004I've been at beach City's health district to see how we've continued to grow uh in this partnership I think as we look at some of the successes that we've had together whether it's around childhood obesity or the reduction in substance use and more recently uh the establishment of all Cove beach cities uh right here in Rondo Beach it's really been a testament to the partnership that we have across our organization so I want to thank you all uh for that ongoing support and collaboration so very briefly I just wanted to share uh you all have a copy of our School District Health Report uh for members of the public this is available on our bd. org website this is really a review of all the ways that we've been able to partner to promote health
005and wellness for all students staff and families in Redondo Beach Unified so you'll see highlights of the things that we've been able to do with our beach Ci's partnership for youth Coalition which was started about 5 years ago to address substance use and mental health in the beach cities you'll Al also see other highlights from our Live Well kids program The Garden program and other things that we do to promote health and well-being on our school campuses so at beach City's health district we do have three uh key Health priority areas that you see here on the screen related to health and substance use prevention uh physical and brain health and public health and safety and although I'm here tonight to talk primarily about the school health programs we do offer about 40 programs across
006the lifespan for all ages uh so what's ahead for 2425 so uh the review has a little bit of what we did in 23 24 uh but ahead uh we're really excited to continue the Live Well kids program at all eight elementary schools in Redondo Beach uh we'll continue to partner with you all to offer uh Wellness activities activations on your school sites uh this week and next month we'll continue to offer uh screenings around fentanyl awareness uh screenagers on safe uh social media and Screen Time use uh we will also continue to offer resources at all Cove beach cities we're having an open house coming up on October 5th uh where all of the community is invited if you haven't had a chance to stop by to to visit all Cove and we'll also
007be doing Cove Fest which is a free uh community gathering for young people ages 12 to 25 uh to experience all Cove uh and then also upcoming in October is international Walk and Roll to school day you are all invited to join us to walk to school and we'll have a handful of sites that we'll be highlighting uh so this is just another opportunity for the community to demonstrate their commitment to health and well-being uh and another new program that we've been able to partner with you and really innovate in the area uh in restorative justice is offering all Cove Services um for diversion so if a young person is cited for a school based infraction they're able to come to alve uh for more of a restorative process uh in lie of suspension uh
008also on the horizon for beach cities we were uh glad to partner with the school district in the city last night on a Community Education Forum uh the community has the opportunity to uh review uh measure BC which would be a general obligation Bond so more information about that is also available on our bd. org website uh that would allow for the construction of the permanent home of all Cove beach cities also in Redondo Beach uh transforming our existing uh Hospital building into two acres of open space so to learn more about that you can visit our website or reach out with any questions you may have uh and last but certainly not least I do have the the check uh we partner with you all to offer a school service agreement uh so I

010come stand with me while we do the presentation yay all right Our Stars of the show great so we're going to start by talking a little bit about the history of kindergarten um our instructional minutes that we have this year um our kindergarten curriculum and re um go over again our commitment to the whole child and our kindergarten report card so the history of kindergarten prior to this year we've always had am kindergarten and PM kindergarten um this year we were able to have full day kindergarten so we're able to have our students at our school for a longer period of time which is super exciting our schedule um Monday Tuesday Thursday and Friday is from 8:15 a.m. to 1:45 p.m. on Wednesdays we have our minimum days uh so our students are with us
011from 8:15 to 1:15 p.m. all of our Kinders get 30 minutes for recess and they get 45 minutes for lunch um this year we are also have the opportunity to provide them with intervention two days week on Tuesdays and Thursdays um so any of our Stu students that need support they can get extra support uh next year and we are actually going to have kind Garten for 15 minutes longer which will be great because we'll be able to have our students for a longer period of time in the classroom our kindergarten curriculum um so we have a lot of curriculum uh Washington also houses the DI program for rbusd uh so we have a little bit more curriculum um we use foundations and estra for our programs to go over phonics for our students uh
012we have a really strong English curriculum Whit and wisdom uh and our students in the DI program use Benchmark adalante um all of our students use Mar Eureka Math uh and our social studies program is Reflections um and we also have an ELD program for all of our students who are classified as English language Learners so they get 20 minutes of that program we have a commitment to the whole child uh at Washington and throughout rbusd um some extras that our kids are able to access we have Garden lessons uh Washington is super lucky we have a beautiful garden in between Adams and Washington um so they're able to access Garden lessons uh we have an amazing librarian Miss Bonia who is also a parent at Washington um who provides them with Library time uh
013every week um we also have an amazing program called Hands-On art um where our parents are able to come and um give art lessons to our students um and this year our students are going to be able to have music class uh we also have our kindergarten report card that I know a committee worked super hard on last year um so our students are able and parents are able to access that this year okay now the fun part I know you were all waiting for um we have a fun little slideshow it's only 30 seconds but okay you can do the slideshow um we just wanted to show off our our students and the hard work that our teachers are doing in the classroom um they've really done an amazing job this year um so

017much next up we're going to hear from our uh Washington Alum our student board member key gold okay good evening everyone Rodondo has officially started Club rush and it is going amazing we had to have three Club rush dates in order to fit all our clubs we have one more club club Rush date it's going to be tomorrow and there's definitely a place for everyone at Rodondo especially with all our clubs our football team is back at home this Friday against Banning High School it'll be a USA theme and we can't wait to see our Seahawks and their school spirit yet again at this game our theater department is working extremely hard every single day to make our upcoming musical Matilda amazing the shows will take place on October 17th 18th 19th at 700 p.m.
