showers yes thank you i'm good enough how um [Music] right okay um i would like to reconvene into regular open session the time is 602 there is nothing to report from closed session let's see item six so we're moving into public hearings 7.1 consideration and public hearing on the 2022-23 ltusd administrative administration initial proposal for collective bargaining with california school employees association csea government code section 3547 and the regulations of the public employment relations board and so at this time 603 i open this public hearing item um is there any report or comment anybody that wants to speak on this it looks as though we don't have anybody for this specific item seeing none i now close this public hearing at 603 moving on to 7.2 another public hearing consideration and public hearing on the

0022022-23 california school employees association csea initial proposal for collective bargaining with ltusd administration government code section 3547 and the regulations of the public employment relations board so i'm opening this public hearing at 604. okay is there any report or comment i think you got your cameras on i do not believe we have any uh buddy to speak on this this evening thank you seeing none i closed this public hearing at 604. moving on to 7.3 lt usd funding anticipated energy cost savings projects are you opening the public hearing is that also a public hearing yes got it okay so we are opening that at 604. um is there any report or any comment believe we have no comment this evening seeing none we'll close that at also at 604. okay thank you moving on we

are in section 8 communication reports reports are limited to five minutes um 8.1 board member reports did someone like to start i just have a quick report thank you president turnbull i had an opportunity to attend a training with manuel sanchez on capturing kids hearts um and it was a great training it's something that the principal of middle school is considering um help uh basically engaging with all the staff at the middle school and it's really um it's really about spending time really engaging with students on a one-on-one basis with a focus on treating each other with respect and uh focusing on positive things in each other's lives and really just being intentional about those things and how much how much of a huge difference it makes in kids lives knowing that someone cares about

them and really highlighting um getting to know them and what they want to what they want in life so it was really positive um opportunity to kind of remind ourselves what's really important for for kids and helping them become successful that's all i have thank you sure okay um i have two quick things as far as my report i'll start with tahoe valley i had the privileged privilege from the last board meeting to go see their production of annie extremely enjoyable great opportunity to see happy children with many many of them laughing i want to just shout out to miss little and miss maura super job to see to see the elementary kids and all the dancers and two days later i was at a function with miss marsha and she was even all excited

about all the dancing and all that it was really really good it's a real positive aspect of what we do in lake tahoe unified school district and the second thing is our lake tahoe community college and lake tahoe unified school district's joint board meeting we had last week on april 20th the basis was dual enrollment and other issues but dual enrollment was something we discussed but the most important thing i think it showed that when adults get together they're civil and civility is a good thing and the collaboration i think in our culture today has become more important than ever it was just really nice to be in an environment where people were willing to listen disagree at times about certain issues but they were civil okay so that's mine thank you um i'll go

next okay um i'm just going to focus on on one thing a team from ltusd traveled to lindsay unified to see what they're doing down there at the green schools summit i was introduced to lindsay unified it's a school it's a district in the southern central valley which has a history of really low achievement and an even larger population of unduplicated students including a lot of migrant families and they had worked for over decades on sort of piecemeal um attempts to try to raise achievements to really no no avail they were still graduating students who had not mastered basic essentials students not prepared for higher education and there's this pivotal moment that they talked about when we went there when a family a father and a son came into the principal's office after school was

closed and wanted to know why his son a high school graduate still couldn't read the newspaper and so they embarked on a really um ambitious plan of comprehensive and holistic reform and there have been they have really shown incredible results since then significant year-over-year uh steady gains in achievement and so we traveled there with a team it was a small team it was a showcase day for them and there were actually teams from all over the country that had come to see what they were doing there that day we brought a team which was focused on secondary education a teacher principal secondary the director of secondary education as well as the superintendent myself and um it was really fascinating we were um given presentations by different diverse representatives of that entire school community um the

in the classrooms themselves the students were really notably universally engaged and really sounded enthusiastic enthusiastic it's a performance-based system which is uh really a holistic adaptation of the work we're doing at south tahoe middle school with really focused on the evaluation system and there isn't enough time to tell you all about this but i'm going to try to see if i can encapsulate it a bit um so lindsay's system relies heavily on technology to implement implement a very personalized learning program so through this program they are able to foster really different learning styles including inco incorporates student desires uh various pacing through various subject areas it's a mastery learning approach and so students do not progress on into the next learning topic until they have mastered the one um the one in front of them

so gone are the traditional grade levels yes and the learners are not moving lock step through curriculum they may progress really rapidly in one subject for example and more slowly in another learning is really self-paced so all learning because this can be done because all learning goals are very explicit public and available 24 7. via the internet so uh one of the ways that they accomplished this to assure that every student would um master the most essential concepts was by really focusing instead on a sequence uh through a textbook and more um on what the master the really critical concepts uh you know uh really enumerated in the state standards so they really transformed the role of teachers and they renamed them learning facilitators they don't they lecture at the most 10 or at the

most 20 minutes out of a class period but it's really minimal in fact we saw no lecturing at all when we were there they spent all of their time coaching small groups and in with individuals the school the term school is likewise replaced with the term learning community and really virtually includes everyone and inside and outside the buildings within that school district which gives them the opportunity to make many academics much of the academics relevant and real they have massive greenhouse complex of course there for example because it's the southern central valley you have one more minute um so they're really engaging with this self-page-based curriculum which empowers students um they have to do this with uh with a real uh focus on um social emotional sort of components learning to learn kinds of things

so that's taught from day one and growth mindset is the center so i came away with really really fascinated and i would like us to continue to look into it it embraces a future focused mindset it harnesses opportunities for technology to empower students it assures success for every student because students don't move on until they've mastered the current level it transforms the role of the teacher to coach and rather and which liberates their time to personalize to develop a relationship it transforms the role of the student to be a self-guided lifelong learner and offers control through choice of methods for reporting and learning there's much more but importantly most importantly i think is that all learners really seem to be achieving it are achieving at demonstrably higher rates than ever before they feel successful and

connected so it would feel very um i would love to see us continue to look into this in as as part of perhaps our investigation of how we can really um um achieve more things with our own students here good i'm done that's why i did only one thing mine's going to be shorter i attended the lake tahoe ed foundation [Music] board meeting in person which was great and um one of the things they're doing so many things i just adore them but one of the things that affected me as a third grade teacher is they take the kids out all across the district third grade on the prophet which is this research vessel some people are smiling they're like i remember doing that um what happened with kovid they missed the kids who were

fifth graders this year and fourth graders this year so they missed those two years so what they're doing they're gonna take all the third graders and all the fifth graders this year and same thing next year so those fourth graders will then get it as a fifth grader so for two years they're gonna kind of make up for last time so um also working on sober grad night and putting 500 scholarships out for students who mentor other students and then i also attended the annie performance at tahoe valley so big shout out to nicole and alyssa and then i also went to the jazz masters performance that was rescheduled and just i loved one of the things that we wanted was to see more music in the district and so now all kids from you

know first grade on get music in the district so it was very nice to see that happen so that's it okay i'll be quick too i know i look like a weirdo i had my neck fused so it's a couple months of looking like an alien um so i just want to mention a really cool thing the middle school did their color run and that was really awesome going by the school and seeing the color and seeing some teachers and parents out there helping out i love seeing that kind of stuff it's just a nice highlight um the um the college um joint board meeting was in my opinion actually fun it was nice to listen to everyone and everyone was so you know um there was just some great ideas and some nice collaborating

and i love that our district works with our college i feel like that's so unique in our county and probably the state really i just feel like we have such a good tie with them and then this coming monday is the el dorado county school board association meeting and the presentation that will be done at six o'clock which anybody can watch ms chandler has the zoom leak if you need it um but it's on how to move attendance in a post-pandemic environment um and just i'll just read the first sentence of it it's the presentation will focus on how building strong habits and families and students can make a difference in academic achievement and student outcomes and i feel like i had something else i wanted to mention um i the snow day i just

want to touch base i know a lot of people were upset about the snow day but i just want to thank family and friends and um our staff and everyone who had to make a real quick step and alter their day and i do really value the hardship it causes on a lot of people but i do appreciate even more that everyone was pretty um pretty uh what oh my gosh i can't fund my words tonight accepting i guess understanding understanding i mean we are all human doing the best we can to keep everyone safe um so that was just what i wanted to touch on thank you and with that we will move on to item 8.2 student board members report so student board member sophia what would you like to report well good

evening and thank you for having me tonight some of you might might have noticed i actually just got off my second day at barton as part of the externship program we have at sato high school and i'm really glad it happened this year as kovit did take it away from us i know many of the people in the sportsmen 4 program were really happy that we got to do it this year and i personally really enjoyed um going to the physical therapy department and i'm glad that uh you know our school is letting us do activities again uh our students are really excited about upcoming dances and especially prom and we're just we're all getting really excited we have black light dance tomorrow um but i'd also like to report on how we're doing with

our superintendents group we've so far had four meetings and we go over a leadership component each meeting we bring up concerns and highlight possible solutions and just before spring break three members of the group actually met with our principal mr zanino to address concerns surrounding bathrooms individual buildings possibly bringing back french and other topics our students have brought up to us this group has made many great has really a bunch of great components and i really hope it continues through the years one thing i can say is i is i believe we're all glad with the progress we've made coming out of covid as a whole we're all happy to be back in school some of us without our masks and some of us whip still our masks on thank you um dr cutler do

