001e e all right good evening I will call the meeting of the Martinez Unified School School District Board of Education to order we're about to adjourn a Clos session do we have any public comments there are none in that case we will adjourn a Clos session e e e okay we are reconvening after Clos session welcome everybody um the board has nothing to report out from closed session so we're on to item number six which is Pledge of Allegiance would you lead us please marisel okay item number seven is approval of the agenda and do we have any changes to tonight's agenda yes there is a change to 16.3 the title should say um a public hearing it should say um AB 1 1200 disclosure and public hearing for comment for the tenative salary agreements

002and the attachment has been updated to the most recent um calculations for the ab1 1200 by the county um showing that the district can afford the raise thank you okay any questions or comments we have a motion move to approve the agenda second okay student vote I all those in favor I okay passes unanimously uh item number eight is highlights and recognition and uh 8.1 will be presented by Dr Dan sco that's correct certificated staff are those who provide the instruction counseling and social emotional support our students need to be successful in school and after graduation each year schools nominate outstanding educators who are present with us this evening and the Martinez Unified School District selects one educator to be recognized at the county level for their outstanding contributions to the school and community and

003if you give us about 60 seconds we're going to get organized and then we're going to share with you what these wonderful educators are doing all right uh good evening board um and superintendent Rossy uh forgive my voice I am getting over a cold but um this is Kelly holstead and I am thrilled to nominate Miss Kelly holstead fourth grade teacher at Mel park for educator of the Year Kelly is a mentor a leader and a valued educator here at Mela Park she embodies the values of compassion dedication and integrity her exceptional instructional skills create an engaging learning environment fostering a genuine passion for learning amongst your students beyond the classroom Kelly builds strong relationships with students their families and her colleagues districtwide ensuring a supportive educational Community Kelly goes above and beyond by actively

004participating in various site and District committees such as being on the MP leadership team mea executive board and co-chairing our buddy program where she contributes her expertise to enhance school and District program her unwavering positivity and dedication make her an invaluable asset to our school and District inspiring everyone around her moreover her classroom is a safe haven where students feel encouraged to ask questions and engage in thoughtful discussions creating a nurturing atmosphere that enhances the overall learning experience Kelly truly personifies the qualities that make an outstanding educator and deserves to be recognized for her exceptional contributions to the Martinez community [Applause] good evening everyone like to welcome Jay denda up here family in the front come on come on Jade is a truly gift educator who is such an asset as the first teacher kids

005see when they come to John sweat in the TK program Jade goes above and beyond to make sure both the students in her class and the staff are welcome she puts in Extra Care to connect to her students and make learning fun and engaging for all of them she's worked hard to create incentives for the whole school and then on top of it finds time to bring sunshine to all the staff as well her students reach milestones in academics their social emotional learning growth and it's all because of her teaching methods and the immense love she brings to the classroom Jade engages the youngest students with unicorn horns and nurtures the excite nurtures the excitement for learning in the hearts of TK students congrats Jade you deserve it [Applause] so the next teacher neither next

006teacher or principal could make it uh this evening uh Las hunas Elementary School uh wanted to congratulate Camila Rowan Miss Camila has such a positive impact in the community L us she has opened the door to mental health awareness and counseling because of her caring and communicative nature Miss Camila has been able to work with students families and teachers to foster a positive learning environment for our students because of her work we're able to see the light at the end of the tunnel Miss Camila is the glue that holds us together at LJ and we couldn't imagine our community without her she's a part of our LJ so Rand good evening board and superintendent Rossy John M Elementary would like to congratulate Wendy mural Wendy Muro mtss counselor is a highly motivated enthusiastic and dedicated

008Spurlock as educator of the year for the 2324 school year Miss Spurlock lovingly known by all of our bull pups as Miss sprinkle has been an English teacher at mghs since 2009 and in the district since as an educator since 2005 Miss sprinkles classroom is a space where students are encouraged to think deeply and critically build ideas collaborate and use all the skills to create and share Miss sprinkle has a knack for connecting with an exceptional part of MJS seventh graders she works to create experience and learning opportunities that students can relate to and build meaningful Connections in the process this year exemplified Miss sprinkle's commitment to the mjhs community she worked each day not only to build positive supportive and meaning relationships in class but has taken the initiative to connect with support and

010in her classroom the students she supports who complete the class are always so grateful and sometimes tearful she creates a um sorry this about the support and guidance that Susie provides in her classroom when I attend the completion ceremonies which occur frequently Su Susie always has something to say about each and every one of her students that shows her compassion and commitment to each and every one of them Susie is an asset to our our school and the community with the support she provides to all seeking career opportunities in the optical field congratulations Susie's Martinez adult education educator of the year good evening I strongly recommend Samantha gross for the teacher of the year award as she consistently demonstrates her exceptional dedication to both her students and the broader School Community Sam's student centered teaching

013testing as we get further to the end of the school year our fifth graders finished their tiles on Friday April 26th our fourth graders shared their go west performance for loved ones on Friday April 26th our book fair our book fair spanned the week of April 28th through May 2nd and was a wonderful success our first graders enjoyed their field trip to the Academy of Sciences on Friday May 3rd Lunas Elementary honored all of our parent volunteers on Friday May 3rd with an with an appreciation breakfast we have our 80s inspired Spirit Week starting on May 6th which will will honor our teachers for teacher appreciation week who wants to relive an 80s hairstyle on Tuesday May 7th our uh second grade field trip to Heather Farms on Thursday May 16th and Lunas Elementary PTA

014meeting on Tuesday May 21st at 5:30 p.m. at John Meir Elementary last week each first grade classroom received live Cal caterpillars and are observing the fascinating butterfly life life sorry life cycle up close and personal in their very own classrooms students have been eagerly watching their caterpillars grow in each in ever in size each day and have been busy writing about the changes they observe in their butterfly observation journals students have noticed their caterpillars are getting ready to form from Chrysalis they are very excited to see butterflies emerge and are looking forward to releasing their butterfly friends our annual stem fair put on our wonderful PTA put on by our wonderful PTA was a suc success about 30 of our students participated in developing and presenting an experiment while many of our family while many

015of our family and students came to watch everything in action fourth grade has been writing Earth Day poetry and learning about the incubation stages of chickens they're chicks hatched last Tuesday now students are able to play with the chicks and take them home as a pet School School site council meeting is Thursday May 9th at 3 pm John M John Meir Elementary Spring Fling dance is Friday May 10th at 400 p.m. for TK through 2nd grade and 5 and at 5:30 p.m. for 3rd through 5ifth grade elac meeting is Monday May 13th at 3 p.m. John Meir Elementary family literacy night is Wednesday May 22nd at 5:30 p.m. at John sweat Elementary first grade classes had a do the rot thing presentation about food waste PTA had a successful Hol Hollywood auction fundraiser at the

016Contra Costa County Club I mean sorry count Country Club Tina steam visited fifth grade classrooms to talk about how to choose positive friendships and make good choices in middle school we had a wonderful ribbon cutting ceremony today it was a it was great to see the campus completely finished and have everyone celebrate the hard work that has gone into all the new grounds John s Elementary talent shows on May 10th and there will be a PTA meeting at 700 p.m. on May 14th Melo Park Elementary we had our Eagles for excellent auction on Saturday May 4th our PTA raised over $53,000 at this event thank you to everyone who came donated and had a great time what a great event and a wonderful way to end the school year our fourth and fifth graders are

017working on their pageo stage performances the fourth graders will be performing by the great Horn Spoon and the fifth graders will be performing Wonder this is a wonderful annual experience for our fourth and fifth graders made possible by the donations from the PTA our fourth grade our fourth grade went on a their field trip to Sonoma to visit general valo home and the Sonoma mission it was a fun trip with super beautiful weather on Monday April 30th our school wore purple in honor of the month of the military children military children have different and unique challenges when coming to school and we wanted to honor the sacrifices of their families and them our first grade had a steam day on Tuesday April 30th this was a cool experience experience where mad science parent volunteers and

