001and we are back reconvening it back into Open Session um we acknowledge that the Mount Diablo Unified School District sits on the territory of The confederated Villages of leishan the ancestral and unseated land of the bay Miwok and Northern yokut the successors of The Sovereign Verona band of Contra Costa County as members of the mdusd community community it is vitally important that we not only recognize the history of the land on which we learn but also we recognize that with the land we inhabit and learn on is the ancestral land of these people who are alive and flourishing members of mdusd and broader Bay Area communities today and I'd also like to recognize that especially in um in honor of Juneteenth that this is stolen land built by stolen labor it can rise for the

Dr Clark wants to pull 15.38 and move 18. 0.4 to become 12.2 or 12.4 12.4 sorry I make a motion

005minutes but if if one person takes less than three minutes that will be really Dandy um so first Frank Sterling um and we're working to get his case reopened so um thank you for that and um I will uh I just wanted to do that publicly as well and I'll write you know you could send to your um your team and also I want to remind you that the kbhs community group is still meeting on a regular basis and um I got a great um email from trustee Flores with some great ideas and I would just urge you all to um consider after your break to Let's form the committee let's form the committee to take baby steps on how we can utilize kbhs we don't really know what your plans are still because we
006haven't formed this committee we'd like to be a part of the plans for the station whether it goes to DVC or some other group we'd like to be a partner in that to help populate the airwaves with content and so we would encourage anyone to form that committee so we could talk about um baby steps to getting on the air and getting some of the kids on the air on public and service announcements there's a lot of people with great ideas and as you heard from us in the past it took a long time for kbhs to kind of decline to the point where it's at now and we could take baby steps to bring it back it doesn't have to happen all at once to be a fool 24-hour radio station of students on
007the air we can just step in for a half hour over an hour a couple times a week and just get the ball rolling and get the kids on the air as well as it make some announcements important uh announcements for the school so um have a good break you all and we'll be back when you all get back oh and uh I stand with this group of students out here who have heard their stories numerous times um I'm coming from Antioch and if you've been following the Antioch police the way that racism thrives and survives is when people do nothing about it and let people go unpunished so if there's something happening in the school I advise people to take it seriously and take action thank you thank you bendy Gutierrez good afternoon my
008name is Cindy Gutierrez and I was the student at Ignacio Valley high school and on Friday May 12th I was assaulted in the school bathroom during lunch by two sisters I'm here because the outcome of this traumatic event was unfair I have proofs such as messages from them prior to assaulting me and pictures of my injuries that I felt like were ignored by the administration I feel like this situation was not taken seriously it was a traumatic and painful event not only for me but for my family the scissors that assaulted me did not receive a single punishment they got away with beating me up leaving me with emotional trauma to me that is a big humiliation from the administration their mom works within this District which makes us believe that the administration was in
009their favor they have a pass full of troubles and fights they've gotten into and if you take a look at my school record I do not have a single bad thing in sight I graduated this month with the heaviest heart knowing that Justice was not made for what I went through and knowing that if this occurs to any student your children children of your friends family or neighbors Justice will not be made for them I also want to point out the fact that not a single Supervisor was inside while I experienced this I was the one that picked myself off the bathroom floor and walked myself to the office all the teachers and supervisors were having lunch in the same room for teacher appreciation week and students were left clearly unsupervised and clearly unsafe no
010student should ever feel unsafe going to the restroom even though I have now left in Asia Valley I do not want another student to experience what I have gone through because it is truly unforgiving and unfair thank you and Salmo Gutierrez my name is sentimento sientos moment la testigo processor uh Vice principles yeah is High School Grande foreign a company status is good afternoon my name is Anselmo Gutierrez my wife was supposed to give this fish but for her as a mother it is a very painful and sensitive situation my daughter is Gutierrez she was speaking before me she's a former student of Ignacio Valley High School my daughter was assaulted and didn't in the bathroom of the 200 building on May 12th and today I am here to request a response from the principal
011Jonathan Pike who didn't do his job as he should have done he lied when he told me that there were no Witnesses but he actually did speak to a witness and he listened to what the witness explained to him and said what happened and I'm I'm saying this because my wife spoke to the witness's mother I asked him to file a police report and he told me to do it online but actually there is no way to file a police report for situations like this he misguided me I have all the evidence to support Justice for my daughter and he didn't give my daughters Justice give because the aggressors are the daughters of uh District Personnel she's a by Prince vice principal Veronica Picasso and because she has a position here in the district nothing
012happened we're here to get answers I have records from the hospital a police report and messages and photographs of what they did to my daughter and they also try to intimidate her and threaten her via message she just graduated this month and she and my family are leaving the campus with great great pain in our hearts uh due to Mr Pike's negligence negligence leaving a trauma to my whole family and even more for her daughter to feel fear every time she enters a bathroom and that trauma will continue with us for the rest of our lives and today I can tell my acquaintances and friends that administration at Ignacio Valley High School is not a safe place for our children and we're here to demand Justice for my daughter and for current and future students
013thank you Serena Saldivar hello my name is Sirena Saldivar I'm a sophomore at Diablo Valley College and I graduated from Ignacio Valley about a year ago um I mean there's a bunch of issues I have with Ignacio Valley and I was really upset to leave and none of those issues being resolved but one specific issue that I want to address that's very dear to me is the removal of Mr navarrete which is one of our school counselors um he was not my counselor for the first two years but I came to him because I felt comfortable I felt represented by him as a latino man as an immigrant and he had a very welcoming and caring energy to him so I feel that it's unfair to all the students that will continue to attend Ignacio
014Valley that will not have the experience of having Mr navarreta as their counselor my senior year of high school um I was very depressed and I started to um my grade started so far I started participating in school and I started feeling my econ class which is one of the classes I needed to graduate I was a 4.0 student my whole career and I was pulled aside by one of my teachers telling me that I was going to be failing um I was this was told to Mr navarrete and as a counselor he told me what my options were but being the type of person he is he did more than just tell me what my options were he made time to talk to me for me to explain what was going on and it
015was the first time I had ever been heard and for somebody to care about what I had been going through and that is so important as a student especially at yv because you're continuously unheard and why most students don't speak out about these issues is because they feel they don't have a voice and that is such a big issue as a student because they are going to carry that into their careers and as adults that they are unheard of any injustices that they that have been committed towards them so I please if we could just ask or somehow get Mr naber at the back at Ignacio Valley it would be so amazing to any other students that will be attending YB thank you thank you Yvette maruri hello my name is Yvette marouri I'm a
016past graduate of Ignacio Valley High School and that was my daughter Serena Saldivar who graduated last year as a parent at ignacia Valley High School I was on the site Council I was a PTSA vice president and Treasurer I ultimately resigned as Treasurer in protest at principal Pike and his abuse of our children and was not allowed to question what happened to a student that Mr Pike slammed against the locker a brown student I would like to point out that the students that assaulted my friend's daughter were white with that said I'm asking again A year later for the removal of principal Jonathan Pike from Ganesha Valley High School due to the time limit I will focus on one experience to explain why I believe Mr Pike should not continue as a principle of an
01780 latinx high school before I begin I would like to point out the obvious reason that as a white male from an affluent area of Pleasant Hill who does not speak Spanish and who is active military he is unable to connect and understand the community he is entrusted to serve with this said I will begin my story back in the back in the fall of 2021 me and a colleague of mine from the social science department of Diablo Valley College met with students to hear from them on how things were going on campus I had heard that there were a lot of problems so I wanted to figure out what was wrong I was basic I basically heard from the Ignacio Valley that ignatio from the students at Ignacio Valley High School was a prison
018was a school-to-prison pipeline I felt very depressed after these meetings to hear that to hear what was happening to our children on a daily basis the main concern being repeated was the closure of the restrooms the students usually had one open per gender I later found out that it was illegal by California law that for and that one urinal should be available for every 30 students I asked at the site council meeting why the restrooms were closed and was told by principal Pike that it was due to vandalism I asked Miss Weintraub if this was true she said yes at this point I had no other I had no evidence to think otherwise I decided I would go to school and have Mr Pike show me each restroom and and the vandalism um the following
019week my daughter called me she had been waiting in line for 30 minutes to use a bathroom she finally and was in pain she finally entered to find no toilet paper no soap in the middle of covid I was Furious I showed up at I said I'm coming there right now I showed up at that school found that person Mr Pike sitting there surrounded by women laughing away having the best time of his life I said you get up right now and you show me every single restroom that is closed in this in this campus he uh there were right next to 100 Wing I had already taken pictures there was a sign there in front that said closed it was a Thursday we are and it said closed until Monday for vandalism he said
020there's graffiti in here like I care if there's graffiti I want my daughter to use about them anyways we walk in he opens the door both boy and and male bathrooms boy and female bathrooms open the doors the walls are clean they had been scrubbed who knows when he's abusive he has been abusing our children Elizabeth Hernandez well hello again um I said hello again superintendent sorry and board members um today I'm here again uh obviously to support my friend Gabby um who sent her daughter Cindy got assaulted um and uh obviously the administration did not hear I as well had a little few things that I had to complain about Mr Pike earlier uh two years ago my daughter had an incident at another school and I reached out to the principal to get
021his back up to talk to the other principal and have something done um in regards to that uh to the student obviously she was playing sports my kids played Sports and um it totally looked like it wasn't an accident she desperately I mean she literally kicked her in the head and I asked that she just got suspended for at least two games it was for me it was a Fair Square um coach said she reached out I mean principal said he reached out to the other principal and he was going to CC me he never did that I went back he never ever replied back at me and just said that the other principal was not was taking care of taking care of it um the other piece was recently with my other daughter one
022of the teachers led the Mount Diablo student basketball team go into the female locker room they broke into my daughter took some money and took the um her airpods I pinned her airpods and I got the location exact address and followed it um and followed it to Mount Diablo I reached out to this staff at administrators and same thing they didn't do anything so I mean where can I get my backup from my administrators for my kids I have a now 10th grader do I feel supported by my administrators no and um so I'm asking that you remove Administration or change or be on top of their case at least I know I've seen you there from other situations and I hope I see you there more often just so he could pick up his
023slack um and the other thing is about Mr navarrete I was here last month too um I know that you have already removed him but I ask that you replaced him with at least another Latino who identifies in the Latinos Community we are about as you know an 80 85 percent Latinos and he communicated he communicated with me he helped my kids like I emphasized last time he helped my kids get to a four-year first generation I'm very proud of it and um with a lot of scholarships so thank you thank you Alexa Rios adame hello my name is Alexa Rios I graduated yv two years ago and I'm now a rising Junior at the University of Southern California in LA um I wanted to talk about my appreciation for staff like Mr navarrete um
024my entire um experience at YB specifically for college I was told that I wouldn't get into anything realistically um but in reality I got into UCLA UC Berkeley and on Ivy um I don't know why I'm getting this I'm so sorry um but I just I would like to say that Mr navarrete made me feel seen and he understood and helped me get the resources that I could and thanks to him I'm now at USC on a full ride including housing and everything so I I know you guys are just doing your job but if you could get more stuff like him it would be really appreciate thank you Latifah Cortez I will be reading this for her thought I was guilty without investigating try to explaining the situation okay without explaining the situation to
025the vice principal didn't allow me to why is principal threaten me to threaten to call the cops on me without informing my parents told my mom the day after she went to her office saying if the problem is so bad they should have informed her first instead of did something bad I should deal with the consequences so she has nothing against calling the police they agreed but they never got back they figured I didn't do anything and said they couldn't do anything unless I get threatened they ended up saying they would jump my friend I informed the VP she said she would look into it never updated me had a meeting second to last day of school with the vice principal and VP about my safety said that it could get someone to take me
026to class but they couldn't guarantee any of my safety later that day around 6 PM a message was getting spread saying they plan to jump me and some of my friends so they should join and help spread the word I emailed the principal I get he's a busy man but it was it was name threats and I still and still no response since June first first during all this time there had been online account saying I'm a bad person and committing suicide and guns so if I had gone to school it was very possible I would have gotten her I also wanted to mention this is also the University of Valley Administration and I don't want her to go what I went through because it is a very scary experience and there needs to be
027a star put to this because it's not fair thank you Alejandro [Music] um foreign [Music] Hera so this is [Music] uh um ayo [Music] um me [Music] um so um directors [Music] Los Padres um Republican good afternoon board members and Dr Clark our community expects adults at schools to do their jobs to help guide an advice for children so they can learn grow person gain personal growth uh socially unprofessionally unfortunately that was not the case without that was not the case for uh 12th grader sales an El student who Miss Keller her her school counselor neglected salsa was able to participate in her high school graduation on June 2nd but what's not given her certificate of completion because she was missing credits regrettably Miss kellerhair did not provide salsa with a senior class economics Miss
028Keller here does not speak Spanish I cannot connect with the population of El students at Ignacio Valley High School I spoke with these students older sister and she told me that Miss Keller had called her only once on May 31st 2023 throughout the entire Academic Year of 21 22 and 22 23 with the help of an interpreter she informed her that salsa might not graduate then miss Keller had promised her older sister that she will call her back on June 1st to confirm if celsa will graduate or not miss Keller her never called my question is how can this counselor continue serving our Monument Corridor students what is the principal doing about this matter my son has friends who are seniors who told him that if a senior was missing five credits they will not
029be able to walk in the graduation ceremony Celta Diaz was allowed to walk why was the principal covering for Miss kellerhorse neglect this type of event makes us request the immediate removal of Miss color her from Ignacio Valley High Schools see we know our our El population will grow for this upcoming year and we cannot have another student feeling depressed and anxious because of Miss Keller's heart's inability to support and connect with her students and we are pointing the right adults in the correct places of learning let's not have any other student go through this stress specially as they become seniors let's give them the support and best advice they need to be successful so they can attend their graduation ceremony proud and happy of their accomplishments thank you Bethany Helton I just want to
030express the concern that I have for our science department at Mount Diablo High School specifically for the need for hiring chemistry teachers I had a great teacher this year but many of my peers were affected by a lack of stability learning and structure in their chemistry classes they lost their teacher at the beginning of the year from then on the classes had many different substitutes throughout the year each having no lesson plans for them to do no labs they could do and hardly even interacting with the students in March they got a permanent teacher who was still not qualified to do labs even though chemistry is a lab-based class they watched videos and instead of doing Labs the teacher was not allowed to create lesson plans which was nowhere near the experience I had with
031my great teacher my great chemistry teacher Miss Clark now Miss Clark is going to be gone next year and that really worries me since I've learned so many great things in chemistry her being gone will leave other students with no teachers or teachers that are not allowed to create their own lesson plans for chemistry and Labs which is tragic since this is a required class to graduate I proposed that hiring for Mount Diablo high should be prioritized since we have ins like unstable teachers and if not then we should have Subs that are allowed to create their own lessons and host their own Labs so students can get the most out of chemistry even with a permanent sub and I'm just so grateful that I was lucky to have a great teacher this year and
032we did a lot of fun laps yeah thank you and Cora Mitchell I don't see Cora there okay good evening um first I just would like to say that once again I would really appreciate if you guys would put These Guys these meetings back on Zoom um I have to bring my kids and some of the things that have to be discussed here really are not child appropriate and I do what I have to do um because I do think that it's important to participate but it would be nice if we could be mindful of parents who um have very limited child care options because it is important that parents have an opportunity to voice their opinion about the things that happen here secondly um I heard you say that you received input regarding um
033Dr Clark's review and I would be interested in hearing um I know you can't discuss specifics but um just kind of general information about where that information is derived from um he is the highest paid person in this District he is a Public Employee we are the public and you are currently the only civilian oversight that we have in this District in regards to Administration and so I'm curious where that information comes from um you guys oftentimes know me as a political activist here locally in the community and I'm very interested in making sure that we are setting up systems that are transparent and I hope that you will all use your time on this board to establish policies that do ensure the transparency lasts in this District after you're gone so thank you so
034much for your time thank you we did it for now where are we 9.0 communication District organizations at regular board meetings a single spokesperson of each work each recognized District organization may make a brief presentation items are limited to those which are informational we have Anita Johnson Anita okay okay good evening I'm Anita Johnson president of the Mount Diablo Education Association my pronouns are she and her our organization is committed to racial Justice equity and and anti-racism we are taking concrete steps and dedicating resources to dismantling white supremacy I will be speaking this evening on multiple topics so evidence so I will keep my first comments positive please know that we appreciate the work that you do all year as trustees to provide direction to our district thank you for being here especially on this
035beautiful summer evening and thank you for being here listening and taking actions to address our concerns every month I would also like to thank the hard-working staff in the human resources department for all of their work in identifying all the new administrators that will be appointed this evening I also appreciate the work of the human resources staff over the summer to try to fill all of our open positions thank you thank you thank you thank you Gina Haynes good evening members of the Mount Diablo Unified School District governing board my name is Gina Haynes I'm the chairperson for the measure J citizens Bond oversight committee I'm here tonight with the majority consensus of members on the measure J CDOC tonight I speak for all members of The Measure J cboc on May 19th I sent
