Flag salute. Uh I will do a flag salute. All rise. Please place your right hand over your hearts. Ready? Begin. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> I have nothing to report out of close session. May I have a motion on Mr. agenda? >> I move we approve tonight's agenda. >> I'll second. Mr. Lawrence, please turn your mic on. >> There's a motion and a second to approve the agenda. All those in favor? >> I I >> I. >> Motion passes. Excuse me. Student vote >> I. >> Board will do one more time. All those in favor of board I >> I. Motion passes unanimously. Approval of minutes. >> I

move to approve the minutes. >> A second. >> There's a motion to approve the minutes of 9:30 2025. All those in favor student vote. I >> board I motion passes unanimously. >> Dr. Sepowski, student board communications. >> Mr. President, we could start off with a recognition. We've got our wonderful foundation, a number of the board members, and a brand new two student liaison uh to the foundation. We so appreciate their support and work with all of our 14 schools, all of our 10,000 students. They're the only agency um nonprofit agency that advocates um and supports financially all of our schools and all of our students. We so appreciate them. They've raised almost three million uh to date. Um >> Wow. >> Uh in support of Los Virginia school students and staff. Uh their main events

of course over Labor Day weekend every year the very successful carnival brings the whole community together. February 1st, my personal favorite, they have coming up the Battle of the Bands at the Canyon Club. And April 25th, we have the event casino night coming up as well. So we hope our community can come on out and support this wonderful group of folks. And I believe Mr. President and members of the board, they are here for to present us with something maybe. President foundation, Mr. Mark. >> Oh, there we go. Now you can hear me. Um, on behalf of the Foundation for Las Virgin Schools, it's my honor to present our annual grant to the school district for $100,000. >> Wow. >> Uh, just want to say a few words. Uh, serving on the board for the

foundation is a privilege that we don't take lightly. Uh many of our board members are actually themselves graduates of the Los Virgin Unified School District and we know firsthand the success that can come from our district. We want to give back to help maintain quality public education. I also want to thank all of you for your support. When you promote our events and celebrate our successes, you amplify our impact across the community and we're grateful for that partnership that we have with you. Together, we're bridging the gap between what the government funds and the programs that our community demands. Robust academics, mental health support, and innovative steam education. Since our founding, we've raised nearly $3 million for the school district. This year's grant will once again support mental health services, smaller class sizes, and steam

programs. 2025 has been transformative for the foundation. We launched our first annual scholarship, honoring students at both high schools who exemplify public service, and demonstrate financial need. We introduced our new student ambassador program. Students from Calabases and Agora high schools can now volunteer at our events, help manage our social media because we're not that great at it. they are and serve as vital liaison between the foundation, their schools, and their peers. This program is going to give students leadership experience while ensuring that their voices help shape our work. Our fundraising continues to gain momentum from our battle the bands where everyone from elementary students last year we had a band from Round Meadow that performed. It was amazing. Uh to high schoolers will take the stage and even Docep and the Expendables performed. We revamped

the event to have a casino night under the stars. And we are building incredible community energy. Just this school year through our annual appeal, the carnival, and last Friday's poker tournament, we've already raised nearly $100,000. And we're not slowing down. Mark your calendars. We're going to have an adults only bingo night at Sage Brush Cantina. Battle the Bands returns to the Canyon Club on February 1st. And the event is going Vegas F1 on April 25th at Calbas's Country Club. Thank you for your support and next year hopefully we'll come back with an even bigger check. Thank you all and we do it for the kids. >> You're all go down for a >> big check. All right, we're gonna move to a Thursday night. Thank you very Sir, I don't want to actually go finishing

up with superintendent communications. First photo. Many thanks to community member Harry Freriedman had a wonderful donation to both Calabasas and Agore music program and these are the three cellos we were able to purchase with that. So we so appreciate Harry. Uh next slide. Walk to schools. Walk to schools international walk to schools started 1997 aims to encourage walking uh to school to improve fitness and of course strengthen community ties. Uh such a fun event. I know board members were out at all the schools and such a joy. This is two photos from Chapperel uh students walking to their school. And I think uh one last slide. Yesterday we had our staff development day which was fantastic. We all met at Agora High School, all 1100 of our staff. There were 95 different sessions. Um a

couple of them were replicated. Um but they basically cover the topics of improving our craft our instructional uh practices specifically a focus on math AI uses to support instruction assessment writing and mathematics a lot of things on uh college guidance career pathways science and music as well outstanding day such a joy to have everyone together board president Mr. Lawrence addressed everyone and welcomed us home and was um a wonderful session for everyone to be together as we work together. Only our only chance every year to get together as a team and it is so appreciated. That concludes superintendent communication. >> M Lazar so it was my first time. >> Sorry I got sorry please skip. Please go ahead. >> Mr. President, members of the board, Agora has been hosting events and achieving highly on athletics.

