002and the budget that's not today but I just want you to know normally we have one meeting a month this month we're having three board meetings excuse me somebody's trying to reach me and I'm going to get rid of that I'm sorry maybe I am okay beat it up a little more uh I hope everyone knows that throughout the country and in now in many parts of the world June is considered pride month and so I want to say first of all happy pride month to everyone happy Pride mon see uh Flags uh that are flags supporting our lgbtq plus Youth and and uh Personnel but also you may see them in classrooms outside of schools and the County of Los Angeles has now said that every department will post such a flag outside their
003offices as well why is there more energy around uh pride month this year than perhaps in past years's it's because more than 2,000 bills have been introduced in legislatures throughout this country to and the rights of people like me to end the rights of people who are not straight Americans not regular quote straight Americans and because of those attacks it becomes more important for those of us who are allies and who live in places like Los Angeles California to speak up in defense of those who are being attacked whether they are in schools or in neighborhoods or anywhere that you see it allies are critical to the safety and to the in continued Equitable treatment of people who are lgbtq I think it's important to say to people who feel religiously opposed and believe that
004somehow or another this is something they can't live with I understand there are differences of opinion but really all we're asking is is that every child regardless of this regardless of anything race religion Equity anything regardless of size or weight or anything else be treated with respect and Equity at our schools and that goes for all the people who work for La unified as well so you do not have to participate you do not have to believe in pride month but if you're on our campuses and you're a visitor or a employee or a student everybody is required by our policies to respect the rights of everybody else and that's the way it's going to be of course we must do more to make our schools I believe more welcoming and support of not just
005of lgbtq Youth but of everyone no matter their sexual orientation or gender identity to all our kids and the families and to all of our Personnel we say to you you are welcome here and you belong here no matter who you are we are here to teach these children and we are here to work with our employees and to help everyone get through life it being celebrated so we're celebrating pride month and I'm happy to say that that it is going to be I think observed really throughout the district now before I leave What's called the president's reports I'm going to call on our school uh our our our student School Board member Karen Ramirez Karen Ramirez has written a resolution for us to consider at the meeting next week but she can't be here
006next week and you know why she'll be at Yale already so I'm taking the uh uh the uh Pro the the pro the authority of the president to let her introduce a resolution today even though I will quote act in her behalf on the 18th uh to present it when we actually can vote on it so board member Ramirez table is yours thank you yeah I know I know this is how we people usually do things but I won't be here um since this is my last meeting um but I just want to say thank you to board president president Goldberg and all her staff for giving me help and writing this resolution but this resolution that I bring to the board I guess today technically next week um is talking about something that holds
007a lot of significance to me as a student Advocate and as an incoming freshman um who's committed to continuing advocating for students on my college campus and as a student leader within La unified and a member of the superintendent student advisory Council I've had the privilege of exercising uh the fundamental rights that are granted to me by the US constitution in the First Amendment and these rights I know we're all famili familiar with and they're just the right to assemble peacefully to freely express myself and much more and these are rights that aren't stripped from me when I step onto school grounds and they're not stripped from me because I'm a student so as a student with an LA unified and specifically in my role as student board member I've had the privilege of exercising
008my freedom of speech in an educational institution and more importantly um this is Amplified because of my role so I've been involved in things such as uh district-wide campaigns that reinforce the awareness of students Bill of Rights that states that um we have the right to freely express ourselves within whether it be orally artistically and writing um in our school campuses so my goal is to ensure that the opportunity that my peers and I have been given which is expressing our opinions and our student perspectives continues to be respected for years to come in um in our school districts and so the resolution that I'll be bringing speaks on that specifically and especially in the recent months where I've witnessed my fellow peers and my fellow student Advocates on college campuses like UCLA USC and
009Colombia they faced infringement of their freedom of speech by their educational institutions so I just want to make sure through my resolution were able to reaffirm the message made by the board when we when it initial initially approved the student Bill of Rights and recognized um the the rights of our students and their first amendments um that's given in the First Amendment so I just want make sure that we're able to reaffirm that message and um provide Assurance to our students that their freedom of speech is protected within the district so that's hopefully what my resolution will be doing just encouraging everyone to continue um spreading awareness about the student Bill of Rights encouraging our campuses to continue um with courses like APUSH and APG where I've learned myself about these things that I hold
010as a student and um also just encouraging encouraging them to be civically engaged and to get the Seal of Civic engagement which is something that I got and so many of my other peers got um but that's just me talking about my resolution and another small announcement we have a new student board member that was recently elected um so very very excited our total account vote was around 8,900 so we almost met our half our halfway goal um but we we had over 400% increase in votes this year and this year our student board member is going to be from bd7 she's coming from guardian of high school which is very very exciting um but we're very excited to see her next [Applause] year hopefully hopefully hopefully we see more engagement I know we did
011see um bd2 was the Board District with the most votes this year followed by bd5 so hopefully we keep encouraging our teachers to be like I said in my one of things in my resolution be civically engaged in their school districts and also hopefully that transfers next year but that is um just my little SP but thank you all right if she were not at eel she would present her own resolution uh at our next meeting on the 18th but she will be already at work well we're so proud of you and we congratulate you on your Yale acceptance and we wish you only the very best we'll come back to that a little bit later okay uh we go from here into labor partners and I understand today that both Local 99 and utla
012want to come up together so your welcome labor Partners to come forward for those of you at home what you're seeing Rising are probably members of both of these unions so that you know that they are here to support their leadership in their speaking a member of local Leadership Council and a special education assistant at Alta California Elementary but most importantly I'm a mother of four three of my children have already graduated from La L USD schools and have moved on to universities and community colleges my youngest daughter who is six is currently attending a kindergarten program at an L USD school I have worked for this school district for more than 17 years I have years of experience working with special needs students and I and I provide a connection that you will not
013find in my job description with my support the students are able to reach their educational goals and their behavioral goals when I witnessed these improvements I can't help but feel proud for the work that I do and the success of the students but it truly does take a village for our students to succeed a village of Campus AIDS supervision AIDS Community reps healthc care assistants and many other classified staff members as a parent of a child who struggles with social skills I realize the value of this Village because every day members of Local 99 are available to to support students like my daughter who struggles academic Ally or emotionally and it starts from the moment that I drop her off at school where she is greeted by a campus Aid by name and makes her
014feel welcome and brings a smile to her face or when they're aware that she's having a difficult morning they are able to talk to her since they maintain a consistent relationship with her this has helped her social skills both inside and outside the classroom and it gives me a peace of mind that she is safe when I leave I want this board and I want the superintendent to understand this we are not just bodies in the classroom you cannot easily replace the years of service and support we provide our students by cutting and eliminating crucial crucial positions and programs our students will be greatly affected and will pay the price if these Cuts go through stop the cuts stop taking critical resources away from our students let's invest into our schools by continuing to maintain
015fully staff schools and programs as the board and superintendent you need to acknowledge the support we bring to our students every day inside and outside the classroom then you will understand why we are here fighting these budget cuts and will continue to fight for Full emplo Employment every day at schools we hold our students accountable for their actions and it is time for us as a parent and an employee to hold this board accountable for the cuts that are going to affect thousands of students and employees thank [Applause] you good afternoon board members and superintendent my name is Debbie scafe and I am a campus Aid at Ela California Elementary School I've been a campus a at Ela California Elementary School for 13 years I love my job I enjoy my job I work in
016the community I live in the community as well I see the difference I can make in a child's life just by being there when a student walks through our gates every morning and I see that they're going through something or they just don't want to go to class or they're having a difficult morning that's where my principal Mr benas comes in or any of our administrators radio me and say hey Debbie we need your assistance I do whatever I can and I go beyond the Call of Duty I go beyond What My Title is a campus Aus I take my job very seriously I do whatever it takes to make sure this students stay goes smoothly and that they're able to walk into class knowing that they're going to get their proper education my principal
017tells me Debbie I don't know how you do it you must have some type of Magic Touch I said you know what I'd say Mr benius I just love my job I love doing what I do I love being able to make sure that I can make sure these kids are safe throughout the day and that I know when I put a small on their face and I know I can get them inside that classroom I know I must be doing my job my job only requires 3 hours and 45 minutes so therefore I don't qualify for healthc care benefit FS I have a pacemaker which requires me to have it checked every 6 months that's something I'm not able to do because I don't have health insurance myself I have to pay out of
018pocket which is like $300 to have it checked I've only had it checked maybe twice out of the 20 years every day every second counts I'm not able to visit a doctor I haven't visited doctor in over 15 years cuz I don't have health insurance I don't qualify for it on the outside I've had my sister help me I've had a scrimp and safe just health health insurance I shouldn't have to pay for it out of pocket but I have to all it takes is just an extra 15 minutes capped on to what I already work and then boom I can have some health insurance that's all it takes 15 minutes it's bad enough as it is our hours are being cut some campus AES have already been cut from 6 hours to 3 hours
019if our hours are being cut then what are our students going to do they're not going to have no staff out there to support them when they need it so what is a child supposed to do figure it out on their own they can't I'm not the only campus aid and there's all other supervision AIDs that it's affected all of my other supervision AIDs that work there with us they don't have health insurance either 15 minutes that's all we need it's just 15 minutes so I can have some health insurance we struggle we hear that everybody else is struggling and we hear that they're going to be start cutting hours again coming the new school year I don't understand it it's a shame that these hours are being cut and being made it affects the
020workers like me who love our jobs it affects the students who depend on us I urge you to stop the cuts please I urge you to increase hours to access health benefits we work in the school district because we love working with the kids we care about their well-being we care about their future and it's time for LD to also Care About Us good afternoon board members and superintendent carv my name is Jasmine arov varas I'm a special education assistant at Judith Baka Arts Academy in South Del I'm also a proud member of Local 99 and like many Local 99 members I am also a parent of La USD students my son so Jonas is a senior at Fremont High School my younger son Danny is in sixth grade at wisdom Elementary and my daughter
021azenith is also at wisdom Elementary she's a fourth grader I'm proud to say my eldest is L is a graduate of University Pathways high school as a parent I know how critical it is for our children to have full staff support they need my son Jonas started high school during the pandemic and we all know those were very difficult times he was basically failing n9th and 10th grade but the teachers teacher assistants after school workers and so many others were a big support system for him I'm proud and happy to say before all of you here today that Jonas will be graduating this Friday [Applause] all my children have benefited from having caring and supportive adults around them at school from the supervision AIDS who welcome them every morning and say hello to the community
022rep who takes time to include us as parents into events and workshops that help us to improve the lives of our children it makes a difference they say it takes a village to raise a child and at La USD that has been true for my children I worry about what will happen if we lose staff it is precisely the campus AIDS supervision AIDS Community Representatives teacher assistants and other vital staff who have been notified by their schools that their hours will be cut or they will no longer have a position next school year I worry about the impact it will have on our children's social and emotional health I know that some kids don't have a safe and supportive environment at home and they find it in our schools what happens when that campus Aid
023and the teacher assistant that they connect with is gone superintendent carv board member Goldberg and the entire board we need you to start looking at school workers as human beings and not numbers on a piece of paper we are dedicated to our children so many of our schools are already underst staffed at Baka where I work we have several vacancies for special education assistance leaving some of our most vulnerable students without the services they deserve some of our teacher assistance were reduced from 6 hours to 3 hours School supervision AIDS and campus AIDS have been reduced from 4 hours to 3 hours across the district yet I hear that superintendent carvio on TV and an Instagram post from the district says that there will be no reductions in forc for 2024 2025 what do you
024call this why is there such a disconnect between what happens in our schools and what's happening in this boardroom La USD is the second largest school district in the country it has over $6 billion dollar in reserve I present to you today petitions signed by thousands of parents employees and community members who Echo our message to stop the cuts you can do better for our children you have the power to stop the cuts thank you [Applause] good afternoon my name is cesy meer Cruz and I am the President of United teachers Los Angeles so let's be clear you've heard testimony right here right now about these Cuts next year is going to look very different across LA because our students will have fewer programs in arts dance music electives that make learning engaging there will