you have a report under 8.3 president turnbull members of the board student board representative this evening sophia thank you so much i appreciate your presentation uh your words i'm gonna work to shorten mine a little bit because i'm number one we've had such great reports from all of you this evening and we all have a lot of folks that i think would like to speak this evening so it's just a couple pieces um and sophia mentioned one of mine as i was going to talk about the supernatural student advisory i just want to let you know that they're just doing a great job we've had four meetings students really are taking a grasp of being being leaders and providing their ideas and thoughts and then going out and working with other entities throughout our community

including the city and the college is just a couple of examples so i'll move off from that i wanted to thank you as board members for the professional development around the governance core book we had a week ago a previous week ago monday um i just really see the conversation and the learning around what this governance is and what it's about and how to be successful in governing so i just wanted to shout out to you on that um i wanted to let you know and even you know the staff members watching i've been going out and doing meetings with staff just being available and uh those been i think invaluable just to hear from folks uh folks have shared their concerns their their criticisms their their positive thoughts they've also come with ideas and

solutions and so i really appreciate hearing those it's i think it goes along with all of the additional information that we collect from our focus like our community focus groups our surveys um and just trying to gather as much information as we move forward and wanting to to work at our district being even a better place um i just want to take on two more i'll just hit one more thing it is really exciting to see our kids doing things you know we just brought up annie and and attended that annie it was just amazing um last friday our music students performing um we had you know jordan and alyssa's groups of the singing and playing jazz there was a students and a conductor from the university of the pacific that was there working with

them that you said the color run it's just really exciting seeing us get back to doing the things that put a lot of smiles on faces and the students can show their their stat their their talents and their strengths you know spring is also fun getting out to watch uh softball and baseball and kids are running track and just all of those things it's really really exciting i did want to end real quick um with with the snow day um you know i was asked what are we gonna do to fix uh what what happened and and the reality of it is it's very very challenging there was really really one big mistake i do want to make sure we apologize for 5 30 we made the decision we were go yes we had some

areas that had snow but you know snow's in tahoe um and uh and we had done the assessment of that and and at approximately ten to seven um our supervisor of transportation informed ms salazar that it was really not looking good out there she called me and said we may need to reverse our decision here and that's hard because we've already made a decision and you know people are already moving people are already out and about so i said i think we just need to move forward she got another call back again from our transportation supervisor said we really need to go ahead and call this she called me at 7 10 i i said yes let's call it the problem that happened next was we had a delay in our communication and and so

to our audience to our our everybody here to um those that you know we apologize for that and we've corrected it and and we do not believe that'll ever happen again i was asked how we're gonna fix anything else well we could have stayed with going to school but it actually was really really bad for an hour some people said well why don't you do a delay of school because we actually are ready to do that maybe do a two-hour delay and interesting i you know heard from people that said don't you have a weather app and you know of course we look at the weather apps um but oftentimes we wake up when the other said it was going to have snow and we don't there are days in when the app said we

weren't going to have anything and we do um so we have to do that but we at that point said it looks like snow all day long and especially at two and three o'clock when we're going to be getting students out so we said we just needed to cancel um and uh you know it was an interesting day but again from from from me to everyone out there i apologize for the delay in the communication once we made that decision be in that 7 12-ish time frame that morning so i just wanted to share that that's my report this evening thank you thank you uh 8.4 employee associations are there any association leaders who would like to report brenda yeah bernadette santana you want to get from cse good evening president turnbull board members dr

cup i want to take a moment and acknowledge uh on tuesday it was the day of the bus driver and paula did an awesome job in complementing and getting our bus drivers together and acknowledging them and you know csea represents eight different departments very very diverse group of workers but any time people are acknowledged for what they do and i think as parents community members board members we all know how important transportation is and that includes everybody you know the mechanics christy the supervisor everybody so i am very very proud of what they do and what all of our workers do and i think acknowledgement is a big part of that as we move toward negotiations in challenging times in our community i think it's very very important that we all remember that and that

we work together it takes a village takes all of us and we all are here for the students so hearing that tonight seeing sophia seeing her around school and the excitement that all of this brings you know when they're meeting with dr cutler it's it's great it's tremendous so thank you thank you thanks bernadette um and then jodie daybear from sdea good evening boards and audience it's good to see you all here in adjunct facility a couple of things on my mind tonight first i do want to thank dr cutler for acknowledging and apologizing for the late uh snow day call um it did create a lot of turmoil not just for families but also for staff members we have to remember that we have many members that are commuting from down the hill now

and this is the second time that people have been stuck trying to get up the hill so whatever we need to fix in the system to make sure that we do a better job we had teachers already reporting to duty and so that and other staff members what does bring up an issue of um when someone reports did you need many parents did leave to work knowing that their kids were already in route to their school sites or at bus stops and nothing scares me more than having a child stranded so we do need to find a way and certainly late start is one one way to look at things but we have to do the job with that second when you have some great concern to me is for our music program and i

hear all of you sharing your appreciation of our music and our music programs in this district however i'd be remiss in not discussing our instrumental music programs and we are thrilled to see music at all the elementary sites from tk to 5th grade however our kids that do instrumental music will no longer be getting that thus waiting until sixth grade that's uh really late to start into instagram a little bit students have very limited uh schedules as far as their electives as it is and if they are not put on playing an instrument by sixth grade the likelihood of them keeping up mental music which is going to have a later effect on where we're looking at not being able to fill our jazz bands our instrumental video concert fans so great appreciation to see

music but i think we're looking at it somewhat short-sightedly by not offering these streams is that my timer no you still got two minutes great thank you um the third thing i want to talk about is staffing [Music] we are missing invaluable members of our staffs sites we are we've had a year of unfilled positions across the district and it doesn't matter what school site or who i talk to everyone is feeling it from the site administrators down to our custodians and our our instructional assistants when we can't fill staffing when we can't attract and retain staffing the system breaks down at my school site for example we have had to cancel intervention groups over and over and over this year i started adding up the days and it's not just a few it's a

weekly predicament that we're in and so for everything that we're doing to provide our kids with the support that they need and the intervention that they need if we don't have people we can't do our jobs and so that brings up negotiations and where we are and i do want to thank the district for coming up to meet with the association we're looking forward to the main revise which is predicted to be even greater than anticipated you have 30 seconds no funds coming but we cannot pay living wages for our instructional assistants our bus drivers and teachers and they cannot afford to live here this problem is going to continue we are being priced out of childhood probably just about everybody so we need to look at that seriously and find a way to improve

because if the system's broken we can't fix the kids thank you um moving on to 8.5 public comment public comment on items on or off the agenda is welcomed in the following ways in person in the boardroom at the district office by completing a communications from the public card available at the front desk in the lobby if your comment is on an item that is not on the agenda your name will be called at this time if your comment is on an item that is on the agenda your name will be called after the item is discussed and prior to final action being taken if any please limit your comments to three minutes or less if there is more than one speaker on a particular topic the board president may limit the comments to less

than three minutes no more than 20 minutes of public input will be taken on any one item we appreciate your cooperation in helping us to facilitate the timeline timeliness of our meetings i would like to remind everyone that the brown act only allows the board to address items on the posted agenda the board's listening and cares about your comments but we cannot by law respond to any of them at this time dr cutler are there any public comments yes president turnbull but just before we do we have a stack of blue slips did anybody not get theirs up here just did you have one okay all right well we'll get started and and then she brings that up that's fine so um let's let's start with annalisa tilson that was can they hear me okay

the green light is beyond that okay might begin for three minutes you know it should pick you up as long as that green light's on so good evening um first i'd like to say thank you to all of you for who connected with me and talked to me after the last time i spoke about our language learners um and that's what i'm talking about this evening is first of all we need four teachers as you know and those have finally been flown and opened to the community i pray that we get those positions but the problem is that we are losing our our counselor who's in charge of our language learners has been moved to the middle school the person is robin rasmussen robin has been an advocate for our language learners she anytime that

i need scheduling she is the first person i go to she changes their schedules that same day she knows these students in and out she knows their families and she for me as a department head has made it capab been the reason that we have kept these kids in a through g courses and unfortunately she has been moved to the middle school kim il vento is our new person who will be coming to the high school she is not familiar with these students she's not familiar with the goals of what we're trying to do for these kids and for southall high school i'm asking you i know you can't be in charge of personnel issues but to possibly ask the powers that be to rescind this decision because it's in our last goals it's in

our lcap goals that we do what's best for our language learners this coming year and with all these new classes 24 new sections over close to 200 kids we need robin and i would really like you guys to do whatever you can to find a solution and help us thank you [Music] all right thank you [Applause] for the speakers i don't think you really have to get right up to it but the green light had somehow gone the green light had somehow gone off jody so i apologize i was i was looking and somehow it went off so i think we just need to lean it towards you you don't have to get right on top and since somebody made a note from somebody at home that helps as well so we'll just kind of

bend it that direction okay next next up melissa berry hi thank you to the board for allowing me to speak tonight i've come here today to speak directly to the board hello um as you've sort of been forewarned by the previous speaker and probably before that i've come to speak to you about my fear for my school my peers and myself the choice of the superintendent and our principal to move robin rasmussen to the middle school next year is solid proof neither of them understand the culture of our school robin is an amazing counselor who helps hundreds of kids every year figure out their school and life paths she continually puts kids first and goes above and beyond for the students and staff at sths in fact tonight she put together a thing where people

