For item 3.6, conference with legal counsel regarding anticipated litigation pursuant to government code section 54956.9. The board received an update from legal counsel regarding complaints regarding Trusty Duncan and direction was given. At this time, we will officially welcome open our session with the pledge of allegiance. We have a guest with us tonight. Grace

003Town Plaster High School senior will lead our flag salute. And for the record, um, go ahead, come on to the microphone here. I saw her win a lot of scholarships last night at Plaster. So, way to go, Grace. Grace is waiting for her acceptance into the Coast Guard Academy. She will be on a rowing team. She's waiting for her medical waiver to clear. If it does not clear, she'll be attending Calpaly Slow and majoring in agriculture with a specialty in forestry. She is currently our FFA vice president, senior class president. She was on the PHS soccer team, and the plaster swim team, and a captain for both sports. Grace is an incredible leader, and a very kind person, and we're very thankful you're with us here tonight. And thank you for your decision to choose

004to serve our country. And with that being said, take it away. Please face the flag, remove any headdress, and place your right hand over your heart. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you so much, Grace. Alrighty. >> One second here as we >> get organized. Alrighty. Item 5.2, approval of the agenda. Do I have a motion? >> Move to approve. 005Hearing none. Motion carries unanimously. Item six, superintendent showcase. And that's why the room is so full tonight. Welcome. Welcome. We're going to go ahead and turn it over now to Superintendent Omali. >> All right, student board, we have this wonderful slideshow up there for you and it's nice and short, so that'll be good. I'm sure you have like, I don't know, finals or something or no. Um, so Maddie, why don't you come kind of stand up and you want to like stand next to Adam there just so we we have you all up there? So, just kind of on the slide there, the student board members function as a preferential non-binding voting representative for the PUS uh D board of trustees. And I know you all can read. Um, what I appreciate appreciate about you

006guys, you've been very involved this year. You've gotten the student uh voice things going. You've been wonderful to work with. Um what isn't kind of represented in the slide is uh Miss Atkins thought it would be good that we set up an appointment to go over the board agenda with these uh young men and young lady. And for the most part they would show up at 7:50 in the morning and we'd go over the board agenda. And what was really cool is you could tell that they actually went through it and had questions. And you guys took this very seriously and you know you weren't just here for the title. put it on your little application so you can get to the great places you are going. But you actually, you know, took this on,

007took it seriously, read the agendas, and asked valid questions. It's great. Your input at meetings has been good, and I'm just happy I got to meet y'all. Like wonderful kids. So, wish you the best of luck moving forward. And just to reiterate, Cooper, you're going to >> Why do I have to say this every time? >> What's that? >> Why do I have to say this every time? >> I'm gonna make everybody say it. It's not just cuz >> uh I'm going to Stanford and um I don't think you can edit that. It's just undecided. >> It's unclear. >> Oh, undecided. Okay. Adam, you are going to >> I'm going to Kpali slow for civil engineering. >> Nice. And Maddie, you are going to >> Grand Canyon University for honors accelerated nursing and playing flag

008football. >> Honors accelerated nursing. Very good. So, um, unless the board would like to to add anything else, it's been a pleasure getting to know you and we have some things for you and pictures and fun things that we need to do. >> Want to come down? >> While you guys are doing that, I just want to thank those three student board members for all the time and effort that you put in. Um, I know it's a big job, a lot of lot of talking to people and a lot of, you know, late nights and stuff. So, I I do appreciate that. Um, and I wish we would have um taken the opportunity to recognize our former student board member uh Justin Petty as well because he was here for most of his uh his

009tenure. But um but I want to thank all four of you. Um all four of you guys have been excellent board members and have done a really great job. >> Yeah, I want to echo that. Thank you guys for for your work. It's been great to watch you guys in action. And I also want to echo what uh Trusty Jeffrey said that um I appreciate everything Justin Petty did uh in the seat and he deserves recognition as well. >> What everybody? >> I think the whole board should be there. Hey, come on down. >> Get on in there. >> Oh, here come Yeah, here comes David. He's tall. >> Slide on over, David. >> All right, you guys. You ready? One, two, three. Another one. Three, two, one. David, can you scoot over just a

010little bit towards Emerson? >> There you go. All right, one more. Thanks. >> Perfect. >> Hey, what are you doing? That's okay. >> You're good. Come on now. >> Now, this is still you, Superintendent Mali or >> myself. I'm sorry. >> Um, Dr. Dr. Camin wanted me to remind you all that we need to lean forward because the air conditioning is so loud so everybody out there watching can hear us. Um it's myself and Elena and um Miss Delvo, I will turn it over to you. >> Thank you, Superintendent Omali. It is always my honor and pleasure to be able to do this event every year um to recognize our amazing staff and welcome everybody for joining us tonight. Um, so we're going to start with a video that's going to that Sarah, our amazing

Among them, eight have served over three decades. 11 are alumni of our district. Several of them have spouses who are or have been employees of the district and all of them have made a profound positive impact on our school communities. Each retiree leaves behind a legacy of dedication, passion, and unwavering commitment to the students and the district. Their contributions have not only enriched the lives of countless individuals, but

016have also helped shape the very fabric of our schools. On behalf of the entire district, thank you and we wish you well in your future endeavors. So you guys scoot down this way. >> No picture. They're taking a picture. >> You don't think so? >> What is your problem? I can say that >> I think it's probably in the back of the building. >> Will, you want to take our picture? >> Well, I mean, you know, Awesome. >> All right. Thank you guys. Yeah, >> someday. We love you. >> Head and allow our celebrations to exit the room and hopefully to grab another cookie on the way out. Thank you so much for your service and for all you've done in our district. >>

018Yeah. It's perfect. They did it right. All right. >> All right. I think we're settling down. All right. We're going to go ahead and move to item seven, reports and communications, beginning with the board report. >> Jeremy or David, do I have a taker, it's great to celebrate. >> This district truly is outstanding. uh great staff uh great administrators and uh it's very exciting time kind of hard for me in a way because I was at Placer for 39 years and everyone that I taught with has retired or left except Kimberry was still there. And now with Kim leaving and Scott leaving, it kind of closes the door for me in terms of memories and people I really loved for their excellence. So I just want you to know, Kim, how special you are. Um,

019I have to share this story about uh David Lawrenson because it's remarkable. I've had a lot of crazy experiences in my life, believe me. You know, uh, from college to who knows what, but this experience was amazing. David would walk in the canyon and I would walk in the canyon and we met one day and we just talked, said hello, hello. But then we started meeting periodically like every two or three days I'd see David and we would walk two or 30 hundred yards, talk about education, talk about the outstanding music program. Uh he would just tell me whatever the district needed or whatever he needed and it was always wonderful. So, here was David coming down from the Plaster County Water Agency building starting all the way down toward the trails down below. And

020I'm coming up and I saw David and David and I talked and we hugged and we shook hands and then I saw David's eyes getting big. I couldn't believe it. And I'm, "David, are you okay?" and he he kind of pointed and right behind me within five feet a big brown bear sat down and he was just there and neither one of us spoke for a few minutes, you know, and finally the bear kind of bambled on. So I said to David, "David, my love in history was indigenous studies." And I said, "This is a power sign, man. This doesn't happen." Yes, there's lots of bears in the canyon, but they don't come up to people and sit there for 3 or 4 minutes as you're talking within 5T. That just does not happen. So,

021that's our special connection. So, he's my bear brother. I just wanted to share that. Uh what an incredible man. >> Just a few remarks. Uh I'm really excited about our scholarship fund that we have. uh on an an initial investment of 3.2 million. Right now we're over $600,000 uh in the positive and we have an incredible broker that's managing that and that's really neat because that's really going to allow our students to have their recognition and their financial rewards for excellence. So, I just wanted to share some good news because we know financially the reality of what's happening in education. Um, I always enjoy the time I spend with our superintendent with superintendent and so he invites us for coffee and we we discuss and he just gives me a sense of the positive, the

