Hello everyone. Um I All right, young people. We're going to get through some business real quick so we can get to your celebrations, all right? So, let me concentrate here and we'll get right to you. Okay. I'd like to reconvene the regular open session at 6:00 p.m. Um report any actions from closed session. There is nothing to report. Then we have a public hearing. So, this is a public hearing on developer fees. I'm opening the public hearing at 6:00. Alan, is there uh was there any written public comment? No public comment? Okay. Um is there anybody in the room that had any public comment about the developer fees that are on the agenda? No? Okay. So, I am closing the public hearing at 6:01. Okay. Item number eight. Communication reports. Limited to 5 minutes. Board
board member reports. Are there any reports from the board? Trustee Anderson. Um I spent time on Saturdays watching little kids play sports. And I was doing that over at the high school last Saturday. Eight eight-year-olds and uh six-year-olds playing basketball in the gym. And it seems like I can't go anywhere in this town without being accosted and told what a fabulous uh uh school Myers Elementary is. I talked to a parent there at the basketball uh uh stadium and uh thrilled to have Principal Hart in charge at Myers Elementary. Held in the highest esteem by students, parents, community, hit the ground running. And uh I can't go anywhere without hearing about Ann Aaron and Jeff Brockman either from parents. Uh And it's all good. It's all good. So, it's it's great to have these problems.
Thank you. Anybody else? El Trustee Camacho. Thank you so much. I just have to share a few things. First of all, I loved the state of the district last week. And um I met a really wonderful family who came just their their student their children aren't in school yet, but they came just to find out what's happening with our school. And I thought, "Great." So, I signed them up for PTA. And they're um and it was really nice to see their involvement so early on. Also, um Ms. Mansfield and I got to Trustee Mansfield and I got to go to Ms. Peck's class and watch a new way of reading playground, I believe is the program. Fascinating what the students were reading in second grade. It was just great to see. But the best part
is I got to go over to both Myers and sit in with the kindness club and we're in such a treat this afternoon um when they uh present. And then also to Tahoe Valley. And I saw the the younger I think maybe the first and second graders practicing with their their um fish on their heads. And can't wait for their program as well today. So, anyway, I'm super excited to see for this afternoon. Trustee Mansfield. Yeah. It's been a busy week. Um state of the district, I got to go see Importance of Being Earnest. Then I was allowed to bring my own script, so I had my own closed captioning. Um then Monday night a few of us went to um El Dorado County Office of Education awards for um community members. And so, our
district honored Chris Proctor from Barton Hospital. And it was a just seeing everybody throughout El Dorado County and the other school boards representative, it was nice to see. Um classroom visitation at Sierra House, that was just what's incredible what what your kids are learning, what all our kids are learning and doing with the fabulous teachers we have in this district. Um then on Wednesday I got to go to Reading Pals at Tahoe Valley. And then I got to walk out when they were having the third graders doing their little awards celebration, sang a little song. And um is that it? I can't remember, but it was a busy week. Thank you. Thank you. I'm going to defer most of my comments so that I can see these wonderful actors in front of us. But I
do have a shout-out to our student representative who she can share it, but she received some amazing news today that we can all be very proud of for the district. I will let Arya do that in a second. So, now we'll go to superintendent report. Oh, wait, student board member report. My bad. Thank you. Good timing. I guess I'll start with the exciting news. Um today I got into Columbia University, so I'll be headed to >> [applause] >> And I'm beyond excited to be studying neuroscience and behavior on that campus. Such a joy. Um but I guess I'll start my actual report. Um so, in terms of the high school, ASB elections are starting on April 1st. We have three teams running, which is more than usual. Very excited about that. Um and prom is
coming up on May 30th. And spring sports are in full swing with track, baseball, softball, swim, and boys golf right now. Um as you guys mentioned, The Importance of Being Earnest had its first weekend of shows. And I haven't seen it yet, but I've heard it's incredible. So, I'll be heading to the closing show on Sunday. Um the state of the district event was really really great. I got to sit with the Myers Elementary teachers. And I was a I was a turtle when it was there. But um it was so wonderful to see um what's changed and what's so great and share my own personal insights as a student. Um as Trustee Mansfield mentioned, Miri and I loved attending the EDCSBA awards night. And it was such a joy to honor Chris Proctor, who's
doing incredibly important work in our community. Um even though he did have to leave early for a hockey game. But um uh other than that, this week the phone committee is making crucial progress on the potential change for phone policy. And the committee visited the high school, and we were able to discuss with the superintendent's student advisory council along with the entire committee and shared some incredible insights in terms of student phone use, how it may be beneficial or detrimental. Um and student my fellow students Miri and Spencer and along with myself got to attend the full committee meeting on Tuesday evening. And again, just got to receive and share some incredibly important insights that I think will hopefully move this conversation in the right direction. And that's all I have. Thank you. >> [applause]
