thank you okay I'd like to reconvene um into regular Open session it is 602. um item six reporting any action on item from closed session there's nothing to report item seven are we gonna do public first okay go right through it board member reports who would like to go first I just wanted to share with the board that we um trustee Riley and myself met with the city on with our two our um periodic 2x2 that we have and um they had a couple of things that they that I there's just a couple things I want to share and one is that they are just thrilled with their student advisory program and how well that's worked they're um Beyond excited about that I'm so glad we implemented that and um they shared with us also

that if we were to think about for another Bond measure that it would be great to do a presentation in front of City Council in advance of that um they were encouraging us also to add additional CTE tracks that had to do more with um Energy Efficiency future oriented sustainable technologies that kind of thing and we talked about how we already have 12 tracks and it's very hard to sustain this but it's a conversation that we frequently have and the last thing is that the area around South Tahoe High School is going to be designated to school zone so there's going to be some traffic management implemented there interesting okay sure I'll go uh so it's been an amazing couple weeks for myself and for many of the people in this room so I want

to congratulate everyone but we'll do that later um I wanted to really uh first time board member so I wanted to really Express how um how rewarding it was during the staff and teacher appreciation so I had a great time doing that and there's a lot of walking at the high school there's a lot of classrooms and Justin is difficult to keep up with he has quite a Cadence so we'll get to the meeting thank you I don't have a report this this week I'm I'm looking forward to the music yeah actually I'll go next thing because I I want to get to the music too so I'm I'm gonna talk about three things and only go with one and that is last Friday May 19th we had the gift of literacy at Lake Tahoe

Community College I want to give a shout out to the Educational Foundation the sir Optimus like uh Lake tall Community College Lake Tahoe Unified School District well uh just a wonderful situation I've been very fortunate to be a reader since the very first uh gift of literacy and if you don't know what this is about every first grader gets a book okay there's five or six books they choose one they get that they're optimists in Education Foundation provide that um and it's their book and so what they do is they go to rooms and people like myself will read to them uh one but we used to read more than one but now we just read one book to them and I think the most important and I want to give one other uh shout

out and then I'll get into one last thing about that is I also want to thank Heather Hart because she gave not only foreign but she did give all the readers some uh study guides to use as far as dealing not dealing but but but just putting out questions for first graders mine was very simply what challenges are you going to face today because I read him a book about challenge but the most important thing in this day and age and everything you see nationally Statewide uh you know County locally the book or children to read books a book is a vehicle for the imagination for children okay they can learn about places they can learn about people they can learn things close by or wide it's an important vehicle for all children to love

reading okay in this day and age like I said you know it doesn't take much there are some people who are afraid of certain books to be read and so forth and so on and that'll be handled on the political side not on the not tonight but I will just say I have it's a it's a perk that I have enjoyed my whole career on the board I just love getting first graders in there and reading to them and then getting them engaged and talking about books okay okay that's good okay I would like to give a shout out to the South Tower Middle School Timberwolf choir led by Kris Cromwell they went down to Six Flags last weekend and took out of a thousand kids took third place overall and and Samantha E bright

who is a seventh grader took first place as soloist overall and okay moving on student board member report who was a seventh grader took first place as sold [Laughter] I just want to start off by saying hello and thank you for having me tonight as many of you know this is my second year as student representative to the board and that also means it's my senior year so I wanted to say thank you for having me these past two years I'm going to miss the board members very much because they've been so welcoming to me and you guys have treated me like an adult the whole time so I'm really appreciative of that because I know what it feels like to be talked down as a child but being able to talk as an adult

being talked to as an adult really makes me want to be more involved in my community and I also wanted to give a big shout out to Rosie who she's in the crowd you want to stand up she's going to be taking over my position next year as the next student representative I will make I will attend ltcc in the fall so I will remain in touch with whoever wants to be in touch with me I wanted to also highlight that today was our senior day at ltcc and we actually got to finish enrolling in our classes so we can attend we're all set and we also got to see a variety of booths so we know what resources we can find once we're fully attending in the fall I also wanted to say to

make sure that you're um talking to your seniors because with this final stretch everybody's going to be stressed stretched stressed out and June 6th is our senior presentation senior project presentations so we're all really excited our portfolios are wrapped up and we're all doing dress rehearsals so just remind your students that we're almost done we're almost there and it's almost the end of the school year we also Southall High School also wants to invite you guys to our Powderpuff game on June 7th which is our girls flag football the entry is three dollars but we're still deciding on a final time at this time I would also like to say congratulations to our athletes because many of them did exceptionally well as state and I just want to say congrats congratulations to you guys because

it's it's amazing seeing how many of our athletes qualified and placed very high at state I also wanted to say that prom was a huge success the venue was beautiful all the pictures that were taken were beautiful it was on it was 100 a step up from last year's prom and I also wanted to find finally final finalize this report by saying thank you to Teresa for helping me am I a Club establish 11 drop-off locations around South Lake Tahoe where food non-perishables can be dropped off in support of the bread and broth kids program which all the drop-off locations and information is on the district newsletter thank you good evening Madam president members of the board and all the folks that are here tonight so excited to have everyone here um I just I'm

going to keep mine really short tonight uh with all of the excitement in the room the energy and I'm sure everyone also wants to get to dinner um but uh I do first want to say that we had a community conversation talked about it at our last board meeting um one of the things that we were implementing we had our state of the district lcap conversation at the dis at the high school back in March we had a very large turnout when we think about just under 150 people attended one of the things that we did at that event was ask people to write down things that they believed we needed to have additional conversations about and we started a series we'll do three a year of additional conversations um and appreciated we had just

under 25 folks in the room here having that having additional conversation about intervention and enrichment and things that we're doing in our school district and I appreciate those that attended and and provided some of their input and and guidance um I do want to say there's so many things that I could talk about that's happening in the district right now I mean it's an exciting time it's an exciting time right here as we have all the folks in the room I I was able to get down to Las Vegas and attend a portion of the track meet on Saturday it was really fun watching our students perform and compete I know our baseball team was an hour and a half out to Mesquite and and just did an amazing job last night at the at

the music concert at the high school the students are just incredible performers so just it's really an exciting time to be able to see all of the hard work of our schools and our students come together and really just and celebrate them and that's what this time of year is about and so I look forward to doing that in a little bit that's my report this evening thank you thank you very much um moving on to employee Association report do we have any association leaders we have Bernadette Bernadette Santana good evening board good evening Dr Cutler I'll be very brief as I was last board meeting it's all the these students and coaches and parents this is why we work this is why we're here this it's so exciting to touch base with students and

parents and families and see the level of success and opportunity that we offer and that we are celebrating tonight thank you thanks Bernadette I don't necessarily see anybody from sta am I missing anyone from sdea that would be the end of the reports tonight okay so time for public comment yeah we have one public comment tonight she told me not to so we'll make sure we catch remember that Kathy Haven was going to update us on those interviews that we held that she held and was responsible and we had a bunch of students so we'll do that next time is that right okay so no other public comment this evening okay thank you um so then this is our the board's favorite part item eight student celebration tonight we get the South Tao high school

