003just want to uh thank some of our teachers that are here and uh teachers that helped with this presentation so uh we have um Susie Kip who's here um 11th grade teacher we have uh Miss Norma Molina who's here uh she helped write this class Ali mahalik is not here but she also helped write some of the um English 11 courses and then uh Miss Jess fiz and Miss Angie ye who also uh helped with this presentation in their our uh English n ethnic studies classes and then of course we have um Mr kataro takasu who's going to be presenting with me today today so thank you guys for being here so uh RS ethnic 9 uh English n ethnic studies uh we're going to just talk about a little background information um design how
004it meets students needs and I'm going to fly through some of these slides because we we have a long presentation we don't want to take up too much time so the presentation agenda uh what is ethnic studies we're going to talk about what what is embedded honors and how does it work what are the English Pathways and what do students say about the course so in 2021 uh California passed assembly Bill 101 which required schools to offer an ethnic studies course by the 25 26 school year with the class becoming a graduation requirement for the 2030 class so um this year is our 20 our seniors are the 2028 class we wanted to Pilot the course so we have uh the course is being piloted right now so you hear about that um next year
005uh is our 2029 course our 2029 graduation class again we're going to still be in that same kind of pilot mode and then the following year is when it becomes a graduation requirement in 202 2022 2023 um our district assembled an ethnic studies Committee of students parents teachers and administrators and the purpose of that was to study the model curriculum and how other schools implemented ethnic studies with the goal of making a recommendation to the board so you guys remember that process um all of that information is on our website on the district website why ninth grade and why not an elective and a one Andor a one semester course so we don't offer semester long electives at the high school so adding one would impact a student already busy schedule um combining English uh
006with ethnic studies and or ethnic studies with English creates more opportunities for students to make a more robust and rigorous schedule and um in ninth grade now has AP Human Geography so we want to make sure we have those as many offerings for our ninth graders as we can and then embedding English um allows students as nth graders to meet the graduation requirement for the class of 2020 2030 as I mentioned we next year we'll be we'll have our 2029 class and then we're going to add more options for students who transfer in the future years so next slide is qaro he's going to talk about why this is an English is this an English class ethnic studies class and what or why both uh I apologize guys in advance I'm getting over a cold
007so I I sound worse than than it actually is so thanks for bearing with me um so the English nine ethnic studies is a really tremendous opportunity to bridge uh an English class which is a skill-based class with the content of an ethnic studies class and so we found it to really um bolster the curriculum of each of those subjects um it's uh a wonderful opportunity to provide context to so many of the stories that students read I I've been guilty of this in the past I open up the textbook and I'm like okay so today kids we're going to read a story about characterization here's a story called The Bass the river and Sheila man it's about uh this this young girl who uh this boy is crashing on okay now let's write a
008theme about it that sometimes can be very nonsecular it can be very jarring and so what ethnic studies English really tries to do is contextualize where all of these stories are coming from what's the social and historical context of these texts that we're reading and the research shows that when students have that uh their reading comprehension is improving so uh this is also feeding what we see as uh the AP Ling and AP Lit pathway because providing the and I see some of my AP Lit students in here you know I talk about this all the time the sophistication Point comes from sorry oh okay I was just like I didn't want to get too close to the mic but you can hear my sultry voice now um so when we talk about the sophistication
009point which are awarded by the College Board it's based on a student's ability to root a text in historical and social context so this course is directly building students capacity to be able to do that it builds their reading comprehension and allows them to uh be more successful in Upper division courses uh we're shifting to embedding honors because we saw this as an opportunity to provide a rigorous curriculum for all students to say that an honors um uh mark on your uh transcript is something that you're going to be able to uh earn and something that you're going to be able to um demonstrate Mastery of and so um we really saw this as an opportunity to revise uh the 9cp and 9h courses and maybe just our ninth grade experience to uh help students
010make transparent to students into families what honors work really is um so how does that work uh back in 2023 The English Department standardized all of our benchmarks we had a really hard conversation where we were looking at ourselves and thinking can we articulate to ourselves and to our families and to our students the difference between 9 CP and nine honors 10 CP 10 honors is there a real difference what does that mean is it faster is it more work is it more reading is it more rigor what does rigor look like and so uh we turned to the standards and the standards tell us that if uh 9th grade ERS can do particular skills at the 9th grade level then they're receiving nth grade credit if they can do what we would uh determine
011as 10th grade work at the ninth grade work that seemed to me like that would be honors work right because that's what honors is supposed to be you're doing advanced work so we standardized all of our rubrics across the board 9 through 12 we based those standards on the California English and uh standards and then we said if a student is able to bridge that standard from doing nth grade work uh in um during at the nth grade level that would be CP and if they're doing 10th grade work at the nth grade level then that would be honors we then devised benchmarks based on all of those standards and we said if we give students the opportunity to demonstrate that Mastery in multiple instances throughout the course uh it'll benefit all students and it'll
012be more transparent and it'll be a rigorous uh process and so that's what we have if a student is scoring advance in uh the uh claim evidence in reasoning uh for the rubrics and they're hitting exceeding in at least one of those then they get honors credit for the class um yeah I think I talked about all those things so I'm ready to go on this next one so how do we support students in all of this uh we have a tremendous amount of uh experience in our nine honors courses scaffolding and we recognize that those scaffolds work for all students and so we've been applying that in our ethx Net's course so we have multiple ways to access rigorous writing assignments such such as sentence frames color coding graphic organizers opportunities to revise benchmark
013assessments one-on-one teacher conferences and high interest content all of those things have really worked to our benefit in terms of providing this rigorous curriculum and allowing students multiple opportunities to demonstrate Mastery of the uh skills this brings us to the the new set of English Pathways at our school you'll see that there's three options at the ninth grade level nine CP nine honors and then uh kind of in in in this interest space in between the English n ethnic studies which provides all all students that opportunity to get honors credit from there they can move towards 10 CP or 10 honors or towards the 11th grade courses or or AP Lang and then to our uh real uh panoply of amazing classes at the 10th grade level or my class AP l so it gives
014lots of students a number of opportunities to pick and choose which classes and and and how much rigor they want to have um there's some photos taken from from the um newspaper article that the high Tai did on our course and so you can see that we're we're collaborating uh we like our our our whiteboards I don't know there's something about whiteboards and the ability to like not just like erase what you're doing but have it like publicly displayed and everyone's kind of working through it it's like it seems like a more I don't know low stakes environment to do really rigorous and interesting engaging work thank you all right so we uh surveyed some of our students we created this survey and we asked uh our students that are in English n ethnic studies
015some questions we asked what middle schools did you attend um so we had 78 students that responded most of our students came from Paris um um and then you see Adams there in blue and some from Hermosa Valley and other we asked them if they took honors English in middle school and the majority did of the 78 uh 50 almost 54% took honors English and middle School uh and again these students had the option of taking three different courses this year so whether it was eth English n ethnic studies um honors English n or regular English n we asked their students are you on track to receive honors credit right now in English n ethnic studies and mostar um we asked our students how academically challenging is English n and ethics studies with five being
016very rigorous and you can see it's kind of in the middle but leans more towards being rigorous course and I actually heard directly from students that have shared that it's a harder class we had students that were in CP english9 at the beginning of the school year and then transferred into uh ethnic English n ethnic studies and they shared that it this this class is actually harder and it's more in depth in their words and then we asked um our students if English if English nine ethnic studies was not available as a course this year what would you have taken and um you can see that most would choose to take honors English n so it's a good it's a good to hear from our students and it's just some some data that we looked
