001why why would it meeting is now called to order at 5:15 p.m. can I please get a motion and second for approval of the October 10 2023 Board of Education agenda so moved second any questions or comments all those in favor say I I any opposed motion passes 5 the board will now go into closed session after hearing public comments are there any public comments on closed session items um and the Clos session item today is 3.2 conference with legal council on existing litigation anyone okay having heard no public comment can I have a motion second to adjourn and to close session so moved any questions all those in favor say I I any opposed motion passes 5 the board will go into Clos session e [Applause] okay the board has now reconvened for Open
002session at 5:30 leading Us in privilege of Allegiance tonight will be Eileen leckenby principal of bery Elementary face the flag ready to begin I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all okay during tonight's thank you special effects it's the effect during tonight's closed session uh the board had a conference with legal councel on existing litigation we received information and gave direction to staff can I please have a motion and second for approval of the minutes of September 26 2023 regular Board of Education meeting so moved and any questions or comments all those in favor say I I I student advisory vote I motion passes 5 can I please have a motion and
003second for approval of the minutes of the September 27th 2023 Charter Workshop special meeting so moved any questions or comments I will be voting I will be voting no because it's it contains several inaccuracies and incorrect recording you to I we can talk about some of them if you want to but the extent of them would have to go back to a confirmation of what was actually said and I don't think we're able to do that we could always bring it back to a future board is if everybody else is prepared to vote then I I hear what you're saying I I hear um so I think I'm going to call for a vote on that if there's more problems we can maybe put it aside but um all those in favor say I um
004is there a time sensitivity to to accepting this today no um only because it's an a topic that we've been working on for so long I wonder if we take a one quick look at it adjust anything that may be corrected and bring it back and approve it unless it's something fundamentally wrong with it it's more extensive than what we would want to try and do right now and as I said for part of it it's going to be a matter of what was actually said and I don't know if we have a record of that so I don't want to get into a whole discussion about about what was said in what wasn't said but if we feel like there's if enough of us feel like there's inaccuracies or things that need to be
005corrected we can bring it back if that's not going to change your perspective because we've all reviewed it if it's not going to change it then let's go ahead and vote but if you think it's useful I'm open to that would that mean that he would you would give your feedback to Dr Wesley and she'd provide another draft so that we could all see it yes I could well I'm not sure how we would go about doing that outside of a meeting well it would come in the next agenda With The Changes right okay and we could review or reject each one potentially we can do that that's up to I'm gonna say no but I'm willing to go with majority of the board so D Mr Elder Mr Cho Miss Flynn I think I'd
006feel more comfortable getting the feedback because it is something we spent so much time on and I don't want it to be yeah and I'll share a big part of this is in a lot of the research I've been doing for Charter is going back to minutes that were taken back in the 90s and so and the accuracy and the veracity and completeness of those minutes is it's just extremely important um and that's why I tend to put more weight on things like that there is no video to refer to for this this will be the only record yeah we've discussed it at four different meetings and had a board Workshop so making sure that we reflect that that's kind of where I am with it is is I'm ready to put this to rest
007but if we need to discuss it again yeah no it's not discuss it again it's just making sure that this memorializes be a discussion because Dr Wesley will now send it to us we can make our changes and comments it's going to go back and forth well it wouldn't go back and forth the only changes are coming from Mr strutzenberg and so then when we'd all see it at the next meeting we would comment or exactly or not right right so I have two yeses sorry I would uh I'd prefer to review just to see I didn't see any significant inaccuracies but I would prefer to hear all the feedback just to make sure we do have an accurate reflection okay so we'll bring it back um does she have to take a vote take
008a vote and if you vote no on it now then it'll automatically come back if what are we voting on though to approve you you just called for I don't think it automatically comes back it say maybe we do a motion to continue the yeah can I have a motion in second to move the approval of the minutes of September 27 2023 to the next regular board meeting to continue to the next regular board meeting I'll make that motion second all those in favor say I I any opposed uh student advisory vote motion passes 5 will bring those back so just for clarity then um Mr strutzenberg will send a revised version to me which I can then share with all five board members as the next in the next agenda so we just going
009to go straight in the agenda or or should I okay it'll just have to be on the agenda with the agenda package with and we can have the original version and then whatever I find and proposed and we can discuss it at that time it may be I thought Dan said this and Dan can clarify and said yeah I didn't say that I said this okay got it okay the agenda for tonight was approved prior to closed session with a motion by Mr Elder seconded by Mr Cho and unanimously approved reports to the board we are starting with Miss Eileen leckenby Bernie Elementary School presentation yay [Applause] good evening board president Silverman neemo members of the board Dr Wesley and cabinet my name is Eileen leckenby and I'm the principal of Bernie Elementary School I'm
010joined here tonight by Megan French one of our fabulous second grade teachers and we are thrilled to be here tonight to talk to you about our foundations program so as we begin let's take a visit to room three and see Miss French's students in action there's not a lot of action very quiet class but it's a quiet class yes B BT Bolt b bolt sh rich rich is sh shred shred and Shred mind mind M mind I noticed two Taps on that one M why is that Adrian because if it was just Min it doesn't make sense like your mind it's like so what's different about the the is acting like a a it's not a short vow it's a long vowel mm so what kind of syllable do we call that AA glued sound
011it is a glued sound the in D says in and then what kind of syllable does it make Emma it's a close exception very good bolt bolt so last year we implemented foundations as part of our elementary school adoption we have wit and wisdom which is our K5 core knowledge program and then foundations is our foundational skills program for students in K2 right away we knew we had something special with foundations kids took to it right away we saw them thriving and becoming really confident readers and writers so foundations is a research-based curriculum that uses effective teaching principles students learn how to form letters initially printing in kindergarten as they are mastering letter sounds beginning to build words words moving into spelling patterns and words that they will encounter often in reading the lessons then
012incorporate reading passages and students Master tricky words that do not follow those traditional spelling patterns they learn both how to decode as they read and to spell as they write by third grade our classes are using these word skills and grammar rules in cursive so let's go back to my classroom and see another snippet of what a foundations lesson is whoops [Music] there we next pretty pretty r e t t y PR pretty nicely done done done done D O N E Done one more both both both b o t h why are we using our huge arms why the long straight arms Elana because then they're like the pencils pencils aren't like not spaghetti y spell like you're like oh I can't spell what is the straight arm helping your brain do Natalie it
013helps your it helps your brain learn the words because you spell because you're spelling the words right in front of you and what's different about these words we just spelled max they're not on paper they're not on paper what kinds of words are they Bea trick trick words what makes them tricky Ian because they don't follow the rules so through explicit and direct instruction each unit will systematically move the students through a pattern of I do we do you do it together and then you do it alone this sequence is coherent with each year building and then the year before just grows lessons are multi sensory they incorporate gross motor movement as you saw there visual and auditory practice there there's frequent repetition immediate feedback and students enjoy the variety of ways that we introduce
014practice and demonstrate Mastery of each skill we Echo and practice things corally we use whiteboards gel boards and whole body movements to help us practice and form resource books that then continue with us as we write across all curriculum areas I embellished a little there to ask them questions so that you could understand what you were seeing so whenever we roll something out we want to make sure it's effective so one of the things we looked at was how our students performed on their map assessments we want to see if the student outcomes are there so both of these charts are from Mrs French's students last year so the chart on the left is before they came to her at the end of first grade how they performed on the map assessments so as you
015can see the 51% of students in the blue were in the very top quintile so they scored the 80th percentile and above and then there was about 8% of the class who came to her who were in the very bottom quintile they were scoring between the zero and 20th percentile after a year of Foundations you can see the chart on the right this is the same group of students the 8% who were in The Red at the end of first grade move to the next performance band in addition the students in the blue so the most advanced uh increase from 51% of the class to 62% of the class so overall you can see um greater proficiency for all students after just one year of Foundations so while map data is an indicator of how
016our students are progressing another important indicator is what those students look like as they proceed into the next grade year so as we mentioned the great part of Foundations is that it's coherent and it's bringing our instruction in alignment with each year we're reviewing building upon the previous year's instruction this year my students some of them are with Mrs Ral in third grade so let's hear from her about how her third graders are doing hi hi my name is Robin Ral and I'm a third grade teacher here at Bernie this is my first year teaching foundations in third grade and I just want to tell you a little bit about my my experience and what my third grade team expected we were really excited last year to get to go into first and second grade
017classrooms to see foundations in action because we knew we were getting it coming this year we were disappointed last year that we couldn't start and then we found out that level two was a prerequisite so the kids just weren't ready for what we were going to be teaching them when they got to us this year we were expecting we were excited to see what they could do and what they had learned penmanship is amazing this year having the cute little lines and foundations that they get to write on the worm line and the grass line they can make letters formation is amazing it never was that great learning cursive they're so excited now in third grade to learn cursive and knowing that the grass line is there for them to learn cursive just like it
018was in second grade they're really excited about that we're also very happy to see an increase in spelling ability not only can they spell words that they couldn't spell before but they understand why to spell them correctly they understand some common missteps of spelling because now they know the spelling rules and they understand about trick words and why they're trick words they're really good now at academic vocabulary they can identify parts of words um Blends and diagraphs they know about syllable types they know about multi cabic words they can explain exceptions to rules that some of my teammates and I didn't even know were exceptions to the rules because we just learned how to spell the words we didn't learn why they were spelling them so we are very excited to continue on with foundations
