001good evening I'd like to call to order the regular board meeting of the Los virgines Unified School District for August 13 2024 uh or for our first item of business and Open Session if we could stand for the Pledge of Allegiance and if principal wkey would come and lead us that would be great aren't you glad you came I'm glad I'm here good evening please stand place your right hand over your heart ready to begin pleas alance to the flag of the United States of America and to the Republic for which it stands nation under God indivisible with liberty and justice for all uh reporting out of closed session uh the board voted five to zero on the settlement agreement that was brought forth in Clos session um approval of tonight's agenda I move to

002approve tonight's agenda I'll second thank you uh all those in favor I I I I thank you approval of minutes of our last meeting from June 27th we had two of you were absent so I'll move to approve the minutes of uh June 27th second thank you all those in favor I I those abstaining I I thank you very much staff board communication Dr sta Madam president we've two members of the team to welcome tonight so if You' meet me at the podium we can Madam president members of the board uh thrilled to introduce two members of our Coyote team uh tonight we've got principal wkey with us and he is probably the most excited person in the room we have assistant principal for athletics uh John will to my left a little bit about

003John uh for the past two years he's been an interm assistant principal at John buroughs and Burbank High School before that four years as ASB adviser at Burbank three years as a PE teacher two years basketball and baseball coach supported and directed 22 athletic teams and their staffs oversaw six Performing Arts programs managed their entire school facilities coordinate AP and cast testing and he comes to us for with the Bachelor of Arts and Kinesiology from Cal Lutheran master's degree in education from woodier Madame President thank you John on behalf of the board in the district we welcome you and look forward to working with you at Calabasas and these are notable because these are the last of the old logo pins that were going out so I won't um pin you since you don't have

004a LEL but I will let you do with it as you will welcome and we're glad you're joining us any words John um Madame President uh dising Dr stoski um I've been in a couple different districts and I've never felt so welcomed um in the month and a half that I've been here especially from the district level down so very appreciative of making me feel 100% at home um getting up and running and then also principal Wy who's just been an amazing leader for me in these first six weeks and it's made me felt so welcome and I could not be happier and more excited to be part of such a great District in the job description John I hope HR told you was you have to beat Oak Park and Westlake High School Jim

005with those cameras on darn I think Dr step we had a John Wells a Calabasas many years ago maybe before your time that's right that's right oh you've been told already oh no relation oh okay got it outstanding as Miss cville said please keep these pins these are keepsakes says you are the last two people to ever receive these thank God they're antique thank God uh Miss Musgrove come on down and it's my pleasure to introduce the assistant principal of curriculum instruction uh Karine Musgrove the past year she's been assistant principle in SEI Valley at Calo Middle School she had four years English and social science teacher she was one year as a CTE teacher of marketing at vcoe uh one your media uh Media Center specialist and librarian at her very own w elementary

006school she's coordinated support services for E Learners uh she's oversaw the administration of uh English language proficiency assessments managed student attendance and the sarb process we love attendance and we love hire attendance uh designed and Implement 21st century marketing um CER CTE certificate courses for high school juniors and seniors she also miss musr also likes college she has a bachelor from Washington State University in Communications and minor English she has a MERS in Business Administration from Cal she has a masters in anthropology from UC Santa Barbara goad she has a master's in education from National University and uh also welcome on behalf of the board in the district and we're thrilled you're here and we look forward to seeing you at Calabasas and working with the team there we beautiful thank you so Madam president

007and um board members and Dr stefanowski I'm very excited to be returning to what I feel is a home um in lvsd I have my own kids have have gone through and actually my husband started off in W White Oak Elementary and is a um a g graduate uh so it is a big huge part of our family um and I'm going to Echo John's words of just feeling very welcome um all the events that we've had so far um for admin and then also um principal W key as well being just so kind and supportive of us um and this we've been there for about a month and we're we're excited to have all the kids on campus this week and to to get rolling as school starts but thank you did did you

008do the frame with Dr Cyprus uh White Oak Lions I was a fellow W Oak lion as your husband G no but did you do the frame the picture frame that you did you do the signing day yes yeah yeah yeah yeah and the wheel the wheel The Wheel of Fortune yes welcome this feels very ch a little trip haard I'm sure they have to get going because they are thick into registration at our high school so they are busy busy already getting ready for students to come back so continuing on all right launching into staff comom I think I'll kick it off what do we got Mr Klein welcome back that's a photo from our welcome back video coming out real soon we had 15 or so students from across the district in different

009grad and such a joy to be around them they were super excited to be a part of it I think that video goes out welcome back video goes out Monday I think it'll be um a lot of fun next slide of course we got gold agore brought home the gold congratulations to Tara Woodhall Davis she is a phenomenal student I think the board probably remembers we brought here here for some recognitions she signed a shoe for me uh fantastic fantastic uh young athlete she was in the Olympics four years ago I believe placed e at the Olympics and this time uh watching her jump they get six jumps I had no idea six total jumps they don't have to do six but they can do six and every time each of the jumpers went a

010little further so she had to keep beating them her first jump was 6.9 meters then seven then 7.1 so such a joy uh for her um I've reached out to her family hopefully um she I reached out to her and her father hopefully we can bring her home for some sort of special recognition and celebration so congratulations uh so that's our second Olympic medal Dena cter is the other from aora also with a bronze in the marathon mhm she's Davis wood Hall oops you're right sorry Tarra Davis wood Hall I only noticed I look at that yeah her husband is a par Olympian and he's a medalist also and he's heading back in two weeks to compete in U Paris as well in the par Olympics that's cool oh they aous beautiful couple that long

011ago have a picture from 2017 of her coming and we honored her yeah I tweeted her out and she replied a while ago you know oh look it's baby Tara oh she hasn't changed a bit I mean she looks the same to me yeah same to me fantastic fantastic lady really an inspiration she's um she's fantastic real Joy um but we celebrate all types of Victories and ribbons um I know it's a bit of a a differentiation between Olympic gold but we have a first place ribbon from ventur County Fair um Diane Hall uh submitted her recipe for ginger snaps I had one of them they are fantastic she took home first place little bit hard to see the ribbon there so we have ginger snaps here from Dian my hard they actually are fantastic

012I love a cookie how come nobody's taking bust that bust that puppy open so if you see Diane congratulate Diane all victories are celebrated here no ribbon is too small that's right yeah I opened it I okay uh next up and very exciting to share our overall districtwide scores are in we're up in all areas love to see the academic growth obviously that's been a focus for the board for Focus for M team Focus for our staff and our teachers as well so Ela up 2% math up four um that's a very nice number to see during a pilot uh right it was generally not a very popular math curricular pilot it's not one that we're going to be adopting Pilots are disruptive Pilots are challenging it's something brand new you know imagine doing something

013for the first time uh you're not going to be that great at it um but it worked but it worked and the scores are going in the right direction and that's fantastic so we know this shows us that the strategies the direction is right and Miss stport is noding up and down which I love to see science also as a physics teacher I'd love to see that bump in those science scores at 8% uh as well and um we'll be engaging another math pilot this year and uh the energy from the staff is already uh much different but it'll be it'll be you know a big lift again that's a lot um uh to move forward and there'll be a lot of communication a lot of collaboration and again I appreciate our staff uh for