022negative, the the plan. But we agreed on one thing or more than one thing but one thing we really agreed on. You know, it's kind of like the district is is going through some difficult times. Many different investigations. All kinds of things were having to uh experience, endure, and hopefully overcome. It's like we're treading water in a way, waiting for all of this to pass so we can move on to a vision. And so it's like I always mention or he mentioned, what's our vision? What are we working for that we really want to to to achieve where we can have a a a movement of people moving together excited throughout the district and that's something that we need to do. There's no doubt about that. We have to have that something people can get

023their teeth into, get excited about, embrace, bring us together because in a sense I think we're drifting apart and that bothers me. I've been in the district a long time. This is my 51st year of service to the district. And I hope I'm wrong when I have when I sense there's a drifting process going on that's moving us apart instead of moving us together. Um I know that uh we have incredible successes on so many different levels. And I guess the thing that we really have to think about or I think about all the time is the financial difficulty that that we're experiencing. Um it's really hard uh not to be able to give teachers the raises that they deserve. You know that that I would like to see them have. Um but no staff

024in my my entire tenure in this district a staff member has never been pink slipped ever. And so even though we're going through some difficult times, I think we're in great hands with our superintendent who really uh gives me a lot of awareness and insight into our financial dealings that we're having and where we're going and what is possible. So uh tonight's a night of celebration. We have an incredible district and we have some great staff and I just hope that we continue to move forward and we achieve that vision that I feel we really need. Thank you. >> Thank you, David. Do I have any takers for round two? >> No. Okay. So, this time of year for teachers or people that work in education, it's kind of always >> both a happy time

025and a sad time. It's a happy time because summer's coming. We get a little bit of a break. Um, but it's also a happy time because there's some, you know, great things that are happening, graduations, all these these wonderful things that are happening. Um, but it's also a sad time because we see our students move on and, you know, often times, you know, we don't see our students again. Um, and oftentimes we have colleagues that we've worked with for a number of years that are retiring. Um, just like a number of the colleagues that were here that I've worked with in the past, um, that were up here earlier. And, you know, those were all great, incredible teachers. and there's going to be a hole um left behind because those, you know, some of those

026teachers were were really incredible teachers that that built up incredible programs at their sites. Um so that's kind of a a bit of a sad thing, too. So, it's kind of always a happy time and a sad time, but I'm looking forward to graduation next week. Um participating with that and uh seeing, you know, a lot of really happy students that are finally done with with their uh their journey for now at least. So, that's kind of an exciting thing. >> Awesome. Thanks, Jeremy. Cool. >> Do you want me to go or you want to go? >> I can go. >> All right. >> Sorry. >> No, you're good. >> Yeah. Um, it's been uh it's been a good I I a good good month since uh since we were here last. Um, I'd say,

027you know, we've I know Jeremy and I are working hard on on a couple of the um on the grading system and we've had some good meetings internally on that. Um, the one thing I'll call out, just keep mine pretty short and sweet, is um, uh, I had a chance to, if I mentioned before, follow the Deloro lacrosse team and, uh, I I was just amazed on on how great that team is. They won, uh, a section championship. I don't know how many section championships Delo's won this year. Is that the only one? Five. There you go. That's awesome. So adding to the list. Um, and so pretty amazing. says a lot about the school, but I I just want to give a lot of uh gratitude towards uh the players, the coaches, the training

028staff there. Uh it's been really fun to watch. They finished 20 and0. Um and they beat Whoops. They beat their uh their rival Oakidge. Um and uh it was just a fun a fun atmosphere and a lot of hard work. Thanks, Trent. And um and I just was really really proud of the team and proud of the school for for what they accomplished. So that's it. I love this meeting every year. This is a great meeting where we get to celebrate our our student board members, our staff, our our years of acknowledgement um for our our staff who's been with us for quite some time. And um and it's a wonderful month to just celebrate. I love it. And I've been to I've you know had the pleasure of attending several events over the past

029couple weeks and we're going to attend several more throughout the next you know week or so moving into graduation. But I just had to I have to acknowledge because it's part of my soul and what um music is what feelings sound like and that's definitely um a passion of mine as most of you know. Um, but I had the pleasure of attending the the Placer Arts and Spring concert and um and it was really wonderful and thoughtful and I got to see some incredible work by our students um painting and ceramics and they um Katie and her group they uh they made all of these little red hearts and various sizes and they had Sharpies and you're supposed to write your essentially your wish, what whatever you want to come true on the back of

030it um and be able to hang it somewhere or put it in your purse. person. Anyway, it was just really sweet. So, I picked a heart and I wrote my wish on it. And what a thoughtful, sweet um parting gift as she's leaving and moving on to to bigger, more exciting things in in uh after retirement. But I also, like I said, attended uh the concerts. And like many of the other retirees, these are these are uh men who created some really robust programs at their sites musically. there with uh staff coming in behind them trying to fill gigantic shoes. The level of talent we have at both Kfax and at Placer Musically is astounding. It was moving. I thinking about it, I have chills um on my arms and uh and the power that

031that brings to a school campus and part of that culture. And uh I was just very proud. I was very proud to sit there to listen to the accomplishments of these kids um musically and of these incredible directors and I really feel like I got the full taste of the Kfax spirit. Like I was like, "Oh man, my kids and my husband might disown me, but I could be a falcon." Like if this is how things are up here, like man, that was unbelievable. and students, for those of you who didn't attend, students from years past, some in other countries who flew in to make this appearance and they prepared multiple music numbers to sing along with the choir um and did a surprise musical number. It was just my soul was so full. Um

032and everyone in that room were were full. It was so beautiful, an incredible way to um capstone uh the remarkable work of our district. Not every teacher has a gigantic performance with their class. The math program is not showing their skills, nor is the history department. We're not going to go have a culminating event there and see the wonderful work that's happening in those classrooms. Um but all of our kids also have those classes. And the music programs are uplifting all of the other classes. I promise you, they are. They raise IQs. They They help memory. Um and I just love it. I just love it and I can't say enough about it. I also attended Plasters Monday night last night and I continue to be amazed by the generosity of our community and the

033caliber of our amazing students. Um parents, if you're listening in, you've raised some incredible young adults and our teachers and staff have prepared them well to launch um beyond and to have success outside of high school, which is one of one of our goals. And as we approach graduation next week, I wanted to congratulate our seniors and retirees and credentialed and classified staff and our administrators for creating a year uh that was filled with memories and outstanding athletic achievements, exceptional extracurricular and co-curricular activities and programs. It makes me incredibly proud uh to serve on this Placer Union High School District board of trustees. the work that it takes day in and day out to make this district as special and unique and wonderful as it is um is happening from the lunchroom to the grounds

034and in inside every classroom and room on our campus. And it's humbling. There's a lot of people that make these this happen every day. Um, and given the fact that this is an election year and uh, you never know what's going to happen, but this may or may not be my last time handing out diplomas, I hope that it's not. Um, it's my fourth time at graduation ceremonies and having the privilege of shaking our seniors hands and uh, and handing those special diplomas out. and it's been an honor to serve this community and I look forward to to welcoming another outstanding group of freshmen which will by the way I have one coming in as a freshman the class welcoming the class of 2030 to our family in just a few short weeks. Um, I

035also attended the California School Board Delegate Assembly this past weekend and CSBA introduced a new policy toolkit which I think that we should um look at as a governance team and individually because I believe that it's going to help us improve um our policy work and um and strengthen our governance systems and ensuring that our policies both reflect our community's priorities and values while remaining in alignment with our state and federal law. And also, last but not least, maybe the least, nobody wants to talk about the budget, but the governor, I attended a Zoom, bless you to whoever that was, uh, governor's budget workshop uh, conference yesterday, and while I think that we're all pleased to see some one-time funds um, potentially that are going to boost things uh, slightly, still very disappointed to see

036that for the third year consecutive, they're doing a maneuver, which is effectively uh, capping Proposition 98 and not fully uh funding public education for the third year consecutively. That is unacceptable. Any trustee and board and district who is not speaking out against that, I would encourage you to do so. Um there will be action alerts coming through through CSBA to reach out to our elected officials. What we do here is the is step one of multiple layers of advocacy in order to ensure that our students and our our district have what we need to function properly. So with that being said, I'm going to go ahead and go to item three, excuse me, 7.2, ad hoc committee updates, and I will give you the first one um on the policy audit. My apologies, there is