Agora girls flag football team has been on a roll defeating many top contenders including Oaks Christian where they won 50 to7. >> Oh, sorry. Just again, what was that score again? If you could just say it one more time. >> 50 to seven. >> Thank you. Uh, Agora's track and field team had an extremely successful day at the Moore Park XC Invitational, taking home first place behind team captain Dorian Benning, who ran a 14 minute and 52 threemile, taking home an individual first place. At school, student council hosted two voter pre-registration drives and club rush where all clubs on campus had the opportunity to put on a showcase of their club activities. Uh, we also have our upcoming homecoming football game and homecoming dance this week on Saturday. Oh, and Friday for the football game.

Uh, at Calbas, ASB held its annual club rush, giving students a unique opportunity to get engaged on campus. The seniors had a held a tailgate before the pink out football game, and juniors had an Uba tuba fundraiser to get ready for homecoming. Each class has held a float meeting to get participation to help design and decorate the floats for the homecoming halftime show. This week is also a spirit week with dress up days like twin Tuesday and blackout Wednesday leading up to our first pep rally of the year. Homecoming is on Saturday as well and the theme is masquerade ball. Uh next week at CHS uh all grades excluding the seniors will take the PAT and seniors will enjoy breakfast. >> That's all. >> Thank you sir. >> Ben and Leon, I feel like your

updates are always much more thorough than the rest of the board members. Um I attended staff development day for the first time and enjoyed it very much. So much great energy in the room. And uh then a little bit of a report back from our day job. Um last week we had our production music conference and uh AI was the major topic of conversation as it is in I think just about every single industry and always thinking about how it applies to education or what sort of changes it's going to bring. And just a couple of quick points I I felt like I needed to mention is that you know one one thing AI is really good at is coding. Uh I'm involved in an AI music search venture and it's extraordinary how AI coding

systems are just making bringing any sort of app or website to life incredibly quickly. you don't it's really lowered the barriers to entry and you know 10 years ago so many parents were sending their kids off to coding schools to try and get a a steady job and it's actually probably not going to be the case but people with great ideas are going to be able to bring them to life with AI uh very very quickly and I I think just in our own district you need an app for anything you you'll probably be able to get a bunch of very smart high school students to put it together for you in an hour or two uh which is positive the other thing I think we going to see from AI certainly in the world

of the entertainment industry is huge amounts of content created by AI some of it will be good most of it will probably be absolutely horrible and discerning truth discerning what is reality all these things are going to become more and more difficult and I think that means for our education systems just really equipping uh students with critical thinking skills uh is going to be more important than it's ever been it's always been important to us but I think it's going to be even more important and I do also think and you know from chatting to uh some high school students I'm interested to hear Ben Leighton's thought at some point you know uh already folks can kind of pick up when AI creates fake feeling things and there seems to be quite a premium on

human authenticity and I think this stimulating authenticity creativity uh great ideas um you know in our schools is more important than ever and it's have huge value in this whole uh you know new world that's ahead of us. So uh yeah those are my thoughts for today. Thank you >> this time. >> Thank you very much. Um I attended Willow's International Walk to School Day which is so much fun to see the families out there, the staff out there, Waldor Waldo out there, you know, their mascot. So that was really really fun to see everybody walk to school. Um, Dallas, I also want to commend you on your very heartfelt speech yesterday and I want to thank cabinet and teachers and all the leaders that uh for staff development. It is a huge undertaking and

the feedback that I've received from some teachers and employees is that it was very valuable. So, I know you do uh I think you'll send out a survey, Dr. Steppp, there'll be a survey about it. >> Oh, Dr. Anderson is on it. Um, and so that'll be good feedback for you to get. Um, the other thing I really wanted to report on as well is I attended the Agora uh Agora Hills uh city council subcommittee on community services. Uh last week they had on their agenda ebikes and ebikes are a problem for kids who um are not using them safely, don't understand the regulations. Uh, Lindereo, uh, to our knowledge, has had two children, two students hit. One had to be airlifted and that's all we know about. And so, the city is working, um,

on drawing up new regulations, working on outreach and education with the district and with the sheriff's department. Um, residents are concerned with how, you know, writers ride and and the lack of safety. So, I went and I spoke on behalf of our district and student safety. So, thank you. >> Great, >> Miss. >> Uh, I'll forgo comments tonight. >> So, I I just I just want to add my kudos to the staff development day um yesterday. Um there was a lot of high energy in the room and a lot of great speeches and um I I have heard good feedback from that and I'm glad that there's a survey going out because um I think it's a very positive um team building experience for all the West Virginia staff. You you always do a survey,