017at um you may or may not think you we may not may not think this will be the data that we see but it's good data to hear so not just uh hearing from our our students via survey but we actually brought some students here so I'm going to bring them up they're going to share with you guys a for a few minutes so we have Brianna Vasquez Leon can you come on up and we have uh Tara bigs come on up so they're each going to share a few things from Mr takas sui's class that they enjoy um I really like this class because we have are learning about like different ideas and what people go through every day and what they struggle with so we learned about like assimilation which is where people
018like go in and take on the mainstream culture and you learn how people struggle with that and how they have to overcome it and yeah thank you um I like how it's very collaborative and it kind of creates this welcoming environment um I also like how it's not solely focused on one group it's really diverse and we don't really um I would say like stick to one type of topic is more scattered around um I like how it enhances our literacy skills especially with analysis and I really like how it shows us the structures and paragraphs and different types of ways to write and further enhance our writing and it offers different literature options so we've read poems we read graphic novels we've read a book and they each show different themes but have an
019overall have have they show different themes but are all showing one topics of like how your culture and ethnicity and identity can shape the way you think and we yeah so our graphic novel we read in the beginning of the year which which was American Born Chinese we showed how the character in the book had an underlying showed the characterization of the character but also the underlying theme that the character had which was assimilation or a stereotypes and that's it thank you thank you guys um so that concludes our presentation and I am opening it up to questions oh I have I have a lot of questions um and it might be Mr takui or you know um how how many classes this year did we have of each of the three sections so we
020have three English nine ethnic studies classes um I think we have 11 or 12 honors English n and I don't know how many CP English English n classes do you know I'm sorry you want to come up here so we have um we have three English n ethnic studies we have about 11 or 12 honors uh English n and then we have less than that as the CP option and the same classes will be offered next year correct do you have any expectation as to how that'll come out I don't um I think I I don't know if it'll be the same I'm not sure um do you have any what what are your thoughts no looking at the data was really looking at the data is really interesting because uh our assumptions about who
021would be signing up for the class wasn't um necessarily in line with what how students identified themselves and so we found that it was actually pretty representative of our our school at large and so it had a really uh nice even split and I think that that's what makes the class such a strong class do you have any idea yet after first semester how many how many what percentage of kids hit the honors yeah you you'll see that in the in the Daye it's about 40% that actually qualified for for that that are on track to earn honors credit okay but for but for first semester they would have already earned it right or is it just no we decided to um revise that because it seemed confusing to people and it also felt um
022in the spirit of the class that uh students are able to demonstrate their Mastery at different speeds and so we want wanted to give multiple opportunities so that like if a kid messes up on their first quarter Benchmark and they say oh shoot I can't I can't do this to give them the opportunity throughout the year to demonstrate that Mastery repeatedly to be like these are the skills we want you to have these skills let's let's build on that let's have another option to be able to demonstrate that Mastery throughout the year so that by the end of the year if they've been able to demonstrate that Mastery with those four benchmarks then they get honors credit throughout the entire year so it's all or nothing okay I and I could be wrong because my
023memory but I remember when we spoke about this class last year and um when we were getting ready to approve it we talked about the different tasks you would have to do to obtain the honors okay and I thought that we had talked about it in terms of um more specific you know uh you know essays or you would have to do a certain thing and and what we're being told from what I understand now is that it's a benchmark or or the benchmarks are all essays are all essays okay there's a literary analysis essay there's a argument essay there's a research essay and then at the are these in addition to what's already being done or is it is you know are you looking at the same work same assignment but you're just saying
024yes they've hit 95% no they'll do it with a different text with a different text yeah yeah so it's like they get their feedback and then okay so maybe let's say it's the lid analysis essay and so we were uh writing essays on ABC in quarter one then uh let's say we're we're in quarter four and we're reading Trevor no is born a crime okay now for this particular text can you demonstrate the Mastery of uh characterization and theme based on this text so it's a different text but the skills remain the same and so then they have another opportunity um to be able to demonstrate those skills in an honest setting that is comp able to the setting at the start of the Year okay um and then my last question and it it's
025maybe a little off but since I have you here um are there other AP options for 11th and 12th grade besides what we teach there's AP L and there's AP Lit and there's that's all that's offered by well we also offer um the the Capstone so seminar and research which is pretty tremendous as well those aren't English classes though as far as English classes go those would be the two options that's what we offer that's what we offer but are there others out there no that's it okay correct thanks um I just have a quick clarification about the Benchmark there's four benchmarks are you're talking about a test an essay right and do you have to have a certain grade on that test in order to get the honors uh it's uh you have to
026get exceeding or advancing on the rubric in order to on all four or eventually or on all four so it would be advancing in all categories and then one of them needs to be exceeding because the exceeding says they're moving from the ninth grade band to the 10th grade band in terms of the skills okay but then if you took an honors class there so it's only an a I guess or it to get the honors Credit in ethnic C the grade is separate from the demonstration of the skills because a student could be able to score really well on the test but not turn in any homework and so they might end up with a that's a good point but I mean as far as like um if you were to take an honors
027or an AP class and you have a b in an AP class you will get that extra point right but you're saying that in this class if you have a b you can't get the extra point right because it's based on skills and Mastery of those skills okay so it's an even more rigorous class than an honors class it could be uh but at the same time there's opportunities for revision there's opportunities for retesting and those things aren't available in an honors class okay does anyone else have any other questions can we go back to the pathway slide real quick sure okay so to be clear in ninth grade still offering CP still offering honors separately from this that's not going away and if a student doesn't pick up the ninth grade ethnic studies with
028her you you know with embedded honors as an option they would need to pick up a later course to meet the ethnic studies requirement yeah um it could be in in 11th grade so American voices or it could be in um 11th or 12th grade with ap African-American studies which isn't on here okay so they can either do it as a ninth grade choice or they have to still pick it up in 11 in 10th there is and 11th and 12th there's nothing in okay but just to you know for parents to be aware it has to be picked up at some point right going forward because it's it it's a legal requirement yes sir and if I if I may and and we are open to adding more classes as we already are with
029uh American voices so we're looking to see what courses we're already teaching and then adding more courses that fulfill that requirement so this is almost still like a trial basis because the the requirement doesn't go into effect until not this septe August but the next August correct so we could still change yeah the pathways or the classes that was the point of starting early and the just to follow up on that too that the legal requirement is for a semester but you stated earlier you didn't want to do a semester course that was based on what the ethnic studies committee recommended I think they recommended that to the board it wasn't our decision um didn't happen this school year understood just want to be clear that what will be offered for the ethnic studies will
030be at this point is only year-long courses and no correct course okay sorry so all my questions got answered for the most part but I was just curious on a transcript if you get honors credit is the course going to show up differently than okay so we'll show up differently there's two courses there's two courses that I'm teaching English n ethnic studies and English n ethnic studies honors and when receive the honors credit they get bumped to the other class so on the transcripts it'll say English nine ethnic studies honors okay perfect no that that makes sense um yeah I'm looking forward to seeing you know what the map data shows with Casp and all those things to really see how this this works um you I love that we're piloting it and uh it's

032sports updates our varsity game day cheer team comes back from Florida today they ended as third as the third team in the nation our varsity girls soccer team are Bay League champions and maintained their 18 and0 record all season they will be competing in CF soon the boys basketball team is officially into CF open division playoffs they will have their first game tomorrow at Sierra Canyon all games will start at 7 the girls basketball team is competed in competing in division 1 playoffs they will be playing away in Santa Margarita on Thursday girls water polo won their first division two game against Irvine and tomorrow they will play continuing their um CIF run lastly girls lacrosse plays for the first time this season against Vista Moretta today sorry and that's it thank you thank you