got to go out into the community get a discount she loves the high school any assumption otherwise should have been checked prior to making this life-altering decision for her this decision to move her from the school she loves has devastated our staff and our students it appears to me that many people i have spoken with uh oh lost my place uh that it that it was done any many people that i spoke with believe also the same as i do that it was done in retaliation since robin has been very outspoken about previously brought to the earth ask yourselves why choose her to be the one to move some of my fellow teachers came to me to say they are afraid they are next to be ripped out of the high school when i told

our principal about this on tuesday he told me he can't guarantee that won't happen we are now existing in such a toxic environment created and perpetuated by the district but we are suffering daily from is off ah damn what is going on i'm sorry i could yell well you know what actually we are going to do something with this right now hold on it's going to pick you up i'll come over here not all the way oh good lord start at the beginning we are now existing in such a toxic environment created and perpetuated by the district that we are suffering daily from severe anxiety and stress we wear ally shirts like this one that i am wearing each thursday to show the kids we support them and i know you aren't in control of

personnel matters but it's time to step up and stop this crazy mixing up of personnel it's time to help this district support us its employees and so you know by speaking the truth here tonight i fear the same thing that happened to robin what happened to me thank you [Applause] all right next next up brady heidel um it feels kind of silly to introduce myself because i've taught all your children so um so i am the uh 2023 wasp coordinator along with melissa berry that was a hard decision to come to to say yes to that because we were both there in 2016 when chad houck was fired at the last wasp review some of you were on the board for that um the thing about the wasp report though is that what it says

matters almost less than what others say about it namely classified certificated staff students and parents wasc will speak to all these stakeholders to see if their experience matches the wasp report in 2016 it didn't and chad left in 2017 carlene sinclair came to save us which she did in 2018 wass came back in our probationary report wrote and i quote the new leadership has created an ethos of collaboration among faculty district personnel the middle school and parents ethos means that we shared values we shared a trust we had a credibility in our conversations we could have conversations that didn't mean we weren't team players yet we disagreed the visiting committee also wrote a positive school culture was repeatedly observed throughout the visit across all stakeholders stakeholder groups the momentum was a pleasure to observe can

you imagine if they came now instead of waiting till next year they gave us a year off for covid what would they say if they saw us now wasc wanted us to strengthen the communication channel between the district and our school site i don't think you could find a staff member classified or certificated who would think that our communication has strengthened they mentioned their recommendations and they gave us commendation and they said that the staff attitude quote that recommendations are not punitive but are instead opportunities for growth has led to greater cooperation among stakeholders to me what this is saying is that we recognize when change is an opportunity for growth we also recognize when change is punitive the wasp report is important it tells us where we've been where we are and where we're

going i'm not worried about the wasp report we don't need to worry about the wasp report what we need to worry about is the visiting committee talking to the stakeholders we need to worry about the visiting committee talking to our students who've lost their counselor for their senior year in college applications we need to talk to those parents we need to worry about the visiting committee talking to us 30 seconds the staff because i will tell you i have not heard one positive thing all year from anyone classified or certificated what are you doing to make it better you are not working in the interest of our students at the high school all right thank you mike phils is there a legit reason actually you've been leaving class every day now now what now we

heard i love it i didn't know you were doing this welcome one and all you thank you yes um don't start my time right that was that was off the time okay okay and and date night uh melissa alluded to was tonight did you high school teachers forget carolyn i thought it was voting for the door to go to date night um yeah well um anyway elephant in the room there's a couple um there's the sentiment that the board um doesn't really want to know what's happening at the high school or how um the district leadership might be playing a role in that um in that dysfunction and and so why make yourself a target by speaking out i guess i'll have to have my reasons we had administrative transfer enough people are going to

talk about that but it raises the question that's been a mantra in the district which is it doesn't serve our students houses serving our students if it is i i guess there's three questions i want to ask why weren't there conversations at site and district levels like professionals um why was this person blindsided why was it done by the director of secondary education rather than a direct supervisor down the hall those are just a few things that that that i wonder seemingly to send a message not just to this person um who has been named it's not a mystery but um but to teachers that that others have alluded to that we would be next um and that the tool of choice is now intimidation bullying and silencing rather than open communication transparency honesty and

respect elephant too speaking up gets you transferred for the good of students perhaps so at least we'll know if i end up at the middle school next year what's going on there um one of our four words cultivate right i thought about that what are we cultivating others have alluded to it i'm not saying anything new a culture of fear um it's been done in the past we've seen it many of you have lived it before it didn't do anything to serve students in the past it doesn't ever so i guess i'm asking what's the goal what's the plan with that um do you think it's gonna achieve some goal i know you can't answer that right now but it never has that i've seen thank you thank you all right whitney pomeroy hi good

evening sorry my voice as my neighbor classroom neighbors know i get a little loud and passionate and excited when i'm teaching so i lose my voice a lot um as you may or may not know i'm whitney pomeroy i'm one of the stea representatives from the high school and so i'm really here to support my colleagues teachers counselors and staff at sths i'm also here to be another voice from our school a voice for those who are too afraid to speak because while some of us are here tonight there are many more voices that will not be heard tonight there exists a climate of fear in this district unlike anything i have experienced in my 11 years with ltusd teachers are afraid to speak out of fear of retaliation because what if if one of

the most valuable members of our high school team or shall i say yet another integral and irreplaceable members of our team can be so carelessly cast aside then who's to say which one of us will be next above all else i'm here to support our students robin rasmussen is the heart and soul of our counseling department she is beloved by students parents and teachers alike just today i gave a loving and caring ear to two students as they cried at the news from their parents actually that the counselor they count on and adore is being involuntarily moved to another school site and i want to make it very clear that this decision was made for robin not with her she is a professional who was not given the professional courtesy of being involved in a

decision that drastically impacts her life she is a human being who is being told that a decision made for her is better for her but it seems nobody asked her and nobody asked the teachers who work with robin on a daily basis because i can tell you that if anyone had bothered to they would have heard loud and clear that this is a terrible decision for sths as a representative of teachers i'm here to say that teachers at the high school are not happy and this is not the only reason we are unhappy not by a long shot i know this because teachers have asked me to call meetings lately and have attended those meetings in very large number but it is not our school site that makes us unhappy it is not our students

their parents our colleagues or our counselors that make us unhappy i asked the board to seriously consider then the decisions that are currently being made in this district i know that you are listening but i hope this time you actually hear us thank you dorian guzman hi everyone my name is dorian guzman and i am currently a junior attending south tahoe high school the junior class president president of key club secretary of the spanish conversation group trio ambassador and part of climate crew i am here to address my concerns and the concerns of other students who have recently heard the news of the sudden transfer of one of our beloved counselors named robin rasmussen where do i get started well let me begin with talking about the weird high school years that myself and peers

have had to deal with covet a fire delayed first days of school we've had it pretty rough not only have we had to balance this out but we've also had to deal with our personal academic and extracurricular activities miss rasmussen has been one of our fabulous counselors who has been able to assist students with all of the above while also being able to maintain a positive and vibrant attitude towards all students when assisting them now you may ask well dorian what does that have to do with you i'm glad you asked even though she is not my counselor she has assisted my friends with any of their concerns and i have heard nothing but positive things about her i am here representing and speaking for the people that can from the moment that this year

has started i felt as if the transparency and knowledge about current future plans in regards to the high school has completely diminished not long ago the idea was presented to adopt a new schedule that would unco benefit the students but when given the opportunity to express our opinion on this matter the talk of it was shot down and we heard nothing else after we were given the student-wide survey on this topic when trying to reach responses from people in the district myself and others were faced with the same copy and pasted response of i'm in no control of it now i understand that everyone has their own responsibilities and yes maybe it was out of their control but when it's gotten to the point where no one really knows who to contact in regards to

addressing these sorts of problems these sorts of topics we have a problem mrs rosenstein's sudden transfer just adds to the shocking and sudden changes students and teachers will have to deal with after these very long years i feel like one thing that students and teachers crave is stability but with the sudden threat of getting transferred into other schools with no warning or way of advocating for themselves it creates a very negative and scary environment for all as the idea of their careers classrooms and offices can change in a matter of seconds having a new counselor next year will lead to unknown consequences and uncertainty when it comes to upcoming juniors and seniors as those two years are vital for communication with your counselor ms rasmussen is knowledgeable on all aspects of the school and is

very involved with the dance team among other things my fear is that mrs rasmussen's transfer will lead to us getting a new counselor who will not be adequately adjusted to the rigorous and demanding climate that i know the high school has another concern that i know will affect my class and the upcoming juniors is the trust that we have in our counselors since we've been assigned to our counselors since freshman year the trust and relationship that students have created with their counselor has led to meaningful conversations about mental health and academics i myself am fearful for what's to come as the upperclassmen have already stated they won't see their counselor if it isn't ms rasmussen which could lead to many adverse effects to students and teachers thank you for your time thank you we now

have this miss chandler will now read uh we have about i believe three uh written statements can you tell me that's the end yeah that so we have three more written statements that's it i did i didn't receive any others well then hold on i i don't mind then you're going to be up you ready no all right carolyn lines excuse me i'm a little nervous i don't speak very well in front of people and kobot's made me kind of not want to talk to anybody um i've been teaching for 29 years 23 years in this district i've seen a lot of changes and the positive changes are always happening when people are being heard and people are involved with decisions that are being made i have to be honest i've never come to a

