good evening everybody um leading us tonight in the pledge of allegiance will be my colleague dan elder please rise place your hand over your heart ready begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right before we do anything else i'd like everyone to take a moment of silence in honor and memory of the victims of the tragedy at the elementary school in texas today and and their families so if we could just take a moment of silence all right thank you close session report tonight's closed session dealt with appointments we had three appointments that i'd like to announce to you um the board first the board voted for nothing with
one abstention from mr strutzenberg to approve the new south bay adult school director the board is pleased to announce the hiring of dr suzanne webb as the new director of south bay adult school effective july 11th dr webb comes to us from the manhattan beach unified school district where she has been serving as the assistant superintendent of human resources prior to this she was director of hr program facilitator she was a middle school principal and a high school assistant principal at the santa monica malibu unified school district she began her career in education as a math teacher in beverly hills she's excited about the opportunity to go back to a school campus and work directly with students and staff on a daily basis she is also eager to continue the positive impact sbas has on
our adult students who are working towards a high school diploma and college and career pathways she earned her undergrad degree in mathematics from cal state northridge and she earned a masters of arts degree in educational leadership and policy studies from csu northridge and her doctorate in educational leadership from pepperdine she looks forward to meeting and working with sbas staff students and community and will visit sbas prior to the end of the school year the board also voted on the appointment of two ruhs assistant principals first the board voted for nothing with one abstention from mr stratzenberg in favor of appointing mr jeffrey rosadini as a new ruhs assistant principal mr rosandini has been serving as the ruhs intervention tosa for the last two years he began at ruhs in 2004 as a special ed teacher
and has served as department chair new teacher mentor and school site council member for several years he started his career in lausd where he taught special ed for seven years before becoming before coming to arbusd he earned his undergrad degree in management at manhattanville college in new york and his masters in special education from national university lastly the board voted for nothing with one abstention from mr schwartzenberg in favor of miss molly lower i'm sorry molly lauer as a new ruhs assistant principal ms lauer is coming to us from bishop alemany high school where she has been serving as an assistant principal prior she was a social science and ap teacher at bishop alemany for five years she earned her undergraduate degree from loyola marymount with a degree in classical civilizations i look forward to
speaking latin with her and her masters of arts degree in middle eastern and african history from tel aviv university she also earned a master's in school administration from loyola marymount mr rosadini and ms lauer will officially begin on july 1st however a soft transition to their new role will begin immediately we congratulate dr webb mr rosendini and ms lauer and wish them success in their new positions well thank you president wick and i'll speak to my extension i wanted to be note that it's clear that this was nothing to do with the individuals involved in this absolutely nothing in that manner it has everything to do with the statement that's been provided by the california attorney general as to voting in closed session on type of these things in that he says we concluded that
the superintendent and not the board is authorized to appoint discipline and establish the salaries of certificated and classified employees a decision of a superintendent to employ persons in positions requiring certification qualifications does not require consideration by or the approval of the board further that the purposes of section 54957 which is part of the brown act would be ill-served by allowing a board to meet in closed session to consider the superintendent's appointment employment evaluation performance discipline or dismissable of certificated and classified school employees we find that no substantial reason for a board which is neither the employer of nor disciplinary authority for certificated or classified employees of the superintendent to meet in a closed session for the purposes of considering the superintendent's appointment employment evaluation of performance discipline or dismal dismissal of such employees accordingly we
conclude that a board may not meet in closed session under the personnel exemption exception of the act which is the brown act to consider the appointment employment evaluation performance discipline or dismissal of certificated or classified employees of the superintendent so as such i preferred not to risk a violation of the brown act so therefore that's the only reason i abstained thank you okay moving on to approval of the minutes may get a motion second for approval of the may 10th board of education education agenda minutes so moved sorry all those in favor say aye aye motion passes sorry i'd like to abstain from this one just because i wasn't present so so passes for nothing yes okay um the agenda was agenda for tonight was approved at the 445 session with a motion by mr