033Dr Wesley all right thank you okay do you know what February 17th is Monday February 17th there's a meaning to it I guess somewhat of a rhetorical question so I'll answer that um I'm going to be talking about our PTA and again just as a reminder my board reports are posted on the superintendent page because I'm going to just whip through this but February 17th is Founders Day for our PTA and and so um in honor of Founders Day that's coming up and our school news articles um also reflected that I'm just going to do a quick highlight of each of our ptas at our schools and just wanted to show um all of the different and there's so many more this is a quick little list of the ways in which our ptas provide
034um opportunities and experiences for all of our students in rbusd so again just some quick highlights um oops hold on PTA Alta Vista PTA there we go uh Carnival they threw Carnival again altta Vista PTA I'll just let everyone look at it Burl thank you to our Burl PTA another robust PTA we have really engaging parent volunteers our PTA presidents are um they meet monthly um with our PTA council president Amy H um you can see there's a lot of alignment so all of the schools do the mar maker Market um the Multicultural Festival career days uh so again I think it's really cool to see that all of our students have similar experiences regardless of which Elementary School they go to so some more again highlights from this year thus far um these events
035if you've had an opportunity to go to them um take a lot of time to plan um a lot of volunteer hours um supervision setting up obviously a lot is donated sometimes from our own Community um from parents themselves um and you can see these are family fun events uh ways to engage families science nights stem nights as well some of these activities are Traditions um at these schools um and these are just some of the fun pictures there Washington again um supporting some of our walk our walking School Bus activity they come out Adam PTA spelling be the diversity celebration and our Paris Multicultural event there's Redondo again some of the academic letter Knight that they support among other events as well just wanted to give you a a quick highlight there's our PTA
036Council again a collection of all of our PTA presidents we're so thankful for them and all that they do um a recent event our PTA Council just hosted um at the high school a lot of effort look at the food that those put together um PTA convention they go they actually go to the annual convention put on by the state PTA and really quickly um there's a lot of ways to get involved um with PTA or even just to volunteer you don't have to be the lead on any of these so just wanted to um point that out oh and really quickly look at all of the donated hours at the bottom for 2024 um and equates to $4 million to our students in all the volunteer hours that's really impressive really fortunate so we

041girls so these kids have no idea how much money they're saving their parents by going to rbusd because you're all going to enter College as sophomores or Juniors and save so much money so I come here to thank um rmer Rachel Dan and B Young and Dr Wesley and Arnette and everybody on this board because I am so grateful because my husband's a teacher at another District not too far away and it's an entirely different situation and I have spoken up here because I believe you are worth protecting this is very important this school wasn't always this good and it is a top tier school and you mentioned the brown app and what kids may not know is the brown Act is my right to speak for two minutes and 5 Seconds more and you
042know it doesn't protect me from liable or slander anything like that but I have the right to do it so I went to do it at silal Rock and Mr schenberg was the president did the same thing and he stopped me just stopped me knew what I was going to say because I was going to warn people about him and I filed a complaint and an attorney that I didn't hire said he violated the brown act all I asked for was an apology I just said look mistakes happen no big deal just apologize and what I wanted to warn people is we tell these kids if you see a bully speak up and as they may or may not know I believe you have bullied the school board and I don't think you're alone you
043could go on La court.gov and pull up case number BC 53201 where your job review says from a behavioral perspective you struggle with your peers everything is a battle so I guess you retired from that and if you Google your name Ralph strutzenberg uni Court it appears you have a side hustle taking people to small claims court which is probably not really fun for the people you're taking but that doesn't seem to stop you because it goes on and on and on then you've accused every Schoolboard member of like stealing money and you went to the police so I going to continue reading so you you say you're running for district one you want transparency so I answer the questions are these you and then when the complaint was filed the plausibility says um you
044pretended not to know me you pretended not to go to the meeting and it says um from you you got a copy of this and it says there are several disputed facts in the investigation inconsistent the inherent plausibility of Mr strutzenberg story and responses to several questions is questionable for instance Mr schenberg say that he did not recall if he attended the October 17 17th meeting which I think you knew you pretended not to know me and I know you know me and you know bottom line is look if you want to be if the city council wants to elect you great that's fine but I don't believe you're being honest I don't believe you I don't believe you're retired so I never got an apology I know my three minutes are up thank you

046is required to graduate so I wanted to know will you be offering a semester course something so that they only have to take a semester is this on the agenda no it was part of the discussion so I can't really answer thank you for answering that RR um so I just want I know you guys can't answer that question but that's a question that some parents have about that and I don't know if you guys have been giving the information that you can also publicly take like a summer school class course um I don't know if that information has been given out to parents as another option I love the options that you guys are doing um and then also in the ethnic studies when I was looking over the overview on that um there
047are things on there I mean we know what we're under a new Administration presidential Administration and there are executive orders that within 90 days and federal law does supersede state law so are you guys going to double down on this and risk losing your federal funding when really the funding we know when it came to the ethnic studies isn't really there for it I'm not trying to be pessimistic about it because I know there's a lot of great things in there but there are some concerning things as parents being taught as ninth graders that these teachers are very aware of the heavy topics that they'll be teaching these children are they prepared for it um and so the president saying addressing that there's we're back to two genders biologically and um so that was just
048about the ethnic study something to consider I hope you guys are considering that because there are parents who are watching that closely um and then also I mean I guess should I just go to my next one I'm done about that well we can start your time over for the second topic thank you um I just wanted to bring to attention that um when I I will have an incoming eighth grader next year and so I took a peek at the or not a peak I reviewed the e8th grade sexed curriculum and there are pages and pages and pages of gender an identity in there will you guys be also reviewing your sex ed curriculum there's a page in there asking the students to write down the address of their local abortion clinic and I

050and the r UHS bathrooms last week that were videoed by other students women by girls in there there's no reason for any boys to be in women's spaces everything that we're all about should be training up our daughters and girls for women's rights they shouldn't be stripped of those private spaces I highly doubt that any of you men up there would have the nerve to walk into a bathroom when my daughter is using it any girl and these are the these are things that have been going on for far too long if a student wants to use a gender no they need to use a gender neutral B bathroom we need to make some changes to protect these girls so that Lon County those kinds of things never happens I just came from a School

055the Children's Hospital Hospital of Los Angeles it'll be Thursday March 18th from 9: to 4: so information will be coming out about that to sign up shortly um I wanted to introduce Wendy from our high school um we're highlighting our UHS and their PTSA good evening president Flynn board members superintendent Dr Wesley and cabinet members my name is Wendy venzant and I'm the current Orondo excuse me Redondo Union High School PTSA president everyone might know that PTSA or PTA is for parents and teachers but the S is in PTSA stands for students and I'm here tonight to highlight some of our high school programs that feature our students in fact I brought a few with me um that they're going to briefly relay kind of their experiences being part of our programs but first let
056me explain those programs we kicked off our year with a brand new program called trunker treat um we invited students their families R UHS clubs to decorate vehicles and hand out treats to our community we had 20 trunk participants this year spending a Saturday voluntarily passing out trunk treats to all ages our attendees voted for their favorite Trunks and we were able to give the top three families gift cards donated by our community and the top three clubs monetary grants in fact the students I brought tonight were part of a club that won $150 grant for coming in second place next we had Seahawk Marketplace in December where we featured items made by R UHS student creators entrepreneurs and R UHS clubs we had 38 booths that day and we were able to bring um