036over official correspondence from the cboc to the Board of Education with two requests since there was no response by the board in no action taken at the district level I'm here tonight to speak publicly about our requests there are a large number of legal concerns among committee members relevant to measure J District bond construction program that requires independent legal advice legal advice from the district legal team is a conflict of interest and no longer gives this committee Independence required by Ed code section 15278 establishing an independent Citizen's oversight committee as a part of our desire to promote transparency good faith and do the job that the public has entrusted us to do we are formally requesting the district take action on the procurement of a special independent Council for measure jcdoc and established a budget
037for such expenditures in addition the measure J cboc would like the board to consider an Effectiveness and result audit the audit performed in the past for Bond expenditures is a compliance audit and is very limited the audit includes only whether the district expended measure J bond funds for only their purposes approved by voters and only on specific projects developed and approved by the governing board because the board of education has awarded about one-third of the bond money approved by voters in November as a design build Energy service contract Energy service contract so there was no formal bid process it was not competitively bid and the contractor Schneider Electric has promised to provide a certain Energy savings from this project that is not guaranteed we believe in more accountability that Effectiveness and result audit can provide
038it was apparent during the facility Master Plan update that the district facility needs will require another bond in the not so distant future so there is a need to maintain good faith in that process now please consider this as another formal request and take quick action to address these requests thank you thank you I'm Madam president of this issue we are now in receipt of the letter and we will be working with the quantum recycle meeting and addressing their requests and we will bring forth any uh any uh items that come from that to the board if that if approval is necessary thank you 10.0 recognitions and resolutions so 10.1 review and potential approval of resolution 22-23 adopting the recommendation by Concord High School students to retire Minutemen mascot and adopt the mascot bears as
039elected by the students thank you madam president this uh resolution is three pages long I'm not going to read it all I'm going to read some of the highlighted sections it is available as it's been posted since Friday resolution adopting recommendation by Concord High School student and administration to retire the Minutemen mascot and adopt the new mascot name Bayers as chosen by the students whereas all children and youth should be able to attend school on a welcoming safe and inclusive environment free from discrimination whereas the state of California has codified an education code section 221.2 the California racial mascots act finds and declares the following the use of racially derogatory or discriminatory school or athletic team names mascots or Nick's names in public in California Public Schools is is anti-federal to the California school mission
040of providing an equal education to all whereas as a result of the discussions in multiple rounds of student voting the Concord High School Community has selected the mascot named Bears to replace the mascot name Minutemen now therefore be it resolved the Concord High School mascot as with all school mascots shall instill a positive school spirit among students parents staff and residents providing a symbol of Pride for all members of our community in a way that is culturally and racially sensitive and appropriate the Mount Diablo Unified School District governing board stands by its commitment and leadership in adopting and implementing policies to provide a safe School environment that allows all students equal access and opportunities in the district's academic extracurricular and other educational support programs services and activities and that supports respects and honors students from
041all underrepresented racial and ethnic groups the board adopts the recommendations of the Concord student body which following extensive Community input and discussion has decided to retire the mascot named Minutemen and related imagery and adopt the new name you proudly selected by the Concord student body of the Bears Madam president this item is now in the hands of the board thank you we have one public comment Jeremy Gibson good how are you I'm blessed I just drove from Napa I stay in Berryessa I graduated Mount Diablo High School in 2004 went to Diablo Valley College got my associates and then I got a fluoride scholarship out of state where I got my bachelor's in you know I got five kids living in a one bedroom and I built on the on the right next to Berryessa
042I'm actually it's ironic that you guys are talking about the change of the mascots because that that is my proposal um and I put together a potential petition already on change.org for changing the Mount Diablo in my sky um I I knew I had no clue that you guys were changing the minuteman's uh I mean to be honest I'd rather be a minute man than a devil um uh well 1805 the peak of the uh the peak was derived derived its name from The Escape of the several uh chupkin Native Americans from the Spanish and a nearby Thicket NATO seemed to disappear in the Spanish soldiers gave the area the name Mount Dale Diablo uh devil uh Red Devil you know that's something where 90 of the students have a Christian upbringing um where you
043know it has something to do with your subconscious when you root for the devil and so you know the devil is Satan Satan controls the demons demons are rapists murderers kidnappers these um everyone that we want to purge out our community pretty much and so you know I I got a handful of uh classmates teammates that I've known you know all the way from uh even when I was a kid Antoine Thompson was one of the number one running backs in the country uh which you know under the leadership and mentorship he uh he made one of the biggest mistakes that I've ever heard of or athlete at Mount Diablo and he killed his girlfriend in uh Bay Point uh across the street from my oldest brother stabbed her to death but you know he
044was a good uh I I knew him as a kid so um you know just having that mascot uh is powerful um and you know that mountain you know you got the different narratives so you got the settlers who during this time in 1805 you know you still got slavery going on um Lincoln didn't free the slaves to 1863. so obviously you know they were not only trying to run for their lives you know but maybe they had Insight on what was going on with the African-Americans at that time and I want to take uh for granted you know their freedoms and uh you know they were natives of that mountain for generations and so you got sellers that come in that came and we're only there for a short amount of time for their
045own uh initiative so um you know the subconscious you know with even even a color red uh psychologists say that you know that's aggressive color where if you paint your room red you know and usually you don't want to do it uh but let me go back to the devil your time okay all right well hey that's that's the mascot we need to change if you're gonna change any change the devil out of our school that's guys Mountain he created heavens and earth and every Mountain have a good day thank you put that through please thank you um Dr Clark this is info but it says review and potential approval oh we were I was asking a question up here let's see that part no I'm sorry thank you so much but yeah thank you
046so we'll bring it back next week one more time we took a public comment on it right okay does anyone have any discussion or comment today or we'll just vote on it and on the 28th unfortunately okay um 10.2 review and potential approval resolution 2223 59 in support of anti racism this resolution 22 slash 23-59 anti-racism whereas the Mount Diablo Unified School District has experienced several recent incidents of racial bullying and racial slurs take graffiti inappropriate murals and cotton balls brought to school to Mark Black's History Month whereas the Mount Diablo Unified School District Board of Education condemns these incidents and as unacceptable unacceptable acts that must be responded to with serious actions that are both responsive and preventative in nature and whereas board policy 513 1.2 bullying prohibits any Act of bullying or hate
047violence in any form against any student or staff member and requires any complainant to be investigated and resolved and whereas the Mount Diablo Unified School District Board of Education unanimously approved board board resolution 19 20-68 condemning violence racism and Injustice and reaffirming equity and Humanity as Central guiding principles on June 8 2020 reaffirming equity in humanity as Central guiding principles for district actions policy making whereas the Mount Diablo Unified School District had a well-attended town hall on February 21st 2023 to receive feedback and input from the community on these issues and whereas feedback received during the town hall included students not feeling respected safe or belonging to the school because of their race due to actions from other students or staff parents also Express feeling ignored and dismissed by School staff so therefore be it
048resolved at the Mount Diablo Unified School District Board of Education remains committed to concrete action in response to acts of racism and directs the superintendent to do the following induct mandatory annual training in implicit bias and racial equity for all staff members beginning in the 23-24 school year and report to the board the participation rate and end-of-year training survey results from participants no later than November 30th 2023. provided teachers and staff members responsible for curriculum development with the necessary training to sensitive to sensitively select and or design curricular resources that elevate the histories and cultures of systemically marginalized communities and report to the board the training participation rates and end-of-year training survey results from participants no later than January 31st 2024. lastly review current discipline practices policies and procedures pertaining to acts of racism hate
049violence and make recommendations for strengthening relevant board policy on these issues no later than June 2024 board meeting Madam president this resolution is now in the hands of the board thank you it is info slash action uh we have one public yes comment 10.2 Anita Johnson hello again these are real nice words this is a great resolution uh real change is definitely needed for real change to happen significant resources must be dedicated I strongly encourage you all to start real discussions about real Investments for real change thank you thank you um so trustees I've got to work on this collaboratively with Dr Clark for the last few months um and the whole point like we needed to do something and um and we needed to and we need to do something real this like not
050have to wait another year so we needed to do something that we could do now and by having clear what would I call it points of checking in of evaluation of whatever of yeah of that it would um a lot it would it gives us clear timelines of when we will continue this discussion and and develop further action and to do as um Anita just said real Investments real actions I already forgot the words that she said but she said real resources so that we can spend the next year um because our timing is very limited this year um to do things that are meaningful impactful long-term long-standing um not one time um shots because um personally becoming anti-racist um um acknowledging and working on my own anti-blackness has been all is is a continuous
051journey and I'm black so it's especially a continuous continuous Journey for people um who are not black and especially for white people who don't experience the same things as any person of the global majority um so I would encourage your support of of this resolution um I did make it info or action so that we can talk about it and if we need to push the action to our next meeting we can and I hoped that though trustee Khan would be able to participate which is why we have the option of doing the auction today through the chair I don't feel like I need to wait but I'm willing to wait if the risk the board is interested I have been advocating for some time for training for everybody who works here because I think
052that makes a statement about who we are and I think that's important so um I would be willing to make a motion but I I will wait until we hear what other folks think as a student that is a part of this District um everything that was said here everything that President and zaili said everything that superintendent Dr Clark said it's what we need it's what we've been preaching for it's what we've been demanding for what has been silenced and um thankfully is now being brought into action um as a student board member and as a student and also as a person of color that fits into many intersectionalities I'm very proud and prideful of this resolution and I want to thank president enzawi and Dr Clark for working on this and implementing this and
053bringing this into action so I am also on board on passing this resolution tonight I also want to say thank you to president enzawri and Dr Clark for drafting this um this resolution and I think that it sets up a framework so that we can in fact pass it tonight and continue to work on the details of it over the course of the coming year with the benchmarks that you've put into place here so I really appreciate that thank you so at this time I would make a motion that we pass this resolution as it is stated at this time knowing that it might get even better in the future Madam president I moved oh second thank you testing all the Flores yes I pass it unanimously thank you all so much 10.3 review and
054potential we're almost there everybody else in the audience review and potential approval of resolution 2223 60 Declaration of Need for fully qualified educators good evening board members good evening Dr Clark thank you um this is our annual submission to you for approval as we estimate the number of emergency permits or limited term assignments uh hirings we may need to perform each year uh we give this to you every year and we do appreciate that we have the opportunity to bring this hopefully one time instead of the way we used to it over and over again so we bring this to you before uh you for your approval please thank you and we have one public comments Anita Johnson I really did plan to get here early and get a seat in the front row but
055these people all got here before me I think yeah is there oh there is okay good I'll sit next to John all right um so I understand the need for this resolution and I understand that you will need to hire teachers who do not have credentials that's what this means I am not suggesting that you don't approve this however I want you and everyone else to realize what this means this says that you will probably need to hire as many as 55 teachers who do not have credentials that means that you won't be able to fill all of the teaching positions with credentialed teachers now when we were in bargaining and we proposed higher salaries your team said we're sure we can fill all of the positions we don't need higher salaries I don't think
056that you did that because you don't value credentials I think that you got some bad information on what it takes to really hire teachers this year and I really recommend that you make sure to get credentialed teachers by increasing the salaries for teachers and I also think that it's just realistic to prioritize which positions you want to fill because in the fall you will have some teaching positions some of the vacancies will get filled with people with teachers who have credentials some will be these non-credentialed teachers and some of these teaching positions are going to be vacant all year so I'd really encourage you guys to have a conversation what do you want to happen at our Title 1 schools I suggested you prioritize those and put the credentialed teachers there I'm not saying that
057somebody deserves to have a vacancy but certainly not our children in the title one schools so food for thought thank you are there any questions from the board or comments entertain a motion Madam president I move to approve resolution 2223 60 Declaration of Need for fully qualified educators second trustee novel Flores yes thank you and that passes unanimously uh 11.0 yes I'll be taking the next uh 16 items all right these are the fun items of the night the human resource department is bringing for the Board review and potential approval the appointment of Joanne waithan as principal at Cambridge Elementary School and with that I leave this appointment in the hands of the board Madam president I moved to approve to win Raven as principal of Cambridge Elementary School second chesty novel Flores yes congratulations

079the time that it needs to take and be efficient well we celebrate it at the time thank you miss koslow all right all right well good evening Dr Clark uh board trustees and we're just going to ride this wave of positivity as we start talking about assessing and supporting foundational literacy in Mount Diablo Unified um this was information that was requested that we come back to the board and we share a little bit about our plans moving forward to really tackle foundational literacy specifically supporting students across the district to ensure they are College and Career ready as always we want to ground ourselves into our um our instructional Equity triangle which really focuses on highly qualified culturally responsive instruction our Partnerships as well as ensuring again that our students are College and Career ready part
080of our work is really also granted in the Sur report which is our systematic instructional review which did highlight some data for us where this was an area of foundational literacy in need of attention in Mount Diablo and as we continue to move forward as a collaborative team we're consistently looking at our student achievement data over time in order to make sure that we've got instructional practices that are supporting the achievement of students this is also an area that has been brought up in several different meetings and spaces whether or not it's the Contra Costa County Office of Education our principal meetings our meetings with our learning acceleration team as well as our task forces task forces across the district so really the goal of this work really focusing in again on assessing and supporting
081foundational literacy moves us towards a single comprehensive system of support we really want to maximize all of our areas within our instructional system which includes assessing and monitoring learning of students providing interventions regardless of the grade level making sure that as we provide basic instruction for students we're also really zeroing on what happens if they already know the information how do we accelerate their development but then if they're struggling how do we provide those tier 2 your three levels of supports wanting to make sure that we provide multiple opportunities for reclassification this is not just a one-time a year where we're taking a look at our emerging bilingual students progress screening students for early identification of students at risk of reading difficulties we do not want to wait until they're failing we want to make
082sure that we take a look at this head-on and we really focus in on those foundational grades training teachers and how to support foundational literacy skills which certainly is something as we're looking forward to continuing our relationship with our tntp team members that they're really going to help us zero in on this going into the future and again our site administrators are are certainly Partners in this work in addition to our classroom teachers ensuring that we know how to provide that leadership which is so critical to making sure that this initiative is something that get launched we're constantly talking about alignment and coherence it's something that we spend quite a bit of time talking about with our ccee partners um and what does that look like when we're tackling foundational literacy it means we're really
083taking a look at standards-based instruction making sure that our uh our instruction is very well planned it's very well targeted um taking a look at our priority standards is an area that we have been very focused on this last year making sure instruction is one where we do hit not only tier one two tier two tier three areas making sure we're providing scaffolding for students and the need they need some extra support and assessments is also a critical component we do not want our teachers to waste instructional time if the students in the classroom already know a concept how do we know this we need to make sure that we do proper Assessments in order to make sure that the content that's being instructed upon the teachers are very well versed in understanding whether or
084not the students know the standards or whether or not it's areas that they need to scaffold for them teaching reading is is pretty complex um it is the heart of what we try to do in the very early grades and it doesn't happen by simply throwing books in front of the students nor to immerse them only in a print Rich environment that is certainly part of the process um Scarborough's rope really breaks this down for us and this really is um the main quest of the science of reading that we are taking a look at language comprehension as well as word recognition all of these things are certainly mutually supportive and they were woven together in such a way where we take a look at background knowledge everything from verbal reasoning phonological awareness to coding
085sight recognition and all of these things come together so we are very developing very skilled readers as these things are one that are built upon as the student move from activity to activity during the the instructional day and also from year to year moving them from learning to read to reading to learn what's also really important to highlight is our core adopted materials our wonders or our maravillas in our dual language classrooms is one that actually has these components embedded within it what we have started to do this year and I'll talk a little bit about this in a future slide is we've been very intentional with training that we've started to do with teachers this year that we're expanding into next year to really surface those elements of Wonders of maravillas in order to
086ensure that we are doing this very strategically in our classrooms and as we move forward into the future into 23 24 and then beyond just a sample assessment calendar I just kind of wanted to throw up there that these are assessments that we utilize as a district in order to kind of Benchmark student progress over time we've have everything in the area of ela math SEL which is social emotional learning we've got report cards as well as a way to assess our students we have our emerging bilingual assessments as well but what is not on this sheet or all of those curriculum embedded assessments that we use um so in the classroom they have curriculum the teachers are also assessing the students utilizing wonders we've got some sites that are utilizing things such as bridges
087in the area of mathematics or other content areas in the core itself they're pulling out a lot of those activities and assessments in order for the classroom teacher to really understand where they're doing and then we bring it up to the balcony level so we know where our district is in its totality so there's these constant levels of Assessments that are utilized together in order to really create a comprehensive picture of student learning not only in visual classroom at the school site but also across Mount Diablo Unified tying it all together so as we're really looking at moving into the future we're really taking a look at braiding and weaving all of these areas together in order to make sure that we've got a very sound systems of support we of course have our summative