student celebration Mr denino got a little Hardware with me tonight excellent good evening president Mansfield Board of Trustees Dr Cutler feels a little bit like payday today anyways it's great to see everybody here tonight feels great a lot of energy I love it um here tonight to Sarah celebrate some outstanding scholar athletes for this year's spring but before we do that we have a very special opportunity timely opportunity to give you a taste of last night's Pops concert yeah it was truly an outstanding evening and to see our performance such a high level and a truly entertained the crowd was incredible I like to recognize Mr bogary for his hard work and Leadership I I needed to ask the board to turn their bikes off because as soon as that they start playing it was

going to blow out anybody on the other so Mike's off thank you you know I needed night vision up here yeah uh before we before we do that I do want to recognize Mr uh bogary for his hard work and Leadership with our music program at sths he's done a fantastic job so without further Ado I'm gonna be quiet I'm gonna hand it off to our band Philip and friends to take us away on a quick number motion foreign thank you foreign [Music] thank you [Music] foreign [Music] [Applause] hello [Applause] foreign Thank You Phillip and Friends what's the name it's awesome together competing together going on trips together going in and out burger together so they're a fun group to work with we had 26 kids qualify for regional which was one of the biggest

teams in our region 12 kids moved on to compete at the state swim meet we're going to honor those 12 students here today the girls finished fourth in the region and the boys finished second in the region which was as good as they've done in a while I'm very proud of that um so we'll just bring them up in no particular order Madden Casto Catherine Hitchcock congratulations let me get you guys to line up along the wall here as you're here Lupita wren CH Nicole whisnet [Applause] I don't think cruises here Omar Manzano congratulations Juan preciado oh okay Jackson true [Applause] congratulations congratulations and Taj tater [Music] and we just about got a relay team over there because that's three swingers too excellent thank you how many times they've been in a swimming pool was

it one yeah or zero I think we had one right so that nobody so the question the question was um from the public was how many times did they get to practice in a swimming pool before their first meet and I think we had one but it might have been zero but we got to practice during the warm-up and then they jumped in and they swam really well so for you yeah yeah it's gonna be hard well you got to be my things advice okay thank you well done thank you thank you guys congratulations all you guys that's pretty amazing very well next I'd like to introduce our track and field coach Rob Kenny and very important I'd like to begin by sharing that we had 14 students recognized by making the All-State academic team

this year you make the all steam All-State academic team a student needs to earn a minimum of a 4.0 GPA excellent job kids so coach if you'd like to say a word or two about the season and then we'll go ahead and bring kids forward good evening uh thanks for having us uh I want to say first of all support from the district all of the parents was absolutely amazing this year with to kind of go off what will was saying the weather we didn't get to get on the track until after almost our third meet and every single week 90 of our team pr'd at every event so it was just an amazing season working together and really getting it done in the gyms and the hallways wherever we could um we started out

with about 110 kids whittled down to about 80 for majority of the Season which was awesome for competition we ended up having I believe 65 kids compete at regionals this year and from those kids 18 end up making it to State and a majority of them were going to recognize here in a second with that our girls finished 7th out of 17 teams in the 3A and our guys finished 9th out of 21 and so it was give an idea third place was nine points ahead in the girls so if we would have had one more event we would Place top three so it was just it was an amazing season I credit these kids and the parents for making it happen and going about everything so I'm going to get some recognition then our

first one is going to be our first one state champion in the hundred hurdles and the long jump Arya Sani come on next freshman freshman artists the second one we're gonna go Fishman Lila Landy finished second in the 1600 in French um Brody DeFranco come on in here he uh finished they're freshmen oh yeah sorry about that uh one of our senior captains I believe she's the valedictorian with the 4.7 GPA uh Evelyn Bennett come on finish her team was part she was part of the four bite team that finished fourth and then she finished sixth in the 800 by herself oh here Evelyn yeah uh Chloe Chloe come on down girl oh it was part of 4 by 18. it's a part to it and next year she get much more involved so the

next one uh Noosa Higgins she competed on our 4x1 team our 4x4 team our four by eighteen and was an integral part of that as well another one of our senior captains she was so close in two other events but our four by one team girls Julia lancelotti an amazing leader [Music] um another part of our four by one team Leslie Leslie where you at come on in here girl that's gonna be back for two more years congratulations one of our male senior captains this year hit a PR on his triple jump of 43 feet six 40 feet what was it called 43 feet 10 inches let's go different ways another one of our senior captains great leader as well he ended up taking third in a high jump with a jump of five feet

ten inches uh again another one of our sophomores he was uh our starter on our four by one team and did amazing this year Evan habadaris a junior that is going to be back and going to be hungry for next year his name's Ian lamelli he ended up finishing seventh in the 400 but he's going to be back in place next year well uh uh another sophomore gonna be back or Junior gonna be back next year Rose come on up girl and I know this one definitely is going to be hungry for next year one of our throwers that ended up getting in he didn't finish where he wanted to be but he's already told me he's going to PR and he's placed in top three next year so Tommy Morton hold those papers thank

you exercise um we may have to expand our boardroom in the future I don't know I don't know how we're think about that beating the gymnasium from now on very good and finally we would like to recognize our baseball team for their achievements in the classroom and on the field let's start with the classroom first our boys earn a team average GPA of 3.47 the highest in the state [Applause] and on the team our team finished as the 3A Northern Regional Champions and placed second at state [Applause] this is the regional Championship here but we're not done we're not even close to being done at this point I'd like to introduce coach shahadi coach come on over [Applause] welcome to share award or two if you like about the season before we recognize our student

athletes thank you how about it uh thank you very much for having us uh we were very honored to represent School District the city of South Lake Tahoe and our parents um it it these guys don't make it easy first of all at the regional championship last year we were 21 in League set a School record and we lost the first game of regions and then we lost the next game this year we set another record 20-1 in League come out in the Regional Championship lose the first game again then they showed the fortitude of coming back through the losers bracket and they played five games in two days three games on a Saturday to to absolutely to absolutely come through the losers bracket and win the region it's the first time in the history

of the northern 3A that any team has come through the losers bracket and won the region [Applause] which which gave us their our number one seed into the state and we went to the number one seed against the home team Virgin Valley in Mesquite and we lost that game five to three so that means we get to play four more games in order to qualify for this for in order to win the state championship so they came back the next the next morning and we beat that team eight to two we came back that next that same afternoon and we beat the team Virgin Valley that we lost to five to three eight to two we came back for the championship game in the morning we had 17 hits we left 10 on base and