014rolling up their sleeves and um the team especially that's engag in the adoption which represents all of our schools and grade levels I appreciate their hard work in that so um next slide Jim yesterday uh we're starting to welcome folks back so um uh Dr gleon and I always make a point with Miss Kelly beer to go and welcome our bus drivers um the fantastic group I will say their energy and enthusiasm was the best I've ever seen they wonderful group they're super excited they really appreciate stopping by we thank them we remind them that they are important part of our our web around our students they see many of our students first thing in the morning and last thing at the end of the day and and if they see anything I reminded them

015you know just let us know Johnny's being quiet Johnny looks upset Johnny looks sad um anything please let us know um reach out to you know our staff our principes our teachers any of us and uh you know and let us know and and often times they are called in at challenging circumstance with to World War II aircraft land on the 101 I'm sure the board remembers and the bus driver navigated a bus for the bay laurel students safely through uh that chaos and we brought that that bus driver into the board meeting actually to recognize them so um all members of the team are celebrated next slide another group that is super important to our team critical to our team is our office managers they were in here yesterday for um probably a 4our

016training Miss Cham spent uh a lot of time uh getting them up to speed on technical issues Financial issues enrollment issues uh was great to have them um in the room Al together as a group these are fantastic fantastic people and they're the backbone for our schools and an invaluable resource for our principes our teachers parents and students next slide last Friday we had the admin team we joined again um at Lupin Elementary and um set the tone for the year reviewed data um broke up into small groups moved around and was just great to spend some time with them talk Vision Talk plans talk curriculum talk academics what's the trophy she's holding great catch Mr Lawrence I want to back up one Jim so miss Jorden assistant principal that you WR is holding the

017brand new uh Los virgines Oak Park cup so the middle schools have an inter mural Athletic program and so we wanted to memorialize that uh similar to the Los virgus cup which celebrates the football game between oakar sorry Agora and Los Calabasas um and winner gets her name in the year in that um our three middle schools in media um compete in girls and boys volleyball girls and boys basketball black football soccer um so the winner of the cumulative competitions between the schools will get their name on the cup similar to the Stanley Cup that's quite the Hat yes sorry Agora team aora another good catch Miss cutbill team aora wore their cowboy hats as homage to miss Tara Davis Woodhall and her Roots if you saw her she one of her things she puts

018a cowboy hat real she wears cowboy boots she um she left a goore went to Georgia and then transferred to Texas UT so um she um that is one of her signatures is the cowboy cowgirl hat next slide partner our dust we have a lot of construction we have about 60 projects that are in process right now I think almost all of from our DSA approved so super exciting the good news is construction's happening uh construction projects are rolling things are happening uh shovels are in the dirt and that's also part of the challenge construction projects are rolling shovels are in the dirt and there'll be some dust and some inconvenience uh so we appreciate uh our parents and our students um construction is disruptive parking lots playgrounds hallways all kinds of different places so

019uh we beg beg beg your forgiveness our principles will be updating their Communications pushing out updates relative to the projects Dr gleon will share um in the board is Friday with some updates on the projects we have going on and where they are um and I've got a few for you tonight so that's earlier the summer and the parking lot at loopin and our first solar install installation next slide and that is uh the near completed solar installation looks fantastic um they'll collapse that construction site to to around two of their poll so they'll have a few spots but there should be zero impact for loopin as they start the school year and we finish hooking up those solar panels uh so we're starting at lopin then we're off to Bay lauro chail and AC

020are the next uh three schools in a row that will be going um Bay Laurel's on the fields so even with the pylons here we didn't lose parking at loopin nope no parking at all and the shade for the staff which they are great yeah over the moon excited about some of our solar panels like stelle and Lindero will be going over the athletic fields or on the side of the athletic field where parents stand uh to watch also be useful for our students in PE classes as a place to um you know get out of the Sun and into the shade so great stuff there uh I think one more picture of lopin the gentleman in the lift jumped up and took a shot to get the school in the background so phenomenal that

021will entirely power loopin and take it off the grid once um that's installed and the guy told me it's one of the smaller installations I've ever done what what like if you don't know it's fine just curious ballpark what does lopin cost us to power per year uh two million for the whole all 15 schools so probably a couple hundred thousand dolls oh oh yeah for lopin yeah you got 15 schools but nine Elementary so yeah do the math yeah signicant six figures it's go yeah and as I mentioned par in our dust there this is Sumac in one of our TK bathrooms uh this was taken earlier in the summer so I'm sure it looks different than that but I'm also sure it's probably not done um but we'll have things up and rolling

022to the extent possible but the exciting stuff happening um in a lot of the things like Roofing uh electrical you just can't see or they're not take pictures of um i' got some of those for you too next slide Jim uh exterior of Calabasas um Julie app crew did a fantastic job painting so there's a before and here's an after looking good pops nicely and here's a Gora before and here's after and a picture with our charger we have contemplated putting a gold medal around um this person's uh neck to symbolize our uh recent uh success in the Olympics uh this is one of the tougher pictures as I said There are 16 classrooms in each building at Calabasas uh been hard at work all summer long um authorized up to seven uh days a

023week of working uh they haven't needed that project's going very well um but a super important project this project will be done on time this is the one that has to be done on time we can't not have 16 classrooms when it's 95 degrees outside so uh this is the ventilation uh this was several weeks ago as well good news is all the old ven ripped out all the new is installed all these have to do is be pushed up and have the vent sealed across them next slide JY here's the units outside they are relatively small and they are super quiet and they are super efficient just a reminder for anyone watching that um at some point it looked like the h building 32 classrooms that it would be like three years out on

024to even get started so we did the engineering early and we were able to sort of and at one point we looked at would we have to move 16 or 32 classrooms would we have to you know scattered Portables everywhere so that we have half this done in a year from the first series is amazing and the other half will take more because we're going to have to put units on the roof but if they're units like this I in studying districts when they pass bonds and it happened at Beverly Hills and it happened here in um with death length measure R when you pass a bond especially a large Bond it can take years to get projects rolling and I did we did not want that the team did not want that to happen

025so M cut Bill's point this was submitted to DSA a year before we even went out for measure s because it's a super complex project um which involves a lot of student safety because there's 32 classrooms the ground floor units are going on the ground floor as you can see that's literally in the back of the building by the parking lot the second floor units which will Begin work probably going to begin work on the second floor in January um because it's a complex project because it involves um structural elements to support it even though these are much smaller and much lighter than the units that exist there we have to be super super careful because we will be removing old ones and adding these but um so that's that's a tougher project on the

026second floor um but hopefully the old unit that are there since they only have half the load now so to speak half the classroom 16 out of 32 uh we'll uh have a pretty successful year I think it'll be the probably the best year the h building is a beautiful photo can I just say that is a thing of beauty right there I know not these pictures aren't you know the solar pictures if you if you've been here and had uh students staff take the microphone that is a beautiful promise kept earlier 10 we thought promise kept years earlier yep about a $7 million project and that concludes my coms Mr Klein all right Madam president members of the board summer is always super busy uh for the tech team but one of our favorite