088assessments that we utilize you know how are students doing in foundational reading well they don't take the Casp until third grade but we do have measurements that we take a look at the younger grades some of them are more frequent which would be more the benchmark assessments but we do take a look at those as part of our comprehensive and aligned program Universal screening of course is something that we're looking at now in the area of identifying supports for students that are at risk of dyslexia our benchmark assessments are everything from esgi are I ready in grades one through three we are utilizing a ready for reclassification purposes but again I don't want to forget in benchmarks as well as formative situations we do utilize our curriculum embedded assessments as well and some of that
089could be student work or quizzes in the classroom or exit tickets I would like to kind of share a little bit about we have had this year okay through first grade teacher training which we've titled unlocking the science of reading and really that has been a phenomenal um activity where we've had 22 teachers from 13 sites meeting together uh more no less than five times during the year where they meet with our um artosa who's really focused on early literacy and they've been unpacking wonders they've been taking a look at the scarsborough's Rope pulling out those areas that are certainly so important for foundational literacy pulling out those aspects of our core adopted materials and really utilizing these methods in the classroom in between the meeting coming together as a professional Learning Community sharing best
090practices and then also embedding some new assessments such as Dibbles that is something actually that they have connected with with bel-air's early literacy block grant work which actually is going to be talked about later but we're excited to share that as we look to next year we're going to expand that group we're going to double the group of teachers for the 23-24 school year of course continue training with our dual language schools because it's not just about learning in English it's also about learning to read and to have support for Spanish language arts so that'll continue looking to next year we are also been identified as a district to participate in Project arise and this is really something that um we are connected with with the County Office of Education as well as all of
091these groups California Department of Ed tntp the UCSF dyslexia Center all of these mutually supportive groups have come together and we've identified a couple sites that are going to be going deep within the area of foundational literacy as kind of pilot schools and they're identified Rio Vista Walnut Acres Ren and ignatia Valley Elementary which is going to be really exciting because we've got a very diverse group of schools we have schools that only have English only programs as well as dual language programs so we're very very interested to see how that is going to what the results of that are going to be and again what makes this wonderful is also that they're allowing us to maximize the use of Wonders within this group so they're focusing on the instructional methods and at the same
092time allowing us to really maximize our materials and then lastly really we're looking at providing site leader coaching on how do you lead this work at your school site how do you carve out time how do you incorporate this into walk-throughs how do you make sure that you are either grade level planning time your staff meeting planning time is focused on this work so all of these aspects are going to be coming together to create a very robust system of support for our early uh our foundational reading as and our youngest Scholars I'd like to hand it over to Dr Gilly okay and taller all right so um I wanted to point out that um the most important thing I think about this work is that um Wing D and Wing C colloquially are both
093really United in this work which I think is really important because as the person who works with students identified with disabilities through both 504s IE or IEPs I almost feel like it's too late so we did a lot of work this year where we started to back map everything so just as Jennifer was sharing not only did we survey our teachers about are you using wonders are you using our Core Curriculum and if not why not and how can we make that more accessible to you we made a really big point to back map and say there's also an entire wonders um tiered intervention system and we surveyed all of our teachers and asked them are you using this program and if not why not and um the the um you know made that available
094to the sites who were not using it Joni cunio is just a Treasurer and so what she had done is pulled together all of the work from the Wonders program put it all in a single slide deck for the teachers where it was you know click on and print but even still that's difficult when you've got 30 little faces in front of you every day right so we're trying to make that you know on-site ready to be used rather than on print on demand in addition to that wonders does have a core program that is about culturally relevant and responsive literature for all the grade levels which is also being made available to the teachers because if children find it interesting to read and relevant they're more likely to do so we know that along
095with good instruction you also need to practice reading just like you do any other skill so I think that's really important for me to mention that part of my work was focused on those tier one and tier two interventions because it really does guide the work what special ed is doing for those tier three interventions right so just to point out that we are looking at all students students with disabilities and then within that is a subset of students with learning disabilities so that um students with disabilities is about 20 of the population about 10 to 14 depending on the district are served on IEPs and it's um estimated um Yale has this um statistic that one in five of our um community members are identified with some sort of learning disorder such as dyslexia
096um so 80 of kids with specific learning disabilities are identified with that so it's a significant group of kids right um as you can tell those numbers don't match up because it is very possible for a child who does receive that early intervention and basic foundational instruction in literacy that's evidence-based and systemic that and multi-sensory that they are able to learn successfully so we want to put a lot of our investment there to make sure that that happens for those kids right decoding dyslexia cites the statistic that it costs four times as much to educate a child past fourth grade so again our emphasis is focusing earlier we have done a lot of work in the district in addition to the wonders-based curriculum and then the tier 2 intervention curriculum which we're doubling down on
097um we also did um bring in you've seen contracts come for them for our Aspire program which is used for intervention programs and I want to point out that is a general education activity so in elementary school our resource Specialists do see general education students um you know based on their caseload and so that Spire intervention is also available for our general education students at some of the elementary schools we also have provided those materials to our reading teachers and our intervention teachers so that is again for general education students Aspire is also in our resource Support classes and our special day classes we've also adopted Sunday which is a slightly shorter time in the day right so we use that in our special day classes and then we did train some of our teachers
098on Linda mood Bell which is um a much more intensive reading program we do have that at the elementary level and then we opened it this year at the secondary level we do that through attrition um we don't displace all the kids that are in the class just as they sort of phase out we backfill it with kids identified with dyslexia so we don't disrupt the learning of the kids in the class um so it's too early for us to have um data showing the efficacy at the middle school but if you look at the charts I know the print is really small to see but just look at the colored bars you can see in year one and two and three for our phonics survey and those are from the data that the teacher
099collected in the elementary class so you can see those kids are learning right they are growing in their ability to um use their phonic phonemic awareness skills and then um the comprehension which is also an important factor in this because if you're reading but not comprehensing then what's the point right um You can see the red levels there so what we're doing is working we're quite pleased with this outcome and look to on get more of that data from the Middle School class as we go through there is exactly right now a hot um debate um and for several years the state of California has been trying to pass legislation for Universal screening for students at risk of Dyslexia it's not to say those children have dyslexia or they need to go to special education
100it's just trying to identify them early but for several years this um proposed bills have not made it through the process for a variety of reasons so there is actually existing language regarding dyslexia in Ed code and I won't read it for you but it is there and it just says that it being dyslexic meets the eligibility code for under idea for specific learning disability and if you happen to have dyslexia but it's not found to be eligible for special education then we have to provide support in general education so to me it seems a bit silly that we have this is Ed code it just seems like I don't know good instructional practices but nevertheless it is an education code you do hear a lot of people say that you know if we screen
101kids for risk of Dyslexia um you know they'll all be dyslexic and they'll all be in special ed that's not true we can serve those kids in general education and we should when we have Education Code that supports it and our practices in the district aim to support that too right now um interestingly enough this is the latest language for SB 691 which is the screening bill for dyslexia for students at risk of Dyslexia and what you can see is that the proposed bill which is proposed by portentino talks about establishing a list of evidence-based culturally linguistic and developmentally appropriate screening instruments and that in the school year an Lea will screen pupils in any of the grades K through to and that we will then should they be identified at being at risk or
102dyslexia will provide evidence-based literacy instruction progress monitoring and early intervention in the regular gen Ed program which makes sense right um this year though the um the governor really wanted to make sure that we didn't wait for the bill to go through the process and for it to not pass again and for it to um you know dying committee for lack of a better word so what he did is he added it to the um Omnibus trailer Bill language of the budget bill and so that is still subject to revision once they propose that out there but it's a lot more likely to get past and an example of that would be last year when they proposed that um the change that students with moderate to severe disabilities all were eligible to receive a high
103school diploma through an alternative pathway which you'll hear more about next meeting um that went through the trailer bill so it's a much more streamlined process to get things through so this one is interesting because there are a few changes to this um what they say is by January 24 they will convene a panel of experts who will develop um the list eventually and the list will be developed by December of 2024. districts will have June of 2025 to um adopt one or more of those instruments that are on the list and um if the following school year um vote in so a full year after portentino's Bill we would be required to assess all students in kindergarten to grade 2 inclusive so remember portentino's bill is you would screen once a in that time
104period this one they get screened every three years I will admit I am when I first saw this I went oh my goodness we're going to be screening TK kids but that's actually later on in the clarification it's not for TK so that's an important distinction and again should we find the students to be at risk of reading difficulties including dyslexia but not limited to dyslexia we'd be required to provide that instruction so one of these or both will pass I'm quite confident of that but regardless of that we don't have to wait for them to pass we can just move anyway so that's our goal the thing though that is a problem is that in the trailer Bill language there's this component that says this cannot be used for any high stakes purposes including
105all of these things and reclassification of English language learners so our goal was to have one test right we would just have one test and be done with it that is still our goal right um right now the tests were used for reclassification is I ready there is not one person in the district who is sold completely 100 on i-Ready and saying we're married to this for all eternity what we're saying is that what's what we have right now it's a known entity we can compare it against the results of the other screeners remember we're a full year or two years ahead of everybody else right and then we can determine which of these um instruments gives us valid and reliable and reproducible results that are backed up by classroom data observations SST data special
106education assessment if appropriate the goal is not to keep I ready eternally the goal is just simply to get us through this period where we were evaluating the instruments that we're proposing so we did do a lot of work and I will not bore you with this but there is a um change on this um which is the multitudes it's not K5 it is K2 right now and what the plan is with this is we had researched a lot of the different um Universal screeners and then um we had gone ahead and looked at the actual subtests that they use and while some of the subtests that they use are similar including phonemic awareness decoding phonics comprehension there are some differences between the two and as you may know the multitudes screener which is from
107the UCSF which we've been um serving as their validation team we've got several of our elementary sites that have been testing the kids for the past three years we have the system in place we have um the procedures in place the kids you know the site's familiar with how to do it um they are going to officially roll out their product in Fall of 24 but for all of the people who were part of the testing group it's available to us as a valid screener in Fall of 2023 in the English language version so it's not Statewide yet but it will be Statewide in 2024 but it is fully validated um conveniently that lines up with the timeline for the adoption of the panel right in 2025 but I'm not sure if that's an accident
108and then the m-class does go through grades K through six three eliminated Dibbles because it's a paper form and just getting somebody to um simply compile all that data and analyze it by group would just be so much data entry it would take forever even though Bel Air uses that and used it for a large part of the start of the year but it was again just the analysis and um synthesis of the data and then we did eliminate the early bird screener I will tell you I loved their intervention pieces but it wasn't just far enough in the process yet for us to adopt we felt like as a group so our proposed steps um for the next school year are that we do continue um to use um the I ready for continue
109for considering English language learner classification and as the Baseline for grades one through three to reiterate that's not forever it's just simply while we compare the data um and this is a one year thing and then again some sites as you know do already pay for additional pieces out of their site funds which they would be allowed to do we are not proposing to centralize that at this time multitudes the UCSF screener I forgot to tell you this part we are going to be participating at the um some of our sites with that English version of the multitude screener at all of the sites that piloted it which is nine sites of those sites four of them will also do on the continued pilot of the Spanish version which will be fully rolled out the
110following year so that's for the multitudes and we do um plan to use that as a screening tool again to identify kids at risk of reading difficulties at the current test sites where they are both in the English and in the Spanish where we have high concentrations of the students who speak Spanish and then use the m-class as a screening tool to identify the students at risk of reading difficulties at six sites and um the way we would pick those sites is we would take some of the sites in the arise project particularly those who have very high referrals of um to special education to try again to see if we can identify those children earlier and um the the kids that are using the lowest scores on our current District assessments and then at
111the end of the year um the staff from special education and again the staff from um Wing see the curriculum and instruction team already have a process in place by using the assessment research and evaluation Department that combines all the data and Ray Works some kind of magic with his spreadsheets and then we can really analyze that data and decide how to move forward with which of these one assessment tools when we get done at the end so that's sort of where we are right now and I would be remiss if I did not um send a huge thank you to all of these people who were part of this work our community advisory committee for special education dyslexia Task Force Team are great they email me every time I um make changes and I
112am eternally grateful for them their attention to detail is very good um unlocking the science of reading teachers which we talked about is the Bel Air Group spreading out ed services special ed tntp the Bel Air Team County Office of Ed and ccee this is very much a group effort and we appreciate your support in it thank you thank you specifically Joni um cunio and Kathy butterman have been very helpful thank you okay should you probably come in first there's just one okay to quora below again I wasn't planning on speaking on this item in fact I hadn't even looked at this but um I've told you all before I've been working with struggling readers in a second grade classroom on one of our campuses all year um and I'm kind of sad to see
113that iready is still kind of a Cornerstone of this process um those assessments are really not all accurate a seven-year-old does not care what that score is and for a struggling reader they just want to get it over with and they just start clicking c c c c c c to get through it um and it also makes them feel somewhat inferior when they're really struggling with those assessments and I just would have like to see something a little bit more Innovative knowing that you guys had had you know a pretty lengthy discussion about whether or not the district was going to continue with I ready already once this year um the other thing that I felt was really missing from this is that one of the most important things that you can do to
114really um enhance literacy at a school is to foster a love of books um and there's no mention of librarians in there whatsoever we know that their hours have been cut um Studies have shown time after time that one way to increase reading scores and literacy on campus is to have a fully functioning and accessible Library um and so I would love to see some emphasis put on that because what's happening is we are making kids hate to read they are they are learning to hate to read in these very confined spaces there's a lot of pressure put on them to read um like they said about the screening for dyslexia there's you know a large number of kids that have clinical reasons why they're struggling but for a lot of kids especially this last
115year and the learning loss from kovid there are a lot of kids out there that cannot stand to look at a book and it's really sad that we aren't doing more to make reading an enjoyable experience for them it's more about the business so I hope that we can start seeing some emphasis put on just the joy of books um and how much that can enhance your life in a lifetime level learning thank you thank you just ease I just had a question in regards to um being reclassified and this has to do more with um the process of reclassification so my first question is what exactly makes a student be put into an ELD class and have to go through the reclassification process it's a great question that a lot of people don't know
116but it's one thing when a parent enrolls a child in the district they fill out something called a home language survey and once that home language survey is filled out that identifies that a child speaks a language other than English at home you have to then go through the process of establishing what level of English proficiency they are and continue to test them so just um like if you're taking the state test that you take every year in school in the spring a parent can actually sign out their child and say yep no we're not doing that but that's not true for the English language proficiency test and it all comes down to that one form when you're enrolled in school and then when you take that reclassification test and you score certain scores on
117it and you also meet other scores on another kind of test that's given to everybody that's what leads to reclassification that's waiting to see if anyone else had questions um first of all I just want to say thank you for all of your hard work on this and all of the collaboration that you've done with people throughout the district I think that's really fantastic um the you mentioned the um the unlike unlocking the science of reading training that's been happening so far with 22 teachers from 13 sites I just wanted to tell you that I feel like I've heard from many of those teachers that it's been an incredible transformational experience um they they just um are so appreciative of what they what it is that they're learning there to really be able to up
118their game and in helping kids learn to read so I wanted to thank you for that I noticed you said the goal for that professional development is to double it next year um I guess I'm wondering if that's enough um I know one um one of the groups that asked for us to assign reading specialists at every School site um so I don't know how quickly we can ramp this up when when teachers are saying that it's something that they find so valuable you know we have kind of a feed the hungry model if we have more that are hungry we're going to feed them so this idea of making sure that we've got the um the bandwidth in order to make sure that we've got the training that is required what they've really appreciated
119is the size of the group so trying to train a group of 50 60 teachers all at once you don't get that intimacy and that connection of a professional learning community so making sure that we've got groups that are you know usually around anywhere between 25 to 28 is really kind of what we're going for if we do have additional groups that's also going to be very very um helpful for us to continue to build this up to scale but we don't want to forget this project arise is focused on the same types of activities and instructional strategies so we're hitting this a couple different ways um the also the substitutes because we also know this is not something that the teacher should be that should not be put upon them after school before school
