Mhm. >> Mhm. >> We've adjourned the meeting of the Lancaster School Board. We're going to reconvene to open >> This meeting is being transcribed and summarized. And there was no action taken during closed session. So, with that, we'd like to start with the Pledge of Allegiance led by Eldorado student Sebastian Pedraza. I pledge allegiance to the flag of the United States of America. And to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you, Sebastian. Next, we have our enrollment report with Charles Coleman, assistant superintendent of business services. Okay. 13,542. Elementary Department 902K, 3,062. The total of 13,906 students. It's 12,110 homeless. The number of six in Westminster and 713 versus in the family. With a loss of 13,121 my last enrollment. Loss of 389 people

this second month last year. Thank you. And next we have curriculum highlights, Eldorado Elementary. Principal Martin Herrera, music teacher Lorna View and students. Community board members, cabinet and the Latino community, we're honored uh to be here this evening uh so that we can showcase our music club. They're going to do a number for you. So, why don't we all uh clap it up for our students from Eldorado Elementary? Needless to say uh Miss uh Lorna View is a volunteer doing a tremendous job in guiding the students to having an appreciation for music. >> Thank you, Ms. Yu. Thank you, Ms. Ayala. You know, our students Once again, good evening board members, cabinet, and the Lancaster here and allowing us to share some things that are happening in Eldorado. Uh we want to thank you all

for for this allowing us to work with the Eldorado community. Mr. Farmer and I and all of the school community have been working hard to make sure that we are creating a school culture of parent connection and confidence. And I want to share We want to share a couple of data points. Just clicking. Uh one of the data points that I want to we want to share Let me put this up. Uh, we want to point out that in order to meet a need, we need to realize that there is a need. And we have done that by looking at the data points. What you're looking at right now is the uh the Youth Truth Survey specifically measuring a data point from uh the student's perspective. And that having to do with the degree to

which other high school students feel safe in a sense of belonging. Uh, as you can see from the graph that the last couple of years, uh with the other high school was at close to a 50th percentile in that respect. And this year we did 21%. And so we are aware of that and because of that, we are conscious that we need we have to work. We are working hard to make sure that we bring back bring that back closer to the previous two years or even better. The next data point that we want to point out to you or share with you rather is our Swiss data. Uh, as a school community, we review the old data as part of the as part of our commitment to improve our school culture and student outcomes.

We analyze this this data point to identify patterns of behavior and pinpoint causes of behavior. And so routinely we look at this data to make decisions as to where we need to improve to make uh those connections so that the students uh do feel a sense of belonging and take pride in being an El Dorado Eagle. The other data point that we want to illustrate is uh the our Social Emotional data. Our teachers are making great strides in ensuring that students get this social emotional part of the curriculum with Social Emotional As you can tell, we we've had a lot of student reflections written and and teachers and board staff, they are making sure that those concerns are heard and that students are being uh uh held uh being supported with those with those concerns.

So, we know that Social Emotional helps us helps our students reflect on their emotions and progress and goal setting, responsibility, and emotional regulation. Uh we've held several events, one of them I'm showcasing here because we know that a sense of safety and security is foundational for student learning, belonging, and adult development. Creating and maintains yet creating and maintaining a uh schools where students feel truly safe is a complex and ever-shifting challenge. And so, we uh have endeavored to uh make sure that we work hard at uh fostering students' sense of belonging in our school school community. I just want us to We just want to show a few other uh highlights. Uh as part of as part of achieving that goal uh increasing our sense of belonging in our school community, we have uh several

activities that we have um that we have promoted and asked our students to participate in. One of them is our Latino College Bowl for the Chavez Elementary School. Thanks to our the leader, Mr. Kennedy Castro. Uh and some of the other things that we have done throughout the year are listed are listed next. Uh but before that again, just pointing out to the the work that we have been doing with our social emotional learning lessons along with partnering with the social social emotional learning center. And some of the activities that we have that we have endorsed, that we have uh made available to our students is our Eagles Lounge and that is uh partnering partnering with Project Joy. Because the Eagles Nest Lounge gives the students a safe space during their lunch recess in the

