because you need to open that presentation right um right yeah okay okay we got this language you're not muted all right I'm back you are now live on YouTube thank you it's probably me I'll give you back thank you yeah is that better yeah it is six o'clock in order your microphone's not on Scott can you hear me can you can you hear me now Scott oh okay so the time was six it's still 602 we are reconvening into regular Open Session um if you are planning to attend via YouTube and would like to comment please send your comment in writing to info at ltusd before 12 o'clock on the meeting date and your comment will be read into the record please put public comment in the subject line I would like to also say

that um number five I mean number six we have nothing to report out from closed session moving on right now to communication reports number seven but uh a trustee like the star sure I'll be quick uh good evening uh audience you're it's nice to see everybody in the audience um I just want to share that I I had the opportunity last week to sit in on the training that was for um teachers for um English language development and the new requirement to um for each of our teachers now to spend 30 minutes a day with English Learners in their classroom or figure out a way for those students to get 30 minutes and I just want to thank um Karen Goldberg and all the teachers that uh participated and that are really um that are

really up for Learning and developing professionally it was really it was really nice to see and I'm I just want to also acknowledge that I know teachers have a lot on their plate and there is a lot of requirements and obligations and responsibilities for them to to take on and I'm just really impressed that they're doing that but what I really wanted to share with to the board members is what I learned which I thought was so cool is that the key the the the Takeaway on this 30 minutes that teachers are supposed to spend with kids is really to if as much as they can to try to meet with these kids ahead of a subject matter so if an elementary teacher is teaching civil rights and there's words like Constitution and um just

vocabulary that an English learner might struggle over the idea is to really take some time ahead of a lecture to really deliver that um that vocabulary so that then when the when the actual whole class is meeting on that subject matter they can the students themselves can then lead they have some confidence they already know the words and they're not struggling with trying to understand what the words mean at the same time they're trying to understand A New Concept and so I that was new to me I'm an engineer anyway it was something that really impressed me is a way for our kids to be leaders to really build their confidence and Empower them to be excellent in their class and take the lead on something because they have maybe like an inside track on

the subject matter before it's brought to the rest of the class so that was a really nice feeling and I'm just I really appreciate that we're we're helping develop our teachers thank you okay good to see you everybody um I'll start off with back to school night last week that's how tall High School uh it went very well well organized enjoyable I got to spend some time with trustee Mansfield as we visited classrooms together and talked to different teachers and different staff members um I just got a feeling from the high school a whole different culture and sort of attitude for the whole district and I I really want to emphasize that as a really positive step last night I visited math night at Sierra house trustee Kemper was there trustee Turnbull was there and

it was fun to watch that math doesn't have to be so frightening to a person like myself um the last time I took a math class was 1971. okay I was a senior in high school Algebra II never liked math but it was fun to watch the kids smile and learn and I know that we're we're gonna learn from one of the coordinators about math but Missoulian is a super job and that was I I think that's a real positive and then the last thing I'm going to bring out and this actually refers to all elementary Pro middle school high school I suppose all our schools but on Wednesday um I attended the 130 dismissal on Wednesday at Tahoe Valley I had never experienced that in my life I've never seen Controlled Chaos like that

in my life it was impressive to watch children come out with their teachers staff members know where to go know what to do and then when an adult like myself did something they weren't supposed to do get reprimanded and told no you can't be over there no you can't get behind the bus I thought I was an adult to take my grandson or walk no can't go that way and it was it was impressive and I know that whatever schools I will visit on Wednesdays I may this is how weird I am I might do this just just to compare that that just controllable chaos was I was just I was really really impressed okay um I'm one and when I taught or I coached or whatever there's a right way to do it we

go from here to here to here to here not quite the same way but man I like I said I was impressed okay um I would like to mention that there were several of us at the Lake Tahoe Community College state of the the college and what most impressed me out of that is how similar our goals and and you know are really overarching goals are they like they totally match like we're on to something here and it's great to see that we're on on the same page um the other thing was I I would second that um math night was super fun what I found most hysterical is they are so driven to differentiate that they were giving me math problems that I could not solve um which actually I had a great time

with it um would you like to go ahead um I know what they said and I saw many of the people at back to school night and also at the state of the college and this week I started two classes at ltcc and in one of my glasses they have furniture of the future that I've seen in like our little modules and the examples and stuff that come up and I'm telling as a high school teacher or a middle school teacher or a fifth grade teacher you want these you know they have these really comfortable chairs the desk the desktops are interchangeable there's a like a solid mesh basket underneath you put your backpack your binder your purse your code all that stuff and they're on Wheels so we started out in rows and then

it went well could we make us a half circle now and it's like boom done and it was we need this so pass the bond um today I was able to attend bijou's walkathon and it was so nice to see so many smiling faces and get on everyone kids the adults everybody was having a great time the music was great um I got my steps in got to high five a banana and a bunch of the ltcc students were there walking with kids and then they'd make a line in high five all the little kindergarteners and very cute and I went from there to Tahoe Valley and met with principal clatsko and she I wanted to meet the new hires specifically there and then she also gave me I did that and they were wonderful

and I appreciate them um but she gave me a little brief introduction to iready and I had asked that the last board meeting website ready so now I have a better understanding about it and now because I liked map because it showed you what kids needed as well as their growth this looks so much better because it's instantaneous you don't have to wait a while for the results and also immediately lessons come up that you need you need help in phonics boom after you're done with the test here comes a phonics lesson that it was like oh I could see how teachers could use this I could see how this would be a really good thing so I was very impressed I had a great day today um I don't have a ton to share

other than it's been really refreshing hearing from a lot of our students really already getting in the rhythm of their you know the new school year and teachers being excited for the most part um I know their workload's really huge so um that's been interesting to you know navigate and um just to shout out to Sunday or Saturday the 24th is our fishing day it's the first year we're teaching students 16 and under they get to fish for free at tall paradise and this is the first year we we're teaching catch and release there we go thank you and we will move on to letter B I want to welcome back our student board members Miss uh Sophia and um we're really excited to hear from you well good evening and thank you for having

me once more I'm very grateful to be present at these board meetings again this year I joined leadership to be more involved with our student body and here are some of the highlights I felt like I should share this year we gave senior students the opportunity to purchase a parking space and paint it however they wanted and they're turning out phenomenal um and I'm really I'm really happy that the admin are not are not taking rule Breakers so lightly they're they're constantly saying hey if you're here you're going to be towed this is a strict rule you have to be following it and I feel really respected in that sense um and sometime in the next two weeks we'll have a drone fly over to highlight each individual parking space so I'm really excited to

see how that video finishes up um and I want to also mention we are very excited for a homecoming dance that is coming up starting next week each class will be to start designing their floats corresponding with their theme and as a senior we got Lilo and Stitch however we are seeing if we could get help having the Middle School tall Valley and the magnet school reach out to us because we haven't heard any feedback on whether they're participating in our parade or not um our theme for the dance will be Disney's Tangled so as we see each prop come to life I know the final results will be beautiful I've had the great opportunity to decide our centerpieces and I'm personally really glad to see a strong leadership class overall I have seen our

school spirit soar and I'm very proud of this because that was our goal for the school year finally excited to have a semi-normal school year thank you um C superintendent's report Doctor Who president terminal members of the board thank you I appreciate it you know I want to say this I just really enjoyed your report outs today thank you so much and um what's exciting to hear the report out is that we're talking about the good stuff that's happening in our schools the the great things we're taking in um it's not about covid or smoke or fire though we've had some of that recently um and I know that the recent smoke uh created some some anxiousness anxiety flashbacks um and and I just want to make a couple of comments about that uh I'm

really proud of our team on how we navigated and worked through the challenges of the recent days of smoke um for those those community members over the hill that we're dealing with the fire we know what they were dealing with we've experienced that evacuation not stressed um but we were also faced with that smoke that came our way and and engulfed our our community I think we were very lucky on how it ended up moving along in certain times but just to note and I hope that everybody knows that the team of of leaders got together every morning during the smoke to look very closely at can we have school what's the aqi what's the weather report is it going to clear you know can we can we put our students out at bus stops

safely right now and and from The Experience last year we said that if the aqi is ever at 300 and holding above 300 across our schools that we would not if it was under we would get our students to school and keep them in if it was beat that between that 150 to 300 if it under 158 Qi then we would allow them to participate of course there are certain students that those numbers can be more risky right so we obviously work with our students our families and our and our nurses to to assure health and safety I was proud of the decisions we made um of the I think there was three smoke days that we really had to make those decisions we did have to cancel one and it was a good decision

the smoke settled in throughout the day because sometimes when you make that decision you go okay I'm making a decision to cancel do I hope that their smoke stays there no not really but you know it really was a good decision that we we made and I want to just highlight because this morning we had a power outage um that actually shut down this building shut down our our bus yard um I was out of power this morning I was joking with text that if I didn't get my coffee it could be a long day for our team um uh but but I want to just talk about that for a second because we said oh gosh we can't get our garage doors open right now and and I remember I was texting the doctor

readers like you know just don't you pull that that thing and then just push him up like yeah these are garage doors that are busts right there's different it's it's a there's a much more challenging process to it and and Andrea Miss Salazar she got the team together um and all of our mechanics our maintenance team our custodial team our grounds team they got in there and then within a very short time that that really relatively they got all those doors open we got our buses rolling we thought they'd be late they got on top and we were able to have school when we didn't have power up towards seven o'clock okay right yeah I I just want to say that that's the kind of teamwork that everybody just came together and so we and