120weekends how to anything like that we are really wanting to be very thoughtful of our professionals providing substitute time so they can actually come and be together as a professional group in order to be part of that training as well so all of these are considerations but if we do have a lot more people we can build into the schedule that is certainly something that we will take advantage of thank you I like that the feed the hungry because you because you want people who want to be there right who really want to want to learn what you have to offer um one other question I had was just on the very last part um so the proposed next steps with i-Ready multitudes in M class so that last piece evaluate the data at the
121end of the year to determine next steps um I'm wondering who what is there a committee of people for that who's on that um because it seems to me that in addition to what you were saying about the special ed department and curriculum and instruction and the assessment Department that we would also want to make sure we have our English language learning Department emerging bilinguals involved because so much of this overlaps right talking about what we're using for reclassification I think I misspoke on two levels well I meant to say Wing D and Wing C just in general yes and I'm English language learner department does fall within the head Services Department Wing seek locally and also we won't wait until the end of the year um to do that we will do it sooner
122but what we want to do is make sure that we're making our decision after we have a Year's worth of data so for example if one of the screeners really identifies a lot of kids earlier in the year what is that looking like later right or or the other way around if this one says no everything is fine but towards the end of the year they're kind of falling apart and we're starting to see some signs of struggle so we will do check-ins throughout the year with different data points across both ad services and the social Ed teams okay thank you yeah thank you 12.2 parcel attack so um this item came as a request from one of our trustees that they would like some information around um uh parcel taxes so what we put
123together is we put together a presentation of uh the difference of a parcel tax and a and a bond which which we have Bonds in this District we don't necessarily have a car stack so um district attorney uh Alvarado is going to take this item good evening members of the board we are going to delve into the wonderful worlds of world of parcel taxes It's a Wonderful topic and uh I'll try to be brief although those are famous last words from an attorney but we will do the best but we can uh when we discuss parcel taxes and when we discuss any any source of funding really when it comes to local funding as opposed to State funding for our for our school districts we have to go back all the way back to the
124revolution of 1978 or that is the Border Revolt where Prop 13 was passed and what Prop 13 did is it essentially put a place a cap on many Revenue sources of local nature that were available to school districts it did a number of things but for our purposes what we need to remember is that what Prop 13 did essentially is it requires a super majority first of all it required school districts to go to the borders in order for us to be able to put tax measures into the sell it and number two it also requires that the borders approve such a such a measure by at least a two-third majorities so that is a 66.67 I believe percent uh uh of Border approval required in order for us to be able to implement these
125these measures including all special taxes and there's a number of other uh areas of of taxes as well that fall within that parameter so as we look at Prop 13 it to this date it's still in effect it is actually a part of the California Constitution and that it affects the way in which we can proceed and actually try to implement uh parcel taxes at the local level now there are more than one area of of local taxes or what we call special taxes and it's going to briefly go over each of those and and kind of try to uh illustrate the differences one of the taxes that we do have actually in the district currently is what's called a melloroos tax and Melo and roofs were two individuals who were part of the legislature
126who actually implemented this law back in 1982 I believe uh in any event watermelo does is it creates an area a geographical area where you can put a local tax it does not uh accept folks the districts from from needing that two-third threshold so so in order to implement this and to actually create a mellow rules nowadays you would still need to to put it into the borders and you will still need two-thirds of majority of the borders to approve it mellow roosers have become disfavor in many ways in many ways because they create a lean on actual property and Realtors and and developers really do not like them because it essentially means that for Life almost nowadays there is a sunset provision that is required but back in the day it meant that once
127you have a Belarus imposed on your property that stuck with you throughout the ownership and then that affected the value of your property so as a result it is no longer favor although an indicated the district does have currently a mela roof tax on the on the records on the books that continues and effective today the other potential Avenue of of of uh funding would be sales taxes now sales taxes as you know are limited and there has been only one District in the history of California that actually successfully passed a sales tax and our San Francisco Unified School District which subsequently it was overturned and it's no longer in effect uh finally there is Bond measures now back in the day Bond measures were subject to the same super majority requirement that meant that
128you have to have a tutorial requirement of voter approval in order to get implemented uh that changed with the passage of something called Proposition 39 what Proposition 39 there is a lower the threshold under which you can pass a bond measure um to 55 percent provided that you created as part of it a a a what we call a boc which is a bond oversight committee there are other requirements that you have to meet but that basically allows you to lower that threshold from two thirds to 55 percent in order to pass a bond measure now uh what's the difference between a bond measure and a parcel tax you may ask well a partial tax and a very simple right there put it in in red parcel tags are for programs and people bonds are
129for buildings stop uh so uh and and there you can and I don't want to go into into details but essentially uh the these are the requirements by which you can pass a bond measure and where you can pass a partial tax so what what has been the effect then of what was then Prop 13 back in the day and and then the versus the effect of prop 39 that was subsequently passed well what what's happened is that the revenue sources for California schools have essentially dried up since Prop 13 was passed and there was a huge decline in the available funding that is available for schools since then uh California went from being one of the top 10 uh and when it comes to per pupil spending back in 1975 to being one of
130the bottom 10 today uh essentially all sources of Drive of local funding have dried up with the exception of bond measures that have been passed in as well as partial taxes that have been passed uh uh and have actually met at two-thirds threshold now when you when you bring in a partial tax you have to actually conduct a a polling you actually have to figure out whether you can actually bring it and in fact most school districts in California have never brought a tax a partial tax to the borders because polling indicates that they are not likely to prevail there's only a few districts that have actually successfully brought them or have you done successfully or have even attempted to bring them and most of them are located in the Bay Area and some of
131them in Orange County in that area most of the districts are located in affluent areas areas that are uh politically liberal where there is uh where there is uh some some some incentive from the borders to actually accept that taxation except the local tax in California as you can see most of it is great that means that most of those school districts have never brought a parcel tax to the borders and those that are in yellow or orange show that those were they has been successful located primarily in the Bay Area with a few a few other scattered areas this is in comparison to bond measures of bond measure construction Bond measures have been successful since prop 39 and as you can see most of California school districts and those are all the little school
132although all those are like the boundaries or all existing school districts Bond measures have passed um uh you know there is a significant success rate we have ourselves past Bond measures as well but parcel taxes have not for the most part um and again there's a lot of work that goes into trying to bring forth a partial tax but as you can see the little scatter blue dots it simply has not uh it is not a a reliable and has not been a successful for the most part even for those that are brought the success rate is approximately 50 to 60 percent those are that are actually brought following the studies as to whether to even conduct the parcel attacks as a result parcel tax parcel taxes account for less than one percent of funding
133for schools in California currently and um from looking at uh our success rates here in in Contra Costa the last one that I'm aware of was in Martinez uh I don't know whether it's currently expiring or it's about to expire that was the last one that was successful in Contra Costa I'm not aware of any others I know that were several attempts that have been brought and that were not successful they were not passed so that is the law as of 2021. so again a school district brings a parcel tax very very difficult to put it forth in 2021 there was a case in Cali in San Francisco right so this is a very interesting case because it's actually kind of gone under the radar it's a little bit uh obscure but it made a
134significant change in the law and this is where we are today so in in this case we've passed it was a measure called measure G parcel tax measure that was brought on behalf of San Francisco Unified School District however it was it was not brought by the district the measure was actually part of a citizen initiative that was created in conjunction between San Francisco citizen parents and the union and union members and employee unions that sponsored and brought this this this this measure to the Border again it was not sponsored by the district and although there were some discussions between the district and the union members as they were you know bringing it forth the the participation where the district was very limited right so the question came to the court and the court was
135very basic those mean that be uh this this this by the way the the measure G local initiative passed with I think 60 of the borders right 60 of the borders um which is below that threshold of 67.66.7 required for a super majority under Prop 13 right but above the simple majority that would normally be required for a citizen initiative so the word so the the the court of appeal had to decide because this mean that is this a partial tax that was passing this measure is it subject to prop 13th in that super majority requirement or is it subject to the simple majority requirement that applies to Citizen initiatives so the board looked at the the court looked at the issue they looked at the the fact that San Francisco Unified School District did
136not sponsor the tax measure so basically the uh Unified School District did not take an official position on the matter and in fact was sort of like a bystander to this issue and the court of appeal actually decided that this was a issue of a local citizen initiative that can pass with a simple majority right so this is a fundamental change in the law and the issue was then of course appeal to the Supreme Court the Supreme Court actually did not take up the issue so in essence what they did is they approved the tacitly approved the the the the ruling without really making an opinion on the matter right uh so what what does this mean for us what do we learn from this case number one a district sponsor initiative on the parcel
137text still requires a two-term majority super majority on The Prop 13 and from what we learned it's unlikely to Prevail in Contra Costa or at the very least we would certainly have to do a lot of our homework in order for us to determine whether we even have a chance of prevailing polling would need to be placed it to take place before we even begin the signature Gathering process right that's what this District sponsor initiative on the other hand if if a local initiative may be more successful than Contra Costa and and elsewhere provided of course the the Cisco case remains good luck right so so uh for that to happen then there would have to be an initiative conducted by by uh by citizens uh where they gather signature the district would it take
138no no action in favor of such an initiative and certainly would not sponsor it uh District funds and resources would not be utilized in in favor of this initiative there would not be any use of Staff time materials equipment or District communication channels to attempt to persuade the borders for the initiative and the task of gathering signatures Etc all of that the groundwork that needs to be done to bring forth a political initiative would have to be done by a cities committee a Citizens committee not by the district so that is where we are now is it there is and I should warn you that there is a a a a a legislative initiative to overturn this case um citizens against taxation you know the same folks behind proper team army there is I believe
139a a a a a Senate bill that is out there to essentially uh overturn the case um and the issue has and the Supreme Court has not spoken on the matter so again this is where this is a snapshot of where we are now in terms of what the law is or what what potential is it isn't guaranteed that it will be the case going forward but but that is a summary of where we are so um as we are looking at at the issue of parcel taxes you know we have to consider the fact that it is it is extremely difficult to get one but there is this window potential window that where we can work with our community members perhaps our label Partners in having a a a an initiative put the input
140Port by the citizens of uh Contra Costa as opposed District and I'd be happy to answer any questions or if there if the board require or ask for further information or or you know we can bring that forth in the future meetings maybe the chair did and you're looking at this what was the cost of these failed measures uh it is significant of course the the upwards of uh it really depends obviously on the geographical area but it is expensive upwards of a million dollars uh in the whole process because it entails uh Gathering signatures and entails uh pain um uh or to have initiative in in place that varies but yes it could be airports of a million dollars in expenses to bring forth a successful initiative with no guaranteed of success even though
141you know even though um it's partial taxes only are 0.1 what did you say point one percent or one percent of funding we are less than one percent of opening in California do you have any idea of those you know big circles of those districts who have been successful what percent of their I hope they're funding if if they're they have a parcel tax so they have a source of Revenue like what percentage so parcel taxes are what not are what called ad valorem taxes so that's that's Latin but really what it means is that they are not based on the value of the property rather they are based on the on the actual on the on each in each individual parcel they're kind of regressive in that way uh most partial taxes are roughly
142between fifty dollars and a hundred dollars per parcel and it really depends on the number of parts we have in in the area uh which you bring in the the the partial taxes now keep in mind here in Cali here that we as a school district uh are part of five different communities and several unincorporated areas so that would have to be brought in each perhaps and I don't know whether actually I have not looked at this issue whether it actually would need to be brought in each individual area as opposed to uh as a collective um it's it's that's an interesting question I need to look more more into that but in any event so yes the the total revenue it really depends I mean you can put a partial tax that is for
143500 but the likelihood of that being a past per partial is much much lower most of them are are relatively modest by comparison of our total budget versus the amount of Revenue that is uh that is projected to be gathered from each uh each uh initiative or partial attacker is passed um just for comparison purposes um the Martinez um parcel tax uh is 75 dollars per year per parcel it's expiring in June 2024. and it says that it's raising or it's providing eight hundred and fifty thousand dollars in annual local school funding it looks like they previously had a lower rate of fifty dollars and so when they were renewing they increased it by 25 dollars and there are always exceptions as well that apply to each parcel so for example senior citizens may be
144entitled to an exception on Incorporated areas or areas that are Farmland as opposed to commercial areas Etc so the amounts that we are talking about again uh you know even those where they have passed they tend to be less than one percent of the total a budget of the uh of the school district in question yeah and Mr Alvarado I'd like thank you for this presentation um and um comparing about the San Francisco model is really interesting um it's kind of hard to think um how that could serve as a model for us given that like you mentioned where um at present in five different um uh cities um so um I am really interested in the possibility of kind of us doing our homework um and um I think you called that um conducting
145um a polling um and so I'm really interested in that it's something I'm hearing a lot from our community um and so I'm hoping that we can have an update um on this when once we hear from the community in our next um meetings all right so a question on that if uh it was going to be a the local citizen initiative does that mean since the district cannot be the one leading it or any District materials used if there's polling done prior to by the disc like that the district paid for that polling then make it there for not a local citizen right that is an interesting question of course if the district were to conduct polling it would be for its own parcel tax which it can choose to proceed or not proceed
146on it um you know if there were to be I would suggest that if there were to be a citizen initiative parcel tax that any polling and or information gathering for that uh uh uh for that petition or for that uh uh um measure would have to be conducted by them exclusively and we would not be able to share or to provide well perhaps they would request it but certainly it would not be through District expenses at all so it will have to be done completely separately even if it is in parallel tracks we have two public comments um I'll take if there's did you have anything to add yet okay Cora Mitchell again um to say that this presentation is a disappointment is really an understatement for me um I'm incredibly frustrated that once
147again something is being put back on parents to essentially take ownership over um as much as I do remain involved in this District I have a full-time job I'm raising two kids that I'm responsible for um and the thought of having to do all the footwork and research to do this is um frustrating because we pay millions of dollars in administrator salaries and the fact that on this presentation there isn't even any information could you not come up with an average for what these personal taxes are and how much money is generated and what we could possibly do with it it doesn't give the public a whole lot of information to even start with how would I possibly know how much money we need um to bring those class sizes down when I initially came
148to you guys that's what I said let's bring down class sizes to 28. actually I think I said 25 but I'd be okay with 28. how do we get music back in in fourth grade how do we bring back the librarian Sports at the junior high level all the things that we've been missing out on we have no information about out what that would cost we don't even know if it's feasible if we did pass a parcel tax um so you know this was kind of a Google search presentation it doesn't really give us any information about what's happening right here and how do we fix it um and it just doesn't leave a lot of faith that um we're doing all that we can to save this District it's been failing for so long
149and it's getting worse um and I I don't think any of you are unaware of that but if we don't start doing something dramatically different and really try to work together I I don't know I just I really don't understand how this is the limited information we're brought back with when we have a pretty short time frame if we did want to get this on the next ballot so I do hope that you instruct them to go back and at least give us that information if nothing else knowing that they wouldn't even be able to work with the public on this because it would be considered using their expenses um we need something to go from from here if they're not going to to take it on although I do think you should thank you
150I'm sorry that you're I'm really I disagree with you to an extent it is disappointing to hear that like it is a Google search it's one that I didn't have to do but that I got we got the insight and expertise from our lawyer that I wouldn't have had otherwise and it's the start like we need to know what the heck is a parcel tax and that's what we asked for um and that's I'm really glad that we got um and that we now know what now more and what information is needed um I think we do share your sense of urgency as I'm going in my head through this okay is this a primary election or which is a in March or is this a general a general election uh you know well it
151said that it could be either but um on that which I wouldn't have known so I'm really happy for this information um and I think it I don't think it's unreasonable what we got today I think it's reasonable to do further research of the things that you suggested but I do think I guess my bottom line is I think it's a little unfair um of you of some of the words that you said yeah yeah exactly so and I just want to remind this board that we haven't taken any formal action on this that we have not decided that we're going out for a partial tax or another Bond um and a question was asked to bring information forward about what it was and what it wasn't and and that's what we've done and I
152know you guys have received calls from people who want you just to skip all this process and move ahead but anything we do after today is going to is going to require a board vote it's gonna it's gonna have to it's going to have to be that so um so again it's an it's an informational item and I don't know how someone this person just thought that we were actually moving forward with with the partial tax and and I don't I don't know where um someone would get that from so thanks Anita it's your turn hello again I appreciate that this is a topic for discussion on the agenda tonight and I appreciate the overview that Mr Cesar Mr Alvarado um provided um and I understand from the presentation that doing a partial tax run