019and take them forward on their journey to being better spellers and better readers and finally let's hear from our most important stakeholders our students and their experiences with Foundation my name is Kamaya and my name is Coy and we Ving Miss franch CL class so tell me about foundations what do you learn in foundations we learn how to write and spell and we learn about stories and and we learn our diagraphs and our foundations and all our sounds what's a diagraph a diagraph is like two sounds two letters two letters that make um one sound oh give me an example like in the word ship yeah like us work together to make this sound oh how do you think foundations helps as a student it helps write more it helps me spell lazy writing helps
020me right thank you my name is thank you for having us we'd love to answer questions from the board thank you so much thank you um the owl never gets old first of all never um I remember seeing these videos when we sat on the committee before we adopted um the program and to see our students now doing the same videos that we watched way back then is priceless um so to to the elementary school teachers that are putting this into effect it's a lot of work it's amazing and and I know it's what's best for our students and our kids so thank you so much thank you anyone else a couple questions so does this replace in kindergarten when they had to memorize the site words so they actually understand okay and they're not
021always dressed like that in your class that happened to be picture day okay some things have gotten a little different at Bernie since my kids were there I mean everybody Dr but the trick words you mentioned is exactly that it's disconcerting for parents that have older students that had those memorized lists and when I won't send the lists home ahead of time because we're not just memorizing the words they need to understand why and how to then go forward in building them so they're building resource books each year that they keep and those resource books are essentially their personal dictionary but the difference in them is that they have actually added each word and they've added the rules of the spelling they've added why you break a word apart a certain way if it's a
022trick word like I have all of their first grade words in there in a certain box because they should already have memorized those but they're there to go back and check because we all learn at different rates and so they know where to check for that versus the new trick words that we're adding and then they'll build a new resource in third grade well this is a whole I'll Echo Miss Overman Miss comment it is a lot of work but wow those results you can't kind of beat those so thank you thank you I'll be a broken record as well and thank everyone adopting a new curriculum is not easy so thank you to everyone who's been part of adopting it um it's incredibly powerful and it's helping our students really succeed so so grateful
023for everyone who made this happen uh we can have the data to see very clearly how effective it's been and I'm just looking forward to what our students can do with this thank you thank you so wait I've heard nothing but good things about this which is great to hear um personally all last year my first grader I had to live through this I learned about diagraphs and glued sounds and all those things and as my hearing gets worse and worse as I get older my second grader now will look at me when I don't hear word Daddy and and I get it from that um so it is effective and not only are they're not just learning the things they're learning the rules the why and that's what I really saw in him you
024give him a new word he'll pick it apart thanks to Mrs Bell his first grade teacher who is here um and I think the teachers have embraced it as well I he just the good response of it it's f F to do fundation now no pun intended but it really seems like it is and the the kids really are loving it I've experienced that board member TR you may be getting the same thing you have a first grader Caden you'll be living through it you'll be hearing what diagraphs are and all I can tell you is I wish I had those when I learned to speak English the first time I had a student join us from out of state and the first day of school as I was getting to know her and I'm
025always watching to make sure that they begin to make friends and things she just lit up she looked across the room and she said you have Mama Echo and baby Echo and instantly she was at home in a Redondo Beach school because she recognized them and she's done it from kindergarten on up because she came from another district and so it's really fun to see I push and pull a little at her at what she's already done because she's like my research project of this is what they'll look like in another year and then another year as I'm also asking third grade how's it going what are they strong in what do I need to work on it's exciting thank [Applause] you all right now we have the 2023 California assessment of student performance and
026progress Casp Dr Wilds you're going to make me go after the owl I literally I was I looking the agenda tonight I was like gosh I got to go after the L um and I I will say as somebody who goes into a classroom when you listen to a first grader call out what a diagraph is it'll make it'll take you to your knees um so I am ex very excited tonight not as excited as I was about the L but I'm very pleased to share tonight the rbusd 2023 are Smarter Balance assessment results so what is smarter balance Smarter Balance assessment otherwise known in California as Casp um but you will also hear smart Smarter Balance because there are other states that are also part of the smarter balance Consortium so it is a
027summative Criterion reference test that utilizes both uh computer adaptive parts of the test as well as a performance task that allows students to show what they know and are able to do at that grade level it's based um and written from the uh Common Core State Standards it is assessed in both English language arts I.E the literacy as well as mathematics and then you see the science the cast we'll talk about that's slightly different we talk about that in a bit students are assessed yearly in the spring in grades 3rd fourth fifth 6th 7th and eth then they take a break and they come back in 11th grade science however is only tested in fifth 8th and 11th grade but is a cumulative test so it's not just the fifth grade not just the eighth
028grade it is the it's a cumulation of the grades before then so Smarter Balance um all assessments are built on what we call the blueprints um the blueprints describe what the content of the assessment will be um they outline um what how many questions in each of the areas in ela for example you can see on the top right is an example how many questions there might be on the computer of adapted portion um or maybe they might be that particular uh strand is assessed as a performance task um and it outlines for there's an outline for every grade level third grade and 11th grade um interesting to note this entire blueprint was adjusted during coid um so it was changed the for lack of a a better definition the computer adapted portion was cut
029in just about half so we have about 50% less um questions for students and that was designed to reduce the amount of time that students were in the assessment so let's take a look overall um so um one of the feedback when we talk about test scores in the past we've had just written percentages and so we felt like um giving graphs might be a better um visual for folks this is overall for our district so this is all tested grades together again 3rd through eight and 11 um this is just under 5,000 students who participated in um C testing in the spring on the left you will see Ela our goal and we measure ourselves by is by the percentage of students who meet and exceed so uh the blue and green um overall
030for Rondo Beach we had 7 3.1% of our students met or exceeded standards in ela and in mathematics we had 67.6% so let's break it down by grade level so in the spring we had broke it down a little bit by grade level so we could start um in Educational Services we start looking for Trends um we start looking to see is there not only do we look at overall grade levels we looked at uh look at subgroups of students but overall you'll see in third grade we were averaging just about it's about 79% in the green and blue um fourth grade 76 fifth grade was right around 66 66 and a half sixth grade is just about this almost the exact same at 67% seventh grade again we're sitting seeing some stability there across
031fifth sixth and seventh grade in 8th grade we had a little bit of a dip down to 62% you see the percentage of students the blue stayed about the same our students who exceeded but our students who met um shrunk just a little bit and our students who were nearly met and did not meet grew and then in 11th grade we have a we have approximately 52% and so the question is what happens in 9th and 10th grade let's take a look at Ela or sorry longitudinally so we do look at longitudinal data as well because it does tell a story there was something that happened in 2020 um that so you're going to see kind of a Break um for those two years we did not take the Casp so I did put a
032pre our preco This was um the 2018 2019 was the last full year of Casp testing prior to the pandemic just again important to note when you look at them it is based on a different set of blueprints so that's always just important to note um so the guidance the state has given districts is to really think of 2122 as your new Baseline with the new revised blueprint um in 2021 22 we were averaging 66 just over 66% and then this year we had a 1% increase to 67% one of the things when we look at we always like to think about how many kids that is that's approximately 51 students who increased from the red or yellow up into the green and blue so it 1% but 50 kids makes it a little bit
033more tangible take a look at Ela in English language arts the story looks a little bit different we do see some declines um in blue but we see some amazing results in 11th grade in third grade they averaged the green and blue together average about 70 just just under 72% 71.8 in fourth grade fairly similar 71.2 in fifth grade 69.8% sixth grade and seventh grade are almost the exact same they are just about 6 75% we see the dip in eighth grade down to 69 and then we have a rise back up in 11th grade to 77 almost 78% longitudinally Ela preo and then 2020 73 just over 73% and again 22 23 just just over 20 just over 73% we want to look at science science again is only tested in 5ifth 8 and
03411 the reason 10th grade is in there um is to note that we as a district have the option to test in 10th Grade which is something we've been talking to the high school about um oftentimes we don't have all 11th graders in a science class but many of our many of our 10th graders are in a science class um is it more valuable to test in 10th Grade that's a question we we going back and forth with the high school right now um if we were to make that decision for at least one year all 10th graders and all 11th graders would have to take the test because students have to take it once before they leave and then we could shift to just 10th grade that's something to consider longitudinally there really isn't
035a pre-co even though though I you'll see well Susan there's a pre-co number up there it is it was a field test though so that's important to remember the test was still being tested but we did get received results so the real real assessment started in 2122 that is our true Baseline we're at 55 just over 55 and a half% and last year we were at 53.83 per. the last assessment that we give is for our English language Learners so the lpac assessment is given once when students enter um into schools for the first time and have indicated they have a home language other than English they receive an initial lpac test that initial lpac determines whether they are an English language learner um or whether they are English proficient um once they've been identified
036as an English language learner they will then take the summit of elpac every year and it is one of the main indicators we use along with their grades um teacher input um to determine their reclassification um and so so students um you'll see students who are level one typically are those those are students who are just just coming into um schools American schools often times for the first time learning the language um and we were about 27 just over 27% of our students this year um showed that they are profi they have proficient knowledge and this lpac does do um listening speaking reading and writing so it's looking at all those areas of literacy so students who have scored in the level four most of them I probably with very very high confidence can tell