still beat that team uh nine to two which qualified US for the championship game we came out we hit the ball just as hard put the ball in play in every aspect and just as hard as game one and we just came up a little short in three and lost three to nothing but what I can say about these guys is they are a true team since the time they were 10 years old they've been like this and they just keep getting better every year and that's a testament to the Tahoe toughness and the tallest strength that we have and they're and their amazing achievement in the classroom we had amazing an amazing amount of cancellations they had to miss an amazing amount of school and they still buckled down and in their conversations all

they talk about with each other is their classes so it really it not all not all but I'll tell you what there were there were six coaches who gave us their all and I'd like to thank all those coaches to be recognized here tonight as well because they're not mentioned um with the students and they gave their time they get they're not paid it was as much a volunteer uh including Mr Heatherton back there thank you very much [Applause] Aaron Hammer countless amount of effort made Chad Stephen back there in the corner our own teachers Mr David Jones [Applause] you ready all right these certificates say 3A West Division Champions 3A Northern League Champs Kings of the north and 3A Nevada state runner-up congratulations to all you guys Mr Vincent abandonedalo [Applause] Mr Jonathan Bender

we wish it was a snow day right or yeah it should have been a snow day yeah [Music] three two four questions [Music] foreign [Music] thank you guys thank you so much for being doing this okay [Applause] thank you right here yeah we could do right yeah we can leave it that's fine we can make it through the night yeah that's fine all right um now the president I think as they move on we can move on to our next agenda item so moving on to item nine ltus the partner organization a Tahoe Prosperity Center presentation by CEO Heidi Hill drum yeah and Heidi Hill drum is joining us via Zoom tonight and so we okay hi Heidi I hope you can hear us and you're on can everybody hear me I hear you guys

just fine yep we can hear you awesome good evening uh board members and superintendent and staff uh that was really fun to watch and to see a bunch of kids that I know getting those Awards so um that is probably the best part of your evening I'm sure so hopefully I can entertain you a little bit with some information tonight about the work of the Tahoe Prosperity Center so uh next slide please so the Tahoe Prosperity Center has been around about 10 years and our work is regionally done uh around the lake on the North Shore the South Shore Nevada Side California side and we focus on community and economic development and our mission is to unite Tahoe's communities to strengthen Regional prosperity the next slide shows you a little bit of our project work

again we really strive to focus on solutions that positively impact our community our residents our businesses for example we need more housing for teachers I know you guys have had that conversation probably many times we need higher speed Broadband reliable broadband and affordable Broadband for our students we are the organization that helped fundraise for cameras that are all around Lake Tahoe now I think about 14 cameras in our region that give firefighters early information about smoke so they can go and put those fires out it's the alert Wildfire system and over a hundred fires have been stopped in our region they also keep us glued to them when the fires do come close as we all recall from Caldor and Tamarack and other fires in our area but finally all of our work that we

do is ground founded in data so we are the organization that that focuses on updating socioeconomic data for all of these projects because we want decision makers to make sure that they're using the most up-to-date information that they can when they make decisions that impact big issues like the ones that we work on uh we couldn't the next slide please that we couldn't do this without all of our partners around the lake nothing is done without collaboration TPC the top Prosperity Center is a very small team so all of our work is done in partnership with our partners in government business education Community leaders Etc we um really really appreciate having superintendent Cutler representing the education sector on our board so we have philanthropy and business and government and education and a number of important

community and Business Leaders around the lake next slide so we all remember this caldorfire um and I I my house is in Myers so um I think I was first one of the first ones out in out and then one of the last to get back in but um first we have the pandemic then we have the caldora fire and all of this is a reminder of um impacts to our regional economy our community and our environment at the same time so Tahoe Prosperity Center works on Regional issues that relate to the economy but again with that mindset of the community and the environment so this disruption to our economy obviously following the pandemic led us into the next slide which is another reminder of all of the reasons that our tourism economy needs to

be more resilient so recession impacts uh you know inflation pressures uh layoffs for many years especially in our tourism industry um and then again the abrupt stop uh due to Cal you know due to smoke impacts or fires nearby all of that is a reminder of why our regional economy is so susceptible to dramatic shifts and um and negative drops so we um and just on the next slide I'll just remind you that our regional economy is a five billion dollar economy but over 60 percent of it is tourism-based it used to be 42 tourism-based so we've actually gone even more towards uh you know you know relying on tourism to generate Revenue in our regional economy and while we will always be a tourism economy uh the pandemic firstly and then the fires uh

right after really just pushed us to be thinking about ways that we could look at diversification so the Tahoe Prosperity Center took on a grant from the economic development Administration it was called Envision Tahoe and we really focused on community input and engagement to come together on an economic resiliency strategy on the next slide you'll see there's again a lot of data that has gone into this effort um but we wanted to create something that was not going to be a report that sat on the Shelf uh so what we did is we did three different sections of the Envision Tahoe effort first we did a baseline economic report that showed where we were at again following the pandemic and the fires next we did a community engagement process where we had over 1800 people

contribute to a survey a public opinion poll we did focus groups expert panels and other ways of gathering input from our community and that was our community report and then those two efforts combined uh it created the final Prosperity Playbook along with our Catalyst committee which is a group of individuals around the region again representing different sectors to provide input on strategies that would work for our region right we can't just Implement a strategy that works in another Resort Mountain Community we have to work with what our strengths in our region are and in our economy health and wellness environmental Innovation and then science and education are the sectors where we have the most opportunities for growth so we really focused our strategies in the Playbook on that on the next slide you'll see that

we really realized that there are two foundational strategies that we always have to keep in mind as we move towards economic resiliency and that is again Workforce housing we could talk all night about that and the importance of housing but having housing for our tourism workers for our teachers for our folks at the hospital our anchor employers is critical and we're not doing enough to get uh to get the housing quite frankly that we need for our local residents we've made improvements but we still have a ways to go transportation is another critical issue in the community it's not one that Tahoe Prosperity Center is engaged with directly but there are many people in the community working on transportation and we recognize that that's an important part again of moving tourists around having opportunities for

residents not to be sitting in traffic trying to get to their jobs Etc but the other three areas for us to again balance that tourism economy so we're not continuing to go even more towards an unbalanced system is advancing responsible tourism so to us that means again more of a of a healthy tourism economy that is more year-round using the shoulder Seasons to encourage events like the come up for air soccer tournament that brings all the families and and kids up to our region and um to you know uh in September that's a great time of year um supporting business vitality and anchor employers Lake Tahoe Unified School District is clearly an anchor employer Barton Hospital Etc so supporting our anchor institutions and then lastly continuing to look at opportunities for more entrepreneurship and innovative

ideas to again balance out some of that tourism impact on the next slide specifically uh that last category we have a group of volunteers folks that many of you know Chris McNamara uh the oars and um others they started a group called Tahoe Inc to sort of bring all the remote workers together to bring entrepreneurs together and to start conversations about how to have them work in our community more so they're not feeling isolated working from home for a company in the Bay Area but they're getting more engaged in our local community so these uh monthly roundtables have been happening since last fall they've been really well attended and super well received and we are planning to host a venture Summit um in the fall in October along with our economic Summit and that will

