don't get us i minutes approved unanimously as well moving on to item 4 the regular reports we can begin with Mary trello from HTA and it's said that you weren't allowing me to talk so now I can talk it was really frustrated cuz I just couldn't quiet communicate to you hello so typically this is our end of the school year board meeting I know we've got one more but it's it's really interesting the way the school year has ended um so I just wanted to say a few words and over the last few months and we have done an incredible amount of hard work in the district with people with good intentions and openness we've started we've restarted and what that's really shown me is that we need each other um I in so many
different ways um and our next steps are a lot I think about time to process and reflect and think because we've just been in reactive mode so much so that's what I hope for all of us I know it's gonna be a busy few weeks and summer but I also hope that we can all build time in and that would be everyone from the students to the parents to staff um I we've had incredible collaboration in the district around planning for next year um I cannot be more pleased about the direction that this is going in in terms of hearing from people at so many steps along the way so I just can't thank you enough for that openness around that and for the process that we're building slowly um it's not like anybody has
a how-to book on how to do this and so that that really struck me that we are kind of building a school but now it's almost like building a school district from the ground up and how incredibly exciting that is and challenging and also at times just overwhelmingly scary and I wanted to give a special thank you to families um starting sort of with the top down with Kim for APG and Lisa for Foundation we just couldn't do this without you but also to parents and students if any of you are listening the incredible outreach and how and all of the hard work that went into making the last three months possible and as successful as it was and that's communication between parents and kids parents and teachers teachers and kids and and at all
of it the staff the principals the district office amazing but parents and students you are why we do what we do and it's it's been I've learned a lot so I just wanted to end with um something that I told my students about a week ago I was trying to find the right words to say to them about all that's happening in the world and I I think I stumbled upon something pretty close I teach us history and government so it was that I hoped that they would listen and learn and do a whole lot of that and then when they really thought about a way that they could safely act I hope that they would do that and I hope that they would vote and I hope that they would stay engaged in their
communities so um just on behalf of the teachers wow what a year and um thank you so much to all of you for working alongside all of us thank you very much Mary and thanks for the collaboration with the teachers it has been quite a year and and going forward for for next year the work continues let me take questions at the end so let's go to 4.2 CSU ad Maureen hi D Maureen for CSEA on a personal note I'd like to thank Ryan Carol for enabling my Wednesday morning coffee and for the classified staff I'd like to thank the board and a leadership team for the circular battery boosters that we received during CSEA we a classified week because you boosted our ability to attend so many virtual meetings and for our maintenance staff
to have a more interesting outdoor work experience thank you and thank you to the leadership team for being open to new opportunities for the pair of educators to creatively meet our students educational needs you and the board all backed us up with training and patient but thorough tech support when we needed it so we can maximally serve our students and we really do appreciate all of your efforts on our behalf we couldn't have met this challenge without you I want to thank all of you for such a good year I'm gonna thank the teachers for such a good year it may have been different and memorable but we're learning so much and all of the classified staff looks forward to the next chapter in August when the kids can come back in some version or
another we're we're really proud and happy to get to be on this team so thank you very much for this year great thank you so much to you 4.3 Kim Lola 4 ABG good evening Kim Olaf with my final a PG report and I'm really bummed I couldn't do dinner for all of you tonight you know I would have done an epic spread with dessert and treats so I'm sorry and we had our final a PG transition meeting and have officially passed the torches and I'm so thrilled to welcome our incoming APG board for next year and led by my friend Lynette capless who is a parent volunteer extraordinaire she's been involved in in everything and many committees she was the West's parent campaign chair for hsf she was the west parent group president she's
enthusiastic and thoughtful and going to be a great leader for our community next year and and I want to send my gratitude to the outgoing board my team the apg board who this year have just gone above and beyond with all the challenges thrown our way they have dug in and stepped up and just led with so much grace and support I have I want to thank it sounds like I'm giving an Oscar speech but um I have a special thank you for Karen bender who partnered with me on all the things this year she is really the magician behind the scenes and I'm so appreciative of her support when I sat in front of you in August at our first Board of Trustees meeting I shared with you my two goals for a PG
this year and the first was for us as a district to do a better job of sharing our schools with our community to open our doors and and let families know what we do here as they make decisions about the education of their children and with the work of our site principals at every school with the leadership team at Crocker Bonnie Slater Dave Miller and others it happened we had multiple school tours at every site we had shadow days for the students we had a parent open house we communicated everything we put it on social media it was a collaborative effort and I think next year's enrollment numbers tell a story of our effort and thank you to everyone who was involved and my second goal was for us to be a more welcoming and
inclusive community and use that lens as we make decisions at all levels from the way we communicate through nominations through our events and programs and I'm really proud of the work that was done at all the school sites in how we welcomed our new families and engaged our current families and how we were thoughtful about event and programs the rollout of the rise parent group and the conversations that we've been having with leadership around diversity and equity and inclusion right now with all of the current events and the spotlight that has been shine that is shining on the injustice in inequities in our country this work is critical and so I am looking forward to being part of these uncomfortable and courageous conversations moving forward through the summer and beyond and just looking forward to
partnering with our community as we dive into this so I will end with a thank you to the board of trustees for your incredible support of all the things the parents do to dr. column on you for your leadership and friendship and a big congratulations to the class of 2020 thank you that's great thank you very much Kevin I've had that honor being the School Board's representative to your APG group and I've really appreciate your leadership this year so thank you for that 4.4 HSMC sad words thank you I'll have some sun shining in on me right now but this is Lisa Andres Asia Zach president and I just have to say what an incredible honor it has been to partner alongside you this year I'm just so grateful for the relationship the foundation the
school district and the parent groups have it's certainly not a relationship that we take for granted and we really value the ability to share knowledge and sit at the same table and strategize and participate in meetings and discussions it's very meaningful and we're grateful for it and I'm excited to report out now the Hillsborough Schools Foundation is thrilled to have ended the school year at 78% over participation this means that over 650 families pledge to hsf this year we're also incredibly excited to share that south and north remarkably even in spite of a pandemic and all the uncertainty in our world which 90% participation well done and as part of the incentive plan for reaching 90% hsf is thrilled to give each school $5,000 toward their allocation budgets to be spent as determined by their