057offer our students who signed up in advance a financial and marketing workshop with free pizza after school one day now it's with my honor come on up to introduce the r UHS culinary arts teacher Chef Christina Martin her student Sophia Hernandez and Kiana Rizzo of the ruhs FCCLA fresh off the regional win congratulations so you can kind of explain some of your experiences hi my name is Sophia herandez and I thanks to the PTSA um me and my members a part of the club we were able to participate in the ccla region qualifiers and win first place due to letting to the wonderful experience we were able to win Awards and scholarships and create a new Avenue in our lives thank you um f FCCLA stands for family career Community leaders of America and it's

061much quicker with these funds rather than getting in line behind everyone else so thank you for putting all that together um and thank you to the community for supporting measure s and giving us these funds so we can do things like replace roofs is this the total project because in the past we've seen two different this just labor this is just labor okay yes good question um you will see a total package for the materials for this Burl project and then eight other School site riffing projects all so all at one all at once yep so the 77,000 is the labor only labor only and only for Burl and only for Burl for one roof the reason One Roof just just for that one section and the reason is because this is the only project

072our teachers here who wrote the proposed courses we have Miss Kip and we have Miss Molina and Mr takui who we've already heard from tonight as well uh the first course we're going to discuss is English 11 Gothic literature and science fiction this course will focus on analyzing genre characteristics history and social and cultural influences in studying science fiction students will explore debatable philosophical and ideological assumptions about what it means to be human English 11 American voices aims to educ ate students to explore how texts are reflections of and responses to the time period in which they're written and how these ideas have shaped contemporary Society this course is aligned to the California Department of Education ethnic studies model curriculum and will fulfill both the English 11 and ethnic studies graduation requirement next we have
073English 11 literature in the environment this course explores the relationships between people and the environment in American fiction poetry and non-fiction from the colonial period to today students will explore how individuals have connected with nature for inspiration and Retreat as well as literature's insights into issues of environmental justice and sustainability and finally we have American Sign Language 1 this is an introductory course focusing on beginning conversational skills basic ASL grammar vocabulary sign production verb study and culture will be taught and the emphasis is on natural language acquisition approach to language education with development of beginning skills and that concludes uh the courses tonight anybody have any comments or questions one of the things to highlight is we talked earlier about the ethnic studies requirement having other classes you could meet so this American voic is
074that's one of those classes you could take at a higher grade if you did not take ethnic studies as a freshman that's correct yes sir excellent uh one question I had for the the 11th and 12th grade and just in general is we have AP um language and AP Lit um is there a reason we don't offer just kind of a nonap not watered down version of those classes but something um you know not quite as rigorous for for students who might be interested an honors version of those or something similar thank you very much for that question so it's been a consistent choice and offering for a while that in the freshman and sophomore year we have those honors classes to really push them and get them ready for the AP at the Junior
075and senior level um and we've had great success with the AP rates and the passing rates for that so they do get the extra boosts in their GPA and the college credit at the same time the freshman and sophomore year is prepping them for those AP courses do we find with these more varied classes for 11th and 12th grade it's more engaging for the students then so instead of just a basic English 11 or English 12 class by having these you know more interesting topics that kind of appeal to different students they they were more engaged in those classes then yes so what what I hear from the teachers and I hope I'm representing you guys correctly is that it's it's more interesting for students to learn from a lens they're interesting in the state
076standards and these will speak to them and hopefully they will be very excited to take them okay excent and kind of what what drives the adoption of some of these classes so is it student demand you know is there student interested in some of these topics is it teachers that are passionate about it um kind of what how how do these new classes get offered I love that we're having new options I'm just curious how they get formed um so I'm assuming probably some students express some interest and of course the teachers are really passionate about this subject as well not sure if you guys want to jump in and add anything else I would love to get the teachers's perspective if that's if that's okay they do love it love Cho I'm excited it
077and students are also very excited I'm not sure are they able to hear at home if she doesn't if you don't get up if you're not if you don't get up and use the microphone nobody at home can hear you sorry yes I I have two of my film crit students sitting in the front so and they're nodding their heads so um it is a it's an interest that students have expressed so we do have a lot of stem kids who's going to be literary bound because taking a science fiction course and then also kids who are very artsy um they love Gothic architecture gothic music um just Gothic films horror films I mean there's an Resurgence of horror films NOS Fado just came out just recently and so yeah they're excited to read uh
078literary Works a different medium so I'm excited teaching it and so are the students yeah yeah uh I also helped with the gothic um studies class I had zaale and mink last year um but also for the um one of our really popular science classes is the AP um environmental science class so offering the um environmental literature um would also coincide really nicely with that um that course as well um most kids take it as the Apes class the environmental science as Juniors but they can also take it as seniors so that would that's also a really nice marriage that we see um and then um we have lot of students that really do enjoy the Multicultural multi-ethnic studies that um that we we currently offer um in the 11th grade courses and so the
079American voices was a marriage of those two classes so kids who really enjoy the different perspective and um and the mult multi-ethnic Multicultural groups um also have that option too so it's a really nice way to to Branch out and give students more choice and more option um but still maintaining the same standards across the board so we'll all be doing the same Benchmark Style essays that we've talked about previously but um in different genres yeah I just wanted to piggyback on that you might be asking why are we taking away Multicultural literature and Cat Kai and it was really difficult to explain to students and also to ourselves like what is the difference between these two courses right because they sounded very similar and so we basically we revamped and to combine both of
080those into American voices and then uh we offered these other two options uh to just increase student choice at the 11th grade level and just to provide a historical context having been the Principal in 2012 when we moved to genre based courses um at that time there was the only offerings were um English 9 10 11 12 and um in getting together with the English Department um this the staff decided that starting in 11th and 12th they would create the genre based courses to draw more students in um based on their interests give them Choice um and we've just seen a lot of students excited about choosing these different courses and having exposure to um content that interests them so that's been the history at Rondo and something that the school's been proud of and
081I great image that was in your presentation earlier sorry I didn't mean to interrupt you Dr aled that I think would be helpful to look at because it shows all the English Pathways with these new courses because I want to clarify students do have a choice to either take the AP class or any of those three engl of these three proposed English classes to clarify okay sorry Dr go ahead I just wanted to add that um the AP courses are very rigorous and um there are many students who take many AP courses who choose not to take the AP pathway in the English Department at R UHS my son was one of them in my class he took he was in yes he was in your class and you know he took nine AP classes
082at the High high school so it's these classes are very rigorous and he was as challenged in his English option courses at R UHS as he was in any of the other Department's AP courses so I just want to throw in a big shout out as a former parent um to the pathway well I want to do a shout out as a current parent that my child is in the ethnic studies class she's a science and math-m minded student but she came home unprompted in said ethnic studies was her favorite class and a lot of it had to do with the reading that they were doing in that class again one class one opinion but it was yeah one opinion but it was great to hear as a parent um just for point of clarification
083AP seminar is not an English class you said what do it count as it's an it's an elective oh so it's an AP elective you can take for two years not satisfying an English credit okay and we have lots of choices it looks like in 12th grade um even more so when you get to be the senior for the four years of English and just as a reminder the 11th graders are the ones that take the ELA Casp so that's why there's more options as seniors you know to make sure we hit those standards okay um the 11th grade those these classes I read them and I was an English major there was a whole lot of thought and a whole lot of work that went into these classes and I definitely appreciate that and