correct? Or >> you always survey after staff devel Yeah. Yeah. Great. >> Great. Uh, I'll just thank everyone for the the in service day yesterday and for all the great work that was done there. It was it was great to see all the live energy. Loved the jazz band that was out front to welcome everybody. That set the whole tone off and just the right uh the vibe reminding us all we're here for the kids. So, uh thanks to the I think there were probably at least 20 or so students who came out from the both from the singers and all that who came on their day off. So like that was uh that is not an early morning. It was not an easy lift to make that happen and they had big smiles on

their face and that was greatly appreciated. I don't have any cards for anyone speaking about things not on the agenda. So we'll move straight into consent A. >> I move we move consent. >> Consent A. >> I have a motion uh from Miss D and a second from Miss Cupill um to approve consent A. Um all those in favor board uh student board member >> I student board >> I motion passes unanimously. Uh consent B. May I have a motion to approve? >> I move to approve consent B. >> I have a question. Do you want to take the student settlement agree off? That's an item. >> Go back to close session. >> Yeah. Good catch. Um >> we can report out of close session and vote on that one. >> Sure. >> So uh

Mrs. Mingus, do you want to revise? I'll uh approve consent B with uh the removal of the >> table item number three. >> Tableing item number three. >> Okay, >> I'll second. >> Okay. Uh board vote only. All those in favor? >> I I >> Motion passes unanimously. >> Action items. Uh overview of LVD plus programs and approval of annual ELP plan. Dr. Stepp. >> Mr. President, members of the board. um Las Vegas moved into a new space we hadn't been in um certainly in decades and that was summer program support um for families academic and both sports uh as well. So super exciting to move into this space. Uh staff was a short runway to launch these programs for the summer. Um a lot of success, a lot of lessons learned also, but kudos

to Dr. Gleon, Valoian, and Jess Sweeney, the whole team for pulling off, putting it together, and lots of new things and improvements planned for the next year. Dr. Gleason, >> Mr. President, members of the board, uh, I have the great pleasure every day of meeting with or working with Miss Valian, soon to be Dr. Valian here in just a couple months. Uh, Miss Jesse Sweeney and Miss Megan Jones, as you know, uh, they have helped grow and expand our credential programs across the state of California and more recently have helped take that same business acumen to really expand and support our uh, uh, work in both summer programs and after school. So, their impact is significant. Uh, before you, I put this as an action item because uh, best practices have to have the board

look at the expanded learning opportunities program grant. Um the plan that you have before you is an adjustment and amendment from when uh we had used the Boys and Girls Club and the YMCA for our ELOP activities. Uh the plan is aspirational in terms of where we intend to head as we continue to evolve into this space. Uh and just a reminder for the public, so the ELOP program launched in 2021. It was the reimbursement rates that allowed us and afforded us the um uh ability to try and innovate so that we could serve more students as many as possible. Uh and we launched this summer and you know whenever you you launch new programs there's always learning lessons. There's always some initial hiccups. Um all things considered I'd say this summer was uh tremendously

smooth which is a huge testament to Miss Lai and Miss Sweeney and Mrs. Jones who um did not have a long runway. We did not give them a long runway to uh put things together. The great thing is, and I don't want to um do any spoilers on these slides, are how many kids were involved in not only the play and the learning, but also on the high school side, the support of our programs. So, Miss Latheian is going to jump into the details. >> Thank you so much for having us speak on this today. Um it feels like summer was years ago, um but it was only a few months. Um so just a quick update about our LVUSD summer camp which really focused on ensuring that summer slide didn't happen for our students

who um mostly qualify for ELOP. So some of our multilingual learners as well as our students um from low-income backgrounds. So um one of the things that we also did this summer was launch our summer camp at um our high schools. This was our sports camp and I'm going to have Jesse talk a little bit about that before we get into the academics. This summer we held sports camps at our Agora High School and AC Stella campuses. Over the course of six weeks, more than 700 students participated in various sports ranging from water polo, track and field, soccer, football, baseball, and basketball, just to name a few. In addition to our Agora High School and Calabasas High School coaches, we hired close to 60 student interns who helped run the programs. As a former collegiate

athlete myself, watching the connections made between the staff and campers was invaluable. In addition to utilizing the facilities at our campuses, our campers got an inside look at the inner workings of our high school athletic programs. For aspiring athletes, seeing what the next level looks like and becoming familiar with who makes it happen is a wonderful opportunity. Our high school coaches and interns were praised for their positivity and skill in their respective sports. Campers got to spend a fun-filled summer honing their skills and learning new ones. As we look to the future, we are excited to continue offering these athletic opportunities by expanding our offerings as well as creating opportunities for each camper's age and skill level. rookie, JV, and varsity, allowing for all campers to get the most out of their summer experience. Right.

