children parents um and we will be asking that to be

038returned by 3 pm on friday and we do not need a binding commitment from our crocker parents at this time because we were able to schedule students next slide alrighty so this is important as well all virtual classrooms will be taught by hcsd teachers virtual classrooms for k5 will start when school begins on the 24th we will assign it should you be a parent that chooses virtual classroom we will assign your child to a virtual classroom teacher and um all of our students as a reminder will continue to be in distance learning when we start back to school and then parents can choose to move out or move into a virtual classroom at each trimester break so we feel as a district that it is important to give parents choice this is very complicated and

039so we're taking this step by step because there's a lot of moving parts and again that's why we really need your commitment um to move forward so i'm going to talk a little bit about the survey data that has really helped us move this work forward as well um next slide so on this non-binding survey we had really tremendous input from parents i'm going to show you a couple sets of slides it's not the same data some of this data was gathered um ahead of time in the morning and some of it was gathered in the afternoon like so the slides are a little bit different and i'll point that out to you but overall overall you can see the percentages here um if we looked at all students in the district we had about

04016 of families we we didn't get a response from and we could see that there was when you put that data in about 25 want virtual and about 58 want in person when you do it with the whole with all students when you just look at the responses and break it down it's about a 70 30 split um and that was helpful for us to know how many um parents and students were interested in virtual classroom next slide so this just breaks it down by school and we asked two questions actually the question was really framed around do you want your child back to school do you want them out for a trimester doing virtual learning or are you ready to commit to a year of virtual uh classroom and so you can see these

041are the actual numbers of respondents that we had um this is for crocker middle school so you could see clearly the vast majority does want their children back on campus but there's a significant number of families that want to continue with virtual classroom next slide so i also want to let you know that the bar graphs um some of them alternate so it's really careful to look at the wording for each one um so that you're not caught off guard again the top one how many students actually want to come back on campus the next one is how many want to remain for uh the who want to remain in the virtual classroom for the trimester and the third one is for the entire year and these were the results from north and uh next

042slide tracy we have south and you can see that um south again not unlike the other schools has a significant number of families that want to to come back to school the next uh we have 37 who want to stay for the um oops thanks trace 37 who want to stay out for the trimester and seven who want to commit for the entire year next slide and our next slide is west school and you can see here that again um it's a little bit the bars are reversed so you just want to make sure that you read the legends correctly the first one is how many want to come back to campus the second one is how many want to commit to staying out for the entire year and that is a significant number and

043the third bar is how many want to stay out for the trimester and the last bar on this one is students who are parents who would like to homeschool their students or not have them attend hcsd programming next slide so this is where i just want to call attention to this this is where you'll see some differential in the numbers the idea here was to give us a feel for where the numbers were we weren't looking at this data as numbers that we were going to build classes on because we asked for parents preference we didn't ask for their commitment so if you look at the larger graph on the left you could see how many total students we have at that grade level and how many we're choosing virtual so this is broken down

044by by school and by grade level if you look at the slide on the right you will see slide 21 which is the slide that we happen to be looking at you'll see the numbers here so north had south had 35 west had 73 and crocker had 60. that was um on the morning of august 10th by the time we posted um the other graphs that was the evening of august 10th and you could just see the increase in numbers and um if we take north for instance you see 66 that was 51 who wanted to be out for a trimester and 15 that wanted to be out for the year south 37 for the trimester 7 for the year west 78 for the trimester 31 for the year and at crocker 62 for the

045trimester and 16 for the year again this data is just preliminary data we are not basing classes on this that is why we are asking parents to commit so we have some accuracy for our k5 classes where those configurations are really driven by parents response to these surveys next slide i'm going to turn this over to maureen sullivan um who is our virtual classroom coordinator so she's going to share um and then we will do a little q a at the end so maureen it's all yours great thanks luanne um good evening everyone um after our last uh meeting we we definitely were very reflective of our remote program and revamped it um and so we now have our hcsd virtual classroom program and right now we're going to start by talking about the program

046for the elementary schools so our virtual classrooms first of all they will be taught by hcsd elementary classroom teachers they will have very similar specialist instruction as the students are having um in per for in-person learning so in some of the cases that um instruction via the specialists will be synchronous and in some cases it will be asynchronous um it will be a combination depending on the area of specialists um also all of the virtual classrooms will be using all hcsd curriculum and resources and the schedule in which those students follow in the virtual classrooms will be very similar to the schedule that these students in the in-person learning are following also um and tying into that schedule we want to make sure that our virtual classroom teachers have the opportunity to work with the

047teachers um at their grade level um you know that are working in person and also connected with that we want to make sure that our virtual classroom teachers are looking for opportunities so that the students within the virtual classroom can engage with the students in their home schools and in in-person learning and also the virtual classrooms will utilize a variety of instructional strategies we want to make sure we're encouraging engagement as students are learning virtually we're building a sense of community we're addressing those individual needs and we're also addressing the social emotional needs of our learners next slide please um a few other aspects of our elementary virtual classroom is the class the virtual classes will have class sizes that are similar to our normal class sizes and they're going to follow the district advisory

048cap numbers that we've used in the past so for example um we will you know set a limit of 20 students in k1 22 in grades 2 through 3 and 24 students in grades four through five um also depending on the number of students that are interested or that commit for virtual classroom we will be having at least one teacher um for a grade level but in some cases there may be a need for two um again depending on how many families do commit to virtual classroom within the virtual classroom it is going to be a combination of students from north south and west they're going to come together and have the opportunity to to meet new friends and to you know share in the learning experience together there will be consistency across grades across

049the district so that all students are learning a similar having a similar experience and that really refers um you know in terms of the in-person learning so that if at the end of the trimester when a student does shift from you know virtual into in person you know they're they're going to have an easy time a smooth transition back to in person um if a student opts out to return to school at after a trimester of virtual classroom we will place them in their home school unless the classrooms at that site cannot physically accommodate an additional student our preferred you know our preference is to be able to put students if they return from virtual back to in person our preference is to have them return to their home school but in this instance of

