002which it stands one nation under God indivisible with liberty and justice for all thank you you can do it okay this thank you very much we did not have a closed session this evening so there's nothing to report can I get a motion and second to approve the minutes of the September 24th regular Board of Education meeting so moved second all those in favor say I I any opposed all right we're ready for our reports to the board from Burl Heights Elementary School Jennifer freedlander thank you good evening board president Flynn members of the board Dr Wesley and executive leadership my name is Jennifer freedlander and I am the proud principal of burl Heights Elementary the gem of Rondo Beach so tonight I'm here with um some special guests as you can see in the
003front row to talk to you about one of the facets of our school which is our big buddies program hang on just one second okay so next slide please okay uh tonight's presentation will include a description of our program how it supports our social emotional learning its connections to our curriculum and then we'll later hear from some student voices next slide please uh so some Basics about our program now um buddy programs aren't new to schools however what sets Burl's big buddies program apart from other schools is that it's a very very special tradition that was started over four decades ago by um dedicated teachers at burl who found a need and filled it for their students uh the program what what other the the thing that the other things that make it special is
004that the program pairs up only a kindergartener and a fifth grader so it's no other grades which creates a really special bond and allows those grades to sort of look forward to what's going to be happening with their buddies um the teachers will pair up uh the beginning of the year they will collaborate and they will um rout September when they've figured out who their students are they know their students they will collaborate and pair up and decide who will make the perfect match and that is so special because it's not random at all it's really tailored to the needs of the kids um and it really creates an excitement between the students and the parents at Burl um and something they remember long after uh they leave the school um after they collaborate um
005they'll pair up the kids and the other thing that makes it special is that it's a weekly program so teachers carve out that dedic 20 to 30 minutes each week for kids to do activities together and get to know each other which is also different than some other schools because um if a student is absent if a student is sick they don't have to wait a month or months to see their buddy they are seeing their buddy in a timely manner and building that relationship was really special and often you will hear little uh the kindergarteners go home and say today was Buddy day or you'll hear the fifth grade students on the very very first day of school say when are we getting our buddies when are we getting our buddies so it's a
006really big deal at our school U next slide please uh some of the objectives of the program are um to improve our social social emotional learning piece which um aligns with our strategic plan of the district and our school goals and um students in both grades look forward to getting a buddy and growing that relationship and um the highlight of the week is Buddy class and it just really creates that sense of belonging and care and connectedness that we want to see in our district and our school um next slide please so what the research says about social emotional learning and the programs um that we provide is that um it helps those students build that confidence that they can gain from having being like in that Mentor mentorship program um especially for the fifth
007graders who work hard all week and have very academic uh rigorous standards that they are um working towards and it's a nice rest bit um something that they can just sort of emotionally recharge every week when they meet with their buddy and um it's just nice for them builds confidence between both grade levels next slide please um social emotional learning also promotes the development of skills such as goal setting problem solving self-management decision-making and self motivation and those all lead to um positively impacting student achievement and um some things um it could be that they're playing together if one student gets hurt they will bring that student up to the office I've often seen in the morning when they're having breakfast sometimes the little kindergarteners won't know where to go I'll see like a big
008kid Big Buddy taking them up to the kindergarten to take them to school um to the gate next slide okay some of the activities uh there are a lot of activities it runs the the gamut but um they're all tied to the curriculum um and what students are learning in class so one example you'll see a um one of the puppets that they made recently that tied to one of the kindergarten science standards which was learning about their five senses so uh the big kids um helped the students cut and color and glue and um they talked about their five senses and they made that puppet um some things uh they might read books it might be something simple like that might be playing outside learning those um fine and motor skills gross motor skills
009um one of the things they did was create a computer uh slideshow together they might write about their buddy getting to know them interviewing them so it's working all those pieces the speaking listening skills and it's just um developing um all their skills growing themselves socially emotionally and um toward the curriculum something else that um big buddies we do is that focusing on getting the kids together not just in buddy class so for instance we have a an assembly coming up and we're going to have the Kinder and the fifth grade go to that assembly together it's a social emotional assembly where they're going to dance and so we thought that would be a great way to pair them up and the highlight of the year is when they have their promotion ceremony so the
