006began in November so it's been a few months we've been planning it's been going and involving in a few insightful and critiquing conversations it's a hard topic for especially at high school I wish it was that easy like John Muir to bring something out but as you get older you have perspectives you have opinions and you create these conversations these conversations that you can have and speak with students but also conversations that can open up a safe space for students who might not feel comfortable so in during these conversations leadership took Holden had them as a result we have changed Multicultural week into a day a day of Celebration no title just to celebrate everybody in the high school it has now that day is on February 24th where there will be a lunchtime celebration
007where students can perform and take home united we stand divided we fall buttons as you see we both have them on and I as well Place one all on your in front of you so you guys can pass them they're just so cute I did the design and this isn't helped with the planning we made them during class we made them during classes they would make buttons it's we like it it's something fun we do um um but additionally I from went to cultural week one of the key lessons we learned in in everything that you do there are trials and tribulations we know that you guys know that as a board and we know that as a student that the planning process was important in understanding and incorporating different diverse perspectives this leadership team

018evening yes we do we have two we received a letter from well we received a couple of letters from the Contra Costa County Office of Education the first one was in regards to uh csea's um whenever we're going to give a salary increase we have to submit financial report to the county showing that we can afford it so it's called the Navy 121 maybe 1200 process so that report was submitted by Andy in the business office and the county office event interim Deputy superintendent Bill Clark agreed and approved said that the 700 000 a year increase can be afforded by the district but be careful of declining enrollment and Ada projected Ada which is low um and any further negotiated settlements so a little warning the second one is also from County Office of Ed
019business department and it has to do with our the submission of our first interim Report with a positive certification the county office agrees with our first interim Report with the Positive certification but again warned about declining enrollment and lowering our lowering Ada meaning the number of kids coming to school versus the number of kids enrolling enrolled in school there's too much of a gap there so we need to to make sure that we're getting our kids to school and that's what I got all right thank you and we're gonna stick with you for 13.1 the superintendent's report okay so tonight my report is a report that I received from um uh it's a request I received from the Martinez Police Department to put in my next newsletter so I thought I would um speak about
020it tonight and then put it in a special newsletter by Thursday I think we have no school on Friday I believe so I'll send it out probably Thursday but it reads as such I'm sure most of you are already completely aware that we continue to have issues with students on their wheelie bikes and scooters around the downtown area after school as well as on weekends in response to the continuing complaints from business owners citiz and citizens the MPD are looking at and have begun in some areas issuing citations for bicycle and scooter traffic violations I have been asked by the Martinez PD distress to the musd parent Community to provide some sort of supervision or accountability for their children as there's now going to be monetary fines involved so basically students who ride their bicycles
021on the sidewalks without breaks with handlebars that extend over the rider's shoulders now that could be any one of these not just all combined and without helmets we'll have their parents contacted they'll be cited and may have the bicycle confiscated student must ride their but students must ride their bicycles as close as practicable to the right hand curve or edge of the roadway going with the flow of traffic unless it's reasonably necessary to avoid conditions or preparing for a left turn at an intersection bicycles are not to be left lying on any sidewalk or in any other position that will block pedestrian traffic they're not permitted to be ridden on the sidewalks and code 21950 also states that students must cross streets using the crosswalks this is in response to an issue that we've been
022having since the beginning of the year especially at drop off and pickup out here and then after school down it's overflowed into downtown after school the kids are riding their bikes in between the cars as they're trying to pick up their children and somebody's just going to get hurt it's it's not a uh if it's it's a win it's a pretty dangerous situation I am out there every single solitary day that I can be and when I'm not officer ferreira's out there trying to um to get the kids to to be more safe so I'm I didn't write this but I am a proponent of bike safety and what we see is not safe so that's what I have to report tonight [Music] 13.2 is our facilitron update presented by Andy Cannon thank you so
023tonight I'm going to be providing an update on the progress towards implementing our new facilitron system which guides our facility use program so there are two policies that guide the facility use program and they are the Civics Center act and our own board policy 1330. so essentially the Civic Center Acts says that we are allowed with a board policy with regulations to open up our facilities to the community and it's a good use of our facilities the community gets to a chance to use them our ptas and other groups Athletics all of these things help to the richness of what we can offer our core Academic Program um there are some rules and guidelines on it through again policy 1330 and it talks about our acceptable usage and some of the restrictions that go along
024with it um facilitron was approved by the board in the fall of last year so this board it is a web-based application it allows outside Community groups and internal groups to either rent the district or schedule space and time so each of our school sites have several spaces that are available and the district office the space that we're in today is even available for public use and all of the rates for the use of this are aligned to our our approved fee schedule that the board approved I believe in 2015. um initially what we came up with with facilitron was a one-year contract and it could be canceled anytime after that one-year contract the conditions the main conditions of it is they do collect a 10 fee here and just to remind the board of
025when we decided to go with facilitron um providing an online usage system that wasn't fee driven like this was going to be about the same cost so it seemed to be cost effective to go this way and if this was in our area one of the most prevalent systems that are there and really catered toward the outside community so we use facilitron they do all of the collection of our fees they work with the scheduling if we have conflicts they will work on the rescheduling and giving people different spaces so for example if a basketball game gets canceled at one of the schools they need to replay it on a different night then facilitron would actually work cancel the other events reschedule the basketball game and then we can move forward so really a a
026very kind of all-inclusive system so like I said the community can access the facilities through the website so the picture on the left is from our website so outside groups internal groups if you want to go and look at what facilities we have for rent you can go under the public resources Tab and then you can see the Highlight facility rentals it will lead you to the picture on the right which is our facilitron main page for Martinez and you'll notice they get a lot of aerial photography for us so they put drones up in the air and took pictures of our outdoor spaces and they went into our Insight spaces and took sometimes 360 pictures sometimes still shots so that the outside groups can see what space what the spaces can offer them um
027so this is our main page you can see down below that you have the option of choosing some of the more I guess outstanding places you can go to the the ones that kind of come up in the search bar you can type in things like basketball classroom and Fields and then they will come up with different spaces throughout the district so for our implementation timeline After we receive board approval we started with November importing we're exporting our calendars from our Google Calendars we had several of them and then we imported all of that information into facilitron and started working on making sure that all the vendors information and the dates were accurate in December we trained staff so that was administrators our office managers athletic directors and district office staff so they knew how
028to use that we also created a workflow and that workflow is for internal use so if it's a sporting event or if it's a musical event some type of art demonstration or display that is approved at the site so it's automatically approved when one of the office workers or admin put it in for external users so let's say it's a soccer club that wants to use the turf field at Alhambra high they would submit through facilitron the site would give approval and then district office would give approval once that approval is done then they would get the cost and they would be scheduled for that facility um right now what we're working on is we're working on reconciliation of our usage fees so because we're merging together from our Google calendars and from in this
029new system now we're going back and making sure that we haven't forgotten to charge anybody what their um their use fees are so we're going through an invoicing anyone who had previous outstanding bills and then we're merging that into our ongoing facilitron process it'll be a couple more months but once we get through this reconciliation process facilitron will be handling all of the invoicing Collections and then we'll be getting a check every month from them so I mentioned this just a a minute or two ago we do have an approved facility use schedule and so just so that fits good on the slide I cut it in half you'll notice on the left that you can see the different spaces and the overall cost that we do by hour it's broken up between Civic and
030Commercial what that means is Civic is non-profit and Commercial is for-profit so if you have a non-profit organization that wants to use a regular classroom on our sites they're looking at ten dollars an hour as opposed to a for-profit that's going to be charged 20 an hour and additionally with this they may be charged custodial fees depending on when when the event is taking place on the right you see some of our other buildings like our PAB um and with extra kind of charges go with using a space of that nature in the future we will be potentially coming back to the board to look at updating those fees so that it stays with current rates and prices across um our areas since the July 1 of this year we have collected 47 almost 48
031000 in usage fees and in terms of looking at our reconciliation we are still looking at about twenty six thousand dollars that is outstanding so we're looking to recoup those costs and we've sent out invoices to all of those vendors and should be getting those back within the next two months we will have access to various different reports and I just want to caution everybody looking at this one this is an example this is not completely accurate to what we're doing because there are things that are changing in there as we're working on this migration into the new system but essentially at any point in time once we get this all all the irons or all the Kinks ironed out we'll be able to see what people requested so in terms of how much they
032originally requested for and what they're actually going to be charged for this right and so what happens sometimes in policy is when we set this up we may think that custodial might take six hours but then when we look at their needs we might reduce it down to three so there's times when you're going to see what what is in the standard policy of facilitron isn't going to be what the actual cost charged to them are going to be there's times when someone might want to use a parking lot and they need the bathrooms to go along with it so we have a different charge that we add on after the fact for the use of a parking lot with the bathroom but again we're going to be able to have different reports so we