027projects during the summer is our student intern project uh we had uh 26 student interns they are students who were working with us this summer working on laptops they repaired or cleaned up and reinstalled software on over 3,000 laptops so it's it was a they accomplished amazing things for us it was way more work than my team could have ever accomplished with all the things that we have going on as well so we're super appreciative appreciative of that team and Dave fio who leads that team and makes sure that everything stays on track for the summer they actually went to all the schools and collected the laptops brought them to a central location did all the work and then redelivered them out redistributed it it was it was a big project and they did a

028really great job we're really proud of them uh and I lost one of my pictures oops well I lost a picture had another picture in there of my Tech Team they're very involved in registration this year and one of the big things that they're working on is making sure that all of the student IDs are uh printed on the new cards and all of those cards are activated so on day one we can start doing all of those off campus passes so we're looking forward to those guys uh using those right away uh next year Miss Chambers Madame President members of the board it's my pleasure to provide an update on the micr credentials we offered four in-person micros this Summer that focused on neurobehavioral coaching and diversity equity and inclusion with over 200 classified

029and certificated staff that participated so I've included a few different slides and pictures of the classes that were taught by Miss laian Miss Sweeney Miss peoples M Miss DeMarco and miss hayashida one of the most memorable parts of the courses included a field trip to the Museum of Tolerance which um got great feedback from our staff and kudos to the Center for educational Excellence team for their support and making sure our classified certificated staff have so many great opportunities to learn m d Port thank you Madame President members of the board as the school year approaches the elementary math adoption uh pilot committee and pilot teachers um have gathered to get off and running we had hosted Ed servic has hosted a two-day professional devel vment at AE Wright uh for the 24 teachers and

030the elementary principles um as we look at I ready classroom mathematics so this highly rated curriculum um is very exciting very engaging we're going to take a great look at it this year uh as we pilot these materials um for the next couple of months and the materials have already been delivered uh and the teachers are preparing hard at work uh to be ready to launch on day one can you remind me are we only piloting I ready in elementary or are we also piloting at Middle School uh we are only piloting I ready classroom in elementary and what is the pilot we're doing in Middle School the pilot in middle school is Desmos and is that same one for high school high school is doing Desmos and car thank you all right for her

031very first half communication excited Dr Kelly SC um I just first want to Echo what curan and John said just the welcome from everyone has been so warm and so supportive and so thank you for that um it definitely feels like I've jumped right into family the honeymoon's over at the board meeting bring it it's time for ma no we're we're thrilled you're here it's been it's been a great um month and a half I've had opportunities to meet with site um principls with teachers um take them out to coffee or lunch um I've toured the pack at Calabasas um and the broadcasting facility at Agora um and then just like Jana mentioned the math pilot so we had our math pilot training yesterday with the high school and the middle school teachers where we

032were um given the Desmos and the Carnegie training um and I I met with all the pilot teachers the Committee Member teachers kind of walked them through the process what it would look like this year and then English in Middle School will also be piloting study sync as well and so we had that training last Friday so jumping right into things we threw in the deep end but you are doing great and we uh yes you've hit the ground running so thank you thank you that's M president members of the board uh Dr steep shared all the projects that have gone through I just want to send a shout out the business department team this is the busiest time of year as we close the books suggest our payroll practices uh navigate 60 projects and

033uh revamp our Child Nutrition uh department so just a huge shout out to all the amazing folks who when they hear it's summer uh here it's the busiest time of year and we couldn't have a better team Dr cypr Madame President members of the board the first five action items then are brought to you by the fabulous work of these two negotiating teams here so I wanted to take a moment to extend our thank you and appreciation for both the lva and the district team and particularly always like to send the message to any staff any teachers uh psychologists counselors watching out there that uh the folks listed there under lva just do a fabulous outstanding job advocating for them each and every year and Kudos as well to our district team for their collabtive

034work the group's been together for a while now and it truly is um a seamless process we're grateful for the relationship and the collaboration with our partners and appearing for the very first time as assistant superintendent for ed services despite the fact that Miss Stein has been emailing her those questions for six months with with the subject line hold until July 1st no I I don't know that ever Miss Angie Fulk thank you Madame President members of the board today I had the privilege of being at the Agora High School senior registration yesterday I was at the calabasa senior registration shout out to the admin of both teams and the teachers who helped it was smooth it was seamless there were stations for kids to get all of their IDs and if they had scheduling

035problems they were able to meet individually with the counselor so by all accounts it went extremely well this Friday Calabasas will be hosting their freshman um welcome and on Tuesday of next week Agora will be hosting their freshman welcome so shout out and kudos to the Chargers and the coyotes for a job well done that concludes staff communication thank you very much Miss Mingus um it's been kind of quiet uh with us taking July off but I hope everybody had a nice uh relaxing summer and enjoyed some family vacation and I'm super excited to be able to see all of the hard work um up close of these projects that have been worked on all summer and um excited for the start of the school year thank you very much Miss Gaines just quickly Echo

036the sentiments uh thanking all the staff for all the summer projects all the work all the negotiations and um ready to uh start school thank you Miss D hello I just want to uh thank the district off off and everybody for all your hard work for getting the school year ready and to our teachers and staff and counselors and everybody uh teachers and counselors I know principes are back now but they come back on Monday and I know many teachers have been working on their own time getting their classrooms set up and I can't tell you how much we appreciate all of your hard work because it is a heavy lift uh getting schools open and welcoming students back and we will have construction at many of our schools during that time so uh appreciate

037everybody's patience and everybody's hard work thank you Mr Lawrence I'll Echo everyone's thanks and Seed my time thank you and uh I will hold my comments what I did for my summer till a certain agenda item later uh okay moving on to uh we have no comments for I uh from the audience for items not on the agenda so I will move into consent a I'll make a motion to approve consent a I'll second thank you any discussion on any item no okay I'll call the motion all those in favor I I consent B I'll make a motion to approve consent B second thank you all those in favor consent b i i action items here we go opening the public hearing approval of lva tentative agreement I'll make a motion to approve the public

038hearing I'll make a motion to open the public hearing I'll second thank you those in favor I hi hi hi public hearing's open okay I'll make a motion seeing no one here I'll make a motion to close the public hearing I'll second all those in favor I I I public hearings closed approval of lva tentative agreement Dr SE Madam president members of the board again I want to reiterate a huge thank you to both members of the negotiating teams over the course of the spring and summer met four times together uh finalizing language as well as salary and benefits the key components of the Agreements are uh essentially a 1% uh raise ongoing and then an additional 0.5% uh Penning the district meets the projected enrollment figure of 9800 if we do not meet that

039figure it would be paid out as a one-time uh you know onetime payment in uh on January 1st additionally listed is ongoing increases to benefits to keep up with the health care cost for our employees would you like a mo yes please I move to approve uh the TA with LV lvea subject to ratification thank you uh I would like to thank the team again and all the hard work that went into this it's so important we get this kind of done and can start school without kind of that going on as well for our employees so that they have that certainty um all those in favor didn't LBA ratify it's up pending ratification they vote typically when they return sorry about that yeah that's okay all those in favor thank you everybody thank you