018our wonderful teaching staff provided immerse Hands-On science exper experiences for our students teacher and staff appreciation week this week let's shower our staff with love PTA meeting May 14th at 700 p.m. at the cafeteria and virtual May 17th is Buddy day at Martinez Junior High congratulations to our concert band and advanced Orchestra who performed at the olone college as part of the Forum Festival they competed against other they competed against other middle and high schools in the bay and received a silver Mrs qac was joined by mjhs staff member Kelsey zoner and Candace Monroe speed superintendent Rossy and assistant superintendent AET on Friday to receive the California distinguished School award from the state superintendent Tony thur Thurman congratulations to all to all on this amazing achievement congratulations to our boys volleyball team on their on

019their season golf golf continues into May and track and field is starting up to finish off athletes a athlete sorry Athletics for the year today cjsf members had a great opportunity to visit you Davis and take a tour to learn about the college offering offerings and more Thursday May 9th there will be a School site council at 3:15 p.m. Friday May 10th there will be an Ela elac at 8:45 a.m. Monday May 13th there will be a PTSA meeting at 7 p.m. Tuesday May 14th is the orchestra spring concert at 7 p.m. Wednesday May 15th is the B Band spring concert at 7 p.m. at alhamra high school we had a wonderful time at the beautiful seoa country club for the upperclassman's ball leadership is all is already busy making plans for next year's ball

020during the staff appreciation week we extend our deepest gratitude to our dedicated staff and teachers for all that they do on behalf of the students staff and families thank you thank you for all that you do we are wrapping we are wrapping up makeup sback testing for Math and Ela and AP testing is in full effect this week and next next week most AP testing takes place in the library so access to the library will be limited now through May 17th spring concert is May 10th in the PAB at 7 p.m. DVC and concurrent enrollment application workshop on May 15th during access and lunch on May 16th Virtual School site council meeting at 4m. all are welcome Mr alhamra Mr alhamra is at 600 p.m. in the PAB senior Sunset immediately following the week of

021May 20th is a modified schedule please check the bulletin senior Awards and scholarship night on May 22nd May 23rd stepup rally with a rally schedule at viente Martinez Bion independent study vient brionis are scheduling students to do the makeup Casp exam this week and next week so far 78% of our students have completed the testing this month's Junior achievement achievement speaker presented to the class class last Thursday and discussed how we started the successful moving business students had many questions and were engaged in the presentation science is working on their oceanography unit Miss Mor Mor sorry Mor Ry invited a guest speaker who presented to the students about working in the marine biology field Mrs burner and Mrs Jessica completed the 8-week healthy relationships group the group consisted of male and female students students and

022the feedback from the students was positive vient Bion had nine students attend the AHS prom this year all of the students had a great time vienta had four students graduate early last week and two graduating graduating early this week great job to those hardworking students at Martina's adult education Thursday April 25th we hosted a careers in healthc care job and career fair we had over 400 people attend this event where they were able to meet with Health healthc Care employers from across the country who were hiring a variety of Health Care occupations attendees also participated in information sessions to learn about career training programs offered through adult education in certified nursing assistant pharmacy technician medical assisting Dental Assisting dispensing Opti EMT and medical billing and coding Al Hamra high school student students also came to

023the event to learn about different careers in the healthcare field Wednesday May 1st the deac meeting was held at the adult school and after the meeting the attendees were provided with a tour of the adult school and information on the different programs available on May 22nd at 3:30 p.m. there will be an online orientation for the op Optical assistant training program that's it are you sure we you your time is limited here so we thought we'd give you a wordy one this week did is there anything you wanted to add okay okay our next item is employee organization reports is there anything no okay um anything comments from the PTA all right item number 12 is Staff reports and we have a superintendent report tonight okay so I just wanted to comment that tonight was

024indeed an occasion to celebrate not just for those nominated uh for as a Martinez Unified School District Teacher of the Year by their site but to celebrate because the Martinez unified is so fortunate to have so many talented and dedicated teachers to educate our students as a former teacher in this District I do understand the time and effort that goes into daily planning and replanning when something changes or interferes with the original plan the supervision the responsibility the patience all of it although it has been many years since I have taught full-time I do try to make a point to substitute a few times per school year to kind of keep my finger on the pulse of the job and to remind myself of the efforts that our teachers put in on a daily basis

025as a former parent of the three Rossy boys who made their way through the Martinez uh school system I'm proud of our teaching staff and the Educational Foundation they provided for my children and all other children who pass through their doors their impact has helped each of my children find their path into adulthood and their careers two with college and one without but all of them successful it is with both of these things in mind that I join forces with all schools Across America this week celebrating their teachers as a very small token of our appreciation cabinet will be dropping off baskets of goodies to each site later this week so please enjoy and know that we appreciate you great thank you okay item number 13 is public comment under government code 5495 4.3 members

026of the public have the right to address the board on any matter within the board's jurisdiction however the board may not may not take action on any non-agenda item individual speakers will be allowed 3 minutes to address the board 20 minutes have been allocated for this portion of the agenda and there's additional time allotted at the end of the meeting if we don't have enough time for public comment and I have one public comment card um Craig lazaretti good evening School Board um wanted to come tonight and um express my support for your efforts um that I've seen over the last couple years in terms of diversity equity and inclusion um and combating issues around racism and discrimination against our students of color and lgbtq community and I just want to encourage you to keep

027up this important work um as we all many of you in this room remember about was about a year ago we had a very emotional meeting in this room uh very emotional testimonials from students from alamp high school part of the lgbtq community there um expressing the challenges discrimination the hatred that they had based on campus and discussed whether the school district should raise the pride flag in June at the district office and fortunately we're not going to have that discussion this year because it's been made clear that this board supports uh raising the flag and doing that each year and what that represents an effort of movement toward equality and inclusion and it's too bad that so many in our community and our society and our country uh still fail to to recognize what

028the flag stands for in terms of equality and inclusion but at the end of the day that's their problem it's not your problem it's not my problem you have to continue to do this important work as we all know uh racism continues to be uh a stain in our society exists in our community like it exists in all communities um you know it's kind of amazing when we talk about the teaching of History um teaching the truth about American history as it pertains to race and slavery you know it's it's incredible that in the year 2014 um millions of people in this country including major political leaders can't even acknowledge what the cause of the US Civil War was they can't even acknowledge that it's not even just the extremist members of these parties it's

029the what so-called moderates they can't acknowledge something so basic you know I I brought in this book I just finished reading the Memoirs of uliss S Grant considered one of the greatest Memoirs ever written by an American citizen and um I just finished reading this because I love history and on page 584 ulys S Grant wrote this in 1885 the cause of the Great War the Rebellion against the United States will have to be attributed to slavery pure and simple as could be right but in 2024 we're debating and we're discussing that in American society and um you know we don't have to normalize that we don't have as Educators you don't have to pretend like these are legitimate disagreements because they're not this is about truth this is about truth and teaching our children

030history and the complexity of our country the good the bad the ugly and everything that's happened and some people still want to wash that under the ground under the rug and as long as we continue to do that we're going to continue to embolden and tolerate um the type of racist activities we see um in our society so continue up continue the good work on this front thank [Applause] you all right thank you are there any other public speakers any other cards no okay all right all right moving right along item number 14 is the consent calendar are there any changes to tonight's consent calendar there are no changes to the consent calendar okay any um questions or comments just like to recognize our the donations to the district and this month over $6,500 in

031donations a sizable amount coming from Creekside Open Bible Church so thank you for your donations and supporting our district all right thank you okay do I have a motion oh sorry is there any public comment on the consent calendar all right seeing none move to approve second all right um student vote I all those in favor I I okay all right okay item number 15 is our discussion and information items tonight and 15 .1 is slam contract presented by Amy Espinosa and yadera zabat good evening is this on okay good evening board we actually have several students who um were very eager to help share in this presentation so I'm going to ask Sarah Julian Tatiana Enrique Violet and Izzy to go ahead and come up in preparation for your slides hi good evening um

