003board supported Dr Wesley's appointment of Brook Mata to the position of assistant principal of Adams Middle School Miss Mata Rose to the top of a very qualified applicant pool and clearly has the support of Mr Estrada and the Adams staff and community Ms Mata received her undergraduate degree from the University of California Santa Barbara in sociology she received a master's degree in teaching from Azusa Pacific University and recently took and passed the C pet p a c e exam qualifying her for an administrative credential Ms Mata began teaching at ruhs in 2008 during her time there she taught AP level courses served as a cheer coach link crew coordinator and ASB director in 2021 she became a tosa at Adams and learned many important aspects of administrative position Ms Mata has also served as the

005okay it's funny starting with reports to the board where you're going to go to 7.1 which is um special education transition program presentation by Ms Duncan hi good evening president Silverman Nemeth members of the school board Dr Wesley and executive Administration I want to start out by saying what a privilege it is to work for the you know Redondo Beach Unified School District as the executive director of special education and thank you for allowing me to be here tonight and share information on our adult transition program so I'm going to start with a brief overview of adult transition the adult transition program is a program designed for young adults ages 18 to 22 and students are working on an alternate or modified curriculum the focus of the instruction is to support with the development and

006life of life and employment skills because we know that life skills are important to promoting and supporting a successful transition from school to adult life so some key components of the program include work experiences Independent Living skills instruction and community-based instruction I want to start by introducing you to a couple members of the team so the adult transition program is staffed with two teachers Miss LaShawn Taylor Miss I'm Sorry Miss LaShawn Jones and Mr Taylor McGowan and it is also staffed with 11 instructional AIDs that helps support instruction within the classroom as well as in the community we're also supported by a program specialists in the department of special education and that is Miss Melissa Coughlin so the first key component of the adult transition program are the work experiences and the adult transition program

007partners with businesses within the Redondo Community to provide opportunities to our students to develop and expand on their employment skills um the work experience really does provide our students with Hands-On opportunities that allow them to practice these essential skills so our adult transition students participate and engage in work experiences not only at our Redondo Beach Schools which might include helping in the garden working with custodial staff in school libraries and cafeterias in the front office and also supporting our athletic departments but we also have Community Partners that include the 99 Cents Store the great room and Walgreens the second key component of the transition program are the independent living skills and this is not an exhaustive list because for students who are participating in the program really the the goals are based on students individual

008needs but some of the skills that they might be working on are personal care which might include dressing grooming personal hygiene personal organization which might be organization of materials creating a schedule time management food preparation which could include cooking meals and meal preparation shopping for groceries clothing care which might include laundry and sorting clothes money management which it could include learning to save or budgeting and then hope maintenance might include maintaining a garden or fixing basic items in a home uh the third key component for the adult transition program or the community-based instruction outings and this really does provide meaningful experiences in the natural environment expanding on skills that are introduced and practiced within the classroom setting and taking them out into the community so it really does give our students opportunities to apply their

009skills and make adjustments in the natural environment um some again some examples of community-based instruction and skills that our students might be working on include functional communication reading and following Community signs seeking assistance when needed which might include learning about helpers in the community that are safe to go to when assistance is needed Traffic Safety utilizing public transportation and money management and all of this practice occurs in the community in which our students live it also gives them an opportunity to engage with members of the community and again this is not an exhaustive list of skills that our students practice but just gives you a snapshot um in addition to some benefits that students receive when they participate in community-based instruction it allows our staff to Monitor and evaluate progress to World towards IEP goals

010it enhances the curriculum again because they're taking the the skills that are learned within the classroom environment and applying them in a broader context it allows our students to develop and practice those social and behavioral skills build self-esteem there are lots of opportunities for inclusive interactions and that promotes familiarity with our students and their Community environment and they have the opportunity to practice employment skills um also this is not only reflective of the community-based instruction but adult transition program as a whole again because our students are receiving the opportunity to practice these additional skills and instruction in the community um definitely a crowd favorite from the adult transition program is Connie's Cafe so the adult transition program hosts Connie's Cafe the first Friday of every month at the South Bay Adult School where the transition

011program is housed students receive experience in food preparation customer service and money skills and students also have the opportunity to tap into their entrepreneurial spirit because they help in creating different items for sale their succulent arrangements are amazing um so I would like to take this opportunity to invite you all to come out to Connie's Cafe for a coffee or pastry and I hope to see you there any questions [Applause] is um Connie's Cafe open generally to the public so it's typically definitely to employees of the school district I'd have to check in with Taylor and Suzanne who is the principal of the adult school to see how often they allow people from the community the community at large to come and participate okay anyone else all right thank you so much thank you [Applause]

012uh 7.2 is the California state sale of Civic engagement presentation Dr Wiles good evening everyone so we are thrilled tonight to be able to share a new opportunity and a new recognition for the students of Redondo Beach Unified School District so before we get started tonight we want to talk about the members obviously you'll notice that my name is not on there I'm just the one who gets to share it with you so we want to thank all of the members of our high school committee who worked diligently to put this recognition together Molly Lauer who's here with me this evening Mike henges Amber Bell Matthew senkek Tommy chaffins Megan Campbell Victoria Vazquez Ron cuddled him and Lisa veal so we want to thank them for all of their time so let's talk about the

013California state seal of Civic engagement a little background so back in 2017 assembly Bill 24 was passed and that bill instructed the California Department of Education to develop a set of criteria for all high school students across the state of California to high schools to award students who have demonstrated excellence in civic education so the idea is how do we Define excellence in civic education so we wanted to actually share just a little bit from the California Ed code because really feel like it encapsulates the spirit with which this legislation was written so it's the intent of the legislature to establish a state seal of Civic engagement to encourage and create Pathways for pupils in elementary entry and secondary schools to become civically engaged in Democratic governmental institutions at the local state and National levels

