001[Music] e [Music] good morning everyone uh the time is now always been an overachiever 9:01 a.m. on this October 17th 2023 welcome to the Los Angeles Unified School District board Board of Education uh regular board meeting including closed sessions I'm going to take roll call Dr McKenna Dr Ras pres Mr schmon President Mr melvoin here miss gones miss Ortiz Franklin board president Goldberg here okay we have a quorum and I believe Dr McKenna is going to be coming up Dr McKenna is right outside the door any moment now so that is roll call uh before we go into public comment I'm going to read the purpose and Authority the reasons why we go into closed session and then we'll take public comment item by item under tab one student Discipline matters pursuant to Education Code

002section CF uh tab two Personnel under government code section 54957 uh Public Employee discipline dismissal and release and public employment and the superintendent evaluation under tab three conference with legal counsel uh pending litigation under government code section 54956.9 D1 Nasco vusd Jane do CJ vusd LUSD V Jewel Shaw V LUSD under Tab four conference with labor negotiators under government code section 54957.6 uh the negotiators Dr Murphy the employee organizations represented are associated administrators of Los Angeles California School Employees Association Los Angeles County building and constructions trades Council Los Angeles School Police Association Los Angeles school police management association service employees International Union SEIU Local 99 Teamsters United teachers Los Angeles District represented employees and contract management personnel and The Negotiator is Miss navor Reed for unrepresented employees the deputy director of facilities program support services

003and the deputy chief of procurement officer again the reason I read that is because those are the items that are going to be discussed in Clos session and those that's the government code that underlies our authority to discuss those things in close session I know I just kind of Breeze through it um I don't want you give the impression that we're going fast for any reason other than respect of your time so with that we will go right into um public comment for tab one let's see we have and I also want to remind folks that each tab is associated with a very specific item so tab one is student Discipline matters and those are uh students who are being disciplined by the district for for something or they're not being disciplined but that's what's

004being discussed so during public comment in this period it is the expectation and indeed there is a board rule that speaks about it you stick to this exact topic which would be student Discipline matters all right so anahid are you here in person anahid are you here in person let me see if you're online with us anahid I do not see anah heed okay so Victor Moreno are you here in person Victor Moreno Victor are you with us online no you are not Jose Marin are you here come on up Mr Moreno you have 3 minutes to speak once you begin I'm sorry I couldn't hear you Victoria all right so I'm going to say into the speaker so we get it recorded in all perpetuity so it's actually Victoria not Victor okay so Victoria

005would you like to go first so the both of you are going to is she the next one Victoria okay so there was a typo on our on our thing okay so let me get your microphone going and I'll give you a thumbs up when it's your time to sh I got it I got it that one's this typo go ahead documents of everything that happened to my son the assault U two years trying to get a meeting with the school principle at Sal high school and he never met with us until recently uh my son has been having problems at that school since he was a freshman almost two years ago um we try to address it with the dean we try to address it with the assistant principal um we're treated like we're

006problem parents instead of concerned parents um issues that could have been resolved back then were not um there was a group of students that were targeting my son and his friends inside the school and outside the school like I told you before um we try to address it with the school um every time we try to address it we were always refer to Mr gaho the dean of the school um all Mr gaho was concerned about boasting how many guns he had about his contractor that he was a contract licensed contractor how much money he had how much money he was invested in Gold instead of actually listening to our concerns he was always defending the other group instead of listening us to his parents my son was assaulted at gunpoint he was hit with

007the handle of the gun in theide of the head where he had surgery those gamb bangers were actually waiting for him because they already knew his route he's going to have his fourth surgery in November fourth he's fell way behind in class I had to take him out of class and put them online school all because that school staff never listened to my wife and me never we requested meetings with the principal he never met with us for two years until recently Miss Franco got involved we were sending emails to the district local District East and Mr carvalo I even left Mr Goldberg a message no one was willing to help us no one no one Mr G Mr graho even told my son that he was going to make it his mission to kick

008him out of school instead of listening to his concerns yes and he did he recommended expulsion back in January they put my son in a position where he had to defend himself in a position where he had to defend himself since he was 14 up to now no Solutions Mr gamah even provided continue please finish your thoughts Mr gaho back in January when there was the incident of the fight where my son was forced to defend himself he provided to me the home address of the other student and his family he said the district paid for a nap or they could use the phone number the phone number that person and and gather information person information home address where they work their age their name everything he looked at his um phone then looked at

009the desktop and confirmed that information and showed me the desktop of the student this is Daniel he gave me the name of the other student the name of his parents the name of his sisters and where they lived I immediately left I send an email to miss Choy the assistant principal that I wanted to talk to in person and in private to let her know what had happened she never returned my call what I did next I sent an email to miss wro Local District East in detail what had happened nothing happened Mr gaho recommended I should remove my son from school because that would avoid for him to being suspended or expelled by the district I follow hit's advice I removed him two days later he calls me for a meeting to let me

010know my son is going to be recommended for exposion and he finally admitted back that he never took my concern seriously and he never reported my concern s that I was right about my suspicions that it was the same group of individuals that had friends adult friends that were gamb bangers outside the school that assaulted my son he never took me seriously then when after my son was removed from school Mr gaho made his mission to talk to my son's friends and let him know not to hang around with him because my son was a criminal and that same day when those my son's friends called him at home my son told my my wife that he was thinking about hurting himself that's the kind of damage Mr gahu did to my son that's something

011that's going to last for with him for the rest of his life all because no one took action that culture at that school is never going to change unless there's a change with that Administration because there's constant fights every single time every single time until Mr bonco got involved that's when Mr bonales actually met with us and he told us that he didn't know anything about the problems nothing whatsoever can you believe a principal does not know what's going on in his own school we left him several messages for him to return our calls he he was always in the meeting always in the meeting Mr Martinez from Local District ke I'll handle it he never did he's always in the meeting everybody's always in the meeting we're not important you keep getting messages that

012parents should be involved we're involved but we get pushed aside we're called problematic Pro parents that's what we're called now yep thank you for your time thank you for your time I just want to be clear also that was two speakers SL that that were used as one person so that there's no misconception that we allowed extra time for a particular individual so thank you for your time uh Miss Garcia Victoria [Applause] Garcia Michael emow are you here Michael E Michael emow are you here Ivan Benitez are you here Ivan Benitez this is for tab one and Alysa Sonora I believe you are calling in Alyssa Sonora under tab one and you are not there okay we're going to go to tab two under uh this is a Personnel under government code section 54957 Thomas

