Thank you. My name is Bill Abumrad. I'm actually the Tournament Director and Facilities Director for Little League World Series. And as Kathleen said, this event was awarded to us in 2013. And I was on the original committee and I'm still here now. But more importantly, the Livermore School District has been an active participant in this event since its inception. And we could not be doing this event without your support and your help. The whole staging area where we set up our compound all takes place at Smith Elementary School. From setting up our trailers to support the
006kids for where they eat and ESPN and that whole setup happens on Smith Elementary School. So I cannot thank the board enough for all their support these past 12 years. And I do want to give a special shout out to Glenn Sherman. Glenn works closely with me. This is the time of year him and I get together on a pretty regular basis. But the support that we've had from all of you guys over these past 12 years has just been phenomenal. And we are very, very appreciative. And I think we were here a couple years ago doing the draw. We love having you guys do this draw for us. And this will get sent back to Williamsport after tonight. And then our event starts on August 2nd. And this year it's a little bit later.

It is my honor to recognize the incredible achievements of our wrestling program. We often
009talk about Granada Pride, but what this team has accomplished over the last year and nearly the last decade is a great example in discipline, grit, and the power of dedicated culture. The numbers alone are staggering. Our program has now secured the EVAL Championship for eight years running, a streak that speaks to the sustained excellence fostered by our coaching staff. This year, both our boys and girls programs solidified their status as elite contenders in the north coast section. The girls team captured the NCS Tournament Championship in the NCS Tri-Valley title while placing fourth in the NCS Dual Meat Tournament. The boys team took second place in the NCS Dual Meat Championships, second in the Tri-Valley, and finished third overall at the NCS Tournament. Our athletes brought home 11 NCS medals, six for the boys and five
010for the girls. On the state level, we are home to Stevie Joyce-Martin, or SJ, Granada's first ever wrestling state champion, and two-time medalist, and Maile Nguyen, also a two-time state medalist. Perhaps most impressively though, these students are proving that they are just as formidable in the classroom as they are on the mat. I'm incredibly proud to share that the wrestling team placed second in the NCS Scholastic Team Awards. This honor highlights the fact that our wrestlers are maintaining elite academic standards while competing at the highest possible level in the state. While the hardware is impressive, I am most proud of the skill and the spirit of the program. With over 40 student athletes on the roster, wrestling has become a place where Granada finds a second family. This doesn't happen by accident. It's a result
011of a dedicated coaching staff that spends countless hours in the room molding not just wrestlers, but resilient, high-achieving young men and women. These athletes have proven that with hard work and a committed team behind you, there's no limit to what can be achieved on the mat or in the classroom. Greetings, Board President Druhan, members of the board, Acting Superintendent Pichette, members of cabinet, members of the community. I'm Matthew Hart. I'm our Director of Assessment and Accountability. Every year, very quietly and efficiently behind the scenes, our Tri-Valley Teacher Induction Program does an absolutely amazing job of preparing our teachers new to the profession and over the course of two years supporting them and setting them up the best that they can in order to just, I guess, support them to have a long, long-term successful, happy career in teaching. And so at the end of those two years, our teachers complete the program. And I'm going to turn this over to our amazing coordinator of the program, Alyssa
016Lopez, who will talk us through our celebration and recognition of those teachers. Okay. Yes. My name is Alyssa Lopez, and I serve as the Tri-Valley Teacher Induction Program or TV Tip Coordinator for Livermore and the Director for our consortium, which is Livermore, Castro Valley, and Dublin. With me tonight are my amazing colleagues, Amanda Andino, Heather Bateson, and Michelle Apodaca. And we're here tonight to share the impact of TV Tip and to celebrate those completing teachers. TV Tip currently supports and works closely with 41 teachers who hold preliminary credentials here in Livermore, supporting them four to six hours per month through observations and meetings reflecting on classroom management, instructional practices, and just-in-time support. Here's where the math gets kind of fun, but due to what we call the multiplier effect, those 41 people are leading 87
017different classes every single day. And by the end of the year, they will have reached over 2,600 students. So when we invest in just one of our teachers, that support ripples to touch thousands of students. Of those 41 teachers, we're specifically celebrating 19 of them tonight who have completed their induction journey. To get to this point, this is just a quick look at some of the work that they've engaged in over the past two years. Alongside their coach, these teachers have used the California Standards for the Teaching Profession, or the CSTPs, to develop professional goals. They've moved into learning about their students and their diverse needs through bi-weekly observation and feedback cycles, engaging in multiple inquiry cycles, and consistently reflecting on their teaching practice. These teachers have shown growth across all areas of teaching. Through
018this hard work, these teachers and our program have ensured they have met the high standards of the California Commission on Teacher Credentialing and bridged the gap between what they've learned in college and what you actually need to do on a Tuesday morning in a classroom. So now, without further ado, I am proud to honor this very special group of teachers. Behind me, will all of our TV teachers please stand? Over the past two years, these educators have finished their intensive induction journey and completed all requirements for a California CLEAR teaching credential. As you can see throughout our slides, our TV Tip logo is the Marigold. Marigolds are remarkable plants. They don't just grow, they protect. When planted alongside other plants, marigolds naturally repel pests and reduce weeds, helping everything around them grow stronger, healthier, and
019more resilient. As coaches, we strive to be marigolds, but now it is your turn to be the marigolds in your schools, to create spaces where people feel genuinely encouraged and supported and where growth feels possible. In just a few weeks, we will be recommending these teachers for their CLEAR teaching credentials. I am so proud to introduce this year's Tri-Valley Teacher Induction Program completers. We're going to have a quick slideshow for everyone, including teachers who are not here. Thank you. On the 8-4, I'm going to recognize our student board members. So I'd like to recognize our student board members. First, I'd like to recognize Isla Gruss, of Granada High School, for her outstanding service as the 2025-26 student representative to the board, and for the extraordinary leadership, scholarship, and passion she's demonstrated throughout her high school
020career. Representing more than 2,000 students across our district, she has brought a thoughtful and collaborative student voice to the board, to board discussions and district decision-making, advocating for student experience and support services with maturity and insight beyond her years. A dedicated scholar with a 3.95 GPA and a 1510 SAT score, and an impressive record of AP and IB coursework, Isla has consistently pursued learning with curiosity and purpose, particularly in the fields of biology and healthcare. Her experiences shadowing dental professionals and interning at Lawrence Livermore National Laboratory helped deepen her passion for biomedical sciences and her future goal of working in healthcare. In addition to her academic accomplishments, she has been deeply involved in student leadership and campus life. As class president and longtime student government leader, she organized major school events, directed large-scale homecoming productions
021involving hundreds of students, helped raise more than $5,000 for her class, and worked tirelessly to strengthen school spirit and student connection. As captain of the varsity tennis team, she led with positivity, teamwork, and encouragement, earning recognition from coaches and teammates alike for her spirit, growth, and dedication. Her commitment to service extends well beyond campus. Through the 24-hour race, she helped raise awareness and funds to combat human trafficking, recruiting classmates, and organizing fundraising efforts year after year. She's also worked as a tutor, tennis coach, and nursery worker, experiences that reflect her patience, kindness, and genuine love of working with children and supporting others. Described as inquisitive, dedicated, and collaborative, Isla exemplifies the very best of Granada High and the Livermore Valley Joint Unified School District. Next, I'd like to recognize Livermore High School Junior Robin Deepak for his outstanding service as the 2025-26 student representative to the board and for the exceptional leadership, innovation, and initiative he has demonstrated both within our district and throughout the broader community. As a thoughtful and forward-thinking student advocate, he has represented Livermore High School students with professionalism, insight, and a strong commitment to student voice, and the board is pleased that he will continue serving in this important role next year. Passionate STEM leader and entrepreneur Robin has already made a remarkable impact through projects focused on science, technology, and community problem solving. As the heat mapping lead for the Tri-Valley Youth Climate Action Program, he has helped map urban heat
023islands across the Tri-Valley using custom built heat sensors and presented the team's findings at the regional, state, and national conferences attended by thousands of participants. His work is now helping inform conservations with schools, with school and city officials about infrastructure improvements at Livermore High School and throughout the city of Livermore. Demonstrating both vision and initiative, he has also founded Pillars of Tech, a STEM-focused non-profit organization dedicated to expanding access to science and technology education for younger students. Through partnerships with local schools and organizations, including the Pedrozi Foundation and Altamont Creek Elementary School, the organization has already reached more than 1,000 students through hands-on STEM learning opportunities with plans to continue expanding its impact across the community. In addition, Robin has co-authored two artificial intelligence research papers with mentors from leading institutions including META, the University