allow us to again highlight the opportunities for small businesses maybe folks who want to start up a new business or others to connect with those who've already done it successfully in Tahoe and connect the dots and help them along their way so if um entrepreneurs start businesses in a community they tend to hire employees and workers and stay within 50 miles of where they start that business so the more we can do that again in the health and wellness sector environmental Innovation and education and science we think that that will help again balance some of the diversity in our regional economy on the next slide this is really a just a snapshot of some of the data that we're tracking uh that we do and we update as regularly as we can get it um

census data is always about a year delayed so we don't actually get 20 22 Census Data until this fall but uh you know there's a lot of other indicators and other data points that we are tracking and I picked out just a few to highlight with you guys tonight um the first one is uh population and I always share this one because we all have that perception I think especially coming out of covid and when it was nice and quiet for a while and then lots of folks came back but um we did have a bump in our re our year-round population in 2020 so the ZoomTown phenomenon was certainly real we all felt it we all noticed new neighbors on our street or people who had moved in but um they didn't they didn't

all stay so uh we we had the one year that sort of bumped us up to 56 000 and this is regional population all of Lake Tahoe North and South but um but they some of them have gone back to their homes or have left the area um and so we're nowhere near our high population year-round population of sixty thousand that we had in the year 2000. as part of that on the next slide one of the um components is that um oh sorry I'm ahead of you guys by one slide so that was the population slide next one is the Tahoe population by age so other direction there you go thank you one more that's it so um this one is again it just highlights the different age groups and for us the 25

to 44 year old age group is the age group that we've lost the most and that we want to keep the most so we're really struggling in this area this is your young professionals this tends to be your uh your family uh families that have young children that are going to enroll them in school and uh that are growing their professional career they're starting out maybe and you know they're uh you know becoming mid-level managers and then senior level managers and growing with their profession in our in our local economy and sadly we've not been able to keep this age group so we've been monitoring this one for many years um we did have a bump up in the older uh ages um which I don't know about you guys but when I retire I'm

going to be somewhere where I don't have to shovel snow especially after this winter but so we've just been monitoring this one and again um we feel like higher wage job opportunities uh better housing opportunities will get that age group back in our community because that's who's going to coach the little leagues and the and the sports teams and get involved and volunteer at the schools Etc so that's a really important indicator for us and then on the next to last slide um the number of residents making over seventy five thousand dollars a year is a real guiding star for us as we Implement The Envision Tahoe Prosperity Playbook it's super important for us to make sure we're targeting positions that make at least 75 000 a year as much as possible it's not across

the board our tourism industry jobs tend to be lower wage our per capita income is in that forty eight five thousand dollar a year range so it's not at the 75 000 a year that we would like to see but this is what is considered basically a living wage in Lake Tahoe so the more jobs that we can encourage growth in that are at that wage the better and in since 2019 we have seen an increase in jobs at that higher wage we suspect some of that is folks that moved in in 2020 that had higher wages where they were working remotely for companies outside of our region so we're working on deciphering this this statistic a little bit but it is a bright spot along with our highly educated Workforce we have again more

folks in our community with college degrees than you know the the nearby communities of um Reno and and California so you know there are definitely some opportunities for for expanding you know hopefully again uh an increase in living wage jobs in our region so this is this is sort of our guiding star this is what we're trying to get at um and then the last slide is just my contact information and a thank you because I really appreciate you guys giving me time on your agenda tonight and I haven't been in that boardroom in in quite a while so sorry I wasn't there in person tonight but really appreciate you giving me some time thank you very much for sharing yes Heidi I'd like to comment or compliment you I really enjoyed reading your presentation

I like data and I've been here a long time but so excellent job but I actually would ask Miss Salazar if she could find from my own personal curiosity when Heidi says that since 2019 alone the number of Tahoe residents making over 75 000 have increased by 17 000. I'd love to know how many of those work for us okay because I like the concept that we're an anchor okay and if we're an anchor then I think there should be a little bit more respect for what we're doing in this community as far as providing what she's saying getting to that 75 000 so people can live comfortably okay and I do agree with her this is this is a wild winner and it'll be interesting to see how many people actually stay my favorite

thing to tell people is I hope a year from now we're not talking about that this winter was mild compared to the one we just went through okay I hope I'm wrong but I'd like to have that just for me personally okay but Heidi great job thank you we'll pull that information together is that Alyssa's dad Larry talking I can't question yes this is listening Larry yes yes it's been a while it has yeah and I just have a question for you Heidi you said that um business has gone from 40 I mean uh um tourism has gone from 40 to 60 approximately is there a sense are there types of businesses we've lost or is it just kind of across the board do you have a sense of what that 20 was yes Bonnie

great question sorry I'm calling everybody by their first names because I know I think I know all of you so um but yeah so what we've lost interestingly enough is um what we consider uh residents serving businesses and what we've gained instead is what we call visitor serving businesses and what's interesting about that is again that's partly why our tourism economy has grown um we you know we've we've after the recession and sort of 2008 2009 when when folks started traveling again and coming up to Tahoe and spending you know had more disposable income uh many of our businesses took advantage of that influx of new visitation and and folks and so we've seen growth in tourism related businesses things like short-term rentals and um cleaning services that support those short-term rentals and um you

know growth in restaurants locally again restaurants I would say could be both visitor serving and local serving but they tend to focus um their their you know the majority of their funding is made in the the seasonal nature of things right they're heavy in the winter or heavy in the summer and so we lost a lot of what was considered residents serving only businesses so there's been less of those and more of a growth in the visitor serving a sector so and some of that is also due to the population decline when you have 60 000 full-time residents there's there's residents serving businesses have more of a base to rely on when you have 52 000 residents year round um you know there's going to be certain businesses that that are not able to you

know Thrive and succeed as well so it's a great question thank you Heidi hi Heidi this is Lori and um we've known each other for a long time as well but just a while I just um I guess one a couple of things one was a comment you made about our and maybe this it was because you were looking at Regional numbers but we had a presentation by the Lake Tahoe Community College um that showed that um in at least for the South Shore Community our numbers of college graduates were smaller than um the state average for California that we were we had fewer college graduates and the community college has really bent on having our community become a college-going community so um I'm just wondering if you know more about that but you but

it may just be that you're talking about the whole base and you know as a whole versus South Shore um and then it seemed like real kind of in relationship to that too it seemed like one of the pieces of the pie for the lower income one of those slices went up like you were you were highlighting the 75 000 salaries going up but there was another one of those kind of like 10 to 20 000 slices is that also got bigger so like there was a it just seemed like there's um maybe service that we're seeing a shift and that's what I see that's what I observe right like some of the trpa some of the anchor employees have moved off the hill but we have a higher percentage of lower income people uh