014so the purpose we really want to understand we want really want to be able to award our students and recognize their work during their educational career when they've demonstrated this excellence in Civics education and they've been participating so it's not just that you've passed a test passed a test passed a course but you have become an active participant in your communities as well as we need to make sure that they as part of being this excellent Civic um Civics education we want to make sure they have a thorough understanding of the U.S Constitution the California Constitution as well as the democratic system of government by meeting a satisfactory set of criteria and that criteria that we mentioned that the CDE put forward so who's eligible we currently have a seal at Redondo Union High School

015we have a seal of by literacy and um similar to the CLI bio literacy we we will recognize students who achieve this seal of Civic engagement as a recognition on their high school diploma for also of the alternative diploma that will be coming soon or certificate of completion and their transcript so across all those different recognitions this is open for all all students in Redondo Beach Unified School District are eligible to earn the Seal of Civic engagement and it is going to be our job to make sure that they are aware of this seal they are aware of what they can do to become more civically engaged and how to work toward this so this is for students for this particular seals for students in grades 9 through 12th you'll hear a bit later in

016the presentation about how we're going to bring this down to middle and elementary and students may work toward this either in their 11th or their 12th grade year so I'm going to actually hand off the details to Molly Lauer who is our assistant principal of Redondo Union High School all right good evening everyone so I'm going to go over the criteria that we have decided upon locally which is derived from the California state criteria that they set forth so the first criteria on the left you'll see the California state criteria and on the right you'll see the rbusd measure of completion so criteria one is that the student must be engaged in academic work in a productive way and they really lead that up to our discretion what that means so we have decided that

017the minimum GPA for meeting this seal is a 2.0 GPA as measured from semester one of their senior year and for students on the non-traditional diploma track they must receive a pass in all of their coursework criteria two is a little bit more involved as you can see students must demonstrate a competent understanding of the following which is the U.S and California constitutions the functions and governance of local governments tribal government structures and organizations and the role of the citizen in a constitutional democracy and Democratic principles Concepts and processes so for the rbusd measure of completion we have decided that students must receive a c or higher in the first quarter of their government class and because they can take government either fall or spring semesters we have decided that would be their quarter one

018or their quarter three grade students must also complete a California Constitution course with at least an 80 percent pass which has been made available on the Lego website already and for number three students must also complete an understanding tribal government course with at least an 80 percent which is also available on the laco website for criteria 3 students must participate in one or more informed Civic engagement projects that address real world problems and require students to identify and inquire into Civic needs and problems consider varied responses take action and reflect on efforts so this is really the heart of the seal in this criteria it's the one that we discussed at most length to really decide what would be an accurate measure of student active participation so we decided that students would need to complete

019a Civic Action project with at least 80 percent pass rate verified by their government teacher at the high school and students will complete this participation step where they research whatever is going on in the community that is of interest to them but most importantly they also look into a solution to the problem they are active participants in making the community better in some way and then they will present that issue and that proposed solution to a volunteer staff and Community member panel and they have to pass that panel review upon their presentation foreign four is that students must demonstrate Civic knowledge skills and dispositions through self-reflection so this Civic Action Project also has a reflection component and the Civic Action project was also a more robust version of the civic participation project that all seniors

020complete when they graduate from ruhs and so the reflection component from that civic participation project has been embedded into this seals criteria the last criteria is that the student must exhibit character traits that reflect Civic mindedness and a commitment to positively impact the classroom School community and school and or Society so we decided that for the rbusd measure of completion they would need to be recommended by two people one of which would be a teacher or a counselor at ruhs and the second form could be completed by somebody in the community who is really there for their whole project in some form who witnessed their active participation so that could be a coach a mentor a club advisor or a Community member or government official so we will have to implement this project or I'm

021sorry we will have to implement this steel seal in various stages and our first would be to make sure that it is made available information wise to the community we need to update our website we need to push that information out through all of our channels and we also make sure that we need to inform our students through in-class orientations our government teachers will be taking the lead to share that information with their students and we'll also have informational sessions as needed as well so two more pieces is now are two more that we have to build back down so now that we have the high school if you all approve later in the evening today the resolution to a drop adopt these criteria then we will then work with our middle schools and then

022our elementary schools just like we have the Sila by literacy we have recognition at the middle school and Elementary level we'll do the same thing at the middle in the elementary for the Seal of Civic engagement staying in line with some of the similar criteria but obviously making it great and age appropriate for those students so we are excited that hopefully later tonight we will bring to you all an action item that we hope will allow the class of 2024 to be the first graduating class able to earn the state California state seal of Civic engagement any questions I had I had just a few questions but can you go back to criteria two sure yes when you say um quarter one and quarter three I just want to make sure I understand that's the

023midpoint of the semester that's what you're saying yes and so because the government class is only a semester-long class some kids can take it in the fall semester some can take it in the spring so we can't just use quarter ones so wherever they wherever they are halfway through that government class is where we'll mark that they've met um criteria number one and that criteria number one will satisfy on the left State criteria a b and d okay and it won't matter that that's not on their transcript as a grade this is internal this is just internal for us to make sure they are on their path to completing that um and if not we're going to need to make sure that we we help them along um but also working with our government teachers

024they will make sure that that what is occurring in that first quarter of the government class helps meet those requirements okay and all high school students take government for one semester all yes okay um and then criteria three I had a question yeah will this be done in conjunction with their gov class so that the teacher in charge of government for these students is also in charge of their project like approving the project it can but it doesn't have to be we can have 11th graders um what we said earlier in the presentation 11th graders could be working on this and this was really when we look back to the members of the committee who put this together they weren't just government teachers they were teachers across the history and social science department so the

025entire department with Ms Lauer really spent time becoming knowledgeable on this so this is absolutely something that students could start earlier we know fixing some problems that they see in the community may not wait till they're 12th graders and so we they would want to give them the opportunity to get started earlier if they'd like okay and so it would be advertised for example they would find out about it in their social studies or in their classes as they go up yes and obvi and this will be then part of our course planner that we advertise to all students when we look at all of the recognitions page on the course planner that we do every year it will then be included there so students even as young in this Middle School can start seeing