013mclusky are you here Thomas moski come on up you have three minutes to speak once you begin so this is tab two Personnel thank you good morning uh my name is Tom mclusky I'm a CTE teacher I teach digital media classes I've been working for the district for 25 years I've taught at Roosevelt at Bernstein high school and currently I'm at vanise High School teaching is my career and I very passionate about it my students in my class they learn how to make movies they learn about the entertainment industry and where the jobs are and how to get those jobs they also learn how to be effective community communicators they learn how to be confident in putting their ideas out in front of their peers they learn how to solve problems on multiple levels simultaneously

014they learn how to set a schedule they learn how to be responsible to themselves and to each other and they gain the satisfaction of being part of projects that are sophisticated and have a lot of moving Parts at the end of their High School careers they use their portfolios to get into schools including Yale Harvard Lac Pierce UCLA Cal State LA they use their portfolios to gain jobs that lead to good careers one of my students recently got a job working as an editor for a company that makes music videos uh for artists that I've never heard of uh another student of mine a couple of years ago won an Emmy Award for his work with ESPN on the extreme games but all of my students leave my class better situated to go after their

015first jobs and begin their careers and better situated to start their careers in college and yet I and CTE teachers like me spend our entire careers as temporary employees probationary employees without permanent status comp competitive pay or due process in workplace hearings CTE teachers have second class status on our campuses when I first started teaching for CTE I was surprised to draw sympathetic looks from my peer teachers in English and math as if somehow I wasn't good enough to teach what they teach and that was a long time ago and I've always asked myself why should it be like this I have two master's degrees from excellent institutions I develop the courses that I teach with English teachers so that they support common course standards CTE teachers train as long as our brothers and sisters

016who teach core classes we care just as much about our students and we work just as hard for them in many cases we have to work harder because our programs require constant upkeep and time spent outside of the classroom our programs have proven value students receive college credit for taking our classes through articulation agreements with local colleges according to the CDE 90% of CTE students graduate compared to 75% of students who do not take CTE classes thank you very much for your time it's been a little over three minutes now thank you I appreciate it thank you very much and we hear you okay under tab two second speaker Lucine kirakosian are you here Lucine kosian under tab two not here uh manuk are you here under tab two Personnel manuk okay under tab to

017the fourth speaker um Annie are you here Anie okay and then we have Mary Zach Z SEC who is online so Mary please press star six to unmute yourself and you have three minutes to speak once you begin Mary Z please press star six to unmute yourself and you have three minutes to speak once you begin I see you are online with us good morning regarding Personnel uh M Miss Miss Z can I ask you just to um speak up a little bit and I'm going to turn up the volume as well so that we can hear you a bit more clearly it sounds like there might be an issue on your receiving end thank you good morning regarding Personnel I'd like to ask you about La unified's vetting process for personnel because last Friday

018attended an integrated Pest management meeting that revealed some disturbing issues first it came to light that a company had been hired by Personnel to develop a new integrated Pest Management policy even though there is a policy in place that is National and international model and led to the healthy schools act specifically I'm questioning La unified's process for determining conflicts of interest in the vetting process our companies asked about conflicts of interest for example would this company that has been hired have been asked if they ever worked with maintenance and operations or if they were affiliated with someone working on pesticide if La unified this is important because evidently neither members of the board or the board Secretariat know who initiated this contract for $30,000 a month month for three months further in regards to Personnel

019on a committee specifically the 15 member IPM oversight committee how would conflict of interest for instance if a member of the IPM committee was being paid by La unified as an independent consultant would they also be able to work for the company La unified contracted with on the IPM policy at what point would it be considered a conflict of interest and who makes that determination in this case it appears La unified Personnel is hiring outside experts who then hire someone already being paid to be on an LA unified committee buys La unified on the same policy what when contracts and hirings like this are being done behind closed doors it's antithetical to the intention of the IPM policy which has always relied on full transparency in order to prioritize and ensure the protection of children

020teach ALS School stakeholders from hope the board will look further into these important Personnel matters and the vetting process to discuss if there are conflicts of interest Miss Z are you still with us yes I I completed okay thank you very much for your time Carl Peterson I see you're on the line Carl Peters please press star six to unmute yourself and you'll have 3 minutes to speak once you begin Carl Peterson good morning last month we discovered that despite what the Charter School Division has been telling the communities for years the LD is not forced by law to give unrested classrooms to Charter Schools under prop 39 instead Jose kohu tieras and the office of General Council chose to force some children into closets and stairwells to receive special education services while superintendent carvalo

021was not responsible for creating this policy he did nothing to end it during the year he has been in his position certain board members continue to be deceived in evaluating him today you must determine if this act of insubordination was done with his knowledge or if he is not in control of the bureaucracy he is supposed to manage this is not the only example of the neglect of special education under carvalo later today you will vote on the proposed membership of the community advisory committee CAC this item was pulled from the agenda on two previous occasions because the bylaws of the committee were not followed even after this delay the division of students families and Community engagement essay did not allow the CAC to seat an appointment committee as required consequently the list is not

022peer-driven as specified in the Ed code because of esf's incompetence the CAC has not met during the school year resulting in a complaint being filed with the California Department of Education it appears that the superintendent tried to fix this violation by requesting that you make the appointments to the retroactive to July 1st 2023 unless you are also giving committee members access to a flux capacitor this move is inherently dishonest as the three months loss cannot be made up these problems may have been avoided had an abust person acted as a mediator between the CAC and fpace when conflict arose during his meeting last year with the CAC carvalo indicated he was open to creating this type of position but now esface is declaring that it will not happen is there a disconnect or does carvalo

023not have the courage to give accurate answers when meeting face to face under the current superintendent the district is continued its slide towards treating special education services is something that can be delivered under a one- side spits all approach schools have eliminated special day classes special education centers have been starved as students and successful programs like Oar have been removed as a choice during IEP meetings my proposed improving special education within the LD resolution tries to reverse these injustices unfortunately the bureaucracy seems intent on blocking my proposal in an explanation explanation worthy of 1984 I was informed last week by Scott schon's office that he will not pursue this proposal because he has been advised that my attempt to preserve options for students will somehow violate the federal mandate that individualized decisions be based on

024the unique needs of each student within the IEP team process given the office of General council's role in lying about prop 39 Acquisitions of space used for special education services it not be surprising that they would also lie about my resolution when will this board learn this lesson thank you for your time Lisa Falco are you here in the room Lisa Falco okay moving on to tab three pending litig litigation uh David Tok kovski are you here if you are coming up there you are you have three minutes to speak once you begin thank you very much good morning I speak first to the shaw case which is uh during the coid uh we developed the independent study program the the Kirkland and Ellis uh Law Firm representing the students has alleged from the beginning

