005have more campus supervisors I see less students out of class the extra people you put in there they're doing a tremendous job they're doing good even like that we still have some fives the last fights happened on Thursday I see the video I don't see none of the campus supervisors around I don't see any other administrators so we have a teacher a staff is fine but they're still doing good keeping the students out of the class so now we need to work on the customer service because customer service is sucks I'll take 3D students other three parents on Thursday I had to ask my son to go look for Mr Adam and Dr Mr Aram because he forgot to remove my phone from the detention list was a miscommunication my son went to the office

006the office in the front and if you had detention you had to go to detention so he has sent it to God speak with Miss Allison as a secretary from the Bible's principles when my son told me on Friday Miss Allison told me what you think because Mr Adam is going to be next to you you want to avoid detention I didn't like his answer Jimmy stream my student she wasn't respectful for my student on Friday 7 45 I was in the school it was no principles no no office manager so I decided to go talk to Miss Allison first thing I did it was good morning Miss Alison she didn't answer back to me either she was ignoring me doing her paperwork so when I saw her my son was here yesterday talking to

007you and you know what I didn't like the way you answered for my son who's your son I don't know who's your son first she wrote her eyes from you that's something I want polarity from her then I got really mad I got really pissed off because the way that she was mistreating me too yes I raised my voice because she I told her I didn't like the way you answered my son her answer was too bad it's about what too bad that you're in a bad mood that you have a bad day the day before no you need to listen to the students you need to listen to the parents I want to let anyone to mistreat my students my students they've been part of the school side Council uh um Middle School level

008on the Acres promotion Mr Clark you was there and after I don't know if you remember my student was one of the students got elect from the features to make a speech on the promotion on October 28 2019 my student was here advocating for his teachers for the school because that's something I teach for to my sons and I want in the same way I want to let my students to be in respectful with the teachers because I'm a really tough parent I'm really straight and I want to let anyone to in respect to my students because I'm gonna defend my kids like a pit book I will and I don't care yeah I raise my boss my voice and another lady that was next to the guy over there in the corner she came

009and stand to in front of me like this in front of my face you had you say whatever you have to say you had to go I had to write my boss stay back another person came and she told me you didn't know what happened the day before she was having 20 students over here and she was he was under stress I don't care that's her job she just choose to be there thank you she's under the stress she need to get a better job thank you Alex Liz Ortiz all right good afternoon again I'm here again foreign [Music] and it's something that I can explain further solo quiero hi foreign that's necessary for my son to attend school with the transfer classes and so I have asked at the appropriate school we made available

010no answer is and I've asked for an appointment to meet with the superintendent and it has not come Administration and so I want to know what's happened regarding the administration both for the school and for the board and I have submitted the request for the transfer for myself Escuela yeah I go to the school and they don't pay attention to me they don't listen to and they say you again oh going to give up my son needs to go to school and I'm going to insist on foreign gracias thank you Liz yeah really Amaya Gomez [Music] I'm a student at yv and I would like to get the topic of how teachers will some teachers at school will send us to the office saying we were disrespectful but they won't explain how they treated us

011before we got into the office they will call home without using the translator and most of our parents are Hispanics Latinos so they don't speak English our teacher is mainly artists English teachers um some teachers at school will demand respect from us as students without ever respecting us and I think that considering we are in high school we should be treated with the same amount of respect that they expect from us that's not fair it wouldn't be nice if I demanded respect from someone like you guys up here on the board but I didn't respect you guys back it's not nice um so I just think that teachers have to realize that they need to treat us with respect if they want respect and they also have to show up their part when they send

012us to the office or when they call home because a lot of kids are getting yelled at or a lot of kids are getting sent to the office and yeah the office has a lot of work to do but teachers aren't helping if they're just sending kids and sending kids and sending kids without trying to talk to them first that's all thank you thank you for any more Brad Harrison hello again I'm Fred hersen and you may have received an email from my group today and I hope you had a chance to read it um I am one among many active kvhs Community supporters that includes Communications experts and alumni some of whom you met during the August 24th meeting in that meeting general counsel Alvarado rightly raised concerns about the tower housed on the

013charter school roof he indicated that the tower was erected back in the 1960s and that its lifespan was expended long ago as indicated Tower stability and safety is at issue with winter weather swiftly approaching clearly that circumstance is one of urgency and also urgent to in relation to continue operation of kvhs and thereby in relation to licensed viability our community group's immediate goal is to assist the district in removal in addressing the safety and removal of the 110 foot Tower at the charter school while sustaining radio communication with little to no interruption therefore we've developed a fiscally responsible plan to for safe removal and disposal of the Tower and would like to share it with you by way of agendaized report well concise our presentation will exceed three minutes and likely include a PowerPoint presentation

014and multiple speakers so therefore we hereby are asking the board to move staff to agendize a report for the 11-9 board meeting as an info action item which as we understand it would allow you to take decisive action at board discretion please say our email you received earlier today for additional basis for this request thank you thank you Jorge Mendoza partners foreign was punched and attacked on Friday and it's a problem of safety at our schools and this time it involved my son but in the future it could be other people as well I'll go and I don't know what solution is maybe having police stationed at the school or some other measure of that sort is foreign yeah and seems to be a key that these things happen during lunch time where fights break

015up okay thank you all of you for coming Laura Mitchell good evening everybody my name is Cora Mitchell and I'm a mother of two students in the district I'm currently volunteering five days a week with struggling readers in the second grade classroom nearly half of the class is one to two grades behind where they should be and without proper intervention it is unlikely they will catch up at the end of the year setting them up for great challenges going forward as the foundation of reading is so instrumental in the learning process after this point and the ability to offer remediation is incredibly difficult our site had a reading interventionist position posted last spring and a qualified applicant not long after it took HR months and months and months to not only clear but on board

016this person and they were finally able to start providing Services two weeks ago um that length of time is unacceptable we are in a crisis I can't stress that enough um I really can't help but wonder if the District administration really understands what is going on on our campuses right now or can truly grasp the cliff that we're about to fall off I was at the pet Community last night where we were told that our Cask scores only dropped four percent in the last year well knowing that our site is not a unicorn and seeing this the impact of a year of distance learning especially that first truly foundational year of kindergarten and how that has set these children back you should expect that drop to be dramatically higher next year unless this District takes

017some Extreme Action to get more supports and services on our campus in addition to the challenges academically we have children who are also behind in social skills making behaviors in the classroom much more extreme than they have been in years prior I've been volunteering on campus for six years I've seen a dramatic difference increasing the need for disciplinary action without enough support to make those interventions effective behavioral modification instead of Simply punitive is contributing to the problem and really creating a perfect storm to make the next several years of this District even worse than where it currently is and I don't think anyone wants to see that I understand that Dr Clark was Back East presenting at a national conference on equity and education yesterday which is why he was unable to attend the pat

018committee I'm a full-fledged believer and understand the importance of equity in education but um I can't help but wonder if that time would have been more better spent really looking under the hood of the district to see if this district is walking the walk I've mentioned before I'm a social worker my study in grad school focused primarily on incarcerated individuals which culminated in a Capstone project analyzing the impacts of race trauma and Community conditions on incarceration and recidivism including extensively the school to prison pipeline I've been coming to you for years now about the red flags I'm seeing and I'm here again to tell you they are bigger and louder than they have ever been I challenge you Dr Clark to start working full days on each site and see immerse yourself in what's happening

019on these campuses um not with a lot of fanfare or in a for the gram kind of way but to really absorb the reality of what these campuses feel like on a day-to-day basis things are not the same as they were pre-pandemic and instead of providing more we are expecting more with less some of you on the board know me well enough to know I do not come here to BSU or complain for the sake of complaining I'm here because I'm deeply concerned about the future of our students both during their time in the district and their lives after the decisions you make here will have lasting impacts in our communities for a long time and I understand that these are complicated times but that lack of awareness or concern around these issues the long-winded

020lip service and resolutions the complete dismissiveness from Administration when things are brought to their attention is a concern to me and one that I do not feel is being taken seriously um if you can wrap up okay I just want to tell you this is my opinion as a professional not just as a parent here I am very concerned about the future of the students in this District if we don't start doing more dramatic things and getting more bodies on campuses to help thank you I'm sorry thank you all righty Eric takes us to Communications District organizations or regular meetings a single spokesperson of each recognized District organization may make a brief presentation Anita Johnson foreign I'm Anita Johnson president of Mount Diablo Education Association my pronouns are she and her Medea is a United

021group of Educators working together for the benefit of the students of the Mount Diablo Unified School District yesterday we reached agreement regarding the district's contributions for medical benefits for 2023. I'm here to thank you School Board Trustees for the leadership and respect that you have demonstrated with your decision to increase the district's contribution to benefits beyond the amount required in the contract the decision for the district to increase its contribution above the original announcement will positively impact our district in many ways with this agreement the district will contribute 80.5 percent of the Kaiser rates by improving the district's ability to attract and retain employees this decision means that students will have stronger support because employees will be paying less for benefits they will be able to make their paychecks stretch further you have eased some