026this is an option I'm pretty appreciative of of what we're doing as a district and I'm particularly appreciative of the fact that we're focusing on or encouraging our students to bring solution to a problem or issue not just presenting while black no we like you to come to solution to a problem that you identify that's a critical piece so thank you for that I have a couple questions so um the student would come with their it's totally student driven what they want what issue they want to solve and it can be anything that they identify and then they'd have to have it signed off on by their history teacher if they're not in government class yes so there are a list of suggestions that students can look to if they want some guidance on what

027they might can you give me like a couple of examples oh yeah absolutely so you may see some students coming to a board meeting for example because they are interested in some Community issue that they would like to present their proposed solution to they can also be involved in our Teen Court program at the high school those are a couple of suggestions they can also go to City Council meetings and do the same where they are researching ahead of time what they consider an issue in the community that they're interested in solving and then present their solution in some form there as well so these are suggestions that students can look to on this assignment that will definitely be embedded in their government course but that they can access earlier if they choose and they

028can always get guidance from one of their history teachers or their government teacher in 12th grade and can anyone take those two classes that laco is offering in California Constitution or tribal constitutions yes it is already accessible on their website and I guess there must be some sort of certificate you would show that you that you got a grade okay and the goal is we could have everybody with this seal it's not just an exclusive seal open only to somebody who has taken an engineering pathway or yes that was absolutely our guiding principle in setting up the parameters for local criteria within the state criteria we wanted to keep it accessible make sure that students knew that it was an available option to them and there wasn't one point early on in the process where

029they were disqualified for one reason or another and will there be one person overseeing this program at the high school yes they go to okay awesome Molly just one question uh sorry I love seeing this type of Civic engagement promoted for our students there's nothing more important than getting them engaged and passionate about being part of their world around them which is fantastic and I love that anyone's eligible this is this is great do we foresee any challenges if every one of our students pursues this do we have enough uh you know our teachers and staff and and counselors they can support this yes it would yes I hope you have it and you would probably seen a Friday update me looking for volunteers to sit on extra panels it's a great panel to have

030yeah wonderful now I'm very excited for this thank you so there is no dedicated separate class for this it becomes a part of another class how many different classes would could be used as that base or a core for this kind of there's the one government but I'm sure there's others as well is there 10 15 5. I think any High School history course throughout their High School career could be a solid basis for this but definitely their government course if they have not accessed it before their senior year would be would be the basis for kind of a standard one that would fit for it but others could qualify that yes would work if they could start on it okay yeah I guess we can we'll bring it back is what it's 12 point

031two yes maybe we add in the board members should have to pass this I was just going to say that I was going to suggest it not only be part of it but pass it 80 or better High criteria for an elected official and if any and then you said the community members were going to be part of the panel listening to these projects how will you decide who's listening depend how many panels we need to convene obviously you know we would want teachers but you would want community members I mean you would want um folks from the city you would want folks from the community groups right depending because ultimately these projects are meant to improve our community right it's not just meant to improve our schools it's meant to really promote the Redondo

032Beach Community so anybody else great thank you so much [Applause] all right with much anticipation 7.3 is the rbusd Strategic plan presentation by Dr Wesley thank you and um I noticed if you're standing along the wall and you want to see you're more than welcome to come around this side it's up to you okay I just wanted to start by reminding the board that the Strategic plan started with a survey that we sent out and over 4 000 people responded the largest stakeholder group were our students we also had staff members parents and Guardians and then from there we had a board Workshop to look at those silvery results and together as a governance team we prioritize those results we then had two Community workshops where we allowed community members to come and share their

033thoughts and input which resulted in some changes to a draft of the plan we met with our certificated Association exec team and our leadership team we looked at academic data as well our cast scores from last year and social emotional data particularly Panorama data and so after all of that we have this process is allowed for input and feedback which led to five key goals and so you see here the five key goals academic achievement that goal is first for a reason we are an institution of learning and we do want our students to be prepared and to learn and show growth in their academic classes all classes also social emotional learning we want to improve student resilience through social and emotional learning post-secondary preparedness we want to increase the knowledge and opportunities related to

034post-secondary Opportunities and we want to expose students to experiences so they can begin thinking about post-secondary careers and opportunities before they leave our high school Human Resources we want to build the capacity of our personnel and last but not least we want to upgrade and maintain our facilities and I.T infrastructure and security so what you're going to see on this slide is a list of the key objectives for each of the goals and so I will go through the key objectives but when you see the actual Plan and there's a draft of it that was given to you you will see under each key objective there are actual action items so each objective has action items to help us reach that objective and it's mapped out over one two or three years but for the

035purpose of this presentation I want to focus on the key objectives so you will see under academic achievement we want to increase math achievement for all secondary students and again as a reminder these objectives are based on data survey results input from workshops and meetings fully Implement Elementary Ela tier 2 and tier 3 interventions explore the addition of world language classes at ruhs we heard that loud and clear from students monitor special ed compliance to ensure timely completion of IEPs and assessments and Implement all day kindergarten social emotional learning are three key objectives are Implement an enhanced TK social emotional learning curriculum and supports explore and Implement part two of a tobacco use and prevention education particularly for eighth grade so that we they have a stronger adversity to substance use before high school and

036explore and Implement an anti-hate or kindness campaign for post-secondary preparedness we want to develop a TK through 12 comprehensive counseling plan that addresses how we're going to support our students and present that to the board facilitate college and post-secondary planning and information events for 8th and 9th grade students and families we want to make sure that our middle school students actually have an idea as to what types of classes and or Pathways they can take prior to going to the high school and we want to review SoCal Rock offerings at rhuhs and increase the enrollment at that institution because there's a lot to offer particularly for post-secondary preparedness for human resources we want to again enhance our new employee onboarding and support this will help us with attrition and attraction we want to facilitate employee