025be less staff who keep campuses clean and safe less help in the classroom less support for black student achievement plan English language Learners programs and Community Schools as staff are stretched to the bare minimum to make up for these cut positions let's less Mental Health supports and so much more and it flies in the face of the pillars that are on the wall that we tout as LAUSD specifically pillar two and five you can take a look at them later in a city with a growing housing crisis Stark income inequality schools provide the critical services that keep students supported and in school essential supports are on the chopping block now Switching gears to talk about how we applauded this school board for making the decision of not criminalizing our youth and demand that the superintendent
026work with utla SEIU students deserve the police free schools coalition to actually realize your board policy but it seems to me and to others that we fail to do that when we talk about communitybased safety I think it's ironic that while some are pushing for a return to school police on our campuses you're cutting campus and supervision AIDs that truly keep schools calm and safe without criminalizing our babies it is unconscionable that we are returning police to schools no matter what anybody is saying here because of safety you just heard folks give testimony to you about how they keep their students safe on campus and so we ask that you work on that communitybased safety to actually make it real because when positions like counselors and psws and PSAs and Library Aid and supervision AIDS
027and campus AIDS and so much more are eroding what is happening on the School site when we're talking about mental health supports and social emotional supports for our babies go back to that resolution that we passed June 2023 and you can look that up so that we can actually do communitybased safety educators man solidly behind and with and alongside SEIU Local 99 just like we did last year when we went on strike just like we did on May 7th we had the largest R why because people are fed up with the lies and the deceit that happens when we have 6.3 billion reasons to actually fully fund Public Schools it's a slap in the face the money is there to stop these Cuts let's stop lying let's actually give some facts let's actually put a
028name and a face on folks here and actually say let's do better it says invest in staff when are we doing that I I think you should do it today because under the superintendent's watch the these reserves have grown and grown and grown $6.3 billion to be exact and I don't care if you say that it's assigned or committed or whatever make a commitment to invest in your staff and do that today the state requires only 2% 2% of the entire budget to be in reserves yet the district chooses to make sure that it's over 30 % that is ridiculous it is a long practice of claiming and crying broke when we have reserves and reserves and we can have I ready I have students telling me every day they are I ready to quit
029folks are saying we are done with this we have primary promise but for some reason we got rid of all primary promise folks and what did we do bring I ready how how how many millions of dollars does that cost um don't worry I can tell you and so that's ridiculous and so I believe that the solution is clear do you believe the solution is clear provide the funding for the schools maintain all the current positions make people like these have the health benefits that they need to have to survive the money is there let's stop filling in let start filling in the gaps because we can do it you guys say hey Joy and wellness La USD come and work here who wants to come and work at this school district when we treat
030people like trash and we don't do the things necessary to make sure that our babies are safe so stop the austerity Cuts stop the privatization and the Outsourcing and let's get to work [Applause] thank you sister cesy thank you teachers of TLA for showing such solidarity with our members at Local 99 and uh board members superintendent carvalo we've been here time and time and again and you have heard testimony like our members gave today time and time again heart-wrenching the truth of what's going on out there yet nothing happens so let me ask you why did you become a a board member is it to have good-looking budgets and great credit scores for the district or do you do this because you believe in education for all and I've heard the latter from all of
031you and I choose to still believe in human beings and give you the benefit of doubt that you're saying the truth but you need to put the truth to action though without action there is no truth and if that is so when are you going to begin acting out of conviction not when you are pushed to act like the strike pushed you to act when will you begin to make the decisions based on what's good for students parents and those that do the work instead of based on a good bottom line you speak of Wan in clean schools yet you have persistently ignored the facts facts that tell you that you need more people to do the work you speak of safe schools yet you threaten to cut hours as you heard right now of
032those providing safety at the schools and when they dare speak out against your Cuts you retaliate and threaten and force workers to self Dem remote we need more hours and more workers not less you speak of a respectful and nurturing environment at schools yet you allow bullying threats and intimidation in the schools in order to continue to exploit other human beings to work in unsafe conditions or Force other human beings to work without pay those days are over and then you squeeze this little bit of Health Care that they may have achieved last year by cutting 15 minutes off of their 4 hours what is that that is not what human beings do at least not once that say not the ones that speak of wanting to support social justice like all of you here
033speak to want to support social justice what will it take for you to come down from your pedestal and begin to listen to those that ensure the district operates the buses that run the school uh sorry to ensure that those that operate the district those ensure that buses run that schools are clean that meals are served that teachers parents and students have the support they need in the classroom and outside the classroom when are you going to come down from your pedestal and listen to them listening is not the same as hearing and I don't have to say that to you because you're Educators and you know the difference it shouldn't take an allout strike for you to pay attention to the fact that the employees of the district suffer from housing insecurity hunger disrespect
034unsafe conditions and more these ills in society sound almost unfixable but it is within your power to start supporting the workers that suffer themselves in your district and yet you do not do that these are all issues you can do something about but you have chosen to not do that it is not too late you can start by ensuring there are no Cuts next year despite of what you're telling everybody everybody in La saying that there are no cuts that that maybe the principles are to blame there are Cuts it's a fact 8,000 hours at least a day of cuts to the safety of the students of fell USD and publicly you say no there are no Cuts well we don't we don't engage with the public we already filed charges at the public and
035prate Relations Board not only on the cuts but also on how you exhibited these cuts by threatening people and forcing people to self demote yes you want to fix this send us an official communication guarantee there will be no cuts to any any local 99 member there will be no cut in programs to any student we have had enough we come here to you speaking time and time and again it is time for you again I will repeat it to come off your pedestal you are managing taxpayers money we're a bunch of taxpayers over here that are doing the work you need to manage it right you're not broke and you know that very well of course you have a really nice bottom line but this is not a bottom line This is not for
036profit this is meant to be to educate students and ensure those that are educating students have good jobs because when we fight we no two cuts no two cuts no two cuts no two cuts no two cuts thank you very [Music] much thank you very much we appreciate your presence we back really we have hours I said what I said in [Music] there billion dollar worth of reserves you're right what a disservice to everybody go to committee reports we'll start our first with the charter school committee and Dr Rivas in a minute are there any other labor partners are there any other labor Partners come down don't be shy because you're next that's how you're going to follow it just drop the mic and then leave especially when we're talking about safety the parents were
037here this morning the parents were outraged the parents I saw one of the parents holding up a cell phone five fights a day we're not talking about regular fights we're talking about five gang type fights a day five fights in regards to weapons we met a couple weeks ago with the lieutenant governor and she is going to run for the governor and we talked about the board cuts um a couple years ago in regards to the the cuts against the school Police Department I will be nice but she was a bit outraged her next question question was what are you doing about it now my response I I believe a little bit of doubling down she's a a female Democrat that was on the Obama Administration I think she was the ambassador to Hungary what
038good her laws what good her rules without somebody to enforce them she could not believe that this went on and she understands the frustrations of the moment she understands frustration of the George Floyd incident horrible incident fast forward to today parents after parents and parents are starting their own parent groups and they're getting embolden Latino parents are starting to form their own parent groups and they're emboldened because you know why because on a on a mass low level of self-actualization danger safety is towards the bottom and biological death such as when somebody gets stabbed or killed on and around our campus creates a visceral response in people and I wish CES would would come here please to address this you could you could watch the Disney Channel and on Disney Nat Geo you could watch
039people in in far off lands making ghost guns getting pieces of ship carving It Out by hand making an exact replica without a a Department of Justice stamp on it without a a gun registration on it they put it on a ship for and they make like $300 a pop and they get to the United States that is what a ghost gun is and they get to our La Unified Schools that is what a ghost gun does now is a teacher supposed to disarm a student no no they're not going to put their credential if you look at the educational code they're supposed to intervene but they don't think they need to as a matter of fact teachers God bless them they're Educators they should they should educate they don't do yard supervision they don't
040the counselors do right and the administrators do so the counselors and the administrators they want police back on campus I'm not here to say that I'm here to talk about the parents frustrations you our children are watching Disney plus Nat Geo yes and they're they're they're watching on how to make a ghost gun and what what do you think that these administrators are finding during administrative searches ghost guns what do you think the school police people are arresting uh individuals with ghost guns why ghost guns because they are untraceable because you can commit a crime and they are untraceable we're all over the news we're all over the times and I I can't believe that we're having a politically charged and ideologically charged conversation about keeping children safe Outsourcing privatization we're privatizing privatizing security we're
041privatizing police work we're private the only person that could go after somebody with a weapon effectively and with the training a police officer period period that's it the the the do are we going to put a are are are our officers train the campus AIDS I I go to the campus Aid training they train the campus AIDS they train them to be safe they train them to to um look for something see something and call the police everybody needs to call the police the fallback is calling the police and when the when the I'm sorry the the ETA the estimated time of arrival of a police officer is 15 to 20 minutes for a deadly situation that is unacceptable the world has seen this channel 2 has seen this LA Times is talking about this
042they're talking about it on the governor's office when I went and spoke to the to the board of I'm sorry the Office of Education they pulled me aside after I spoke and this was maybe a couple months ago they could not believe what is going on here you are all good people but you are not police officers you are not specialized in keeping people safe you have good intentions m board member Mal I know you were trying to to push legislation to to minimize or to to stop guns from from coming in in some fashion the kids are watching on the Disney Channel on the Disney Channel it is infiltrated in our schools and we are doing nothing about it we're we're we're h i I don't want to talk about the Washington incident again
043three safe passage people did nothing and one of them God bless her said call the police this is not my call the police and you know what the other videos show that they're online a female I believe was a dental assistant and a female school police officer just off training down there rendering Aid to this poor child that ended up dying dying of of a gunshot wound and we and we would do not address this with real protectors i i i i i some of you I'm speaking to the choir if you're running for a board seat if you're running for a board seat and you are anti- police and you think that we could by with love and counseling we could we could fix the world's problems then where have you been M you
044know Miss CES where are you let's let's let's not rant let's not rant behind a group of people do you go to the to the incidents when children are shot do you I've been to when your teachers were punched in the face and they called me up what do you do for them right we all had great raises thank you very much I don't think that people should be cut that is something different safety is on a different level Latino parents are threatening to send their kids to other schools because the charter schools could have safety they could have police office officers but not the the district schools they don't know what to do but they're starting to R they're starting to get a voice they're they're starting to realize that that this is not
045traditional politics so I I don't know I would call it supplanting when we when we start the private privatize if we we we had a police force we cut the police force we transferred money into something else and then now we're going to start paying private citizens that we have no control over to keep our children safe not not to not to not to help them stay on the right path to keep them safe while they're to and from school somebody please how how does a how does a regular person with without legal Authority and training and and and and and the god- saving tools on their on their police tool belt how do they keep children safe from Guns weapons gang fights they're all over the media how do you keep them safe please
046ask and if you're running for a board president address this please how do you keep people safe right and and I know that people talk about um the the activist groups and nobody likes to get bombarded by the activist groups but the the the news media is salivating over this thing it's not making sense it's not making sense at all if you're running for a Board District whatever what is your stance on police officers nobody's talking about criminalization don't polarize issues protection protection protection non- criminalization with the school police officer you actually have input and what goes on with the school police off with the student you're serving or the parent you're serving we're not LAPD we're not LA County Sheriff's Department right I don't not need a a group behind me to chant but
047please somebody come in and challenge me challenge safety challenge say that there wasn't a funeral for this poor child at Washington Prep High School you think I like doing this but do you think I would like watching utla doubling down with their president glossing past people being shot and killed on campus and in around campus horrible you do not deserve to be yelled at and I'm not yelling at you I'm yelling at the fact of things things have gotten crazy at least cesley didn't send a a student group to do her bidding this time call me call me we'll have a conversation a true conversation about safety a true conversation on how you keep children safe so a true conversation and it's not about money it's about as the superintendent I don't even want to