So, LVUSD Plus also ran our academic program over at Willow Elementary School and over 220 participants joined us over six weeks. And like I mentioned, this one really focused on academics and maintaining um that summer slide that could possibly happen. And with our partnerships with Code Ninja, Mathnasium, um Head Start, Set Apart, National Park, uh shows that teach, we were able to really create a really fun, uh learning experience that kids didn't even realize they were learning. Um what was really great was the parent feedback and you can see some of their um their quotes from the feedback survey. Um and uh we did show that our data from Mathnesium as well as the ELA curriculum that we used Arley that students were able to make three-month gains. So typically they would lose those three

months over the summer break but we were able to maintain that with you know with the teacher the teachers the um instructional assistants and all of the enriching activities we had. I want to say Val that you know as you know um I went and visited and in talking to um the students and and mathnasium people. Mathnasium works in many school districts in many areas and you know to to talk to them and um hear what they had to say about our students as these are our our students who needed some extra help over the summer. They were surprised. They felt our students were far above any other students that they were like these students need extra help. So they were extremely impressed with the staff with the students and then the students and talking

to them like you said they loved it and their favorite thing that they told me was lunch. So good job on the food and the barbecuing and and the bolognese or meat sauce. >> Oh my gosh, that was my favorite. >> I had to try it all. quality control. >> So, it it really really successful. >> Yeah, absolutely. All right. Now, we're going to talk about this year, we're going to talk about our afterchool program. So, Megan. >> Okay. So, after our summer camps wrapped up, um we went straight into afterare programs. Um we're running uh daily at five selected sites throughout the district and we um provide a balanced blend of academic support, hands-on enrichment, and active play in a nurturing environment. We provide daily academic reinforcement and tutoring from instructional specialists. Um there

is an emphasis on social and emotional skill development as we aim to help students learn, grow, and thrive in a structured yet dynamic setting. Our daily schedule includes homework support, a blend of indoor and outdoor outdoor activities, and weekly themed arts and crafts. So this is a picture of us um from yesterday actually at our staff development. So currently we have hired five supervisors, one for each site and we have about 27 instructional assistants across all of the programs. So, if I could pause there, Mission, uh >> uh a shout out that we need uh we I should be making more often is to our human resources team to in just a few months get 27 qualified amazing staff on board to serve our students was no small feat. And I know Dr. Ciphers and

and Miss Chambers spent a lot of energy, a lot of job fairs uh to make sure we had the right adults with our students again with a pretty quick runway. is a big shout out to them. >> Full time. These are not fulltime jobs, right? >> Yeah, >> these are full-time jobs. >> some of them are. >> Okay. >> They're between 22 hours and uh 40 hours a week depending on the position. >> Are you fully staffed >> at all of the sites? >> You know, that has definitely been a significant challenge. Um, and I don't know if it was just the timing of building these programs and you know, we have tried everything short of holding a sign outside of Trader Joe's, honestly. But, um, I've also been very picky in the selection process,

right? It's definitely a niche area. So, especially for the kind of program we're trying to achieve, we want to make sure that it's a good fit. Um, a lot of our staff um, have experience in Boys and Girls Clubs, YMCA's, so um, that's kind of their bread and butter. So, that has been very helpful. And then um in terms of other staff, I mean we have a variety and we're really focused on professional learning and growth so that everyone's kind of on the same page in terms of their expertise. >> So you do you do have training for them? I mean you know as we roll out as the district rolls out math and they're I assumed helping the students with homework. I mean one of the things that and and I don't know the

answer to this. One of the things that as a parent that I would love if I needed the afterchool care is to have when this when the when I picked up the child at 5 or 6 or whatever all the homework done. So are they are they trained in like the new math that we're doing and how you know to really give them that support and obviously snacks and the social piece as well. Yes, definitely snacks. >> Stein uh Miss Lian will not toot her horn on this but I will. She's getting her doctorate in early childhood education, has degrees in supporting students with disabilities, and also early childhood uh oversaw Buttercup and was integral in getting the $2 million grant that is serving our early childhood education uh educators statewide and designed that program.

So this is one of those beautiful areas where there's synergy amongst that expertise that is trained educators to now uh take that same approach with the team that we have and and it's ongoing. It's regular and it's fun to see uh Miss Laoth in in action. >> Well, that's the bulk of what the bulk of what we're going to talk about is the next three years, right? So we're coming next. So that's the next part. So >> but thank you. This is amazing. the summer program, taking over the after school programs, and like you said, in a very short time frame, you got this up. Yeah. >> I've got to say, I remember when I first joined the board, Ryan started talking about all these ideas, and I was like, I hope it all works.