school allocation committee West School reached an incredible 81 percent and Crocker got really close to 70 percent coming in at 69 percent participation for the year and of all new families I'm excited to say that 80 percent of those new families donated to our and your giving campaign so thank you to our parents and our community our schools for your generous support this year hsf is determined now more than ever to continue to be here for our schools and we are committed to supporting hdhd as we navigate a new reality and just what lies ahead and as we break for summer hsf is in full transition mode preparing for our 2020 2021 school here now absolutely thrilled to introduce and welcome our incoming presidents Lea rozanski Lea we are looking forward to your leadership we
have no doubt that you will guide the foundation well over the course of the coming year and we just thank you for your current role as Krakow parent group presidents and for all you've done to support our middle school this year HS F is in great hands so thank you again to all of you this has been an incredibly rewarding and very memorable year and this concludes my report thank you thank you so much Lisa that's it's been quite a challenge here for everyone but tremendous accomplishments given the stresses that's great alright 4.5 superintendence report luan all right Thank You trustee Geddes so I have a handful of things to report on here I just wanted to thank everyone who was involved in the smooth pickup and drop off at our sites over the last
two days it was I've been to every site and Maureen Sullivan who kind of was the coordinator of all of this was just amazing and her team's at each site did a fabulous job it was really like clockwork and so I wanted to thank the staff who participated and of course our parents they were ready we just went out and opened the trunk took the books out put the supplies in it was it was really pretty flawless and I just wanted to thank everyone who participated and we got to see the families and the kids and I think that was so welcomed by both the families and students and the staff like people you could even just sense the smiling under of all the face masks but it was it was a nice bit of
closure for a little bit of a challenging situation so thank you we have our promotions and graduations coming up or graduation coming up in the coming days tomorrow we have our promotion for elementary sites so again our parents have really led the way on that and we're excited that trustees and I will be participating in our cabinet members so we are going to be out and about at our sites and cheering on our fifth graders who we'll be promoting tomorrow and our Crocker eighth graders who will be graduating on Friday and thank you to the Hillsboro Police Department who have just been our partners in all of this we are just incredibly thing thankful for that in terms of summer school opportunities please do check out the Hillsborough Recreation website tony jaa Kumasi and his
team have done a really great job of both virtual and in-person learning opportunities for this summer as well as our regular summer school program I know that Lisa air is going to be principal of that program and of course we'll be following the pandemic recovery for schools the foundation that has been put out and I'll talk about that upcoming agenda item and so Tony and his team please check out their website they really have some great programs to offer our families this summer so kind of tying in to what Kim was saying her goals are my goals and we work collaboratively in the same with Lisa Edwards and HSF and this idea of inclusion inclusion and really welcoming families to our district and that really took two different forms and as Kim shared opening our
doors and letting our community see what programs we have to offer our principals and site leaders and parents really stepped up and I we have very few students who are transitioning out of the district moving from 5th to 6th grade and we welcome the families that are coming into our district we've had a pretty big influx of students at the elementary level so we're excited about that and we're excited to welcome folks to our Hillsborough City School District community and then I also want to share that Kim and I have been working on diversity equity and inclusion work along with Mona Shaw and Shannon hay we had this small subcommittee but we are excited about putting our heads together with some more members of that committee and really looking for programs to support our students
and I know that most family members in our community receive the letter that I sent home from the trustees and from me a few weeks back and I just want to read that last paragraph because I think it is just a critical importance and it says as members of the H CSD community we all need to be strong advocates for racial justice and for the safety of all families in our care our essential outcomes and values of equity fairness and respect will continue to guide us in our work moving forward do not lose hope because our children are educated well taught and well informed children are our greatest asset for ensuring a future where all races are included valued and respected so we have work to do ahead Matthew Linder has been working with staff
on professional learning opportunities I been working with our small diversity group in looking at work moving forward and developing a timeline of activities in the district so I'm proud of that work and we have a long ways to go and we are very invested in that in the coming year I also want to share that our general obligation bond refunding has been completed and many of you will remember we brought some resolutions to the board and so the district was able to successfully price its 2020 general obligation refunding bonds on May 28 and the district was able to lock in taxpayer savings of over seventeen point five million dollars at the time and the savings were used to shorten the repayment term on the bonds by two whole years which is substantial so I wanted
to thank Greg Ison from Isum Advisers Josh Cooperman who is a Hillsborough resident of acacia financial they did a tremendous job in assuring that we got as much money as possible of in refunding for our taxpayers or actually refunding our bonds for savings for our taxpayers and trustee dannis and trustee Geddes served on our finance committee along with our CBO Joyce Chen and then chicken Adams again another Hillsborough resident from Jones Hall served as our bond council so it was a collaborative effort and substantial savings I think with the market fluctuating like it was we weren't sure where we gonna end up and we feel we feel great about that and then our assessed property values at this time I'm five point three two percent and last year at this time it was five point
three three percent so we use that number to base our multi-year projections and CBO Joyce Shen will be sharing that as we move forward and let's see I think that's it for right now and I will talk about our distance learning plan moving forward generic in one of the agenda items that lies ahead thank you so much that so now is the time for any questions or comments on the five regular reports we've received trustees any questions or comments on the report so far this evening market power I want to thank everyone for their reports I want to give a specific shout out to Kim Olaf and Lisa Edwards for their parent leadership this year I just want to recognize the extraordinary amount of time that goes into both of those leadership roles I know
they've probably attended every coffee available and they're running their own meetings and so thank you both you've done such an excellent job and please extend a tremendous thank you to your teams and all of the parent volunteers it's such an important partnership for this district to work and we're just extremely grateful for all you've done so thank you and thank all the parents and of course thank you to Mary and D as well for leading your organizations as well I'm just continuously grateful for all the partnerships that again make our district so great so thank you any other trustees have questions or comments Gilbert yeah I want to comment based on the conversation I had with a Crocker parent yesterday and she is new to the district her son is a Crocker and he did
well enough on his English language learning test do not need Els status but he still had some difficulties and during the school year you know individual teachers during the distance learning period reached out to the family to make sure that they identified issues or problems or how they could the family could support the student better so I just want to pass on a shout out to all our staff garlis of which school regardless of what level you know the parents see that they appreciate it and that's why they they want to stay with our schools in our district thanks other crustini questions or comments so I'll open up to the members of the public if any member of the public wants to comment on any of the regular reports we've heard so far tonight if