049also a presentation on Charter oversight emphasize the importance of legal compliance for Charter Schools and discussed how the district uses oversight to ensure compliance and promote continuous Improvement within authorized charter schools and lastly the committee was introduced uh to New Village girls Academy Charter School a charter school with a mission-driven approach to empowering young women through individualized education and integrated Support Services they learn we also learned about the school's impressive outcomes including a 93% graduation rate in high college enrollment by the girls that are served by this charter school that is all thanks and now we'll hear from the committee of the whole board member schmon the committee of the whole had its last meeting its supposed last meeting uh of the school year on May 14th 2024 we had two presentations with the first
050coming from the division of adult and Career Education the total enrollment for students and adult and Career Education is now over 70,000 students which represents a 45% increase from previous years adult education has 11 schools with 535 teachers and 36 different Career Technical Pathways there is also an effort to better incorporate a social socio emotional learning Civics curriculum for adult Learners the governor and the state legislator uh H well this is the second presentation the second presentation was on the governor's May budget revision so the governor and the state legislation have reduced the deficit by over 17.3 billion but it is still 27.6 billion the cola has been raised to 1.07% up from the proposed 76 in January a proposed Al to the governor using 11.7 billion from the reserves including an 8.4 billion from
051the public school system stabilization account is being shopped around thank you Miss Goldberg thank you very much and now we'll hear from the children and family and early life education committee thank you board president I'm happy to share that we held our fifth and final meeting of the children and families in Early Education this school year on May 21st in our last meeting uh we had one last presentation from District staff regarding the district benefits for families as well as related legislative advocacy the district is following that would expand benefits for our District employees there was a strong desire from our committee members uh to do more to support our employees with children within our current benefits such as expanded family leave and to explore additional ways um we could create that safety net for
052our employees with young children um we also reviewed and finalized a list of recommendations from committee for this school year um and we look forward to working with our district leaders to advance those recommendations um you all have a copy at the day of those recommendations they're also available to the public um at a high level they are around expanding Partnerships with home and Center providers to provide for extended year and extended hours for our students in utk prioritize serving more two and three-year-olds at our Early Education Centers including looking at a sliding scale or expanded income thresholds to feel available slots um tailor our marketing strategies to meet families where they are including ensuring that that marketing is in the family the language that families speak um and meeting them either through canvasing or
053in neighborhood places that they frequent such as Wick offices healthc care providers and other community hubs um increasing our infant Aid positions from 3 to 6 hours um currently there is an inability to retain those employees because they are only provided three-hour positions and the committee would like to see those positions increased to 6 hours um partner with external providers in support of the mix delivery Early Education System one major uh piece of advocacy is around the state's alternative reimbursement methodology which would reflect the true cost of care for Early Childhood providers so that would impact both family run um providers as well as our district uh program so that's a strong place that we're hoping to lean in strengthening the transition from Early Childhood to kindergarten leveraging our early Ed data for expanding our
054programs reopening our shuttered eecs particularly those are near or on adult education or occupational centers um expanding our dual language programs in our early learning spaces to ensure alignment with uh dual language programs in elementary schools and providing for more languages that aren't currently um represented in our programs and then finally as I referenced at the beginning exploring additional ways to support our LD employees with young children providing them better access to Paid Family lead Child Care opportunities and opportunities to enroll in our own programs um that that service our Early Education students that's all for me sorry that was very long sounds like quite a meeting okay well thank you very much now we're going to take a little break for a second to pousy honor a former member of our staff and I'm
055going to call on Dr Rosio Rivas to make a presentation thank you board president for allowing me to pres um say a few words regarding Mr Pacho I would love I would like to um ask Mr P's family to please stand in front of the podium I I say a few words about his life so if you don't mind thank you so much for being here I really appreciate that thank you so I just want to say um Mr Michael Andre Pacho known as Mike dedicated his life to advocating for East Los Angeles he attended LUSD schools he went to Harrison Elementary Bader middle school and Wilson High School Mr Pacho passionately and selflessly devoted his time as a math teacher first as at Griffith Middle School for 13 years and then at Garfield High
056School for 11 years he served the students in a thoughtful and compassionate manner he sponsored various student clubs and organizations such as interact club and United students he served as a math coach and as a union chapter chair at Garfield mentoring and guiding teachers Mr Pacho successfully coached the Garfield Academic Decathlon leading the team first as math coach and then as co-head coach to win various various medals he encouraged the students to explore the world face their fears discover new places and spread their wings Mr pko's memory Legacy and sense of humor will live on through his family and many many students which he so um he's so impacted them in their lives and their families by his outstanding service Mr Pacha will be greatly missed and remembered Forever by this district and by the