022Financial concerns this decision will also make employees feel more respected and more appreciated so thank you thank you for the wisdom you have demonstrated with this decision thank you okay that takes us to 10.1 recognition of Mount dabble Elementary School Odyssey of the Mind good evening president Mason Board of Trustees uh staff has brought to the board tonight for recognition the Mount Diablo Elementary School Odyssey of the Mind team who recently traveled to Iowa State University playing in the national I'm sorry placing it third in the international competition in their category out of 59 teams here to introduce the team is team coach Renee Colt I just want to say that she has coached the mount double Unified School District Elementary Middle High School Odyssey of the Mind teams for eight years on a volunteer

023basis she has taken teams to the state level competition the majority of those years and two World Finals twice it is because of volunteers like her that students get these amazing steam opportunities I'd also like to say that she is a long-term Mount Diablo substitute teacher from what I hear so coach Culp is here to say a few words and to introduce the group hi there every day Culp I currently work at Rio Vista Elementary teaching TK love it um it's my wonderful team this is the third year that this team's been together we have Carly Grover Charlotte King Bailey you want to see your last name all right go ahead and introduce yourself yeah so they're currently some of them are in middle school and some of them are elementary schools so this year

024we will actually compete at the middle school level so and Carly and Emma will uh talk about Odyssey the mind because this is the real teeth um to start off with Odyssey of the mind is a team building after school program that encourages participants to use create creativity and problem solving through various levels of competition it encourages out of the box thinking through Engineering Building acting and people uh teams compete against each other showing off their Creative Solutions Odyssey of the mind is a great sport for your mind it's a it's steam-tastic we competed against 60 teams in Iowa State at Iowa State University in World Finals but in regionals and in regionals and state it was an average of 20 teams we were competing against um during regionals we compete against teams in the

025local in our area during State we can pee against teams from California and during World We compete against um teams from all over the U.S um South Korea Switzerland Switzerland and Poland I'd like to give them some Applause we're very proud of you thank you for supporting obviously in the mind yeah you have a question um maybe one of the students could answer I'd like to know what the what the final project was what'd you guys build or what was the final uh what was what was the final thing you had to solve um so there's like a few different uh problems you can choose from and um we normally choose problem five which is mainly acting and it like it includes building um a backdrop props making a script um making costumes um it's

026an eight minute thing and each problem is very different most of them are more building and ours is acting and there are actually three levels of Elementary is division one um we're currently competing in middle school which is division two and then High School is division three um for I don't know um you forget uh for this year's problem uh we're or for last year's problem we did um life is a circus and um we made we had to have um a student that um had to somehow go into another land which would be a circus and then come back thinking to the real world thinking that it was a dream but then seeds a mysterious character that tells him or her that um it wasn't and it was an actual real thing um we

027decided to do a Candyland themed circus um and uh included a lot of candy puns well I saw the picture some of the pictures and each of you needed to be a different uh like character right can you can you tell us which characters you reached were well um one of some of their last year was there was a lot more character requirements so she was the clown who couldn't talk um I didn't really have a role I think I was just someone that needed to be a person [Laughter] um you didn't have a name Hannah was licorice Larry Avoca Avoca was the little girl um that had to travel into the circus world I don't think we had an official name for her Kira yeah so some of us had two characters like me

028and Kira were also the nurse and you were come on now he's a nerd yeah yeah no her name was Nelly Bernard Bailey was our ring master and Charlotte was another fictional character character that had to do it um create an act I can tell that you're already planning your next years or this year's uh project so that's wonderful congratulations to you all and what do you guys have there is that like something uh those are your trophies wow oh okay yeah can we take a picture with them Dr Clark I was going to ask if you wouldn't mind to come down we could take a picture of this monstrous Trophy and the team um I'm just gonna go everybody okay [Laughter] very much oh thank you next yeah there why we are here okay

029next is 10.2 review and potential approval of resolution 22 23-30 recognizing November as Native American Heritage Month Dr Clark yes and I think this is an important resolution that we should um um obviously consider so I'd like to present to the board for consideration resolution 22-23-30 Native American Heritage Month whereas this country was home to generations of native people long before the arrival of European explorers and each of these tribes had a unique and vibrant culture as well as a system of social order and whereas the European settlers were aided in their Survival by the teachings of this country's first inhabitants and the contributions of the Native Americans to this nation's government history and culture are as numerous and varied as the tribes themselves and now therefore be it resolved that the Mount Diablo Unified

030School District proclaims the month of November as Native American history heritage month and encourages all schools to commemorate this occasion with appropriate instructional materials and be it further resolved that this resolution be distributed to all schools within the district Madam president this resolution is now in the hands of the board thank you board members Christina the floors as the Board of Education we are involved in creating and passing policies regarding the educational system so let us encourage the teaching of comprehensive and accurate Native American history I promote that the Board of Education adapts and land acknowledgment and the public speaking of Mount Diablo High School class created drafted one that honors and respects the guidelines provided by local tribes and it goes like this we acknowledge that this place where we gather to learn each

031day is on the traditional lens of the Miwok people the baby walk the plains miwak the Confederate tribes of listian the Ohlone karkin Delta yokut wapo and the patron tribe past and present we honor them with gratitude for Steward this lamp for stewarding this land throughout throughout Generations let us remind let this remind us all to be better stewards of this land that we inhabit these tribes were disseminated by genocide and forced from their ancestral lands now let us also consider ways that we are able to support their efforts to preserve their culture language and religion and as we continue to move towards a more Equitable and accepting District let us honor the past present and future of native peoples throughout the U.S and their resilience thank you thank you anybody else thank you trustee

032navaj Flores for for sharing that and reading it in its entirety I really appreciate that and I just wanted to point out one piece of the of the resolution today is that um uh that uh we call for instruction in the social sciences to include the study and role of contributions of Native Americans to the economic political and Social Development of California and the nation and this is the piece that I think is key is with particular emphasis on portraying the role of Native Americans in contemporary Society because I think that's one of the things that has been lacking historically in our schools is we tend to teach about Native Americans as as a part of history as though they do not currently exist um so I really appreciate um and hope that that is

033something that is happening in all of our schools thank you with that any other comments if not I'll entertain the motion I moved that we approved resolution 22 23-30 recognizing November as Native American Heritage Month thank you second we have a motion in a second trustee Nava Flores yes and that passes five plus one okay public employees appointment Dr Clark or see he is going to take this item hey yes with this item we have two appointments since I'll start off the first one the human resources department is bringing for the board's review and potential approval the appointment of Joseph Novo as the custodial and operations coordinator in the maintenance and operations Department Joseph has extensive management experience in retail restaurants and high-tech Finance Joseph holds a license with the California Department of real estate

034Joseph is a product of Mount Diablo Unified School District and graduated from college Park High School he is the former arts and Library commissioner for the City of Martinez and with that I leave this appointment in the hands of the board thank you Madam president I move to approve Joseph Novo as custodial and operations coordinator second we have a motion in a second trustee Nava Flores yes would you like to come up good evening everybody it's a pleasure to be before you I'd like to thank the board for approving my position as the custodial and operations coordinator I'd also like to thank everyone who was involved in my hiring process I greatly appreciate them having the trust in me to fulfill this important position over 50 years ago was my first introduction to The Mont

035Diablo Unified School District as a kindergartener I attended strandwood Elementary I moved on to Pleasant Hill Intermediate which is now Sequoia and I graduated as previously noted from College Park High School in 1981. I look at this opportunity as a homecoming of sorts as where my education began as a child is now where my career possibly will end as an adult I am truly grateful for this opportunity and look forward to serving the students faculty administrators and custodians in my new role thank you welcome back one more the human resource department is bringing for the board's review and potential approval the appointment of hashemu Lewis as the custodial operations coordinator and the maintenance and operations Department Mr Lewis has been part of Maintenance operations and facility since 1989 and has worked as a custodian custodial

036supervisor building a grounds worker and a senior custodial Supervisor hashimu has also had the opportunity to work as a acting operations manager reporting directly to the facilities manager Hashima studied employee human relations custodial supervision practices and scheduling and supervising buildings and grounds Personnel hashimu is honored and excited to accept this position looks forward to learning new techniques with that I leave this appointment in the hands of the board thank you foreign Lewis to the position of custodial and operations coordinator second you have a motion and a second trustee Nava Flores yes okay trusty count yes request email yes all right president yes Jesse McCarron yes Christy Mason beauchett oh synonymous hashimu is moving from Southern California up here currently so not able to attend tonight and that takes us to board member reports you want

037to start us off Justine on the floors good afternoon everyone um I hope all of you all are well I wanted to quickly start by just announcing that um again the FAFSA and the California dreamers act application opened up on octo in October and the deadline is is in sometime in March I also want to remind that the youth University of California and the house the California state College's deadline is this November on the 30th so I encourage all seniors and all of those who are applying to any private or public universities or colleges to have to get started on their applications on their personal Insight questions and receive any supporters assistance that they may need from the College and Career advisors or any program coordinators that are that are providing any assistance at Mount