050you know of covid we it's really important that we look at the site in the physical accommodations so that will be looked at uh next slide please um and we've got our first scenario um luanne you had been mentioned it do you want to continue with this or either way you can go ahead maureen that's that you bet um so within our first scenario we've got a second grade student um in this student lena is a second grader at south and her her family's chosen for her to participate within the virtual classroom for the first trimester um and so when school begins on august 24th um lena is going to be assigned to a teacher who will be teaching um their first trimester in the virtual programming and so lena's teacher is going to be

051mrs smith and mrs smith is a teacher from north um and she's been teaching second grade for you know several years really experienced teacher and lean is going to be joining other second graders there there may be a few there's going to be a few from south there's going to be some from west as well as from north so all three schools will be represented within mrs smith's virtual classroom mrs smith is going to be working with her second grade teaching colleagues throughout the trimester and those would be her colleagues at each of the three elementary schools and she'll be working with them on you know creating her plans um that the students will be following in october the beginning of october we find out that san mateo county is no longer on the state

052monitoring list and parents that have chosen to return to in school will be beginning to return on october 22nd but because lena's um family has decided that she would remain in virtual instruction through the end of the trimester she will continue with mrs smith so for for lena it will be a smooth transition with the same classmates as well as the same teacher for all for the entire first trimester at the end of you know a few weeks three weeks prior to the end of the first trimester lena's parents are going to be asked to commit to the second trimester in terms of either virtual or sending lena back to in-person school for second trimester lena's parents have decided that they are going to send lena back to in-person school and lena will return to

053one of the three elementary schools and every effort will be made that for her to be able to return to south and as a third grader at the end of the school year lena will return to south no matter what uh next slide and we've got a um second scenario and um in this scenario the the family chose in person um and i think it says lena here but i think we'll go with linda so there's a little differentiation between the two um linda is also a second grade student at south and her parents have chosen for her to participate in the in-person learning um for her year um and she'll be having in-person instruction when school begins on august 24th linda will be assigned to a south school second grade teacher and she will

054begin with her classmates learning through distance learning on october 1st when the state removes san mateo county from the state monitoring list and students whose parents have chosen in-person learning they will be returning to school on october 22nd linda will come back to school on october 22nd for a week of welcome back that will be designed by the k5 teachers and principals school will open with all the safety protocols and procedures outlined in the hcsd fall 2020 reopening school plan and linda will come to school on week two as well and then linda and her classmates will go back for one week of distance learning with her class and then they will come back with her classmates on week four and will continue to um continue with in-person learning three weeks prior to the end

055of the trimester linda's parents will also be asked to commit whether they would they want to continue with in person or they would like to switch to virtual um linda's parents decide to continue within person and linda will remain at south for the rest of um you know the year as an in-person learner uh next slide please um and this is you know just a schedule of a possible second or great or third grade classroom um within you know um both distance learning will start with something similar as well as the virtual classroom uh next slide please and now we're gonna take a look at um what the virtual classrooms will look like for crocker students um so first of all all of the virtual classes will be taught by crocker teachers and we will

056be using crocker teachers that teach in that um curriculum area um and with that we will also be using the crocker curriculum textbooks and all of the resources um that the in-person crocker student or teachers are using um for virtual the crocker students will be following the same daily schedule as in-person classes and um each grade level will have a virtual class that is part of either the blue or the gold house and as a quick summary what crocker crocker is doing is for each grade level each grade level will be just divided into a blue and a gold house and then the blue house will all have so approximately 80 students they will have the same five teachers for one for each subject and those students will rotate through and our virtual classes will

057actually be a cohort so within a house so the the the in-person house which has the virtual class will actually not be 80 but will rather be 65 for example because those remotes those virtual students will represent one class which travels with these students within either a blue or gold grade level house um it's a little confusing but what they've figured out is amazing um each of the virtual classes will move together from period to period for math english social studies science and then the pe world language and elective wheel the virtual classroom students will be able to be active members within the crocker community there will be lots of opportunities um provided for the the virtual students to engage with in-person you know students and of course to celebrate their crocker pride which is

058really important go vikings uh next slot slide please um and here's here's a copy of the um crocker classroom virtual schedule so on monday students would have 45 minutes they would attend each of their five classes for 45 minutes each there will be a 20-minute advisory um which will occur monday through friday um and then on tues so they've got an alternating block schedule it's a little modified on tuesday and thursday students will have a longer block period for periods 1 2 and 3 which will be 75 minutes long and then on wednesday and friday again there will be 75 minute periods for um classes [Music] three four and five and i made a mistake on tuesday and thursday um it's not third period it's flax um so i think you know crocker's really put

059together um a great schedule that will work well um and provide opportunities for both our in-person learners as well as our virtual learners to really feel a part of the community which is extremely valuable um and so in terms of that cohort just one piece i want to explain so from the teacher perspective um and you know i'm going to use mary tarella who who is our hta representative and spoke earlier if she's an eighth grade social studies teacher and happen to be um the teacher that is teaching the virtual class her first period may be in-person students and then for her second period it's going to be her virtual class so instead of having you know 15 students walk in her classroom instead they would be walking into her zoom room and she would

060connect with them virtually and then for periods three and four you know then mary would have in-person students um so um just a quick overview of the crocker schedule if we can go to next slide please um we've got another scenario here and these are for our sixth grade crocker students and in this um first scenario we have van who's a sixth grader and his family has chosen in person and when school begins on august 24th um van has his schedule and he will begin his year in distance learning and he's going to be in the sixth grade blue house um the blue house has the same four um core class teachers for the year and then they also have a rotating elective by trimester um so van's going to be taking five courses math

061english social studies science and pe for first trimester for second trimester the pe class will be a part of the wheel where he may have world language or his elective with the third option being um third trimester um vance first period teacher is mrs zaire for english and mrs heir is van's advisory teacher for the daily morning advisory and mrs air is also his teacher for the twice a week flex program period and on october 2nd when word comes from the county that we are no longer on the monitoring list van's parents will be given a survey at that point and they will be asked whether or not van would like to continue in in the virtual classroom or if they would like then to attend in person and van's parents choose for him to