018and October 20th at 2 p.m. not only are they working hard towards their fall musical but they are holding auditions and interviews this week and next week for the winter play which is the play that goes wrong I'm extremely happy to announce that the rbsd program young leaders in which I'm responsible for running is going to start in about a month I'm still waiting to hear from about a few more principles on who they nominate as their young leaders and then we have our first meeting in October this will also help me get better Insight on the events and activities that they are taking place at the middle school and elementary school so I can add those pieces to my board reports and for those who don't know young leaders is an R rbusd program
019that the school board representative always runs they work with middle school and Elementary School students to plan the rbusd spirit week and overall help the kids understand what it is like to be a leader also Rodondo is currently in the running for the first ever school spirit Showdown this is a part of Varsity TV and the winners will get camera crews out to one of their Friday Night Lights to Showcase their school spirit and pride you can find the link to vote on tv. varsity.com and I think the voting closes this upcoming Monday and I just like to mention that we are going against other colleges and universities and other high schools but yeah it's a pretty big deal so I would encourage you guys all to vote if you can again tv. varsity.com and
020you can probably find the link on any Redondo account too like Sam days left to vote so yeah so and you can um also you can vote multiple times so as long as you like usually like sometimes it will say we've already received your vote but like if you wait a little bit they'll take another vote so do as many as you can we appreciate it thank you next up Dr Wesley superintendent report thank you um for my report I just wanted to take a moment to highlight our school year in review which hopefully has reached mailboxes um of every resident in our community uh also emailed out to our staff um and so just wanted to take a moment to highlight it and just explain a little bit about the work that goes into
021creating it um the purpose of it is to share accomplishments and highlight programs um help all of our staff and Community reflect on the year but also promote programs um many of which are aligned to our strategic plan and I want to thank our teachers and our counselors our certificated staff our classified staff for making these programs possible also our parents our ptas for volunteering and helping us with these programs the Ed foundation for funding a lot of these programs our administrators for late nights um and of course our students most importantly who show up participate and make the um programs engaging um so just a little about um how we come to the final product we do start in March um our district leadership team gets together tries to brainstorm you know what are
022some of the activities that we want to highlight what did we highlight last year what can we do a highlight that's a little bit different we're choosing photos we're refining the copies um and we're just getting together it's a six-month process um we start with a kickoff meeting um we discuss feedback from the previous year develop an outline you can just kind of see our our Google notes we brainstorm these ideas um and we want to align it with our strategic plan so that's um sort of the how the outline is created and you can see through the guide that there's an alignment there um and then we start to sorry we start to gather images um we agree on content for every page of the report we create folders we start putting pictures in
023the folders so here's an example of the folders we used in some photo ideas for use on the superintendent introduction page on the inside front cover and we're fortunate to have a fantastic collection of photos um and so choosing photos is really the hardest part um we create storyboards so last year we kind of started with content and this year we started with photos and I think that helped tell the story because we really want to tell the story of why R obsd and what our students experience mostly with photos when we look at other school years in review it's very content heavy so we we just decided that the pictures really do tell the stories um we work through design rounds so here's some of the design rounds that we've gone through multiple rounds
024um revisions updates you can see the how the front cover finally evolved you know like you see the top right like I don't like that block of you know over the kids and so then finally it's like there's the final product um but there's a lot of back and forth and then finally in August after we've read it a 100 times hoping that there's no errors we go to print um and we couldn't be more proud again of all of the people that go into not only creating the school year in review but are making the events and programs possible and that's really the Highlight is that it is a community effort and we're very lucky to be able to provide these opportunities for our students okay now um we do have a new administrator
025that we would like to in uce our new principal of Lincoln Elementary School Dr Christine Kim and so um we've brought her here today to just introduce herself to you Dr Kim welcome good evening everyone uh my name is Christine Kim and I am so proud to be standing here today as the new principal of Lincoln Elementary School uh I want to express my sincerest thanks to board president Flynn members of the board Dr Wesley members of the cabinet and our guests for this incredible opportunity to serve and contribute to an outstanding school district and what I have come to find out just a really lovely quaint little School in Lincoln Elementary um as somebody who grew up in the South Bay and I still live here uh it means a lot to me to
026come back and to serve and to support a local community and to stay connected to All Things um South Bay and Dondo Beach Unified and all the amazing things that our district has to offer to our families and um if I'm being really honest I'm really excited to come back to um Beach weather and low 7s during lunchtime it is a major plus so so for me I'm really excited to do all the things as a principal and having an impact on student achiev achievement learning and growth uh supporting all of our hardworking teachers and being there for our family community but I am also excited for crazy hair day and all the fundraisers at the restaurants and a little plugin we have um fundraiser this Saturday and also just I want to take this

035called the United cannabis Business Association we represent the industry the Cannabis retailers on a Statewide level where we often write and Lobby for legislation for the past several years we have been discussing this here in our city in large part because of my efforts I brought this forward for us to have a responsible conversation on what it would be like to regulate potentially cannabis in our city I have always said and I stand by it that if we do go forward with this I want it to be something that I would be proud of that my grandchildren will one day not be embarrassed for for what we have done here I can tell you that I am feeling very strongly that we're moving down a path where my grandkids would be embarrassed because of what
036we are doing here now I want to give you a little bit of highlights what's happening at a state level the industry since 20 let me back up real quickly in 2016 we passed prop 64 to allow for legal cannabis activities in 2018 we started those cannabis activities Statewide very few cities coming online even to this day we at about 60 to 70% of cities that still do not allow it in Redondo Beach we started looking into this what would mean for us to have this come forward I had recommended and ultimately formed the advisory committee that I got to sit on as well too we had given our recommendations on what a ordinance should look like that ordinance served as a primary tool to fight off an outside cannabis industry-led initiative in all of
037our beach cities here that we ultimately defeated in one of the previous elections since then our Council has moved forward to start exploring this and we could not be doing it at a worst time in 2020 the industry started struggling so poorly that by 2022 we redid what the tax structure would be and in that tax structure we had set a minimum threshold of certain amount of revenues would go towards drug prevention organizations that threshold on top of that we had $150 million to backfill any deficits that would come in the following three years those deficits were used up the 150 million was used up in the first nine months those groups have now come together this year and they have asked and begged the state to give more funding of which there isn't because