library to bring their friends and join in and participate in arts and crafts, uh music, uh board games. And so that's become a huge success with our students. And for the sake of time, I would just mention a few more. Uh some of us have witnessed the awesome performance of our dance team and some of the events that we have participated in. And so our student our dance team, thanks to our support staff, is making a great impact on the sense of belonging that students are feeling. Uh the junior leader students who are led by two of our teachers, again, having a great success with our our leaders so modeling good behavior and promoting that good behavior for the rest of our students. And one of the things that stands out for me teachers really

taken upon themselves to take their students to have those awesome experiences to field trips, science center, the other venues that really have our students excited to be at school. And of course our our triple A C events, some of the things that we had that was a some of the events that were um that were put together by our triple A C people that supported our work and all the support staff that contributed to make those events a success. Thank you so much for listening and it's a privilege to serve as a uh questions. People don't allow Do you have a video opportunity where you can show some things from the Def- definitely. We can definitely do that, put it on our website. Uh this this uh because it's being done in the library, sometimes

the library is used for events right now. But so when it's being used for our book our our what do you call it? Our our book fair. Thank you, Mr. uh our book fair. So, we had to pause it for this week. But uh and but definitely that's something that we need to uh do all right. We need to actually we need to advertise to people and also Yeah, the the reason I asked this uh did you show two equals in big deal? They can be kind of a It's kind of a quiet. There's no voice, no uh music. It's just a calming paper being A lot of feedback. Thank you. I take into consideration and I appreciate that feedback. Yes. Sure. The first thing we talked about is sense of belonging. Numbers that dropped

rapidly from just one percent down to one percent. We only did those surveys when we received those numbers. You What is the consensus when I you know think the students are basically saying that it was actually putting in the work? You know uh What were the students saying as far as why they were doing the census? And what do you think they have changed? Or what do you think will change? I I can tell you my opinion as to why that that could be. Uh there's a somewhat of a turn around and stopping. And so whenever stops whenever a teacher leaves that's that's been there for, you know, a number of years, right? Uh then that that teacher carried with them a certain aspect of the adult culture. And so students students who had that

connection with a particular teacher or teachers, they don't see them and so they there's one less teacher that they can go to to share their their safe their safety their safety concerns. So there's there's a turn around and stopping that I think impacts how uh students uh take that sense of belonging as being less effective in terms of wondering who they can go to to share those safety concerns with when when they need when they need to. But knowing that you're stating that you're going to be working on changing those percentages so that we can move over to the top positive side. So what are some of the things that you have like There are there are more activities that we certainly can put together, right? Like this and that type of stuff so that

all the hours that not as as I as I to reduce the number of all the hours. So definitely things that need to be put in place on a regular basis so that students have something to look forward. Again, one of the things that I highlighted was the field trips. We need to more we need to do more of those. I think that our students need to get out and experience have those awesome experiences and look forward go back to their siblings and share the impact that that particular field trip had in their lives and motivate their their their siblings or that kind of the rest of the the whole the whole community to partake of these of these events. Thank you. Yeah, thank you for your presentation and I like all the different activities

that you have at your school that are trying to get the kids in engaged and involved again. Uh looks like there's a lot of things for them to choose from. So good to see that. And also we have five minutes for you to do that before tonight. Uh so we'll be glad to bring those up to you and then you can distribute them when you get a chance and they can only get those here by presenting to the school district. So thank you very much. All right, thank you so much. >> Great job, Helderado School. Fantastic thank you for your presentation. And next we have our expanded learning opportunities update. Eri Robinson, director of expanded learning opportunities. Good evening, board president T B. Board member, superintendent Dr. Mariotti, executive cabinet, families, friends, community members. My