025in the shaw case that black and brown kids were disproportionately put into the independent study and have achieved uh uh lower attendance than the other students they have dropped out of the independent study in higher numbers and today we'll find out and hopefully you can find out the test scores on kids within independent study uh that may not be at the heart of the case entirely because the judge has sent it back to the lower court on three of the eight issues but it would be important to find those items out in the case number two the jewel case congratulations uh to the uh board for joining uh in an activist way a lawsuit that hopefully has a bucket of $250 million I I guess from reading some of it and I guess you will

026have to apply apply for that now to get your Revenue so I would courage you to apply as big as you should because you were at the heart of supporting that in the interest of kids and hopefully Target that money that you get uh uh from the jewel tobacco uh alria group to Health and Human Services Workers exactly the preventative side of the uh issue of the uh flavored tobacco number three um I want to remind you that you successfully threw your INSP office of Inspector General found a number of cities that were not paying their developer fees now the problem is that nobody has gone to those cities uh with Miss D'Or Reed's letterhead saying uh we have the following information we'd like that Revenue to come to the district and then to proceed

027to other places so you you got that congratulations on your Inspector General finding Revenue uh the return on the investment in that office has always been quite good and finally um today you have two two Personnel uh items uh that the superintendent has every right to build his team that is an argument you hire the superintendent let the superintendent hire who they need to to have an effective uh school system but let me just raise one key issue here the office of Labor Relations determines whether or not those people belong in Senior Management and you're limited by Statute how many senior managers you can actually have or whether or not those people deputy director which means somebody's above them and somebody's below them belong in a bargaining unit and there is a a continued Dynamic

028where people are being put in District represented rather than a bargaining unit or in Senior Management rather than in a Teamster csca allaha SEIU bargaining unit and so I I respectfully ask that there be some sort of transparency in in the manner in which uh Labor Relations assigns people or doesn't assign people to bargaining units thank you thank you for your time Greg Mason are you here Greg Mason com on up you have three minutes to speak once you begin good morning everyone thank you for allowing me to speak today um I'm really disappointed that Tony Thurman and Rob Bon have teamed up to make it illegal for parents to know what's going on at the school uh the hearing yesterday I didn't get a chance to find out what actually happened but it's no

029secret that uh Rob Bon has made it his job to enforce gender identity and to well for me personally I go back with the district a long time and I remember when District law allowed students or should I say allowed the nurse to have abortions done without the knowledge of the parent and for some parents I understand the district's point of view but for me most parents are concerned about their education and many of them that could afford it took them out of La unified so now we in a situation where La unified is over 73% Hispanic some of that is the policy of creating Sanctuary cities the governor has made California a a sanctuary state so the numbers speak for themselves your superintendent now uh comes from Florida where the situation is completely different

030but here in California um it's been a beautiful situation in terms of education for black students in the past that has ended in many ways and like I said for most of the parents that could afford it they took the kids out and put them in private schools but there's nothing more important now that we've gotten into gender identity younger children are being confused about what bathroom to go to it's really unfortunate that you could do that to small children can't thank you for your time to General Public comment and before we do that the office of the Inspector General would like to remind you that they investigate the misuse of La USD funds and resources as well as retaliation for reporting any misconduct anyone can make a report via the oig hotline or on

031their website the telephone number is 213 24177 78 or by emailing inspector. genal lausd.net reports are confidential and you can remain an if you wish okay for our first Speaker uh we have under general public comment that's any topic related to District business we have Maria Louisa Palama come on up you have three minutes to speak once you begin thank you at the risk of sounding like a broken record I come here once again to let you know that the school level public budget system access has been working on and off mostly off since the beginning beginning of the school year budgets why would parents want or need access to Accurate School budgets good morning my name is Maria Lisa Palma and I am here speaking on behalf of Oya Inc a nonprofit organization I

032know we've had this conversation many times over the past school year but how is it possible that you still have this problem am I the only one who attempts to access the school budgets is no one else looking what about Mr soel Catal the Chief Information officer who is holding him accountable on this point but let's be honest even if I was able to pull up the entire set of budget formats for one School site which would have to include the school of budget allocation from last spring the board approved budget for this school year both of those for each magnet and or dual language program at each School site then I would need the tsp report documenting the planned use of the CI funds which are currently outdated we have August of 2022 the

033school plan for student achievement documenting the planned use of Title One funds also outdated from 22 if I had a complete set of each of these current period documents right now today would I be able to reconcile them and create a statement of changes to the carryover funds from year to year to assess how the tsp and CNY funds are allocated to assess how the title One funds are allocated and what is the true budget as of this day for any one School site well I've tried to and I have not been able to but maybe I'm just a simple little parent who doesn't know the first thing about budgets or financial statements but I do know this for a budget analysis process to mean anything at all parents can't just receive the title one

034budget that is meaningless without the scope of the entire school budget how can parents be asked to provide input on the use of specific funds without showing us the entire school budget it's ludicrous and yet this is standard procedure at the schools side Council and the English learner advisory committee at my school I've asked for the complete summary budget with enough detail but not every single line item expense and I've been told it's not available for public con consumption I challenge Mr David Hart the district's Chief Financial Officer to reconcile these documents with only the publicly available information in PDF format that's how it's provided to us if Mr Hart can do it and he can prove it to me I will accept with my tail between my legs that it's doable but then I

035will demand that you provide that same reconciliation in Excel format for every School site in this District so parents can make truly informed recommend ations on how our public education funds are spent as it stands without true budgets available for each School site parents are unable to review even the most basic data but what would simple little uneducated parents do with that data indeed what would we do just give it to us it's our right as taxpayers to demand it you work for us thank you thank you for your time Katherine Gardner I see you are online to speak remotely Katherine Gardner please press star six to unmute yourself and you have three minutes to speak want you begin hi I am Katherine Gardner I'm an LA USC parent of two kids I am here

036today to thank our board and our superintendent for standing strong against bigotry intolerance and hatred my family and friends deeply appreciate the fact that you stick up for the inclusion of all kids this past week was National coming out week while our district used it as a chance to make our classroom safe for all kinds of kids rumor has it that attacks were called in on teachers who affirmed or celebrated anything to do with lgbtq identities and that is shameful as you know Loca leave our kids alone is still around some in the group took a break from harassing trans people this week to post anti-semitic things um about Israel local member narv pan a self-described Nazi admirer who said that he likes both the German and the American Nazi party posted a movie in