037feedback provide a mechanism for that recognize outstanding employee efforts and not just at the end of the year and we want to develop current rbusd employees to become Future Leaders so we will be having a LEAP program leaders exploring administrative positions soon um and last but not least upgrade and maintain our facilities in I.T we want to evaluate our current I.T infrastructure and security we particularly since hacking and fishing and all these things are going on we need to make sure that our student information system is safe and last but not least we want to engage in a feasibility study which is happening presently and build consensus for a general obligation school bond measure so what you're going to see is for each of these I'm just going to go over the expected outcomes for

038academic achievement we want to increase grade level math cast scores the highest score at a grade level is 85 percent but some scores are not near 85 percent so we'd like to increase that two to four percent or more each year for the next three years we want to create secondary math courses and Pathways that promote an increase in 8th graders taking algebra with increased proficiency that's going to be happening this year and we want to increase a grade level Ela Casp scores again two to four percent each year for the next three years and just wanted to point out that these are district-wide goals but I will be asking our principals to create along with their input from their ilts and their staff goals that are specific to their schools based on their data

039again for academic achievement more expected outcomes create new programs of practice to provide enrichment opportunities for gate students we heard that loud and clear in a survey that we need to reevaluate our GATE program and we'll be having a committee of stakeholders for that reduce the percent of special education initials at the elementary school level by two percent each year due to increased in-class intervention we all know we need to capture students before they're in third grade so that we can provide them those Sports and get them up to the level that they need to be before moving on and adopt a curriculum or program that supports honors courses to create alignment of rigor and expected outcomes again we heard a lot about our honors program we want to make sure that the honors classes

040are actually aligned and are preparing students for those higher level classes again with academic achievement increased special ed compliance with our IEPs and assessments to no less than 95 percent Implement full day Kinder at all eight elementary schools by next school year and Implement course planning for 7th and 8th graders in the spring 2024 to help prepare for the selection of courses in 9 through 12. so we want to make that a systemic process as well for social emotional learning our expected outcomes are to increase Elementary and secondary student sense of belonging again looking at our Panorama data so we'd like to see that increase annually like Implement an anti-substance use for 8th graders and then measure that on our California healthy kids survey and then decrease the incidence of mistreatment hate Etc as measured

041by suspension data at each School site annually for post-secondary preparedness our expected outcomes are to present a tk-12 counseling plan to the board and the school Community by Fall 24 semester and post that plan on the website so everybody can see what we're doing to prepare our students increase attendance at college and post-secondary planning Financial workshops particularly for elementary families we want to have workshops for them so they can start thinking about post-secondary options well before high school develop CTA Pathways and academies that are very clear at the high school align them to middle school and also to the California industry sectors by 2526 so you'll be seeing more on that and increase student attendance at SoCal Rock by 5 annually for human resources we want to increase the retention rates of our positions particularly

042those that have higher turnover you can see what those are we want to hire administrators from within we've been doing that we've been successful so we want to continue to do that we want to establish a baseline of employee satisfaction and then increase that by pushing out pull surveys throughout the year and address issues before they become more serious and again fulfill our vacancies in a timely manner all of them last but not least for for maintaining our infrastructures we want to transfer all of our email to the Microsoft Outlook that's going to increase our security we're trying to get that done by the end of the semester educate teachers employees and administrators about social engineering attacks phishing Etc increase the responsibility responsible use of Technology as measured by decrease in needed Chromebook laptop repairs

043student incidents Etc so we'll see some digital citizenship lessons coming out and then pass an obligation bond in 24 with a phased plan for project and implementation beginning in 25. what are the next steps well the board will be asked to it will be recommended that they adopt the Strategic plan that includes the action items at their next meeting the plan would be posted on the website under parent student it'll be shared with all staff meetings at staff members students families that will be emailed out it will be presented at staff meetings by me and there will be progress updates to the board no less than twice a year I'm thinking trimester but that would be up to the board I know that's a lot of information but I just wanted to make sure I

044gave an overview of the Strategic plan I'm happy to answer any questions okay on the there was a slide on cash scores is that on the document that we have in front of us as well or is that that's under yes so under each of the um actions sorry goals there's expected outcomes so it would be under the expected outcomes okay down at the bottom okay yeah got it there thank you so is this that 85 percent is that the meets or exceeds correct yes not a score of 85 correct the percentage of students that would yes thank you for be at that kind of cut off level it's not yes that we're expecting 85 percent right so that represents the percent of students who meet or exceed on the ELA or math Casp at

045that grade level all right thank you just wanted to say thank you to everyone who helped put this together and also for the board to be able to work collaborative collaboratively on this this is a very proactive and deliberate road map of where we want to go and also you know Maps out what the resources we need to actually get there so this is a very forward-thinking piece I encourage everyone in the community to look at it and really understand what our strategic objectives because it is important to understand this and this document lays it out perfectly so just want to say thank you everyone it's a lot of time and energy went into this we're really trying to focus on improving our student outcomes and and this is how we're going to get there

046so thank you to everyone for working on this thank you I have more of a procedure question so once we digest this we can call you and discuss this prior to the next meeting is when we would adopt it yes okay it'll be an action item at the next meeting for adoption so you can give input still before the agenda is created I just want to point out that this is not this may be the first time you've presented it at a board meeting but it is not the first time we've been discussing it I'm not sure how I know the leadership team has hours and hours in this along with the hours and hours we spent listening from our Consultants about the strategies the the analysis that came back and those Community sessions will

048three years and we look forward to sharing it out and we hope that we attain these results that we're setting out for thank you oh hold on one second oh yeah okay so we adopt it can we just kind of forget about it for three years then or do we come back and revisit annually and make adjustments or is there a plan for that yeah so no less than what just to that's a quick one kind of an update but would we realign in at those meetings or would it be a more a bigger picture meeting where we would kind of re-established strategic if we needed to so what we've done in the past which I think has worked well when we've had strategic plans is that we would meet annually could be a rat