you open up your participants tab at the bottom and then you should be able to raise your hand is a it's a button you have over on the participants tab on the right and if you wish to make a comment you can raise your hand and we can recognize you for public comment this is a good practice maybe somebody will have a comment later on so I'll wait just a moment in case someone is attempting to get our attention so I see no public comment at this time so we will move on to item 5 current business and just to let everyone know if you've been attending our delightful board meetings in the past this is the time of year when we have the joy of going into regular session and at a regular session
for public comment and backing the regular session out of that regular session so we'll be doing a lot of back and forth between different formal meetings for comment public comment on various items so this is not the way board meetings usually run but that's the way we'll run this current business tonight just to let you know so we will start with 5.1 citizens Oversight Committee report so I would just like to introduce - well one parent in the district in one community member former parent in the district to present information about our citizens Oversight Committee so I'm gonna let them take over so we have our chairperson Jack Calandra and we have our community member who's on our citizens Oversight Committee that does our bond Oversight mayor and Macaluso and they're going to present a
report to the board tonight thanks flew in for the introduction hi everyone again I'm Jack Calandra and as LuAnn mentioned in addition to being the chair of the citizens Oversight Committee I'm the proud father of two daughters that attend Crocker one of whom is graduating on Friday and my second one is finishing up sixth grade so I just wanted to also as a parent thank everyone on this call and obviously the many others that have really reacted in a great way to make sure that distance learning could happen and that our kids can continue to get a get a great education so thank you all for your hard work on that I know Oh Maron Macaluso is also on the call and maybe Marin do you wanna just introduce yourself real quick hi everyone it
is so nice to see all of you again I Marin Macaluso I have three sons all of whom graduated from the Hillsborough schools the youngest graduated from Crocker last year and I commend all of you for the amount of innovation and just planning and incredible work that you've had to do to respond to the latest crisis I hate my hat's off I know how hard all of you on the board work and all of our volunteer parent leaders and all of our educators work as well so thank you very much and it's great to see you all again thanks Marilyn so yeah just a quick summary and I think everyone received the document which is the the annual report but I'll just highlight a couple of things and then happy to take any questions so
obviously the the new committee was formed approved by the by the board back in August of last year and we met twice during the year so our first meeting was back in October of 2019 and in that meeting we elected officers and really got a great overview of the bond accounting and financial reporting got a comprehensive update on all the projects understood obviously this was the series D fund which was which had the two point 1 million dollars remaining and having had a great opportunity to get to know obviously other folks in the district and the administration a few members of the board who sit on the committee as well as our fellow fellow committee members and then our second meeting we held late April and that was a meeting where we again got an
update on the various projects but also very importantly received both the performance and the financial audit reports from chavin and associates for the year ended in June 30th 2019 and I think as you all know the performance audit is the one that is done to ensure that the bond proceeds have been expended only on approved projects and then the financial audit obviously is a review of the financial statements associated with that with that series d bond and pleased to report that both audits provided unqualified opinions no findings or recommendations and so you know based on that work based on the the budget reports and updates that we received and all the information that we got from LuAnn and all the administrators we've concluded that all of those funds were spent in accordance with the with
the measure be so pleased to report that that's great to hear and congratulations on your thank you so much okay chairing this committee that's that's fantastic and Mary now a pleasure to see how you used to work with you in this district years ago so it's nice to have you back again that's trustees any questions or comments for our presentation flicked Gregg Dennis well I just want to do a shout out and I appreciate everybody on the citizens Oversight Committee the two of you and all the other folks they're both both trustee Chen and I were on the citizens Oversight Committee in in earlier years and you guys you just sat right down Doug right in and I don't know about him but ask questions I never thought to ask so I was I was
I was pretty impressed with the the energy and effort and really appreciate your being here so thank you thank you so much all the way yeah I just wanted to say this the same as Craig it it was great at the first meeting to have people to step up and be willing to do the work and so I was really appreciative and Mike Wasserman and his team I know Mike's on the call they were instrumental to as was Joyce and just any documents and having people understand the budget because that's a big role of the citizens Oversight Committee is really seeing the projects that we're implementing and how the money is being spent that's the whole idea right and so I'm thankful for Mike and his team and Tracy Dennis and Ron Russo presented and
Larry Rafa our maintenance folks and then Joyce Chen so just wanted to say thank you and of course to Marin and Jack who were willing to kind of just meet and put all this together so thank you for doing that as well our pleasure thank you I near there questions from trustees any questions from members of the public on the citizens oversight committee okay in case anyone wishes to raise a hand seeing none thank you very much for your report thank you very much appreciated I will move on to item 5.2 update on planning for school fall 2020 when just a few items tonight you see it's the Matthew Linden air show but he'll be up later so for now it's going to be me so I'm going to go ahead and share my screen
and talk a little bit about the work we've been doing on our return to school committee so let me do that here okay so um board president get us does this look all right can you see it on your screen yes I can thank you okay thank you very much so just a brief board update I'm not going to go into the details of the plan but just for everybody and I share information every Friday with our parents and with our educators so a lot of this information won't be new to our families but I think it is important to review this information right now to give an update on where we are so we have a steering committee a smaller group we have a core return to school team and we have a return
to school Advisory Committee on the steering team I'm on that Matthew lenders on that Lynn Wendell who is a facilitator consultant she's worked with the district for a long time and then trustee to get us and trustee Danis and so we are the steering committee behind the work that happens at our core return to school team and our core return to school team is our site leaders along with our parent leaders so we have libros lansky we have kim olaf and we have Lynette capless and then we also have our bargaining unit leaders we have Mary Trello we have D mooring and we have of course our trustees our core return to school team and we are the group that will ultimately make a recommendation to our trustees it will be the school board that
makes the decision on the models that we move forward on when we start school and in the fall we also have an advisory committee and we all met today and I think there was something like 75 people may be on the call but it was a great group and we just started getting into some possible models we talked about and I'm gonna go go forward and let you know how we will have more involvement from our sites and from our parents so that's the model that we're using and again these are the members that we have on our core return to school team I shared these we also have Bonnie Slater who's a counselor at Crocker because the schedule and the logistics for our secondary school is complicated and so we wanted to be sure