032my name is sah and I'm an eighth grader at mjhs and I'm here with slam to present our student Le anti-racism movement and thank you for your time good evening my name is Julian Baker and I'm a junior at HRA High School today I'm here to speak about centering Equity the musd commitment ensures that we honor include and lift all voices in our school Community we are to provide opportunities to engage staff students families and community members to have the or to provide them with the tools to identify and interrupt racism and social injustice slam is the student-led anti-racism movement a multi-year program LED by students to focus on Eng on engaging conversations about race and empowering and mobilizing them as Catalyst for change the musd D or Dei plan excuse me is our plan

033to build an anti-bias and anti-racist culture and climate that promotes belonging equity and mutual respect we work to provide opportunities for our students voices slam is or I already read that excuse me sorry the lcap Spas are developing supportive student relationships including fostering anti-racist and social justice policies and procedures and the anti-bias grant is a grant to prevent address and eliminate racism and bias in all California public schools and making all public schools inclusive and supportive of all people thank you for your time [Applause] hello hello I'm Enrique Marquez I am a senior at Al Hamra high school in the fall we sent out a survey to our students asking them their opinions on an equity uh Council and program um of 140 students who responded to our survey 61.6% said that the E to

034that addressing equity on our C uh campus is a very or a very important or just an important issue that we should address hello I'm Izzy and at mdhs 69.5 of the students that took the survey stated that it's very important or just important another question we asked our students at U alhamra high school was what parts of equity in our Equity program should we focus what work should we do to make our uh Community better students highlighted several key areas including safety these are difficult conversations that need to happen and people want to be able to speak out loud and not face harassment for what they want to say about this issue um also expression of background and identities not just racial identities but sexual orientation for example uh we want to build a

035community that allows people to express who they are and where they come from um they also mentioned sensitivity these are very um these are very sensitive issues that people have very strong ties to and we want to build a community which respects the weightiness of these topics and doesn't disrespect people for um the way they choose to live all right I'm Vincent uh so we interviewed multiple students and uh two of these students said that focus on respecting everyone's culture and being focused on making this community as accepting as possible is a quote that they shared and you know we just wanted to be a safe community in campus and another student from grade 12 said I would like to see less hate on this campus against People's race sexual orientation and gender identity along

036going with that safe campus idea I'm Violet um an eighth grader at mjhs um and a fellow eighth grader of mine um said that changing social views about race body images and equality was much needed on our campus and a sixth grader said helping students find a better and more friendly L crap school after we had our um Equity meetings and a a couple seminars with Dr Watson we sent out another survey in the spring to our student body this time 357 Stu uh students responded to our survey and of that 65% said that it is important or very important for our community and our school to address equity on our uh campus this is an increase in both percentage and participation in the survey which would imply that the work that we have done

037uh even though it's been so little has already made a significant impact on the school's cultural awareness we also pulled students on uh key issues and what they see on campus what are the issues that we are going to have to focus in on of the 357 students that were pulled 20 23 said that they saw U or they heard a large amount of racial slurge being used on campus um 91 reported sexual harassment on our campus 123 reported sexual uh or sexism and discrimination on our campus and 165 reported stereotyping of groups on our campus all right so the survey it's out of 357 students and we asked has alhamra worked to address inequity and improve equity in the last 6 months so 63.3% said they have somewhat seen a change 22.1% said they

038have seen a change and 14% haven't seen anything yet but we're still getting there so all right the question that we asked them was what steps have been taken by students staff or Administration to address inequity and improve equity and 50% of students said that they've seen uh clubs uh such as inclusive clubs like cultural clubs uh sexual orientation clubs have been promoted throughout the school 28% of students said they've seen people speak up or be upstanders 24% of students said they've seen uh facilitated and organized educational workshops to focus on equity and diversity 21 Point 21% have seen training to address biases and these numbers will keep growing in the future um at mjhs we gave out a survey from a scale of 1 to five how important they think it is to address

039equity on campus 80% of those 512 students stated it is either very important or important to State um to address equity on campus hi I'm Sierra green I'm a seventh grade student at mjhs and we had our students at mjhs take a poll and we asked the students if mjhs has worked to address um Equity Equity sorry equity and improve equity in the last 6 months um out of 512 students that responded 28% said yes um 61% said somewhat and 10% said no um at mjhs we also had our students take a poll on if they see Equity or inequity on our campus around 64% said that they saw bullying and racial slurs on campus um around like 67% said they saw sexual harassment and homophobia on campus and 21% said they saw homophobic and

040like transphobic um on campus um all of you guys might be thinking to yourself what has what steps have been taken by the students the staff and the administration will we ask our students that same question 48% of our students said that we've created and they've seen people they've seen um create creative and promoted inclusive clubs 37% promoted equity and diversity in home room um 20 4% established a support network and 32% engaged with the community hello my name is Marcella I'm in grade 11 hello I am be and I'm in grade 11 so uh when taking a look at the California healthy kids survey within the last year we can already see um a increase in uh reported uh School connectedness within 11th and 9th grade and a decrease in uh reported bullying and

041harassment we also saw that more than double the amount of 11th graders participated in the Google form that was sent uh uh schoolwide and we are already seeing improvements and with more time we can do more and if we promote um uh engagement within the students for the engaging students in the school Community then they will be more likely to be more invested as an adult in maintaining a just Society hello hello my name is Tana Orana I am a 11th grader attending alej high school at alej high school when we first introduced slam a total of 55 people signed up when we heard and a total of about 37 people showed up to our seminars and for our committees about 29 people attended a lot of things were covered within the first year of

042equity um such as teaching kids how to properly hold healthy Communications and how to properly process stuff one of the big things that was talked about in our slam meetings was how important leadership is especially within youth it shows kids that they can do it no matter how hard they try that they can convince people and change their ways if when they are wrong it shows kids how to properly and healthily voice their opinions and concerns it shows kids how to have a healthy Outlet to let go of whatever emotions that they're having in a very healthy way SLAM does not only help change racial perspectives but it helps the kids that are um participating in it like have healthy ways of communication um the mjhs slam had about uh 28 total applicants in sixth

043grade we had 13 seventh grade had six and eighth grade had nine for our seminars um about 20 students participated and for the committee about an average of 18 hi my name is clay and I'm a sixth grader at mjhs and one specific thing that we learn uh in Slam is called the intersection the intersection is your way that your body reacts to racial comments there are four areas of the intersection the Mind Body heart and spirit the mind represents the thoughts you're having body represents the things that you want to do physically the heart signifies the feelings that you're having and the final portion was the spirit which represents the beliefs that you've been taught growing up sometimes you can focus too much on one portion of the intersection for example if you focus

044too much on the heart you are unable to utilize the mind body and spirit slam teaches us that we first must recognize analyze and then equalize to find balance you must first acknowledge and recognize the area of the intersection that you are in then analyze you must even out your feelings in the specific area that you've recognized you are in finally you must equalize which is to balance out all the parts of the intersection if you don't find balance you might take rash and hurtful decisions that you will make and uh come to regret later so as we look to go from year one which is called The Learning year of the slam program and we look ahead to potentially year two which is called the the articulating year both advisers and student participants have

045shared an interest and a desire to continue with the slame program so tonight the board in addition to this information is also being asked to consider um approving a contract for year two uh year two is uh an overlapping year so students will continue to be able to engage in that year one learning so if there are any new students that are interested that is an opportunity um and students are able to join in year two um students will continue to learn and have a chance to deepen their learning in practice while really starting to articulate in this community what are those um specific areas that they would like to address and so this will come the contract will come back uh as an action item for next time and year two would have a

