001What's the date today? Okay. We're live? Good evening, everyone, and welcome to the April 28th regular board meeting. Um this time I'll call the um the meeting to order. I note Mr. Lawrence is is um participating remotely, so you will see him up there. And um please silence your cell phones. And with that, I'd like to ask two of our senior students who are part of the Agoura High School CaSDA team, the president and vice president, Charlotte Walsh and Caden Albright to come to the podium and to lead us in the flag salute. Will everyone please stand? Please stand and remove your hats as we say the Pledge of Allegiance. Place your right hand over your heart. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic
002for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you very much. That was perfect and wonderful. Um with that, I do have something to report out of closed session and a vote of five to zero, the Board of Education at uphold upheld the level two complaint. Um and with that, may I have a motion to approve tonight's agenda? So moved. I second. Thank you very much. Any questions or comments? So we also do not have a student board member this evening. Uh I will call for the vote. Board, all those in favor of tonight's agenda. I. >> I. I. Thank you. We have an agenda. I'd like to ask for a motion to approve the minutes from April 14th. I move we approve the minutes of the board
003meeting of April 14th. I second. it. Thank you very much. Uh, any questions on the minutes? Hearing none, I'll call for the vote. Board, all those in favor? Aye. Okay. We have minutes. We have an agenda. Okay, and with that, Dr. Steps, Superintendent of Board Communication. Madam President, members of the board, we have two new members of the team to introduce. If Madam President would join me at the podium, we will introduce them. Miss Jean Holly, come on up. A little about Miss Holly, Madam President, members of the board, she has performed as a district librarian for the San Luis Coastal Unified for 2 years. She was 3 years as a secondary curriculum teacher on special assignment, 5 years as English teacher and department chair, also an avid teacher, which is advancement via individual determination,
004and teacher induction mentor. Bachelors of Arts in English from University of Wyoming, Masters of Arts in Creative Writing from Texas State University, and Masters in Library and Information Studies, San Jose State University. That means it's getting crowded. We now have two librarians. Uh, Jane brings a strong focus on instructional leadership, literacy, student support, along with commitment to building positive relationships and student with students, staff, and families. And if I hadn't mentioned it, she will be our new assistant principal of curriculum instruction at Calabasas High School. Madam President. Miss Holly, we are so excited to have you join our district and Calabasas High School. It is amazing district and an amazing school. You have support system in all of the the principal, the other APs, wonderful teachers and staff, and amazing students. We wish you a
005long, successful career in our district. And with that, you get to be pinned, a special pin. I'll let you do it. Thank you. And welcome. And would you like that? You do. Okay, and thank you. Thank you so much, everyone. Um especially Madam President, Dr. Stefanoski, and the whole board. Um today I have my husband here, Nick Bellardis, um he's my guest. Uh Um and I just wanted to say I had a wonderful day visiting Calabasas High School, meeting the staff and students. It is a place that has so many opportunities for kids to express who they are in many different pathways, and staff that are just so excited to work with kids every day. Um I'm very excited to join the team and to join your district team as well. I will really look
006forward to seeing you all again in the summer and next year. Um and I'm glad to be a part of the Las Virgenes family. Thank you. Next up, uh well-known among the team, so not new to the team but new to a new position, uh Ms. Corrine Musgrove. Bring her in front of me now. Corrine uh will be our next principal for Willow Elementary School. She served last 2 years as AP assistant principal for curriculum instruction at Calabasas High School. Before that, she was assistant principal of A.E. Wright Middle School, 4 years as an English and social science teacher, 1 year teaching CTE um in marketing at Ventura County Office of Ed, and a year as our media center specialist um at White Oak Elementary. Before that, she had 6 years teaching marketing at University
007of California, Santa Barbara Go Gauchos. Her degrees are extensive. Uh bachelor's from Washington State University, communication and minor in English, master's in business administration from Cal Lutheran, master's in anthropology from UC Santa Barbara, go Gauchos, master's in education from National University, and currently working on her doctorate at National University with an anticipated graduation in 2027. Wow, nice. We are thrilled to have her in this new position. Madam President. Thank you very much, Mrs. Musgrove. Welcome again. We are so excited on behalf of the board. We're all very excited to welcome you to Willow Elementary School as the principal. I know you've been out visiting. They were very, very excited. So, welcome. Thank you. >> Thank you. We wish you a long and successful career, which you've had going back to White Oak. So, thank you.
008A new pin for you. >> [laughter] >> Look at how talented I am here. All right, thank you. Well, first I wanted to just say thank you, um and Madam President and Dr. Stefanovski and our amazing board um for just having your trust in me and giving me this opportunity. It comes a little bittersweet because I have I'm getting emotional. I have this amazing team. I've learned so much from Mr. Watkey and Dr. Booth and everybody that I've worked with at Calabasas and Dr. Sgon who I'm going to miss every day time with. And also Kirby who I work a lot with. My my my co-heart counterpart at Agoura. Um but I'm really excited for this opportunity. I'm excited to return to elementary. I do want to say that I'm here with my amazing family.