that we had a voice and of course Tony giacomo sees on our leadership team and also our director of Hillsboro Recreation and then our returned to school Advisory Committee we started out with 37 classified and certificated educators we have significantly more we started out with 15 parents and we also have significantly more parents joining us and our parent group residents are part of the team and so is our rise chairperson on the return to school Advisory Committee and as I was sharing me met today we talked about some different models we are just in the early stages of our work no decisions have been made we are open-minded looking at models that we can move forward that we think will be the most successful for them the most amount of children in our district and
these are our guiding principles we're of course always looking at our essential outcomes social-emotional learning our you know safety and health and of course protocols and routines that came up actually a lot in our meeting today was was parents really needing to have a routine and knowing what the system would be so that adjustments could be made to what they need to do at home and of course it balanced approach meeting the needs of all students as best we can supporting and accommodating our vulnerable students who may need more learning time than the rest of our student population and of course following public health guidelines that is a that is what we have to do so we don't make independent decisions around health guidelines those come from dr. morrow and we follow those guidelines we
want to hold up a sense of community is challenging it may be when we are doing some distance learning but that is very important to us and then communicating regularly to our stakeholders that is something that is highly valued in our district and that is what we do and we want to manage expectations this coming year is not going to look like school has looked in the past it's not and so we have to know that that is going to be the case and we can't have unrealistic expectations and certainly not until we have a vaccine that is widely distributed and used so and again just kind of the cycle of feedback and this is what we're looking at here is our core return to school team meeting with our Advisory Committee coming back to
our leaders you know it is a cyclical work that happens and meeting whether the staff and getting feedback from them that was a very important point from the meeting today was that our principals I'm going back to sites and talking with any interested educators as we know on Friday technically is the last day of school that we know that teachers and classified staff and everybody else works well past that so we just want to be sure we hear the voices of all those who are interested in participating our return to school is based on these four pillars from the County Health and hygiene face coverings physical distancing and limiting gatherings that happen on our campus and this I know will change because it's already changed since the time I uploaded this PowerPoint so the idea
here is that we would come back to school with the most restrictions and should we have decreases in the number of cases of coab in 19 we may be able to open up more and more it will be dependent on information we get from the public health department and it will be the most restrictive when we come back come back we won't have any our meetings will be remote if things go well then maybe we can have gatherings of no more than ten and if that goes well for a certain amount of time maybe we can have gatherings of no more than 50 but we should set expectations so that our families and our educators know the game plan and one of the things that comes out from the county level is having educators and
children wear face coverings and so that can be complicated for our little ones at times and we're going to have to spend quite a bit of time on education and really having children understand what physical distancing is the importance of wearing face coverings so the good news is is we're teachers that's what we do we teach and so some of these things are going to have to be taught to our children and we're going to ask for help from our parents over the course of the summer to get our kids ready for school because we can't wait to see those guys we can't wait to than that and we know that we have these we know that we have distance-learning we know that we have school with no restrictions we're looking at something in the
middle a hybrid right we know that we're gonna have to have perhaps some level of distance learning our goal is to have in person and then some schooling that happens at home but we want to have our kids on our campus and so that is where we're really aiming our work so this I would think is one of the most challenging parts to understand here the difference between something called the stable cohort and a bubble cohort and I will tell you that the County Office of Education will be putting out executive summaries and I said anything I get that I can send the parents I sent home every Friday so whenever information that may be and of course I keep our educators up to date and the idea here is and this is some of
the work that Tony John Kumasi is doing this summer we have something called a bubble cohort and that's when we have a smaller group of students together and they can interact they can sit near each other there's no physical distancing but it is a tight bubble and it's those kids and those educators are in that bubble and no one really goes in or out of that bubble whereas a stable cohort the expectation is we wear face coverings we have 6-foot physical distancing and that's kind of how we navigate this and again this PowerPoint is in the board agenda so you're welcome to go back and take a look at it for more details and so we know that ultimately we're gonna kind of once we figure out what model we want to use we know
that we are going to actually have teams that are going to be working on parts of this and we know that we're gonna look at instruction we know that we have Wellness and Human Resources we know that we're gonna have a focus on our students who may be our most vulnerable our special education team and we need to really look at those students and how we can support them of course technology facilities and operations the key to having successful operations when we get back on the campus with protective equipment and from Nancy the county level the state should be providing that protective equipment for the first two months of school so we'll keep an eye on that and then of course governance and leadership and ultimately as I shared before our board of trustees will
be making the decision on what it will look like when we come back to school so what assumptions do we have at this time just points of consideration that we want to allow for new learning to take every to take place every day for our students we know we need to address those four pillars in our plans moving forward we want to give options to our families we know that we have some families that may not feel comfortable having their children come back to campus and we're gonna have to figure out a plan on how to address that it also will be sending out another survey so the last time I sent out a survey it was early to mid May probably need to do it again even though it's been a couple weeks we
may have some more some different information and then we need to think about scenarios that may last through the end of the school year because we don't know how long we're going to be asked to stay in this this hybrid model and then again prioritizing education for our most vulnerable students that is a key piece of the work that we are doing and that's it for my presentation so I'll turn it over to you trust to get us thank you so much LuAnn trustees any questions or comments for LuAnn about the update for fall planning I see no trustee questions so members of the public once again you can open your participants tab and click the button to raise your hand and we can give you a chance to make a public comment on this
subject if any members of the public have a comment to make wait just a minute [Music] so I see a hand raised from Gracie let's see allowed to talk and let me if you want to promote you to a panelist if you wish to turn on your video it's your option but you should be able to talk now Gracie on can you hear me yes yeah oh right hi LuAnn thank you so much I was really helpful I was just wondering about your first slide I thought I heard you say but maybe I got it wrong that the core committee was comprised of board members would also be presenting proposing their solutions to the trustees but the final decision would come from the board aren't those are the same people or am I getting members
I could clarify that or trustee Geddes do you want to clarify that no go ahead anyone okay so we have so so grace we have Greg and on our board members we can only have two board members because of Brown Act regulations and so Greg and Don serve on our core team and they also serve on our steering committee and what has happened in this model is Don has been doing a lot of work based on feedback from our core return to school team and has developed some models where we're just calling viable there there's no judgment on them it is just these are some models that could be viable and then we're going out to our return to school team our advisory team to get input and I also do want to add that