Maybe a little ambitious, and I mean, you you've just knocked it out the park. >> Thank you. >> I mean, the whole team is amazing. I've heard so much great stuff about it. Uh, and it's like become a thing. It's, you know, people are not going to remember the days it didn't exist. It definitely was everyone hands-on, let's go. Um, with accounting, child nutrition, HR, all of us were involved in doing this and so it's been really fun. Yeah. So, just a few things to show you to highlight how quickly we got this up and running. Um, so sports camp and, you know, LVD plus camp h happened at the same time that we were developing this. So um a lot of the things that we struggled with this one of the major challenges is

having the facilities to ensure that we have the space for the students. So round meadow what you're seeing here on the slide is that we had to literally drop you know the portable and create it from scratch. So this is what it looked like in like August and this is what it looks like now. So it was this is AC stell. They were bare classrooms. We started from scratch and now it looks so homey. This is Chaparel. We have four classrooms there. We took over the bungalows from Boys and Girls. This is Bay Laurel. It's a be like I it's a dream come true. And the team has worked so hard to develop this. Um but right now we're really focusing on you know we're coming to the end of October now and um a

lot of the things that we focused on early this school year is developing the relationships, right? new staff, same students but you know different expectations. So really communicating like this is LVUSD plus like this is how we run things now. So it was kind of a shift for the students. So teaching them um those procedures using our language. Um building relationships and making it fun. Um what's working really well is like I said the dedicated staff. Hiring has been a challenge but now we're pretty good now. We're set. Um, our activities are um, definitely engaging. You can see in the photos. I love when I see and I walk into a classroom and I see the student work products and it's from after school care, right? It's like the best. Um, and then the student

management systems and tuition and attendance, that kind of monitoring, all the operations. Um, that's all ready to go because we did a soft launch over the summer. So, we perfected that. So, now looking ahead, we're going to talk a little bit about Boost. So we're adding to a very successful program um for attendance recovery purposes with building outcomes through opportunity support and time recovery or boost. Um so boost will be offered as a start this year for 20 days. Uh we'll do that through um our our breaks uh thanks thanksgiving break the winter break there'll be two sessions spring break and then the first Saturday of every month and so it'll be um selected students based on uh academics and attendance criteria um they'll receive an invitation to come for standards aligned curriculum to continue

in that um boosting academics but also to be able to uh recoup attendance recovery uh aortionment. >> When are you starting that? We are starting on November. >> November 1st. Do you have people signed up already for that? >> So we are in the hiring process right now. Um and we did receive a lot of interest in manning this. It'll be at two sites. >> Wow. We have administrators. >> Which school side? >> It'll be at um Chapperel and White Oak. >> Oh wow. Okay. >> One on each side. >> Yeah. >> Okay. Looking further ahead for this summer. I know it's only October, but nothing like the present to plan for summer. Um, a few things that we wanted to look at just from our kind of reflections from this summer is that sports

camp is great, but me as not an athlete, um, I mean, it wouldn't be something that I would have chosen as a student, right? But what a great opportunity with our VAPA leadership to develop a visual and performing arts camp. So, uh, camp create is a vapa camp essentially to focus on all things visual and performing arts, theater, ceramics, music, you know, anything like that that um, really targets that group um, of students who are interested in that. Um, sports camp, like Jesse mentioned, we've learned on um, from our summer and we are going to have some age specific pathways. we're going to call it rookie camp, JV varsity. Really honing in the different uh developmental stages and abilities in sports. Um and then we're thinking of having those two um camps operate at the

high school. So really co concurrently one drop off for parents, you know, if you have two different students who are interested in different things with ease. Um and then again expanding our uh LBUSD plus summer program to two campuses to capture more students. um really focusing on ELOP and that summer slide. >> What are the uh grade levels for Cam Create? >> Um I think we're looking at first through probably eighth grade. Um we might be able to do like a exploratory one with the youngers, but depending on the you know the high school is not as accessible to little kids, so I can only imagine them like running around. >> What What's your second campus going to be for summer? >> Um for the campus Agora and Calbas. Yeah, at the high schools because

that's where really like the art studios are and >> you know the kiln and things like that. The >> Oh, I'm so sorry, Miss. >> Go for it. >> One great thing too about the sports camp is all the revenue is redirected all the the net revenue is directed back to the athletic programs and we we really set a a very competitive price point uh to make sure that our families could afford it and be part of it this summer. Uh and with that as well as the um all the intangibles that uh Miss Lia mentioned, we were able to redirect $30,000 back to Agora and Calabas. >> So presumably Campre would direct back to VAPA. >> Absolutely. The same idea. Um >> yeah, >> I think at the elementary level, you know, arts camps

do incredibly well. I think it was a good decision because along with sports camps, they're definitely the most popular. >> Absolutely. As someone who spends all their money on camps, um I am invested For those watching at home, that's personal money at St. >> Would we ever think about trying to get like a a theater arts program in the summer? Like, you know, they're all I mean, that's we spend a lot of those. They're all over here in the area. For sure. They'll have our facilities where you do like three performances in the summer or something like that. >> Something at the end of camp would be really cool to do like a showcase depending on like the types of performances that the kids are learning. Um, I think that would be really great. Or