040very much um next item approval of management salary adjustments I'm happy to oh sorry go ahead follows the same line go ahead correct yeah M president members of the board uh utilizing the same allocation of funds the following proposal mirrors what has been reached with certificated units which is generally How We Do generally our practice I think this is I don't know this is actually normal most School District I think it's pretty cool that we do it this way yeah that that the management basically the same everyone shares equally so I'll make a motion to approve of management salary adjustments I'll second thank you all those in favor management salary schedules I I I thank you very much approval of modific modification of certificated non-unit non-managed salary schedules again following the same practice this is

041for non-management uh non-unit member uh folks and the only uh Nuance here is that we did do a little bit of a bump on these substitute uh teacher rates it'll be a little bit higher at a $10 per day increase so that'll be uh uh 60 for folks uh taking a position if they reach a certain a certain threshold it's 31 plus they'll be 185 and if they hit 91 days over the course of the year that would be 210 so that's a $10 increase for each of those three and how does that compare to surrounding districts that is uh exact with Oak Park and ahead of can great thank you make a motion to approve the modification of certific non-unit non- management salary schedules a second thank you all those in favor I cracking

042along here approval of Career Technical education teacher request for salary adjustment are CT teachers that are not part of the LV bargaining unit receives the same exact compensation and benefits package uh increase as our certificate folks I'm going to vote against this one just for fun motion to approve CER technical education teacher request for salary adjustments I'll second thank you all those in favor I and finally our last action item consideration approval of sixth amendment to agreement for employment of superintendent uh the language on this exactly mirrors that of what we negotiated with staff and we are thrilled with our superintendent Dr stefanowski and uh 18 years in the district since you yes and um sixth amendment makes it sounds so long the sixth amendment but we are we are thrilled uh to extend the

043contract and uh thrilled with our superintendent so I will entertain that Mo I'll make a motion to approve consider motion to approve the Sixth Amendment to the agreement for employment of superintendent I'll second thank you all those in favor I I thank you Dr thank you thank you thank you for and one one brief note since um half of our uh staff half of our 1100 are lvea or certificate right the other half are lvca or classified and we have as Dr saer said earlier uh an agreement T agreement with them as well and we'd love and cherish those folks and many of them were in the pictures shared earlier and that will be coming to the board their salary enhancements and benefit enhance will be coming to the board at our next meeting that

044agreement was just reached recently and we have a statut requirement to post that for 10 days prior to bringing it to the board so uh they are very much uh a part of all of our success and that will be coming to the board as quickly as possible which will be August 27th okay I would just say point to mention that yeah I know I know we got kind of um screwed frankly by the state of California the cyc on what we expected to get and I think that uh I I really appreciate the creativity to make sure that I mean we're we're Downstream we we can't we're we're only able to give what we get uh and the fact that we got substantially less than they forecasted and expected and re anticipated and I

045think it's just another example of how in the tough times everyone is willing to give a little so I appreciate all the work on that to Mr Lauren's point we're receiving 75% less of an increase than we had been told by the state that we would receive it's always a fun surprise uh what is a starting salary for a teacher T it varies on a variet of different things as far as their University credits master's degrees things like that I'd say the ballpark average would be about 65,000 okay thank you moving into information items so first item review of current cell phone policies uh I wanted this brought as an information item as you know the board has to discuss this in public first to either give consensus on a direction or where we are

046I think how I would like to proceed with this item is we will uh see Miss Folk's slides and then um I'd like to make a couple comments and I will ask each board member you know to weigh in we can have a discussion and then I um can also have um and then after that time I will have any um I have a couple speaker cards to speak so that we can maybe come to some kind of clarity on where we are so miss Fulk if you'd like to M president memb I'll I'll kick it off briefly uh thanks Madam president for for bringing this forward I know um Miss cutle read this book I think probably along with a number other board members this is the anxious generation not exactly the lightest summer

047reading uh but I did take this with me while I was visiting my parents in Philadelphia um it's a heavy read um it was an impactful read for me it's it's almost like a a massive research dissertation there's a a lot really every almost every other page is data charts um masterfully put together and it talks really about um you know the impact on our children um you know relative to social media and screen time and we've been sensitive to this issue for quite some time we've got mayor Posta School of global education our K8 which is Waldorf inspired and is um a low tech school that participates in screen-free weeks for the entire family that sort of thing we also brought dopam mind in for a presentation which I got to hear uh last

048year Calabasas uh PFC brought that in that was a fantastic um organiz fantastic organization fantastic presentation panel discussion that we're looking to bring back again uh for this for the fall since this is such a um Hot Topic uh in the LA Times and uh throughout the regon throughout the region and I think you know when you when you deal with complex problems simple answers are always the best and um when there are a multitude of approaches what connects us to our values we care about our students we care about their well-being their mental health and of course most importantly for us from our perspective and our mission is their academic success uh in the classroom that sets them up for the future uh so with those kind of thoughts binding us you know we're

049um excited to share with you some information Miss faul has spent a lot of time this summer going over this looking at the new board policies um looking at the data as well miss Faulk thank you Dr steep uh Madame President members of the board um as Miss cille said this is being brought forth as a result of at the board's request and as Mr Lawrence and miss Hut Bill and Mr Klein know we have talked about this several times at the safety and wellness uh committee meeting so just kind of re uh reviewing what we have our current board policy says that students May possess or use on school campus personal electronic devices provided their use within school rules don't disrupt the education and are not used for elegal or une ethical purposes such

050as cheating on assignments or tests and that was pretty much board policy for most most of the surrounding districts over the past few years it further states that a school official May search a student's mobile device including but not limit to reviewing messages or viewing pictures when a search is Justified students who violate this policy may be prohibited from possessing a mobile Communications device at school or School related events and students are required to have their mobile communication devices turned off during instructional time unless there's a medical purpose like we have kids who have diabetes who use their to phone to check their sugar uh blood sugar levels or a students's disability as noted for their IEP and this is our current policy as most of us know on July of 2024 Newsome signed AB

051272 into law which basically says School boards are allowed to adopt policies to limit the use of cell phones but are not required um and even the update that came out today was pretty much the same language acknowledging what Dr steep said there is a lot of growing research that unrestricted use of smartphones um directly impacts the social emotional learning and status of students we've seen an increase of cyber bullying um lowers people performance because they are not paying attention increases in student depression teenage anxiety suicide that's that's across the board what research has shown the AC ACLU responded to all of the chatter so to speak of restricting cell phones and basically cided with what school districts are looking at and that students May possess a used personal electronic devices on school campuses provided

052they don't disrupt the educational process which is our current board policy they are should be turned off and kept out of sight during class time or any other time they're instructed by a School employee viol schools are allowed to do pro Progressive discipline and that no student shall use an electronic device with a camera or video which infringes upon the Privacy rights of other students so basically the L ACLU fell right in line with what CB's recommendation is and what our current board policy is csba recently reev revised its board policy and added an additional sample of board policy to address cell phone use at school so CS uh csba sample 51 131 which is our current board policy which would be a revision only includes language related to cell phones being prohibited during instructional

053time they added 51 31.8 to add some additional information so what it it what 31 3 51318 specifically addresses cell phone use at school and we currently don't have this policy because it's brand new it allows students to use their cell phones during non-instructional times and all cell phones must be turned off during instructional time the policy permits District employees to confiscate cell phones and specifically and I think this is important across the board to teachers and staff it states that District employees are not responsible for a student's mobile communication device when brought on campus and confiscated and that is currently not in our policy it is added in 51 31.8 in the proposed policy so looking at what we currently have so at elementary schools this is what is currently in their handbook students