strutzenberg seconded by mr elder and unanimously approved moving on to reports to the board let's start with dr wesley good evening board members executive leadership team and our guest here this evening it is my pleasure to introduce to you the 22 23 employees of the year we have four outstanding honorees each of whom exemplifies what we value in redondo beach unified school district so first i'd like to call up miss courtney bailey [Applause] i have i have some some information to share about miss bailey our first honorees and our child development center teacher of the year miss bailey she's worked at her jefferson cdc miss bailey began her rbusd career in 2016. and when it comes to her students courtney goes way beyond always thinking of ways to actively engage students in enriching activities while
enhancing their love of learning miss bailey plans unique three-dimensional projects like create your own shoe or a retail business or draw a life-size human and label all of the organs all of which require her students to use a growth mindset and teamwork to achieve the lessons activities miss bailey always expands these projects by having her students students use math science engineering her colleagues can hear the students in the lower grades saying they can't wait to be in fourth or fifth grade because they get to be in miss bailey's class her classroom environment is one that is safe where learning occurs whether students succeed or fail miss bailey's more than a cdc teacher she's proactive about communicating with parents at grade level parents sharing curriculum ideas or partnering with teachers to reinforce concepts that they're learning
in the classroom she cares deeply for her students she understands the importance of support supporting their social emotional growth as well she's often the first teacher student c at cdc and the last one in the evening and she's an absolute asset to rbusd and she is past due for this recognition so again please join me in recognizing miss courtney bailey is our 22 cdc teacher of the year so each of our honorees will be getting the infamous red shoe so i'm going to hand this to miss bailey and then when we're done we'll ask that all four of the honorees take a picture with the board okay you can say you have a couple minutes a couple seconds um i just like to thank everybody for coming tonight um i first would like to thank
teresa she's an amazing support i'd like to also thank mr regal who have who's been my boss for many years and stephanie who recently stepped up to the job and we appreciate her as well yeah i mean i love my job i love the kids i love the families and i enjoy coming to work every single day so thank you guys so much our next honoree is leila echeveria so please come on up stand right here leila began in rbsd in 2004 serving the english language learners as an instructional aide and since that time she's worked at various school sites supporting many students and up until this year she's worked only at elementary schools but then she moved to adams middle school now many employees find it difficult to make a move after that many
years but not leela she came right into adams with a positive attitude ready to work directly with students you know she enjoys working with students no matter what school lila rarely sits down constantly circulates the classroom working one-on-one with students to keep them from falling behind her initiative when it comes to helping students succeed is unparalleled so let me share a story to demonstrate that it came to lila's attention that there was a student on the autism spectrum that was having a hard time in sixth grade navigating the large middle school and often would get to class late because she would get lost so leela took the initiative and time out of her lunch schedule to work with the student on strategies to better navigate the school together they practice several days in a row
switching classes excuse me they drew a map and made key points for the student to look out for these actions help the student tremendously so you will find leela volunteering to assist at school dance or maybe organizing the lost and found all on her own accord it's actions like these where leila enhances the school community and as a member of the local community her own children attended and graduated from rbusd schools so she sees all kids as her kids and you know an employee is actively involved in school when everyone really doesn't know what her job is is she a campus supervisor an el coordinator student council assistant she's everything to everyone at adams and they wish there were a hundred more leelas and so do we so please join me in recognizing leela chaveria
as our 22 2022 classified employee of the year oh thank you dr wesley i am just so proud of being part of this beautiful district it's an honor and i appreciate it so much thank you dr keller thank you [Applause] our next honoree is miss teresa van duzen our director of child development center teresa began as a cdc teacher in 2008 and became the cdc director a year later since taking on the role of director and prior to covid theresa has grown the cdc program serving students before school and after school in all of our eight elementary campuses the reputation of cdc is so remarkable that other districts reach out and visit and want to know what is in the cdc secret sauce it doesn't take long to see why our busd cdc thrives obviously