>> Tonight training. That is our math support group. The expectation for superintendents is that they attend these convenings. He is in currently in Berkeley at their training. Thank you, Arya, for sharing about the cell phone committee. Just the other thing is that after this week, we have one more week until our spring break. We're excited for our students, families, and and staff to have a little break and return on April 13th for a strong finish for our 2025-2026 school year. Our last day of school is on June 17th. That's all I have. Thank you. Uh D, employee association reports. Any association reports this evening? Bernadette? Sounds good. Public comment. 011we do not have any public comments submitted. Is there anyone >> have a card? >> here for a public comment? No? Okay. Moving on then. Item nine, student celebrations. Myers Elementary School will be first. Dr. Reader. Mr. Chair and members of the board, please welcome Principal Hart to introduce us to some of the Myers Bears from the kindness club. We have a presentation. Yeah, they're for the kindness club. That's my other presentation. >> [snorts] >> Uh while we're waiting for that, Mr. Anderson, thank you for that heartfelt compliment. We appreciate all of your many contributions to our community collectively. We really, really appreciate you. Thank you for caring about kids. Tell titled the Kindness Club. >> Yeah. We can just We can just roll with it. I can just give them their presentation. Miss Hart,
would you like to start and we can maybe catch up ideally or it's up to you. Let's get that photo. Now the three say Kindness Club. 1 2 3 All right. Principal Hartnett, the floor is yours. >> they are. Members of the board, Dr. Reader, good evening. Tonight I am excited to introduce a very special group of our students. They sort of stand out a little bit today. Our production of Finding Nemo Kids features an incredible 61 students who have dedicated their time and energy to bringing this story to life. Through the weeks of after-school rehearsals and performances, these students have done far more than learn their lines and sing songs. They have been building confidence, strengthening their reading and oral language skills, practicing public speaking, and tapping into their creativity and imagination. Also, our
after-school performing arts as well as our in-school monthly plays could be a factor in the continued growth in student achievement Tahoe Tahoe Valley has enjoyed over the past 2 years. And we are poised yet again to have another bout of growth this spring. This experience represents the very best of what we want for our students. Opportunities to grow and collaborate and shine in ways that extend beyond the classroom. And now it is my pleasure to step aside and present Alyssa Little, Nicole Mora, the directors and producers, as well as Mailyn Rios, the capable assistant. These professionals make this performance possible. Ladies. >> [applause] [music] [applause] >> Okay, you have to have a picture. Yes. Nice try. Thank you. Uh, no. Thank you very much, Sol Valley. Great job. Great performance, guys. Good job. Dr. Reader
or uh Dr. Miss Hart, are you ready, do you think or Okay. >> Okay. Good evening. Am I on? Yes. We're live, kids. Okay, at Myers Elementary, we believe character counts just as much as academics. This Kindness Club is a group of wonderful fifth-grade students led by Mrs. Kelsey Targos, our extraordinary part-time, fully dedicated counselor, who is so committed to all of our students. Our Kindness Club is committed to spreading kindness all around our school. They will share with you this evening how they help others, including new friends, and make sure everyone feels welcome at Myers. So, please welcome 10 of our Kindness Club students. >> [applause] >> Who consistently go above and what it means to be a Myers bear. While many of our students show their paws daily, these students demonstrate these qualities
exceptionally, consistently, and with genuine kindness and friendship each day. They are our Myers role models. They make our school better and they inspire others around them. They They created this slideshow and so there are a lot of animations. Appreciate that. It is my honor this evening to introduce a couple of our extraordinary fifth grade students. Mr. Jackson Keck, a thoughtful, kind-hearted student who likes to help others. And Ms. Amelia Gig, she's a considerate, encouraging student who cares about others. Take it away. I'm Jackson Keck, a fifth grade student in Ms. Fowles' class. Ms. T inspired me to join the kindness club because she recognized I like to help others. I'm Amelia Gig. I'm a fifth grade student in Ms. Thorn's class. Ms. T is our Myers counselor. She is super helpful and kind. She is
the leader of our kindness club and so much more. My heart. Thank you, guys, so much. Um Good evening, LTSD board members, my fellow colleagues, our wonderful students. Um I truly appreciate the opportunity to share with you all today about the amazing initiatives that our kindness club is involved in and how they're making a positive impact at Myers. Uh being involved in student leadership groups like this um like kindness club is one of the highlights of my job. It really provides me the opportunity to connect with a larger group of students. You know, I'm in my office working one-on-one or with small groups, so I feel like this is really impactful where we can make a um you know, an impact on the the larger school community um and the school climate. Um these kids