009Um my husband Greg. Um my son Parker who's next to him. He's a student at Agoura High School. Yeah. And then my my hus- Where's my husband? My son Brody who's currently at um at Moorpark and transferring to Montana State University next year. Um and my husband, not to embarrass him, is a full graduate of LVUSD. Um yes, White Oak uh elementary, Lindero, and Agoura High School. Um and he's the one who pulled me back out and said these are where all the good schools are for our kids. Um so we've been a product of LVUSD and I love working for this district and so excited. So thank you again for this opportunity. Thank you. Thank you. And with that, um uh there are no speaker cards for items that are not on the agenda.
010I have one, but that we will have that speaker speak when we get to that item. Um may have a motion to approve consent agenda A, items 1 through 25. So moved. You're going to Did you want to finish that, board? Oh, hello. Thank you very much. >> That's okay. It's Dr. Gleason's fault. Um I'm not sure why. I'm sorry. Oh, it's okay. Very good. Okay. Uh that's the first time >> Was the board? Happy to jump in here. Um just finished up another year with the Superintendent's Youth Council. Those are uh four students per grade per high school, so about 32 students that meet with Dr. Schwan, Dr. Anderson, and I throughout the year. Uh and they advise us on various policies. And so these are some of our seniors from the class. Um
011uh the person on the left, Jacqueline Choi, wearing a Stanford sweatshirt, is headed to Stanford, in fact. So that's fantastic for her. So we thank them at our last meeting and they do get a sash for graduation and I'll be presenting them to all the seniors from the Should take youth council at the seniors award night coming up. So a lot of fun to celebrate them and see them heading off. These were these three were on it for all four years, 9th, 10th, 11th grade. We had our Should take educators last week, fantastic celebration. Had six retirees, seven award winners and our teacher and certificated of the year as class of the year. There's a rumor that our certificated of the year is in the room. Sitting next to a previous She's in the front
012row. There you go. Outstanding, so wonderful night, tons of energy. I think the most energetic one I've ever been a part of in 20 years here. So much fun and the families came and the schools came and students were there. That was such a joy to have the students there and um wonderful, wonderful evening. We've got coyotes in the house and so special recognition of the end. This is the 4 by 100 team from Calabasas. They smoked the competition at the recent Mount Sac contra competitions. They set a meet record at 44 and 4 is the second in the 100 meter, which is outstanding. That placed them sixth all time in the United States for a 4 by 100 girls. From left right they are Olivia Kirk, Devin Sprouls, Malia Rainey and Marley Scoggins. They
013advanced to the Penn Relays last Thursday. They were in a field heavily stacked with international competitors and they placed fourth, which is outstanding. So congratulations to the coyote. And this starting tomorrow night is Mary Poppins at Agoura High School. Calabasas did Suessical, which is fantastic. I've heard rave reviews on Mary Poppins. I think Miss Stein got a chance to catch a a dress rehearsal. Tomorrow night Dr. Skon, Dr. Anderson, I will all be there. Super excited to see that play and the amazing talent of our students on and behind the stage. Recommend everyone go. It's an all ages type event. That concludes superintendent communication. Thank you very much, Mrs. Menges. So, um between last meeting and this, I attended the curriculum council where we discussed three new courses that are on the tonight's agenda and
014announced the formation of a subcommittee to undertake a deeper evaluation of technology use, its effectiveness, appropriate balance, and how it best supports student learning in the classroom. Um the district continually evaluates screen time, technology use, and curriculum to ensure students receive an excellent, well-rounded educational experience. And then I was also able to um visit Lupin Hill for their open house and see the excitement on the students' faces as they showed off their teacher and classroom and their work to their parents. And um I had a lovely time at Rhythm and Shoes this past Saturday at Agoura High School, followed by a lovely evening at Calabasas Country Club for the foundation's event. And the weather was perfect and I hope that they were very successful with their event that supports our students. Thank you very much,
015Mr. Lazar. Uh my agenda was very similar to Mrs. Menges actually. I also enjoyed the curriculum council and just wanted to echo what a wonderful event Tribute to Educators was. Uh I think it's again my favorite event of the year. Such incredible energy in the room and I think Dr. Step, you had mentioned the honorees, the retirees had almost 250 years of service. That's almost as old as our republic. Um and just thinking the impact that that means on thousands of students is is pretty incredible. And I think it's wonderful our district does this event. Uh my mom actually taught for more than 50 years and she never got a Tribute to Educators event. So, giving a shout out to my mom. >> [laughter] >> Uh anyway, thanks so much. That's very sweet. Uh, Mr.
016Lawrence? I will forego, thank you. Mrs. Cofield? Um, I will forego just because I'll be duplicative and we have a long agenda. Okay, my turn. Uh, Mrs. Mengisteab I had an opportunity last Friday to visit Outdoor Ed and it is just a fabulous experience for our fifth graders and uh, students loved it, the counselors love it. It's for fifth graders, all of our fifth graders, the schools rotate, um, high school students are the counselors, they're trained, there's obviously staff there, adults there, but um, everybody had a great time and the weather pretty much held out I think for all of our schools and just a really fun experience to be so close and yet feel so far away cuz it's right off of Las Virgenes. Um, let's see what else. I also just want to
017thank everyone who put on the tribute to educators. It is a special event. Uh, Halley Chambers, thank you and to everyone who helped you and everyone who had a handle and Dr. Stepp is our MC and just brought the joy. It's such a joyful event to highlight our um, amazing uh, teacher of the year, our classified employee of the year. We had other honorees and bittersweet moment is uh, saying goodbye to our retirees who are retiring this year. But a wonderful celebration. The event was very successful because I got outbid on many of my items I bid on for the auction. So I do think it was very successful, extremely well attended. It was Saturday night when it looked like it was going to rain every any minute and it didn't and uh, thank you
018to the foundation, the foundation board and to all the volunteers that put it on. It's a wonderful event supporting our district and our schools. Um, Mary Poppins like Dr. Stepp said, I'm going to be out of town the rest of the week. Oops, I advertised that. Don't look at my address. Um, but uh I did have a chance Oops, TMI. I did have a chance to um go to the dress rehearsal last night. It is out of this world. So, we can't publicize it enough. I'm so excited for my fellow board members, cabinet members to have a chance to see it. The um the acting, the voices, the choreography, the dancing, everything, the sets are amazing and the magic comes alive. So, and a lot of those talented students at Agora are freshmen and sophomores.