049be around when we have our governance team meeting and we look at our results we look at the plan and at that time the plan can be tweaked it can be you know revised in some way so it is fluid to some extent except for the five goals those are the five major areas that we're focused on when you see the actual plan you'll see actions those may change we may decide that after we form a committee we need to do additional actions or change our actions but the goals would not change the objectives likely won't change but they could so I would say annually we would have those conversations as a governance team and do we look in a public Workshop do we look to Evergreen it and add as year one is gone

053of the board Dr Wesley and executive leadership um I just wanted to come by and tell you I am so honored to be the principal at Paris middle school and so thankful that you are entrusting me in this role I do want to introduce my support system here my husband John is here my daughter Kira and my son Connor both of whom attend schools here in rbusd and I'm so thankful for their their support as I'm sure you can imagine there's some support needed when you take on a new role like this so thank you um I'm loving Paris already staff has immediately drawn me into the amazing and creative things going on in classrooms and the extracurricular activities and the teamwork and the collaboration makes for such a wonderful working environment um I've really

054enjoyed getting to know parents that pick up and drop off and PTSA events and it's just so evident how invested our families are in their students education which is amazing and the students of course themselves I've been so impressed they're so confident they come up and introduce me and or introduce themselves to me an engaging conversation and tell me what they love about Paris and the opportunities that they're engaged in I'm just so thankful to be a part of this community and as we all know education is opportunity and so I want you to know that that will be my guide as I collaborate and lead in this role and I am just so thankful for this opportunity so thank you thank you Kathleen who are happy to have you and as a Paris parent

056for several years and then I went to Washington for a year because enrollment had fluctuated a little bit the following year I went back to Madison and I stayed there until an opportunity came up in Upland where Dr Nancy Kelly was the superintendent and she knew that my aspirations to be an administrator were on the horizon and there weren't a lot of opportunities in Redondo Beach to be an assistant principal at the elementary level which is really where my heart was so she reached out to me I applied I got a position in Upland I took a leave of absence for two years and as much as I love the opportunity in Upland my heart was back in Redondo so I came back to Redondo hmm in 2018 where I was placed at Bernie Elementary

057where I made a lot of new friends I had the opportunity to work under several administrators where I gained a lot of more experience and Leadership abilities over there and then this opportunity came up to be the Madison principal and it really has come full circle for me because I was able to Foster that relationship as a teacher and now I have the opportunity to be the leader of the school and lead the students lead the staff and I'm very honored and very grateful for this opportunity that you have given to me and I wanted to thank you guys very much that's it did you want to introduce who you brought with you oh yes my mom is here and my grandma and my uncle and then several of my friends teachers from Bernie and

063School where students are prepared for academic artistic athletic and individual demands of the 21st century Seahawks are on Pace to soar Mr Anthony Brady Patricia dreisler going back to back 100 graduation rates at the best blue school around and so I know Mr Brandt is very proud of the 100 graduation rate last year it's awesome and there they are South Bay Adult School South Middle School is over capacity and enrollment which is a great problem to have this picture is a level three low intermediate ESL English learning Class A Class of 45 students students and teachers had to get creative with seating and Dr Webb is the director all right we have a Redondo Beach virtual Learning Academy learning virtual learning and you can see the enrollment there but that's because it's only open to

064our secondary students moving forward and so you can see the total enrollment and and since the day enrollment's actually gone up a little bit so I believe now it's negative 60. so you know enrollment's fluid but I'm not doing as as bad as we thought we projected a 10 we thought we were going to have about 95 so we're doing better than what we thought and that is the end of my report can you remind me it's toleda and Madison that have the TK or Jefferson three three three yes Toledo Jefferson and Madison have TK and Jefferson's the only one that has up enrollment from the year before yes what was that and and Adams Adams as well had an increase but yes um and just as a reminder the reports and the presentations are

070as a mother a new school year is a time for New Beginnings an educator on your watch asked my daughter on the very first day of school what her pronouns were while he displayed LGBT signage all over his classroom walls and whiteboard the following week he had asked his class in a questionnaire what their biggest secret is and the following week he asked his class to judge imagery of several other children by their race religion gender and sexual orientation I gave you guys copies of that when a teacher displays any type of signage or visual inside their classrooms it creates an opportunity of inviting students to take interest and ask questions opportunities are given to them to display positive signage to what extent and boundaries can our district start implementing to decrease the scenarios of

071this happening to our younger students this was the beginning of my daughter's school year for the first three weeks when rbusd doesn't teach sex ed until eighth grade how does any educated teacher not understand that displaying lgbtq signage or visuals creates an opportunity for students to ask about it prompting teachers to discuss sex with parents children it is impossible to explain what lgbtq and pronouns are to children without discussing sex so why are teachers forcing this with our kids these inappropriate things that took place violated multiple California Ed codes and a California mandated reporting course online ab1432 I gave you a copy for all Educators under grooming it says first stage involves the sharing of Secrets a teacher doesn't have the right without parents permission to ask students what their biggest secret is grooming and

072pedophilias On The Rise more than ever and our jobs as adults is to protect a child's privacy and safety it is dangerous and unsafe combination when a groomer is given opportunity to work with children I ask that you please do a full investigation not just thinking it was an outcome of poor choices there's a lot at risk here in a sixth grade lesson teacher teaching students about identity and self-identity states stating there's a difference between the two with supportive suggestions of gen gender sorry I'm my heart is racing and I just need to take a second if you don't mind thank you with supportive suggestions of gender race color skin color sexual orientation gender insects have always been synonymous but now that they say there is new gender identity but then conflate gender identity with