I am going to have a meeting for parents on June 18th at 5:30 for any interested parent in the district to talk about the models that we are looking at so there'll be an opportunity for parents to participate and so what will happen is that I along with my staff will make a recommendation to all five trustees saying these are the models that we are recommending to go forward and even though Greg and Don have been on our committees it has to be a vote of all five trustees does that clarify it got it thank you so much you been good so I'll take another moment in case any other members of the public have I wish to make a public comment at the moment I don't see any so we will move on thank
you very much the man now five point three this is where we adjourn the regular meeting and if you can turn to a public hearing for the El Cap so now is the time once again for public comment if any members of public wish to comment about the El Cap or the coab 19 Operations report draft that is coming up in the next agenda item now is the time for public comment on that subject and I don't see any hands raised so we will close the public hearing and return to the regular meeting for 5.4 LuAnn and Matthew Linder co19 operations report hello everyone all right I'm going to share my screen so that we can take a look at The Cove in 1908 and report draft so it remains largely the same as last
time as our last meeting and largely the same could be interpreted as pretty much identically the same so we've shared out the draft with the school site councils and shared it out publicly at the last meeting and have offered opportunities and again continue to open for additional input so to do a recap the covert operations written report on is what is being required of public school districts by the state of California this year in lieu of the annual update that we normally would have done had the cove in nineteen pandemic not not happened so basically there are five questions that we have in this report that we do it's just over two pages long so those of you used to reading the 89 to 95 page one will be disappointed you will have to find
other great reading but the first section talks about it gives us an opportunity to explain what we did to adjust to distance or remote learning and the impacts that our physical campus school closures had on students and families and so we just talked about our process and what we did to sort of get up and running on some of the communication structures we had ways we provided some professional learning to staff and then how we continue to work to take care of education and learning the second portion it talks about how we continue to deliver high quality instruction and distance learning so we talked about the different kinds of meetings that needed to be held like how elections would be structured that we had a combination of learning that would happen both live and then
also pre recorded opportunities for students to be able to access at their own time and this really is where we've talked about a lot of the specifics at our elementary schools and Crocker around the different pieces of how we constructed our learning program not every district given the resources they had were able to do all of the same things so this was very if you were to look at another districts as well the third area talks about providing school meals jumped a little bit providing school meals and so just in that area we talked about how messaging had gone out to families a few different times about where they can access meals for students in our local area and then the last part talks about providing child care to essential workers and it's a pretty
short part there but just about how we provided child care I feel like I skipped over one section learning it's just how oh yes I knew it there was a section the second section on the first page is about how we as a school district we're working to make sure that we were supporting the needs of English learners foster youth and low-income students and these are three groups of students that are all that are always called out in the El Cap in various sections and in most reports and items that are published particularly at the state level so all public school districts are responsible for talking about how they're helping support students in those areas and that's what I've got I'm happy to take any comments or questions just any questions or comments looks like
nothing thank you very much Matthew we've already had an opportunity for public comment on this subject so we can move on to 5.5 which means we once again adjourn this regular meeting and we go to public hearing for the parcel tax now is an opportunity for members of the public who have comments about the parcel tax which will be the next agenda item pause for a moment to see if any members of the public wish to raise your hand and make a comment on the parcel topic I see no comments so we'll adjourn the public hearing and return to the regular meeting five point six joy son good evening in June 1988 the devotees in the his forest or district that approved a Magic II which is a levy of special tax to supported a
support education in the school district and the measure it also requires that the tax is to be annually adjusted by the percentage increase in the school districts again appropriation limit and that limit is calculated by the state's per capita personal income what we call a inflation factor or CPI and along with the ad a that calculation results a decrease however the measure it provides only for increase therefore we're not increasing the rate would remain the same at 650 $1.28 as with 2019-20 school year we have been on the same rate as since 2016-17 for five years this would be the 50 years on this rate I do recommend the board approve the resolution number 2020 - to zu8 to establish the passo tax rate for 2020 21 at 615 $1.28 can you trustees have any
questions or comments for Joyce I don't see would anyone like to make a motion I I can let's see so I move that we approve the parcel tax for 2020 2021 resolution 2020 - a week is there a second I second second by Gilbert why we'll do a roll call vote Gilbert I Margie power great Dennis I and Jen high and down Dennis I passes unanimously thank you very much choice is complete let's move on then so now once again we adjourn from the regular meeting to a public hearing this time for the proposed budget this is item 5.7 do any members of the public have any comments on the proposed budget which will be the next agenda item we'll pause for a moment in case anyone wants to virtually raise their hand seeing no
comments we will adjourn the public hearing and return to the regular meeting and now we're on 5.8 2020 2021 proposed budget torsion thank you I shall not share my screen here okay does everybody see my spring yes thanks yes um thank you um so I have a packet in board agenda and then this PowerPoint slides are there - along with the general fund amount your projection and then also the all funds at a glance so there's a lot of information on a website but I'll go through the slice here and the assumptions that I used to build this budget before and this district mostly is funded by probably taxes and then it's a community fish oh yeah AV increase 5.33 and now we're very close to that number today is a 5.3 - and at
one point it jumped to 5.4 one I was so excited but in the following day went back to five bonus video it has been there for weeks so I'm very confident that this number is going to stay and then 2021 I'd given they sorry given an economy right now we're having and I protect a 2.5 cent increase and in 30 year old it's just a flat on revenues so that translates for the property taxes is over 22 million dollars and a minimum state aid and that's the fixed amount of we having happinesses 2012 and 13 because of basic aid fair share and has been cut from that but I know what calculate is so I'm keeping this number here but we were just lean on when the budget is finalized and our parcel tax as
I just presented results in 2.2 million dollars for revenue which is very helpful and education protection account that was prop 30 that's two hundred sixty one thousand dollars and then a B 602 especially out of funding and that's total just over seven hundred thousand dollars and this this is a cola increase at a federal level so we got a little bit increasing even though a DA is declining and then the last party especially the federal funding is a $246,000 mandated a cost it's still pretty the same $42,000 and then extra self contribution for 2021 is the 3.4 million dollars and for the general fund about here projection I also put a 3.4 million but I told him what was taught about hsf that that's a pending - there are both confirmation made 2021 lottery was