054shall have all electronic devices turned off kept in the backpack at all times un L improved by school personnel and smart watches which are worn must be in a locked mode that is our current policy at elementary school middle schools their policy is cell phones and all electronic equipment may be used at the explicit discretion of the classroom teacher only phones are taken when used as in violation of classroom and school rules students may use their phones before school and after school so they cannot use them during lunch or any types of headphones or earbuds during passing period in lunch and phones are PR are to be stored in backpack that is our current middle school policy and then high school has a little bit more Progressive policy students are allowed to have mobile devices

055while attending school and school sponsored events phones can't be used in the classroom without teacher permission and many classes have locations where cell phones can be stored for the classroom teachers policy to which students must adhere students violating this policy may have their phones confiscated and returned at the end of the day and school officials will meet with parents after the student receives a second infraction and a third infraction will lead to disciplinary action so kind of that Progressive discipline that the ACLU had mentioned in their guidance so this is our current policy so like Dr steep said we are well aware of the emotional and social emotional impact and so we did sponsor a dopamine presentation we will continue to be in the Forefront of addressing the effects of students exposure to social media

056we will continue to work closely with Leo and surrounding districts regarding their cell phone policies and this summer we purchased cell phone holders for every middle school classroom the pfcs at the high school had already purchase those for every classroom somewhere where they could place their correct they're like the old uh calculator ones yes so let's look at the enforcement of our current policy because I think that that's an important component because we do have a pretty stringent policy at elementary middle and high but how is it being enforced and I think that's an important component elementary schools had one cell phone violation referral and if you talk to Elementary principles and teachers which Miss Davenport and I have they are not reporting that cell phone use is a problem to us middle schools you

057can see there were 1388 cell phone violations mostly when you talk to principles during lunch that students are taking their phones out at lunch they're videotaping they're doing social media which is a violation of Middle School the important component I think here is high school had zero cell phone violation referrals which means we have a policy which is in align with what all of us I think are are looking at but it is currently according to the violations not being documented as being implemented okay you so obviously the district will take direction from the board on next steps really looking at should we adopt the sample language for board policy 5131 and in addition adopt the new board policy 51318 which I'm again going to reiterate is in line with our current policy we have

058enforcement is a different issue I understand that but our policy by and large at all three sites say cell phones are to be off during the day unless given permission by a School employee okay thank you I'd like to um if you you can bear with me I have some notes here because what I did on my summer vacation with pretty much study cell phone usage in schools um in the country in the State uh in neighboring districts I even read the 500 page UNESCO report on technology and education in 200 countries which was actually very interesting uh I did a deep dive on the mental health piece and we have at least um over 20 states that have uh passed laws or enacted policies that ban or restrict the use of cell phones um

059or recommended which I find to be somewhat weak from a state that districts do their own bands although I prefer when districts get to make their own decisions um two of our largest districts in the country the two largest are moving in that direction usually um we are in front of these kind of things so I feel a bit like we're we're chasing the bus to get on the bus one of the things that was um the most powerful that I read was an academic study from the UK that was the case for a smartphone ban in schools and it showed quote a clear correlation between an effective phone ban and better school performance noting significant Improvement in scores on high tests high stakes tests and the increase this was the interesting part of this

060I sifted through a lot of data it was especially large for the lowest performing pupils who saw a jump scores more than twice as large as the average student so overall they were able to show the greater effects on those students of banning phones roughly equivalent to adding one hour to each school week which suggested that the higher achieving classmates were able to better ignore distractions and focus on their work so not Banning phones if you can then go make that next very easy leap reasonably can be expected to increase achievement gaps over time and the thing when I looked at at districts a lot of districts who have who have done something there were three components to make this effective one was transparent communication I think we all probably know what that would look

061like but second was what consistently was referred to as a rock solid policy and that means from the first Bell to the last bell the entire school day so student phones and other devices and I think we have to include any anything we do here of wearable tech technology have to be locked away and the Research indicates that if they're on the on the person it's not as effective because students cannot resist the urge to check continual notifications when it's in their pocket or in their backpack and that banning phones during class but not elsewhere really at many schools exacerbated a catchup period so they spend all their time in hallways or in our case outside and other areas of the school catching up on what they've missed and the third element was consistent enforcement

062and that the policy needs to be sitewide teachers need administrative support and it's a battle when they're policing it on its own everyone has to be on the same page here uh otherwise it breaks down obviously and is not effective and there has to be some consequences to policy breaches it is very hard for the schools that have done that they all say it is miserable it's like you know if I were to stop drinking coffee I would be not happy um it's breaking a habit um But as time goes on they start to focus more and one researcher said we have yet to see a school that has regretted doing this um I don't if teachers are are not reporting that they're having problems that is not the conversations I'm having with teachers I'm

063having conversations with teachers about elementary students who uh the parents are texting them on their SmartWatches while they're trying to um learn things in elementary school I'm hearing from you know middle and high school teachers that there is a tremendous problem for me it seems crazy for us to talk about pilots and curriculum and ways to Incas student achievement when we don't do what I think is the easy thing the lwh hanging fruit it won't be easy at first but I for me a k this is where I this is where I've landed after all of that for me a K8 ban seems a no-brainer High School's a little more complex and a little more problematic I would think we would have to come back with some recommendations on what that looks like um I've

064talked to a lot of parents I've had some PFA presidents reach out to us um Miss Stein and I just met with one they're getting very engaged about um like the weight till 8 I feel like that's for parents to decide the after hours but that's that's probably a great thing from everything I've read but honestly what we can control when our sphere when those kids are in school our core mission is for them to learn and I can't justify that we don't do something um that it seems the entire world is moving toward and it seems I I I can't I can't find other side of the argument against this so um but I'd like to hear from the entire board I you may you know completely disagree with me um I'd like to

065have that discussion and then I I know we have a couple speakers so Mr Lawrence if you would to um I think we had the same summer school homework assignment um uh and I you know I think I would a couple things I train my thoughts one I think we can set aside the science and just approach us as parents all of us here are parents and I think um we each anecdotally know for a fact that it goes without saying that we've seen the dangerously addictive distractive socially emotionally damaging impacts of devices so we we don't need to have a study confirm that it's nice to have the study but we all know it anecdotally because we've seen it with our own children and their friends and the life they lead um and and

066where I fall in my mind is the small window of time that we have the kids in school each day um does not need to be infiltrated by the steady dopamine drip of clicks and Tik toks and metas and snaps um that the algorithm is designed to drive we can create a safe place for the kids to have a focused learning environment so I guess I would say I would I would like to give a resounding uh me too to your um un your position and just be equally unambiguously clear that I think there's no educational reason whatsoever to have a connected device in the classroom for K to e8th grade that our current technology infrastructure cannot replicate um this district has taken a evolutionary leap ahead in how we have technology wired in the

067classrooms anything that that mobile device a teacher might be using it for can be replicated or substituted for with some other device so I don't see a viable reason why there's a a reason to need this in the classroom I did want to just share I think a couple pieces of data that I found interesting in my own research that I think address a couple of the key reasons why I believe a total ban through K through 8 um is is is the starting point I don't think there's I don't I think that's where we need to begin at the first is is this concept of um you know is it being distracting to the teachers the Pew Center came out with a survey of teachers across the United States and more than seven and