038Diablo High School the eaop the eaop coordinator Ms Brittany Ayala has been scheduling meetings every every every three days of the week this entire month of October and providing assistance with the FAFSA application the PIQ applic the personal Insight questions for the process of applying for a university and navigating the students through the system and get them familiarized familiarized with how this is how how the application works I also want to encourage um that we um in all of our schools we encourage post-graduation Alternatives that are not just University and college um calling in colleges for example we trade schools are going straight into the workforce um and with that I also want to encourage College and Career preparedness culture in which we preserve programs resources and services that support our students we should have

039more talk and more um more openness with talking about AP courses dual enrollment and concurrent enrollment and how it benefits our students I also want to remind you all that at the ganasia Valley High School they are having their 10th Annual Mount Diablo Unified School District college fair from 6 30 pm to 8 pm um and with that I also want to move on move on with voting culture um sometime in November the elections are going to go through and those who are eligible to vote some of us are that are in high school can vote um and this month in October we also had a mock election and something that I noticed with that is um that there is a lack of knowledge and a lack of awareness with how the process functions and

040who the candidates are and what they do and I want to remind everyone that is eligible to vote that when they vote they are voting for Change and they are voting for people to represent those who have not um those that have not been put into their perspective in who is being included and excluded within the changes with policies and and laws um when you vote again you vote for the past the present and the future Generations thank you thank you trusty count all right thank you um yes so on that note the election is November 8th and um students can pre-register when you're 16 years old and you'll automatically receive your voter registration when you become old enough to vote um so that's a great option as well that hopefully is being shared out

041so thank you for bringing that up um uh I attended some some wonderful events in the last couple weeks one was the John Muir Community Health fund celebration of 25 years and it was uh it was so heartwarming it was it was like a family reunion to see people from all of these organizations that I hadn't necessarily seen in person in a number of years um every person there was someone who was so dedicated to really taking action in service of our communities organizations like La Clinica a mindful life project opportunity Junction Mount Diablo adult education and their partnership was recognized um Loaves and Fishes Love Never Fails many other organizations and um it just you know it it goes to show how much we can do when we work together across the community with

042all different groups from all different backgrounds and all different um ages and ethnicities um and it just brings me hope for what we can continue to do to help everyone in our communities and our schools um I also made it over to the d-lac meeting from there and really appreciated the response symptoms that are d-lac has had to topics that parents have requested such as anti-bullying and how to handle these tough situations that we're seeing on some of our school sites um and I want to give congratulations to our newly elected leaders of our of our d-lac for this year the district English language advisory committee um the uh I did get to go to the Concord High career fair so that was a really great I don't know if you got did you get

043to go um so students from across the district got to go to Concord High and see um some of the career options out there and these are good paying jobs right out of high school you don't necessarily need college to to do it um and some of them had internships for during high school as well everything from Concord Police um to uh to the the water um organizations to uh to the water companies um to the firefighters and then all of the different apprenticeship programs out there and there were all these Hands-On things that you could do so of course I had to try them you know so you can try welding you can you can try with the iron workers you can see if you can climb the large iron pole which last year

044I was too intimidated to try this year I tried it I did not make it to the top of that pole that's really hard to do so I'm gonna train next year I'm gonna get that figured out but really props to the iron workers out there you guys are strong um I also did get to go to the Mount Diablo Elementary Fall Fest and I know there's Fall Fest at so many of our schools and I just think these are wonderful uh outlets for creativity in in the case of Mount Diablo Elementary it was student leadership student-led by fifth grade and um but adults um brought in so much creativity and talent uh to everything that they did they actually had inside their haunted house had these animatronics you know that uh that the students

045learned about so we have steam going on at the same time as all of these things so big props to to Andrea Rosario and the whole team that organized that I love that they they created their own games you know just like building them themselves um and then uh I'm excited about the college fair that's coming up tomorrow night so I'll see you there anyone who's going um and um and then I just wanted to share um as I've been out and about at events and walking neighborhoods some of the things themes that I feel like I'm hearing um the biggest one is um just sheer Joy at being able to be back in person um building relationships again um you know through all of these different events um and opportunities for our students and

046all our families um but there is you know definitely concern about student behaviors and what can be done to create consequences for students that will matter to them um so that I think is an ongoing discussion um something that we we're all working on I know um and then uh and then I am hearing a desire for smaller class sizes as well so just wanted to share what I've been hearing thank you first email thank you on Saturday October 15th I had the opportunity to attend the center for human development's 50th anniversary celebration I don't know how many of you are familiar with this organization um and some of you may recall Elaine Pendergast who was their executive director for many years individuals were acknowledged at this event and the center for human development provides

047programs and services for families and students they run an extensive conflict resolution program that is very well known throughout Contra Costa County and um they have newcomer resources and youth peer-to-peer trainings uh and several of our middle schools and high schools are involved in these programs I saw many familiar faces at the event and uh heard great stories shared a few stories myself and um individuals from all walks of life are involved with Center for human development and there was a young person there who was involved with the program when I was involved as a adult at Pleasant Hill Elementary School so um the what do I want to say it moves forward with a new generation on Friday October 28th I will be attending the open house for the new first five administration building

048verse five has been a partner with uh PTA and works uh closely with Mount Diablo Unified School District our community is fortunate to have their administrative offices within our School District boundaries so if you want information about that event I'll be glad to share it with you the annual giving campaign is underway for the Mount Diablo Education Foundation which is mdedf.org please consider making a contribution to provide programs for students across the district if 20 000 families made a ten dollar contribution the impact would be two hundred thousand dollars that would be amazing for uh the objectives that we want to undertake the October 1st K-5 run with yours humanly netted ten thousand dollars for Mount Diablo Education Foundation I want to thank everyone who was able to participate November 1st is the next uh

049Community advisory committee meeting for special education and on November 2nd the Mount Diablo Council of ptas us will hold its association meeting Dr aguili will provide information about resources for families and students which are available through the Mount Diablo school district and a variety of outside agencies our meeting will be held by Zoom beginning at seven o'clock so we look forward to seeing some folks thank you thank you vice president good evening voting day is actually 13 days away I know some of you know exactly how many days we have left um and so we have 13 days to get our ballots in or to go actually go in person to vote and I just want to encourage everyone to vote because I know and believe that when everyone votes righteousness wins we're very lucky

050to live in a community um that you know our ballot is Juicy but not as juicy as other parts of the country uh there will be very you know much less attention paid to most ballots in California than other parts of the country but there are many many races that matter a lot and I think that bears out in um what we see happen in our local governments um and that like your vote matters and every vote matters even if you don't vote like me I believe most people actually do if they were to vote which is why I say everybody should vote because then we win um and the change that that trustee Nava Flores mentions it can come about and we just become a better a better community and a better world with

051that one important proposition that we should all care about um on the ballot is prop 28 um which a yes vote would require in our state and annual funding source for K-12 public schools for Arts and Music um at minimum to equal one percent of the total state and local revenues that schools receive under prop 98 it would distribute a portion of the additional funding based on a local Ed Lea's local education agency's share of economically disadvantaged students and it would require schools with 500 or more students to use 80 of the funding on staff employing teachers and 20 on training and materials um so a Yes on Prop 28 would be really good for students throughout California um I attended a beautiful beautiful yummy dinner and honoring of Mr woolly Mims which all of

052the uh I've seasoned Professionals in the room and seasoned members of our community know very well and what I took from that was that he's been doing this a super long time since he since he was a teenager and he was I also learned that we share the same birthday and so I feel yes so I told him well you were 30 when I was born I was born on your birth on your 30th birthday I don't know how you know how he got down on his 30th um but that we share a birthday which like puts a lot of pressure to in my mind on me um to to live in that shadow and what I also learned well it wasn't a surprise but that he's a Thor we know this he's a thorn

053in a lot of people's sides but he's including our own Dr Clark over his career but he's a thorn that gets stuff done and what he said to us um uh when he when he spoke was that you know he needs people to pick up the mantle um and to continue being that thorn and I feel warmed that in our past several meetings we've had people picking up that thorn in our in our own meetings and it's all right to prick us um as he said it's like it's not to I can't remember how he said it but as we know as we hear and as people are upset with us as the board or as people just want us to know something like we hear it and it makes a difference and we should

054hear it do you know we have feelings so if you can you know take that into account that helps but no matter what we still hear what you're saying and just like voting it's being like Mr Mims following his footsteps that really brings about change um I don't know if the so the African-American parent advisory committee met and I have no idea if if the Beautiful video that Dr Frances created out of that um meeting is like is publicly shared I have no idea but I hope that it is because that too um is just a beautiful example of our community and the care that our parents have for our children but especially black parents about our black children who Mr Mims has been fighting for uh for most of his 77 years um and

055one parent said in that uh what I took away was that especially as a black parent is that we don't like we have to be careful when we're given what we perceive as a seat at the table that we don't have to sit at the table that's already predefined for us that again we need to use our voices and speak up and in the way um in the way that we need and not try to fit into what already exists which is how we force uh um our children to do when they come to school they have to fit into this box uh which is schools aren't prepared for black children um and as parents they're not prepared for us as parents either so that I really appreciate the work um that is just really

056rolling really well with this face plant of an African-American achievement um I don't know what to say but I can't not say anything about the yv in College Park um football situation um last week if um I don't know what to say except to the Ignacio Valley Community and the team and the families um that you are everything and that College Park I hope I would I would hope could take this as a learning opportunity and an amazing opportunity for growth I hope that the parents um and the adults and the alumni really look at themselves and use this as an opportunity for growth because it is our job as a district to put out to graduate students who become great human beings in this world and we should model that behavior and we should