an unrestricted $278,000 and stores on behalf which is big part on both our state of revenue and employee benefits is 1 point 3 to 7 million so here's a pie chart of aware of where all the money comes from and we are 90 percent locally funded or community funded on our revenues and expenditures hit the top part of personnel cost and this year is very different a photo five years I've been here this is the first time we have completed a multi-year negotiation no settlement so this multi or projection does include sorry increase of 3.5 cent into in 2021 also $500 increase on health and aware and well with first at 2021 so this is all Yin study in 2021 and ongoing so and so it's a good of thing we have that all calculated
here and certificated 16.1 million classified a four point four seven three million dollars and benefits of seven point five to three and don't forget this house it has one point three to seven stores on behalf benefits in their books our supplies is a less than a million dollars in services 3.17 and capital a and 403 $400,000 and this is the cisco financing the project the projected a the I team for infrastructure project having uh I mean Tracy has been leading right now so we use this money and remember this is a lease that we pay in July first on July 1st of last year and this year and one more year and the project is but ninety-eight percent said done and except on a West a school which the trace there would be completed in
July and other outgo those mostly transfers - for example - here's war reparation for supporting a fortified instrumental music program support in summer school and I also County spread shuttle program and also any kids will be send out especially that kids we send out for the mou so there's basically um transfers to other agencies and maintenance a vehicle replacement this is based on the multi-year facilities plan that we started this several years back we don't have any equipment purchase in the coming year in a budget a year but we do have another minute vehicle replacement inches on the 2132 in the same year we'll also have a total of twenty thousand the industrial increment a replacement and then again as I said and that year out and twenty one twenty two will kind of have
another four hundred thousand dollars to pay for the infrastructure IT infrastructure and we did contract with the informant plate 12 to automate our office process or any process with the forms that come in from school size to a district office or between different departments that you improve the efficiency and we have started working last year but this year we added at mo workflows just to automate a process and then save time and a CCC financing this is system that we use that we used for HR payroll and finance this is the county assistant system that we pay for every year - and this is slide is on order Cree : and any instructional materials and also professional development expenses that are related to the to the curriculum so total is $130,000 and in a coming
year and the routine restricted maintenance and for this year's budget and we are required to contribute a 3% of the total general fund expenditures plus transfers out toward our routine restricted maintenance and that calculates to nine hundred eighty six thousand six hundred seven dollars and so we we I mean we contribute that much or bit about that much we just about a meter the requirement I'm gonna show you in the next slide and then on your education will contribute a five point two two three three million dollars so this is as I just mentioned that a be 104 requires a three percent by 2020 21 and so and we actually contribute a slightly more and it's also that we're compliant we're hoping that with a final budget that it will be enacted by the state
and that the state is gonna loosen this requirement a little bit and in when discussion that has that has been going on is to take away the stress on behalf number away from a calculation that one point is three to seven million from the calculation so that district has more flexibility other funds front of 21 is the building fund this is the second year we're actually actively spending the money and then so a lot of it is to spend on i.t infrastructure and as some up some there are also some other projects that there have been completed for the perch of the year and pending the board's approval we may spend the money on West Western preschool I'm the slam water leak which estimated two hundred thousand dollars and also district cooling project and again
as I said a pending that the board's approval but we have about a little over six hundred thousand dollars laughter for the common budget a year and then we plan to its if possibly the plan to finish this vignette in coming you for the 40 and the revenue source the revenue source for this fund is a bridge school lease revenue we used to get at least $100,000 and we have a new agreement with them because the school had some changes and also financially struggling so affected chooses I mean August refers 2020 we're gonna get at least for all three years $240,000 but the rate is 80 thousand eighty thousand dollars a year so we're gonna collect that money in August 1st of this year um what the district has been doing is to transfer eighty
thousand dollars from this fund to a general fund just for support our internet services so we will not have any extra in this money other than some interest for revenue in front of transfers and as I mentioned it's a transfer in from final 42 supporting internet of services and transfer out of front of 13 and you will see that this is very low it's a 3,500 and in 1920 I transferred a fifteen thousand dollars to fund a thirteen to support subsidize our students so who on free and reduced lunch and because of show team plays they would have not been providing I mean Chancellor and a choice lines has not been servicing our district so and I have some money left and I believe next year we'll have enough to go through and with 3500
depending on how the school is gonna be a run transfer out to fund 24 Oh Pam and I put a default thirty five thousand dollars and that the actual manner will be temps an alford any surplus frontage on in the general fund when we close books that any temp send that's larger than 35,000 if it's less than that or we if we end of the year was a deficit what default back to $35,000 which is in a budget so here's a pie chart afford or expenditures so over 85 percent on our expenditures is um benefits but again as I said the benefits does contain one put a three to seven stores on behalf in there here's a mightier projection so if you look at if we look at the gain or loss or surplus or
deficit and I protect both finish there was a for a little over $400,000 deficit so this is just the estimate well we'll get it I mean these are still changing and I asked I already heard of some changes from when I estimate this estimate actuals did this estimate actuals and for the three is out we are projected will all be deficit spending but as I mentioned earlier this year what's unique and different is that we have a chain increase fractured in the mount your projections starting 2020 21 I just said this was just get it better suppose that we get that our property tax revenue stays stable and general fund of reserves the first line first one in the middle general fund reserve for the three years the thirteen point five three percent and then
on a second year thirteen point two twenty six percent and a thirty out is eight point eight two and as I mentioned earlier in 2023 I'm projecting that we don't have any property tax increase into that thirty year but we don't know and also for it's just have contribution I put this three hundred million dollars so it's true only to project of what that extra stuff can come in so these are some major changes that the end of thirty year then you can tell um and if we add the over half million dollars from front of seventeen which is reserved for non-capital projects and our reserve level goes up to fifteen point three one and thirty one twenty six well I want to actually the second Emma could be wrong you should be him higher
than a thirteen point two twenty six and on the second year and the third year is a ten point six five and again if we added a fun to 2000 peb because our baby's not in justifying its higher we definitely are 50% or higher on our reserve a three across this is the slide we saw of funds together and as you can see the fourth under 13 it's just a small fun to subsidize our food services to our students and a front of 17 we're not doing anything the money just sits there accrue interest and a project that we $11,000 revenues and interest and I'll County Treasurer's Office is really do very well because we're all money is in a county investment pool for investment so and I have money you know we don't have