volunteer their time to participate in this group um and they're committed to making a different difference in our school community. Um they're here tonight cuz they truly want to be here, not cuz they have to. They um they devote their recess time um lunch once a week. They're They're early in the morning before the bell rings to do different projects. Um it's really inspiring. Um They also provide valuable input on our student needs and concerns, um helping ensure that student voice remains an important part of our decision-making process. Um they report to me and we'll share with our um our principal and um yeah, we'll make things happen. Um As you'll see in a moment, students come up with original ideas for promoting and kindness, inclusion, um and our paws core values. And um I'm
really inspired by their creativity. Uh every year fourth graders will ask me if I'm facilitating kindness club the following year and share their excitement to be a part of it. And I'm really happy to keep this going and um keep it running as long as I'm at Myers. It's really a lot of fun. Uh I also want to give a shout-out to our amazing principal. She's incredible. Uh everyone knows she's a force, a really strong, driven leader um who promotes high standards for our school, but also um gives us the professional trust and freedom to bring in our own creativity and ideas to the table. It's rare to find a principal that empowers our staff like you do. Um I'm super grateful for her support and she's also been really involved with kindness club. Um
she did all the work in getting them prepared for this this week, so um I just thank her. Um and that type of leadership is just a great role model for our students. I hope that they take this and um they're they get involved in middle school and high school and beyond. So, great um just life skills that they're learning. Um thank you for the opportunity to have us here today. Really proud of our students and I'm grateful for the continued support um for these type of programs. Let's keep this going, so. Thank you. Thank you. Thank you so much for what you do. >> [applause] >> So, I'd like to say something real quick before you guys go on your next part. I am blown away at how I think it I think it's
a lot easier to be cool when you're not being kind, right? So, you guys are really showing people that it's cool to be nice. And we can all learn from that. Civility is like is a big deal and you guys are off to a great start. Thank you. So, sorry to interrupt you. Go ahead. Good evening. I'm Morrison Barkley, a fifth grade student in Ms. Fowles' class. And I'm Heidi Jack, a fifth grade student in Ms. Thorn's class. What is the kindness club at Myers? As members of the fifth grade kindness club, we are proud to support our school community and help make Myers a positive place for everyone. We work hard to spread kindness all around our school each day. In the mornings, we greet students with smiles and high fives to help everybody
feel welcome and ready to start the day. We also support our paws assemblies and take part in the activities that celebrate paws behavior at and our school stay. We look for ways to help around campus and do our part to make our school the best it can be. We also listen to our classmates and gather their ideas about how to make Myers even better. When we have suggestions, we share them with Ms. T and Ms. Hart so we can continue making positive changes together. Hello, I'm Jasper Fisher, a fifth grade student in Ms. Thorn's class. And I'm Ruby Ingles, a fifth grade student in Ms. Fowles' class. And I'm Kaya Catalan, a fifth grade student in Ms. Fowles' class. Um kindness club help makes My Wait, I forgot to do that. We kindness club makes
Myers the best place it can be. We're going to share how we do as kindness club member. One way we help is by picking trash around the school to keep our campus clean and nice for everyone. Another way we help is during assemblies. Kindness club members sit with their assigned classes and kindly remind students to listen, stay quiet, and sit respectfully so everyone, including teachers, can enjoy the assembly. Also, we help Ms. Hart each day with morning announcements. We share our paws message, read a kind kindness quote, and l- le- le- lead the pledge of allegiance slowly so our younger students can follow along. Just just a few ways kindness club makes our school a better place every day. Good evening. I'm Mia Hilek, a fifth grade student in Ms. Fowles' class. And I'm Sarah
Matthews, a fifth grade student in Ms. Thorn's class. Kindness club helps all of us at Myers. As a fifth grade kindness club member, we're very proud of the ways we help our school every day. During lunchtime, we help students sort their food and make good choices. We also give incentives to recognize positive behavior, which encourages everyone to do their best. On the playground, we play games with other students and model positive expectations, including be- including others, being respectful, and showing good sportsmanship. Most importantly, we try to bring joy to our school each day by being kind, helpful, and a positive example for others. Thank you for your time this evening and for listening. We are so proud of the difference we make at Myers. We welcome any questions you may have before uh uh our
kindness club. Got it. I just have a comment. You guys are awesome. And You are. And that that kindness club that was created there, it's just an amazing idea. So, I'm very, very happy that we have that and we will continue to support that. Thank you. We're very proud of you all. We're really extraordinary proud of you. We are very proud and we're just so grateful that you are taking Maya Angelou's words to heart, that it it's whatever it doesn't really matter what you say or what you did, but how you make people feel. And you guys are making people feel happy and accepted and pleased to be at school and pleased to be in this community. You guys are awesome. That great job, guys. We would like to conclude with our Myers Bear song.