084I just um know that in these times that we're in that we're going to adhere to our academic neutrality when we teach these very challenging and difficult courses and I appreciate the kind of effort that that's going to take in order to have these kids develop their own thoughts and um opinions about these very important issues so I know it's a lot for your team to take on and I just appreciate that you will always maintain that neutrality so that the kids will really find their own voices in this and I actually thought that some of those the gothic literature class sounds more like an honors class to me because there were some really um fun things that were in there so I I I appreciate that does anyone have any thoughts yeah yeah um
085so this is kind of my my love is literature and especially at this level and I was so impressed with these courses and jealous I would have wanted to take them and um they look like college courses um and a lot of the material is um it almost made me stop and go okay is this appropriate or not because Clockwork Orange for example that's a lot um but I do trust that you know your students and you know how to teach these and I don't want to make his head grow too much but I also had a child in Mr takasu class um um who swears that that's why she's the best writer she is um but you know there were some things in here and what Miss Flynn just said about um the academic
086integrity and teaching it um there were some key terms that I think we have to be careful about how they're presented and I would just ask that it's a group concerted effort e on how to teach um these different topics and I I'm thrilled that the kids would have these choices um and that's why I was asking if there were other AP options because some AP kids are going to want to take these classes um so it's it's too bad though that they can't that that you know as an AP kid you're going to have to choose um so maybe sometime that'll be where we expand yeah may I politely interrupt um I do teach film criticism and theory and I've had students in the past take my film class and AP concurrently um so
087it's really nice to see kids yeah they want to have the AP credit but they also want to take a class that they will know after high school they would pursue a career in that field so it has happened before so the American voices class is another way to satisfy the ethnic studies requirement and a as is a history class that you can take AP African-American history which I have a kid in who loves if you like that as well okay and Gothic Gothic literature does not satisfy ethnic studies no would it it seemed to me that a lot of the terms in the um the readings were similar yes there's there's there's elements of it because I think uh expanding our understanding of Gothic literature and that it doesn't exist only within England I
088I think as part of some of the the newer criticism and what what Miss Molina has brought to it but to fulfill the requirements for an ethnic studies class there's a lot of other things that has to go into it yeah so half a million dollars where does that is that a one time is that an annual there's no description here annual um well it's it's split funded and it depends sometimes there might be some licenses um that you'd have to do every year sometimes it's a onetime purchase for the book so um we're going to be working together to find out exactly how much of each book sets we need and all those pieces it's just a not too exceeding amount when you say split fund part of it comes from learning recovery block
089rent how much is coming to that out of that half a million we haven't quoted all of it yet but we will so I I I'm going to chime in since I was working with Dr Garland on this I love it when you chime in at this well because it's a new course so she hasn't been here for our process of new courses once we do the ordering and ultimately when the board adopts a new course it just authorizes the school to list it as a choice for students so we don't yet know how many students will be signing up up to take each course and so that dollar amount for what it's going to cost us is really going to be dependent on what the enrollment is for this coming year and then in
090a year from now they may have more students and then we will purchase more materials so this really was kind of our best estimate um based on what we think no it was based on what we believe for next year to get these courses going and then on an ongoing basis of course there will be a cost but we but that's true for every course we offer at the school and the learning recovery block grant runs out when 2027 okay so after that point it's all general fund so we're committing dollars to come out of a general fund I'm wondering what do we taking away if we're using funds we take we set aside uh about half a million dollarss a year um to instructional material purchases on the general fund side but that's yeah
091it's not a half a million dollars for instructional materials is it yes okay so we don't have any cost allocation for the cost of actually holding the course and salaries no because we don't we aren't look those would replace other courses that are so we are we're giving something up but putting in something new master schedule development yep okay and obviously they will only courses will only run if we have enough kids that are interested because I know we've approved some other classes that may not have actually ever taken place yes and then just as a point of clarification we'll know when there what these things are replacing you mentioned it's going to be it's Multicultural lit and what was the other one I can't remember CR cat Kai critical approaches to current issues critical
092approaches to current issues so those classes wouldn't be offered these would be in their place and and we did our best when we could to work with the tech that we already had sure when when it was possible yeah so specific courses are going away with the implementation of these and is that because we kind of went through this with English that when we take things away that some parents maybe were expecting to see based on an older sibling or something that they get caught off guard by that even though it's in English the planning is actually a little bit more direct because it's a four-year requirement so let's imagine you have 35 students in a class you have 700 students at a grade level you're going to offer 20 sections of English at the
09311th grade just a math problem of some mix and of some some mix and so what that mix is is based on student signups and will this go into effect next year this that's the plan yes okay and so again the courses that won't be offered anymore or that are being in ated in somehow those are which ones again just so we're cleared on because we we got caught off guard when we didn't declare that so we we are combining critical approaches to current issues and Multicultural literature into the American voices so if a student if a parent comes back and says I child I want them in Multicultural literature great that is currently now changed to American voice so two courses are being combined into one and two additional courses that are outside of
094an ethnic studies spent that are are as options so we're giving more op options I'm more concerned just want to be clear on the ones that are exactly they're essentially going away whether they're just being taken away or they're being integrated into something else we want to be transparent about that so yes and nothing was taken out of 12th grade offers everything else is the same okay do we expect the need to hire new teachers for any of these classes and based on the level of interest from our English Department I'm guessing not on the English side but for ASL do we have someone who can teach that already ASL maybe okay yeah but uh for the English classes no excellent yeah it seem seems like there's a little bit of passion there which is
095great I love to see that I love giving our students uh more options um going back to classes being removed so in board policy 6143 courses of study it states the governing board shall approve all new course offerings including elective courses in grades 7 through 12 something the board may want to consider in the future is if we want to add uh language around when approving cours is being removed as well just to avoid any confusion but I think I was going to add that same thing cuz we actually added that Clause when we had an issue prior where a course was added without any knowledge well limited knowledge so um and you mentioned ASL has been kind of Brewing that was originated we've wanted American sign language since as long as I've been around
096here so I'm looking at all these seniors thinking darn I couldn't have taken that as my language but that was a survey like number one on the survey that part of our strategic plan goal we surveyed these students and that was their number one ask and so again um upon approval we will make an attempt to hire someone I mean there's hopefully we'll find someone who's able to do it and move forward with that class next year and that would fulfill your foreign language requirements so I guess we would be looking toward ASL 2 three yep yeah two years of it the first and fully supporting ASL because it we have a severe shortage of teachers that can work with dhh that need a ASL and it's just not out there so this is great

107and she came tonight to and has provided this documentation showing that there was a finding made that Mr strutzenberg violated the brown act in his role as the SoCal Rock representative it's my understanding that as a board we have appointed or we have positioned or placed Mr strutzenberg at SoCal Rock and so I wanted just to bring this so that we can address as a board what if anything um we want to do about it and how to respond to um Marie as she's come and told us about her her complaints so that's that's why it's being brought and I wanted it to be open for discussion so we can decide so um boy we to begin with this one um there have been four meetings of the SoCal Rock board since this report came
108out the only action that that board has taken has been to place an agenda item for Clos session at the next regular board meeting for an independent legal review of the report because there have been multiple findings with that report of deficiencies and I'll start with the fact that a brown act violation cannot be determined by an investigator or even an attorney only a court can do that the report itself violated board policy um we can go through all of those if You' like it would be unusual for this board to take any kind of action preempting an independent board because under the jpa the SoCal Rock board is a completely independent board and under the governance Manual of the SoCal Rock when any jpa board member is sitting on the dis of the SoCal