living in the Basin now as full-time residents not that there's more of them it's just there are bigger percentage because some of those people you're talking about having left the 25 to 45 year olds semi-professionals or professionals aren't are no longer living here so I don't know if you can comment on either so yeah so we look at uh the the averages Statewide for Nevada and California and compare our regional numbers on educational attainment so those with college degrees are higher is how we look at that so when you're comparing to the Statewide averages again that whole region it has a higher level of educational attainment than um than the two states on average so uh but again it's it's a data point that we we update and check every year so as of our

most recent data again region wide we are we our current number of residents tend to have higher wage degrees I think a lot of them are working in tourism jobs so I think you probably have lots of bartenders who have college degrees and uh and folks you know working uh at your at your favorite restaurant so um you know again we're trying to to match up opportunities for entrepreneurs and small business startups and letting them know we have the workforce here that they probably need they don't necessarily need to be bringing uh folks from out of the area for those jobs because we likely have the talent here which again really helps with Workforce retention and attain you know attention of local businesses and jobs as well as Workforce attraction when you need it for

growing companies or growing uh businesses here locally and then I'm sorry Lori I on I don't remember which slide specifically I I was it was one with the salaries but it's okay I mean I just think that I think that South Shore is just you know is different than the whole region too if you if you pull that out separately even though I know where the the majority of the population it's yeah yeah you guys have 25 000 of the 56 000 so yes the South Shore certainly majority of yeah little over half but um I you know I feel like again this is one of the data points that we were in the process of updating for a meeting that's happening in another week is uh the wages data because again we know our

tourism wages are low but we know our we are you know professional and administrative and above positions tend to pay higher so we're we're trying to again match up opportunities with our anchor employers to make sure that they're staying at those higher wages and that the hospital expansion plans that they've got you know they're they're again pushing you know positions that pay in those living wages and that ultimately um we're growing those sectors and those jobs again knowing that tourism will still always be a part of our economy I watched a presentation this morning by Chris thornberg at a beacon economics we've had him as a speaker at our economic Summit in the past and he had two really good comments um the first was that investing in women and getting our women back in

our Workforce is really important but the way to do that is to make sure that you're paying them wage wages that are high enough is worthwhile for them to get back into the workforce and that we should be investing in their flexibility and their schedule with their child care issues and stuff so that was an interesting point his second point was we should also make sure that we're working on training programs and this is something I talked to Jeff at ltcc about a lot and and Frank with Advance training programs that are investing and moving people up in into higher wage jobs in the industry that they are in is really critical so the example of a housekeeper working in a hotel making you know maybe 18 19 20 an hour and giving that housekeeper

the opportunity to have training to become a housekeeping manager where she or he then has the opportunity to continue to use the same skill set but in a different way they get the additional training you're investing in your local Workforce so somebody who already lives here already has a house has that opportunity to move up because it is easier to find someone to take that entry-level housekeeping job it is harder to find someone to take that management job and growing and supporting our local Workforce in that way is is an area that I'm looking forward to exploring both with the school district with the college and with Advance as we move forward cool thank you that's great sure okay all right thanks Heidi you're welcome thank you yeah sorry I didn't get to say hi

in person everybody but thanks again for your time thank you have a good night good night bye so moving on to item 10 Educational Services Dr reader will introduce the year three of the 2021-2024 lcap update and suggested revisions this is an informational item thank you president Mansfield and trustees tonight I am providing you with a brief update on proposed changes to our three-year lcat plan we are currently completing year two on June 8th this agenda item will return as a discussion item and on June 2nd I'll be asking you to approve the suggested revisions rlcap work is driven by our vision discovering and fostering the unique potential and talents of all of our students and our mission which emphasizes collaboration embracing diversity promoting equity and developing competent lifelong learners as you see here we

have met three with three groups throughout the year to collect input additionally we receive valuable information from our families at the State of the Union district or lcap update on March 15th and more recently earlier this week from our community conversations around enrichment and in intervention for our students our wonderful specialist Jenny Goldstein plays a big role in collecting all of this input organizing it and assisting and providing suggested revisions as you may recall our first goal is around increasing student achievement for all of our students the Baseline data is listed here and we are currently in the midst of administering our state Casp assessments to our third to eighth graders and our 11th graders here you see our action steps to help achieve our first goal the suggested revisions are highlighted and these revisions

are based on Partner feedback as well as budgetary constraints our second lcap goal is focused on professional development and alignment and here are action steps with the highlighted step being revised as a result of budgetary constraints and our third goal is based on building positive climate and culture at all of our schools and here is our action step to support our third goal with the highlighted revision we're very thankful for Miss Salazar to help us find funding to support our second Elementary counselor for another year thank you Andrea as you may recall from earlier presentations we are receiving what's called differentiated assistance from our Edco friends as a result of three years of underperformance with two of our student groups those are those would be our English Learners and our students experiencing homelessness both um

struggling for chronic absenteeism and academics we are therefore required to add two new goals to address these students coincidentally both of these groups are identified in our first goal so some of our action steps are already addressing this need are so therefore our proposed goal for is to address supporting our English Learners as you see our action steps include ensuring we have language supports in all of our classrooms and ensuring we have daily dedicated time to support their success thanks in part to our El coordinator potentially director um Karen Goldberg addition we have initiated monthly collaboration with our site leaders to share strategies around increasing attendance and identify students at risk of becoming chronically absent uh finally we have 14 action steps from our original three goals that are addressing our English learners and our

fifth goal that we are proposing is specific to our students experiencing homelessness um with that our monthly attendance collaboration will help identify students at risk of becoming chronically absent as I shared previously we have 13 action steps from the original three goals that are supporting these students one minus again tonight is an informational item I'll return with this agenda item on June 8th as a discussion item as well as our lcat public hearing on June 8th then on June 2nd we will be requesting your approval of our revisions to our lcap 2021-2024 plan thanks for your time do you guys have any questions for me I have a uh one question thank you Dr reader um for the presentation and I know some of my questions I I posed to to you and Dr Cutler

earlier in the week um one of the concerns this isn't really a question but just one concern was I noticed we had a reduced number of parent surveys this year on the lcap specifically from the year before so I'm just hoping that we get creative about how we just reach out or whether it's you know I had actually a parent tell me that they would prefer that surveys are sent to them as separate sometimes I know this happens a separate email related to a survey rather than like a something to click on in a newsletter like a Weekly Newsletter you know where they get a specific request we need you to fill this out you know so that's just one idea and then um the question I had was there's mention about weekly social emotional

learning slides that are developed um by the counselors at school sites and I wasn't clear which like if it was just Elementary or if it was K through 12 and then how so basically the metric is that we're we're doing it like we're making these slides um and I just wanted to know how they got delivered if counselors presented them or teachers and how that was being thank you that's specific to our elementary um to our elementary teachers they get a weekly update either Sunday night or Monday morning from Kelsey or or Kim they work together to do you know to do a daily little five to ten minute opportunity Monday through Friday they focus on something um what are they focusing on this year Beth what were today this week was um was it

