okay I'm going to call the meeting to order welcome everybody so uh the first item item number two on our Clos session agenda is public public comments as a reminder the board will allow 20 minutes for public comment before Clos session in order to conduct the board's business during the allotted time those who do not get the opportunity to speak prior to close session will be provided an opportunity at the end of the Open Open session meeting later this evening so I have a couple of comment cards here the first one is Courtney Jensen and then after that I have Joe lion thank you my name is Courtney I am a mom an educator and a proud resident of Martinez before having children I was an educator in a different District I now have two

kids in their early years of their time as students in the Martinez Unified District I also have the unique experience of being a long-term substitute for this district and experiencing what they are teachers go through on a daily basis we moved to Martinez specifically because of the Stellar reputation the schools had scratch that we moved here because of the Stellar reputation the teachers in the schools had I had seen and experience the trickle down effect that happens when teachers are not paid fairly aren't given adequate benefits and have to fight for appreciation and respect families don't want their kids in those schools they work second jobs to pay for private school instead of sending their kids to homeschools they quit their jobs and homeschool their kids because if they can they move homes instead of

going to their home schools because the quality of teachers is what determines the quality of the school and then the quality of the district I got to be one of those that exercised my privilege in choosing a house that didn't fall with within those other District Lines those districts are learning from their mistakes now they lost teachers and families and droves one of the districts has already agreed to pay their teachers a 9% cost of living adjustment for next year why is our district so eager to follow a path that other districts have already learned from the resistance to pay our teachers and adjusted cost of living terrifies me I have seen and experienced the unreasonable demands on our Educators in this District while the pandemic at its worst may have passed the effects of

it still burn in our students and affects the classroom and our teachers there are still large groups of students who need the help of Specialists they need math intervention reading intervention crisis counseling and our teachers are already burning the candle at both ends despite that they make every effort to utilize the time and tools they have to make up for the resources that the district maybe the state is no longer providing our students teachers all over the country have backpocket strategies to get out of this industry why do you act as though our district is immune to losing teachers as though a refusal to pay a fair wage won't heighten the urgency for some of them to leave you will see families leave too I am not an anomaly there are countless families who moved

here for a chance to have teachers like the ones in this room and countless families who fear what an uncompetitive salary will do to our district families who are figuring out a plan and B in case this board doesn't figure out that their financial priorities are warped and out of order thank you thank you okay next is Joe lion and then we have Monica Higgins good evening I would like to directly address the in my opinion overly simplistic analogy posted by a musd board member on the public forum of Facebook if it feels like this not so subtle post was meant to show teachers and the public why teachers should not be asking for the cost of living adjustment or Cola as a quick reminder the 8.22% cola was given to school districts by the

state of California as a means of keeping salaries comparable and maintaining the ability of its employees to keep up with the rising cost of living the a in Cola stands for adjustment not raise I will not waste my three minutes of speaking Time by rereading this post but I would like to offer my own analogy for comparison in my analogy I was not going to resort to comparing teachers to a teenage boy looking for a bigger allowance however at this point teachers feel so incredibly disrespected by the do and the musd board the image of a teenage boy at the mercy of people who hold all of the fiduciary power seemed apt so here goes my oversimplified analogy my friend's teenage son came home from school the other night he asked where the money was

that his father had said he would leave for him it wasn't on the table as promised I need that money for increases to my food budget at school he said my friend responded oh I took almost all of that for myself I wanted to make sure that I had more money in my savings account but look I left you a dollar $1 isn't enough to pay for my increased food expenses it doesn't really seem fair you since you have already you already have greater reserves than I do and Dad promised the whole amount to me oh well my friend responded you'll just have to live with my financial decisions you could always skip a meal this quote was um this quote the person who posted this also quoted the proverb you can't get blood from

a stone as the way to seemingly underscore the point she is trying to make about the pesky teenage boy she references in this analogy if only the teenager had had the final say he might have responded like this well I'm doing 90% of the chores and you were given an 8.22% increase in earning earnings this year and over 133% last year why can't you compensate me accordingly if indeed the stone is dry it is her fault not his okay thank you next is Monica Higgins and then we have Mary Hardesty hello oops I'm sorry hello I'm Monica Higgins is that right am I getting it out um I am a teacher of 30 plus years and a parent my children went through school's k12 and hopefully my grandchildren will go here but that's up that's

up in the air I'd like to acknowledge you have a hard position budgeting is a CH always a challenge and we all want the same thing for our students to benefit from your decisions most of us have tight household budgets and are familiar with prioritizing using the household analogy in a school situation our students are the primary structure the house and the teachers are the foundation without teachers delivering all we deliver to students nothing else can be implemented our piece of the pie should not continually decrease across all Industries employees are the most valuable asset in any organization employee satisfaction is Paramount this is why employee wages and benefits are largest portion of almost any business's budget and why people leave and stay in jobs and careers when I first started teaching sixth grade many

years ago I had one textbook and no other resources this book was determined to be at a 10th grade reading level so most of my students could not access the information I taught in a building with a leaky roof floor tiles that moved and exposed wood I have taught in a classroom setting without working heater nor air conditioning nor many special programs under all these circumstances my students learned I and the other teachers were the most important component in their learning we're not a for-profit industry we do not need to make a profit our reserves do not need to be more than twice the recommended amount our reserves are higher than necessary according to edsource amongst other other sources there's a 16% decline in teacher credential programs by 2526 the shortage has been labeled as

possibly severe being down just one teacher makes a huge impact on many students and teachers we're short one sign sence position at mjhs our fabulous science teachers stepped up and are all teaching 120% they're exhausted they're working they're worried about being asked to do this again or sort of forced to being do it again they're so tired where would you apply if you knew how in demand your skills were if you were a 25y old new teachers look um they're going to be in high demand they'll apply to where they'll be paid the most they look at starting wages and where they can end up it's really that simple I had to pay more than neighboring districts to top out to get to my 90 units other districts top out at 75 it was money

and resources time that could have gone into my classroom so when they look at it they're seeing this higher salary but or seeing that but we're at night way to work harder to get to r90 units mesd should be focused on keeping new employees and I'm not going to get this finished um there's a lot of ideas to get new teachers helping entice them in bonuses it's not going to matter because retention is the most important part our our students deserve um the best pay their teachers a competitive wage honor the cola uh we want you want I'm sorry okay next next is Mary Hardesty and then Matt Diaz hi I'm Mary Hardesty I have two jobs I'm a third grade teacher at jamier elementary where I have worked since the fall of of 1993

my other job is that I am the co-president of your teachers union the Martinez Education Association the mea is part of a larger Coalition the East Bay Coalition for Student Success we believe that school districts should prioritize funds to provide the best for student learning and educator retention and attraction the district statement that the East Bay Coalition for Student Success is demanding higher salaries is mislead meeting we are only asking for the district to pass along the cost of living increase sorry there are two sides to every story the facts are that the district received a cost of living adjustment for this year of 8.22% our side of the story is that most of this Cola should go toward the classroom a cost of living adjustment is not a raise in the past 5 years

the part of the district's budget budget spent on teacher salaries has dropped from 39% of the budget to less than 35% your teachers union believes in transparency and fiscal responsibility we believe that the district should prioritize attracting and retaining good teachers because that is what makes the most impact on the students in our classrooms our cost of living goes up regardless of what the district gives us so no Cola amounts to a pay cut the district's latest offer is less than half of the state Cola I do not want to go on strike tonight I am asking you to direct the district's bargaining team to come back to the table with a better offer I have some slides that wear using to educate the community um on our side of the story so I'd like

to share those with you so I printed them out I'm going to just hand them to [Applause] okay our next speaker is Matt Diaz and then Vincent pulo hello my wife and I moved to Martinez specifically for the school district we now have two girls in the district and we we just as we planned and we knew that this District was the best for them we have heavy concerns about this budget cuts uh from the district uh specifically the site lvns shout out to our amazing nurse Lucy at MP she has helped out immensely with the care for my type one child uh tonight I'm here to express our concerns with the districts not providing our teachers with the ongoing uh negotiations with mea we know the cola is 8.22% and we know surrounding districts

have agreed to the salary increase at a minimum include this 8.22 Cola why is our district only putting out 4% as an offer we've been told that the a major reason is the declining enrollment but this is not a specific issue to Martinez and this does not explain why other neighboring districts can provide uh that living adjustment and ours chooses not to what will stop our teachers from leaving the district and going to uh going to a district one over from here this dis incentivizes teachers from giving their all and I can imagine unintended consequences un unintentional consequences sorry I just lost my place such as a possible strike like we see in Oakland uh keep in mind um that that could be a possibility out of your current plans our teachers deserve to have

their hard work valued and to be paid a competitive wage our students deserve the district doing what's right and to keep these highquality teachers in our classrooms if you're making cuts and still not providing the full 8.22% to these teachers then you're doing this community a disservice and I would really hate to see the continued downward slide of this District that has been dis on display since CJ uh previous prev superintendent left this District thank you very much for your [Applause] time okay all right okay our last one um our last speaker that I have a card for is Vincent pulo good evening my name is Vincent pulo and I am a music teacher at John Elementary uh months ago it seems not like that long ago I stood before this board with our jme

ukulele club and we did a little presentation for you um I hope you remember it it was a great experience for us we had fun I hope you enjoyed it as well and I'll bet you think I'm here to lobby for my job right but that's that's not the reason I'm here I'm up here for a different reason uh I'm up here tonight to speak to you because I'm I'm a little bit troubled by the communication that I've seen going home to parents um some of the things I've seen on social media posts uh it's troubling troubling to me because uh you know those parents of those students they trust me and they trusted me they trusted me to keep their children safe their children to keep safe they trusted me to make sure those

kids know what they're doing they trusted me to make sure that I didn't put them in a situation where they were going to embarrass themselves I mean that kind of trust is hard to get you have to earn it and it takes a lot of time takes a lot of time to earn that kind of trust and it's impossible for us to do our job if we feel like parents can't trust us right and if we're made out look like the bad guy that trust is really really hard to get back and when I read this stuff you know I'm looking at this cmea East Bay Coalition as a factor in negotiations that's true okay absolutely true but the way this thing reads man it might as well be like you know uh Union thugs

try to strong armed District into money that they don't got you know that's what parents are eing and believe it or not and I know everybody in this room knows we live in a divided Community there are people out there right now that think that teachers are the bad guys and we're trying to indoctrinate their kids and we're trying to to to groom their children and all this other nonsense and this doesn't help this doesn't help and you know as far as I'm concerned let the negotiations go where they go and I can't see into the future I don't know what's going to happen maybe we're going to get a contract maybe we won't maybe we'll get a raise maybe we won't maybe we go on strike maybe we don't I don't know maybe I'll

have a job next year maybe I won't but I do know this I know in August when those kids come back to school and I have to walk them across the crossing walk like I do every morning or if I have to like make a phone call home like any of these other teachers are going to do at 3:00 in the afternoon and talk to their parents about their kids if they don't trust us it makes it really really hard for us to do our job so I'm asking you please please do not jeopardize the trust that our teachers have earned through countless hours of hard work don't jeopardize that trust and bring the community you know and make them choose sides on this collective bargaining process I think that's a dangerous thing to do

and it's going to hurt everybody and I'll leave you with this you know if we start to sew seeds of discontent and distrust in our community nobody in this room could be surprised when those seeds start to grow thank you okay we've got about two minutes left are there any other speakers fill yeah please ma'am you can fill it out after you speak if you'd prefer hello U my name is Cindy I am a parent of three children students all at um in Martinez Unified School District um my youngest child is a type 1 diabetic who attends a Mel Park Elementary um I am Gravely concerned about the impending nurse layoffs for obvious reasons of all the resources to cut this is probably the most dangerous my child relies on insulin to keep her alive

literally um and she cannot do it on her own um so whoever cares for her and others like her at school must have a thorough understanding of not just how to administer insulin but also how to test for ketones when her levels are too high when to finger stick her versus using a pen how to troubleshoot all of her devices and so on and so on removing the one and only person on campus who has the Education and Training to do these things is playing Russian roulette with her health and safety it may sound overly dramatic I mean realistically what are the chances of something horrific happening what are the chances that the worst possible scenario will play out on campus well on September 23rd 2013 at approximately 12:30 in the afternoon a play structure

fell over on the playground at John sweat Elementary crushing the skull of a four-year-old student she suffered a catastrophic facial injury traumatic brain injury and a major concussion there was no nurse on staff at the time so the little girl was picked up and moved something you should never do to a person with a head injury physically and mentally the little girl has never been the same I know because I lived it with her she is my older daughter now attending High School my point is you can't guarantee the worst won't happen so why would you take away the one person properly trained to mitigate the situation if and when it happens this layoff as well as the snub to the teachers cost the teachers cost of living smacks of mismanagement who's holding the district

purse strings and more importantly who's watching the person who's holding the pur strings it begs the question are there Sticky Fingers in the grant money too laying on off nurses seems like an act of desperation or just plain greed not a wellth thought out strategy considering there is money in reserve something's fishy to say the least and my child will be the one paying the price thank [Applause] you Andy can you can you answer for me how much is in reserve and how much will be in reserve next year in the year after and how much are we required to have uh we are required to maintain a 3% Reserve um for our restricted reserves right now I'd have to look at the numbers they're not right now in front of me but I can