019So, the talent pool is rich and deep. Um the last thing I want to report on is I had an opportunity to join um Dr. Dr. uh Anderson who's not here tonight at the greater Conejo Valley student award show. It is a juried art show, which is very unusual for art students to participate in. They can win money. It is juried the artwork at is at Agora Hills in the Event Center. It's going to be up for another couple weeks. You should see it. It the art that our students are able to do is amazing and it is a competition of students from all surrounding high schools. We go out to Thousand Oaks, Pri- Oaks Christian, Oaks Par- uh Oak Park, Calabasas High, Agora um Agora High students won the most awards. It's amazing. Um
020Here's a little flyer on it. And so, congratulations to our teachers. And what I did hear, most important thing I heard that that I will remember is the amount of investment and the importance that this district places on the arts. So, kudos for everyone for having that value and for giving our students in a really enriching um education. With that, I'm going to again ask for a motion. Uh was it Mr. Lawrence that made the motion for consent A? And I'll second. Okay, terrific. And any questions on any of the consent items? Uh I had two brief questions. Uh Just on the calendar, which I think is item number six. I noticed the June dates seem to end a little earlier than usual. We haven't lost any instructional days in the calendars at all, right?
021That's correct. >> Okay, great. Just wanted to check. I figured that would be the answer. And just a quick question on I think it's item number 13, the approval of solar fencing upgrades. Why are the solar units fenced? Cuz I thought also that would You know, it's nice having the shade and kids being able to sit underneath it. And like when are they fenced or why are or some of them fenced? Yeah, great question. So in some instances, and you can see it right outside the district office, the actual apparatus for turning the solar off and on and being able to break it are accessible to the public. And so we wanted not only for the eyesore, but also for safety to make sure there was horizontal fencing to ensure we protect our kids. Okay,
022great idea. Thank you. Any other questions or comments? You're not >> [clears throat] >> I was just going to say I'm impressed with all the the bond work and the the M&O team, how much is on Measure A, so Thank you very much. With that, I'll call for the vote. All those in favor? I. I. I. I. Thank you very much. Passes 5-0. And with that, we're going to move to the action items. And I'm going to move up because we have some teachers here, items number five and six. So let's start with item number five, the approval You want to do consent B? >> Oh. I'm a little off tonight. Okay. You needed that second cup of coffee. Yeah, okay. Dr. Gleeson, it's all your fault. Okay, may I have a motion to approve
023consent B? So moved. I'll second. Okay. All those in favor? I. I. Okay, we have consent. We are so focused on moving these up. >> item two up to number one. >> Yes. No, item No, I want to move up item number five, approval of the automotive specialist to number one. Okay. What? And I want to move up the CTE leadership to number two. Hit it, Dr. Step. Madam President, members of the board, super excited to be bringing new courses forward, especially in the career technical education space. Dedicated staff. Obviously, our certificate member of the year is part of this presentation coming up. So, very excited to be supporting their amazing work with our students, Dr. Scott. Thank you so much, Madam President, members of the board. I want to give a shout-out first to
024Tina Johnson, who's been leading into our CTE programs this year and has really just helped them to continue to grow. So, huge shout-out and thank you to her. And then also, Kristen Dezan and then Chef Allen as our CTE department chair. And so, I just wanted to make sure we acknowledge all of their hard work in helping this happen. And for this new course, we have an amazing teacher that has put this together. So, I'm going to have a Mr. Wright and Ms. Kirby Brock come on up to present this new course. I am not going to say much other than introduce our amazing automotive teacher. Oh, I didn't even realize I wasn't on. Other than other than introduce our amazing auto teacher at Agoura High School, Mr. Brian Wright, who as you all know,
025has just done wonders to our auto program. We are I am so beyond proud and lucky to work alongside him. So, I'm going to let him give you a little taste of what the Automotive Specialist course is going to look like at Agora. Thank you, Ms. Brown. Hi, everybody. Um Madam President, esteemed members of the board, Dr. Dr. Stefanovski, and cabinet members. Um Auto Specialist, this would be a year four class, uh co-seated. And um we already have students now who put in this work. We're there on off hours, uh who will check in on other classes when they're in math or English. They'll come up the hill and check out what's going on because they have ownership over the uh the shop. And um I want to extend that even further, and um you
026know, for example, we have a television show coming to shoot our students next week. Uh the week after that, we have a car show. I want those student students in year four to be making those connections and really using those leadership skills and talking to those members of the community and sponsors um to put together those events. So, Auto Specialist would be a year four class, co-seated, um and um earning that uh G level credit. Um and I I just think it's something that, you know, we have that the enthusiasm of our students right now or who care about this work so much, and um and I do, too. So, this is kind of an extension of that. Um I won't say too much more. I'd like to open it up to questions cuz I
027do love talking about this program, and uh for time's sake, I'll leave it up to uh to you all. And if I could just add on real quickly, last year we brought to the board our Culinary Specialist, so it's very similar to that structure, except for our our auto program. Yeah, I'm going to ask for a motion to approve first. So moved. Second. Thank you very much. Okay, any questions? Okay. I I I have no questions only because I love going to see his program. I love seeing him teach. I love the enthusiasm of your students, how that program's growing. I think that's true for all our CTE programs. I look out here and I look at you all are testament to not just providing you with the facilities, the means, whatever, but they you
028all bring something. You attract students to these programs because the word of mouth of what you provide and the enthusiasm for your subject areas and what these kids can do with with this in their lives is phenomenal. I I love each and every part of our CTE program because I think um that that the dynamic sort of element, you your personalities and your your your gifts, I I'm thankful you know, all the time that this is where you are, you know, with our students. So, um I don't have any specific questions cuz I've looked into this and I'm excited to see this program grow. Mhm. You know, I really concur with Ms. Cutbill and just to add a little to what she said, when I visited AHS a couple weeks ago, some of your students