humility thank you Aaron um so they get that and and we encourage teachers to take advantage of that opportunity as they start their day every morning you bet thanks would you explain how the um chronic absenteeism is measured I'm a little confused by that number if a student misses more than 10 percent of um the school days so in a typical 180 day school year if they're missing 18 or more days they are identified as chronically absent so I I thought I maybe I misunderstood something but I thought it said that there we were there was 38 percent chronic absenteeism had so is it it's really that high it is that high yeah in last year 38 almost 18 or more days granted we could probably you know attribute that to uh to the pandemic

and uh having students be isolated for I think it was 10 days earlier in the year last year so you get covered um you're halfway there and you're miss you missed 10 days already so historically what has that figure been do you know sorry you're probably not prepared to answer that prior to that I think um I think we're about 19 percent the the year prior to covet we were at 19 so it's a figure to watch but so this might be a blip or well you know this year has also we've also seen a lot of absenteeism this year and that's why I asked Justin and the other principals to to meet monthly and to talk about it and talk about strategies we had to dust off some of the strategies with the SAR

process and the calling the parents you know and we during coven you had a sniffle stay home employees stay home and get healthy where prior to that is you know asked folks if it was a little sniffle coming to school could you press through so we're we're working through getting back in the process of really encouraging our uh encouraging our students to come to school thank you so moving on to Item B proposed relocation of mount tilak to the altahu Learning Center this is an informational item thank you president Mansfield Dr Cutler has been collaborating with our Mount to LAX staff principal Harnett and principal Martin discussing the benefits and potential challenges of relocating the mount to lack school to The altahoe Learning Center they've identified um advantages of having Mount to lack in a

more centralized region allowing increased opportunities for career-oriented internships and being supported by a full-time principal with Mrs Martin and you're aware that um that principal Harnett wears a couple hats one is that is is our safety support as well as principal at map to lack um principal Harnett has been very gracious in this process as much as he has enjoyed being the principal of Mount kalak um and Miss Martin is very excited to welcome the students and staff of Mount to lack to The altahoe Learning Center and is eager to assist with the smooth transition I received some notes from her today that I attached to the board agenda here at the last minute I apologize if that wasn't done sooner um Dr Cutler what else what else would we like to share about this

yeah Madam president members of the board um this has been an ongoing conversation staff through conversation began to ask questions about some things that they wanted to see shifted or changed with the amount to lack and we began to explore deeper the opportunity to to relocate uh the Stu the students and staff to The altaha Learning Center this is a proposal to you this evening with the intention if there's no concern that we will begin to move the process of moving we do have staff here this evening Pat Harnett is here Amy Jackson is here and Sarah Justice is here so if they'd like to share any of their thoughts then only if you would like you know that's up to you but if board members have questions for staff members as well so I'm

not putting you on the spot it's just in case you know that there's anything you'd like else you'd like to share or if board members had questions of staff at all hey thank you for being here tonight thank you very much um uh the opportunity that is presented for us and we underwent very careful consideration lots of discussions lots of questions we needed to answer for ourselves and Logistics to work out which are there's still a few things to figure out but it's a it what what it came down to is it's a great opportunity for our students and that was the bottom line um I guess I'd like to just say I'm excited to re-brand mount tilak in a in a new light and um really just give the students a place that feels

like they are valued and it's their own and um you know we've a lot has changed over the years as far as our relationship with South Tahoe High and I think that's been a little bit difficult for students so I'm excited to look forward and get very invested into the college and the boys and girls club collaboration with their building and um and instead of trying to have kids you know wish for what has not worked out so well for them so yeah we're excited thank you I was thinking just when you talked about relocation to a central area if you guys are putting these kids on the path to a career you're right in the center of town yeah so just Transportation wise it's going to be easier for the kids yes we're close

to everything so that was a huge piece of it and you know we're like a family at our school so we prepped the students just recently and got some of their feedback for the students that are returning and pretty much everybody was super excited it was important to hear their feedback and they said I could skateboard to school now and and okay I could walk maybe we could take a field trip to the beach or you know they were excited they said yes I'll intern anywhere in that area so they were just super excited it was good to get their feedback as well but yeah that's why we do it because it's going to be what's best for them and so we're all super excited so thank you so would you talk a little bit

more about how you're connected with the college because that seemed like one of the one of the real assets of the movie too so we do we do have that dual enrollment class that we're doing um and then we also have students that might take concurrent classes um we had five students go on the ltcc senior day today they got their orientation they got registered so I would say there's a good percentage of our students every year that attend the school but being able to be in proximity right here I think would make them more comfortable if we could walk them over and say okay here's the equity office here's this and actually have them be there for part of the time to feel comfortable we could probably run some groups over there currently there's

a lot of staff from the college that come to our site to meet with students one-on-one or in a small group but now we could just take them over there and get them comfortable on that campus thank you I would just add I like the idea to try to Rebrand yeah I think that's a great concept and you know in life new something new is always exciting okay and it becomes yours okay whatever you decide to tweak whatever you guys decide and what direction you go um it's about kids that's what that's the real strength of your school so I think making this move it's about kids so I I applaud that thanks yeah we want it to feel prestigious we want it to feel like you're walking into this new building with this new

furniture and and they said they think it'll change the stigma for them as well and that's huge so thank you I'm just I I um I really I mean everything everybody said I agree with I'm excited about and I I love just the proximity like you said Boys and Girls Club and and the school district and and the college and the Foresters I mean just these all these potential um connections and intern internships what can you anybody share about like what they might lose in terms of right now in terms of things they might be currently doing at the regular High School I don't know if there's I don't know how much of that happens anymore and even like I heard you guys had your own prom this year but then I was talking to

a former student who said well we were always allowed to go to prom at the high school so I'm just wondering if anything is going to change related to what what they're allowed to do now at Sato high school and what might happen in the future or that piece has already changed okay even though that's already changed last year so I don't think in terms of this year much would be any different um besides the layout of the school you know that fish bowl kind of community I feel but other than that I don't think there's that would change except I mean nobody I mean you're and Amy has to well Amy tries to cover uh she's on campus up at the high school and then now she'll be having to try she'll be the

one traveling nobody else will be um like Sarah said the the kids we have now are so invested in our our program that they all they said is great what's the new schedule but I do sense that we might have a little resistance from students who are incoming until we really set up and show them that it's going to be great um there might be a little resistance because I think they hang on to what they know and to be you know off on a different site is going to be a little more um of a change for them um and I do definitely um work closely with a lot of our sths students and I'm going to just kind of have to try to figure out how that looks next year because I think

it's an important Bridge um to keep kids a at South Tahoe High and also to find the right students for alternative Ed so we're gonna figure that out right thank you thank you excellent yeah Sophia okay this is just more of a comment for the mount to lack school because I I'm really happy that you guys are saying it more as a rebranding but I think it's also important that when it actually gets established like the location to also push that rebranding idea to the parents because many parents are convinced that this just that school is just for troublemakers and is that that's a really big important thing that needs to change because students I hear positive feedback from students they're like okay no but not to lack is a great opportunity it's a great