033can show the board and look internally at what our usage and this is one of them from the dollars side of things the next slide is the utilization slide so this tells us how many hours we're using it internally and externally and then also what kind of groups are using our facilities and the idea is eventually that we'll be able to talk about what do we do with the with the use monies that is coming in and the idea is that we should be using it to maintain those facilities so we don't want facilities to fall into disrepair because outside groups are are using them in normal wear and tear but we also want to know where that usage is and that'll help us to make decisions on how we um despite decide to spend
034funds for rehabilitation of turf fields of grass fields of classrooms and this is another example where the slide is a good illustration but it's not completely accurate at this point we are looking at and can run reports on each School site and how much um funds they are generating by use um the example of John Muir is a classic example right now of how it's not completely accurate it looks like we turned down a lot of money by declining group when reality the report is kind of misleading in the sense that they chose to use a different facility um and so that when we decline that because at different dates and wanted a different facility it looks like there's a loss of funds there but overall these are a starting point for us to look
035at is is how funds are coming in and how our facilities are being used and with that I'm open to any questions that the board may have about facilitron and how we're moving forward with this program great thank you so I wanted to try something a little different tonight um because I want us to make sure that we're including our student representative a little bit more and getting everyone's voice so I'm going to after each discussion or information item or action item I'm going to just go through down the line and check everyone for questions and I will go in a different order each you know either this way or that way so everyone has a chance you're not obligated to say anything or ask any questions but I just want to make sure that
036we're covering everyone so um I'll start with me and I don't think I have any questions except do you feel like the system I mean once you've done the internal training do you feel like it's fairly easy to use intuitive people are getting the hang of it yeah I think it is um and the reason why I know is because I haven't been called much um you know when you're implementing a new technology system if it's not working well the phone rings off the hook or you get lots of emails or Joe is getting asked to do things that he has no idea about because we implemented the program so I think from that sense it's been going really well I know our custodial Supervisor has enjoyed it because it's enriched his ability to have
037communications with custodians on what the need is for those groups so I think we're more responsive to our public because of that and I haven't heard anything from the athletic directors and they are the ones who usually you know come back with did you think about did you think about um there were a couple snags at the very beginning just facilities that we didn't have in place yet but it was really simple we talked to the vendor they put new facilities in there and they were able to use them so all in all it's been really smooth so far in this implementation process all right great Courtney I have two questions um the graph showed that it was primarily used internally so who amongst us is using the facilitron mainly um Athletics is probably the
038Lion's Share of the internal use um PTA um because PTA kind of lives in between because it is all it is school function and it's an outside group so sometimes that gets coded that way um different like uh events can go in there like dances would go in there any type of arcs any type of parent meetings would go in there as well but mostly it's Athletics at this point and at the Elementary's it's right at school as well thank you and are we marketing this to outside communities so that they know this is available for use um outside of our website and facilitron we haven't done that part yet facilitron is pretty well known it actually started in the Bay Area so many of the school districts around us have that what I'm finding
039so far is you know when we talk to people who want to use the facility they'll call up and go hey how do we use your facility and we say facilitron they go oh we've got an account in another area so once they've already established the account they could go anywhere with it but beyond that we're still in that early stage of just trying to get everything right but we haven't marketed as yet Beyond kind of our normal borders Helen is that something we can add to the newsletter to let like parents know that it's available yes as soon as Andy gives me the go that everything's all ready to go I will certainly put it in there and then lastly for the people that aren't paying their bills are we adding late fees to
040them we don't have I don't know that we have a late policy on that I'd have to look at it for sure after looking board policy of course yeah um we do want to be mindful that we're not also you know slowing down that um I've only been here a few months and I'm not sure with some of the transition when they were last invoiced so I think this invoice is is the starting point of saying bills need to be paid beyond that once we get to the point we're going to pass that off to facilitron and they have a whole process for doing it and then it's going to save staff a lot of time and energy we want our our receptionist to really focus on on some of the work that Janelle has
041her doing with special education and files and also being able to greet the public great thank you are there any public comments on this staff report oh yeah we're on the superintendent report okay seeing then we'll move to 13.3 which is school Finance 101 also presented by Andy Cannon thank you again for a chance to uh to go through um this presentation the idea behind it is we wanted to continue to grow both the community the board and our own staff their knowledge on how educational Finance works and many of you may have gotten some of these pieces when you were at training not res or not too long ago so I'll try to I'll try to go over it from a very high level standpoint and then I'll be open to questions as we
042conclude tonight um when I think about educational Finance I think there's a context that we have to talk about is what is your philosophy what are those things that that you want to focus on throughout the year and so the ones I read I wrote down here are maintaining educational programming to meet the various needs of the student we serve we do exist to serve students without students we don't have jobs so I think that's always going to be the key and the first one that we talk about but beyond that we also have to maintain those current internal controls to make sure that we're using funds wisely that we're reporting as we're supposed to and being good stewards um always looking at adequate reserves we know from the last few years that we have
043ups and downs in in the cycle of the economy and so we want to make sure that we always have enough funds set aside that when those downturn years come about that we can still provide high quality education and then lastly we need to be able to give resources to our staff so that they can track and monitor and maintain their budgets part of the slide you saw when we did the principal apportionment attendance report but what I wanted to show here is that we essentially have kind of two areas where we receive funds for the district and that's through state and local sources and Federal so the state local revenue is determined by the local control funding formula or the lcff it's a mixture of state aid and local taxes and it's all governed
044by prop 98 which we're going to talk about in just a second when we look at federal funds they're usually categorical set-aside funds so they have specific purposes specific reportings with it and they are separate and again they come from the federal government so how does the State of California determine how much funds a school district receives well it's based off of prop position 98. so this changed the way that districts were funded and like the number it was uh brought about in 1998 it created a formula the local control funding formula but what's interesting here is that it was created as a minimum for school districts and it turns out to be mostly used as a maximum what I mean by that is that the state gives us the minimum they could give more
045to every school district um that they choose the minimum and there's lots of good reasons um that they promote for that but the reality is is we're getting the minimum of the prop 98 guarantee prop 98 overall allocates about 40 percent of the state's budget to education so every 40 cents of your tax dollars is going back into education in California the trick with California and what makes it kind of that up and down cycle in the economy um and what makes it variable in the budget is that we have a high Reliance on income tax and the way that works is about 40 percent of our personal income taxpayers uh make up or excuse me one percent of our income tax um one percent of the people who pay income tax the top one
046percent pay about forty percent overall of the whole amount of taxes so the ultra wealthy really determine kind of the up and down in our cycle here and so when the stock market is doing well our budget does well when the stock market is not doing as well we see those budget numbers decline generally speaking so the local control funding formula when we get state and local funds using prop 98 authored through lcff they disperse it into different pots of money so we start with our base Grant and this is for all students and it's based on our average average daily attendance So based on that how many kids are going to school and what their grade levels are we receive that base amount the supplemental Grant is based on our unduplicated students so those
047are our low-income students Foster homeless and our English Learners so we get an additional 20 percent based on that base funding per grade level for any student designated as an unduplicated pupil the third category is a concentration Grant and Martinez we do not have 55 of our pupils there so we do not receive a concentration Grant how do we know how to do this there is a really fancy worksheet the lcff calculator that the state puts out and so we plug in a lot of our our numbers and our information and thank goodness for it it helps us to calculate all of these revenues and then make financial decisions for the budget each year speaking of those base grants you can see the graphic on the right shows how much money we get per grade
048span group um and what you'll notice is that the top and at the bottom is where the the higher rates of um of calculation come into play so with your TK K through three and this was from last year I think it's even gone up this year um we get additional amounts for TK and the reason why we get the additional for TK is that the state wants us to have lower class sizes so we're looking at a 12 to 1 ratio and our TK classrooms of adults to students whereas our second third grade classes can get up to 23 24 25. and then additionally with grades 9 through 12 the additional amount per grade span is focused on maintaining Career Technical education courses more acronyms for you so we have the local control and
049accountability plan the lcap and many of you have seen this and talked about it over the years the lcap is an extension of the lcff this is how local communities have a a voice into how the district uses its fundings especially looking at again our unduplicated students how can we support them with additional funds to make sure that they are getting Equitable access to education and that we're improving conditions for them um and each year the lcap is reviewed by staff it's reviewed by the public and there are um amendments that go with it and it is on a three-year cycle so every three years we start over again every year we review we're looking at metrics we're updating the budget we're reporting on what our expending is and again making adjustments and that lcap