024of California, Berkeley, and San Jose State University, reflecting both his intellectual curiosity and commitment to advanced research and innovation. Through his involvement with the Livermore High School's GraviTechX robotics business team, he has helped raise more than $60,000 over the past two seasons while mentoring middle school students through the creation of a FIRST LEGO League team and hosting a regional robotics tournament for Bay Area schools. Through his leadership, service, and dedication to using STEM education and innovation to improve his community, Robin exemplifies the very best of Livermore High School and the Livermore Valley Joint Unified School District. 025Trustee Diepock first. April was a thrilling month for the Livermore High School Cowboys. Spring sports are slowly coming to an end as the end of the year approaches. Boys volleyball is the 2026 e-ball champions, defeating Dublin in that e-ball tournament to win the school's first boys volleyball championship. Congratulations to the team on this historic achievement. They ended the season off with a 32-5 record, going 13-2 in league play, ranked 42nd in the state and 100th nationally. We are proud of them for their team's commitment as well as the recognition they have brought to Livermore High School. Not only has there been excellence among the volleyball team, but softball is also ranked number one in e-ball, number one in NCS, and number one in NorCal, and number eight in the state for the 2026 season. Outstanding
026work for our softball program as well. In addition, Boys Lacrosse recently hosted a first-round NCS game on Tuesday, May 5th against Clayton Valley and won. Thank you to everyone who came out to support our Cowboys. We are proud of all of our student athletes for making this past season a great success with memorable experiences and accomplishments across every sport. Student achievements at our school have also not fallen short. Congratulations to our outstanding Bridge teams from the Project Lead the Way Principles of Engineering honors class, who competed at the Engineers Alliance for the Arch Bridge Competition held at the University of California, Berkeley on April 25th, 2026. The Ashton Arch Bridge team earned the prestigious President's Award. Team members included Tara Dabu, Jackson Kung, and Kellen Belts. The Ashley Bridge team earned an impressive third place
027finish. Team members included Anish Kona, Hayden Pereira, and Vivonne Gofferpour, and Claire Gallagher. Both bridges were designed as pedestrian and bicycle bridges spanning the Ashley River in Charleston and South Carolina. Teams were evaluated by outside judging on multiple components, including bridge design, aesthetics, structural integrity, technical drawings, written analysis, and oral presentation. An exceptional demonstration of real-world engineering and collaboration skills. We're incredibly proud of these students and all the participants for their hard work, creativity, and innovation. Also, congratulations to Livermore High School Junior Siona Chamkura, who was recently featured in the Independent for her work empowering youth through a skincare project. Siona has been an active leader in the LHS Business Club, serving as both Secretary and President, and continues to make a positive impact through her leadership, innovation, and dedication to helping others. We're proud
028to celebrate this well-deserved recognition and outstanding work she's doing in our community. Looking forward to upcoming events, Senior Awards Night will be held on Wednesday, May 14th in the gym. Invited seniors to receive their invitation and students arrive by 5 30 p.m. We look forward to celebrating the achievements of our graduating senior class. Last week, students hosted a mental health fair in the Quad, organized by the Livermore Youth Council with support from the Wellness Center. Many community partners participated, including the Hume Center, Horizons Family Counseling, AI, and an AI Teen, T-Flag, Be Smart, and Naomi Tri-Valley. This event also featured dogs from the Valley Humane Society, adding a warm and comforting presence. It was a fantastic opportunity for students to learn about and connect with mental health resources available to them. The annual Special Olympics
029event was also recently held at Livermore High School, bringing students from across the Bay Area and in separate grade levels across two different weeks, hundreds of students competed in the Special Olympics in a variety of track and field events. We're delighted to have helped host this event in partnership with the Special Olympics. Livermore ASB has also kicked off May with the final rally of the year, Aloha themed, bringing together the whole school to watch live games and entertainment end the year. In addition, we will also be having our annual belly flop competition this Friday, where students can participate in solos or pairs at the pool deck in a belly flop competition. This has been an annual tradition and we are elated to bring it back this year. April is an exciting month for the Cowboys
030and we are looking forward to finishing the last month of the school year as we slowly approach finals week and summer. Thank you and it's always a great day to be a Cowboy. So far, May has been an exciting and memorable month at Granada as students continue to balance academic rigor, athletic excellence, and end of year traditions while preparing for graduation. With AP and IB testing taking place throughout this week and next week, students across campus have been hard at work demonstrating the knowledge and dedication they have built throughout the school year. Seniors also recently received their cap and gowns, marking an important milestone as graduation quickly approaches. To celebrate the end of the year, students are participating in a farewell spirit week, helping finish the school year off
031on a positive and spirited note. Today was schools out, dogs out, so we all wear our flip flops to school. Granada students also continue to earn recognition for their outstanding accomplishments both inside and outside the classroom. Peter Shines was recognized as the Livermore Rotary Club's May Student of the Month for his achievements and contributions to the school community. He will be attending the University of California, Berkeley next year to major in physics. Our performing arts students have been also showcasing their talents through Granada's production of the Evil Dead, the musical high school edition, which was performed in the Granada Theater. This production has brought energy and creativity to our campus with a very great turnout. It has given students another opportunity to demonstrate the strength of Granada's visual and performing arts program. Granada athletics continue
032to excel as spring sports wrap up postseason competition. At the NCS swimming championships, the boys placed ninth overall, while the girls team earned an impressive six place finish. The girls team also set a new school record in the 400 freestyle relay. Individually, Taylor Bennett became the first NCS champion in the 100 breath stroke, while her sister, Brooke Bennett, earned a first place finish in the 200 IM. Granada will also be proudly represented by the state championships by 12 swimmers and one diver, Ryan Harrington, who placed third at NCS. According to Mr. Conover, Granada's pool has the fastest water in Livermore. Track and field athletics also had a successful showing at the E-ball championships hosted by Amador Valley High School. Granada boys four by 800 meter relay team set a new league record with a time
033of eight minutes and six seconds, continuing the strong tradition of excellence within Granada athletics. Student activities and senior celebrations are also continuing throughout the month as the school year comes to a close. Granada's annual Aloha rally will take place next Monday as the students gather to celebrate and say goodbye to the senior class, while also announcing the next year's homecoming theme. In addition, senior awards night will be held next Wednesday to recognize the accomplishments, scholarships, and achievements of graduating seniors. They were also looking forward to Disneyland grad night next week, one of the final major events of their high school experience. As Granada enters the final weeks of the school year, students continue to demonstrate school pride, academic commitment, and excellence across athletics, arts, and leadership. With graduation approaching quickly on the 29th and many
034exciting events in between, Granada looks forward to finishing the 25-26 school year off strong. Go Mats. Thank you. Tenno Employee Association reports. This is an opportunity for us to hear from our organized bargaining units and employee associations. Subperson is LEA President Amy Thompson. I want to recognize Tara Lutz, the vice president. Good evening board president, drone members of the board, acting superintendent Bichette and cabinet. I'm Amy Thompson, president of the Livermore Education Association, representing teachers, nurses, counselors, psychologists, speech pathologists, social workers, and specialists who ensure student success every single day. The district's financial outlook has shifted significantly. Our third interim budget report shows a $1.4 million increase in revenue and a $100,000 decrease in expenditures. Furthermore, the state is projecting an additional $10 billion in funding for education. This includes $2 billion in ongoing funds.
035The ongoing increase is anticipated to translate to either a 2% well to some form of a 2% ongoing funding increase. With this positive news, the district needs to reconsider our planned cuts. We urge you to restore and grow essential programs, including the building trades program, the Vineyard Middle School program, counseling positions, and the stipends for high school department chairs and teacher leaders. These roles are not luxuries. They reduce administrator workload and ensure students receive the direct support they deserve. Michelle Bichette and I had discussed convening the budget work group to look at prioritizing potential restorations. And I think the time to do this is now. Collaboration must be a prerequisite, not an afterthought. While we appreciate the tabling of the just-in-time ordering to refine the process, other rollouts have been problematic. On May 5th, a
036new hiring platform was launched. Despite being planned since September 2025, LEA was never notified. Implementing a new system in the middle of hiring season without instructions for the rank and file is inefficient and disrespectful to the end users. We want to work with you prior to the implementation to avoid these hiccups. Clearly, early communication ensures our members feel valued and the systems run smoothly. LEA urges the board to vote in favor of the MOUs related to the delivery of special education services. The Educationally Related Mental Health Services MOU is an extension of the current MOU with some minor modifications. The MOU to address AB 560 allowed LEA and the district to work together to solve a long-standing problem and formalize practices that had been informally occurring. It gives a framework and remedy to count how
037much work must be done by education specialists while testing is ongoing. Once the testing is complete, the contract language in Article 10 providing an option for overage and requiring a state waiver will go into effect. It is not expected that either of the agreements will have an increased cost to the district and it is expected that they will have a positive outcome for our members and for students. Regarding the resolution recognizing June as LGBTQ Pride Month, public education is not about me or my beliefs. It is about we and us. We serve a diverse society and our marginalized groups are deserving of positive affirmations and belonging. I urge the board to vote yes on this resolution to support all of our students and their families. I would like to thank the board for allowing LEA