name is Eri Robinson and I am the proud director of the ELO P program for the Lancaster School District. And I'm really glad for this opportunity to showcase everything that ELO P does for this year. We've done this year. I'd like to take a moment to introduce our hard working members of the EOP department. I believe without these ladies and gentlemen we would not be able to do what we do. Their actions are so vital. So we have our our crew. That is Beniana, Leslie, Leslie, Elizabeth, and David. If you're here, please stand up. We also have our front ladies. They're front facing. They are the people who interact with parents, everybody else. And we have Celeste, Sonia, Lorena, Stephanie, and Jenny. Thank you so much. We would not be able to do what we

do supporting our families. As you know, the EOP mission is to provide TK 8 students a safe and inclusive environment that's different from the school day. But what it really kind of boils down to offering opportunities and experiences that differ from the school day because we don't know what spark we're going to we're going to meet. We don't know what's going to happen. Are they going to be the chef? Are they going to be the next scientist? Are they going to be the videographer that films everything in Lancaster School District and puts that out there? So we are front facing and they see the great things that we do. But we can't do this alone. We have to have partners. I call our people partners because they partner with us in order to support our

students with their everyday 180 school day support in the afternoon and then our non-school days. So we have community members and partners. If you are here, please stand up because they support us 180 days. So we have Sansar, Boys and Girls Club, and Alisal. These people are vital to what we do. But as we know, it is not a small thing to launch a child into middle school, high school, college, career, and beyond. So we also have our specialists. And our specialist bring in high level of enrichment in order to hit that spot more so than just our everyday lesson planning that we do. So with that, if you see your name up on the board, please stand up because you are also vital to our program. And they are mostly community community members. These

people are in our community they are part of our community matters. If you recall last year, there was a goal to make sure that we had sports outside of the sports league in every single school. We have met that sports every single school in this district have a sports program. Either a club or embedded into after school and we use AV Community Uplift Foundation core to the Lancaster Lancaster community and a label so that every single student experiences sports and activity every single day. So thank you. Now we're at the meat of some of this, the data. What are we doing and how do we prove it? So when we're looking at our data, we're looking at our program growth, our enrichment expansion, and our academic support. So we need to grow our programs. Can't

stay the same. So if we support our students, we support our families. If we support our families, we support the community. And we'll talk about our program growth. We also know that our enrichment is high level and also enrichment and deep but we still have to continue to grow that. Cannot be the same. And then our goal is to start embedding high level academic support in our after school programs. We have our supervise our supervisors and coordinators who will speak to that but I will continue with our program growth. The slides you're looking at right now is talking about our enrollments. So if you're looking at 24-25 school year, the 25-26 school year, this data is actually only from the beginning of the school year to make it. So it's half of that apps. So

we have increased our enrollment for that time by 54%. So we service about 2,000 or 2,100 kids every single day over 19 sites. Every single day. And then, we also have increased our unique student uh support by 38% from one time to the other time for the for the '24-'25 school year. Our next level of growth or expansion is our expansion into times that we do not actually support. We don't have programs going. The Yolo Peak Department, we wrote a grant, and we applied for a grant, wrote our narrative, we were awarded the grant. Eight of our 19 schools were awarded the grant, and so it's a lump sum all together of $1.2 million, and we will use that money to support our partners to do uh work during the June weeks that we don't

traditionally offer programs. So, our parents were "What are we doing in those 2 weeks?" Well, we don't want them out there on the street. I need them with us having high-level learning. So, we'll be doing that. So, Sans a Girls Club in the neighborhood, we'll be running half-day half-day summer camps through June to cover the gap time. I'd like to introduce one of our supervisors, Fern, and she's going to speak about our music expansion. During Here's a look at our music block. She wrote a grant for us. She is the music director. She is a During the music block, we have rotations at the 19 schools. It introduces students to the basic During these rotations, students get hands-on exposure to a variety of instruments, including drums, piano, and guitar. All of this is to spark