continuation school I've got a sibling that may be going down there but there are many parents that will push away from that idea because of the stigma that's around so if we can push out that it's a great opportunity for students to the parents push that out there I think it'll make it even better because I fully support this program like I I to lack is a great opportunity I've got friends that are down there and they their attendance went up their schooling went up when we talk and have conversations now it's they're completely different students they love school they enjoy being there I think it's just important that our many more parents are aware of that opportunity and that that is just oh my kids going there foreign I think a lot of parents

and people don't know that either but it is there are two of my schools in this town it is not you go on this chart for this track it is superior two options people are saying that yeah you know and and that obviously wasn't on the mic those responses but it really is um this is a school for students that they choose to go to for for them for what's best for them and their path to the Future and that's what the teachers focus on so I'm excited about it thank you very much Greg um moving on to an information item anti-bias Equity Grant update president Mansfield and trustees I'm excited to share with you the ltusd has secured a 200 000 anti-bias grant for over the next three years this funding will be used

to provide professional development and support to our staff and students I'd like to thank Dr Cutler and Mr Manny Sanchez for their work in securing this funding the anti-bias grant was made available as a competitive grant for this past school year we were notified that we were awarded earlier this year and have initiated planning unfortunately our head coach on this work Mr Martin Mr Sanchez will be leaving us for ltcc he was excited to take the lead but with his departure we have a team who will assist with the implementation of the plan that he originally wrote the California Department of Education has identified different areas where we can use this funding including professional development reviewing our current practices and procedures developing a comprehensive diversity plan purchasing curriculum and supporting students this work aligns well

with our mission to cultivate a collaborative nurturing environment which Embraces diversity promotes equity and develops competent lifelong learners Mr Sanchez summary statement of our grant is provided here which identifies shovel areas where we may begin this important work many identified these three areas of engaging collaborative strategic planning providing data-driven diversity equity and inclusion related training and engage students and parents in a co-creative efforts to improve inclusivity here Mr Sanchez provides additional information around our goals with reduce the bias and increase Student Success for all students through these five steps so we have initiated a team to begin the work on this important this important goal and I'm excited to learn more about their ideas current evidence-based practices from other districts and to learn more from other educational Partners so we can develop a comprehensive three-year

plan again I'd like to thank Todd and and Mr Sanchez for their work in securing this grant this is an informational item do you have any questions for me I have a comment okay um when I read this you know anti-bias Equity Grant I then I started doing a little research and what I found was that the anti-bias curriculum is going to be an approach to early childhood education that sets forth values based principles in support of respecting and embracing differences and acting against bias and unfairness every day if you read from your phone or you have the television on we have states that don't believe that okay yesterday in the State of Florida Amanda Gorman African-American poet who was at who gave hit her poem for uh George or George Joe Biden thank you

her her poem was taken out of a couple libraries that's bias and I'm going to say this and I never thought I would say this at my age but I am glad I live in California okay I mean with all due respect California's taken a lot of taxes from me okay and there are times I get a little irritated with California you know my wife will say hey we should go somewhere else her her approach is let's go to Italy okay but but I will say this California will lead us in this and I really commend the district uh Mr Sanchez everybody involved in this but this is going to be a rough road because people are going to misinterpret this and they're going to think that we're going to take young children because we're

going to teach them these these values-based principles and we're going to brainwash them and we have to be prepared for that but I want to kinder generation I want a Kinder culture because we're not there and so I I applaud this but it it will be it'll be very interesting thank you I just noted that on the uh one of the responses to the echometrics survey from staff was that this was something important to do um I wanted to just comment or I guess mostly comment um first to trustee Briley um I always say having been a former State uh employee and and I pay taxes at the State of California and when people talk about leaving I always say um you get what you pay for and I would just say that we pay

for a lot of really incredible things that the state of California does for all of its uh citizens in the state whether it's Environmental Protection or protecting diversity and education and things like that so um anyway that's it goes to a good cause but I'm really glad we got this Grant and I'm um and I like that the focus is really on again improving our academic outcomes for all students and you know really um focused on the fact that some kids that are disadvantaged some of our English Learners we've already identified need more support and and hopefully by supporting um increasing their level of inclusive their feeling of inclusivity that that will we will see the outcomes and academic achievement um I also hope and I've talked to some teachers as well about um just

how intentional you know how specific and intentional we need to be and I like that we're getting that as part of the grant we're asking for parents and student input as well as teachers and um I want to just remind everybody that the anti-bias um Equity I hope the grant also includes the LGBT qia um and plus students that and that we can include in our training more intentionality to our teachers about what's currently in the state laws and regulations because I'd heard that there'd been kind of an increase in bullying at the high school related to some of our lgbtq community and that we need more teachers on board on what's in the regulation so I'm hoping that somehow gets wrapped in and I'm not sure how you know as part of the planning

team but I know you're on the planning team that's on the planet too so hopefully you're hearing that loud and clear that the anti-bias grant is very broad um and it's not just looking at our test scores per se but you know bigger than that in terms of the types of communities that need support thank you Okay so moving on to item 11 Personnel Services we don't have John Simmons with us Andrea Salazar this is an action item about the share director for Family Resource Center and multilingual learner Equity coordinator 23 40. my sweet board meeting Lake Tahoe Unified School District in South Lake Family Resource Center have partnered director of multilingual learner equity and the executive director of the fr idge July 1 2023 through June 30th no okay uh do I have a

motion I move that we approve the shared director for family resources Center and multilingual learner Equity I second okay I have a motion by trustee Turnbull and a second by trustee Riley is there any other discussion or Dr Cutler is any public input on this item I do not believe we have any public input um I'll look out we're I think we're good okay so all those in favor say aye aye aye all those opposed motion carries and moving on to item 12 business services and operations um a 2023 2024 Governors May budget revision this is an information item Madam president and members of the board during January 2023 the state of California's 2023-24 budget was proposed by Governor Newsom traditionally the governor will review the current fiscal status and amend his budget proposal and

possible current year impacts resulting in the May revised budget the May revision was issued on May 12 2023. it is a District's intent to host a public hearing and provide an overview of the district's fiscal year 2023 budget at the June 8th meeting with a request of approval of the budget at the June 22nd meeting at this time I would like to introduce Miss Amber Smith director of financial services and marimar Perez accounting specialist who will provide a summary of updates and impacts the May revision will have on ltusd good evening Madam president Manfield and members it should be no surprise to any of us that these were the overarching themes noted at the beginning of the May revised presentation while education continues to fall within a category of an investment to protect economic uncertainties