And finally, as we hold open house for our elementary and middle school this week, we celebrate the measurable progress of our students. Mamie Christovich is the president. I'm going to recognize Victoria Storti as the vice president. Good evening, President Drune, members of the board, acting superintendent Pichette and cabinet. I am Mamie Christovich, president of the Livermore chapter of CSEA, the California School Employees Association. Last month, I reported that CSEA has had several different priorities that require focus and
039attention. Over the past many weeks, we have dealt with layoffs and the resulting negotiations on the impacts and effects. After several negotiation sessions and various proposals regarding the elimination of the executive assistant position in student services, we were still not able to come to an agreement. Keeping in mind the position had already been eliminated and the employee had accepted the vacant EA position in curriculum, our goal was to determine whether we could somehow blend the two EA positions into one. That proved to be impossible from our vantage point. The reality is that we cannot reasonably take two full positions and reduce them to one without reimagining the work. We could have said that the student services EA position is eliminated and how the work gets done is not our problem. We didn't do that. CSEA's
040intent was always to find a way to cover the duties of both desks to ensure success for not just employees but also for the department. We continued on and finally agreed on the need for an additional .5 FTE administrative secretary district position to ensure that the essential work in curriculum would be supported. We appreciate the district's willingness to consider CSEA's perspective and also thank acting superintendent Peshad for her support. Our agreement is not on the agenda tonight as it is pending CSEA approval. I've also spent a great deal of time ensuring that the vacancies created mostly by our negotiated retirement incentive are filled quickly and with internal candidates. Every selection means that another vacancy opens up and I have been diligently tracking every vacancy and the domino effect. Last week the district unexpectedly switched to
041the new HR recruitment platform with no advanced communication or notice to employees. CSEA members were surprised and confused and we were not alone. The new platform is completely different and any application and applicant started but had not finished was lost. Also information does not migrate but we were not told any of this. I took it upon myself to send step-by-step instructions to my members on how to navigate the new recruitment platform as it is not intuitive or user friendly. This is a huge concern for CSEA as vacancies are posted for only five days and many still remain on the 39-month re-employment list. With no advance warning employees are uncertain whether they actually applied for positions and wonder how they would know if they do not get called for an interview. One member shared with me
042that they started their application and planned to finish after work on the day the posting closed. They were not able to log in and did not know about the new recruitment platform so they ended up giving up and not applying. Another member told me that they applied for several vacancies but did not get called for any interviews. If the district truly cares about employees and values their contributions and continued employment we can do better than this. I am not saying that we should never make changes but we must be intentional about when changes happen and be mindful of the effect they have on employees to mitigate the impact. Perhaps impose a test period or pause or extend the five-day posting period to allow employees to complete their applications. Even if you have never been in
043a place where you had to actively seek employment I would hazard a guess that you agree that communication and advance notice are always essential when changes like this are made. Last week I attended our district's retirement reception. I am very excited for our new retirees as they write their next chapter and I am grateful to have had the opportunity to get to know so many wonderful individuals. I must say however that it is also bittersweet. May 17 to May 23rd is classified school employee week. In 1986 California Senate Bill 1552 established the third week of each May as classified school employee week to recognize the vital contributions of classified employees. Classified employees are used to quietly and diligently working behind the scenes and frankly we should always be valued but the week of May 17
044is when we are officially acknowledged for our contributions. I hope you would agree with me that classified employees have earned respect as educators and partners in the education community. We are essential frontline workers and district office workers who keep our schools up and running while making a difference in the lives of the students we serve. Our Livermore chapter has historically held its membership appreciation and scholarship awards event closer to classified school employee week. However due to timing and scheduling conflicts we celebrated our members early on April 29 ahead of classified school employee week and honored our three scholarship recipients as they received their awards. Gisela Rodriguez graduating from Granada nursing major, Madison Aikita graduating from Granada interior design and architecture major, and Sahana Chalapan LHS data science major. It was a magical evening filled with
045laughter, fun, appreciation, and caring among friends and colleagues. It is truly my honor to work with such amazing individuals and to have earned their friendship, respect, and trust. I'm here this evening to make a request for the board and the district leadership to restore the middle school program at Vineyard Alternative School. With the third interim budget update showing improved physical outlook outlook for the district I would like to urge the board and the district to
050consider the restoration of the program that is small in scale but vital to the students it serves the Vineyard Alternative Independent Study middle school program. Currently the plan is to pause enrollment for sixth and seventh graders and transition rising eighth graders to high school teachers. Vineyard Middle School has been in operation for over 17 years providing necessary alternative for students who don't thrive in a traditional large-scale middle school. Matriculating them to the high school presents a couple of different problems and the first of which is high school teachers are not middle school teachers. Middle school is a very special time of year and there are challenges for these students. I have written in a letter to the board that outlines the different reasons that students come to the program high anxiety social challenges unique learning
051pacing for students that may be competitive athletes and medical or safety needs or unique special needs students. Middle school students are in a time of transition where they face academic challenges they face emotional challenges it's a very I've loved it for almost 30 years. I do want to let you know a couple of things this year we focused on growing the program and trying to get the program back to where it has been in the past and we have done that with a 0.5 teacher the program has actually paid for itself and so my request is that as the budget outlook improves that the district reconsider shuttering this long-standing program to the high school and restore a 0.5 middle school teacher so that these students that need this program will have it available to them.