interest in their talents. Students discover their niche. In addition to the rotations, we have watch this time with you. Which is for the academic program or something. They are applying music lessons to their lives. week. allows for a more personalized instruction to gain deeper skill building. In the heads of the next year, we are planning to expand even further this week opening up more sites, big show casing, and providing tickets. Overall, this program is about access, exposure, and growth. It gives students chance to explore music in a meaningful and engaging way. Well, that time went fast. I would like to introduce Karen, our EOLP coordinator, and Harmony Valdez to speak about our tutoring program. This year, semester two, we partnered with HeyTutor to provide a piloted in-person program targeting high-dosage math tutoring. In our four

out of In our four of our elementary schools, we started with four tutors serving 77 students mainly in the grades three through five. Tutors worked closely with staff to align instructional instructional standards, address learning gaps, support positive behavior. Overall, this partnership is a strong step towards a supporting student success academically. Let's review our mid-year student data for the first eight weeks of our two grade program. At the start, 72.7% of students were in the lower performance band. Since then, 9.1% have moved to the higher levels. An encouraging upward shift. Average scores also increased from 42 to 52, a 10-point growth in those eight weeks. This growth reflects the impact of targeted instruction, consistent support, and the dedication of both students and tutors. While there's more work ahead, the data shows we're in the right track.

Focus now is to build on this momentum and help even more students reach higher levels of literacy. This slide highlights how our students are thriving in the program. As you can see, our students do too, reflecting strong academic performance. Tutors implement the use of six strategies to track attendance and proactively address challenges, improving student participation. We reinforce positive behavior through PBIS training and build strong relationships with students using Capturing Kids Hearts. A couple of resolutions, tutors implement Elson's Choices, giving students tools to handle situations in a meaningful way. Behind the scenes, tutors are supported through PLC collaboration and daily guidance from our site lead and ELO supervisor. Together, these efforts ensure we're supporting our students and our tutors for success. Moving into year two, our expansion phase for 2026-2027 school year, we're doubling that impact.

We plan to serve 50 to 60 students, effectively doubling our impact. To support that growth, we're adding more tutors. We're also introducing progress tracking tools and benchmark assessments so we can more effectively measure growth and outcome. Another key focus is increasing parent engagement. Overall, this work reflects our commitment to not just expanding access, but to also strengthening the quality and impact of the program. We do have a representative from H Turner, so if you would like to stand up, go ahead. I'd like to introduce you to who is going to speak about our clubs that we support throughout the Lancaster School >> Uh various clubs are offered throughout the school year and clubs are about 5 days for about 5 to 6 weeks. These many learning opportunities to participate in has been a great support

worldwide range of clubs. ELO support ranges from providing uniforms, basic supplies, as well as other equipment to make our students sports purposes what they have been. I'm here to look at some of the students taking creative writing clubs offered at the various sites to support. Uh offered in dance, leadership, STEAM, robotics, animation, cooking, and sports. ELO supports district initiatives such as Triple AC, the Black Knowledge Bowl, the Latino Knowledge Bowl, AAPI Knowledge Bowl, and Global Works just to name a few. We understand that offering these clubs does make for a longer day, which is why the supper is offered to the students who took part in these clubs. Lastly, this year the students had the opportunity to participate in field trips, where they watched a live show. This was our way of congratulating and honoring

all of the hard work that went into the specific clubs and competitions such as the Knowledge Bowl, Water Show, Cheer, etc. We do have a quick video of um some of the activities that we've done this year. Billy or Charlie, do you want to start Can you start that video for us? >> So, thank you for this opportunity to present to the board our executive cabinet, families and friends, our community members, and of course, it would not be a presentation if we didn't have swag for you so that when you come to a presentation a show, you are able to represent. And of course, thank you all so much for questions. Yeah, Mr. Wagstaff. Yeah, this is the uh Even when I was in elementary school, I I mean, earlier you created You have the