050is based on eight State priorities so basic services this is going to be the conditions of your facilities teacher credentialing and making sure that all of those those conditions for learning are met for kids um Implement implementation of State Standards is making sure that we are applying the California Commons Core State Standards that we are looking at how to teach those and working on professional developments those teachers can stay fresh with their instructional practices course access is how we're providing for English Learners to get access to curriculum inclusion in general and Equity how we're maintaining Equitable programs and Equitable access for students parent involvement is courting our parents to be involved to be in the know about what's going on making sure they understand what the economic the educational programming is and how they can
051support their kids School climate is reducing suspensions and expulsions those are the big metrics that are there but it also includes how do kids feel about school how do they feel about their teachers do they feel like that it's an inclusive place to learn seven is student achievement so math science English all of those academic achievement metrics and then other student outcomes include college career Readiness how you're doing in science and and those things there are a couple of different ways to look at our Revenue sources but mostly you can classify them as either restricted or unrestricted dollars so in this case our categorical funding would be restricted dollars and they are funds that have specific purposes many times they require the board to approve a plan they require special reporting and it does take
052time for staff to organize and to implement these programs a couple of examples that we have currently in this District the Arts music and instructional materials block grant the learning recovery emergency School block grant our educator effective of the spot Grant expanding learning opportunities Grant comprehensive support and Improvement which is a federal one and then we have lots of one-time funds through Esser which are coming through and about to expire in the next year or so and then we have our ongoing Title One Title II title III and title four funds that go through that and each of them have again specific roles and I'm sorry I'm moving so fast because I wanted to do an overview so please if you have questions I'll answer them as we go at the end here a little
053more on our federal funding the largest contribution we get for from the federal government is to support our Child Nutrition program so this is in the way of reimbursements to our cafeteria fund for meal service and this is primarily around our free and reduced lunch kits so low-income students it used to be that only low-income students got free or reduced meal prices Governor Newsom authored a program where every kid gets lunch in the state of California so what happens is we get reimbursed from the federal government for any kid that we can and then the state pays the difference so any kid who has not designated as low income than the state reimburses for that meal service other programs that the federal government is title one special education and then we again we're just had
054a lot of one-time funds to support our covid-19 relief and we call those the Esser funds so in context um this map is from educational data initiative and it shows the per pupil spending Across the Nation and this is from 2122 so if I remember correctly in 2122 we were number 10 in the nation for spending per pupil which is quite a big incline from what we were many years ago I don't know if many of you remember you know being towards the bottom 48th 49th we have made a significant Headway as a state um since that time special education is a large part of what we do it is an expensive program it is a required program it is a necessary program and I know Janelle gave a report on this not too long
055ago special education is governed by the individual Disabilities Act or Ida and it requires us to provide additional educational programming for kids who are who are found to have disabilities in the learning environment it is an unfunded mandate that means that we are required to provide these services but we do not receive enough funds to fully fund what our needs are for special education therefore we have to do a contribution from our general fund so each year we take money out of an unrestricted general fund and we put it into special education so that we can make sure that we're providing the services and programming that our kids need this year we're projected to have an eight and a half million dollar contribution to the special education program and this one's a fun one for
056me especially for those families that are at John sweat and seeing the construction coming up we will soon have a new building there starting in the fall we'll have kids in those new classrooms teachers teaching in there well how do we get there there is a school construction and modernization program and this district has done a fantastic job and its citizens should be commended for the various measures they've passed over the last couple of years the most recent 120 million dollar bond that is replacing or modernizing all four of the elementary schools so how does this work again we can pass as a as a community we can pass General obligation bonds parcel taxes and all of these funds can go to help pay for education and also for um for construction work when we
057go through the process of building a school and putting in all that paperwork we are able to submit to the school facility program so Bond tax dollars matched up with state aid help us to maximize uh the reach that we can have for these construction projects in addition to that we can add in our developer fees developer fees and we talked about this I think a couple of months ago in the board developer fees is anyone any new building permit whether it's to build a new house or if it's to update something anytime a building permit goes in then the district if it's in our attendance boundary we collect a developer fee and that fee then goes into building and modernizing and making sure that we keep up with the facilities in that area in
058which those developers that develop development is occurring we do have a lot of cost we spend a large portion of our budget on people we spend over 80 percent of our budget on Staffing salaries and benefits Health and Welfare and other benefits including retirement and our Pension funds so it's just notable that um for every for our teachers who belong to stirs the state teacher retirement system for every one dollar that we spend on a teacher 19 of it is going towards a pension fund and then if you look at pers this is our public so this would be our office managers custodians and so forth you see that we're spending on average of 25 25 cents per every one dollar on that um and these are great programs to have they're very supportive of
059our of our staff but they do cost a lot and you can see that especially with pers that that price is going up each and every year and that's something that we have to be mindful of in our budget so when we look at increased cost the question usually gets asked is well if we have increased costs how do we increase Revenue well we don't sell a product um so our the ways in which we increase revenue and you heard superintendent Rossi talk about this is we're going to increase enrollment and average daily attendance so the more kids that are registered at school and the more frequently they attend school is how we receive that extra Revenue um so for the community when your kid is sick or on vacation and missing school days that
060has a negative impact on our Revenue another way to increase revenues through Grant Awards we talked about this when we looked at categorical spending typically they are restricted they have special purposes and they require a lot of oversight by our staff Third Way is to sell property um limited because we only have so much property and property you sell today might be important part property that you want in a few years so it's always something to be very cautious about when you're looking at potentially selling lands and then this isn't a way to increase Revenue but decreasing expenditures is another way to have funds so by decreasing expenditures you can look at other more favorable programming and you can reallocate those funds to that we're almost there folks I feel it in the room right
061our District budget this is the operating plan that shows our revenues our expenditures and our reserves and we will see a larger report more deeply into numbers our second interim in March and you'll see exactly how all of this plays out what's interesting to note is that's based on funding projections we don't get money up front and then decide how we use it we have to project it based on our best guess of what the state is saying they're going to be funding US based on tax revenues so we do a really good job of estimating this but it can change throughout the year um and again salaries and benefits count for about 80 of all those expenditures and we do a multi-year projection and again you'll see this in the second interim so we
062always look at the current year and we project out two more years to make sure that we are meeting all of our financial needs and in general we should have a balanced budget that means that whatever we have coming in we have at least that that we spend no more than that but there are times when we do deficit spending which means we are spending more money than we're taking in and we're pulling from our reserves to do so going back to the lcap calendar we do have some dates some general periods of time in which we have review and this is important for our community especially and Renee does a great job about informing the community of times when we want input and to solicit that feedback on how our programs are working and
063how we can make sure that the lcap is meeting the needs of all of our kids and we start this in November December and we keep going until June when we adopt the new one and then we start it again in September again so it's a constant cycle of review and work and lastly we're almost there right annual budget cycle these are the financial reporting periods that you're going to see as a board in the community each year and they start from the left and we keep going to the right so we finished first interim and you heard superintendent Rossi talk about a letter and the affirmation from the county office that we met we received a a positive qualification for first dinner and we are heading towards second interim and before you know it
064we'll be here for summer and we'll be talking about the next budget for next year and with all of those many slides I am open to your questions all right thank you can you help me do you have anything [Music] so this while you were reading that and you had like the alternative sources of income um have we ever pursued trying to get um the states to donate their Estates to the school district just the thought that popped into my Innovative sources to something that popped in my mind [Music] not that I know of the only Estates that we ever um that have ever come across my desk have been in the form of um Estates for student scholarships where someone who passes away in the community might leave eighty thousand dollars for Alhambra scholarships
065that we um but not nothing like not for any other reason I should say thank you I'm going to put you on the spot a little bit so I it's okay if you don't know the answers um going back to the special special education slide where you said that our contribution is eight and a half million to special education that's referring to the amount that comes out of the general fund that's correct do you know what our total what the of special education is in other words how much does this this state and federal government pay of that he can get back to you yeah I'm gonna have to because I I could send out a guess but I think it'd be too far apart yeah okay um and then the the uh pensions that
066percentage that the district pays is set by the state correct that's correct by the Pension funds by the Pension funds does do does the employee pay any portion of the pension um yes they do and that's taken out of their their check each month do you know that percentage I don't know it off the top of my head okay that's fine eight or nine percent Stephanie something around that that sounds I pay eight percent to my pension so that sounds it's something it's something in that area I don't work for a school district but I do have pers um but the the state does not contribute to that correct they just they just set the percentage um they do a contribution so they have a stirs on behalf that helps support some of those costs