037no traction on the policy audit today. There's no update there, but I apologize for not also including while it's one of our ad hoc committees, our grading committee also met, and I'd like to turn that over to Jeremy. >> All right. Thank you. So, you can hop in too, Tom. So, yesterday um the ad hoc committee, which includes um Trusty Duncan and I met with uh I believe if I'm my account was correct, was seven teachers and five administrators. Is that was that the right number? Something like that. um at Plaster High School and we spent a few hours um going through the grading policy um and looking at how that um that implementation has kind of been going so far um and some recommendations for some uh some tweaks to that policy. There are

038just there's a couple things that came up yesterday that I think there are legitimate concerns that we should clarify in our policy. So that'll be coming on a little on later down the road. Um however, I did want to point out one of the things that that came up at that meeting yesterday. So, at one point during the meeting, um, I asked the teachers in the room if they had received training on the grading policy that's supposed to be fully implemented this next school year. And this this this current school year um was supposed to be the trial and getting all the teachers ready and all that kind of stuff. So, when I posed that question to the teachers in the room, um the room got very quiet. Um, and it seemed to me that

039um and Mr. Wilson was was uh nice enough to kind of chime in on some things that he's done um with with the staff at Kfax. However, it seems to me like we have not done enough to prepare our teachers for the implementation of this policy. Um and I'm really disappointed with the district leadership in that way. Um because we were very clear, I think um this board was about, you know, what we wanted done and you know what what policies need to be placed. The you know the the training really hasn't been there. The the teachers haven't gotten training on ELO's for example. um the teachers haven't gotten training on um how to use the Aries gradebook efficiently so that they can have all these weighted you know scales and you know systems within

040the the gradebook that'll work within Aries. Um and they haven't had uh you know a significant amount of time to to meet within their their teaching teams as well to kind of develop ELOs's and stuff like that. So, um I'm kind of disappointed at this point I tell you I walked away from that meeting pretty disappointed yesterday um that not more of that had been done uh because we, you know, we want this this policy to be implemented, you know, clearly and evenly and and um and received well by the staff. Um unlike, you know, what happened with CBE, which is why we spent a year and a half changing the policy to begin with because there was so such upheaval um with respect to that. Um, and we wanted to avoid that that mistake

041happening and it seems like it's happening all over again. Um, that again is just my personal take on the matter, but um, but I I wanted to point that out for the other me other members of the board here. >> Yeah, I I I echo uh what Trusty Jeffrey said. I mean, and that's why I brought up the questions at the last board meeting around implementation. Um, I think that even if there is the potential for changes to a board policy, um, I think we're pretty clear on where we stood, uh, and that the major rocks weren't going to change, uh, and to begin some type of implementation and training towards that. So, I I walked away from that meeting feel felt like we were behind. I felt like the teachers asked fantastic questions um

042and were in the goal of learn getting more clarity um which I appreciated and um so I think a little more a little more training there would have been helpful and I think I walked away with feeling good that we wanted to give the teachers more options and flexibility and I think we had to reiterate that several times um during the meeting yesterday um which was good so there was a comfort level there because there's a lot that's coming down the pike for them to go do in my opinion. There's still I mean we don't we we have we have training to do we have work to do uh to get this right and it's going to take a little bit of time and some iterations. So um but I think yesterday was a step

043in the right direction uh to start moving forward. So >> we have an update apolog 9030 direction regarding complaints against board trustees or board members. We have not yet begun. Okay. So, there's no update. >> Okay. Thank you. All right. 7.3 student board member reports. Your final board report of the year. Glad you guys are here. >> Uh, glad to be here. I know. Final one. Um, good evening everyone. I'm Adam from Kfax. Um, just first off, I'd like to thank and congratulate the teachers and staff that are having their own graduation from KFax. Uh, Mr. Schwarz, Mr. Robinson, Mr. Wilkinson, Mr. Martell, Miss Myers, and Miss Bodic. Um, really big congratulations to them. Um, I know KFax will miss miss you all dearly. Um, also Miss Wrath and Miss Miss Atkins. Um, thank you

044for all your dedication. We really appreciate it. At KFax, we've had a lot of fun events going on like the spring concert, uh, SOA teacher, Mayday basketball tournament, thrift, uh, many other events going on just to, you know, keep our students engaged through that last push to the year. Um, I know they're having a great time enjoying this the spring semester. Um, our IB diploma candidates are very relieved um to have finished their testing. Um, so we're going to find out in July if they got on the on their results. Um, I know they're very relieved. Uh, seniors have been honored a lot at KFax with scholarship night, upcoming unification ceremony, senior sunset, and uh, graduation. So, they've been doing a really great job. So, um, we like to honor them. Our engineering arts club

045at KFax is very excited about their upcoming race in Humbult. Um, I look forward to their speedy finish. And our spring sports have had a very good playoff run, especially Mia Toy competing in both track and tennis playoffs. A really great athlete. Um, congratulations to her. Um, I also like to honor our new student board member from Kfax, Xavier Suzinski Trucksler. Um, I'm very excited about him. I admire him a lot and I know he'll do a great job advocating for students. Just some kind of final remarks. Um, graduating, it's sort of bittersweet, uh, leaving my life here. It's really great. Um, kind of starting this new chapter. It's a little nerve-wracking, but I'm looking forward to it very much. Um, having all of the support here and just thank you for the opportunity to

046represent uh, local and be involved in local governments. Um, I've been really grateful for this opportunity to be able to serve um because I believe in school. You know, I think it really helps students become these really strong young adults and I know that it's really helped me a lot become who I am today. Thank you. >> Hey. Um, so we have our results back from ESPback testing. Forest Hill as a whole did dip a little bit, but nearly 90% of our students showed growth in their ELA scores. And 80% of students showed growth in their math scores from 8th grade to 11th grade. Last Thursday, we had our FFA Olympics, which was super fun. We It's our advisory competition if you didn't know. Every year, um, all of our spring sports are done except

047for one individual who just finished. I'm not sure if she's advancing yet or not, but Mey Ordway just got fifth in the division finals for D7 on Saturday. And as we all saw, um we had multiple of our staff and teachers recognized tonight. And I just want to say Forest Hill is so very grateful to have our the teachers and staff that we do. We truly love our staff up there. Never once has there really been a complaint. We have our senior signing like decision day on Thursday this week and followed up by our lap into the future which is this new thing that we're trying to do where our graduating seniors are going to walk a lap with the graduating eighth graders and the graduating kindergarteners from our local divide school and then have

048sort of a field day afterwards. Popcorn, snow cones. And last or two weeks ago, we had our night of excellence and I am so proud of our students at our school. We had so many people recognized. It was a pretty good spread of seniors, some juniors and stuff like that. But it was super cool to see everyone get awards. And next week is our last week of school. And I can say that everyone is definitely excited for summer. And this school year was a great one. And how lucky am I to already miss Forestto? >> That's it. >> That's awesome. >> Okay. Well, I guess at Plaster, we like to like cram everything into like the last two weeks. We had like prom, Evening of Excellence, and Monday night within like a week, something like

049that. But, uh, I don't know, distracts us from graduation, I guess. But, um, yeah, on Monday night, we had just a ridiculous, you know, amount of support from the community. I've got a little bit of stats here. Um, but basically last night we had um over $24,000 that was given to our students and with renewables it's up to $272,000. And then you throw in support from all the colleges we're going to that's over 7 $700,000. So, um, the community is just awesome and I can tell on behalf of all our plaster students, we're, you know, just immensely grateful. And, uh, for the seniors who aren't listening, uh, make sure you write those thank you cards. No, I don't think they're listening, but uh yeah, please get on that. But anyway, um so for sports, we

050have four qualifiers heading to the Masters meet um for track and field this Saturday. Super stoked about that. Our boys tennis are, you know, once again section champions. It's just like every year it's over and over and we kind of take it for granted, but they just keep on coming. And we still have a couple individuals still playing in the postse postseason tournament, still going. And then I have a couple highlights just from over the year from Confluence and Maidu. Um, you know, as you know, Confluence kind of their keystone program is those internships. Um, in the fall semester alone, they had 30 students working with 30 or not 30, uh, 16 local businesses just in the fall alone. Um, just helping out our local community, which is great for them. They also hosted several