153by the district would be difficult um and I understand that this whole citizens initiative idea looks really appealing that's what I got from the presentation um this um this ruling about San Francisco came about a while back and I researched it as soon as I found out about it last year because I was ready to do it right then you guys know how much this school district needs lower class sizes and that the parcel tax is the only way to do it so I got on the phone immediately with CTA in their political department and they put the brakes on um because they they explained oh I'm sorry where did they put their the brakes on they told me not to get excited um not to to do it this way because as Mr Alvarado
154pointed out um these initiatives are always subject to um to challenges through the voters and there is a bill um in the legislature right now to make them illegal so cta's advice was don't put don't invest in something that is probably not going to really work and even if it did if it did pass it would be voided probably um so you know so as much as reluctantly I went back to the drawing board or back to my original work which is advocating for a district-run parcel tax um but when I saw the presentation today I decided to do some more research and I went to Martinez and spoke with the County Office of Education and they explained to me that they have already had somebody from our district inquire about doing this and so
155they have already researched it and the the way that it was done in San Francisco was as a municipal tax because and it worked in San Francisco because San Francisco has the same boundaries the school district the city and the county it's all the same boundaries a lot of the same governance structures our district has at least five cities depending on how you count and one unincorporated area and so the people the folks down at the County Office of Education explained to me that if we were going to do this we would need to run a vote in each of the five cities we'd have to work through their Elections office and do the petition through them and they would have to conduct a vote of all of the voters in that City so for
156example um the citizens of Martinez would be asked to vote on a parcel tax which everybody in the city would have to pay and the proceeds would go only to one school or they'd actually the proceeds would all come here to this District but this the citizens of Martinez would only see it impact one school in their City similarly in Walnut Creek everybody in the city of Walnut Creek would be asked to vote on this with full knowledge that the money would not go to most most of their schools um and these folks down at the County Office of Education were realistic and told me what I already knew which is this is not likely to pass in that scenario yes the voters in Concord might pass it because all of conquered goes to our
157schools so it might work in Concord but the voters in Concord are not going to pay for a partial tax that would then support schools in Walnut Creek and Martinez and Pleasant Hill so maybe it would pass in Concord but even that is a possibility so then I asked them about Equity go ahead we are over a minute over and it's really I know oh shoot and your information is really helpful and I appreciate it and I'm my struggle in my head is that we've cut people off today okay let me skip to the end and say the only way to do a partial tax is for the district to run it I agree with Dr Clark nothing has happened yet and this Board needs to vote and it needs to be an agenda item
158um you guys need to direct staff to run a poll because that's the first step and our students desperately need lower class sizes and this is the only way to do it thank you thank you just email so um I'm not a know-it-all but I'm going to be a know-it-all um when we talk about the district running a parcel tax the district would pay for putting the parcel tax on the ballot but the district itself could not be promote the passage of the parcel tax uh there would have to be a Citizens committee that would work to fundraise and do all of the uh get it out the vote activities for the campaign so um the I guess in my mind when we say the district has to run it and I apologize for using
159your terms Anita um that's not the situation it's it's the wrong descriptor the district would be and the board would be the initiators is the way I think of it um Mount Diablo View Middle School is was built by a developer melloroos so we have two mellorooses in Mount Diablo school district one is this Mount Diablo school district melloroos and then there is a developer melloroos which built uh Diablo view so sometimes when you you get an angry email about why do I have to pay two melloruses it's because of the folks that live in that particular Community around Clayton I went through and looked at successful parcel taxes in Contra Costa County only and between 2008 and March 2023 which is when the most recent one was approved 26 have passed that doesn't include
160the ones that have failed and that includes our Mount Diablo maester D in 2009. um and they vary the most recent one which passed in March of 2023 was uh the assessment per parcel was 295 dollars for seven years per parcel um and that was for Orinda and it was a renewal yes um the statement is very valid that the most most of the successful uh parcel taxes in Contra Costa County are from our Ohio wealth communities but Martinez has passed them as has West Contra Costa as has Pittsburgh uh has also passed them and some of the ones in I believe alkalanes and Lafayette are evergreen so there is that possibility but it took them a while to build the confidence of their public before the public would accept an evergreen concept so they
161typically it looks like they go out every six or seven years in order to uh approve a new one before the old one expires I guess that's what I want to say the 2009 Major D parcel tax was a lot of work and there are a few people sitting in this audience who walked the streets with me in 2009 and um unfortunately our community wasn't ready to accept it and you know that's why the following year we passed uh 2010 measure C which sailed through so uh the the truth is there that the public supports the facilities bonds because it's something tangible that they can touch and see whereas salaries maybe isn't so sad um doesn't have that feeling for them the uh I do before the board would move further I you know if
162the majority of the board wants to consider exploring um things more I would want every person who advocates for it to think about whether they would be committed to the entire effort from the moment you people say I support it until the night that the boat is counted because it takes a hundred and twenty five percent of your time and energy to pass any kind of facility Bond or parcel text um so the um it is you know I want to think it's a possible I'm a dreamer um but we have to have the commitment we have to have the resources the other thing is um our labor partners will typically support facilities bonds because it means more jobs for the trades whereas um parcel taxes uh it's more difficult to identify donors that will
163help contribute to the campaign and you know that is another important element as you're considering a parcel tax is whether there is enough commitment from business and labor to help with the initiative and by labor Partners Humane like broadly not like our our folks who work here okay that's right and like right right so did you finish okay uh so to speak from my own experience um I worked for a non-profit organization up in Washington state that worked on a Statewide initiative to increase funding for public education and the reason they did that the the one of the things that motivated them to do that was that they were in Seattle Unified School District and they had they had just run a parcel tax campaign and run it to the best of their abilities 125
164of their time and it failed so they decided really the better thing to do is to work on Statewide education funding um to benefit all school districts um I worked with that group after that to um to Advocate at the state level to for a simple majority um so that parcel taxes could be passed with a 50 plus one as opposed to a two-thirds vote unfortunately that's that is not the situation here in California um it is a lot of work to run a campaign and I know I I hear from from our community that you know our parents are very busy and have jobs and kids and that's a lot to consider doing something like a campaign for a parcel tax but the reality in my experience is that the places where these parcel
165taxes pass is where there are parents um and community members who do full-time take the lead on this to to make it happen and make it pass and that's part of why I think it happens mostly in the wealthy districts if you look at um lafayette's measure L it's 290 dollar parcel tax for seven years providing three million dollars um but that's you can see 290 per partial big difference from Martinez it's 50 right it's slightly increasing to 75. so it's It generally when I've seen parcel taxes pass it has been led by the community there might be some District support of the effort in terms of providing information and that sort of thing but it's not something that people can expect a School District staff and board to run on her own it's just
166not realistic um so I want us to be be thinking about that and in terms of The Next Step if we need to run a poll um it could be run that poll could be run by our school district at Cost I would need to find out how much a poll would cost um and then we would need to pass that as a board that we're going to spend School District dollars on that poll but the other way that a poll could happen is with Partners who would need to be part of the campaign anyway some of our labor Partners perhaps or our business and Community Partners could be the ones to run the poll it doesn't have to be the district necessarily right um so I would I would ask that we think about
167that as well if if we the district run the poll then we are asking to spend those dollars on that versus other things that we want to be spending our money on so that's something to consider um I did get to work on measure J with trustee mayo and trustee Mason um and we worked our tail off for that it was a full-time job um for all of us and the one of the main reasons that uh um trustee mayo and I were able to spend the amount of time on that was because we happen to be unopposed that you're on the ballot so we didn't have to run our own campaigns I directed my entire Grassroots campaign for my own spot here on the School District board immediately all of them you know took
168a took a 90 degree turn and said will you all work with me on measure J and that's how we got it passed and we did pass it within over 70 yes vote and we worked with our labor Partners we worked with Medea who put a lot of money time effort into that into that goal right we did get some funding from The Building Trades because to miss Mayo's Point um you know it's a facilities Bond and what it has to do with facilities they're more likely to engage um I also think it was a little bit different climate then I felt like the at the time there was a strong partnership between our labor groups and the school district um and a general positive feeling about our school district as a whole um I'm
169concerned how a poll would turn out at this point in time frankly um because over the course of the last year there's been a lot of questioning of whether this district is trustworthy in terms of our management of funding um I personally don't understand those questions because we have we've had positive budgets we've had clean audits um you know we've we've passed all the tests in terms of when a third party looks at our financials um but we've had constant um public comments from from many different people still questioning whether you can trust where a dollar goes in this district and so if the public has been listening to that for the past year pretty much constantly I'm not sure that they're in a place right now to be able to say that they want
170to fund dollars for this school district but a poll would show that and I think that's all I have to say I'll be brief because we have a long meeting but I just think the fight isn't here in our community the fight is in Sacramento and we should have every other labor unions everybody there has been talk among senators and assemblymen and raising the per it's ridiculous in New York it's 26 000 a kid and here it's in the richest state it's it's like what 13 that's where the fight is I think that's where the fight is and I've talked to local assemblymen and um uh Senators that are on board they want to do it but they don't think that they're going to have the backing of the labor unions to make the fight
171in Sacramento so that's where I would prefer to spend my time and efforts because like it or not attacks like this will put some of the families in Bay Point on the street because I guarantee you the landlords aren't going to pop aren't going to put out the money they're going to pass it right on to our families and they will then be homeless so my fights with Sacramento not with my community uh we have one more public comment Jane in low okay I teach at Sequoia Middle School and I'm also the community engagement chair for media which we are trying to get up and starting and I've been trying for about two years now and I've got lots of parents who are telling me they want a part they want smaller class sizes and
172they're willing to pay for it um I I hear your your point Miss Mason and I agree by the way I've been working with CTA I'm a member of CTA I go to the CTA leadership things I'm trying to get money as well so I don't think that we should not do maybe both um maybe not make it as expensive as the other districts either but I promise you I will work 125 of my time whip for this if you decide to do it and I will get parents to come and help you I can do that I want to do that I've heard from our from our district that we should be doing that and if we do the poll and word it the right way that we're going to use it for smaller
173class sizes I think you'll hear a different different idea than what you might think would happen but I think wording of the poll would be everything and I think wording it to say that we're going to have smaller class sizes and be real specific on what it is it's going to be spent upon I think is the most important thing when you're polling but I really I agree with you CTA should be doing more and I will get on their back I promise but I do think we need something for this District because our class sizes are huge and it is so hard to teach 34 English or 33 english students and have them all succeed it is swimming upstream and I I want to do my best I want to teach ald Avid and
174English in history 7th grade core and I want to do my best that I can smaller class sizes would give me such an opportunity that I don't have right now as a teacher so I I promise I will work with you I've got labor I talk to labor constantly I will get those trade unions to to support us I promise I will fight for you guys and I will fight for this personal tax a hundred and ten percent thank you thank you any other comment so we will have to give direction we don't we will do have anything to offer I mean that sounded bad sorry I'm sorry okay are you are you are you no are you like why are you staying okay you're good you're good you're good yeah no that's fine um
175I don't know what the direction is to give in this very moment but we do each meet with Dr Clark every week so there could be Direction before the next meeting if you are safe still I don't know what it is today though I'm not ready to say what to do I mean this information this item is information only not action so oh no I know I'm like okay we're done for the Assumption because that we need to do polling and for some reason that we came here tonight unprepared to move forward with a um with a parcel tax and so what I'm saying to the board is if you want us to do something official if you want us to we would need to vote to start um you know we would have to
176contract with uh you know with a consultant who would then start giving us pricing and and and start talking about uh uh doing a poll then I would need some sort of board action I can't get that from you individually talking to you so this is the moment if if or you can table it but I just don't want the narrative to be that we are dragging our feet on this because I've done everything that I've been asked by by this board and I'm not talking to board it's just some of the public comments that came out that we were supposed to have something ready tonight like we're going out for a partial tax so um you learn tonight at the difference you learned of the the um you know the challenges and the benefits
177of this obviously having extra revenues to support learning for our students is is a great thing um I I have concerns um about um about people's appetite for um additional taxes I have concerns with putting together a team of volunteers to to go and do this especially when some of the narrative coming out is is this and that like you know those are things that that people hear and they listen to and um you know and so I think if if this were something we were going to go forward with people would need to be committed and say we're going to do this and we're gonna we're gonna stop pointing the finger and we're gonna stop blaming and we're going to work together to to try to achieve a common goal I'm all for that
178but again there's many rules that the district has to take with prostate I've been on parcel taxes with alkalani several times and I passed a bond in in Vallejo so I understand exactly what this takes and that I cannot have principles as it was sounded earlier like we have enough administrators I can't have principles during their work time cold calling families to see if they're going to vote or walk I mean it just doesn't it doesn't work that way so would this board um you know by show of hands to the superintendent and to uh uh uh Cesar Alvarado here would you like us to to talk to some consultants and come back with pricing or come back with the process of what it would be to do polling and and that's what I would
179that's what I would need because because that is going to commit us to Dollars and if you want me to do something for dollars I think it would be great to price that out and just so that we know we have an idea we understand that's not taking action right that's just like doing research that that can be our next step and then because then then whether or not it's an action item you bringing information we take action why not I'm not even into it okay no I know but I'm interested in the price I'm interested too I just would like more information so you were gonna so what you're interested in is the price of polling should we move forward with polling the price yeah presentation I'm open to that yep yep thank you
180thank you thank you thank you at the I think for us I think I'll I think at the moment are we all what I'm interested in is the cost of polling to understand like that's the first thing we would have to spend on and commit on um and that would help guide us so thank you yeah right and we'll look at that now thank you for the comments and the questions I mean the comments and additional information to everyone that provided it all right 12.3 presentation on the draft revision of sorry to the district strategic oh my gosh strategic technology plan welcome did you see that no he put out a he put out a warning that's why I said he is on top of things good evening everybody uh we appreciate the opportunity to
181very quickly uh because I know you still have an extended an extensive agenda um present to you our latest draft our latest iteration of the Strategic technology plan for Mount Diablo Unified School District um I always begin uh as I have since since our very first draft of this um of this plan uh came to you uh two years ago now with our three imperatives that were established by the first strategic planning strategic technology planning committee uh and I won't read those but those are centered on empowering teachers to teach with technology providing students with regular opportunities to learn with technology and making sure that we as a district can obtain and support modern Technologies with which teachers and students can do those things with that I will actually pass it over to our new
182educational technology coordinator Aaron Vallejo good evening I get to tell you about our highlights from the last school year we've had maintenance of student one-to-one Chromebooks as well as teacher laptop programs we've had significant upgrades to the district security cameras across the district and we're also working very diligently at standardizing the technology that's in our district so we have worked with that with a major print services for copiers and printers across the district and we are in the early stages of our district-wide audio visual upgrade with our Promethean active panels and then we also completed our annual review of the Strategic technology plan which is what we're presenting at the moment so the task force met um three times in April and May and as you can see we have a very inclusive group of
183stakeholders with teachers site administrators staff District staff students and community members that brought us to a lot of Equitable and transparent conversations and those discussions and outcomes are what's reflected in the revised draft that we submitted thank you um and that leads us to our areas of focus for 2324 I think you will see through this that over the past three years or so we've done a lot as Aaron mentioned to standardize a lot of Technologies um that has I think created a lot of equity across the district that we haven't previously experienced which I think has been well received by our staff by our principals who no longer have to do things like find budget for many of these items themselves you know locate those depending uh on the on the funding sources they
184have make sure that all teachers have access to the Technologies those sorts of things so that so you'll see that as we move our areas of focus towards teaching and learning and I think Aaron Aaron's going to be a huge piece of that as she works with the tills to really coordinate their efforts within the schools and a lot of other other training initiatives professional learning initiatives those sorts of things you'll see more of that coming as our task force discusses what are we going to really do with these Technologies in a much deeper way um so you see here areas of focus are around coordinating the tills as you know we did not have an ed Tech coordinator for much of this year uh and so uh that's something that Aaron's already really hit
185the ground running on uh we want a a stronger excuse me a stronger and continuing focus on digital citizenship uh things around data privacy and security as you know those things are becoming much more and more important as we are in 2023 and moving more and more towards areas where those things are you know the filters that kids keep in their heads are the ones that they will take with them not the filters we provide them those sorts of things that we need to make sure that we're instilling our students and teachers with and providing them with resources around that and then implementing uh and communicating expectations around digital citizen yeah excuse me it's getting late digital citizenship curriculum grade level learning goals uh device management strategies those of things and then finally making sure