046similar structure so there would be an advisor seminar um for all of the advisers with Dr Watson and then there would be three full day seminars with the high school students three half days with the junior high students advisor check-ins throughout and then in between those seminar sessions then our advisers would continue to work at meet with students to continue that thread of learning um the cost is $37,000 so a little less than last year or this year and then on the right side you can see a couple of sample topics um and really I want to highlight um just even thinking back to last year you know slam is the student L anti-racist movement but it also lends itself to other isms and you see that as a sample topic so the students will

047have an opportunity and the community will have an opportunity to think about what are those things that intersect um race that are also um needs of our community and then year three uh upon successful completion would be considered the working year and then kind of bringing us home I have Julian ryanne Katie Isabelle and sah hello I'm ryanne I am a 10th grader at AHS and these are the next steps for slam when asked who would be interested in joining slam next year 41% of 357 students responded that they would be interested in joining when asked why they didn't participate this year 38% plus said that they weren't aware that they could participate one solution to this problem could be spreading awareness of Slam 25% said that they had too much on their plate one

048way we could change this problem would be to find ways to support this balance my name is Julian I'm a junior at Alhambra 9% of students said they had scheduling conflicts to combat this problem we could consider scheduling up consider scheduling options and set a schedule that we share with the community as soon as possible and 3% of students said that it was due to a language barrier and for that problem we can provide interpretation Services thank you hello my name is Isabelle Johnson and I'm from the junior high I'm Katie Scott and I am also from the J High at mghs 46% of the 512 students responded that they would be interested in joining slam next year when asked why they didn't participate this year 27 plus% said that they weren't aware they could

051we didn't we wouldn't have you all here tonight giving us this update which was clearly very well planned you did this really excellent survey you went and talked to your fellow students and really did the work to find out how this program was impacting your sites and so I think that um that it was good for us to say we we want this program to work and we want to make sure it's the right program and we want to have some evidence for that so I think you should all be very proud um like yasine just said for doing this work and also for coming it's not always easy to speak speak in a public meeting and talk to us and um for being so well prepared and and giving us this information and I'm

052really glad that we that we kind of took the pause and said let's see how it goes because we didn't want to get ourselves committed for three years into a program that wasn't going to be the right thing but it does sound like you know based on the evidence you've shown us tonight does sound like this is a good fit for us and for moving forward so thank you for your hard work and for coming tonight I'll just Echo everything that um yasine and uh Annie said um proud for you guys for coming and showing up and being so passionate about the program um I did have just a question um a couple questions actually but one um it sounds like you've got a lot of interest for the next year and will you refresh

053my memory on the maximums you can have and what if you because I know you got a grant for this and what if you have enough for two programs I'm just curious what your what your thoughts are and and what you're you know how you're going to handle that yes thank you good questions um last year I want to say that we after consideration we landed around 60 is kind of the magic number of Maximum participants both for like the effectiveness um you know I think if there's an opportunity to run multiple programs and that would be a consideration we would have to request an updated proposal um which would increase the cost we do have um the anti-bias grant which we were awarded um is for a total of $200,000 um and so up

054to date I want to say we're at around expending around $45,000 of that money so there is opportunity we do have other things we would like to um bring in as well but that you know there's definitely room for growth and then what are you looking at um because this is for three years um how are have you already started thinking about how you're going to continue this movement after the three years are up are you going to um because you're still having teachers participate and I was just curious if you have any thought to leadership um if some of the students maybe the seniors or the people that will be seniors if they're going to come back and kind of Mentor the other students I was just curious if you thought of any of

055those things um because it seems like a really good program yeah so as a you know it's a it's considered a three-year program program right year one is the foundation year year two is really starting to articulate that learning and and looking at your own community and starting to to work towards action year three is really where they start to talk about that action and so those actions that get set in Motion in year three year are the planning phase would continue on for years to come the beauty of Martinez is we are tk12 right and this is a secondary program so our sixth seventh and eighth graders are going right over to alhamra and are going to be able to continue that program so those six eighth graders you heard tonight are moving right

056over to the high school and continuing on over there um those who are graduating and moving on we've kind of talked about like this year one right they're graduating but this is part of their legacy that they're leaving and whatever opportunities that they would be interested in we've also looked at or and just speaking with Dr Watson we've looked at um listening to her and and you know I know that some of our advisors connect with advisor at other schools that are in year four or five and so there is opportunity to continue those sessions well beyond um um the three-year program um one thing that I don't know if you caught it but on the sample topics for year two is something called the slam fam jam and that's something that Dr Watson has

057worked on putting together um the local schools in the area that are all engaging and actually our junior high is going is putting together a field trip to go engage in one that's been put on by Stanley Middle School and connecting with all local middle schools that are participating in the slam program so there's these opportunities for networking as well to learn from other um districts in and how do they continue to grow and and keep the program alive well beyond the three years what's the what's the date of the uh Jam Friday the 17 okay great yeah I I heard about it and I wasn't sure when it was happening so great you'll have to give us an update on that as well cool how many were hoping the timing would have been different

058had been earlier and we could share but how many students are going to that 17 okay great okay all right thank you yeah that's my questions hi y thank you um this is a great presentation a lot of uh facts and and uh figures and and kind of makes it tangible uh couple questions on the can you obviously it's been a year since we reviewed this and I wonder if you can just kind of walk us through the program as far as um activities participation not participation but um events I see we have like the seminars and committees and the different participants what's is that am I correct understanding there was three seminars and four committees and how how did that can you walk us through it yes so the kind of the the layout

059so the seminars are spread throughout the year and so those are led by Dr Watson and the advisers are present with all the student participants and they go through and engage in the learning and the activities that come with along with those seminars in between those seminar sessions and any the advisers if you want to share any specifics you can but in between those seminars then the advisers are having um uh like inter session meetings with the students that participate so they're able to dive into that learning more unpack more of the material start thinking about some next steps what does this look like for alhamra in terms of actions we might take or partnership you might things we want to bring up to our Administration and so it's kind of laid out so seminar

060learning time to kind of come to back together as a site based team and really take that information and start looking at what happens next and I'm trying to figure out obviously there there's a there's a learning loss as students move on graduate through and how I guess it is integrated into the culture obviously I understand like more clubs and and things is there I guess other tangibles of How It's integrated into the curriculum or culture of the of the school that you can examples yes so and again if anyone yeah you want to talk about that education specialist MS and an advisor for our wonderful slam team um part built into the program is this gradual release of responsibility so right we start with Dr Watson coming in really direct explicit instruction with the

061students getting feedback in between seminars as we meet with our students in advisory but as we do that they are they start taking over meaning we it's guided and it's prompt and then they they start to speak to it and then lead it and so for example we are going to slamf fam which is this event on the 17th at Stanley and we have a a large group of kids who tomorrow are going to be recording a PSA on campus so we're they came up with the idea they came up with the concept they delegated who's going to do what and we're going to record it and then we're going to present it at Stanley so that's one example then we'll have a tangible which we could also show you but we could also share

062that with our students um in home room um and as the students become the leaders they will um I don't want to use the word infiltrate because maybe that's got some connotation to somebody but they will they will speak up and that's part of what slam is in respectful manner in situations so it while it might not be a big you know expression it could be somebody addressing a microaggression or it could be somebody you know speaking up for themselves or you know speaking to for another student if they need that or showing them how like hey this is one way you can handle this situation um so it is there are visible signs of it whether it be a presentation or a poster and then there's those everyday interactions in which we can better

063ourselves by following this um this plan yeah thank you um I just wanted to Echo what some of my colleagues said um thank you all for doing this hard work and yir and your team and the students I'm always so impressed when our students come and talk to us with with the students so thank thank you I wanted to um one of the quotes on here on the last page stood out to me it says I think um I think many people benefit from things like this even though it could be scary for them one of the things I do in my professional life um in my day job is I I give talks about how we only grow professionally and as people when we put ourselves in uncomfortable situations when we do things that