073gender these are inappropriate questions to be asking sixth graders and can't be without parents permission what does this have to do with English Dr Wesley you had said for beginning of your slide that academics first and I don't want us to lose sight of that I understand that there's social emotional learning and it's I'm not anti-lgbtq this is wanted to address the fact of how things can conflict the teaching I'm I was the case you can wrap it up please thank you children should not be sexual or social social emotional experiment experiments I support inclusivity and being all-inclusive means including students of Faith okay thank you that's that's going to be three minutes can I have like 30 more seconds can I ask for 30 more seconds uh Mrs unless there is to extend time

075individuals by race religion and sexual orientation what we know as racial profiling the words all white people are racist under quote is a characteristics of the Fallout it's implying that our BSG teachers directors board and workers if white rich or poor or racist I cannot vouch for employees but I cannot believe that's true the mindset and attitude create a toxic environment for employees staff parents and students in the beginning of each school year parents gather and discuss about teachers who did you get this year it's a frequently Asked it's frequently asked and deep inside you hope that your kid didn't get that teacher I'm sure it goes both way for teachers hop hoping not to get that student with that parent fair game but this is different this is a deep and profound type of

076bad most parents are looking for academics and or radicalisms from the far from the far right or far left but when you and your family are stuck with a very bad teacher you're stuck is this the answer that our community will say to this parents tough luck I'm glad it's not my kid homeschool your kid this is not fair for the families they are looking for a decent education for their kids and trusted the school district these years these families are being rewarded with a whole year of indoctrination and who knows which kind of academics if any I have two possible suggestions to address this um but there's not much time so I'll follow up with an email to the board with additional comments thank you for your time and consideration thank you okay uh

077Lucha bright motion to receive and file all those in favor say aye aye any opposed student board member motion passes hi my name is Lucha bright I'm with the revcoms which stands for revolutionary Communists I'm here to address the board because the comments that we just heard are horrific and I want to bring to everybody's attention the name of somebody named Lori Carlton she was murdered in Lake Arrowhead about three weeks ago for waving a LGBT pride flag outside of her store that she owned and she was killed for that the talk of grooming of children of putting LGBT uh discussion as pedophilia and grooming is the kind of climate and the kind of atmosphere that leads to that kind of violence and we are in a situation in this whole society that is being

078ripped apart where a whole fascist Christian fundamentalist movement is going for power these are the people that across the country are Banning books that teach about the history of white supremacy that is the history of this country that is that has never stopped through its whole history and these are the section of society that is going for power that wants to reverse anything that's been won since segregation I'm here today because we in from the revcoms are calling on everybody that we need to defend the rights of LGBT people and we need to defend the rights of all people that are under attack by this this is not going to be stopped by trying to hold together things the way they've been which I know everybody here wants to do here in this District and

079this is also obviously something that's affecting the whole society this is not going to be stopped or ignored by trying to pretend it's not happening it's not going to be by trying to find common ground it's not going to be by trying to uh vote in people that are going to lead the society that are going to be able to deal with this because when you have a fascist movement like this that will not stop that is declared war on all the things that they feel like are existential to them they are not going to stop and they're not stopping and they're Breaking All the Rules and they're doing it all over the place they're you know marching on the LAUSD they're doing all of this we are here with the revcoms to defend the

081be part of doing that with us and be part of standing up to defend the rights of people under attack and we will defend the teachers the administrators the board members anybody that comes under attack by this thank you thank you okay uh Shelby Stitch hi I'm Shelby I also go by Annika um hi I'm Shelby Stitch I'm 30 years old and I went to Adams Middle School I walked here every day I mean there it's right over there I walked there every day from my apartment a few blocks away and I actually still live in the apartment today and I loved my teachers at Adams Middle School I was a very depressed little teenager and I remember my history teacher who taught us how to make Cornell notes and if you know you know

082I remember the biology teacher that answered all of our obnoxious anonymous sex questions um and I also remembered the PE teacher who taught us the Jensen jog which is a method I still employ to this day because taking small study steps still pushes you forward but I think we might need some bigger steps judging by the first two speakers um because the thing that most of these teachers taught me is that I would be loved and accepted for who I am and that became a very important lesson for me when I came out at 25 suicide is now the third leading cause of death for teens and young adults and lgbtq youth are more than four times as likely to attempt suicide than their peers it's my hope that Adams stays a welcoming and safe

083place for our kids all of our kids and having trusted adults who are willing to answer questions with love and empathy or Point kids to resources is Paramount to supporting them what these loud right-wing people are declaring as fact is a conspiracy theory and when conspiracy theorists Get Loud community members must step up and be louder lgbtq plus kids know please know that there are people in your community who love and care about you and I know that some of those caring people work at Adams Middle School thanks thank you [Applause] I'm Melanie cherry hi um Hello thank you board members for letting us speak and thank you for everyone the community for sharing um your stories I actually didn't plan on really speaking but um I felt a little bit moved to do that

084now so I think the first thing that I want to address is I think that a lot of people in our community we all have the exact same goal but we're losing sight of that I think we want the best education for our students and I believe this board is in line with that as well too so I think it's something that we have to remember that we are all on the same team but sometimes there's different ways to get there so there are times when you know sometimes institutions do overstep I do think that this time is probably not it um when I have seen the posters that I that the mini posters that I've seen up in the uh the classroom they didn't they came across actually as quite welcoming became encouraging sorry

085uh talking about kindness which I think we can all agree is something that we want for our students and our children they're very positive and uplifting and inclusive so if foreign part of the issue I wonder is were the issues because it had rainbows as the colors that were on there so if the issue is a design issue I think we can get around that you know I think that's not you know if the posters were in black and white and said everyone should be kind we should all be inclusive would we be still having the same discussion right now um what I'm concerned about is that I feel like this is sort of the Gateway in the language that ends up using to be very divisive in our community and being very hurtful in

086addition this leads to like unwelcoming environment that doesn't Foster critical thinkers and I think that's as someone who does work in educating higher education that's something that's definitely lost with students right now but what I would really like to encourage is that we work together with people on all sides to try to figure out Solutions and like talk to each other and see what it is that we're we're seeing what the issues are and to come to conclusions but I would really encourage the board as well not to feel pressured by one side or the other to do something but feel like it's something that we should all talk together and come up with a solution that's it thank you [Applause] and did Daniella step back in Daniella Velasco okay um oh hi thank you