010little um kindergarteners come to the fifth grade promotion and they sing a song which I know is really special it's Unique to Burl um and then the fifth graders will go and sing a song at the kinder ceremony for when they promote it's really really endearing um and um before we go to this video um one parent actually commented and um emailed me and said quote can I tell you how awesome the Big Buddy program is best buddy B best buddy match ever made and then um she said that her student who is now in sixth grade still keeps in contact with the buddy that um is going to college at San Jose State so it's really lasted and um another student told me that their buddy they're they're in first grade and they still
011FaceTime their buddy who actually moved to Virginia so they do that a couple times a month so it's really really special um before we hear from our friends in the audience we have a quick uh short video for some student voices my name is Emma T and what I love my little buddy is that she's she's SM and nice and kind hi my name is and I like playing with my buddy I love being a buddy because I get to meet cuz I get to stay with this little Bella and he's great his name's Hunter would you like to go I like to go to legol land I do too it's fun yeah so you can see right there that um they make connections and they they find things that they like so right now

017can do hers okay um okay um welcome everyone who's still here and those parents who are walking out guess what we got number one in LA county for our nich ratings number five in California number 40 in the US OFA yay um and we did we did beat out all other South Bay Schools just have to share that you know we're excited about that so um and that is a reflection of a of team effort One support of the board thank you so much for all that you do and to all of our staff and families and students um this is a reflection of all of the hard work by every single person um this evening we are going to celebrate our libraries and um I did have an opportunity to send a my monthly
018message out and really want to take a moment to just share the experiences that our students have in our libraries um as well as honor our library media techs and our one credential library and and cast Jones at the high school um we did send a survey to our librarian and Library mediat techs and so we asked them some fun questions and the first question we asked is what are some of the favorite books that students like to check out and these were the top favorites um according to our library media tchs so you may recognize some of them those seem to be the hot books uh currently um just want to share just how beautiful our libraries are stocked with books activities technology um they really are warm place for students to go and
019engage with each other so here's there's toita I mean this the and thanks to our P to the to PTA who paid for that mural last year um just look at these inviting spaces and also a reflection of the hard work of the library of mediatech who's taken the time to decorate and maintain these libraries and that right there is so beautiful but yet is a representative of the effort and time and dedication that our Li library media techs have taken to make the environment warm and inviting and engaging um here's some more fun facts from our library media Texs they check out over 4,000 books a week wow that's a lot in our all of our elementary schools as you know our grade levels go to the libraries each week um they feature weekly
020themes there's a host a storytime host often times by our library mediat techs a battle of the books meetings are often held in our libraries and even games like bingo so a lot of fun activ activities here's some fun pictures of students in the library um the library is a safe space and here's a quote from one of our library mediat techs here from Madison the library is not only for checking out books and story time it's a safe space they can come to me for anything they need it's an open door policy I'm always willing to listen and to help when I can more books from more pictures fun pictures read alouds um as you can see here Studies have shown that listening to a story can help children develop attention and focus skills
021which can be useful in academic and social settings read alouds are the most impactful because they reach every student at our school and so this is occurs at our elementary libraries Again by our library media technicians more fun pictures of students being engaged in libraries here now um this is at our um at Bernie and another quote is a very important component for the transitional students and these are transition students St from um that are from Edison come over they have the opportunity to come into the schools learn skills and f a part of the culture there but it's also important for our elementary students to learn acceptance patience and understanding of those who are different from us I love watching them interact with each other so our transition students come over sometimes and volunteer
022in our school libraries more fun pictures um the libraries have challenges uh competitions I guess so to speak um you can see a few of them according to our library mini techs uh we try to find ways for those kids to get excited about the library they sometimes have a let's um let's read challenge where each kid gets a ring to add to a paper chain for every hour they read and that chain grows over time the class with the most hours gets a library book worm trophy that's another challenge out of school and when kids are excited about visiting Library they get more excited about reading um here's now our Middle School libraries um bigger spaces you'll see more students working on homework assignments doing quiet activities about a thousand students per week are
