001hold on I gotta good morning all the time is now 906 a.m on August 8th 2023. welcome to the first regular board meeting of the Los Angeles Unified School District Board of Education for the 20-23-2024 season I'm going to uh take roll Dr McKenna Dr Rivas Mr schmurson President Mr Melvin hold on one second I'm checking on line four uh Miss Gomez Ms Ortiz Franklin President and board president Goldberg here okay that makes Quorum and we will proceed by reading the purpose and Authority for the items to be heard in the closed session and then we will go to public comment on the items I see we have a bunch of folks in the audience and we'll get to you shortly uh closed session items purpose and Authority tab one student Discipline matters under Education

002Code section 48918cf Tab 2 Personnel under government code section 54957 Public Employee discipline dismissal release public employment for the Chief Information Security Officer and the superintendent's evaluation Tab 3 conference with legal counsel pending litigation under government code section 54956.9d1 uh tilling has to be LAUSD Jane Doe vlausd Jane RG doe v l a USD Tab 4 conference with labor negotiators in the government code section 54957.6 the negotiators are Dr Murphy and Mr de grazia the employee organizations represented are associated administrators of Los Angeles California School Employees Association Los Angeles County building and construction trades Council Los Angeles School Police Association School police management union service employees International Union SEIU Local 99 Teamsters United teachers Los Angeles District representative employees and contract management personnel and The Negotiator for unrepresented employees is Devore and Avera Reed for

003the Chief Information Security Officer and with that we're going to jump right into public comment as a quick note we are we do simultaneous translation now which means if a Spanish speaker comes up to the podium to speak and you would wish to hear what that person is saying at the same time that they are saying it we will pass out these headphones at the time that they are speaking so that you can hear the translation live just like the UN the United Nations okay so under tab one student Discipline matters uh manuk Gregorian are you here in person manuk Gregorian okay Carla Franco are you here in person Carla Franco I'm gonna check to see if you're online Miss Franco I see that you are not online uh okay Dr Rhonda Washington James are

004you here come on up and you'll have three minutes to speak once you begin morning good morning how's everyone today my name is Dr Rhonda Washington James I am the President of Crenshaw High School alumni board and I'm here representing not only Kershaw high but hopefully all the schools within this District when it comes to disciplinary matters and I've went over your disciplinary policies and it's very good however I think the problem is that it's not being enforced so we have issues with the policy being enforced some of the things that I think should be done is hiring when we hire Subs to train them in classroom how to handle a classroom how to handle students some of the schools have so many subs and we don't have regular teachers so I think that's part

005of the issue let's get some subs in there with training that know how to handle behaviors this is very important to the learning environment if you cannot control the classroom then you cannot teach the other children that's there I like the policies I went from category one two three four over your policies and it's excellent it's just not being enforced some teachers feel they don't have the power to enforce the rule some teachers just won't enforce the rule so we have to do something to make this happen so that all schools can all students can feel safe in their schools bullying is one of the problems that we have not only at Crenshaw at other schools I think but bullying the parents are tired because they have no one to talk to and when they

006do there's no answers so they decide to come to the school and handle it themselves which is the wrong way but it's when they have no other choice this is what they do they take matters into their own hands I think if we begin to build relationships with our parents and teachers which is in the policy but we have to do make a bigger effort to do so I think mediation conflict resolution is Big let us get together and let us talk to the community to the parents to come and see if what we all can do it's just not the board's job it's just not the teacher's job it's all of our jobs parents alumni every one stakeholders that have a hold in this district for our schools and the parents keep documentation have

007the teachers if they are not trained in it bring on a behaviorist to do assessments to see what's causing the problem in the disciplinary part of the child or the classroom whatever it could be triggers we don't know that monitor the progress and the effectiveness of what we put down to do the process the pro the process let's monitor to that to see if there's a change that needs to be done I'm sure there is because we wouldn't have all these behaviors and all this disciplinary matters going on the other thing is discipline is far more than fighting [Music] thank you very much very much thank you for your time Dr James okay tab two Personnel uh Maria Duran I see you're signed up to call in but I do not see you on the

008screen in front of me are you here in person Maria Duran no okay Juan mangandi I see you walked in Mr magandi please come on up at this point uh Mr magandi is going to speak in Spanish so if you'd like to hear what he's saying in English translated for you slap these on the volume button is down here adjusted accordingly and it will already be set to the channel that you need in order to hear him we'll do this translation unit s is the business that is being done to favor yourselves the the charters the unions and what fi whatever finances your campaign because and everything that's in the Strategic plan you can see that part of what is needed is how we can intervene and change the bad things that are in the

009schools we are not doing anything when it comes to retrieving funds and workshops for parents for kids you do a little combo and then you give it amongst yourselves and the unions the problem here is that every child of ours that gardeners a certain amount of money per year is thanks to that and when that money stays here how much is given to the schools it needs to be invested in schools you keep it and then you distribute it amongst yourselves meanwhile the kids can take it to University you're taking it to college I don't understand it you need to see the failure of this generation of children especially Latinos because today we're are behind even African Americans because African Americans are going forward in their agenda but us Latin people we are squished in

010our agenda and when it has to do with empowerment it's an elite empowerment those people that only care about their interests and not everybody else or who they serve we're number 33 in mediocre education well at least we're better because we used to be in 40th so yes we are mediocre with all this money that we have what else can be done for a hungry Community here in Los Angeles how many people that just arrived need a different type of education that is being implemented but you want to favor the organizations that Garner Millions from people to empower people supposedly but they sequester the the voice of the people they are the ones that represent and they say they represent the communities but they simply just represent the privilege staff and those Executives that that

011make more than corporate executives it's a new year it's a news cycle are we going to continue to do the same for that we're fighting here for that we're here for that you're here occupying a seat as a board representative are you fighting for the education or are you here to just comply with a mandate that is needed for you to be here there's limited attributions too and higher ceilings but that doesn't mean you can't do something better for education and for the poor people here that most need resources that you ignore so us parents here we're part of the fight thank you John is are you with us yes present okay thank you very much all right rosalba Villanueva are you here in person rosalba Villanueva okay Greece lisaya I see your online Greece

012por favor or you can speak now I see you unmuted um if you begin talking we will we will hear you okay it looks like you've muted yourself we will we will come back to you before we leave this tab okay Maria Daisy Ortiz I see you on the line Maria Daisy Ortiz press star six to unmute yourself and you have three minutes to speak once you begin Maria Daisy Ortiz good morning can you hear me yes we can hear good morning everybody well we're beginning a new school year and honestly we're here in stuck in trash and I will tell you why first of all I want to de-mask the superintendent who says he found 40 million dollars through Title One that I know of Title One is not something where you can find

013that easily this is the result of non-transparent people people who continued their own agenda first of all when did he consult the law that has to do with title one now I see that in reality you all are accomplices for this actionable content that the superintendent is getting away with so all this money to help the primary promise schools that weren't funded and these 40 million are to help these schools if they need it for their programs that they used to have of primary promise I truly can say if it's good or bad all I'm asking for is transparency this is why there's no committees for low-income groups in the schools because you only channel the funds to use them in whatever is of interest to you without anybody asking and you are accomplices in