I was funny because when it was Miss Salas and I were talking about it going gosh did we do a two-hour lay because we might not be able to get the buses out on time and and it was a real possibility if we couldn't get those buses out and so I said nope let's let's go and the team did it and and speaking of a two-hour delay just want to reiterate to to the board and as well as all the community that we really are looking at a two-hour delay as a part as a continual opportunity if we're looking at smoke in the morning that it may clear if we're looking at snow that we can get cleared in time two hours late um you know those are real options for us so that we

don't have to cancel school so I just wanted to highlight that you know I want to just mention um you talked about some of you talked about the professional developments going on in the district and I'm really proud of all the professional development that is is going on and all the work that our team's doing we're going to hear from our content area Specialists they're just leading a great deal of professional development we just we heard about our El uh training it's just and staff I've walked into trainings um where my schedule is allowed and just seeing staff highly engaged and talking to staff and they're just really valuing the training that we're providing whether that's and also the fast training for the science adoption and and I talked to several teachers the other day

about after that training and they're like this was really good stuff and we're really happy you're doing this I'm like well of course part of adoption comes training and um and so just really a big shout out to our all of our teachers that are taking the time to be in the training committed to learning committed to growing and and making that shift um I wanted to let you know I was interviewed by Viking TV this morning they wanted to talk to me about the bond and just to say something you know uh one of them were just important to note that um I can't campaign for the bond but I can sure provide education and information about you know what what was the board process in regards to facility master plan Bond and students

did a great job it's interesting the teacher was kind of asking the questions and then the students finally said okay we got the hang of this and started doing that so I look forward to seeing um what what they provided I'm going to end with that tonight thank you very much thank you uh letter C employee Association reports is there anyone that would like to yeah I do I don't believe we have any reports received all right then we are on public comment public comment on items on or off the agenda is welcomed in the following ways in person in the boardroom at the district office by completing a Communications from the public card available at the front desk in the lobby if your comment is on an item that is not on the agenda

your name will be called at this time if your comment is on an item that is on the agenda your name will be called after the item is discussed and prior to final action being taken if any please limit your comments to three minutes or less if there is more than one speaker on a particular topic the board president May limit the comments to less than three minutes no more than 20 minutes of public input will be taken on any one item we appreciate your cooperation in helping us to facilitate the timeliness of our meetings I would like to remind everyone that the brown Act only allows the board to address items on the posted agenda the board's listening and cares about your comments but we cannot by law respond to any of them at

this time Dr Cutler are there any public comments we do have one this evening and that is Jesse Gardner I believe he's here to talk about National Fire Prevention Day thank you for the opportunity to remind that Sunday the 9th of October is National Fire Protection day prevention day I've provided brochures through Ms Chandler for each of the board members and other staff uh Denny's will hold a four-hour session allowing me the back room for information exchange on firewise if you don't know that term the American Red Cross talking about evacuation practices and the Truckee Tahoe Humane Society will talk about dealing with the pets Sunday 9 October 10 to 2. thank you thank you thank you sir thank you that that's all that we have this evening all righty so with that we're on

letter number eight ltusd partner organization updates we are we have the we're so lucky to have the Lake Tahoe Educational Foundation presenting today all right Mr Chris Campion thank you for being here it seems like it's been a long time since I've been here a lot of new faces but uh some ones who have been around for a while too so um president our president Nicole bergner was out of town so she sends her regrets but asked me to come by and give you an update of what we've been doing the Lake Tahoe Educational Foundation as you know has been around since 1989 and uh we're a completely non-profit all-volunteer board um that is working to supplement what you all do in the school district here so we are um you know normally we have

in in our regular year um a lot of things going on so I'll just kind of hit some of the highlights there where work with partners for things like the gift of literacy that the uh um Lake Tahoe Community College and seroptimists and uh so a couple other organizations do we're gonna hopefully start planning for that pretty soon uh that takes place in the spring then we also do the retirement recognition every year in the spring so we're uh we're hoping that there aren't too many retirements I know that Staffing is always an issue but um that's uh that's always a fun event too and then we fund scholarships uh that people uh want to um establish the one we have going right now is for in honor of Dave Mason uh who passed away

and uh it's a math scholarship so we have all those things Community Partnerships going on at any given time uh but right now our main program which is our enrichment grants those applications are going on uh right now until um October 14th at midnight uh we turn into a pumpkin and because we have to turn it around quick because our board meeting is that next Tuesday we hope to approve them and get them all funded for the fall now last year we started doing a two-cycle Grant again where we do one in the fall one in this in the winter spring so we're doing that again this year so if we don't get your application in by October 14th you turn into a pumpkin you have another chance in January we're thinking the deadline is

going to be around the 20th to um apply again so if you're not familiar with our enrichment grants they can be for anything we give away on average about 50 000 a year in in Grant applications the upper limit is three thousand dollars per Grant so there's a lot of littler ones last year I think it was close to 40 uh different programs that we funded uh everything from I think altogether Tahoe Valley we invested like nine ten thousand dollars into their Arts programs Arts and Music and Performing Arts programs there down to the knitting club at the middle school for you know just a few hundred dollars so everything in between and I just want to let everybody know if you have like uh a program that comes up like a short you know

notice kind of thing comes talk to us we do have these kind of off-cycle grants that we do entertain every once in a while if it's a great program then normally at the middle school the year before last came to us with the mission to the moon and we decided to fund that even though it was out of our cycle so just we're pretty flexible we're agile we're you know a lot of the other groups in town you have to apply a year and a half in advance you know to to get the Grant and you know you might not even know that your program is uh going to be happening then so um we got that going on and you know you can look at our website we're actually in transition on our website

so not all of our grants are up there but it goes back and I actually found some paperwork from like 2007 and eight I think we started this grants program that long ago so we're in like our 15th year of doing the enrichment grants so in order to fund that though we have our fundraising of course and that's one of the other reasons I we put out all the posters that didn't bring one tonight but you may have seen them around we're having a partnership with Luca janasi and the Ale Works organization we started this um in 2020 we had our first event in February of 2020 at Ale Works and then the pandemic happened so big pause on that we didn't do our fall you know fundraiser last year because of the fire so

now we're back in business and so the uh October first event is going to be at the former revised uh Lakeview social and it's going to be from 11 to 8. um all of the sites are participating either PTA or the staff are participating in providing kids games during the day from 11 to like four um and then but please come and stay for the evening events too Saturday night you know let's be social at Lakeview social and kind of see each other again now that we're all back out and about um and uh Luca janasi of course has been a great partner we're going to have three or four events with him during the course of the year we'll do a formal dinner kind of thing at uh his new property that I used

to be the lake house um come winter so just stay tuned for some of those things so um we're going to have our donation drive here soon we always appreciate the district helping us amplify get that word out that we're we're doing doing our fall donation drive and for any retired School District members or community members who are interested we also in the fall start thinking about taking on new board members for our three-year terms people will rotate on they rotate off so we're always looking for good energetic New Blood any questions or thoughts yes Miss vansfield would you could you have Nicole give me um a heads up when there's the next meeting and all those things because I made plans for October 1st I'm going to be visiting my daughter and if I

had known about it I would have done it delayed it a week okay I will absolutely do that it's going to be that Tuesday after October 14th so I'll I'll get you that um that date so you can put it on the calendar for our next board meeting we moved to quarterly boarded meetings we used to have monthly ones but now we're just doing quarterly and then our executive committee meets monthly Chris um since you know since you know I have a spy out there I would just say I understand and I really appreciate the time and effort your board has put in to this community specifically for students and staff um they've truly benefited and I people up here understand how much time and effort it is to be on a board and when

you get into okay now we have a pandemic we can't have you know on the 20th of every month have a pizza night or we cannot have a fundraiser and all this it becomes really really stressful and you guys have done a great job and you know I've I've eavesdropped on a few comments and so forth but that's just that was I've been watching football so I get to do that so anyway I really I just appreciate what you guys do thank you I appreciate that and and for the Spy who's referring to is Mrs Riley Michelle's one of our uh our uh board members and a go-getter she's uh she's awesome so we have a good group um think about it if you're interested give us a an email or a call and we'd

love to uh if you have names of other people too that would be possibly interested in joining the board so all volunteer the the downside of that is like Mr Riley said we work hard it's a working board it's not just an oversight board the upside of it is that 95 to 98 depending on the year since on every dollar that we bring in goes right back out to the schools so very little overhead Chris I also wanted just to let you know that if there's anything a meeting that you would like the superintendent to come to to be able to answer any questions or things or to support in any way shape or form please just let me know October 1st I'll buy you well I will be there I will be there for

the beer but I mean even at your meetings if you ever need okay sounds good thanks yeah thank you so much for all you're doing for our kids okay uh nine Educational Services uh school plans for student achievement this is a presentation good evening president Turnbull and trustees uh over the next three board meetings we're going to have the opportunity to hear from our principals on a brief informational update on this year's School plan for student achievement or their sipsas tonight we are excited to hear from principals the Miss dipieri from Bijou community school and Mr Harnett from Mount to lack we'll start with uh this DPA excuse me it's not up there you actually all right good evening Dr Cutler Board of Trustees and community members I am Rosie dipieri interim principal at Bijou

community school and tonight I am here to present our school plan for student achievement for the 2022-2023 school year Bijou Community School is proud to now have 17 TK through fifth grade two-way bilingual immersion classes with three program goals academic achievement bilingualism and biliteracy and social cultural competency we have one additional English mainstream TK class as well Bijou School continues to represent a diverse group of students almost half of Bijou students are English Learners and almost 65 percent are socioeconomically disadvantaged in alignment with lcap Goal 1 to increase student achievement particularly for student groups such as English Learners and students with disabilities our school plan for student achievement will include the following action steps all students will receive rigorous language arts instruction during 90-minute block of time with a strategic combination of whole group grade

level instruction in reading and writing and differentiated small group instruction small group instruction will be structured so that students who need the most support get receive the most support these instructional box are supported by our instructional assistants alignment of phonics instruction and planned intentionally using assessment data aligning the delivery of English language development across grade levels is another action step in our sipsa so we're moving for you it's frozen thank you there we go in alignment with Goal two focused on professional development and collaboration to ensure quality first instruction and curriculum B juice action steps will include using single-focused funds to provide targeted professional development to build the efficacy of our twbi program collaborating with a Content area specialists around instructional strategies in math ELD and writing participating in data meetings each trimester to analyze

our progress and using collaboration time strategically to plan for instruction and build cohesion and Alignment across our site oh that's okay like five this slide shows a snapshot of some of the PD and collaboration topics that have been planned for this fall in our collaboration yesterday we calibrated our initial narrative writing samples and created data boards to track student progress visually in alignment with lcap Goal 3 student and family engagement our school plan for student achievement actions include weekly communication to families reinstating our parent volunteer committee and in-class support program organizing culturally relevant family events throughout PTA and reclassification ceremonies to celebrate students who reach English language proficiency and Pathway to buy literacy Awards to celebrate students who participate in our twbi program finally our fourth sips of goal aligns directly with Bijou single Focus