board meeting probably because i feel like my voice doesn't matter earlier this week um a co-worker was given some information a decision was made and she had no decision in it and it was devastating to her and to everyone at the high school level i'm really really worried about our district i'm worried about our high school i'm worried about how things are handled we've we've got to do a better job with working on including people and giving people a voice um we're professionals but i don't feel like we're being treated as professionals give us an opportunity like if you give us that opportunity it's probably going to go the way you want robin i've been at the high school for four years and prior to going there my daughter was a freshman and she was

in tilson's class and she has always had problems with accommodations and she's always needed extra time and everyone i've known because i've taught has always accommodated her because we work together and they understand and miss tilson didn't know me and she said sorry i'm i won't accommodate her she needs a 504. and i was she didn't know me she didn't know like my daughter and okay the 504 process started no one at our high school knew how to do a 504 not one counselor and i went to robin and she figured it out on her own she called the state she we worked together on writing 504 she is my backup person for special ed she is always there helping um she is who megan has gone to 30 seconds in help for for 504s

and ieps i will really i don't know how this works here at this level i really would like to propose that we reconsider or find a way where this is a decision can change and it we could be heard and be a part of this decision because i don't think it's benefiting our high school our district three minutes i think it's a big loss thank you [Applause] okay in this chat miss chandler will read those three three continued statements this is from candy lincoln teacher at south tahoe high school to the board of education and dr cutler who made the crazy decision to move robin rasmussen away from the students she has dedicated her entire professional educators career to at the high school would someone please have the courage to take responsibility for this horrible

decision robin has worked tirelessly countless overtime hours to organize and provide for adolescents as a teacher when i have a delicate student situation robin is always the counselor i turn to you are robbing our students of their strongest advocate at the high school robin's one sin was telling the truth to her administrators the truth is need for the benefit of the students administrators are retaliating against her because she spoke the truth now those administrators do not have the courage to stand up and say that they are the ones to have made this horrible decision as the board of education are you going to let this injustice against a dedicated educator happen p.s i kept this short so it could be read during the board oh sorry that's all there is to it should i read

that in advance okay dr cutler and esteemed board members this is from joan busher counseling secretary i am writing today to implore you to reconsider the changes that are being put in place within the counseling office at south tahoe high school it has been brought to my attention that robin rasmussen will be transferred to south tahoe middle school for the 22-23 school year and beyond in my humble opinion this would be a big mistake robin is an integral part of master scheduling at sths she has begun to learn the intricacies of master schedule process this is something that takes years to learn our master schedule is an unusually puzzling one due to the many different types of scheduling specialties that come with a unique hybrid master schedule with my retirement at the end of the

calendar year she would be the only person to have that unique insight this is not to say the other counselors don't contribute we have a balance of big picture thinkers and detail-oriented thinkers it's what makes our department work in addition the california college and university systems are unique in the united states this is another skill that takes years to learn ncaa is also part of a high school counselor's repertoire robin has abundant knowledge of all these things and more robin is also a vital link between administration students parents and teachers she brings a level of professionalism organization and compassion that serves our students and parents with the highest level of respect and attention she has a strong connection with teachers who trust and admire her her contributions to administration helped to create free-flowing communication between

departments to have a new counselor at the high school with my departure at the end of the year and transferring robin to the middle school would set that person up for failure furthermore after losing shannon benney who was an integral part of not just master schedule building but of the office as a whole this would be a huge blow to the high school office morale is at an all-time low and people are considering employment options outside of the district employees feel unappreciated and frankly unnecessary please consider keeping mrs rasmussen in her position at the high school i believe it's the right choice for everyone concerned and [Applause] this is from rachel friedman teacher at south tahoe high school dear members of the board i am writing today to express my concern about the sudden and

unexplained transfer of the high school's lead counselor robin rasmussen not only are the students losing their extremely hard-working professional and helpful counselor but they are receiving a counselor with less experience in high school counseling this decision has not been explained by those that made the decision so for lack of transparency it appears that the best interest of students that are preparing for post-secondary careers and continued education is not being put first the message that is being received by staff is that positive evaluations time on the job and success working with students is not a factor considered during hires or transfers the message that is being received by students is that they shouldn't make meaningful relationships and connections with staff because the staff may be transferred and they will have to start all over with another

adult as you know high school students not only are getting their education but developing as teenagers determining their identities and navigating their futures robin has a unique ability to support students through this complex transitional period in their lives as well as her extremely difficult duties of scheduling students preparing 504 plans and emotionally supporting students she is an invaluable asset to the students that should not be removed without her desire and consent members of the board in your professions i am sure you would agree that no professional that has built their career with proven success should be treated this way especially without reasoning and transparency in conclusion it is concerning that without clear explanation and transparency it appears to both staff and students that students needs are not a priority it appears that personnel and personal

needs and wants are prioritized additionally the message to staff that we can be moved without warning so making connections to support students as their lives are changing and they seek consistency especially postcovid is futile working with a feeling of futility is a very uncomfortable place to be and the discomfort is palpable for our students i appreciate your time and ask that you address this practice to add transparency reasoning and professional etiquette thank you that brings us to the end yes okay great so thank you and with that we are moving on to item nine ltusd partner organization updates nine the 2021-22 epic promise program sponsored by heavenly bale resorts [Music] all right so now that we've uh president turnbull members of the board excited to have our uh our partner with epic promise here just

to update us i believe rick newberry ricky newberry so mr newberry yeah thank you good evening board uh thanks for the invite uh ricky newberry senior director of mountain operations at heavenly moved moved to the community in 1999 and started my career at kirkwood and um yeah i was the epic promise champion there at kirkwood and then made the move over to heavenly in june and here i am sharing with you uh kind of what we give back to the community through vail resorts uh in our epic promise program which is a non-profit that serves both our employees and members of the community um so yeah i'll refer to some of my notes here the whole idea behind epic promise is to provide access to individuals and groups who would not otherwise have access to

resort communities through a variety of mountain access giving to include lift tickets to the ski hill lessons rentals and other forms of support we support nearly 50 local tahoe nonprofits annually and some of these partners include achieve tahoe adventure risk challenge alpine county unified school district boys and girls club of lake tahoe 20 schools gateway mountain center high fives lake tahoe unified school district northstar team foundation rite of passage sos outreach the tahoe institute for natural science and the tahoe truckee community foundation as well as the washoe tribe so i'll go kind of high level for epic promise and what we do and then dial it in more locally to the school district here so we are committed to serving and supporting youth engagement within the resort communities and outdoors through a variety of community

partners some examples are the tahoe institute for natural science a member supported non-profit organization and advancing the natural history conservation ecosystem knowledge of the tahoe region through science education and outreach locally we provide 300 plus tram tickets up the tram for the fifth grade snowshoe program a lot of you know it which is really neat we work with our snow makers our ski patrol team and the avalanche dogs we have the sierra avalanche center there as well we also work with the sos outreach program a positive youth development organization providing access to snow sports with a focus on mentorship and values based leadership curriculum and then through that we do gosh 1700 lift lesson and rental packages for youth participants and over 400 season pass products for staff volunteers and youth mentors we also have

an adaptive program adaptive directed mountain access ensuring individuals living with a disability have access to the outdoors through our resort communities and support of a nonprofit organization that specializes in supporting adaptive skiing and snowboarding achieve tahoe is dedicated to building the health confidence and independence in people with disabilities through outdoor recreation to which our contribution we do 1500 single day lift tickets 500 lessons and two season passes in addition again back to the partnerships and over 50 local tahoe non-profits the league to save lake tahoe tamba friends of the ski run park boys and girls club a lot of lake tahoe waiting for it sierra community house excellence in education foundation and bread and broth so a couple things with the friends of ski run park we're replacing a chairlift north pole this summer and

we're going to be partnering with the skiron park auctioning off chairs putting all that back into epic promise and then matching funds fundraising for the park and then we're also working on an art project with some of the old lift towers and chair over there so uh look forward to that um in addition um for caldor fire recovery we've nominated both tamba and the league to save lake tahoe for some additional support and funding again not just here on the south shore but around the lake moving on to some critical needs here we partner with bread and broth and the bread and broths for kids school weekend food backpack program for students at all ltusd k-8 schools provided with weekend food backpacks containing single-serving kid-friendly meals three dinners two lunches two breakfasts as well as

a protein rich snack and fruit and this program was designed to help children who participated in the free and reduced breakfast luncheon programs here at the schools but face limited or no access to nutritious food over the weekends as well we work with sierra community house a long time partner and supporter there and their programs include hunger relief emergency services of survivors of violence and preventative education and then again back to the kids south lake boys and girls club we've held epic promise day volunteer days there with our employees after school enrichment child care programs and then just general club operating costs with cash contributions and then finally kind of back to the caldor fire and the impacts to sierra tahoe we were able to honor the straight a program and pay forward epic passes

so kids could ski at heavenly kirkwood and north star here in the region which was really cool and then we had the opportunity to host the high school alpine race team to train on world cup and and they freeze keyed over the mountain quite a bit too it's good to see him out there so um that's all i got impressive list mr newberry are there any comments or questions for the board you overwhelmed us i would say yeah you know what i i it's a big thank you it's well i mean what you just shared is so far beyond what we could ever expect or think that would that our partner would provide for our community for our students and for our district and so thank you so much absolutely yeah and the only thing

i would add is you have the greatest classroom in the world okay and yeah you really do and it sort of reminds me of henry david thoreau right walden pond have you ever been to walden pond it's a little disappointing because it's really just a little creek but but that's here or there but no i do i do think that gives our kids an opportunity to have just a different outlook i appreciate that absolutely i appreciate that you know gratitude back um you know personally professionally i love snow days we got one yeah no i appreciate it and you know i have kids that have gone through the programs that are here in the school and um where my office is at the california base this winter when the bus would show up i'd see