we've heard about one of our teachers rbsd students have the opportunity to engage in exciting learning activities in a vibrant and fun environment where staff really truly try to get to know each and every student and this is all due to teresa's leadership as many know kova took a hit to the cdc program and now some districts closed their cdc programs and that would have been the easy thing to do but that was never an option and teresa made sure we kept our cdc doors open to students and families who needed the support and care while schools were closed so imagine you're theresa you have almost half as many students attending cdc because schools are closed and most parents are working from home you have cdc parents sorry teachers and staff who are truly fearful
of losing their jobs you have parents who are still working going to work as essential workers fearful they will not have a trusted place to send their children you have to raise the rates to keep the doors open staff employed student served and you are the very first public school program to reopen its doors in rbusd and probably in most of la county in the south bay after schools have been closed worldwide due to a pandemic and on what day was that theresa that we reopened right so basically a couple months after we closed and there was not a moment in time when teresa appeared frazzled anxious or ready to have a meltdown although the rest of us wanted to have one for her rather she remained calm focused and solutions oriented teresa is the
model for how to remain composed and open during a crisis and so that is why teresa van duzen is our 2022 admin of the year socorro now we have a pair um i just want to say thank you to the board dr keller my amazing boss dr albert for the support you guys have all given us and then to my site supervisors so you may not have heard me vent or anything but they did during all of this and then my teachers that came back in the middle of this pandemic and without hesitation they they're the secret sauce when it comes to our kids and what was done for our kids courtney you know and then um my office staff here at the do i mean it's just a team and all of my instructional
aides i just have to say thank you i am so proud to be a part of this district and what we do for kids every day thank you [Applause] and last but not least we'd like to honor our 2022 teacher of the year miss casey waddell from paris middle school casey's here she's there she's leading professional development she's on the blacktop she's in the gym up and down the hallways one would think casey has a clone but in reality this single teacher impacts so many students in so many different ways in and out of the classroom casey has been a math teacher at paris since 2013 yet she's far more than a teacher she is a paris web leader and is known for inspiring students and connecting them to school through various activities she's an
intramural volleyball coach encouraging students to enjoy the game more than the win casey is often seen at paris's school events and showcases demonstrating school spirit at every opportunity possible in the classroom casey's innovation out of the box approach is what makes her stand out as a math professional learning community lead casey serves as a coach even after she no longer had a coaching period she was instrumental in leading the department to mastery grade grade based sorry mastery based grading practices her commitment to student achievement is evident by the extra time she takes to create original high rigger math activities for the whole department to use during covid casey went above and beyond to create social emotional activities for paris students helping them to build grit and perseverance she wrote individual notes to her students telling
them that they are enough and that they can get through the covet hurdle helping them feel good about themselves in and in and out of the classroom and it is evident when you meet and you work with casey that she endeavors to help students excel in math and in life so join me in honoring our 22 2022 rbusd teacher of the year miss casey waddell i am just beyond honored and humbled to receive this award uh thank you dr keller thank you board it's been an honor to to teach some of your students currently or before um and i just want to thank my family half of them are here tonight the other half are at home not feeling great but um it's it's truly an honor to teach in the redondo beach school district
um also thank you dr erickson and i just i have to say this has been the most incredible year in the in so many ways and the absolute hardest year in so many ways and so i just i want to say you know on the behalf of all teachers especially teachers i get to teach with every day they all deserve it this is just such a yeah such a good year but such a trying year and so i feel so honored and humbled thank you guys for the award so i believe mr gallegos was going to take a picture of everyone so if we could have the board and our honorees come take a quick picture you can hold on to your red shoe award in the picture where's mr gallegos so right here real
all right thank you again [Music] um all right we'll move to dr keller's report and just to let you know just i'm going to model what i ask of others i'm going to send the board an email after this meeting i want to be in the moment that basically addresses how our process works for the appointment of administrators but i just held it back because i thought it was the appropriate thing to do but i'll follow up with an email after the meeting thanks um so tonight we have three new principles for the 22-23 school year that we're going to introduce you we're excited to do this and the first up is mr marvin brown who will be the new lincoln elementary school principal beginning july 1st so marvin take it away [Applause] thank you