any stand alone accounts for any banks so thank God for that and then special reserved for a peb as I said we projections for you $35,000 in revenues revenues is really just the interest 250 and if under 21 I project will finish the spending this fund by n up to 2000 2021 125 is the developer fees developer fees have been going down in 1819 we collected a 55,000 in 1928 this year so far we collected as thirty-five thousand five hundred dollars so I just projected to about $35 dollars in twenty five in two thousand and two thousand yeah 2021 we have been using this money for IT infrastructure as well as some the projects the under Ron's management and in front of 40 is the bridge school least income that it were can do transfer
out right away to channel finance services so overall the district is has thirty twenty or thirty three and million dollars on our budget this is an average daily attendance since 2014 15 and our ad a in attendance order a car stopped at February 29th so that is our PTO ad a its P annual ad it will be the idea what we funded when we begin a 2020 21 was four years because of a shelter in place we are still declining enrollment however I'm optimistic about a 2021 I think we have close to 1200 70 you wrote for 2020 2021 and so we can it's it I mean our idea is not gonna decrease as much that's my projection based on the year-to-date enrollment for next year these dusters in purse the governor may revise put
a 2.3 million million dollars million dollars toward stirs in purse to this used to help that just helped the state at you with their burden toward Astor's the obligations but he allocated to the school districts and there really helped a great deal so if you look at 2020 21 CalSTRS ready is a 16 point one five and if this did not happen that may revise it would be eighteen point four percent and 2021 is now is 6.02 you went down even further by point of ones 3% yeah if it's not for may revise we would have moved to have to pay 18.2% so help just a little bit um but then at 22 23 it's gonna go back on and on the ears out as well so it's delayed but still very very helpful and
here's CalPERS likewise we saw some relief on CalPERS employer rate increase as well so 2021 is a 20 point seven percent you would have been twenty two point six eight percent and at 21 22 now is 22 point eight is three percent you want to have been twenty four point six but again once we get in 22 23 it's another almost receive side a jump so it's just later it comes later but their hopes and overall this is the my Chester's and purse is costing us questions and comments Thank You Joyce trustees any questions or comments for Joyce on the budget Gregg Dennis Joyce I'm just curious on the have a question and then maybe one comment I'm curious on the two and a half and the zero property tax assumption that seems pretty um
pretty steep are you basing that on anything or just being very conservative and safe I am both and because economy is going down and I do start a year being conservative and in fact it this year I have been I mean I did something I never did it before as the louia presented the AV increase now is five point three percent increase and I put in that exact rate in my montior projection and normally for the budget a year the rate is little lower but this year put exact rate for two years out yeah it is conservative and so when we get into the year we're not at the first interim as I go deep into the year first intro second interim you will see the rate of materialize and then yeah yeah so it's
uh it's a huge variable in in the protections and and we're still in more than okay shape so that's really good the other thing is it's given what's going on right now it's kind of incredible that we're giving a salary increase to all of our people for next year and it's really um it's really amazing that we can do that I'm glad we did it and as Joyce you say it does lend a great sense of stability for you and doing your projection at least for a year and in in addition to two large employees being at least worth it it's it's another reason that it's worth so that's all I have to say I decided not to ask make my come Brother come thank you twice yeah you're welcome trustees any other questions or
comments Joyce Gilbert yeah Joyce you know as we wrestle we don't have a firm plan yet in terms of we're gonna restructure school when we get back with return to school approach and so how are you factoring in personal protective is that something that you set aside some juicy money for we're assuming County or other sources that budget is a beauty into supplies and then also we have reserves which have worked next-gen item I'm gonna mention that to you and we have God some funding we got a twenty two thousand Cove eight nineteen funding on a state already and I'm using a special accounting code accounted for all the supplies we're being a query to deal with Kovac nineteen and as I mentioned earlier when I presented the preliminary budget that like FEMA and also
cares act cares actor from that front of government governor but there's a lot of uncertainty there about how the money is gonna be allocated well long story short we have I already have budgeted that expenditure in this budget okay thank you thank you you're welcome any other trustees questions or comments then seeing none we already had public comment before this so we can in that case move on to five point nine which is again a germ from our regular meeting to a public hearing this is a public hearing for for the next agenda item general funds and special reserve fund do any members of the public have any questions or comments in the public hearing for the general funds and special reserve fund I'll wait a moment to see if anyone wants to virtually raise
their hand seeing none we will adjourn back from the public hearing back to the regular meeting we're now in 5.10 2020 2021 general funds in special reserve fund join again okay I'm gonna share screen just one more time for this one slide this one document this this is what we're talking about and the reason is the Edit Code section 4 2 1 2 7 and that requires state statement of reasons that substantiates the need for a sign an honest line ending fund balance in excess of the minimum reserve standard for economic uncertainties for each of fiscal year identified in this budget so we talk about 2020 21 and so if you just to go top down on this sheet for fun oh I can see the unassigned us on e added together we have four
point four four seven million dollars left at the end of the year and and we also have a fund of 17 special reserve fund for other than capital outlay projects that's over half a million dollars so however what we required what we require so nano is that these two funds added together we have over half a million dollars requiring us to own three a cent aside to cope with the economic uncertainties and three percent equals less a million dollars which is nine hundred eighty six thousand three hundred forty-four dollars so and then that excess reserve is a four point is therefore 7 million you must see that a gray box that number so this statement is to justify what are we gonna do why do we have this a four point four zero four seven
million dollars and then I don't find it difficult to spend a four million dollars or I don't see we have needs less than four million dollars in this district right so what I listed it below is general and I mean I didn't go down to details but as we all agree we have needs there if we just talk about facilities along we have lots of needs so and the reasons the number one is that our board actually requires a 6% of the total general fund expenditures so that's another 3% for funnel one that's not a top and in the middle of our sin the middle box and then 150,000 additional supplies and measures to safely open school I made a copy 90 or something kilobyte just asked and and then half a million to address
different facility needs and then also additional reserves for economic uncertainty due to Cobie 19 and State Education Funding card I know that we are facing a to communicate a community-funded to school district a lot of districts have been impacted by the lcff district have been impacted by the governor's proposed the budget even though legislature has kind of pretty much denied whatever the most of the stuff that goes but we know that when a state all goes bad economy in the end a basically just footage will be impacted in some way too so we don't know what's gonna happen so it's good to have some additional reserve to cope with that economic uncertainty so these are the reasons um and I have all listed it there too um see ya so you see it's this action
item I guess I just you know open up for questions on this one trustees any questions or comments for choice seeing none and again we've already had public comment thank you very much choice and so now then we can move on to item six public hearing for not items not on the agenda do any members of the public have any topics not on the agenda side that they wish to address to the board I pause a moment for you to raise vertically raise your hand if you do I see no hands race so we can move on to item seven consent agenda do any trustees wish to pull anything off the consent agenda Gilbert yes I like to pull item 7.1 personal action report any trustees care to pull any other items off of the