029came in and they were just yeah, chatted a little bit to them and they were just so proud and passionate about the program and they really care and so I think this is a great idea. And at the Tribute to Educators event, I had a parent come to me and tell me what a difference CASIMA had made to her son's life in very very proud terms. So, just kudos to everyone in CTE and what you're doing. It's just great stuff. So. Mrs. Mangus, anything you want to add? No, and >> How many students do you expect to have for this? Uh next year would be around 10. 10 Wow, amazing. That's amazing. Okay. Mr. Lawrence, any questions, comments? No, I'm good. Thank you. Okay, what's your enrollment next year? Do you know roughly on on
030all your sections program-wise? I'm so excited. >> Kirby do the data. I was hoping you might ask a question like this. Um, so we currently have three sections of automotive and next year we're looking at offering five sections of auto across all levels. Wow. So very exciting numbers to share. Wow. Okay, and then before I I call for the vote, I'm just going to say thank you to you and to all of our um all of our CTE teachers that are here and wherever. Um, the enthusiasm, the growth of your programs is because of who you are and the enthusiasm that you bring to your classes. It's contagious, it's inspiring to all of us and we are so excited to to keep expanding options and opportun ities for students. So thank you. With that, I'll
031call for the vote. All those in favor? I. Passes 5-0. Congratulations. Dr. Stepp, next up is approval of CTE leadership new course. Dr. Stepp. Madam President, members of the board. So we have um a quite a handful of our CTE teachers here tonight. So actually I would like to invite all of them to come up to present this class cuz this will be a class for all of them. Amazing. And as you guys have already shared, these are just such a a tremendous group of educators and they work so hard. So thank you all for being here tonight and for your hard work in continuing to grow our pathways and to grow our program and the leadership of uh Ms. Tina Johnson to make this happen. So yes. So um I'm going to have Kirby
032sort of kick us off or Ms. Brock, sorry, um to introduce I'm back. I'm back. Um Madam President, members of the board, Dr. Stefanowski, and our awesome cabinet, it's my pleasure on behalf of both Calabasas and Agoura High School to introduce our CTE team who will present to you tonight the CTE leadership course that they've been working hard on to span all of our CTE pathways. So, I'm going to turn it over to Ms. Dizon and Chavala. Madam President, members of the board, cabinet, and Dr. Stefanowski, the growth we've seen in CTE in the 10 years I've been here is just amazing, and we are so excited. And thank you, a huge shout-out to Tina and Kelly and all of you guys for making this happen. So, we are very excited to be here. Um
033this course is going to take our leadership in the program to the next level. We're talking about programs growing. We want to have a formal leadership pathway for our CTE students. Right now on campus, we have our general ASB leadership, um and we modeled this course after both the general ASB leadership course we have, as well as Ventura Unified has a CTE leadership program. Um and I have some students here that will talk in a second about their experience. Right now, we don't have the class, but we do have basically like a CASMA board, a CASMA club, um and they are already doing a lot of this. So, we're looking to formalize it, um and put this into action at both sites. All right. So, we have um six main units we'd like to work
034on: professional communication and branding. That's the biggest thing we found um last week. We have a we had a career technical education advisory committee, the CTE AC headed by Tina Johnson, and we had industry leaders from every one of our pathways um that are from the community. And the biggest thing that they said is we can teach them skills. It's great that you're teaching them skills, but the thing we can't teach that we're lacking in the community is communication, email etiquette, being on time, being professional. And they just stressed that across every industry. And so, it just kind of hits home why we need this class and why we need to further this. And we're already doing it in our classes, but how do we take it to the next level? So, learning resumes, communication,
035etiquette, how to talk in front of groups, how to talk in front of their peers, how to talk in front of people that are not their peers, but that are overseeing them. The second thing is project leadership. The main goal of this class is for it to be a project-based learning course. The students, based on the pathway, are going to have different needs, and they are going to put on different projects. They're going to each take ownership. And whether that's with two or three of them being that project lead, as a whole group, or as an individual. Then, budget, data, fiscal responsibility. We want these students to understand what it takes to run a business, what it takes to run our programs. What does grant funding look like? What does the um district funding look
036like? What does fundraising look like? And how do we budget? And what is good for the programs? And I think having that student feedback of what we should do and what we're involved in is essential to our success. We have Robert's Rules of Order. You guys are already doing it. So, we're really excited to bring the motion and the second. And why are we doing that? And why do we wait until after we have a second to communicate? And what's the importance of that? And really showing them that parliamentary procedure. Community and civic engagement. We want these students involved in the community. We are already talked about in the community with our career tech education, but how do we take that to the next level? What community service projects can we be involved in related
037to ourselves, but then also the group? Um and then finally, career planning and reflection. Taking what they do in class and take that to the next step. Uh working with each student individually about what are their goals and what is their personal in their profession, but also in life. What do they want to do? What do they want to be better at? You want to go to the next slide. Do we have the next slide? Perfect. Oh, I'm so sorry. Um So, that's my general overview and the class is going to be um each pathway or each school can do it how they want, but different pathways are going to start out with more students and as we go and as we grow the idea is getting more and more students involved in the leadership.