bring something back and discuss it and be ready for that um I can tell you that we have looked to prioritize our reserves um to focus on mental health and counseling um and that's something we're looking at over the next couple of years because it's such a great expense we we have to we have to narrow what we provide services for and funding in order to extend it over time it's either the option of using funds all within two years on a lot of things or using um over a multitude of years on a few smaller things to be able to get um sustainability for the program so that's what we're focused on but I can bring the numbers back after close session if you like we will adjourn to close session we'll reconvene the

meeting of the board um we're back from closed session we apologize for our tardiness um we do have a report out from closed session um by a unanimous uh vote of the board the go uh the governing board took action and close session to release and reassign certificated administrator number 3271 pursuing to Education Code 4495 and gave direction to the superintendent or designity to provide the required notice okay our next item is the Pledge of Allegiance IED Al to the flag of the United States of America to the stands naice okay item number seven on tonight's agenda is approval of the agenda and are there any changes to the agenda no the no changes thank you is there a motion move to approve the agenda okay seconded okay um student vote I all those in

favor I I any Nays okay motion passes item number eight is highlights and recognition and first up we have the Martinez J high school girls basketball so tonight we have uh Clara Checker and she's going to talk to us a little bit about their season um hi I'm Clara I was on the eighth grade girls basketball team so the sixth grade team took second place at their league tournament and the seventh grade team got third place um my team qualified for the tournament and we ended up um getting fourth place place and to me the best part of the season was the Chico and the running tournaments um the boys basketball season is ending this week the sixth grade boys team only lost two games this season and the seventh and the eighth grade teams

from um Labor Relations representative Mike utzig Lynn utzig good evening members of the board and thank you for your time this evening I apologize for not being here in person but CCA is trying to understand the process by which the district is proposing layoffs of CSEA members when the proposal contradicts the presentation that has been given to this team while I understand that the budget deficit this year has included a cut to school per pupil spending the deficit does not include the level that the district is proposing in per pupil spending since 2020 per pupil spending has increased by nearly 60% enrollment has not dropped nearly as much thereby most districts including this one are actually receiving more funding than they did several years ago the district has shown in their presentations with staff previous

to this evening's presentation that there is a total of nearly 3.8 million surplus plus 1.8 million in in the required rainy day fund while we understand the impacts of potential long-term cuts to the district we also understand the immediate impact effects this has on our members please take the time to consider how you're impacting those who serve the district in a manner that benefits the students every day the level of cuts directly impacts and affects numerous members of the bargaining unit and the community at large please reconsider as some individual cuts on this this list impact as many as four people thank you okay thank you is there anything from mea the next item is comments from the PTA do we have anybody from PTA tonight and item number 12 is Staff reports 12.1 is

superintendent report so um both alhamra and viente are up for wasque review visits in March I've read both reports in their entirety and the chairs and the staff at both sites did an amazing job with their evaluations I look forward to greeting the visiting teams and hearing their thoughts next month the school plans are um sites are going to begin to work on their site plans for next year in next month and they're going to evaluate their progress of this year's goals and review their goals with the site Council if anybody's interested in participating on the site Council next year or attending the meeting as an an interested visitor please contact your school site principal safety plans are up for adoption this evening liutenant Lexi from the Martinez PD gave his seal of approval on

our plans just this morning and we are awaiting approval from the contracosta fire department this is the fire department's first year of auditing our plan so it may take a little bit um should there be a need for a change we will bring them back to the board for revision Equity audit we started an equity audit at alhamra High School in August excuse me um we have a data preview meeting um that will be held in March alhamra high school department chairs and District administration from across the district not just alhamra high school but throughout the district will attend and from there the um Equity the Ed Trust West will complete their data review and create a report to present at a board meeting in May they're a little bit behind schedule they were supposed

to have their board meeting presentation in March but we're moved back to May today I had the absolute pleasure of participating in read Across America as I was invited to read to the TK and kindergarten class at John M this morning I read all about Humpty Dumpty in the great fall a newer version newer than the traditional one that we all know and learned as young children and it had a fun twist at the end it was the highlight of my day and I look forward to being invited again so thank you to the TK and kindergarten classes thank you okay item number 13 is public comments under government code 54 954 point3 members of the public have the right to address the board on any matter within the board's jurisdiction however the board may

not take action on any non-agenda item individual speakers will be allowed 3 minutes to address the board 20 minutes have been allocated for this portion of the agenda additional time is allowed at the end of the meeting if there was not enough time to speak during public comments and the first one I have is I'm I'm going to not attempt to last names and butcher them so I'm just going to call Alex and then Courtney is next hi I'm Alex I live over around Mari and Terrace it's a pretty small street here in Martinez it's actually right behind The Snack Shack over on n's field um we became aware that there's plans to replace the fencing that is around the field and I fully support it I get it you don't want tetanus covered barg

guire surrounding a kid school um I get that uh what we did find out was that the current plan is to clearcut all the trees that are in the Green Way between the field and our row of houses um I'd like to kind of bring up it both ecologically and budget wise it doesn't make too much sense to do this there's Coastal live o Valley live o Native Holly native Laurel um and I'd really like to see these trees preserved they're a keystone species for a number of the Native species here in Martinez um it also provides I mean more selfishly some privacy between the school field and our row of homes and then addition Al I know the budget is of a high concerned at the moment and I'd like to think that if

we were able to maybe move that fence more down the hill towards uh the field as opposed to up towards the street we could preserve those trees and we'd save on the expense of cutting hundredy old oak trees down um I that's it that I had for everybody so um I'm not sure if I can ask a question but uh was that site thing that you discussed uh in your attendence notes is that something that interested parties should be attending no site plans have to do with the goals of each school for academic more academic and social emotional and safety goals um for facility requests you should talk to this man right here yeah if I could could I get your information and then I can be able to contact you afterwards because I think

we talked to Joe and I don't remember Joe's last name I'm sorry uh the bonds yes okay the issue as well right as I as am I but we want to facilitate more conversation because we're looking at that but we'd like to get more and we don't know all your names and numbers so if you want to leave that information um you can write it on a card and drop it off that would work thank you thank you okay Courtney is next and uh Courtney starky and then um twe I stand before you today with a heavy heart and a determined voice our community is fac facing a crisis that cannot be ignored any longer bullying is a daily Occurrence at mjhs and the response has been nothing more than sorry nothing short of inadequate

we must be proactive in our efforts to create a safe and nurturing environment for all students and action has been reactive at best according to the CDC 15% of students will be bullied and 19% of students will be bullied on school property this year roughly 134 students online and 171 students bullied on school property applied to mjhs but last week there were Instagram Pages made with the intent to bully kids where over 150 students joined and many of those students liked shared and participated in this bullying act and this is just one incident at the middle school that already surpasses those CDC statistics suicide is a second leading cause of death in teens and if that doesn't CA their attention this should a child at mjhs shared to this bully page that they were going

to murder themselves if the post about them wasn't taken down sorry students affected by these bully pages are afraid to come to school battling with anxiety depression who didn't hear from the school until Wednesday at 8:00 p.m. when mjhs had emails from me at 7:37 in the morning Sunday morning no support was offered to these students for two days when at the very least this should have been a priority for the district and school after this incident there was a 10minute Google meet reminding the students of expectations at mjhs and after that a fourth page was created showing that these kids don't care about the 10-minute lack of effort even with the suspensions the only true effort I am seeing is from the PTSA and concerned parents who are pulling the weight for the district

by creating solutions to this outof control problem not once but twice threats the safety of the students and well-being of the students were not publicly addressed until they surfaced on social media the incident in one other incident when the student threatened to shoot other students at school so hear me now I will be a stand for these students and these parents on and offline and if all of that wasn't enough now you want to remove a vice principle from the school when the school can't even handle the issues that they are facing right now this is a huge misstep and a slap in the face to the families in this District where in your budget outline you state that one of the focus areas of consideration is to keep schol schools safe with appropriate supervision

our students deserve better they deserve to feel supported and protected not ignored and left offense for themselves so I urge you to take action so we're not the next school shooting statistic or teen suicide statistic thank you thank you um next up is twe and then Jada hi my name is tuango and I'm I'm a junior at alham high school tonight I speak on behalf of 11 11 Advanced Juniors at alham high school from a young age we were told that we had what it took to succeed in sixth grade we were put in the advanced math program in mjhs for the past six years we've worked hard to go down a path that we were promised would end in AP Calculus BC only to see it be taken away from us we don't meet

the required number number of students and our school's already facing budget cuts and it refuses to help us so for this past week we've looked for a solution only to find ourselves left with two options the first being take an online course with no real instruction or somehow raise $40,000 to pay for a live session at our school in a week not giving us this class brings no benefit to anyone whatsoever most of us want to be stem Majors stem programs at colleges are extremely competitive and many require at least five years of math which isn't possible without the without the option of AP Calculus BC six years ago we were given a chance to Excel and we strongly believe that we should see it through so on behalf of the 11 hopeful Juniors at

alhamra high school I ask that the school board support our endeavors to fund a cal AP Calculus BC class and to give us a chance to succeed in the way we should have been promised and that we were promised for the longest time thank you thank you next up is Jada and uh the last comment card I have is from Elizabeth good evening members of the board I'm a parent to two students at mjhs and I've been teaching high school for 20 years in Lafayette when people hear that I live in Martinez but teach in Lafayette they have two questions why don't I bring my kids to school and lafette or why don't I work with martinez this is my answer I moved here 10 years ago for the schools I believe deeply that our

small toown K12 District would offer a better experience than Lafayette and for the most part it has but why don't I work in these schools because as a single- income family I could not afford to take the pay cut alhamra High teachers have historically been some of the lowest paid High School teachers in the area but what has really brought me here tonight is the communications that I've received from the district regarding their desire for transparent negotiations I find it highly upsetting and disrespectful to the teachers in their Union to be receiving very one-sided and misleading messaging from the district here are some specifics to begin with you are only presenting one side of the bar bargaining table and the union does not have a comparable method of communication you've compared your salaries to other

districts but many of those are Elementary districts which unfortunately tend to pay less than K12 or high school districts you talk about how you've increased salaries by the largest percentage of any local District over the past few years but you also started at one of the lowest pay scales you share your starting pay as it compares to other districts but not the top pay nor do you mention that it takes 27 years and 90 additional credits to reach that top pay more time and credits than most districts for a lower top pay you continue to say that the local Cola is 4.6% but the actual cost of living increase for Martinez teachers really still is 8.2 the single most important factor in our children's education is the quality of their teachers I know my kids

teachers have stayed in Martina's schools because they are loyal dedicated and love our kids to their own financial detriment teachers are R routinely expected to do more and more with less and less because because aren't we in it for the kids but how long do you expect our teachers to stay as their pay fails to keep up with their actual cost of living increases with neighboring districts increasingly offering all years of service to new teachers to the district higher salaries and quicker advancement to the top of the pay scale our schools will fail to maintain and attract the teachers that make them amazing retaining them and attracting more high-qualified teachers should be your top priority and your messaging to the parent Community should reflect that your current messaging tactic is making the teachers and their

unions sound like your adversary rather than your greatest asset they are portrayed in your Communications as unreasonable unrealistic greedy and ungrateful this is not a good look for the district please do better thank you okay thank you Elizabeth hello my name is Elizabeth McCaul and I'm a junior at alhamra high school I'm also here to talk to you about our Calculus BC class for next year I am planning to be a cryptographer when I grow up I am um going to major in mathematics and computer science I have already gone and met with my college of choice three times in order to discuss with them about the possibility of these majors and the thing that I have learned is that in order to be better prepared I need to be taking as many math classes

as I can now in order to advance myself in that field so I need this Calculus BC class in order to be better prepared for college but furthermore I don't just want to take this class at DVC next year I'm slated to be the Alhambra High School drum major and I'm also planning to run to be be your student School Board representative but I can't fulfill either of these positions if I have to be at DVC taking a course online whether that course is during the summer or during the school year I want to invest in our school district not just invest in DVC online so what do I actually want ideally I'd love for us to be able to have a Calculus BC course next year but I've been told that will cost $40,000

that doesn't exactly seem feasible for our school district however we have found a different option online we could have a course for $800 per student there are about 11 of us students which comes to a total of about $9,000 definitely a lot more feasible than $40,000 furthermore an online Calculus BC course would allow us to fill in gaps in a different course that doesn't have as many students in it for instance since the calculus AB course which last year was limited to only one class because there were only 40 students might be able to have a two person uh um split into two sections if they had the extra students added to their numbers but how does this help you why is this important to our school district when one student advances it is actually

advancing every single student even just displaying that it is possible to advance sends a signal to all of the kids below us that it is possible for them to go higher and if they actually reach for what they want then they can get it our school is one of the lower districts um academic wise in the area and this is a way that we can advance and push forward and through that um because of that I believe that we should be having a Calculus BC class next year thank you okay thank you Elizabeth okay okay the next item on the agenda is number 14 the consent calendar and do we have any changes to the consent calendar um I'm going to turn it to Andy Annie yeah I'd like to request that we um pull