088to the state it as well will eliminate parents objected to H to object to age inappropriate material other bills that will also have a huge impact on parents and our children is ab957 forcing parents to come confirm gender identity or lose parental custody as well as ab223 which allows miners who try to legally change your their gender or name to keep a secret as I don't recall her name she mentioned you know there's a lot of um suicidal not even it's not only with LGBT as well as non-lgbt and this is not an attack on LGBT community we're here for all our students and all our parental rights will be taken away if we don't call the governor and have them and ask them to veto all these bills thank you thank you okay are

091would like to speak hello good afternoon president uh Silverman Nemeth board members Dr Wesley members of cabinet uh I am Marlon land I am a math teacher at Adams proud to be at Adams and I.T tosa and the president of rbta teachers are dedicated professionals committed to educating students and fostering critical thinking skills their primary goal is to impart knowledge encourage independent thought and help students develop the ability to analyze information from multiple perspectives to allow students to form their own conclusions it is important to approach the claim that teachers are indoctrinating students by understanding the difference between indoctrination and teaching the term indoctrination means the process of teaching a person or group to accept a set of beliefs uncritically so in other words it refers to the process of teaching beliefs that discourages independent

094been partnering with circle up education I believe for the last two years Dr Wesley yeah so uh when I was assistant super HR we hired them um we did I think right before covid 2019 they provided training to all the leadership team um hiring practices Etc being unbiased and then we provided that training to all staff at our 11-1 PD so we've used them for two years so Circle up education is a company that is committed to diversity Equity inclusion so you may have seen on the service agreement it'll say Dei on that this agreement when you read it we'll reference that previous work that Dr Wesley has talked about and for these student assemblies when you look in the agreement as well you're going to notice that there's a space in there that rbusd

095is going to be working with circle up to specifically customize the topics that are in this rationale so specifically at for example a middle school when we talk about inclusion that's a concept that can be fairly broad for a middle schooler so instead when we say how do we ensure inclusion well we have to combat bullying we have to combat anti-hate we have to combat harassment discrimination and so those are the things that you'll you'll see in that so the the intent is that we would um customize or work with circle up to make sure the assemblies meet what you see in the rationale yeah but my original question so the upstander assemblies I just I'm new to the Middle School yes I haven't heard is that something that's been in place yeah so that

096there's a lot of not currently but there's a lot of research around to improve culture in a secondary school you have to empower kids to be what we call upstanders and what do you what do you do when you see someone using a racial slur what do you do when you see someone being mistreated so the term upstander assembly hasn't existed until now for for Redondo yes so that's why I hadn't seen it before totally had by not in the middle school before the child but good question okay so that's a new term we're bringing in to capture what this is and so as I read through that rationality it talks about all the things like bullying harassment hate discrimination all things need to be addressed and then when I go to the as you

097mentioned when I go to the contract with circle up it is d-e-i-d-e-i-d-e-i and specifically things like based on results from our workplace bias and discrimination survey it references staff it references workplace on questioning I'm asking is this the appropriate entity to be handling how young of kids I mean I it says secondary so that including sixth grade eighth grade and Ninth Grade so eighth grade and Ninth Grade yeah so it's not all secondary which is eighth and Ninth Grade so is I would still question that because I could see that there are very focused in their experience is on workplace adult staff Dei type topics are they going to be able to handle the age of the kids that we're talking about and with these type of broader topics Beyond deity I could certainly be

098a part of that and they there's some crossover but is this really The Entity that's best to do this for kids for eighth and ninth graders I guess now that I know that it's 8th and ninth graders I I would I would say I support them definitely we've had them again for two years um they're very responsive to our needs and our goals they have done training again for all staff in a way that really focuses on valuing um yourself and being proud of who you are and then also valuing the differences that others have and as a part of the upstandard training it's a counter to bystander so for instance if let's just say there's a fight at the high school as opposed to running towards it and being a bystander filming it being

099a part of the problem the students learn what are some ways in which you can be an upstander what are some ways in which you can deter this negativity and avoid this negativity and there's different strategies for that and I agree with all that my concern remains that based upon the contract I mean there is the part of the contract that says customize to include topics related to explicit and implicit discrimination but it doesn't go into these other areas that I think do need to be part of it that are on the rationale so I'm just not I think there's a concept to get to there but I'm not sure that it's there and I'm not seeing a basis of like a resume from them that says they do this I mean this sounds like

100something they haven't done before at least I'm not seeing it in any of the documentation brought forth we can reach out to Circle up and get that and I can include it in a Friday update we also review their um their their professional development their trainings prior to them doing it so I've always reviewed every professional development and met with the presenter prior to the meeting with leadership team meeting with staff and that would be the same with students yeah I appreciate the further knowledge and I'm looking at it from the scope of what we had as the rationale that's here and then the actual contract we acknowledge there's a disconnect and we acknowledge that we probably should have taken more time with the circle up people to make sure that the contract was in

101alignment with what our conversation was but it doesn't change that the fact that it will be focused on upstandard training and that we would be reviewing the presentation prior to meeting with 8th graders and ninth graders yeah and then make sure it's appropriate for a hundred percent I mean workplace doesn't translate necessarily to eighth and ninth grade um that's fair and then we only have one up you know these one-hour assemblies are they what are they looking at five thousand four hundred and ninety dollars per assembly we'll be designing them so when we meet with the circle up the Middle School the meetings we have a separate budget right yes for these planning meetings and at that time we're going to be able to direct their their work their presentations but are these how long