dr keller thank you board and executive leadership i'm excited you can see the smile on my face i'm ready for this opportunity but more than that i'm humbled and i'm just honored that you guys have entrusted me with this responsibility i feel blessed i'm lucky i'm blessed to have a supportive family that came here today my wife's an elementary teacher my boys are in 5th and 3rd grade and i love you guys i feel very supported by you thank you i remember when i got hired 12 years ago and i met with dr keller as he meets with all of all employees and he told me to be great not good and he told me not to blow it as he tells most employees because you know everybody wants to work here and so um
you know i i want to take that challenge that voice is still in my head dr keller uh to be great and so um i i that's i feel that every day i feel like i want to be the best employee that i can for arbusd i got to see lincoln last week and got to go to the talent show and and just got to see how awesome the community is how engaging the teachers are how talented the students are and so i just feel i feel thrilled and excited to have an opportunity to lead them so thank you so much thank you marvin uh the newest team member that's going to be joining us is mr josh stern he's going to be the new principal at burl heights or burl however you want to
say it and he's going to begin july 1st joining us from the beverly hills unified school district wow okay coming up josh [Applause] uh board president wadkin board members and executive leadership thank you so much for having me here um i echo the sentiments of marvin uh i i feel honored to be here with the district i um you've said the same exact things to me and one of the things that that really touched me was when when dr keller said [Music] we don't just say the whole child we've been doing this for a long time it's not just a catchphrase for us and that was really important to me i'm excited to go to burl and i'm excited i've been so fortunate karen um principal moore has been amazing and welcoming to me i'm
looking forward to shadowing her on thursday and meeting some parents and the kids having met the staff already i am so ready to just dive in and get going and i've been my smile has been ear to ear i think everyone's exhausted as the year is finishing and people at my school are getting annoyed at my smile just not going away my my daughter and wife are here with me as well and my we live in el segundo just down just down the road my wife also is an educator she teaches high school english and just i'm so thankful and i'm so proud to be here thank you very much thanks josh we're happy to have you here um and of course a familiar face for all of us mayor bascaron who's going to be
the new washington elementary school principal beginning july 1st good evening board president board members and cabinet i just wanted to say thank you so much for this appointment i'm really excited um to be at washington um you know bernie's been my home for the last seven years and it's been an amazing journey i just i love bernie in the community very supportive and kind and i'll definitely miss them it's bittersweet but i am looking forward to washington i had the opportunity today to meet with all the grade levels all the teachers majority of the staff and they've just been welcoming and supportive and i'm super excited kind of to get in there and just to continue the the awesome things that they're doing there so thank you again for the opportunity and entrusting me um
to be the leader of washington thank you thanks mayor [Applause] all right thanks for being here um so just a reminder these folks will be transitioning july 1st formally but we will be obviously gradually doing as we already have done we saw some of us saw miss bascaron at washington today while we were walking around with dr kelly um just to be mindful you know coven 19 we've certainly seen a surge we saw it yesterday significantly i know other districts i speak to other superintendents we're managing it as well as anybody but i just want to remind parents and families you know you have a choice it's strongly recommended by the county to wear a mask if you wish to do so i applaud our parents for working with us as partners i know some
parents you know are sensitive about the guy the guidance some people want more some people want less we all know this as well as anybody in this dais and we just really appreciate just the manner in which our parents of late have just worked with us and we will continue to work with them and i just really want to thank our parent community for that and it means a lot to us because you know we're just trying to keep kids safe and staff members safe that's our goal and a reminder of course that we still have covid testing at beach city's health district monday through friday two to five pm and we are working with them uh regarding summer uh summer support and we'll be getting more details out to our community thank you to