Ooh. Oh, all right. The end of course of the board. Take it away. We want to give special recognition to both Miss Brandy Thorne and Mrs. Maggie Fow. They are here. They support all of these students. These students love these teachers with all their hearts. So, thank you Miss Thorne and Miss Fow. Thank you so >> [applause] >> Okay, item 10, educational services. Did Did the students want to Yeah, if you guys need to leave with Yeah. We will wait a little bit. Bye. Thank you. Have a great evening. Thank you for showing up. Thank you, parents. Yeah, thank you. Was it something I said? Yeah. Okay. Item 10, educational services. Mr. Chairman Okay, sorry. I had to take them out. Okay. They were very nervous. They've been practicing during lunch time. Yes, Alan had
a chance to see that. So, thank you. Okay. Who's left? >> [laughter] [gasps] >> Good evening. Good evening, board members. At Myers Elementary, we embrace being the home of the Bears. I know you're a turtle. You'll always be a turtle. I started as a turtle. We have some turtles in the house. Don't forget the golden eagles. Yes. Eagles. But this year, that spirit came to life in a very real way with a late night weekend visit from one of our local bear. So, if you look at that center picture, that's in the B wing at Myers. While unexpected, it was a memorable reminder of the unique and special community we are part of here in Lake Tahoe. It was also a wonderful reminder to check perimeter doors on Friday nights. >> [laughter] >> I don't
want to throw anyone under the bus. This evening, I'm proud to share our Myers Elementary spring update as we continue making forward progress throughout the remainder of the school year. Since the beginning of the year, our collective focus has remained on connection, growth, and achievement. At Myers, our priority remains in strengthening our relationships among our students, as you can see, our staff, and all of our families while elevating learning and achievement for all. At Myers, our team is focused on instruction and creating system-wide coherence with that instruction. A key part of that has been our collaboration with the P3CC collaborative. And we use evidence-based instructional practices to improve student achievement. Our teachers are dedicated. Thank you, teachers, to your dedication to reading literacy and delivering high-quality instruction while integrating targeted interventions to ensure that every
student continues to grow and succeed. We are so proud to see the growth reflected in our i-Ready reading scores from fall to winter, demonstrating that our efforts are indeed elevating learning and achievement for all. 73% of our students are at or above grade level standards in reading, a significant increase from 52% of our students in the fall, which is still remarkable. Our teachers are focused on creating system-wide coherence in math instruction through targeted interventions unique to Myers. Students are making measurable gains, which is reflected in our i-Ready scores from fall to winter. 58% of our students are at or above grade level standards in math, which is an increase from 31% in the fall. You'll note the number of students performing one or more grade levels below standards continues to decline, reflecting our school-wide commitment
to raising learning and achievement for every student. So, thank you, teachers. You're amazing. Our team has focused on open engaging tasks for math this year. An open engaging task in math is an activity designed to spark our students' curiosity, critical thinking, and creativity rather than just having them follow step-by-step instructions. So, I'd like you to meet Stella, a second grade student in Mrs. Aaron's class. Are you able to click the video? Well, if I Mhm. It should just play the video. There's a video. It's embedded. Did Are you presenting a PDF? Well, anyway, Stella's amazing. Stella. While Stella was doing her counting collection, she demonstrated um that she was actually organizing, comparing, and thinking critically about numbers. Um do you remember this, Miss Aaron? She was putting groups of 10 together. After that, she was
going to do it that 25. So, she was learning all about quantities, which is uh just strengthening both her number sense and her ability to communicate her thinking because Mrs. Aaron does ask, "Well, what's another way that you could count?" She was sorting them by 10s, but she was so thoughtful and she stated, "I could count by fives or I don't know, probably 20s." So, it's a cute video. I'll share it with you. Thank you, Miss Aaron, for those open engaging tasks in your classroom. Our second goal is student support and family connections. At Myers, we are supporting the whole child through school-based supports, including our part-time counselor, psychologist, and nurse, and programs like 123 wellness sponsored by Ed Co and Soul Shop supported by task and our PTA. They help students manage emotions, build
empathy, and ultimately resolve conflict. So, I'm so disappointed this video um won't play either, but it Please meet Amelia, Heidi, Lily, um Dalia, and Alina. They share their experience about 123 wellness and and what they love about it. So, um I'll share a little bit I'll just They talk about how they like the routines it provides. They um like that a teacher or staff member is able to see um how they're feeling that day. So, let me just go through to the dashboard and I'll show you what that looks like. This is the educator dash dashboard, which provides myself and teachers real-time update on students' wellness throughout the day. This is a snapshot look at one day. You can see we had 92.5 school-wide participation, right? Percent school-wide participation. That exclude excludes our TKs, which
don't use the computer model, but they still participate as well. It's notable that 55% of our students reported feeling happy, grateful, and calm. We want happy, grateful, calm students. However, 23% of our students reported that day feeling angry, scared, stressed, lonely, and sad. So, this real-time data allows teachers, our counselor, administration, everyone on site to be able to connect instantly with these students who are struggling or demonstrating patterns of behavior that require additional support. So, there's real value in this program. We committed to a 3-week challenge and earned $1,000 for our school site. We used that money to support our staff lounge and bought them new furniture because our staff deserves the very best and they they deserve a comfortable place for their wellness as well. So, the CEO of 123 Wellness reached out. He
asked if I'd give him a quote and I'll read it to you. 123 Wellness has had a profoundly positive impact on our Myers school community. Students truly appreciate the routine it provides, the opportunity to express their feelings, and the valuable skills they are learning to manage their emotions. It's been a powerful reminder to all of us teachers and staff alike that we are here to support students' emotional well-being just as much as their academic growth. So, we're really we're really proud that we have this opportunity for kids to express their feelings and then learn how to manage their emotions. We also appreciate the partnership with TASK and our PTA for supporting Soul Shop at Myers. Soul Shop has been helping students across our school district for a very long time. Do you remember, Miss Mansfield?