like a gallery. I mean like an actual show, but I mean like actually like run a like a Shakespeare summer or a m I have a musical a Shakespeare and a comedy. Yeah. Where it's like every day you're building sets like I mean that's I keep getting asked about that both for after school programs for the middle schools but also summer programs. >> Yeah. w with all respect to our uh other camps in the area, the facilities that we can offer to those camps >> by far better >> as well as our uh you know, we mentioned really targeting the elementary through middle school students, but certainly that would not exclude the high school students in the same way that our high school students are involved as uh counselors for the sports. Similarly, uh this

is where you get to Mr. Lazar's point, kids really excited in the elementary level and then really excited for middle and high school. Um and with all that just to transition back we have had uh you know as we reflect there have been bumps in the road. It has not been all smooth. Um and uh to be expected has been uh super fast. Um but Miss La do you want me to go over these or you >> uh so one is we've been really on the Maslo's hierarchy of needs uh on the staffing uh routines construction standpoint. I mean, Miss Lathian, Miss Sweeney, Miss Jones have been on physically on the campuses as we've worked to get staffing set, work to get the buildings there. Um, huge shout out to the principles of the sites

we're on who've been tremendously helpful as well as assistant principal of Peoples at Chaparel and Round Meadow. Um, and so we finally, you know, feel like we're starting to get some ground there. Um, and in terms of the instructional focus, really excited. Um, Mrs. Thomas in partnership with Miss Laian have really hit the ground running to get ahead of attendance recovery while many districts are still trying to figure out what it is. Um so being able to lean in on the instructional side there for those 20 days will hopefully set a model for us. We also have a lot we worked part did a lot of partnerships this last summer uh but also realized in those partnerships there's a lot that we can do in house with a longer runway. So, in terms of the

summer, we're already setting up not only um continued support from our certificate staff, but also training up um Mathnasian Mathnasium ended up hiring a lot of our students to support our students. So, we feel like maybe we can u make that dollar go further and and get to the same result. >> Uh consistency of service across all sites. You know, that comes from training. Um you know as Miss Lina had shared good twothirds of our staff have had um early childhood training some of our staff have come from different ranks and so that has led to different cons uh you know expectations. Um the boys and girls club with great respect to them had different expectations than we do and that has been a a retraining for some of our parents and some of our

students. And then expansion you know that's always a big question. this is um you know in just a short few months I think we can say it's been objectively a success uh in terms of uh having our staff our students involved and the ability and the capacity to really lean in on the instructional side. Um you know the wondering is is what that looks like. You know we have uh families uh uh Sumac and Mariposa and WideO and Lupin who um for ELOP have to be transported to Wier Babuina. Um, so that's not a long-term sustainable strategy. So, we've been having conversations about that as well. Um, certainly we'll bring we have recommendations, we have ideas. Uh, we wouldn't want to get ahead of course of the board. So, we'll bring some of those ideas

to committee, get feedback, continue to mold those ideas and then bring them forward. So, uh, this has been a launching this has been a really a tenacious tale and seeing what Miss Laughy, Miss Sweeney, and Miss Jones have gone through to um, get this off the ground. And PS, they're also still running all of our credential programs. So, really proud of their work. >> Well, thank you. >> Thank you. >> Would you like a motion? I'd like a motion to approve. >> Wait, wait. Are we there? Are we done? We have >> I feel like that was a >> I feel like that was Okay. >> Yeah. >> Okay. Approve. >> So moved. I'll second. >> Motion to second. Any discussion? Well, I would say thank you very much. I think it's great. I know

when it was pitched a year ago, I barely less than a year ago, I felt like gallon. My god, this is a lot. We're taking on not one, not two, but three things. The hattick of uh after school and summer and um and it was great. And I had a kid who was in the summer program. I think I shared it was awesome. Fantastic. Um food was fine. Uh um but the program was the program was better. U which was great. I mean, and I think that the secret sauce was their superstar heroes. Yes. The high school students >> leading the course. That's a brilliant unlock. Um, and if you ever doubted, >> I would say go watch the wrestling uh class. That was my favorite that I watched. Seeing like six, seven, and eighty

olds wrestle with, >> you know, 16 year olds who are 27 times their size, it seems like, >> um, but having a blast doing it. And I think the I think the high schoolers had almost as much fun as the kids. So that was just so sweet. So, uh, it was fantastic. >> All right. All those in favor, student board vote. I >> board I >> I motion pass. Thank you very much. Um >> appreciate it. >> Approval of position Well, excuse me. Let me try that again. Approval of resolution 12- 12-25 advocacy to pass city ordinances that prohibit the sale, distribution, or possession of cratom products. Dr. Steinowski. >> Mr. President, members of the board, um want to thank Miss Cut Bill for bringing this issue to my attention. I hadn't heard of this.