him it'd all walk by my door i'd open it up i'd give him high fives i'd see him on the hill we have one instructor that was a fifth grader in the program here and is now teaching these kids and like the passions unreal so um yeah really nice to be a partner in the community and do what we can to provide access to a really cool place thank you could we have another round of applause here on your way out thank you okay um we're moving on to item 10 educational services headed up by associate superintendent anna marie cohen and 10.1 is 20 22 23 and 20 23 24 academic calendars this is an action item yeah president turnbull members of the board um the calendar that you see the calendars that you see

in front of you in front of have been brought to you in two previous meetings there's been minor adjustments to them the staff's recommendation at this time to approve these calendars um i just do want to make a note as we move through our negotiations with our associations there's very it's very possible some of the calendar dates and components could possibly adjust it would be a minor adjustments so these calendars in essence are ready for your approval just with a note that there might be some adjustments and changes so it is staff's recommendation to approve these calendars thank you thank you does the board have any final questions or comments here yes i do i guess you do um when we met with ltcc one of the big things they wanted to do was align

our spring breaks which seems to make perfect sense unless if we do it in april but not so much perfect sense if we do it in march so um those would be specific negotiable items that we would come as a as a former teacher you know coming christmas break well thanksgiving break and christmas break then you get a few weeks and then you get president's break then you get ooh maybe a whole month of march without a break and then spring break and if you have another week off in the middle of just coming from a teacher's perspective i like spring break in april again you know as we look at the calendar as it is it and its whole in its entirety we would be we'd be asking the board for approval um any

adjustments would be part of the negotiated process i think the only other thing that i'd like to add is i'm just concerned with the number of days that we missed this year and and as we're thinking forward how is it that we can address that issue in the future um other than that um would we do we have a motion i moved to accept the calendar um the 2022-23 and the 23-24 academic calendar a second so we have a motion and a second are there any public comments do we have jodie daybear would like to speak on this item okay hopefully people can hear me now i've never been people not being able to hear me for everything um just a couple of quick comments um to the calendar and i do appreciate the district

and and dr cutler saying that there would be changes to that that are available regarding the minimum days for not next year but the year out that back up to breaks here and then we're also in discussion and please everything happening with covid so we really need to work to make sure those come back as they should be and then um movement of the conference week entirely um looking at that calendar to see where it falls at elementary so elementary um fall conferences may be pushed out closer to the end of the first trimester and as well val when you speak about the college and trying to allow align vacations um that's all well and good and said but we actually have to be more concerned with allying our breaks because of the four by

four schedule and when terms need to start and end so as much as the community college would like that that's well and good but maybe they should align with our calendar thank you [Music] any further okay so are there any comment further comments or questions from the board um with that we have a motion uh by trustee men's fields to adopt the 2022 23 and 2023-24 academic calendars a second by trustee riley with all those in favor please say i i and anyone opposed nay the motion carries there's still a problem with that speaker i'm just telling you okay get through it so um [Music] without we're up to uh 10.2 single focus plan presentation south tahoe high school dr cutler would you like to just yes reiterate president turnbull members of the board um

the high school will not be presenting their single focus plan tonight a couple things i'd like to say um we have we had the high school presented to the district cabinet last week and did a really great job we provided them a great deal of feedback um they've been working hard and diligent to get it ready for this evening um just like other schools um they may have needed some more time i was informed by buster's and you know they were not prepared and ready to to do that this evening and would like to push it to a meeting in may which we will do so we at this point in time um the single focus plan presentation for southall high school will be in a future board meeting thank you with that we go

on to 10.3 social emotional learning seo and behavioral health a wellness update one of three stay tuned information oh are we shannon's pulling up here we go uh uh good evening president turnbull board of trustees and members of the community tonight i will be presenting a brief overview of the social emotional learning mental health initiatives put in place for ltusd student this is information item only and a brief introduction to a more in-depth to more in-depth presentation that will be provided at two additional boards in may and june okay why has it become such a priority to address mental health services in schools this is a critical question leading to a shift in how we view education and what role does education play in the development of children in becoming successful functioning members of their

communities and ultimately society as a whole the reality is we face an educational landscape in which most children do not have access to services there are more assets and access to services for children while at school and providing access to mental health services improves the overall learning and success of students the copen19 pandemic exacerbated the need to address mental and behavioral health and social emotional well-being of students even over academic needs in schools we prioritize three critical components of mental health the social the emotional and the behavioral in the following slides i will highlight how lte osd has begun this work the tiered initiatives that ltusd has begun to implement this year include the addition of two elementary counselors continued focus of our school psychologists and ltusd mental health therapists on supporting mental and behavioral

health in grades k-12 additionally we have looked into social emotional learning curriculum and screening instruments and we have been able to fund access to increased individual and group counseling services at the middle and high school lastly we will be opening a school wellness center at the high school the counseling and psych team reviewed an sel curriculum and universal screening tool that we will be able to pilot to determine ease of implementation efficacy and measurement of social emotional needs of students and put in place a tiered intervention implementation process this year the expansion of contracted mental and behavioral health services with community agency partners significantly increased student access to resources this was made possible because of coronavirus relief funding in order for us to continue to provide the level of intervention support that has been provided

this year it will be critical for california legislators to commit specific and ongoing resources to support school districts in their implementation of mental and behavioral health services there will be a comprehensive presentation from a balanced life in may on the specific supports that were provided to ltusd as well as the needed resources in order to sustain ongoing support we are so excited to announce the opening of a school-based wellness center at sths on may due to a large grant received by el dorado county sierra child and family services will be able to expand their network of school-based wellness centers to south lake tahoe this amazing opportunity came about just this spring a team in partnership with mental health counselors from sierra child and family services visited several wellness centers over spring break we look forward

to building our wellness center and welcome a full-time therapist and clinicians to south tahoe high school after may 1st are there any questions about the overview of the initiatives ltsd has put in place this school year we look forward to presenting over the next several board meetings more in-depth presentations with our community agency partners thank you dr cohen it's really exciting to see all the new stuff and um of course i'd love to see a wellness center at the middle school but i don't know if you can talk about how i can't speak to that right now we're starting um at the high school because the grant that was received is specifically targeting that student population however there are wellness centers at middle schools off of the hill the hope is that we have expansion

in obtaining grant funds that will allow for an expansion to the middle school as well so that's in the future it's just the grant is specific to the high school age population at this time thank you and then the sierra child and family services that is helping support the center at the high school the mental health therapist you mentioned is that an employee of the sierra child family services that we are on to send the therapist and clinicians that will be at the high school five days a week cool and then my last question is just um i heard from pair i volunteered at the color run um uh last week and i talked to a couple parents at the middle school and they were one of them was asking was just really asking and

i wanted to just have asked you so you could maybe share for the general public how parents who would like mental health support for their kids how they go about it i mean i understand sometimes at school you know teachers and counselors are identifying the need but if a parent is saying wow my kid really needs some support what's their what's the best approach for them so there's a collaborative process and a referral process that occurs at every school site so it's initiating those concerns with their child's educational team depending on what level they're at so if they're in elementary school it would be with the child's teacher and then potentially the school psychologist or the elementary school counselor those now that we have elementary school counselors at um elementary school counseling time at every

elementary school they are there to help support and um navigate those referrals to resources if their child needs it um a similar process at the middle school in high school you know with a counseling team school psychologist so i would encourage parents to make an appointment share concerns with their child's educational team thank you i just want to say thank you for this i really think it'd be beneficial to students who feel like they don't receive enough support so on my behalf and on the student body i really do say thank you for looking out for our students i know mental health um is a really big part in growing up or just maturing especially in your teen years so thank you i just i hope we can voice it out and make it more

known to the high school students because i didn't find out about this until later on so i really hope that that it's um the outcome is greater i appreciate that thank you we we were waiting to release any information until we had confirmed receipt of the grant funding because we wanted to make actually going to happen we're very excited about this so thank you all right um 10.4 ltusd and south lake tahoe boys and girls club expanded learning opportunities program partnership this is a discussion item uh would the magic touch it's just that forward button right it's it's all it's definitely me sure it's my slides is it a pdf oh try it angle [Laughter] working great all right again i've had a great time collaborating with jude and visiting the new boys and girls

club what a beautiful facility really have enjoyed working with her so the expanded learning opportunities program not to be confused with the expanded learning opportunities grant which is another another funding source provides additional enrichment for our tk through sixth graders as you see here the definition of expanded learning includes before and after school as well as any other days that we're not in our normal school year okay so it does include three additional hours uh beyond the six hours of the school day along with 30 additional days in addition to our normal school calendar we are currently partnering with our boys and girls club on the after school education and safety grant or aces grant we believe with the require with the requirements of this funding and having a strong local partner like our boys

and girls club it makes sense to also partner with them on this expanded learning opportunity funding it does provide quite a bit more funding than the aces grant ltusd is proposing to retain 20 of the funds for administrative costs for site tutoring for pd support and some resources and therapy services boys and girls club will utilize the 80 to meet the requirements and provide some very cool and enriching opportunities for our students at this point i'll turn it over to wood and i think it's working out today thank you so much well suffice to say that this is a dream come true for us um the club has been on a wait list now for over six years we have literally hundreds of members of our community who wish to have after school and vacation