It's your house. They give students the tools to self-regulate, support their friends, and resolve conflicts. So, there's an example there with the I message and cleanup card, and it's really so sweet even when our TKs are walking through an I message of how they feel when people hurt their feelings and they ask what they need. And just the other day a kindergarten student had thrown wood chips and the student was very upset and during the cleanup exchange, "What can I do to make it right?" The the kindergarten student said, "Well, you can give me a hug." And it was just really sweet. So, they go through the language cards together and they're able to resolve conflict. And right, do you think it's working? Yes. We do it individually, whole class, even kind of school wide.
So, it's just nice to have that tangible tangible tool for students. We are excited to see Mr. Joseph for the last time tomorrow after our four series workshops with him. Uh assembly, special events, and student recognition. Through special events, assemblies, and student presentations, meaningful recognitions, we come together to celebrate excellence, highlight student voices, and strengthen our connection as a school. These moments not only honor achievement, but also reflect the true pride, joy, and sense of belonging that make our community so strong. We would like to extend our heartfelt thanks to all of the incredible community members here, including community heroes Officer Peterson, Douglas Firefighter Greg Tkach, Athletics Director Kevin Hennessy, and Mrs. Amanda Marizumi from South Tahoe High School, who are just a few of our community heroes who joined us to read to our
Myers students. We are really grateful for these thoughtful and dedicated community members who generously share their time with us, and opportunities like this really strengthen the bond that we have between our students and our community members, and they they loved it. So, we hope [clears throat] to offer more opportunities. This We have a very active and committed PTA. They are partners with our staff and our families. They engage our community. They create a connected supportive school environment. That's a PTA meeting and we have one of our families who wanted to volunteer and provide dinner, and so they made dinner for all of our PTA members one evening. It was really quite special. Okay. If you need to get attention 320 students, what do we say? Myers, and the kids say, "Go Bears." So, it is,
right? It's it's powerful. At Myers, we are proud to continue our tradition of positive recognition. See what they did there? I That was good. That was creative. I like that, Myers. >> [laughter] >> Celebrating our positive expectations and the kindness club talked about that, right? Through the daily announcements, they do student drawings, and we have joyful assemblies that last a very long time. >> [laughter] >> We went We went after school one day. Anyway, these highlight the hard work and great character of our students. So, we're we're really proud of that. Well, this is another video that will not play, but you already heard the Myers song. So, I just wanted to say a Myers tradition at assemblies is the Myers Bear song written and composed by Miss Lisbeth, a special member of our Myers
family, and it's really sweet that the kids continue to honor that tradition. So, thank you for making me a part of that. I can't sing. At Myers, our dedicated teachers grow together. They collaborate. They refine their instruction to ensure that every student succeeds. Their hard work and commitment truly drive both our academic and social growth of our students. Our key focus has been creating that system-wide coherence in instruction using data, formative assessments to guide our teaching. We collaborate through the P3CC math partnership. We bring that back to our team collectively and then engage in ongoing professional discussions to strengthen our practices. This work reflects who we are at Myers, truly a team. These ladies behind me committed to the success of every student. Well, this moment didn't make the cut for the district-wide video and
it looks like it's not going to make the cut tonight, but um >> [laughter] >> it is our school, all of us, every single student, came together to remind our community that everyone matters at Myers. And so, on the count of three, they said, "Everyone matters at Myers." It's really sweet. Celebrating the inclusive and supportive environment that we are so deeply proud of. Every day we continue to build and strengthen our Myers legacy. I was a part of it 16 years ago with these professionals and I'm so proud to be back with them. So, I just want to thank our dedicated staff, our supportive families, and our really incredible students who make our school such a special place. I'm honored to be on their team. Thank you. Thank you. Will you get us those videos
or get them to Miss Scott or see them? Yes, I'll share the I'll share the videos. >> want those to be seen. Thank you. >> And if we can, maybe even get that everyone matters video out in like the next couple weeks of announcements, cuz that's an important message. Thank you. >> If if that's appropriate. Thank you. So pleased with your stewardship of these fine staff members you have. I already mentioned Anne Aaron and Jeff Blockman just because someone filled my ear with them the other day. Brittany Layman, Denise Layman, and Mrs. T, I didn't know you before tonight, but boy am I impressed. Oh, she's delightful. Thanks for all of your support. We appreciate you. Thank you. It's a good thing. >> [laughter] >> 10B estimated for this purchase, which will be funded through