038we have a $73 billion deficit at a state level the industry continues to falter to make matters worse earlier this year the LA Times exposed that our chief regulating body the department of Canabis control had failed to stop a public health threat whereby they had tested hundreds of products and shown that they actually have pesticides that are not legal for us to have in there but even more so they found additional pesticides that we never that we failed to ban that are for instance there's one there's a known carcinogen that is banned in the UK and in Canada but over here we found it in a top leading product at levels of 60 times more than what's found legally in tobacco we have a massive public health issue right now along with an industry that
039is dying and we are pursuing the potential of allowing this industry to come in into our city I do not find this to be responsible and I'm coming here before you to help spread that word and ask for your support in making that message come out here in please pausing the effort as we move forward here in Rono Beach thank you very much thank [Music] you next is Melissa desant hi I'm Melissa Melissa desant I'm a um parent of a high school student also a resident and thank you so much for everything that you do I love being a part of this district and I am grateful every single day and I appreciate you all very very much um I had the I'm I have the privilege of serving as the Director of uh Community
040concerns for the 33rd District PTA and this year I wrote a resolution on cannabis that was adopted by the California state PTA what that does is it gives any PTA member in the state the authority to Advocate on behalf of our youth for their health and safety with regards to cannabis and any of the psycho AC hemp products um I have been following what the city's doing with cannabis and as Jonathan had mentioned there have been some changes and I'm deeply alarmed at the public health risk that's going on right now particularly with regards to the zero safeguards for the products that are our state is being exposed to there's zero testing as of today the governor's office confirmed there is no testing facility to test for any of this it's it's deficient um and
041largely this is kind of falling under the radar of most residents as you all know better than anyone we have under 50% of our population that actually votes and um I think a lot of people are not aware that this is happening on October 8th our city council is going to read the first iteration of the Cannabis ordinance and I think um I'm requesting that they pause everything until this is a safe industry quite frankly but secondly I'm requesting that our city adopt a delivery only model that will ensure access for anyone I have nothing against cannabis for any adult whatsoever it's dangerous for our youth it's particularly dangerous during the pivotal neurocog cognitive developmental time period um but I'm requesting that those two things happen and we really need voices of our Educators our
042parents our community members who are concerned about this to let your city council members know that you'd like them to pause if nothing else until this industry is safe but also delivery only we would be the only Beach City that would have cannabis dispensaries one in North Rondo one in South Rondo we already have 41 tobacco licenses in our city equally divided between North and South Rondo and so that means we have about I believe 35 smoke shops and smoke shops is where our kids are accessing these products um they're selling them illegally people go in and and um raid them the products are back on the shelves in the next day high potency THC um Cy active compounds hemp products Etc and so I'm urging you all let your voice be heard this conversation
043is being driven 100% by the Cannabis industry right now and they're very smart and they're very effective about what they're doing but we need the voices of our residents if this is something that concerns you we again would be the only Beach City Elsa gundo voted no Manhattan Beach voted no on this Hermosa Beach is doing a delivery only model to protect the safety of their youth Palace veres has voted no thank you thank you okay next up I have Marie peterb thank you for letting me speak and I agree you guys are doing a great job um my name is Marie peterb and I have good news that on the North Rondo Facebook page somebody posted the September 14th easy reader article the one where Ralph strutzenberg accused the school board of siphoning millions
044of dollars um from the city and mayor Jim light publicly stated I do not think the school board is Criminal I will be voting to change the charter which the charter has not been changed since 1949 which I believe schools were still segregated at that time the last time I spoke I think it's important if you're going to say things like siphoning and and say that the school board's illegal that we know who you are so I referenced six lawsuits that were found on uni Court related to the name Ralph strutzenberg which you have not either denied or said were you were part of but my friend forwarded me a document that can be publicly found on La court.org case summary online services for case BC 53521 Ral strutzenberg versus Storm manufacturing so I'm looking
045at the Declaration of uh this is a from his supervisor where his super provider seats during my tenure as president of SMG Ral strutzenberg strutzenberg reported directly to me there have been multiple incidents between stenberg's and his peers where he was perceived to be uncooperative and employees had reported to me they would prefer to work around strutzenberg rather than do directly with him because of his behaviors so I guess they put him on a performance review where they said there are times where you are not a team player and feedback has been given to me in previous um that everything is a battle you are an obstacle to growth um and then it goes on toward the ends of I guess a performance period I determined in consultation with another manager strutzenberg did not maintain
046the necessary improvements he had a heated discussion with one of the managers in the quality Department about stenberg's refusal to cooperate in signing off on an approval and he observed berating and demeaning one of his engineers in public um there's also other documents there's a statement of facts where um it said that maybe Ralph and I don't know if this is you and if it's not you please tell me because I really don't want this is to be you but it says that maybe in this um statement of Undisputed facts that a letter was sent by miss strutzenberg that might mislead customers into believing that the safety valves were defective and they communicated to the customers that strutzenberg was not currently employed and was not authorized to speak on the company so why am I

051school where I have I don't know if it's fortunately or unfortunately reconnected with some of my former kindergarteners um last year I took a lead in uh representing the kindergarten teachers across the district uh to advocate for the best scenario and schedule for our longer day kindergarten as was you know presented earlier and so far the feedback that I've gotten from uh pretty much all the kindergarten teachers is that we give it a two thumbs up um it's not been without a few glitches and bumps but overall the extra time has afforded us as she had mentioned um opportunities to include more social emotional learning play based learning social studies science fine motor skills all the things that we used to kind of have to set aside uh we are thrilled to know that music

054this evening um as some of you may know we recently wrapped up about 2 and a half weeks of our annual investor Drive campaign we set a goal of $825,000 and we just came uh shy of about uh $500,000 $480,000 so that Gap uh between 480 and 825 will continue to be shorted up throughout the school year um through the end of June through additional um contributions and donations from our family so for those of you who have participated we thank you so much um but it's not too late to give um so if you'd like to give rbef.org backg and you will con continue to contribute towards our $825,000 goal um we have two exciting events coming up that will be additional ways to raise money for RBF the first is coming up on