067okay um but that's just for the um the teachers retirement system got it okay thank you I think for me so we'll open it up to public comment are there any public comments on this presentation okay seeing them thank you again I know this is a lot and it's but it's a lot of really important information that we have so I appreciate all the work on that number 14 is public comments under government code 549-54.3 members of the public have the right to address the board on any matter within the board's jurisdiction however the board may not take action on any non-agenda item individual speakers will be allowed three minutes to address the board 20 minutes have been allocated for this portion of the agenda additional time additional time is allowed at the end of
068the meeting if there's not enough time to speak during public comment I do have um two and if there's anyone else in the room who would like to make a public comment the comment cards are in the back so please fill those out and then there's some information on the back and you can put them right up in the basket by our assistant superintendent at Miss Hyatt so I have a public comment from Melinda West foreign good evening my name is Melinda and I'm here to speak to you today about an incident that occurred at Martinez Junior High School on February 2nd on that day my 12 year old daughter came home from school and informed me that she had been approached by a student who demanded that she get done on her knees my
069suit my daughter was hesitant and fearful but the student told her that if she did not comply she would be labeled racist the student also told her to put her put up her fist for black power because it was her month my daughter afraid of the weight of such a label performed the act against her will I immediately contacted the school to report the incident several students including the one who conducted the ACT confirmed what had happened despite the fact that the district code of conduct states that bullying harassment hate crimes result in suspension and police contact the student who had committed this discriminatory act against those who appeared to be a lighter skin tone than herself was not held accountable I am here today to challenge you to understand at what point do the
070words listed in the code of conduct hold weight if there is nobody in the leadership role willing to hold these students accountable the Martinez junior high school planner and website State quote if the ACT is repeated action performed based on the race of another student end quote the consequences listed as expulsion so what makes this act exempt of disciplinary action Miss Cusack the principal at the Martinez Junior High School States we promote and encourage students to succeed academically and socially in a safe caring environment well I would like to ask you to take a moment imagine yourself in your work environment race aside how would you feel if someone approached you and sit over you demanding you that you get on get down to your knees how would this mimic the words of Miss Cusack
071reflecting a safe caring environment that promotes you to work effectively the lack of leadership accountability and Law and Order that is staining the once highly respectable Martinez district is now empowering these students to capitalize on the neglected repercussions what is the next acceptable hate crime that you as a district are allowing these students to execute on others this incident has affected my daughter's well-being safety right to her education and she is now afraid to go to school and feel safe while being able to focus on her education as she is not alone the reputation of Martinez Junior High School in our community has diminished and parents are being forced to remove their students from the school each year our enrollment numbers have decreased and it's not a coincidence that the junior high school alone holds
072the highest number of students enrolling in alternative education systems if our district continues to turn a blind eye to the conflict and be afraid of the backlash you may get from doing so our community will continue to deteriorate and represent disrespect oppression and Justice and degrading acts to one another as the members of the school board you have been elected to the position to demonstrate accountability not tolerate conflict and teach students what is acceptable and what is not I stand here today urging you to implement consequence and break disciple of complying with bullying violence threats harassment and hate crimes it's time to set the tone into what is expected to these students on campus each of you have been voted into the position as a school board when I look up your election slogans most
073of you bank on the same idea that the voices of the Citizens need to be heard so the question is are you listening are you ready to execute and deliver to your community what you have been elected into your position promising us my goal as yours should be too is that my daughter and her peers can go to school and exercise their right to education and succeed academically and socially in a safe caring environment thank you for your time thank you Miss West do we have any additional public comments this evening seeing none we will move on to item 15 the consent calendar are there any changes to the consent calendar yes there are let's have to find them we have two additions to the consent calendar we have a um resignation from Angie I'm
074going to say her last name wrong say code draker um program specialist she effective upon replacement and Eric Pham math teacher Alhambra High School effective June 1st okay and then additionally I would like to pull item 4E to be voted on separately so are there any questions or comments about the consent calendar with the additional items I just wanted to say congratulations to the employees that are retiring oh yes thank you for your service to our district all right any public comments on the consent calendar all right we'll bring it back for action I make a motion to approve um with the adjustments that um you've just listed before all right student vote uh all in favor all in favor I opposed of sentience motion carries okay so then right will this be will this
075change the numbers on the agenda okay so we are now voting separately on um the consent calendar item for e learning is there any board discussion on this item okay any public comments okay we'll bring that back for action I moved to approve the um commercial uh enter CE Commercial Energy agreement item 40. is there a second [Music] I seconded okay student vote uh all in favor I opposed and then I will be abstaining on that one all right moving on to item 16. which is our discussion and information items so 16.1 is a review of resolution number 2023-17 regarding reduction of classified services this is presented by Dr Carolyn Kota all right good evening due to the lack of work and or lack of funds the district must prepare to eliminate layoff or reduce
076classified staff of the 2324 school year accordingly the district has determined that it is necessary to reduce certain classified positions um the resolution 2023-17 test one two three [Music] all right we are going to return back to the board meeting we know that there were some technical difficulties and we lost the stream um both video and audio for a little while so we do apologize for that we are back on uh we're on item 16.2 we we're discussing the new job description for student services coordinator and I think we are ready for any public comment on this item if there was nothing else from the board okay any public comment for this item all right go ahead Stephanie Stephanie Wentz for CSEA um while I understand the reasons and the need for this new admin
077support I'm worried that we're adding three administrative positions when we have classified certificated layoffs as well as the continued warning from the district and the county of declining enrollment thank you hey thank you Stephanie any additional public comment okay go ahead hi I'm Mary Rittenhouse representing Martinez Education Association um declining enrollment reduction in force loss of ADA phrases that educators are hearing more and more and it's worrisome while I do understand the need for these positions and I do acknowledge that one person was doing the Java three um to some it's just another example of the district office being top-heavy once again um this these positions do have value to students and they are needed to better serve our populations but coming after last meetings um current Staffing production projection presentation the timing on this
078just doesn't seem right okay thank you Mary I'm going to make a response there's not three new positions Renee's position is dedicated and we will be filling that position on from the consent calendar director of ed services and I will be combining other positions to this um current existing so that we're not adding three positions I have to wait until I hit those agenda items I'm sorry okay and that may be the next meeting yes what was that the last meeting that wasn't at the board meeting right but it wasn't it's not a new position okay okay we'll move on to item 16.3 which is our comprehensive safety plans presented by Dr Carolyn Kota all right each year each of our school sites as required by the educational code maintains a comprehensive school safety plan
079the comprehensive safety plan is designed to address safety issues and focuses upon developing strategies to prevent educate and resolve incidents on the school campus the comprehensive school safety plans are updated and reviewed annually by campus staff the School site Council and law enforcement the plans will be posted on each school's website upon board approval in addition to these plans each School site has a confidential tactical response plan to address emergency situations this is for information only okay all right we'll open this up to public comments so we're again on item 16.3 are there any public comments for 16.3 this is the comprehensive safety plans okay seeing then uh thank you for that information and we will see these back correct in our next so we'll look forward to seeing those come back for Action 16.4
080is review of board stipends this is presented by Helen Rossi at our last meeting I was asked by the board to investigate our board stipends and the possibility of increasing those stipends and I learned I had no idea how this is done but um if you can go to the next page please in Ed code California Ed code 35120 actually sets the rate per month and it's a 12-month stipend even though we have 11 month board meetings 11 months of board meeting is in case there's one in um July special meetings or so on and so forth but it actually sets the amount that we're allowed to provide to our board members for stiping for stipends monthly stipends Martinez unified is uh qualifies as less than 10 000 but greater than one thousand with our
081Ada of about anywhere between 36 and 3 800 which sets the monthly stipend amount at 240. we are allowed to increase that annually but not to exceed five percent so if we were to um if if the board was to want to increase that this year they could increase that five percent but no more which would be twelve dollars um per month um board members are not required to accept payments that we have had many board members who did not want their stipend they gave their you know they didn't accept this stipend which is okay um if a board member misses the meeting they um it results in a deduction so if you miss one meeting you reduced by 120 if you miss both meetings in that month it reduces by 240. there are exceptions
082so for instance if a board member was to miss a meeting because we sent them to csba for a training we would have to do a resolution and the board would have to adopt the resolution saying that we're going to go ahead and pay them the full stipend as they were doing District business um the student board member I'm sorry Kiyomi may not receive compensation and they're allowed to participate in the district's Health and Welfare benefits at their own expense but the Martinez the the group rate next slide okay currently our board um each board member receives the monthly stipend of 240 and they do have access to benefits at their own choosing next slide and I did a comparison well actually Nikki did a comparison of um Contra Costa County school districts stipends we're