programs and care for their children and we just haven't had the capacity to deliver that so this is our opportunity and we are so excited to embrace it however when we were designing our brand new building um and thank you to everyone who has visited it's it's wonderful um we didn't have a crystal ball when we started designing that three years ago and i had no idea that governor newsom would suddenly value out of school time and so um we we did not build a big enough building uh do not worry i do not wish to go back to scratch and do another capital campaign uh so these are our proposed ideas for the coming year we would open an additional after-school site at maya's environmental magnet school obviously we've taken into account here the

rezoning that has also occurred we would provisionally open another after-school site at the middle school and that primarily would be focused on sixth grade elop tk through sixth aces we can go all the way up to eighth grade so seventh in eighth grade would still be served under the aces program and we could do that in our new team room um at our new building or even eventually hopefully one day at the new rec center that the city is building because they are on the edge of both neighborhoods we hope to continue to serve tahoe valley and sierra house at the new building um we thought it would be awful if we just built this gorgeous building that i and the staff enjoyed no kids and then bijou site will continue as possible as current

and then possibly if you do in the future add grades to that school will be prepared for that as well um bijou is an absolutely fantastic model for us and and makes us makes it known to us that we can roll this out and roll this out relatively quickly we have a school-based after-school program there it does not operate during the vacation so it's not an additional burden during that time but we are there every after school and that has been happening since 2004 and i hope the administration at bijou would tell you that it's a value to the school as much as it is to the club and the parents students stay on site at that school though we do have some who opt to come over to the boys and girls club and

they transition to being members as soon as that school school bell goes at that point our staff take over parents pick up their children from the school site there is no busing for that site we get to use the mpr we get to use the a1 portable we get to use the stage area and for example on occasions where there are score functions happening at the end of the day we are relocated or if it's good weather we just go outside one of the things that i really value about our bsu program is five of the eight staff that we currently have there work at the school during the day so a it's additional hours and additional income for those teachers aids but also more importantly there is that carryover from the school to the

after school program we have the same rules we adhere to the same codes of conduct that the school has and we make sure as well that if any kid is saying oh we didn't get homework today well teachers aide probably knows that's not true oh we catch that out as well we provide a snack which is an important part of this program there and then also we are responsible for all the signing and and signing out there a little bit about our programs i know many of you know it inside and out but you know as you saw this is an expanded learning opportunities um i will say wholeheartedly here and now we do not want this to be an extension of the school day we want to provide enhancement opportunities active learning active play

and social and emotional growth that being said the boys and girls club program is based on the five pillars academic achievement stem art recreation and character and leadership and we have fantastic curriculum that we've both developed in-house and that we get from the boys and girls club of america of course an important part of that is power hour which is when we do homework assistance and you'll be amazed to know that all you need to do apparently to get kids to do their homework is buy them fancy chairs that they can roll around on and bounce up and down uh the line for homework right now is out the door so uh so i recommend that across the board and then as i mentioned we have our enhancement programs social emotional learning is really important

um during the pandemic all of our staff became trauma-informed carers and we have a lot of curriculum that we both already deliver and will be delivering in the future we also have a really strict code of conduct many of you all heard of our awesome mantra and that's what we make the staff and the kids adhere to on a daily basis and i will say it's very important to us and we appreciate the mention of of support from counselling services because all members must be able to act in a responsible and safe way while they're part of the club environment and we have a track record with you we've been a partner in the um after-school education and safety grant for over 15 years i would be lying if i didn't say there were a

few rocks that came along the way a few bumpy paths um but i'm proud to say that since i've been at the club for nearly eight years now that has not been the case we have fully delivered that program for the school district um and as i mentioned before we have a really long wait list for our program um the other thing that i'm really excited about elop is it is applicable to all our kids um currently our magnet school school students are excluded from aces funding um that does not mean we don't take on magnet but unfortunately it means they're not quite as high up the priority list as the other schools so we're excited that this really is something for everybody the aces has been very modest we have seen recent increases but

we went about 10 years at aces without any additional revenue from the state and so in that time frame we used fundraising we used other grants we get from the community and modest fees we're running at about a dollar an hour in fees right now and that's only for those who can afford to pay the other great thing about elop is its flexibility if you read the fine print of the aces grant it requires children to stay for the entire three hours elop does not have that requirement it also doesn't have an average daily attendance requirement so you know a parent who finishes work at five and wants to pick up at 5 15 will not be penalized similarly a kid who's at little league on a thursday escobar on a wednesday and club on

a friday also will get the same treat treatment as well um the one thing we are going to have to address is one of the great strengths of the boys and girls club and one of the things we really value and that is that we mix all schools at one site and obviously if we start creating site-specific schools like bijou we won't necessarily have that opportunity but i think we can get around that by our vacation offerings alrighty for me the discussion item tonight uh next we will collect feedback from our school sites regarding the expanded learning opportunities program possibly review and revise our plan then bring the item back to you as an action item hopefully on may 12. do you have any questions for miss wood or myself [Music] um so i hear

from a lot of parents that they've been like on a long wait list because of the staffing shortage and whatnot um so does this like alleviate that issue to where there's not going to be such a long wait list gosh i hope so so um and i think there's different issues to address i'm delighted that we just took 35 kids off our wait list just simply because the new building even without any additional staff just has better sight lines better observation better way of moving the kids around but that is a drop in the ocean and one of the things the elp is going to enable us to do is significantly increase the salaries that we're paying um very kindly the district shared with me classified salaries and we would actually like to start at

the top of that so that we can actually attract those teachers aides to stay on for these additional hours but i don't think it's just salaries right now i think housing cost of living you know you're facing the same issues um bill and i were sat there and i don't think i've talked to anybody in town recently who doesn't have a staffing shortage so honestly that's my one concern for this grant and i'm glad that we will not be audited in the first year of the elop audit will not start till the academic 23 24 year because i honestly think it's going to get time to build this up it's going to get time for the word of mouth to happen within the schools that hey you want to go get a job at the

boys and girls club after school and then you know your six and a half hour day it's now unfortunately a nine hour day but more income to help you know those staff already in our district you partially answered my question i guess are you seeing this as a permanent addition to your programming or is you because it's a grant you're hoping okay you know that's the question i got from my board when i bought it up to them they said do we really want to triple um our staffing triple our budget triple our expectations from the community if this grant is only guaranteed till 2024 and i've attended a lot of presentations on this grant in the last couple of months presentations both by boys and girls club of america california pacific region um and

also by um the county by region three um so it's not counties at state um everybody has reassured me that they perceived this grant continuing no aces initially was a pilot program it never went away um i hope the same could be said of this but you never know with state funding thank you yeah just a quick comment um i really like your five pillars okay and and just my question is national organization please please tell them but but looking at it i can't envision art since i'm colorblind and i can't do anything with when it comes to art i like the recreation and character and leadership but can you help us tell us a little bit about i know you've just started your stem program can you tell us a little bit about it

oh my gosh we're so excited about this now i will caveat we've always done step the the difference is that uh our new stem room in our new building has enabled us to take it uh to to warp speed and we are now partnering with david wise ltusd graduate um mit graduate um who started he's the founder and the leader of the tahoe stem academy he's been delivering programs both in the community and through the ltcc connect program but thankfully we enticed him with our room and so he is now partnering with us and in return for the use of our space for the high school robotics team and some of his other programs he's giving us 20 hours a week of stem education for our members and this is entirely free included within the

program and it is phenomenal with it he'd only been there three days and i had a sierra house second grader explained trajectory to me that's because they were firing off bottle rockets on the fields uh bonnie um thank you judy jude i'm really excited about all of this um i know what my question is if if this gets approved next board meeting do you have the money to expand opportunities this summer or does it start in the fall if you write me a big check yes and i will say that you know i am so so grateful to the school district as you may have heard we still haven't received our aces funding for this year and our bank balance got down to eight thousand um and thankfully as a wonderful partner you were able

to uh loan me some money in the interim so that we could keep keep going um and and other clubs in california have had the same problem and have not been treated so wonderfully so thank you for that but no we will need some some initial funding and i think what we can do is take the funding from this year from the 21 22 year which is as yet unspent and we can allocate that towards the summer we can also allocate that here and now towards some of the expenses required to be gearing up um you know one of the things i'm really interested in is there's a trailer bill that is for infrastructure and arts and is specifically attached to the elop um you know i don't know if any of you have tried

to put tables up or down uh for elevated in the el taho um npr i knew you did oh my god during the fire those tables are our cake i mean i would love to to use some of that funding right now to provide some of those vital needs um so that we we can hit the ground running um as the summer comes along i just wanted to say thank you and i'm really excited hearing about david wise being a partnership though he's amazing and also that you're starting that you're actively looking for our classified aides and starting them at top salary to give them a lot of them only work three and a half hours a day and they need another three hour at least so thank you we're just so excited for that

on both sides we will get quality staff exactly um and they hopefully will get to stay in tahoe with that additional income i also did just want to mention um thanks to alan um there was a question about would you be interested in boys and girls club after school that went out on the survey to parents about whether which school they wanted next year and it's averaging about a 58 response rate of yes yeah i think that was the math we did so which is great you know and the requirement is that we we offer this to a minimum of 50 of our community and our goal is to try and serve at least 50 percent of our community anyone else all right thank you jude i'm sorry i do have a public yeah we