014this that the superintendent is doing because you're his accomplice in that you're not investing in this technology and you're doing the same with the superintendent ignoring the parents insulting our intelligence because you think we're citizens of world-class citizens giving our students mediocre education why don't you say how much money is returned from the schools that aren't used for the parents where do you retrieve These funds we need more transparency because we're parents that have our kids in schools we pay taxes we're here and we're here to tell you when what you're doing is wrong so please be honest and transparent and inclusive thank you and have a great day thank you for your time I see you're here come on up you'll have three minutes to speak once you begin good morning welcome to the

015new school year this is an exciting time exciting time good morning uh board member McKenna good morning board member schmerelson Dr Estrada Deputy superintendent of instruction good to see you good morning board president Jackie Goldberg Mr McLean good morning and good morning Miss Ortiz Franklin board member it is good to be with you this morning I thank you so I was here to speak I believe on item number four which was for disciplinary action for personnel Personnel disciplinary action I believe personally right Thank You tab two thank you for that correction um I have been an employee of LAUSD now for 24 years 23 years in a on a campus teaching students um and I I was put on I was some sort of disciplinary action was placed against me because I have not been

016paid for over now 13 months because of uh your the district's covet policy dated August 2021. which I am in compliance with um so although it doesn't fall under a disciplinary action on paper it in real life it is because not getting paid and not earning a living for 13 months for being in compliance with the policy that the district has set forth seems like discipline to me I'm here to ask that you consider revisiting that policy and allow people like myself who are in compliance with the policy set forth by the district and not prohibiting us from working and serving early usds are students in LAUSD I am not alone there are many other employees at Valley USD who are in the same position as I am and have waited and continue to wait

017for the district to make amendments to that policy many things have changed since August 2021 but that policy has not and I believe that this board has good intentions and we'll do the right thing and revisit that policy and now with the changing information that we have make the reasonable changes to that policy thank you for your time okay David uh Bullock David Bullock I see you signed up um in person but it looks like you are online please press star six to unmute yourself and you have three minutes to speak once you begin David bolog you're unmuted go ahead and start speaking uh and we'll we'll hear you okay Mr Bullock we we can't hear you if um if you're speaking can you activate put your hand up and then I'll know that um

018we're at least connected okay we will come back to you Mr bolog I'm going to mute you now and we will come back to you um our Collins have been working so far so I'm not sure if it's a problem on your end or our end but we will we will come back to you uh Teresa Stanford are you here in person Teresa Stanford you're signed up to speak Sanford I'm sorry Teresa Sanford you're signed up to speak in person are you here Miss Stanford okay and we will try uh Greece lisaya again Greece lisaya please press star six to mute yourself and you have three minutes to speak once you begin Greece okay uh we we can't hear you so there might be a problem somewhere along the line um okay so if we

019are unable to hear you it's important that you call in from a telephone and uh not through Zoom if you're calling in through Zoom we won't be able to hear you okay we can hear a hello hold on one second we're gonna try and resolve this Tech issue hello I I can hear you saying hello but uh we can't seem to amplify it so give me one moment yes one more time please go ahead we can hear you just a little bit and this is going to take a little bit of doing it we're we can we're almost give it a shot go ahead [Music] yeah we can we can hear you so plea please stay on the line we're going to work on sorting out why exactly we're not getting the zoom through our

020our main speaker system but please don't hang up uh missile we will come back to you okay moving on to tab three Mr David tokovsky are you here Mr David tokovsky uh for pending litigation conference legal counsel come on up good morning thank you very much uh members of the board Madam superintendent and others I hope you've had a good summer and uh I'm speaking today on legal issues uh you have an incredibly talented group of lawyers in the school district Ms Goldberg knows when she was here last time there might have been four or five or six lawyers in-house but we've developed as a former board member and through your funding a group of really skilled people and over 40 of those lawyers and very often they're on the defensive rather than the offensive

021occasionally this board has encouraged them to pursue revenue and litigation for example the Department of Water and Power was robbing the school district for quite a while in confusion or over a hundred million dollars of Revenue the district filed suit against the Department of Water and Power and told them where to screw the light bulbs back in and received over 100 million dollars the educational Revenue augmentation fund was a shift in 1992 during the recession of money between local governments this District took the lead against every government agency in the county who was receiving money that should have been money for the school districts so I encourage you to look at the ability in the areas of contracts in the areas of facilities the Medicare immigration and above all in housing you can through your

022efforts in SQL uh in intervene for example on this big developer next door who's built all these apartment buildings that Working Families cannot afford to live in therefore kids don't even come to Roy ball Contreras in other places if you intervene on the impact of those developments you will produce more housing that produces children than any policy group that you're putting together to do how housing that's the key secondly um there's a motion coming forward in prob on Prop 39 at the next meeting there continue to be Charter Schools gifted public land and not pay any facilities the co-locations the charter has to pay a facilities coup but in District 5 and in District 2 and a few other places Charter Schools like at Sotomayor exist on District property with brand new hundreds of millions

023of dollars of schools gifted to them that is not right they should at the minimum be paying the three percent uh facilities fee so there's lots to be done on housing the declining enrollment is we're going to lose two maybe three congressional seats to the next census that is massive numbers of families working families are moving away from LA because of the housing piece you can do a lot more with an aggressive legal and finally let me say uh congratulations on summer session Now's the Time to start planning summer session not in April to do creative thoughtful engaging using electric buses and buses and field trips Innovation and make summer school exciting so that families that are not even in the district come to your summer session and feel the the success and finally early

024Ed I am tired of seeing come and roll your kid in early Ed and right next to it it says please don't bring your gun to school okay which is the real welcoming thing it's early Ed it's not this we have guns around our schools I think you're sending a mixed message and check the enrollment in early ads school is starting next week I don't think it's meeting the superintendent's goals thank you thank you for your time Mr Channing Martinez are you here coming up you'll have three minutes to speak once you begin good morning Channing Martinez co-director of the strategy Center so glad to be back from Summer um as you know there's been a complaint lodged against the district by this group parents defending education against the bsep program alleging that the district

025is discriminating against students by in my opinion using a lot of resources to actually mitigate the 20 last 20 years of targeting and harassment and citations and suspensions of black students um we know that there are definitely laws in this country that are supposed to protect us and the law is supposed to be on our side to protect students from discrimination which is why we're so glad to be working with you on bsap to really mitigate mitigate the last 20 years of you know what ended up being really segregated policies and punitive policies against black students and latinx students I don't think I need to see the statistics for you right just that you know black students are only eight percent of the district but get so much more of the percentage of punitive policies

026I think we got to be clear that you know parents defending education is a shell group for the Koch brothers right it's a shell group for the right wing uh you know movements in this country that are coming to destroy local districts and City centers where black and latinx people are living and they started with the Supreme Court and now the district here in Los Angeles is their second Target and in my opinion I want to encourage the board to not just wait for this complaint to land and be accepted or denied by the Department of Education but to be proactive which means calling on your lawyers and your legal staff to actually submit a rebuttal to the Department of Education even before the Department of Education gets to say whether they accept or deny