083missing one or two but we did um anyone excuse me anyone who responded um we put up here so akalanes uh Byron knights in Lafayette Moraga and Orinda they do not collect any stipend that per their board bylaws Brentwood you can see Brentwood John sweat and Martinez and Oakley are all in the 240. Liberty is 361.62 and they obviously did some years with a five percent increase Antioch 400 with Sam Ramon and then Contra Costa County Office of Ed and they um they it looks like they I'm not sure what their Ada is in their County office and I'm not sure if they fall under the same as us but West Contra is 750 in Mount Diablo 75608 so they must have done some kind of increase as well but um I think that's the
084last slide I have so that's the information that was requested um any questions yummy that's just the bummer that you can't get paid yes the reason it was brought up was because yeah the point I made was just that um this is a position that people put a lot of time into and it I know it makes it hard for folks that might have a lower income to do something like this because they have to work um so I just I didn't know it was set by Ed code that I'm confused why there's a dollar amount if we can then vote to increase it there's a set dollar amount and you're allowed to increase it but by no more than five percent I I don't per year and I don't know why um I but
085it is definitely in Ed code which is California law so some it looks I tried to figure if they did five percent each year the ones that have the odd numbers out but they didn't some years they must have done two and some they must have done three because mathematically it's not straight across the board so my thought is if it's if it's not much you know do it one time five percent I don't know and then in future I don't know that's just is that still something yeah I mean I'm willing to discuss it it's I don't feel strongly about it because it doesn't doesn't really seem to make much of a difference um but that that was just thank you for bringing up that was my point last time that um you know
086I know that people that want to be do like community service like this it's difficult when you have a full-time job or you maybe you have two full-time jobs and or you have to pay for child care to be here that type of stuff so just something to think about right okay should we open it up to public comment and then we can um decide if we want to bring this back for action or taking action okay so are there any uh public comments for item 16.4 foreign seeing none we will bring it back to the board so next possible steps would be um and we don't have a full board I would I would recommend that if we do feel like we want to take action that we bring that back when we have
087a full board since this is something that is directly related to the board itself um so our options would be if we want to bring it back we could have a specific number in mind that you know up to five percent if we wanted to do that we could bring it back for the next agenda or we could just decide that we don't want to move forward those are good I think that's pretty much it Ed code kind of solved it out for us so I guess it's worth a discussion with Carlos here that way we can all vote either nowhere yes on it okay so let's go ahead and bring this back for action and do or do we want to just say I mean I think if we make it as specific as
088possible do we want to just say the five percent this is equals what is it a month yeah I would say five percent okay so um we let's bring it back for Action at our next meeting um with a possible increase of five percent to the board State Bound thank you all right 16.5 is review of csba updates for September 2022 and December 2022 presented by Helen Rossi tonight we're presenting the first round of our latest and greatest csba updates from September and December of 2022. um all of the board policies and administrative regulations are listed including some bylaws board bylaws the board has a couple of weeks to review them and then we will bring them back for Action at the next meeting um were there any questions at this point about any of
089these word policies I do not have any okay any public comment on 16.5 all right seeing none we will see this again at our next meeting 17 are action items for this evening 17.1 is appointment of John sweat Elementary vice principal presented by Dr Carolyn Kota all right with the relocation of all three meipp classrooms and their their ancillary services to John sweat Elementary enrollment at John sweat is going to increase by 40 to 60 High needs students additionally John sweat is the site of our growing autism program which will include an additional PALS class for the 23-24 school year due to the increasing needs of the school site the board is asked to approve the appointment of Renee Lopez as vice principal for John sweat Elementary Renee comes through the position with multiple years
090of experience in special education and is the ideal candidate to support the students and staff at John sweat and I'd like to add that this is a new position putting almost 600 elementary students on one site is not safe without a second administrator and um it's in my whole reorganization of District positions I think the total cost was 38 thousand dollars and that included this new position filling the other position because of the combining of positions that I'm doing and I'm happy to review that with both meacca and with the board when I'm done um when I'm done it has to be done in little pieces because there are retirements involved and so on and so forth so are not retirements resignations and so on and so forth I'm happy to explain the whole entire
091plan at the next board meeting so okay thank you um I don't have any questions but I did just want to congratulate Renee on this new opportunity I think this is really exciting for you and I think it's going to be great for you to be there to support our kids and especially with the combo of meip me i p p and John sweat this will be a really awesome way for you to continue your leadership career with our district so thank you for your service Dan I'm going to make you present next anyway and through the end of the year because we still have to have all of this other stuff but um thank you for your service here and we're excited for what is to come foreign so congratulations but um sorry there's
092a but um so I was at the diversity equity and inclusion meeting on Wednesday that was held here at the district and there were several staff members that um stated that in an effort to diversify the district that they didn't want internal appointments to happen and they were asking us to discourage that and to actually open the positions for Outsiders to apply and fill them and so I heard what the teachers who were in this group stated I've also heard what they've also come and spoke during the open comment section so congratulations for the the role but I think um we need to okay are there any public comments on item 17.1 all right seeing then we will move to 17.2 which is our school plan for student achievement the sipsa oh I'm sorry we
093do have to take action we're not on information anymore thank you I apologize all right well I will move to approve um the appointment of the John sweat Elementary vice principal I'll second that this last uh so student vote you don't have to we already have you in there so thank you all in favor aye on the Personnel oh can't she sorry we gotta scratch that it's a Personnel item but I thank you do we have a second that's not a student I was like in it all right uh all in favor hi hi opposed no extensions all right motion carries did you vote oh I'm sorry I'm sorry I was just thinking uh I'm still figured it out so I thought Helen's had said that she was going to give us more information about
094what positions were being created or not next time all right bro we're still moving forward with this this is this is part of tonight's agenda I'm recommending the appointment of Renee for the vice principal all right um so yes okay do we have that tally all right thank you okay motion carries item 17.2 School plan for student achievement um this is presented by Renee Lopez okay so as presented on January 30th um I presented the school plans for information and I'm bringing them back this evening uh for action and as a reminder the school plans are designed to be used as a tool for alignment of all site resources into a yearly plan that addresses academic social emotional and safety needs of our students once approved they'll be posted district-wide foreign is this related to
095the email that you sent out about the math and everything or is this separate they're separate from that okay all right so no questions all right and then for me are there any public comments on item 17.3 okay seeing then we'll bring that back to the board for Action make a motion to approve oh sorry 17.2 oh I'm sorry I'm making a motion to approve all right thank you student vote uh all in favor aye aye opposed abstentions motion carries 17.3 is the equity audit presentation and contract this is brought back to us um by Helen Rossi two weeks ago I brought the contract to the board and the um I was I received direction to ask the Ed Trust West um to provide a another option for doing the systematic Equity review and blueprint
096for Equity action planning and the first you have the paper in front of you and the first um I just got this this afternoon so I don't have time to make it into a PowerPoint from Friday I talked to them Friday afternoon was their first availability so the first option is Alhambra High School in the district office only that would be in two phases from July through December of this year through um and then phase two January through May the total for phase one and phase two is 71 000 for and remember this comes out of our learning lost money it doesn't come from the general fund the second option of the board requested was all Martinez Unified Schools the timeline and the cost this is all the schools and the district office when they
097say the district office they're looking for board policies and and and things like that that might be in the way of every student achieving success okay the first phase would be in August of 23 through May of 24 for a total and that would be for all the data collection for all the schools that would be 122 000 phase two would be um 50 000 for a grand total of a hundred and seventy two thousand and I'm gonna add one thing after uh the in these prices here the thing that is missing is the pay that we're going to have to pay employees for the meetings and so on and so forth the after hours time so I've readjusted um all three of them actually kind of gave an estimate based upon how many hours
098they say they're going to need and then added some because they're always going to be a little bit bigger um so the first option where it claimed it was 71 000 I put 80 000 with the hourly payments for the employees whether it be days or hours the second option um for all schools and the district office that they quoted sorry they quoted 172. I figured would be somewhere around um very generously because instead of doing three hour meetings and four hour meetings they were doing five full day meetings and this is every school is going to have a team so I figured 350 at the fifty dollar hourly rate if that's at least 2 000 per participant so I went up to 200 000 for that and option three was a Alhambra high school
099and then phasing in the other schools in year two instead of doing them all at one time and that one would be with all Sites hourly somewhere around 200 I figured about 240 245 000. um so the difference being Alhambra only 80 000 to all districts in a staggered in a staggered way 245 000. the one thing that I want to stress that I I that has kept me up nights thinking about this for two weeks this study would be absolutely huge to do for the whole District at one time we have movement we're just now getting on our feet we're trying to solidify what we're doing we're focusing on English and math we are focusing on our Dei work all of this stuff comes into play at the same time this this a district-wide
100study done in the amount of time that they want I think is the most expensive is to do Alhambra first but to do all five schools is like the middle of the road but it all happens in one year and that's next year and the impact of that on staff we're not even fully staffed in our classified we're not even fully staffed in our teeth in our teaching lines we have you know people teaching that you know are on internship credentials and so on and so forth I'm just a little I think it's a good thing or I wouldn't have brought it to the board I don't want you to think I don't but I'm afraid of the impact of a district-wide study done in one year's time with everything else that we have trying