06810 it was like 76% of teachers said um that devices are are actively disrupting the educational environment and quote hurting the educational environment in the classroom so while we may not be getting reports from the high school it's happening uh and in fact on the survey it found that it's most disruptive in the high school um so what the data is telling us is our teachers just aren't reporting it they've given up U they don't want to be the the foam police um and I don't want them to be the foam police that's not their job right um so so one devices are hurting the educational environment in the classroom we know it teachers are saying it I think two um what that I thought was the most fascinating data point I found was a

0692023 Boston University study in condu they did in in concert with the United Nations found I'm going to quote from it because I think it was it really got my attention it said um the study found the key reasons for total cell phone ban the key reason to support it was that it takes a young brain 20 minutes to refocus after using a cell phone in a classroom that's 20 minutes so that's 20 minutes lost for every time a kid picks up the phone looks at a text looks at a video looks at a quick Tik Tok sends a friend a note it takes their brain 20 minutes to reset back to the prime engagement phase where they're listening to the classroom that is is hours a week that we're losing of Education time because

070we're allowing to bring this addictive device into the classroom uh I mean we don't let them bring a cigarette in the classroom but we're letting them bring a device that I would I would argue is equally addictive and probably just as damaging if not more to Young students um the third piece of data I thought was very interesting was in The Washington Post editorial that that called for a total ban on schools and they quote quote for them they said the education department data suggests that a majority of schools uh prohibit non-academic cell phone use during school hours but that enforcement of those policies is often lack teachers cannot confront every student or confiscate every device some reports students request bathroom breaks to check their notifications in the Stalls phones are still in the hands

071phones are still in hand between classes at lunch and recess and often during instructional time despite punitive bans 97% of teens report using their phones during the school day mostly for non-academic purposes the takeaway here is what I said before teachers cannot be expected to be the phone police we're not going to be going into the bathroom and seeing do you have your phone out we just need a complete and consistent ban the last data point I would share is this that I thought was particularly important a 2024 edweek research survey found that 92% of Educators so near Universal numbers here um believe that social media has a negative impact on students and how they treat others in real life you add that data to the fact that the Pew Research Center found that more

072than half of those 13 to 17 are accessing Tik Tok and snap every day on their mobile devices and what you're seeing is we are allowing this this these these platforms that we know are destructive these social media platforms to be brought into an environment that is supposed to be clean of that type of distraction we've it's crept up on us there's no one's fault that it's here but it will be our fault if we don't address it um and so I would just end by saying I think it is an absolute no-brainer that we have a complete ban on K to8 there's no academic reason to have a device in the classroom and I think we need to have very strict and consistent rules for high school we don't allow individual teachers or individual

073schools to decide if you bring a knife into the classroom we have a district policy we don't allow you to bring an emotional support dog into the classroom based on the teachers whims it's decided by a district policy so I think we need to have very clear and consistent um policies thank you Mr La Miss Stein thank you thank you um clearly we know what the research shows and in speaking to parents and students at different levels and my adult friends I mean we're addicted to our smartphones so you know it's no surprise that you know we tend to think that we are we are the most mature as adults that we can't you know put away our cell phone how do we expect you know children to do that so the research clearly shows

074that this District invests a ton of resources Financial um staff development uh PD hours into trying to provide the best education for our students and so that is something as a value and it's also our mission and we know that cell phone use is distracting right how can you pay attention and like I said we all feel this right how can you pay attention to a lesson if you are you know looking at your phone so I think we we probably all agree this we have two more board members my um my my I was pleasantly surprised to see the elementary and middle school um policies here they are banned all day I mean they're you know turned off and kept in backpacks at all times except as approved by school Personnel I was very

075happy to see that what I wasn't happy to see or what I questioned was why isn't this language in our board policy and in AR because that is the language that bans them and you know high school you know I I you know won't get into that right now but I think it's really clear here that we need some work needs to be done as far as I'm hearing from teachers that they don't even know the district policy or the school policy and that goes to miss cil's point about communication and that communication goes to staff teachers and principles and that communication goes out to parents and students and so I am really concerned that if we have teachers that don't know that there's a school policy a district policy um I want to be

076real clear I don't want to inform them about this policy the current policy I want I would informed them about a new policy well this what I'm saying we need to include the language of a ban I mean this language here that talks about a ban in elementary and middle school is not in a current policy in my opinion it needs to be in a current policy in a new policy I I I think don't me get my turn speak everybody else yes okay so um yeah and I want to say and what I want to hear when we're all done speaking is I want to hear from um Miss faul and Dr stanowski what they feel they can accomplish in an enforcement because I think we have room to grow with what we have

077already and um and uh you know Miss Faulk was exceptionally successful in a huge issue which was attendance huge and I'd like to hear from Miss Faulk and I'd like to hear her strategies because I have confidence that you can deliver the goods because the attendance issue was huge and you were very successful on it so I agree we need something we need our children to not be distracted it is not good for their mental health we invest in counselors for that um and coming out this is still I think also part of coming out of covid we basically said to everybody get on your devices get in your bedrooms get on your devices so that you know didn't help the situation and now it's time to dial this one in thank you Miss G

078and then we um I think there's no disagreement that uh spending time on the phone and social media can be harmful but during the school day that's only part of the issue because then the kids go home the parents have given them devices and they haven't monitored it so for me part of the teaching is to teach them to be able to have a device and know when the right time to put it away is and when the right time to take it out is and I do believe that miss faul you you enforced a policy last year the attendance and it turned around and I think there is room to try to enforce this before we go to any kind of a ban and other districts are Banning it I know other states are

079Banning it they're banning lots of things that I don't agree with so I think we have a very reasonable policy and if there's an effort to enforce it right now um maybe we can make a difference and you're going to have to enforce it police it anyway you're going either going to have to police or enforce this policy or police the total ban on phones but um you know I think I think there is room in the policy um to address it and see if we can make um some steps in the right direction Miss Mingus so um I I appreciate the research that uh Mr Lawrence and Miss cill did this summer and I um did not do that research but I did read and look at the csba recommendation and I looked at

080our current policy and and the fact is that our policy was revised in 2013 and csba revised theirs in 2019 so at a minimum as a board member I would like to see us um not Wordsmith this policy at the de but um but look at the policy to see what tweaks we want to make in in it and um and then there's some outdated language in the current policy and I think that the um the 51.8 uh that cell phone policy would be nice to add and I agree with Mr Lawrence I don't want the teachers to have to be cell phone police and and I also agree with Miss gain that um miss faul here has a superhero cape and she has the ability to to enforce policies and um that we have

081and I I think that um I would like to see enforcement of of a strong policy about cell phones because I think there isn't a place for them in the classroom I don't think there's you think there is a place for them in the classroom you don't okay okay um I mean I just want to say I think zero referrals at Elementary and high school doesn't tell me we don't have a problem I that doesn't I'm not gonna the opposite I'm I'm yes I'm gonna say that that that that's quite the opposite I ironically the more I read about what other districts were doing and I had a neighboring district and administrator tell me every single day their job is consumed with social media bullying that took place during the day despite their cell phone