plan Bijou Community School will focus on improving research-based instructional practices in English and Spanish language development as a single Focus for the next three years in order to improve student outcomes particularly for English learners many of our action steps align with the previous three goals however there are a few highlights that I would like to add our partnership with the association of two-way dual language education our atdle has already allowed staff to participate in 11 hours of professional development around best practices and structures in dual language education these PD workshops have also already led to better alignment of our Spanish language arts English language arts and ELD blogs lastly we will be implementing two sessions of the Latino literacy project which is a program that supports parents to gain strategies to read and write with

their children in English and Spanish and helps parents to implement reading routines at home we are looking forward to bringing back several experiences to beat you this year these include volunteer committees to encourage parent participation on campus family events overnight field trips for our fourth and fifth grade students in our incredible after school clubs and finally I would like to recognize our new staff this year we are so excited about their positive energy and the experience that they bring to the Bijou Community they're Emily Shanks Sama Munoz Orion Izard Samantha Munoz uh Julia Sedano and we will be welcoming two new TK instructional assistants in the next month and that concludes my presentation for this evening are there any questions or comments I love the walkathon this morning and every time I went and left

oh Rosie just missed you she's over there she's over there so I'm sorry I missed you but thank you for coming so wonderful event and thank you for your presentation um I like seeing the 90 minute language blocks the small group instructions all those good things and all the alignment that you've got going on thank you would you please invite us to your reclassification ceremony yes sure absolutely yeah the question on the Latino literacy project how many um evenings or how how many events are you going to have right so the the program is at a 10 session program so most likely it will be uh you know once a week for 10 weeks 10 weeks okay thank you you have a lot on your plate and I'm really impressed so good luck yeah one

more did you find a staff member who's willing to direct a choir for for Bijou I will be working on it good so you know because that's one of the things that near and dear to my heart and I would hate them not to have a school but because I'm taking these other classes I don't have any other afternoon to do two choirs thank you so much um let's see if it works again huh do you want to try give it enough just to see if it works it did okay with that President Turnbull members of the school board Dr Cutler good evening this evening I will present to you the Mount tilak High School school plan for student achievement 2022-23 our plan is built on three goals and the first of those is curriculum

and instruction we will address this goal by first pre-assessing our students to determine their academic and social emotional needs and use our standards-based teacher-created Innovative curriculum to meet their academic goals their social emotional needs will be addressed with service providers SEL curriculum Satchel pulse The Talented Amy Jackson the wellness center staff and the community built with Mount tilak High School staff and students starting on the first day of school the academic curriculum we are constructing is centered on relevance practicality and applicability so that our students are ready to take the next steps including College trade schools career and so on the foundation of our lesson planning is student interest and student choice armed with that information lessons are created to that address state standards in a meaningful fashion we use map testing Casp as well

as ongoing teacher assessments to gauge the productivity of our efforts foreign goal focuses on staff support and professional development the staff at at Mount tilak is eager to learn and always open to the best and current practices and implementing them with remarkable speed and efficiency it is clear that our curriculum must be dynamic to be relevant to our students visiting other schools in California ongoing collaboration and learning students interests and goals tailor the instruction which delivers the standards in a meaningful way allowing time for teachers to collaborate common prep time and other meetings and the teamwork of the staff is essential to meeting this goal the third goal is about student and family support and engagement we have to recognize that our school system relies on a variety of resources to support the education of

our students and we need to lean on every resource possible to get this done providing students with tools and assistance to to meet their their basic needs first makes it so their academic needs can become the focus this is only accomplished through the support of our district families agencies and community using trauma-informed and restorative practices to re-engage students and build a culture and community so that when issues arise our Behavior becomes derailed we're able to assist and get things back in order again so the learning can resume the Practical education of our students is highlighted with our FAFSA event which we have scheduled for the beginning of October so students and families are aware of the resources available another example of the learning that of learning that can be applied our staff has planned lessons

and activities around voter education weeks in October and will schedule a mock election in November to mirror the events happening in California and the United States that is the 2022-23 school plan for student achievement for Mount tilak High School thank you for your time this evening is there any questions I'm curious if you've um what what you've done so far on your vision for your student um outcomes your your that was your signal Focus single site focus our single focus is on building a graduate profile right and foundational documents we built The Graduate profile uh last school year and are working to implement it and make it uh assimilated into our culture this year I'll just add that I do appreciate your updates I appreciate all the principles updates but I I I enjoy the

mountain a lot having Sarah Wright um something that's going on then then uh Miss Jackson and then you you obviously lead it off but I will say that you had it up there you already pulled it off and that's okay I enjoyed the tube and I wrote back to you about the two problem solving aspects of I mean that's just that's that's really good stuff for kids where they have to solve problems um I'm coming as I get older I'm coming to the conclusion that we should tell kids you're you have a great work ethic keep it up versus telling kids hey you're really smart okay and I think that's what you guys are working on that collaboratively if you work together but you have a great work ethic you're going to solve some stuff

okay so I just want to give you a sort of a shout out thank you there you go thanks Steven okay thank you um with that we're on letter B student behavioral health incentive program this is also a presentation so uh good evening president Turnbull Board of Trustees and community uh the consequences of not addressing Child and Adolescent mental health conditions often extend into adulthood according to the World Health Organization half of all mental health conditions start by 14 years of age but most cases are undetected or untreated about an adolescent mental health hospitalizations and suicide rates have increased over the last decade many say we are reaching a youth Mental Health crisis in the U.S additionally covid-19 stay-at-home orders and school closures have impacted children and adolescents in an unprecedented manner this has caused

additional stress and anxiety it is imperative to enhance access to behavioral services and address the mental well-being of Children and adolescents tonight Mr Matt Smith the El Dorado County Office of Education director of mental health and wellness will be sharing information about the expanded partnership with ltusd Mr Smith will be discussing the El Dorado County Office of Education mental health and wellness system of supports and the student behavioral health incentive program referred to as SB hip and the mental health student services Act mhssa Superior it all worked last one thanks for having me here to this evening I really appreciate it I'm excited to be here um I'll be able to come up and visit again I actually love it coming over the hill um and so that part is great um I just wanted

to express from Dr manasala how much uh he wanted to be to tell you that the support and the partnership and the family piece of Edco and Tahoe is going to get stronger and is just a huge commitment moving forward and so I know that's been a concern over the years of wanting to make sure um that that Tahoe is not forgotten and so I I'm here to emphasize that that it is not and we're excited to be partnering in a lot of these projects that we're doing I'm Dr Cutler and Dr Cohen have been huge assistants to me I you know if I slip and I start calling them Todd and Anna Marie I'm sorry but uh that's you know kind of on a Thursday and basis with a lot of what we've been

doing um I just really wanted to you know three goals that I really was hoping to accomplish from presenting tonight one to just a brief overview about any of the big picture stuff if you have questions I'm happy to explain or or give input on any of the stuff that's happening to kind of where we are with specifically the grants especially the SP Hip Grant um and kind of where we are in that process what we're hearing and seeing so far and what next steps are and then three just that understanding of of what the commitment is over the next three years so that we can really put some systems in place and I would emphasize as the screen says that we have this opportunity to create a true system of support for students in

mental health and wellness that probably hasn't existed for a long long time at least in the 30 years of my career it hasn't been there and so we're very excited for the opportunities very excited for what's happening uh in the state being able to support some of these programs all right let's see if I can make this work yes um so I really wanted to uh I'm a local and so I wanted to make sure you understood two things about me one um you know I'm I'm a product of El Dorado County um and so I have a commitment to this County commitment to Tahoe um I was a superintendent principal for the last eight years at Camino School District just over the hill um and uh it's been a great eight years but this

project excited me and it made me want to step out of my superintendent role and join the county office event to be able to do something good um I had a product of the county I attended El Dorado High School Koch coached taught LED in the district I've done all sorts of things in this community I very much enjoy this community I've been a Sierra at Tahoe or Sierra ski ranch for the old school uh Season Pass Holder forever um and coming up to kufa for soccer tournaments forever up here um and so just very connected to Tahoe very connected to the county um the reason why I stepped out of the superintendency has a lot to do with what happened over the last couple of years and so I wanted to explain that a

little bit um when covet hit we you know we all know we got a lot of dollars to try to help support some of the things that were going on one of the first things that I did at Camino was uh some put some money towards our Wellness Center so we were able to create a very nice Wellness Center on campus right away and get it started and so over the year 2021 we were able to get that in place to create a new center create a new team really expand and develop that and I mentioned that because it was huge because then we hit 21-22 and that was one of the toughest years that I've ever experienced and it started with you know we're we're trying to start the year making a big bang

right really wanting to celebrate we're finally back in classes we've got all the students back on campus which is amazing and we have this great start and we're two and a half days into our year and then the Cowboys fire starts and we were evacuated you know very shortly three two and a half days in having to evacuate school um it changed everything right it just it messes when you were mentioning the smoke PTSD right I I had that when the fire was starting and I was watching those billowing clouds it's like oh here we go again um and so just wanting to emphasize that that start and what what a tough start that was and then dealing with the fire and then you know we were actually able to take our Wellness Center and

go on the road we shifted over to the library and we developed a hub there and we did some amazing things at the library and kept that Wellness piece going we were able to come back from the fire get going and we had all sorts of chaos with covid having to deal with the testing and sending tons of people home and dealing with all that and then unfortunately we had a police incident where we had a high-speed chase that literally ended on the freeway right next to our campus that shut us down and sent us into chaos and and War trauma um and then probably the worst part of all was in the spring that we had a student that was killed by a hit and run um and right you know down the road

from the school which was awful awful for my daughter who happened to be you know close friends with the young girl that was killed um and just tough on the community as a whole you come back from that you're still trying to make it work but that that trauma and that impact is there for everybody and so um it's recognized that these things are real and that we need to put some things in place to be able to support them and help them and that's really what these grants are about and what these programs are about um we have a mission I have a mission I believe to to get these students systems of support in place and that sending the message that Lake Tahoe unified is a key partner in this process and I

hope you get that message from this presentation tonight foreign just some quick overview stuff I'm not sure I didn't know how much you would want as far as the big picture but I'm sure you've heard you know the governor has a master plan for kids mental health um it's interesting that this is kind of a quick snapshot of it if to me it's in the wrong order though because if if you don't have number three if you don't develop develop the mental health Workforce you're going to have a really tough time meeting the needs of one and two um the needs of one and two are incredible we need to get these programs in place we need to rebuild the mental health system but it's going to be really hard if we don't have the