062begin in person learning so on monday october 26th which is 21 days plus the weekend after we have been removed from the monitoring list van will return to in-person school he will attend school for the first week for week one the week of october 26 and then he's going to return to distance learning for weeks two and three and then on week four he will return for in person which is the week of november 16th and then for weeks five and six he would learn from home at the beginning of week seven which with this scenario would be december 14 van would return to crocker with all of his peers for in person following all of the health and safety protocols uh next slide please thank you uh for our last scenario we have an

063eighth grade student whose parents have chosen the virtual classroom um in this student is gus on august 24th gus has his schedule and he will begin distance learning in eighth grade blue house he's also going to be taking five classes he'll be taking math english social studies science in his world language and his first period class is mr lao for math mr lao is also gus's advisory teacher for his daily morning advisory as well as for the two weekly flex classes and on october 2nd when san mateo is removed from the state monitoring list gus's parents are given the survey and on this survey they decide that they would like gus to continue in the virtual classroom um so on monday october 26 21 days in the weekend gus will begin his virtual classroom program

064he attended his first period class with mr mckenzie using zoom then he will continue with his same core teachers in the blue house of the virtual classroom in order for gus to continue with the same core teachers in the blue house his schedule had to be adjusted in the order of his classes were arranged so that now he has mr mckenzie for first period english who was his formerly his fifth period teacher and now he has mr lao for fifth period math he has the same core teachers just different periods in this scenario next slide please thank you and let us know if you have any questions um luanne can you stop sharing or tracy yeah stop sharing the screen thank you thank you trace trustees any questions or comments for our presenters no questions

065all right margie you're thinking okay you're up i got it the clock okay margie i can add i'm trustee get us to go ahead go perfect time to add something for a few minutes yes okay so i just want that timing was pretty incredible i just want to share that we will have um we have three principal meetings scheduled for tomorrow um i'll resend those zoom addresses out for northwest and south and then maureen and i will be hosting two additional meetings focused on k5 virtual classroom and those meetings will take place on thursday we have one at 3 p.m and we won we have one at 6 00 p.m um for parents who are not able to um attend during the day and um those meetings will all be recorded so if parents can't

066hop on we'll have recordings of those meetings uh let's start with greg dennis you know i'm reminding reminded of that phrase well you know it it isn't rocket science this is i mean this is this is really something i was making notes throughout the presentation in uh recalling our meeting only six days ago which is amazing and and the three the three major areas where the size of the cohorts um the nature of the remote or virtual program and sort of a subsidiary of that second one an equity issue between an in-person and a remote program and from what i can tell what you all have done in six days is incredibly responsive to all three of those areas i've seen too many of these models in too many school districts across the state and

067as far as integrating the virtual with the in person not not just in the classroom and the students together but also the teachers collaborating together such that when one moves from one system to the other as marine said they're pretty much going to be on the same page curriculum wise and where they are in the um in the classes uh it's just great um coordination i also noticed that um and maybe i am inferring when you're your survey came back and there were more people i believe at every school that said they might try first semester but not second semester trimester or the whole year there were more people that said i might try virtual the first trimester but not the whole year that to me indicates even another level of choice that is you

068know what first trimester i'm gonna kind of wait and see how things go you know let the dust settle um but i would like the opportunity to come back if if i can so choose and so i'm not going to choose the whole year i mean it's just a whole another nuance i think to offering parents and students um choices um let me see here i don't as much as i can tell from everything you've presented i don't see equity issues as between the in-person and virtual program they're all hillsboro teachers it's all hillsboro curriculum um they're they're integrating with each other at crocker i mean the virtual students are almost going to crocker along with with the regular students which is which is really incredible so um as far as giving direction to an

069administration from a school board and having that direction followed this is um this is incredible i'm very pleased thank you thank you uh margie i just had a clarifying question in the scenarios that maureen was presenting and it sounded like there was a possibility i think at the crocker level and maybe it actually applies to both that we would go off state monitoring potentially and be fully back in person by october 26th but that is right nearly at the end of the trimester right so it sounds like that would just roll into the second semester for those scenarios the fact that our trimester ends when we might go off the monitoring is just it's hard to predict i understand but i just wanted to raise that as an issue that our trimesters are sort of

070this end date that may or may not coincide with when we go off completely so i was just curious about that i i can um anyway yes we when we actually did the scenarios which were really helpful um you could actually see how far out the dates were in coming back right even if you looked at the crocker scenarios you have you have kids starting full-time back to school in the beginning of december right that's after the first trimester so we're gonna have to just do some finessing as we get responses from the state in terms of possibly opening right i mean that is going to have an impact on on everything and the date that i chose when i i shared here was october 2nd um and lena's was a little bit off but

071i'll fix those dates um when i pres when we present to parents um but the idea here is that it is going to take us if if the state waits at least a month in as trustee dennis um or we had shared earlier was that the state may not even open until right scott morrow even with a waiver scott morrow has said maybe september maybe you can open october right so we're up against a lot of different deadlines that we don't have a lot of control over luanne can you quickly remind us when the first trimester ends uh november 13th uh any other trustee questions or comments gilbert i would like to echo what uh greg said in terms of the staff working really diligently to be responsive the things that we uh encouraged and

072asked the staff to do so i want to thank everyone for working on that and collaborating i i'm very pleased with where we are right now yeah if there are no more comments from trustees i will open it for public comment on this item so public comment on the 2020 return to school update you're welcome to virtually raise your hand and we will start with susan frankel hi thank you um um i'm susan frankl a crocker teacher and i'm one of many who spent um a lot of time this summer on prevention professional development uh preparing for distance learning and i think it can be really great for students um and i apologize for my dog in the background he when i start talking he thinks we're having a conversation um but that's not why

073i want to talk to you tonight um first i want to thank luanne and the board of trustees for allowing educators to be heard and for taking our positions seriously yes the process has been imperfect um because we are humans and we're learning as we go but um when the hta negotiators first sat down with the district negotiating team to discuss a memorandum of understanding this summer the first thing that trustee greg danis asked us was how are the educators feeling what do they want um and i'll never forget that and i truly believe that attitude is what sets hcsd apart from other districts um and uh by the way congratulations on the re-election greg we're glad to have you um this has been an incredibly stressful summer for all stakeholders um but for us