038The other thing I didn't talk about is that this actually opens us up to new grant opportunities. Part of what we need for our CTE grants is to be in what's called a CTSO, which is a career technical student organization. A career technical student organization needs to give students leadership. It needs to push community service. It needs to talk about local and national events that our students can get involved in. So, these students are going to help create that technical leadership program and push it out to all the students in the group as well as collaborate with each other so we can uplift each other's programs. And then I'm going to give it away to the students so they can talk a little bit. They'll sit on this side. About their experience and what they've
039gained and Hi, I'm Cayden. I'm one of the CASMA presidents. My name is Charla. I'm one of the CASMA vice presidents. Um we're just going to talk about kind of our experiences and how CASMA has kind of helped us, I guess. I guess I'll go first. So, last year I took a kid a group of around 50-ish kids to this event called HOSA, which is Health Occupation Students of America. And they competed in sports med related events like phlebotomy, physical therapy, etc. Um and it taught me how to manage a group of kids well. Um and then speaking on financial management, um as one of the CASMA presidents, we with assisted by our advisor Ms. Deason, We see oversee all the finances that come and go through CASMA. So, we do check requests, donation deposits.
040I learned how to use Intuit QuickBooks. Um yeah. Being a part of the CASMA board has really improved our leadership as we have to put on so many events. So, 2 weeks ago we held our blood drive where we had to coordinate with the outside company um as well as the admin. We had to advertise the whole to the whole community, the school. We also have a free heart screenings coming up in 2 weeks that's open to all community for free heart screenings. We volunteered at the Great Race. So, putting on all those events, getting everyone together really takes a lot of coordination that we wouldn't have realized without being a part of it this year. As well as all of the calls that we have to make to companies, emails has just improved our
041presentation skills overall. This has really been like a collaborative effort. Um we still don't know exactly what it's going to look like and we want to keep perfecting it, but the idea is that I'm going to make a base this summer of to make sure that we have um not equity, alignment across the different courses in the different sites is we want to make a base classroom and then each teacher can um take that and run with it and make it personalized towards their pathway. But, I'm really excited. We had um a CTE meeting uh about WASC during our Monday and we were talking about how do we elevate our school, our programs, what do we do? And we just kept coming back to the CTE leadership class. We can do this marketing, we can
042teach these skills, we can focus on those soft skills. So, it was cool this week to already see how the ideas can melt this class and bring great things. Questions? I'm I'm going to uh ask for a motion to approve. I move we approve. I second. Thank you very much. Any questions or comments? Right, Beth? Yeah, this is a fabulous program. I I have some some of my children I'd like to send back to it. I It strikes me >> Me too, Mrs. >> that so much of CTE kind of walks to the front door of this anyway. Like I see in your class the way kids have to get up, do projects, work with their hands, have to You know, I was in Mr. Wright's class one day and they'd had delivered a new
043tire changing machine. He said, "I need some some people to put that together. Like unbox it and put it together." I was like, "I would probably just sit under this desk quietly You asked me [clears throat] to do that. >> And you know, they they all have an initiative. Like I see it in you know, in Mr. Shipley's class. Like they're they're working, they're doing. So, it feels like it's a natural outgrowth of of what kids in your programs are doing. And I it But these kinds of things like who doesn't need the ability to sort of articulate and promote and discuss their program and communicate well. And I I love everything about this. They did They all sound like such real world skills. I mean, QuickBooks for instance, I'm still struggling with it after
044years of using it. So, uh You took the words out You both took the words out of my mouth. Again, inspirational. Thank you. Exciting. Wonderful opportunities for students. Thank you for your passion, your excitement. You make us all thrilled to be here. So, thank you. With that, I'll call for the vote. All those in favor? Aye. Mr. Lawrence, wait. You will vote. All right. I said aye. Sorry. Okay. You can go home now. Thank you. Okay. And with that, we're going to go back to item number one, which is approval of the uh 2026-2027 facilities fee schedule um for the PACs. Dr. Step. Dr. Gleason. Madam President, members of the board, hard to follow that one. Uh but we have our uh an updated facilities fee schedule for our Performing Arts and Education Centers. About
0452 years ago, we brought an updated fee schedule and updated our board policy with respect to um our facility use. At the time, we had not updated our Performing Arts and Education Centers to align with that. Uh after doing research, uh and uh huge credit goes out to Mr. Chad Bloom, Mrs. Ellen Unt, who've uh done a lot of legwork looking at this. Uh what this uh uh facility use schedule that is being brought before you tonight will allow for us to do is to put uh the PACs into Facilitron for the first time, so that all of our facilities are in the same system. Uh this also uh really streamlines what was a Cheesecake Factory menu more into an In-N-Out Burger uh menu that uh puts it all into one package. Thank you very
046much. Any questions? Comments? Uh no, we reviewed these in facilities and finance, and it made sense, and I appreciate the work done to sort of streamline this and make this a more sensible process, so. And user-friendly. Thank you. Any other questions or comments? Uh >> yeah, just a a question actually on the Facilitron, just cuz I'm not entirely familiar with it. If an outside party, like a nonprofit or you know, some community organization or company, uh wants to book um you know, something through through the Facilitron, they I'm assuming they go through some sort of vetting process, uh and then they get access and and can book when they want to? The story, yeah. So, Facilitron is a It's a great question. It's like an Airbnb system in terms of what it looks like online