101to get to balance and get on our feet I think I think there are a lot of good things that are going to come out of here I believe that change for our district is needed in a lot of areas you know not just academic but in a lot of areas in our policies and and the way we do business as a whole and I'm not afraid of it at all I just don't want the weight to Bear Down on the staff and without the buy-in from the staff if it's too much we could we could lose the project that's that's my two cents so I just thought I'd add that whether I'm supposed to or not I did I appreciate it we did ask for um this information as well as the stock recommendation
102so um so I appreciate that information uh Kiyomi do you have any thoughts or questions so uh if we did the plan with like the whole District that would hurt more for the staff or with that or are you talking about the plan for Alhambra I just think the weight of the whole staff doing what they do is they come in and they collect data on every single thing that happens on the school on discipline on academics on board policies on um on teaching strategies on um homework amounts of homework um just everything you can think of that happens in the school and they just they come in and you know I told them when I talked to them it sounds like you know a bunch of ants coming in on a candy bar and
103then taking their food and going or like and I hope my auditor is not watching this but the district auditor where they come come in and they rip apart all of our finances and then leave it's it's it's huge and it's stressful even when we have a district audit and they're asking for 45 000 pieces of paper we're all like do you want one more thing it's it's stressful and I just I want to be mindful of our staff at the same time I would love to see things improve district-wide I mean I've been around here long enough to know the the goods and the bads and the you know the the middle of the roads I just um just wanted to say that okay [Music] so I think you know we can agree that
104everybody's doing the best they can in the district right but we can also agree that we're struggling um and I I'm not of the mentality of pointing fingers as to whose fault it is but I think it's important to find out where we are deficient so we're able to correct that um because without a detailed study we're not going to be able to really find out where the problems lie um I think you know there never is going to be a good time to do a survey like this there's always going to be activity there's always going to be changes there's always going to be things going on but I think it's very important that we find out where we're disconnected where we can improve and what roadmap to use to get there and this
105study will provide it um I read the other ones that you sent as examples and they look really good they look very impressive very very good and I actually put emails out to a few of the districts trying to you know get their input as to how they feel about the study um I met one of the superintendents down in San Diego the Campbell superintendent and she was just speaking ravely about how great this audit was for her district and she was telling me how their math department is just wild wild west Rogue and this audit has actually helped them figure out where the disconnect lies and what they need to do to improve their math for the district amongst other things that the study brought up so you know just based on the input
106from the superintendent from Campbell unified I was you know I was happy to see that that was one of the reports that we got um as a trendwest client um so I just think you know there's never going to be another time to do this a good time to do this I think if we just get this done and out of the way and have a good roadmap to move forward um and fix what needs to be fixed I I don't want to blame anyone because I really don't think blame lies amongst any particular person I think it's just the system that's ineffective and we need it we need an audit like this to let us know where the disconnects lie where the dysfunction is and what we can do to improve so we can
107focus on those areas so um I think the elementary schools are doing fairly well I don't think there's an issue um or as big of an issue I think there are math in there um English and things like that they're doing they're doing well um what about and I don't see it on here what if you just did the high school and the middle school did you calculate a cost for that is that or is that just does it go by size um I'm not sure I didn't calculate that I just was asked one or the other oh wait a minute here it is expected time frame excuse me in the back I guess I did the work would be phased out over three years from July 23 to May of 2025 one school what
108is this uh one's called two schools no I'll add to Alhambra one school another 35 000. what what is your thought if you did too it might be a little bit more I think that's if that's an elementary that's option three if I do all of them so they're probably gonna up it if I only do two two schools but I can if if one's a hundred thousand what did I say eighty thousand for the first one then probably I wouldn't say it could be any more than 130. I I mean I I'm guessing but so I'm just how do you feel about two schools two two sides is that equally stressful or well it's less stressful than eight sites absolutely no no yeah and I think all the sites um it's going to take
109longer to get them and I think if you do if you focus on one or two you're gonna get the results quicker and you can start the implementation and see how it's working it's kind of my thought on that yeah I I hear what um Yasmine is saying I also hear what you're saying I mean is there a way we do have a lot going on is there a way to I don't I don't know I'm just thinking out loud is there a way to do Alhambra next year and then wait a year and then I mean what is there that's options okay does Alhambra first and then the next year it goes into all the rest but is that what you're saying would be really stressful or are you saying if we do everything
110at once I think if we did everything at once but I'm not really sure how stressful it is because I haven't done it but it sounds stressful I mean I know in terms of what they tell me they do and I'm thinking you know I I ran Iran absences and attendance and how many people are you know out because we don't have enough Subs to cover now we're gonna throw in you know five eight schools and need a team so five people out grant that they don't have to be on the same day but that's that's five right now right now we're averaging just for sick leave without covid uh six days per teacher of absence and uh add another five on top of that for some because they're not all going to be at
111this I'm just you know I worry that's what I do but I want to bring all the facts here and you guys get to make it but if I don't have like we've been trying to implement um Eld um professional development at our elementary schools for this is our third year or second year second year with Blanca and we have to cancel ninety percent of the time because we don't have Subs to release the teachers to participate in the professional development because the teachers at that school are already using their preps covering for someone else and I think Mary can attest to how much that happens because she's the only teacher in the room I think so but um thank you it's five as well yeah so I I just you know it's it's the
112impact I I just you know me being cautious Helen sometimes I want to try it and I want to see what the impact is because I can't stand just sit here and say this is going to be the impact because first of all I don't know what next year is going to bring and second of all I don't know I don't know I've never done this I've I have the names of people to call and like I said I got this this afternoon of superintendents that have been through this um I haven't done that yet and you know I'm just bringing the information it doesn't have to be decided tonight we can you know bring it to the next meeting if if you'd like to do that if you want me to get any more
113information if you want to decide it tonight so be it I just I can't give you a definitive because I've never been through it [Music] about how much yeah well they told me that it wouldn't be anything like an audit I wouldn't even know they're there because down here but I don't believe that I don't believe I mean when you read through the report that the the final report you look at what they've checked you look at the data that they've done and and the uh the things that they're pulling they do interviews with with teachers I mean it's very very very extensive and you're going to schedule an interview with your English teachers for each of their preps and then somebody's going to be absent and you can't do that so you're gonna have
114to go the next day it's just it's going to be difficult I'm not saying that it can't be done but I'm just saying we might want to be mindful of the impact of starting with all at the same time that's all I'm saying so not that I don't want it done at every school no I so I a couple of just clarifying questions this was brought to us by our principal at the high school correct brought to your attention and she was brought to my attention by her she had participated in this at Jefferson High School okay as a principal in the high school that District I think has four high schools okay it's a high school district so my thinking on that and I am all for doing this for the full District as
115well however I think given the size of our district and given the resources that it would take the phase three option where we have it rolled out to me makes sense for a couple reasons one we have a high school principal who's been through the process before so she can adequately prepare her staff for what's coming and in the following year as we start rolling out at other sites then we have people who've been through it and who can be a resource for other sites additionally next year if we roll it out Not only would we have this but we would have construction going on at two of our elementary sites and I think that's a huge burden for those site administrators to be managing both a construction site and another team trying to conduct
116this audit so I also think this is really important work I want to see it done at the whole District level but I do think a staggered rollout makes sense because we can learn a lot from that first year and more adequately prepare the rest of our sites for the work and the rest of the sites haven't had any conversations about this yet right just I the administrators are just okay yeah but no sites have no yes I don't even know if the High School site has I don't think they have it was just a proposal that came we investigated I brought it to the board um and so we would have to um talk to all Sites okay and then I do have another question which is this number three which is the option
117number three which is all all district but it's over three years is more expensive do we have enough learning loss money for the I mean is that okay so we know it's more expensive but we know we have the money on option three it sounds like year one you're doing just the high school we're starting with the high school and then in year two you're doing all the rest you're doing the elementary and the junior high is that so what they're saying in in option three is we start with the high school right and then we um in the next year after that we can pick up one school for an additional 35 000. we can pick up two schools for 51.55 we can pick up three schools all the way up to six more
118schools okay so we could theoretically do year one the high school year two the junior high and then do the Elementary's year three or something yes okay I think that's that sounds more manageable to me and we still get them all done um because some of the other ones if you do them all at the same time it still takes two years to get results what if we did the high school and the middle school together because that's where the problems start is at the middle school level I would be willing to you know not push for the whole District if we did the middle school and the high school together just because our problems start at the middle school no it's not and I don't know that our problems start at the middle school
119I was at the middle school for 19 years I understand exactly what goes on at the middle school and how difficult it is but I don't know I mean everything starts at the beginning and then it progresses as you go through 13 years or no 14 years of schooling so you know to me I think our biggest impact right now and I'm not talking disciplinary behavior and I'm not and what you know the incidents that were brought up today I'm talking about our policies our Gatekeepers are are um our overall programs I I think we need help in all schools but I wouldn't mind seeing a more robust Alhambra High School right now I mean that's that's my opinion which is you know one non-voting but it's my opinion and I think Kiyomi I think