item 143a to be voted upon separately 143a 14.3 uh yeah the Commercial Energy natural gas purchase agreement Amendment okay so we'll pull that item um and then so I need a motion to vote on the consent calendar as amended correct as amended yes okay I'll make a motion to approve the consent calendar as amended okay I'll second it um student vote I all those in favor I any nay okay the consent calendar as amended is approved and now we will discuss 14.3 a so we just make a motion okay you just want to vote on it separately was there something you wanted to discuss or oh I'll be recing oh okay yeah okay um then I will move to approve item you want to say something I was just going to I just wanted to

are we discussing if you if you want to yeah I just wanted to recognize the donations the kite family um I was wondering Helen if you could speak to the Nunes family scholarship of what that's consists of or share with the community the Nunes family scholarship um receives donations each year and provides Dona uh scholarship for contast of fire I think is that correct I'm I I think that's what it is off the top of my head if I remember correctly okay and also but there are different types of scholarships some of them that we hold uh people donate to and then they pass them out at the end of the year and some of them are in trust from people who have donated very large sums of money that um we Dole out based

upon the criteria that the person leaves either in their will or in their trust and then also just the um Mela Park PTA and uh Ellen krro and Rebecca La for donations yeah thank you for pointing that out okay um if there's not any more discussion I'm going to move to approve uh item 14.3 a which is the commercial energy um natural gas purchas agreement Amendment doing the general consent first we just did that we already did it oh gotcha gotcha so what is the I have a question what is the commercial natural why why do we need that um so we join with a Consortium to get better pricing so what you see here is considerably less than what pg& does so we work through this vendor to provide our gas um we were

able to watch the market rates to get to the point where we were locking in the same rate that we had last year with the exception that last year was a variable rate so the bottom was the 695 and then it could escalate up to I think 0.9 per THM so just because the rates we just got a favorable thing and we were watching it we were able to lock in as a fixed rate for the same amount as our low rate from last year so the idea is that this is a a dramatically um you know cost effective measure for us to buy gas from a a second party outside or third party outside of PG do you know what the dollar amount savings is just approximately oh I think when I was watching

it um I I don't have the dollar amount I I can per THM I think it was well over like two dollar but I'd have to look at it again and can I ask why you recused yourself from the sure it's my husband's place of employment he doesn't have anything to do with this particular contract but every year that it comes up um we've been advised by our district legal council to just add an extra layer of separation and so to got it thank you yeah and we this is something that we vote on every year um with that I'm going to move to approve 14.3 a seconded okay um student vote I okay all those in favor I I any Nays okay all right thank you okay number 15 on the agenda is discussion

information items and 15.1 is the 2023 csba delegate Assembly Election information presented by Helen Rossy so the in front of each board member there's a delegation packet for voting this year this is for information tonight and any discussion and we'll come back at the next meeting for a vote but um coincidentally it ask you to vote for three and there are only three running so that shouldn't be a hard one unless there's someone you don't want to vote for but there's a description of each candidate and um a little about themselves in the packet so if the board the board is being asked to review this um and be prepared to vote in two weeks each of these candidates will serve a two-year term and um everything else you need to know is in the

packet so and I think they're all incumbents is that correct so they're all they're all already delegates on csba yep okay any other questions or comments okay moving right along oh sorry is there any public comment on this all right moving right along 15.2 is Martinez Unified School District Community safety responses also presented by Helen Rossy gosh I made this a while ago I forgot to even look at it so I was asked by the board to actually talk about the community responses to the refinery um not the community responses the school district responses when when there's an alert at the refinery but I thought it would be um good information for the public to add in safety responses for sometimes we have uh smoke days and sometimes we have um heat days that we

have to take extra precaution on and I thought if I could provide a little insight it might just put some parents' Minds at ease and and give you a reference to look up so heat warnings um everything that we follow comes from the count contracosta County uh health services and this partic these two documents there's guidelines for schools during the school day recess and and those types of things in lunchtime there's also athletic practice and they these documents if you Joe can click on just click on one of them make it come up will it come up oh no because it's not in the right format well each of these when you do click on them and not in a PDF in front of everybody um it will show you a four or five page

document with charts that come from a a collaborative um effort from the Contra Costa County Office of Ed and from Contra Costa health services and it it gives guidelines for us as a school district for individual uh principles when it's too hot what types of precautions we have to take and if the the temperatures this what gets canceled when it gets canceled and these are all recommendations that we follow um I put them out each year for athletics to Anthony and and the high school administration and each principal gets um a notice at the beginning of the year so here's here's a page from one of them this is an activity guideline it basically shows you the temperature and then it tells you what would happen so for instance in in the orange Zone on

C children should receive a 5 to 10 minute rest and fluid break after 15 every 15 to 20 minutes of activity um they should be in shorts and t-shirts only with all protective equipment uh removed if worn for activity so if it was a football practice day and the temperature was you know in 100 they would follow these guidelines depending on on what it was down on the field compared to what it is over on a thermometer over at the refinery or something so it's it's everything is taken into consideration and they're pretty good about it because I can I can see um them at practice and so on and so forth okay I can't see this one yeah can I look at yours I didn't P it up okay this one here um activities

should be eliminated on The Heat deck so they have a green flag a yellow flag a red flag um and this is uh a again coincides with um Athletics providing water providing uh rest time providing um L taking equipment off things like that um depending on the heat but like I said you can simply click on the link on the agenda and it should be able to come up if it doesn't I'll have it fixed first thing tomorrow morning okay air quality so if there's bad air quality like on smoke days which I'm going to knock on this and hope that there's some wood in this particle board but we haven't really suffered a lot of smoke days this year so far um but the question always comes when are you going to cancel school

at what point do you stop what point do you not put the kids outside so on and so forth so here's a pretty good um I'm G to turn this down here's a pretty good um outline although nothing is ever in stone because when you work with kids and you work with air control and temperature and smoke there there's always something that can come up to change whatever it is that you write up but for the most part we do use the bay area area quality management system in airow gov air now gov is my main go-to I don't go to the purple there's something called Purple uh website that you can check the air quality because they are never right and so these two um are pretty much in line the purple one is

always an outlier so um if the air quality is good we we 0 to 5050 we're under normal so on and so forth and when the air quality hits the levels of 2011 to 300 very unhealthy that's when we begin to look at rescheduling Outdoor sporting events and possibly close school now the hard part about closing school is if the air quality is bad and it's 1:00 in the afternoon we have to contact every single parent and say would you mind leaving work and come and get your child and that always goes over it's a very popular thing to do with our working Community um but we do want to keep everyone safe and um I don't I don't maybe CJ did it once I don't remember but we try not to get to that

level we tried to keep them inside we have you know HVAC shutdowns and so on and so forth so um that's for air quality and then we get into oh here's the air quality I also send this map out you can see my writing on it for the different levels it tells them if there's a level one between zero and 50 there's no restrictions for recess but if we're at a level three which is unhealthy for sensitive groups from 101 to 150 we should um exercise indoor or avoid vigorous outside activities so it lays it out pretty nicely for everyone to follow the next section has to deal with um the community Warning Systems and the levels in corresponding Community notifications we take all of our direction from contra cost to health when there is

a warning whether it's a level one two or three um we will receive notification from contra cost to health um level ones are no anticipated off-site impacts and we would um have information posted to read 20 minutes within 20 minutes um on contracosta health.org I also receive the community and every principal every school um receives an email and a text to the principal cell phone and so we know if it's a level one and we know we can look it up there although the city tends to send it out within minutes afterwards so it's gotten a lot better than it has been in the last couple of years and I also get a follow-up call um pretty quickly from um an at the MRC Refinery she makes sure that I have all the information as

it stated if it upgrades to a level two we follow the directions from Contra Costa health and then level three the sirons would be going off and we'd be in shelter in place which again knock on particle board um in 30 years I only remember one that was any length for the entire district there might have been another one at Los hunas but but for the most part there I only remember one and it was a very long time ago and we're going to keep it that way I hope um next page is well that's the um same thing here so um here's just some information on each of the levels notice at the bottom we follow all directions provided by Contra Costa Health okay email text messages happen go out to all Sites um

Administration followed by a call from Nikki um if Nikki's not here it goes to me and I will get it out and we let them know to take precautions as necessary and follow the charts so and the advice from the um from the health department and the last safety response is I don't know how many parents know this but we have been using standard response protocol for our district safety procedures and this is a um this is a set of protocols for for shelter in place for lockdown for Ev evacuation for hold and what we mean by hold so say there was a a psychiatric emergency and an ambulance came and had to remove a child and it was right at passing period because that's where Murphy's Law steps in and says if it's going

to happen it's going to happen at that time so we put we do a hold signal till the whole school and teachers hold the students in the classroom to keep the hallways free and provide some privacy should there be privacy needed the rest of them are self-explanatory and the procedures and Protocols are in every classroom they're also for any parent who's interested it's on a website called I love you guys and the uh protocols were put in place um uh by a parent uh came up with this organization after his daughter was um involved in a in a shooting in Colorado and the last thing they heard was I love you guys from a text and so um we have had standard response protocol training for our District administration twice since I've been here and

as recent as the beginning of this year I would like to incorporate it into um next year as beginning of the year PD for our um our staff they've had they've had training but not to from the level of the trainers from I love you guys and I think that it it makes a big difference when you hear it from them versus you hear it from the principal who's telling you to make sure that your door is closed and make sure this is happening I I just I I think about that and then they also helped us um put together um simple reunification plans which right now the the police department and the uh fire department are reviewing in our safety plans those plans do not get posted nor do the emergency Maps because the

last thing we want to do is post anything online for somebody who intends to do harm now they know their way around the school or where we're going to evacuate to and and reunification could happen maybe not say it was the junior high maybe and it was an earthquake or a fire and and you had to go pick up your children they their relocation place would be told to parents through our communication systems and that could be um in City Hall for alphabets a through C or whatever but we have a lot of that worked out and our next steps are to work more closely with the police department and the fire department on developing those even further so okay so those are our responses and I hope I've covered everything that um I was

asked I I think you did I I had one question so um my understanding is let's say for example we got a level two incident um from Contra Costa Health something happened at the refinery um you we get notification from Contra Costa Health Contra Costa health and um most of our principles also have those texts set up but you also text them separately is that right okay and then how do they let the teachers know like for example let's say there's a PE class all the way down on the football field every teacher has a walkie-talkie and then for every classroom that has par Educators there's a a par educator walkie-talkie in case they have to take a child and leave the room so there is a communication system um that will work when our

phones and our texts and everything else doesn't work it it runs on battery they're expensive walkie-talkies and they have the capacity so mine has the capacity to talk to every school from here and then you switch the channel and the schools can talk to all of theirs um on on that and so I can actually talk to John sweat and find out what's going from Mike and then Mike can actually flip his channel and and give direction to his staff based upon something I report there's a tower up here at the district office and is there one is it just here at the district office that the cell tower is or the tower for those walkies uh there's one here and then there's one locally at alhamra high school I thought so um and then

it defers to any Tower that's nearby which our nearest one is Mount Diablo okay so we do have we do have phones we do have walkie-talkies we have parent Square we have a lot of ways to communicate depending on what's working and what's not working due to whatever type of emergency Helen I think this is a really informative I'm on the website looking at the posters um and did you say the this the emergency Take Action poster is in every classroom yes at every site yes and it better be hanging up in every site can we also um we can ask the teachers right there they're in your classroom yes okay um there's also a parent hand handout I see on here and I was wondering if we could have a safety moment or you

know briefing on on your regular newsletters just to highlight these different aspects that so just kind of keep that communication um alive the other question I had was um with your presentation talking about heat um is are these temperatures are they account do they account for like the heat island effect where the kids are on on turf or not you the ambient might were they are might be higher than the ambient they probably are not listed if you're on Turf it's it's this but I think that our coaches on Turf understand that the heat is higher because they're on that Turf as well um and I think it is taken into consideration I have full um faith in our coaches who at alhamra to know know when it's it's hot it's hotter on on the

uh also at the the the elementary sites right with new playgrounds the new play the only playgrounds on the elementary are the kindergarten ones and yes they are where um and then the last question is with regard to the smoke smoke days or air air quality um it's my correct me if I'm wrong but ever since covid there's been a requirement to bring in uh ambient air or outside air and circulated into the to the system said you turn off the systems um on smoke days but then if it if the smoke is really bad you're going to have to figure out a way to do it and and there have been times when we have shut it down prior to co but since Co we really haven't had any smoke days so don't be

jinxing me on that one we do have sufficient n95 masks to supply the entire City of Martinez um that I refuse to get rid of because you never know when you're going to use them and and um we just uh okay but uh yeah thank you any other questions or comments right is there any public comment all right this is an um information information item okay um 15 15.3 is the lcap midyear update report presented by Amy Espinosa good evening board members and superintendent Rossy um this evening I'm going to be presenting the midyear lcap update um we'll start with a little bit of background uh Senate Bill 114 was added requirement for leas to present a report on the annual update to around the lcap and budget overview for parents onor before February 28th