Staffing to go into that so um but I'm excited that he has his plan I'm excited that he's supporting uh what we're doing and I look forward to the future of seeing you know where this all goes what kind of long-term dollars are committed to it and how we can keep programs up and running and then um the two grants that were mentioned uh SP Hip and mhssa they can be kind of confusing I just I call them S Grant and M Grant um just to kind of keep them simple um the SP Hip or the S Grant is really coming from the governor's office and that's kind of a program that's been in place for a little while the the goal was recognizing and working with Managed Care Partners and Medi-Cal and helping them

to understand that they have not done a very good job of meeting the needs of us and that we need to really improve this partnership with schools and districts across the state to be able to provide more services and better services and so that's really the the kind of the ultimate goal of SB hip is to create these new Partnerships and I kind of highlighted at the bottom there we're creating new Partnerships we're creating programs there's a lot of really good stuff that's going to happen but if you've been in the industry as long as I have you know that that programs those fundings you're going to hit the end right those grants end and then what do you do the last thing we want to do is get a lot of things great programs

in place and then hit a wall and start having to cut programs and so that long-term funding that long-term sustainability has to be a goal of all of the districts in the county to be able to make these things work so hopefully we can do that um I was the the really the only big piece on this um I would say um is the line there that it says um promoting collaboration among Medi-Cal managed care plans schools County offices of Education County Health departments and providers I've only been on this job since July I've learned so much but the probably the most exciting part is all of those partners are excited for this project right the providers they want to do more they want more help they want to be able to do this County

Behavioral Health they want to do more they recognize where they are they feel like that they're stuck but they really want to do more the Managed Care Partners they understand they haven't done a very good job they also understand that they benefit financially if we can solve some of their problems early at the schools before those problems become serious health issues down the road and much more expensive for them and so they have skin in the game and they're very eager to to help us help the schools help the county office to be able to solve some of these problems uh in the SPF the S Grant there are four districts that were chosen within the county to be able to participate with this program uh Black Oak mine which is uh Georgetown which they

just got back to got to go back to campuses so that's fabulous um they're on the Divide uh K-12 District Unified District um geographically isolated similar in some ways to Lake Tahoe um we have Camino USD which was my previous District a small K-8 District representing the small districts we have the high school district largest District representing the whole freeway Corridor and then we have Lake Tahoe again another K-12 and in some ways k-14 when you throw Lake Tahoe Community College in um and a unique experience and again geographically isolated but still very important partner in this whole County process um and this is just so this is a we just recently had an update uh meeting on the Espy hip and um he wanted Paul our consultant really wanted to emphasize the partnership and

so making sure that that everybody saw their logo on the screen so that there was an understanding that we're all in this together so where are we in the in the S Grant process we're in the needs assessment piece and so that's the early stages of it the four districts have been completing surveys completing interviews completing resource development projects and just trying to figure out where are we where are the you know what is working what are the gaps and where can we go in the future um it's been um a good process I would say because we've been able to really look in depth at each of the districts and kind of see okay where is Staffing where is funding where in the what are the community agencies and organizations that are supporting those

districts those schools um how are the Partnerships working how can we improve and uh help things be more efficient and be more supportive to the campuses so this has actually been an excellent process for us um we're almost done with it I think we probably got about uh three weeks to a month and then we should be done with it some of the things that we've been looking at we've been talking to a lot of people we've been looking at a lot of reports and information we've been taking a lot of surveys Tahoe gets bonus points because they've had the most best results as far as the survey so but that's important to Anne-Marie and so um that part has been great the whole goal of the survey is not to we're not trying to

um get personal you know we don't really we're not trying to know people's personal stories what we're trying to do is just understand what communities are feeling what are the issues that we recognize internally and externally and be able to then use that information to guide the decision making that's going into these plans and now there's been a I was I was amazed at how much um concern there was about the surveys and so I think we've there's kind of survey fatigue in some ways in that there's been so many surveys and also kind of survey uh fear that you're going to ask the wrong question and then you get the wrong answer and then they're at the board meeting you know angry and upset so we've all been through that in the uh in

our various districts so we're very aware of those concerns timeline just so that you know um it started in May I actually had my Camino meetings in May when I was still superintendent of Camino and then I transferred over to the county and then had my meetings at the county you know changing rules there um the key pieces were on time the timeline is accurate and we're we're accomplishing our goals uh in time and we should have our assessment piece done here in the next month and then we should have our first level project plan done uh in December and hopefully submitted for approval in January so that we can get some funding coming back to us right away uh Next Step so I talked about the surveys um resource mapping um you know Dr

Cutler Dr Cohen have been uh super helpful to be able to help me kind of understand the community of Tahoe and understanding what's out there I also talked to Kathy Haven I believe it was a great community resource and she was able to give me tons of insight and information as to the various Community Players and that was greatly appreciative and we're putting together these resource maps of El Dorado County as a whole again not the west side but the whole County and so really trying to understand what works in Tahoe what do you have over here what do we have on the west side and how can those programs work together some of the early findings um no surprise I don't think we've been surprised by any of the results so far at the

high school level the high school students anxiety and depression are really really high and it's hard to know what you know is the anxiety and the depression causing them the social media issues and the substance abuse issues or is it the other way around is it social media issues and substance abuse that's causing the anxiety and the depression but there's a lot of it and so and that's across the board all the districts all the high schools it carries down into the middle schools a little bit the middle schools it's more about peer-to-peer interaction and a lot of anger and not really knowing how to handle you know going through puberty and the changes and just how everybody's reacting to each other kind of overreacting to things which then cause bigger issues at the elementary

level a lot of separations anxiety and students coming to school who who really haven't been prepared for the the classroom and struggling on figuring out how to work with peers and how to work with teachers how to line up for lunch and all of those things so um very consistent across the board um for the entire County and pretty much for the entire state from what we're seeing so um that part's good in that we can really focus them on what we see as the concerns which then help us to develop plans to be able to deal with that foreign just uh you know heat map type of thing um the anxiety and depression um number one on almost all of the survey results so far um anger and emotion amazing seventh and eighth grade

level and it comes up clear and then um the resiliency skills and socialization um been coming up very clear in the younger grades uh part of what we've been able to do is really kind of figure out what so what do the four districts have in place that are working some things that we're happy about that seem like are going in the right direction and that we want to keep supporting and make uh improve and be able to do better things and more things with it Tahoe adding counselors adding the wellness center adding a lot of SEL development I heard Satchel pulse mentioned in the previous presentation getting some of these programs in place that are going to really kind of help us um know where kids are at be able to intervene with them

and then also provide a lot of tier one support and prevent a lot of issues from getting stronger and greater and then having the Professionals in place to be able to then intervene if there are issues and that's huge and again um very similar in the county we're all trying to do the same thing we're all trying to put tier one programs in place to be able to support all students and prevent things from you know from trauma becoming you know more of a um an illness type of thing where you're you're you know it's not just something that's feeling now this is something I'm gonna have to deal with for a while and then when that illness becomes something serious having the professionals that can be in place to be able to guide them

the wellness centers are working great middle schools and high schools a lot of support and excitement about those um most of the elementaries are wanting to stick with kind of the typical school counselor and support role and so um that's great too we want to try to support that um and then really working together to have um you know SEL components that will be able to help with that tier one level a lot of um multiple tiered levels of support and really trying to be positive in our interventions across the board and so this is just kind of a snapshot of some of the things that are working in all the districts some of the ideas that were popped up of things that we could do to be able to improve things um and you'll

see there's a lot of it is really about having more professionals that can help and then more intervention and prevention things that can help to all students very consistent the one thing I I would um comment on here and just Telehealth is going to be a really interesting thing moving forward because um of of just kind of where we are as a county and the geographic and the rural nature of it there's not enough clinicians in the Tahoe Basin here to meet all of the need right so if there's not enough clinicians yes we can put things in place to to hopefully bring in more but Telehealth is huge there are lots of clinicians out there that will help and support we just have to get out of the stigma of that that you know

it's not somebody in some Warehouse in you know Arizona that we're talking to it's actually somebody you know around here helping us supporting us and so um hopefully we can do more with Telehealth because I think it's going to be a key piece of things moving forward um but we have to work through some issues as well and then with the SP Hip there's these these targets so there's 14 targets that we can choose from it's kind of cool like it's like a menu right choose these things that we want to work on well the exciting thing is we actually have things happening and work taking place on all 14 areas in this County and so that's kind of exciting um but we have to pick two and um right now I'm kind of the