064aren't that aren't comfortable that are scary you all are doing that at a very young age and not only are you going to be able to bring these this change to your school Community you're going to bring it to the communities that you are part of later in life and these are also skills that you're going to be able to use throughout your entire life so just thank you again um at this point I think we'll take public comment no okay okay do we I thought Craig would have something yeah come up okay I just want to Echo that that was very impressive and it's always it reminds me of what I heard from the students this time last year we talking about the pride flag and it's so powerful to hear um students and

065young people taking on these issues these difficult issues and it's really um a tribute to the changes we've seen in this District over the last several years and that this district has really um centered student voices Embrace students voices in a way that when I first started coming to school district board meetings in 2018 I really see and um I think it's it's really um laying the foundation for something really important to happen that's you know we have a lot of time to make up because a lot of this was something things we should have all addressed by all I mean as a parent myself I should have dressed um and should have been aware of um in the 17 or the you know 14 15 years I was a parent the district um just

066to go back a little in time to when these issues first came to the Forefront it was in 2020 um when I had a my child was a senior at Al hammer and of course that was the pandemic and everything everything changed and shut down in the spring of that year um there was this huge upheaval and then in May about four almost four years ago now this month that George Floyd happened and that caused us Nationwide Reckoning and when that happened you know there were events in Martinez as were all over the country and there were some youth voices that were speaking up at some of these events and they some of these voices were making their way through the community in terms of what students of color have been experiencing on campus which

067I was never aware of and that that was something I feel um Shame about because it's something that was a reflection of my white privilege that I was coming to school board meetings 2018 2019 talking generally about bullying um other issues around school safy but I really wasn't clued in and when I talked to my kids which I should have had this conversation with them earlier about what the climate was on high school and my senior told me it wasn't good there was a lot of uh racial slur there was a lot of nword and uh when she tried to speak up about it um it wasn't well received and that's what's really impressive to hear here that you're really trying to create a safe space uh for the kids to speak up when they

068see something say something you see something that's wrong say something um you know because that makes it clear that this is not socially acceptable and sometimes people it's not intentional sometimes racism is very subtle it's not intentional people make mistakes they misinterpret things they don't understand what's offensive what's not and so you know we all have a lot of work to do but U my my Applause to all of you for the the great work you did there very compelling okay so this is um not an action item tonight it's just for discussion and information but um we'll bring it back in two weeks and we'll vote on the new contract um but so you all are welcome to leave if you I know you've got other stuff to do you're welcome to stay as

070this is the food services supervisor job description over the past year the Food Services Personnel site administrators and the business office have expressed a desire to have more consistent supervision of Food Services the business office has developed this job description for Food Service supervisor and will fund it from fund 13 fund 13 is a source of funding that can only go for food service purposes and cannot be spent on teachers thus this this management position will not use general fund money and will not use any other funding source that could be spent on teacher salaries or positions this job description is being brought to the board for information purposes and on May 20th we'll bring it back for a second reading and approval and the reason that we waited on these two is we felt

071it would be disrespectful to our teacher unit uh to be talking about the changes that we needed in management uh until after uh the board appr uh the the contract changes that'll be coming in a few minutes so are there any questions about the food service supervisor job description I don't think so I have a question questions I have a question um regarding the qualifications the qualifications there's three bullets and it says any combination of education training and or experience equivalent to one or more of the following so it's bachelor's degree in student Nutrition management business management or simar field four years experience in institutional management including supervisory or staff responsibility or uh or or the third bullet registered dietitian so can you explain are we looking for at least one of the three or

072what combination of the three are we looking for correct at least one of the three and as I look at this there I believe is another ore at the end of the second bullet so it can be any of those um items on there so when I talked with Brooke uh and Andy about I said do we really need a registered dietitian and the answer is no but we would like that if we have a registered dietitian we want that to be acceptable for the position so they can to have a bachelor's degree in student Nutrition management business management or a similar field or they can have four years of experience in inst institutional management including supervisory uh or staff responsibility or they can be a registered dietician okay so it's it's missing that last

073or on the registered Dici cor correct and it'll come back to you with that the the or in the first and second po I I guess and personally if it's if that is just one of the qualifiers to get to the door I guess it's a concern if there's no management experience to be a registered dietician without any management experience or or supervisory experience it would be maybe a cause cause for concern and then remember this is the um the floor level right that we want people have this when they when they apply for position there will be people that come in with more than this any other questions or comments I just want to Echo that um I think you should have supervisory experience as a criteria I I agree with Carlos in the

074respect that if you just are a registered dietician um you may you just got out of school and you're a dietician and you have no real experience um and just to make sure that we have let's say we only have one applicant or you only have two applicants I'm just I agree they should have some supervisory experience I'm not saying it has to be a lot but you know even if you just say a year I think there should be some supervisory experience just my thoughts I'm be glad to bring that back to the business one thank you for the feedback okay and I don't see that we have any public comment um okay so we'll bring this back and then um you're also presenting 15.3 that's correct okay so 15.3 is the principal alternative

075schools and coordinator student services job description uh this position combines multiple administrative functions into one administrative job uh the principal of incen and bionis the child welfare and attendance ptio Mali will be now be assigned to the duties of student services as outlined in this job description including serving as a leison to general education schools regarding student referrals to and from alternative education programs developing a program to support students in vocational training and experiences and coordinating all district independent study services and again this job description is being brought for information purposes today okay any questions I say does it come with a cape for Patty I know right I talked to Patty this morning and and she is um and I believe both of us believe that she can handle this it's um it's good

076experience she just finished the uh student services access student services training she spent the entire year working on that um vicente's enrollment is about onethird of what it used to be um so her number of students that she's serving due to a lot of reasons one is the lower graduation credit requirements at alhamra the credit recovery program at alhamra and we don't have that huge influx of influx of kids who aren't who are credit deficient going in there so we're about at onethird and so she has room on her plate she has an interest and a love for student services so we're going to we're going to see how that flies and it's a need that we have here that is currently bundled with the huge responsibility of uh special education oversight of all district

077special education so you know it's it this particular student services as you know last year we were going to have patty just be the coordinator of student services and learn the program but things changed in our makeup and our salaries and we ended up putting these two together this year I I think it'll be a good fit so I think so too I know I know Patty pretty well um as an administrator and I think thinks she's going to do a great job okay any public comment on this one no all right and we'll bring this back for next time as well okay number 15.4 is facilit uh facilitron rates presented by Andy Canon uh thank you board um we began using facilitron uh in November of 20122 um this was our chance to to

078put an online present to our facility use agreements with our outside agencies um and at that time we had talked about kind of looking at and letting um the program go for about a year and then bringing back to the board where we are we talked um a while ago about it um but we haven't really heard anything for a while so we thought it'd be a good opportunity to bring forward what our current rates are what we potentially could do for new rates going forward and then just give you an idea of where we sit um currently for this year um so the attachment for our year-to date um did not get on the board agenda but they were in the back of the room and I believe you have a copy um and

079so it's going to be the front and back sheet of paper and if you're following along with me um if you look at this um it's laid out in the chart um it's going to say the facility owner is in the furthest leftand column so each of our schools that have facilities that we rent out um and it's it's it's not on there it's uh in the back Joe um it's also going to talk about a description of the facility um our staffing cost what facilitron commissions are and what um we are submitted um to us so alhamra high school is easily our number one facility rental and it's actually more than half of what our income is so if you look in the far right hand column you're going to see that about $78,000

080um was collected for all HRA high school facilities of that um we're looking at almost $99,000 went to facil Ron they get 10% of that and then for services our custodian and other services almost 41,000 and then the actual rental is about 46,000 um our track and our all- weather turf field took most of that up um as you go down you'll see John Mur um small amount a little less than $5,000 John sweat was really nothing it's because we've had it closed off I think the PTA did this one activity and they needed overtime for it because it was on a Saturday and that's really the only group that we've allowed into John sweat other than our own internal um teachers and other um programs uh lases um the practice field where we have