have a public comment oh everyone's done okay dear board and superintendent cutler uh this this is actually from a parent melanie shasha in the myers zone these comments are in regards to item 10.4 i encourage you to adopt this proposed change that adds a satellite space at the myers elementary to provide services to the most distant school in the district it will eliminate additional traffic into the middle of town and back to pick up kids at the boys and girls club in lake tahoe just today on tuesday it took the bus 20 additional minutes to navigate through town trying to avoid construction and an accident on highway 50. this means i also had to navigate through town to get the kids just to turn around and head back home to myers this additional site will

eliminate additional vehicle trips on our congested roads and allow the bus and driver to provide transportation to other students please adopt this proposed change thank you we we forgot an important part as well which any parents watching might get very excited about um tk and k grade of necessity of the grant would be free to attend as would free and reduced members as well thank you are we good alrighty so item 10.5 ltusd and family resource center summer school partnership this is an information [Music] item i guess some of the fun items tonight um president turnbull and trustees uh this time to share another exciting opportunity for our students this summer i am pleased to welcome mr bill martinez director of the south lake tahoe family resource center we will be sharing another partnership to

benefit our students this summer i'm sorry i don't know what i'm doing i'm sorry sir maybe i'll just go ahead and continue the family resource center offers a six-week summer program and and of course we want to partner with the family resource center uh for exciting opportunities mr martinez thank you um ford good evening dr cutler staff members um thank you for the opportunity to talk about our part of the hito summer program the family resource center has run a summer program which we lovingly call parabajitos for a number of years minus the kovid years we hope to get back to that this summer and offer that opportunity to approximately 70 um school-aged children from kindergarten through the sixth grade at the bijou community school and the family resource center we partner with many agencies

throughout the community to provide opportunities for the kids in the program to go out and experience the experiential model going up to the ropes course at heavenly through vail and thanks to the veil for that support um to our to our community we also will utilize the forest service where we will do interpretive walks at the rainbow trail and forest service will come to the bg community school and have presentations weekly we partner with the uh library and cecilia torre will be there every week doing a reading component for our children the uc davis nutrition program comes and does a physical activity component every day for those six weeks we do a lot of hands-on activities we'll do art and we do weekly field trips to get the kids out of the school and out

of the bijou neighborhood to go out to different places like the ropes course to the beach to ice skating and the recreation center pool so we get the kids out and about to the community as much as we can if we had a better transportation system with with the ttd we'd get up to emerald bay and those things as we had in the past unfortunately that bus route is no longer in service but we continue to look for opportunities to get our mainly we get a lot of kids from the bj community who walk to the school and will be there for those six weeks it gives them something positive and engaging to do in a positive vein for those six weeks through the summer and their parents have a little bit of freedom knowing

that their children are being looked after and are in a safe and loving environment at the family resource center and bju school and it's a wonderful partnership that we have with the school district where we will have two or three classrooms that we utilize for those six weeks and the kids can you know have enough space that they can engage in these uh educational and learning other learning opportunities um so we are the thing we are most concerned about is everybody else is here that's talked about tonight is staffing and um you know that's that's the key for us to run this program and i have a waiting list of folks that i'm creating for the summer program and i keep on telling the parents i'm trying i'm trying i'm trying i want to do

this program as much as we can so we have as many um informational you know notifications out as far as staffing is concerned and hiring processes so if anybody knows anyone who has experience working with kids obviously send them my way to the frc and i'd love to talk to them and we really want to have this program and the community especially our bg community really looking forward to having a summer program at bijou with our para bajitos group so that's that's where we're at and um any questions from anybody every every year i'm going to say this bill i'm so glad you have the program and of course i always want it to be like five times as big right right that's my that's always my quiz like how can we get more kids

how do we get you more funny but also um how knowing that you know you're this is this is what we're doing we're doing 70 kids how do you identify those 70 kids i mean how how how's the how does enrollment happen i guess you know it's identical enrollment happens pretty easily i'm sure and on our parenting uh classes through fkcc fkce and the college where that information is provided um to the entire community is it just first come first serve or something so there's no you don't prioritize certain kids that are maybe higher in need or anything like that a little bit a little bit yeah where we know that there's a an extreme need for supervision and some um structured activity for those children during those those summer sessions yes we will prioritize

some of those but for the most part it's a first-come first-served program where we accept anyone who wants to you know spend six weeks at the frc with us fantastic thank you for the community and the community garden yeah they get to do that yeah we had a big cleanup day yesterday and it's looking really nice excellent please come by and look at the community summer things that yes fun thank you i would also add the library is a great idea too that appropriate reading yes anytime you can turn children on to the love of reading you know and you know using a library is a great tool that's okay is wonderful no no i absolutely i've been in there when when she's worked with young kids and so forth and so on good stuff

okay and good to see you see you seem like you're looking healthy and ready to roll thanks larry i'll appreciate it thanks so much thank you bill [Music] all right uh 10.6 a through g completion grant plan this is a discussion item welcome mr simmons will the presentation come up for [Music] so that's a little bit too far okay one second all right uh good evening president turnbull and board of trustees tonight it's my pleasure in presenting on our a3g completion improvement grant this is a follow-up to the informational presentation given to the board on march 2022. there we go the a3g completion improvement grant was established by the state for the purpose of providing additional support to help increase the number of california high school students particularly the unduplicated students who graduate from high

school with a-g eligibility the a3g eligibility refers to the sequence of high school courses required for csu and uc admission and the unduplicated students include english learners foster youth and low-income students two grants were awarded to ltusd under this program totaling 257 291 dollars we were awarded the a3g access grant in the amount of 75 000 for being identified as having an overall a3g completion rate of less than 67 percent um access grant funds must be used for activities that directly student access to and successful completion of the afg requirements we were also awarded 182 thousand dollars 182 291 through the learning loss mitigation grant to receive for receiving lc-ff concentration funds learning loss mitigation grant funds shall be used to allow peoples who receive a grade of d or f in a 3g approved

courses in the spring of 2020 for the 2020-21 school year to retake a3g courses as determined by the district and offer credit recovery our credit recovery opportunities to all students to ensure students are able to graduate high school on time funds for both grants must be spent or encumbered through the 2025-26 school year nope [Music] the ltusd leadership team and south tahoe high school principal developed the budget to directly support people access to and successful completion of atg course requirements our plan allocates 250 000 dollars for a high school math teacher to expand access to coursework satisfying efg requirements 3191 dollars for professional development for our secondary counselors to better utilize and increase their knowledge in engaging students and parents in strategic strategies related to uc and csu completion and four thousand dollars for professional

development and collaboration for teachers and administrators on common assessments rigging practices and instructional strategies we will we will report to the board before december 31st 2023 and again on by august 30th 2024 with a final report before august 31st of 2026 the report will provide an evaluation of the impact of these funds and people outcomes based on a3g access and completion [Music] this item was brought as an information item on march 10th is now being brought forward tonight as a discussion item no board action is necessary in the future thank you any questions bonnie knows i always have a question almost always have a question uh thank you mr simmons um so i know that the district's receiving the money uh to help improve students abilities and access to achieving the a3d requirements um what

i'd like to know is how you and the staff arrived at the proposal of hiring a new math teacher i mean i understand the piece for the counselors and the professional development which i think is great but could you please discuss the strategy and also i want to know how long that funding will how many years will that fund that position um so we we met as a team um here at the district office in the board room to discuss uh needs and uses for those funds um the allocations of those funds a lot it's a substantial amount of money and it is to provide additional staffing and one of the key linchpins in college in high school in getting kids to college uc or csu it is the the math requirement and the math

requirement is that algebras or math one requirement and and it is a stumbling block and we have many kids who need that class and we take that class and so by providing additional uh teacher support in that area we're able to offer more of those offerings so that kids can get that in their schedule then a follow-up because i think and this may be not so much related to the use of this particular grant but maybe i can bring it up as a future topic for the for the board if the board's interested but i think um i'm still learning um what our strategies are for helping kids learn math like i've talked to jennifer costco who just walked out of the room um about how we're doing on literacy but but i think the

district we've looked at data that shows um kids start struggling with math you know we're not we're not meeting our standards for math at a very early age and so uh it can i'm concerned that kids have to take math one more than once right and i and i understand why because they're coming to the high school not necessarily with those skills um and and we see that in the test scores you know from fifth grade third grade somewhere around fifth grade it seems like you know it's drops off there's a lot of kids that are struggling and i want i want to find a way for our district to support kids so that when they arrive at the high school they're successful at math 1 and i know that's not what this grants for

but i'm hoping that as a district we can look at that as well as maybe find more creative ways to support kids in this interim period which is what you're trying it sounds like you're trying to do with this new money right it's like we know these kids need support um because they're coming to us not being able to pass math one the first time so i'm hoping that we can be creative with the use of this teacher as opposed to just repeating math one sure more than once or whatever right so um anyway these are i know it's a broader discussion but i i just wanted to raise it because it kind of this is a good opportunity for me to give a shout out to our content area specialist uh trisha sullian um

she she's working tremendously hard uh on this exact topic she's looking at math frameworks for our state she's looking at our curriculum she's looking at um our critical concepts for math she's working on a plan to get alignment so that all kids you know have that guaranteed viable curriculum and she's identifying some real um important um factors to what you just described so and we're going to address those but she's doing great work along way yeah i just want to make a comment that a parent who had two children go through the school system and then eventually graduate from college and i had a little bird on my shoulder because i had asked this question but i know covet took away parent workshops on what classes and what parents need to know about getting their