037the style of Pixar that celebrated Jews getting killed in the Holocaust and Karine Anie Gregorian posted anti-emetic material on her page as well however most of loc's energy this week was spent following larger National quote unquote parental rights extremist talking points to bully La USC teachers and staff for being inclusive this is the big to do over gender identity and all of that big reach and National players have La USC in their SES I urge everyone to read the LA Times front page story from Sunday how conservatives are waging a coordinated anti-lgbtq plus culture war in California schools by Hara Bloom and Kevin Rector SoCal public schools and La USC are currently in the eye of ton from Lord of the Rings they're focused on us on Fox The Daily Mirror and countless non-news sites

038like Turning Point USA um one group pte parents defending education the group that sued Harvard at the Supreme Court appears to be trying to get a lawsuit against La USC for being inclusive pte is fishing for complaints about lgbtq plus affirming teachers um the idea seems to be to ask parents to be big brother and rat out their kids teachers for having like a rainbow flag on their wall thus the horrible and shameful harassment campaign against our teachers last week side note teachers please lock down your social media um our lgbtq folks are just the latest Target this Summer that group pde attacked La USC's black student achievement plan because I'm not kidding it's unfair to white people um if you've ever tuned into a board meeting you've witnessed waves of antivaxers harassing our board

039uh that's also part of this movement there's a law firm called facts law truth justice that asks for callers to call into meetings and um you can be categorized as working an event instead of volunteer which I think means you're being paid to call in a lawyer associated with that law firm Nicole Pearson is also associated with a greater L our kids alone movement to Target trans kids my point is antivaxers anti-lgbtq plus anti-black achievement it's all part of the right-wing's larger attack on our district and what parents and teachers in this District need to understand is that these attacks are Relentless and they will keep coming thank you very much for your time National Group thank you for your time Jill Lee I see you're on the line Jill Lee please press star six

040to unmute yourself and you have three minutes to speak once you begin Jill Lee yes hello yes we can hear you go ahead please thank you in this meeting I have heard many tragedies that happened because no one listens please listen to me now so we can avoid the loss of life of children in the future please L USD hear what I am saying please hear he my Urgent Message the LA unified board School Safety Committee needs to immediately confirm all members of the integrated Pest management team there is no need for an ad hoc committee there's already an LA unified board directive as of May 2002 that states that all issues surrounding the IPM community be overseen by the school Safety Committee why is this not being implemented it is important and critical to

041confirm all members especially Ryan Storm parent representative and physician Dr Clarence Monaro this is especially important given maintenance and operation citation by the department of pesticide regulation and they Ed the IL illegal use of agricultural pesticides on school grounds this is in the violation of the State of California and federal regulations it's not never permitted under La unified itm policy and yet it was used my second request is for the proposal for the $95,000 to blank CH and Associates Incorporated from Davis California board members how is it that an RFP for someone to develop an integrated Pest Management policy was issued without the knowledge of the LA unified board or the board Secretariat we have additional confirmation that the intention of the contract for blank ship and Associates in updating the IM policy is not

042to update it but is to eliminate eliminate the IPM oversight committee this is the committee that saved La USD billions of dollars in lawsuits because the IPM committee banded the pesticide Roundup over 20 years ago we all know of these lawsuits all you have to do is turn on your television you see these lawsuits the contract is for 100 days from approximately September 26th of 2023 three also why has there not been full transparency for public Outreach for the RFP some of these concerns include failing to allow some members of the LA unified IPM oversight committee to access the request for proposal by claiming that the proposal was under a cone of silence yet allowing an individual working with and being paid by the district for serving on the IPM oversight committee to have access

043to the RSP for the IPM policy poliy why were other potential contractors excluded from an open transparent public process please please can we have answers to these questions members of the IPM committee at the Friday October 13th meeting were advised that the district had contracted blank ship and Associates for $995,000 thank you very much for your time thank you for your time okay so the next four folks I'm going to call your names up so the first person come directly up to the podium and the other three please go to the right side of the room um so let's see Norma Gonzalez are you here come on up and just give us a moment to call the other three uh Dian guen come on up Matthew kogan come on up and just stand over there

044to on the right side of the room okay and Robert jorgus also please just right after Mr kogan and for the folks in the room uh who would like to hear what Miss gonzalas is saying in English as she speaks it in Spanish in front of us please put your hands up and we'll pass out these headphones for simultaneous translation so um we'll pass those out and once we're ready um just a few more moments please nor gonalez good morning I'm Norma Gonzalez I'm a mother of two students with special needs and they're within this school district today I'm here because I have received emails and voicemails by Mr Placencia where I was elected to be a member of this committee however there's been too many issues we know since June there needed to be

045an approval under the Board of Education this committee but they have been pulling us from here and there with applications new members and in this case myself the first applications in the first page that was going to be presented I was an elected member for two years and now I'm being notified that I'm going to come back as a member if I haven't been elected for a year in this email they're saying I'm a member for a year I've applied three consecutive years and I had never been accepted I'm grateful because what I have most wanted to do is to participate in this committee because I have students with special needs I've been trying to educate myself and trying to learn to help my children and other students as well and other parents like me

046that don't have information and we're here in the district to be given this information but what happens there's too much corruption too much corruption there's no transparency or Clarity what is this about if this is the way it's in the Committees I can't even imagine the funds in this office of special education it's 80,000 students that have special needs what is going on how can you take matters in do how can you do the these things and I was elected and how I would like to be explained how this can happen because I've applied supposedly and it you know miraculously s has gone lost in in the cyberweb and for the same reason I had to even put Sela members to pay attention to me because they were ignoring me why because I don't speak

047English because I don't speak English is that the reason the knowledge is what I do have and the opportunity is one I'm owed as a parent they need to you need to take in consideration the drive to want to assist this district and more for our students for our kids it this is the Forgotten Community the most forgotten Community what's happening why hasn't it been approved because these applications have been hidden or taken out of a b a Magic Bag what is going on with the corruption in this opt in this office what level is being hidden why do this pay attention thank you thank you for your time di Guan di Guan come on up you have 3 minutes to speak once you begin and again miss Guan is going to be speaking in

048Spanish while we hear it simultaneously in English if you use these headsets so if you if you want to hear what she's saying please put your hands up okay gracias good morning members of the board my name is di guen I've been chairperson of deac for the last four years and in this particular occasion we see that the office of operations this and last de thanks to Mr chai who is uh directing is is inoperable for and and I just don't mean him for many years now it's been inoperable there's a lot of people that have been making claims and people that have been talking for half an hour but there's never an answer and there's no followup there is no a favorable two-party conclus I usion for anything the parent is always losing there's