109Rock they are representing the students of SoCal Rock they are not representing their districts uh this is something we talked about as we went through that because we we did not want I mean we're always aware of individual District needs and so forth and and um and circumstances things that may be done at one District that could be useful things like that those come up but in it's very clear it's repeated twice in the governor's manual that when we were sitting on the dis at SoCal Rock we are only there as SoCal Rock um and for this board to even agendize something like this seems like they're trying to preempt an independent board and it's in the jpa documents I can read it out that it is a completely independent board and as I've said
110when we're serving on that board we are serving the SoCal Rock and not representing our individual um districts so it violated board policy the fact that this was even done under a UCP utilization of the UCP regarding the brown act violates board policy 131 12.3 specifically delineates the only where that board policy delineates the only subject matter of complaints for which the UCP shall be utilized are quote uniform complaint P procedures shall be used only and it goes on and lists those specific ones and as a as a summary that this policy correctly does not include application of UCP to the matters of the brown act the report also falsely states that in quote because the ROC has no specific complaint procedure to allege violations of California's open meeting law the Ralph and brown act
111end quote is false board policy 9323 point2 specifically and in alignment with California law addresses how complaints of the brown act are to be addressed and the report fails to even mention this critical policy uh the fort as I mentioned earlier that um a investigator or an attorney can't make any kind of a determination they can have findings they can uh give an opinion but the report falsely asserts that some kind of ruling on the brown act has been made by utilizing language such as accordingly the allegation of the Ralph and brown Act was violated as sustained you just that can't be done unless it's in a court um such determination of the brown act compliance or violation is strictly the exclusive domain of the courts while a law firm or so-called investigator May provide
112opinions of law for reference an actual determination is completely outside of their purview uh the report incorrectly confuses board members and employees in multiple instances uh board members are not employees that are not subject to employee rights or restrictions they're completely different in referencing the case of baka B Mareno Valley Unified School District the board falsely attempts to extend a rule ruling specifically regarding only employees to apply to board members it is along held that board members are not employees and are not subject to and and are subject to completely different laws and standards no court has applied Baka to board members it just hasn't been done the report is in conflict with board policy 9323 which specifically identifies that the public hman that shall not be prohibited as quote the board shall not prohibit
113public critic criticism of its it policies procedures programs Services Acts or omissions that's from government code 5495 4.3 in addition the board may not prohibit public critic criticism of so uh rooc employees which clearly references only the board as a body it doesn't reference anything to individual board members no court case ever has the report asserts there is aity of case law specifically addressing the jurisdictional argument regarding the right of a member of the public to comment during public comment on the conduct of a trustee and in fact it provides no such case law not only is there aity there is none none referenced in in this report and I could find none uh other than that's that false attempt to extend Baka to board members which a an attorney can try to do but
114has no uh purview or authority to do so it's simply an extended opinion the report completely fails to reference a long-held opinion issued by the Cali californ attorney general in ag 95311 which makes an exhaustive analysis of applicable federal and state law in this area along with the brown act and succinctly States quote in some we conclude that the legislative body of a local agency May prohibit members of the public who speak during the time permitted on the agenda for public expression from commenting on matters that are not within the subject matter jurisdiction of the legis legislative body uh further in foot note it stated specifically um more details with that you can review that that's 95- 311 long held the report also fails to reference a recent court approved settlement agreement between two plists
115asserting that their right to speak at board meeting of the Tula Valley Unified School District had been violated by the board president so it's a similar kind of case specifically written into this court approved agreement under item four is quote however nothing nothing in this stipulated settlement shall prevent defendant kroski or any subsequently elected board president or their design from determining that an individual is disrupting the meeting by speaking on an issue that is not within the subject matter jurisdiction of the board during the time for non-agenda public comment specifically calls that out so enshrined and supported is this topic denoted within the brown act because that's stems from the brown act a subject matter of jurisdiction even the American civil liberties Union the ACLU foundation and the foundation of Southern California I'm sorry the
116American Civil Liberty civil liberty Union Foundation of Southern California and the First Amendment Coalition both were plaintiffs for or attorneys for the plaintiffs in this case upheld its protection as a right of the president the ACL ACLU agreed the First Amendment Coalition agreed that that was to remain in place it is long held that the board president is authorized to make such determination as to the appropri of subject matter to be heard not only as recently supported above under that case uh that Court approved settlement but as specifically delineated in board policy 9323 where under item six and I quote the board president May rule on the approprate appropriateness of a topic and that's to deal with what a member of the public speaking is that policy from SoCal rock it these are all SoCal
117rock yeah that's what applies to SoCal Rock they may defer and I haven't done a side by side compar they may confer defer with rbsd but that's you know NE know neither here nor there it is under SoCal rock where this was a um all taking place even if the UCP University complaint process procedure were allowed to be applied to the brown act which it is not under board policy the brown Act were to be applied to the brown act the report violates a mandated requirement of 131 12.3 under step three where the investigation of the pl complaint quote the compliance officer also shall collect all documents and interview all Witnesses with information pertinent to the complaint noting in this report that's been uh alleged only four Witnesses were referenced as interviewed and only two
118actually incorporated into that report when there were well over 10 Witnesses present all of which were relevant to the complaint so correcting the above falsehoods and errors of the report is a Paramount importance to the entire Board of SoCal rock as under 54 959 of the brown act where it stipulates quote each member of a legislative body who attends a meeting of that legislative body where action is taken in violation of any provision of this chapter and where the member intends to deprive the public of information which is what this is alleged to have been done to which the member knows or has reason to know the public is entitled under this chapter is guilty of a misdemeanor so this is an assault on the entire Board of SoCal Rock by this board I don't
119by whose board by this board if you know even bringing this forward as a discussion item there is no action item bringing it forward as a discussion item is not an attack one but even having the discussion out you're stepping on the the ground of another board so at present the items that eliminated are limited to matters of law there is a preponderance of misrepresent misrepresentations falses and irrelevant material provided in the report that must be appropriately corrected as well so in summary the report violates board policies attempts to circumvent law falsely interprets Court findings and fails to address critical references on the subject matter of an alleged Brown act violation furthermore the SoCal Rock violated the California public records act in refusing multiple requests for a copy of the reference complaint even after SoCal
120Rock Council stipulated that it said complaint was in fact a public record there's a lot going on here and that's why it's been agendized now as a close session item for an independent legal review at the SoCal Rock and that'll um that'll come up at a a future board meeting there so anything here is going to be seen as an attempt to preempt the authority of the SoCal Rock board to take whatever action they find is necessary so I think and overall I say everything I found that as much as you might think there was there has been no establishment of a brown act violation in fact everything that's been found here and presented says it was not I just have a point of clarification I will let you talk and everyone else have a
121chance to just serving as board president are you saying that the board president has the right to restrict speech in public comment Absol absolutely okay well we've been on the board together for four years and been through a lot of brown act training I just that is something that I well it's written specifically into the brown act the subject matter jurisdiction the subject matter jurisdiction and it is up to the board president to make that determination that is written into board policy okay I just seem toall in the last four years there have been times when there have been difficult public comments that we've had to hear and I think you are the one pointing out that we needed to make sure everybody got their three minutes and uh but now I'm hearing that what