057Grant applications are open and being accepted through October the 11th so over the years we've received more and more teacher grants and to the extent that RBF can fund those uh we're happy to you know continue to give money back at all the levels within our District so please encourage your favorite teacher to apply for a grant to fund a need for their classroom or their school that's it thank you very much thank you Dr Wesley do you have any comment I do um have a few comments um first I just want to say uh definitively and without any doubt zero doubt that our teachers do care about our students um and they do give their best every day and I'd say that about all of our staff members and as a mom I feel
058privileged to have my child attend our schools uh starting in elementary school middle and high school and I can say uh as a superintendent I feel very lucky that I know with confidence that there is not one teacher that would ever do anything intentionally or maliciously to harm children um and I want to be very clear that instructional materials are adopted by the board just want to make sure that the public is aware of that that U materials must be adopted and that we go through a process that involves all stakeholders in order for materials to be adopted we also have procedures on supplemental materials um and there's a process and those being approved by site administrators should a teacher want a supplement which is standard in any school district um and lastly we have
059policies in place on um classroom and um class classroom and Library materials which were created with stakeholders including staff teachers administrators um and we've already met and had plans to review those materials with those stakeholders uh revise those materials as needed and I think the area in which we need to improve is to go back and share these materials with all of our staff because we do have quite a few new staff every year um and that's something that uh my team and I will be committed to doing but I just wanted to for anyone who may have a question um again we have every confidence that our teachers are doing the best job for our for our children our students um no one's doing anything maliciously and we will always correct any instruct any

062mentioned um is not for non-public schools exclusively but that it's a combination of non-public school Services as well as non-public agency services so when it's a non-public agency um those are students who are attending our schools um but who are receiving additional services within our schools within our schools from a non-public agency under an IEP yes under an i these are all specialed costs yes students with individual educational plans I'd also like to share um that I think it is prudent of the board to be looking at these numbers but I don't want there to be any indication that staff is just again frivolously making decisions um as a matter of fact I think the um what needs to be stated is that the there is a decrease in the amount of students receiving these
063student these Services compared to this time last year um but because the IEP is individualized um if students have a need and there's a team that makes those decisions then we as a district need to support that need oh and this is the beginning of the school year so it'll be normal for there to be clusters is that or typical if we're going to have it okay go ahead you a question Rachel I do but I I want to move on to the other item that was mentioned so if you if people want to stay on the first one first are we done I'm trying to find the $50,000 it's three from the bottom fourth from the bottom Fagan fredman and full Frost yep we voted on that already right can somebody remind me yes

066way I think that that both Mr strutzenberg and Fagan Friedman and F Frost had an obligation to notify us there was a potential conflict because they can't represent him individually and US jointly as a board that would be a violation I would agree um were you a client of theirs be before you became a board member no um how do we and I I don't know what we do from here seeing is that it's one item in in this overall report can we remove just that and ask for more clarification from the law firm I was just going to suggest you could you could remove that item from the PO report and suggest approval without that that line item and then ask staff that would be me or Al or Nick um to follow up

069I have had some trouble saying that so moved second okay did you want to say anything on this so I'll start off with I am not against this in any way fully support this I wanted to use it as an opportunity to expand on some of the speakers earlier you know Red Ribbon Week is all about drug-free lifestyle that's the whole basis of it and what's going on in the city the earlier speakers alluded to that we couldn't speak to at that part of the agenda but the city is looking at placing two cannabis dispensaries within Rondo Beach North and South that's the way the ordinance was written back back in 2022 um I was the one that wrote the arguments against measure e which was wanted to put three within Redondo Beach and really
070take complete control um so I wrote The Ballot argument against that and also the argument um against their support of it and in that learned a lot about it one of the things that did stick out to me one of the key things is that because it's now the Redondo ordinance it can be changed it is under control of the city of Redondo Beach so it is not too late as the speakers earlier had said and it could be changed if it would have been measure e voted into place that could not be changed without another ballot so big difference right there um one of the other key things that I didn't like about our ordinance it our ordinance allows the dispensaries to be within 600 ft of an elementary school daycare or use Center
071uh measure Eve was actually 1,200 ft it's one of the places where our ordinance was not as good as measure e one of the few places it is not too late to change that because 600 ft is basically your average block um and one of the concerns was you know kids walking by these um so like I said the current ordinance 600 feet within an elementary school daycare or Youth Center it does say 1,00 ft from a high school or middle school so it is more for those that's a good thing but I'd like to see it lined up for all of them to be that much um it doesn't get rid of them but it does help mitigate a little bit at least and it's not I wanted to raise the awareness of what's
072going on in the city because it it in a lot of ways can be seen to contradict what Red Ribbon Week is trying to accomplish and Pro you know put putting the dispensaries in our neighborhoods we don't know exactly where they'll go but they could definitely be on a walk path to school and there's the studies that were presented that um that definitely influences kids and it kind of numbs them to it it makes it more likely that they would try different drugs and so forth so just wanted to raise the awareness that that's going on at the city council level right now it is not too late to change or at least pause as they had said but we you know parents need to speak up but the the first thing is to make
073people aware of it so that's why I wanted to use this fully support the Red Ribbon Week would like to see more changes at the the city week that or the the city council that don't really go hand inand with this so just to reiterate October 8th is the public hearing that city council will be having on that I I think that is the the first one yeah that they would come to they've been had several discussions but it has basically come down to just continuing with one and North one in South one in each zip code perhaps um but the location right now could be within 600 ft of a elementary school daycare or Youth Center Madam president I appreciate it we're going to take the vote violating the brown act at this point
074because what's happening at the city and in terms of their meanings and their voting is not what's before us before us is approving the Red Ribbon Week resolution period um and and I'm concerned that we're going beyond what is on the agenda yeah we're not even close to that I will call the vote though for the Red Ribbon Week um student advisory vote all those in favor say I I I motion passes no post 5 Z can I get a motion and second to open 5 10.5 the Personnel action report so moved okay so one of the things I saw on this is there's always a list of if there's Consultants being hired at the bottom of the report there is a Carter pay singer listed here to consult consult will consultant will provide support