186that we can sustainably continue to upgrade our Network infrastructure the work that we've been presenting with you that we're working obviously in huge collaboration with mno and other departments around the work around measure J and those sorts of things which we'll be continuing to update you on as those move forward that is actually the end of our presentation I would just like to say that um this is here as an information item today we are interested in your feedback the uh the um new draft plan is attached to the board agenda I'm sure you haven't had a chance to read every single page of that at this point but if you have feedback or input we will be bringing this back to you for Action in August and with that I'll leave it in hand
187support quick comment um I'll be brief um thank you I really appreciate the um the diverse group that you've brought together to be able to do this type of planning um the the one area that I want to continue to push us forward on beyond what you've mentioned here so far um in things like digital citizenship is how are we teaching our students how to not just be the consumers of Technology but be the creators of technology I know that we are building and some of you are working on some secondary level classes around computer programming um we'd love to hear more about that but also want to once again share the um CS in sf.org resource because it's an open curriculum that's K through 10 and that's where you know even at the youngest
188age groups right they can be learning those logic pieces that then lead to eventually being able to learn a new computer language and so we don't have to wait until they're in high school to take those classes so we love to see that shared somehow with our Educators and our community thanks I just chime in I just Mr said bird Miss Vallejo just um I can't thank you enough for all the support every kid with the Chromebook updated uh employees devices new copiers printers the the boards are coming in now all the behind the scenes security that you're doing to you know keep our students and and families and information safe just really want to tip my hat to the whole I don't know what you guys called again it's not it's a department of
189Information Technology yes just just very very appreciative of the work and um and and again it's not it's not the technology that our that our students necessarily need but technology is a path for them to get to the information into the learning that it's going to take and and the work of your department and this board from allocating the resources to that um you know is really benefiting our students so so thank you appreciate that appreciate the work thank you Dr Clark and we appreciate that and we enjoy doing it yeah thank you so much oh 12 point we have an extra one 12.4 12.4 this is uh I was given uh Mr Humphrey and miss filios the thumbs up so this was the uh the Bel Air presentation we know that um and again
190they can explain it but Bel Air has has um reading grants and they've been doing a whole bunch of neat things out at the out at the school and I know last year I think they were the last agenda item on this very very long meeting that we have so so I did I uh I used my executive power and I moved you guys up I know it's nine I know it's 9 20. so but but still so let's turn it over share share some news with us on how things are going out with the with the Grant and more importantly the student learning out of Bel Air Elementary thank you Board of Trustees and Dr Clark and yes we appreciate being moved up to the 12 so thank you um as you are aware
191Bellaire Elementary School is a recipient of an early literacy support block grant through the state of California and as a part of the requirements of the grant we do have to report each year on our progress and so we're here to report and ask for approval for the report before we submit to the state um thank you okay so um the work at Bel Air in early literacy is firmly grounded in our district goals as well that all students will receive a high quality education that's standards based and prepares them for the future and it is an equity issue early literacy does affect a student's trajectory for the future so we believe passionately in this work as vital and important at our elementary site um Bel Air sipsa goals are part of your presentation here
192and we would like to point out that the sipsa goals mirror the l cap goals and that at Bel Air um of the time principal Humphrey um dedicated goal four specifically to the early literacy support block grant and the work happening at the school through the grants thank you are you doing this thank you friend um these are the current demographics of Bel-Air Elementary you'll see that the school serves a very diverse population it is one of our Title One school-wide program schools and is 100 percent amazing we absolutely agree the next slide these are the big picture goals that were articulated in the lap the literacy action plan that was submitted to the state so goal one the collection of valid and reliable literacy data for grades TK through three looking at our um
193assessment instruments and training teachers in being able to use the instruments and collect the data and then analyze the data um goal to the systematic use of cycles of inquiry the plan do study act model to analyze the data from those assessments and inform and adjust instruction the lead literacy team from Bel Air and I have been participating in pdsa cycle training through Sacramento County Office of Education which is the agency that the state has taxed with or given the opportunity to train us up in these practices and then goal three the site um the site wanted to look at the data collection and make a determination if a supplemental foundational skills program would be beneficial to complement our adopted text of Wonders so these are the highlights from this year you're welcome all right
194I'll keep going so um the site continued utilizing Dibbles um as an assessment tool um and piloted m-class which is an online version of dibble's assessment um where data can be put in in real time as the student is being assessed and um the m-class pilot provides information on where there might be gaps in the students learning so the teacher can then plan instruction for that and then we also continued the use of the I ready assessment so those two assessments complement each other to give us information about a student's progress and reading um the school did purchase and added fundations as a supplemental curriculum foundations is rooted in the science of reading and is specifically focused on foundational phonemic awareness and phonics skills um they restructured and re-established small group instruction and as part
195of the grant did have a reading intervention teachers as Personnel on site again our pdsa cycle training for our team continuing continuously looking at the data and looking at what it meant for instruction support for Learners through the reading intervention teachers and support for teachers through the presence of the literacy coach paid for 30 percent through the Grant and then also the program specialist paid for part-time through the grant as well and then some new and exciting um pieces to start that home to school and school to home connection for literacy but sending home leveled readers at open house and also looking at buddy classes with older students and the kindergarten classes so the next slides are representative of the assessment results so first I ready reading overall you'll see fall to Spring there were
196increases at all grade levels in particular kindergarten first and second with a smaller growth at third grade so again that's um measuring how many students are on or above grade level then the next slide breaks down by grade level the six reading domains that are assessed through iready so you will see in kindergarten all six domains increased by at least 15 percent in first grade again all domains increase by at least 13 percent in second grade all domains increased by at least 23 so showing the largest growth of the grade levels um and excuse me second graders have benefited from two consecutive years of the literacy Grant work being implemented so that may be part of that um that increase and then in third grade you'll see that 100 of students tested out on i-Ready
197for phonological awareness so they all had met grade level in that domain of reading which is excellent and then you'll see that there are some modest gains in literature comprehension and then bigger gains in the other domains in third grade the next slide is the Dibbles M class at and above and at Benchmark um uh reading and we'll see in um all of four grade levels there is growth again with the greatest growth coming in kindergarten and first grade the next is a comparison from last year to this year with Dibbles and you'll see there is some modest growth this year I'm kind of a maintenance of similar growth rates for the past two years okay I'll have you wrap it up okay so in um this year our second year the um this is
198an overview of how the budget was spent from the grant again in position control there were two intervention Specialists the tosa support partially funded by the grant partially funded by the district and the program specialist on site and there was also professional development in Dibbles and I ready the purchase of Foundations and additional decodable texts to go along with um as supplementals and then also additional classroom materials and supplies so for example magnets where students can practice putting sounds together and creating words as part of the tactile learning and then moving forward our next steps for a budget we are looking to reduce to one intervention specialist for reading an intervention teacher the overall goal is to strengthen tier one classroom instruction have less need at Bel Air for pull out intervention for students we
199will continue with our ptosis support and program specialist we will continue with professional development especially around assessments and cycles of inquiry to look at the data from the assessments we will continue to support foundations and geodes and other classroom needs thank you all right and then as part of the report we are asked to reflect and think about what are some next steps so really we're moving into year three of the Grant and the goal is to build capacity at the site with um site leadership and the teaching staff because at the end of next year we will be exiting the cycle of the grant so the idea is to strengthen the practices that we've put into place so that those can continue outside of the grant funding um and so specifically building capacity um
200in um the tier one strong tier one teaching strategies grounded in evidence-based practices in the science of reading and also building capacity in using the assessments and analyzing them in teams to determine what the assessments are telling us about what students need next in their instruction continuing to monitor student reading growth through these complementary assessment systems and then really reaching out to our parents and families as partners and engaging them so that we can help develop supportive literacy environments at home and communicate more clearly with our families about students progress in Reading um just to add a couple of pieces um as Jen and what he presented earlier in regards to the store report um talked about consistent data uh for K3 and regularly discussing that that is work that Bel Air is currently doing
201and has been doing um it's not perfect there's still plenty of work to be done but we do engage in the pdsi they do engage in the pbsa cycle um we look at data on a regular basis um we look at strategies on how to uh change uh or adapt the small group instruction that we have in the classroom um I I can't say enough about the teachers at Bel Air they work really hard um and they work smart and hard at the same time so they're not just spinning their wheels they're really focusing on making sure they can reach the needs of the students um fundations has been great uh it is uh a great program that we've added set up um I thought I was not gonna make it out of there uh
202because setup takes some time you have to break up all the magnets and number them and it it took a minute or so but once they had it in place they were rolling and they were constantly asking can I have more time to collaborate with my grade level team can I have more time to to work on the program um so the work is definitely in the right direction I anticipate a question about m-class uh so I'm going to address M class right now m-class is the digital version of Dibbles um it is saving an immense amount of time um the paper is the same thing as a paper screener except after the paper screener now you gotta take that home or wherever and you have to enter all of that into amplify that takes
203a lot lot of time that teachers were not enjoying so by doing this in m-class the way Bel Air did it is um like a second grade class would come into the library we would have a variety of screeners and they would come in sit at the computer their one minute tests within an hour we'd have all five or six tests depending on the grade level done and in amplify so that the very next day teachers could go ahead and start using that data right away what we have done this past year is really trying to focus on how we can replicate this so how can the rest of the district be as cool as Bel Air right and be as amazing as Bel Air right it is something that can be done um there's
204going to be a couple challenges because they're going to have to pull people right you're gonna have to make use of the resources that you have in order to get the students through the library to finish all the m-class assessments but it's definitely something that can be done preguntas sorry no I was like oh that's the end thank you questions comments best accounts you raise your hand I do have questions okay thank you um fantastic work it's so exciting to hear about how it's going um so thank you so much um the um the reason you're using Dibbles in m-class in the first place was because that came with the grant right weren't all the schools it was supposed to use that suggested and and through the process um you know they can't really sign
205on to one because then they're like hey ever yeah yeah but it was like hey here's one that we really really really like okay gotcha um so then just looking at your charts here um the way you described Dibbles and m-class was that um they CA they get some very specific the teachers get very specific information that they can then use but in the charts I can see your I ready charts that show phonological awareness phonics but in your M class I'm not seeing that or they're just they're we just don't have the charts here I guess for that right we only included the above and up Benchmark growth for that um instead of domains with Dibbles okay but they do have it right yeah okay um and then I wonder your thoughts on the
206difference in the outcomes so on i-Ready uh overall like it's saying that kindergarten in the spring was at 58 first grade was 42 second grade was 49 but if I look at m-class overall kindergarten's not 58 it's 31 percent so are these measuring different things and they are measuring Benchmark versus the above at or above grade level and so um I think there is a it is not um they are not measuring the exact same thing it is not oranges to oranges so Benchmark is not necessarily a great level no not necessarily um I think also that the um because I ready is combining all six domains into one composite score I think it works a little bit differently than Dibbles my understanding of how Dibbles is scoring the students and what um what they're
207measuring in this composite score and then you talked about the tier one teaching being so important and we did hear earlier about some of the teacher training that was happening with Bel Air and with other schools in the science of reading um I've been hearing a lot about OG the Orton Gillingham methodology um just wondering if that's been a piece of what it is that been a piece of your professional development for your teachers at Bel Air Orton Gillingham is also um it's based on science of reading so we're looking less at programmatic um pieces although you know foundations has been purchased and more at the broader picture of what is the evidence-based practice around early literacy what does it tell us what it tells us is that all of those components of the Rope
208need to be wound tightly together and also that unlike let's say the whole language approach that it is very important that there is intentional phonological awareness phonemic phonetics and truck instruction that all those components are happening early on that students do need to have be taught that those letters have sound correlations and that those sound correlations are combined to create words that they can then read when they see the graphic representation of it on paper as opposed to sort of just absorbing reading through full language so okay so those are aligned they are very aligned yes not exactly like we're not working at that program for example and then and when we look at how to replicate this amazing work um it's how has it been going with um with do you would you recommend
209that we move forward with the rest of the district as far as additional schools getting access to to some of the tools that you've had the foundations the geodes the decodable texts I know that these are all pricey things but I'm not going to wreck any recommend anything to go forward for the whole District I'm going to stay out of that that room what I will say is that um how have those been going at your school in my opinion and not being a literacy expert which I publicly acknowledge Dibbles gives Bel Air a really good drill down Dibbles could be other schools could benefit from um using Dibbles uh I don't know if every school um I think it depends um but I do know that Rio Vista was also popular this year uh
210Miss Heaton was using Dibbles as well um so that piece of it I do think there are some benefits to it and in terms of the replication process um I know that if any site principal were to reach out to me even in my new role I would be able to have a conversation with them about what that looks like okay yeah I was thinking about the other pieces too because foundations and geodes are like actual books and things right yeah they're I think the first step is what was talked about earlier in the um presentation um by Dr Gillian the sax about looking at what we already have adopted that has basis and science of reading and being able to pull those components out for teachers and helping train them and how to use
211those I think that's a foundation that we can lay across the district without additional supplemental materials at this time but using what's already adopted and understanding how to use it better that would be a first step and then my final question um when you go into this coming school year um it it feels to me like if I were a student at Bel Air um I I would be doing a lot of testing because I'm doing both m-class and I ready um how is that going for your students is are you do you feel like it's too much like they should like if you could focus only on m-class would that be beneficial to your students or is there a reason why you need to keep doing both so when I look at iready in
212Dibbles um I ready for Bel Air has been the starter right so everyone's doing already in our ready as you know it automatically puts your kids in separate groups right level one two three four based on that grouping when you give those kids another assessment Dibbles um you are able to really drill down and see exactly what piece they're looking at um I know there's always conversation around over assessing when you look at Dibbles m-class it's an hour to do all six sections and you're done and the results are right there um I did not when I was at Valero I did not receive pushback on that matter of fact the teachers appreciated the fact that we were doing more of a drill down um there's pros and cons already I mean as has been
213said previously this evening um but it is still that's our star piece and using both of them right now it had there was not any pushback on that okay thank you you want to roll okay all right all right no we're good this has been great I know um any other questions or comments it's really inspiring to see the work that's being done there and to have this was our second report right so I really um look forward to next year I'll come just for fun next year thank you I appreciate it however uh for the CBE um we would like to request that the board accept this a presentation it doesn't have an action I would like to make a motion to approve the annual report and literacy action plan for Bel Air elementary
214school early literacy support block grant I'll second that Justina Nava Flores yes thank you uh Madam president as we get ready for board member reports um May I make a brief announcement sure thank you I have here a certificate of appreciation for participation and dedication as um our fabulous student board member and that would be uh trustee Nava Flores and um I you know in front of everyone well there's a it's a whole team effort so it is it is odd that we have an underclass uh student who is not a senior serve on the on the governing board and so um miss juranic here you see this is all Lord doing um she had these um sashes made for our graduates and our other graduates we would give to him before graduation but since
215we're gonna since you have a whole another year and to until you graduate I need you to keep that in a safe place so um so anyway that's just a small token of our appreciation of what you brought to this board your non-stop advocacy for the students of Mount Diablo and just for the example that you set for everyone not just uh the proper way to be a student but the proper way to be a good human and an excellent citizen so thank you thank you our Say What You Need to Say wow all right so good evening good night everyone um first of all I just want to start by saying happy pride month um and I also want to recognize that this upcoming Monday is Juneteenth and to encourage uh our schools to
216educate our students and our staff and all of our members in our community the importance and significance of this day I want to also spread the word that the conquered communities Alliance is hosting June a celebration for Juneteenth on Sunday June 25th from one o'clock to four o'clock P.M at todoro Santos Plaza and you all are welcome to attend I want to also congratulate all the recent graduate classes and all the rising classes entering their next school year so just a real quick brief rundown of what has been happening last month um I just want to highlight that we had our last student advisory committee meeting and we ended off on a note of improvement and success what do we do successfully in our opinion in our experiences this school year and what we want
217to improve on and expand on for the years to come and a lot of the stuff is stuff that we've continued to stuff that I have continued to bring to this board Advocate and highlight and that is of course and even work that we already are taking action in like for example the resolution that was just passed earlier this evening um and what we will see in the El Cap goal um steps that we're taking into addressing some of these matters and so some of those matters that were made clear were continuing to expand and include diversive diverse curriculum and the novelist to encourage student participation in these discussions and to be that voice in that representation to also diversify literature and lgbtqia plus um in that aspect and to also enhance our mental health