057in in every part of schooling including Athletics and so yeah that that's all I got to say I guess Rusty McFerrin good evening um I will start by saying that um a couple of weeks ago I went to the Concord High football game um versus yv um and um that's something I always like to do in the fall um and I just always feel really good at the Concord High campus um I noticed a lot of um really positive sportsmanship um among the players in the field so that was that's always nice to see um and then um last Tuesday went to the um the tobacco ordinance meeting at the city of Concord um and I saw one of my my one of my favorite student speakers who spoke they spoke wonderfully um on behalf

058of students so I want to thank that student um and um so um but that conversation continues there was no kind of clear outcome that evening um there was a lot of discussion um from staff about um needing to reprioritize in order to make um a tobacco ordinance um uh doable um so um anyway so um and then last week I also went to the CAC meeting um which was mostly kind of a big discussion on bylaws which was pretty interesting um and then um last week I also went to the a bar meeting and which was really interesting there were a lot of counselors kind of talking about their Equity Journeys and then um kind of luckily I was able to attend the the um the shot clinic for um for uh coveted vaccinations

059and for flu shot I'd already had my flu shot um which was my um my district where I teach set up a flu shot clinic so I got that a couple sometime last month which was great um but I was not eligible for the last um uh covet booster and so I am eligible for this one so I was very excited um to go on Saturday um and the event was very well attended I saw a lot of families it was great to see um how everyone was served um they were they were setting up kind of coloring tables and um people could get their blood pressure checked and um they could learn about um the different classes and programs offered at Adult Ed um and um and then the um this was uh in

060it was um Contra Costa County Health Services um that was there and they did a really exceptional job because um I am a little bit fearful and they did great I didn't even feel it so just a special uh shout out to Contra Costa County Health Services for their professionalism um and incredible competence and putting on an event that was just really so important for our community so thank you for that thank you I would just say that I attended Mr Mims event as well and I went to school with many of his relatives and actually one of I believe it's his cousin Sterling he and I have been on the map for over 20 years together so I was very honored when I got there at the door and they told me oh you're

061on Mr mim's personal list I'm like wow that's impressive so yeah that was a lot of fun it's always fun to be around Mr Mims I went to Rio Vista last month for the copy with the principal and visited with the parents that was a lot of fun I went to ignacia Valley High School had a parent presentation for their dual enrollment program for engineering which was really interesting and as you were saying the kids are earning college credits right there at their high school so why by time they graduate they can already have 28 DVC units which is really cool uh the a bar meeting I attended with mcfair um trustee McFerrin and they had the counselors give their presentation I went to the trade show at Concord High School got to meet up

062with some of my friends from the sheriff's department they were there hanging out the d-lac meeting was well very well attended was a it was very nice to be able to see each other in person it's been a long time they uh um elected their new slate of officers and I went to the PAC meeting yesterday which was also well attended and always like to sit around and get to hear what the parents in our district are thinking about and I think that's it for me since the last meeting so I'll turn it to you Dr Clark and my comments will be brief I just um you know basically just want to um talk about the standardized test scores that were released I think if you really want to get a good picture of the

063scores is to go to the go to Ed Source just Google Edge source and um and look in edsource and it will show you every single School it'll show you what our test scores were back in 2019 sort of pre-pandemic and then it'll show what the test scores are in English language arts and math this this last year um you know again it's all over the map some schools showed growth some schools went down um overall as you know as predicted we had a you know two to two to three percent um dip in those in those areas and um you know I'm very confident going forward as we um you know as we address the needs of each and every one of our students um we have number one we have the the confidence

064that we're in school every day and we're not closing our schools we're not going back on distance learning we're not you know closing classrooms because the outbreaks our students are in schools each and every day and when they when they have those interactions with their teachers um every day and they attend regularly they are going to automatically start filling in those gaps that were left out when they were not allowed to come to school because of the pandemic so I'm really confident about that I'm also confident of the of the laser-like focus that we are having as a district and as a team of teachers a team of Administrators who are working together to make sure or that each and every classroom is teaching grade level standards and um and so that work is continuing

065on also in between the lines is we have to continue to work on our expectations of students of of what are our students capable of doing and what do we do when they're not meeting the expectation and unfortunately we we need lots of work in ensuring that that expectations are even throughout the district um a concerning piece of data was the was the data of our English learners and um when you when you look back at sort of what's going on there oftentimes our newer teachers are put in classes where they have to teach ELD or are newer teachers are going to work with our most highest needs of students and our in our English Learners are those groups when we have our highest numbers of vacancies they tend to happen in places where the

066students have the highest needs so again we're going to continue to to do our part to address that and I know that you know when you take the the work of of Human Resources when you take the work of of our instructional leadership teams that are president at present at each School the work that they're doing our standardized scores are going to approve now again I've said before in front of this group that our standardized test scores are just a third of really the that whole child and but those other two-thirds really do need to be a part of this so our students do need to learn social emotional learning and learn how to self-regulate you know punitive punishments are not things that students respond to they have proven to be ineffective in many different

067segments of our society so we do have to you know find ways to strengthen those relationships between the students and the adults on our on our on our campuses so that that will help provide more confidence with our students provide our students a voice to be able to speak up and make sure that their needs are being met and then again it's just that classroom instruction that's taken place in the class it needs to be high quality in every single classroom across the board and I'm very confident with the administrators that we have in place I'm very confident with the support staff and I'm very confident with the teachers so we're going to continue to monitor our um our our standardized data we're going to continue to give our our local assessments um you know

068each quarter we're going to you know continue to give those we're not going to pull back on that and um and next year when we're when we're looking at our standardized tests I would expect that those would those would improve and again I'm just giving the 30 000 foot level um you know there is lots of work taking place we're going to hear later on today about our about our safe plan that really deals with one segment of students that is moving along quite nicely and we're proud with what we're already starting to see but as you know we're under State mandate to improve the the outcomes for our homeless students our foster youth students African-American students I can throw in their special education students El students all students need to continue to be on

069that upward trajectory and we'll continue to work together to ensure that that happens so thank you to the board for your leadership and I hope everyone does get out there and vote and I hope everyone also if eligible gets their covid booster shots or vaccines and their flu shots and stay healthy so with that I will move this meeting along thank you thank you and that takes us to the consent agenda okay read my little Spiel here items listed under the consent agenda are considered routine and will be approved or adopted by a single motion there will be no separate discussion of these items however any item may be removed from the consent agenda upon the request of any member of the board and acted upon separately so do we have um any requests to

070pull anything from the agenda Madam president uh uh I would like to pull I believe it is 15 8. 58. Northgate High School boosters yes I am Madam I was in the poll 1510 okay any letters yeah okay so 15 8 and 15 10 have both been pulled Madam president as I moved the board adopt the consent agenda with the exception of 15 8 and 1510 which will be considered separately second okay we have a motion and a second trustee Nava Flores yes and that passes five plus one so first team 16 1 would be which was previously 15 8. which was the approval of establishment of Northgate High School parent theater booster club um I'm very excited to see that this uh is coming forward I know that the more booster clubs that we

071have on campuses which support our school programs the more successful those programs will be I do believe there are a couple of um I'm sorry and the the on my screen it's not syncing so I panicked um the that there are several items that um um haven't been completed in establishing the non-profit status for the organization so I would just move that and I will make the motion that uh the approval be contingent upon completion of establishing all of the requirements for the non-profit status so um let me go find the the item because it's still not syncing on my computer here we go well it's now 16. we need to be on 16 1 on the screen there sixteen one there we go there we go um I move that the board approved the

072establishment of the Northgate High School uh theater group uh contingent upon completion of all of the requirements for a 501c3 non-profit status second thank you just have a clarifying question of the 501 33 status is with the IRS and the secretary of state so what do we so they need to help with that um in order for them to um I think basically what they want to do is sell Refreshments for events and for folks to be able to make donations to the organization in which they can then use to support the program in order for those donations to count as charitable donations they have to establish a 501c3 and they have to have a status with the secretary of state and the a non-profit and then they also have to register with the Attorney

073General's office with the registry of charitable trust I also didn't so the registry with the trusts isn't there and I didn't see the confirmation of the 501c3 status they've applied right but I get that because I have a 501c3 but I don't see what our role is in that that would be between them and the secretary I mean Well we I'm assuming we have groups that sell Refreshments at schools for PTA and stuff that don't have a 501c3 status ptas are five I'm just clarifying I'm yeah confused well in order I got that okay that's fine I just was I maybe I'm being too strict it's not I probably don't think it'll cause any problems for him I just thought it was that was kind of out of our purview but that's okay I believe

074our own policy says that they have to be pleased to require case in order to be to conduct these activities on our campus okay got it so we had the motion do we have a second we had a second okay we have a motion in a second trustee Nava Flores yes there you go live plus one Dr Clark 16.2 is there a comment on this one there is a comment on this one you want comments Cora Mitchell we are on that mount just started yeah well thank you again for letting me speak tonight um let me I I understand that this food truck proposal um is in reference to the Valley View kitchen um and I just want to start by saying I am in no way objecting to them getting a new kitchen but