063group touring it during construction the picture on the right is the final the first impression of this tk classroom is boy is that a large classroom okay tk students aren't very large but they have large needs that was expressed through all the planning process the teachers the users of this space they have multiple multiple activities in this no one thing fixes everything but the teaching wall the movable furniture all the other accoutrements in the in the room came from teacher input that the facility is honored next please a library you won't believe this library in an elementary school you've got to go see this for the smoke for the elementary age kids they need different spaces one thing doesn't satisfy all needs so this library has been built with classroom areas breakout areas whatever the
064staff wanted was incorporated in the design next please that's one of the lab rooms and the specific things to note in there they asked for power power to be delivered from the ceiling not the floor which is traditional that gives us problems keeping it clean they wanted movable furniture teaching walls all of the wet appliances all of that was incorporated because the teachers asked for it next please and here's an issue dear to my heart our softball team at livermore highs went from orphans to homeowners i have particular interest in this my daughter played for livermore high charlie foscalina if any of you remember and during her four years there we never had a home field we always had a practice field loaned to us by the parks department we didn't have enough an area
065proper area on our field our home games were played at robertson park which is a slow pitch field with 400 foot fences which is not appropriate for the game here you're seeing construction pictures and what i insisted on is more student pictures they now have a home they have a home that's probably the best ncs book field in the bay area they're proud to be there and they're doing really really well my daughter did well too but i'll brag while she was with charlie she earned a four year all expenses to miami playing softball these kids are going to do well with this facility let's go to the next one some of the most unsexy stuff we do we fix roofs you never see them unless you've got a drone or your google earthing too
066much but without that roof the integrity of that roof we lose everything under it we lose the structure we lose the equipment we lose our investment in student achievement we were able to work on crochet jackson library there rancho las pacitas is another one the district office was was necessary to do mitchell that's what you have on the one end that's what you have on the other hand when it's done those roofs will go another 20 30 years protecting those facilities below them we go the next one please we snuck in another picture of kids students excuse me our royal saco elementary we're working on hvac units we replaced or remodeled or refurbished more than 100 hvac units you cannot teach or learn successfully in an unconditioned area too hot too cold it's got to
067be where the teacher can be successful where the student will realize success that can't be the reason is what i'm saying a bad hvac unit cannot be the reason that kid does not learn algebra our last picture there's more hvac there's one at the high school let's stop here for a second because will insisted on getting another picture of students okay there is an important note very hard to read at the bottom here i want to point your attention to this is a forget me not we haven't done this in the past we're not just spending 245 million dollars of the community's money that and the interest that erin's along the way we are also able to qualify this last year period for nearly an additional 45 million dollars grant money we don't get that
068money without the ability to match it that's the way the state of california works measure j will really total about 300 million dollars spent community investment spent in the pursuit of student success those guys got a key prize on them before i conclude this the cboc asked at one of our recent meetings discussed and asked me to share something else which goes beyond the annual report the committee typically is charged with looking at yesterday what did they do did they do it correctly okay since we know how well to do large construction projects since we know how to control the expenditures and comply with voter approved intentions i refer you to the nine perfect audits we've had over the last nine years and since we have an updated facilities master plan i think you're reviewing
069now and expected to approve soon that plan demonstrates clearly how much more work is needed to continue our commitment to student success the cboc would like to encourage the board to entertain a new bond as soon as practical that concludes my bragging session okay i do i do want to i do want to add the committee appreciates the facilities team led by kim and the rest of her team very professional they get the job done we want to appreciate the finance department kayla and her team they've been responsive to us when we've had financial questions timely correct until we got the message that shouldn't be overlooked we shouldn't overlook the board's courage in pursuing this project 10 years ago you went to the community and says give us money that takes courage we're asking you
070to do that again i'll stay for any questions you have i have no blue cards on this so and this is discussion only so any questions or comments from the board trustee commons all good things thank you for your presentation thank you to the citizens bond oversight committee to our bond department and like you mentioned the finance team for making sure that these projects happen i too share the love for the new softball field that was my high school being a former collegiate softball player i would say that that field is pretty stay the arc and close to college level nice field it's a book field you can do tournaments you can do anything you want there it fulfills the needs yes and and just speaking as being a former athlete there's nothing like having
071your home field to go to right after school and so i'm really grateful for that as well i'm just really happy to see all the production that was that was able to happen with our taxpayer dollars and everybody's commitment to making these projects happen along with the softball field i'm really proud of this steam facilities classrooms and of course the new roofing is essential so i just want to just let you know i really appreciate your presentation thank you very much it's essential but not sexy thank you very much for your service on there and as well as all the other board members it was one of the first things i did before coming on this board was just sit in on some of those and then we passed a partial tax and for this
072folks in the community that might be watching or that may watch later it's an essential component of ensuring the public's trust is through oversight so the citizens oversight committee is comprised of very specific positions there's community members there's a fiduciary responsible people but it's all to make sure that the money that a body says they're going to get from the public is spent in the exact manner that the that the ballot language says and so having the compliance just so it doesn't get glossed over when when you mention nine years of audits that is a very good and essential component so people can understand that the money is being spent the accolades and we can all look at the accomplishments of athletics and academics and all the all of those things don't happen but you
073don't get the opportunity until you've earned and then also maintain the public's trust and the only way you maintain it is through the statute of having this body and those people all of you donate your time to do that so i know you're being a little facetious when you talk about these highly paid positions but it's it's not an easy thing you meet at night and you got to go through things and you're kind of running blind unless people give you what you need but to hear that our district has always provided what the board needs and that you guys are able to do this i think it's essential and our kids are benefiting so i really appreciate thank you very much thank you and i can attest that nobody's in it for the money
074everybody on this committee myself included are appreciative of the fact that we get a chance to serve we get a chance to give back directly to you guys these guys pay attention but it's for you yeah thank you i wanted to emphasize what you will have so eloquently stated multiple times and that is that these are not just facility upgrades but their investments into the future of student learning of innovation of wellness and of pride i think having pride in in our facilities and our schools is important i also just wanted to say as as my colleagues have stated just gratitude to the committee's ongoing work in and reviewing the expenditures and the facilities over the course of the year i know it's a time commitment and i'm just very appreciative of it and then
075also i wanted to thank the livermore community for their overwhelming support of major j and they're continuing to invest in local schools and students and will and with you i think we need to get ready for the next investment and and work towards continuing these facilities and reinforce our modern um and update facilities reinforce modern ones and support our mission of preparing students to contribute into the next sort of future so we're here for you thank you i honestly think that some of the academic achievement that we've seen over these last couple years is directly tied to some of the hfac stuff is just i was i had subbed in some classrooms that vacillated between 79 degrees and 59 degrees so pick take your pick i mean neither one was great and so to do
076that um yeah it's so expensive and it's you know you don't really see those big units up on the roof um so thank you for keeping them in mind at all times it's it's it really is easier to learn you said it well the the way the projects that the way a large project like this moves forward with no real issues is because they the staff did the planning with the users the teachers got specifically what they needed into the design and prioritized it based on look roofing's not sexy but it has to get in there that sort of thing hbac absolutely critical not sexy but i want to applaud the teaching staff for understanding that those things are competing with the new equipment yeah the architectural designs you get presented with there's a look
077we're going to give you the very best we can because you have good staff not negotiating but uh coming to a meeting of the minds with the users understanding that they really direct this now they may ask for something that's not practical and that's our responsibility our team's responsibility to make clear but the reason we've done well is because you have great staff collaborating with a great teaching staff the motivation is easy students that's a piece of cake everybody's motor well it's also um very clear that we've got some really dedicated volunteers and you and chairman eric humm and just thank you for for the work that you put in that thank you thank you for the opportunity to serve thank you thank you very much we'll move on to 13 to public hearing support

079questions from any board members seeing none we'll move on to 13.3 update from the ad hoc committee on superintendent search which is me so several important events have taken place since the last board meeting regarding the superintendent search input from a variety of sources has taken place the alameda county office of education with whom we're partnering with has met with all board members a community input survey has been filled out by 789 people in our community a coe and i met for individual sessions with labor partners district leadership and district staff a coe also held a community input session data from these sources helped shape an updated job description and because of the brown act only two members were able to attend but would either trustee kaplanis or trustee van den who will care to
080give briefly share out about your experience observing the community input session i don't want to put you on the spot but um i'll just say that i was grateful to be there i participated in the last one and um it's just a great time to hear from the community what they would like to see and i'd like to thank everybody that did participate in it it wasn't a large number but um still people made time to come to something that's very important and we love hearing from the community yeah that it wasn't a large number of people but what kind of stood out to me is that there were people from all the various stakeholders groups in in in livermore from lvf and quest and pedrosi and parents and like everybody was represented maybe only
081by one person but it was it was really helpful and the a coe team did a really good job pulling helpful information out from everybody that attended and participated so yeah it was really good thank you so looking forward the ad hoc committee will be meeting with a coe soon to continue our work and receive updates the last week of may the full board will review applications in closed session in preparation for interviews the last weekend of the month so that's what i have to say we do have one blue card on this and then i'll open up to questions so i'll invite tara voice up for comments good evening cabinet community so i did attend the community session i did do the survey for the superintendent search but have also been having conversations outside
082of that area with parents community members uh teachers people in other districts etc and one of the questions i asked the woman whose name is escaping me so i apologize at the session who was running it is where did she consider the livermore runway right are we well prepared do we have enough time and she said we have a short one right and maybe not long enough and i think even more critical to our discussion is let's be honest we're oh for two on the superintendent in the last four years right so there's a lot of concern out in the community that we might be rushing into something that will not get us the best superintendent place for the long term right we don't want a one and done again right my kiddos are in
083second and third grade i can't go through this every two years uh sorry they're in first and second second and third next year so i would just urge the board to consider a solution that will place a superintendent that doesn't have to be from livermore but can assimilate to livermore right um make a home here learn the district and go from the ground up instead of torching things like our previous superintendent um we can't our teachers cannot sustain that um i don't know if anyone noticed but a very well respected teacher in our district is leaving um and i think the last year is the key reason like literally leaving the community not just the school district we don't want that we want our teachers to stay assuming they can afford it and we need
084a superintendent that is going to rebuild those bridges from the ground up ideally it is the feeling of myself and a few other people that an interim superintendent who is maybe semi-retired maybe taking a break in their career not looking to make a name for themselves just wants to come to livermore and help rebuild stabilize no big initiatives no strategic plans you know maybe not even a bond this year just to get us back to a safe place and then we go search for a permanent superintendent so i just urge the board we rush into nothing knowing that 60 percent of the board is going to step down in november maybe maybe not and then we're going to have a net new board that is also going to have to become the manager of this

086serve their term and they sometimes stay or sometimes they leave but the consistent and something that will never leave just like the district is our labor groups and so lea and csa and seiu and lma they have been here consistently they're they represent we're the second biggest employer in the city and there's 1500 people that are represented by that they work and are entrusted by the public and i think that they should be integral to this process as we come and we go they stay and they are trusted and i believe that they should be deeply embedded in this process they're the ones who are going to work with serve the children and i believe that they should be integral to the process not just a simple nod or whatever i'm not alluding that they

091precision measurement and the safe use of hand power tools with osha and epa standards by the end of the course students will complete a manufactured project that demonstrates both manual computer aided machine skills as i said creating this course to match the csu uca through g elective requirement this course ensures our students have access to rigorous transferable credit and building upon that is our next level this year-long capstone course in machine and forming technologies pathway students may pursue house cnc certification to demonstrate industry recognized proficiency the advanced machine metals course provides students with the opportunity to apply advanced manufacturing and machining skills through hands-on real world real world learning experiences students will work work with both manual and cnc lathes and milling machines while using cad cam technologies to design simulate and manufacture precision parts