115this may affect you if we end up naming it the Haywood Wing at Redondo Union High School so you may want to take part in this you like that idea so the very first one on the very first line the governing board says the native language of csba the governing board shall name district schools another District on or lease buildings grounds and facilities in recognition of and then it lists these three things individuals individuals of geographic areas if we leave the shell in there we are limited to those three and for example toleda would not be allowed to lead as a geographic area in Canada why do that um so I had made the suggestion to change that to a May certainly we could do one of those but and I kind of you know

116Dr Wesley and I discussed it I thought well in in the times that we're in naming can be contentious sometimes so we need some non-contentious possibilities and that may not be an individual or a geographic area around us so making a suggestion to change that very first shell to a May and then going down under memorials this is a digression from what had been suggested in the package that you have my suggestion is to keep the native csba language as is with the exception of the note on planting commemorative trees take that out of that native section and then just below that in the Bold italicized I've added a section that is plant planting of commemorative trees so I bring it in there placement of Memorial bench or establishing an annual award in honor of

117the contribution of students staff members or community members deceased for at least one year may be done at the discretion of the school site leader with concurrence of the superintendent subject to board approval just means that we should know about it be on a consent calendar or something because I think it should be and it's it's a good chance to Spotlight it as well that we're doing this in memory of a certain student uh one thing I did I think Dr Wesley you would actually accepted the idea to add on there the duration of such Memorial may not be acquired to may not be required to be more than 15 years it doesn't mean it couldn't go on but you can't require it because and I threw out 15 years as a number that that's

118going to exceed a family's life within our school district typically it doesn't mean it has to be 15 years but we need a sunset to these because 20 years from now nobody knows who the person is anymore it's just a reality of life it's not to be cold or anything but so I added it in there that's an option but the idea of this is to create a clear and easier pathway for a typical Memorial because we do see these unfortunately and this makes it not a board level of you know from the from the initiative but to get the site leader involved and with the concurrence of the superintendent because superintendent should be you know and then finally just subject to board approval and that's what all this language has been put in there

119for just to create that kind of a Baseline doesn't take away the other things all the other things that require the board consideration are higher level things I mean renaming a building is a big thing or naming a building is a big thing it should have a higher level of scrutiny one thing in here and In fairness with Dr Wesley there was the shell that you had proposed to replace with a maid do you remember which one that was I don't have that in here after number three a citizen advisory committee maybe yeah my position is I would keep it as a shell I think it's the naming of a building is a big thing but Dr Wesley's position is to make it a May because it is daunting sometimes just form a Citizens advisory

120committee and to integrate that so I want to thank Mr stetzenberg for actually we work together on trying to come up with common language he proposed this I am in agreement with his proposals we the only thing we differ on is the mayor of the shell after the citizens advisory committee um and so otherwise the other changes I think aren't aligned with our current practices and or and future practices uh so there's a whole new section down at the bottom of naming rights that didn't exist before and it's it seems like the kind of thing that was added because some school districts some somewhere did something that somebody didn't like and so they added a bunch Indians oh I this was uh Dr Wesley's suggestion at the bottom that I did I've skipped over that

121to add a number six uh again a sunset basically indicate an expiration date in which the board May wreck we negotiate the terms of the agreement for a naming of it sounds like we're naming football stadiums our UHS could be Sofi Stadium all of a sudden and right and it could for the right amount maybe yeah and yes and that and I think I described that one this sounds like a pay for play kind of thing which I wouldn't want to necessarily get rid of maybe it would be a a good thing at some point um it's not something we've done some of our neighbors have chosen to do that it would be something I think the board would have to agree on yes and that's why that's you know it brings it to that

122level in here but um up in the the very first one the naming of a facility that seems to be mostly for new facilities because the bottom one is more for renaming but it's it's not quite clear to me so anyway I thought that upper section um deserve to have a an advisory committee so my only question just to play Devil's Advocate it says there's encourages you know have a Citizens advisory committee but then two set two paragraphs down it says before adopting any proposed names the board shall hold a public hearing at which member time the members of the public would be given a time to employ in provide input what's the difference agreed it's this the citizens advisory committee we haven't had one of these in I don't know how long but we're

123forming one right now they're typically referred to as a 7-Eleven committee and there's a whole section 1220 uh board policy that describes how to do it and so forth I agree that there's still a public element to this um honestly I you know I share this with Dr Wesley if the board wanted to rename something they would just create a committee and stack the committee with people that would be in favor of it and that's just the reality of things so hence the public hearings yes okay so I and that's really counter to my ass that it'd be a shell because even though it's a shell that you can kind of work around it so it's almost like at the top you changed the shell to a May for the same reasons I would say

131that as a board member is awesome and I just want to share that too that's a personal thing that you know was really effective for me to hear him say that out of the mouths of babes kind of thing uh moving on then to the other fun that I have with SoCal Rock speaking of strategic plan this last Saturday we had a six and a half hour meeting for strategic planning with Eric Douglas with lri as well um extremely successful we found that our new superintendent is going to steamroll the board I think because he is so far beyond us already which was great news and I said you got to bring us along as a board we we need to know how to be your boss here so very successful strategic plan the first

132session will be bringing that back a great opportunity very supportive board there board meeting last night with SoCal Rock we did our similar budget um approval and along that line though something else I wanted to ask about it it's come up a couple times tonight so for example 12.4 we did the agreement with South Bay whip we approved one last night with SoCal rock as well it was a hundred thousand but um you know a broader scope probably but the question was it's been brought up a lot with things we're working on a SoCal Rock of internships and Company relations and having placement work placement for the kids at SoCal Rock and I'm curious to know how broad that is within our district and our especially our high school what programs exist there how is

133it run what's the accountability for that how many kids do we place that you know just kind of get an overview because I really don't know that I'm not involved with the high school yet but it would be great to get a a board member or excuse me a board presentation I would prefer I think it's a little bit beyond a Friday update kind of thing but I'd really like to hear who staffs it how many kids do we have what kind of things do we do how could we work together you know for example the South Bay web comes in that's something we're going to be integrating how does that work into what we do already and then how how do we work in with SoCal rock as well please we've I grew up