051community events. They had their Thanksgiving feast and the Christmas celebration. Um, so lots of great stuff happening over there. Maidu had a big boost in enrollment this year which is great for them and they're definitely grateful for those new vans we got way back when in fall. Um and yeah finally just um those teachers and everybody who served this you know the district for a long time. It's it's kind of funny to go with them in a way but um you know it's it's uh definitely big shoes to fill like you guys have been saying with those programs. just for me only being there four years, it's like it just seems odd to have someone else lead the band or whatever it is. So, yeah, we're um hopefully they um the new new person can

052just live up to those standards. Um and just reflecting on the year, I've been grateful that this has been a safe place for me to just grow as an advocate um as a person and as a student. Um I feel like we're all of us are learning up here kind of every time we come and I've just been grateful for the opportunity to experience government with you guys. So, I do appreciate it. Thank you. >> Thank you guys so much. Best of luck. You guys are going to do amazing things. Amazing. YEAH. And with that, superintendent report to the board. Take it away. Boy, when you see all these awards tonight and the retirees and everything, it's easy to understand when I go to the hangouts and and talk to the kids on the site

053how happy they are with their staff and just um they just they truly value their education and and it's easy to see why. I've been at awards ceremonies for teachers last week, this week. Um we've had a very good representation, which has been great. We have in the district office completed our hires for district level positions so we can roll into next year in good shape. Um, on the the state budget front, the governor rolled out this proposal of a super cola. It kind of is because it comes with some strings attached to it. Um, the significant increase to special ed funding is very positive. That's long overdue. So, that that's a really good gesture. And and some sometime monies, which, you know, I've talked with with y'all about facilities quite a bit, and it'll

054give us a chance to maybe get caught up this summer and and invest in those as well. So overall, I mean, it's it's hopeful. You know, we'll seeuh what comes through as they as it works through the process. Um, one of the things I did want to bring your attention to is AB 1204, which is problematic for us is it proposes that future uh increases to the LCFF go to supplemental and concentration. Now, we don't have a large number of students who qualify for that. So, you know, our big push is to raise the base so everybody gets an increase. you know, P Genie increases here. It increases everywhere. So, I've already sent a letter off in opposition on that on behalf of the district. Um, that's just something we need to to push back

055on as hard as possible. Uh, I do want to say congratulations to our graduating student board members, and I've already shared my thoughts, so I'm going to not say them again. Uh, we do have next year's students elected, and they are from KFax. Xavier, hang on, I'm going to slow down here. Xavier Suzinski Trxler, Leila Hadad from Placer and Confluence in MVCA, Rio Leforest from Forest Hill, and Emma Marks from Delo. Are you all here? I know I saw Emma. Emma's here. Anybody else? >> Welcome aboard, Emma. And uh next board meeting is on the 2nd and we have a special board meeting for a workshop on the 3. And with that, Dr. Camiti. >> Thank you very much. Uh tomorrow night is our annual LCAP night for our um community stakeholders to participate in

056our LCAP. Um so that's a a big event and we know the last couple of weeks have been super busy with another week and a half of even more busy and I think um with every event that happens I I think um a thanks to our our classified staff and all of our offices organizing and supporting those events. um our maintenance and operations and Don's team back there. Um the chairs don't magically appear for graduation and magically disappear. Um and the trash and all that stuff that gets on all these events and all of our campuses are just hopping. So um our classified staff um just does a tremendous job of making us all look better and so a special thanks to them. So that concludes my report. >> Thank you so much. Item 7.5,

057Associated Teachers of Placers, CTA, NEATP, President's Report. >> We're going to respect in the interest of all of us getting out of here quickly today. Thank you. >> God bless you. Thank you. All right. Item 7.6, CSEA, Chapter 449, President's Report. >> I don't either. Well, all right. Happy May, everyone. Okay. Item eight, public comment on non-aggenda, non-aggendaized items. This is our opportunity for the public comment to be received by the board. This is a time for members of the public to address the board regarding items not on the agenda. Completing a blue public participation form is preferred but not mandatory. This form can be obtained at our meeting. In the interest of conducting a public meeting in a timely manner, individual speakers will be allotted three minutes to address the board with no more

058than 20 minutes per topic. This is comment period only. The law California Education Code section 35145.5 does not allow the board of trustees to take action on any item not explicitly posted on the agenda in advance. The board values our public comments and wishes to convey that although board members cannot take action on items that are not on the agenda, they listen carefully and appreciate and value the input from the public. We do have one blue card. Craig Wheaten, thank you for joining us tonight. >> Super superintendent Ali, board of trustees, employees of Plaster Union School District, although some have left, and parents and members of the public. Let me begin by thanking Mr. Ali and the board of super board of trustees for their dedication to our schools and to the students therein. students

059who will hold the future, our future in their hands. As a way of introduction, I am a past trustee of the Pleasure Hill School District, nine years. So, I have an uplose and personal appreciation to your task of balancing your budget. I recall most of the money given was already mandatorily uh spent uh for local and state requirements but discretionary money was a very small percentage of the total budget. That said, I asked the district moneykeepers to consider the money spent for counseling services especially for two school districts, Forest Hill and Kofax. I am currently a Lutheran pastor at uh Forest Hill and I still am intimately involved with Kofax where three of my children went through school. And uh in my capacity I've become acquainted with Forest Hills now ex counselor Annie Cordullo and

060Kfax's counselor Andrea Money Penney. changes will put Forest Hill counseling services at 80% this coming year and with two very necessary counselors in Kfax now down to one and a half. So I wish to speak to the intimate side of their business. Students which have for many reasons a sense of worthlessness, especially those caused by domestic issues, take that worthlessness into the community before and after graduation and wreak havoc. Engage in behavior which is a self-belief which a self-belief of worthlessness yields. I've witnessed this during my 40 years in the foothills and um and now as a church pastor. Conversely, if that sense of worth is achieved in our school systems, that havoc lifestyle suddenly becomes productive. Counselors provide that springboard into worthwhile living. They coach, they communicate a genuine care. When a stool when

061a student stumbles as as they often do, Annie and Andrea gently correct, point out the downside of adverse behavior and patiently point to a more productive lifestyle, a productivity that in the end, >> thank you so much for your time. >> Oh, >> I appreciate it. But you have more to share if you wouldn't mind emailing the board. >> Okay. I'm asking for restoration of the counseling services. Thank you. >> Come on down. >> I didn't fill out a blue card. >> You're fine. >> It was crowded over there. >> That's legal. You're fine. >> Thank you. I'm Carrie Phantom, um a Lumis resident. I just wanted to say it was sad to not hear Justin be recognized. He was here last year every now every meeting and he was involved and he tried and

062I think he should be recognized. That's all. Thank you. >> Thank you. >> And I was grateful to hear um two of our board members make those acknowledgements as well. >> Alrighty with that. Going once, going twice. That's a wrap for public comment. We're going to go ahead and move to item nine, our consent agenda items. Do we have any changes to our consent agenda? Hearing none. Do I have a motion? >> I move approval. >> Have a first by Trusty Underwood. >> Second, >> and a second by Trusty Duncan to approve item nine, our consent agenda items. Any questions or comments? Hearing none, starting with the student board. All in favor say I. >> I. >> Board I. >> All oppose. Motion carries unanimously. Alrighty. Item 10. And I just want to say thank

063you to all these field trips coming in in advance of the field trips. I appreciate everyone working hard to make that happen. So we're covering bases. All right. Item 10, action items 10.1, public disclosure of proposed collective bargaining agreement with the classified school employees association CEA chapter 449 other non-bargaining units administrative classified management confidential. Take it away. >> Thank you, Madam President. You bet. This is a public disclosure that identifies that we have the money to afford to do this work. And um so on the behalf of the superintendent, I would recommend approval of the public disclosure. >> Do I have a motion? >> I move approval. >> We have a first by Trusty Underwood >> and a second by Trusty Duncan to approve item 10.1. Any comments or questions? >> I have a question.