037you will most likely be redesignated as English only so findings and again this is not an exhausted list but I just wanted to let you all start thinking about what is what are some of the discussions that we are now having with our School principles down in its services with Dr Wesley and cabinet some highlights um highlights obviously what I already pointed out is 11th grade English is looking very very strong um I'm really proud of the work that our secondary teachers have been doing around literacy um and this idea of how how do can we teach literacy across all content areas um but again our four grade level math proficiency has returned um to about 2017 so when we were really kind of looking at um the March back toward those that 189 score
038levels were around 2017 right now just to give you um a comp comparison grades four and seven math have returned to pre-pandemic 2 sorry that's a typo 2019 levels um and our Ela proficiency remains consistent fairly what I would consider consistent across across our grades we don't see major dips unlike we do in math math we see we see a fairly steady decline um as it goes um our areas of growth is math this is not surprising you'll see it all over our strategic plan our math proficiency tends to decline as the grade level increases particularly when I talked about student with those subgroups particularly with students with disabilities and our English language Learners one thing to note is the trend in the gap between our English language Learners and our students with disabilities existed
039pre pandemic we can't blame it on the pandemic that is a gap that has existed um and it exists today and so it's something that we're taking a closer look at uh the 2022 23 fifth grade cohort um this was not something we saw at one school we saw it just about at all schools the that fifth grade cohort appear to be the most impacted by um the loss of foundational level pandemic loss of instruction um those fifth graders would have been finishing first and second grade during the pandemic which is what if what you heard just a few minutes before me are some of the most critical grades for teaching kids how to read um grade levels of focus for us right now in El and math 5ifth 8th 11th 5ifth 8th and 11th
040um and those seem to be um those grade levels for a variety of of reasons that we're looking at those are the ones we are really targeting with more targeted intensive interventions and then science and then science and we'll talk about some science some more we're going to talk about science um and we want to make sure we don't lose sight of science when we talk about Ela and math and then continued intensive support for our English language Learners so that we can March them toward language acquisition students that um who are able to redesignate score higher on um Statewide testing and in fact our students who redesignate most of the time you will see them up into that exceeds level they're not just meeting standards they are exceeding so anything we can do to
041really help them um acquire language um it will only benefit everyone so our are is the goal you'll see the first two um are not new they were part of the Strategic plan that you adopted increased percentage of students who meet and exceed standards that's measured by Spring 2024 um when we look when we talked about percentage and we look at for me I like to think about kids 1% is about 50 kids 2% is about 100 students um districtwide 4% would be close to 200 students so we're really thinking about what can we do to Target those students and what can we do to support them same thing in math however in science working with our school sites our principles feel that we we really um we can do a little bit better um
042in one year um we've kind of lost side a little bit of science as we were really thinking about math recovery and we want to recommit to it so our work this year we have just finished up um an an amazing week with Chris steinhauser and innovate Ed in our schools we have we still have our high school to go um but bringing our school teams leading schools in creating strategic plans of improvement is not the work of a single principal if it relies on the shoulders of a single principal it's not going to it's not going to work um so we really wanted to recommit to giving our school leadership teams um training and professional development and time to really sit and think about how can we target um School Improvement plans with creating
043smart goals um the second one is teacher Collective efficacy and we talk about this is one of the um John some of John Hattie's work has shown that this is some of the most most impact um it's going to be most most impactful on student achievement and the reality is the expertise to support our students already exists in all of our schools we just have to give our teachers time to talk um and go in classrooms and share now ideas um and be able to collaborate instruction and learning we have a lot of new if you were anywhere near the warehouse you saw books books and more books so we implemented we're implementing new history social science and World Language textbooks uh reading interventions across our elementaries and our middle schools increased embedded eel support
044later this year and we are in year two of our Ela adoption and remember um it was important for us to think through that adoption is a three-year um cycle and then lastly some of the work our secondary folks are going to be doing is really thinking thinking about formative assessments and when we look think talk about formative assessments these are the things that are never graded it's the work it's the talk it's the things that happen in classrooms that actually give us a lot of information about what students need um and so letting our giving our teachers time um to take a look at the things that aren't graded um tickets out the door error analysis um Socratic seminars those things that we don't often grade but give us a big window into what
045students might need so October 18th is the public release of results Statewide once that is released I'll be able to give you the information around how the state performed and surrounding districts perform reformed right now we only have our own data but we will have everybody's as of October 18th and then we will be marching toward a fall release of the California dashboard we haven't gotten a specific date yet for when that will be open any questions anyone go ahead Mr Stenberg I don't know where to begin with this um there is so much more that needs to be uncovered here and addressed and I think we're a year late in doing it the test scores I went and focused on our Elementary first CU both of my kids were in elementary MH our elementaries
046and aggregate went down during coid the 19 to 22 because the the 23 data is not public yet but from the preliminary look it's not going to change much went down more than any of our surrounding elementaries within our own elementaries we we had a range that really needed to be addressed we had a couple of schools that actually went up in test scores during Co in aggregate we had a couple that went down over 12% which is massive with no explanation as to why nothing done to address what was when we knew that data it seems like we've waited a year to see if it would get any better and it doesn't appear that really has the real information here comes in when we start looking at our individual sites individual sometimes individual grades
047although looking grade to grade even following a cohort doesn't necessarily give anym but sight to site we have certain sites that need more help and I don't think we've given that to them and that's what the Esser monies and other monies like that were me for and I don't see that we use them effectively to address those sites that really went down and this is not right it's not fair to the kids it's not fair to the schools that didn't get the help we've loaded up our teachers with more and more and more and I can see why that these scores are coming down because we keep taking away instructional time I love the idea that foundations is having a good effect maybe that we'll see that over the years but there is much more
048to be uncovered here and really looked at that I didn't see we have sites that need help definitely we might have certain cohorts that need help M we should be giving that we should have been giving that a year ago I am extremely disappointed I hear you here's what I will here's what I will say I would not make those assumptions this is data these are not assumptions and I would say that we have an extraordinarily strong team of teachers in this district and these teachers have been doing mental health triage that's what they've been doing in classrooms they have absolutely I agree with that completely all teachers have Absol agre completely and they have I'm not blaming the teachers right I hear you I'm happy to provide answers I sent this to you probably
049about six months ago with no response none you know I'm I'm just going to say that um I we hear what you're saying and I'm not sure that all those asserts are true in terms of how Esser monies are used I mean that's you've made a lot of statements that I think require time for feedback um we're willing to meet and discuss that but I to say that Sr money wasn't used correctly I mean we've we've been able to hire intervention teachers I mean it's it's going to take obviously more continued efforts and I think also we've discussed um I know you're comparing to the 1920 data but uh we have to look at what the state says in terms of the Baseline data um is there room for improvement absolutely are there things we
050can do to continue to support teachers moving forward absolutely so that's our focus and that's the work that we're doing with Chris steinhauser and the instructional leadership teams at each site we're hearing that's positive feedback but I think at this point to um spend a lot of time on what happened two years ago uh isn't a productive use of time obviously looking back does help us move forward but at this point we really really need to understand the current data and how can we move forward what goals do we need to set what are the ways in which we could support the teachers who are dealing with the behavior issues ETC what resources do we need to there's a lot to it um and you are right about different sites maybe needing different resources um
051I think that's also a fair statement and so working with the school site leadership teams getting them involved and that Collective efficacy that we've been talking about is really important um so I I what I love seeing is that we are moving in that direction where teachers are sitting down they're looking at the data they're owning it they are sharing input they're giving site admin District admin input as to ways in which we can improve are the things we can do better absolutely and we're learning a lot from each other which I think is also very helpful so I I think it's important for us to look at the current data and how do we work together with our site leadership teams to move forward I I don't know that that I can sit here
052and listen to us say that we haven't used fundings correctly I mean they're audited it's all in the in the board agendas I don't think that's fair um but we always respect input and thoughts from our board and we'll always try to improve um I want to thank you for for putting that together because I think the focus was on um the years and I understand there is a new Baseline mhm um so it's almost difficult for us to go back um I don't understand exactly how that works but I realize that the Baseline is now what it was just one year ago um and I think all of we're asking everyone including our teachers and our staff to kind of buy into this for us and to work towards what our strategic plan has
053put in place for us in terms of increasing uh learning and scores and everything else so um from that point uh thank you for doing that I would say we also need the Buy in of our students particularly those at the secondary level and our families to also recognize the importance of taking these assessments seriously because we look at the data seriously so that's part of the work that uh we need to continue to do I was going to bring up that point especially about 11th grade because that's the time when uh they're taking a lot of college placement T tests AP tests and I know that the last thing an 11th grader wants to do is take a cap test especially when they know it doesn't count and I have two children one the