094okay and that also answers the first question if there is request and demand okay i think that's a question that often comes up when we're when we're doing this and i think the classes look great the linear algebra one i'm excited about because i think that gives people some some additional math classes they can get in under their belt before they get to college so i think that's great all of them so that's it one easy question one i don't know if you know the answer to just because um what's the fiscal impact of adding all these new courses some courses do require us providing new additional books so for example that the ap physics class will require us purchasing new ap physics textbooks with the algebra emphasis so most of these courses are not
095requiring an additional funding source for materials and curriculum thank you so we don't really know specifically no we do each course has has i don't include that in the report i can get you that information happily because each course does when they submit the request they talk about the book that they want or the materials that they need and then give an estimate of how much it'll cost okay nothing will be substantially beyond what we can control the funding sources are from restricted funds so that helps yep um so there's one course on here that i i that just jumps out of me because i think i can enroll in all of them but then there's symphony strings is that like an audition you do before you can enroll or how does that work yeah
096it's an honors class so it's again it's kind of that not the highest end of our students but also not a students who are just taking it to learn about it it's kind of the next level it's with honors so there it is a class that you need to try out for is it okay is it not a prerequisite but audition perhaps um especially if you come from other places excuse me sorry what was the last especially if you come from another school or another district or whatever yes i mean if you've taken any music instrumental music prior to this and you want to pursue this higher level i if if we took a student from outside our district we'd still give them opportunities that's really cool i can only imagine how this is going
097to make our uh strings the students even but i mean it's just they're already incredible so i don't know how we can improve on this but i'm excited thank you okay thank you i appreciate the district expanding uh offering these type of things i do i do i gotta take my hand off to you you didn't stumble at all on multi-variable calculus but ferris versus non-ferris i looked it up one has iron ferris they rust so that's it thank you aluminum's non-ferris but i really appreciate and then to look at i mean we're talking about a large handful of classes but it's spread over language it's spread over music it's spread over math and science and it's all giving uh ladders of opportunity you know a lot of kids if you haven't taken physics calculus
098if it's late it's that it's a preventer but to be able to take it algebra braced it acts as a ladder so kids can be introduced to physics and then move on afterwards um the metals you know getting someone into metals and then you can go into advanced cncs and things like that millwork it's exciting that we're able to offer these type of things at the same time that we're improving our facilities at the same time that we're congratulating kids for accomplishments so it's really good work and i appreciate it thank you trustee capone's thank you mr kralikowski for your presentation i just want to say i support these courses because they teach the students real skills and it helps to elevate their educational experience in our district i do have one question though is