027this complaint I also further want to say that you know everyone is sitting back and letting the Koch brothers uh or Koch brothers I don't know how to say their name do whatever they want to black students and they're not being that proactive right and so the other thing I would say as a defiant and as a real vote of confidence is I think the board should move to give more money to the black student achievement program to give a vote of confidence to black students to say that we're not going to let these racist people come into our district and mess up what year what the the react the repairing nature that we're trying to go through and last we I think it's important for the district to come out with Community groups to

028have a press conference to affirm that we got your buck no matter what this district will stand behind black and latinx students and will not go let the racist people come in here and take what you got right I hope you'll be able to work with us and I look forward to your response today please yeah thank you for your time Eric Mann please come on up you'll have three minutes to speak once you begin Eric man all right board members uh my name is Eric Mann uh Corner University class of 1964. Congress of racial equality class of 1964-65 66 and 67. I was there when we passed the Civil Rights Act we passed the Civil Rights Act because in 1954 in Brown versus Board of Education no one carried out the integration of the

029school so 10 years later we needed to carry out an act because the southern school boards were practicing nullification now there's been a misreading of the 14th Amendment the 14th amendment should have been even more clear about harm to black people but it clearly states and including title VI the government should carry out no policies that discriminate based on race it does not mean you cannot carry out a policy that has the word black in it it doesn't mean you can't carry out a policy to help black people the 14th Amendment is based on the concept certainly of disparate impact to start with that if a policy can be shown to be harming any group specifically black people then there's an obligation to remediate that we understand the law what they're playing with with the

030Supreme Court that now has Rewritten the rules about uh Roe versus Wade but let's be very clear both the 14th Amendment and title 6 say that if there is uh discernible difference in Outlook outcomes between any group and an oppressed group a government institution is obligated to take affirmative action now you notice how they've attacked virtually everything we've worked for so President Johnson once said that I take affirmative action because very frankly white people start the race on the 20th 20-yard line and I would point out black people still beat him by the end of the race but the point is that we are in the middle of a white backlash led by Trump that's saying we're going to destroy any race-based policies which means the existing white-based policies become the law so this is

031what we're asking you to do um we filed some complaints ourselves the Department of Education as Jenny was saying we'd like to instruct the legal department to look at what is an appropriate counter response to the complaint rather than leaving it here again we want to thank you you know we're we just passed a great motion Tanya Ortiz Franklin we work together on bsap I mean we've defunded some of the police we're doing the right thing we're on the same side right now but I think we have to go on the offensive the a press conference standing behind bsap and we have a motion you know to think about a 25 million dollar allocation to bsap would be a way of saying which is not a lot of money but it's a way of saying

032no we're not on defensive we want to affirm bsap as one of the best things we've ever done thank you so much thank you for your time are you here if I've mispronounced her name please accept my apologies and tell me how to do it right you have three minutes to speak once you begin thank you you pronounced my name correctly I'm makuna Uka I'm really excited to be here with you all today good morning everyone uh usually I would be getting ready on my own school campus for the year to start and this is the first year in a while where I'm not working at New Roads as an administrator I've transitioned pursuing a PhD in education at USC so I'm really excited to actually be able to be at a school board meeting

033and not just on my own campus it's actually interesting because I was speaking with my advisor yesterday and a lot of people in Academia are actually applying for Grants to study school boards because as Eric had mentioned in the 1960s we're having this cyclical movement right we're in the 1960s the school boards were a political Battlefield and yet again we're seeing that school boards and school districts are again a political Battlefield Channing and Erica told you a bit about the Sioux and parents defending education and what I wanted to do was to let you all know a little bit more about who parents defending education is so that you understand how extreme they are and how much they are a threat to the legacy of this board and the further work that we need to

034do this upcoming school year so as everyone I think at this point knows parents defending education is a right-wing organization it's fairly new it was established in 2021 at this point their budget is at about three and a half million bolstered by the Koch brothers as well as other sources donors trusts Achilles and bodeman foundation and the surely Freedom trust so they are getting a lot of attention and they are moving rapidly Across the Nation in terms of various lawsuits although they are based in Arlington Virginia this is an organization to make it very clear that things social justice is an ugly word and so they're attacking LAUSD to make a statement on a national stage in addition to that they have had several victories in terms of suing various districts they've had a successful

035lawsuit in Massachusetts which was resulted in a lack of affinity groups and Affinity groups no longer being allowed within that District they have active lawsuits across the country right now they also have exposure tactics as they call them where they train various parents to expose whatever they feel to be improper and correct usually things that are serving black students Hamilton High School has been a site of one of these exposure elements as well as Brentwood School on the west side so this is an organization that has had LA on its sites for a couple of years now since it's citing and so again we're hoping to partner with you and we're excited to partner with you but what we do need is for you to consult your legal team to take those next steps and

036then also work with us so thank you so much thank you for your time Monique Lukens I see you signed up to speak online Monique Lukens are you there if you are press star six to mute yourself and you have three minutes to speak once you begin Monique Lukens okay uh Miss Lucas hang on for one second um I'm going to we're trying to get the microphone and speakers to communicate with each other properly um I can actually give you a call and then transmit you using the phone so if you hang up uh Monique I'm going to call you right now okay can you hear me okay can the audience give me a thumbs up for Miss Lucas if you can hear her okay that's great okay Miss lucan's go ahead you have three

037minutes to speak once you begin thank you I want to give a few uh thanks to Dr Jean as she's still here I I love how you're talking about training for substitute teachers it's important that we know how to handle behavior in a safe way um I am a proponent of bringing back in security um for everyone's sake uh but in the meantime we do need to know that as Educators and relationships with parents are important um with the community that is correct um I'm I'm here to speak today with regards to something that really should have been discussed more with the parents and I I also need to State my condolences to Mr chillinghas I hope I'm saying that correctly um my condolences he is on the schedule um you know I had Dr

038Peter mccola speak to all of you he's a published cardiologist I recall that no one spoke to him you know he he's renowned and He was discussing about the injection we don't want to call it a vaccine anymore because we know that it's not um unfortunately you still have this as a mandate and I I'm gonna I'm going to read the California code housing safety section 24170-24179.5 a 24172 it says as used in this chapter experimental subjects Bill of Rights means a list of the rights of a subject in a medical experiment written in a language in which the subject is fluent except is otherwise provided in section 24 175 this list should include but not be limited to the subject's right to be given opportunity to decide to consent or not to consent to

039a medical experiment without the intervention of any element of force fraud deceive duress coercion or undue influence on the subject's decision I truly don't feel that that is what happened you can't get informed consent when you don't even know the ingredients that are in in the concoction now in the 1990s there was a government-sponsored study of two measle vaccines I began in in 1989 during a major U.S epidemic uh and conducted on nearly 1500 minority infants in Los Angeles and it was failed to disclose the parents that one of the vaccines was experimental I truly feel that at this point with you mandating not to the students because that was legally enforced that you can't do that but to the Educators that continue to lose their work and for me I spoke out for almost

040three years now and one parent started talking to me about the pandemic and I mentioned that it was planned and she could do research thank you very much for your time Ms Lukens thank you very much for your time take care okay I reached out to another caller David bolago I'm going to call right now from tab two thanks for your time and patience we know your time is valuable but we also want to make sure these folks voices get heard foreign you have three minutes to speak once you begin Good Morning Presidents and members of the sport first of all I'd like a great uh compliments to your staff words to accommodate me this morning to speak to you uh the reasons I'm calling uh may sound harsh but they know that they're not