075and guidance as a mentor to administrative staff from September 9th 2024 through June 30th 2025 at a total cost not to 7 should say maybe not to exceed 7500 but so $7,500 going out to that um cter Pinger is a high school was a high school principal that sued his own school district and that case was eventually settled for $685,000 um in this type of situation that is really make it go away money it's not we were wrong money some of the published statements that came out of this were that Carter Pinger is the antithesis of what public service should be about Carter P singer used his position of public trust to personally profit from the students he was charged to serve and Li about it to his immediate supervisor and members of the Board
076of Education Carter Pacer violated his employment contract District policies and procedures Carter Pacer stated that the board has completely lost its way and is completely dysfunctional and finally to wrap it up the Schoolboard president stated the district did not admit guilt and he was the Schoolboard president was glad that the district will be able to put this lawsuit behind us and move forward with a new principal at the high school it doesn't seem like a type of person that we would want Consulting as as a or giving guidance as a mentor but I don't know this person it just came up I believe this is not the first time he's been up for we've worked with Mr Pacer last year he did a great job I stand by the recommendation uh our high school principal
077would like to work with him I think we should support our high school principal again he's done a great job in working for us prior so whatever uh alleged information that Mr Stenberg has dug up whether it's true or not in my mind has nothing to do with his work with our high school principal but it should read not to exceed $7,500 correct not to exceed yes and what did Mr Pinger do for us last year um he worked at the high school for almost two months serving as a consultant to help us figure out ways to improve Safety and Security to provide recommendations that we shared with our educational Council um again working with our security um you know just providing additional support and making sure that our systems in place are the most
078effective systems and I met with Mr Pac singer last year while I think at the conclusion of his work at the high school um and I was blown away impressed by him I think he's knowledgeable I think he um gave a lot of good support and had a lot of good ideas that I would like to see move forward and I think his counseling with Mr Brown would be amazing because some of the ideas that he talked about would would be able he would be able to help him move forward with some of that um I find it somewhat ironic that we're talking about lawsuits when we just heard somebody talk about lawsuits that you've been involved in okay let's stick to the um vote on this personal action report is there anything else you

080to have my children go here but disagree when you believe that it is not intentional that this literature with such vulgar and explicit and inappropriately aged content is walking themselves into onto your bookshelves come on now third grade my daughter had a book this book is anti-racist I didn't have to fill out a book review for then for that fourth grade Dr Wilds deemed it immediately inappropriate same story just not they're not just walking we have to deal with this okay Librarians are educated whether it's Scholastic I have educated myself what some Scholastic May deem something ages 10 plus right but you know the words like may be used out of a current Bo member's mouth but not most not in my household not in my household and it's not your right to teach our
081children this we pay our taxes and whether it's our school district or any school district I think every decent parent would expect this so when we have to address this there needs to be boundaries not to keep running around and make me read for hours expect a parent to do that know our principles when when you see something and say something the principal should step up and need to review it it's that simple it doesn't need to be drawn out the books need to be come come off parents shouldn't be asked to leave or suspicious just cuz at a back to school night when we're welcome to look at a classroom Library peacefully that we're approached by somebody that's not cool there's nothing that we should be hiding you say it's not intentional but I
082am going to say this this wasn't about heterosexual or homosexual uh sexual content in these inappropriately aged books but I there is a big pattern with these diverse books with right the there's three sets in our libraries of homosexual inappropriately inappropriateness there's a pattern with these diverse books that for supporting genders diversity is I don't even know if I'm saying it correctly and I don't mean to disrespect anybody but that has all the vulgar and the sexual content in it putting condoms on cucumbers I have never read that in my books I don't think even in high school I was I don't want to repeat these words it's serious it's not OV exaggerating and trying to come at you guys this is this is need has to have something done about it Dr Wesley please

086made uh revisions per input from the board and at this time you would be voting to um approve those revisions which would then allow uh us to adopt this resolution and send it to our legislation as a sign of support I would just also thank csba for being here tonight um and for all the work that was done in the language uh that made it a lot easier to put this together see you there you Sarah um and also assembly member MSI for all of his work putting together the assembly bill which turned into proposition to um because again if proposition two passes and measure s passes we would be able to you know take advantage of of matching funds potentially which is uh a huge funding source for us so having both these together
087uh could potentially significantly impact us so question on the one of the where as the state is out of school facility program funds in can provide its match for almost 3.5 billion in local projects that qualify for stated where did that number 3.5 come from this was out of the csba language um and and do we know what that covers or as of when it's likely from The Office of Public School construction and um they keep a running record or running list of school districts after applications for matching fund projects okay so looking into this you know the a lot of the narrative is is focused on the 10 billion um but right away one and a half billion goes away from any uh K through 12 because one and a half is for community
088colleges and then we have 8 and a half billion left but that gets split up again so for the part that we would we're not doing any new construction and we don't have any buildings that are 75 years old I don't think on the list that we're going to be or anything proposed as new construction is that correct um we do have new construction at the high school for which one for uh for the Bingo room uh the one on Diamond Avenue but that wasn't on the the list it it was yes I remember the four okay so that could qualify under so it gets split up really fast um so renovate of eight of existing buildings which is the bulk of ours then is 4 billion still a big number but then you have
089to look at 10,600 schools vying for that money um the renovation the coverage that the potentially covers for the new would be 50% and coverage you know potentially to get back um from this would be 60% for a renovation so the awarded funding mainly is on a first come first uh first serve basis and there's already a big backlog so in an article from Ed Source in July says the last school construction Bond passed in 2016 was for 9 billion since then needs have piled up so that 9 billion has been gone and needs have piled up that are already in line way ahead of us the 8 and a half billion will only cover a portion of District's needs and more than three billion may have already been spoken for that may tie into
090the 3 and A2 billion that you have had there the state allocation board keeps a list of approved projects that have not received funding as with past State construction bonds the bill would put these projects at the front of the new a new line they'd go they'd get first dibs on new money this is all Ed Source language funding the state Bond will be distributed as in the past on a first come first serve basis again so looking now what the total is out is there in March of this year alone there were 40 school bond measures of which 60% pass for a total of another $3 billion just in the March election which tends to be the lighter one I could not find a number for how many are on the books for the