074the educators it's um i would venture to say been off the charts stressful and a a roller coaster of anxiety um the constant uncertainty about where we will teach and how we will teach is real and you know there are still educators who are only definitively finding out their teaching assignment this week but of course the overriding cause of stress is concern over health and safety upon our return and you know people can get mild cases of covet sure but people also die from this and when i spoke to you at the beginning of july um at at your meeting um i said that the educators were taking on 100 of the risk of returning to school and that's actually not true anymore um just as of today there's a report in the news um

075from a an association of pediatrics that reports cases in children are up 90 in the last four weeks so so we're not the only ones taking the risk anymore um the children are as well so what i'm asking of you the board of trustees is a temporary reprieve from this constant crippling stress and uncertainty at the last board meeting you discussed having the district do dis distance learning for all of trimester one and several of you expressed support for that idea um it sounds like from what i've heard tonight that it's entirely likely that we would be doing distance learning for all of trimester one anyways um but it was you know the idea the the discussion ended last week and i urge you to reconsider uh trimester one is only ten weeks it's not

076that long and as you've heard we still might be on the state watch list anyways but if we could just say that the district is doing distance learning for all of trimester one your educators would be allowed to focus on providing an effective and engaging distance learning program without having to worry about when the rug will be pulled out from under us and we will be sent into the classrooms um i said before that susan can i ask you to wrap up please sure you can um most of us are going to return because we love our students and we're professionals but i'm and i really urge you to reconsider just letting us relax not relax but know that we have some certainty for one trimester thank you very much thank you susan uh the

077next three will be sheila then mark then linda sheila higgins go ahead hi i'm just hoping thank you by the way thank you for the updates and um two things i wanted to ask and maybe they can be clarified later i think this is not supposed to be a q a one question was just why does the crocker day end at 1 40 um i don't know that that's been addressed already i apologize if i missed it but i'd love to hear that and also if we could just get a further explanation of the gold and blue house i i i was confused by that and whether or not that's here or in a future communication that would be great thank you all right thanks shiva uh next we'll do mark kenneth uh hi how

078are you all i want to commend the district by how much effort you put forward to pull this together it's amazing what you've been able to do our concern as a family is that we think you're trying to rush everybody back uh we'd like to see that once the state monitoring list were off it then it would actually be till the next trimester starts that anybody would consider going back to school very similar to what the teacher had just referenced which is we need to stabilize everybody and let us focus on the the current plan before we switch up three weeks from now or eight weeks from now to a new program so it would be uh that the start of the next semester once we're off the list would be the first time anybody

079would go back so anyway that's just what our family's thinking thank you so much thanks martin and linda grady hi everybody i am one of the crocker teachers i'll be teaching seventh grade math this year and um my comments will be very brief first thank you so much for all the work that has happened in the past week and i saw a change in today's version that i think is different from what we saw before um the change that i saw was that instead of having one teacher per grade level per subject teaching virtual that students would stay with their current teacher what that means is we went from eight sections per grade level per subject down to seven and now it looks like six which could potentially have our cohorts be bigger and i

080know that we were working toward having to be smaller i for one was hoping to have smaller cohorts not just for safety but also that um should there have been any learning gaps that developed over the summer or from the spring for kids who had trouble getting up and running having smaller classes i was really excited about that actually to help fill in some of those gaps thanks thanks linda so i will pause for just a few seconds in case anyone uh has more public comment i see uh cheryl has a public comment go ahead cheryl thank you and thank you everyone to all the hard work you've done so far um i would like to voice my strong concerns with the virtual classroom plan we are a family that was considering the virtual classroom

081for our second grader but do feel disadvantaged by a few key aspects of the plan i am upset that if a family chooses a virtual classroom that they are one not guaranteed a spot to return at their home school potentially and additionally that they will not be starting in their home with their home school peers in distance learning what happens if we are in distance learning for the whole first trimester for any variety of reasons what if the waiver program takes a long time or is reversed or we spend the entire first trimester in distance learning shouldn't those virtual classroom students get the chance to be with their peers for as long as possible um because it could realistically be the entire first trimester that we are in distance learning mode the virtual classroom students

082should get to stay with their peers as long as possible to maintain relationships and receive an equitable education to their immediate peers i do understand it will be a disruption to move them to a virtual classroom if the school reopens but kids are adaptable and i believe that the benefits of keeping them with their peers as long as possible far outweighs the cons of a disruption and also there is potential for disruption at each trimester anyways because people have the right the option to choose to move back and forth i'm also very concerned about losing our spot at returning to our home school south i was shocked and disheartened to learn that if we do choose virtual classroom that there's a possibility we may not be able to return to our home school when the

083time comes we are registered south family and have dedicated countless hours to our school as i'm sure many families have and if we can make accommodations to bring kids back now in creative ways why can't we make those accommodations if needed to bring back the remaining students i do understand subordinates tension the board's intention to return everyone to their home school is possible but it should be an absolute guarantee it is unfair for a family to worry that if they make a decision for virtual classroom but they are then risking their spot at their home school i do understand and appreciate that these are very confusing and difficult times and that your task is a big one but i urge you to please consider taking action on these points so that your virtual classroom families

084don't feel at a disadvantage thank you thank you cheryl nicholas oh hi thank you very much um hi my name is uh nicholas zeitlin and i'm a parent of a second grader at north school um first i just very much like to thank the trustees administration the teachers and the community you know the hard work and creating these plans and to everyone uh who has commented already in the meeting today um i wanted to just speak very briefly to register our families you know strong support for the elementary school plan as described in the document today you know the evidence it seems quite clear that young younger children are at relatively lower risk as compared to older children or adults from the virus and additionally that the costs to those children in their mental health

085and social development from you know isolation from their peers and lacking the ability to go to kind of traditional school or significant so look we very much appreciate the efforts of the administration you know to return our children to school as soon as it as it is both you know legal and safe um the survey results um as conducted by the district seem to support that as a you know something of a majority opinion amongst the parents and then finally i'd just like to close by really deeply thanking the hillsborough teachers who will i think we should all acknowledge you know be taking some level of personal risk uh to themselves by teaching the classroom you know thanking them for their commitment to our children in our schools thank you thank you nicholas the next