as well as as the underperformance of State revenues to the tune of a projected 31.5 billion dollar budget shortfall are resulting in the 2023-24 state budget to be referred to as the riskiest budget seen in a decade some good news as you will see in this slide is that the cola is projected to be fully funded at 8.22 percent in addition the May revise increases lcff based grants by the 8.22 as well as continues to provide an ADA protection loss to Medicaid declining enrollment unfortunately in order to fund the aforementioned additional reductions to the Arts music and instructional materials and learning recovery emergency grants will be implemented the impact of this reduction to ltusd will be discussed in the upcoming slides you think I skipped a slide here as always the picture is worth a

thousand words as noted before yes we will see an increase in our lcff funding however the science behind the funding is to retract funding from leas that was previously promised the district will see a reduction in the Arts and Music Grant of about one million dollars and a proposed reduction in the learning recovery funding Grant of about 1.3 million dollars at this point I will pass the presentation over to marimar Perez to discuss Statewide challenges faced by leas as well as a few final budget assumptions good evening Madam president Mansfield are members of the board um declining enrollment is one of the various factors impacting the reduction in funding to leas Statewide this bar graph shows the average Statewide decline in enrollment at 8.27 it was noted in the presentation that Californians losing more residence

than it's gaining we take quite still less kids in California schools ltusd is projecting a reduction in enrollment of approximately 50 students or 12 percent in addition the extension to file personal income taxes in October will result in a deferral of Revenue to the state also worthy to note is that two of the three main taxes that fund our state budget are projecting a reduction in the May revision as compared to the January budget proposal at this point the state budget is not projecting deferrals of apportionment however as many assumptions remain uncertain at this time and as a precautionary measurement the district will bring a trend proposal of 7 million as a resolution item to the June 8th board meeting uh you should be familiar with this slide and the next as they relate to

the California public retirement system or Calpers and the California teacher all the California teacher retirement system or cult stairs rates uh Calpers will see a 1.31 rate of increase from 2020 to 23 to 2023-24. and the calstrs raid is projected to remain at 19.10 through 2027-28 as you have heard throughout the presentation many factors remain unknown at this time with so many variables up in the air air the district is expecting to file a 45-day revised budget after the state budget is enacted in June so that any material changes from our budget from our adopted budget can be incorporated well the updates presented this evening are not overly positive the district remains confident in its ability to present a balanced budget for 2023-24. at this point we have Richard we have reached the end of

our presentation are there any questions I just want to I just want to mention that the May revise which is the governor's budget is um not necessarily what's going to be approved so that thank you for the thank you for the sharing what's there and then we don't we don't have to do anything in response to it until we have the final budget that then we'll be back you have 45 days after that yeah so no so understand that um we get so I really want to make sure right so the governor comes out with a budget in January and then that that's a proposal so we can all start thinking about what that means get excited or get disappointed or whatever it may be but it means nothing until actually the May revision the

May revision is the budget then we begin working from because we are we are anticipating it to be something like that now the state will pass a budget it most likely won't be exactly what the May revision is but we have to work our budget based on the May revision and then that's why we would do a 45-day revise because once you approve that budget which you're set to prove the budget on June 22nd once the state changes you know State approves their budget then we'll look at our budget comparatively speaking and bring a 45-day revise and excuse me a 45-day revise we don't always do that 45 day we anticipate we will be doing that this year would you add anything to that folks I think that's basically what you see yeah yeah okay

just one question then so voters approved that we needed to allocate a certain amount to arts and here we have Arts being underfunded did is there a balance coming out here there what's what's going on um so I would let our business folks uh answer that but with that said um it is an interesting Dynamic um we have prop you're referring to prop 28 and there's a certain dollar figure of prop 28 that we are working from um that's approximately a half a million dollars at this point in time um yet we have a reduction in other source right yes so that's just that's the dynamic we're working at the only thing I want to add on to that is in regards to the reduction on the learning recovery block grant these are funds that

leas excuse me have already received so leas are very upset and in the May revise webinar that Amber and I attended from school services to California they're already talking a class action suit if this really does happen because they have already given the Lea discipline so it is a big deal and many leas have already budgeted to it I mean for us 1.3 million dollars is a lot but I always find Amber for La unified it's 85 million dollars it's not a small chunk of change so hopefully something will get resolved during the negotiations this is one of the reasons why we're saying we believe we'll be doing a 45-day May revise right I mean but there's a lot of uncertainties moving forward okay thank you um moving on to 12b integrated Pest Management and

we have Dave Zebo director of facilities and transportation Madam president members of the board I would like to introduce Mr Dave Zebo director of facilities and transportation who will provide a brief overview of the integrated Pest Management plan good evening Madam Madam president members of the board the healthy schools act requires that an integrated Pest Management plan IPM be created implemented and updated annually an IPM is a common sense Pest Management approach that requires Pest Management action only when necessary and with the with the least hazardous method the primary objective of ltusds are long-term prevention mitigation of pest intrusion into facilities and reduction of pest damage to two facilities this plan generalizes who is a part of the program which is mainly our custodial Crews from each site what vendor we use which is Boulder

exterminators and what types of pesticide they use along with the EPA numbers Associated to them we are required to post this information to our ltusd website for public knowledge and compliance I have a question thank you um Mr Zebo thanks for a great presentation and the material um is very clear and specific um and I noticed it's very much focused on um you know these mice ants bees wasp termites you know and I um am wondering about herbicide use and whether that there's a separate document that the district must provide but under in my in my world because I worked for the lawn water board and environmental engineering uh herbicides are also considered a pesticide but and maybe that this integrated Pest Management plan does not deal with those but I was just curious whether

the district uses them and how they're um if they're covered how where they're supposed to be covered or you know if there's a separate report or something like that okay I think by the integrated Pest Management I mean it's interesting to me and I I know uh Bonnie turnbull's a Master Gardener so she may have input on this too but I just know that when I hear the words integrated Pest Management it typically involves um similar sorts of discussions around like you know considering whether to use herbicides or whether to use something else you know to so that you don't have to use oversides you know what I mean like weeding or you know that kind of thing you guys will look at that information together for you okay thank you I just want to

say I since I need to jump in now I I appreciate that you called it a common sense approach anytime we're trying to minimize the amount of toxins that we introduce into settings with children it's a good thing and um I know that there are you know there's other problems involved too but yes the focus on prevention and other kinds of strategies is um a great thing yeah thank you thank you very much okay moving on to item 13 board government governance three policies from the December 2022 board policy update and the March 2023 board policy update this is the first reading and it is a discussion item doctor yeah Madam president members of the board this is your first reading uh for these updated policies if you have any questions I'm ready to to

address those otherwise we'll bring these back for final reading action at our next board meeting any questions moving on to 14 Cent agenda do I have a motion I move adoption of the consent agenda second I have a motion by trustee Kemper and I said second by trustee turnvo all those in favor say aye aye aye all those opposed motion carries item 14 item for consideration at future board meetings are there any items we would like to see on a future agenda nope okay 15. adjournment thank you I would like to close this regular meeting and board of education on May 25th 2023 at 7 57 p.m thanks for a great meeting