071the potential to decrease costs so which one is it how will it decrease costs how will you mitigate the risks what are the risks there's no information here for the public there's not a single dollar amount in this public report that was put into this board package and it's pretty ironic that in the same board package today you also have a resolution for school budget transparencies but are you going to vote on this and pass it without any dollar information or you have more information that we don't have out here in the public so please Office of the Inspector General ener please put this on your list to review is this a misappropriation of public education dollars because out here we can speculate right you had that meeting that there was in the closed doors

074I've ever worked with I do want to say that uh the JAMA study referred in Dr Rivas resolution is based on Vision to learn's work in Baltimore Public Schools um and that Vision to learn was celebrated by the Obama Administration as a bright spot in Hispanic education received the Gold Award from the California Teachers Association Community organization and was honored with the bipartisan resolution passed by the US Senate so the work that is being done with this resolution is great it's immense our families need it and I would actually say that glasses are an instructional material and they should be treated as such students don't have access to our fancy um books or iPads or or or vision boards the things that we have in the classrooms if they don't have glasses um it helps

083support this and I am also one of those students um La USD I got my glasses when I was in fifth grade and um I would I remember not being able to see squinting and having headaches and um I was lucky enough that my mom um was able to um advocate for me and at my school and I was able to get some glasses um I don't wear glasses now because I had laser surgery but my glasses were like this thick and without them I really could not see anything I couldn't even see the front of my hand so I was very grateful for those classes um so I'm I'm proud to advance this resolution which I believe is a crucial step in addressing the disparities in access to Vision Care that exists within our
084school district as we all know Clear Vision is essential to academic success yet many of our students particularly in undisturbed communities lack access to glasses or uh obtaining glasses they're able to be screened for vision but once they're screened um having access to free um access to free glasses it's actually um very cumbersome and a lot of our families um experience a lot of obstacles so this is obviously very unacceptable by bringing Vision Services and access to classes directly into our schools we eliminate the transportation and financial barriers that prevent many families from seeking um Vision Care moreover this resolution ensures that services are culturally competent and delivered in a way that respects the diversity of our student population this is about more this is more about just Pro more than just providing glasses it's
085about leveling the playing field and ensuring that all students have the tools that they need to thrive so thank you ahead and I'd like to concur with that uh Dr Ras as principal at Johnny Cochran Middle School we used Queen's care as our vision service and it was just amazing how many children needed glasses to see better and uh their academic Improvement was evident when they were able to see more clearly their books their homework and their screens on the computer so I have to give a shout out to Queen care to who were very very good to our kids at Johnny El Cochran yeah I just quickly want to Echo um gratitude for Dr Rivas for bringing this resolution Builds on a lot of the work I've been trying to do on this board
086we it was unfortunately time because it was passed in February of 2020 but I brought a resolution to increase access to vision and Oral healthc Care through optout consent because I think you know we all who have been Educators know it's it's difficult to teach kids to read it's difficult to teach kids math when you have an intervention where I think UCLA did a study that showed 10% Improvement and achievement in reading and math just by giving kids glasses which is like Mr schmon said so obvious when you can see the board when you can see your teacher when you can see what you're reading your achievement's going to go up um it's just such a no-brainer uh that we wouldn't seize that opportunity every every chance we could get and uh with back in
087the day when we had to have parents opt in we had thousands if not tens of thousands of eligible families who qualified but didn't get the services because they weren't turning in consent forms I'm glad that the district after much struggle including the need to pass some state laws um have has switched to opt out consent but I appreciate your resolution and this effort to streamline it make sure that every kid um uh has this access like Mr Schon said there are a lot of great Partners out there we know that our nurses are doing screenings as well and uh this just you know this is one of those quote unquote easy interventions and every kid and L unified who um needs access to glasses should have them every kid who needs access to oral