Um, and also thank Miss Thomas for her research into this, gathering information from other cities, other states, um, to make this pitch. Uh, is a substance, I think it's a fern that grows in Southeast Asia. It's ground into a powder and can be placed in a number of different vehicles, uh, liquids, pills, those sorts of things. Um, it's commonly found in this area in a substance called um, feel free, which is a liquid, looks like a 5-hour energy drink. Um, and has very concerning, very addictive, um, impact on anyone. Um, it's totally accessible to children, uh, students, um, with very with almost no limitations. In the state of California, I believe 13 states, maybe I'm too high, Miss Thomas probably knows the exact number. She listed a number in the background. Uh, have banned this.

California considered banning it some time ago and did not. Um I reached out to all of our four city managers, shared with them a draft of this resolution to let them know um you know that we were serious about this. I shared our concerns about it. We've discussed at city schools meeting as well. Um so obviously um you know saddened to bring this forward to the board, but it is a legitimate health concern uh for our youngsters. MS, >> there are about um seven state bans um but more than half the states in the United States have put some sort of regulations on them. And right now there's not regulations right in our area on them or outright bans. And so, um, we're looking to, you know, keep our community safe, keep our students safe,

um, and would propose putting this resolution forward for, uh, approvement, uh, approval, um, to help keep our community safe and away from this dangerous product. >> I would just add, I also shared this with all of our mayors, um, and they're all waiting for us to pass this, and I think they'll they'll be moving it forward to their own councils, uh, when we do pass it. I only have one change. I would like to remove the word and the very last now therefore be it resolved uh where it says um within the district boundaries to adopt and enforce that restrict or ban. I would like to ban the sale of distribution or possession of unregulated cratom because we're already framing it as the unregulated version which I think should be banned. You just restricting the

stuff. We try to restrict vapes and they're everywhere. I think we just need to ban them from our community. There's no until it's regulated I think it should be banned. >> Go along with that. Me too. >> That's a good change. >> I have a question. Thank you, Mrs. Cut Bill, for bringing this forward. I had never heard of this. This is just awful. I mean, this is really a critical safety issue. Um, so when cities do this and if they pass ordinances in the cities to ban the sale of this, do you know, Dr. step or um Miss Thomas, do they like go to stores to check? I mean, how does that word and that that uh new code in the city code get out to store owners? >> Yeah, they would have enforcement

um capacities. We've done sting operations relative to tobacco, uh vaping access to migrants. Um so, they have the ability to pull permits and authorizations for local businesses. And I know the city of Calabasas has been aggressive in this area. Um, and I would expect that the other cities would step up and any concerns we'd bring to their case and and but they do have the ability to pull uh permitting. So, so when we send this um duly executed resolution to them, which they're obviously aware of, the mayors and the city managers, do we need to want to just say we encourage you to notify the um you know, to ban it and notify, you know, all store owners. I mean, it's >> Well, I think that when they ban something, they do notify. >> They

do. They already do. >> I don't I think we let them >> I think they they just it's Wow. that's there. >> Okay. Thank you. Do you want to >> Yeah, I just I definitely also thank Miss Cutwell for bringing this to our attention. It was interesting after um she did, I suddenly started noticing it all over the place. So, you were kind of ahead of you were ahead of the curve. So, thank you for uh >> It's right next to that Middle Eastern chocolate, whatever it's called now. The new one that's sold the >> the Dubai >> Dubai chocolate. It's like the two things are now next to every register. >> Oh, we definitely cannot ban Dubai chocolate. No. >> Wait, you have seen this in places? >> You You wouldn't know it because

you think it's 5 hour energy drink. It literally is meant. >> Yeah. >> Oh, yeah. >> Yeah. >> Okay. Would you like a motion? >> Is there a motion to approve? >> So moved. >> A second. >> With with the amendment. >> With the amendment. Correct. To ban not restrict. Um again, I think all of our collective thanks to Miss Cutville for bringing this forward um and advocating for it so strongly. Uh all those in favor of student board vote. I board I motion passes unanimously. >> Um for the next three items I would just share for those watching at home uh this will be the second time we've discussed them at here at the board meeting and the third or fourth time some of us have discussed them in committee. So there's been an

awful lot of discussion about these an awful lot of presentations. >> We're not glossing over them just been beaten to death. >> This is not my signaling to Dr. Leon to move with some elacrity through them. It's just saying of we've done this multiple times and so this is just now the final approval that the board has to vote on. So it may seem like a very nuanced topic but we have spent hours on each of these with that preamble. Dr. Steinowski, >> Dr. Gleason. >> Mr. President, I'm sorry I don't have the agenda in front of me. Which item is first? Uh approval of resolution 13-25 approval to leave the schools linked for insurance manager joint powers authority. >> Mr. President, members of the board, uh as has been discussed uh over the last

really the eight months in collaboration with multiple committees and of course uh as Mr. Lawrence mentioned with the board, we've been part of the school's link for insurance management since 1979. Uh after doing a thorough analysis which was presented at the prior board meeting uh we believe it is in the financial best interest for the district to move to a new provider a skip. Uh this will um uh mean that when the board or when if the board approves this resolution uh we will leave that JPA that joint powers association this uh June 30th 2026 and then if the next resolution is passed we would join the ACIP uh JPA joint powers authority on July 1st of 2026. We are currently the treasur of uh the slim JPA. who would resign that role um effective