064>> Sure. Um, so I'm seeing for CSEA their contribution is at 913 a month for um full-time employees for medical insurance. How much of an increase is that? >> That's not an increase. They already they had a few years ago um taken a raise that they received total compensation the same as the our um certificated staff, but they put some of their money towards their health benefits. Therefore, they have a higher cap than um our certificated folks who put it on the salary schedule. >> Okay. So, that part hasn't changed. >> Yeah. >> Okay. >> Any other questions? >> Hearing none, we have a first and a second on item 10.1 to approve our public disclosure of proposed collective bargaining agreement with classified school employees association CSEA chapter 449 other non-bargaining units administrative classified management

065confidential. Starting with the student board. All in favor say I. >> I. >> Board. >> I. >> All oppose. Motion carries unanimously. >> All right. Item 10.2 2025 to 2026 tenative agreement between the Plaster Union High School District and the California School Employees Association CSEA. >> Yes. Um, Madame President, this is our um completed ratified agreement to the changes and updates to the um collective bargaining agreement with our CSEA uh union partners and inclusive of that is a 0.5% increase to onto the salary schedule. >> Do I have a motion? >> Move. Have >> a first by Trusty Jeff and a second by Trustee Underwood to approve item 10.2. Questions or comments? Hearing? None. Starting with the student board. All in favor say I. >> I. All oppose. Motion carries unanimously. Item 10.3 revised PHSD

066other non-bargaining units administrative classified management confidential reflecting.5% salary increase effective July 1, 2025 in fiscal year 2025 to 26. The administration classified management confidential salary schedule will receive a 0.5% increase effective July 1, 2025. >> This is applying the uh same 0.5% increase to those that are not represented by the unions. It excludes um the assistant superintendent, deputy superintendent, and myself. So, it's just those non-represented employees. >> Thank you. Do I have a motion? >> Motion to approve. First by trusty Duncan >> and a second by Trusty Spade >> to approve item 10.3 the revised PHSD other non-bargaining units administrative classified management confidential etc etc. Any questions or comments hearing none starting with the student board um on item 10.3 all in favor say I. >> I. board. >> I all oppose hearing none. Motion

067carries unanimously. Item 10.4 declaration of need. >> Yes, madam president. Every year we are required to provide a declaration of need for um our what our needs for district for certificated staff are. Um and we have completed that. Um, as you can see, there's, you know, a number of items that we continue to need and some of this is based on our high level retirements and stuff. Um, so, uh, on the behalf of the superintendent, I would recommend approval of the declaration of need. >> I move approval >> first by trustee Underwood and a second by Trustee Duncan to approve item 10.4, declaration of need. Any questions or comments? Hearing none, starting with the student board. All in favor say I. >> Board. >> I. >> All oppose. Motion carries unanimously. Item 10.5, electrical upgrades

068for the installation of three scoreboards at Forest Hill High School. >> Yes, Madam President. As you know, we uh approved the installation contract with Burko. the time we wanted to get them in contract so they can work with the architect and inspector of records and so forth so they can decide on what the electrical needs would be. Um based on that investigation and looking at other contractor um we are recommending the complete replacement of electrical for the scoreboard for football and baseball and then of course we need new electrical for the softball field hence the higher cost. Um the electrical system for the football scoreboard is over 20 years old. Thought it be best to update everything. Um and so on behalf of the superintendent, we recommend approval of this contract with Burko to complete

069the electrical installation for the scoreboards at Forzville High School. >> Any questions on item 10.5? >> Peter, I have a question for you. When in most cases when a scoreboard is installed by a contractor, do they usually not in uh connect the electrical? At the time when we brought them, they they do, but we didn't have a cost yet or a mapping out because we wanted to get them in contract to speed up the process in terms of having them in contract to work with the architect to get this number. And so it was part of the exclusions because we were going to wait for them to work with the architect to do the site plan to figure out because the architect was going to provide that documentation and we didn't have that time so

070they could work together. So it was always part of the plan. I'm sorry if I wasn't clear with it before, but we needed to get them. I I personally wanted to make sure we got them in contract because um as of today we have meetings every Tuesday. Uh they're supposed to be done with the installation with all scoreboards by the end of June. >> Gotcha. Thank you. >> At a minimum we wanted the football one done but the now right now we're looking into June. So >> Right. >> Peter, question for you. Can you uh clarify for the members of the public that are watching like where this money is coming from and what fund >> Yeah. I'm sorry. Thank you. Yes. Thank you. Uh this is uh restricted facilities fund 40 and that does

071not come from the general fund. It's money that's coming either from um most of it comes from uh modern modernization reimbursement money from the state for facilities that we have built. >> So this is money that can't be used for salaries. >> Cannot be used for salaries. Oh, it's a strictly facilities restricted fund. >> Okay. >> Thanks for reminding me. Yeah. To put that out there. >> Thank you. Do I have a motion? >> Move to approve. the first by Trusty Jeff and the second by Trusty Duncan to approve item 10.5 electrical upgrades for the installation of three scoreboards at Forest Hill High School. Any further questions or comments? Hearing none, starting with the student board. All in favor say I. >> I. >> Board I. >> All oppose. Motion carries unanimously. Item 10.6 Six

072agreement with Sango Construction adult school annex remodel addition work. >> Yes madam president. So when we came to the board several months ago regarding the initial proposal of Sango it was to do a scope of work um that was I say limited but to watch what the funding was. um after they started work and um tore out some walls and started doing some more work between the contractor and I'll say Steve Caspite at the school they decided that the funding is in fund 11 which is the adult school and Stephen wants to upgrade more of what they're going to be doing at the site and so this is what you see after them myself and Don Manning and Casp Mr. Casper working with Sango to update that bid to add more electrical, look at repairing

073more of the walls and things like that. So there's more detail actually in the agreement. But on and again this is coming from fund 11 which is money that cannot be used for fund one which is what we are that's adult school and so on behalf of superintendent we recommend approval. >> Do we have any questions? >> I move approval. Have >> a first by trusty Underwood. >> Second. Second by Trusty Jeff to approve item 10.6 agreement with Sango Construction adult school annex remodel additional work. Any comments? Hearing none. Starting with the student board. All in favor say I. >> I. >> Board. >> I. I. >> All oppose. Motion carries unanimously. Item 10.7 resolution number 2325 through 26. resolution of intention to convey an easement to and enter into an easement agreement with PG&E

074for undergrounding of electrical electric energy and communication lines at Forest Hill High School campus property. >> Yes, Madam President. So, this is our third goound. Um, we had a Pen easement a couple years ago. We just did one recently for KFax. Uh, this one at Forest Till. Uh, pretty much I'll say the same kind of agreement. They reimburse us for legal fees. Um the scope of work is much more limited compared to what they're doing at Forest at Kfax. They're actually doing most of their trenching in the street, so not our property. And they're connecting to what's already a box on the ground left of the driveway. So very little disturbance on the property, if anything at all, because most of it, well, not most, all of the digging is going to be in the

075middle of Forest Hill Road, which will impact the school in the middle of summer, but not the school itself. Hence, when I asked them for $10,000, they basically said no. And so I said, "Well, it's got to be higher than the 500 you're offering me." And so 5,000 was a number. And they a couple days later came back with that number. And so um um that is the agreement. You see the attachments there is the actual easement resolution. Uh this is you basically saying yes, they can kind of move forward. We don't approve this till the next meeting in June. Um and of course a letter of agreement that stipulates that that will give us a $5,000 check that will go into a facilities account, restricted account along with paying all of the legal fees.

076On behalf of the superintendent, we recommend approval. >> Thank you, Peter. Do I have a motion? >> I move approve the resolution. Right. >> Yes. We have a first by Trusty Underwood. Do I have a second by Trusty Jeff to approve item 10.7? Any questions or comments prior to our roll call vote? I appreciate you negotiating this. I I think all of us have some strong feelings about P Gen and how high everyone's electrical bills are right now. Thank you for trying to negotiate it up a little bit higher and trying to take care of the district. Um they can afford it. That's all I'll say. >> I do want to say um because we've done this and Jessica, you were involved when we did this one a couple years ago and you were the

077one who basically said we should ask for more and kind of got it from them. So they're not shocked by it. >> Good. >> Um but we did have I wanted to have one meeting with them to really verify exactly what they're going to be doing and saw the box in the ground. So okay, good. Very minimal. I think they brought six people >> to the meeting just to meet with me. >> Let's go. length. Really? >> Yeah. >> Okay. >> Wow. Good use of time. >> Scared. >> I like it. They should be. >> All righty. We've got a first and a second to approve item 10.7, resolution number 2325, resolution of intention to convey an easement to easement to enter and into an easement agreement with PG& for undergrounding electrical energy. >> Superintendent.