091November it's going to be a much greater number LAUSD alone 9 billion dollar they could have the power to suck up everything if they got in line first so um of our our rbusd modernization projects 1.7% were eligible in 2019 that was I think mainly at dler uh then the rest of them will first become uh eligible in 20127 38% and in 2028 46% and 2029 13.6% so we're years off from them even becoming eligible to get them in line it's not like we could get them in right away so you take that 4 billion for Revenue uh renovation you divide it by the 10,600 schools if you know just as an look at average would be $400,000 per school and we have 11 schools so we're looking at 4 million maybe that's the average
092doesn't mean that's what it would be I just like to look at the overall statistics we might get four four million out of that if if it was done on that if we even get to we'll take what agree if we can even get it uh it's also been Rewritten that it's biased to fund schools with lower property values and low income English Learners and Foster that is a new thing um it doesn't take it all away and put it just in their buckets but it it's a new bias towards that kind of think it's in the past they have been biased against is what it was meant to overcome um the award the for CTE there is a 6 600 million basically if we had anything for CTE construction that may qualify that's a
093competitive application process again more likely to be biased towards um certain school districts we're a wealthy School District that we're we're not a high numbers of you know like Title One type thing so in summary the chances of rbsd getting any of the state Monon money are are slim at best we could I can't say that we won't but I think it's a little bit misleading to you know constantly throw out the 10 billion number as what we might be drawing from because it's not wrong but it is not going to be easy for us to get in line for this we might qualify for the next one when there's a next one um but for this one absolutely I still support the resolution because I think this needs to happen um we've got to
094get that even if it doesn't come to Redondo it needs to go to other schools the needs are they have needs far greater than ours but I just wanted to highlight some of the things that I had found that it Waters down the feeling that oh well if there's 1010 billion and we would get part of that that's it feels like it's not a sure thing at all it is certainly a possibility we will definitely try but we're going to be really at the back of the line at this point if we're even getting the line at all uh we may be in line for the next one further down the road however long that will be but last one was eight years ago so who knows how long going be just wanted to raise
095the awareness for on that um like I said not against the resolution but for us I boy the chances of us getting part of this is it's slim when you look at all the aspects well if there's no bond then there's definitely we get nothing absolutely and if we don't pass a bond we wouldn't be in line for the next trch that would be there either you don't mind my adding to your discussion I know when I've gone out to share information about U measure s um I talk about the $278 million bond that is on the ballot for November um but if somebody says well you have if we pass it it's 278 million plus you get another hundred whatever million dollars I correct them because the concept of State matching is really about
096some future in which the school district will not May will benefit so the idea is if a bond were to pass here and proposition two passes at the state level we would have to have before we can get in line we have to have all of the the project and all the plans done before we could submit that so the likelihood of LAUSD having 10 billion doll in plans ready to submit to Sacramento probably not real high but the idea is there's a line so get in line when you're able to get in line and whether that gets funded out of a proposition to State measure or some future State measure this is really the long game and the idea is you know that the board is considering is do we want something to support
097absolutely the long game absolutely and and we yeah we've seen that with measure Q where funds expended a decade ago are now being reimb we may get those funds 3 years from now we may get them s years from now um but we want to get them whenever they're available that's the idea I you may not know this or not but is it correct that for example for a 2028 eligibility we would have to wait until at least 2028 we could we do it before then no no and that's one of my concerns too is that you know we wait two to three years you know LD probably does have some like we have one point you know a small chunk at dler that's eligible now as of 2019 the rest of them are not
098for two three four years from now you know those reservation systems that you can do on your phone so you know you see your status and where you are in the line in the queue and you know there will be districts that will have that are going to get their reservations in and they're going to drop off that list and we're going to move move ourselves up on the on the list and that's what our consultant does our our school facilities Bond consultant does in working with us and informs us okay you guys are not on this um um State allocation board agenda but it'll probably come up in the next agenda six months from now we'll keep watching and so they're they regularly in cont my point is not to certainly not to say
099we couldn't can't say that at all but it's just when you look at all the aspects of it it really narrows it down but for the future yes it's still there I'm just talking about for this particular one their narrative has seemed like we will be getting this and there is no level of guarantee at all about that and we just need to be aware of that we could be further down the road that's fair but still absolutely support this because this will take other people off the list yeah I think that's really what it's all about is the long game because again it's a bond a bond is not something for the next five years it's for the next 30 years it's something it is a long-term investment so uh not having that expection
100of expectation of day one shovel ready products and we're going to get reimbursed from the state obviously that that's not going to happen but over the next 30 Years which is the lifetime of of what this bomb would be and and how this could you know dramatically change education in randoo beach and Statewide and everywhere else uh I think that's that's the the bigger picture for me is looking what is this going to do for Education State the payment period is 30 years but it'll be the money will be allocated and gone within a few years if you know even now there's the backlog sure um and we're just we're not in that sweet spot of we've got a lineup of things that would right away qualify to get us into line right away we
101have a few at dries but we have some items the new construction and which is also a CTE building if I recall correctly so six classrooms but when you look at it you know this is a Statewide thing and there's boy there's a lot of competition in the way it's always is that's why it takes years for us to get the money back we are we are never the favored child for receiving these kind of funds there's higher priorities I understand that we just got to start there are school districts that just don't even have the money the the tax base to raise a bond so they get priority now their threshold has been and made better for them so that was it um fully support this resolution but wanted to bring it into context
102of our local and what's been talked about so far and just really the likelihood for our with this sure com sure as we witnessed um on one of the youngest students of our school district today um as as I was reminded it was it was I commented last uh board member report last two weeks ago at our board meeting they're class of 2037 that was a reminder for us to be doing the work looking forward um I know there are teachers in the room um we had killes a a kindergarten teacher when she was a kindergartener um let's focus on the future we don't know what would happen but we have to give it best because they are the future that's why all of us here work um I understand the reality check is necessary
103but to me that's even bigger reason for us to even try harder to get there so let's get all our documents and things ready to go so when there is the time to do it let's get the first one to be one doing it let's get better at this better prepared so thank you for the reminders however let's not focus lose the focus here it's a 100-year plan in my culture where I grew up you plant rice if you're planting for a year 10 years you plant a tree 100 years you educate a child that's what I believe and that's what we're doing so just let's stay focused thank you okay student advisory vote all those in favor say I I I motion passes 5 Z moving on to discussion items we have a city