children to college okay and i'm not i'm not pointing fingers or whatever and maybe they are still having workshops i don't know but i'm going to tell you i know that when i went in there i learned a great deal whether my i had a i had a child that went to a private university but i also had a child that went to a state university completely different i know the ag is toward the state university so i i think one of the components we better make sure we have here is that we're educating parents what their children are supposed to be doing and what classes they're supposed to be having okay um if we don't do that then we get that that that criticism well you didn't tell us anything so i i just

throw that out there and i'm hoping that maybe we can sort of circle back and find something for these parent workshops i'd also like to make a comment and this is going off what you were saying i think that our students should also be educated more on the required aid through g courses and what it means to finish those courses and then being educated more on college um and i think parents should be more involved in these things too i don't think my family personally had even knew about parent workshops and i think that would be a great motivator not just for parents to help get on top of their children's schoolwork but also for students maybe get more motivated to finishing their courses i know there was a time where i didn't i didn't

feel like my classes were going to get me anywhere but knowing that getting these classes done can help me get to college like just those little pushes little steps or just a little reminder that hey this is gonna help you get to college or finish college i think would be a great way to boost the morale of our students thank you appreciate the comment and just you know just a quick um response to that um some of the money that is part of this is allocated to help us increase our knowledge so we can engage students and better part of the money is for that um in addition we have uh had a program this year we're going to continue it's the pk program at the middle school and they do exactly what you just

described so what from what i'm hearing from both um trustee riley and our student trustee we need some guidance counseling at the high school in a through g yeah okay um is there any public comment on this item okay great so i guess we're done thank you and uh last sec last section under educational services 10.7 2021 22 acrometrics equimetric survey results this is an information item tonight is a presentation on the results survey this is an information item only echometrics allows ltusd to gain knowledge and sensitive strategize on having employees work together in common aligned shared vision and operational excellence which will lead ultimately to an enhanced educational system resulting in increased formats the ecometrics survey provides insight on the diversity equity and inclusion initiatives that the district is working on allowing us to

see the degree to which our lcap goals actions and services strategic plans and single-purpose plans focus on and show improvement in our cultural competency efforts the results allow us to see specific areas of needed focus that will lead to a greater individual and team performance the completion of the survey then leads to recommendations based on strengths areas of challenge and concern as well as the drivers of alignment to diversity equity and inclusion focused initiatives tonight mr joe bird from orgometrics ecometrics was prepared uh to present the results of the survey completed in march however mr bird is unavailable so dr cutler and i will review the results you know and uh president turnbull members of the board um it's not joe's uh issue it's ours and so uh we you know we move forward and

i actually presented this data to our staff at the chat with the superintendent the other day um and i know that you have it in your in your packet and hopefully reviewed it much like the orgometric survey the ecometrics survey has really captures a lot of important information just as uh dr uh cohen just uh highlighted so i'm gonna run us through it dr cohen add any additional comments as we do um so as you look at this we're gonna do these comparisons of year one versus year two um so we'll move forward what do we measure what do they measure diversity equity inclusion cultural competency and then if we think about the organ metrics and these are some pieces of our metric you know mission and vision of values communication leadership alignment and additional

policy and practice how do you know how do we put how do we put kind of policies and practices are in place to really drive home equity and diversity okay and just like you've seen before as well is that we have the rating one through six is really neutral or disagreeing um seven eight agree and nine 10 strongly agree remember that to be aligned per the orgometrics system it's you get a 9 10. um one point that i would want to make is and we this one part of the data that we wanted to look into you can see it says the response is 308 we actually believe that's a pretty good number of our staff 524 we're not sure and we're looking into okay so did we double send it did we not because

we don't have 524 staff members to send to so just so the 58 is just actually the one area of data that we actually question okay and we're in the approximate range of 450 staff members yeah okay um so in this slide you can basically take a look and see uh the overall scores in regards to strongly agree agree and neutral uh disagree from 21 to 22 in and and we've improved in all areas um if you take a look at that so we'll move on again stop me dr confident i just had a question about it so when it's when k-12 is separated out what is oh i'm sorry let me just say that k-12 is their um their data that they collect for all k-12 so how do we compare this survey our

data to all that they collect in the k-12 so we can and i don't have exactly how many systems but they've done this with many school districts across the country yeah thank you for that question that i mentioned and just uh dealing with some allergies tonight i really am all right so this is just a look again um using the the mat the web as well as on the left side um just how the numbers compared from year to year you can see all areas improved um yet you can see the communication still remains an area that's that's very challenging to us just like the organometric survey and again we often say we communicate a lot but specifically like for this is are we communicating about diversity equity cultural competence how we work with policy

and so that's how you take a look at that when they then they look at that communication um so i'm sorry that lies okay um oh so again this is a comparison to us versus k-12 so you can just take a look across like for example you can see um where does communication fall on all k-12s that's actually um four from the bottom where we're the bottom you can see the the scores in their comparison um and you can see their overall score 28.6 of all their k12s versus us 21.2 so we have lots of room to work that's just a comparison there okay um and again you can take a look at uh comparison 21 to 22 exactly and what i what i'd say is is again looking across strongly agree to the to

the um you know and the 710 component is important i think to say hey have we increased not just nines and ten nines and tens but uh seven and eights and so you can take a look at that as well so for example inclusion last year we were 53.7 of seven and greater in this year 62. so you know you're looking at you're moving up okay so you can take it with that all right this is specific to the top four questions um in regards to our answers so like if i have a person or a group that is a source of support or advocacy in my organization that's inclusion and that's 32.7 and so i'm not going to read all of them to you but you can see where we score the highest and

that's in inclusion and leadership and you can compare to the below and then the um this top four still continued yeah okay yeah and then let's go on to the bottom four and then you have the bottom four and you can see we're our bottom four this year compared to last year and these are more in the communication the mission vision values and alignment so like that first question in my organization we regularly receive information on diversity equity inclusion and cultural competence so it's like being very clear that are we communicating now we're providing information and then that's under that communication so you can see those others let's get bottom forward i'm just not going to call that out and then um in regards to the different breakouts this is the demographics of looking at

the different sites so you can you can compare how one site or department um well sites here scored versus last year and then you can look at this um versus uh areas you know elementary middle high school and such you can look at the data here specifically to actually departments like the job likes and this generation what what groups of folks it's interesting one thing about generation you we when we start looking at these surveys think how are our newer people are you are younger people to our organization how are they seeing things versus because generational there are differences in regards to when we think about these components so it's an interesting process to look at um different demographic groups you can see the population what's interesting here and i think it's really important um

as we see our higher scores as with our latino population and and obviously that's that's a good highlight to me in the essence that okay so those those staff members that um you know are of that population non-white may be seeing it a little bit better in regards to our levels of communication we're still at low scores but just you know just overall yeah and then male female or no preference and then um continued with sexuality and then this was another one really interesting to us where do we score you know with people that are in our district less time versus more time um you know and do we it's like you see less than one year some of our higher scores so are we you know are they hearing it but we're not having

a hole so just interesting data to look at and hearing it and seeing it i shouldn't say here there's a thing of communication and then administrators versus all staffs another really interesting one because sometimes when you see the survey data you know administrators are scoring higher and more critical our staff members and this is really pretty even and it says that we're i think administrators are thoughtfully thinking about it as well as our staff and then i'm not i won't read all of these but uh you know there's comments that were captured they're not all comment i mean there was many more comments just for the presentation uh because what we did is just kind of captured the basic essence of them hopefully they've had a chance to read them um i think when we

look at it i like to look the actual initiatives what are we calling out the initiatives that's a communication piece because we have initiatives going how are we actually calling them out and telling folks about him how are we thinking about hiring and hiring diverse pop uh employees um going down to communication all things can be written but factions speak louder let's actually make sure that we don't just say it or actually write it but we do it okay so just some highlights and some strengths i identified response fillers inclusion cultural competency is there opportunities really for communication just your quiet efforts lay out plans and goals and specifically think about democrat the demographic groups and that's it did i do did i do okay don't have any questions but i am going to make

a comment um looking at other surveys during the course of this year so forth and so on once again that comment more support for parents of students that speak other languages keeps coming up okay and i think that's something we're going to have to really zero in on that you know bill martinez just left um i know when i've had discussions with him that is one of his concerns that there are just too many parents who don't understand the math we're teaching or they don't understand the literacy that we're teaching or have a difficulty let's say reading the text of whatever their their their son or daughter in the fourth grade so i i think we need to circle that i think we got to spend some time on that and i appreciate that i

do know we actively seek employees who are multilingual but um you know like several other people have spoken tonight the staffing pieces however we do have things in place to move forward with next year um some initiatives to get more parent education there of course we always provide all right i think the comments actually provide us a lot of insight about actionable things that we can discuss put in place so i appreciate that and that's a good portion of what we actually looked at through these surveys the all cap survey the orgometrics on that kind of going back to what larry said i had just a brief conversation with karen goldberg and she is planning on another parent education thing coming up soon anyone else [Music] that brings us to the end of educational services

and i would like to just say board member sophia we value your voice thank you for being here but we don't want to squander your time so um you know we're getting to the the um part of the um the agenda that's more related to business and not really um probably your main interest here so i i'm going to invite you to leave every time at the end of the educational services section and uh thank you so much for being here and what you've told us tonight oh sure oh yes is there anything else you'd like to ask uh to finish off thank you for having me here tonight but i also just wanted to say thank you for being on top of making the change to electric buses i feel like it is i