041meant to attack anybody employees and their rights at Daily the discipline responses employees who have not received the 19 vaccine is that the disciplinary Act placement up for separation which you've done would you bring new staff energy you did Mr bologna yes sir uh your phone is cutting in and out are you do you have good reception where you are um uh it looks like it yeah I got the bars okay um go ahead all right thank you uh again say good morning to your staff and bending over backwards hey I'm to protect the employees now this is regarding the discipline response to employees who have not received two doses is that the district learning action including but not limited to placement on unpaid leave or separation from service which you've done in which you've

042removed staff and Educators who have dedicated years of their career to this District you did this based off an advisory committee to the Center for Disease Control that have never seen a vaccine they didn't like your decision wasn't or state law it wasn't based on science it was based off a group of people whose current and future career path depended on many employees have balanced concerned not to receive this at the time emergency youth office mental injection what are the injections that you said it was the Johnson Johnson which is later pulled from the list of recommendations of the negative health effects are the remaining vaccines available when you coerced and forced employees to receive these disciplinary act positions they are no longer available it remains in place sections of termination District needs teaching in

043this useless man you need to punish those forms it's District needs and when we want to come back and serve the students [Music] and willing staff that is ignored to be not having the opportunity have done so well in the past scenes have been admitted by the same organization the center for now that they do not stop as a mission symptom okay thank you very much for your time we got most of what you said except it started cutting out again towards the end thank you very much for your time we did the best we could what we had and I think we got most of it okay moving on to Tab four Dora Vazquez are you on the line do you want to ask us if you're on the line press star six to

044mute yourself and you'll have three minutes to speak once you begin dodo Vasquez okay um translation pero momentum okay can you hear me good morning everybody my name is Dora Vasquez and in the school year that ended I was the president of the biolas delac committee and with different organizations employees administrators School Employees and as a call to the unions I am requesting to investigate the S phase office known before spcs because as a chairperson of the bylaw subcommittee of the Delight committee I want to mention that only to update the bylaws it was not respected that by consensus the members of the subcommittee approved the essays office has infringed in different ways ignoring the decisions taken within the subcommittee for dlac would being this a total violation of the laws and the federal laws

045and state laws that grants parents the rights for engagement and collaborating openly in these committees respectable members of the Board of Education this is a public complaint and so it is necessary to investigate all of the employees of the S phase so that we do not no longer have discriminatory practices this is a lack of professional ethic because in this school year that ended the parents we updated the d-lag bylaws but by the order so Mr Placencia and his collaborators just like Miss Diaz they just used Us in always putting uh excuses for not taking into accounted uh a time that was dedicated for the development that developed us that for more than three years has not been done and that same office took action and how to limit the time of effective engagement they

046did not call a meeting for d-lac committing as the members that were part of those committees so that they were able to approve their revisions in that work of more than 10 we 10 times I feel that it stepped up in the air the employees they don't lose time they are paid and we parents are just being used not even the satisfaction did we get of doing something for the new generation of parents were we taken into consideration we were not shared with the bylaws translated into English or Spanish and we did not get a meeting with the balance that supposedly went over the Delight by those Mr Plus instead did not either be present to answer the questions even though this S phase Personnel is not part of the committee they take a lot

047of decisions and they take a lot of Liberty of taking decisions and ignoring what the members are deciding and approving according to their convenience and not what is favorable to the d-lag membership and I hated by ignorance this is a discrimination against Latino parents or those that speak Spanish because this arbitrary means it's that happens it only happens a day like that is the only legitimate parent committee because they're duly elected by the schools and I make a call upon you members of the board of education so that this no longer continues and that you can consider this information when you evaluate the petitions from organization personnel and unions that only affects parents that want to be engaged in the education of their students thank you very much academic achievement okay it looks like uh

048we have someone who just showed up Carla Franco are you here Carla Franco for tab one student Discipline matters come on up you'll have three minutes to speak once you begin so folks would like to hear what Miss Franco is saying in English as she speaks in Spanish please put on the headsets now and we will switch over so that we can do these simultaneous uh translation foreign good morning I'm sorry for the lateness uh there's a lot of traffic and there are protests I wanted to talk about the discipline and the importance of what needs to be considered with everything that's going on because since we were taken away from the police um in the school side the situation has been more severe within the school sites there was more drug distribution and we

049saw a lot more victims of fentanyl because there is more access so that students are able to have the opportunity again to have access to those types of things and because there's not that type of supervision and the police is the best trained so that they can carry out all these types of situations do you want it to experiment in giving the responsibilities to counselors and teachers for these types of Discipline matters and behavior of the students in its out of control the fights have increased and I brought the videos of different schools where I help as a volunteer where it teachers drastically cannot do anything about it and the counselors cannot either and so I demand that if you really want School sites to improve on in discipline I ask please I urge you

050to have the department of the police department go back to school sites and if their school sites of course that do not want the police that could be respected but those School sites that do want the police please return the police sadly right now I have my daughter Jalen in the hospital due to that marijuana dreaded marijuana I that I'm a pregnant that's engaged for more than 18 years and my husband has criticized me sadly because I give my time and to see the results that are happening to see that is not yielding any results and that is everything is out of control those accusations are double against my person only a mother who is going through this is the only one that knows that could be the voice I have fought so that all

051students could be free of this uh dreaded drug and since they have these dispensaries and open the doors and they open them and they served it to the students it was more accessible now my daughter she was so excited because she was going to start 9th grade in Southgate High School and now she has to be in the hospital for two weeks we have do we have to wait until a tragedy happens so that you can react no all of this can be avoided you always use our students as experiments you use the parents for your convenience only and I will say it in a way is that all politicians are like ex-boyfriends they promise you and then they don't return the favor just when you need the vote you are wanting us but once

052you get the vote you forget what you promised us I'm going to call her on this phone and then put her on the speaker for you all here just one moment please hello hello we cannot hear you thank you so much oh I lost my train of thought but hey greetings and blessings to all of you um fortunately I don't see Mr Cavallo there but um I'm going to start this um I would actually like to start by reading a quote posted doing it on Twitter by Mr Cavallo #juneteen it's an important date in American history it gives us an opportunity to reflect on freedom and pronounce this word I am so sorry my broken English inalienable and the liberated people of Galveston Texas we must lead with courage learn from mistakes of the past

053deliver Liberty or off I'm addressing Mr crevallo but I expect to take in consideration please consider addressing that same same words to all the terminates discriminate and vaccinated employees that have suffered harassment by the district and all because they see religious and medical freedom yes Mr Cavallo you are correct we all make mistakes and we learn from them we are not perfect only god is perfect thank you all and have a blessed day thank you for your time okay now moving on to General Public comment David Richardson are you here in person David Richardson come on up you'll have three minutes to speak once you begin sir thank you all can you hear me okay greetings Madam president Goldberg esteemed members of the board my name is David Richardson with the California Charter Schools Association