101third interim financial report turn the time over to miss caitlin wasley good evening again tonight i will be presenting on the third interim budget report so here wrong slide so um in the attached cycle we have where we are at in our budget cycle which is right at the top um coming in third interim up next is may revise and then for some reason um our district adopted budget is not in that box at the top but that is what should be there okay that's good yeah so is on mine too um and then moving into the state adopted budget um following that so third interim budget um is a requirement for districts that meet the qualified or negative certification status at second interim um since our district um had a qualified certification status at
102second and we were required to submit a report which is an update to our general fund or fund 01 as well as our multi-year projection and cash flow projections and it covers the period of july 1st through april 30th based on current current projections our unrestricted reserve is 4.8 percent um so we meet the minimum reserve requirement of three percent and 25 26 and 26 27 with no new revenues um received we would be below the three percent requirement we did have an improvement in our p2 attendance rate um which drives much of our attendance or revenue for the district and so that resulted in higher lcff funding not only in the current year but also our subsequent years and then we updated assumptions for salaries benefits and our restricted categorical funds were updated based
103off of current um planned expenditures so overall we're projected to um have a decrease in our fund balance of approximately 9.5 million dollars with 1.8 million of that being unrestricted and 7.6 million being restricted um the restricted side is both the spin down of the one-time funds we received in 25 26 as well as the spin down of other categorical funds um that have expiring grant timelines um our projected ending fund balance is an overall 17 million with 11 million being unrestricted and 7.65 million of that being our required three percent reserve and then our restricted ending fund balance of 5.9 million of our overall revenue 72 percent represent um lcff funding sources and the remainder is made up of um smaller pots of federal revenue other state revenue and local revenue and a very
104tiny sliver of other transfer and inter-fund transfers in from other district funds so for our total revenue changes in the third interim budget from second interim our lcff sources as i mentioned increased so they went up five hundred and thirty six thousand dollars from second interim other state revenue um marine status quo from second interim we had no new revenue sources or decreased revenue sources federal revenue increased by approximately 72 sorry 42 000 dollars and other local revenue increased by 858 000 dollars in our lcff sources the 568 563 000 was a result of our p2 attendance exceeding projections by 47 8 47 ada our attendance rate grew to 95 that's up from 94.2 percent in our prior years we had been increasing in slow increments of about 0.2 percent so seeing a 0.6 growth
105was unexpected and they welcome surprise um by the time we got to our p2 cutoff which occurs in march typically for our district and um so this will increase not only our current year because we're current year funded ada for lcff funding but in 26 27 we're projected to be a prior year funded ada and then in 27 28 are three subsequent prior prior year ada so this increase impacts as i mentioned not only our current year but our subsequent years and our multi-year projection and for federal revenue the increase of 42 000 was due to a update to the ab2 allocation which is our special education allocation that we received through our selpa as well as a small increase to title four funding for other local revenue this increase of 858 000 occurred from
106multiple sources our donations increased by 573 000 this includes um not only donations for school sites but also our athletic accounts so it is a large amount of accounts that we hold for donations our medical reimbursements increased by 55 000 elop tuition by 26 000 so that is students that participate in the program but don't necessarily meet the qualifications but we are able to collect tuition on the for those students that enable to enable them to participate we had miscellaneous revenue of 50 000 project build an increase of 51 000 project build goes into september of next school year but because the program can't afford staffing for next year they um expediated their timeline for expenditures and moved it all into our current year budget instead of spending any in next year as well as
107school partnerships which is setting up our medical billing had an increase of 41 000 for expenses our overall expenses decreased by about 110 000 salaries decreased by 33 000 benefits by 14 000 books and supplies decreased by 485 000 services increased by 423 000 capital outlay decreased by 8 000 and other outgo increased by 6 800 so of our total expenditures 83 represents salaries and benefits on the total combined restricted unrestricted expenses with 92 being represented in the unrestricted side of the budget and for highlights of changes that were made for our certificate non-management through reviewing our current substitute costs as well as projecting out for the remainder of the school year and current leaves we needed to increase our substitute cost estimates as well as reduce staffing and our classified non-management largely due to
108reviewing elop staffing and what was originally budgeted for elop staffing and reducing that staffing cost management salaries increased by 40 000 that is due to anticipated vacation payouts of retiring management staff and their current vacation balances and then decrease of benefits of approximately 14 000 based off of the salary adjustments for books and supplies we had a decrease of 17 000 in looking at our unrestricted spending in the supplies and our spending freeze we was able to reduce that by 17 000 and restricted we reduced by 468 000 this is due to reduced elop spending so we're carrying more over into next year as well as reduced restricted lottery spending based off of what we've spent to date services and operating expenses increased by 404 sorry 424 000 there were increases in elop funding for
109the different programs that they operate so they do a lot of services to bring in outside vendors to provide classes to students and so increasing those costs as well as magnet grants and restricted routine restricted maintenance and donation spending and then capital outlay the small decrease of eight thousand dollars was an update in the kitchen infrastructure expenses so in our multi-year projection assumptions i bolded the numbers that changed from second interim so we had an increase of cola from 2.41 percent to 2.87 percent and then our p2ada the three the numbers increased across the board not only for the current year with the 95 but also updating our projections in our subsequent years to also believe we'll achieve that 95 in the future years and then our funded ada was based updated based off of
110the updated p2 attendance numbers so this graph illustrates where our enrollment has been and where we're projecting our enrollment to go so the third column from the right is our current 25 26 year and then 26 27 27 28 the green line represents our funded ada and our the blue line represents our current year ada so that is what we're primarily funded off of so you'll see in many of the years our funded ada is quite higher than our current year ada and that was largely due to our covid relief that we had for ada and then in the more current years we really balanced out to being close to our current year ada is what we're being funded off of but as you can tell because we're funded as a state off of our
111attendance so students actually being in seats at school that day we received much less than what our enrollment is so that kind of represents where we're actually funded versus what the students that we are serving is the orange line so our current multi-year projection this is the multi-year projection that assumes no new revenue increases beyond the cola increase so are unrestricted in 25 26 we have a 4.84 reserve moving into 26 27 it drops down below the 3 at 2.14 percent and then in 27 28 in order to maintain a positive ending fund balance and to get back to the 3 reserve requirement we would need reductions of 7.3 million dollars in order to meet the 3 reserve requirement and the combined funds we would have an ending fund balance in 25 26 of 7.46
112percent in 26 27 of 3.52 percent with 1.3 percent of that being restricted and 3.91 percent in 27 28 with the 7.3 million dollars in reductions and 0.9 percent of that would be a restricted ending fund balance so then in our combined funds with the state january budget proposal because the may revise has not been released yet that will be released later on this week this incorporates the original proposal of the one-time learning recovery block grant full restoration a one-time student support and professional development block grant and an ongoing increase to the ab 602 special education based funding and so with that because of the improvement from our lcff funding we no longer if we utilize all of the one-time dollars to not have to make reductions we would be able to not make reductions
113in 27 28 and meet our 3 reserve requirement however we would still be faced with an ongoing structural deficit that would need to be identified and when we added that 28 29 fiscal year out it would likely show below the minimum reserve requirement if our spending continued but our revenue did not increase because we have the structural deficit that is still ongoing however current estimates for the may revise that will be released by the 14th so sometimes in the next couple of days um show that sorry let me get to this slide information um that initial information shows the may revise is supposed to have significant higher revenue state revenue than originally projected for prop 98 funding this could be an increase of approximately six to eight billion dollars for the state and one-time funds
114um this senate and assembly democrats have both indicated support um supporting fully funding the prop 98 guarantee so not doing the hold back to the governor initially proposed in january so depending on how the state addresses the previous proposed 5.6 billion dollar hold back we could as education agencies could see between six billion and 11.6 billion dollars in additional one-time funding across the state the increased funding outlook also it was improved for 26 27 with current projections showing that prop 98 could receive an additional two billion in ongoing funds looking at that number um in an ada fashion straight ada would be approximately four million dollars for our district ongoing and we don't yet know how the additional funds will materialize for districts so we'll know more information as I mentioned at the may revise
115and for sure with the state budget adoption in late june but i do believe we should start planning once we know more information about what those funds will look like moving forward and then looking ahead we have our may revision that will be released on may 14th june 9th we'll have our public hearing of both the 26 27 budget and l cap june 15th is when the legislator must pass a balanced state budget june 16th is when we will adopt our district budget and l cap and then june 30th is the deadline for the governor to sign the budget that will take any questions okay trustee prusa are you going to complain about the timeline of educational systems in our state my turn yeah great thank you wow so generous of everyone to allow me
116to go first okay i have a few questions my first one is do we know can we attribute anything to our increase in attendance like do we can we actually hand that over to acting there's you know we have what are we doing right i guess that's my question the one thing i can tell you and it's really i'm very cautious because um we don't ever want to attribute causation to or cause with correlation yeah and so i'm very careful about saying this is why but i can tell you some things that we implemented this year that that i believe led to the increase in our ada um one major um initiative that with the help of michelle dawson and sarah degrote um and our community engagement is we really did a push um and
117put the word out about how important it was to have kids in school and even if your child had a doctor's appointment at 9 30 bring them for an hour bring them for a little bit of the school day because every day counts and so that um i think and then we we put it out in our monthly memos um out to our parents and i believe even it went to this granular level i want to say that our labor leaders especially lea helped a lot with that outreach um to to really get the word out about how important student attendance was to our budget good um okay and then let's skip some of those so uh we were according to like where we are right now without looking forward yet we were looking just
118correct me if i'm wrong i'm going to ask you a question and i might be wrong we were looking at nine million in cuts for next year are we now looking at seven correct and that's without any new funding any new funding okay so then that leads into my next question which you kind of answered which was the two billion ongoing would possibly be a four million for us correct which is ongoing but then there was a six six to eight one time yes which which do you know what that would be for us i guess it would be i could do some math but i believe that that would be upwards of 12 million to 15 16 million probably higher than that so my question about the one time funds is what does that
119mean for us because if we i mean i think we're learning if you use one time funding for ongoing expenses then down the road you may have to make cuts so what would be the strategy for something like that like it's generous but also it kind of puts us in a tricky spot does that make sense yes you definitely have to um it's never wise to use or fiscally prudent to use one-time funds on ongoing expenses um i do know that with all the one-time funds that are given to schools that makes it a really challenging thing especially with such a large dollar amount um so i would say that one as a district would have to be very strategic in how we use them and really plan them out it's not um utilizing them
120all up front at one time it's kind of spreading it out and really looking at what are the things the daily things that are needed that we haven't been able to provide um and kind of gotten behind on as we've just um maintained our day-to-day like our staff devices and student devices and curriculum and all that and now we have i believe it's math is our next curriculum adoption coming up so it's looking at all of those items as then well as well as making sure that we maintain our programs the best that we can but still planning for the future and not letting a cliff happen okay thank you that's helpful okay ask a question it's on uh page 14 on your slides just a clarification it's uh the enrollment went up small i
121mean went from like 94 point something to 95 percent and the green and blue kind of represent where our funding is and the orange represents the columns represent what our real attendance real enrollment that's not this isn't to scale if 95 enrollment it seems like there's 25 that we're not getting funds for is this just a graphic or is it literally to scale because it doesn't look to scale i mean if 95 attendance you'd think that the green dot would be much higher up on the attendance i think because it's in increments of 500 it makes it look like it is not to scale and so each 500 is a much larger piece of the bar chart because our enrollment has declined so much it's a kind of a larger it goes from 11 000
122to 11 500 to 12 000 so each of the lines represents like our um for example in 25 26 that enrollment line represents that we're almost at 13 000 students but funded at 13 or 12 300 students and so it's slightly the orange bar is right at 13 000 and then the green and blue because we're on current year funded ada is both right below the 12 500 students so if it was expressed in dollars and not numbers the green dot would be much closer to the end of the bar i think if i can interject also keep in mind that the bottom threshold is 11 000 if we're missing correct should should go down to like i just think as a graphic that we use publicly it kind of presents a misconception of where
123we're at because there's always a thing about enrollment and the district does a very good job of enrollment and it's very difficult when you get above 90 92 to actually drive that number and sometimes there's diminishing return on that the return on investment is minimal if not nonexistent i'm just saying in terms of looking at that the graphic to me would either include the entire orange bar so that it looks for the public looking at this that we are doing a good job on our attendance an exceptional job on attendance and so that it doesn't represent like we're not capturing something you know we're capturing everything we can in attendance we should be back the other question is on page 16 and 17 just uh i'm looking at one is multi-year projection combined funds one
124is combined funds with state budget proposal and looking at the top we'll go to the first one page 16 20 26 20 27 combined and then look go down to the next one page 17 the same number it looks like it increases by what 6.5 million correct is there any reason that the expenditures the far right column are revenue in because you're reflecting one-time money in 26 27 but in 27 28 the one-time money you carry it over from combined funds into the combined funds with state budget they're both uh relatively the same one's 207 802 one is 207 577 it's less the top right number but yet the expenditures are reflective of going up about a little over five million dollars yes so the um slide 16 the combined funds assumes making the 7.3
125million dollars in reductions to meet the minimum three percent reserve requirement so it would bring our expenditures down to 207 million dollars so that's on slide 16 and then on slide 17 if as i mentioned we used all the one-time dollars to just sustain our programs and not make additional reductions we wouldn't need to make additional reductions and so our expenditures would remain um at the 12 uh 212 million dollars is the difference so it's making expenditure reductions or not making expenditure reductions across the two years or across the two um projections okay all right it's just one thing i'm cautious of is the state i don't want to say is notorious but in some sense one-time money because they can't guarantee what's going to happen so what i've seen being on the board is
126that and we've seen it here you know we had uh we'll never make it to let's all work together look for solutions understanding how to project funds um and then we're able to you know it's painful but it's not cutting down the tree right um and so when we start looking towards those out years and we start making decisions a couple years before as to what we're going to do um i would always caution that one-time funds from the state tend to materialize year after year because it's a strategy that's used in a lot of places i would agree that you don't build structurally on one-time funds but also if one-time funds become recurring each and every year then in fact historically they are recurring and so you're denying either children or the people who
127serve them the benefit of that recurring fund so it's it's simply a matter of expertise and looking at that like with a scalpel each year the state of california is not a failing state it's the fourth or fifth largest economy in the world it's got a super majority and can sustain a governor a gubernatorial veto so there's and it's pro public education so as we look at these things i don't believe that the sky is falling or has maybe 0708 when there was a worldwide catastrophe but going forward i have full faith in the state of california and its ability and willingness and desire to pump up to fund public education and i think that working with them and our partners we can sustain what we need and it's always in the 11th hour sometimes
128it's pressed but it comes through but reflecting that in our decision-making process causes a lot of angst in the community and especially on our employees and how they're able to serve as kids so it's just a matter of especially when our board the rendition of our board changes over and over to me it's not as clear as saying one-time funds can't be used structurally that's i agree with you that's obvious but when it's again california has exhibited that their definition of one-time funds tends to be recurring they're always cautious about building that base was that prop 98 yeah they're always cautious about that but again what are they saying two billion dollars or 11 billion dollars or whatever the number is this time is going to come into our budget so appreciate your work thank
129you trustee capuanis thank you for the report miss wasley and i love that we're seeing a higher than expected attendance which has led to greater revenue in our report do you think that we can sustain this to get a higher percentage next year or beyond that's always the goal always okay on page 11 why are we seeing so many more substitute teachers than planned i would every employee is entitled to leave and so based off of the current leave usage that's just where we're projected to be at a slightly higher based off of those leave that leave usage and so that can be for a variety of reasons it can also be if we have more iep days more 504 meeting days so we do give release time for that so it could be across
130a variety of reasons to have an increased substitute cost and for pd and stuff like that yeah pd is typically more restricted this was more on the unrestricted side the increase in substitute costs okay thank you for clarifying that and then also is there a concrete plan to close the structural deficit i would say that looking forward as we see what the may revise releases in the final state budget then we would probably look to the board for direction on how we want to move forward in addressing the structural deficit if it is still depending on how big the structural deficit still is at that point after the state budget and then to see if that is reconvening the budget work group or using our budget advisory committees and how we would like that to