047to the user. Uh they have to have insurance, they have to have a good track record, um they have to have verification of their status if they're for-profit or nonprofit. Um and and then with all that, we compare we always want to put our student needs first. So, we compare the student calendar with the uh the overall need, and if there's not a conflict there, um both the principal and the facilities department all look at every single one, assign custodial to make sure that we have LVUSD staff at every single one for safety purposes, and then um collect the uh fees in accordance with the Civic Center Act. Fantastic. And I I think the uh the the revamp of the the PAC fees is very, very good. It definitely simplified it a whole lot. So,
048I agree, Chief Chief Keefe Factory to In-N-Out is a very good analogy. Yes. May I have a motion to approve, please? I have so moved. I'll second. Thank you very much. Any further questions? Hearing none, I'll call for the vote. All those in favor? I. I. I. Okay. That passes. Thank you. Next one is approval of the award um of trash to uh Waste Management. And we do have a speaker, but I'm going to wait and see if the board approves it, and then I'll have and then I'll invite the speaker up. So, uh Dr. Stein. And uh Madam President, as you mentioned, in the audience is um a manager um from Waste Management, Brian Means. And looks like he has some team members with him. He's a partner and great supporter of Las Virgenes
049schools, Dr. Gleason. Madam President, members of the board, as the board knows very well, but for the community's benefits, the board approved uh a request for proposal, given that our current contract with Waste Management had hit its term limit. Uh the RFP was posted and initiated in accordance with the board-approved guidelines. We had three proposals submitted, and after independent scoring in accordance with the board-approved guidelines, uh Waste Management had the highest score, uh and therefore we are bringing them forward tonight. In terms of service Waste Management has been a tremendous partner to work with. In terms of price they outmatch the other two responsive bids and we're very happy when we have a great service provider that also meets us on the price side. So this is a a win for all and very happy
050to continue that partnership as Dr. Stepinowski had shared. Thank you very much. Any questions or comments? Do does the board approve the contract? The way the board approves the contract by way of the RFP. So the request for proposal has an embedded contract in it. If there are any material changes that go through the negotiations process which shouldn't happen then we would bring it forward. An example of that would be the transportation RFP that we brought forward earlier this year but I don't anticipate that here. The board would ratify this via the purchase order that would come through for the contract. Okay. And may I have a motion to approve? I move we approve the May I have a second? And before we actually vote on it I will cuz then it then the item
051is over. I would like to invite Brian Neans up to to the podium to speak. I feel a bit disingenuous here. I'm such a good Waste Management customer. I have five bins. >> [laughter] >> Yes I every my husband's always like you're the best customer so sorry. >> [laughter] >> Actually this I'm keeping the economy going. I'm producing a lot. Good evening. Good evening. President Stein, members of the board, superintendent and staff. Um before I begin my name is Brian Nines. I'm here on behalf of WM with some of my colleagues Denise Cain and Stephanie Jamison. If if we have any indication of our future those students here in the CTE courses our future's pretty bright. We definitely need more mechanics in our industry so that's a great uh course to have here for the
052schools. Um WM has proudly provided waste and solid recycling services to Las Virgenes since 1999. Um for more than 25 years, it's been an honor to support your schools, your students, and your long-standing commitment to sustainability. We are extremely thankful for the board's consideration this evening to continue that partnership. This past weekend, I was attending an Earth Day Touch-a-Truck event. We had a few of them. And one of our drivers, Gerardo, asked me about the status of the district's decision. And I told him that Tuesday evening, tonight, we would find out. Gerardo has been servicing Las Virgenes Unified Schools for over 20 years. And he is one of many dedicated drivers in our team who knows these campuses, your staff, and the routes required to safely service your facilities. Gerardo isn't able to be here
053tonight as he and our team are wrapping up today's work and preparing to safely service your campuses early tomorrow morning. I share this because this decision before you tonight doesn't just affect an agreement. It impacts real people and the broader community. At WM, we are a people-first organization. And this partnership supports employees and families who take great pride in servicing Las Virgenes Unified Schools. On behalf of our entire team, some here tonight, we thank you for the trust you've placed in us for more than two decades, and we look forward to continuing that partnership and your consideration this evening. Thank you. Thank you very much. With that, I'll call for the vote. All those in favor? I I I Thank you. >> Thank you. Thank you very much. I know what a great partners you've
054been having served on committees where we have worked on as we've increased our sustainability and our recycling, but I know we've um always had a good relationship. So, thank you for coming tonight. Appreciate it. And uh also just to I really appreciate you mentioned your employees and you know, often we don't see what they doing behind the scenes and just big shout out to all of them and a big thank you uh for for everything that they do. Thank you. And with that, we're going to move along to approval of resolution 40-25 school bus supplemental transportation services on an as-needed basis. Dr. Stepp. Dr. Wilson. Madam President members of the board, we can't have an RFP process end without an RFP process beginning. Um as we transition from our long uh successful partnership with Durham