078>> Student board. >> Hi. >> Trusty Underwood. >> Hi. >> Trusty Jeff. >> Hi. >> President Spade. >> Hi. Trusty Duncan. >> Hi. >> Passes 40. >> Thank you. 10.8. We have another resolution number 225 to 26 declaring an election be held in its jurisdiction requesting the board of supervisors to consolidate this election with any other election conducted on said day and requesting election services by the county clerk. Per education elections code section 10509. The Plaster County Elections Office requires a resolution adopted by the board requesting an election service no later than July 1, 2026. The Plaster Union High School District is requesting these services. >> Not much else to say. We have an election coming up and we're requesting that we be a part of the county election. >> Motion to approve. >> We

079have a first by Trusty Duncan. >> Second >> and a second by Trusty Jeff to approve item 10.8, 8 resolution number 22 25- 26 declaring that there will be an election. Any questions or comments? >> Hearing none. >> Student board. >> Hi. >> Trusty Underwood. >> Hi. >> Trusty Jeff. >> Hi. >> President Spade. >> Hi. >> Trusty Duncan. >> Passes 40. >> All righty. Another resolution because we like roll calls around here. Item 10.9. Resolution number 2425-26 in support of SB 1126 Choi local audit transparency. I will go ahead and speak to this item um based on the work and of our district and the board's actions last fall passing our fiscal transparency site so that our community had access to all of these documents. I've been tracking with and advocating um beyond our

080district and found um that we another bill SB126 was in action. It doesn't cover all of the things that we put in ours. Ours is technically more transparent than this bill, but it this is a great start for um you know just a continued commitment to transparency and um and accessibility for our community. And so I wrote a letter in support for myself um of SB1 1126 and was asked to come in and uh be a special witness to testify on this bill. But luckily I didn't have to go because it makes sense. This is a no-brainer. This is a win. It doesn't cost our districts um you know a lot of money to be able to just put it up. It's actually um very little money and very little time. And so um I

081would encourage the board to support this. Uh this is just another reflection of what this board has already done in providing greater transparency fiscally and this is a step in the right direction for the state and uh and then we can share this with our legislators. Anything further? >> Okay. Do I have a motion for item 10.9? >> Awesome. We've got a first by trusty um Underwood and a second by trustee Duncan to approve item 10.9 resolution number 25 24 25 to 26 in support of SP 1126 choy local audit transparency questions or comments hearing none >> student board >> I trusty Underwood >> I >> trusty Jeff >> yes >> President Spade >> I >> trusty Duncan >> I >> motion carries 40 >> thank you guys so much this is good this is

082good work. All right. 10 point10 pivot strategies agreement for consultant services new. >> So I've been working with Pete Constant just in a lot of conversations. I know he's worked with the district in the past and and seems to be well received. This was just an effort to come in since we kind of adopted the the Roseville um model for my evaluation and also our strategic plan. having him come back in, help the board work through my evaluation and help us in the special meeting, come up with strategic plan and also do some governance training along the way. That's kind of the the short version of it. >> Questions? >> I don't have a question, but I have a comment. So, I fully >> Let's wait for comments. We have a first and a second.

083>> Okay, understood. >> Any questions? Do I have a motion? >> I move approval. We have first by trustee Underwood and a second by trustee Duncan to approve item 10.10 pivot strategies agreement for consultant services new. >> Okay. So this proposal is asking us to spend $10,000 to have someone come in and uh tell us how to evaluate our superintendent when we already have a plan. We already have a template. We already have a a process in place to do that. Um $10,000 is a lot of money. So, for example, when I was a um um an elective teacher, my annual budget to buy supplies for my classroom was $500. So, we're talking between 10 and 20 teachers budgets right here for their their classrooms being spent on this to pay one person to come

084in and do training with us that we don't really need because we already have all the documents and we already have the process and the plan in place. I think this is a, you know, when we're talking about being fiscally conservative, this is spending $10,000 on this is not fiscally conservative. I don't agree with this at all. >> Any other questions or comments? >> I mean, I I personally think it's valuable to have trainings to kind of get different perspectives. I I feel like it could be a good way to kind of get a broader perspective and have more more knowledge. >> It just I should have done a better job explaining this. It's a year it's a year-long process. So, he doesn't just come in and do the two days. that's checking in with

085the quarter, doing the um the midyear review. Um ultimately, he would sit down with each of the board members individually with my entire team, the uh the principles and do all that work and bring all that information to the board so you guys can sense I had to go to speech therapy in kindergarten synthesize all that information and then you know just help you fill that out in addition to again some governance training. Um, so that's the intent. Um, there was $10,000 set aside in the superintendent budget for this year for training that went untouched. So, you know, it was tapping into those funds that were that were there and that was their intent. Sorry, I should have missed that earlier. My apologies. >> Those funds if if to to trust Jeffy's point, can those

086funds be allocated and use somewhere else? >> Yes. Yeah, those are general fund general fund dollars. >> Who would normally evaluate the superintendent? Is it you guys or >> So, they're still evaluating me. this is just someone to kind of guide them in this process and and just yeah do some work for them some leg work. >> Yeah. >> So for obviously the board knows that last uh uh July we all met and worked on um adopting and and creating what systems we were going to use for evaluation and setting those goals. Then through an ad hoc, Trusty Jeff and I got together and used the model that they had provided, changed some language, made it more reflective of our board, our community values, and synthesized it, um, and created, you know, goals and and

087whatnot. Um, I hear you and I I absolutely respect that position. I think that in moving forward, it's not just about the evaluation tool or that moment when we're talking about collecting and gathering data from not just like advising us on on um coming together to do the evaluation. It's much more broad than that. Um especially with gathering other input and information from the other administrators that are that are beyond we had talked about gathering that information as well. And then I think um governance is something that has come up and as we we talk about bylaws and moving forward we have a very new board working together and trying to build cohesiveness with our team and having some facilitation in that so it doesn't that burden doesn't just land on the board and it

088doesn't just land on the administration. So to help um us continue to to function um and move forward in a positive way I think it's important. This is not new to our district, although we moved away from our previous facilitator. There was a coach that did work with the board and facilitated that. We did we used a facilitator last time when creating goals and working um through the tool. Um and so I think that it is beneficial. We had another option brought forward regarding someone from CSBA that does training. Um and there's was you know limited to that day and it was about half of that for however many hours in one day. This is so so so much more like comprehensive and I think it would be very helpful uh for our board. You

089know we haven't all collectively been able to attend uh CSBA education conferences together. We've had very limited training as a board and this is not just the evaluation piece. This is also governance and I think that we could use that in developing um our board working together and knowing that we will at minimum have at least one new board member come November and establishing and working together on governance I think is is a valuable tool and it helps our district function. >> What's the alternative if we did if we said no to this? >> What's the alternative? Well, we have meetings scheduled where he's already planning to attend. Um, that would require if we want a different facilitator, that would require getting bids and bringing it back for approval prior to scheduling those. And we

090have these in the books currently. Um, >> I meant more of the alternative if not an alternative facilitator, but if we did >> didn't use one at all. >> Didn't use this at all. Yeah. Just personally, I don't think that that's the right move right now. Um I think we we need some some facilitation, some guidance to work through um the next phases. I think that it'll be helpful. Um >> is there is that the going cost that I mean I I don't I don't disagree with uh the tenants and the why we want to do this. Um, I I I I understand a little extra uh third party help could could be beneficial, but I just I have a tough time with the costs very much of what Trusty Jeffrey said on where that

091money could go to allocate for teachers and students. So, >> he is giving us a significantly discounted rate. >> That's crazy. There are no I'm just saying through throughout the county I would say those who have hired uh teams to come in and do this work it could be 80 grand in a year or in a six-month window and and it's actually not uncommon. >> Um especially if you were counting heads like how many people this is going to touch. So, if we if we went by hour and by contacts for gathering information, it's a lot of hours. If we were hiring an attorney to reach this many people, it would be way more. >> Yeah. Yeah. No, I I I get it. I just This is Look, we have off-sightes all the time and