054second of which who was told don't worry you're not getting a grade on this and she legitimately did not answer anything except guessing and this was elementary school things have changed since and I will have to say the high school deserves a lot of credit they they really have helped kids and families understand that it it does count I can say that I like the idea of 10th grade a lot better than 11th just because you don't have as many AP classes then and um you know they got the 11th grader here our student board member agrees yeah student board member I and this is just one it's an incredibly important one right because this is all we have isn't all we have we have this and we have map yes so we actually have
055a lot of data that we can use just as a tool and you know it tells us data tells a story right and it also helps us it it also helps us set priorities um and and I do want to say I'm happy to in a Friday update reshare the Esser plan that the board approved um but that Esser plan those Esser expenditures came from stakeholder meetings they came from teachers saying we need new Elementary curriculum and that's how that money was spent so I I want to be clear spending erer funds is not a unilateral decision um the New World Language textbooks came from teachers sitting on stakeholder committee so I I just think that's really important to know does the map data reflect these same Trends are we seeing kind of the same
056well it's a it's a different assessment right it's it's a like a measuring stick right which used to see growth over time but it does allow us to see where growth is speeding up and where growth is slowing down um when you look at you know I know Miss Ling be shared it as well when you look at first and second grade growth it's what we call a positive disruptor meaning kids are growing faster than 50th percentile they are growing faster than that the national average and then we look to see why and there are cases where kids may be slowing down we got to look to see why could it be that we need new updated math curriculum could it be that there there could be oftentimes there's many indicators um there's not necessarily
057a single one um it is that's why you know wanted to point out we spent a tremendous time looking at historical data to look at Trends um when you look at meeting the needs of your neediest students in the in the building your English language Learners your students with disabilities it Rises the Tide for everybody um you put strategies and things in place and those are things that looking at historical data we've been able to do um Mr Lopez down in ed services putting together those for our teachers um and our teacher saying things like we need help with accommodations and modifications great that helps us determine ways to go for professional development if we look at things like 10th and 11th grade map scoring and and the data from that yeah does that show
058us some of those gaps maybe that would correlate to the the state testing and help us identify May our curriculum's missing that or what's really interesting when you look at high school when kids hit High School there's you know um there's there's the demands of the content of that course right let's take like l algebra one sorry English High School teachers have uh you know they have um novels they've used they have a syllabus um and it is there is a very high level rigor in our high school um what it shows is that when kids who might even have a gap are given access to that high rigor they grow faster and that's some of the data that we're seeing um it's you know when we look at um historically when Eureka Math came
059in we can see the gaps closing for students um on the second year even just the second year of districtwide um I think Miss French alluded to it when you have coherence across um a a grade coherence across schools you have massive movement Right Movement doesn't happen in a year you don't turn you don't turn a ship in a year but what we start seeing is when we see these what's happening in our primary and Foundations is in tk2 we brought it for tk2 when we start seeing the impact of that coming up our goal is for every third grader to read Because if you can read you can pass the Casp period you just can we could all take it today um not having been in any of these 11th grade classes and you'd
060pass the cast because we're a good readers right that is the um the theory on which we are spending this time and this energy in early literacy um and then the V the interventions for students who are sitting in these fifth and sixth grade classrooms who may not have it thank you the state is such a very powerful tool for our teachers and the whole team to we be able to use to see what's working and what's not and and you know try and do better for our students so thank you to the whole team for using this um it's not always easy to make sense of there's a lot of data but appreciate everyone you know using it constructively and and hopefully we can help our students do better thank you I Echo uh
061um what my colleague um board memb chur has expressed I am concerned and and I think we all are um we all also understand um things like this take time we also know that are many teachers in in the audience today you work super hard and worked harder working with our students working with growing up and having um to deal with not having that three years time that that that's so precious to them um I can only share what I believe and think that I'm more resolved than ever to work with all of you when I saw that one of the graphs at a 52% um that shouldn't be happening here that shouldn't happen anywhere and but certainly not here um so we all have to work I know we have different thoughts and opinions
062but we have the tools we have the data we have the best teachers we have the best admins we have to make this work as Dr Wesley shared with us often reminds us we're in in the business of Education this has to get better so whatever that may be share with us and we we we'll do it and if that there there's some decisions that we have to make we'll do that um but we this this has to be a a point for all of us to hey we're here for the kids let's do this let's do this now let's not wait but thank you for sharing that information you had said a couple times in these meetings that the map scores are a good predictor of cast scores it does it has it is
063um when I when we go in one of the reports um allows schools allows teachers um it it has a fairly High predicted predictive rating meaning um right now we can go in Bernie fifth grade teacher can go in and see what if my class took Casp today how are they most likely to score when we do that with teachers those kids who were in the orange and red are very small numbers and now it's manageable it's one student two students and it allows us to say okay how do we hone in on those kids um and then what are the strategies that we can utilize to help them so even at the time of the 20 22 cast test M which is most often cited as the the 19 to 22 is what's most
064often cited as the learning loss period MH we knew that those test scores were going to go down and where they would go down we and the nation knew they were going to D because you had a Year's worth of data already uh no we didn't take the map We Didn't Start the map until spring of yeah so you had spring yeah and then you had fall of two MH no spring of 20 spring fall of 21 right winter of 2122 so you had three tests that's a Year's worth of data right what did we use that for knowing that the task fors were going to go down so much how was that utilized we're H we I'm happy to talk about that and gives we can go into that um I've asked that question
065already though yeah we can and we I'd be happy to do that I'm not going to speak for each school and each how each principle used it um but we're happy we're happy to talk about that some more okay if you want me to talk about it tonight I can but and I want to be clear too none of this in any way is meant to be I'm not putting any of this on teachers I'm saying the teachers need more support better support don't need to be continually loaded up with more and more and more things more and more things like uh the adoption is that what you're referring to no um the more things such as I'll even use map as one map is a new thing that is an additional thing that takes
066up an instructional time I don't get good feedback on it that's fair and to keep you know and we have more SE something really happened over the co period is more and more seal I'm not saying that's a bad thing but is additional burden on our teacher that they have to work with that and use that time to do all of these things uh we've got other ones where you know kids and somewhat have changed so individual children take more and more time takes away from the general instruction time my point with that is we need to do better with getting the help where it needs to be given and I don't think this is the first time I've seen any kind of plan I would have liked to have seen a plan like this
067a year ago I don't Rec I'm happy to sit down with you and talk about what we're doing for schools happy to do that I would have liked to have seen it here I don't understand what you're asking I guess what plan what oh the the the last slide had the plan of you know the strategy the OB or strategies of how we're going toic plan that's our status is what informed our strategic plan we knew we needed to increase in Mass we knew this a year ago too right but we didn't have a strategic plan here but we could have done it without a strategic plan the strateg plan we in the middle of adopting an Ela curriculum though so it's also in the elcap we do a thorough analysis every year in the
068elcap I think for purposes of of our staff which we've always talked about how we recognize when we roll out new programs there's a burden to our teachers absolutely so Ela was we knew going to be a big burden we did um and that's why when we were very intentional with the feedback from the staff on that committee that we made a three-year plan to implement right can't Implement one year I I think when we're comparing that to um the map or seal they're not exactly on the same level it's a completely different um task that that the teachers are responsible for so I guess I just got confused I'm not sure where well the ELA adoption was in was after the 2022 right but we're still we haven't fully adopted Ela correct we not
069even finished two months into year twoo and I would argue that again we is important to do it right and to give teachers time to learn it is a lot to learn um and so that's why we felt strongly about a threeyear full to be fully implemented yeah I I wouldn't tie the ELA adoption to any of this I I'd see it as a tool to improve things absolutely but to you think it's a result of us needing to improve those scores that we adopted the ELA we were going to do it anyway we had already recognized that we needed a curriculum for English language arts in the elementary I wouldn't tie that to any of the cast data but I mean like we've also identified that we need to improve secondary math programs so
070we're looking at strategic plan we're using the data for and trying to do too many of those at once a heavy burden I don't put any correlation between those with what's happened and where we are now and where where we're headed yes I think the ELA a great thing moving forward I really do we need more of that and we need to from the day and I don't want to get into the individual schools but it's clear that individual schools need different levels of support for what ever reasons and that's what I think we should be giving but to increase so we can talk about increasing the scores right but to increase math scores at elementary level means implementing a new math program we're in the middle of implementing an Ela program the last thing
071our teachers are going to support qu quite rightly would be a new program so I think it all has to right at the elementary level so it all has to be part of a bigger picture the data doesn't support that because the 2019 data we didn't have a different math program so I again I can't well I think blame or something going back to my the point I tried to make earlier is that we can sit here and speculate and talk on and on about what happened last year and two years ago but I have a forward Focus as the superintendent of this district and I love the work that we're doing with our site leadership teams where teachers can look at data give their input tell us what we need to do to move
072forward and a productive what supports are needed we recognize they need more time we recognize that we're asking a lot of them all of those things are you're absolutely correct so what are we going to do to move forward that's why we have a strategic plan so we're all moving in the same direction and change takes time it's not going to happen in one year or two years it takes time for it to happen agreed and when kids are coming in with some of the highest levels of anxiety we have seen in my career and I've been doing this close to 30 years I've never seen anything like this when kids basic needs need to be met first it is going to take time out of the math lesson out of the writing lesson it