023going into our Middle School libraries um about 6,000 textbooks and Chromebooks are distributed 13 uh throughout the year and also PTSA Reflections spelling bees and Invention Convention host are are hosted in our libraries this is at Adams Middle School is Adams you can see you've been caught reading program is something can they do at Adams winners win a raffle sponsored by Scholastic dollars um that so they can get some items from the book fair this is Paris for those who haven't been in Paris and now our high school um also very engaging setting uh again Cass Jones is our credential librarian she hosts meetings regularly with our laary mediat techs uh students at the high school you'll find them working together studying together um we've had some great technology thanks to the RBF Grant last
024year that was this is on thanks to RBF and also um some of the furniture in this picture was um rbef as well um so as you can see kids study receive also programming listen to music and um Cass even shared that they have tiny desk series and has anyone heard of tiny desk series well apparently it's after um they the kids learned about it through a podcast but it's a tiny little band like a little band of students come to play musical it's like a little um concert by the desk so kids come in and do these M mini concerts um library in the library yes by the desk and they play um band student bands are invited and um add a volume that's a tiny like it's a slower volume but quartets or
025solos so that's hosted in the high school library liary uh classic rock cover band jazz bands yeah are playing um while the kids are in the library right so again um just wanted to thank our library media technicians our certificated librari and for making a huge difference and of course our teachers who expose our students to the libraries weekly join the journey thank you so much thank you okay I think we'll move on to the hearing section where members of the audience May address the board on any topic regardless of whether it's listed on the agenda however due to Brown act regulations the board cannot engage in public discussions on items not on the agenda topics not on the agenda which are brought to the board's attention may be investigated by the administration and a

032I'm the elementary director of for rbta I wanted to take a moment to express my sincere gratitude for the incredible work our teachers have done been doing um in support of our students as Educators we are constantly inspired by the resilience and eagerness to learn that uh that to learn that our students demonstrate every day it is a privilege to be a part of their journey and we couldn't do it without the dedicated efforts of of our entire School Community from the front office staff who greet our students with warmth and efficiency to the counselors special Educators Learning Center teachers psychologists who provide vital support for our students social emotional well-being our instructional assistants who provide much needed support to our students to Our IT department who does an amazing job at filtering and checking
033and giving us information when our children are using things that are inappropriate at home and whitewashing their Chromebooks when it's needed um each of and every one of us are plays a critical role in fostering and nurturing our nurturing um the experience of experiences of our learners teaching is undoubtedly a challenging profession but it is also immensely rewarding if the pandemic taught us nothing it has shown us just how much our students need their teachers and I am grateful for our unwavering commitment to their growth and development the connections we make with our students matter our contributions make a profound difference in the lives of our students let us continue to support one another celebrate our successes and never forget we make a difference thank you thank you so much do we have anyone from

036and full Frost who our our attorneys that we use on a almost daily basis for um all sorts of questions uh and upon reaching out to council F3 we were all sent an email saying that F3 has confirmed that they are not in and have not ever had an attorney client relationship with Mr strutzenberg um was that privilege to the board or is that public information it's it's there's no privilege to it there's no closed session um so with that I noticed okay very good I'm not done um so to me as a board member the issue goes further than that because whether or not Mr strutzenberg has a relationship had a relationship thinks he has a relationship the issue is that he failed to disclose that to us as board members and when the
037these items come before us for a vote we're entitled to have as much information as as needed to make these decisions and it wasn't until I questioned him last week that he finally told us why and that we were able to then pull it to do the investigation and find out if in fact what he was saying was true and according to our attorneys it is not true um so I would just like to remind the board as a whole that we need to be upfront with information if we pull items from the agenda and from voting and and to provide context and information that maybe would have changed my mind or would have changed someone else's mind but if you're the only one who has that information the rest of us can't act so