082policy and that they are looking at a stronger one I mean the amount of time this consumes when you do enforce a policy which allows you to come in between the cracks and catchup periods the more I read about what everyone else is doing the less I actually cared what everyone else is doing the more I thought I I I really don't care I I for me it felt I I had great clarity about what I think is the right thing to do I had too many stories of Elementary kidss texting during class on a on a smartwatch it it seems disruptive and it seems um it seems a no-brainer to me but perhaps I'm you know I'm I I I I came to a very clear point on this I we do have a

083couple of uh public speakers um and I here I will note you are both running for Schoolboard so I think that's uh you know you have uh three minutes if you um Alan I have your speaker card first Alan Lazar if you'd like to come um and give us your your views thank you um I'm Alan Lazar esteemed board members Dr stenosi and members of the administration I'm extremely pleased that cell phone policy at our schools is been discussed we've been discussing it endlessly at our elementary schools um as a parent with kids in fourth and 8th grade um I've SP spoken to so many uh lvusd families and also through my election campaign this year and almost everyone uh expresses great concern about self- earn addiction which is affecting our kids Focus their academic

084performance their mental health and also their behavior at school uh veteran teachers that I've spoken to have noticed declining Focus concentration and again behavioral issues among students since the rise of smartphones um especially during and after the pandemic when our Reliance on these devices obviously surged now managing device use of course is a parental responsibility the highly addictive nature of smartphones makes this a community issue um our families need help from schools in addressing this and I ask all of you how many times during this board meeting have you had the urge to check your phone or to look at Facebook or Instagram I'm pretty much everybody has how can we expect kids to be to easily regulate their phone use at school when their brains and their impulse regulation are still developing um I

085believe current lvusd policy and the recommendations of the California Board Association don't go quite far enough restricting phones during instructional times sounds great but the enforcement is a very big challenge teachers already have enough responsibility and every single time they have to intervene with a phone distraction it disrupts learning now if there are nearly 1,400 infractions in our middle schools this year according to your data which likely only scratch the surface that is many many hours of lost learning which directly affects our test scores at the end of the day so uh policies that keep phones out of classrooms entirely are needed now is it enough to restrict these devices during instructional time and I believe the answer is no kids need to interact with each other not their screens during social times as well

086I am so tired of walking into birthday parties and sleepovers and get togethers and the kids are sitting on their darn phones the rise in anxiety and depression among teenagers is directly tied to excessive smartphone use and restricting phone access during recess and between classes could Foster better social interactions mental health and academic performance now Elementary School students manage just fine without phones oh no still got a lot to say finish but a little bit more um Elementary School students manage this fine without phones but the pressure to get one starts very early my daughter is begging for one she ain't getting one but a ban on devices in elementary school with very specific exceptions for medical reasons and stuff like that would help parents resist this pressure to get their kids into phone it

087would reduce cyber bullying and it would avoid other negative incidents most tech leaders do not allow their kids to have phones until their 16 years old because they know the risks we have strong restrictions against smoking vaping and drug use at school and cell phones are as addictive and we're learning about the multiple risks that they carry for our students now middle and high school I believe is a little more complicated I'm in favor of a total ban but you know many parents believe that as kids become more independent uh they need their phones before going to school and after school at least they need them in their pockets or their backpacks so I don't quite know what the answer is um but stricter policies are are are really really crucial there's a reason why

088so many of our pfas took it on themselves to start developing Solutions like phone storages or pouches and if there's not an outright ban which I think is the simplest easiest and best solution they should definitely be uniform District policies to strongly restrict the usage without the wiggle room which we all know that middle and high school students are very good at exploiting anyone who's had a teenager house teenager in the house knows they know how to exploit wiggle room so let's not have any um anyway thank you very much and I hope the board will take clear action on this issue many thanks thank you Mr Lazar uh Miss Leslie Kut good evening thank you for having me and for bringing up this subject I believe it is extremely important um I was doing

089a lot of research prior to the board um having it on its agenda and have been reading a lot about this and everything you have said I agree 100% with we all know that the smartphones are detrimental to our kids and unfortunately my kids were the ones that got the smartphones because everybody else was getting a smartphone and we we just didn't know we didn't know what it was going to do I um I as well have been talking to parents and my kids and my kids friends graduates of Agora high school for five years ago they all say that phones were horrible in school the fear of missing out is the worst they are always checking their phone constantly seeing trying to catch up constantly seeing who's where with who and when and why

090aren't they there as well they were allowed to put their phone away all of them at the same time and not even have it near them they could actually be in the moment learn talk to their friends look at people maybe even you know just kind of be outside side because they have their phone they're always looking they're always wanting to know where they where everybody else is and what they're doing and what they're saying about them they're teenagers they want to know um I am 100% for a ban on phones at school completely during lunch during passing hours especially elementary and middle schools um and again I have talked to um a lot of my friends a lot of parents that are in elementary school that have kids in elementary school they would feel

091they can tell their kids that uhuh you can't have a phone because the school says you can't they are now they're not the bad guy this is their their excuse and their reason for doing it and I think it's would be an amazing thing so please I think the board policy for elementary and middle school looks great but I don't think that's being enforced at all and we really need to shore up the high school policy and for Force the full ban on on cell phones so thank you very much and thank you for bringing this up really appreciate it thank before we go yeah no so there like a couple things I I want to address that I think were important so miss Stein I appreciate your your comments on the middle school policy

092um the reality is it's being flagrantly ignored um so and it's being flagrantly ignored with good principles who know how to maintain discipline um so the policy itself is not worth the paper it's written on because it's not being it's just our own data tells us 1300 kids violated it last year which I think somebody else here said it's probably much higher than that so I think that's that's one this the I I don't think you can I also appreciate the comment that Miss Gaines said that you know we have to teach our kids how to use these devices respectfully I would say I don't feel that's the role of the school district that's my job as a parent I'm going to teach my kid when and how I want them to have a phone

093and the and the the challenge that we've created here is we've actually taken the repair my opportunity away to set those restrictions by creating enormous social pressure on students to have a phone my incoming sixth grader is not going to have a phone she does not have one today uh the amount of conversations we've had about how she will feel left out on campus how there'll be things how some teachers have their students use the phone in the classroom which I cannot believe we're allowed to do that uh because it's a device that some lower-income students may not be able to afford but say take out your phone and let's take a picture of this my daughter's kn have a phone in the classroom and be able to do that because we don't believe in

094giving her a phone at at sixth grade so we have circumvented the parents ability to have a say in this in a way that I think is damaging and frankly wrong at least I I agree with with Miss Cel I think it's pretty cut and dry through eth grade uh I think we need to have more discussion and I'd love to have more exploring about what it looks like for high school um but I don't think my gut is I I I don't feel like it should be used during the school day on high school I think it changes the environment of students in the passing of the recess when the camera's always on you and students are videotaping each other how you act with one another happens differently The Bullying that happens is different