consent agenda in that case Gobert would you like to make a motion yes I moved that we approve item seven the consent agenda with the exception of 7.1 I'll second that motion we'll do a roll call vote Gilbert why all right Margie power Greg Dennis hi Ann Chen I and Don Geddes I consent agenda 72 through 76 has been approved Gilbert 7-1 yes I went through the personnel action report and saw that mrs. Cole would be retiring at the end of this month is she here as one of the participants in our zoom meeting yes she wishes to have some comment okay so I want to make a few comments and then also the opportunity of the appropriate time comment I don't want to take this opportunity to recognize mrs. Coe service to our district
she joined the district in 2002 and I serve until this year my son had mrs. Cole at Crocker and she was very helpful in terms of him navigating Crocker as a school and I've also heard from a student that she likes to mention comma but and comma fight so that's one of her favorite phrases and I definitely want to take this opportunity to wish thank you for a service and to wish her a very great retirement period thank you for that thank you so much trustee I just want to add to that Nancy announced her retirement just recently otherwise she would have been in the wonderful video from our trustees which I actually didn't have an opportunity I didn't think to thank them earlier about the video that was sent to us with just some
heart conditions and so Nancy we just wanted to recognize you as well and the service to the district and I know that every time I've come in your classroom you've just been positive and optimistic and smiley even even as I was seeing you these last couple of days just kind of like wrapping things up and I think that you've just done a wonderful I've done wonderful service to the community and to the children of Hillsborough and I think Traci if you could or Dawn actually you could make move Heather Mata into the panelists I think she wanted to say a few words - sure she's on her way while she's on her way do you mind if I jump in first I just I just want to say congratulations to you Nancy and how sad
I am gonna be emailing with you as much next year and just when I heard the news just it's sort of like quick sharp pang of like oh oh so I just three great years when I was principal at last and I just you will be missed and we really hope that we will get to see you more and that you'll come back and visit everyone principal Mota you're the floor sure um I just wanted to say congratulations you Nancy on behalf of the West staff this is I'm definitely very bittersweet we are all so excited for you in the new chapter of your life but also you will be terribly missed at West school you have just been a fixture in our primary hall and your calmness and your patient miss and how you
connect with students has just been incredible so we wish you all the best in your next adventures into retirement and I just want to thank you for all of your service to Hillsborough City School District and you will be sorely missed and we just love you and we wish you well thank you all so much I really appreciate that I actually had three of your kids Gilbert and and and and Margie's - yes so I I hit the jackpot and when I moved to West and joined the second grade team Christy Shrieve and Jennifer Carroll I felt like I hit the jackpot yet again so I was very fortunate to work here um incredible teachers inspired leadership I just can't say enough about how proud I am to have been teacher here thank you so
much enjoy your retirement thank you alright Gilbert this is an action item you can personal action report is there a second I guess I'll second roll call vote Gilbert why I mark you power hey Greg Dennis and Chen I and Don Geddes I 7.1 is approved moving on to item 8 communications and board item discussions I can actually start with one thing really quickly which is luan reported on our attempts to plan return to school and the local high school district San Mateo high school district is of course in the same boat as are all school districts in California they have a board meeting tomorrow night and on the agenda is a proposal from their administrative staff to their school board about what the structure might look like for their school district in the fall
in August and I believe social media has kind of exploded a little bit in the last week or so and there are likely to be a huge number of public comments at that board meeting tomorrow night zoo meeting at 5:30 p.m. so if anyone is interested of course high school is a slightly different educational structure than our case rate district but especially with our middle school there's some overlap between the pros and cons of different choices and anyone who might be interested in watching the high school Russell with this same issue that we are wrestling with that's that's a board meeting tomorrow night does anyone else have any communication or board item discussions Greg Dennis oh yeah you although I'm in my third term thirteen years and I have to say it's been one of
the most rewarding experiences of my life I love seeing and hearing about great teachers we heard from a few tonight I like hearing about them talking with him in negotiations believe it or not I love doing about our great classified staff I like to say no no teacher succeeds alone and that's largely due to our classified staff I think we have some of the greatest principals in the world and the rest of the leadership team don't tell her I said so but I think we have the best superintendent in the state and I had plan to step down but I'm not going to there is that unfinished business so if the um if the voters approve I'll be here for a while we're delighted to have you great that's great thank you thank you it
is awesome great it is awesome so that is an announcement to the public as well then then what what is colloquially called an open seat there will be one open seat in November which is markup hours seat who is not running for reelection it sounds like Dennis is running for reelection just to clarify for the public it is an open pool election so there will be two seats up for election and Greg Dennis will be one of the candidates running and the entire pool gets voted on by the town and the top two candidates become the new trustees going forward so wonderful great great okay glad to have you are running for election Markey I know it's on your radar to have that candidate information session but just for the public in case anyone is
considering running I haven't checked the latest filing deadline but it usually falls I think mid-august and but I feel like time is weirdly marching okay so I just want to make sure if anyone's interested that is on their radar that it may come up quickly so I just want to put that out there right so to follow up on that Margie has suggested as we have in previous election years that the board sorry the or trustees who are not running for elections so we will exclude Greg Dennis at this point the other forward most more trustees have an open meeting for the public any candidates in the public that might be interested in running for the school board to be available to answer questions about what what the trusty job is like and we will
probably schedule such a thing and email it out at least to the parents that there's an open meeting and anyone can come ask questions so we'll schedule that in the next week or two any other trustee comments yes I just want to say a few things I just want to say I'm so happy I can hardly stand it and I just want you to know my phone is blowing up with text messages just saying how happy everybody is that trustee Danis decided to stay it was a blow to us when we knew that marki was going to leave and we just were so thankful and trustee Danis I hope you can read the messages in the chat and people are just like just saying I'm getting text messages right and laughs so thank you for
considering and thank you for making the decision to stay with us I think that we're the best district around so thank you so much for doing that and we'll keep you working low keep you busy don't worry about that nice job okay questions comments that we have on this topic No then we can move on to item 9 public address concerning items on the closed session agenda we do have a closed session after this meeting and so members of the public have an opportunity to comment on the closed session agenda but I don't see any hands raised so in that case I will adjourn the regular meeting at 7:30 to thank you all for being here Tracy can you stop the recording please and trustees there is a separate zoom