038I think it it hurts us as a board and I'm going to reiterate and ask that when something is pulled or you abstain that you provide the context and the information did you want to say something oh I each of those times when I voted no on it I did disclose that it was due to uh violation of attorney client purage and that was sufficient and at this point I'm recusing myself because there's a conflict of interest and I would ask when they did the query apparently they would have researched their records did they spell my name correctly because in the email it's not spelled correctly maybe that's why it was missed anyone I didn't give them the query did you miss nouth I didn't speak with them okay I I have no reason to
039believe that honestly Mr strutz and as an attorney these are serious issues and I don't see how the law firm itself knowing that they represent us as a board would take you on as a personal client do you have a contract signed with the attorneys I'm not going to answer any more questions on that it's it's gets into privilege well it doesn't that's not a privilege you like to say privilege but there's no legal Authority that that's a privilege whether or not you have a relationship with a law firm so what led you to believe you have a relationship a personal relationship with the board's Law Firm which you told us happened after you became a board member to me you have violated your duties to us as a board by taking on that kind
040of relationship if you did which luckily for you they're saying you didn't anything else do you have anything sorry uh unrelated but uh also a couple of Po items just some I wanted to highlight is the PVP USD teacher induction program um you know Dr Stephanie we spoke about this earlier but just to highlight something we improved in our last agenda but this is a great program we have it helps our new teachers get up and running very quickly it's one of the ways we can attract the best teachers around um and bring them to Rondo Beach and and help keep them there so you know that's that's a a big chunk of change but it is something I think it's very important to be able to support our new teachers um so wanted to
041highlight that item as well as the theatrical rights worldwide a PO this is for these new combo classes we can have between Adams and Paris because we have a block schedule between them and as well as this new Arts funding so it's great that we have that um you know we have theater at both schools now we have choir at both schools we have some some great new opportunities for our students and I love seeing new opportunities for our students I just wanted to thank everyone who made that possible um one correction I wanted to highlight the crown castle fiber it's listed uh twice um and it's listed for the same year but I believe that's for the 23 24 school year as well as the 2425 school year is that correct that is correct

043a pink theme this Thursday to Pro to promote breast cancer awareness the theater's production of Matilda is coming up soon as I mentioned last meeting the musical will be taking place October 17th to through 20th in the RS Auditorium and dates and times can all be found on the Aro Theater Arts Instagram our homecoming theme has been announced as there's no place like hoko as a reference to The Wizard of Oz quote there's no place like home our dance will take place on November 2nd at RS Rodondo girls volleyball are the 2024 classic Varsity classic Champions 20 teams battled in this tournament which took place last weekend but our Seahawks still took first place our girls tennis team which I'm a part of just came from the match actually beat Peninsula last week for the
044first time ever and an extremely close match where every game yeah yes it was amazing and today we played Costa so I I think we lost by like really close but like we've been losing to them for a lot so it's getting closer and closer every year so we'll get there we'll get there soon don't worry um and then I have yet to hear from two principles on who they elect as their young leaders and then I'll be able to get the program started with our first meeting currently scheduled for the 21st of this month thank you thank you so much all right moving on to action items can I get a motion in a second to discuss 12.1 approve for reading and adoption the revised board policy 3551 food service operations cafeteria fund so

047and all the things that we're doing um academically as well as as the um other options the postsecondary options like CTE and we're doing it and I'm just very appreciative and I'm very proud to be part of this education committee thank you okay Miss nean okay um I want to take a minute to to address our kind of our role as a board and um what we we are Ed to do um and abstaining from an entire po report in my opinion shks the responsibilities we have as school board members the PO report is at the very essence of what we are elected to decide and to keep track of um so I want to take a moment to address an important issue that affects not only our Effectiveness as a board but our resources
048and ultimately affects our students as board members it's essential that we ask questions and seek Clarity to fulfill our responsibilities to our community when we ask questions we receive answers but when those questions become repetitive to or start to Veer off into non- student focused issues especially when involving legal counsel or pulling in additional resources we're not just using time we're spending funds from the general budget that could otherwise go toward our students it's our duty to be mindful and prudent with the resources we use and that means respecting the time and expertise of our staff specifically addressing Mr strutzenberg who has repeatedly brought up the same issues over the past year offer often circling back on topics that have been thoroughly addressed this approach not only creates distrust and doubt but also diverts our