055to First Student where transportation uh it is time to make sure that all uh with the price of supplemental transportation increasing that our uh staff and our students have the best options possible. Uh we originally brought forward a supplemental transportation RFP uh a few years back and um now with uh Durham uh sunsetting in their agreement, we want to make sure any other providers in the market that meet our high threshold or high standard um can be approved so that we can offer those services to our ASBs, to our athletic programs, for field trips and beyond. The way this RFP is structured is is a rolling approval. So, if the board um approves the RFP tonight, there's an initial deadline of which we would bring an award forward just like we did. Uh however, this
056allows for the window to stay open so that a year from now, 2 years from now, should another responsive provider come forward within the contract period, we would then uh review the application and if they meet the scoring threshold, would bring them formally forward for board approval. So, this allows for us to continue to keep our supplemental uh transportation options open um in a market that is dynamic and continues to change and um our programs need the best price possible. Were were these supplemental um programs previously provided by Durham? Or did we have a different provider? So Durham uh is currently our most popular provider for supplemental services because they have the yard so close to the district office. Um and so with them leaving and not having that regional center, we might need to
057lean more on um Fast Deer um uh and other local transportation providers. That said, Durham is interested in providing supplemental transportation to us. Um and since they were our main transportation provider, they didn't uh um they didn't respond to the last RFP. So this would also keep the door open for Durham to provide that supplemental transportation should they be a responsive bidder. Uh the last time we had uh this open, I think we uh selected and brought forward to the board three providers, Brooks, Fast Deer, and American Transportation. Thank you very much. May I have a motion to approve? So moved. And I'll second. Thank you very much. Any other questions or comments? No. With that, I'll call for the vote. All those in favor? I. I. Okay, passes 5-0. Thank you. Next one is
058the approval of 4125, authorizing application to the dis to the director of industrial relations, State of California, for a certificate So for a certificate of consent to self-insure workers' compensation. Dr. Step. Dr. Wilson. Madam President, members of the board, I'm uh hoping this will be the most exciting agenda item of the evening. Uh the revocation and assignment of what we call our OSIP ID. In the uh as the board knows and uh for the community's benefit, we worked very hard over the last 18 months to look at our health and welfare benefits as well as our workers compensation benefits. Both of those had their um great results in terms of a transition to new providers. One of those is our workers comp uh insurance provider, which will uh begin we will transition from Keenan to
059A-Skip effective July 1st. Uh the board has already taken action not only on that item, but also um the setting up of the funding mechanism for that deductible base plan. Whenever you transition workers comp and we haven't had to do that as a district from what I can tell since 1979, uh you have the board has to take action to revoke our ID with our former provider through the Office of Self-Insurance and then assume a new ID so that uh A-Skip can assume our ID and support us in the self-insured process for workers compensation. All that to say, this is a very technical but standard resolution that is required by OCIP whenever we have a transition in workers comp. There would not be a problem getting the certificate, would there? Absolutely not. The problem would
060be if the board didn't take formal action and it's June 30th and A-Skip is saying, "Where's our OCIP ID?" And and we this needs to be board approved and I say, "Oops." So um this is checking that box way early for us. Terrific. May I have a motion to approve, please? So moved. May I have a second? I second. Thank you. Any other questions or comments? Hearing none, I'll call for the vote. All those in favor? Aye. Aye. Passes. Passes 5-0. Thank you very much. We have one more action item, which is approval of a one-year extension to college to college and career access pathway agreement with um Ventura County Community College District, which we partner with Moorpark. Dr. Stop. Madam President, members of the board, this is a one-year extension to our C cap
061with Moorpark. We have an information item later on this evening that is our five-year agreement with Pierce, which is our primary provider for our dual enrollment. This one-year extension gives us an opportunity to continue to develop our partnership with Pierce, and then next year look at what our partnership with Moorpark would look like. Okay. Uh, may I have a motion to approve? So moved. May I have a second? Second. Thank you. Uh, any questions or comments? So, you're looking at this as a way of flexibility, right? You get your you will get the um eventually the contract with uh the five-year contract with Pierce, and then you'll see what kind of holes and see if there's opportunity to continue with Moorpark. >> Correct. There we currently have one Moorpark classes offered at Agora High School
062that Pierce does not offer, and we don't want a gap in coursework for our students. It's connected to our Cosma program, and so this will continue that course for our students. Terrific. Um, any other questions or comments? Hearing none, I'll call for the vote. All those in favor? Aye. >> Aye. Aye. Passes 5-0. Now, we're on to information items, the revision of administrative regulation 6154, homework. Dr. Stop. Madam President, members of the board, Dr. Skon uh initiated a pilot, I believe, last year where two courses in the high school were ended before the semester. Staff um embraced it so much. We see great benefit for our students as well. I believe this is something the board has looked at and discussed for quite a number of years, and excited to um really have a buy-in