073is because they are in crisis and they are we have students who don't know how to play on the playground and that takes time so I think we have to give our our teachers and our schools and our principes some some Grace because we could not have predicted this level of Mental Health crisis that's in our classrooms so I just think that's important to important to remember and agree completely okay good we have agreement there so thank you Dr wild all right moving on the most important one in the room is once she figures out where she is um Chloe kwood student board report uh thank you uh continuing on the testing uh subject tomorrow tomorrow is PSAT day for all of our Junior sophomores and freshmen as well as CPR training day for all
074of our seniors who have chosen to sign up and our fall sports are also continuing continuing this week so come out and support all of our teams including our Seahawk football team on Friday when they go against PV and it is an away game and the theme for this game is red and white our RS theater arts program had their production of Sweeney Todd last weekend which was an amazing success and then lastly two Elementary events this Friday Washington has their family dance and next Friday toita has their movie night thank [Applause] you sounds like a lot of fun oh well Dr Wesley you're going to have to go after that it's never possible to follow Chloe and be as exciting um so my report today is um going to focus on first of all
075I believe it's positive news um but I wanted to share some data wanted to just give out factual data um gathered by our staff and I wanted to keep it a little light um and so um digging into a little bit of the data okay I call it MythBusters again just keeping it light but what you are going to see see are valid concerns I've been trying to go out and find out what are the concerns so I believe they're valid and then some data to kind of just share where we are where are we right now so the first concern that we are hearing is we have less uh teachers for the same amount of students in other words staff are leaving rbusd and we haven't replaced them I've heard that um and so
076the the fact of the matter is that it is true that we've had some attrition due to staff moving going back to school or other reasons you know the difficulties of this profession it is a difficult profession but we've also been fortunate to hire new staff and have purposefully kept the numbers of teachers almost the same and these are what's called fte's full-time equivalent so sometimes teachers are job share sometimes teachers are you know 20% so that's why the number looks like you know 353 and we're just talking about teachers right now um so so but knowing that our decline in enrollment was happening it we purposely were trying to keep the amount of staff members the same knowing the concerns uh of Staff in terms of class sizes combos Etc um so we won't
077be able to do this every year as it does come at a cost but when we will um when we can we will and so another concern that we've heard are about combo classes and um you know the difficulties of combo classes um so um when you look at our eight elementary schools um we have four combo classes this year we had five last year um and we even had more the year before um knowing this is a concern especially with the ELA curriculum again and keeping the same FTE you'll see Washington always has this 45di combo um but we were able to add some step Staffing for example particularly at altta Vista they would have had a combo had we not add added some staffing uh you can see where the combos are currently
078and you can also see for instance like at Madison the the cohort of kids moving up so these are our combo classes um we have there's been a concern about class sizes being over 35 so for instance our contractual limit for grades four and five and up are 35 and there is language also that allows for a staff member to go to 36 or 37 with additional stipend Etc um but we know that that's definitely not um beneficial um ideally we would have uh no classes over 35 and we understand the impact of class sizes and oftentimes it's a trade-off with uh having not having a combo or having a combo and because kids don't come in perfect quantities each year um and this is just another area that we kept an I in over
079the summer and purposely open more classes to reduce class sizes and avoid combos um we do have one class uh that's over 35 we're aware of it um but for example at uh Alta Vista we over the summer we opened up a number another class to break up a combo and then what we did is we uh to lead a traditionally has in their upper classes like could be at 36 or my when my daughter went to too she was in a class of 36 and 4th and 37 and 5th and then you know someone checked out so it ended up being 36 half the year but nevertheless um what we've done is we've just closed off enrollment so we call the school and we say okay we're not going to enroll anymore if you
080get any more students in fourth and fifth and then they're going to go to altta Vista um to manage those class sizes so this is just a new strategy that we're trying to do to um manage the class sizes and wanted everyone to be aware of that so so here's just a little bit more of the data by school again this is current data um and so we we know where those class sizes are we we recognize that um last year we had a total of four classes over 35 so um we're trying to move in a positive direction and again that goes back to Let's staff um the same knowing that we have declining enrollment another concern that's been shared is that um class sizes average class sizes are going up um as you
081can see they've gone down again not every single teacher's experiencing that I want to recognize but overall this is again because enrollments gone down Staffing is remaining the same less students um more staff or same staff means class sites so this chart outlines um our averages we look at averages we have average limits particularly in eth grade sorry um Elementary School and so you can see our K3 current averages um at each Elementary and our 45 averages at each Elementary and then also the number of class sizes at 22 or lower and those would include our TK classes um at at those particular sites we have TK at Jefferson uh toita Madison so just so you can see the numbers and put that into context so when you compare that to last year these numbers
082are lower um in terms of averages and hopefully teachers are recognizing and experiencing less students whether it be one two or three but we understand that that makes a difference um for staff uh we heard a concern about special education case loads um being larger or large or not manageable I do want to share that the legal limit for a case load is 28 and in California we follow the law on rbusd um so what I want you to see is that on this slide we are definitely below the limit the numbers between the slashes indicate each individual teacher's case load um you'll notice one uh teacher at two different sites it does not include pending cases because since IEPs have not been finalized the student may or may not qualify but this is data
083that is looked at by our special education um Department regularly to monitor those case loads I mean the reality is that uh student those numbers will go up um throughout the year right as we identify students who have special needs and need additional supports we understand that what we like seeing is that the numbers are the the numbers starting at the year are lower um so that's helpful um so rbusd is is not going to go over 28 um for example at one of our element schools at Burl last year we had an allocation of 1.5 special ed teachers but because we saw the numbers going up there's now a full 2.0 allocation there which is why the case load numbers look like that so that's just again example of us monitoring it and trying
084to work with staff on the case load numbers um recognizing that these numbers are low we also know that un each student may have unique needs Etc so it's not just about numbers sometimes it's about the needs of a particular student we do recognize that as well um and we understand that these numbers can and likely will change um well we've heard this um and it's again a valid concern that there isn't enough planning time particularly at the elementary levels where we're hearing it um although perhaps secondary feels the same I don't know but I definitely hearing it from elementary and so just again i' like to share the facts that the power to create change in it comes to um planning time is really in the school's hands and I like to refer staff
085to article 4.1 of the rbta contract that allows a staff to create a bell schedule with more planning time we have eight different elementary schools with eight different Bell schedules so eight different experiences with planning time and so not I mean not that we are in disagreement that there should be more planning time but um staff can work with their principles on creating more planning Time by looking at Bell schedules that um allow for a little more instructional minutes in the day which would then give them um more planning time or more half days Etc there's ways to do that that are within the control of that local school um so long as they meet the minimum requirments of the state's instructional minutes and so we're we're happy to share that information with individual School
086sites we've analyzed it um so just want everybody to know when it comes to planning time there there is some control there among the staff so now I want to share throw it over to Dr Stephanie do you need the clicker Dr Stephanie I think if you could just click for me that okay great thank you it is awesome in the house okay so one of the concerns we've heard when it comes to negotiations is that negotiations between the district and CCA have stall um in fact we've held for negotiation sessions which we believe have been very positive and productive we've talked um about the entire contract and we feel that we're very close to a settlement um we've covered areas such as payroll errors safety and training unit member expenses vacations and leaves and
087we've reached tenative agreements on all of these items except for salary um but I understand that that's difficult right now because we did see an increase in Health and Welfare benefits hit on October 1 the district was aware that this the Health and Welfare benefits would increase on October 1 and so in the last um negotiation session we did offer a salary increase to CCA um combined with a Meo meaning that if another um bargaining unit settled for more um that they would get the same um the ca opted to continue to negotiate and not take us up on that offer so we look forward to coming back to the table of CCA and getting this done in the near future another concern is that the district is holding out on salary increases um in
088the in the winter and spring we completed a compensation and classification study um in which we are the aim of that study was to ensure that each one of our classifications were at or above the median as compared to other comparable districts in our area um so we looked at every single classification and we want to follow the recommendations of those of that study to increase increase the um salaries of nine different classifications within the district which comprises over half of our CCA members to get an additional raise above and beyond um what the overall salary Improvement would be okay our um rbsd is ready and willing to negotiate with CCA at any time and we are prepared to make CSA a competitive and fair offer to keep our employees amongst the highest paid employees
089in the area I think it's also important to note that that study is on our website under HR can I clarify something on that that raise happens regardless of what's negotiated correct that would be a raise that we're giving those study those classifications and then any additional raise would be on top of that increase base salary correct correct okay Dr Wesley anyone who knows me knows that I like to focus on the positive uh it's it's my my anecdote um so I think there's something that we should all be proud of um and that is the fact that of 977 districts in California 780 were included in this uh Niche uh reporting which um is exclusively has to do with people going on and giving um evaluations of our schools the districts Etc we're ranked
090number five in California um that [Applause] is so the purpose of my report is to honor and acknowledge that there are some concerns there are some things we can do we want to work with our our staff members regardless of their classification we want staff members to feel to feel valued and and we have work to do and we intend to do that and so um that's my report thank [Applause] you thank you Dr Wesley all right we are moving into the hearing section and as always I'm going to read the guidelines for speaking members of the audience May address the board on any topic regardless of whether it is listed on the agenda however due to Brown act re regulations the board cannot engage in public discussion on items not on the agenda topics