of each Reg regular scheduled in a regular scheduled meeting the report must include the following so I will be including um all available midyear outcome data related to our metrics identified in our current lcap and all available midyear expenditure and implementation data on all actions identified in our current elcap so as you may have noticed this is a very lengthy presentation and I've included an additional document I will not be going through this evening but the presentation is a summary of the other 20 or odd page document so impact to the budget overview for parents when Martinez UniFi School District adopted our lcap and budget on June 26th of last year the state budget Act was not complete and the adopted state budget included additional funds that were not anticipated for the district you'll see

below in the chart um there was just some small changes that were made um from the adopted um budget to the amount per our budget act so very minimal changes there so tonight um the midyear update will include all the metrics that are in our current LC cap at this point in the school year some of the outcomes are unknown some are in progress and some are final um the metric for each lcap goal will be shared on the following slides and that's why we have quite a few and I appreciate that we have an audience here for this tonight um we also will go through all the lcap expenditures and implementation at this point um some of the actions have not started some are in progress and some have already been completed and just

for everyone to know the budget information is based off the first interim and for those of you who pay attention to the budget we're getting ready to come upon our second interim so these numbers are from earlier in the school year so to review our first lcap goal um all students and particularly for foster youth English Learners social economically disadvantaged special education students will demonstrate growth toward meeting and exceeding standards in English language arts and Mathematics as demonstrated through state and local formative assessments and course grades the following Pages include the metrics so I'll just do highlights on each page and then you guys can ask questions at the end but just to take note across the top you'll see that we have the metric then we have the 2021 Baseline a reminder that we

are in our final year of our third of the three years that we have for our lcap at one point we wrote Our desired outcome for our three years so that shows in the third column and then you'll see in the fourth column is where we currently are and I'll kind of hit on those as our highlight and then finally in the last column has this been completed or are we continuing to be in progress and so as you can see the first metric um our midyear update is 100% of all students have access to the internet electronic devices enabling them access to standard align instruction materials that has been completed um and we I report out of that when I do the Williams act as well below you'll see that we have 52 55%

of our students met or exceeded the standard and this is what when looking at our Ela and MTH assessments 85% of students met or see the standard again this is a smarter balance we did not meet so we are in progress so you can see there what our desired outcome was in the column before I'll continue on with metrics for goal one um this across the top remember keep keep in mind where we are here um we had in progress for a mid-year update for the percent of all students in K5 who met or exceed standards on the district Benchmark in ela math assessments um we did not meet the desired outcome at this point in time there still is one assessment period in which we will do benchmarks and so that's why we wrote

in progress and also below percent of students in 6th through 10th who met or exceeded standards on the district Benchmark Ela or math assessment we um fell short in ela but we did meet the math for the midyear update continuing on with metrics for goal one um this is to increase transitional kindergarten access to all foury olds as you know this was um part of Ed code and so we are in progress we will continue um next year in um um supporting our TK students until we get to the point where all four-year-olds will be offered a transitional kindergarten now moving on to the action steps for goal one and so these were the actions that we were going to put in place to um to meet our goal and so here uh you can

see across the top I want you to take note that we have the action title only so this does not include all of the summary information that you would see in the LC cap so this is just a title access to instructional materials and then the budgeted expenditure and then the actuals that had been spent at the first interim and then you'll see implementation note was this fully implemented partially implemented and so on so forth and so access to instructional materials that's fully implemented as you know we um we got exceptional right on our Williams act um in September and so we have instructional materials for our students um this money is allocated here for uh continued uh purchasing of Licensing or uh workbooks for students uh and so that's why you would see money

here and then any new adoptions would also fall in this area collaboration for improved instruction partially implemented at this point in time professional development partially implemented support for learning at home partially implemented and Technical Support partially implemented as we turn to the next next slide we continue with our actions St um our action steps for goal one we have formative assessments partially implemented Credit Recovery fully implemented tutoring intervention and enrichment fully implemented foundational reading instruction partially implemented algebra Readiness and Mastery fully expansion of transitional kindergart and fully implemented I had something I was going to add there but now I've forgotten what it was because we went on to the action steps but I'm sure you guys will ask me a question and it'll jog my memory so for um lcap goal 2 improve English

language proficiency and academic achievement for English Learners and particularly long term English Learners and monitored reclassified students for our metrics um you may see some of our metrics do repeat themselves and you also may see that some of our action stuffs also repeat themselves um during the lcap executive advisory committee meetings we've talked about how can we ensure that we have a nice concise um lcap for the coming three years which we will be writing in the coming months so going through the metrics here you can see on this um on this slide we have two that were in progress and two that were final and the ones that you can see were final are where we met or exceeded the actual desired outcome for the 2324 school year these are action steps for goal

two we have professional development access to instructional materials support for learning at home tutoring intervention enrichment ELD language acquisition courses and bilingual par Educators you can see here that some of these are repeats from goal one um but there are some additional action steps that were being monitored for goal three uh promote the achievement for all students and particularly for lowincome foster youth English learner socially economically disadvantaged special education students by working collaboratively with students teachers and the community to review educational practice and research for the purpose of developing a graduate profile and ensure that each and every student has an equitable opportunity to develop and demonstrate the competencies articulated in that profile so this one as you look through it um remember that is completely focused on um The Graduate profile and that and

that goal so here our metrics show the percentage of families that are aware of The Graduate profile something to take note of on this slide is that there was not a baseline in 2021 this was not a uh a metric at that point in time and therefore is added since then and there that's why we have new written there you'll see that on a few as we go into some of the other goals um this is in progress while having a conversation around um the percentage of families that were aware The Graduate profile it came to light that we possibly should do a survey and so as a group we decided we would do a survey to gather some data and metrics around that so that's why you see survey needed next to in progress

all of these continue to be in progress um and one of of the questions that came up when when we had this discussion in The Advisory um committee was also um the increase of percentage of students who had met the criteria for College and Career Readiness the desired outcome was 70% and here we have 37% this is not a graduation rate and so not to think of it but it's completely separate and it's the career in college readiness indicator only so on to the next one so we continue with metrics and you can see here's the gradu gr graduation rate is at the bottom of the page and we had wanted a 5% increase and of course we met that and so that's why it says final there um you'll see the others are continue

to be in progress we continue with metrics for goal three which have to do with the percentage of students who've successfully completed a to G as well as a percentage of students who've completed CTE requirements we have um our numbers have fluctuated there and so this this area how it may have looked in 2021 is very different from how it looks now and so we'll need to revise this if we continue as a metric so for the action steps for goal three um you'll see that there are there's one here listed as planned and so this is continuing to be planned um the team felt that partially implemented was being too generous but that there has been some movement on implementing a system of local performance assessments and so that's an area that we are

going to continue to focus on and then you'll also see on this slide not implementing um College and Career Readiness program coordinator was part of our original lcap for the year and we did not um fill that position on to elcap goal four increase the percentage of students who feel that school is a safe and supportive environment with strong adult relationships and a sense of belonging especially for students who are Foster youth experiencing homeless special education Andor low income so for lcap goal 4 metrics we have the attendance rate was one of the metrics that we use as well as our suspension rate and then we also used our healthy kids survey information um which is included there with the percentages on the bottom um the they pulled a specific area around belonging connectedness in

the past for our Baseline and so that's the same information I used here so this continue we continue to be in progress in all of these areas continuing with our metrics for goal four um teachers appropriately signed and fully credentialed and school facilities and good repair um as you can see that our Baseline 100% of teachers were appropriately assigned as our Baseline and um per our current information we have 80.1% teachers are appropriately assigned so that's in progress and then as you know um based on our Williams Act information seven out of seven schools met good repair higher on our annual fit onto our action steps for goal four professional development on social emotional learning and mtss fully implemented continuing to see that summative informative assessments is an area of opportunity for the district and

then um our Wellness coordinator partially implemented that is a position that someone is currently taking on that role um also as a site administrator and then you can see parent engagement is here this is the first time that we see that as an action title and then tiered supports for uh through counseling Community Partnerships is also an action step and then school and facility safety and both of those are partially implemented at this point in time and for those of you who don't know this is our last lcap goal so you can smile now in the audience all members of musd will develop supportive student relationships for providing in positive learning environments this development includes fostering anti-racist and social justice policies and procedures to ensure all students have access to resources and opportunities available within

within musd and so um the metrics here are all based on our uh Joe will you click forward thank sorry the metrics here are all based on the work that our Dei committee is doing uh across our school sites and so um you'll see that we are monitoring how many meetings they're having um student surveys we're providing a broad course of study and then we're reviewing current curriculum to ensure inclusion representation experiences of student populations you can see three of those are in progress on this slide and one has been final and and then for our action steps um we have professional development on racial equity and social justice summi of informative assessments parent engagement and then Equity diversity inclusion and recruitment hiring and retention and um the team has worked on full implementation two

of those areas and partial implementation in the other two so in closing um 2324 has presented both opportunities and challenges and we're very proud of the growth our elll students have made as well as our res uh redesignation of our El students our District's still working through some lingering challenges such as suspension rate and chronic absenteeism and we are committed to offering the necessary services to our students and I wanted to acknowledge and thank everyone for their hard work and dedication um especially our employees that are in the classrooms and the support of our families and the resiliency of our students to continue to work very hard toward their goals right thank you um you mentioned this is the last year of the three-year lcap since we do have an audience can you briefly explain

what happens next and maybe how people can participate if they'd like to yes so what happens next is we will be writing a another threee cyc our threee Cycles up so we will begin uh writing our next lcap in June um we I will present hopefully with some others our an update on this year's lcap a final update on this year's lcap as well as uh present and we will have a public hearing for people make comments on the 2425 elcap um between now and then there will be opportunity for surveys as well as we have only one at this point in time lcap EAC meeting which is our executive advisory Council or committee meeting um I'm sure we're going to have to have more than one uh we just started going through our goals

this last time Lizzie is here laughing because she's part of my team and so I'd like to give her a shout out for being at my meetings um but we have a lot of work ahead of us and during this time frame as we our lcap our school sites will be writing um their site plans as well which will be in alignment with lcap always looking for when when the new year is up in August you'll be looking for new committee members too right yes it's a two-year commitment and so I don't know the off the top of my head but if anyone is interested there's information on the Ed Services uh website thank you um for the action for the the actions under each goal can can you explain um what it means when

the the estimated actual is is less than what the budgeted amount was the so the actual me that means that what we've spent up to this point in time has not met what we have budgeted for that so and and remember this is from the first interim and so we may have already spent more than that as of right now today even and so can you just say that not everybody knows when the first inum ends so it's a snapshot on October 31st correct Andy yes um we actually the the data that I provided her for a financial is actually up until January 1st so it was right at the end of December so a lot of the information she was correct contains first interim information but we actually extended the budget up until the

end of December to try to get as close as we could to this time frame so you get a more accurate sense of the budget and what's been spent okay but those numbers will increase yeah because we will continue spending all the way until the end of June 30th um so this is just a chance to see progress towards meeting that budgeted goal okay thank you can you explain what happens if you don't spend all that money on on a line go ahead uh yes um so what we do is is we're going to look for all of our expenditure expenditures and try to make sure that we reach as far as we can with the allocated amount any money that's left over will be carried over to the next year um and we carry

all those dollars forward at our general fund but depending on what our um our our unduplicated percentage is then we may have to do more or less towards next year essentially what the state decided about a year and a half ago is that we need to continue to provide services for the kids identified in the LC cap and so we carry that percentage um necessary forward um roughly it's about the same so I think last year um we were projecting about $100,000 of carryover but we actually ended up spending it right up at the till the end so we carried over no dollars going forward but we cannot we are no longer allowed to take those dollars and just put it in the general fund we have to carry it over and put it in

the next LC cap so in this case if we do have carryover Amy be will be assigning it with her lcap team to um next year's goals and actions okay so that that I think that's an important point so this this money that's allocated that we have to allocate for the lcap is is a different pot of money than for example the general fund where a lot of the salaries are paid from is that right yes that is correct thank you anybody else yeah um Amy thank you very very thorough uh presentation it looks like you a lot of time went into this um you answered a few of my questions Andy regarding the the budget and the funds carried over obviously it's really encouraging in some areas with the elll and some of those

numbers the math numbers are not as encouraging in some cases uh dropping below even the Baseline and so I I guess is there a correlation and I'm looking like you know the actions the algebra Readiness we had $200,000 budgeted we've spent 57,000 but um and there's there's you know there's a lot of situations or areas where the money's not spent can you speak to what the money is being spent on and I guess is it it does it sounds like it's not being evenly distributed throughout the year so how is it being like SP in one area that would work towards uh these goals so when when the lcap was written there would be an assumption that we would be able to possibly offer this is an example and like an additional a time sheet

to someone who may want to do like a math um class or tutoring type after school for I don't fth grade for example and once we get moving in that direction there might not be um Personnel who are available or willing to do that or they can't do it on a continuing basis and so that's why you might see a spike because they might be able to offer specific interventions or tutoring opportunities um during a particular month because that's a good month for that that person um personally and then they might have to drop it off so that's why you might see an influx um for our algebra Readiness there's been um there's been money allocated to the high school for additional classes um to support and so that's another area um looking at like