049never an answer given we also know that parents aren't very well informed supposedly this District approved to combine the regions of the Districts The Local District now regions and in every region there is supposedly a superintendent but the parents don't know this they only know Mr carvalo but the local superintendent or Regional pardon has the responsibility that is just as great parents don't know and they don't meet the parents so all these irregularities are conducted and we have been filing complaints and I've been satisfied with the fact that there's finally a chairperson and in a committee there is something being done in this Committee of the special education uh children have this all this corruption and all the lack of ethic that Mr bascia has this committee has been affected by and this D committee

050as well it's it's been delayed supposedly last week there was going to be elections things happen it gets postponed but those of us that are members that have another year we haven't been gotten any notification oh you're still a member everything is hidden so I think you should not prize mediocrity there are people that are doing things that are not transparent and they're even getting bonuses and raises so what is happening in this District you are approving policies please review them don't just approve them make sure that these aren't just a policy to be approved you have to double check it in the whole district there are no parents in the different regions in the South you have your little group of parents the parents that are privileged but the truth is that the needs

051of the regions are ones you have to check and we're doing poorly and parents need more information and I will request this again miss Rivas in MacArthur Park we need a doorbell for 5 years now please these things are things that I don't need to be or shouldn't be needing to talk about here but we really do need these changes and more than anything not to keep priz these people that are here to appease you you're here to serve the community and you're being giving false reports something that you want to hear and like to hear and hopefully that work the way it's reported but it's not Matthew kogan come on up you have three minutes to speak once you begin okay my name is Matthew Hogan I teach es Sal Evans Community adult school

052and I'm the director for adult education for utla I'm here to talk about a couple uh CTE issues Career Technical education uh in bargaining uh when we were bargaining for uh prep time for adult education we were told that ESL uh that the time the prep time would come out of the classes but the stud wouldn't lose any class time that they'd be going to the computer lab that hasn't happened uh we pointed out that CTE classes have more problematic to cut their hours and we were told bargaining that they would have additional hours and the classes wouldn't be cut when we met in the task force set up by bargaining um we were told that no only CT classes that had an outside agency governing them like nurses that require certain hours and we

053decided that other classes would put would request it and put forward their their reasons why unfortunately none of those classes have been approved and this is problematic our classes serve our CT classes serve people of moderate means uh it's a pathway out of poverty for many people and and we're very proud of our CT program but when you tell people who have to often stop working that their program is going to be an additional two three months mons it's it's an un it's an unreasonable burden on them and it just undermines our program and I wonder if uh we're putting the cart before the horse and wondering about uh how you want to treat the teachers I think we have to keep our eye on the prize we have to put the needs of our

054program first we have to put the needs of our students first uh my other issue is uh the same one CTE permanent status and we had put put forward California teacher Association California Federation of teachers has put forward two bills previously AB 388 and ab 2573 both of them uh would remove uh Ed code 44910 that says that if you work at a regional Occupational Center Program you cannot earn uh permanent status there was push back from Pro CTE programs so this last this session we took that out and we passed AB uh uh 79 897 so now we have permanent status for all adult ed teachers in California and La USD was ahead of that and already offering that to us so thank you for that but we had to take out is for

055everyone except CT teachers and we know what we took out to make this bill different we simply removed the cross out of Education C Education Code 44910 and by the way we got permanent sta by whoa simply remove goes so much faster when you're speaking we simply removed the previous 4499 we have a line says does not apply to adult dead teachers and that removed the obstacle I just want to ask I think we're down to just three questions I think would move things along um is there any other obstacle in the Education Code that prevents CT teachers from being permanent status we think the answer is no um in light of uh the district not being part of rock rope anymore what is the current status of CTE teachers and finally then what is

056the current obligation of the district to our CTE teachers thank you very much thank you for your time Robert joras come on up you have three minutes to speak once you begin you find uh good morning and thank you for letting me speak um my name is Robert Jorgenson I am the uh proud teacher of uh ld's only remaining before you get too far along I'm so sorry to interrupt can you lift the microphone up and speak into a little bit more just that one on this one yeah my right your left I think yeah that one okay thank you so much sure uh my name is Robert Jorgenson I uh run teach the Cisco networking Academy for LD I wrote um the curriculum for the cyber security uh courses for LD uh the students

057out of mar Academy um well we change lives one of the students is one of your La USD Heroes uh he was um featured on the website uh most many of our students go to skillsusa and win at Nationals so we do a good job we change lives um we work with Partners like straight up Technologies our students have been doing internships at Adobe Max installing networks earning more than I do um the problem is the prep time has come out of student contact time and instructional time I it is not sustainable um the students are going to have to take longer to finish the program and for many of them that is not possible for them to find a way to support their families and afford gas to come to school is a real

058burden um it's also a burden on the teachers because with CTE programs we have equipment that needs to be supported um we are a Hands-On program kids make mistakes and those mistakes get to be fixed they can't be fixed in class time uh so we fix them outside of class time without pay I've also with the work of its um come up with a remote learning lab where people can log in and practice their Labs online again our our program is a premier program uh but it is not sustainable with a 20% reduction in instructional hours thank you thank you for your time okay the next couple of speakers will be uh calling in remotely so I'm going to I'm going to call the next three speakers only the first one will be speaking immediately

059in the following two just be ready to push star six when the time comes at after you hear your name okay Robina suel Tina christopoulos and Maria Daisy Ortiz so the first person to speak will be Robina Su please press star six to unmute yourself and you'll have three minutes to speak once you begin Robina Su hi good morning superintendent board president Goldberg and honorable board members my name is rabina Su I'm the executive director of California safe school and the co coordinator of the Los Angeles environmental justice Network the Los Angeles Unified pesticide policy known as integrated Pest Management was created 25 years ago and the success of the policy led to California legislation the healthy schools act and ab 405 authored by the phenomenal Cindy monz it became a national and international model

060for school districts and communities and its integrity and accomplishment have set the gold standards especially with an oversight Committee of 151 individuals that has always collaborated and focused on the mission to keep our children teachers and all School stakeholders safe from pesticide exposure the program protocols were developed in an open and transparent and fully public setting it embraced precaution and right to know with checks and balances to ensure the health and safety of all on October 6th 2023 a letter was sent to the superintendent and board signed by more than 200 School stakeholders environmental organizations and individuals who have worked cooperatively and successfully with the district for decades they requested that all the IPM committee members be confirmed as soon as possible by the school Safety Committee this is based on a school board directive

061of May 2002 stating that all Committee Member issues be overseen by the school Safety Committee which is an open fully transparent fully public committee we hope that the board will honor these signatories of the letter and please immediately confirm these members without further delay we would also like to request that to meet with each of the board members and the superintendent we have sent individual emails to all of you and we look forward to hearing from you soon thank you very much thank you for your time Tina christoplos please press star six to unmute yourself and you have three minutes to speak once you begin Tina Christos uh Miss Christos press star six to unmute yourself and you have three minutes to speak once you begin you're unmuted and once you start you'll have three