091not on the agenda which are brought to the board's attention may be investigated by the administration and a report made to the board either publicly or privately at a future meeting comments from visitors shall not exceed 3 minutes unless the time limit is waved by the majority of the board um and regarding that I will say we have eight written requests for comment so eight times three um and we're already almost at 7 so we're going to try to keep everyone to three minutes if we can so um I'm not being rude I don't want to interrupt you but please try to stay um within 3 minutes and do we have the warning so at 1 minute it turns yellow so at 1 minute it goes from green to yellow and you know you have
092one minute left um so I'm going to start with the written requests and Gretchen bizb is number [Applause] one hell hello hello board members Dr Wesley and cabinet my name is Gretchen bizub and I teach third grade with an incredible staff and principal at Lincoln Elementary School this is my 22nd year teaching here in Rond Beach I know that I went into teaching because I love love working with kids I love to be creative problem solved and I really want to give all students the opportunity to feel successful regardless of their academic abilities I know that after 23 years I still have the same passion about teaching as I did when I was a nervous firste teacher standing in front of my class of 35 students down in Irvine I know that when Irvine was
093in major financial trouble I was laid off after my first year along with hundreds of other teachers my heart was broken I know that when Fred Marcy the principal at Bernie Elementary School took a chance and hired me a needle in the hay stack I felt Beyond proud and fortunate to say I was a teacher in Ron Beach I also know that when Irvine hired us all back I declined because I was excited to start my new life teaching in The Amazing South Bay this was the best professional decision I have made because rboc has provided me with countless opportunities stabilities connections and friendships that will last for the rest of my life I can honestly say that for most of my career I have shut my classroom door for the day looked back and
094thought wow I am one lucky teacher I know that Co has played a pivotal role in the teaching profession sorry I'm trying to hurry we have been criticized in the news and we have been criticized in the community however we persevered the teachers in Rond Beach took an abnormal situation and began to slowly provide some academic and emotional stability for our students over the past few years teaching has taken a huge hit enrollment and credential programs are at an all-time low and it is harder and harder to find able and willing teachers to fill these positions why is that I know that most teachers work countless summer days and more hours throughout the year over our paid contract time which means we're working for free I know that we have so many minutes in a
095day yet our curriculum requires more than ever I know that many teachers are not feeling appreciated or value I know that many teachers spend hundreds of thousands of dollars of our out of our own pocket every year to provide a more meaningful learning experience for our students I know that many teachers are not able to live in our community because we simply do not make enough money to buy our rent homes in this area I know teachers deserve a raise that is equal or surpasses the cost of living uh we were once told that if you're not happy here find somewhere where else to work that's easier said than done and honestly ignores the problems at hand we have invested our Blood Sweat and Tears into this District so leaving is just not an option
096instead let's work together to create a district that's not just good but great while tonight I'm here speaking on behalf of myself I know that many teachers I've spoken with and the many teachers they have spoken with feel similar to the way I feel as I stand here right now I hope you know how much the teachers in Rond Beach love working here I have two more sentence finish unfortunately at the end of the day we need more support and appreciation we are asked to do the impossible in our classrooms and we hope you can provide us with the support to make it possible we are worth it our students are worth it and our community is worth it thank you okay Elizabeth Allen all right good evening members of the board Dr Wesley and
097executive leadership for those of you who do not know me my name is Liz Allen and I am a proud kindergarten teacher at Madison Elementary School I am also a union rep I have taught in this district for 15 years and I have been an educator for over 20 7 years I have two kids that attended elementary through high school so not only am I a teacher but I am also a parent I want to start out by saying that I love my job and I love this District I appreciate the board and the positive relationship that we have with them I believe in our district and all that we stand for as one of the best districts in the South Bay to me teaching teaching is not a job it is my livelihood teachers
098are some of the hardest working professional that you will ever meet our days are often packed with planning curriculum prepping projects intervention progress monitoring emails meetings trainings and so much more in order to get everything done I personally work well over my contracted hours I in order to give students the top quality education that our district and parents expect then teachers like me have to work before and after school weekends and often through recess and lunch we even spend Summers reading up on the newest adopted curriculum watching videos cleaning out the closets and spending our own money and preparation for the following school year in my opinion I'm overworked and underpaid but I don't let that keep me from putting in the extra hours to get the job done I work these long hours for
099the love of my students and the passion that I have to make each day a rewarding experience I do this so that I know at the end of the day I have done my best to provide my student students with a solid education and a love of learning I'm very fortunate that I am able to live and work in Redondo Beach but I have friends that work in the district and they have to work multiple jobs in order to make ends meet and I have some friends that have had to move out of the South Bay because of the rising costs of living I have come here tonight to speak to the board regarding our requests for an increase in salary to compensate for the rising cost of living the rising health care costs and
100perhaps a thank you for all of the extra hours and energy and dedication that we put into our jobs each week I ask that you see the worth of all of these hardworking employees that are standing here tonight and that make up rbusd we are professionals that are passionate about our jobs and are making a difference in our community we give and give and give to make our district one of the best please support our request and give back to the people who sacrifice so much for the betterment of this community and for redond Beach Unified School District thank [Applause] you all right Patricia Marino all right so I wrot M down oh hi good good evening Dr Wesley Dr Stephanie and Bor I am a CDC teacher at Madison Elementary School and an aft
101Vice chair this will be my seventh year here at rbusd first and foremost like my colleagues I I want to say that I love what I do I love all my students the fam staff teachers both on the school side and CDC with that being said I am going to speak from personal standpoint personally I am here to speak and am in support of a significant raise to salary as a CDC teacher I am feeling the effects of the economy it's the cost of living Gas and Grocery prices rising and very soon for me I don't know about everyone else uh repaying student loans um that will be impacting the financial squeeze is such a challenge and inflation is at its at an accelerating rate and it's hard to catch up thus I really want
102to hold in on behalf of aft and in unity with rbta and csca a substantial increase to salary will be appreciated and is very much so welcome we deserve it thank [Applause] you Susan jenez hi good evening um Dr Wesley Schoolboard members and executive leadership thank you for allowing me to speak tonight um I am Susan Jimenez and I am here to speak about something near and dear to my heart and that is being a classified employee at Rondo Beach Unified I am currently the library media technician um I also do intervention with students in the afternoon for many of the 15 years that I've had this position I've also been a CDC instructional a and held other um classified positions I absolutely love my job the reason I love my job so much first
103and foremost are for the kiddos secondly because in my opinion I work for such a great district and in my opinion again the best school ever Madison Elementary our staff and principal are amazing I'm also biased because my uh husband previously worked there my kids also went to Madison along with Adams and Redondo Union my son is currently a teacher at the high school my husband Gus has and continues to work for the district for almost 30 years he was a student here as well going to Bernie Adams and R UHS he wanted to be here tonight to show his support but he has had to get a second job to make um ends meet my family definitely bleeds Redondo red no pun intended to add to it my father guar uh graduated from Redondo
104in 1958 that is why this district is so important to me my concern for today is that I have always had a sense of security working here a feeling of support community and respect for our district I am worried that the feeling of community is slowly dissolving so let me explain why I'm feeling why I'm feeling this way as you know we're negotiating for a raise right now our insurance increased up to 8% that combined with Rising inflation and the cost of living puts us forever behind at this rate we will never break even many of us are Treading Water some are drowning we all know this district has more reserves than is required uh or necessary so it has the means to easily give us a proper percentage to cover the cost of living
105in the 15 years I have worked here I'm truly embarrassed to say that my salary has increased by a total of $8 some would say well then just get another job if you don't like it to which I respond I shouldn't have to I should be compensated for all the hard work that I do for a job that is so close to my heart I'm lucky that my husband and I own a home in this neighborhood as stated before so many of our staff members and teachers can't afford to live in this area and that makes me so sad for the people I've spoken to they feel like we are not important like our classified positions don't matter well I'm here to say they do remember when it was coid and things were shut down
106who was still on campus working us classified who didn't get Hazard pay like other possessions during coid we did okay quickly sorry you just have another sentence or two I stand here to ask with a sincere heart please do the right thing and give us the fair uh fair and Equitable raise thank you so much for your [Applause] time uh Amy [Music] [Applause] palanco hello and good evening my name is Amy poano and I am a proud teacher at Madison Elementary School in my classroom we often talk about having empathy towards others and as I and we also talk about speaking up when it's the right thing to do today as I speak before you I'm speaking on behalf of myself and on behalf of others who find themselves in tougher Financial situations I'm asking
107for a salary increase to accommodate the cost of living to of living but also an increase that will improve the lives of our teachers and support staff to share a little bit about me my humble story in Rodondo Beach began in the spring of 2013 my little family of four found a tiny apartment just two blocks away from Madison before I even knew I'd be part of this amazing Madison family it was an absolute dream come true fast forward to co when our worlds were turned upside down my dream of living in Rond Redondo Beach began to crumble when we were pushed out of our Redondo Beach home since then I watched my dreams shatter even more when we were forced to uproot our family once again only to move away even further away because