122you're saying is that the person serving as president has the discretion to say that's not an appropriate comment yeah I don't recall no that's fine I just I mean it just is not what I had ever been trained in the brown act as far as and it's fair to say that different people may interpret their role differently I mean there's been times you we had the gentleman speak here one night or a couple different nights about some far out medical stuff that it easily could have been determined that that was not that was not under the subject matter jurisdiction of this board and one of the basic litmus test litmus test for that is that I use as I'm reviewing this I was very aware of this um is this something we would ever agendize
123if it's subject matter perview of the board could I ever see this being agend eyes and I think about that so your your discretion as board president absolutely may be different from mine but it is and as supported by the ACLU even it is the discretion of the board president and that is not only written in the board by the board policy but it's also clearly supported by you know even if the if if the ACL you supports it that's a pretty strong indicator along with the other entity that were uh attorneys for the plaintiffs sorry I just wanted to ask question questions are good um so I mean one of the reasons I think we're talking about this here as part of this board is because you are our representative at SoCal Rock I
124when I'm acting on the dis I am not true but but you were appointed here and so the reason this investigation was launched independently by this third party law form is because um you know at least from from Reading between the lines here there was a fear of retaliation and when you look through you know this is now a public document that's available but okay I would caution you on taking any from that anything from that document until the board has ACT the SoCal Rock has acted on it because at this point it is not viable so we're not talking about taking action we're talking about the report itself which has been made public and there's there's some statements in here things like but why are you using that what are you trying to make
125make a point well trying to understand a representation so the representation is spelled out in the board governance Manual of SoCal Rock so do you intend to step down from ccal Rock as a result of this incident absolutely not there's been no reason to step down well I mean that's what this report is about though witness number one reflected on the interaction between Mr strutzenberg and Miss PB but again you're going to report that is challenged and is going to be subject to Independent legal review but you're the one challenging it do you see where that's kind of a conf just a bit if you wish to circumvent that board I I'm not going to be able to stop you it is an independent board according to the jpa and and I'm not suggesting any
126action for them I'm just trying to understand you know based on some of the the statements in here witness number one reflected on the interaction between Mr strutz and mg Miss PB I will say I was very shocked by the interaction I think his response of not allowing her to speak and being very quick to cut her off in what she wanted to share and talk about as well as asking for a microphone to be turned off i f very bad for her she wanted to have her time and not being allowed to be heard was very difficult the way she was treated regardless of agreement or disagreement was very uncomfortable to sit through whitness too stated when I watched and heard the interaction between President strutzenberg and the Community member I felt a bit
127terrified it was a terrifying moment coming from the board president it was terrifying the way president stutzer Burke interrupted the speaker at the podium and then when they go through the findings allegation one SoCal Rock board president rol strutzenberg interrupted and stopped Miss Marie pbau from speaking at the regularly scheduled board meeting October 17th 2010 24 during the public comment section of the board agenda a Mr strutzenberg acted like a bully when he shut down Mr peterb from speaking and B Mr strutzenberg is a board member in the Rond Beach Unified School District where Miss petb is a resident and he did not want to hear Mr peterb speak out against him at the SoCal Rock board meeting finding one sustained now you've talked about how um this isn't a court um so you know
128some of that language may not make sense necessarily but but this type of represent you know obviously when you're there you represent SoCal Rock but you're still appointed from RB of represent us so all very celicious I'm sure you're enjoying reading that out you've been declared as you you know you oppose me on so many things that's fine it's very exciting to do that but it has no meaning you you say that it has no meaning but I've read from the law these are opinions and that's it and it's up to the board if the board would have seen something any board member could have made a point wait a minute SoCal rock yeah all I'm talking about SoCal rockboard this board has no purview over SoCal rockboard um no board member took any action
129not only that evening but in any of the four board meetings that have happened since other than to place it on close session item for an independent legal review in fact one of the board board members right after this happened passed me a note said yikes in capital letters exclamation exclamation exclamation you handled that really well that's what the board thought of it I won't go into the other things that were said afterwards it wouldn't be appropriate so you've got two supposed Witnesses here out of how many people were in the room and the board took no action was that ever on the agenda for the board to take action it's been placed on agenda now but no no one ever requested to place it on agenda and within four board meetings easily that could
130have happened so why why it is on the agenda it's been determined by the board to add it to the agenda of the next meeting why why now then because your point is that it wasn't placed on and and now well you put it on the agenda that's the why now oh this agenda I thought you were saying it's going to be on the SoCal Rock agenda at your next meeting right it is because this was put on here because what's what's because I guess I'm getting confused on which agenda item you said it's agendized for a soal rock a future SoCal Rock board meeting and that is their purview yes and is that she's asking why is it now if it wasn't the several meetings before it came up during a discussion on on
131the annual review of the attorneys representing SoCal rock that there were multiple findings that the attorneys missed got wrong violated board policy um I don't know that any of that was intentional I wouldn't say that it was uh but it's concerning if so many things are just completely missed by legal council so that's how it came up so does SoCal Rock board fall under the brown act absolutely okay yeah even our um 6178 committee falls under the brown act okay and then the report that Mr Elder was reading from her referring to who this is from attorneys who hired these attorneys that is legal counsel for SoCal Rock liberan Associates is legal counsil no they're not attorneys okay they're the investigator they're they're some kind of investigator okay which has no experience in the brown
132act okay none but this Margaret chidester and that's an attorney that was hired by retain Council to SoCal Rock retained counsel to SoCal Rock I wrote the RFP so I understand it very well we have two we have BBK and we have triester and the retained Council for So Cal Rock was asked by who to provide this investigation the superintendent so if you're saying the superintendant violated the board policy I guess that would be the first step and then the retain Council carried that out in violation of board policy can well so the superintend you're you're telling us that I want make sure I understand that the superintendent of SoCal Rock independently asked Council to prepare or to investigate and prepare a report but that the board at so-call Rock had nothing to do with
133this correct and the superintendent did so in violation of our board policy well that's what you're saying but nobody's found that yet it it's just the way the board policy's written okay I appreciate that a lot lot of times though you say things are violated or things are done so I just want to be really clear there's no finding that that that board policy was violated although you believe it has been I've quoted the law and board policies I haven't given any opinion I've just simply quoted the law and said these are the various aspects and things that were all missed by the retained Council who so help it it's on the agenda as a discussion item or an action item for SoCal Rock closed session closed session how does it get to be closed
134session there's been a threat of legal action and that's um Miss Peter B I can't disclose that I will say it was not me and I know that Miss Peter BAU when she comes to us she continues to request a um an apology I assume you have not apologized to her there's been nothing to apologize for okay so she's not going to get that apology there's been nothing to there has not been a violation of the brown act that's what she's asking for an apology for well well I understand that but the the these attorneys did find a violation of the brown act but they can't do that whether they can or they can't they they in their opinion have said there was a violation of the brown act and I guess what I'm trying

145that discussion and will we determine you're the best person to represent us on that that particular board because our students take classes there okay I what's your question well I don't I don't think it has to be a question per se although if he has a question sure I it's part of the you might jump in so I think what Mr chose might be trying to ask here so in the investigation report it says Mr Stenberg stated he did not recall nor does he know Maria peterb who spoke during the comments from the public time of the board agenda so at the time of the investigation um you did not know is that what you're saying I have never met this person but do you know who she is do I know who she is