our credit recovery and the opportunities that we offer for um for changing grades that type of the funding can go in there as well and so it just really depends the first semester of the Year everyone's in class doing their thing and then all of a sudden they may see their report card and realize okay now I'm going to need to to take on credit recovery because of this and so that's where the money can fluctuate I would think that we're going to see a spike in that as we go through this semester in the year because that's when that additional support intervention is going to come into play for our students who may need to um do grade changes thank you anyone else I did have a couple questions um sorry um okay let's

see um so uh lcap goal um so I'm questioning this one increase in percentage of students students enrolled in AP courses and passing an AP exam um so we had 30% enrolled the goal was 45 we're at 46 but um 57% of the exam I guess they didn't score 71% of the kids that took the AP exam did not pass that's correct okay um does this I know this is AP is slightly different than um I think Lizzie was talking about um the chem the Calculus class no she was talking about an AP class so that is an AP okay I thought it was um she said AB so I was maybe I Mis oh yes there's a lot of letters in that one but yes yes okay um so I guess so we do

want to have obviously 45% enrolled um and I'm just I think that's an important one too I mean I think that we need to have we need to be balanced in that um you know kids that exceed and so I'm just curious um what how are we looking to um get the um you know higher percentage passing the AP exam are people not taking it because of the cost are is there red you know or what's the kind of the reasoning um I'm just curious about that if you have any insight I actually don't have that information that's a good question to ask a student needs to get above a three to have it right count as a passing score and so I'm not sure if we have 100% of our students taking AP test

because it can be it is optional and it does have a cost associated with it so yeah I can follow up on that because I think that would be good to if we have students motivated to take our AP classes we want to ensure that they're able to get that credit going toward College when they're making that transition into college and I know it's like $100 I think to do that AP class and I know there I I remember seeing um where it came out where it's you can get a reduction but I don't know if there's you know people that can't afford it if there's a way to get it free right is my Curious my curiosity I think that's I think that's a good um topic for us to have a conversation on

and if we allocate funds to make that available in such a way for our students that's good and then I had another question let me see page let me see that was page 17 sorry okay okay uh so lcap uh goal four one of the metrics percentage of students um reporting a sense of belonging in connectedness and um that's also in progress and I the reason I'm bringing this one up I noticed that the younger kids like fifth grade um you know they were 72% starting in the Baseline and um I guess they're up to 75% the goal was 82 um I think as you get older um you know the pressure is maybe more and so I guess my um question about this one is I was very moved by the student that um

talked about the bullying at the Junior High and um what what steps are we actually taking to if that's if that is part of this um what are we doing specifically for that and I I agree with her that you know waiting two days to have that taken down um you know is unacceptable um so that's something that um I just very I'm just curious if that is something that's in here and what are we doing and how can we address this going forward if that's your section or not I mean I think you've done some great improvements and stuff but that was my question on that one so the healthy kids survey has um explicit questions around bullying uh even cyber verse like within the facility as well and so school connectedness is uh

part a piece of that section around belonging but um there are specific metrics that we could pull um that would give us the the percent of bullying as well if we wanted to look at it from that perspective I think looking at it from the belonging and connectedness uh is more an asset based perspective versus the deficit side but um like you said there is a balance between the two and so we need to not forget about maybe some of the opportunities that we have around how we can um ensure that connectedness and belonging as a whole includes how students feel a sense of safety as well on their campus and on their devices and I don't know how and if that um Can Can we address that in this or if that's not the

appropriate time okay to talk about okay all right that's the last of my questions then I don't have a question but I do want to thank you for all the hard work on this and I attended my very first ELC cap meeting last Wednesday and I really really enjoyed it um and I don't know it took me so long to be on that committee but I'm looking forward to it and um and Elizabeth was there she's on that committee and that's really great and it was so great to see student involvement and just like a tight-knit group of people that we had really good open conversations about these things and I really liked it there wasn't shying away from the data it was okay here's here's where we are and you know we know that

there's work and really a willingness to dig in so I know the lcap is just an enormous undertaking each year and so I appreciate all the hard work yeah I I'm going to that cuz the very first thing I ever did in this District when my child was in first grade was the lcap committee I volunteered and it's really eye openening with how things work what requirements we have to meet by by law how the finances work so I'd encourage anybody that has the time um it's it's a great thing to do uh and now we'll open it up to public comment do we have any public comments comment okay this was an information item so we'll bring these back next time to do we vote on this anything now it's just a report okay

okay 16 on the agenda is action items so 16.1 is appointment for Citizens oversight committee Bond measures K andr presented by Andy Cannon um since I started with the help of uh superintendent Rossy and many others we were able to fill out the whole whole roster of our citizens oversight committee and for everybody who is watching and in the audience tonight um we're required to have an oversight committee um that's made up of individuals in the community that essentially look at what we um do with our construction bonds who measure K and measure R and make sure that every one of our spending items is aligned to the original um details of how that Bond was passed um so we meet about twice a year and we go over that information um our committee members

serve a two-year um term and we've had one of them that is termed out and so she has decided to apply again to be on the citizens oversight committee um you have the application we do not publish it there's some confidential information in there um so that the board has access to it but the public does not um and what we are doing is we are asking that the board will approve uh Dinda Williams as the senior citizens organization member position for the citizens oversight committee thank you any questions or comments no any public comment okay um is there a motion I'll move to approve Dinda Williams for the citizen oversight committee second okay can I do she she can vote on this right marisel vote I all those in favor I I any Nays

okay motion passes um thank you Dinda for what be be being willing to come back for another two years um okay number two 16.2 is RFP number 2024-25 School District structured cabling fiber optic cabling replacement for the alhur high school and John SW Elementary presented by Joe gangler good evening board I was a mouthful so I apologize but lots of official techie terms in there um so just wanted to we're bringing this forth to the board as the the costs and the expenditures uh require us to do so um so basically what we issued an RFP uh looking for various uh entities to provide proposals to us um regarding replacing the backbone we call backbone backbone network cabling for alham high school and John swep Elementary School which is particularly the old campus um that

we have since vacated and moved into the new campus um this cabling is very important it interconnects all of our Network um um that's not in the classroom it inter interconnects all of that and gets all of our kids and teachers on the internet it through many ways and Pathways to get there um so it's important for us to every now that we do need to refresh it um so the cabling that's in there right now um is working whether you know nothing wrong with the cabling but it's um approximately 20 years old um and can't support any uh future U increases in speed or the amount of devices that are on our Network now devices 20 years ago are far different than what they are today in both quantity and uh capacity so um

basically what we are utilizing is some funds um from our e- rate program um and so just to kind of explain um what e- rate is um it's a federal program that's uh basically funded through a very small amount of money on everyone's uh cell phone bill internet bill uh landline um that's a you'll see it on your bill it's I think it's called telecommunications fund or something it wouldn't be explicitly stated as erate um and all that money goes into a pot um that's distributed out to all K through2 schools and uh County Libraries we're all part of that same program um um so basically what happens is uh we have two categories that we can uh rely on for spending um they uh cover a particular area of networking so category one is

for our internet connection so that's us um our provider here is AT&T we get a fiber optic line and we get uh funding for that internet connection so we only pay uh 50% of that cost and I'll go over what how that percentage is figured out um and then our Category 2 expenditures are for cabling projects such as the one being presented to you this evening um as well as networking equipment like switches routers uh firewalls that kind of stuff um the category one is guaranteed every year we apply for category one funding and we receive that funding that's automatically guaranteed but you still have to um apply for it um category two is called is first come first surf so um it goes by order of your application so when we file the agency

goes through and evaluates those in order that you applied and then hopefully by the end they get through um they still have funding available for this fiscal year um I've been doing this for a long time never seen them around a funding of category two but that is still a possibility and so we always have to talk about it um so how do we calculate the funding um two factors go into that number one is uh there's an amount assigned per um student in the school district um it's kind of what we talk about is you know average daily attendance is funding enrollment um but eate is strictly looking at the actual enrolled student um that amount varies um and it varies based on um funding years which or funding blocks we Callum which is

a five-year rotation very complicated to keep track of all this stuff as you can tell um then finally the percentage of um subsidy or or discount is what eate will call it is based on total free and reduced students um in the district um so when we talk about filling out that school meal application and we we talked about in the beginning of year how it's very important it supports so many different funding models Beyond just the free and reduced lunch for the student uh this program is directly impacted by our free and reduced applications so if we go up our discount rate goes up and if we go down our discount rate goes uh down as well so we are a 50% eate District so that means for every dollar we spend uh we

get 50 cents provided by um the federal government so we uh tend to want to use this program as much as possible it's effectively it's discounted funds and allows us to keep our internet infrastructure up to date very regularly um every school district that I know participates in this um it's up to you if you want to participate in it some districts uh the discount rate is at the lower tiers so they elect not to participate because sometimes the administrative overhead of maintaining the program actually costs more than the discount but that's a district level decision uh we always participate in it so U basically what the scope of work for this project is um over the summer uh this vendor that we've selected uh through a scoring uh criteria um which was provided to

you and attached on this uh item um one of the first rules of eate is that price has to be considered the heaviest weighted item in any request for proposal that's being submitted to eate so that's where you see in the scoring sheet that believe it was 85% that we put in as price um and then we're allowed to add additional items of scoring but the rules are very strict on what you can score upon um so we try to keep them very simple relationship with our district and then of course meeting the qualifications uh that we've prescribed um so we found that the most responsive bidder was ams.net um and if you looked at the bidding documents price was definitely Factor um so the scope of work for this project is they will go

in and they will remove all the existing cabling at alham high school and John sweat um and then they will replace it with newer cabling um that is a common standard now and can support up to 100 times faster than what we currently are sitting and it's up to our choice when we want to do that um there is an additional scope of work at John sweat um the cabling it's all outdoor exterior um conduit um and it was used they put in uh PVC uh which did its job but it's not typically what we would put in because we want the stuff to last a very long time um so it is showing a little where so we're also having them uh demo that out and reinstall it um and the purpose is you

know we have a beautiful school next door and we want to make sure doing all the work on um the old building to make sure they're kind of on the same timeline with the infrastructure so we're not you know following up well we had everyone out of the school a year later and recabling the entire school so we're trying to utilize um just some good timing um in alhamra we're doing it over the summer because there's just really no feasible way of doing it um during the school year there's no way we could you know rip it out during school break and reinstall it with um confidence um the only other school remaining that has this cabling after we're done with this project is Mela Park we would love to do that but they're currently

going to be very busy with their modernization this summer so it just was not an option for us to do uh we may look at that next year um so uh I present this for your review and any questions uh for this approval on this award so on the bidding sheet or on the rate sheet that we have is that you put out an RFP and you got two bids back yes we got two responsive biders mhm and see what what was the the quote for from G Tech I was in the neighborhood of $650,000 which was a lot um and so just you know again like it it gets scored by price so even if we were just doing the value AMS would win uh but uh you know they're factoring in probably a

lot of hours uh vinall um the AMS bid does include a $25,000 contingency for any unforeseen issues dealing with older schools um alhamra has some interesting ways of getting cables around to various Network facilities and they're good but you just don't know um until you're running cabling through them AMS got a rating for relationship with the district we've had services with them before um the gentleman that's actually going to be running this cable ran the cable 20 years ago so um he knows alhamra very well as well as our other schools um so sometimes that's very helpful because he knows the environment very well and he probably knows which obstacles he might run into because he may have run into them before um but um yeah they they've done work with us before in many

other uh areas of cabling or um you know servers uh we do tend to use them and decotech for some of our work but deot didn't file a response to our RFP so you mentioned that the the cable was installed 20 years ago the cabling that's going to be put in this summer hopefully it would that cable be ready and equipped for the artificial intelligence changes that are on the horizon yeah um so one of the reasons why we're replacing this cabling is the technology of the older cabling can only go up to a certain speed um so we can't we can't do anything like changing the lasers or anything that makes it go faster um the the cabling we're going to replace it with um like I said goes basically aund it's a 100

times faster than what we can do right now and that's minimum um we can go at any variable speed so what this does is helps us future proof um we monitor our Network regularly constantly we're seeing traffic going around and we have graphs that'll tell us how much you know the cabling is being used and of its capacity so from this point forward once we replace this cabling it simply I just replaced a little device that's no bigger than my finger and we can go faster as fast as we want um you know this is one of those projects that you know if you're a staff member or a teacher or a student and you walk into your school the start of school if you're out of hambur next year you're not going to see

anything different like it's not something that's physically out there and apparent to you I'll know it's changed and I'll be celebrating that every day but the you as a a standard user wouldn't see it until we continue to do those upgrades but the important thing is is we're able to do those upgrades grades right now we're stuck um we're not exceeding any capacity we're just trying to get our cabling into a current standard so and so I understand the the the restriction on Mel park with the current construction and the other three Elementary sites have been upgraded with the new construction why is the junior high not on this list because the junior high already has this cabling so we do not need to Cable it uh thankfully the project they did there um took

that into account um the School technically isn't running on that cabling yet um it's it's still there and we can switch over to it any time uh it's been more of just a timing of you know we have you some other projects we're working on and uh we don't see any metrics yet um for the junior high that's showing that they're exceeding or meeting the capacity level that's been provided um so for us you know it's probably something we'd probably do over the summer anyways because uh for us to switch over we have to basically disconnect every uh Network closet plug it back in do some testing make sure the cabling is working and stuff like that meetings back so thanks so this is probably a question for Andy but just because we also have

on this agenda can you explain fund 35 and how that's different from the cuts that are on our agenda a little bit later yeah and and we'll talk in detail about this when we get to second interim in the March 11th board but these are part of our restricted funds they're completely into a building fund and so we're not able to use them for things like teacher salaries classified salaries or administrative salaries for the education portion of our budget we can only use it for the construction of major projects and so that's why we're able to to do this project now it's nice to have 50% um funded by the federal government and we can offset it with our restricted building funds not our general fund okay do we have any public comment on this