120you have seen in compared to when Melinda was at the high school and you're at the high school the you know there's a change in in the elective programs there's a change in things have the offerings it's it's not even from when my kids went there it's just yeah definitely the high school like enrollment's huge right now A lot of people are a lot of people aren't even attending school I know a lot of people that I know a lot of people that had math and it was hard for them and a lot I know a lot of people that didn't pass that or just like other credentials at the high school I think if we start there and then move forward with the other schools that would be a lot better than just doing
121it all at once especially because I mean I think there's a lot of stuff that's happened since covid with education and versus I think education still like coming back from covid so like the substitutes and all of that so I think by the time we get to all the schools they'll be ready to like take that uh plan and finally like do it and I think just doing it all at once is a lot harder for empty schools but yeah Alhambra definitely uh definitely should just be done first and then from there especially if our principal has knows what it is has done it before I trust her and I trust the school to do that and then plan the rest as the years go by you know in the lcap committee meeting the other
122night we were talking about The Graduate profile and that we had created one and we haven't shared it out yet because there's a lot of work that goes into really putting that in place and it The Graduate profile is what your end result is what do you want the student to look like when it graduates and you take that and you backwards map all the way through now I didn't think of that until just right now and I'm wondering if you know we do start at the high school and then go to the middle school and then hit our elementaries we have our end in mind and then we can see where the holes are rather than to start I don't know I to be honest I don't know the best way I'm just bringing
123out discussion and thoughts so yeah definitely like as a student uh Middle School like oh I saw a lot of people I had a lot of friends and then as the years went by going into High School less people show up and that's when like it started getting concerning like where did these people go why aren't they meeting the requirements their credits and Elementary School is fine like but definitely once you get older less and less people show up less and less people do the things to graduate so I think that's like a big issue um so I guess you'd want to just get in there and do the whole thing at once because it's probably the easiest way to do it for them you know so like I said you do where we don't
124we can think about this you can you can answer more ask them more questions for you I can call the references from the other superintendents that they listed that I didn't have before I mean there's options yeah I mean when you when you do a scientific study you take you know a sample and I think if we stagger it we're not taking an accurate sample of what's happening at a certain time in our schools if we start with the high school it takes what a year or two right to get it done then that means that the middle schoolers are going to be in high school so we're going to be like the sample that we should have had isn't going to be the most concise sample to figure out what's really going on in
125the schools um so I think we should you know we don't do the whole District I definitely think we need to do the middle school and the high school together and then consider the other ones it's just after you know after we see what the results are I I mean I I understand what you're saying I think it's not as much about the specific students who are there at the time as much as it's about you know our policies and course offerings and more of the Frameworks of a school because we do get the student achievement data in other ways in the form of our internal Assessments in the form of svac in the form of grades so I don't know that it to me that matters less that we do them at the exact
126same time because we're looking at more existing policies that are in place in the schools I do understand what you're saying and wanting to do them I um but I I do worry about burdening the district I feel like if we get one under our belt which in Alhambra is the biggest school so when we get that going I think we'll have a really good sense of what is to come with the other schools and better prepare ourselves so I I'm I'm in that camp I'm in the I like option three um but we can take action on any of these options we could ask for additional information for a different setup or and have it come back um I think when we were at the csba um some of the people that were presenting
127they had like only one school in their District or two I don't know that they had six or seven when they were doing this report from a couple of places that were talking about it at least in one of the breakouts that I attended it was a one um School District that did it I think it took him two years um so that'd be curious to find out the size too because I do think we don't we want to burden and I think each individual school is a different um it's a different Dynamic I mean High School is different than you know totally different than elementary and middle school I mean I in a perfect world I would say yeah do all of them but that's not it's never gonna happen but um the high
128school and the middle school I would be okay with but I'm just also worried about the teachers and were you going to try and get a buy-in from the principals to see if that's something you know they're even I've already taken a survey from the principals but not from sites I mean I'm sure teachers are watching this now and there'll be Rumblings tomorrow but but it is you know I introduced it two weeks ago and I haven't heard anything yet so all right yes you have a comment on this item no all right we have one taker I'm so I wasn't at the last meeting so I wasn't I didn't see the presentation and of course I didn't go online and look at it why would I do that um but I just want to
129throw out there um with the high school um we we're doing wasp right now and we do have a wasp visit scheduled for next week and as a person who's on the leadership team of wask um just how what would are what would the teachers what would we have to do in order to participate in the survey and because we do spend some time on wasp and would this take away from wasps would it add to it I think it combines I think it comes together and help strengthen us right I will have to ask Keisha because she's done this before um but I can certainly forward you the reports and maybe you can you can get that glean that information from there but I'm you would have to ask Keisha okay okay because we
130don't want to go down two separate paths no and that they have to be like this yeah and that's what we're not yeah yeah it would be nice and it sounds like they could work because there's a lot of the stuff that and what they're saying yeah is what wask is looking for but it's just you know working on our wasp stays and asking our staff members to do certain things and so forth and it's just another piece and if they do work together fabulous because that's killing two birds with one stone but if we're doing two things that are kind of the same thing that's separate it's going to be a little bit difficult one might help the other exactly yeah thank you all right thank you any additional public comment on this item
131okay so we do need to have some direction we can either take action um I guess that's I'm I'm in in um the camp of option three so I would be happy to make a motion for that but um you know we can go we can direct in any way um if you're making option three you're saying the high school first Middle School second and then the third year you would do the elementary schools it doesn't because in here it looks like option three could be the high school year one and everybody else year two that was what I was thinking but I mean that could be and I also think if we go if we if we went with that option it doesn't look like necessarily that we have to decide which schools what
132like we would be committing to Alhambra first but it doesn't necessarily specify that we're I guess I hear I feel like that option leaves us room to if we get in and they and site admin is like oh my gosh I see what you're saying this is so much I think it gives us room to say we want to do all of our schools next round or we want to do we want to stretch it out further if you look on page just saw the last page yeah the the where it says number three start with Alhambra High School District additional schools in year two it says right here depending on the number of participating schools see breakdown below so we do the high school in Year One um and then year two we add
133on the junior high and then if we want to continue down this road you can just continue to add them for that increased price that's what that says to me yeah if you want to read that that's what that says so um but I think what Tanya is saying maybe what I'm wondering is if we do option three we can is is it true that we can do it in two years or we can stretch it out three years no option optioned July year two yes it's in two years year three oh it's got year three on there total surface comes in three phases so option three is in three phases so three years you're one would be data collection with Alhambra and then the key finding report phase two in the second year is
134data collection and interview districts one day site additional schools all the additional schools and then the phase three the last one would be you see how that's laid out in the in the last year they would give you the reports for the rest of the schools so I'm sure they're not going to let it drag out forever because prices increase Personnel increase and so on and so forth so it's either do them all at one time or break them down into a three-year plan the other one is Phase One and phase two a two-year plan for just Alhambra in two phases in one year And to clarify we get a report after year one oh yeah yeah so it looks like the three choices Alhambra only all the schools done in a to August 23rd
135to major in a two-year period or a year and a half actually in a year and a half or option three all the schools Alhambra done only in the first year and all the rest of the schools in the second year and your reports in the third year okay [Music] okay so okay say it again I am still confused year one Alhambra year two the middle school and year three all the others no it's you're doing year one Alhambra and then all the others here too and we don't get the final report until year three the final report we get alhambra's report right away but the other one it takes them I think that each school is a two-year process right it says right here in number three Alhambra alone right a one-day site visit
136to Alhambra with five focus groups and classroom walkthroughs and then you get the systematic review Report with key findings recommendations based upon the data analysis that's all from July 2023 to June 2024. then the next year in July 2024 to May 2025 they do the rest of the schools whether it's one two or three or five more schools or six more schools they do all the data collection in one year and then the next year they build the plans because there's a lot of data to be collected on six schools if we only did the junior high if we said we said we're only going to do the junior high and the high school then it would be only one school and then we'd have one year and then it would probably be the same
137timeline as Alhambra but it all six Schools they're going to go in and collect data on six pools and the next year write the reports foreign what are your thoughts so I was I wanted the whole District done um and you know I think as long as we do all of the schools and focus on Alhambra in the middle school as the first ones I would agree with that to happen and is the is there an ability that we'll back out like after because I don't want us to back out so I don't want to agree that we'll do one school first and then the other one's later and then after year one we decide oh we don't want to do this anymore I don't want to vote for that well I think on phase