108we just can't afford to live here anymore I don't think I need to mention the gas prices but since then I've earned my master's degree in education because as you know teachers must continue their own education in order to move over on the pace scale but it's just not enough that comes with a hefty scary student loan that I still need to pay off I along with many others are constantly juggling to make ends me especially at the end of the month my family doesn't travel we don't go out to dinner much um I haven't been on a family vacation since 2014 you'll find me over the summer working summer school as much as I can I'm not asking for much I'm just asking for a salary that will accommodate for the cost of living
109but also give teachers and support staff an added boost that will allow us to enjoy life and Thrive when we are not passionately working with your children last year we were given about a 4% increase but it wasn't enough to sustain life today I feel like I'm sinking and we are still struggling so we ask you to do the right thing globally there's so much going on and so much turmoil turmoil that's happening but could you imagine if our teachers and cour staff were given the salary increase above the cost of living what would that do for our morale we would be that glimmer of hope for the future thank you for your time to listen to our stories thank you for practicing empathy and for considering meeting us above the cola we appreciate your
110time energy and dedication to randoo Beach Unified School District all right Mark [Applause] [Music] Lewis hello my name is Mark Lewis I'm an instructional assistant at CDC and Madison CDC specifically and I'm here speaking on behalf of our district classified employees most of which are not here because they're working their second job we are we here we were advised to sit quietly and sit and not speak up but it's been too long we have not we is been too long and it's come to a Breaking Point the cost of living in Southern California is kind of hard to break down a lot of things are reporting all kinds of different numbers but I've taken a a median of 10 different reported numbers and it's about $66,000 a year none of our employees are making that
111in fact most need a raise of over about 50% to even make that point assuming they work full-time at for 12 months which we don't because because most of us are 10-month employees and most of us are working less than 8 hours a day we are excuse me the people we are the people that assist our teachers in educating protecting and and taking care of your students the people that handle office work it and maintenance of our facilities and the people that keep our schools clean and beautiful without us the whole system breaks down we are not asking you know I saying here 50% raise seems like an outlandish number but when you understand that a lot of us are paid close to minimum or about $20 an hour it does not account when you
112look at the budget there is the money there as it stands what we're really asking for is to be able to live in the community that we help grow and live if we can't live in Southern California we can't work for you guys it is we love our jobs but we don't have make enough money to live here we hope that you we can get to a speedy and fair deal but we are ready to take the next steps if we're not being heard thank [Applause] you Elana f good evening everyone my name is Elana fa and I'm a Learning Center teacher at Lincoln Elementary School prior to today over the course of my 15 years working in rbusd I've come to the board to speak to you twice the first time I shared about
113a problem I was having getting my soon to be kindergartener here on a permit I live in Torrance and at the time the prospects of getting my son into my school were pretty much impossible in response to my speech the board changed District policy prioritizing the children of rbusd employees over anyone else seeking a permit I brought the news back to my school site with absolute joy and I've got to say I've been a big fan of you guys ever since the second time I came during the pandemic the line to speak was out the door and around the building line with parents complaining about masking coid protocols critical race Theory and so much more this was a time when threats and hateful rhetoric were high and while I didn't make it inside the building
114my speech was read to you in it I wrote of my support and gratitude for the board and I encouraged you to tune out the noise and rest assured that those hateful angry voices may have been loud but they did not speak for me or for the majority of rbusd teachers parents and students today I'm back for a third time once again to thank you for all that you do and once again to share a problem and ask for your help one of the greatest problems facing rbusd teachers today myself included is the unprecedented rise in cost of living over the past year the cost of living continues to rise with rent Home Loans food Gas Energy costs and more this year we saw a huge increase in our employee Insurance contributions which we're now
115paying in some cases double what we were paying for insurance last year the average cost to rent a two-bedroom apartment in Redondo Beach is now 2,8 $50 a month the average cost to buy a home is 1.4 million many of our young teachers are still living at home because they are unable to afford rent many veteran teachers are being forced out of the area to buy a home or just plain unable to buy a home at all on top of this many rbusd teachers are dealing with Rising child care costs as well as the financial strain of planning for retirement caring for aging parents paying for preschool or college or student loans which are back this month medical bills the list goes on and on while none of us got into this profession for the
116money we do depend on our paychecks to survive ourbus teachers are an essential part of this community and we need your help when discussions of a teacher pay increase come up please support and care for us and our families the way we support and care for yours ourbus teach rbusd teachers are depending on you thank [Applause] you all right rul marado had to go back to work okay um those are all the advanced written requests is there anybody who has not completed a request that would like to speak at this time Miss koven hello every everyone my name is Deborah Ken I'm a parent at rbusd Deborah can you pull your mic down sorry I'm short um I'm a parent with a child at rbusd and I'm also uh a Jewish American I want to
117read a letter that um LAUSD sent out to the families of LAUSD and asked that rbusd do something similar dear families Los Angeles Unified Embraces dignity humanity and respect for all cultures races and ethnicities we are committed to all we stand in solidarity with the United States and many other nations in repudiating the recent attacks on Israel our priority as always is maintaining a safe and welcoming School environment and we will take appropriate and immediate action to respond to any and all threats to our learning communities the district is also committed to providing the resources necessary to help your school Community cope effectively with events like these we want to assure you that our schools are committed to helping students and their families navigate these challenging times that may give rise to hate violence and
118anti-Semitism furthermore we incorporate discussions about global conflicts including recent developments in Israel into our curriculum in an age appropriate and sensitive manner with these open discussions in safe places we can Empower our students to become informed Global students this goes on and I just want to say this is personal to me as a Jew but also because my child has been the victim of cyber bullying and anti-Semitism so I just implore that this school board and our school district sends out a message to the families of our community that it's not acceptable thank you okay is there anyone else who wishes to speak before I close the comment section all right we're going to move on thank you there is no public hearing today so moving to Communications uh Mondo Beach Teachers Association I have

120understands the importance of cultivating an environment where teachers can Thrive and recognizes that the that the quality of our work directly impacts the future of our students but what makes our school district truly truly exceptional is its unwavering commitment to listening to the voices of our Educators we are truly truly grateful for the opportunity to express our concerns I want to thank you thank you so much for your willingness to listen for for your commitment to collaboration and for continuing to strengthen our positive relationship we appreciate you we appreciate you we appreciate you thank [Applause] you sure sure okay um Mr show has wanted me to let you all know who are standing there are some seats up here if anybody wishes to come in there's three in the front row and I think there's

122students a stable and mo motivated support staff is crucial for creating a positive and nurturing School environment that Fosters Student Success our students need and deserve the support of our employees to be present stressfree and happy to be at work this also includes signatures from a and RBT members we urge you to dedicate a larger portion of your school district's budget to provide competitive living wages investing in our classified school employees not only enhances their quality of life but also EV elevates the overall education experience for our students based on the amount of signatures obtained in this POS in this in the petition it is evident that we all feel the same we need change and we need it now thank you all right American Federation of teachers [Applause] good evening Dr Wesley executive board
123I have that effect sometimes um my name is Sharon Medina I'm a 27-year veteran of this District um I started off as a classified employee so I know they are the heart of this District without them we cannot do our job I wanted to speak because I saw so many um slides on how the district came out to speak to the classified employees in rbta and I'm still waiting for them to come to aft in 2020 when the school shut down as a matter of fact the world shut down CDC teachers came back in June of 2020 with our lives and our children's lives and our family lives in our hands but we came to do what was right for our students we worked fearlessly we were the blueprint as a matter of fact that's
124what we were called by all of you for the South Bay when we were given that $5 gift card for Starbucks as a thank you for opening schools we were grateful when half of our teachers were laid off and those that worked diligently we were grateful as I speak to you today I am holding three jobs right now 27 years at this District so that my two kids that are in college age don't have to need for anything because what I am is considered rich poor I'm too rich to receive any benefits from this County or this District or anywhere else in this state but I'm too poor to save a dollar in my account I'm prideful I know it I don't ask for help when my window got busted out two wind two weekends
125ago and I drove to work every day with tape on my window and I would cry to say how am I going to do it I got it done and I am here to tell you that the cost of living gas prices as I drive 32 miles a day is more than beyond what I can explain I live in Long Beach and not a so good area but I provide the best education in this area for these students we are 5% or number excuse me number five in California because of these men and women standing here before you you can have all the slides you want we can say how many numbers have been decreased how many points we haven't reached what we are serving is a community that is in pain because of coid
126we're dealing with students that have lost parents we're dealing with students that are dealing with PTSD because of coid we have students we are above I have 32 four and 5 year olds because CDC doesn't have the same cap school does but we're grateful I'm asking for a significant amount we're worth it we keep saying we're the best District in the South Bay then pay us as such I'm going to say say this to you we divided we cannot be united we stand divided we fall united we stand divided we fall united we stand divided we fall that is what we need to do if I am telling you right now aft it says in our contract what we are not able to do but I am telling you that means before my schedule after
127my schedule I will support every single one of these members that decide to make the next step I will whether between my three jobs that I have I thank you very much respectfully please do the right [Applause] thing okay Redondo Beach Council parent teacher Association and Now for Something Completely Different my name is sndi craer foley and I am the President of redond beach Council of PTA and I am so pleased to say that I am the President of such a wonderful organization we have been working very hard in the Dei space for the last few years and we just want to be able to share a little bit of our accomplishments in that space um I actually have the honor right now of reading our mission statement because I gave myself off that assignment