075there is a high school literally right next door and it seems unusual that we can just use that if that really was the issue um but it seems a little bit ridiculous to invest this much money on things that have nothing to do with the inside of that kitchen um if you go this route there is an upfront cost of nearly a half a million dollars on top of what the actual cost of the remodel is um between the hundred thousand dollar chef and now a three hundred thousand dollar food truck um to me this looks like an excuse for the food service director to finally get the food truck that he's been pining over and I took it upon myself today to contact the Davis Joint Unified School District this previous District where he

076did in fact have a food truck Venture and I learned quite a bit from them they haven't used the truck since before the pandemic there were multiple reasons why including it required a lot of staff for setup and breakdown it's expensive to maintain and isn't practical with the universal food program it never cooked fresh food it reheated pre-cooked food due to health and safety regulations now that brings me to the state of our existing Food Service program why are we even considering this when this is the lunches that are being served to our elementary school students this was a lunch for a student yesterday at an elementary campus um unless we're going to be selling this out of the food truck I don't think we should be involving ourselves in the business um our students

077are supposed to be our first priority and this is not sufficient those apples were hard as a rock and dry as could be my son tried to eat one he is not a picky eater and he literally spit it out because it was like sawdust in his mouth I have seen the menu for the older kids and those look a little bit more robust but there are very limited options at the elementary schools in addition to that the Staffing is a problem at our site we are down to one functioning oven our refrigerator is on its last leg and uh we are only allotted eight man hours a day split between two employees to provide two meals to potentially 550 kids we have at least 16 outstanding food service positions posted that we currently can't

078hire for partially because they are listed at only three hour positions with no benefits at 15 an hour as board members you guys make more money and are better compensated than our food service workers in this District that's terrible the least we could do is make them four hour positions and give people benefits to improve the service that's being provided to our students and giving them the time that they need to properly prepare these meals um this isn't extra money to play around with this is money that hasn't been spent to make this department the best that it can be for our kids and Davis they have helped fund gardening programs at school sites and use the produce in their kitchens which I find amazing meanwhile our School site our PTA is actively trying to

079raise ten thousand dollars to supplement the grant that we got to start a gardening program on campus this year considering the shortage of Staff before we do anything else please consider making the three-hour positions for and provide benefits so we can possibly staff to even accommodate something like this but if we are going to play the role of a venture capitalist we should start okay I'm just going to ask for a business model and all the things that they would have to provide to get a loan from any other bank we should know when will this be profitable when will we make our money back how much more expenses are we going to need how much more staff Insurance how much is it are we going to need more than one truck please start asking

080the hard questions because this is taxpayer money thank you so I'm available during my board member meetings came talked about with the board member she expressed questions about this so I've reviewed the item the um the specs are there it is priced out we went through the process we put it out the bid we had one bidder come forward we checked the bid the bid was accepted not only are we updating the Valley View kitchen but we're going to be updating several of our kitchens throughout the district and so I really want to keep the conversation on why we're coming forward and requesting this the you know the previous comments I mean we've been talking about you know it was not long ago when we were plotting the the um you know the food service

081that we provide so I don't think that's really up here for debate we're talking about the truck and its purpose and so again the board members have questions of me about this item then I'm I'm open to answering those otherwise I'd like to move forward with this item and my understanding was it was going to be moving as we updated more kitchens and there was a conversation last night at the parent meeting about oh are we starting a catering and I think we said when all said and done and all of the the kitchens were updated we do have a cookie a Serendipity program that maybe those kids would like to Adventure a little small business or we could have the produce from the gardens we do have growing in schools on a food truck

082that went maybe once a month to a different high school so it's not a catering business at this point that I think we're adventuring on it's providing lunches to the schools where the kid the kitchens are closed and then once that's done we can reevaluate where we are with that that was my understanding and that's where I am on this right and again we have um you know as as this border fully knows that the money that is within the food service is not the same money that we would use to hire teachers or or whatnot or buy other equipment and is used within that department um this district has invested in a warehouse um obviously you've all been kept abreast of the supply chain issues when it comes to food I mean you know

083it's just it's it's it's interesting how we have these Global issues that really trickle down to the local level and then when they reach the local level we you know it the perception is is that we're the only people who are doing this and it's for some reason it's done out of some other ulterior motive so um so again we have talked about the quality of food that we provide in this District we've talked about the number of meals we win from I'm serving just students who qualify for free and reduced lunch to serving all of our students within the district who wants lunch and so so as we continue to go through this this is something that's going to help us get over the hump are we going to bring in portable kitchens to

084cook this food are we going to cook food at one place and ship it all over the district that's what we're trying to avoid I've been to every single Kitchen in this District they are many of them are in need of upgrades and we've identified our middle schools first and so those are the ones that we're that we're working on at this point and so the contract was done by the book the funding is there we're investing it we would like to invest in this to help us do multiple things this is not for any catering it's not set out to make extra business or whatnot and and so I'm unless do you have specific questions I'm willing to move forward on this item I believe we are also doing a salary study with uh

085Teamsters regarding the food yeah but that has nothing to do with this food truck I mean that's completely a totally separate issue I also just was my understanding from when this has been presented before as an idea is also that it would be something that could be used in situations of emergencies um we do have times where there are power outages at one School site or another for various reasons um and uh you know or water issues various things that can happen and to me this also would be something that would be helpful in emergency situations is that right well I mean I just you know we we we spend a lot of time like trying to make really sound Investments with our dollars right so we're not just like just you know so so

086again when it comes to Emergency Services right so the the water the food in the cafeteria the food in the warehouse of course all that's going to be you know going to be um distributed um you know we had to update our our White Fleet you know our maintenance Vehicles we're trying to update our buses and and things like that and get our buses using using regular you know uh alternative fuel fuel than than just gasoline so I mean a lot of thought goes in to the process before it reaches this board and um so so again with this with this food truck we have you know thought about this every which way we're trying to bring the least destruct disruptions to the to the schools when we're doing when we're tearing apart their kitchens

087and updating their kitchens and also being flexible so that if we need to apply resources in other areas we can so okay thank you if there's no more questions I move to approve the request sorry the request of a of proposal number 1921 from mdusd Mobile Food Truck second we have a motion and a second let's see now the floors yes is five plus one okay that takes us to our business action items 18.1 review and potential approval of the Coordinated Care early intervening Services planned great thank you so much we're we're excited to to bring an updated plan unfortunately if um you know these These are issues that um have have you know been present in this district and and other places for some time um I feel that we have a a good

088team assembled we have a good plan we are working we are working through this we're starting to see the we're starting to see the benefits from you know just putting that that that focus on this group of kids who we're highlighting and also the the safe plan itself many people and I'm going to continue to say it are misinformed and think it is for special education students and it's meant for special ed it is meant for General Ed so that we can improve those systems um within General Ed so that our only intervention is not is not pushing kids through special ed but as you'll see in the report we have a history of placing certain kids in certain categories of special ed taking other kids and providing them 504s taking other kids and just

089providing extra support it's not written it's not in any contract it's just what people do right in certain parts of our communities with certain kids and this is a report I mean this is a plan that that is going to level the field and make sure that all kids are getting that that grade a support so without any further Ado we're going to introduce uh Jen sacks and the team Jen will take it from here and um just very happy of their work and and glad to see what's what's taking place foreign all right so thanks for having us tonight um this is our second year of in implementing a csase plan and we do also have with us tonight the currency says plan implementation team at least two out of the three three others

090and four so over there we have Amy Monahan who's the program Specialist of operations kind of overseeing it we have Patricia Hamachi who is our program specialist for the instructional side of it and we also have Jonathan Roslyn who is sort of serving as our Guru on the side and he was part of the original csa's implementation team back in the day and he's been instrumental and then the other member of the team is Dr Francis who is our parent Community coordinator and we are also involved all right so this is our second year of being found significantly disproportionate so um for this cycle so as you can see we're developing the second plan right now we're in that middle year so we're finishing out the first one and then we're just going and starting

091um the new plan but as you know it takes kind of a year to get going and then um both fortunately for our second plan will be easier because we do now have the infrastructure in place um here's where the data comes from this is a screenshot of what we get from the state and what you can see here is the dot doesn't work over on that screen but if you look in the middle column where it says African American you can see over in the left hand side 1819 um we were at 3.51 risk ratio the magic number to beat should be one which is not disproportionate at all but the state cuts it off at three so we can see that in that school year we had 15 students out of 988 African-American

092students or 3.51 risk ratio of being identified as intellectually disabled and by last year that had dropped down to 12 out of 940 students or 3.24 so we're trending in the right direction but we're certainly not there yet which required us to develop a new plan and completely revise what we were looking at that being said and done our current plan's only been in implementation a few months so we went ahead and used that as the basis which we were advised to do by the state spp tap group we did convene our core leadership team and our regular leadership team in the implementation team along with our Community Partners and our parent Partners as we are required to do and we shared with them some of the qualitative data and I realize the numbers are