092in my work and um rare to have a third party facilitator, right? Um, and you can be productive. Uh, and it's a good bonding experience to work together and throw postits up on a board, come to a consensus on different themes and goals. >> Um, so I just I know it can be done within a good group. This is a good group that could go do it. So that's just trying to be fiscally conservative and smart as well. So that's my only hesitation. >> I agree with everything you said. I thought it's one of the few times that I am totally on board with your reasoning and your thoughts. I think we're a green board. We need whatever guidance and support we can get. We definitely need, you know, additional governance. You know, uh this

093is money well spent. And of course, as is stated, it's some money was uh already put away that we have not spent. You know, we need it. I support it strongly. Thank you. >> How much is like the 10 grand and like relativity to the general fund? Like is it >> question? Uh well, our our income is roughly 65 million. So percentage wise >> 0 >> very small. That's what I was thinking. Yeah. >> Yeah. without me, you know, canceling numbers out. >> You have the mentality, too, of like >> it's pretty small. >> You you go I mean, we're not in a great position from a budget standpoint. So, you take a percentage of whatever the general fund is. I I get the point. It's not a lot. >> Yeah. I mean, it still

094counts, but it's like >> Yeah. But we're we're in a tough spot >> and every every little bit counts. And I and agree with um what Trusty Duncan mentioned earlier. I mean, we're all educated, trained professionals here on this board. Um I I feel like we can get together. We just need we haven't had the opportunity because we haven't had time to actually sit down and talk and go through this, you know, process ourselves. I don't feel like we need a third party mediator to do that. >> So how do you feel about just training in general because this board has not had aside from the one with him previously any governance training like collectively together? Yeah, I think we should definitely do that, but I don't think I don't think we need to pay

095someone to come in and do that is what I'm saying. >> I mean, I've seen, you know, I've been this is my 26th year in education. I've seen school districts spend lots of money on specialists to come in and train on this or train on that and like half the time it's not really necessary. Um, you know, for example, when you have a professional development and you hire, you know, someone to come in and train your staff. Like, we're all teachers. Any one of us could get up there and do that. Like, what why do we need to pay $10,000 for someone someone else to come in and do that? Um, I just think like, you know, and I agree, it's not a lot of money. However, like every little bit counts. And like I

096said, if you're if you ask one of the classroom teachers, is that a lot of money? They're going to say yes. That's 10 years of my budget in for my classroom. >> Yeah. >> I hear that. >> Yeah. you know, you got you got you know, if we're going to put kids first, we're going to put kids first, right? >> Do you believe that a board, a district, and the students in the district and the staff in the district benefit from um good governance? >> Oh, absolutely. Absolutely. >> I think that moving moving the needle and continuing to work together, I I don't think this is something that happens overnight. And while we can all, you know, add something, there's no question that this board has a lot of skill sets and expertise, but it's

097still green. I think us asking a new administrator and a new team with a new team to facilitate and do that, you know, there's a reason why certain things aren't aren't within our pay grade or it's not any of our specialties is facilitating or doing governance training. It's not mine. There's nobody up here that I'm aware of and nobody at the other table even though they participate in governance and we participate in governance every day, you know, and so I hear you. I totally understand the argument. I don't disagree that $10,000 while it's a very small percentage of our budget is still a good chunk of change. I think we had already approved the budget that approved this money going toward training. This is not being pulled from teachers. It's not being pulled from students.

098It was set apart for training. And I believe at this time that the board could benefit from training, not between each other, but by someone who does this professionally, teaches about this and does this um on a day in dayout basis. So I hear you and I respect the the money and the concern around that guys, but this is not our specialty. This is not what we do every day. and based on the recent year, I think we need to commit oursel to good governance and working through that as a team and a facilitator could help us get there. >> There's a and I I appreciate that. I I totally get where you're coming from. So, um this is a tough one for me because I don't I don't disagree. I I just want more

099clarification. The the I know I've heard that there's other things around governance, but really the crux of this is superintendent evaluation process. We have a process in place today >> that we adopted last year. >> Yeah. >> And it has a framework and it has documentation >> and it by all intents and purp purposes could be self-led by us, right? Like there's no more work that needs to be done to it. >> I think that there's steps that that are not outlined in there. I >> So yeah, sorry. Go ahead. >> Please go ahead. >> Um so going back to you know you guys are super busy. I mean that's great. Um, but he would invest the time to talk to each of them individually, each of you individually. I mean, he will put in

100hours and hours and bring that information to you to do with whatever you want. >> Um, but he's going to do all that leg work for you >> in advance of the meeting >> in advance of coming through and he'll present you with all this stuff and you guys will have all that information. Otherwise, you know, President Spade had talked to me about, I don't know, month or two ago about, you know, doing the whole full thing with the cabinet. And it begs the question of who's going to do that and when if that's something you guys want done, that that's that's a big ask. Jessica, in the past, the board always had a a professional person that came in, combined the information, we made our decisions, we knew what we wanted. They organized it

101all. It was incredible. It worked well. And I agree with everything you're saying. You know, this board is agreeing and we need some structure. Yes. >> So, let's talk the flip side. At this point, I feel like le you potentially leaning into no. Let's say this goes 22. We have a motion on the table. Yeah. >> A two two kills the motion. So, are we electing to have me gather all of this in the next week before the next meeting to interview everyone and do all this on my own? Because some we have to be prepared. We have three hours together. So, we've got a lot happening. I'm happy to gather and meet with everyone individually and gather this. But, but realistically, if we want the three hours that we've allotted for this meeting to

102be productive, there are hours in advance of this meeting that have to be accomplished. I am willing and happy to carve out every last second of my life in the next two weeks to do it. >> But what's realistic moving forward, we've got to figure out like how we're going to get this um accomplished in a timely manner. This this board is slammed. >> I guess that's what I don't I'm not understanding is >> I'm assuming just did evaluations, right, in my own work and so I look at the document that comes out. Yeah, >> document has questions on it. >> Um core values, right? Specific information um around skill set um etc. Is that document already built? >> So we will all score individually. We all have that document, >> right? >> We they

103will present we will present all of that information data collected. He will synthesize everyone's bits. We'll come together and then we'll discuss our portions. He'll bring to us what the staff has reported as well about Superintendent Mali. Sorry, you're center stage right now. >> Oh, good. >> We'll work our way through all of that information as productively and concisely as possible because we also want to turn the page into the governance work. So, it's not just that, but that's hours of collection and synthesizing so that we have a very streamlined like productive meeting. We have three hours. Is it three hours? >> Three and a half hours to get >> all of this. So, we we're not collecting the day of. Yeah. >> We're turning in information in advance and then working on strategic goals

104and individual goals for evaluation for next year. These are things that need to be >> handled properly. >> Is he asking us our question like questions about the superintendent? >> Yeah. So we'll use so based on based on the goals that we've set individually, we'll use the tool to rank the individual goals that we had set and then provide additional feedback in advance of that meeting. >> Yeah. >> Okay. in combination with all of the other pieces moving. >> Yeah. I I still have a tough time thinking we can't do this to the level of what's being done here. I don't want you I don't want you or me or anyone else to have that on our our plate, right? like but I'm just wondering if this is too much is the question or is

105there a price that we can get that only involves the the superintendent of not even the superintendent valuation I guess the the what's more important right the governance or the superintendent evaluation it feels like we're putting two things in the one >> because that's what our meeting is about it's the superintendent evaluation and our goal setting >> okay >> so it's so that's what this it's like a governance training and the evaluation. >> That's what I was kind of confused about. I thought it was like pretty narrow like just on >> and and I think the other piece that you had also shared. It's not just one day's worth of work. This is ongoing, you know, some coaching and supporting through the next year. This is not one day. >> Yeah. >> You know what

106I mean? >> So, I think probably the the cost per hour, I don't know. In my mind, that's a lot of hours. It's probably in the negative for what most people would charge on an hour if it's a year-long commitment to this work. That's a lot. That's a lot of work. When our our former facilitator I want to say was around somewhere around five grand for the day and she collected information advance. So um as well >> I'm just having a tough time comparing >> 2500 each time she would come in and the collection and then it was per group that she met with as well because she did Okay. And then when she worked with the admin teams, >> I I feel like I remember something about her going to the >> There was