[Music] item okay we'll bring it back for a motion and a vote I'll move to approve the RFP uh for the structure cabling you don't want to say the whole thing do I need to Nikki do I need to no you don't need to seconded okay student vote I board members I I okay any nay no okay motion passes unanimously all right um how are we doing this it's a long agenda tonight does anybody need a really quick break or can we keep going when when you need to okay all right okay uh item 16.3 is adoption of csba update update administrative regulation 5141 point21 administering medication and monitoring health conditions presented by Helen Rossy so I presented this two weeks ago um it was from the December uh 2023 batch of updates and um

we had pulled it because it was talking about Albuterol and we do not have a source for albuterol so it we do have for the epipens um so it came back with uh the elimination of the recommendation for albuterol until we have sources and funding to get that I did talk to Tanya part I talked to 50% of the committee because she had questions the other 50% didn't have questions I'm assuming because he didn't reach out and nor did I remember pretty straightforward it's pretty straightforward um so tonight I'm presenting it back um to the board for adoption did we at never I didn't think so okay um okay any questions comments no public comment all right um a motion I'll make a motion to approve um adoption of csb a administrative update 5141 point21

okay okay I'll second student vote I board members I I lenies okay motion passes 16.4 is information or action prefer uh let's see comprehens comprehensive safety plans presented by Helen Rossy so as I spoke about earlier in my report um the comprehensive safety plans are required by Ed code to be adoped Ed by the board before March 1st each School site has reviewed the plan and the reunification and tactical plans which are not attached um and updated them to include um the areas covered by new law of opioid overdose um Naran and um students with disabilties during an emergency so those sections were updated and principal signed off their site Council signed off Martinez PD has signed off and we're just waiting on cont cost to Fire and like I said um they're here because

they have to be approved by March 1st but should contracosta fire find something in one of our tactical or or reunification plans or in the overall plan the plan mostly consists of board policies around safety it's the Tactical and reunification part that they really need to look at um I would bring it back for revision as soon as we got it like I said it's their first year having to do this for us so and um so you're asking us to approve them pending contracosta Fire's approval yes and you explained earlier that is the are the um tactical and reunification not attached because of what you explained earlier yes okay any other questions or comments okay um public comment and um Phil will you fill out a card when you're done thank you uh Phil

Sergeant um I think this item was brought up during a joint session with the uh city council um so just I appreciate that you guys are working with the city and the ways that you presented this to the public it's been very informative you can clap if you want to we'll take it we'll take it um okay so we will bring it back um do I it's for information action tonight because it has to be adopted by the first so yeah sorry that's what I meant we'll bring it back for a motion I'll move to approve the safety plan comprehensive safety plans second vote I board members in favor I okay motion passes okay um okay 16.5 is budget reduction proposals for the 2024 2025 school year presented by Andy Canon at the previous board

meeting um I presented many options for this board to look at potential reductions and expenditures um the reason why we need to look at these reductions is based on our lowered fund Ada um and also um changes in Cola um the potential that our partial tax is going to expire in June of this year um we do have the election coming up in March but that is an unknown quantity um so in general we presented over $2.2 million in cuts to our unrestricted general fund and an additional 1.1 million in our restricted funds um we do understand that this causes a lot of disruption in our schools we do not wish to do reductions it is a necessary part of the job when we see that our funding is going to change over time including

in that funding change is the expiration of our one-time funds many of our restricted where we have use those funds to pay for staff necessary to help uh support students as we get through the pandemic and now that we're on the other side of it we're starting to see those dollars um be expended and no longer um funded to us um so because of all of this we have brought forward um these reductions um and Dr scad will talk a little bit more about what that looks like in one of the next items so what I'm asking tonight is that the board um approve the reduction proposals as stated in this presentation of $ 2.28 million in our unrestricted general fund and approximately 1 one million in our restricted um funding and I'm able to

answer any questions um either to to restate some of those questions and points from the last meeting or to answer any new questions that the board may have tonight thank you I'm looking at the um the third slide which is the conditions impacting the budget and we talked a lot about this declining enrollment um the reduction in the cola for next year and um you just mentioned the personal tax renewal and the one time funds and um also increases in sched education costs are also affecting this correct absolutely um if we were to vote to approve um this proposed amount can you can you tell us what would be left in reserve and what we required to have yes we are required to carry a 3% minimum reserve and that is calculated based on our

unrestricted usage of those funds um and we'll get into a lot of this detail when we do second interim um but roughly this puts us at about uh a high nine almost 10% Reserve in the current year um and it'll do the same thing um then the second year I think we're about um n and a half percent and then the third year we're 8% what that doesn't tell the story of is it doesn't tell the story of what our current offers are to our neg negotiation um bargaining members um so all of these things taken together are declining funded Ada the lcf and the cola changes and you see a large reduction of that um the onetime fund special education cost and the offer of um of 3% salary that we've already did is

going to bring our reserves really close to that 3% Mark in two years out so right now the way it stands and what you're going to see at second interim looks like a favorable report but it doesn't take into account all of the considerations that we have made for these things listed plus our salary negotiations anybody else jump in if you have questions yeah um I'm sure and I thank you for all being here I know a lot of people have been waiting to speak on these three agenda items and that's been a long meeting so I appreciate you sticking it out and I'm looking forward to hearing from the public I know that I have received emails specifically around two cuts and so the first is LM so these are our obviously trained um

nurses that help with students with conditions specifically type one diabetes students support okay before we're looking at before the pandemic um before we received all that um money evil money that I'm looking at right now because it's created and wre such Havoc um by giving us money to fund these and then taking taking it all away um we had one District nurse and two LVN to support our district we have health attendants who are trained in uh medical different a variety of medical um Pro I don't want to say procedures but medical conditions how to treat medical conditions monitor so on and so forth at each site we have the and Janelle's not here tonight and she could verify for me but I believe there are two Health attendants per site in case one is

absent there's a backup trained and so when the pandemic came and we had all these requirements to take temperatures of students to house students in um off outside of the school in the in the tents we had to purchase we had to have medical personnel there to monitor them and we used our our one-time categorical money at that time in 20 when we reopened in in um March or April of I can't remember when it was March of 21 gosh it seems like so long ago and it wasn't um to hire in LVN for all four elementaries we had a health attendant at the high school or an LVN and same thing at the Junior High um depending on availability we didn't we couldn't hire enough we had to contract because there were so many

schools that needed it and so some schools had you know the LVN so from the very beginning um at that time I was um I stated I think I was doing both CBO and superintendent and I stated that for every thing that we put money out for for one-time money when that onetime money goes away we we have to to um remove whatever it is and um I spoke at length with Beth um you know at a variet looked at a variety of options and went back to what we originally had at the pandemic which was a um a full-time RN nurse and two is it two LVN Stephanie two LVN um to service the campus and they'll be located at sites right now we have two LVN no we have the nurse and an

LVN across the street but I believe um they'll be separated to different sites and we will have a training and structure for health attendance uh maybe more in depth than we have had because we've had lvns I also um looked at other school districts to try to find out what they were doing because at that time everybody was hiring lbn and how many of them retained them in in the kinds of things they were doing some School District um have their office manager monitoring their students with um diabetes or with um other health conditions some school districts are using health attendance and some are using lvns but it it was I was hard pressed to find a a a clump or a a lot of schools I think there was one that still had lvns

at every school but the the majority of them had a smaller amount because of the dwindling money and used Health attendance to provide the service so that's uh Janelle and Beth will devise a plan before school opens next year on coverage um location and where our most uh significant needs are and place our our remaining medical staff um there and I just um I just want to say that there wasn't one thing that was easy to put on a list I've been here for 30 years and I have faces on everyone and it was a really difficult task to do but I had to keep in my head that even at home if I inherited $25,000 and I used it for a very expensive housekeeper at $55,000 a month or something I would have to

get rid of that very expensive whatever it is at the end of that and and just like with the school district there's not I can't go out and sell something and make more money um we are in the process of renting out unused facilities and classrooms to bring in more money um for the district just like Dutch Bros we were down that was a lot of income lost before Dutch Bros um opened it was three or four years before we could get them started and so we are trying to find ways to to bring in revenue and so so just because something is reduced now doesn't mean it's permanently reduced you you take a look and you evaluate over time and you see what the needs are and needs change Money Changes I've been around

long enough to know that the school revenues go up this um that's what I have for you Andy the other part of this is um obviously a lot of these are contingent on the partial tax which is we're waiting for the the the election um or the vote on on March 5th does this have to come back to the board should the partial tax um pass and be re-evaluated and and obviously with these positions um being reflected I think that's a question we can give to Dr scair and he can talk about any type of process for resending so we'll actually be holding those layoff notices um as long as we can um and if we don't don't hear the news sometimes when votes are tight the news doesn't come out right away we'll have

to deliver those layoff notices um and then if the vote changes as I've seen happen in numerous partial tax and bond initiatives then we'll resend those notices okay so this is just it's obviously reflective of a worst case scenario but is subject to change yeah it it it's it's really hard to do it's it's really hard on the people who are sitting in these positions but it's something that's absolutely important for the district to do because we don't want to be put in a situation where we don't have the funds to facilitate that um there's all sorts of contingency plans and other items that we can get to but this was the most um prudent and responsible for the district to put this forward at this time and you you mentioned emails about two positions

did you want to ask about the second one yes but I assume that we're going to have public comment about the second one so I thought we could maybe talk after okay um I had I have a couple more questions and you want to go first yeah um so it's good that we can resend whatever layoff notices you know we may not need to use um but I also did get emails about Administration salaries and how they're higher than the teacher salaries so I don't know if there's more room to cut admin salaries so we can reduce the cuts in other areas I don't think we looked at that yet to bring them more in line okay so I think we actually have the the admin salaries this year are less than last year correct

we have I'm looking for my my notes I had them out in earlier um last year we had and I don't want to give a wrong number I have to find it's in my other thing I sorry can I ask a quick question while she looks for for that Andy um you mentioned when I asked about the reserve about current bargaining with um the the um mea we also have salary negotiations this year with the other bargaining units as well correct that we have to take into consideration yeah that's correct and I I believe there's a shortly there'll be a sun shining or a process by we start with CA yeah we've already both we and CA have already sunshin the Articles we're we're looking at dates is probably going to be the week the

week of March 18th that we hold our first session okay but it's correct that we have not settled with either of the bargaining units okay okay so um last year I presented an administrative reorganization plan to the district and um just like all best laid plans it changed um I was hoping to add positions and and replace positions and it actually was a cost to the district of about $177,000 um but before the school year started we had um a principal at Vicente Martinez High School um accept a a promotion for another school district as a director or coordinator or a program specialist I believe and that left an opening the week before school and so what I did was I had planned to take our Wellness coordinator and H move them into student services

I moved them in as a principal and did not replace the um student services slw Wellness the enrollment at viente has been low and bionis which is fine it's it serves its purpose and the students who go there need an alternative program but there are a lot of students participating in credit recovery and other such factors that the enrollment has not been up where it used to be so she's able to pick up the extra duties of student services and wellness while being a principal so I collapsed one and then um we the CTE coordinator that we had um retired and we did not replace that position and then one program specialist we did not fill and instead of a program specialist I put a um special ed SL administrator or special ed slvp at