095because it's staged in some cases to get videos it's just a whole bunch of things the last comment I wanted to make is there's an unintended additional consequence that we have in our district that makes the social that that makes the phone usage even more problematic in high schools and that is our bell schedule because we have teachers who teach for a set period of time and then stop the direct teaching the students then take a half an hour in that class to to do their homework and go get help assistance the cell phone usage is rampant in our classrooms it is rampant in every single classroom but a few where teachers are ruling it hard it is rampant so if you have the kid who doesn't want to have a cell phone they don't

097here this is not being followed okay this that apples and oranges attendance and cell phone policy couldn't be more different and and I have complete Fai matter of enforcing a okay but the one thing I consistently read I looked at the research and I looked at places where they had done this successfully and high performing districts are doing this they're doing this around California and the the that second element what they called a rock solid policy which meant from the beginning of school to the end of school and we don't have that so it's not a matter of enforcing the policy we have we have an we have a policy that holds water like a colander and it and in and it it it's built in with catch-up periods and with uh places of weakness

114so that's a question number one question number two is I think it's really important to have a policy in place that we can enforce that kids know the policy is they're off during lunch I would also remind you that if they're in their backpack and they can use their phone as a hotspot they can use their computer to go on Tik Tok to go on all of these and it's hard and they're doing that now so I I I don't think anybody and any teacher would be disagreement with you in terms of elementary and middle I think High School's a little bit different not that I don't think that we should ban cell phones during classroom but the enforcement of it outside I think we need to be realistic that we don't want to teach

130district policy on cell phones how widely communicated is that as a priority for the district and the board I mean is is that so I think to get to Mr Lawrence's point the first part is the parent education piece which we have not done so well and that I include elementary middle and high school in that that the message is we are phones away out we don't want to see them and if this happens this is a progressive discipline that's going to happen that piece is not being articulated across the board so I think that's the first piece parents have to be aware of it it's in our handbook but honestly how many people go through the handook so we've asked every principal in their opening message to families to put it in we've asked

131every principal during their faculty meeting at the beginning of the year to talk about what their current policy is so there's the staff piece there's the parent education piece then the next piece is going to be what does that Progressive discipline look like at high school for example Juniors or seniors it's a lot easier because they have off-campus passes is we can restrict that privileges we can restrict the Privileges of extracurricular activities at high school we have some real things to do at high school that we haven't done and quite honestly I think a lot of high school teachers and I know this to be true have just not tackled this issue because quite frankly they're not going to take a kid's phone and then the administration's not g to come for the most part

132to take a phone so what does that referral process look like I think elementary and middle school it's not as big I'm not saying it's not a problem but it's not as big a problem because the message has gone out that phones are not to be on and out during class time respectfully that's not true that's simply not true because we have teachers who use it in their classrooms in middle school so that is not the message and and we don't have often but but Middle School right but middle school if you remember their policy their policy is the first line of their policy is with teacher permission which why I'm saying the policy needs I'm I'm with you on that but I'm saying all other times off and away from middle as well yeah

146have a question about somebody mentioned or mentioned that all the classrooms now have cell phone storage boxes correct in Middle and High School Middle High School that's new so that happened over the summer not new at not new at high school it is new at high school no they have them whether they use them is different the PFC purchased them for every single classroom last year Middle School know we purchased them over the summer every school has them and they are up or in the process of being up had a curiosity like I know that 80 plus percent of the teachers don't use them based on my talking to kids and most of the kids tell me they didn't know there was one in the room so did we literally buy something put it in

147the room tell the teachers as where phones are supposed to go ask them to have the phones put in there and 80% of our teachers aren't using it today so we didn't buy them the PFC did and my experience has been in the classrooms that I have walked into there are a large number of teachers who do use them but do allow at the high school times for the kids to go get their phones for academic purposes so my experience has been I have seen a lot of teachers who make their kids put those in there now granted there are kids who put like phones that are older there keep their phones on on campus I've seen that too but I don't think it's a I don't know if 80% is accurate I know that

148there are a lot of teachers at high school who do use these Pockets not all teachers and I don't know how consistently they use it but I have seen it and I'm in a lot of classrooms the other piece we'll do is um be purposeful I don't know what what it is off the top of my head but be purposeful like the data we want to collect from the schools and ask the principes to collect and then bring that back the policy is coming in 30 or so days but bring that back as an information I in January or at the bo pleasure no sooner soon sooner let's do it sooner you want data review sooner yeah I would like to have a new high school policy by January yeah no I said policy in

14930 days right okay a review of data oh I'm sorry I'd like to do it uh even December or November you know I'd like to see where we are what January December January but I guess still unclear what what's the like I think the piece that's missing from this because we we had 1300 infractions we caught at middle schools what is the culture change that we're bringing about there because they still felt free to so what is the student impact making the teachers aware of the policy I mean 1388 doesn't mean 1388 different kids we have a lot of High Flyers who consistently and fragrantly broke the rules so it's not necessarily and that's across all three middle schools I think parent education is key I think we have to get the message out early

150on through the schools that this is policy and if you break it this is what's going to happen and a lot of parents that will solve the problem because they don't want to be on the radar of the principal calling or a teacher calling that's one I would suggest that if they break the policy you pick how many times they then go to a total ban that student is not allowed to bring a phone in a bag they've lost that privilege there has to be some kind of teeth to a progressive infra and I think the key there is Progressive the first time a kid does that we're not going to be saying that understand but there has that's what we're missing right in the high schools we have there're a fair amount of options

151to uh I don't think high school is going to be the issue age Middle School is the challenge off campus passes are a powerful Elixir and extracurricular activities for nth and 10th graders have the point is I think Mike shouldn't have been the only one responsible at a or the principal doing this it needs to be I think at the middle schools and high schools it needs to be the yard man I think they need to say to bring about a culture change you need a shock to the system yes and the shock to the system is our yard monitors are looking for phones and if they see it they take it they make and that kid is that kid is under has had has a conversation with them they understand it's GNA happen again

152at at middle schools I would like every yard monitor to have as their collateral Duty I'm looking for kids using phones because we have a complete ban but I would like I think our policy should not be off and away it is a complete ban on cell phone usage on our campuses during the school day words like that complete ban on device usage on campus if you want to bring it in your backpack and use it in the morning before you get on campus take off that's fine but there is a complete ban some wording like that that says I like the word usage that was good complete ban on connected device on campus from the beginning of the school day to the end of school day period or on do kids use laptops and

153and uh iPad tablets and stuff so yes even Elementary oh but that's a device well I I think we're we're we're we're talking about mobile devices I think we're very clear cell phones and and and kids know these are we're not saying no to the laptop and yes I understand that you can right H some Tik Tok on your laptop but no kids pulling their laptop out in the bathroom uh and looking at Tik Tok they're not you know they're not hiding this so I I I think I think we got to try to control what we control what we can control is the phone so I I would love to see words like complete ban on usage on campus you know during school hours something like that I mean I keep thinking about you

154know achievement gaps just getting worse and worse because some students manage this better at the top end of student achievement and I think our responsibility is for all students to create that atmosphere where they get that extra hour for school just seems okay moving on if there's no other questions to the next item which is we have one more policy I do have a question so we this is a change to the board policy for Middle School yeah so we're also going to get a a so I think we're going to get just one board policy for Middle Elementary School that'll come back to us probably next meeting right that this is an easy one we're there three lines that would be my intent yes okay thank you great that would be great uh revision