107one time with her. No, no, not not up there with her. >> That was just as Okay, that was just that. >> Sounds like a good line of work together. >> I know, right? Maybe we should work on this, guys. >> I I just don't have like a context for Hey, we did it this way before. Um I don't know what it looks like even with a facilitator. So um but I feel like at this point we're at a this is happening on the third. >> Yeah. This isn't a week second >> just from a just to talk a little bit about the the budget and everything. You know we were talking today about adding um I hope I can say this counselor time back into Kfax because we think we can find onetime money

108to do that. So we're finding that onetime money. This is just another piece of onetime money that's laying around kind of a thing if that makes any sense. >> Yeah. >> Um if we want, you know, if the board want to do this again next year and the following year, now it's kind of an ongoing cost. But, you know, one thing we do have is is a reserve with, you know, roughly, I don't know, Peter, what,5 million in it. So, you know, there's like the money's there. I wouldn't, you know, make this recommendation fiscally if I was concerned about this, you know, damaging us in any way, shape, or form. >> Oh, I mean, it's 10 grand, right? But it like I think every every dollar adds up when all you know and that that

109that's my biggest concern. If if this discussion was talking about something that was three months in advance, I would vote no on this, but I am concerned right now that there's not a lot of time. You have never experienced this and I have you know I've experienced this with every superintendent evaluation in the last 10 years where we have a person that comes in the past has always been another superintendent that's retired that's very bright and can help us organize all the information all the data and offer us many thoughts that we would not have been able to generate ourselves. I think this is very important and very valuable, very much so, especially for this board. >> And they did this in the previous years for half the cost. >> I'm not sure exactly what

110the cost was to be honest with you. What was the cost? >> $2,500 a day, but she came up two days. Yeah. But this is on this is ongoing though, so this would be year round. >> And I've gone through the process. I I really appreciated the expertise and the way it it allowed me and the board to look, process, organize all the data. It's uh it's worth it. >> I and I appreciate that. I really do. I just think that like there was a a less there was a more affordable cost before, right? And um again, I just I I a lot of people are thinking like I'm hanging my hat on a $10,000 um third party deal here, but it's I feel like it's more than that. I feel like we're just trying

111to Well, two things. I I I feel like we can facilitate and do something together as a group. Um, and I but I worry that and again we just haven't been in a room enough. I feel like the last time we did anything meaningful outside of this was the super hiring a superintendent, right? And so >> it was definitely the most time that we were together. >> Yeah. Yeah. Which to Jeremy's point >> that was we did a we we did a good job. Now there was a party there. I get it. Yeah. but well welld deserved in that situation. So I'm not saying it's not here, but um I just feel like I needed more time to kind of think about it, but I'm going to trust your opinion that I don't and I

112don't want the work to go on your shoulders. So or my shoulders. >> I appreciate that, Tom. I think, you know, given given the timeline, I I appreciate that like a lot. I do have children. I do have things outside of UHSD. Um, but I think it's, you know, down the line, you know, I think you guys are going to get to evaluate whether or not you think that this is beneficial. >> Yeah. >> And whether or not it's the direction we continue to move as a board or if it or if we feel like >> we want to try something else or we want to try it on our own, I think um, you know, we can have that conversation down the line. But I appreciate your support and and offering me uh throwing

113me a rope over here so that I don't drown this next week. >> So I think we have a majority. We're going to take this to a vote for item 10.10, the pivot strategies agreement for consultant services. >> There's no more negotiation that can be done with >> on the price. >> Yeah, >> I think if we enter this agreement, we're going to enter this agreement. I think if we lessen the scope, that could be a conversation that we have. But at this point, I think this would be approving this scope. No. >> And if that's something we need to discuss, um, it can certainly be discussed moving forward, but I would commit to what we're committing to now and we'll we'll we'll take steps to gather some more information there. Okay. We have a

114first by Trusty Underwood, a second by Trusty Duncan to approve item 10.10. 10 pivot strategies agreement for consultant services. Any further questions or comments? Thank you student board members for your input. Um and and board this was good discussion. This you know anytime there's money it's important for us to have a conversation and and um and I value that. So starting with the student board all in favor say I. >> Uh yes. >> Board I. >> All oppose. >> Opposed. We have motion carries 31. >> Can you hear me, Jessica? >> 31. >> Make sure. >> Yep. Motion carries 31. >> I'm gonna abstain on this one. >> And you abstain. Thank you. All righty. Well, we have made it to item 11, board calendar coordinating announcements. Review proposed 2026 to 2027 board meeting dates.

115All right. Do we have any out of the gate conflicts that you can see? Um to your point, um these meeting dates do get tricky. We were supposed to have a special meeting in February that we weren't able to get alignment from this board. >> So, some of this governance work and some of these things could be done outside of June. And it has been a long time since we've been able to you know work in a space together. This is important guys. We we you know to be at the meetings but also to commit to the governance work and special workshops >> as well. So >> yeah. So these are just regular meetings. My goal for next year is to I mean it seems where we're best is I have all five of you

116and I say pull out your calendars and let's see when we can get an evening and get a couple three hours of stuff done and we do multiple of those instead of trying to set up you know a day that just that just didn't work. We could never get more than two of you here maybe three. >> That's really rough. >> Do we have times for the meetings on the second and third? >> Uh yes. The second is a regular board meeting. So, we'll have our close session at 4. We've been doing all closes at 4:00, but it right now on our calendar it says 4:30. We'll see if we need to u move that to 4. I would just plan on 4. The special board meeting the next morning is at 8:30. 8:30 to

11711:30. That's what I have my calendar. Is that Is that accurate? >> Yeah, probably. I was kind of hoping to get you till noon, so maybe we can drag it out a little bit. >> Okay. And then we have another regularly scheduled meeting on the 16th >> on June 16th. >> Yeah. Of this month. Yeah. >> Of this. Yeah. >> Yeah. >> So we have three meetings. >> Okay. We have three meetings then. Okay. >> Because we don't have a meeting in July. >> Gotcha. And that the June 16th is the normal time like 4 p.m. >> Yes. Yep. >> I don't see any potential conflicts. This stays with our normal schedule that we normally do. So, no, no big changes there. Just the dates. Okay. And the asterisk is because that's the swearing in.

118What's this asterric there for December? I'm assum organization. >> The organization. Yeah. >> Okay. All righty. Well, I think that that's that. Aside from graduations, um item 11.2 two board calendar announcements, correspondents, graduations. You will be out of town. >> Yeah. >> Emerson will be at DO. I'll be at Forest Hill. >> I'll be at Equifax. >> Equifax and Placer. And no hot jackets for you, Trusty Underwood. >> Hopefully, it won't be hot. I can't believe last year >> it was horrible. That was awful. No jackets for Trusty Underwood or any gentleman on the stage. >> Crazy. >> Yeah, that was awful. Okay. Anything else that we need to hit? There's obviously Monday night at Deloro tomorrow night if anyone's able to attend. I'm touchand go on that for tomorrow night. Um >> senior night.

119>> A senior night. >> Yeah, that's Yeah, I'll be there tomorrow. >> Okay, good. And then uh we also have plaster school for >> the Maidu and Confluence next week at at uh Plaster High School. Confluence is Wednesday. >> Confluence Confluence West is on Wednesday next week. >> At seven, thank you. >> It's great. It's so good. Okay, so anybody is that on our calendars right now as well? >> Yes, it should be. >> It says 6. They dinner at 6 and it starts at 7. Okay. Would you mind adding that, Dez? Okay. >> Okay. All right. I think we're good. Anything else schedule-wise that we need to be aware of, staff, board? >> Okay. Hearing none. Um, do I have a motion to adjurnn? >> Motion to adjurnn. >> First by Trusty Duncan. >>

120Second. I was like, hey, I'm going to second that. Second by trustee Jeff to adjourn our meeting. All in favor starting with the student board. >> Board I. All oppose. Motion carries unanimously. Thank you gentlemen for a wonderful year. Night. >> Thanks guys. appreciate.