the state-funded expanded learning opportunities program or ELOP grant. Schools will be able to utilize the vehicle for student transportation for after-school activities, including athletic events for secondary grades. Purchasing a vehicle for after-school student transportation will allow for additional opportunities for students and will also be cost-effective in reducing expenditures on charter services and rental vehicles. This item is up for information and discussion. Do you have any questions for me? Is it a van? Is it a suburban? Or what kind of something? Kelly and I have been working together on this. We are looking for an eight-passenger. That is the max that that a regular teacher or administrator without any additional license can drive. So, it would likely We are going to look at a suburban that would have the all-wheel drive or four-wheel drive and have
enough space in that third seat to be able to to fit three six three three people in that very back. So, suburban will probably be with with the storage and luggage compartment, too. Thank you. You bet. Any else? Any other questions? Okay. Thank you. Moving on. Personnel Services, South Tahoe Educators Association Sunshine for 2026-27. This is an action item. Mr. Chair and trustees the South Tahoe Educators Association and the Lake Tahoe United United Unified School District shall present our initial negotiations proposals um for the 2026-2027 school year no later than the second regular scheduled school board meeting in March. 043unit member hours and article 19 early retirement incentive. Miss Gina Lucas. Oh, I'm sorry. Miss Lucas, please feel free to repeat. Miss Lucas, feel free to repeat it. >> [laughter] >> STA is excited to present the opening for the upcoming negotiations and we'll be focusing on article 11 and 19. Um we look forward to collaborating um for the benefit of our community and our students and staff. So, that's it. Thank you. >> it so much better, Shaena. Thank you. Thank you so much. Thank you, Miss Lucas, for uh repeating that. I appreciate that. It is staff's recommendation that the board approve the STEA sunshine proposal for the 2026-2027 as outlined in the agenda. Do I have a motion? Sure. I make a motion to accept the South Tahoe Educators Association sunshine proposal for 2026-2027. And
do I have a second? I'll second the motion. Okay. I have a motion by trustee Mansfield and a second by trustee Anderson. Is there any other discussion? Dr. Reader, is there any public uh input or anything? No public comment. >> Okay. Okay, let's vote. Um those in favor, please say I. I. >> I. Those opposed? Okay. Motion passed. And then what do we got here? Now that we have uh set 11B LTUSD sunshine for South Tahoe Educators Association 2026-2027. >> Mr. Chair and trustees, the district hereby submits the following initial sunshine proposal for reope for negotiations with the association. Article 13 absences and leaves, appendix E compensation for extra or additional service responsibilities. It is staff's recommendation that the board approve the district sunshine proposal for 2026-2027 as outlined in the agenda. Okay. Do we
have any uh public input on this? No? Okay, this is an action item. Uh do I have a motion, please? I'll make a motion to approve the district sunshine proposal for 2026-2027 as outlined in the agenda item. And do I have a second? >> I will second. Okay, I have a motion by trustee Camacho and a second by trustee Mansfield. Any other discussion? Okay, let's vote. All those in favor, say I. I. I. Any opposed? Yes. Item 12 business services and operations. >> Thank you, Lena. Miss Buttery, please. >> [laughter] >> Good evening, trustee Hetherton and members of the board. Tonight we held a public hearing to consider increasing the district's developer fees based on our 2026 developer fee study. At a high level, developer fees are how we make sure that new housing helps
pay for the impact it creates on our schools. Even though our overall enrollment is declining, the study shows that new housing still brings in new students. Over the next 5 years, we expect about 135 new housing units. Those homes will generate about 42 students. So, while we may be shrinking overall, growth is still happening in pockets and we're required to do those serve those students. Now, a reasonable question is, don't we already have space? Yes, we do have capacity. But the issue is not just space, it's the condition and quality of our facilities. Many of our schools are aging and need modernization, which is why we passed the bond, and upgrades to safely and adequately serve students over time. The study shows that new development creates about 1.6 million in facility impacts. So, if we're
not building new schools, we still have real costs tied to new students. The study also shows that the true cost of impact is about $5.83 per square foot. The maximum fee we are allowed to charge is $5.38. That means even at the maximum rate, we're not fully covering the cost. As you know, we've used developer fees to replace to replace antiquated furniture and plan to use the funds to help support bond projects with replacing more furniture, um as well as the audio enhancement uh presentation you guys saw 2 months ago. That's we will plan we will plan on spending developer fees on that as well. Uh upgrading phones and other security systems to enhance security at each site. It is staff's recommendation to approve the increase in developer fees. That sounded like a question. That
wasn't a question. Sorry. Okay. I move to increase the developer fees. Do I have a second? Second. Any public input? No public input. Those in favor, please say I. >> I. I. Any opposed? Okay, that motion carries. Section [clears throat] 12B Measure U bond program update number seven. Tonight we have a new presenter. We've had George Rohrbach the last few times. Tonight we have Jamie Brown from the Coming Group to provide the board with an update on the bond projects. Come on, Jamie. And not everyone is here for you. Apparently not. Thank you and uh good evening, members of the board and staff. My name is Jamie Brown, as Kelly said, and I'm here on behalf of the Coming Group to share our bond program update. I did think about changing the photo that I