092B is um I'm curious to know about the thought process behind choosing to find learning for this professional development was there specific need identified Within These schools for Project based learning real word application and career exploration and the reason I asked and I also wanted to understand because we have elementary schools and high schools so just want to understand the differentiated uh professional development there absolutely so Community Schools go through an assets and needs assessment and based on the results of the assets and needs assessments they've identified their needs and so this was uh went through the competitive bid process and uh we found also that Project based learning was one of the priorities of the schools and so defined learning was the one who was awarded the contract based on the competitive bid process
093and so that's why you'll see that defined learning is the one who will be providing um and has been providing the professional devel velopment principles will receive the professional development in June uh and um it you see a diversity in terms of levels because defined learning was able to serve elementary middle and high school wonderful to know so these are all the Community Schools just you know for public knowledge that have in their asset um assessment or their needs assessment they identified Project based learning as one of the areas that they wanted they needed support in corre that's correct 16 out of the 55 16 out of the thank you so much anybody else on item one item one yeah um not a not a question but a a comment on Item B be the
094$5 million contract for Far East landscape and maintenance um I understand there's reasons why uh the staff feels that this contract is needed um obviously uh gardening and Landscaping is is a big need particularly as we move to Greener schoolyards I would like to see more of this work um done by our in-house District staff by our district gardeners so just wanted to let the team know I'm voting against it for that reason all right anybody else Dr Rivas for item e andf the city of Las Angeles I have a question um so I believe in the goals of this to this program and I like to understand the outcomes achieved thus far in um the workforce Innovation and uh and our use Source Center Navigators um can we get data on the success rate
095of the youth Source Center Navigators and connecting young people from 6 24 with actual jobs in high demand Fields um or at least the the the jobs that are being offered um through the youth source and additionally it would be helpful to know the average wage or salary range for the for those who have found employment through this program this outcome driven data will help us assess the true impact of this um of this you know partnership um and inform future Work Source development efforts we just wanted to know more information provide an informative with the update okay great and go ahead um let's see okay so for item l a comment and a question is the hospitality industry training and education fund um so my comment is you know it's fantastic to see the
096district partnering with hospitality Training Academy to expand apprenticeship opportunities uh for our students this aligns well with the growing demand for skilled workers in the hospitality industry so my question is given the availability of business and tourism programs particularly at Miguel Conta learning complex is one of their um emphasis have there been any discussions or plans to connect the students with apprenticeship programs or connect them with these Pathways this would be a great opportunity for hands-on experience and potential career Pathways for students interested and studying the hospitality sector just want to make sure that we ensure the information about these apprenticeship opportunities are readily available to our students uh particularly you know um and I'm being biased for my schools in my school in Miguel contas just wanted to know if we're connecting our students
097to these U apprenticeship programs we will provide more information around that okay great let's see um item M uh which is the ratification of contracts for 25 vendors and tutoring Services my question is um I really appreciate the effort in providing supplemental assistance to our students through these T tutoring services and I'd like to up I'd like an update on the evaluation and monitoring of these of procurement contracts particularly with tutoring uh specifically how do we know that tutoring services are effectively addressing covid related learning loss uh closing the opportunity gaps for our priority students and what metrics are being used to evaluate the success of these programs and how do they align with our broader goals for student achievement and Equity yeah we're happy to provide that update for you but just so that
098you know this year we've we've had closer oversights on the tutors we have had um direct observation of the tutoring services that are provided we've actually zoomed in when they were remote um Services um schools had an opportunity to complete a survey on their satisfaction of the providers we've also been monitoring um closely how they're able to protect student data information so based on our observation Based on data collection based on attendance of students uh we have already been able to make some decisions of who are have a reduced load of schools uh who will not be continuing uh and because we have a refresh as well we have new providers that will be available to provide face-to-face services at the school site so we're happy to provide that information but please know that there's
099been very close oversight uh and so we've been able to make decisions so our students get the very best services from these T sorry from these tutors okay thank you so much I just wanted to have more updated on information on the outcomes and at least for now just my last question was item t on uh various vendors for the be um the awarding 44 contracts my question is in my computer one second okay so for item T um various vendors my first question um how how how did um black parents and students support the selection process of these vendors or what was the um sort of the feedback from uh black parents and students and if there is any in in selecting these vendors so in terms of the selection of the vendors it
100actually went through a uh process internally uh where we actually you know used the rubric and working closely with procurement uh to identify uh the organizations that met the the minimum requirements uh to be a part of the bench so so it's just internal externally corre seeking input cor however uh we are uh surveying our schools right now because many of the vendors that are on the bench they're currently performing services within our schools to get their feedback in terms of uh the effectiveness of their of the services that they're providing that's great my next question how many of the vendors have specialized training to support safe passage and peace building specific to Safe passage we are basically doubling the number of vendors that can provide safe passages Services there were five on the existing
101bench there will be five more so those are the ones that have specialized Services there for the peace building that would be essentially the rest of the uh providers do either peace building or Community Development we have found in this year that the majority of times the programs are essentially Blended and they'll do a combination of Peace building and Community Development both of which are oncampus programs I want to always clarify that so within the um the procurement process you're you're um verifying that they have the specialized reports and training and everything to be able to carry out um sort of the contract as part of the procurement process we put forth the scope of work where we expect them to be able to do and they have to be able to essentially verify and
102show us proof that they can render that service that's how they ultimately get on a bench okay thank you my next question can you provide us with a list of cbos disaggregated disaggregated by the core service program that they're providing yes we can make that available to you okay thank you I look forward to that and lastly when will what when will the next RFP be publicized and what will be done differently to address gaps and service um service needs that still exist yes so this this benches for three years with the possibility for two years extension and so uh after the third year we'll be re-evaluating uh the bench to ensure that we're uh providing more opportunities for additional organizations to be a part of it thank you that was all my last questions
103on that one okay anybody else on item one I have a brief question on page 54 attachment B item p is in poll amplify education had a $100,000 original contract which we have 11,000 rather 11 million which we've now added 100 million to and it says on page 54 uh that in June 2023 teachers who had been using CK evalu ated programs um were given an opportunity to um talk about the materials it says that they gave us strong evidence that uh 310 schools have implemented this and and now 26 more but I want to know if we've done an evaluation of outcomes for students certainly so um at the beginning as you know uh ccla has been piloted at 310 schools and we want to expand it so it's a districtwide implementation uh aligned
104to the science of reading and there were case studies that were conducted initially with the pilots there were four schools that were selected uh from the four different regions and so there's already been results that show that there was an increase in um the dynamic indicator basic early literacy skills to identify the beginning of the year and middle of the year and end of year results and we saw that there was a growth so there's already um studies that we've seen in the field demonstrating that there's uh growth based on the use of CK that's from uh four of the current 310 schools those are the official case studies however as we're progress monitoring for the 310 schools we have seen growth in all of those schools I think I'd like to know more about
105it because we're talking about uh 11 uh yeah 11 million over five years that's a couple of million dollars a year I want to know what outcomes we're getting for that so I would like for you to give us all more information about it because it went from 11 million to 111 million and when we spend $100 million in 5 years that's $20 million a year I'd like to know what the outcomes are absolutely and just so you know during the negotiations we were able to negotiate a value of up to 12,475 th000 so there's going to be a lot of items that we're going to get professional development coaching uh PD strategies a number of services that we'll be getting that were a result of the negotiations happy to hear all of that but
106I still want to know whether it worked absolutely and um we will definitely provide that for you thank you very much I have a quick question on that one as well um you know considering that that and this is on amplify right um education has previously serviced 516 schools with their Ela ELD materials can we and I Echo uh what board president mentioned can we please get a summary of the impact or feedback uh from the schools I already um have these materials uh for instance what were the positive and negative aspects of the program and have there been any measurable improvements in student outcomes um because this information will be EXT is will be invaluable in understanding the potential impact of this purchase on our students absolutely we'll definitely provide that we did a
107survey teacher so we do do have survey results from teachers and from principes uh we also have um the Dibbles data um please also be aware that this uh uh amplify reading program is one that will be replacing the current Benchmark which is the current Benchmark program is not aligned to the science of reading um this is a state adopted program this is a a district adopted program that you all are authorized in October so students will need to have a reading program that's as part of the Williams compliance so um the dollars that you see here are part of the multi-e projections um that we uh provide uh budget so that the earmark dollars for the textbooks we need to purchase every single year consumables and so on so whether it's amplify or not
108there's still going to be an annual expense because there's consumables we need to purchase for our students for our uh reading program math and all of the other content areas thank you Miss Goldberg I have similar questions in briefing and so we got them a little late but the follow-ups have actually links to some of our own data okay I didn't see it yeah we got them a little late but they're in there and they're really helpful thank you I'll just look them up myself go ahead Kelly yeah just on this one I think it's really helpful to see the case study data if it's possible to provide a compar like a district peer comparison um just so I mean it definitely demonstrates growth which is fantastic for these schools but it would be helpful
109to know is this greater than expected growth when compared to like the average growth that students are making at comparable district schools absolutely I did have a fall on item T if I don't know if you're ready to move on okay sorry about that that's all right it happens sorry Dr Whitman you already came said went all the way back to your seat but um just on item T I had a quick question um I this is a bench uh for the communitybased safety pilot program and Community Partnerships um and obviously a big focus of this is our Bap schools I was wondering about kind of the provision of community-based Safety Services to non Bap schools um in the East San Fernando Valley we do not have any Bap uh tier one schools and so
110I was curious about you know for schools that have safe passage needs um Peace building needs Etc is there a connection to this bench for for them to utilize or um how will we address those gaps so the answer to your question is yes uh and in working with OP uh School operations there have already been a couple of schools who are already receiving uh safe passes services in the valley um and yes schools uh who are not currently group one or group two will be able to utilize this bench to access those resources and we're currently working with uh safe passes organizations that are on the bench who who are willing to provide that services for schools in the valley and to follow up on Dr rias's um questions on this I I think
111that there may be some Geographic gaps um and wanting to obviously ensure you know the point of the communitybased safely efforts is obviously for it to be authentic and connected to the community and um I think that there may be challenges in having that authentic Community Connection with not having some organizations from the valley represented here so um if there are efforts maybe there's refresh opportunities um to help ensure more of those cbos are included yes board member gonz that that is something that Andres Chade and the team have been working on and it's really ident ifying the partners in the community and then getting them kind of onboarded with the opportunity to apply for future bench refreshes I think one of the challenges that we're seeing especially when it comes to our existing cbos
112is that you have clusters that happen to not serve that particular community so how do we actually engage the community to actually build from the ground up identify opportunities to actually bring folks into the space and so I know at some of the school sites we've been able to identify some Community Partners that maybe not sa uh safe passages and and peace building is their bread and butter but they do have capacity it's just about linking them to an opportunity to do it we actually met yesterday uh board member gonz with Deputy Mayor Lane in City of La uh around opportunities for partnership with grid um and looking at reestablishing the systemwide memorandum of understanding that we used to have with grid up until about 21 or 22 so so we're having that conversation they
113actually identified pretty much the exact same problem of practice I.E serving the valley right uh they talk to us about CIS and Ace as being the only established providers that they're aware of in the San Fernando Valley uh so part of our commitment in Partnership is to work together to build out the capacity of folks to do this work out there that all sounds great and I hope just that there's urgency because I know that the communities have been waiting for and asking for these types of services for several years and um want to Ure that we're responsive to those needs we're looking to do a couple of things to your point about urgency one is again the systemwide mou but we also made commitments to look at three or four schools where we can