I out of the highlights because um to me it's clear that expanding the wellness programs and the workforce is going to be really really important and we need to do whatever we can to help make that happen and help keep that going the other part of it is the sustainability um and so we have this opportunity right now to work with these Managed Care Partners to work with the insurance companies to work with Medi-Cal to work with County Behavioral Health and really start putting some contracts and some programs in place that then connect back to long-term funding it's exciting what the state's talking about as far as really improving some of the direct funding pieces so that a lot of our clinicians and our Behavior coaches and Navigators don't have to bill on an individual

student for an individual 15 minutes that that those positions will actually be funded or reimbursable directly rather than having to to go into so much detail which I know a lot of clinicians are very excited about that because that that's the reason they're not participating in the networks because it's a nightmare for billing and so if we can improve that contract and that billing process we will get more providers back into the networks and the system will then get will will be simpler and then allow all of us to be able to benefit from that so to me those are kind of the for me the leading two goals that I think we we hope end up to Target with our SP Hip plans um rebuilding up these Partnerships and then reinforcing um you know

the behavioral Workforce um we have other options there's other things that we can do as well and like I said um you know for instance Suicide Prevention it's not like we're not doing a lot on suicide prevention but there are other components other parts of the agencies that are all working really hard on that right it's not like we're we're not working on care teams there's actually tremendous amount of effort that's going into care teams our County Behavioral Health is working on an emergency Mental Health crisis van right now that um hopefully will be placed in in Tahoe at some point in time so lots of things are still going on um in those areas um so no matter what we end up choosing it's going to be beneficial to the entire County and that's

really kind of the basis or things I don't know I I hope you have questions but I I try to go quickly to kind of cover things but I I do have my ear to all of the things are going on um and so can try to answer questions if you're interested I got I got a list thank you uh thank you Matt for um Mr Smith for coming and I appreciate um I appreciate you stepping up to take this on and I also just want to acknowledge edmonasala for his leadership and and uh making this a priority I think I I talked to him last year at the School Board conference in San Diego and we were I think we were we were going to the same um sessions on on some of these

mental health and hearing about what other districts were doing in other communities and he was he told me then he was you know in line for this grant he was really excited about it and and I just was so grateful really because um it does take you know it takes individuals really to step up and say this is important you know we value this we need it and we're gonna we're gonna go get this money and make this happen so um I just really want to acknowledge that because that's that's incredible and I've been really excited to see the wellness centers at our schools and what's been happening there um the I'm glad you brought up the Telehealth options because I talked to the counselor at our Wellness Center last at the high school and

because I know there are so many people out there in Telehealth and hopefully this this generation of students I'm looking at Sophie are going to be a little better at um getting over that stigma but but even this young counselor was saying that um it's really hard for Telehealth works great like once you've established a relationship with accounts like you've met him in person and then it's easy to maybe have these you know Zoom calls and I've experienced that myself with my own therapist that during covet you know but it was somebody I knew for a long time so it was much easier transition but I think if we can use some of our resources our counselors to help students understand that they get to interview I mean to me this Telehealth thing is is

really it's like endless right that that the fact is is that there are people out there that you can connect with it's not just the five counselors in this town that you're worried about that they know your mom or or whatever it is it's like there's this infinite resource out there so I hope our professionals whoever they are staff can help students understand that they can um seek this kind of help and how to seek it and how to interview and really find the best match for somebody that will help them that they can connect to and I think that there are these Endless Possibilities with the Telehealth so I'm yeah that really had me thinking because I thought wow one of the advantages to Telehealth is you could do this 24 7. yeah exactly

and so then I was thinking about these trade-offs and um you know I just can you talk a little bit about that because of course you were talking about having primarily local people but um so the Telehealth I think is an amazing opportunity because the when we talk to students um when students are asked who do they go to when something's not working who do they go to they're friends they go to peers right that's who they want to talk to first and so um the hard part is in small rurals you know we want to develop Mentor programs in peer programs but they all know each other right there's no confidentiality you can't have those five kids who are trained to then talk to the kids then they all know it it just doesn't

work and so having peers you know that can then be trained but their peers all over the state that then are Manning these Telehealth new peer-to-peer response centers so that peers you know high school kids can call and talk to high school kids and have that first level of conversation and um discussion about what's going on and how it helps on that level and then that that trained peer can then do the warm handoff to the professional clinician as things are needed and and it's just a nice smooth transition and like you said the arc the generation say they're used to being on Zoom they're used to being on on social media they're used to that they actually enjoy it right I you know I joked with my kid you know his first girlfriend I

don't think they ever talked in person it was all text and zoom and stuff I'm like what is going on um so they're used to it so I think there's something that can be done there um but I think there's there's a stigma that's attached to it that we have to get past I've pushed really hard on caresalis one of our handoff people you know they're trying to prevent they need to help us break the stigma about Telehealth and so I've been pushing him like do you need to get your marketing team get together and start putting some stuff together that helps peers and adults recognize that this is a big value especially in rural settings because we just don't have enough in person to be able to handle the needs yeah I think it's

fantastic well I think thank you so much for for talking about that and the pure the peer counseling because I I think that's really important and maybe the peers even if the peers can't the peers here in town looking at Sophie again um but I know that there's a lot of leaders at the high school that they even if they're the ones just helping with the marketing piece I mean I think of just helping kids understand these resources are out there and why it's worth uh them risking you know meeting another high school kid online you know to help um maneuver and and sort of seek it's kind of cool because Tahoe kids could be trained to be peers peers they're helping kids on the west bridge or over a plaster or down at Sac

City I would love to see that yeah so I'm really excited I hope that can happen I really uh excited about that I had a question one of the partners on the you know on the slide you had with all the partners was cow health and wellness and I just wanted to know who they are and so there's kind of three main Partners Anthem Blue Cross Cal health and wellness which it's kind of a Consortium of a number of different companies that are working together okay um and then Kaiser those are our three main Partners so they're medical I mean their insurance provider their Mass Care Partners they're the ones that um you pay for it all in some way shape or form and then lastly just because I don't know if it was Anna

Marie or if it was Matt who had it in the um in the description for the item when when she was talking about um just the crisis across the the globe but in in our in our uh introduction language on our agenda it talked about um that lgbtq students are two times more likely to report depression and three times more likely to report suicidal ideation than their non-lgbtq peers and I know it's Suicide Prevention month and I'm glad you talked that there are things in place but is there anything specific and it doesn't seem like in the and I don't know if the survey is asked about any kind of gender identity or or sexual sexuality Identity or anything like that um but it didn't seem to pop up in in these preliminary results but

is there anything that you're looking at so we we did ask in general terms as to um are are you whoever's completing the surveys see this as an issue of concern and that there are people that are being impacted by it yeah so far it hasn't popped up you know in the top couple As far as responses um but it's still there um if you see you know some of the specific responses you can see people you know people are concerned it seems like the suicide I mean it seems like our suicide rates here in this community have been pretty high and uh I don't know what the numbers are but I but I know that I've I've known of a number of them that had to do with things like their sexuality sexual orientation

and and gender identity that that was you know some of the uh reasons for the trauma and the reason they committed suicide so I hope that we can delve into that and and help help those kids or be more be more intentional related to those those issues there is a lot of good work that's going on developing The Suicide Prevention plans and the recommendations and the resources the high school district Tahoe the County Office of Ed our agency partners the Wellness Center Partners they're all doing amazing stuff and the goal is to hopefully consolidate a lot of that information and that training in the near future working with County Behavioral Health to do mental health first aid training and also some of their Suicide Prevention Network work and really kind of expand what's going on

in those areas oh thank you um so much for doing that and thank you for bringing up the mental health first aid because I heard about that from somebody recently who works with the hospital here that was doing that training on the Nevada side and saying why are our teachers getting that here in in South Charlotte I didn't know so sounds like we're going to be working with County behavioral health because they're kind of the gatekeeper on that right but we will be working to get a lot of the support providers uh support staff trained in in Mental Health First Aid um and that's the wellness kind of side of things right and suicide prevention living works there's a number of different programs that are there on the suicide prevention side of things and so

we will be working to expand a lot of the training for people there for our first response you said support staff and possibly some teachers that might be available for them too so that'd be great thank you anything else yeah I as I read over your presentation over the weekend the two things that did stand out to me that I was just so excited about was your comment on sustainability and not just a grant and then in three years poof it's gone now there's no facilitators to help with the kids and then but um also the Medi-Cal and getting those other insurance companies involved and making it more accessible for all of our kids so thank you I mean the the conversations have been very positive and that the um the partners are recognizing that

the system is broken and we need to do a lot of work to fix it so when at least you know it's like any you know situation when things aren't going well right the first step is admitting that it's not going well and then you can start you know doing things to fix it so um it's been a very positive conversation so far so I I do think that it is a key goal moving forward not just for the districts and the county but for the Managed Care Partners as well and when we've talked about it in our meetings all of the managed career partner representatives are all nodding their head saying yes this is really important so yes thank you Matt yeah good job okay um after reading your presentation I got on the

internet and I was looking at other school districts and counties and what they're doing your plan for the El Dorado and specifically for everything we're trying to do here Lake Tahoe I think was more detailed than what most people had out there and they're searching like you my question I don't have to ask you it anymore I'll just make a statement is the Obstacle of a Workforce everybody that had an article about their school district trying to take this money I mean think about this for how long have we as public Educators and been in public education we've had to do more with less and here comes Governor Newsom and says hey look what I have for you and I mean I it's just a great opportunity um but anyway looking at this the workforce

is going it's going to be an obstacle and I'm glad that you recognize that and then number two what I enjoyed the most was I'd read an article over the summer from education weekly or week it was entitled kids need help now as soon as I I'd forgotten I'd read that and then when I went through your stuff on Monday I go kids need help now this is what we have and so I thank you for that I think I I think that's just great if I could I would just emphasize um that the workforce education training is important County Behavioral Health actually recognize that in their three-year plan three years ago and so they've actually started that process and and so we will be working with them along with our agency providers um Sierra

child and family Summit View a new morning all of those Partners already training interns training new coaches training new Navigators um and so we'll be partnering with them and kind of formalizing some of those relationships because yeah there's there's no way the demand is way higher than the Supply right now there was a district down in La they needed I think it was 60 or 70 social workers they started the school year with half okay and and and they have great ideas this is about kids okay so the exciting part is we have we have wellness centers that are functioning now today right so right so that part's great we're actually a step ahead of a lot of districts and so we want to keep going on that I think I speak for the board

and that we're tremendously proud of how much of how much progress we've made and the leadership that we have you can bring that back to Dr Martin Solitude thank you for your presentation and actually we should add Dr Cohen well I gave her my eyes I know you gave your eyes but I'm going to do this oh yeah yeah um would you go ahead yeah I just to start with thank you because I know um hearing especially coming to these board meetings it's when it's which is the reason why I like coming here is hearing these little things because I don't hear these things at school so being your average table student I don't hear these things so when especially when it was being brought up over here peer-to-peer not everything because I know a

big thing is people for friends with everybody but hearing having things pass through peers or um peers being ahead of like um advertising at the school is going to make a big push because peers will listen to peers students are going to listen to students more than they're going to be listening to to staff or the teachers as disheartening as that is it's it's the truth um but I I'm really grateful to see this at least be brought up because I'd like to see our student body come back to realization that hey we're at school and schools should be you know you you have you have the option to reach out but I we need more I guess advertising and I'm happy that I you know I think that's something I'm gonna bring up especially