054giving voice to more than the 120 000 students who attend the Charter Public School at LAUSD today I stand before you not just as a voice but as a living example of transformational power of a unique public school education experience I'm here today to tell you my story and speak about the impact of the proposed Goldberg Rivas co-location resolution I'm a native Angelino proud alumnus of lausd's Winter Hills Elementary and The Shining Testament of the impact of the charter school education through my journey at Community Harvest Charter School you could say I was born in the charter school movement I didn't have a choice Winter Hills is when my educational Journey began however it was my later experience at a charter school that transformed those dreams into a remarkable reality the charter school movement didn't

055just educate me it ignited my passion and nurtured my aspirations from day one at Community Harvest I discovered the excitement of personalized learning Educators who Embrace creativity in an environment with my individuality was celebrated not confined during my tenure at UC San Diego I grew to be a leader of one of the largest educational and social justice movements of Our Generation the work we did will leave a lasting impact on the way we View and construct Equitable education systems that in part was also due to my LAUSD and Charter School experience but let's not forget my story isn't unique but it remains too rare it resonates in the hearts of numerous families in La particularly those from black and brown communities families who have historically faced barriers families who long for a pathway to success

056for the children the co-location of charter schools isn't just a strategy it's a Lifeline for these families and a Beacon of Hope guiding them towards an educational Haven they seek sharing space isn't always the most harmonious solution but is often only the option that the district has provided please do not close the doors on our students this resolution marginalizes the parents and children who found the charter school option it suggests that these children are somehow detrimental to District students and that we also be banned from hundreds of school buildings my public education led me back home into the classroom as a charter school teacher and back to South La as an advocate to help public education work for all kids for more kids like me co-location doesn't have to be a collision it can be

057a collaboration it can be an opportunity for black and brown students to thrive in an ecosystem where ideas cross-pollinate and we all come together for the shared purpose the holistic development of our youth we know it takes more from all of us to reach that Vision unfortunately this proposed resolution takes us further away from that dream and traps us more in a diverse divisive US versus them mentality esteemed board members I strongly urge you to reject this co-location resolution let us move away from the divisive us first stem narrative because it has no positive impact on our students and families whether student attends a district school or charter school they're still LAUSD students they need to be protected educated to the highest level and embrace with love and compassion let's find more Equitable Solutions build

058bridges of opportunity for our students reject this co-location resolution thank you for your time really appreciate it thank you for your time I am told our remote participation issues have been resolved so it was with a little trepidation we're going to go for it um I'm going to call on veranis Miron if we can't get through to you I will call you back in a few moments so miss veranis Miron please press star six to mute yourself and you'll have three minutes to speak once you begin okay it looks like um the problem has not been resolved so I will be calling you after we take more in-person comment so when you see a call from a random 213 number you've never seen before that's me I'm going to call the next three in-person folks

060you in that order thank you so much momento okay buenos dias good morning welcome again to this new school year my name is Monica rasola I am a mother of two District students in region West my daughter goes to Hollywood High School and my other son goes to LeConte and I am here as a mother and I insist again with safety the police that is very important last year I brought the signatures now I have 430 because I have not been able to gather more and as a mother that has been going through this that took me to gather these signatures exactly because of what happened to miss Carla Franco I don't want to be that second parent that has to be in the hospital looking after my son or my daughter and I wouldn't

061be the only one there would be more mothers that would be in the same situation when Melanie passed away rest in peace this girl who has so many dreams and they were um broken that was something very strong because it was a September 13th which is the same day that happened with the shooting at Hollywood High School that supposedly there was a reporting and it was horrible and that's why I have gathered so many signature and I've had the chance to speak to the parents that these parents are working parents I will say that there are say again that they're Latinos they're workers they babysit they work in factories they work cleaning with plastics with recycling uh so and sewing and something very strong that we're living that there's no safety in school it's so

062important that we have the school and the police centers well I know that many are not in favor but you should be in our place as parents what we feel we don't have a salary that is stable we don't have money the rents are overpriced the food is so high we're living very difficult moments or times and I ask you again not to take away your focus from the police that we have the police in our schools it is something that is very important and I will be here every single time that I can because my children come first then my children and last my children and I don't want to be the second mother that has to be looking after my children in the hospital they have dreams and I have motivated them to

063continue in school studying in to be someone in life I ask you to look after all of our students that need that type of support or help if there's no safety we won't have that 100 graduation goal 100 attendance we will not be able to get there if we don't have the safety with bullying with drugs with shootings all these things that we are living through it is horrible so please visit your school see how your schools are talk to your parents in your schools talk with the students in the schools how they feel about safety I recommend this a lot don't say that the school police or police is just for jails it's for safety having a police is not a luxury but a very important need and I ask you as a mother

064to please see this about the police thank you so much come on up you have three minutes to speak once you begin foreign good morning board members and the superintendents uh representative Dr Starla my name is Maria Luisa Palma and I am here today on behalf of oliada Inc a non-profit organization which promotes parental involvement in education the legislature finds and declares all of the following it is essential to our democratic form of government that parents and guardians of school-aged children attending public schools and other citizens participate in improving public education institutions this is a quote from education California's Education Code 51100 ironically though your office of parent and Community Services effectively blocks parental involvement notable examples during the prior to school year members of the district English learner advisory committee the d-lac a district

065committee mandated by state law as was discussed by the chairperson doravasquez already today spent an extended number of hours working as part of a bylaw subcommittee serving as unpaid volunteers to meticulously revise Deluxe bylaws with meetings which continued a month after the school year ended the revision process was extended due to your administrator's ongoing interjections with their interpretations of state law and District policies and administrators attempts to block parents proposals and revisions when parents recommended increasing the number of committee members and establishment of re of regional elac committees they made statements such as the board decides the number of committee members do you they stated that state law mandates only parents of English Learners be members of delac and outright falsehood when members recommended allowing parents to serve out the second year of their term

066if their child reclassified out of English learner status parents asked repeatedly for a listing of the number of Title 1 schools by region this should be easy to obtain shouldn't it but they were told repeatedly that this information was not available then the revised bylaws were not presented to the full committee for their consideration and approval prior to the last official meeting of the year on June 1st when the superintendent attended after a number of parents were dismissed from the membership by PCS presumably due to excessive absences remaining alternates were not admitted as full members as required by the existing bylaws and total members dwindled down to 28 from the original 50. then PCS administrators managed the meeting with the requirement of a quorum at 26 members and when only 24 members were found to

067be present the meeting continued only on an informal basis with 28 members wouldn't Quorum be 15 coincidentally this was the meeting where the members of delac made and passed the formal motion not to certify the Consolidated application these parents constitutional First Amendment rights to free speech were violated when they were prevented from participating in the Democratic process as is the intent and the letter of the law it's your duty to ensure parents rights are not infringed upon and yet it continues to happen thank you for listening thank you for your time Chris Jones come on up you have three minutes to speak once you begin good morning I appreciate the opportunity to speak to the board members about the importance of maintaining a fair Equitable and legal implementation of Campus collocations under prop 39. my