218supports throughout our schools to have a more open space and to have students knowledgeable in resources and rights that they are entitled to so for example last school year when trustee uh Fowler was held a part of the work in passing the mental health school days as an absence having more students know about that and have access to that resource and to of course also promote Civic engagement in our schools so that can be encouraging students to lead their own clubs create their own clubs I'm president of the social justice Club at Mount Diablo and I started that club to encourage that in other schools in whatever form that is to be a part of student council ASB the PTSA whatever that is to be a part of decision making in your school in the
219school district and in your community um so so far in the summer I have met with soon to be a student board member Susana Barrios and we are I'm looking forward to our future sessions we also and back in May um Mount Diablo and Ignacio Valley's ethnic City students at a discussion um with Mrs Hartwig and other teachers that will be teaching ethnic studies in our in our school district in the future and we were able to provide our in our voice in what we want to see in the future what we want to keep what we want to expand on and the student experience and how valuable it is to have this class and to expand on it um so that's one thing I also want to just highlight this other work that I've
220been doing on the sidelines so I have been working with the center of equal literacy to publish an article on school lunch meals and how that can improve throughout the years and the importance of it for an individual in the school district but also as an individual as a student in the system and how school lunch meals have really helped feed my family feed our community and that is published and it's ready to go if you guys are interested it's in located in the Eco literacy ecoliteracy.org um real quick I also just want to uh recognize all the continuous learning that's happening this summer so whether that is summer school I want to also um acknowledge the clubs that are happening through through summer school that our cares program are hosting any additional summer programs
221that a lot of our students are attending right now I am a part of the Upward Bound uh trio program at DBC and I'm taking uh there's a handful of classes statistics psychology social justice and advocacy and a lot of our students from Concord Pleasant Hill in the Bay Point Community are a part of these programs um and it really is an opportunity that we can continue to excel in outside of school during the summer and I also want to recognize our eaop our educational Outreach Academic Program specifically Miss Brittany who led the program at Mount Diablo high school and has dedicated herself to connect this to Summer sessions at U see Berkeley and some a couple of our students are taking a UC Berkeley class and are gaining college and high school credit I'm
222taking the Earth and planetary science and I'm really looking forward to in gaining that experience and how other students will also benefit from that I want to also recognize um that in the future agenda items we're going to look over the lcap the local control accountability plan and want to um recognize all the students that were able to be a part of this work that were able to provide impact and also family members and how we were able to get voices from all over the school district in the high school from the middle school and Elementary School level and I just want to end off on a quick note um to just as we are making again decisions for a future for the future of our students and our education system to remember what it
223means to be Equitable to be inclusive and to have that continue to give our students that encouragement to move on and to Excel and expand their knowledge that's all I have for today thank you I'll go to trustee Mason yeah the end of the year is amazing there's all kinds of school projects I got to do all about this participate in the college now project presentation so I went to Sequoia Elementary where those students were receiving presentations Northgate High School where they were doing their end of the year project uh lots of celebration celebration of success with our CMC committee celebration of our black Scholars over at Concord High School all our committees were working Adult Ed had a job fair for students and and their students and um I went to all the graduations
224except uh alternative because we were double booked and I was over Adult Ed accepting that fast but I just want to say um it validates all the work we do when we sort of goes after graduations and listen to the amazing smart kids that are ready to take on all the challenges that face them and uh thank you to all the staff district schools everything to make them such a special occasion for our team for about a minute thank you Jesse McFerrin all right I'll follow suit um so on May 12th I attended Mount Diablo High School's Multicultural assembly um and this is one of my favorite events it's really a Showcase of kind of the incredible diversity of talent that we have at Mount and of course our very own trusty Nava Flores emcita
225and did a beautiful job of posting um and a good time was had by all which is always fun um and then on May 18th I visited Erica Shaw and the college now senior students who held a public hearing focused on a policy proposal that the students created about Landscaping our campuses using native plants and they spoke about the importance of greenery at schools and its positive impact on students and staff with regard to mental Wellness I mean it was a really exceptional um presentation and it was really good to be included along with the other trustees who were able to attend in Dr Clark and then on June 1st I attended the progress flag raising ceremony here at the district office and I really appreciated seeing such a large and enthusiastic Gathering of people
226including our friends from p-flag and the rainbow Community Center and then I was able to attend a lot of really um wonderful graduation ceremonies for college now Mount Diablo YB Concord High and the bridge program and I appreciated all of the energy that was there and especially um the student involvement in speeches and performances so those were exceptional this year oh [Music] I did go out of normal order still so um I attended many of the events that uh have already been mentioned including the Medea Awards of Excellence on May 11th that was an outstanding event and then the CAC celebration of success I went to the YB High School robotics year-end annual event uh Miss count may speak about that and the pride flag raising attended eight of the graduations with Mrs Mason and
227um the eight of the nine and produce uh was an what an exhibitor at the Clayton Pride Parade um I did have an opportunity to do something unique I was a volunteer for the American Indian education program summer camp for two days where we spent two days Outdoors um in crazy weather including the rain and thunderstorm doing a Native American activities with young people between the second uh second grade and 10th grade and it was a great event there's multiple PTA events coming up and a mid Mount Diablo Education Foundation is having their election in June and updating their bylaws and there's a CCC SBA planning meeting you should have all received a survey about what you would like to see in upcoming events so that's it for me thank you trustee count all right
228um thank you all for all of the wonderful things that you went to especially those of you who made it to like every single graduation that's amazing um I made it to a few of the many things that were listed so I won't I won't go through a list um but I do want to say congratulations to all of our graduates um and you're amazing and as was said I think the student speakers and performances um were just incredible um and I want to say thank you to all the schools and cities who are flying the rainbow flag to visibly show their support for our lgbtqia plus students and families the second annual Clayton Pride Parade was so much fun for a bunch of us and also school board members from all over the county
229um that together marched in that parade super fun um this pride month I do want to mention that I I am still hearing from parents in our district who have said that the teachers at their school don't know how to use correct pronouns or names that training is needed I know I have also heard that rainbow Community Center has trained teachers in a number of our schools and I'm hearing really good reviews about how that training worked so I do want to recommend that even our elementary schools we do have um students that may be non-binary or transgender even at the elementary school level so we do need all of our staff to to really be fully trained it was a part of our AR 5145.3 for over the last five years at least that
230we will provide um staff development and training as needed to ensure that they understand the right of all students to a safe environment and regarding accommodations for transgender students so quick ways to educate yourself glsen.org has sample documents like a really great one-page form you can send out to your students before school starts to get to know their names and pronouns and any safety issues they might have and a sample document for um what to give your substitute teachers because that's another place where we see where we see it falling through um and another quick resource is the foothill inclusivity project this was a student-led Girl Scout project Girl Scout civil award project where students put together a staff resource packet for Foothill Middle School and all of it is available online at bitly Foothill
231inclusivity project and I'll share this with anyone who'd like to see it um and I'm looking forward to the Juneteenth celebrations at many of our communities and looking forward to everyone save the date for the parent conference on Saturday August 12th thanks thank you um Juneteenth celebrations in Martinez Pleasant Hill and Concord and as far as I know the first ever for any of those so that's exciting so between over the next week two weekends um you can find one near you um I will add that we hosted I'm like it's been a long time since we met I'm like wait we haven't met as you mentioned the things the one thing that wasn't mentioned is the town hall we hosted on um online which didn't go anyway as I expected and that is not
232a bad thing but it was almost like a touch like someone said a radio call-in show it was kind of funny in that aspect because no one spoke up they all typed in their questions um but we got really good questions and um yeah really good questions from the um folks who attended and they were I feel like we were able to answer everything um because on the back end is everybody who has the answers so I really appreciate everyone who participated and helped in that and I really appreciated people participating in general and I hope that we can continue to do that um and because the zoom was very makes it very accessible for families um and staff everyone um there was something else I was going to say but I can't remember that
233but so I'll just close with I really appreciate you all I really appreciate that we are bored that we could talk about pride and that we can talk about Juneteenth and that yeah just it's been a week in our state in a school district in our state and I'm really glad that we are not there and that we are here um and that's really good for our students our community our staff everyone so Dr Clark oh I have a one question before we move on to Dr Clark we know we're going to need to extend the meeting and do we have to wait or can we do that now okay so may I have a motion let's just stay till 11. is that do you think that's reluctantly make a motion that we extend our
234meeting to 11. second uh Lord is that a voice voice or okay go ahead um trust email if we haven't finished our business are we able to reconsider the time and extend it later okay I shut up no it's a real question we can I think we've done it before we've extended it in the yeah yeah so in the same day no we've gone past midnight I remember oh that's funny okay so let's um let's vote on the oh there it is 13.2 motion to extend the meeting and we did that we did the first and the second so trusting all the Flores yes thank you all right thank you um superintendent report they're coming on the super contents report yeah but we should hear it first oh maybe they could come in first oh
235Anita would you like to we need to you can give your public comment on the superintendent report okay so my report is just um that I had the wonderful opportunity to um attend so many celebrations at the end of the year whether it was a kindergarten promotion or whether it was a multicultural event over at Mount Diablo high or whether it was the mini graduations or black Excellence award night the CAC um just just all dynamite and and I just have to say that um doing this work is not easy it's it's difficult work it's hard work but seeing at the end of the year seeing our students and our families um so appreciative of the adults within the district who helped Shepherd their kids and their families through all kinds of you know just
236events just schooling which is difficult for everybody I'm just incredibly grateful and Incredibly proud of the 3 thousand plus employees that we have in in Mount Diablo I'm grateful for the leadership that this board has has established and the direction that that you've given me and um and just seeing our end of the year activities tells me that that we're doing a whole bunch of things right in the district and we're serving a whole whole bunch of kids and and that is really what is important and is one of the core of our of our mission so I knew we had a lot on the agenda tonight I'm working with uh Theresa Brandt we're working on our on our annual end of the year kind of updates and stuff like that and we'll we do
237a little Montage of all the different Friday Friday letters and stuff like that and so I'll be sure I'll be sharing a bunch of highlights throughout the year at the next board meeting but really just wanted to take this opportunity um as we were all able to experience so many emotional and celebratory events just that that's all to the adults in this District who are really here to serve to serve students which is what why we're all here and I know we get caught up in 90 you know consent items and all this other all these other things but um just just really proud of of what we produced when we saw those young people walk across the stage so so again that concludes my report unless there's any any questions thank you no questions
238we should say at least thank you for your leadership 15.0 consent agenda which excludes 15 point I can't remember thank you um is there anything um under the consent agenda that anyone would like to pull or question back yeah quick question oh that um uh trustee Mason had asked about the the one day at a time fingerprint requirements they're going to be providing support over at uh over at the initial Valley High School I I talked with the executive director and they all will be fingerprinted so I wanted I wanted to clear that I know there is an event to the T contract in here I know you usually vote no on those and so um okay all right so foreign so other than that I um if any other trustees ever have a question
239I could or or we can have a motion to to clarify trustee Mason the vote already happened and as far as we know no harm has been done so yeah yeah Madam president I moved to approve the items listed under the consent agenda boy second trustee Nava Flores yes it was a good long read but we don't need it oh sorry Dad passes unanimously thank you all so now we are to the business business of the day business items 18.1 oh conduct a public hearing and review of the Mount Diablo Unified 2324 local control accountability favorite plan yeah okay okay um oh and they're both public hearings one and two okay I will open the public hearing okay this is where I get confused do you present during the public hearing or after the public
240hearing yes sir yeah she could present as part of the hearing so go ahead Miss sax and then we'll do the public comments okay all right so good evening everyone this is our annual public hearing for our local control accountability plan um part of the presentation has been done um pretty much year after year there has not been a ton of updates from the requirements from the state level but I just wanted to highlight for those in the community who may not have the background with regards to this plan each district lcat must include student achievement indicators goals actions and related expenditures the creation of this plan actually was brought forward as the local control funding formula actually came into play along with that funding structure change they wanted to make sure that each School
241District had a plan that was principally targeting the needs of unduplicated students which actually is in the center column these students are identified as underserved in a variety of different ways some of these students are identified as a socioeconomically disadvantaged emerging bilingual students students with unique needs as well as Foster Youth and students experiencing homelessness so the document itself is pretty comprehensive but at the same time its main focus is to really be able to highlight the services for underserved students and marginalized students and families the local control accountability plan must address eight State priorities and they are listed there um these are not a choice they need to be embedded throughout the plan and districts must have metrics either they are directed by the state to have particular metrics or we come up with
242our own metrics which are more identified as local metrics and we'll talk about that in just a slide or two the plan itself has set different sections everything from a budget overview for parents all the way down to the very last part of the document which has expenditure tables and actions the last I would say 25 pages of the plan or maybe more 15 are all of the instructions and that is a requirement that the state has to make sure that any Community member has access to what the kind of the uh the fine print is with regards to what is required in the document the budget overview for parents is the first few pages and I just want to acknowledge that within that part of the document it might be a little bit confusing
243about why there's certain budget um that are included in the plan and other budgets that are not included in the plan and again as I said before there's some explanation in there but just in short the plan itself the intention is to really focus on marginalized students and underserved students and not necessarily to have every itemized expense around textbooks and Facilities or teacher positions that sort of thing they really want districts to be very thoughtful about how are we communicating to our public on the supplemental dollars our supplemental federal dollars or State dollars or programs that how do they really interact and mutually support one another so we do try to provide Clarity within that first part of the document about why we do not have all 400 million dollars embedded within the plan and
244why we just have particular supplemental funding sources we then go into the plan itself goes into the overview and summary which really kind of gives a general highlight so again folks if they want to have just kind of a flavor of the lcap plan they can take a look at that second part engaging educational Partners we just want to really thank our dlac our CAC our APAC our African-American parent advisory committee Community advisory committee parent advisory committee all of the students we had hundreds of students that provided input they're all part of our educational partners that did provide feedback metrics goals actions and services are described and these are services and actions that are for this coming year actions and services to increase and improve services for under um or for our unduplicated students which
245again are the students that I highlighted before expenditure actions and tables really is a comparison for what we spent this last year and then what is our budget looking like as we move forward into the future foreign so not only are does the plan include all actually 26 different metrics within the plan itself across four goals but we are also required to evaluate local indicators and they fall into a variety of categories that um we have met and the check really means that have we reported out have we measured it and how we reported it out on it so the first having to do with basic conditions we call it kind of teachers textbooks and toilets kind of indicator which we talk about it being a Williams facility walk through data piece of data our
246teacher Miss assignments or assignments as well as our just textbooks themselves and sufficiency which brings us to Priority two with regards to academic standards are we adopting um textbooks are we making sure that we've got Common Core State Standards being addressed parent engagement do we seek parent and guardian engagement and we absolutely do um what are some of the metrics we're taking a look at that one example is our very our new our APAC that we have just launched this last year so our district is required even though the state does not have a metric that we create our own metrics by which to identify our growth in these areas we also have our priority six the local climate survey we do have a California healthy kids survey but we do have a locally developed
247social emotional learning survey that we do assess our students to see how they're feeling are they connected to the adults on campus are they feeling like they're being supported properly we not only give that to the students through an online access but we also have focus groups that we do individually meet with students in order to hear their voice suspension and expulsion date is also included and lastly priority seven access to a broad course of study that broad course of study actually has been highlighted this year with our new cardonics program which actually has allowed us to really uncover some interesting things as our master's schedules are being built at the secondary level but it was based on some of the previous years metrics and data that we wanted to make sure that we had
248an opportunity to take a look at reviewing the Master's schedule in such a way to make sure that our unduplicated students are getting access to proper courses to ensure they are College and Career ready and they're taking what is necessary for a through G so again we have met all of our local indicators we again have our four broad lcap goals and I do say four we've had four for the last several years as we go through the goals themselves number four goal four has been adjusted a bit based on state requirements highlighting our need to support additional student groups in a very specific way we are not including a hundred percent of the activities within these plans what we wanted to make or the plan itself we wanted to make sure we highlighted some
249of the activities and uh the four goals certain activities that are new or modified based on what's in the past um I just really want to highlight the board's um vision and and your leadership with regards to making sure our materials are finally being adopted in such a manner that we're very very aggressive with our timeline but it is so so needed so that is something that we are continuing to work on um our alignment of priority standards and we have benchmark assessments that have been developed by our teachers at our different courses and our grade levels in order to move forward on that foundational literacy Focus expansion of our mtss our multi-tiered systems of support to build it our tier two systems as well as tier three but we're kind of starting to tier