148thursday workshops are restricted and no they're there you can't conduct normal business in during a workshop okay so it's it's more of a in the past it's been more of a general conversation we do have a structure for it it's not like we just show up and start talking but it's a way for us to conduct to address topics typically we'll have a budget workshop we'll have a governance workshop to to talk about those things that's a change from the discussion we had last time where it doesn't matter what we call these public meetings they are board meetings and as such they you know the public may have interest in it or so what what in in transparent you know to be as fully transparent allows as much engagement from the public by having it
149in the evening these workshops are not by law restricted to only certain things we could we could decide on things we can put things on the agenda 72 hours before that am i describing it correctly so we can so this meet the the the proposed calendar as an attempt to move back to what we were before so i mimicked the calendar previously and in the past we had before we had an evening and a morning regular board meeting we had workshops and workshops were an opportunity for us as a board to grapple with different topics so but we wouldn't address the normal business that we would in the past we had when we were doing morning regular meetings we had presentations from schools so these wouldn't have those it would have just the kind of
150normal opening the session you'd have a pledge of allegiance and then you would grapple with some type of topic sometimes we have a an expert come in to like we had greg danis come in to present uh to do a governance workshop with us to talk about what does good governance look look like we've had budget workshops where we spent we spent a long time about one topic so i'm not sure if that's fully answering your question not completely because i remember the public pushing back on that and saying what would stop the board from going ahead and having having other content you you can't in a workshop you can't address you're not allowed to address you're not allowed to vote on things it's it's essentially and correct me if i'm wrong but i believe
151that it is just discussion only i believe that the uh descriptor workshop is not something that you know the brown act recognizes like there's no either we meet in public as a board or we don't but there's no different kinds of and i think that's what we got to eliminating these thursday morning meetings because the public said well we don't necessarily trust y'all to only discuss things that are you know a little boring and workshoppy i got i got a point i think the morning meetings had nothing to do i was here with public trust it was a unilateral decision it was made by the previous administration to move it was based upon maybe an opinion that it would give access when in fact the main complaint that i received was that it limited access
152historically the board did operate with workshops and where people get in trouble is when they don't agendize them correctly and you don't post it correctly it gives to president drone's drone's point it's usually a more singular perspective so you're going to deal with the budget so we had a budget workshop so it tended to be more in depth a lot of the regularities of a regular board meeting didn't happen so we're not going to do a whole bunch of recognitions it's just kind of let's get right to the work but it's still a public meeting it's still posted it's still agendized and it didn't preclude us there was a couple of times when we utilized it to like like a cleanup like there was a an agenda that someone didn't you know hadn't approved or
153something but it wasn't intended to be a regular board meeting and we did them we did them for years and under review i understand the intent and i trust the intent because i trust you all but i just want us to really think of the impact of having board meetings at a time when teachers can't help us or look over our shoulder or give feedback or make a comment on something that's on the agenda the public is it's harder for them that's i believe some of what we experienced was last year was was you know that there is a feeling that we were high you know we had the opportunity that we didn't but there was an opportunity for us to hide something in those or do something in those thursday morning workshops if i
154call it a workshop doesn't make it a workshop we know what it means because we you know we're like we promise which this is all we want to do and for me personally i think a thursday workshop would be great instead of every you know three times a month on a tuesday great i love it i just i want to make sure that we understand the what we're communicating to the public and to our teachers to our staff again my recollection is that these were discussion items so it gave the board the public the staff the ability to go in depth you know we usually had them in conference room c to my recollection and so it gave us the ability to go like with budget it tends to be kind of boring but it
155might go for three hours on one topic and so the they would we would have these i mean when i first got on the board these would be at seven thirty in the morning and they would go till ten ten thirty but then there was some people had needs to start a little later so we'd usually start them around eight o'clock and we'd go till 11 maybe 10 30 or 11 on a single topic when we discussed facilities we're going to go through the slides for every school in the district and we're going to look at slides of roofs and things like that we can ask our questions it helps staff the bond department put things together so that when we come to our regular meeting they understand kind of where our line of questions
156are going to come from and then you would vote on it and fully discuss it in public but we're not going to belabor three hours of looking at roofs or classrooms or technology or budgets it gives us the opportunity you know when you're it's it was a smaller group in a smaller room with not much on the agenda and we forwent all the other items that you know keep us the first hour of our meeting i really do i do understand and i i hear the intent i just want us to consider the impact trustee capone i just want to say i really i supported having the morning meetings just to get our workshops whatever just to get work done board work done to be efficient and then the one evening a night and then
157i thought we you guys voted to only have evening meetings so i just wanted to know what changed so i think that what changed is the mix-up in the last two years of what constitutes a workshop and what constitutes a meeting because when i got on there was a very clear distinction between those you you this is a meeting a workshop we open the session and then we have a presentation and it was more informal and a dialogue even there was a lot more free-flowing conversation it didn't follow the exact structure of this and as trustee bueno said it was related to one topic because trying to trying to address you know taking the example of facilities and looking through all school sites in a meeting like this is not practical right i understood that
158and that's why i supported it and i'll still support it but um the addition of of multiple meeting evening meetings a month like for example in the month of may can we i know are we planning to be in a qualified budget again next year for the additional meeting in may the third meeting are we able to put that meeting or sorry the second meeting in may as optional if we're not in a qualified budget we can we can add meetings if we need to we can add can we reduce um we can in the past we've if we don't need to meet for a workshop then we don't meet for a workshop but i don't know for a regularly scheduled meeting if it's possible to cancel well what i would say is you would
159amend if if the board chose to you could amend this calendar to state that the second meeting in may would be optional only if we were not in a qualified budget because we do need that second meeting in may for miss wasley to do her third interim and additionally there has been the need to move the second meeting in june later because the state was delayed and getting us the information that miss wasley or her predecessors needed to present the budget because sometimes the state kind of drags its feet so there's been times when we moved that meeting but my understanding has been over the years be your best to adopt the the practice has been to adopt the calendar and if we don't need a date then we say listen there's nothing there's nothing
160happening so we're not going to use the second one but it's easier to not use a meeting than to try to schedule one because we we all know what the what the calendar is going to look like right and then it was just along with the additional meeting in may as well as october and september i just want to make sure those meetings are necessary or can we put those as placeholders as optional i think we haven't discussed this in some time since january february but i think the community came out strongly saying wanting us to return to evening meetings and i believe the returning to the standard of most months being two meetings so that's what that was my recollection so that's how the how the how this was built i just want to
161understand it if it's necessary do we need those in those two months well i think this is i i don't think we'll know till we get there but as as i presented as we were talking about board calendars this is the standard practice amongst school boards in and around our area is most months meeting two two two evenings so if we are attempting to to return to standard practice in the area then again i built this with that intent okay but october would be technically three because there's still a workshop correct correct okay and then my last thing is the saturday workshop would that be optional or is that indefinite well it's different the saturday go for it what we have done historically is after new officers are installed after an election we come together
162and we do a saturday it's a governance workshop so it is a saturday and so it usually is it's usually the superintendent and the the board and sometimes there's a new board member and so usually there's a facilitator and it's for the purpose of kind of understanding how board governance works and usually there's a brown act book presented things like that that's what the saturday one is that's my historical memory of how it's been done in the years past i just haven't experienced that but thank you um i have to say i'm a little frustrated i you guys know i like to play nice i wanted to keep the workshops i felt like we were very strongly pushed not to keep the workshops and so from our community from people on this board so like
163christian and nina i am confused i i experienced workshops like craig did and i liked the workshops i fought for the workshops when we discussed this last time i got shot down and so i'm just like what are we doing the community seemed like they didn't want the workshops maybe i misunderstood the community i felt like there were people on the board who are now saying the opposite who didn't want the workshops so personally i like the worst workshops i guess i'm just confused is that are we i just want to make sure we're not dealing with like semantics that because i don't remember ever in the many years i served on the board before some with you that there was ever community outcry against the workshops what we were told administratively what i was
164told and as part of this group was that we could no longer do the workshops because of some technical or illegality or something like that and i remember that there was pushback from the board at least for myself and i'll just speak for myself that i didn't feel that that was an accurate description of the workshops then there was a pivot to go to morning board meetings where nothing substantively would be discussed it would be more like single plans and things like that but when that came to fruition it became ineffective and there was business that needed to be conducted but we found ourselves without adequate slots to conduct that business and so then we kind of came into like a quandary and then there was discussion about adding some meeting ones but the specifically
165the specificity of workshops was simply my recollection brought to us as board members saying that we could no longer conduct that conduct those workshops that were historically very productive for everyone because they were not really deciding meetings they were simply discussion meetings of greater depth that was it i believe what you felt maybe some like hey this is is illegal i just think that we were shown that there's no distinction other than the name between these different timed slots for meetings and so i i would just like to say can we just get a little clarity on whether or not we you know we are there some guidelines together are together it has to be an agendas board meeting no no can we just get some clarification from whomever knows this because i've i've i
166hear from you all that you can have these board workshops and they're really helpful and you just decide not to put anything on the agenda that we have to vote on or that has any kind of structural uh policy changes whatever but that's a self-imposed rule when really next board could just you know say well we're gonna we're gonna we're gonna do some stuff you know we all we have this meeting already it's it's there it's on the um on the calendar so we're gonna put some stuff on it that's what i felt you know a year whatever we decided to take out these workshops because there was um no distinction between we you can say that there's a distinction but there just isn't there is no other meetings than meetings the difference when it