128I gave myself it's my honor to read this uh this uh mission statement but I have to say that this came together after months of meetings after countless input after so many passionate people around our district giving input on what we want to say about Dei in our district and so I proudly say redon Redondo Beach Council PTA Embraces the diverse backgrounds experiences knowledge and talents of the students family Ames and school communities we serve we strive to empower all voices because our differences are our greatest strength in our mission to make every child's potential a reality now we started working on our with our Dei efforts under the loving guidance of the one and only Patty deliva also an educational advocate of the Year by the way and we yeah we continue to this

135map accelerator po you're talking about okay all those in favor say I I any opposed no student advisory vote motion passes 41 all right moving on to action items I need a motion and second to begin discussion on item 12.1 to approve the memorandum of understanding with South Bay Workforce investment board and the South Bay adult school so moved Dr Stephanie this uh item is anou with the South Bay Workforce investment board to provide services for our adult school learners um to provide them uh with unsubsidized I'm sorry with a placement in and unsubsidized employment in in demand Industries and occupations that lead to self-sufficiency um and will help us Grant uh help us gain Federal wioa funding staff recommendation is approve this item any questions comments all those in favor say I I any

137that does anybody have um recommendations or changes or discussions they want to have on page 53 of the handout uh this is exhibit 922e uh essentially 9220 space one it's the city Charter uh 53 in the PDF what's the N9 sorry 9270 uh 9220 wait a minute the which one are you looking at 9220 D1 if you if you go to the the attachment on the agenda and type in 53 I have the it pops I have so this is the exhibit oh 9220 yeah the exhibit the uh so there was modifications made to the city Charter in here but we didn't propose that as part of our Workshop um and so I would just recommend leaving it uh with the previous version without any Charter modifications yeah I got overzealous in updating all of
138these bons yeah it would clean it up but since we didn't propose it so it's an actual copy of the actual Charter yeah we did remove the duplicate um but we will leave it as is perfect we need to leave it as is so yeah I have that in my notes anything else so we bring it back without that edit do we need to bring it back again well when it comes back next week doce but we don't have to bring it back for a first read no no no no if everyone's comfortable with it we can just amend right when you go to actually vote on it um then that that Amendment shouldn't have been made yeah okay that was my bad anybody else have anything to discuss or that they want to make
139recommendations for okay so we'll bring it back for final second read I guess and approval at the next meeting as amended as amended yes and um we're going once approved we will put them in a notebook for you with a three ring binders to help with the organization of all of them so um I'm personally excited about them being updated and thank you um okay moving on to board member reports I always go last and tonight I'm going to take this opportunity to go first although most of the people in our audience have left um which is unfortunate um because I wish um Everybody stayed to hear what we have to say since we're not allowed to respond and discuss um what comes before us in public comments but um I will say that we
140love our teachers we love our staff we all work tirelessly and hard um and and most of us well the board at least doesn't get paid at all um so we understand and we appreciate everything I did feel that tonight there was some attacking that was not um warranted um by by by just about everybody um and I think it's important that we keep in perspective that we're all people we're all suffering from all the same problems in the world today and inflation and everything else that impacts everyone impacts all of us and we get it and we're doing our best um it's it's our job to keep us going to maintain the academic Integrity that we're looking for and to also um manage a really large budget that that we we um need to
141make sure it's protected so that there's jobs next year and the year after that and 10 years after that so um I just wanted to say that and to thank you guys for the ones of you that are still left thank you very very much it's much appreciated we always love to hear the comments and discussion so thank you um and then going in my usual Tick Tock order it is Mr uh I would just Echo some of the things of how important our teachers are and how important everyone in our classrooms and outside of the classrooms everyone supporting them because the support team is is so important as well all the way up you know to the superintendent um I want to thank everyone because um you know we hope it is obvious that
142we love our teachers and and everyone that's part of Team rbusd uh because as our previous superintendent always said it's the adults in the district that make it so special and amazing um and we we know that and we fully support it um you you know and the way you know it is we entrust our kids um and everyone else's kids and I wouldn't do that if this wasn't the best team around there was um so you know you you are absolutely valued we appreciate everything you do um we do have to look at things though like the dire economic forecast on the horizon and seeing how bad things are so keeping in mind it's not like uh you know we're we're directing anything for ourselves we're just trying to keep an eye on long-term
143trends when we look at some of these things but we absolutely love our teachers we will do everything we can for all of our staff um to support them and we want to make sure you feel supported um and and you know open communication is also very important that's we appreciate the feedback we appreciate having collaborative conversations uh because it helps us understand and and make sure that you know everyone knows what's going on as well um so with that going on to to other topics um appreciated the PTA uh being here tonight and presenting on the Dei I got to go to Lincoln's Multicultural night and it's amazing how much these types of events have grown over the years it's fantastic seeing the diversity in our community being celebrated and and how much diversity
144there is that we don't see always on a day-to-day basis but having them come out and and be part of that so these are fantastic events um you know football games have been a lot of fun uh the flock has been amazing this year um the site visits have been great getting to see Alta Vista and Jefferson and being in classrooms that's that's where the fun is that's where the magic happens so really seeing our students there excited to be at school excited to be in the classroom learning and and actually you know being part of that is wonderful so um you know really that's that's our whole goal is is students supporting students and and that's the the part I love to see so with that I just want to thank everyone for their
145feedback and for being part of the process and for working collaboratively and uh you know I appreciate everything everyone does all right Mr Cho thank you um thank you for um all of the all of you still remaining and all the speakers and audience that have um that come to um join us um it reminded me of how we function as a school district uh we have many folks with many different talents but with one goal what is best for our students and we do that and we have done so very well um at at at at at a at high cost and but we all committed of doing so and that includes our partners uh like RBF our at foundation and PTA and also our um health district um I had an opportunity to
146attend um our beach City's health District's own celebration of 25 years and I know that Dr Wesley joined us as well as our members Mr Stenberg and Miss Flynn um it was um much bigger than I had imagined as um as you know i' I've been at my job for six months I'm still learning and it was amazing to see what we have done together as a community with the w houseal District uh leading uh in many ways um and they've done great work um with our students particularly um and I learned that we also have programs that we work with um Dr Stephanie has shared with me that we look after our own teachers and staff um it is it is a great partnership that we have I'm so glad they're with us they
147they listen to us and they provide resource that we need that frankly all the other school districts don't have access to um I too enjoy the uh the high high school spirit football games at iond Union it was amazing to see over 1500 students up in the stand all chanting the same rooting for the team what a wonderful sight that was it was um also great to know that they're all there for tring for the same team and that's what we're doing we're cheing for the same team all the students at rbusd um you heard me say that again earlier uh again earlier today um listening to all of you today looking at the data and looking at my colleagues and friends and Leadership here um I was reminded why I ran for this office
148and took that responsibility I take it even more seriously today um I'm appreciative of leadership Dr Wesley on our esteemed um executive leadership and and all the staff and all the teachers and all the classified staff AF everybody it really takes all of us to do this I know it's hard we do that because it's worth it as many of speakers here today and we all do that um as our board president shared with us let's be kind we all are the same team U we'll make through we'll go through this we we had tougher times before um we'll getting ready and we'll do this and it will be excellent School District everybody looks at and I go wow look what they're doing what are they doing how are they doing this so thank you
149for doing your work I'm so proud to be amongst all of you so thank you thank you Miss Flynn um yes a huge thank you I want to spec specifically thank the administrators up here and that are not necessarily here two that are on the bargaining team and all of our volunteer teachers classified staff and aft staff that take time out of their schedules to go through this process I have 100% confidence in our team here that we're going to come to a fantastic resolution to this and um you know you're appreciated and I I just know that you know that because we couldn't be more dedicated to doing right by our students but doing right by the people in this District as Dr Keller used to say was like 85% of our budget is
150eaten by people remember that state of the uh what was that called pie Partners in education he used to always give a state of the school address and that piece of the pie the biggest piece of the Pie eats and those aren't our students that are eating so we take that very seriously and that that responsibility seriously that we'll carry out for a few other through years one that we can sustain and not laying off people and I hope that that Dr Wesley's presentation about the dedication to keeping staff and yes sometimes depending on school sites you have to shuffle what grade they still have that's a lot different than not having a job to come back to so um aside from that I want to say how much I enjoyed Sweeney Todd I had
151never actually seen that production I'm still a little speechless cuz I was not I don't know what I was expecting it wasn't that but um the kids uh we amazing yes and I mean as always that drama I always appreciate being included in those drama Productions um thank you to beach City's health district we've been a Blue Zone City and have done quite a bit lot of great work and that's a lot in part of our Blue zone is because of what our school districts have done which is yet another thing that we do really looking forward to getting into our class visits our site visits haven't been on the list yet but I think it's tomorrow so um and thank you Dr Wilds specifically because you did a whole lot of work in that
152presentation about um cast scores and tests and it's uh we don't want to Kill the Messenger because there is a you know this is collective it's all in all of us and I know how dedicated you are and I know how every dedicated everybody is it's a really tough topic to see that we want to be higher of course but I'm very very proud of where we are right this minute even with these scores going down or possibly being I know that our kids are all right and we're they're going to continue to be all right so that's all I have thank you Mr strutzenberg this evening thank you all right and I wanted to add I forgot to thank Chloe for homecoming it was awesome we all enjoyed it I forgot it seems like