086three will be katrina anita and courtney so katrina reynolds go ahead myself hi can everybody hear me um i wanted to um just congratulate you guys on uh an amazing turnaround over the past six days i don't know if anybody got any sleep so thank you it's an amazing plan um one quick question um that i throw out if i sign my child up and this maybe is in the 50 page document i don't know but if i sign my my children up for in-school learning and i get sick and we need to lock it down for like a month do they jump into virtual learning then or what happens to those kids that need to be pulled for an extended period of time for whatever reason thanks thanks katrina uh anita levitz hi thank

087you so much for everything that you are all doing i've been following you all closely from behind the scenes and we had actually a family meeting with my soon-to-be first grader and soon to be third grader this evening and i asked them you know with everything that's been laid out on the table what would they like to do would they like to go back to the classroom with the mask on all day and be limited in their interactions or would they like to stay home with us since we have that option and learn from home supported by us and i told them that they may get to make new friends across the district and they may get a new teacher across the district and they said you know what as long as we get to

088have enrichment outside and see our pod of people we are very happy to stay at home and have a very normal interaction with our parents and have you support us so i would like to express my appreciation to all of you that you know this is possible the one thing that i would say i'm concerned about is making sure that assessments are done especially for my first grader because reading assessments i know are very important in the first grade and making sure that she gets specialist time that she had in kindergarten for reading and math was very important to her and her learning potentials so that was the only thing that came up for me and um you know we've made our choice and i think we're going to stick with it and i thank

089you all for making that possibility possible for us thanks nida accordingly you might be still muted hi sorry about that can you hear me all right my name is courtney bocce and i am a parent at south school and also the current south parent board president i just wanted to thank the district for listening to the survey results and for allowing those of us who are interested to send our children back to school once we are off the state watch list there are many of us who appreciate that you are providing both an in-person learning option as well as a distance learning option for the coming year this allows for all families to make a choice that they are comfortable with it is extremely generous and it goes above and beyond what other districts are

090doing at this time so i just wanted to give my little voice of support and i appreciate everything that the district is doing for all families on both sides thank you courtney uh next is liz coo go ahead hi this is liz kuh and i am a parent at west and uh heading into crocker with a sixth grader and i just want to reiterate that i am so grateful and thankful for where the district has landed and where the board has landed with the two options for families and i really do think that after you know everything that we've been through we've landed at a really good place for both in person and for virtual school and i wanted to thank you for um accommodating sort of the many voices that um were raised throughout

091the process so thank you thank you liz uh again i'll wait uh a few seconds here in case any additional members of the public wish to say something and i see uh crystal is up first i'll go ahead uh you're muted crystal sorry that's a different uh account it's actually a sandy like hi sandy sorry about that i just want to say thank you this is a huge change from ingenuity and you know it sounds very good and i am excited to see how it will actually plan out um but thank you very much for making this happen for actually having teachers teaching the students for the virtual classroom i do have a little bit of a concern though with the flex period um i believe in maria's informational meeting the other day she kind

092of mentioned that would be like a spirit building community building time of a period however from today's talk it sounds like it might be more of a it could be also used as a traditionally used as a study hall period um back when we had it in class in crocker and i was just thinking there's better way of using that time because it is two plus hours a week of quote unquote study hall time and could that be used in a better way possibly fitting in a world language so that we don't have only one trimester of world language you know if if we could use that time more wisely um because i have a sense that probably tuesdays and thursdays more often than not you know school will essentially be ending at 12 55

093or at lunch time even you know before flex period is actually used in a very conducive way so i just want to wonder if you can re con or reconsider how flex time can be really used efficiently thank you thank you cindy again uh we'll wait a couple minutes or a couple moments a couple few seconds in case any members of the public have more to say um [Music] i do see linda grady's hand up generally we only allow one comment per person linda do you have something to add to your previous comment yes very brief uh just just in response to that last comment the same four teachers will be sharing the same house of kids and one idea we had for flex was to use that time for assessment so that our teaching

094time could be fully teaching that's it thank you all right uh at the moment i don't see any additional hands up so i will close public comment at this time um luanne uh so very early in our public comment which we had 12 11 commenters sheila higgins correctly mentioned that this is not a q a this is not for parents that's um you have a series of meetings tomorrow with each of the sites and principles so that's the time for parents to ask questions and get their discussion but if there's any brief responses you want to have to anything you heard go ahead sure um just to clarify the meetings tomorrow are for the elementary students because we had crocker's meeting on monday but maria brady's on the call so maria if you could just

095briefly um update the trustees with regard to what sheila was asking i think that would be helpful can you restate the question luin that you want maria to answer um i can't greg yes trustee danis can i don't think i can repeat it exactly the two questions says were um why does the crocker day end at 140 um what was the thinking behind that and the second one i think was um just a little more explanation of what how the gold and blue houses work absolutely um good evening everyone i'm happy to address those two questions and i can also add on to the flex period question uh so the we name so let me explain first of all the cohorts or the sixth grade is divided into two teams and we started with calling

096it 6.1 and then we started calling it 6.2 i added in the name of the blue house and the gold house to add in a little viking spirit and ultimately our hope is that our students will name their house um and that would require us to you know have our students back at school so that'll be something that we'll do and a fun way to take ownership and add student voice to the name and essentially what it means as i explained before is that for example if there's 150 students at a grade level 75 are grouped together and one cohort or one house the blue house and then those 75 students have share the same four core teachers and then the same uh trimester-based elective world language pe so i hope that explains that it's

097just a simple way of saying rather than saying 611 or 6.2 but again we hope our students will name the houses um and then the other question was about the um quickly about the flex period and our staff has a lot of great ideas linda shared one of them about how to utilize that flex period and we're going we ask that you trust in our educators and their professional discretion and how we use that some of the things that we would like to do with that are also to incorporate uh maybe at school at white assemblies or some of the things that we the retreats that we normally did or the work that our dream leaders formerly known as webb did so opportunities for student council some student-led activities as well as opportunities for academic