250one into tier two with that expansion of community-based organizations such as one day at a time Family Purpose that have been wonderful Partners where their schools moving forward really supporting doing wrap around services for our students and Families of course always wanting to strengthen integrated and designated ELD expanding are different types of learning programs circling back with some of our academies and taking a look at how do we provide maximum flexibility with courses for our students taking a look at our two core pathway programs we're expanding college now into next year adding an additional class which as actually meant we are adding a math teacher to college now which is pretty exciting and again really want to highlight um just our really fabulous I.T team that just really with the rollout of one-to-one devices as
251well as our instructional technology specifically the Promethean boards goal to some modified actions again really focusing in on learning acceleration building teacher capacity as well as foundational literacy really allotting structure time releasing teachers to do that wonderful professional work together as collaborative teams we're really taking a look at redesigning the work or Equity Department we've been actually supporting our TK not only teachers but TK assistants in earning anywhere between 12 to 24 early childhood education units which is pretty darn exciting making sure they're fully ready to take care of our youngest Scholars we're expanding safety training for our non-certificated staff and lastly expanding the Recruitment and Retention of our diverse Workforce really making sure that the minute we just welcome our staff members into our human resource department or any other spaces but they're provided
252contact information for our black Educators Association or new group or newly established Association of La Rosa Educators or are El Cap goal 3 is focusing again on engaging with our parents and Community really our educational partners and really we continue to try to build Bridges with different communities more engagement opportunities for linguistically diverse communities such as just having a translator for a board our board meetings all of those steps are critically important to make sure that we are being transparent and inclusive another highlight I know this year is connecting with families with additional events such as the cafecitos with Las conce am I saying that correctly no thank you as well as our black excellence awards which I know a couple board members mentioned and how that has really been a way to highlight our
253Scholars as mentioned goal 4 has been adjusted now why has it been adjusted we have a couple student groups that have been highlighted by this state as students groups that we need to um focus in on with regards to how we are serving their needs uh two additional student groups that have been included in this goal are emerging bilingual students as well as students with IEPs some of those activities were in previous lcaps embedded within the the goals one two and three we have been instructed to kind of collect those actions activities and to highlight them in goal four so you're going to see if you're comparing El Cap plans that goal for is looking just a little bit different moving forward into the future just a couple things again here to highlight a program
254specialist that we are adding focused specifically on academic needs of foster youth in students experiencing homelessness we had an individual this year who is actually supported by our County as well as ccee and we have to say that that work has been extremely helpful and really allowed us to Dr to drill into very very deeply with our student groups that normally just kind of get a bit masked um additional training will be provided to maintain lre which is the least restrictive environment for students with IEPs ensuring that we're really taking a look at pulling them back possibly from more restrictive settings and mainstreaming until a general education classrooms wherever possible and we are really excited about a pilot program this year to support our students with limited or interrupted formal education and really they're sometimes
255referred to as newcomers but that's not quite the descriptor really these are students that are emerging bilingual students they come to us with just a variety of different experiences and possibly some trauma but again the reason why we need to Pilot this program we feel very passionate about is because it's limited in interrupted education there's been a whole bunch of things in their young life that has really been quite an obstacle and a barrier and so we're very excited to have this program start we're going to launch it at Olympic and then lastly of course we continue to try to actively recruit parents and families for all of our district inside advisory committees we want to do more to make sure we have diverse voices in all of those spaces um so that is an
256area that we are going to continue to work on moving forward into the future that's included in the plan so where do we go from here I mean wanting to let everybody know that we have been Consulting and collecting data and conversations with educational partners for this really this entire year all the advisory committees board meetings we collect all of that and we do have very though formal collection of input as well as feedback as we go into the spring the lcap draft is available it's available on the website it's available in the lobby and we are collecting feedback on that between now and June 20th um the plan itself comes back to the board on June 28th for approval and that is a hard date because we are working with the County Office of
257Education but just we always need to remember that this plan is something that can be adjusted can be refined and what we would do is if it's substantial we would bring it back through the process we would have an a feedback and input collection process it would be brought back to the board for review and for approval um so that that June 30th date and this document itself is certainly cannot be looked at in and to take or just focus in on without taking a look at the budget they are both mutually supportive and as I started to talk about the budget and the budget overview for parents saying there's not all the funding sources included please know that if you do want to take a look at the all the funding the district has
258that annual budget will have all that information and that's why the lcap goes first and then the budget presentation and public hearing goes after if folks would like to take a look at the plans which are on our website underneath parents and Community you will see an El Cap tab or folks can just click on and there you will see a plan in English a plan in Spanish as well as surveys in English and Spanish for folks to provide input very soon after we collect that input we are required by law to provide some responses and so we work with the team here in order to provide responses to the community so that will be also available when this comes back this document comes back for approval on June 28th so again I really want
259to thank everybody for their input all of the Departments that weighed in and provided us information as well as all of our educational partners and if the community does have information that they'd like to share and they would prefer not to put on a survey and just contact me directly they can always email the feedback to me and we will make sure that we have that documented that being said this is your public hearing for lcap this year thank you I'll take public comment and then we can comment Anita or a public comment and then go to board comments just two quick things on this number one we would have liked to have been um to provide input on this and we were not asked um when the past pass we have but I don't
260know why that was skipped this year and secondly in the past this there has been a very clear statement of a goal to attract and retain teachers and that's not there um which is very concerning since the district is probably looking at vacancies classrooms without teachers in the fall and I think that there's some needs to be some strategic planning around that thank you thank you do I close the public hearing yes okay thank you the public hearing is concluded trustee Mason I was just gonna say I was one of the best lcaps I've read them all first what maybe I was in a happy place but it just read really clear and it really really was well done I thought you could see our Direction and the changes we're making and so I know
261a lot of hard work went into that so thank you of course so thank you for the for the public comment I just would like to highlight 2.6 Recruitment and Retention of a diverse and highly qualified staff where it does talk about Recruitment and Retention because we do understand that that is incredibly important to make sure that we've got these very talented adults in our classrooms um and there were some opportunities for Community input but our uh our public speaker issue is correct that's in years past we sometimes have made specific appointments with their labor partners and that is not the action that we took this year thank you that was page 2.6 is on page 44. I just did a control find I just want to say I I do think that it's been
262um a significant Improvement of our lcap over the past few years um but particularly this year there's so many more specifics I think that we've had in it um of what we have done and what the direction is that we're going um you know even from like instead of just saying expand recruitment retention of a diverse Workforce we include things like Bea and Raza right and and we talk about what specifically we're doing on those things and I want to just congratulate you Dr Clark and all the staff um for being really intentional about our Equity goals and our diversity goals and you can see that in that in this plan um what we've done this year and what what our plans are to come so thank you anything else so this will come back
263next time for a vote so now I will conduct a public hearing on the proposed budget 2324. and Dr Clark will be giving that presentation all right I'm here to present the 23 24 proposed budget um agenda here um same agendas we've always used I won't waste time with that but I just wanted um just just touch on the requirement where we're required to adopt this Budget prior to June 1st um this July 1st thank you this is a tentative budget it's definitely um you know um this is not our budget that we're going to use for the entire year we have first interim second in a room um things to that nature there's also the uh May revise that impacted this um and we'll be bringing this budget back on the 28th for for
264hopefully um for final adoption and um we have 45 days to to um present any any budget adjustments so so that is happening we also these were the sources that we used of course uh School Services that's where we get to that the dart board SI sesa csba and then of course we use our our own department and whatnot um work for different program needs and site needs for for budget development some of the things that that were present in the in the governors um May revise uh the cola I know that that was a big debate going back and forth but uh Cola is 8.22 um special education funding did increase by the by the percentage of the cola then that's going from 820 to 888 887 dollars per Ada um there were reductions
265in the Arts music and instructional materials um block grants our our grant that we'll be receiving is right around 8.8 million dollars and even with with learning recovery with the reductions that took place we are looking at around approximately um nine to ten million dollars it's 9.9 so we'll round up to 10 million dollars and the reserve cap is uh set at 10 percent so we can't have reserves that are higher than than 10 percent this next slide is the um is our is our proposed budget revenues so you can see um the bulk of our money comes in an unrestricted side and and that is um in the in the blue pie chart down there you can see 96 of that money is tied up in the lcap and um a couple other little
266little doses come out in in some of those other areas but then if you look at the restricted you can see where the restricted revenues are coming from um and so this slide is available to you these are contributions we have a 59 million dollar contribution to special education uh uh routine routine restricted maintenance 15. um and then and then um contributions to Athletics and to the media reps and for a total of 76 million 000. and then as you look at our expenditures you can see um we like to focus on the on the unrestricted side but um but you can see our unrestricted uh expenditures and then you can also see the combined expenditures um restricted and unrestricted so the pie charts break it out to to where where those dollars are going
267to you can see certificated salaries classified salaries benefits um are the are the bulk in both um you know again approximately 80 85 percent of our of our funds go to salaries and benefits district-wide and um so that's where majority of our expenditures are going this is our um from from our from our total total revenues this gives a a breakdown you see the the unrestricted unrestricted budget so I like to again focus on the unrestricted side and you can see um the um revenues and expenditures and where we're over short and what our contributions are and you can um you can you can see that again we're we're spending down um one-time money um mainly in the learning recovery learning recovery Grant these are um this is the multi-year projection these are some of
268the things that um that that we have projected down the line so in in 2024 um the cola that that again we didn't just make this number up ourselves where I I shared where we're getting this information from so we have Arcola at 3.94 in 24.25 we have our Cola 3.29 25 26. um currently this budget was built off of 28 804 students and um next year we're looking at a 100 student drop and then you can see in the following year where the decline is also taking place and our unduplicated pupil percentage is projected at approximately 47 each year and uh average daily attendance um we are going to utilize um 90 91.5 um and and that comes about from a three year three year average due to the decline in enrollment so the
269things that that we really pay attention to again is our enrollment and our Ada and so those are those are two major major components to our budget and to the impacts of our of our budget so again we are a declining enrollment um a decline enrollment district and um and again our Ada right around 90 91.5 actually right now in P2 it was 91.9 so we're right around right around that that average some other assumptions um um the unrestricted state and local revenues those are projected to stay flat and um and are projected to our our restricted Federal revenues are also projected to to remain flat and um restricted state and local revenues are projected to remain flat on contributions projected to increase by about 3.2 million dollars each year the cover increases for for
270step and column I want to um just highlight that this is this is mainly in special education this isn't our regular step in column for for all of our employees uh step in column for all of our employees for certificate and classified staff is 1.75 percent um and stirs and pers again it's projected to remain flat at 19 percent but then it will it will be increasing in the out years and um and that's something that obviously we've known about and we we have to take that into consideration um an unrestricted salaries certificated cost for the expansion of TK and classified costs increasing for positions funded with after three in 20 23 24. and then and then I have the notes there for the restricted salaries as well and that's coming out of the learning
271recovery I'm an emergency block grant health and benefits again I had that in the previous slide but they're projected to increase by five percent um supplies we may be adjustments made for lcff supplemental fund um the Consumer Price Index being applied to both 24 25 and 25 26. I want to know I was getting that and then other operating expenses um you know we've had to again make those adjustments to lcff supplemental of course you're not going to be able to to read this but this is our multi-year our nyp um I'll just with this highlight I don't know if that works on the screen no but in the look in the oh yeah okay so if we look at the look at the First Column the unrestricted column it comes down what we what
272we want to look at is our is um the one million 335 335 489 so that's when you apply all of our revenues and expenditures and so that's that's where we come out come out there if you go below that you can then see our ending fund balance and then you also see the commitments that that we've already taken on the textbooks adoptions um legal settlements and lcap supplemental and preferred maintenance so you can see that there when you go over to 2425 and you go down the unrestricted column um at one that 1.3 million dollars in the in the current in the next year you see that now is at a deficit at uh six 6.273 million six six million 273 000 and so that's something we want to pay close attention to and
273then also you have the ending fund balance below there and then on the end unrestricted side in 2526 you see that deficit goes to to 8 million or 182 000 so those I just want to point that out that's our that's our that's our deficit spending where the um expenditures are outpacing the the revenue by that much of course you know we have our we have our reserve and we have our ending fund balance but I just want to remind everyone that Indian fund balance is one-time money once it's once it's gone it's gone um and I have a slide on that actually there goes our slide on components of the of the ending fund balance again I like to I like to focus on the on the unrestricted side and um so you can
274see the unrestricted budget 779 million um and then 24 24 25 73 million and um 25 26 that's 65 million so again that's that's going down due to our doing due to our commitments um these are our commitments again text the textbook adoptions that that we've been um that we've been committed to uh legal settlement um there's some there's some laws on legislation out there that made us have to create this create this pot here and so we we do have to um put dollars in into this into this fund for um for legal settlements that the district has to deal with the um commitment for the lcap supplemental carryover and then our and then our deferred maintenance for our School site improvements oh I didn't I didn't hit the slide there we go so
275um future considerations and risks these are things that of course we just want to just bring to everyone's attention um um the economy poses risks to to local to local budgets and the continued declines in enrollment and student attendance are are concerned um expiring funds or spending down our one-time resources and then also just with the um with the final state budget on those those one-time block grants that are that are reduced or other um changes that come from a from a state budget shortfall and um and then the continued cost increases associated with Pinson with pension and operating increases so again these are just things that that we want to be aware of I'm not saying that the sky is falling or anything like that but we definitely want to monitor these things close
276because these are the things that tend to impact our budget the most Nick next steps um hopefully we can adopt this Budget on the 28th so of course if there's questions concerns um I can I can take those tonight and get get back to get back to you on those um the 45-day revise will if we need to do that we'll come back with that in in August on audited actual so as we as we're closing out our books we'll do that in September and the first in a room will come in December and then we'll be ready for the uh Governor's January budget now we can conduct a public hearing we have one public comment Anita last one tonight the estimated actuals for this year's for this year projected the district will receive 22
277million dollars more this year than will be spent on our students that was with a budget that originally planned on spending 12 spending 12 million more than received that is a swing of 34 million dollars this shows us two things one the plan was not based in reality and number two management is failing to make investments as planned yes you have a positive certification and approval of various authorities but the real purpose of a well done budgeting process is to make sure that the district is spent is meeting students needs to the fullest extent possible this year's money for this year's students 22 million dollars that could have been spent on students this year and wasn't that is enough to hire over 150 more teachers three more teachers per School to teachers and parents who
278saw all year that students needs were not being met this is heartbreaking news the neglect did not have need to happen with better planning students needs could have been met as you restart the budgeting process for next year I encourage you to take charge of this process to be clear that students take priority and to hold management accountable for more accurate budgeting and implementation thank you thank you I'll close the hearing I open up the floor that you can bring back next time and um I'm not an accountant so I don't know the technical term but there's they predict a cola what is what is the predicted cost of doing business because I know when I go to the grocery store I'm spending a whole lot more than I was a year ago so we
279must be suffering the same thing as a district I would imagine so you're talking about what the cola is from the governor's budget versus what our actual cost of living increases are as a as a consumer yeah I think the other piece about the cola that I always want to remind the public is that when the governor's budget shows a cola that's not what our actual employees get because it doesn't pass through like that like it does in a regular company where you would say the cola this year is X percent and everyone would see that on their paycheck it doesn't happen that way because that colon does not apply to everything in our district so I I wish that they would not call it a cola actually because if it doesn't apply to everything
280we can't pass it through it makes it very hard for us to explain um why that doesn't um directly relate to salary raises for example right so just wanted to point that out um and thank you for the presentation yes the very bottom line says unassigned and it's 15 million every year and fluctuates very little I was I was just struck uh why doesn't it fluctuate more or go down as our um you know we're spending down all of our funds so I'll need some help understanding that thank you it was just interesting that it's constantly it's a lot of work so thank you to all the Departments that have put the effort into this no other questions or comments okay we're fading um 18.3 public hearing review and approval amount Diablo Mount Diablo silpas
281annual service plan and annual budget plan we'll open that hearing I don't have a presentation um we don't need one necessarily the documents are self-explanatory as a single District Supple we're required to complete the full plan every three years annually or service and budget plan and I think we've heard in the budget presentation about the increased costs to special education and certainly that's a result of our economy and also compensatory services from pandemic there's no public comments so I will close the hearing and trustees do you have any questions or comments so this is just information okay thank you thank you 18.4 review and potential approval of annual report and literacy oh shoot yay 18.5 review Action Now riled action rest Away review and potential approval of Master agreement contract with 196 Architects for the