062minutes thank you good morning this is Tina Christos can you hear me we sure can loud and clear wonderful uh I am here with a very short message I just want to say uh well first I am the mother of a freshman at John Marshall High School and I want to say thank you to the board and superintendent for staying strong in the face of the attacks by extremist groups on our Public Schools I and the many many other LUSD parents I know appreciate the board and superintendent standing up for all kids and inclusion especially lgbtq plus students and teachers and uh also appreciate your respect for science with regard to vaccines thank you so much thank you for your time Maria Daisy Ortiz Maria Daisy I see you're online please press star six to

063unmute yourself and you have three minutes to speak once you begin Maria Daisy Ortiz say good morning everybody my name is Maria Daisy Ortiz and this morning I am here among you because I see that in your agenda for the Board of Education you have the month for the day of the principal every single month I'm seeing that there's some kind of Celebration the secretary the teacher and that's good I think that's something that's good but this is the Board of Education more anti-parent that I have ever known because I have been here years coming to these meetings and I have never seen in your agendas a month dedicated to to the parent input value of prayer and engagement none of you have made that to elevate the in previous years I have called Jackie

064Goldberg I have called rosar Ras I have called called Mr Scott Mr McKenna and other PE with other people well you know my respect I don't mention them but they are people who know that know and have been here for years and know the importance of parent engagement and how in previous years Mr would say to give to parents what the parents deserve that parents were respected parents were they had their input had value today it is a disgrace because they're doing convenings and I ask that truly investigate all the elections that have been carried out in the regions to for parent representation as well as the ELA committees because there are irregularities that are notorious due to lack of transparency that they pay personel so that they can engage parents and parents are not

065going how is it possible that you are doing elections when every single region has more than a 100 Schools and only four five seven parents get and when it's 12 it's way too many per region what type of work are you doing with parents in reality we have seen that with the budgets with people in High um post they have abused they have put um overtime and that is why I also call upon the Inspector General so that there's an audit with the funds that are being used for parent engagement as well as to ask all of the names of the schools that return money because they don't use it for parent engagement how much money is returned by school by region that is meant for parent engagement because really the law has not changed

066I don't know about you or California there was a superintendent that knows the region or they had to bring one from Miami that does not even know our region and I don't know what type of knowledge they have to Value parent engagement because when he came it was the first thing that he put on the table to make an audit to do an audit to see if there was any anomal engagement and with the funds thank you okay so for the next four folks that are going to speak in person I'm going to read four names and then please form a line to my right once you hear your name um and then the first person please come directly up to the podium Juan Jose mangandi Carlo Franco Melina virua and ruis Gutierrez and uh

067Mr Juan Jose mande is the first Mr bandi is going to speak in Spanish and if you'd like to hear what he's saying in English as he's saying it please put on these headsets if you do not have one put your hand up and we'll get you one and if not we should be ready to go momentarily you still good morning morning sometimes I think what are we to you well this is something odd parents I think we need good therapist so that they can remove this mental craziness we have to complain and because we're your allies we're the Allies that you don't want we're the ones who are pointing at the problems to fix the problems while you are paying for to lie you're getting paid to lie thank you for being here Miss

068Kelly I can finally see here I can finally see you I don't think you like parents I think that this is very important because we are seeing that every time we are pointing a series of Acts and within the schools that are throwing our district to the trash and you are happy saving money from parents to see when is the next and we are working with a academic deficit where there are teachers that are losing Youngs because this is sacred to us we can't attack these organizations and these organizations that are doing the famous work of community schools because there's so Med actives and they're only saying selling their political favors to the people that are going to be running I can and I can give you numbers I know everyone and they want you

069want you want to be supported because they're your they're your allies in the community schools honestly what is the positive that has spring to us for our children for our community it's incredible but I am seeing that the schools when I go to schools and I ever see and there are principles that say no there aren't drugs in the schools because we're removing them how beautiful is that this is why there aren't any drugs and if they well if they pass the the drug T but they do run through 71 and they remove the responsibility but they do say that there's a group of parents in favor of some employees of the district there's a group that is called our voice I'm not sure who made it who made this up but it seems that

070it should be it shouldn't be our voice it should be the voice of Antonio blasia this is the general coordinator of this group this you have this man there so you can applaud him and there are bunch of problematic parents bad mannered ignorance why because we are pointing at the problems that we have we want to help you honestly at the bottom of our hearts we are your best allies you should appreciate us because what you want to do is fix the problems you you enjoy the anarchies you enjoy you enjoy problems because you have a lot of privileges I sometimes think how many millions of salaries are sitting there annually but what are you doing so that for your time thank you sir so you can give us a good product service thank you

071for your time Carla Franco Cara Franco come on up you'll have three minutes to speak when she begin good morning members of the board and superintendent I am Carla Franco and first and foremost I want to thank the superintendent for starting to take seriously the everything that's happening at Southgate High School Mr superintendent thank you for returning uh school police since school has been at the schools I'm sorry police has been at the school situations has got have gotten better thank God and the ambience is more positive and this means that it's worth a while coming here and Reporting what's happening I do want you to continue working on that because there are many other things that need to happen at that school and parents aren't being respected and on October 24th I filled out

072my volunteer application and the community rep along with Mr Roso they removed my badge from me and they said that it was no longer valid but the the manager of the community reps of the East said that it was valid till October 31st I know that they're taking repercussions against me because I'm here and this is why a lot of parents don't want to get involved because of these type of things another thing I want to mention is I'm not sure who have you made or gave the order for the video to show The Suicide Prevention video honestly the schools are doing more because of obligation and they're not seeing this situation with seriousness my daughter Jay is under a safety plan and precisely the day we received the news that the district gave the

073order of for this video to be shown to students and parents and the school my daughter had a crisis in the morning thank God I was at the school with her and thank God I received her messages she looked for the people that are under her safety plan and no one responded her especially the psws what they told her was they were eating they were both eating my daughter got so bad she went to the bathroom I ran to look for my daughter I was at parent Center and I finded a supervisor along the way and I told her I needed to find my daughter the only thing she said good luck Miss Franco they they come they walk with the radio for luxury instead of saying I we need to look for student something