068name is Dr Chris Jones I've recently retired as the executive director of Gerta International charter school which we're proud to say is one of nine schools in Los Angeles Unified School District to recently be named as 2023 California distinguished School I'm here today because I continue to care deeply about the about ensuring that all students including Charter School students have access to Equitable learning facilities as required by law Gerta has successfully shared a campus with Marina del Rey Middle School since 2009 and we want to make sure that partnership is able to continue our families our first and foremost concerned that the resolution presented by board members Goldberg and Rivas would result in a change of location for our school now prop 39 is an annual process where we apply for and subsequently pay for

069the use of school buildings that are not being used by the LAUSD district schools and although we have heard several verbal assurances by Ms Goldberg that that there is this resolution is prospective and that it would not impact schools that are currently co-located there's nothing in writing that provides that Assurance without multi-year agreements or other written protections this policy could easily be used against families that choose charter schools for the children's education by creating uncertainty about the stability of their chosen school I hope that you can understand our serious concerns about the potential negative impacts of this proposal both now and in the future our approach to sharing our campus has been one of cooperation and communication with our partner school and we have successfully worked together for well over a decade since returning to

070campus from distance learning our families have volunteered countless hours of their time and in coordination with Marina Del Rey Administration to improve the physical appearance of classrooms school grounds and our shared Garden we're not just visitors this is our home for our school to be suddenly forced to change locations due to arbitrary restrictions that go far beyond prop 39 would be impractical illogical and illegal furthermore the resolution would arbitrarily restrict Charter School families from hundreds of other LAUSD campuses and would negatively impact students your resolution states that Charter Schools hurt District kids well Charter students are district kids and they are being made to feel marginalized by this kind of hurtful language I believe that each of you does truly care about Equity so for the sake of equity for all students including those who

071attend Charter Schools we ask that you withdraw this resolution instead let's work together to improve the prop 39 system for the benefit of all thank you thank you for your time Karina chinchilla Karina chinchilla come on up [Applause] you'll have three minutes to speak once you begin good morning um my name is Karina chinchilla I'm a parent of two beautiful children who are better I'm a parent of two beautiful children who are students at Gabriella charter school too on behalf of the parents and staff of Gabriela Taylor school we would like to address our concerns about yet another action being taken to intentionally affect this the education of children across la we are asking you to oppose a resolution from board members Goldberg and Rivas as currently written the resolution would have significant implications for

07210 000 students that currently share a campus with LAUSD spaces it would also affect nearly a dozen charter schools that are also Community Schools that's this resolution persuades the idea that having our schools share space with Le LAUSD schools harm District students however the resolution impacts the neediest community the neediest communities in South La East LA and the San Fernando Valley our students are of the same communities as their peers at LAUSD a policy that negatively affects their education is one that sets back the work we are all here to do even if the resolution is revised to protect families who choose Charter Schools we remain strongly opposed because it makes it harder for us to share space at early on LAUSD campuses and at the same time the Borden District are taking other steps

073to make it harder for us to find private sites so where do we where do we end up now we cannot support any resolution that attacks our schools and children furthermore we feel that this resolution does not address the root causes of shared spaces or address any long-term Solutions we know shared spaces is not ideal but the solution isn't simply to ban charter school students from hundreds of campuses now or in the future Charter students are public school students let's work together on a comprehensive plan that would alleviate the need for sharing space in the first place and let's work together to build collaborative relationships in places where shared spaces do make sense thank you very much thank you for your time better nice meet on are you on the line vernice Miron if you're

074on the line please press well you don't have to press star six are you there yeah okay please go ahead you have three minutes to speak once you begin good morning number word my name is we are about to start a new school year I want to comment and bring to your attention the district's implementation of child science her idea districts must identify locate and evaluate any kids who need special education regardless of their of the severity part of this mandate school districts are required to develop a program that would help identify these students which in LAUSD I believe is called the SSP team now how is the district ensuring that this mandate is being followed appropriately as a previous speaker mentioned many students when students exhibit challenging behaviors or academic challenges oftentimes School staff

075that don't know how to access supports and those that do are sometimes ignored also as a parent of a student with an IEP myself for the last nine years I have had many conversations with parents and community members regarding the district's implementation and what happens when students are referred to special education oftentimes parents are the processes delayed Educators and and School staff are told that they're not allowed to refer students for special education evaluation and as we're seeing an increase in the need of mental health reports and academic supports this is doing a disservice to students that are supposed to be getting ready for the world now I understand that it's a difficult task but idea is not a suggestion it's a federal mandate that needs to be followed and there is a direct connection

076and correlation to all the a lot of the problems that exist within LAUSD for example Behavior a lot of teachers especially general education teachers do not receive supports or training in how to support students with disability now if a student is not identified yet what happens to that student they become chronic absentees there are Discipline matters they end up being expelled from schools so if we are truly truly wanting to prepare students for the world child find needs to be implemented appropriately in LAUSD so that all students regardless of the severity of their disability or even if they're they need just some additional support child find needs to be implemented appropriately so that all these students can become ready for the world thank you for your time thank you okay I'm going to call in

077the next four folks um and then so I'll call up four one comes up to the mic and the other three line up on the side there uh Gabriela isaguire are you here come on up and you'll have three minutes to speak once you begin let me call the next three folks to hang in the wings uh Lucine kirikosian come on up and please stand to the side over there Richard Parra or Richard Parra okay you're there and David defrenza okay please go ahead Gabriella good morning buenos dias board members superintendent and La USD friends my name is Gabriela isagere bursola and I am a seventh grade Humanities teacher at Gabriella charter schools I am starting my second year at Gabriella charter schools in my seventh year in education I am also a proud alumni

078of both the traditional District Sacramento Unified School District and a Public Charter School Sacramento Language Academy of Sacramento the daughter I actually am the daughter too proudly very much of a current Sac City teacher and the daughter of a public charter school teacher both 25 plus year veterans in the field of Education you can say that I too was born into the charger movement thank you for giving me an opportunity to address the co-location resolution authored by board member or board president Goldberg and board member Divas I would like to bring to your attention today that the resolution would have significant implications for 10 000 students at more than half of the charter schools that currently share a campus within LAUSD School our students are in and of the same communities as their peers at

079their co-located schools the policy seems divisive and not a part of the unified public educational Community we are all a part of a policy that negatively affects their education is one that sets back the work that all of us are here to do public charter schools are part of the same team as districts we serve the same children from the same neighborhoods we give families agency choice and accessibility whether they attend traditional District or public charter schools teachers families community and board members we all know the educational demands of our community must be shared amongst our public school education communities both district and charters we need one another halting co-location does nothing but further systemic Injustice for our children especially for our students of color we should not frame policies as traditional district schools versus

080public charter schools This Is Us Together redesigning A system that can fully support our diverse students and their needs so let's work together as public schools to uplift our education system and carry our students into the future that they deserve thank you for your time Lucine kamana if I'm mispronouncing your name please please let me know you have three minutes to speak once you begin sure thank you very much hello my name is Lucy in kirokosian I'm a parent at Saticoy Elementary School also a board member of an organization that represents over 3 000 parents and teachers I saw many of you for the first time on June 2nd during our pride day assembly protest however you were standing in Alliance with antifa prior to our protest on June 2nd multiple attempts were made to