summer like the book. I mean, the opportunities. But especially in the summer time. I'm doing the summer. I know you're signing up now for the summer. You have sports events during the summer? So, we do have sports representation during the summer. We support our sports in the summer time. Our community members and our our partners support us with the sports. Um the way that we do the community the other level of sports is we support the actual sports leagues during the school year. But in summer, they are able to do sports because we have sports as part of the enrichment. We have I think it was eight schools that had like the yellow opportunities. And we had intermural type softball games. Uh like track and field events. Is that part of your future? It's not

quite a full sweep, but it gets so I feel like we will be supporting the sports initiative. The there's going to be a change in how we're doing sports in the coming year and they'll fall under ELO P. So we will be able to do that and incorporate these sports at every single site to become like a mini league to prepare everybody for the middle schools. Thank you. I have a question for you. Um I I just want to get a little bit first question of my question is Do you have I noticed on the arrow side basically I like it. Like there ain't no way. You guys have any tutoring in the middle school in the middle schools such as like ultimate as in the academy. I do know that we do have the

division academy. But I am also aware that there's still a need for tutoring. Do you do or are you planning on offering any sort of tutoring into those middle schools such as Walter? So yes, because we're going to be scaling up our tutoring next year. This year was a pilot. Next year we will be at more sites. We offer comprehensive tutoring with our A tutor, but we also support any kind of other third party tutoring. So we have Rise which is through with Dr. Rodriguez. He supports part of our tutoring and we can bring in others also for our tutoring. But we are scaling up. So we should be in the middle schools possible. I would like to see the video of all the programs you guys are doing and congratulations with expanding and summer

school and also with the grant. Well, up to the grant so amazing. So, thank you so much all of you that worked to make this happen. Great job. Thank you so much. It is definitely a team kind of thing. It is not It's not one person. It's just a district project. So, they are fabulous. Thank you. Thank you very much. Next, we're going to move on to individual action items through my channels. Option of resolution 2025-2639 for compensation for the senior program with Star on 13, 14, 2026. Do I hear a motion? 034to her two beloved Cane Corso dogs. And she's here with us in the audience tonight. Okay. And with that, all in favor? I. right. Close. Vote to carry 5-0. Congratulations. Good evening, everyone. I am truly honored and humbled to stand before you tonight as the new principal First I want to express my sincere gratitude to the board members and Dr. Mary Eddy. Thank you for your trust and for this opportunity to serve the students and families of El Dorado. I also want to thank my family who are here tonight and maybe watching online. To the staff and families of El Dorado, I know this is a community that cares deeply about its school. I'm

grateful for the opportunity to join you in this part of work. I also recognize that this work is not easy. As someone who grew up in an environment similar to many of our students, I understand both the challenges they face and the resilience it takes to overcome them. With a boots-on-the-ground approach and a whatever-it-takes mindset, I am confident that we will accomplish great things together and I look forward to partnering with all of you to support the students and families of El Dorado. Thank you all. Thank you very much and congratulations on your on your new position. We look forward to everything you bring to that position. Thank you so much. The next we have the Justin report. Individuals who wish to address the board may complete a speaker card and present it and any

supporting documents to superintendent, assistant, board or other district official at the start of the meeting. For small information such as a name, address, phone number, email address, phone number, or other written information, identify them and vote 1961. Individuals wishing to remove minutes from the meeting may submit a written request to the superintendent. Our president shall recognize individuals who wish to speak. Individuals wishing to present testimony to the board shall address specific items on the agenda. Do so once an item has been moved second is on the floor for discussion. Five minutes or three minutes per person and 20 minutes per item shall be allowed per the board bylaws 92. Board members may ask questions for clarification purposes. However, no action may be taken and no discussion may take place on an item not on the

board's agenda or the board's act. I will now open it up to any comments from the audience. Yes, we have a um district resident here. Good evening, board members. My name is Nikki Cooper and I'm a law student at LMU Loyola Law School. I've been studying and closely observing discipline practices and student outcomes in this school district. The data shows a clear and troubling pattern. Black students make up about 30% of the district, but over 60% of suspensions. This is not a small difference. This is a systemic disparity. What is the district doing to fix this this disparity? Moreover, most of these suspensions are not for serious safety concerns. Indeed, in the 2023 to 2024 school year, 95% of suspensions did not involve serious harms like weapons, drugs, or injuries. That tells us this is