081soccer in the back that was a a good uh rental for us and so you can see we're almost at $20,000 just for that back field area this year the Junior High um almost 14,000 and Morella Park just over $2,000 is what we've collected there and you're going to see at the bottom the total going across about $64,000 is for rental and fees almost $70,000 for our custodial and other services um to date and this is going just till March um commission about $113,000 for a total of about $118,000 year to date and we still got some time left and this is only what's been submitted we do have some outstanding bills so as we get through the rest of the year we're going to see more money coming in for the rentals that have

082closed out and they haven't paid yet and even the ones that are to come so we've seen there's been some pretty good growth there um what does it lead us to well when we start looking at this we carried forward our facility usage rates um from what we had before facilitron into facilitron and now it's time to start looking at um should we raise those rates and so now Joe if you want to put up the document that is civics uh excuse me Civic Center act calculation comparison perfect the the state publishes a worksheet where um any school district can look to calculate what its costs are and so they break it into um two components the Capital Direct cost and the operational direct cost um and so what this means for us is and

083using this worksheet where you plug in um the number of hours that your internal and out outside groups use it um the cost to repair or refurbish the property and then how much it costs for services is um I put together this list of our main facilities used the gym the performance arts building the High School stadium and the laus field and in using those um calculations I put together what we could in the fourth column capital and operational direct cost if we use that worksheet and we charged up to what I believe is the maximum amount for those facilities um for the gym alone we could charge almost $230 an hour for the PAB almost 430 an hour for the stadium about $377 an hour and for the field at lunus almost $43 an

084hour um and we're going to come back to proposed rates um in more detail on the next um attachment but notice that what we're going to be presenting this evening for your review is that we would have modest increases to our rental rates but they would still not be anywhere near the maximum allowable that we could do that and the reason for that is that we do value our Partnerships and our rental ability we know that many of our youth sports organizations and other groups who use our facilities probably can't afford the maximum rates that are being shown here and we do not want to discourage necessarily well at least I'll take advice from the board on what you want to do but in my opinion I don't think we want to discourage those Partnerships

085but at the same time we want to make sure we have enough funds that we can continue to refurbish and to repair those facilities because the increased wear and tear do add up over time and we would have to replace like the turf field for example Andy what's what's the difference between the two rates shown on the musd proposed um and we'll get to that that is going to be Civic and Commercial so someone who is a nonprofit versus for-profit thank you in the second chart on that document um we went through and looked at comparative districts that are local to us uh facilitron was um kind enough to give us um data for each of the types of facilities we have and then they gave us neighboring districts that they work with as well

086um and again I just used the four uh main facility uses the gym the PAB the state in the practice fields and you can see across there the different school districts and what they charge compared to what we charge and for the most part you're going to see that our U facility rental rates are considerably lower than our neighbors so what does this mean um we wanted to give an example for the board just to kind get a a a real life sense of what this would do and mind you these dates um for the third chart below is from December 2022 to December 23 we actually put this together quite some time ago and we used the gy rental at the at the high school to give um evidence of what we did for

087that one year right so for a just combined 12 months um we had a revenue of $ 6,255 if we would have done what we're going to be proposing in our rates for the gym we would see that that cost would go up to almost $10,000 with an increased revenue of $3,400 to the district now it doesn't seem like a lot when you just look at the hourly rate and that's why I wanted to show it a different way but just that small increase in hourly rate does have a pretty significant um adjustment to revenue and at the same time an adjustment of cost to the vendor who's using these facilities so getting to the last document that's on here the facility use schedule of fees this is for you to review and to see

088the the proposed changes that we are looking to make so we have in the furthest leftand column all of our facility descriptions what our current rates are in the next group of columns what we're proposing and what that percentage increase looks like in this last um grouping um and you can see that that they are significant in terms of percentages for example a regular classroom um is a 50% increase but if you look over our current rates that would be $5 more an hour for a group that's a Civic group a nonprofit that would be using a classroom where we see most of our um growth or I guess change would be when you start looking at the field Turf so if you go to baseball field Turf um you're going to see that we

089are at 50 and 100 now we're only increasing that by 20% 60 and 120 so we're again we're sensitive to the groups that are using those facilities the number of hours that they use it for and the programs that they run um it would cause I think a a significant change into what they charge for fees and possibly even who is able to afford to participate in those programs now it's not our responsibility necessarily to to organize and to judge what they can or cannot afford our responsibility is is to our district and making sure that we can repair and keep up our facilities but I think there's a balance there that that you're going to have to kind of look at and and make some recommendations um if you see something different that you'd

090want to do other than what is published here in these proposed um schedule of fees um so this is kind of brief but I I estimate that there might be a lot of dialogue and um conversation and I'm happy to answer questions take down notes and bring back um other ideas if if needed thank you I I have a question so on the um on the sheet that lists the uh I guess the revenue the total is 8,000 and is that um then do we then have to deduct the um employee the overtime pay from that amount whatever it's costing us to have employees there yeah that's part of that 68,000 so yes um that 118 includes what we do pay for um custodial for skill technicians and other positions grounds Keepers so along the

091same lines that that the $63,000 is effectively what goes back into the general fund budget or the oper the correct facilities budget yes got it okay and you know and when you start looking at you know the cost of replacing the field turf at you know probably about 1.2 1.3 million dollar today that doesn't necessarily get there but at the same time students in the academic program use the field way more than outside groups so the what I want to make sure is the public and others don't think that the only person who the only groups that pay for the replacement is those who use it outside of the school we have a responsibility internally to also contribute to that goal okay I I think that's a great philosophy I think um minor increases and

092keeping everyone happy and you know maybe having them use more often um is great and I think um I think it'll be wrong to just do a dramatic increase so I I actually like your proposed increases um I did have a question so on your sample that you wrote um let me see I'm scroll down uh where you said the increase in revenue is $3,425 that is just in the sample here that is actually before the commission or is that after the commission and everything no that is that is not in that is not taking out the commission okay okay yeah I just wanted to make sure I I would if you did this I would say well what the commission is because when I see increase Revenue I think that's the true Revenue increase

093and that's misleading just to me at least um but no I think your increases are good I actually um I think this is something that we should do maybe annually look at it but um I think these are very fair I mean I don't have any questions I actually think you did a great job on your presentation thank you thank you um I have a quick comment I really like this idea I think it's going to work out really well um but I found a typo on the facility you scheduling there's a misspelling I don't know if that's super important in the work of it go ahead tell me where it is um in the PAB you spell theater wrong oh yeah caught my eye there's a couple te's in there right yeah just just

094a couple all right thank you there so I I love what this looks like um I do just want to suggest that I think we should Market that this is available to the public on social media I know that I pay like $30 a month for my ads that I run on social media so it's very inexpensive and um I often see on like Rants and Raves or proud like does anybody know where we could have a little party or does anybody know where we could hold this or that and I think we definitely need to promote this in the community so people know that this is available to rent um just to generate more Revenue um and it's really inexpensive to just buy social media ads I don't know if it can be part

095of this budget or how it would work but I think definitely get getting the word out this is that this is available in the community would be an asset to the district and generating more money for us I think uh that is a good idea and one way that we could do that that would cost us no money is just to have like something Helen in your whenever you do an update just like did you know our fa are you know here's where you can find facility rentals I know that doesn't go out to everyone but at least it would kind of I think it would help in terms of like the Rants and Raves where anyone who's part of a district and saw that could then say Oh actually you could go here so

096it could be at least a freaking easy way to start couple questions Andy um going back to typos uh the the one on the the the proposed schedule fees the football soccer lacrosse field with lights on the percent increase I think is it loc you know that's why it's really hard to use uh Excel for typing because it doesn't do the spell check for you I'm not sure what happened there all right I'll correct that as well all right no worries but more more uh I guess uh importantly I am kind of curious in if you can provide a breakdown of utilization as I understand it facilitron says we have have 100 hours for the PAB outside the school use or whatever it might be I am kind of curious to know the utilization so