093very small to see here but this is just particular data to our African-American students where you see that five years ago we were at 3.7 percent of our total population were African-American whereas now we're at three percent right when we look at students with disabilities then we were at 6.3 percent of our total numbers of students with IEPs of African-Americans so almost twice as high and the same as we go now we have 5.6 percent of our students with IEPs or African-American students so again too high but um we're definitely trending in the right direction and there's more show slides that show that when we look at our students with intellectual disability we see that was 12.6 percent of our total students with intellectual disability that was incredibly high and then we're down to about

0946.5 so there is more attention being paid to eligibility criteria and what that looks like you can also see that the numbers of students one of the root causes that was in our last plan was that students who were white identified as white on their demographic screen were receiving an a higher percentage of 504 plans with the belief that no these kids can be helped in gen Edge we just need a few accommodations rather than straight to special education so we worked with our SST processes and our SST teams to revamp that so that teams were looking at that for all students it was front and center what do we need to comply with the law that says kids can only go to special education if AIDS and supplementary services in general education are not

095sufficient so what is checking out because I think this is the critical things is that um when students go into special ed the the data if you track the data they have more challenges graduating high school they have more challenges going to going to college they have more they're they're more apt to be disciplined at higher rates they're more at you know their their you know the the data does not Trend favorably in their you know in their Direction and so if we look at these numbers and you see the Stark differences you see like I mean we've identified the root causes but why is it that that this is not happening and why has it not happened over the years and so that is why this plan is is front and center is one

096of our our highlighted plans and and it's why this work is so important and we understand that there's some resistance out there but it is real important that we keep moving forward we keep moving forward with this and we keep identifying this but this data should be very clear to everyone that there is a problem that we must address thank you yeah sorry I just want to respond to that too because this is it really shows it so strongly right there I mean I know one of the things you know as a white white identified parent I hear about 504s and what they are from other parents from at school sites all the time and was surprised to hear in some places parents saying they didn't know what a 504 was but they knew what

097an IEP was so how did they jump right to only knowing about IEPs and never having heard of Section 504 so this what does give me hope is that increase in the red line right there showing that the Latino families are starting to learn more about 504s and or their school sites are starting to provide it more so that that that's one piece of improvement I'd like to see the blue line now I know that's part of your plan let's move that blue line on up thanks thank you and so um that is important that not only are our students um all trending in the right direction with 504s but this is a process that allows them to get the supports they need this is not about not providing kid support it's about providing them

098the kinds of support they need right so um yeah you can see our latinx population it went up by about 10 percent and similarly with our African-American population and um our white population stayed about the same obviously as it's a proportionate what we can also see by this chart which is very interesting to me is when what is missing from here is sort of the overall picture when we look at all of our kids in special ed it forms sort of like a bell curve right like and it's true in our district too right there's a couple of little dips right at eighth grade ninth grade's got it but phone's a bell curve so if we look here what we can see if we start in the middle which is our students who are identified

099as white on their demographic screen you can see it kind of follows that velcro right just that little dip at ninth grade but you can see that's interesting with our black African-American students is that the number almost looks flat but it's actually deceiving because of how low the numbers are if you look at the numbers it actually shows you down in person second grade you've got seven students 11 students and 12 students whereas up in the high school you've got 22 24 21 right 23 sorry so we are doing a much better job of serving kids in general education in the younger grades we're not just referring them to special education and the file reviews do show of our 12 students with intellectual disability they were all referred before second grade with the exception of

100one so this is a good sign too trending in the right direction what's interesting is our latinx students and what we're thinking is that in the younger grades we're saying that um you know it's probably a language acquisition issue and they're not getting identified till later it's like you know the assumption is that it's a language acquisition so we're looking at that the good news is what you can see is our latinx students between 12th and 13th grade the 13th grade is Bridge so you can see large numbers are graduating they're not staying in those more restrictive settings same is true with our white students and even our African-American students it's a lower just because of the lower numbers but it is still a drop there um discipline this is general education individual suspensions and

101this is definitely an area we need to focus on it's very disproportionate and this data was pulled out of Cal pads so it's accurate as what's being reported to the state but this is not special education students so it will not um trigger another significant disproportionality it's general education students but that still doesn't mean it's what we're going to rest on our laws right we're still going to address this issue even within this plan and even expanding some of our vocal Scholars within this plan to make sure that we address the discipline issues that are happening at the middle school and high school um and then the other thing that I wanted to share is it's not only um who's getting referred to special ed but it's where the students are placed and this is

102actually current data out of our student information system for special education or safe system and you can just see by looking at the bands who's being served where so the less restrictive is the blue which is like speech only they come out for 30 minutes a week for speech service or an hour a week or something but then the green is our special day classes so you can see just by looking at the width of the Bands right that our African-American students are still more likely to be referred to special day classes and our Asian students less likely to be served in resource more likely and um you can see how that goes out so the actual placement of students not just referral to special education and their eligibility criteria continue to be focused in

103areas for us the actual placement isn't referenced in the safe plan because as Dr Clark shared it's a general education plan and that would be something we'd address on the general education side the other part is that we do have to um identify in this plan something different then we have to address in last year's plan and that's that we have to identify success gaps and as Dr Park already shared the special education students typically graduate lower than their general education peers but this chart actually shows us two different things and again it's very easy to see if you look at the bars you can not only see that our graduation rates are African-American students are lower than those for our other group right what you can also see is the red bar at the

104top is the a through G requirements who's ready to go straight to a four-year state school and you can see that our African-American students have a much thinner band and so those two things graduation rate and a through G rate are both identified as our success gaps that we will work towards again another reason why we're looking at increasing the population of our vocal students at our middle and high schools all right and there's also qualitative data and I didn't include the quotes in here but we did do um a parent Community Focus Group and then we followed that up with another one and then we also um had a student focus group with some of our focal Scholars and some of the things that they shared with that they did like their teachers and

105they did feel like they were getting help but conversely other students shared things such as that they were called out of class to help take care of a sibling or that they really didn't want to move to a new school because they felt like they were going to get picked on there so all of that data is included in the C safes report the the actual program plan that we'll be submitting to the state um so we did see signs of improvement from the actual focal Scholars themselves but again we shouldn't be hearing that from any student right that they're pulled out of class for those reasons so those are things we'll be addressing and again as I did mention we did have those very focused group meetings but we've also been reaching out very

106actively and as a matter of fact some of the parents have been I'm sharing with our implementation team like why do you keep calling me I haven't heard from you in 10 years in this District why'd you be pushing out now why are you calling me again so we did want to be really clear that we are inviting all of our parents in the community to our anti-bias anti-racism group that committee that's head by Dr Stacy Smith we're also reaching out separately to the parents of our African-American students to attend our APAC meetings and then we also and that's not on here we also though separately than that are still reaching out for those focus groups and the focal scholar plans so there's been a lot of parent education going on about yes your child

107has picked for this program yes they're not a special education student yes we're going to help your student just let us do it and so I'm trying to navigate sort of all of these groups has been processed in and of itself all right and I'm going to turn it over so as we spoke to these groups we needed to revisit what we refer to as root causes this is one of the requirements of the plan um what you see here is anything that's underlined is actually an adjustment or a revision to our original set of root causes in plan one so as we take a look at the first root cause the systemic racism and cultural dissonance including national state laws policies and practice and again I appreciate everybody talking about voting this evening because

108that's a way we can change these practices at a larger level but we can act very locally locally where are even our schools individually are looking at their own policies and practices we're actually currently working with Dr Shelly Holt at the high school level in order to take a look at things at individual high schools to ensure that we interrupt what we have which is marginalizing students and communities and families the lack of authentic partnership with our African-American families and community over time this continues to be a topic that has been identified in a root cause that will continue as we engage with our second plan the lack of Equitable and consistent implementation and discipline policies and this has been a topic that has been addressed at our mtss trainings that we've had across the

109district for every single School site we're going through a Series this year because these activities are not ones that are done in isolation they're actually captured in a multi-tiered systems of support model of how do we support all of our students with tier one which is just every student receives this level of support versus tier two which is a little bit more refinement tier one needs a little bit of an uptick into some other levels of support and then tier three where we really need to take a look at the individual student because there's some interventions that we need to identify which may not be in in the classroom it may not be a related service inconsistencies and biases in the coordinated student support and Coordinated Care team I think the the graph that Dr

110galey showed with regards to who has access to a 504 conversation versus one where it's just an IEP driven focused conversation shows that we do have some inconsistencies and biases in that Arena so making sure that the individuals in that team are fully aware of all of the opportunities to support students and we don't have to skip steps should be a set of stairs that we just don't skip them because we end up falling back down the stairs we take one at a time when we're dealing with our our Scholars lastly our lack of Equitable and consistent implementation of evidence-based multi-tiered interventions to support trauma and again the trauma that we're seeing in some of our students we heard at a national level it's something that we have not had at this level chronically across

111our systems so we need to respond to that what we did in the past those are not the same kids that we're seeing in our classroom so we need to again respond um in kind we did take a look at our measurable outcomes because this is something that is a very scholar centered it's not something about the adult action so much is what is the impact actually on our students um so the first measural outcome one is really taking a look at that attendance number that is something that's being monitored through our focal scholar plans as well as our school sites we are taking a look at of course implementing additional attendance communication methods by which we can share with families you know we know Monday is a holiday but please come to school on