146well at the time of this no I have I seen her maybe when she's come to speak do I know her absolutely not but hadn't she already come and spoken to us before this happened at SoCal Rock tell me if I'm wrong but hadn't she come and spoken to us about her issues with you before she came to the So-Cal Rock board so you essentially knew what she was going to say I didn't know what she was going to say well that goes to the next part of the report where it says it does not stand a reason that a board president would stop a Community member from speaking if he or she did not know the person or have at a minimum an idea of what the Community member said or was going to
147say so cutting her off before she said something inappropriate seems like you would have had to have known what she was going to say because I only I only asked her after she started if she had anything under the subject subject matter subject matter jurisdiction of the the the SoCal Rock what she say I you'd have to go back to the transcript for that I don't want toot so it sounds like in this discussion we're just going to go round and round in circles because um I don't agree that the brown act allows you to restrict speech the AC allu does okay but what the law of the Ralph m brown act but regardless um you know I don't know how we're going to come to a resolution in this discussion we'll have to agree
148to disagree in terms of that I don't know why an a simple apology wouldn't have made the whole thing go away but you're entitled to have your opinion on the the correctness of the report or whatnot so unless anybody else on the board has stuff they want to say about this I don't know why we would continue to keep talking about this sounds like it's in the purview of SoCal Rock and their board and not ours unless I'm wrong so yeah I'll sum it up with I acted in accordance with the brown act and in accordance with the board policy of SoCal Rock the 95311 and ACLU supports that okay so and there is no and also the Attorney General supports that and there's no finding at all any kind of legal precedence that I
149was not following the brown act or in this case board policy as well so and I'll stand behind that so um as a closing remark on on all this and everybody can say what they want to say to end um like Mr strutzenberg did I um I I disagree I respect fully disagree I understand you believe this law does not apply for whatever reasons um the ACLU to me that's not the um you know they're not the ultimate deci either but I believe that it was a brown act violation I believe that had that happened here we would have taken it extremely serious because it has always been our approach to allow people to say whatever they need to say um and we've all sat through through a lot of speakers who were not speaking
150about anything that I would say was in our subject matter jurisdiction but we allow people to be heard and that as a board that is our strength um and um I would have liked to see you resolve this with with Mrs pter I always say your name wrong I would have to that was declined um but I wish that as as Mr Cho said that you had reached out to her that you had resolved it in a way that we could have put this past us instead of having her come um four times and now we're we've had to hear that and hear that and hear that and then it ends with today so I just think it could have been easily resolved anyone else have anything they want to say okay let's move on
151to board members reports do you want to go first Mr St sure okay uh I was able to attend at least the first part of the CTE the board policy 6178 committee uh late last week and was just amazed at how far that has come there were 16 people there representing all kinds of different aspects of things it's been I think a truly helpful thing to have that committee um I'm disappointed that it had to be held over the heads as law that we had to do it that board policy was adopted in February of 2019 and the board subsequently took no action at all to create that committee even though it was mandated by that policy um but it's in place now love the things they're doing it's a open discussion some work there
152to do to get them in compliance with the brown act but that can be done um so great news on that front that you know especially as part of CTE month this month the tremendous progress we made I think I mentioned last time that for the first time in over a decade the SoCal rock is projected to be in the black and not be operating at a what was a significant significant deficit spending our deficit spending was close to half of the annual budget and it was just we only projected to have three years left and the the center would have been out of money so tremendous progress there as well um CTE overall Although our enrollment for rbusd is down uh I would remind the board I've reminded the superintendent uh last December said
153we are overdue for an annual requirement of Education Code 52304 point1 where the governing board of each School District maintaining a high school shall annually review and assess the partition of people in grades 11 and 12 in Regional occupational centers and programs the governing board shall prepare an annual plan to increase the participation of these pupils we have not done that it was we had done it in uh October of 23 and October of 22 did not do it last year we have declining enrollment now uh these are public hearings governing board shall conduct public hearings for purposes of reviewing the participation of these pupils and for the adoption of the plan required under this section so would encourage again the board to take action on this and set it on the agenda as required
154by law it is an annual requirement we are now out of compliance and violating the law on that for five months four months um we want to keep that moving forward so that's it I'll end there Mr Elder uh so on the legislative side there's a city council item tonight l. one on Commercial cannabis retail operations the city potentially uh I know a lot of parents have been interested in that one I don't know if it's already passed or if they've already had that discussion or not but just to throw that out there for anyone who's still interested on the federal legislative side the things are very unknown right now um so stay tuned for more one of the things I really wanted to highlight though is we've had some amazing PTA events and other
155events had Chinese New Year Multicultural nights at Jefferson Adams uh the footsteps to Freedom event with Hardy Brown um these have been i' I've really enjoyed these events it's so great to see this Rich diversity in our community um and the strength that brings it's it's really you know great to see everyone coming together and celebrating our differences and embracing that together so I'm really happy we've been able to do that um are you ready night was fantastic I really love that we're able to Showcase that for all the incoming freshmen it's very exciting for them to be able to see that and then one of the things I went to was the a a excuse me Aerospace and aviation industry expert panel uh Dr Toronto put that together we've got a new class in
156Aeros space um I love that we're able to give these new options to our kids right here in our schools that really tied with a lot of strength our community has uh there was I think over 100 people in attendance at that event so there's clearly interest from our students um so really appreciate that and then the last thing is I will unfortunately not be able to make our March 11th meeting as I will be at a conference um many of you know I always come dress sharp um at out of respect for all of you here and and our students and community members today if I can say so myself I'm looking extra sharp this is called hanok and it's typically worn by a Korean man in traditional outfit on a for celebration and
157I'm wearing this to share with you as I shared in my last my previous board member report just highlighting um just little bits of how wonderful um this community is uh by having welcom and having many many uh diverse um cultures um thriving and and we as you know recently celebrated Luna New Year um this common misconception Chinese New Year it's actually celebr by celebrated by many countries so I didn't know exactly what that meant so I read my research one minute research on Google and came back with 17 countries uh China Vietnam South Korea North Korea Taiwan Singapore Malaysia Hong Kong maau Indonesia Thailand Philippines Mongolia brune La Cambodia Myanmar and they may be more because I only spend one minute of research um just you know it's just it's just and and they
158also describe uh different flavors that each cultures take uh of this particular uh uh day that comes on every year uh it just reminded me of how wonderful we are as different we may look to different things we may bring but together um we're so much better um in fact that was highlighted at Jeffers element schools uh multiculture night their theme was Festival of unity and that I thought was a a beautiful summation of what I'm trying to share with you tonight uh loved participating at Chinese New Year celebration at our high school um as um Mr Al mentioned I I I was blown away by what I learned in short time um with Mr Brown primary source being able to actually see and touch the material that he has collected over the years um
159and we had another diversity night at Adams Middle School just recently um it's not just a holiday we're we're talking here we we're talking about um the importance of um not only recognizing but celebrating what we do what we bring to the community together uh typical Korean dining table will have bowl of rice and whole bunch of side dises just imagine you don't have any of the SES you said a bowl of rice how boring that would be um it just really boring and it will be actually really bad for my uh um Health um that's just simple demonstrations why it is not only important to recognize but we celebrate one another because we are better together thank you wow I have to follow that um thank you for sharing that it really adds to
160our experience um I want to thank the PTA for bringing Hardy Brown to us um it was an amazing presentation and like Mr Cho said being able to touch objects and primary resources and look at the first um the first book on board policies for a school district and um all of that was um eye openening and he was an absolute Delight um I think we enjoyed his company um I thought art are you ready night was fantastic I don't see how anyone would not want to be at Redondo it's the best high school ever um and I had a niece there that um thought it was fantastic and really enjoyed the dances and the presentations that were made so thank you again to Mr Marvin Brown for for that we had two brown events