June 30th of 2026 as well. So uh this is the first of three resolutions as Mr. Lawrence mentioned. This is to vacate and leave the existing GPA. The next resolution is to join the A skip JPA effective July 1st 2026 and the third one is to set up the uh subfund in order to fund the deductible based plan that we discussed at the last board meeting. So just for those playing the home game at home uh macro discussion, we are choosing to leave a co-op of which we are the largest player in uh to join an organization much larger, much more diverse. Uh and setting up a funding mechanism whereby if things play out the way we think, but also you've also vetted this with outside independent um auditors tell us is most likely will

not only uh drive money back into the general fund for the district. um it it is better better service the district better servicing of the claims. It's a like a win-winwin all the way around. >> Yeah. Actuarial analysis has suggested that uh if we use the deductiblebased model on our current loss rates that and invest the same amount into the fund 171 we will generate millions of dollars off of interest while we set up uh good management and good claim management for our staff. Uh, additionally, ASIP has a rebate mechanism in place where if you stay with the JPA, we will see cash back there. Similar with health and welfare benefits though, this move puts us again in the driver's seat of being able to shop our um district to the best model, keep competition

is good. It is healthy for u insurance providers to ensure that they don't get stagnant and continue to provide the best service. >> Um, is there a motion to approve? >> I move to approve. I'll second. >> Any discussion? >> Uh just one question. Um Dr. Gleason, the $10 million in in savings is obviously really strengthens fiscal sustainability as well in addition to many of the other measures that have been passed this year. uh will there be uh in as budgets come to us every year uh will there be mention of how we are tracking compared to those uh actial uh assumptions so we can see how it's it's kind of doing because the the one other thing that was appealing about this was that if it doesn't work out we can always leave it

quite easily so >> yes absolutely as part of the resolution there's a I believe one of the whereases I put in there is to provide an annual update at the mid to the Um in the financial statements that you'll see in the first interim, second interim, adopted budget and unodudited actuals, fund 17.1 will be reported on to see the fund balance over time. Uh certainly at the pleasure of the board could bring an info item to discuss especially how the deductible based model plays out against modeling. Um the 10 million is uh based on assumptions as to if we would uh continue to invest the same amount that we're investing in the dollar one program with Slim. Uh certainly, you know, just um and I know this Mr. Lazar, you know this, uh but just

for anyone watching at home, if we got to that point, I wouldn't suggest necessarily build the fund balance in 17.1 to that amount. It just shows the power of cash invested over time. Um and if we have good claims management uh which a skip the references were off the chart uh we should be able to be in a good net position. So it's definitely there in the resolution. It's there in the quarterly um uh ed codemandated reports to the board and certainly um I know it'll be a topic I'm sure that we'll talk in finance and then could bring as an info. >> Thank you. >> Great. I have a motion a second. All those in favor of student board vote >> I. >> They said no. I was like, "Oh, wow." >> Very strongly

about it. He has >> um a student board members vote. He has support for it. All those in favor? I motion to pass unanimously. Um approval of resolution 1425. Um is there a motion to approve? >> I move to approve. >> There's a motion to approve 1425 to join the Alliance of Schools for Cooper Insurance Programs. Anything else you want to add to it or you feel like you you got it? >> No, these three are all connected together. It'd be really awkward if we didn't pass this one. Yeah, it would be. We can just have no insurance and see. >> All right, we have a motion. Was there a second? >> I second. >> Okay, there's a motion to second. Uh, all those in favor student board vote. >> Board it. >> Wait, wait.

His your mic isn't working. Correct. Okay, let's >> I got we heard good. You're good. >> Mr. Klein, will you make note that our student board members mic isn't working? >> Um, board members, all those in favor? I >> I Miss D is clearly working. Uh, um, Uh >> yeah, >> approval of resolution uh 15-25 approval to establish fund 17-1 special reserve. Is there a motion to approve? >> So move. >> Uh Miss Cupell makes a motion. I have Miss Manga seconding. Um any discussion? Seeing none, student board vote. >> I board I >> um I motion passes unanimously. With that, I'm going to adjourn the public session of this meeting back into closed session. Mr. Klein, if you could please turn the cameras off. >> And we say goodbye to our students at this

time. >> You're free to go. >> Yes. >> Thank you guys. Apologize for that. >> Thanks. Go Bears.