181for gunsense in america june is not only pride month but the first week in june is when we commemorate those killed by gun violence this is my reason for wearing my mom's man action t-shirt here with the pride colors and my wear orange bracelet to commemorate those killed by gun violence 60 of those killed by gun violence are suicides 36 of lgbtq plus youth seriously consider suicide they're about three times greater risk for suicide than other youth in fact last year 10 of lgbtq plus youth young people committed suicide just last year the good news is according to the trevor project acceptance from adults reduces the risk of suicide attempts by 24 access to lgbtq plus affirming schools and space likewise lord suicides risk significantly so i ask you to please vote to accept this

199already taught in our schools in our public schools it's a state requirement that they're taught secondly sex ed is also required to be taught in the seventh and ninth grades and gender topic is is one of the subjects that's covered in these classes i don't understand why livermore valley school district needs to acknowledge pride month when the rest of our society in the bay area in california is already doing this what's the benefit to the kids so lgbtq represents five plus or minus percent of our population why not also recognize the many other minorities that are harassed and bullied during an all-inclusive diversity month so why not call it diversity month instead of pride month include racial and ethnic minorities people with disabilities socioeconomic disadvantaged people immigrants and refugees religious minorities all of these peoples

201values and viewpoints and our schools should be careful not to promote social or ideological beliefs that are deeply personal and often controversial for many families like mine these topics involve moral and religious convictions when schools elevate one perspective through assemblies classroom messaging or school wide celebrations it can make other students and families feel excluded and othered or pressured to stay silent on their own beliefs our schools should be places that unite students not divide them with competing social social or political ideologies we have families from many backgrounds in our district and i believe the best path forward is to focus on shared values academic excellence character respect and kindness towards all students without promoting ideological movements i respectfully ask the board to keep our schools focused on education and neutrality so every family feels equally
202respected thank you up next is carson mitchell will be followed by lani paschall good evening board members my name is carson mitchell and i have a child entering kindergarten this year i represent a largely silent group of people who do not want pride month incorporated into our school calendar or curriculum we live in a society where people who share my beliefs fear repercussions in their social circles and workplaces so many will not speak on this though they do indeed share the sentiments i'm about to express many of those who share my beliefs are in the faith community i understand that my christian faith is not something that everyone can relate to but i want to make something clear by asking for you to vote against implementing pride month we are not asking you to vote
203against any children who identify as lgbtq or our allies or come from a home with same-sex parents those of us attempting to follow christ and raise our kids in the lord love everyone from any of the categories i just mentioned we see them as people who bear the image of god just like us we may not agree with their ideologies but we value their lives and their safety as much as anyone else if the goal is for students to feel safe and included there are endless ways to achieve that without making a sexual or gender identity the basis for it in fact by choosing that platform to jump from you effectively ostracize and exclude my child and countless others who are taught traditional values within their homes issues like this should be addressed by parents

209ways to explain to me how incredibly um valuable it was to feel included to feel like holy moly people in my town think i belong um think i'm valuable it's not just words it's actually something that means something to me as a person um if i can as a as a you know a person here in this community can do anything to help students deal with um maybe suicidal ideation around this um kind of issue i'm i'm all for it i just i i ended my conversation with them ask him like do you still you know do you get bullied or you get and they started laughing and i said oh you you you do like yeah i'm like was it weekly do you like like no it's it's monthly i'm sorry it's daily it's
210not monthly it's daily daily like slurs comments uh physical things bumps getting things ripped out of their hands harassed and our staff at the school does a great job but one of them said i don't usually report things because it doesn't help and it i want to be friends with them and anyways it was a very very interesting helpful conversation that made me feel proud of being part of a of a community that says hey if you're on the outside come in here you you belong here as well we all do and i hope uh that we can do that with any of the students who feel like the way things are in my school i feel excluded i feel bullied i feel less than we can do better so if this resolution these words

214can learn and thrive and so i will be supporting this resolution before we move to a vote i just want to make something crystal clear publicly however people would perceive this but i do want to say that i don't see any child different i value all children equally i love them all equally or else i wouldn't be in the position i am right now um this resolution though promotes an ideology that has already been weaponized against children in our own district at granada high school a student was suspended simply because he referred to a biologically female classmate as someone who used to be a girl he simply refused to fully endorse the preferred narrative for that he was suspended and later denied a transfer to another district this and part of a larger this is
215part of a larger pattern we are seeing puberty blockers cross-section hormones and surgeries on minors multiple public multiple hang on one sec people in the audience listen if you've been in public meetings the only way this is our meeting you guys happen to be here so give the respect to one of the board members we listen to everyone just i understand it's not about pointing fingers we can point fingers all day and i can see these kind of meetings next thing you know people get angry and just nothing good comes from it president druane gave these accolades and i would support it we do a really good job in this community of listening to diverse opinions let's continue it that's the beauty of this community that we're able that these are polar opposite issues no

222to see our students and their schools communities in action and celebrating everything our district has accomplished thank you for the opportunity to serve you all yeah it's been a few full few weeks what do they call it macember phew uh here's a brief account settling i'm just kidding but so i read to these first graders at jackson for the abilities awareness month and it's just such a great reminder what like all this is for you know you just sit there and they are adorable the lma awards breakfast we honored the the management's staff who keep the work running or uh the now the awards was uh awarding these amazing students i joined the axa region six administrator of the year event like a bunch of our uh people got awarded um uh administrator of the
223year but dan musselman was being named administrator of the year for the entire state of california so congrats dan you were awesome um the ad hoc committee we hosted the superintendent search we talked about that um let's see that also i attended the lbj usd retirement reception that group who pulled it off did an amazing job especially having to pivot to the bank head at the last minute that was really good uh special olympics track and field event at livmore high school pc ic meeting uh all these parent representatives from across the district years of service service award um and then pedrosi foundation of recognition event just last night and then capping that off last night with the cowboy alley film festival at the vine theater oh my gosh you guys so all these young
224and aspiring filmmakers show off their work that they were working on the year some was hilarious some was actually really moving some was artful and then some was downright disturbing i'm gonna have to have a conversation mr castro what is going on um the coolest thing happened when i was traveling when um president drewan had to carry a ton of the load of the superintendent search while i was gone for that week but i stood on school street in boston at the site of the first of the rather the boston latin school founded in 1635 the first public school established in what would then later become the united states um people like benjamin franklin went to school there john hankock sam adams and i don't know standing there thinking about what public education has meant

226work extra hard because we don't have the fastest pool in livermore yeah so i just wanted to point that out but um i was able to attend eval and ncs with our swimmers which was really exciting and we um one of our swimmers brigitte o'brien who is attending scripts um as to swim next year got a long-standing uh new school record in the 50 freestyle she can swim it in 23 seconds which is really fast i couldn't even run it that fast well obviously um anyway i just wanted to uh shout out to her yeah thanks uh most of my time has been helping supports and working with a coe for the superintendent search and doing some other events over to you acting superintendent thank you i too attended all of the events that were
227discussed tonight as well as more i did want to highlight um wishing all retirees a healthy and happy retirement uh the petrosi scholarship night i just wanted to give a few facts the petrosi foundation awarded an incredible five hundred and five thousand dollars in scholarships to 112 livermore students which is pretty phenomenal um as this is our final board meeting of the academic school year i wanted to thank our board of trustees our staff our labor leaders and our community for your continued partnership and commitment to our students this year has brought both challenges and meaningful progress and it is through our shared dedication that we continue to move forward our role is not to ask everyone to agree but to ensure that every student knows they belong in our schools and that their well-being