074is happening she's she wished me Good Luck after that I found Mr Miss hamamoto we look for my daughter we found my daughter in the bathroom with Miss Yamoto another disgrace is that when I enter the bathroom the supervisor says oh it's your daughter she's been here for more than 1550 minutes I don't want to be rude to her I don't want to tell her where she came from but have you noticed that there's a student that has more than 10 15 minutes and you don't know if she took drugs you don't know why she's in the bathroom for so long instead of calling a staff the only thing she did was tell me oh I didn't I didn't want the student know that I was checking on her my daughter was in there for

07515 minutes what the schools need not is not a video they need training if they really want to save lives thank God I was there I saved my daughter's life I did let the the social the two social workers yesterday they haven't returned my call they haven't even asked Miss B we knew that your daughter had a crisis is jayen okay they haven't had theity to call me for that stop selling stop sending videos trained Personnel Melina Vera are you here come on up you'll have three minutes to speak when you begin Melina yeah I'll come up and get him everybody time thank you good morning to you all my name is Molina vetta and I am a student in the East Los Angeles Occupational Center um for the course of Dental Assisting um and

076with me is my colleague which Katherine who is also a member in our class along with Malachi um in the first um set of packet of papers that you have received is an email that we presented to our principal dated of September 7th with our concern of the decision that was made of expanding the course of d mental assisting um without prior notice to every single student that enrolled in this course um and you can actually reference uh reference that in the second piece of paper that I also provided to you dated August 10th um four days prior to us attending this Dental coursing um course in the in the East Los Angeles Occupational Center um I was provided with a schedule that the course was going to be held Monday through Friday from 8:00

077a.m. to 300 p.m. um upon attending to my course the second day we were notified that the course was going to potentially change without finalizing it was changed and we were forced to continue this schedule until it was finalized we visit our principal's office several times and asked for um an update because we we were obviously going to be majorly affected from my perspective I have a transportation issue commit committee issue I live in South La my kids are based in West LA school so my commute is South La West LA East LA in order for me to be able to uh provide my family as a single mother with a career with a job as little as 5 month as I was promised as I was um you know this contract that I signed

078with the school upon enrolling um I expected to at least have a job to be able to come out of government assistance within at least four to five months um it's been a drastic change financially um I do pump gas twice a week um with these gas prices there's not much that I can you know provide for my family if I'm if I'm pumping gas twice a week it's just very very affecting me financially now that this course is going to be changed for eight months and a half how I ask myself how will I be able to financially sustain my my family with this um Dental Assisting course actually has about 12 members out of the 17 who are financially being funded um therefore we are really being financially affected and we ask for

079an immediate change rather than you know being ignored for a period of over a month until we were actually told oh it's a final decision over a month we were finally you know being notified it was fin finalized the schedule we never were um told you know its potential or you know with a hope it was just like okay this is what's going to be whether you like it or not whether you come or not whether you want to have a career or not this is what's going to be and I find it unfair so we asked for an immediate change to what we were enrolled and what we were originally signed up for for five months rather than eight months unless someone's going to be able to provide me financially for that extra months

080then I ask myself who's going to be responsible for that thank you for your time we appreciate it ruella Gutierrez are you here ruella come on up you'll have three minutes to speak once you begin good morning my name is ruella and I'm the Deno assistant instructor at East Occupational Center um as you just heard these are a couple of my students representing their whole classroom I honestly I love to teach I love to coach my students for a new career because I love being part of changing their lives knowing that they're going into a career that's going to help them provide a better income better lifestyle for their family um but unfortunately the Deno assistant course has been expanded to a total of eight months rather than five months um due to the prep

081time that was embedded into our course um that obviously expanded and now those hours are being added towards the end of that January which was our original end date and now they have to end until April um my students have many of my students you know they have um quit their jobs in order to dedicate their time for our course since our courses from 8 to 3:00 some of them their job consisted of the same time frame and they couldn't withstand be a full-time student and a full-time employer so they would make the hard decision whether I go to school to get a better job or I keep staying the same job where I'm at so they dropped their job some of them um made changes from a different state some students live in Texas

082found out about the course and you're like let's just go over there five months you know my family's going to support me then go ahead and do so as you heard they submitted the petition unfortunately we had been working with our principal but we still had no answers until um recently we got a 100 confirmation that our course was going to stay fully 8 months so more than anything we are here requesting you know for the prep time for all CT teachers to be acknowledged as all as one because there are some courses in CT programs that are being overed by a region of um say education a board of whether Pharmacy Board medical board or whatnot but we all work so hard enough to train our students for a career and better jobs so

083we ask if all C teachers can obtain their prep time outside their normal 30 hours by week so that way we do not affect our students um instructional time um more than anything that's all I have to say and I thank you so much for your time thank you for your time Marilyn pusi are you here Marilyn P come on up you have three minutes to speak once you begin good morning my name is Marilyn pvi I'm a lawyer licensed to practice in the state of California and I'm a CTE teacher I teach the law classes at the law and public service magnet at Rosevelt High School in boil Heights and I'm here today to talk to you about tenure for CTE teachers so the law and public service magnet is a linked learning school

084and as its CTE teacher I've been asked to do a lot in addition to teaching a full load of classes I coach the mock trial team I help out with teen Court I've been asked to write a grant for the Perkins Grant I've been very involved in our gold certification process and I've gone above and beyond in my first year there I started an expungement Clinic that meets on our campus in partnership with Homeboy Industries and it provides free legal service services to members of our community and a work-based learning opportunity to our students and it's gone really well and I've been recognized for that work I was featured in a linked learning newsletter regarding the expungement clinic and an organization called parents Educators and students in action is awarding me with their U Award

085of teacher of the year this year and to be clear all CTE teachers in linked learning schools are asked to go above and beyond in their day-to-day work they're asked to do much more than simply teach a full load of classes because we are we play a central role at our schools I love my students and I love my job what I don't love is the fact that as a c teacher I don't have tenure I find it hard to reconcile the fact that on the one hand my school is asking me to commit help them build a strong program and invite all of my law school friends to come in and help out which I've done but on the other hand I don't have tenure that means that as far as the contract with

086the district is concerned my contract I'm a temporary employee like a sub so I really don't know from year to year if I'm going to have a job not having tenure is really demoralizing it's hard to focus on long-term planning at my school when I don't know if I need to keep looking around for a job the good news is that you have the power to write this wrong there's no longer a conflict in The Ed code and our governor has just signed a law giving Adult Ed teachers tenure in our state so you can and should do the the same for CTE teachers Grant tenure I'm almost done Grant tenure to all of The Talented sincere hardworking CTE teachers in the LUSD we have committed to you so please commit to us thank you