John sweat Elementary because the Mei school is moving over on March 1st and every student at Mei there are about right now I I wish to know was here but I think there are 47 students enrolled we already have enrollment for next year there are four full classrooms plus 50 more assessments of our three-year-olds coming in that are waiting in line so that it there's a huge need and that's why we moved it to a bigger campus on the old side of John sweat so that being said every student there has an initial assessment and a try every three years assessment so but because it's preschool they'll do an initial and then a yearly there's a need for um the pr a second administrator to handle the um special ed needs of our most severe

population and our youngest population so in the meantime these Mei classes I moved them from across the street because they didn't have any oversight of administration we tried to have viente do it didn't work um the balance between the needs at Vicente and Bion and the three-year-olds for the administration was a little bit out of whack so it didn't really work as well as it was supposed to so I took them and I divided them up around the district so there are classes at me Mei classes at Los hunus and John mure right now but they're going to come home to their their new home and so I removed a program specialist which is someone who handles IEP and special ed and I put a VP at John sweat to handle to work with Mike

um and learn about school administration at the same time she's been doing that for the last however many months and then she'll kind of be at both sites but um the need is for the special education so that was kind of an even swap so when I look at everything we had um I want to say 25 administrators last year we have 24 this year and next year we're eliminating two more administrative um positions for a to we'll be at 22 administrators now the state requires that every year we mathematically um do a calculation of how many teachers we have and how many administrators in the district that's called the student teacher ratio information can be found on the CDE website and we have never met in the last we've never exceeded we've always been

under in our ratio so if you go over the amount too many administrators you have to pay um fines but we don't have to do that because we're always under so basically when I recalculated I did try to hire um a uh director too for special ed last year and or for this year and that didn't work out so well and we decided uh when they left not to refill that position that Janelle can pick up um the work right now for a budget reduction because I tried not not to fill positions that were emptied once the year started so overall this year the difference in cost between administrative salaries from last year to this year we have saved 344,000 five 344 $543,000 in administrative salaries from last year to this year with our reductions

so um that um that's for next year and this year so all together so I'm uh hope that answers your question thank you yes so Helen I had a question um and this is apparent brought this to my attention and um you told me the answer but I just wanted to have it on open record um they said that um we have some tosas and can you tell me they where where do they get funded from they're funded out of um categorical educator Effectiveness money which is money that um the state gives us for professional development for teachers and they primarily work with our teaching staff in the areas of math and English language arts literacy and so they um they work mostly I think Elementary but I'm not sure if they've been up to

middle and high yet Amy would probably know more so go ahead Amy take it away ye yes they are available to all um um I will say our literacy tosa has focused more in um the primary grade levels with our goal thinking of K3 literacy and then with our math tosa um she's worked in all levels and with a focus on Fourth through nth grade so I just wanted to confirm that's not coming from the general fund so it's not impacting any of these okay thank you but they do have a time limit right how much more time do they have I don't know Andy would know I was just pulling that up um so the sunsetting of the educator Effectiveness block grant is June of 2026 great thank you so it could go till

then or it could go shorter time depending on the needs that would be up to our ed services department and do we have any statistics I'm just curious um on how um how much they've helped I mean do we have like where we started before and where we are after it's only it's only just started it just started that's why I thought okay all right thank you okay anything else all right um we'll take public comment I have two public comment cards um the first is Sierra green and then Amelia Barnard um hi my name's Sierra and um I think that like some things are not reasonable to like like you know like not do anymore because like let's say vice principal like there's a lot of kids in the school and like half the

kids like every single day I feel like the vice principal is like the one that like takes like in everything in the pr like like if there's like a problem you go to the vice principal for it like if there's like something going on you go to the vice principal and I feel like that's a lot for one person to handle and um yeah that's all I need to say all right all right thank you Amelia you're next hi I'm Amilia Barnard I'm a seventh grader at Martinez junior high it was brought to my attention today that we might be losing one of our vice principles next year Mr K is a wonderful and very supportive and nice principal and it would be a great loss to lose him I believe that middle school students

need more support not less support and this would be a poor decision thank you all right thank thank you are these for this item you want to talk now okay you told me seven I'll just cross it out that way all right okay so I have three that were five or seven so do you all want to be do you all want to be five sure okay so I am a a a parent in the district of a student at the junior high school um her VP was Ian Kio last year and this year um and he has had an incredible impact on my students's personal growth as well as her academic success um I can't imagine what her journey would have looked like without his support um my student's an IEP student uh she's

been academically she's been able to have a great deal of success um but part of that support she has relied heavily on Ian um he is fantastic at the personal relationships with these students he gains their trust um he is definitely someone that they go to um and feel comfortable able with um on a personal level uh my student experienced uh some medical um challenges last year that would have taken her out of school her doctor recommended um a home Hospital potentially for her and uh I went to Ian right away and told him what we were facing and what we needed for her to be successful and to remain in school which was her wish um um and that required her to go to his office every single day and have supervised eating periods

um and Ian was happy to step in and he um made it so that she felt comfortable she had someone to um just kind of be in it with her and her school year would have looked very different um had she not had that relationship with him and that support um at school I mean junior high is hard enough right we we see how hard they're already struggling and to have the reduction of someone who's already a trusted staff member and who the kids really seek out um is going to be a great loss um I don't want to run out of time here uh so that's what I can speak to as a parent and with a student at the junior high school I also happen to be a staff member at lunus I

work in the special education uh classroom for 3rd through 5th I work daily um with our Music Teacher and um as an advocate for those students I can say it will be an incredible loss the music program and her as a teacher um for my students this is one of their only opportunities to interact with typical students or have an opportunity to act interact with typical students um on their level um and feel like they're a part of the community in a way that they don't get a lot of other opportunities so for that opportunity two to three times a week um to be taken from them as well as to have an opportunity to participate with their um cohorts and I I hate to cut you off but can you please wrap up yes

thank you um just just the ability to um have an opportunity for Success that isn't academic in their school environment is huge for them and sometimes the only one and the only one for their parents to come and participate in their you know in their plays and the in the the concerts they put on um it's just an incredible loss to our community but specifically to our special education students who don't get a lot of opportunities for wins so um yeah I understand you guys have a budget and hard decisions have to be made but these positions that are student facing and so impactful to their ability to feel successful in school um it's a gut punch okay thank you [Applause] um do you know what that name is is that Angela they live on

where delay yeah I I so I the next card I have is Hunter and then I think it says Angela but I'm not sure was that you oh Hunter okay tell tell them we appreciate the effort um and was that you that just spoke Angela or is that somebody else oh oh is that yeah that is do you live on Deli I don't know am maybe Amaya okay did she leave also okay thanks okay and then I have um Loretta that was Loretta okay this is Alyssa do you want to talk Alyssa come up this is Alysa it's okay A student that couldn't be here not my child but somebody who reached out to me um first of all I understand that this is a very tough position I don't envy anything you guys have

to do I wish there was more money for all of the things um so with that said uh I had some information that was brought to me on Friday at the Color Run at the junior high and so then I sent that information out so that other parents would be aware because we are really bad and don't read your guys' agendas and all of the things all of the time so we missed out on that um so I'm sorry that we're late to the game here but anyways uh Dominic Lombre who is a student seventh grader at Martina Junior High reached out to me and asked for me to read this Mr kiao has helped me through so much from encouraging me to do my work to giving me hugs when I need them Mr

kiao always helps me with my home problems he is always very nice to everyone and loves all of the students here sincerely Dominic um my son graduated from Martinez Junior High last year year and is now a freshman um much of how he got there was the support of Mr kiao um he as you guys know we went through rough transition with English in 8th grade last year and uh Mr K really helped us to navigate to keep my son on track to get him to understand that you know we have to get through this even though we had a really rough time um as an eighth grade class in the English in general um he's just relates really well with the kids my son a younger son is coming up and will be a

sixth grader next year at Martinez Junior High and that was why this was really hitting home for me um because I think it's really important for um our young boys to have uh somebody to look up to in the educational world my now ninth grader actually looked at taking a um course at the high school to check out early childhood development which I believe they go to other school sites which was like I was dumbfounded I never thought he would do something like that but he said that Mr K really made an impact on him and made him feel like maybe he might want to look into that in his future so um I think that it's really important for a predominantly female um world in education for all of our students to see that

anybody can do any of these jobs um and I think that really impacted my son so I just you know wanted to say that and even if we eliminate this VP position which scares me to death um but even if we do I hope that there's room for him somewhere in this District because he's an amazing person and I think he's an asset to our [Applause] community all right thank you um for the a lot to those of you that stuck around and those that couldn't we totally understand um yeah I'm I'm just going to reiterate what's already been said so many times tonight that this all of these are really hard decisions to make none of us want to cut do any of these cuts um we've spent a lot of time we've this

is we've had several meetings talking about the budget what are our priorities what what can we live without in my my opinion we can't really live without any of this as as Andy stated um it's these cuts are going to affect every single school every single student unfortunately um I I think that's all I want to say right now I'm sure I'll come up with something else before we're done well along those lines I was thinking about this a lot and um I realized that among the five of us well I knew we all had kids in the district but among the five of us we either have current or former students every single K12 actually preschool 12 sites so we among the five of us we represent every single school and have current M

USC students and so for us these are not abstract Cuts this is not us looking at a piece of paper and making it all work out these are not only impacts we understand to every Community member but to our own families our own children so we don't take any of these Cuts lately and there's not a single cut that's not affecting some board members so is really heartbreaking to be doing this and to be having to make these decisions but I wanted to put that out there to highlight that these are not we don't this is the worst part about the job and we don't take it lightly it's really really important to I guess what I'd like to ask is um let's say hypothetically that there was an item on the proposed cuts that

we decided we didn't want to cut what happens then go ahead so if there was an item that you pulled from the list then we would be um we would have to go tomor well not tomorrow Wednesday in cabinet we would have to look again at our positions and and our budget and come up with something of equal um monetary value to replace it because the number is not going to change the total amount is not going to change at this time but the items in there if one comes out something else has to go in of an equal value or two things go in um to equal that does that make sense to everybody um that's the way it is the only the only thing that I can say is having been around and

watched this process for a while what's what's is today may not be tomorrow and like with the parcel tax if we get the parcel tax they never get their layoff letters if it goes a little bit farther and they get the layoff letters at the parcel tax passes then we resend and I think I had one year in Personnel where I had to serve layoff notices and then I re sended them because of other um retirements or resignation or something came up and said while this person retired in this position let's pull this and resend this so but it has to be the bottom line has to be the right number that's that's what it is and what I'd like to add with that is that with our expiring one-time funds we still have people

in those roles uh one of our grants the learning recovery um support block grant can go until 2029 and this is something the board made aware of and we've talked about before is we can extend for example one of the board's priorities of mental health counseling until as far along as we can hopefully until 2029 but if the board makes a decision at least in the restricted funds to try to keep these positions that takes a year off or two years off of each of those other programs so it's the ju position of how long do you want to implement a program and potentially um have a stay on that reduction so when you look at these things you can keep some of these positions for another year but you'll be laying off potentially double

that in the following year and so that's where we're trying to look as what is the what is the priorities of the board that you talked about um and we outlined in the presentation with the emphasis on trying to do the mental health services for as long as we can and that's why we're coming here so that's just an added piece of replacing like for like in terms of dollar amounts if we had to go back tomorrow and look at this so then I stand corrected if you wanted to take something off the list we also have the option to put it temporarily on a categorical out of a categorical pot of money that's going to go away but it will shorten up the lifespan of the things that are in there so that would

be your choice and and ultimately what you're struggling with and we're all struggling as we've been looking at this is there's not a good option right reductions are going to have to happen um at some point we are trying to prioritize reductions now to be able to extend the programs as long as we can but even with that there's a potential within let's say the money we can run mental health until 2029 well what happens in 2030 and I think superintendent rossy's comments on the budget will go around right education budget is a roller coaster you have highs and new lows it follows a a kind of a dramatic business cycle um and so in that sense the Hedge is that funding will return at such a quantity that maybe we can extend those going

on but if we don't reduce in this way you may have Gap years even before the revenue comes back to us where we can do that and so again this is strategic and trying to extend programs as long as they can based on those board priorities based on the criteria in that presentation for as much as we can but if if there are things that you want to see then you have an opportunity to tell us kind of what if there are additional priorities or changes in those priorities as a group and there there there are concerns about lvns there are concerns about a vice principal those are the two main concerns that I hear um and so direction from the board should they want something change say well I'd like to see how we

could manage with a little bit more LVN then we need to be creative and say okay well maybe it's a halftime LVN and that gives us another person to split for you know three and a half hours a day or something along those lines for not a full reduction um we could always here's the thing about the March 15th we can reduce now but we can't reduce later so if we reduce the maximum later and we have a little extra fing because of something we can always bringing back a partial or a whole but you can't reduce after March 15th now with either classified or certificated because of the new law okay so we're voting tonight on worst case scenario can I just interrupt for a second because we need to extend the meeting so

can I first make a motion to do that yes you may okay I motion to extend the meeting to 10 oh geez okay um second thank you Marisol oh I oh Carlos did yeah okay all those in favor I I I okay all right Mo motion passes um okay um so we're voting tonight on worst case scenario is it possible that some of these positions that we are going to vote to or we may vote to eliminate that could change at the end of the year or or they those people could be put in a different position that might become open I think Dr sco yeah in terms of positions no so tonight you're voting on which positions to uh lay off but the people that occupy that positions things can change right so as

people uh resign or retire um we no longer need to lay off as many people in that specific position um and so we can resend layoffs as those things occur uh so this is uh you know the law now is March 15th for both certificated and classified the board has to take action uh in a timely sense so that we can go ahead and notify everybody in accordance with the law um but how it plays out with our Personnel in terms of resignations and retirements we we can't we couldn't tell you you know I I can't say I got two retirements last week that's going to affect this somewhat eventually um but in terms of what'll happen in the future I can't tell you okay [Music] Courtney I'm gonna let you but come up okay

has there ever like um Helen was saying that LVN were not there before covid so that's why we're kind of looking at that position to eliminate um have there ever not been two VPS at the junior high I am the perfect person to ask that question to I was actually gonna I was going to ask you to address that too so thank you yes we had 1,50 kids um for a long time and I was the VP and we had a principal and then when the principal left I was the principal and I had a VP that's when I hired CJ and we were um prin just one principal one VP through CJ and then Kathy Frasier and then uh there was a a um a teacher that uh was selected by a superintendent to