097if we're getting 75 75% utilization 100% utilization I'm curious about that um you mean can I can I ask do you mean like who's using it or that's my second question um no first one is just because if we're increasing something by $10 or 50% but we're not renting it ever it really makes a hill beans's difference um so that would be first question is utilization of these individual items but then uh to your point is a who are kind of like the top three of the big big users of the PAB or the or the field I'd be curious to know um and I suspect it's it's the little league or the AYSO um so I'm trying because I know those Youth Cheer and youth football are the largest ones at the stadium there

098yeah um and then soccer Diablo soccer is the Los hunus um and then various theater groups for the P that those are the largest that we do um then for basketball um we have uh like strength Street Bay Area film I I don't know they they put in their own name so I'm not sure if I'm doing it there um and strength to I said strength to strength but where I'm going with that is um I know a lot of these uh programs are utilized by our residents and in in town and so our parents are going to be getting stuck with a bill I'm going to be getting stuck with a bill you know my my kids participate in that as well so um to your point of striking a balance between that increased

099C that increased Revenue versus The increased cost to um our our residents I'd like to at least be aware of who's going to be impacting and if it translates to some people being from out of our district then you know that's that's a different story so you know what that's actually an idea is there a way to have like resident pricing versus because I know Pleasant Hill does that Andy's cringy um no we we we don't necessarily have to charge the highest rates we can but we have to have a fair a standard and what it allows us to do is to make a distinction between nonprofit and for-profit we're not able to do Resident versus non it would make sense why we' want to but it it's not it's not something that is allowed

100in the provisions of it sure um so if you I can pull a lot in part part of my my struggle here was I wanted to give enough that can give you an idea but I didn't want to overwhelm with lots of different graphs and charts um like I will be doing soon in our budget presentations um so what I've heard you say is you want kind of a utilization by yeah even like if you did an extra column on this yeah hours available for for rental something like that what I what I do have in the system and I used it for part of planning what the potential rental could be is I did internal and out and outside um hours in usage and so I can paint that kind of by each of

102uh your facilities is there a flag football league as well as a tackle football league town it's no tackle it's only football it's only flag I think what about nextag both that's flag we don't have tle on the on the turf flag okay so none of your facilities are rented out to uh the local tackle you yes yes there are um myf is tackle at the high school at the the little kids are tackle they're in pads and helmets so it's rented to both it's rented to Next Level which is flag right it's rented to them and then um myf so the reason I ask is as you know there's been a lot of controversy in recent years about the issue of um youth playing tackle football um below a certain age 12 or so

103and there's been efforts at the state level to ban um youth football tackle football would have been met with a huge backlash and have gone nowhere um so I just want to put that out there because um I personally feel very strongly on this issue that uh kids should not be playing tackle football um under 12 years old or even 14 years old I really believe you know I I believe I agree with the late John Madden who knew more about the game of football to anyone that kids should not be in PS until high school he felt passionately about that and he talked about that for years um other Legends like Brett Barb have said the same thing and you know we're still learning more about CP and brain injury but with developing brains

104um it just doesn't make sense and I think with my I think from what I've seen the last time I checked build that kids as young as six play C football that's what I thought I saw but anyway I just want to bring that up I mean I don't expect with everything else you guys got going on I don't expect you to take on another lightning rod and get uh have this room swarmed with parents of uh youth tackle football U players but um you know you might in terms of setting priorities I would definitely uh definitely uh urge you to prioritize the flag football and try to do whatever you can to promote the flat football leagues in terms of prioritizing your facilities for their use and even maybe giving them a better rate

110agreed to by both CS CA and mea that Dr scad is going to talk about a little bit later after this um public hearing um but before you this document shows that um we are able to meet our fiscal responsibilities in this year and the next two subsequent years and still maintain our 3% required Reserve um that the state um puts for us um so with that I'm open to any questions about ab200 or about the proposed um cost of the settlements with CCA and M and Massa and also our confidential supervisory unit okay is there any public comment so um Andy okay s seeing none I'm going to close the public hearing um and so what exactly is the board being asked to do with this um the board is asked um to approve

112increase uh this year with 2% retro active to July 1st 2023 and 4% retroactive to January 1st 2024 one additional teacher only workday is being added permanently to the teacher work year benefits remain status quo they will be the same same next year as this year and the same this year as last year sorry the same this year as last year tenative agreements were reached on the following articles agreement negotiation procedures Association Rights Association Representatives salaries workday transfers class size contract year leave employee travel and safety conditions the duration of this agreement will be three years from July 1st 2023 to June 30th 2026 in the two remaining years which are 2024 2025 and 2025 2026 the parties agreed to open the following articles for further negotiations salary benefits and two additional articles selected by

113each Party Staff recommends board approval of this tenative agreement and the associated salary schedules okay any questions or comments any public comment yes right it was in front of me the whole time okay so I've been following this issue the last several months and had a lot of thoughts to year I'm going to try to break through here so first in my opinion this board is to be commended for the 19% and pay increases you approved the last two years along with the 6% raise granted in this contract agreement that's over 25% compounded for district teachers over the past three years more than many of us have received from our own employers and it shows how much you value the district's teachers and the need to recruit and retain quality ones for the benefit of

114our students this is the most pro teer pro labor board I've observed in my years attending these meetings and I'm sorry you have not received the recognition from this community and the mea that you deserve for that second there's no doubt that this district is facing serious budget problems with expenses far outpacing revenues that's been made C clear to both mea and the community for recent months and it's equally clear that you had that had you granted mea the size rais it initially demanded and for which it again use students and their families as Pawns in contract negotiations something that plays out over and over you would have put this District on a path to bankruptcy within the next few years that's what the data shows third these labor disputes will seem to occur every

115couple of years and drag on for months are completely unnecessary and distract from the essential work of serving the needs of our students at a time when we're facing a crisis of public education and the emotional health of our children this contract could have and should have been settled in six hours not six months without any strife and any strike threats the budget realities are what they are and I said to this board after the pandemic and all the damage that was done to the academic and emotional health of our students that these political games needed to end and we needed our district leaders and unions working hand inand for the best interest of our children and apparently some didn't get that message you know this district has lost 9% of its enrollment since the

116pandemic does anyone think this strike and what we experience and what families had to witness being dragged into another food fight is going to help that situation I don't think it will fourth I think one thing we could all agree on is that our students deserve better the difference is that some of us recognize that they deserve better not just when the size of mea's pay raise is the issue at hand now I mentioned the meeting last year over the pride flag and you all remember that day this room was filled with members of this community of the Martin Community who stood with those students and spoke and supported them and there was not one mea representative there and that those students deserve better too not just when pay is involved you know this is

121that we got to where we got I think that our being able to offer these raises not only to our teachers but to all of our bargaining units all of our employees in and with the addition of 9% last year and 10% the year before is a real sign of our dedication to um showing our appreciation to our employees to valuing them I know for me I feel like even when emotions are running High I want to give our people the people the bread and butter of this District as much as we can while remaining fiscally solvent the budget is what it is it's not looking great um but I am happy that we have been able to prioritize that and I and I hope that the public and that all of our bargaining units

122see that this is something that the the board really has been dedicated to doing um and that we do appreciate and value all of the hard work I truly do not think that there's any other area that we spend money on that has more of a direct impact on our children these are the people who are with them for hours and hours a day and I think it is money well spent um I do wish that the process hadn't got quite gotten quite so contentious this year I'm hoping for a smoother process next year but you know think happen and um you know looking forward and I'm glad we're here tonight doing this yeah um this has been this has been a really labor friendly board and um thank you for to those that recognize