049Focus from what truly matters our students in the quality of their education we have a responsibility to our students our staff and our community constantly questioning our processes even after thorough responses dist distracts us from moving forward and forces valuable resources and repeated inquiries rather than progress I'm asking that we stay focused on constructive efforts that support our schools our students and our community that we we work together as a cohesive team respecting the time of our staff being mindful of the funds we stored and focusing on making positive impacts that directly benefit the students that we serve okay Mr Elder uh so just to Echo what uh Mr Cho said as well um I really appreciate that we took three hours uh dedicated meeting to really dig into the data and look at it
050how it reflects on our strategic plan and what changes we made want to consider looking at map data C data digging in you know the good the bad the ugly and just understanding what we're doing well where we need to grow I thought that was very helpful just to be able to look at that uh and really break it down so I appreciate that opportunity and all the work everyone put into that just want to say thank you it was a lot um but I think that's important for us to look at so really appreciate that uh also love the back to school nights at D learn Rodondo Union those were a lot of fun got to see both Uh current and past student board members their native habitat they they seem a lot happier
051more comfortable there oddly enough uh but that was always fun you know's a lot of great energy parents are eager and excited teachers are covering great topics uh you see in the school site visits was a Jefferson today and just seeing how engaged these kids are and the great things happening in our classrooms and how excited teachers are are there to be teaching um that was a lot of fun you know some of the facilities need some help but it was really nice seeing that uh I also was able to attend uh an AXA and F3 seminar on navigating First Amendment rights and education uh it was very informative I think it's probably more useful for our administrators but if anyone has any questions about that uh after an hour I'm certainly not an expert
052but they had some interesting slides of things I'd be happy to share if anyone was interested one of the things they highlighted is that we need to have um Professional Standards of English and journalism to protect ourselves and if you look at our policy 51452 specifically says all student submissions shall be held to Professional Standards of English and journalism so it's right out of the quote from the lawyers and also from Ed code 4897 so I was very happy to see that um one thing there's so there's a lot of legislation that's been passed recently but there's a couple I want highlight because we've seen problems at other schools as well assembly Bill 1831 along with Senate Bill 1381 these are bills related to these AI fake nudes um so right now it's just been
053this gray area and it's not a gray area it's very harmful to students and this this really uh institutes those criminal penalties for this which is sorely needed so um you know I just want to highlight to students who think that these types of things aren't harmless our members of the community that we don't take this seriously we take it very seriously and I'm very appreciative that the law is catching up with the world of generated AI um because this is incredibly harmful um and then the last thing I wanted to cover is that uh ballots are out so you if you've got a mail-in ballot you may be seeing those showing up in your mailbox or you have them already there are 252 districts in California with Bonds on the November ballot uh us
054as well along along with measure s so measure s and measure SD are on the ballot that directly impact us so please make sure to vote by November 5th and that is it sorry for the long report 1831 and what was the other one uh Senate Bill 1381 and they only took effect if both of them passed and they both did and they did pass yes the governor has signed it so um all right yeah the criminalization of this is moving forward which is where it needs to be in my opinion Mr strutzenberg none this evening thank you okay I too want to thank the entire um cabinet and Ed Services team extended cabinet as we call for a tremendous um data sharing Workshop it's the first time I've spent that much time looking at
055the data but what I most appreciated was it was not just about numbers and about getting to the better numbers we talked a lot about um that these are children and how it's just a snapshot in a moment of time and I love the fact that we're a small enough School District that we can drill down to those individual students and figure out how we can support them and um and being the best that they can all be so look forward to um more workshops like that cuz I've never had experience that on my time on the board yet and just wanted to share that recently I was honored with being made an honorary commander of the space force I yes at the Los Angeles Air Force Base so for the next two years I
056am a liaison to a squadron of space force that does support which means anyone that is serving in space force and their families they need to be go sent to school or have housing all those types of things they try to pair honorary commanders with each of the squadrons that would be most of service and sort of expand um their PR and education into the community they have some amazing uh Laboratories that they've created for students and my question was where are the students and they said what do you think you're here for so I look forward to finding out there great field trip opportunities there and um they're open to having more of that that to learn more about what's happening at Los Angeles Air Force Base the one Air Force Base that doesn't