I'll probably bring it up to Mr zanino or other leaders at our school right and the best slogan I saw for kids these days was just be nice right just be nice simple but a good one alrighty uh Mr Smith I just want to thank you so much for coming up here um mental health is huge in my world um three years ago all of our principals and our former superintendent went to the city asking for help and a partnership with mental health in our elementary schools um I just had a couple questions I personally am a Black Oak mine um kid I grew up in that District my whole life and graduated and both my kids go here woman's graduated but um you know you had made a comment about some of the elementary

schools still they prefer to have more counselors than maybe a Wellness Center um I'm just curious um is that across the board I'm actually a firm believer that we should have more counselors in elementary build a strong Foundation of emotional support before they get into Middle School um and then I also just wanted to um touch on a bit in our school district I don't know if they do it in others but we do challenge day which is like a kind of a pure counseling but it's a one-day you know full day program and when I've been a part of it it literally you see the change in these kids I mean trauma is legit it's I mean for those of you that were your last board meeting I got a text that my family

is being evacuated in Georgetown and it was all I could do not to ball my head off and I personally as an adult thought I was fine until I got that test and so you know with you know the wellness centers those are huge I know um the county you know Edco and our district has worked a lot more closely in the last couple years which is also one of my little loves that I love I absolutely love our County um I think we have so much possibility but you know just think trying to think outside the box how to you know touch students in different ways I mean everybody responds to things differently um I just I know this program is the beginning steps but I think it's really important on the tier one

level and what we've recognized that all of the districts all of the schools the different leadership the different important staff on campus they have their program the program that they want to do that they can get behind all of those programs work they all can do really good things it's really the energy of the people behind them that then make those a bigger difference and so it it doesn't really matter if it's one two three Wellness or second step or any of these types of programs from the ropes course world that you know I've worked with kids and groups and I you know constantly would say you know you give me one day on the ropes course and you'll see greater change in that individual than they you'll see for the entire year so I

get what you're saying about that program and and we need to encourage those and have those as much as possible but they need to be at the local level decision as to what can you get behind what can your energy provide and what you know what's going to work for your group yeah thank you Matt thank you so much for being up here with us and all the information appreciate it thank you okay um letter C this uh content area specialists this is also a presentation good evening president Turnbull and trustees we're very fortunate to uh have Miss Hart Missoulian on our Educational Services team tonight they're providing us an informational update on their amazing work so far as we begin our new school year as well as share some upcoming learning opportunities you've heard

me brag about them in previous presentations well they are here live and in person tonight Heather and thank you thank you Dr there okay um good evening Dr Cutler president Turnbull and trustees and guests I guess I should put my glasses on so I can read okay um I'm Trisha Salin and tonight my colleague Heather Hart and I as content area Specialists are here to share our fall progress I will start with a quick review of how we support lcap goals as content area Specialists we support teacher implementation of targeted English language arts math and ELD instruction we support teachers in the following areas curriculum alignment adoption and implementation professional development in conjunction with District site leaders assessment and data measurements of academic progress map and other district and site assessments instruction assisting with the

best practices to meet student needs and we also support site single-focused plans when deemed appropriate this evening we will share our most recent activities since we checked in last spring we this summer we were able to offer math support at South Tahoe Middle School for 7th and 8th grade students we have collaborated on instruction assessment and data through California Ed Partners we participated in new teacher orientation and finally we'll share with you professional development we've already offered the school year as well as what we have planned for the rest of the year it's still me okay so um math camp okay so um this summer so Debbie fabino who is a recently retired math teacher from the high school um Wendy Smalley who taught sixth grade math at the middle school and myself had the

pleasure of working on math skills with 41 incoming 7th and eighth grade students for two weeks the focus of the camp was to make learning math fun and engaging with lots of Hands-On activities we focused on areas that our students have traditionally struggled with and worked hard to reinforce conceptual understanding flexibility with numbers note-taking and communicating thinking the district provided transportation and a mid-morning snack which the students told us was their favorite part of the whole camp um the the students were engaged and well behaved Debbie Wendy and I thoroughly enjoyed working with the kids and having the opportunity to work with them in an alternative format okay we continue to work with California Ed Partners to implement High leverage strategies that support math instruction for grades TK through three Alan and I have met

with our team facilitator Ashley Chung Dooley three times and then Alan by himself probably a hundred more times um to prepare for our team meetings our team consisting of Allen and myself principals Karen Holmes and Joel damerol and teachers Emily Shanks Jeff Henderson and Aaron Lovejoy met in person before school started to solidify implementing math problem solving strategies across the district we all agreed we want to analyze student work to learn about their thinking and ways we can support them in developing thinking strategies after our meeting we were joined by principals Kelly Martin Jennifer klasco and Rosie g-pierre for feedback and support it was exciting to see that all elementary principals are committed to improving math outcomes for their students and supporting their teachers in the process the team has already attended our first slow

shared learning opportunity facilitated by our UCLA mentors that focused on integrating literacy and Mathematics we will be attending our second slow next week where we will focus on problem solving and place value our team is also committed to helping our elementaries to implement County Collections the three reads protocol and math talks I will discuss those in more detail later in the presentation Rosie we're missing you on our team but we're so proud of you so this evening students students just like you Sophia deserve great teachers and teachers deserve the opportunity or deserve the support they need to become great I think we can all agree we feel especially grateful to have had the unique opportunity to welcome and support 30 new passionate and enthusiastic Educators this school year we had the privilege to welcome our

spirited team Sierra Sunshine they worked on their group resume so that was their name the tattooed teachers we have a few and the cheer squad we had a memorable memorable day meeting together sharing in our common interests our unique differences and really just creating a sense of community and connectedness here are a few more of our groups Trisha and I have taken the past few weeks to meet individually with each of our new team members it's been a joy to spend time personally connecting with each of them we plan to be just an additional resource a support person and a connection for each and every new teacher in our district they're a lot of fun thank you for having us at the Student Union Dustin our Edco partnership the El Dorado County teacher induction program

provides opportunities for first and second year teachers to expand and deepen their teaching knowledge and skill that tips program uses criteria aligned with the California standards for the teaching profession to help teachers examine their own professional growth over two years Lake Charles Unified School District has 16 mentors currently supporting 18 of our first and second year teachers as mentors Trisha and I are supporting teachers we will meet weekly with them we will work together to implement a system of support and formative assessment based on the California standards for the teaching profession additionally though the program is designed to increase the teacher Effectiveness and motivation of experienced teachers as a result of participation as mentors so it's really a win-win for experienced teachers and also new teachers in the district to continue with our professional development

for 2022 invest in our teachers and our children will succeed professional development is designed around teacher and site needs focusing on supportive teachers best practices and meeting the unique needs of targeted student groups our Ed Tech team has assembled and rolled out 125 view boards ViewSonic view boards throughout our School site so thank you Ed Tech Team out there you are extraordinary we have coordinated our efforts to support teachers by providing multiple trainings to include various levels of proficiency just this month we provided paid training for 25 of our newest Educators we will host two additional trainings next month you are welcome to join us and we encourage that Aaron Lovejoy has been an integral part of our success in educational technology and we are fortunate to have him share in his expertise so thank

you Aaron Krusty Kemper you alluded to this earlier thank you for joining us our priority is to prepare our Educators for Success during their daily protected ELD time in their respective classrooms working collaboratively with our El coordinator Karen Goldberg and our expert Educators from Bijou Community School Rosie thank you for sharing Rebecca musalo and Marisa Lopez Maddock together we provided the opportunities to support School site teams on the following ELD guiding principles exploring the Wonders ELD curriculum and learning concrete strategies from our very own colleagues who have successfully delivered designated ELD in their classrooms upcoming professional development opportunities in addition to the edtech and ELD PDS we've supported so far and in direct response to teacher needs and requests we are offering the following elevation education which is our El management platform it organizes El

student data supports the monitoring process and provides instructional planning canvas which is our current learning management system our newest educators will be offered additional support thank you Liz Ferguson for her generosity in supporting so many aspects of our educational world as you know Mr zumino and esgi this is a progress monitoring system for our tkk teams they're very enthusiastic about this so thank you for supporting that Dr reader it collects there they can easily collect review and Report data we have more uh sips we will be offering in conjunction with Edco step up to writing and we'll continue our work in critical Concepts Marzano identified a focused set of critical Concepts we are available to work with school sites and grade levels to create learning progression scales and continue this important work in our district

Patricia will continue with some math professional development okay besides ongoing individual teacher support we are encouraging our school sites to invent Us in on early out when to invite us in on early out Wednesdays to offer stress staff training in three areas of math Focus this year accounting collections math talks and the three reads protocol okay so counting collections is a structured opportunity for children to count a collection of objects they might count the items one by one or skip count by groups after children have organized and counted the collection they record how they counted in a nutshell counting collections are groups of objects that can be as big or small as the teacher desires while counting teachers watch students and take notes on their counting skills such as one-on-one correspondence cardinality skip counting or

grouping teachers can encourage their students to use other strategies using a variety of prompts and tools skills like addition and subtraction have seamless tie-ins with these tools the three reach protocol includes reading a math scenario three times with different goals each time so we're looking at getting our kids over that fear of word problems um the first read is to understand the context so we tell the kids don't focus on the answer don't focus on the number think about the context of the problem tell me what the story is about whereas the second read is to understand the numbers the units in that problem and the third read is to generate a plan for solving the problem the class would work as a group with lots of modeling for the kids to see when they

verbally talk about the teacher who's modeling how to put that into a math equation um it's pretty cool it deepens students understanding by surfacing linguistic as well as mathematical Clues it focuses his attention on the importance of understanding problems rather than rapidly trying to solve them it allows for the use of authentic instead of overly simplified text the strategy also allows for natural differentiation within a class of diverse Learners I recently went to a conference in Sacramento the last two days and it was on helping our special ed kids have greater access to higher level mathematics and that was the first thing that they started with and it was really great because that was a thing that our group had already said this is a strategy we want to implement across the district and they