087thank you for your time uh I think some folks came in uh after we started general public comment so if you came in after 901 a.m. and you signed up to speak into person general public comment can you raise your hand okay so just what's your name okay come on up Miss Garcia and you have three minutes to speak when you begin Mr McLean and um board president superintendent is there someone who can respond to the instructor and her students regarding the predicament that they're in the ones so as I was conferring with our board president some of the issues that were brought to my attention regarding the change two issues the change from five to an 8mon uh course uh I'm unaware of it so we're going to look into it I don't know

088the circumstances or the cause behind it it's certainly peculiar to us so I'm discussions with staff we're going to look at it and uh and see what can be done to uh to address it secondly uh as it's been stated a number of times uh the board's aware and we're aware of the way the state of California based on EO treats um specific to tenure um Career Technical education teachers versus other K12 uh teachers it's an unusual phenomenon I I don't think that there are many states in the union that actually do that but that's uh at code at this point we are aware of the fact and we are monitoring uh particularly the governor's position on on this matter and we do expect uh based on conversations we've had Statewide that there may be

089movement uh towards a more formal um approach to the employment of CTE teachers shortly said we're working on it I have a quick question she asked a question which I really need to answer this was distributed the single sheet of paper and it talks about dental assisting and the start date and the end date is one month apart I don't know if I have a bad copy let me tell you what it says let me tell you what it says on my paper start date 8:14 2023 which is August 14th end date September 28th 2023 that's a month and two weeks so for the listening audience there's a discussion uh sort of a back and forth going on which typically isn't appropriate board member all I'm sure I just but I just want to clarify

090there is a typo in the email and I believe the person who drafted the document can email the board and clarify whatever's in there based on what they've heard already I just I couldn't make any sense it's uh it's so for those who are listening who couldn't hear it's an issue regarding the length of time of a particular course it's divided into three modules it sounds like only the period of time of the first module was listed so we'll get more information um and then make that available so uh thanks everybody and then the speaker sounds like Victoria Garcia is that right please come on up you have 3 minutes to speak under item one student Discipline matters thank you I wanted to start off just talking about Equity because I think the board here

091cares about that or at least pretends to um these board meetings are held at 9:00 a.m. on work days so that if parents or families want to participate they need to take off work lose income if you live in the San Fernando Valley you get to drive for an hour in traffic search for parking pay for parking and you get 3 minutes to talk to our local school school board The Entity that should be closest to our communities we have neighborhood schools but we certainly do not have a neighborhood School Board in regard to student discipline before that I'm just going to say we got a news at Los Angeles city council member in the San Fernando Valley and one of her first actions if not her first action um her name is Aila Padia

092was to make a motion to hold Los Angeles City Council meetings in the San Fernando Valley and I think that really shows that she prioritizes the San Fernando Valley and wants our community in the San Fernando Valley to be able to participate so I hope I would see something like that from the school board um in regard to student discipline I don't know how we don't have more issues with student discipline this board shut down schools for years longer than almost any other jurisdiction not just in the country but in the world you cut off Community for our children had kids sit behind screens for years and you lost thousands of kids meaning they never showed up to their tablet school and that's counting kids who showed up once a week then when the political

093winds shifted or more likely funding changed you brought kids back had them in masks for over eight hours a day indoors Outdoors no relief you broke connection social social emotional learning through facial expression and exasperated speech delays in our youngest children and you never found all the kids that you lost during a shutdown sure some families got the heck out of La USD but some got just got out of formal education you showed them you didn't care so why should they you'll be fine because the board members make their six figure salary the raise they gave themselves our families don't we literally don't know how our kids are doing so now the district is taking the resources that are supposed to be used for educating our children to try to find them didn't lose a

094penny when you shut down schools but families in our communities did in my neighborhood in almost 100 Dee heat I saw a man pouring concrete and his Elementary age son sitting against a wall for shade trying to do school on an iPad so when I heard our board member Kelly gona say she is extremely proud of how this board handled coid and the pandemic and the shutdowns I was in shock and I was sickened speaking of student discipline how can you discuss student discipline of our children when our board members my same board member is chronically absent and tardy we have other board members that are sleeping or eating when there are meetings and our board president Jackie Goldberg screams and shrieks at parents when she doesn't like what they what they have to say

095thank you very much for your time we appreciate your time um yeah okay so uh I made I made one announcement uh if anyone came in after 9:01 a.m. is there anyone else who came in after 9011 a.m. and signed up okay what tab are you signed up under sir and what's your name sir okay you'll have three minutes to speak under the topic of personnel and as he's making his way up here I just want to remind the listening and viewing audience that if you ever want to contact the board in any fashion uh to influence their decisions or to give them input on how you feel about an item you can email all board members at boardmembers lausd.net which I assure you they all get um you can also physically mail us a

096document at 333 South bodry Avenue Los Angeles California 917 and simply address it to Board of Education they'll get copies of it and our and read it I can attest to that or you can leave a voicemail message at 213 443 4472 and you can even fax us at 213 53 in addition to the option of attending remotely so that you can save time and res sources so um please you have three minutes to speak under item two Personnel hello board my name is manuk Gregorian and I have four daughters attending LAUSD in North Hollywood California um my biggest concern is the school safety we have very much issues with school safety and we have toen the school police out of our schools um in June or late May of flag was burned in my

097school and we had six police cruisers patrolling our school for a whole week um just two days ago a child the kid got stabbed in Grant High School M gones um and I still don't see no police at Grant High School when a child gets stabbed no one cares but when the flag gets burned we have six cruisers for a whole week patrolling our schools I'm not saying it's okay to burn a flag but I'm saying a child's life is more important than piece of clot uh we have had uh pride month for the last year school year and this school year we have adopted a whole calendar of lgbtq plus IIA curriculum in our schools every month has a day and what I see from what I see is every day has a week

098representing that day on October 11th it was National Coming Out day we dedicated a whole week celebrating National Coming Out day I want to know how is it benefiting our children's future learning about National Coming Out day do they become a better doctors or better lawyers or how is it helpful now you are taking a whole week out of every month dedicating to a subject that has no value in our children's life there is is not useful math read writing you are taking those out and bringing a curriculum that has nothing to do with the children's future and at the same time you are taking away the police in making our schools safer okay so we have high overdosing rates in schools we have violence and where children are being stabbed and beat up and

099no one cares why is that why are we putting our children aside of of what is really happening we have to pay more more attention to our children's future and we have to involve parents with our children's education and our schools every District in Southern California is slowly passing parental notification act except our district you guys are keeping secrets from our parents and you're not being transparent we want to be involved in our children's life and we want to be educated with what's happening in their education when they're in schools and you are denying this opportunity to us parents and yet when it comes to burning of a flag you are more optimistic to care and scream at parents and bring bunch of police to a school elementary school you are teaching this curriculum to