120this kind of service but we do not see that there is a plan to really have goals expectations or to really see a result how are you going to measure that these plans that you are developing have a result we'll also see that you have a lot of contracts like 400 million for tutoring who receives this tutoring and we know the only thing that we know as parents is that there is online tutoring but who Ed uses that how many people are using it you're making all these contracts for all these things and I have spoken with many parents and they don't like it I don't know how many students you should come with data of how many students are using these types of tutoring because at least in my community we do not think
121that we use it so I don't know what community is using it but it is concerning really that you do not show us what are the goals and what are some other the results or what is the expectation from all these organizations that are in this Bap contract and the results we have seen it as parents that they're are not real for school safety that's what we see we don't see that this works and what we want as parents is that you bring back the school police because that is how we think that it is a way to support our students and of course parent active parent engagement because that's why it's like this because parents are not being engaged at schools and we don't even know what the budget is and we also don't
122know how to search for it and you Mr goldber have said it you don't we don't understand you rockel Zamora and then Sophie Ryan carvalo my name is Rael Zamora I am the School attendance review board chair for region East sarb for short I'm here to advocate at um before you for school-based attendance counselors school-based uh PSA counselors are tasked with decreasing chronic absenteeism by engaging students parents and all stakeholders PSA counselors provide phone calls home visits and planned activities to cultivate positive School culture to increase School attendance just to name a few things that they do the PSA counselor position is the only position that generates Revenue by increasing average daily attendance teachers can't teach an empty seat and school sites can't provide services to an absent student currently they are School sites who
123have allocated funds to purchase PSA counselors at B basis because they see their value in their investment however principles are not being allowed to purchase PSA counselors at B bases PSA counselors Who start the year earlier can help with enrollment increase excellent attendance at the onset of the academic school year um with time to call plan and re-engage students before the first day of school I urge you to allow principals to the opportunity to purchase PSA counselors at B basis with funds that they have already been allocated in the future school-based PSA counselors should be at every School site provided by the district keep in mind they generate revenue for all positions and it is a great return on your investment thank you thank you very much next we'll hear from Sophie Ryan Yes Sophie
124Ryan greetings board members first of all clarification president Goldberg doesn't have a Personal Agenda her job is to make sure that we have safe schools that they are inclusive and they welcome lgbtq students and all the communities so thank you Jackie goldber and all of the board members for making sure that we continue educating the community so that this keeps happening and happy pride in addition to that I want to talk about the measures of success that superintendent carvalo has for 2026 first of all superintendent we appreciate you we see everything that you are doing to promote attendance and you are the first superintendent who has put so much effort we see it we appreciate it by 2026 we expect 11.6% as the last chronic Trancy rate for grade 6 to 8th and when you
125look at the measures of success they go down from to 12.8 11.6 and 25.1 superintendant B board members you need a full-time school-based PSA in all schools that have 25% or greater chronic absentismo if you do that then all the money that the schools are using using to purchase us can be used to satisfy the needs of the schools I don't know if I'm going to sleep well tonight after knowing that an employee needs only what 15 minutes 30 minutes in order to be able to get insurance and that she only goes to get taken care of herself twice a year that really is unacceptable we can do better let's look to the right sources to fund positions if you free the money that they are putting for us let them buy that lady se

128putting other products under their General name in through the bench the bench ought to be specific to a product not to a company uh item M uh $250 million $250 million not really a question even made at this board on all sorts of elop funds there's a chance for you to clarify that unless you're clarifying it in serial meetings in private which the general Council would never let you do item P some questions very good from the chair uh if a pilot started it not a procurement then they've got a problem because the procurement should be the competitive bid that wasn't clear in what happened and then it magnifies by $100 million afterward uh this is amplify which is the curriculum we got rid of their their assessment down to K through two which is

130Amia and then Christian all good afternoon um I apologize in advance what I have to do uh regards nothing of what we've been talking about I am a sophomore at Mendes High School located in B Heights um and recently my fellow students population has been protesting including a walk out on Friday I first want to acknowledge that Mendes High School is an overwheling link lowincome Community we are immigrants we are Latino and 96.3% of us qualify for reduced or free lunch 97 of us are participating in the walk out and most most of us when we can even though it was finals week did do a sit out where we did not participate in any class I would like to talk about the failure to communicate with parents and students as well as staff about
131the removal of our principal and vice principal Mr Bautista and Mr ceso the district has properly failed to communicate with staff students and parents initial Communications were extremely Broad and parents and students had to explain to many other students the departure of their principal and vice principal it caused us a lot of strain on our education as you see we're this is a senior right here this is a sophomore we are all taking finals we're all taking AP classes we're just asking for usas to communicate we understand that you cannot disclose parts of the investigation but we are asking for a timeline I want to talk about the violation of District policy regarding the removal of personnel Accord according to the protocols and procedures to report reassign and investigate allegations of employee misconduct published by

134reassure you that Mendes high school and the District of sta the district will continue to ensure the safety of students and staff at our schools we have RI it and will continue to provide updates to our students employees and families about this matter as appropriate the statement did not emphasize that the removal should not be interpreted as a substantiation of the allegation nor did it clarify that this was not Ave removal related to student safety or sexual misconduct as a result rumors have flown around the school the district and the city parents have err aneous acclaimed in the school board record to the media that Mr Bautista has been arrested for sexual misconduct of a minor the board never bothered to clarify this was not the case uh just going on to that if the
135removal had nothing to do with an alleged employee sexual misconduct then the district had not obl had an obligation to notify parents that that was the case and to not insinuate that Mr bsta may be a sexual predator the resulting damage and stress had it has no doubt put on Mr Bas and his family his daughter attends the school and as a sophomore is immeasurable and now I will pass it on to am green good afternoon additionally to add on to my fellow classmate Anna Vega boil heads community of schools re Regional Regional director reportedly told a student in confidence that the investigation had nothing to do with safety issues and instead was related to hiring practices she even named all the staff that she was referring to the district District's handling of this case
136has been Reckless and irresponsible it has resulted in the harm into to harm to students parents and staff and has permanently damage the reputation of the district's parents trust in the process that we hope that we ensure the safety of our children in addition multiple multiple leaders within the district appear to have violated policy in regard to communication regarding the investigation these actions deserve to be investigated by an independent agency and also this just to um state that we have spoken to people who were put on our campus however we mostly get the same answers and um students are reaching out to speak and to find answers so that we get this communication in the future we know that even though the condition of um our school can't really be changed immediately we hope that
137um our students will be able to have confidence in the future of their school um the recent changes have caused a lot of instability especially to people like our seniors as we're they're not sure what their recent future is with uh recent events but we have been assured that what happening what is happening now might happen in the next few days which um however the students like the Juniors the sophomores still want to know what the future of their school is these changes have really changed parents opinion on how they see the people who are supposed to be reaching out to them the lack of communication has caused UN instabil in instability forgive me and we are simply asking for this communication and this clarification and we feel like it's um it's the responsibility of

139number one the bench currently says that uh the aggregate amount of all contracts is not to exceed $60 million across three years that is $30 million less than what the board originally voted and allocated for it was supposed to be $15 million for Community Based safety $15 million for a Community Partnerships the enrichment programs right that is now reduced for I don't know whatever reason it was never announced never established it's just now appears um then I'm also just hearing that the RFP won't be renewed or refreshed uh for three years does that mean that the $60 million is maxed out if we haven't reached that that aggregate amount whatever it is we need to continue pushing more resources more organizations because we know what we have is not enough to sustain the almost 40,000

148com on up you have two minutes to speak once you begin hello and good afternoon my name is Grace Madrono um I am a member of Sunrise house Angeles and a Southeast La native I'd like to voice my support for aca6 by sharing a short childhood story of mine my earliest memory of taking action was attending a protest led by my mom and other PTA members when I was in second grade I grew up in a predominating low-income Latina community in southeast Los Angeles um Southgate California um where you can get a heat stroke as you wait for the bus due to the lack of shade and wear power outages because of the heat were the norm this this was a particularly hot summer and the power in all of our classrooms had went out
149we were forced to have class outside by the parking lot due to the lack of shade at this protest I remember being in awe seeing my Spanish-speaking immigrant mother use her voice to demand that my school get adequate funding to prepare our infrastructure to withstand hot summers but I also remember being outraged I remember being outraged that as a kid I had to fight for my life that's why I'm here in support of ACA 16 and fighting for the same protection that my mom fought for when I was in second grade thank you and thank you so much for Dr ruas well Grace Medrano speaking of moms our wonderful speaker up here his mom happens to be a library Aid at one of my Board District three schools Michelle at uh Melvin Avenue School so