not about safety. It's about how discipline is being applied. So, I have to ask, why are black students being removed from school and put and pushed out of the classroom instead of supported? Further, black students in the district have a suspension rate of 13.5% nearly four times that of white students. When students are suspended, as you know, they lose instructional time, fall behind, and are pushed further from their potential success. This is especially concerning for students with disabilities who are suspended at a disproportionately high rate despite being legally entitled to supports and services. This is particularly near and dear to my heart as I've also been a special education teacher for 15 years. I also want to address the ability of families to speak up without fear of retaliation. Families should not have to worry

about speaking up may cause further harm to their child, that advocating for their child will impact their child's treatment, their access to services, and their relationship with the school, nor their families' treatment in the community. The data shows why families feel the need to speak about their concerns of informal removal from the classroom to wellness centers in lieu of suspension, the lack of due process, and inequitable treatment of black students. So, tonight I'm asking for three things. First, a clear public commitment from the district that no parent or student will face retaliation for speaking up like at meetings like these. Public comment is not a privilege, it's a protected right. Second, transparency and accountability around discipline practices like informal removals. When students call parents to pick kids up instead of formally suspending them, that's still

lost instructional time, but without due process. That needs to stop. Third, real investment in solutions we know work like restorative justice, behavioral supports, and counseling, not relying on school resource officers and suspensions, so students get to stay in the classrooms, not out of them. That keeps students in school and out of the school-to-prison pipeline. Every student deserves dignity, and every family deserves a voice, and those two things should never be in tension. Thank you. Uh, we have a address from Raquel Depler. Good evening, uh, board superintendent, Raquel Depler. We've canceled the contract. We are a nonprofit here in the Antelope Valley. We are advocates for children, and we provide educational rights resources for the community. Tonight, actually, I'm reading, um, a letter from a parent that was sent to us that was unable to come

to this evening's meeting. So, reads, "Dear members of the board, my name is Stephanie Cruz, and I'm the parent of a sixth grade student in this district. I'm writing to express my serious concern and discomfort regarding the district's decision to continue working with Lifetouch for school photography services. Recent information has come to the public attention regarding this company has raised significant concerns for me as a parent. Regardless of how the district has chosen to interpret or or resolve this matter, I want to be clear I do not feel comfortable having my child photographed by this company. School should be a place where children are are safe, protected, and respected at all times. As parents, we trust the district to exercise strict caution when selecting any outside vendors who interact with our children, especially in situations

involving photography and their personal images. While I understand the superintendent stated a resolution was reached with Lifetouch, that resolution does not address the loss of trust many parents, including myself, are now experiencing. When it comes to our children, even the possibility of risk is too much. I'm respectfully urging the district to reconsider its partnership with Lifetouch, explore alternative vendors that prioritize student safety, and restore parent confidence. Promote greater transparency around how vendors are vetted and approved. This is not about just about policy. It is about protecting our children and ensuring families feel secure in the decisions being made on their behalf. I'm asking that you take these concerns seriously and act in the best interest of students and families you serve. Sincerely, Stephanie Cruz. Thank you. Thank you. And we have um Chelsea, what is

it? Chelsea here also This is a Our organization is well known. It is the principal and the student So, there is a student that must be picture of himself and but there's also threats students at Highland parents I'm going to say the same thing. Here at Talmadge, we see the students the students' parents and I'm sure that the principal didn't do this to my uh have a warning I posted I also posted threats to Highland and like I said, we we got information of the parents but in in the picture there's the student He's on a plane and he's on a stage. I can say that if anybody has problem with him or their family members, we have an attorney. We also have an attorney as our partner and we can send somebody to you

know shut them up or ensure there's no communication between the children. It turned into something bigger but the parents have no rights. The student is the principal. So, if I could just interview him real quick because um we also saw that post. That child does not go to our school district.