138three they're not gonna collect well I don't know when they're gonna collect the money but I would say I agree I want to do all the schools but I think that to protect ourselves and our finances if for some reason we're really unsatisfied I I mean I I think we would want to be able to back out because it didn't do what we wanted it to do not because we don't want the information but if we're not satisfied with with their not with their findings I mean that's we might not be satisfied with our findings that's not it but with the process or the product or the reports they give us and feel like we are getting good next steps I think that to me that would be a reason that we want to not
139go for all schools at once because what if we do Alhambra and we're like this wasn't worth the money this is a proposal what we'll do is if we accept the proposal they will send back a contract with all of that information in there what to do if we cancel what to do if they cancel something happens and our commitment depends on how the contract is written and we'll bring the contract back this is just about doing the study because this is not the contract okay and that will lay out if you break it and you don't do this and there's a lot of companies that you're responsible for paying the money without you know if you break the contract I just I haven't gotten that far yet so my um and just an idea
140I had would be if we had Keisha and we could hear from her how she felt it went to um that might be helpful in seeing how destructive it was to the teachers and um you know how they handled it with absences and things like that and how disruptive you mean after the after this well if even if we if we accept the proposal we're not signing a contract we still have to get a contract and agree to it so we could maybe um say yeah we're we're interested in in this and we'd like a contract but then in between that time period have Keisha come and give us a little overview of what her perspective was on that might get a staff report or something I mean because the contract would have to come
141and if we do approve the proposal I'm guessing that the contract would probably come on consent calendar but that doesn't mean that we couldn't a contract with this for this amount of money would be a separate it okay you would make it a separate item okay so we would if if we decided to move forward say tonight or next time then there would still be a contract to approve and in that time you're suggesting that we get a staff report from I think since Keisha's been through it and she's our our principal I would trust what her opinion is I mean she obviously recommended it but I'm curious as to how disruptive it was to the teachers um and again with the report that Mary said or the group that Mary talked about wasps or
142whatever um wask wask uh to see if you used you know if we need to continue Oscar if this would change or you know how they would interact okay well I do I mean is there interesting emotion okay well then um and Keisha you are Keisha oh my gosh now we're talking about Keisha he owe me my apologies you are able to um Vote or motion or second on this item um because it's not personal but I do think it is you know highly relevant to what your experience at Alhambra so um I I will make a motion that we go with option three starting with Alhambra and the rest of the schools the following year and that we request this staff report from Principal emmendorfer to come and talk about her experience at her
143previous site before we approve a contract I'll second that student vote aye all in favor aye opposed abstentions motion carries well this is very this is a long item but I think it's really exciting and really important work for the district so we will look forward to some more information coming soon um item uh item 17.4 Helen will explain this better but we this is just a little clerical thing that we need to reverse so this is reversal of more decision to establish a board policy committee as a board committee so Helen tell us what we did wrong okay so while I was on vacation somebody decided to make a board committee to look at board policy the board policies that we have on the agenda tonight when the board votes on a committee as
144a board committee that means that it's a brown act committee means you have to agendize it 72 hours ahead of time post the agenda have public comment I do not believe in talking with Annie about and with Nikki and Janelle about that meeting that it was intended to be a board committee but yet a committee that would work with the superintendent on advisory and so we need to undo the board committee and then we'll just leave it at that and in the outline that I gave you all the last month about how will do board policies we'll follow that um it was in a weekly update I'm hoping I put it in there I think I did in a weekly update um I'll just reiterate it how we're going to do board policies and then
145the rotation that'll come through to uh the two people who signed up will come and take turns or they can come together and review the board policies with me so okay so to clarify we need to undo this as a board committee but do we need to vote to redo it as a super okay so that can just be worse okay all right I don't have any further questions yes okay any public comment on item 17.4 all right do we have a motion I will move to um reverse our prior decision to establish a board policy committee as a board committee seconded [Music] motion carries all right um item 18 is additional comments from the public I do think that we have one additional comment that right we do have we usually do not use
146this space at the end unless we use all 20 minutes at the beginning but we're going to make an exception because you sat here so nicely at the whole movie apologize for that and then come down here to talk I missed the Warrior game so I said no I got it you my issues that I'm currently dealing with I listened to Melinda and what she had to discuss first of all and thank you all for your service your plates are cool I can see that happening right now and uh this is awesome the cyclist thank you for staying on top of that I've seen you walk down to Susanna Street Park and get them under control and hopefully it happens so Melinda's issues I'm not going to recap you all heard it I believe maybe
147the good majority of you except for the students or parents this really gets home it hit home for me tonight my granddaughter at the Martinez Junior High School Perez it's a major issue I think you all know it I think the junior high knows who the students are the minority of the majority of the students there and how are we going to deal with it I have a daughter who's an educator outside of this school district I have a daughter who's an essential Ripper dealing with the public my daughter who gives her free time dealing with suicide crisis hotline she has for the last three years it's the worst it's ever been one out of every three calls as she receives it's from a female student this is serious very very serious I did not
148want Melinda's words go to deaf ears I now have a grandchild who doesn't want to leave home and go to school and she's an exceptional student on the honor roll and does not want to go back to Martinez Junior High School that's bad what can we do to solve the issue principal knows who the students are it's just like the cyclists we know who they are we've been dealing with it for since school started seeing them every day taking my granddaughter to school in the morning or coming home I'm sorry picking her up we know who the students are at the school are we dealing with them who are ruining the education of the majority of the students that are going to the Martinez Junior High School to have a positive experience like I had
149like my wife had like my children have like my other two daughters had and now I've got one little granddaughter no I don't want to go to school have we had an assembly at the Martinez Junior High School to bring all students into our beautiful theater and to have the administrators of the school and or Mrs Rossi to talk about students conduct policy has that happened posters are great throughout the school it doesn't hit home our students need to be told verbally Face to Face by our administrators of what's taken place at that campus and how we're going to try to control it they need to hear it from our Educators not in a home room first period and a teacher has to take it upon themselves to address the students and it doesn't really
150come across but you get them all together you may tell me it's because of clothing that we don't go to our beautiful theater anymore and have an assembly I could hear that I understand that do we want to lose a child it's right around the corner I don't know if you all heard about New Mexico State University and their basketball program do you read about it I'm sorry your time has it I knew that was going to happen I waited here all night so I hope you have listened to Melinda I hope you deal with the major issue that we currently have today that's not going to go away unless we deal with it and I hope all of you as administrators students parents understand how serious this is and it needs to be dealt
151with because quite honestly you'll hear from the public The public's up in arms you all need Monies student of Roman is down are you going to get it back lay off teachers I know you don't want to deal with that I'm leaving in I know you don't want to deal with that but on the other hand please give this the most attention the most attention you can possibly give along with your other issues that you're dealing with today and I know that Andy presented a program lcap in that program there's eight categories and it's school time deal with the school plan thank you [Music] okay item 19 is comments from the superintendent board members and future agenda items we'll start with you tonight I just have one real quick one um Dutch Brothers the Dutch
152Bros is going to begin construction on March 1st so exciting great all right um I don't think I have anything else tonight I was just going to mention that we did have an lcat meeting last Thursday night it was really good I actually had fun I enjoyed it it was great discussion I don't know I said actually like that's surprising um it was it was fun right um no we had a great discussion um student climate is one of the things we discussed we talked about counselors and social emotional health and what programs and the money and all of that so I I kind of wish they had stepped around to hear that because we are we are talking about it and the lcap meeting was really good and um I think we had um
153we had a student that was amazing that participated that had great ideas we had Parents participate staff members so I'm looking forward to the next one so I'm sorry I missed that Hellcat meeting um I actually went to uh Alhambra had track and field uh coats and you know parents and students and I went to that meeting um Angela paradise and she did just a great job very motivating um and lots of enthusiasm which I thought was great um and then also I went to on Friday um I want to do a shout out to uh Sarah Stratford for the area of festivals music festivals she had at the high school they had Martinez Junior High kids there Orchestra and band and it was really it was phenomenal it was in the gymnasium it was
154cold but um it was really it was wonderful and I just want to say kudos to them they did a great job and the kids the high school students were um you know talking to the junior high students about music and stuff and it was just really it was a great evening I I wanted to read a letter that we or an email that I got from um a teacher at Les whom does Elementary who was part of my district I just wanted to put it on the record just because it's it's important to me when they write to me and I want them to know that sorry I think that we can um I think this has to go under correspondence so anytime in the agenda item if you have something written to you
155or that you've received that you want to share out it needs to go in the agenda under correspondence so would it be possible to hold this for next meeting and then you can have that entered into public record sure well we'll do okay okay so all right I'll read that letter next time um since that's been taken off what I was gonna do um sorry sorry just having to clarify some of the process that's fine um I just I I guess I wanted to uh thank uh Morello Park Elementary um the junior high and the high school um I have a kindergartner an eighth grader and an 11th grader and all three of my kids came home telling me that it was Black History Month and my kindergartner shared what Martin Luther King Jr had