098support so a combination between social emotional learning supports and academic supports and there was one more greg what was the forgetting ending it ending at 140. yes thank you so there's been a lot of um first of all the 140 and then when we came back to return to school i think the question was why would we continue on the shorter schedule there's a lot that out there about masking fatigue and there has been a lot of comments both by staff and parents at looking at how we can shorten the day so students contacts are limited and have shorter contacts but for in the idea of masking fatigue we have to understand our students are going to be in masks all day because these are middle school age students and we want them to be

099able to have some relief from that type of masking and then it also because we went to a five-period day it eliminated our teachers prep day in the middle school rotation generally teachers have their prep throughout the day and in order to address prep period we've added that at the end of the day and then it allows our students to have a shorter day where they're required to wear masks thank you maria um trustees any final comments on this topic gilbert yeah i do want to make sure i articulate that i really appreciate all the research exploration and conversations that have occurred to get us to this point um and yet this is all still very new to our educators and our students um i actually if we move ahead with this i propose that

100we have a check-in meeting as a governance team about our distance learning and virtual classroom program before the host the thanksgiving holiday i sense this will allow us enough time to get some survey data and get real experience on how we're doing it'll also be early enough in our academic year to school year to evaluate implement changes that might be necessary perhaps it could be a five o'clock session which will allow us to review any survey data you know here from our leadership team and i would be especially interested in find out how we'll be doing with our four pillars adherence to four pillars student engagement and social emotional learning some of the questions that i heard this evening and knowing also that there is a relationship between activities and what you measure i would

101think that staff may want to begin exploring some of the measurements sooner rather than later so that would be my uh encouragement for us to consider as part of moving ahead with the homeless uh thanks gilbert i will take that as a direction to the superintendent and board president to organize a future agenda um in that case i think we're done with item 4.1 and we can move on to 4.2 diversity equity and inclusion matthew lindner presenting hello matthew hi there good evening um so i'm matthew linder director of educational services and just here to do just a quick update around some of the work that our diversity equity inclusion group has been starting to think about um so everybody knows we do have a small group that has been meeting we've met a couple

102of times this summer to really think about uh hillsborough and where we go next with the um with diversity equity and inclusion so um i've had an opportunity to meet with or to talk with a few people who do this work in some of our neighboring schools um particularly some of the independent schools and just talking about some of the work that they've been doing and gathering some ideas of things that we may do next i mean all of these ideas will go back to the group to be able to discuss and to really think about what are what are our next steps so a few of those ideas are looking at what kinds of professional learning opportunities exist um one of them that we received over the summer was called can we talk about

103politics and it was a seminar that we had i think four teachers three elementary and one uh crocker teacher were able to attend this summer and really to start to dig into some of these more challenging issues um that we need to be thinking about how do we address these um especially right now in our time and given everything that's going on in the world um and should have honestly been talking about for quite a while um but you know there's no time like now to begin and so we're excited that they were able to attend that um i also have a number of teachers who are planning to attend a webinar on thursday from responsive classroom and it's focused around how to use the morning meeting and the responsive advisory at middle school morning

104meeting at elementary to build community and connection and also to um work around diversity equity and inclusion and how to um really embody that through um through responsive classroom and responsive advisory so we're starting to do a little bit of work um wider than just a smaller group a few of the other ideas that have been shared about opportunities that we could take there are people out there willing to meet with us and to do some parent seminars and to do some other staff development uh book groups um also really discussing and thinking about you know the the pieces on our websites and um potentially a board resolution and some of those these other actions that may seem small but making the statement is important and it helps to define some of the work another

105aspect of this would be doing some surveying i i know that we all haven't had enough of surveys so we're working on creating another one for you not completely yet but we're working on that um but to really get an understanding of the constituency groups that we have so the board members um and the leadership in the in hillsborough uh educators parents uh and where where is everyone on certain issues and how do we move forward uh together so um just a number of things that we're looking at more will come up from the group um and we are planning to meet in a couple of weeks they don't have the date right off the top of my head but i do know it is after school has started so we can get over that

106hurdle of beginning and meeting students virtually and um get at least getting a week or so in before we um pull the group back together to meet and discuss what our next steps are so just wanted to give you a little bit of an update um so that you knew that we do have a team that is working on diversity equity and inclusion in our district and um thoughts about where we may be going next so that's that's all i've got for you tonight don you're muted you're president you're muted thank you thank you everyone thank you matthew what happens to the best of us i know and me too uh thank you thank you for the uh for the update and for the work itself um uh trustees any questions or comments for matthew

107uh margie i just wanted to comment that i'm really happy we're doing this work and thank you matthew for um leading it from a staff perspective and and bringing parents it's absolutely critical so i'm really glad that we're focused on it and look forward to hearing more about it so thank you uh in that case i'll open it up for public comment any members of the public have any comments to make about diversity equity and inclusion i'll wait a moment for you to raise your virtual hands i see uh shannon has a comment go ahead hi now i appreciate um matthew speaking out and i just wanted to support him by saying we have so many partners within our area in schools private schools especially that are willing to partner with us and help us

108with and share their resources for all of these dna initiatives and we are ready to take advantage of those partnerships and you know latch on to their resources and their expertise in this area so it's very exciting knowing that we have these partnerships and that you know hopefully even though we are in a remote entering remote school year we can hopefully make some progress in this area so and happy to get any feedback from any parents as well out there who are interested in you know adding their two cents to this group thanks very much any other public comments i don't see any at the moment so i'll close public comment thank you very much matthew we will move on to 4.3 where we adjourn to a public hearing so we're uh adjourning from the

109regular meeting regular school we're meeting to a public hearing and our 4.3.1 the draft hst learning continuity and attendance plan lcap but the new lcap matthew again so would you like me to present on it first or are you taking public comment first uh why don't you present on it first okay i could do that um tracy would you mind if you have that document we can share that excellent thank you so much um all right um so as board president getting shared the learning continuity and attendance plan while it has the same initials as the lcap um i'm reminded over and over that it is not the lcap so i want to make sure that we're then i'm calling it the plan the continuity plan the learning plan um sort of any variation of