063from the staff, uh students, and parents in moving this forward. Dr. Skon. Madam President, members of the board, so this revision to the AR um because the semesters will be ending at winter break, just updates the old language that talked about two finals being before winter break and which subjects and then the after winter break. So, um, on the packet I tabbed in here where the revisions actually start, so it starts on page six, there's some strike throughs and then a highlighted addition where it just says that final exams will be administered at the end of each semester. And then, on page seven, some strike through and then staff, um, upon looking at this further realized that we needed to strike through the additional line that's highlighted in green, um, and that is the only
064revision to the AR. The second strike through of the MOU was because there is no MOU that has long since expired. Um, thank you. Any questions on this? So, I have a question, um, for the public. Um, so we're ending our semesters at winter break, which is which is fantastic. We tried to do this, I was on the board, I don't know if anybody else was, when we tried to do this before, hence why there was an MOU. We, um, the schools, we came to an agreement at that time where the schools would, the high schools would offer two core academic finals before winter break. That was, um, the best, um, compromise we could come at the time. So, now we've moved to all of them at winter break. So, what happens with elective classes
065that end end later? Are they ending now or uneven uneven semesters? That was the issue back in the day was uneven semesters. So, we did some research last year on our surrounding districts and almost every district, um, has uneven semesters and at the high school level that's really accounted for with state testing and AP testing. You have about three weeks of the semester where students are focusing on that and teachers are instructed to really not do a lot in their course because of the pressure on students. And so, it ends up balancing the semesters anyway. Um and then one of the things because the middle schools are moving to this for next year, one of the things that we learned with the pilot this year is to give more lead time to the teachers. And
066so one of the things, for example, that Ms. Bear did with her staff at one of her staff meetings where she gave them a planning worksheet, so to speak, of to look at their semesters, what units needed to move and shift. And so that work um has taken place at all the secondary schools. So when students come back in January from winter break, they if they had on semester classes, they start a new class. That's absolutely fantastic. And the goal around this initially was that students got a break. That really students like in college, when they go to college, they get a break. They start a new class then. You know, so they're home for like a month. I mean, our kids get 2 weeks off, but they really get this mental health break that
067they desperately need. Nothing lingering. Yes, there's nothing they because back in the day, many students, including many of our former students, were at home during winter break studying for finals. So they didn't get a break. It was hard to travel. It just the mental health piece. So I commend everyone, and this is going to be middle and high school for every course, right? I just want to commend out everyone for doing this. This is the best for kids. Thank you. The feedback from the high school staff was just the the lightness and the happiness that students came back with winter break was just so palpable and different this year. And they were really just so overwhelmed with the joy that students had when they came back at winter break compared to previous years. Yes. Yes.
068Always been a grind over the break. Yes. So thank you. And since this is an AR, it will not come back to the board. It will replace the current AR on Gamut where our policies are housed. So thank you very much. And the next and the last item is the 5-year college and career access pathway with Pierce College. Dr. Step. This is the evening of Dr. Skonn. >> [laughter] >> It's heavy lift tonight. Dr. Skonn. We've been busy in secondary. Um so, we have this year participated in what's called LA CAN. It's a networking with the LA um Department of Ed and the community colleges. So, our Pierce rep has joined us. We've been having meetings throughout the year to really talk about our dual enrollment um and talk about our C-CAP agreements, talk about
069how we can improve it, um how we can support one another. And so, as part of the C-CAP process, the agreement comes as an information item. It was shared at Pathways and Curriculum Council as well. And then, a final action item will be brought to the May agenda. Thank you very much. Any questions or comments? I full support. Uh quick question. Is there any changes from the prior agreement? When I did a a line-by-line analysis, it was very minimal, sort of semantic type of changes. Dates and okay, terrific. Uh I'm just a I'm already big fan of this program. I'll go to say for a number of reasons. I mean, I I think it really has quite a beneficial effect on class size. I don't think it's minimal. I mean, if there's 200, you know,
070kids applying for positions in these classes, that's you know, three, four kids less in in our classes. And and and Pierce pays for this, right? So, it's a it's a no cost to us, right? We provide the textbooks, but in terms of the coursework, all the services that is available to our students, it's all at cost to Pierce. It's great. And you know, I think for for parents also worried about the cost of college, if couple of classes can be knocked off at the high school level, it lessens the financial burden at college, gets kids ready for for college level classes. Um I think it's kind of win-win for everybody. And two dual enrollment classes means a student is considered career college ready, so we get that notation on our dashboard for the college and
071career indicator. Fantastic. And um and just so everyone knows, which I'm sure you're aware of, even if you take a course at a community college, it is free for high school students. So, it is wonderful. And like Mr. Lazar said, it really is such a boost for children. I've experienced, I know many of us have, personally, it's a boost for their confidence. They come in with college credits already under their belt. And it's another way, no to with AP classes, you know, you take the AP test, you get, you know, you pass it, you get, you know, the bump up for college, college credit for it. But this is another way for for you know, the same students, other students to get that bump. So, this is wonderful for kids. Thank you very much. Um
072and with that, I'm going to adjourn the meeting. Thank you all. Good night.