152be Ian kiry then Pamela and then Laura zabala so it's Sarah peral then Ian kiry then Pamela and then Laura Zavala uh two minutes is yours hello I'm here to advocate for the clinic program due to decisions that threaten to dismantle its infrastructure our program which provides critical outpatient Mental Health Services to students is being severely undermined by cuts to the Specialists who are essential to its operation these Specialists oversee all 67 PSW positions in addition to 26 classified staff such as office technicians medical assistants Navigators and psychiatrists these Specialists serve as Liaisons between school-based programs by managing and assigning referrals they monitor staff adherence to District bulletins work with a met te team run monthly Clinic meetings and maintain compliance with the dmh contract requirements furthermore they input all rod and suicide risk assessments
153into the iar system meet individually with each of their staff monthly track maintenance and troubleshoot operational issues in each of their Clinic sites currently there are four Specialists managing 14 wellness centers last year there was six the proposed cut expects one specialist to do all of the above tasks how can we realistically expect one specialist to manage this workload for the entire program the AG the agre apron R2 ratio one administrator to 50 staff does not take into account the unique needs of our program applying this ratio universally without consulting the program is both irresponsible and inequitable it is particularly unfair that not all regions and programs are held to the same standard if we reduce our specialist to just one the burden will fall on our overstretched staff exacerbating the high rate of burnout
154these changes pose a threat to the quality of care we provide and we provide and pose a liability to the district as one administrator cannot adequately manage crisis risk assessments and input time-sensitive information into the iar system alone our students especially those in the tier three moderate to high risk depend on us they turn to us when outside mental health agencies are impacted when M us have been terminated or when they face barriers with their in insurances even Hao Health cannot meet those needs we are deeply anxious about the ability to PR provide these high level care to our students and deserve they deserve lack without this lack of support I urge you to rec and work with the leadership to re-evaluate this detrimental change now more than ever students are advocating for mental health

157because he is our principal and he has provided security that is all the time I have right now I'm going to pass it on to my fellow Menda student good afternoon again um to talk about my personal experience not only me but three other of my siblings who are older than me have been at Mendes and um I've really just experienced all they experienced as well Mr Bautista has just created an environment that is so that makes the campus so comfortable and um the people on men's campus really push trying to make the students comfortable with communication and so it's really abnormal for us to have so little when it comes to them coming off campus and um I just really hope that it'll get to you guys that we understand that Mr Bautista deserves

159the district I myself support 24 of those eecs and as a team like our counterparts in K through 12 we work with our families with enrollment we work with our families on being engaged attending um also with our little ones our excuse me with our E's unlike K through2 our E's are yearround they have ongoing enrollment and they have no um issues with residents so school students from Englewood students from anywhere can attend our E's so when it's time for these little ones to transition to what we call the big school our team is integral in making sure that they know hey you can't just go to the elementary that's right next door you know you're in Inglewood so that's a permit or just helping families identify schools our te the issue is our our
160program has been funded on B basis for the last several years which our eec principles have an issue with because they don't get a summer break and they are often saying what are we supposed to do when you guys are gone we've been blessed with Z time but recently we've been told that our program will go from B basis to C basis which you know that allows our team to arrive one day before students are on campus for K through 12 and one day after they that gives us no time for planning and implementing for our early Ed team the summer is integral because a lot of our KD are transitioning to the elementary school I personally spent the summer last year blessed with Z time working with several of my families who opted to

162of carryover dollars to our most impacted schools throughout the district our highest and high need c schools should have access to up to 100% of carryover dollars for the 2024 25 fiscal year without unnecessary barriers to accessing funds in a reasonable time frame we want to stress how much the timing of budget allocation matters to our District's highest and high need sun schools because the later that carryover decisions are made and money is allocated it will be much less use use ful since staff and programs will much will be much harder to put in place as the district moves to increase carryover allocations to sen priority and all schools we must act urgently to ensure the funds are readily available in addition to urgency we want to emphasize the importance of of funding transparency from
163the district we continue to urge the district to provide analysis of how much funding is released by senny quenti and provide a list of the criteria for granting additional carryover including each Criterion respective way C ranking priority School status amount of carryover requested Etc the level of transparency will not only help strengthen the budget process for schools it will further the district's commitment to Equitable funding and student achievement we want to also acknowledge the efforts to address the issue of transparency from board member orti and Franklin and board member mvo um through the introduction of the resolution the modern budget transparency for student achievement resolution also on a personal note I do want to commend the Mendes Community for coming out and advocating for for their principal Mr Batista who I've had the pleasure of

165bet you didn't just walk in their room and say I'm about to jump on this airplane no you had to do a lot of prep work you had to stock that refrigerator you had to remind them what day the street sweeper comes you had to remind them to water the grass every other day you had to sit down and talk with them oneon-one about how they can be successful and thrive in your absence that is a scenario that is exactly what we do as SSS counselors on the B basis calendar when the school year ends our most vulnerable of the already vulnerable population that we service require specialized and intricate services to sustain them through the summer and better prepare them for the upcoming school year I serve as 93 students at one school and
16620 at another I have a family right now that is living in a car three students and a mother and I work my tail off for them but with the busyness of the school day and the trien of crisis on the campus non-stop it doesn't afford me the time to sit and prep them for a successful summer and most importantly a return in the fall during B bases I get that opportunity when the school is quiet I can sit across from this mother and these bright-eyed students all of whom are unsettled at the fact that they will be away from their support system their safety net the school for two months I frontload them with the tangible resources like the LAUSD grab and go site summer school enrollment outside day camps and the new school

168um of my son in L USD I just want to say that um I want to start off by saying that uh it's not my goal to place blame but I want to be a partner with y'all in the school district as a parent but I must admit that I was very shocked and I was alarm when I was made aware about the deployment of the cops back on campus only to find out that it had to be reversed because the pl the plan was trash to begin with I was shocked uh I was at my school the other day um he's in kindergarten so a cop was on the campus and it's interesting just I'm just sharing my experience right to see how the the um Elementary School Kids React you know and fright
169and just you know they stopping the office and they like why is he here you know so I don't see why they have any place in the um in the elementary school especially right um I just want to say I can only think of two reasons that superintendent was allowed this to happen either he doesn't care about our community's input or uh and how our tax dollars should be spent or he is in competent and unable to deliver on the things that the community care about due to his own political interest carvalo was appointed to by you all and he is failing to take notice and comprehend what we even are working on the board passed this our our the board passed our uh resolution unanimously and so he used those stadi it seemed like

171but began accumulating absences during her senior year her family forced her to work and she struggled with balancing school with work on top of supporting her mom with parenting her younger siblings I checked on crystal constantly to ensure that she stayed motivated she ended up graduating thankfully a year later Crystal returned to thank me for supporting her when she felt like she didn't have the fight in her to do it anymore Crystal was moving she had been accepted San Francisco State as PSA counselors we not only Implement interventions we are present for all of our students and hold a safe space should they ever need it this year there's been a 5% increase in excellent student attendance and a 5% decrease in chronic attendance districtwide compared to last year Hoover Elementary and poopo Middle Schools
172have a 10% and 16% respectively year-to-date decreases in chronic attendance La High boasts 10% excellent attendance rate increases just from last year ask me what do these schools have in common they have a full-time 5-day PSA counselor supporting all of their students students need a counselor before the school year begins to visit a high school at home who may be thinking about abandoning School much like my student Crystal I'm asking for you to revert the approximate 80 District wide school-based counselors to B basis allow principles to use funding already allocated to their schools to buy the same B basis peacei counselors they already had the work is rooted in the relationships we built with our families and with our students thank you your time let's see Ian kiry Ian kiry are you here again come
173on up hello thank you um my name is Ian kiry uh good afternoon to the members of the board and superintendent I'm a uh organizer with students deserve so I stand before you today to address a grave issue that has impacted the safety and Trust within our schools in these closing days of the school year last month as students and Educators preparing for finals and graduation superintendent carvalo and those on his team unilaterally decided to return police to our campuses this BL disregarded his previous commitments to communitybased safety and the resolution that this board P enacted in 2020 this decision was made without consulting the very students parents and Educators who are most affected by this it is a clear betrayal of trust and a STK contradiction of the promises made to prioritize our community's
174voice in shaping school safety superintendent carvalo your actions have shown disregard for the comprehensive community-driven safety plan that students have tirelessly advocated for here in these meetings over the last year instead you have chosen to revert to outdated unitive measures that do not align with the needs or desires of our students or our community this is not the leadership we need and it certainly does not reflect the commitment to caring for the whole child or creating LD that values safety outside of a narrow harmful framework I urge the members of the board to continue working with students in the community to create and Implement a safety plan that truly reflects our Collective desires this need uh to show up not uh not just in words but in actions to fund train and support the necessary