also kind of brought in as we were looking at our special education students how it's a natural tie-in for our El students as well so it's it's pretty powerful okay a math talk is a 10-minute activity designed to elicit multiple strategies and provide opportunities for students to reason about the relationships in the numbers and make connections in mathematics students practice making their thinking visible constructing viable arguments and making sense of the collective mathematical thinking of the class math talks helped develop a culture of classroom discourse by valuing students mathematical thinking fostering meaningful mathematical discussions and developing students mathematical flexibility and then uh just in general we continue to work collaboratively with all of our leadership teams including grade level leadership teams and specifically Bijou Community School their new partnership with ucsf's assessment tool multitudes which

is based in the latest Neuroscience research so that's very exciting for Bijou in addition South Tahoe Middle School is piloting in power a competency-based education learning management system and we will continue to support their implementation of that and a new thing that was added to the plate this year um Dr reader asked us to help support middle school grades six through eight um especially grade seven we have brand new Math teachers um in that grade and so we've already started meeting working on patient guides um and our seventh grade team already successfully made their very first Common Assessment um so it's just been really nice to see the teachers embracing the process and willing to do the work thank you well first I want to say before you first down the buzzer not that I'm

not that I've ever been competitive Heather you know um one of the I just love that El Cap brought you guys together to the district and what you're doing and I've been worried about you know okay what happened to bitsa and all that stuff but you've got the teacher induction program and you guys are just amazing and to get 16 mentors teachers to help with all these new teachers and you especially helping with the Math teachers at middle school I'm I'm thinking thank you we're excited for our work this year we have a lot of fun and we certainly enjoy what we're doing type can you please check your mic yeah I'll check it well if one of the first times I forgot to turn it on I think okay but that's okay my coaching

voice was coming across I hope but what I was going what what I'm trying to say it was a great read because I think that's where education has to go I think we're in a in an era now where we may be you know we're going to be forced to face all kinds of different obstacles in the classroom and all of us who've taught know how lonely it is to be given some curriculum and it's not working and you're sitting there and you're saying where am I going to go do I really want to do this I think by opening those doors and allowing that uh instructional coaching and there was a in not in this reading but a reading that I did after that looking it up it said instructional coaching is rooted in

relationships trust and effective communication if we can do that with teachers for everybody trusts each other and that if I say hey have you thought about this so this is what I saw and not take it personal or to tell people no I want my door closed I don't want anybody coming in to help I mean we just listen to Matt Smith this is we're trying to help kids and our next level we have to help teachers so anyway I just want to say I started on this board six years ago and I talked to you last night um Missoulian we've come not as far as we need to go but we've made some great progress and I thank both of you thank you I think the new teacher orientation really provided that opportunity to

connect in an authentic genuine way and so it wasn't intimidating It was friendly and engaging and and that laid the foundation for great relationships in the future and it's an opportunity for us to pay it forward as well so and and learn along the way when I was at Tahoe Valley today I met one of the new teachers and she was I know you did you go to orientation yeah thank you for your support thank you item 10 uh board governance we're on the second letter A the second reading and Adoption of board policies and administrative regulations June 2022 update so this is an action item yeah president General members of the board this is the second reading of those adoption of new policy from June 22 is staff's recommendations the board approved does the

board have any final questions or comments seeing none uh is there a motion I moved to adopt a second reading adoption of board policy and administrative regulations June 2022 update my second so we have a oh are there any public comments no public comments um if there are no further questions we have a motion by trustee Riley to adopt the second reading and Adoption of to approve the second reading and Adoption of board policies administrative regulations June 2022 update and a second from trustee Kemper with all those in favor please say aye aye aye aye anyone opposed that motion carries with that we'll move on to letter B another action item this is the final reading and Adoption of board policy 7310 naming of facilities president Turnbull members the board as you recall we have

reviewed this board policy and thought in previous meetings July 28th August 25th September 8th we've made revisions according to direction from the board to the staff's recommendation that you approve this adjusted policy so does the board have any final questions no do we have a motion I move that we adopt the final reading and Adoption of board policy 7310 naming of facilities hi oh second are there any public comments no public comments and if there are no further questions we have a motion by trustee Bannister to approve the final reading and Adoption of board policy 7310 naming of facilities a second by trustee Mansfield but all those in favor please say aye aye aye opposed that motion also carries and with that we're moving on to the consent agenda nope we have one more sorry

C let's go on to C instead all right letter C second reading of the board governance handbook um so this is a discussion item president turbo members the board um as you recall we've been discussing and reviewing starting with an evaluation of the board that you conducted a self-evaluation regarding um your following of the board's protocols and standards that were previously established through that policy we've been reviewing and I'm outlining that the governance handbook we've previously had this agenda agendized at September 8th uh board meeting is our intent to bring back at your October 13th 2022 for adoption as well as the resolution to go along with it um so this evening is a discussion of this agenda item I do want to note that um trustee kempered submitted something for uh some suggested adjustments

protocols um and so we're having those outs both under the both under governance standards and protocols so once again this is a discussion item we're asking for Action at our next meeting and so with that said I would answer any questions Direction and or pass it over to trustee Kemper for her suggestions um president Trimble if you would mind I wanted to just maybe give a little preface of some of these suggested edits I um first off I just want to apologize for maybe not coming up with these ideas earlier I know during our um our session our public session where we evaluated ourselves and we went over these um statements there was an opportunity to provide comments or additional information and um I didn't necessarily have any good ideas and then upon further reflection

and actually noticing in our packet this time because some things had gotten moved around and um the first suggestion is in the governance standards which was actually a new um a new item that was not in our previous governance standards when we did our evaluation so that's that's where I started which was is really just a sentence on number six about uh the brown act requirements so board members understand and hear it all brown act requirements including abstaining from serial meetings the parenthetical statement that was proposed contacting and speaking individually to other members of the board didn't seem to quite capture the actual requirements because we are allowed to speak to one to one board member so I just um rewrote that parenthetical piece which is really just says um contacting and speaking individually to

more than one other member of the board on any item within the subject matter jurisdiction of the board so that's a fairly simple edit for that one so I don't know if you want to take these individually or have if anybody has any questions well here's what I would say is as the trustee Kemper is submitting this and she goes through her suggestions if there's um any disagreement we'd like to know if there's not then we'll make these adjustments according to board's support of them that's fine I'm fine with that one other member of yeah um and then in the protocols and again I kind of um was reflecting on these protocols because I know we're being asked to adopt a resolution you know where we're really committing to adhere to these protocols so I

wanted to be sure I felt comfortable adhering to the sentences I kind of just did another self-check on this so on item number three um we are committed I think to the the proposed language which says questions and clarification of board agenda items are to be communicated to the superintendent prior to the board meeting and that's really the purpose of our agenda review meetings um and I think that I just wanted to add to the extent possible that just provided um a little leeway for folks not to feel so constrained or feel like they couldn't ask a question or a clarifying question at a meeting if they failed to attend an agenda review meeting or you know didn't have a chance or something came up um at the meeting so it's really just it's an

opportunity for me not to feel so constrained as well as for possible new board members to feel like there's um they're allowed to ask questions at board meetings you know but I think the goal really is to um to try to have people review their agenda materials ahead of time and ask questions and clarifications ahead of the meeting I'm a little confused what exactly you're proposing I mean I get the intense but I'm just adding the all I'm proposing is the underlying to the extent possible comma and then number three is would be the way it was there could be other ways to say that but it's just it's just it's just giving us a little bit of wiggle room you know I don't I don't think it's necessary myself [Music] anyone else for that

yeah I'm looking at the they actually think it's I think this is a good idea personally I like to ask questions that maybe I had didn't have a chance to go over with the agenda review and sometimes when we have presentations like new something I might have understood then I realized maybe I didn't I don't want to I don't think I think we should have the ability to ask questions or make statements if we feel we need to it's interesting and uh trustee Bannister I definitely agree and it's funny because I can read these sentences like just when I read the original language questions and clarifications I thought well those are just specific like questions or clarifications like you need to understand the actual topic and then at the board meeting you can ask you

know follow-up questions related to comments you heard or or what was provided in the presentation because I think yeah during the meeting that's always going to come up so I kind of see that as implied but I guess that's part of wanting to make the suggestion is just that we're honoring the fact that it's not an absolute it's a goal we want sure we all want to come into the meetings prepared you know so there may be other ways to say that but I just think it but something I'd I'd prefer is just saying just putting the word ideally before it something like ideally questions and clarification of what agenda items are to be communicated to the superintendent prior to the board meeting that's fine that's really just kind of a goal you know right

it's a protocol where right exactly okay um and then there's the proposed items their their items number four six and seven that are I I copied them down below so I have the next section says suggested rewrite to be active and positive without motives or implications so I have a a proposed number four that would replace four six and seven that's that we don't necessarily have to get rid of all all three of those sentences but um when I read those sentences they all seemed to imply a little bit of ill intent or um undermining of the superintendent and you know the board as a whole you know working as a whole which I can appreciate that we want to prevent that from happening if somebody really does have ill intent but I think um

generally all of us sometimes make mistakes or errors in judgment or where we uh may say something to a staff member without really real with no ill intent But realize that you know we probably should have said that to Todd first or that Dr Cutler you know we want to give him a chance to to address issues that come up issues and concerns that come up whether it's complaints about him specifically or Com or concerns expressed about other people whether it's a rumor or whether it's true it it seems like what we've talked about is um a commitment that we actually just when we hear something you know we say something to Dr Cutler first and give him the opportunity to investigate it himself to provide an explanation or evidence or whatever so I I

just made an attempt to keep this simple and positive which is just board members will speak directly to the superintendent as opposed to staff regarding sensitive issues such as rumors innuendo complaints to avoid any confusion in organizational divisions so that was an attempt to capture these previous three sentences that I'd like to say something specific to something trustee Kemper just said when we say to give Todd the chance before and that that indicates that maybe if I don't do it you're gonna do it which is not your job right and I really want to be clear if you lose the the understanding in the protocol that you're superintendent overseas staff and you only oversee me and if it's that we'll give Todd the chance to deal with it but if he doesn't then we'll go