110all those words as long as we don't use the exact same acronym that they developed for it um but just to kind of give you an overview of what this is if you've had an opportunity to look at it it is uh just just 13 pages as compared to the 90 some from our lcat from uh prior years so um feeling a little meek in just that 13. but it does go over a number of aspects that we want to be looking at as we're thinking about how this year might look many of these you will see um if you've looked at the document that um luanne shared out the fall reopening plan a lot of the pieces overlap and they're really meant to the learning continuity plan also does ask about a few other

111areas that maybe aren't shown in there and so if you've read through it you may actually have seen some discrepancy and if you have please let me know um because sometimes with the timing things get adjusted and then this wasn't able to be adjusted and again this is just a draft it will go to the board for adoption as our plan again and as we know sometimes plans change even after we've got what we think we're going to do but it will go in september um on the september 9th board meeting so um the first section is just really an overview a general overview of how the pandemic has affected the community um tracy if you scroll down to the next page thank you and then it does really call out a big section on

112stakeholder engagement one of the things that's different about this plan than about the lcap is that this talks a little bit more about stakeholder engagement and particularly around the um trends that emerged from meetings with stakeholders and then how or what aspects of the plan were influenced by the input from stakeholder groups like um like educators administrators uh parents and and students and i will say that students are called out specifically and so i am thinking about ways that even in those first couple of weeks back or so we can get some student voice that we can incorporate um because they were you know rightly on their summer vacations as they should be and um we're not around waiting for me to ask them questions about a learning plan for them so um things that

113we want to be looking forward to meeting more you'll see in here that some of the dates are things from all the way back in june a lot of the work has been going on for a while so it's not like we're just including things from when this plan template came out um on august 1st so we are really looking back at what all the work is tracy if you move to the next slide please or the next page wonderful thank you um and so in this box here at the top just so you can see i've laid out parents staff and administrators and some of the themes that have come up from a lot of the discussions um from some of the opportunities we've had to meet um in various ways and then try

114to put that together and then underneath that are specific areas in the plan that were called out that were impacted or influenced by some of the things that were shared by different stakeholder groups that also will likely grow again this is a draft so the next section at the very bottom begins with our continuity of learning and what that will look like the important thing to keep in mind with continuity of learning is that we want to be thinking about and this plan calls out that we have to think about how will we help students transition from one environment to another if it were warranted so i know there's been some discussion about the fact that um the state of california or at least san mateo county has said hey once you're off the watch

115list and you're back in school if you go back on the watch list you don't have to go back to school right that's what they've said right now but this plan is also not um taking into account that like what has been said right now is the way that it will be forever things could change and we all know that as we were very much impacted in early in early and mid-march things change and we don't always know what to expect so this plan is also having us think forward and say imagine that you were having to move back and forth how will you create this continuity for students to be able to move from environment to environment and be able to still continue to learn um tracy if you go to the next page

116uh a few of the pieces here so this page really um talks a lot about what that plan would look like and what and i'm just going to look through my piece here so it really does talk about what in-person instruction is going to look like so the real big bulk of that is when we're in person what will that look like tracy can you go to the next page too uh and then what are the actions that we've taken so far to help create uh in-person instruction that will be safe for all so as you can see i've listed out here a number of the different things it can be from things that we've purchased um to different ways that we've sort of adjusted scheduling and so on uh at when this is actually

117ready for adoption we'll have total funds also written in there um so this is a heads up to joyce um more calculating to come i'm sure much of which has already been happening um but this will be more fully fl fully filled out um and completely filled out when we get to the end so and i'm sure that there are more i will be meeting um with stakeholder groups again before this comes back to the board for adoption and so this will likely also be built upon and improved the next section talks really about distance learning and so we've had a lot of conversation around that particularly as we're starting in that and as we go to virtual as some students go to virtual school i do want to make sure that everybody understands that

118in this plan and at the state level when we talk about distance learning it is anything that is not actually in person at school so in hillsborough we are starting with distance learning because students are not coming to school some students and their families may opt to have students continue in our virtual classroom which is a distance learning so just to kind of keep that in mind while other students may come back to a physical classroom space so this section does talk about the continuity of instruction in distance learning um tracy if you go to the next one and then how we'll sort of move back and forth so how will we provide resources um to families and to students um and to educators so that regardless of the environment that they're in they continue

119to can continue to learn that they have high quality materials that they that we're able to think through how we'll provide assessments to students that's a really big one that we're thinking through i had a lot of great learning this summer on some options and ways that we could do that and for us to be really thinking about how we're assessing and what we're assessing and the ways as well as providing some protocols and support for families so that they understand that while a child is being having an assessment whether formal or informal the ways in which to engage to support such as technical help if if an application is not moving forward versus actually providing support that could impede the educator's actual understanding of what a child knows next section talks about devices and

120connectivity you can see there we had we did a lot of learning in the springtime about our environment and where we need to provide additional support there and then the next section talks about pupil progress so student progress and how we will be measuring the student work and um the ways that we will look at live contacts and synchronous instructional minutes and look at that all together um so talking about attendance being monitored uh over zoom that role will be taken and that the way that the day could be structured will include some whole class could include some asynchronous watch this and then come and we're going to have some discussion could be uh one on one could be some small group um really going to be up to educators as we were really planning

121out what that looks like using everything that we've learned about the best ways to do distance instruction some of which are not exactly always the same as in-person instruction so things for us to be working on there next page please and then it does talk a little bit about professional development and the support that we've been providing and that we will continue to provide to educators so a couple of things called out there are opportunities over the summer that staff have had to really dig into some of their learning um as susan frankl pointed out in earlier comments about having had the opportunity to do some of that learning to really think about what a distance learning education could look like and the ways that we could do it really well and then having opportunity

122next week when staff come back to really dig into that and to share and learn with each other and to really be thinking about some of these larger overarching questions about how we'll create community with students how will we provide assessment how will lessons be structured so that we're really making sure um to support the social and emotional needs of students and help them accelerate academically and then along with that making sure that we've built in time in our schedules so that educators have uh frequent time um almost daily so having daily times where they're blocked out to be able to meet with their grade level peers and colleagues and um to continue their professional learning there's another section about how staff roles and responsibility have adjusted um in a lot of ways people have