112Tuesday you know do not take Friday this is really important to your student to make sure they do not fall behind outcome two which really talks about our Apex we have started that at the district level but really taking it to the school level and exploring the opportunity of feeder plan a feeder pattern meetings transportation is often an issue having to drive 20 to 30 minutes is an issue we need to be able to have these satellite meetings across our district so that's actually been leveled up to outcome two in our new plan measure outcome three really talks about that suspension conversation and again the data is is extremely significant with regards to how disproportionate we are overarchingly again our students with IEPs not specifically but it is an area that's also addressed during our

113mtss work outcome four or focal scholarship make a full year growth um after receiving intervention services and this is being measured through multiple measures and again meeting with the parents on a consistent basis sharing with them about Student Success over time so they are then a partner in that conversation it's not a surprise during parent-teacher conference and then at the semester and then at the end of the school year you're able to have that one-on-one meeting with that teacher to really drill in to see what are the multiple measures telling us outcome Five release talks about the policies and practices making sure their alignment with Ed code and that we are taking a look at all of our different policies and practices across our system and this is something that I know the board continues

114to work on alongside staff our board policies coming forward for this evening our Equity policy all of those items and then outcome number six which is really that school connectedness that we are going to be measuring through our SEL survey that we give three times a year and that we will disaggregate our school sites are not changing as we take a look at are working on the second plane going into the future um so we've got our Bellow Bears Our Fair Oaks our Delta view Rio Vista Riverview and mount double high school and I really do want to highlight the administrators as well as the classroom teachers and the teams that are working with these Focus scholar plans and getting to know this this is a new territory for them when it comes to that

115level of monitoring of students outside of their normal Gradebook and what they see in the classroom so they are certainly involved intensely in this process what we are though leveling up is this state is really taking a look at our numbers and we really should be increasing the number of students and Scholars that we are supporting so that number of 340 is an increase of about 20 25 students from what we had in the past um our students remain enrolled at these Mount Diablo schools and they will continue to be our priority focused scholar students but what we would um we are moving forward with are additional students to be enrolled Within These focal scholar sites and we do know that this will entail us having future conversations with our Union and labor leaders in

116order to make sure that we are very thoughtful about the work impact and all of that but because we all already have an mou that does speak to some of the areas that our staff do support our school focal Scholars with we do feel that this is an area that we can just expand on and revise all right and just one more word about the focal Scholars as students move into the district we do go ahead and backfill those sort of slots with new Scholars we want to make sure that um our resources are utilized right we want to make sure that that happens and also as we look to next year again these students have had resources and supports for this year if they can if they continue to require those services and supports

117they'll stay in as vocal Scholars for the second plan but if not they can exit out and again another student will go back and take that space on the criteria for selecting those students is again written out in the csase plan so the activities so once we design our root causes we determine the root causes then we have to come up with our end goals and then the activities for those goals so that the goals will be leveled up so instead of just having academic support in English we are also hoping that we have academic tutoring available in all subjects we're hoping that we add um things like so the SST process the the manuals have been revised but we now want to um build up on that to hold SST clinics where actual teams

118come in and we sort of have workshops around what does that look like and what could we do differently deeper Network um and also adding at the high school executive functioning a lot of kids do their homework or don't understand the importance of it or how do you even plan your day when you leave school right you got 50 things competing for your time so that's a big key for us and in terms to address our a through G rates we really want to work with the families very young starting in middle school right to make sure that they know the kids have to take these classes nobody tells them right and then by sophomore year it's too late and in addition increase the opportunities for our focal Scholars to actually see colleges what does

119this look like what is it about and then should we have additional resources left um certainly planned for a summer program that we can do a bridge between the two years so that we don't lose steam over summer so those are just some highlights of the new activities that are in the new plan now I am at the end and I am happy to answer any questions you may have the last slide is just links to resources or Jennifer can answer me I just had uh two things that came to mind in the presentation one is uh when you mentioned the family College and Career awareness opportunities at the middle school level I wonder if that would be a a place to be able to express what the different um Specialties of our different high

120schools are because I feel like oftentimes our Middle School families are not aware of the opportunities and how early they need to put in for a transfer to a different High School [Music] you know by November of 8th grade and so if we can share out the excellent programs that we have at so many of our high schools I think that would be great um and then my other thought is since you have your team here if we could hear from them a little bit as well just maybe a few highlights of what they feel is working uh or what some of the challenges are that you're facing hello everyone good evening um I really am enjoying this new role um in the implementation team I get to be on the school campuses working with

121the professionals and Educators that are on campuses and helping out our local Scholars and their families um something that really is working is showing our respect to our families and showing them that we are dedicated to make sure that we are serving all of our students and we want them to be successful and just being on the campus like I said doing the phone calls having the parent meetings and binding to offices every review do we need to meet you on your campus working through the what barriers will have been placed there before and making sure that they do feel connected to our school sites and so that is part of our challenge right we're undoing historic you know historic procedures that have kept our families from getting services that they need and so we're

122doing the work now to make sure that they feel connected and I'm proud to be part of that process I would just say that this is nothing new to Bay Point the way these kids have yes ma'am and so one of the hardest barriers um is those parents had the same negative experience when they were in school so they're not real anxious to come to the table so that's going to be your toughest but once you break through that they will do everything for their kids right and I never questioned that and I come from working at Shore Acres which I love and I love Vape point we're just saying today I said uh it's so hard for me to leave that and you know and I agree those families are dedicated they want what's

123best for their students and through their experiences and different you know and different levels of our educational system they've been turned away and that's why our work is so important because we do not want to do that we want to reconnect our families and make sure that our students are successful and then the next thing I would say because this happens to Bay Point families a lot it can't just go away once we get you know it's not like check the box oh okay we're good with the state we it has to be ingrained in the district forever going forward because they're too used to people come in great program and all the back Grant ran out that you're on your own again so thank you thank you for speaking to that I agree um

124I'll Echo what my colleagues shared um it's been great to connect with families and I do feel that sense of ease when we're able to tell them we're here to support you and our presence is becoming greater in this community that they haven't seen before and we feel that commitment to remaining there especially once we check that box because we're confident that we will um but to it kind of echo that with our teachers as well our teachers really have the best of intentions and are working incredibly hard and being able to provide them with more support and provide more collaborative opportunities to relate with the families and really find that common ground and it's going to have a really large impact so I'm excited to see that through as well I just wanted to

125say thank you for everything that you guys are doing especially with continuing to support our special ed students with tutoring and academic subjects but also with college and career opportunities um I went to all of these elementary schools went into both Bel Air and Rio Vista I also went to Riverview and I'm at Mount Diablo high school and I I have two family members at Mount within the special ed program um so I just wanted to say thank you with um again providing and supporting these these programs and these support systems and support services throughout their entire graduate school school and academic Journey but also after that and giving them the support and encouragement to go into a college or any other career that they are interested in so thank you foreign in terms of

126as we look for into the future and sustainability and how to make sure this doesn't just check a box and go away um I'm thinking about Community Schools and the push from the state for there to be more Community Schools so the support that is now coming to us around that area and so as but it really requires that that authentic partnership right with our families and communities so whether that's something you have in mind as something that overlaps with this system um I actually presented our sales plan back in uh January of 2014 Linda Mayo was one of our board members then but I really want to Echo what Deborah Mason has just shared that this is not just a check the box um at the time we had no equity Department before our

127original sales plan we actually had no counselors in our district before our safe plan and to see that we still have a very strong and vibrant uh Equity team uh the terms mtss and PBIS those letters didn't mean anything to anybody at the time but to implement that but to really make sure now that we have an APAC committee that 10 years from now we still need to have an eight-pack committee that we are laser focused on the achievement of all of our students and specifically now about our African-American students that laser focus needs to be here 10 years from now um so that when my colleagues are now speaking to the board Linda you'll probably still be here then uh that and there's a Next Level and obviously we don't want to be disproportionate

128that's not necessarily a positive thing but the positive thing is taking This 1.2 million dollars and leaves are focusing it on on the students that really will benefit and the families so that families do feel that they are welcome in our schools and they are part of this and Dr Francis does have a second career and that he really was apologizing for not being here but he has made so much impact already with our parents and our families that are feeling comfortable and uh I just want to say thank you to the team that's implementing obviously genuine for the board and superintendent for all your support around this because it really is such important work so thank you all right ready for a motion do we need emotionally action for the motion pull it up

129I moved to approve the comprehensive coordinated early intervening Services plan as developed second you have a motion in a second let's see now the floors yes yes one thank you so much glad to see it okay 18.2 review and potential approval of revisions to board policy 0415 Equity this is on for information Dr Clark yeah so I wanted to bring this back because we um we as a as a governance team we had um spent some time with with um you know with our uh during our board study sessions really talking about this so I wanted to um bring this back again I believe it's it's it's info action or it's info it's info so we want to bring it back I want to see if there's any changes or additions I know it's been