104of Rondo Beach and rbusd subcommittee update someone from that subcommittee want to update us Mr Joe or Mr Elder I can give a little bit of an overview of some of the topics if that works um so again this is these meetings have been very productive because it's helpful for the city staff and the District staff and elected officials to be able to kind of you know understand because there's I think there's there's a gap in understanding between the two different bodies as to what the other one does and contributes to the community doesn't contribute so this has been really helpful um some of the things we've talked about though are ebike safety and so the city has their programs we have ours talking through those and making sure we're being collaborative U making sure
105those types of things uh you know we're handling them to the most extent possible not just for our students but for everyone in the community um other things that were talked about which as was mentioned earlier was Beach's health district Community diversion program this is just a great way of serving students um really handling some of these school-based violations and handling them in a way that doesn't necessarily include suspension um but ways that's that's more you know more helpful overall into getting them back on track uh different other programs so things like wreck they previously had 320 students last year for the school year they have 600 now they've been able to open up a lot of additional spots um so that's been helpful they have 90 spots per Elementary um you know CDC we
106have 1300 students uh just TK through third right at school we have 300 students so just understanding what those different needs are because that's something that I know we hear about CDC and right at school but the city officials hear about the wre program so making sure we're all working together to make sure that every student has a place in one of these programs so that every student does have some some form of before and after school care if needed um is really important so being able to collaborate with the city on that is fantastic I'm glad we're making good progress there because I know that's for a lot of families that's that's really difficult not knowing or not not having good options there um we looked at a lot of things like the the
107various costs that we pay versus what the city pays Community Services we pay uh or we we take care of um some of this may end up as close session items so I won't necessarily go into the specifics there but talking about things like crossing guards SRO uh talking about how ten we use we give tennis courts time and pool time to the community uh Rec site usage some of those things and then a bigger discussion around land use um so we have various Parcels of land for example the Anderson Park Senior Center a school district property that the City uses um we don't have anou or lease agreement in place so it's it's looking at things like that versus Adam's parking lot behind Adams that's city property uh so all these different different pieces
108of property how do we try and correct who who has ownership or or control over those to make it reflect the actual usage um and also make it easier for example with the senior part Senior Center the city doesn't want to invest funds into it because they don't own the land and they don't have a lease and so you you have something that could be a great use of the community but because we don't have these things fixed it just kind of sits there so looking at that alav Vista Park even the the sidewalk out in front of Washington which could become a bike path potentially how do we kind of look at all those holistically and maybe kind of tie all these different lease agreements and you know a new master agreement for 99
109years or something just to align all of these different um shared uses or or collaborative uses we have so th this has been very productive uh Dr Wesley has been leading this conversation so thank you so much all the work that goes into it I know it probably feels like hurting cats um but you've been doing an incredible job you know moving all these things forward so there's you know a lot of different moving pieces between us you know even things talking about how we could potentially open up some of our school sites for Community use on weekends like Manhattan Beach does and what that might look like as a on a trial basis there's a lot of devil in the details of course because the cost of that would be um potentially prohibitive uh
110but you know trying to at least get the conversation going and get things moving forward towards some of the these things that will benefit the entire Community not just our students not just the residents but everyone so I think that's been very productive and just wanted to give a quick update um so that everyone's aware um board member CH don't know if you have anything to add uh you know um you've done such a great job of sharing with us all the details if I can out of context um this subcommittee existed years past but but and and I I I think it was during covid it was put on you know a pause and was re it was resurrected uh by I believe was um council member p kovich with support of the mayor
111and and other council members I'm glad that they came back um you know one of the things that we talked about was both organizations serve the same residence um and and and we do approach uh the matters that come to our subcommittee as such that we serve the same Community same residents how do we make this work for all of us so um again Dr Wesley thank you for leading that uh sub commune group um and we do have um two council members school board members superintendent as well city manager and and their top lieutenants joining the meeting so those it's a very tight group and yet very effective practical group so we are able to get things moving so I'm glad we're there uh and we are making some changes that that benefits the
112community change that we made key is that now you can park on Diamond Street on Mondays this is the committee that caused that change because we have two board members who on behalf of the students brought that up as an issue remember it was Thursday parking so that's one of the one of the things that we were able to discuss directly with the city and get have changed along with some of the other flow uh traffic flows within the city and bike paths that we're trying to create so just to provide some tangible uh outcomes of our meetings well that's a great one but just point clarification if we actually come up with any sort ofou or revised agreements that would be brought to the board for consideration and not decided in a subcommittee correct
113correct so any actionable items have to come to the board um either in close session or Open Session depending on what it is and it's possible that for an agreement on something of that magnitude you may have a joint session where city council and School Board is a full meeting together somewhere jointly just to to hammer those things out because uh that that may be an option so you know a subcommittee might work towards the conceptual plan for that but for something you know as big as that we would all want to be of course involved in that decision because that will be challenging but we do want to thank Mike wanski the city manager and the and the city council members that are on it for like you know coming to us to try
114to resolve some possible issues brainstorming with us it's it's really I think improved our collaborative partnership with the city having these U meetings that we have typically around every six weeks who are the city council members uh it's council member loen Ty Lowenstein and council member paig kovich I have a one go ahead um can we maybe in a Friday update have more information regarding the um Beach City's health district diversion program and how we're using that thanks anything else yeah with regard to um the crossing guard aspect not the finances of R but could you talk with the city about U somehow increasing the communication between our schools and this and superintendent Wesley I've talked you about this what came up recently is our my crossing guard at toita uh didn't know there was
115an early out day it was a I think it was back to school night or something she said I'm walking up early she what are you doing here I said it's early out dat what she had no idea so to try and get that communication I know it can be site specific a lot of times um I've tried with the principal there and for some reason the crossing guard cannot get emails from the principal's email we don't know if it's an IT issue it issue I get copied I show that the crossing guard was copied with her personal email but she does not get them now when I forward it to her the crossing guard from my personal email she gets it but that's not the the end result we want to get but if