123been reassigned as you know to other roles um and uh working on teaching safety protocols that we didn't have to teach and so on uh next slide please tracy thank you and then we go into what are the some of the supports that we're providing for students with unique needs and so we particularly call out and hear any families that are experiencing homelessness which we do need to call out that specifically does ask about that and also english language learners and those who are needing eld support um and then also how we're doing that to support students who are currently being supported through an iep which will have what they call a dlp a distance learning plan and so you can read more about that there again this will continue to be updated as we

124um learn more and kind of build some of this out as well next slide please this next section is really about pupil learning loss and how we will assess that so how will we how will we get an understanding of what students come in knowing and what the unfinished learning is but also acknowledging that they did learn some things and that there is knowledge there and so looking at some of the assessments that we have looking at different tools that we have access to that can help us to gather that information so um thinking about ways that we can give site give assessments routinely that we can gather from a variety of sources and that we're helping students to also understand where they are in their learning so that they can take themselves forward uh

125people learning loss strategies also really thinking about how are we able to support students who really maybe have lost um some of the learning that we would have hoped that they would have gotten one of the big things that i've been learning about is about accelerating student learning by focusing really on core and key standard areas so when we think about common core standards not all standards are created equal some of them are a lot more high leverage than others and so working with educators to determine and to define what are those that are really the most impactful and how can we make sure that all students really get those because those ones can lead to a lot more understanding in the future and set up for additional learning versus some of the other standards

126that maybe connect just to one other standard for the future um that's just one example and more to more to continue to learn on that next page please um and then the last part of that really talks about how do we measure the effectiveness so our current plan is just looking at our assessments looking at all information from students that we have uh to help determine if the strategies that we're employing are actually making a difference there is a big section on mental health and social and emotional well-being so staff have been offered an opportunity as i mentioned earlier in in the diversity equity inclusion section that i just spoke about um staff learning about how do we set up with uh responsive advisory in the middle school and then morning meetings in the elementary

127schools um also looking at lots of the support layers that we already have embedded and really learning about with some professional developments and resources that i've been able to pull together we'll be sharing out with staff and the things that they've learned they've learned tons over the summer around how do we support students and student connection and fortunately i guess if there is one silver lining it's that everyone in the world is really experiencing this together and there's a lot of people that have been working on this and a lot of resources that have been shared for free and are just given because everybody wants to help everybody through this time so this section really outlines our current planning around social emotional uh well-being and mental health support for students and staff next slide please

128and you can see there it bullet points out further um and you can also see my um bullet point with the dash which needs to be fixed because that's kind of bugging me a little bit right now um so well get that edited and clean that up uh the next section talks about people outreach and engagement so how will we plan if we've got students that are not participating in the learning how will we help them um come back to their learning and so reaching out to them and having a plan if we can go to the next slide it lays that out a little bit more um with a few the bullet dash points and uh talks through um you know us figuring out what's the root of the issue how can we provide

129support how can we help all students to re-engage with school so that they can continue their learning and then the last couple of sections one talks about school nutrition so they're just continuing to offer choice lunch for students and ways that are safe and choice lunch has done a lot around that and then any additional actions that we have and if you go to the very last slide there tracy it does talk about increase in improved services for foster youth english learners and low-income students and i haven't written anything in this part not because we haven't done anything but because i simply forgot to write it in there before i finalized it uploaded this at 4 50 right before it needed to be uploaded so um you know i've been working a little bit with

130mary maher on some of the pieces for us to be filling in there about ways that we're specifically trying to improve services or increase so quality or quantity or both for our students that are experiencing homelessness or foster youth english learners and low-income students and that that ends the presentation thank you matthew since this is a we're currently in the middle of a public hearing i will actually take uh public comment first before i go to trustee discussion and i see uh chris kuh has raised your hand chris go ahead you're muted chris if you're there and any other members of the public that wish to make a comment uh raise your virtual hand okay a new crease well i don't i hear anything from our one public comment that has a hand raised and

131i don't see any other hands raised so i will go to trustees just use any questions or comments seeing none uh thank you very much matthew oh and sorry go ahead and thanks dad i just uh wanted to highlight one section that i was really happy to see in that um in the social emotional section that staff weren't included i uh just want to um just i was so astounded at the work that was done in the last six days but that doesn't eclipse how everyone has been working just for months and everyone is exhausted so for as much as we're asking the staff to do and to pivot um i i would love us to make sure we check in on the social and emotional needs of the staff um as as just as

132important as with the students any other comments from trustees all right seeing them thank you very much matthew so that ends the current business we're now on to item five public comments for items not on the agenda if any members of the public have any comments for items that are not on tonight's agenda please raise your hand now and you can have an opportunity to speak i'll wait for a few seconds to see if anyone raises their hand i see no public comments for items not on the agenda we'll move on to item six consent agenda do any trustees wish to pull any items off of the consent agenda uh seeing none i move that we approve the consent agenda is there a second a second second by gilbert uh roll call vote gilbert wide

133margie power hi greg dennis aye and jen hi and don guettis aye the consent agenda passes uh on the item seven communications and board item discussions for the good governance of the board i'll just really quickly comment that um both before this board meeting and the previous one last week we've received numerous emails from members of the public so i just want to thank you all for being involved and passing on your thoughts and comments to us around the planning for the return to school plans so i think we all read all those comments and uh very much appreciate the active involvement of our community any other trustees have anything to report craig the rest of you probably saw it but it in case we were going to have any involvement in the csba annual

134convention this year it is going to be totally virtual so stayed on set today right uh any other communications from trustees okay see none that moves us to item eight public address concerning items on the closed session agenda uh do any members of the public have any comments to make on the closed session which we will have after this meeting when this regular meeting ends the trustees will move over to the closed session and now is the time if any members of the public wish to comment on the closed session agenda and i see no comments on that so we will adjourn the regular meeting at 7 57 pm on august 11th thank you all for coming i appreciate the 200