130a while since we since we've talked about this but I think as you know as as we're dealing with with just some of the challenges in in society that are reaching and and you know Finding their ways into our schools that it's even more important that we that we're grounded in in inequity and just as you know as as events are happening I was looking at our data you know the the way that we are going to address that data number one is is do policy but then also so through through mindsets and so sometimes when when you're trying to just get people to shift their mindset sometimes they need a little bit of assistance and if we as a governance team are very consistent with what we're supporting and what we are approving and

131really putting out there if it's aligned with this policy then we're going to make sure that all of our students are getting what they need so again this is really meant for discussion amongst the board if there's anything that stands out or um you know that that we would like to to finally adopt because remember this is different than than the equity policy that we have on the books right now this is in addition to that Dr Clark I was just looking at number eight the um I think there's a place that where the edits aren't complete at least they're not ready to to take action on and I know this is information only um so it says possibly place under any priority or place below as a board metric um I I would concur

132with the placing below as a board metric I feel like that makes sense in terms of number eight I'm not sure what the define slash evolve question was that's in the parentheses there so my number eight says conducting regular district and site Equity audits is that yeah yes that's the one but then in the blue the blue Edition oh I see I'm reading a different I'm reading the original conducting regular district and site Equity audits to assess and revise policies practices structures and curriculum to address the academic outcome and performance of all students on all indicators oh okay there's just something on the computer version that has parentheses Define evolve maybe that just needs to be removed okay thank you I have something I'd love for us to add and Justine just decond it's almost

133like you knew what I what it would be because you mentioned it earlier um and um we know that our students at trustee Fowler last year had to lead an effort at um at Northgate to address um racist terms being read out loud in English and the same thing happened with the beat did I say Northgate at College Park and then the same thing happened with the BSU at Northgate and it really angered me that that was up to the students to have to school the teachers on this and so I would like to propose adding under teaching and learning that staff and students should not read out loud or verbally repeat any racially derogatory terms written in text texts and so it doesn't impact what texts are read it just impacts what is read

134out loud in class um because we know that some students are a little way too eager to get to read out loud racist texts and the teachers didn't see problems with it until they learned because they are classical American literature or whatnot um and without any regard to the discomfort that that um puts on to our students I don't know what I have to do to make that happen you've got the information yeah sure yeah no well I think what you know what what you can do is is again this is just a draft so of course you can send me that statement and the Laura and I will will work to put it in there and then as we post the agenda for next week or as we you being vice president as you're

135able to look at the agenda draft and check that language and and then we can bring it back to the whole board any other input if not we'll go on to the next I guess just one other thought from the previous presentation thinking about the safe plan uh I don't know whether it makes sense to put some wording in here that relates to the safe plan in terms of um identification of students into special uh like I'm just thinking about that chart with the 504s versus the IEPs right um so something to consider whether there is uh any specific wording around that topic that should be implemented here and you can send me a suggestion on that and I can work with Dr Julie and the team on on looking at that I'm sorry uh

136on the top of page two the um second part of that first sentence says through measures that are aligned with the board's four priorities such as the following um this references the board's current policies and uh is there some way we need to look at that language um so that it's um what has a longer May apply for a longer period of time as the board changes its priorities okay I mean yeah um because are the priorities discussed at the beginning of this policy I think the four priorities are the teaching and learning the budget the school climate and human resources which we developed in our sessions but those priorities belong to this board in another two years or another four years um there may be different priorities do we need to consider that perhaps

137we don't because then that current board would need to address this policy and make those changes so maybe I'm just going in in circle there that I just wanted to tell them yeah look at some to see how we could make this Everlasting and and and and and just to be clear and as I'm looking at this on my computer so we have we have two drafts there we have our original draft which is the is the policy and then we have the second draft which really lays out it includes the equity statement and includes the four priorities it just it gives some more specificity to the um to the to the equity policy so just in case for the audience people who are wondering why we're toggling back and forth between two different two

138different documents here so okay all right of my directions got it okay reviewing potential approval of updates to board policies and administrative regulations zeros two thousands and five thousands and that again is for information so if there's any questions we could be here a long time if we want to word Smith all this yeah he was looking at me folks have you sent him notes not yet okay all right so those will be I'm assuming it if if not next meeting a future meeting acted on okay I just have a brief brief question um the one thing that I saw because I'm assuming when it says last revised date original adopt the date and then last revised date that the um the draft showing is the one that we revised on that date so for

139example in the zeros we've got policy 0450 comprehensive safety plan last revised date December 1st 2018. um but I think uh I'm not clear if this is the one from 2018 um because it's still showing the option one option two which I feel like I remember that meeting we we uh clarified um that it would be option one and not option two so option two should be removed from policy zero four five zero um yeah so we could go back to that that board meeting but I guess when this comes to um to a vote for us to approve for us to just be clear if it says last revised date that um the version we're approving is is that one um or whether there were uh changes based on the csba um since then

140okay review of potential approval of noon Duty and certificated substitute pay for mandated trainings this is an action item we have Dr cadero is going to present this item so this is an item for our unrepresented uh employees in regards to mandated training uh we're just asking that these employees don't have time during the regular work day uh to actually do their work and do the mandated training uh the units and the the employees and burning units have different agreements with them these have done so we're asking that you move to approve the new Duty and certificate of substitute pay for mandated trainings okay any questions if not I'll entertain a motion Madam president I'll move that the board approved the noon Duty and certificated substitute pay for mandated trainings second another Motion in a

141second trustee Nava Flores yes and that passes five plus one takes us to 18.5 review and potential approval of new membership application for the community advisory committee is Dr Gonzalez no um Dr shadero will you will you grab Dr aguilio from the from the um we have the CAC item I didn't want to I didn't want to add someone to you to the CAC I wanted you to come present the CAC item speaking with Medea that's so that's important so um CAC this is a new member who has met all the requirements under the bylaws of the community advisory committee they've attended several two meetings and they've completed the application the CAC has voted to approve the admittance of that member conditionally with board approval the community advisory committee is committed to increasing the membership

142and sort of revitalizing it after the pandemics so in addition to revising their bylaws though also asking to approve this member thank you thank you I appreciate her enthusiasm in reading the um the application that she can share so many different perspectives I think that's really awesome information Madam president I move that the board approved um Maria topper as a new member of the CAC committee thank you second I have a motion in a second Justine Nava Flores yes and that passes five plus one all right here is she here tonight okay Maria 18.6 reviewing potential approval of the side letter with Teamsters regarding it's job descriptions and I'm not going to rebuild things but just we'll be here till nine o'clock oh but just lots of work has gone into this I want to

143you know obviously um thank both sides who you know gotten together to work this out and we have Dr scudero and and uh Mr sedford here to answer any questions or present foreign processes as a result of various contracts side letters thick net reports uh looking at updating job descriptions or looking at salary compensation studies this was the most collaborative process thus far and I would have to believe that the collaborative nature of this process led to it being the first one that we're bringing to you it was transparent it was understandable um it measured fairly what our current I.T Department Network tech one twos and threes were doing as of as of this last summer in this current year um and then it allowed Robert sedford to uh move his Department into the future

144so two of the job descriptions you've looked at uh have changes to move us forward um we also simultaneously did a total compensation study comparing salary plus benefits with all the districts around us um two of the new job descriptions uh were due a salary increase compared to our peers in the area uh one was we explained that all to the teamsters they could see it clearly they agreed kudos to Dr sidward he did a lot of work behind the scenes uh it was wonderful having him and chanza Lewis also Gathering all that information because it took a long time and kudos to the the team sure uh former hopefully after your vote Network tech one twos and threes because they allowed us to survey them and interview them and gather all the information on

145what they were doing we okay I know this is a mountain of work and it's the kind of thing that you know uh is the behind the scenes uh work that it's easy for people to say let's just do that next year you know these job descriptions and things like that um so yes I want to thank your whole team and all of the teamsters uh for working so diligently um and for and for talking about it as a total compensation study because oftentimes I think in in various school districts we'll talk about just salaries but not benefits and it's more complicated to include the benefits but that really is the the best way to measure um so I just want to appreciate all of you foreign and with that I moved to approve the

146side letter with Teamsters regarding it's job descriptions I.T support Specialists Network systems administrators senior Network systems Administrator salary schedule changes and abolish the positions of network technician one network technician 2 network technician 3 and Telecommunications technician after all affected employees have been moved into the new job title positions okay second we have a motion in a second [Laughter] uh trustee Nava Flores yes and that passes five plus one excellent thank you gentlemen I appreciate the fact that you included the statement that they're abolish the existing uh you know the outdated job descriptions because we frequently end up with those outliers out there that become problematic so it was a smart move to include that in the motion thank you you know no updating dot matrix put that out of the job description 18.7 reviewing potential

147approval of the updated job description for educational technology coordinator so this is a position where we've had difficulty attracting potential candidates um so Mr sedford asked that we look at the job description it's a dma job description that we updated and changed some of the wording to attract people who do this kind of work we've done this and we've asked you and the move to approve the updated John description for educational technology coordinator thank you I move that we approve the updated job description for educational technology coordinator second you have a motion and a second president yes and that passes five plus one thank you gentlemen and according to my agenda that would conclude our meeting for the evening Dr Clark unless you have something else I don't have anything else okay we are Insurance

148all right thank you thank you