have on the front slide, but then I also thought it'd be nice to reflect on what it does sometimes look like in where we've come from, where we are today. So, I might have to change it to the spring image on the next next one, but and then Oop, too fast. All right. So, our agenda for uh for this evening, we're going to go over our current program timeline, uh where recent tasks we've completed, uh status of our lease-leaseback general contractors process towards their GMP, and some phase two updates planning and soon to be construction phase of the project. So. So, on this slide we are showing a timeline which we uh we've kind of consistently shown each presentation to show where we're at with our planning efforts. So, uh we have started phase two
planning since our last update, and it's going really well. We're also about to start surveying at Sierra House and Myers, and that will be performed over spring break. That uh agreement is actually on the consent agenda for this evening, and um so that's critical item to um move forward with continue programming and design for those uh next two sites. Um Also want to point out that um I'm excited to let everyone know that we have received both of our conditional permits from TRPA. So, the uh ahead of schedule, which was planned for April, actually just uh happened. So, middle school was a few weeks ago, and yesterday Tahoe Valley was on the agenda and was um approved. So, there are some conditions items, but they're minor and um we'll have those full permits in time
um for the grading season to begin. Which is great. And then also, DSA plan review is going really well. We've received backcheck comments for both projects. Uh we received Tahoe Valley's on March 20th. Uh Studio WR Design Architect is working going through those comments, and we'll um submit those back to DSA. And so, we're we're expect to receive our DSA permit um possibly in April, but definitely uh by May is our projection for our DSA permits for both both sites. Uh both uh great news. And then on the construction side, >> [clears throat] >> so both projects were bid on February 25th it by um Core Construction. We received great coverage on all of the trade packages. So, um it was very well put together and apparently uh very inviting for the subcontractor community. They
received a lot a lot more coverage on the scopes of work than they expected. So, majority of them had at least six or more bidders per trade package, which helps the competition for that. Um they actually uh especially Tahoe Valley elementary school, the numbers are looking like coming in lower than our some of our estimates that we had. So, again, great news. And um so Core Construction goes through a detailed uh leveling bid leveling process, and uh make sure they they meet with the the low bidders and ensure that they have everything covered as needed and can meet all the contractual requirements and meet their prequalification process. So, uh we actually met with them today and did a detailed review of their draft GMP. And we expect to have that ready to bring to the
board at the meeting at the end of April on the 23rd. Um it could potentially push to May uh depending on the DSA permit cuz we'll need that as well. And I also wanted to discuss briefly where we're at with our phase two planning efforts. So uh At Myers, we're going to be doing some improvements at um at drop-off and drop-off at the front entrance in the front parking lot area. There's a lot of asphalt that needs to be repaired around especially in the play area. And and then we also have some items on the building envelope or the the roof, uh siding, dry rot. There's some areas that need improvements. So we're we're doing our analysis of those items and uh Studio W will and us will be here over spring break when the
students are out and the staff are out and we'll be all over those said two sites reviewing in detail uh existing conditions and and getting ready to start um moving beyond schematic design. So uh We're also going to be doing some kitchen improvements and um a few other items. So it's still very early in the planning and scoping phase, but going along really well. And then for the other project, Sierra House again um we've met with the sites. We have walked the sites initially. At Sierra House, there's more improvements that we're going to be making. Um we have also safety improvements to parking lot entrance uh drop-off areas removal of the portables in the back of the back of the campus, increasing parking, and then um we will be looking at adding classroom space cuz
of the removal of those portables. And then also adding onto the front with the admin area and creating a space to improve the the library. So uh pretty significant work coming up uh for Sierra House. And then yeah, we like I said, we have uh for phase two, we have a 30 35 million dollar bond sale planned. So uh that's the same amount that we planned on the first phase. So we're moving forward with the second phase. And we feel that's going to be sufficient for the scope we're planning for both of those sites. That also includes phase three uh soft costs. So So in this phase of the of the bond, we have funds to help cover the phase two efforts that we're starting now in advance of the phase two bond sale. So
uh we're going to do something similar when when the next one comes along. So um it's a We had a great meeting here uh with staff uh and I think we're uh yeah, we're looking really good to to be ready for those. And then my last slide goes into the construction phase, right? So we are teed up to start construction in June of this year at both sites. And just wanted to point out that as our your bond program manager and we've been here now for close to a year getting everything ready to go this summer. And so we'll we'll have additional responsibilities of you know, reviewing pay applications, evaluating change orders, and reviewing schedule, and just ensuring that the safety of the the students, safety of staff the um that the construction process goes