081understand what options we have as parents in an attempt to upkeep our family values and save our kids from being indoctrinated by LAUSD on this very sensitive and controversial subject matter after being ignored for weeks we had no other choice but to proceed with the protest to make our voices heard our protest was only for LAUSD board members and the superintendent to hear our concerns that went unanswered for weeks we were greeted with a large group of antifa members and various members of the lgbtq community which we were notified of two days prior to our protest by Seth Avery and Jose Razo of LAUSD what a coincidence huh I wonder how they knew none of you with the exception of Jackie Goldberg even made an attempt to speak with a single parent on that day

082although Kelly Gomez was there and she represents our district at Saticoy Elementary School instead you sided with antifa and mocked the parents on National Television yes Mr Carvalho and Jackie Goldberg this is in direct response to News interviews you both held on our lawn when you stated the parents were over exaggerating and that we could have simply opted out of the assembly you see the opt out that you we were presented by Seth Avery was not to be publicized or advertised to other parents on campus this is exactly what we were told by Seth Avery several times he also stated that those parents who chose to opt out of the assembly would have their kids stay back in the classroom and do another activity related to the same subject matter with the teachers now I

083don't know about you all but that doesn't sound like an opt-out to me and that sounds pretty backwards some of our board members are sleeping as I speak as an LAUSD Alum I believe in the public school system however today I don't recognize the schools that I was once so proud to be a part of core academic subjects such as math English and science have been replaced by ideologies to confuse and indoctrinate our kids starting as early as four years old LAUSD will continue to see extremely high decline of enrollment as a result of leaving the parents out of the decision-making process by undermining our core religious family and cultural values you see upon birth of our kids my husband and I were given the god-given right as parents to raise our children with the

084CORE family values that were embedded in US by placing our kids in the public school system in no way shape or form did we ever hand over those parental rights to any LAUSD official we will continue to organize and peacefully protest LAUSD until we get our voices heard and feel that the schools are listening to parents concerns and providing a mutually agreeable solution you see this is now a global movement of parents across our state country and Beyond coming together with one common call and that is our kids thank you for your time okay para come on up you left okay what's your name okay come on up you have three minutes to speak once you begin great good morning my name is Roselyn Alanis and I was raised by LAUSD at Aragon Elementary School

085Nightingale Junior High and Franklin High School go Panthers I began my teaching career at Hobart Boulevard Elementary School and like you believe that every child deserves a right to thrive and succeed whether they choose a traditional or Charter School path board members this morning I want to share with you my wonderful experience as the Esperanza College Prep principal when we were co-located at the ilda Solis learning complex in my hometown of East Los Angeles in fact that building was one Santa Marta Hospital the building in which I was born in Esperanza is part of the N of a network of Public Schools home to over 2 300 students in underserved communities our goal of creating positive multi-generational change in our communities begins with strong Partnerships when we first began our co-location partnership in 2017. both

086espeonsen Solis had small learning communities of about 300. from the very beginning the first principal and I shared our passion for the students of the east side and created weekly Cadence of meetings every Friday in order to open lines of communication and collaboration from that openness to work together in Partnership a community garden was born for both of our students but we grew so much more than just cucumbers and jalapenos from that we began to co-observe each other's classrooms to highlight bright spots and learn from each other our foundation began there and through our tenure at Solis we built Community Partnerships with over 20 Community organizations and businesses together we believed in supporting students that served the Greater Community of East Los Angeles we collaborated in Dia de los Muertos event our first year and

087computer for the best altars honoring East LA was very important to both of us in collaboration we opened doors to hundreds of community members outside of our schools who came to celebrate events such as El Carnaval de Muertos posadasol that have all become annual celebrations in the community throughout our five and a half years of partnership at the co-location I had the opportunity to work with four different Solis principals one who is sitting here all of whom who shared their budget challenges I did not understand how our co-location fees were not passed through to support the school directly on a yearly average Esperanza paid about 165 thousand dollars nearly a million dollars throughout our time there great co-location Partnerships like the one we had at Solis are possible and that's why I'm here but resolutions

088like the one that will come for action on August 22nd limit the educational opportunities for kids and widen the equity Gap in my 25 years as an educator I've learned that each Community is different and therefore needs a different approach when addressing challenges policies that divide us are never student centered I urge you to consider your approach for prop 39 local policy with a focus on finding ways to support co-location rather than Limited in addition to ensuring more of the co-location fees are routed directly to the host school thank you for your time uh Mr David defrenza are you here coming up you'll have three minutes to speak once you begin uh good morning I want to thank the district leadership for hearing my comments today my name is David defrenza and I'm the principal

089at Los Angeles Academy of Arts and Enterprise a public charter school serving grades 6 6-12 co-located on the Belmont campus I am before you again to reiterate the Deep concern my community has over the resolution about co-locations elae has had to change campuses recently as the result of District decisions needless to say this pulls staff and parents away from the already challenging work of Best Supporting student outcomes it creates uncertainty and consternation among families who already deal with far too much in their lives it harms Public School students as written the resolution could result in the imposition of another such move I am here on behalf of my school Community to ask that you do not move forward in this direction however even if current prop 39 schools were protected from this relocation this resolution

090would still be harmful Charter School leadership is ready and willing to engage in the to engage The District in good faith conversations about how to create policy that will best serve all public school students in Los Angeles however policies designed to both push Charters off-district campuses while simultaneously impeding their ability to finance and occupy private facilities is contradictory and not the best way forward we hope to discuss facilities to find solutions that can meet all needs and mitigate concerns I believe that competition and choice spur Innovation and help spread success co-locations are imperfect but they provide an opportunity to engage communities and drive Improvement for all schools in the area by doing just that Banning co-locations from specific campuses at which students are experiencing barriers to accessing Equitable educational opportunities serves only to misappropriate the

091underlying causality and double down on the status quo all public school students both Charter and District have an ethical and legal right to equitably access public school campuses thank you foreign if you're on the line press star six to unmute yourself and you have three minutes to speak once you begin Araceli Cabrera por favor okay see that you're not online Norma Gonzalez are you here Norma Gonzalez buenos dias good morning good morning Board of Education my name is Gonzalez and I am a mother of four students in the LA Unified School District today I address you with determination and strength to highlight the importance about parent engagement in the education of our children unfortunately the in previous school years there was a there were many schools that did not offer a welcoming environment and opening

092for parents and this has to change we hope feverishly that in this new school year the process for the volunteer applications does not have so many limitations to be faster and effective in its approval and that you Pro that there are workshops provided where they talk about parents rights because this request we made it to Mr Placencia and he just ignored us additionally it is without president that the designated to parent centers are duly trained and prepared so that they can carry out effectively their work they should not have to just do outside duties out for the principal's office it is also time that we are recognized as parents by the as a foundational piece in our students education this is a message to Mr Carvalho Mr Carvalho I want you to know that I

093was an m and I witness of your opening uh of school speech and it was very exciting to see the students develop themselves in their artistic expression but what was most impressive was to listen to you and how you just made of achievement for all of your employees unfortunately I regret that you did not mention the contribution of parents because we too carried out an essential role so that the students can meet their academic goals it's very sad it's sad that we continue to be ignored and that we face more barriers for parent engagement in the schools but I want to highlight that in the superintendent hands and in your all of your hands in this board of education this needs to change I also want to say and mention that everybody needs to make