124we're trying to do is to get our systems in place so that we can take on online payments for our parents right now our online payment systems are a little they're not as organized as we want them to be um so we've actually worked with a director of informational technology Mr gangler um to start putting together a way in which we can facilitate this so I don't know if Mr G if you want to share a little bit about um the process um and then I'll talk a little bit about why we need the bank account uh yeah so um essentially what we're trying to do is just modernize our ability to take payments of you know in the 21st century um you know currently right now um you know the we have various ways

125of fees and fines it can appear as um a fee for a field trip to Disneyland which uh our seniors at alhamra do each year and um was actually one of our first test payments um using our system called my school bucks which is the same pay payment platform that um students are and families use to fill up their lunch cart basically for their second meal as a reminder all students get free lunch uh but if they'd like to have a second meal we charge a very small amount for that second meal um and it basically deducts from a balance that's in my school box we're trying to unify everything into one platform that everyone already has access to um and so uh like I mentioned uh Miss Patrick at AHS has used um this

126platform to facilitate her Disneyland trip payments um said it was the easiest thing she's have she's done in a long time and they currently have a web store it's just that they've been using but it's been incredibly difficult for them so uh we've been we took it as an opportunity to merge the platform so we can just get everything into one place um so uh the the other forms that you might find charges for could be a library fine uh someone you know hasn't turned in their book or it could be a textbook or a piece of literature or something like that um so uh we've been working um with Miss Rittenhouse the librarian at AHS to uh integrate our library system with that as well so uh we'll be announcing that to parents that

127that if they wish to pay a credit card or something or you know still cash we can accept it but the bottom line is this allows us to uh accept more payments we're actually getting into a position right now where you know folks want to pay with a credit card or debit card or Apple pay Samsung whatever pays you have um and we're unable to take those because we can only really take cash or check um we'll see some efficiencies just by digitizing a lot of stuff less deposits less manual counting of funds um you know like uh student body accounts have to actually be deposited into the district um accounts so there's a lot of transactions that occur there to get the money where it legally has to be so I mean in essence

128what we're trying to do again is to simplify things um you know give more avenues for folks to pay uh for a Litany of services that we could offer um the Ser we picked my school bucks because um people were already used to it um we don't pay um any sort of annual or monthly fee we just pay per transaction um and a small percentage of that transaction which is very typical to any uh you know credit card uh processing that you would do in a small business or something like that um and so yeah we just want to continue uh moving into that area and just trying to keep it you know One-Stop shop um and also my school buck integrates with some of our student Information Systems so it makes it easy for

129parents to link their students to their profile and you know fill up their cards or whatever they need so and what the reason why you're getting this resolution is that we need to have a separate bank account so we're not co-mingling those funds with our cafeteria money and others uh so you are not appr approving my school bucks tonight you are approving the bank account that the funds from my school bucks will be passed through before we recorded in munus um and to use that information um so that is the resolution um that you have in front of you tonight and if you have any questions either Joe or I can answer them for you what what is that small service charge um I believe I'd have to go look again but if memory serves

130me right I think think it's um it's like 75 cents per transaction and I think 2% of the total cost which is actually very inexpensive uh for a typical credit card processor um it you when you start with credit card processing you have to do there's a lot of numbers you put through you put revenue of expected Revenue expected transaction counts and that usually can buy down um your transaction costs um the reason why we kind of was looking at my school bucks is they pretty much serve a lot of school districts so they keep the prices very low um and also um you know not like a we don't have like an annual licensing fee or anything to use the product so again it it keeps the costs as low as we can um

131and so again we're trying to make sure that we're maximizing the amount of funds that are coming in uh per transaction we're not here looking for you know making more profit or anything that's not the business we're in um but you know we do want to make sure that you know like I said the example I used for the field trips and stuff like that it does offer another Avenue for payment makes it easier for folks to address that if they need to does that does that show up as an add-on to to the bill the parents are paying or is that that's we're paying it after the it's uh baked into the price per item so what we suggests like uh another example a AHS is they have you know the the school student

132St um you know so they have a lot of nice really cool Bulldog apparel swag all that kind of stuff that you can get so typically what you'll see is that transaction fee is already calculated in the price of the product so if it was you know 75 cents it would be just flat 75 added to the product and then uh we already know what the percentage would be of that transaction because it's it's just a you know we just put it in an Excel sheet and it comes out for Miss Patrick to just calculate it um based on that minimum Val value so one other question what what items or what costs would be excluded would they not be able to pay and I'm thinking like boosters or team uh donations or um you

133know some of those extracurriculars are they they give me limitations to what can be paid no um and that's another reason why we really wanted to move in this direction um uh when we actually formally move forward with uh Library um fees and fines collection um that actually will launch the district's store um and it actually we're going to get some Synergy with it um an example at AHS again is students pay for their student parking stall or spot um you know AHS traditionally has to collect those funds reconcile it and then provide it to the district it to be deposited into our account takes a lot of time to do that um what we'll be able to do now is just essentially put a button on an iPad for Miss Pat and then she

134can go through and sell her swag um you know any other things that she does ASB card or you know whatever you know your typical kind of senior experiences when you're walking through um and if a senior or Junior I guess a sophomore at some level wants a uh parking stall then they get a button they push that button and those funds now will actually go directly into the district's account that you are being asked to approve today um it would not be boosters though there boosters separate entity this really only focuses on District stuff but donations too um if you you know someone wants to be generous enough to donate to M Park Library fund that that will be available to as a button to them and they can facilitate that yeah so just

135to clarify um they could still write a check because the fees that you're talking about are absorbed by the person making the payment yeah yeah and it's a separate transaction so make sure people know that there is a cost associated with that convenience and uh and again important thing is being inclusive and and making sure that everyone if you want to pay by cash or check we want to make sure we're making that available but right now it's only cash or check and a lot of people present digital forms of payment so this is just being you know uh observant receptive to feedback and just being more accessible and I assume there's no service fee on the checking account on this account okay it's funny my 17-year-old said to me like just yesterday mom did

136people still use check well occasionally I probably write like three a year but yeah so um but our our kids don't have checkbooks so I think this will be good for the senior right yeah maris's you're shaking your head right when I started my bank account they asked me and I was like I would I don't think I'd ever use one yeah my kid doesn't have one either a couple years so anyway I think you need one for direct deposit when you start working they want that voided check yeah we don't get them anymore um anyway I think this is good this is um a progress any other questions or comments PA a comment actually I do have a comment this is just off the wall kind of funny so I went to a track

137event at campolindo on Saturday and I had to pay for myself and Nico and it was a ridiculous amount it was like $7 but I had a $2 fee to use my credit card so I was a little upset cuz I'm like oh my gosh $2 out of the seven that's that's a hefty fee is insignificant but in my mind I did the math like and that is for all Athletics throughout the area anywhere you go now co co ruined the cash transaction now everything is through an app and like I said we did focus a lot on you know keeping transaction costs low because we do understand that you know that adds up um and so the like I said this approach keeps that as low as it can go um and that's why

144her a few times just a really remarkable woman unfortunately she passed away last week um so I just wanted to mention her um and um we're getting down to the home stretch uh I think there's like maybe three and a half more weeks of school so I'm looking forward to uh graduation and and all of those um fun things that are coming up after the hard work of the next couple of weeks I'm good just wanted to um say again congratulations to the certifi certificated employees of the year um and also just remind everyone that on Friday May 10th at the AL hamur High School is the spring concert at 7 pm in the PAB nothing for me so my calendar says it's national teacher appreciation day I don't know what calend it is but

145in honor of that I have two poems um teachers paint their minds and guide their thoughts share their achievements and advise their faults inspire a love of knowledge and Truth as you light the path which leads our youth for our future brightens with each lesson you teach each SM each smile you lengthen each go each goal you reach for the dawn of each poet each philosopher and King begins begins with the teacher and the wisdom they bring and then in Spanish it's not the translation but it's another one it's a poem about teachers that's all for me um alhamra students AP testing is coming up or is going on for the next two weeks make sure you study hard get get some good sleep eat really well and good luck on the F or good