move up and so she was placed as a second VP at the junior high to get administrative experience before she came to a district level position a site experience and that was the first time that we had two that I can remember we had a title one coordinator um Annie's mom was a title one coordinator who helped with VP duties and I also was a title one coordinator at one point and then um when the other VP went to viente I was by myself and became the VP so yeah I think we went to two in 2006 but we had 300 we have what 8009 10 we had about 250 more kids than you had so than you have now Courtney can you move up Clarice for public comment to this item sure I'm sure

sure um yeah Clarice where are you you want to come up hi I'm Clarice Morales and I'm a ninth grader at Al Hamra and for my eighth grade year Mr Kio impacted me in a lot of good ways and he is not only like a very empathetic person but he helps out a lot mentally and he he made me want to come to school and he made me look forward to talking to him every day and seeing him him at lunch and in the hallways and I think if you guys were to not have him as a vice principal it would really impact the school like in a bad way um and yeah all right thank you um okay so you just said when the I just want to make sure that we have all

the numbers correct so the the junior high currently has 800 students is that right which is a significant pretty much reduction than what it had a couple years ago yes okay um and if I'm looking at slide seven which is the projected general fund reductions of certificated staff they are projected just so that you know they are projected to go up um a handful of students next year so somewhere between but we don't know that because it's a transition year so between fifth and sixth it's always a who knows because that's when people move their kids between fifth and sixth and 8th and nth so what's how much is a handful like between 20 and 30 so it's another section okay um so under our our um CER iated staff reductions the vice principal if

we don't cut that position then we have to find 184,000 and cut somewhere else is that correct yes that's correct I think with the vice principal we're getting a two for one because from the emails that I read and the comments that I heard today he's serving the multi-health purpose with the students and the vice principal purpose I think a lot of comments made from the parents the emails and here is how much he does help kids with their mental health issues so we're getting two for one in him at the school um I think we could some some way be creative in the mental health special funding where we could cut it but we have him there already as a vice principal yeah and and just to speak of it because I think there

might have been a misstatement earlier in the evening there is no special like money for that purpose alone when we're talking about about using funds we're talking about the learning recovery block grant um which previously was kind of a little more open-ended it's being steered more into the the pure education side and teaching side but I think there's still flexibility to be able to do um some Mental Health Services there but most most of what we're planning to do with mental health services is actually move it into our Title One funding source and and supplement it with the learning recovery so it'll kind of be split fund there um again we get back to um do we want to use the learning recovery funds that are one time until as long as we can through

20120129 or are we going to you know kind of stop stop that earlier in the year so when you look at $84,000 that would be 184 next year and that'd be another 184 the following year at that point you are going to run out of funds for the learning recovery block grant by 2027 at the latest Maybe even by 2026 so the difference there is that we would be delaying it but you will still have to make those reductions that's if you put it back in there if we take the route of finding something that is an equivalent value to cut um then that would go back on that timeline of potentially pushing um that funding source all the way again until 2029 um and there could be lots of things that happen with the

budget until that time frame but that is essentially the the the the choice choices that you're making to go through that so what I've been reading as far as the economy they're forecasting it to recover in five six years so we're at 2024 so that would put us at 2029 yeah it would um the exception to that right now is that you're seeing news come out of the governor's office and the Lao and other groups that we are going to be down another um what is it s billion and we don't know if we're there at the bottom yet so what they have projected with Cola is already potentially going to be reduced um the Lao is looking at it and saying you may not want to do um any cola this year maybe actually

um nullify the 76 that they're projecting and start looking at cutting other educational programs that the governor has put in the budget and we don't know what that's going to mean it's going to be a rather volatile year as we get towards the May revise and eventually to the final um bill that the legislature signed um so I wouldn't right now count on any recovery in the short term even though Long Term maybe it'll come about can you and I'm looking at our um again the list of positions there are two 2.4 counselors on there what type of mental health and counseling is at the junior high other than admin they have a they have um position for a full-time um General Ed or mtss um educational mental health counselor they have a dis which

is a special ed Service um mental health counselor and they have an academic a full-time academic counselor come up curious if I know you obviously I'm not expecting you guys to pull the numbers out of your hat but I'm curious to know from 2006 of the th2 students versus today's 800 semad kids how many 504 and IEP plans were active in 2006 versus are active today because I know that's a huge part of what they do is sit in on these meetings to to create these plans with our kids um so I'm just curious to know how those numbers are I don't have the numbers off hand but I can tell you that our counselors also can do 504 um meetings as well at IEPs admin yes but 504s can be done by the counselor

there probably are because especially since the pandemic our numbers across the district are are tremendous um but yeah that that they'd have to share the wealth and I just want you to know nothing is ideal and we have to be we have to we have to look at that that maximum this is our only opportunity did you want to come upie I just wanted to like say that according to the reduction summary percent on the slides that you know mea is taking 36% and we can add the 20% with the personal tax and CA is taking 15% of the hits so if we we decide to if the board decides to pull the vice principal at the junior high we have to come up with another 180,000 somewhere and just my concern as mea is

that that's going to go to mea or CCA and in my mind I don't think that's overly fair to our unions here that we're you know we are not cting as much as the admin and we're placing what we we send from an admin back onto are mea and CCA and I just don't think that's right but I'm not trying to say that his position or the person is not valuable because as we all know and we have stated before we're all valuable to you know within our positions and stuff like that we're all needed and I understand yes the cats are very hard but it's you know to resend that and where is it going to go and just with mea being the biggest group I imagine it going to mea csca is next

in line on that one and it's just it's a concern where would that money come from um and I second that if um if we're looking at changing the numbers and taking the 12% from um admin and lowering that then the hit is going to come from CSA or mea um and I'd also like to state that you are getting um double duty by um with mental health um probably from every teacher in every classroom so Helen because you have in this room the most experienced at the junior high and you I mean obviously this was a difficult decision but it has precedent to only have one vice principal if we get into next year and things are falling apart if we make this fet and things are fall apart what's our plan B we

have to create a plan B but where nobody's going to sit by and watch a school deteriorate on my watch that's that's just not what I do we try to problem solve we try to fix things we try to put things right I mean that's what I've spent 30 years you know maybe you know 30 years trying to do is is to make things right or make things better um I'm not going to stand by and watch a school fall apart we're going to have to go back to the drawing board figure something out and that's just the bottom line so um you know I had that same thought as Mary and Stephanie and I appreciate those comments because this is one of the larger items and so if we did take that off it

is finding that somewhere and we don't really know what that is right now because there's not it's not like we have a list handy to pull from so given that and given that there is PR at the junior high with much higher numbers having only one VP I don't think it's ideal but I'm more comfortable moving forward with that than something that is yet to be determined and that we would have to move on rapidly because we would be you know at our next meeting is the 11th and we're at crunch time for any potential L off notices that's where I stand totally not ideal but I think it's our least terrible option as I see it I be I'm in agreement with that and you know I I haven't stated it but it is

it does you know to Annie's Point earlier this does hit me personally Mr Kio has has been is our uh our assigned vice principal for for my son in in the in the district but um yeah I agree with a precedent has been set that it is was manageable previously with larger numbers ver and while it's not optimal uh or Optimum it's a is it's a large piece of the of the pie that uh I think at this point you need to make the concession to plan for things to get more troubling in the in the near future so I would agree um me too and you know something Mary said stuck out to me um I know we all feel this way I'll only speak for myself um this has nothing to do with

how much value we think somebody adds or how much we like them um at all um and we've we've had a lot of comments tonight about Mr Kio who obviously is very loved um but that doesn't take away from there are some positions on our list that are vacant so it's not actually a person but there are other people on this list too that are being cut so I I don't want to minimize that those cuts at all either either um exhausted okay I'm going to go ahead I I'll I'm I'll be the bad guy and I'm going to make the motion um to um reduce the budget for the proposal that's in front of us for next school year I'll second no okay sorry no student vote um um okay board members all those

in favor I I any nay n i okay so motion passes 4 to one all right thank you everybody that stuck around um okay 16.6 is review and Adoption of resolution 2024 D13 regarding the reduction of classified Services presented by Dr sco so this resolution is where uh all that conversation back at the budget Workshop in December um all those discussions uh within the district and in Clos session this is where it all comes com to I don't want to say fruition but what all comes to focus um so this is the resolution uh for laying off classified Personnel lists the title the different laws that come into play um of the on the classified uh resolution um you know there's seven there's almost 7.9 in layoffs uh of that 7.9 FD in layoffs a

little over them um are from unfilled positions so you would ask me earlier how do do retirements and resignations come into play this is one of the ways that they come into play that District administration um and making some layoff decisions is try to do it where people were already gone so we get the layoff of the position but not as much uh a harm to our employees uh so I would ask that the board um approve resolution resolution sorry correctly they're going to help back fill the the small reduction for each of the three um and then they're currently in a readathon raising money to for Library services in general okay all right well that's that's good news what well I I'll take a Sil Silver Lining where I can find one um any

other questions or comments do we have any public comment no okay just out of curiosity what's the breakdown of uh CA and mea on this list this is this is just the classified list so mea is not oh it is sorry okay thank you that's yeah come up um I'm sorry I just wanted to ask a question um I'm a little confused on what the difference is between um5 and 166 is it just because 165 is the like dollar figure and 166 is the actual resolution because it it seems to me they're the same 165 is a list of reductions that includes classified administrative um or certificated and supplies and all other things on it so that's our budget reduction list um six number six is the resolution just for classified positions and number seven

is just for certificated but not like supplies and contracted services and all of those but I'm just wondering why we have to do both because you don't have a resolution for the administrative cut is that they're under certificated under certificated they're under certificated yeah and so I I I think I can clarify a little bit further correct me if I'm wrong the resolution is going to give Dan the authority to issue those layoff notices okay correct but that was a great question thank you okay all right any other comments questions do I have a motion yeah yeah I'll move to okay I'll second um okay board members in favor I I I any nce okay all right our last item is 16 point well our last um action item is 16.7 review and Adoption of

resolution number 2024-25 D14 is about uh certificated employees those employees with credentials um on here are uh administrators because they have a credential for administration um and also on here the partial tax uh positions which we hope uh the community uh approves um so 5.6 of this total um 17.4 um is from the partial tax so the partial tax goes away those people will not be notified and I think the rest of the positions we've already talked about so I would ask that the board would approve resolution 20244 you said 17.4 but what I'm looking at says 19 am I looking at the wrong thing I'm looking at slide seven for certificated stuff oh you're talking about the amount okay got it okay okay any questions or comments okay P comment all right do I

have a motion I'll make a a motion to approve um resolution number 202 24-14 second okay board members in favor I I I um Nays nay okay motion passes 4 to one all right we got minutes we don't need number 17 We R out number com from Super it's been a long night folks sorry super MERS and future agenda items would I'm okay thank you okay I'm um I'm just going to really quickly say yesterday I was downtown for the Chinese New Year celebration um that the city put on with a help from a lot of our students and staff and parents and it was really great and it was really nice to see there was I don't think I've ever seen that many people downtown so um thank you to everybody that put that

on like um I'm kind of tired about talking about money but I will throw this out there um we kind of touched on it earlier the scholarships that are are available um you know this uh last year got to participate in the scholarship awards ceremony there's a lot of money that was uh given to to students to help them with their college careers whether it be four-year University or even just a community college or trade school um so uh encourage them to to uh work with the Mrs Collins and the at the high school um and there's a lot of databases of available scholarships to help them fund their their life After High School I just want to say thank you to the staff for all the reports and details and sorry for the long

meeting and that's it good night I just want to give an update on the MEF um read that we said is a little little silver lining so um it launched today officially and we have I was looking at the dashboard earlier we have about 350 students participating at the moment they can join all week long and we've currently raised $10,000 um MEF is committing $20,000 and will also match the first $25,000 in donations so excited to see those numbers move um and if you are a parent of an elementary school student please it's super easy it took me two minutes to sign up you can log minutes and win prizes for your class and get donations to support our library services so I thought of another idea so um when students requests transferred to another

District I think we should start asking questions as to why um I think if we start asking why you want to transfer and leave the district we may be able to retain some of these people that are leaving so we hold some of the money money cuz I think we what $12,000 a year per student I believe so I think it you know we need to hold on to that money as much as possible so when we do get these requests to transfer out of the district we need to start doing some sort of further questions as to why do you want to leave or an exit interview of some sort to figure out if we can convince them to stay so we don't lose that money per child that leaves a district I I'm

not I I think maybe that's something we can bring back um so people understand how that process works is that something we can do okay um where I know it's been a long meeting so I'll just keep it short um but going on to board member melendes the there are I think I want to say over 46 local scholarships and I want to say over a total of $20,000 if I'm I might be mistaken but it's around $20,000 and most people can apply to over 10 scholarships if they want to and I know um talking to Laura Patrick who's in the office who's in charge of it she said that there's about I think I want to say about a 100 people who have started the application process who are and have accepted the Google

Classroom so I'm really happy that that's happening and I can't wait to go to the scholarship night and see who's won the scholarships and who will um further their education but I know this I know we're running out of time so that's my common for the night all right thank you everybody U with that we will adjourn the meeting