094a difference and you have not done so okay and I urge that this school year is truly a start where parents we are genuinely welcome in schools where they it is respected the value for our input that they are our voices heard in our active engagement in the creation of our students the academic development together we will build a more inclusive educational system that is more solid gracias okay I'm going to call on Catherine Gardner Catherine Gardner are you online if you are uh you have three minutes to speak once you begin for inclusion for immigrant students unhoused students and lgbtq students last week he mentioned that that will anger some people and that is what I'm here to talk about um this June I heard a group was protesting Saticoy Elementary because they were

095angry at the idea of pride month reading a book about all kinds of families I went with a bunch of my fellow PTA and booster parents from schools all over LAUSD to go support the staff teachers and lgbtq Community this seemed unnecessary that it could all be worked out but when we rounded the corner we realized why it couldn't a handful of sadikoi parents had called in an outside extremist group 200 very angry very scary men stood there ready to beat someone up one man got on the PA system called us all groomers and said he wanted to quote zip tie the principal and do violence to teachers staff and counter protesters and they did when our group left the anti-lgbtq extremists beat an unhoused man to the point of unresponsiveness the groups that targeted

096staticoy now has a name loka or leave our kids alone I believe that's what Lucine was referring to they partner with other extremist groups like SoCal parent Advocates and lexit who appear with violent proud boys and j6ers and games against groomers who joined up with neo-nazis to protest a pride event in Wisconsin they've been to school board meetings in Glendale Temecula and Chino Valley and they have vowed to harass LAUSD this year one local member manuk Gregorian said instead of satikoi having 100 or 200 parents we want it to be 2 000 where we will shut down the whole block where the teachers won't even be able to go into the school another went on the wise nuts podcast and asked for gangs like the Hell's Angels and Armenian power to come intimidate anyone who

097disagrees with them at school board meetings these groups think inclusive education mentioning lgbtq people and families exist is teaching LGBT or quote indoctrinating children it is not it's stating a fact and it is the law we are public schools funded by the public lgbtq families pay taxes like everyone else and they are welcome in our community like everyone else these groups have attacked our school's Health curriculum which protects kids and keeps them safe from child abuse and sex trafficking and they are demanding parental rights notifications policies where schools must out trans kids it goes without saying that the people angrily demanding schools tell them if a kid is trans are the last people who are safe to tell if a kid is trans these groups want schools to break the law as we saw in

098Temecula schools breaking laws cost districts millions of dollars waste time and resources and weakens communities if you hear someone refer to Educators as quote groomers birthday schools are indoctrinating please know that is the dark money-funded parental rights movement it's an attack on your public schools it's an attempt to waste your tax money skills from your classrooms and stop your kids from getting the best education they can get spread the words for your time have a good one okay uh you're welcome Jay agunda are you here Jay agunda are you here in person come on up you'll have three minutes to speak once you begin good morning esteemed members of Los Angeles Unified School District Board of Trustees and president Jackie Goldberg my name is Dr Jay aguda and I am honored to stand before you

099today as chief operations officer at ingenium schools an organization that has been serving over five thousand LAUSD students in the Winnetka and Woodland Hills area of the West Valley for over a decade I stand here on behalf of the families who chose our schools ingenium Charter Elementary School an ingenium Charter Middle School our dedicated Educators and the Bright Young Scholars they nurture and on behalf of all Charter Schools represented here or not represented to address the proposed resolution aiming to prevent co-location of our schools in the LAUSD school buildings while we appreciate president Goldberg's reassurance that this resolution will not currently impact co-located schools I want to stress that its potential consequences are deeply concerning and may inadvertently marginalize exclude ban and even lock out families who rely on our schools for equality education the

100current proposal as it stands fails to acknowledge the human impact on families who have chosen our Charter Schools it risks marginalizing families by sending a message that their educational choices and voices are not valued nor welcomed within the LASD Community these are not just policy decisions they are attacks on our civil rights and basic Humanity please consider the message you are sending my families furthermore we fear that this resolution may lead to exclusion as families could be denied access to school buildings they depend on for their children's education the potential to ban our schools from hundreds of campuses sends a chilling message to our families it denies them the right to access the education they believe best suits their children's needs this action would lock out families from the opportunities they've chosen which is the

101heart of the charter school movement choice and pursue to pursue leaving them with even less choice As We Gather here today I urge the board to recognize that these issues transcend policy discussions they are deeply personal and profoundly affect the lives of the families we serve each one of your votes holds the potential to shape the future of thousands of students and their families not just the 450 plus students at ingenium Charter Elementary and Engineering Charter Middle let's work together to find common ground where diversity of educational options is respected and families are empowered to make the choices that align with their values and aspirations in conclusion I want to reiterate this is not a matter of pitting one charter school against a host LAUSD school no our Collective goal should be to provide the

102best possible education for every child regardless of the school they attend I urge the board to approach this issue with compassion understanding and a commitment to protecting the rights and Humanity of all our families including those who have chosen Charter Schools I hope my sharing today drives home that I am representing the voices of countless parents who couldn't be here today and it serves as a reminder of the human impact behind the policies that we create thank you for your time thank you for your time and the last speaker under General comment is Diana Guillen Diana Guillen if you're here come on up and you have three minutes to speak once you begin many members of the board my name is for English and her parents committee for the last four years and today I

103have been listening all of the public comments from all these people that have come here and we have seen that for years you are not listening we want to make changes dlac has come and you miss Goldberg knows very well that every single year I've come so that the regions comply today you are a president you can make changes also you but you've not wanted to listen to the parents because if there are no Regional committees for English Learners or for title one there's no transparency and here you can do whatever business you like why because the committee is not engaged in all of these funds we have the community needs to know about it the stakeholders but who are the stakeholders that you like to make deals with organizations with the city with so

104many other people but not the people that generate those funds and those that are most affected by your decisions I've been listening as well there's a lot of the people that are not pleased that the parents are not giving information about the new curriculums about sexuality that is done at least I have not had any information it's not given to us another thing that I've listened to that teachers want to go back to work go back to the classroom that just because of a vaccine that is no longer required not even by the state you don't authorize them to come to teach we need for our students to have these teachers that have experience we don't want new teachers also drug abuse we know that there's things in the state that happen that is out

105of your hands but you can also help so that the school police is near and if we had a perfect world where we did not need the police great but that world does not exist and at least of all in poor communities also discrimination against parents why because you know that we are weak you study us you know what our weaknesses are that we lack information and so what you do you take advantage and you create outside groups just like Mr Placencia that there's other external groups or they're meeting and where they said that with them they're that they're going to work with them and us that were here year after year seeing changes were not taken into consideration when it's time to have commitment you are not there you open the doors to talk

106but then after when the commitment comes and we want changes you do not even seek us out we also need transparency with the school funds a lot of parents come here without knowing just because someone says come and say something but we want parents that are truly informed and the ones that come here is because of that because we know what's going on and we need a better education right now we are a number 33 but I don't think we're really at that number or place the education is so bad here in Los Angeles and the students do not even know how to read and you want to indoctrinate them with other ideologies first teach it to think and read and then you can impose ideologies closed session The Time Is Now 10 51. thank

107you very much okay thank you very much