116you could find maybe some we for the each site to communicate because they have their own here now yeah and and it's similar with BCT for example when the high school schedule is off BCT isn't always aware so those are all you know they're they're little things but they do impact students right and there's been days when we haven't had coverage because they didn't know to show up early and when the crossing guard isn't there it makes a big difference so it's an important thing so if it if you could find a way absolutely that's exactly what this is for so but yeah it's been very collaborative and we're you know making a lot of progress because because they hear things we don't hear and we hear things they don't hear so it's a good
117chance for us all to to kind of hash some of those things out and move forward how often do you meet about every six weeks okay good great is there anything else on that thank you both for doing that it's yet another time commitment but it's interesting too it is it's it's nice to get you know the whole Community moving forward towards common goals those different perspectives that you may not even know about exactly yep sure okay moving on to board member reports Mr Stenberg yeah we had a SoCal rockboard meeting last Thursday night uh the got a report on the kickoff to the school year we were up in enrollment year-over-year I Believe by 24% was the number which is tremendous um this earlier last last week I was also able to meet with
118our new principal Miss Brian Nakayama and she is super excited to be there and is already coming up with things to really really increase the communication because the thing I hear over and over from students from parents is they they didn't know about it they didn't know about it they you know until maybe they heard from their neighbor or something like that but we're trying to find ways to bridge that gap of just knowing that it's there and what the opportunity is because when people do figure find out about it they love it you know so we've got a lot of instances where we can increase that communication um Dr M has already talked about host uh all of the council PT from the various school districts to have a meeting at SoCal Rock for
119them to see it and then they could spread the word and so I thought that was just a fantastic idea on her part but seeing the enrollment is huge for us I don't redond was actually down PV really up ticked um and all the others so but it's a a great kickoff and I've gone into a couple of classes that like I stepped into welding last Thursday before the board meeting it was just hopping I mean there was activity there like I'd never seen before and the students are excited about it we have a new welding instructor and that's it just things are really happening there it's so good to see so I'm I'm about to wrap up my second consecutive year as board president there that'll be in December uh we follow the regular
120uh voting sequence so but it's been a great experience we have a great board there they're so proactive and really dig into things and and hash things out it's been a great experience that's it thank you Mr Elder so it's the wrong time of the meeting to be saying this but hello uh it start with hello week so I'm going to finish with hello but uh you know love the program love what we're doing to welcome people every day make our our students feel included uh student staff everyone you know just make our campus feel like home so I'm really happy with to see all that uh also very happy again with the the event we had last night the bond information night for all three agencies um appreciate people coming out to learn more
121and asking questions and being involved on the legislative side just a couple things to Quick uh update is the phone free schools act assembly Bill 3216 has been passed so by 2026 we have to make changes of course we can move faster and we are but uh something to be aware of also the protect our kids from social media addiction act s SP 976 passed so uh that's not necessarily something we have to deal with as a district but uh you know there's there's all kinds of fun changes coming so we will adapt to those and continue to focus on doing what's best for our students uh and of course following the law and all the other good things we get to do here but thank you everyone CH thank you um I was honored
122to uh participate and attend uh teachers of the year uh event um thank you Miss Flynn for letting me uh attend to honor one of a very uh excellent teacher Mr Jeff watts of our high school um it was a wonderful to be there to seeing all the educators are dedicated to teaching and and and the profession of education and and and the energy was just amazing and just to be with Mr Watts and his wife Mrs Salman Mrs land and and um Sarah Robinson who used to be our teacher uh at high school she was there now she wants back and and yeah and she she was at our table Yeah and uh with Dr Stephanie uh uh was also present and I I was I was very proud of to be there to
123represent our school district um one other item um I participated in International Peace ceremony at Al PC health district uh they hosted the event this past Saturday um it was wonderful to see be reminded of the importance of peace and the sharing of their peace um you know when when we turn on news these days there's more conflicts uh happening around uh but it starts with us starts with all of us committing to peace and and looking after one another um and what's wonderful ceremony was a great reminder and and I'm glad um the uh alov and BC health district provideed a space for us to participate together thank you neth Mr Watts and my daughter Kylie had him as teacher last year yes um so I do want to congratulate Mr Watts um and
124also remind us all as Mr Cho did that we sit here to serve the most amazing children ever in this district and we have amazing teachers and we should never lose sight of our job and and what we're doing to affect their their roles um and with that I since our last meeting we've had Middle School open house and I was able to attend both Paris and Adams and I did Paris with Dr Alper um and we had a ball um so excited about what's happening there and um meeting some of the different teachers and also seeing so many of our teachers there as parents was just mindblowing uh and then I was able to hop over to Adams and um catch the end of that with Mr Elder so um um really good things
125happening really happy um and the teachers work so hard on these open house nights and I think sometimes I forget that at least and we take that for granted but that is really a long day um so I give them a lot of credit and thank thank them from the bottom of my heart so thank you thank you Miss neth okay I was asleep at the wheel I should have pulled resolution 20 2 42511 our resolution designating redond Beach Unified School District as an inclusive safe and welcoming District ensuring a protected space for all students to learn this was the resolution that was brought forth um from the superintendent advisory committee last year we brought it back again as a consent item because we are celebrating the United against hate week um so I just
126am very proud of the fact I wanted to highlight that our students are the ones that came up with our resolution so hopefully it will be a reminder and more meaningful because it came from their Solutions because I do agree we have the greatest students ever I had the honor of attending a AP African-American history class yesterday they were doing reports this is a new um the first time this is being taught in Redondo I think it's a new curriculum and in that AP exam I think she told me more than 20% each student is going to actually have to present a report to the teacher that is then submitted to the AP graders so it's a presentation portion I don't recall any ever having an AP test it was always it's a basically a
127presentation of your DBQ an oral presentation with so really exciting things happening there I'm hopeful when the high school comes they can share what that class is doing I saw so many excited um happy faces working on that they they made food as part of that culture whatnot so that was really exciting um and I think I'm super excited about back to school night for my last one as a parent but not as a Schoolboard member um coming up this week uh at the high school and at dler um we're back here on September 30th for a special Board of Education meeting because Dr Wesley doesn't have enough of us here at 4:30 um for open session we have a local holiday on October the 3rd and then a non-student day on October the 4th