deal with it and that's how that language just stated in your word in my words but I want to be really clear because it is so imperative that the function of the employees the process is is tight the governance team supervises right the superintendent the superintendent so supervises the the educational leaders um The Business Leaders in our departments and then we they serve then they supervise out and it's it's really important for us to hold to that set of protocols I just want to reiterate that yes I had the same impression that it was a little bit excessive to have several items on that I think that I would in the rewrite I would um and and I can live with it either way quite honestly I'm okay with the rewrite yeah but what I

don't want to lose was the language of that rewrite to the rewrite yeah um I was I would suggest something more like board members will follow the chain of command and speak directly to the superintendent regarding sensitive issues something like that you know just reiterating the point that we are in a chain of commands right and um we have really only one person we're chain of command and speak directly to the superintendent and I actually would just eliminate it as opposed to stuff you wouldn't exactly you could get rid of that pair that that Clause just say well speak directly to the superintendent regarding sensitive issues I just feel like I think specifying the chain of command that puts us in keeping with what we're asking from all staff within the districts or anyone who

you know we're all following a champion very good thank you anybody have any questions or comments about them I I think that that just to comment I think that the intent especially this last one is to tighten up four different three or three different statements into one I just want to make sure that we you know stay with the um the spirit of it absolutely excellent all right okay um the last one I I'm I'm not exactly sure how to how to word this but this was the we had number nine I just I don't I didn't repeat the actual language but it um is related to individual board members will not use the media as a personal form that's the the most important part of the proposed language um and that the superintendent is

our is our district designated to talk to the media um but I added the however board members may want or need to speak directly to a reporter when asked by the reporter um I know we've had conversations about this before that you know we know we're going to be that that somebody may call us and some of us feel comfortable answering the question some of us are going to defer directly to the superintendent I don't think it's wrong for us to communicate with the media um and I think that then the the last sentence is uh consistent with what Dr Cutler had which is that I think I added some language but basically the superintendent the board members will consult with one another to ensure accurate and aligned public statements so I'm sorry I didn't

sorry to include the actual language there but let me see if I can pull it up yeah I'm a little troubled by this one the last sentence yeah oh and we're not allowed to talk to each other yeah right yeah no that's a good I I that was a quick it was a quick rewrite on my points I you know I think the emphasis and I I don't know where we go in this moment right now but I think that the emphasis on is that when we speak to the to the Republic we are unified yeah we have had a conversation in some form during the week did you do one during a meeting and uh we have one voice yeah and so really the emphasis on that first uh sentence is on personal right

versus unified right right the one thing that troubles me a little bit is that when an individual board member speaks to the Press they're not speaking for the board right okay and so if it doesn't say this then then we're misrepresenting again individual board members do not speak on behalf of the board unless we say that you know right unless we we've acknowledged that and we've we've said for example president Turnbull will speak on our behalf right as as well we might have worked on a collection statement or something so I think that if you're going to make some changes here um board members may want need to speak directly to the report I don't know the need that being you know when you say need it so what yeah as an individual board member

on an individual and you're not you're and you're not speaking for the board and I think that has to be very clear that when you are speaking to whatever news source media if you gotta I mean I will tell you uh even though Winters was small because we were in Sacramento they'd love to take those cameras right out and try to get people on on camera real easy because it was easy for them to do um you gotta be very careful who you're speaking on behalf of and so as your superintendent I can't speak on behalf of the district because of my role sure that's why it's designated that way but as board members when if if you have not conversed as a group in an open Forum about a topic then you're limited to

speak other than on your own personal behalf just so if we're going to reward this we need to make sure that it captures that mm-hmm I want to I'm just gonna read this is what's in because in case you don't have it in front of you what what we have right now in the list of what we're going to adopt I mean this is what's proposed is individuals will not use the media as a personal form so that's the same sentence then the superintendent is the district designated to talk to the press or media the super and then the last sentence is the superintendent May consult with board members to develop a public statement and that's the language you're looking for Larry which makes a lot more sense to me uh that superintendent May consult

with the boardman's develop a public statement and that's where that alignment can occur so we may be okay with that sentence um I mean I can it's a I can kind of live with this I think what's been challenging for me is just recognizing that one like when you're running a campaign you're going to speak to the media separately and I'm not speaking for the board but I'm speaking for my exactly but see but then that says individual wardrobe is not using media as a personal Forum but somebody could say I'm using it as a personal Forum I'm not allowed to speak for the board but I'm not allowed to have personal form I anyway these are words that get I get a little I trip over a little bit right um I actually I

had concerned that same concern in fact I actually wouldn't I wouldn't muddy this one with that specific problem I think that probably needs a separate conversation about what what is appropriate when we're running a campaign I don't think we've had that conversation um yeah so I I think it's worthy of an adjustment but I just I just think that we have to be very careful yeah I I think that's because you know and I know that in the past week and I don't know maybe doctor that we can work on this and you know come up with something for the meeting uh when we're adopting it because I do know that we talked before about the fact that um I mean just to acknowledge that there are going to be times when board members are

going to speak to the Press right but I think your point about um making it clear that if if you find yourself you know whether it's at the grocery store or whether you pick up the phone and you've got the reporter on the other end that you can say you know um I'm happy to talk to you about this issue but I'm only one person you know I'm not among them and I want and I want you to talk to the superintendent I mean to be able to say that I mean these are the kind of conversations I've had in the past from the Press calls yeah is you know you need to talk to the superintendent on those the details you know I think this this spares a much larger Congress well I was

going to say because a couple things I would just share with you we've worked really hard as a governance team and when you speak out individually in the media on Facebook social media you could very well put yourself in a in an interesting unique space in regards to the governance team so I mean again you know you have the right to say what you want as an individual person there's just no doubt about that so you can't limit that but I just want to be very cautious and aware of that when you speak even if when you're thinking well I'm just an individual I'm not representing the board your statements will be seen as board because you're a board member and so you have to be really cautious that's why this is designed this way

um you know but you know I serve at the will of the board and if the board wants to to support individual uh uh talk you know speech out in the in the public and that's what you do but I will tell you it's risky in regards to how that's interpreted it's risky and how it's interpreted as a governance team and it's risky on is that it's interpreted that if one board member says it it must be so to see an issue with if for example that particular topic comes up for a vote at some point you have informed the rest of us of a certain standard yeah right and so that could power from you and um that could be a challenge as well yeah so so could we could I say this in

the spirit of it Shannon and I will take this conversation consider this one do a brief revision of it in the spirit of what I've shared what you've shared um and bring it back in the document um and I would agree that if this is a hang up for the future that we need to spend more time specifically on this agenda on this one yeah and we can and matter of fact we can look to that um in in our in a future Retreat as well okay um there is a request oh wow there is a request from a member of the public in the audience to would like to speak on this um I just had one more thing that I I wanted to add and that um I really globally I really appreciate

the shift in the order of the documents yeah I think that's a much thing more yeah well perfectly way as trustee banister was yeah suggesting that we do absolutely I think it's and I think it's a better document for that absolutely um are you open to letting the member of the public speak um yeah I'm yeah I'm just going through so yes public comment yeah yes again this is not an action items as oftentimes we don't with that but there was a request uh Mr Grant foreign ER for creating the governance handbook because it aligns with the district's Mission over there about creating cultivating collaborative nurturing environment and that's not just for the kids I think that's for everyone that's for for the administration the teachers and it's very important that that you um sustain

this and keep it going and keep it keep it being a living document so that you can keep adding to it and then coming back to it when you need to um I also wanted to say this is the Shameless part that um that uh there's someone here that personifies the vision of ltst too and I know you can't respond but you might be able to applaud um Dr Cohen is greatly enriched our district and it's been an inspiration to everyone sorry about my voice again um and so um she's been with the district eight years seven years seven years and brought her passion knowledge caring and Leadership she'll be very missed thank you [Music] just thank you okay I think we're ready to move on okay now we can do the consent agenda okay

item 11. um the consent agenda do we have a motion to accept it um president Trimble I I would like to move to accept it I I had a couple of questions on items on the consent agenda sure I I can't ask a question about again at this point at the beginning of the meeting okay I've you know I've procedure so I'm I move adoption of the consent agenda I will second okay so we have a motion by trustee Kemper to accept the consent agenda as second by trustee Mansfield with all those in favor please say aye aye aye all those opposed that motion carries and yeah and just a note on that um at the beginning when you yep on the agenda um and and always it's always nice if that if you have

a question specific to that that we know ahead that you're thinking about pulling items off the agenda yeah off to the consent so that we're prepared right and they just and just for the record I had brought a couple questions to Dr Cutler at the agenda review this week but I didn't get responses so I will follow up uh afterwards but uh it's uh it's minor okay great I'm glad to hear that minor um so uh item 12 items for consideration at future board meetings but I have a couple okay um I would like to see I I actually have four things but I think they all tie in together as one um I'd like us to review our policy on grading and homework and class size and how we support staff in terms of

the homework and Grading and class size all right thank you I am also interested in I know that there's been some real um evolution in the role of grading and The View on grading and um we approved a board policy a couple of years ago um moving Us in kind of in a different direction so it would be when we have time would be great to have a report on where we're going with with rating district-wide yeah okay anything yeah before you adjourn and uh appreciate uh Mr Grant coming up forward and I did want to say a few things before you make the final adjournment to see this evening this does come to the close of a meeting and it comes to the close of a seven year era of Dr Anna Marie Cohen

working in our district um yeah and I just want to say that uh in the pre in the two years that I've had a chance to work with her she is the consummate professional she has provided this District incredible leadership guidance support she is a model of what we look for in educational leadership and she obviously will be dearly missed she's a friend my colleague and I appreciate her and I appreciate we give her Applause I just wanted to take a few moments just to say that we don't need to it's like applaud again if you don't want to but what I would love to do is we as we adjourn is to get a picture of the leader of of the board with the with our departing Dr Cohen and anyone else that we

want to jump into that picture because I want to savor the fact is that she's done an incredible job in the district and that she sees her last meeting that we do celebrate her this evening so Dr Cohen thank you so much for all you've done you have made my you know a very difficult job just a little easier because of how incredibly gifted you are at the work that you do thank you so at it is now 8 14 and I adjourn the speeding of the Lake Tahoe unified Board of Education on September 22nd 2022.