as it's supposed to. And um so far everything has gone great and we expect it to continue. And um we appreciate being being here, being an extension of your staff, and um and also that we can focus on those priorities and as they come up this summer. So that is everything I have for this evening. Unless there's any questions I can help answer. Are there any questions? Did you find uh you said you found dry rot on the roof at Myers? >> Well, there's there is some roofing challenges at Myers. It's like I mean it's obvious when you're when you're in the auditorium. And so we expect that the roofing over especially over the auditorium area will will need to be um looked at. And then it appears that there's probably some water infiltration that's
occurred that will need to be addressed. So a lot of the the schools that have traditional have um some wood siding and and some trim that over years just kind of um we have a little bit at Tahoe Valley. We have some here that at South Tahoe Middle that's going to have to be addressed. So No buckets on the floors though or anything like that. No, I didn't see any in the day. No, no. >> [laughter] >> No no buckets on the floors, but there is visible um some visible damage when you're inside. So I think there's probably some additional flashing in some some areas we'll have to expose and dig into to make sure that we address it. Do you correspond with Verity? I mean with the solar that's going up so that you're
not going to Are you doing this doing it at the same time like at the two elementary schools? Yeah, we we collaborate with them and meet with them regularly Okay. >> our our planning and schedules and which sites that we're we're planning to work on and and how that works with their schedule. And so um yeah, we're very uh connected with Brett and Prod and their team. I I figured so, but I just >> [laughter] >> Yeah, yeah. No, but it is it is a um it is a concerted effort to make sure that we're not impacting each other and that it it all goes smoothly. So yeah. And congratulations on getting TR up getting through TRPA with your specific conditional. Yeah, that's great. Yeah, um our our consultant NCE and our staff have worked
really hard for that. So uh yeah, we're very excited that came through. >> Also, the board is aware we do have bi-monthly meetings with the whole team. So including Coming Group uh Studio W as well as Verity is on those. So we have them every other Friday. We are constantly meeting to get updates so that we're all in the loop um and then all the players are on the same page. So we have a lot of communication going on regularly. Great. Thank you very much. All right. Have a great evening. >> [clears throat] >> Okay, item 13, board governance. Mr. Chair, this is an information item. Sorry, Mr. Chair and trustees. Ed Code 35120 allows each member of the governing board of the school district who attends all meetings to receive compensation for their services.
Initial compensation is based on the prior year average daily attendance of the school district. >> [snorts] >> At the time the compensation was assessed, um LTUSD ADA for 21-22 was 3,375.65 which equated to compensation of 240 a month for each member. >> [clears throat] >> California Assembly Bill 1390, effective January 1st, 2026, amends the Ed Code to significantly increase the maximum monthly compensation for school district and county board of education members, adjusting the ceilings that had not been updated since the 1980s. The bill raises compensation ranges between 600 and 4,500 monthly based on average daily attendance. Um this is an informational item. Well, let me go a little bit more. On an on an annual basis, the governing board may increase the compensation of individual board members beyond the limits initially delineated to an amount
not to exceed 5%. The last increase was approved on January 25th, 2024, which adjusted the monthly compensation to $252 based on the present monthly rate of compensation with the 5% increase would bring the monthly compensation to 252 resulting in compensation of 264 a month per individual. Uh we definitely appreciate all you do. I'm a little embarrassed to talk about these these numbers here, but this is an information item only. Depending on the board direction, it could be brought back for further discussion on a future agenda. Do you have any questions or feedback or direction for staff at this time? I I I'd hate to take a raise and not be able to tell people that we volunteer. So I don't >> [laughter] >> It still feels like it. It's volunteer. We all agree to that.
Yeah, Congress doesn't feel the same way about this as we do. Uh they gladly give themselves raises all the time. That's right. >> [laughter] >> So no no direction at this time. Not much direction. I mean the 5% is probably I mean in my mind is fine. It's it's it's a nominal and um it just kind of keeps pace a little bit for future people that fill in um after our 10 years are done. Sure. Um I don't know uh with the budget concerns that jumping to that 600 minimum would be uh would be an appropriate jump. I'm getting eyes from the CBO. So >> [laughter] >> I'm not thinking that's good, but but I mean that's just one person speaking. So I I didn't want to yeah. I was a little uncomfortable about doing
anything. And I felt you know, talking about Congress, it's like yeah, but no. So >> [laughter] >> cuz it's we do this labor of love. We totally do, but um yeah, the smaller the better as far as I'm concerned. Well, we sincerely appreciate you. Thank you. I will [snorts] pass that on to Dr. Calvin. Great. Item 14, consent agenda. Do I have a motion? I'll make a motion to approve the consent agenda. Do I have a second? Second the motion. I have a motion from Trustee Camacho and a second from Trustee Anderson. All those in favor say I. I. Any opposed? Motion carries. Item 15, items for consideration at future board meetings. Are there any items we would like to see on a future agenda? Okay, adjournment. Thank you. I'd like to close the meeting
at 7:10. >> Yeah. Thank you.