176time okay railen Bal rilen B are you here come on up you'll have two minutes to speak once you begin and then after railen is Mark wki so railen then Mark wki and then we'll transition to the folks who signed up to speak in remotely good afternoon board I'm Ray B La Federation of Labor delegate and UTA chapter chair for crenchaw high school issue LUSD needs to stop blacklisting probationary teachers two probationary teachers a math teacher and an English teacher were dismissed with nonrenewal of contract letters with no introduction by Administration the math teacher was placed in the classroom mid semester with students who want their teacher back when students fight restorative justice disrupts instructional time by placing students in her classroom to cool off at random for months the AP entered the classroom yelled
177at her about the number of students on I ready on cell phones and so on these probationary teachers received no teacher orientation mentorship and no support from Administration they they had to ask other teachers how to navigate myis enter grades find resources and so on good news they both received positive evaluations bad news the principal handed them a non-renewal of contract letter that states your contract with LAUSD expires in June 2024 and will not be renewed due to the fact that you were not endorsed for continued employment severed from the entire District cannot work or teach any of the 563,000 plus LAUSD students because one principal checked a box our three asks whereas with a de facto HR on site new teachers need guidance support and constructed feedback without bias whereas with no orientation mentorship
178and no support in a hostile work environment these probationary teachers should be reinstated whereas with a teacher shortage especially in math and science we implore LUSD to review dismissal letters of past probationary teachers and stop this blacklisting practice thank you thank you for your time okay Mark wki are you out there come on up you have two minutes to speak once you begin good afternoon I'm Mark witchy a retired LAUSD teacher after teaching in the division of adult and Career Education for 32 years I'm also a former utla adult education director I've learned that the West Valley Occupational Center U Chapter Chair Lorena Zaria a child development teacher has been let go after 20 years of Sterling service and days her record as a teacher is impeccable as evidence from testimony you will hear a
179little later from her students and her colleagues and the fact that she always has passing reviews and no disciplinary record she even helped draft the the divisions course outline that she teaches for days it is evident that Lorena's dismissal is solely due to her Union activities as a chapter chair in my 32 years at da and as a union activist I've never heard of such blatant retaliation against the chapter chair and administrative interference in Union Affairs as the West Valley Occupational Center principal is doing the principal's antipathy for the Union on campus has been manifested by the following she has refused to recognize the elected Department chairs because she thought the election wasn't held properly she dictated to the U utla election chairperson how to conduct the recent Chapter Chair election to the point where
180The Ballot Box should be kept she has promoted her own candidates for UT office at school and she unethically subverted the chapter chair's class by changing it from virtual to inperson this was problematic because the students were human others and could not make it to the school as it does not have child care her actions clearly violate the collective bargain agreement between utla and L USD specifically article 4 section 7 as well as California law title 34 43.5 Article 4 which is the criminal code to reduce the district's legal liability this Board needs to take the following Act S one continue Len of Zia's contract for the next year two pledge to always follow the collective bargain agreement with utla and California law three disciplin the errant and irresponsible West Valley Occupational Center by principle
181by demotion or employment separation for putting the district in such legal Jeopardy thank you thank you for your time uh Natalia Lopez um okay good afternoon my name is Natalia and uh before I go on I just want to ask for you guys to actually pay attention and like not wander off because I am I feel really heavy about this topic um I'm here to talk about uh the mental health services good afternoon my name is Natalia I am currently being provided with mental health services for my school at Aral Nathaniel high for starters I want to say how Mental Health Services had made a drastic impact on my life I have been traumatized and have been through harsh and tough experiences throughout my whole life I am a victim of sexual assault a victim
182of domestic violence and a victim of drug abuse how am I expected to cope when I have been through such a rough time excluding all the categories I have just mentioned family issues friend issues I feel really alone at times but not when I am speaking to my therapist when I get to vent and I and let out everything to someone I can trust it is just relieving not only do I have someone to be there for me but someone who is giving me advice on things they studied for a mental health Mental Health Services are very important to have at schools because not everyone has the opportunity to be provided with resources to be mentally stable I have been depressed almost my whole life life my parents know about some situations and I would
183beg for a therapist I I never got a therapist up until 2 months ago thanks to the PSA counselor at my school who referred me to my current therapist I am doing better and growing bigger little by little I am two weeks sober off of marijuana I will be attending Sunburst Academy for 5 months starting July my therapist was the one who introduced me to the academy Mental Health Services have provided me with so much hope and a feeling of being safe I don't know where I would be in life without guidance and falling into the wrong path I met the PSW and got introduced to the supportive activities and the rise the kids are your future our future they are the future and if you fail to support the system you are in fact

185that the lack of centrally funded PSW positions will have on our students the decision to provide Central District funding to schools of 600 or more students does not take into account that only 14% of our schools in La USD has 600 or more students this means you are starving 86% % of our schools for sorely needed mental health funds and services my 3-day school does not have the money to have a PSW or PSA next year we have 307 students and this past year I have provided support to students who are experiencing symptoms of depression anxiety trauma grief and loss I have assessed students presenting with thoughts of suicide and self harm and more just because my school does not have 600 students does not lessen the importance and need for a mental health professional

191city and that they would uh threatened the mayor to say don't you dare go after the police that was the rant that we just heard I bring that up because it speaks to the character of The District where there is very few regulations against La school police but as you see there's all types of autocratic uh rules and regulations and procedures to get communitybased safety programs in LUSD and after three years we only have 43 programs for 4,000 black students it's deeply concerning that the board continues to main all of the manacles that uh call for school police to be cemented in the district we just found out this year that Community Based safety programs are not allowed to intervene in physical altercations but they are prescribed to call the LA school police who as

194School our data reflects that the gains we have made since Dr edaga became principal has improved student learning with Dr A's leadership we have we will have graduated 50 students this year alone making it the largest graduating class we have had at falo high school our main concern has now shifted to safety outside of Campus Balo continuation High School is currently on the list of priority schools for safety issues due to what our students experience when they step foot off campus parents have reached out to Mr goto our local superintendent Miss goldber our go our board member and Mr carbal through letters phone calls and emails to share um their concerns about removing Dr adaga and the lack of transparency from the district they have yet to get a clear answer this is a huge

205SSS counselor in region South uh my role is to provide uh support for students of foster care as well as to students experiencing homelessness I have been doing this Frontline work for almost nine years it is challenging work but I thoroughly enjoy what I do to support the parents and students in our district when I was hired I was hired as a b bases employee which allows me to provide additional support for our families one week after school ends and two weeks before the upcoming school year begins just recently we were notified that due to budget cuts our position has been reduced to C basis which would eliminate the additional three weeks of support for our most vulnerable students some may say what's the big deal it's only three weeks I can personally attest that
206those three weeks of additional support are crucial as we stand on the brink of another school year drawing to a close it's essential to recognize the profound impact that our breaks have on our students especially those experiencing homelessness and those in foster care the these students face unique challenges that demand our attention support and most importantly resources as the summer approaches which is now my families that are experiencing homelessness worry about where their next meal will come from they worry about child care uh what will they do during the summer my students in foster care as the New Year comes to a close they wonder will they be moving to a new Foster family or will they have to switch schools these questions cause anxiety and stress this time provides an invaluable opportunity for us

232and youth Liberty swad ACLU three demands I want to address today include funding Mental Health Services like PSW and schools unwanted School places on campuses and endorsing Arts education within prop 28 regarding mental services on La USD campuses only 208 schools with 600 or more students will receive a centrally District funded PSW while the majority of the schools 86% are not C centrally District funded mental health crisises are Skyrock by the year secondly last month on May in May you deployed School camp campuses I mean police on campuses this goes against student demands for Safety and Security on campuses this activity harms student mental healths and we demand that polices are not bought back on campus this is a reactive measure for students of lowincome and marginalized backgrounds today we urge you to divest in
233um School polies and invest in your students by supplementing funds towards more psychiatric social workers and services to help students who face um anxiety depression PTSD Etc and having the ability to be vulnerable in front of their social worker ensuring that a moral support system exists within schools and the and and also the 550,000 students in LD um lastly I would like to address um the prop 28 um resolution Arts Justice bill that was passed in 2022 the resolution created the Arts advisory Council that has been um me that has been meeting months with meeting monthly with students teachers Community Partners and the Arts education Brands the um resolution calls for annual update by the Arts advisory Council to the board meeting this was supposed to happen today at the school board meeting but you

239di data deep dive um so I appreciate the overview of the education Alternatives and service gaps for expose students in LA county but to better understand the specific needs of this population could you provide a if you can a detailed breakdown of the most recent demographics of expelled students um this would include information on Race ethnicity gender disability status social economic status and any other relevant factors I'll have to Circle back with the team on that one I know there are some pretty pretty significant guard rails around the kind of information that we can provide about expelled students in terms of that demographic information but whatever we can provide we will okay thank you for that um also have any analysis been conducted to assess the effective effectiveness of current interventions and services for expelled
240students are their specific programs or support systems to have shown success in reducing recidivism or improving academic outcomes can you re ra that yes any analysis been conducted to assess the effectiveness of the current interventions and services for exposed students specific to this plan yes uh So the plan is not specific uh to the district it's actually a plan that has been devised by taking surveys from all school districts um and IT addresses some of the placements that are available countywide as well as the services but it does not uh go into the granular level of the impact of the programs and Services provided so apart from this um um from this report or this partnership um do we have anything in specifically to L USD we do we we typically issue uh reports at