the our redondo beach uh council pta for the diversity equity and inclusion forum that was held at ruhs last monday i thought that went overall went off overall very well um i think the questions portion really did provide a lot of clarification to our community and i think the community appreciated that and thank you to our pta again um a great pta for a great awards night last night uh i know i think we were all there uh had a lot of wonderful pta awards given and congrats to our very own standing ovation uh recipient uh ramer flynn i don't think you noticed it but um you were so uh overwhelmed in the moment but it was it was great to see everybody there and our principals did a great job and we love rpt
i always remind new superintendents the one thing coming in you that i've learned here is if you have pta on your side there's so much more to do in a community and so please embrace your pta from the word go um and then we're going to ricardo and i are going to work as we always do at the end of the year to honor our incoming pta site leaders for next year and then honor our outgoing pta and you know pta leaders as well at the june 14th board meeting so we don't always get everybody there but we'll try to get most of them here and we'll be working with kimberly kiwi of course to make that happen and then elementary open hou elementary school open houses are this thursday i know a lot of
you are attending so uh please follow the communications you get from ricardo and then don't forget i know the team is here what happens friday night we light up the night with the rbf event so hopefully we'll see you all there and that's all i have thanks okay thank you moving to the hearing section uh i'll read the the guidelines members of the audience may address the board on any topic regardless of whether it's on the agenda or not however due to brown act regulations the board cannot engage in public discussion on items not on the agenda topics not on the agenda which are brought to the board's attention may be investigated by administration and a report made to the board either publicly or privately at a future meeting comments from visitors shall not exceed
three minutes unless the time limit is waived by a majority of the board with board consent the president may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard so i had one request from sheila garcia um several sections from of the agenda okay there was just an incident downstairs that i have to gain my composure and it's actually going to guide my talk so this will be like what part of the agenda this will be the 8.1 public um so our 8.2 right so i have three minutes to talk on that and then the 12 you guys when 12 comes up or do i do it all now that's why i need a little guidance because yeah i think you would do
it all now ricardo am i right okay okay so is yeah i mean why so there's there's no non-agenda item that you want to talk about well there is a non-agenda okay and then there's like four agenda yep so what why don't right now take three minutes for your non-agenda item that's fair okay all right oh go ahead proverbs 22 6 train up a child in the way he should go even when he is old he will not depart from it education shapes a better society by respect by respecting right laws and regulations proverbs 12 25 anxiety weighs down the heart but a kind word cheers it up the reason i because i'm a woman of faith downstairs i have a big question for you guys i want to know why that bottom lobby is
not open i asked for the protocol i was the only one out there i was barred the door was shut in my face take note of that i'm an adult the door was shut in my face the reason i'm bringing this up is because there was a woman that spoke a couple weeks ago and she said you know everyone should have a seat at the table everyone should have a seat at the table regardless of what they look like or what they stand for in court it's actually called estoppel if and i'll leave it at that if there's an attorney here that's representing you guys by all means if i use terms or something then you know let's go and research that i'm also dismayed by the fact that nobody took up my constitution i
didn't get back to anybody but i figured one of you needs to step up so i'm proposing we have a constitution week i'm proposing that we celebrate september 17th just like we give way to everything else i have a concern with this gender fluidity yeah i said it am i being disrespectful no i'm expressing my first amendment right my first amendment right says i could say whatever i want to as long as i'm not harming anybody so for me to say i'm a christian a conservative a god-fearing woman is okay if you don't like what i said turn it off so i'm expecting a call of action for all of you and this school district do you want to lessen the anxiety in our children let's unify them you know what would unify them them
all believing in america what we stand for what our forefathers did for us not breaking it down not tearing down the flag not tearing down the families not saying you guys are there and we're here do you want to unify the community you know what would help our children for them to know they have a basis a foundation a floor forget the ceiling forget the dollars forget the money some of you have lost sight of what actually is real i'm not passing judgment i'm just telling you money doesn't buy everything money doesn't buy your soul back your goodness your graciousness we have children here children are suffering because they don't have a basis i want the constitution instituted i want our children to know it not just one time or twice but throughout their educational
years here at redondo god bless america okay uh we will do the communication section would anyone from rbta like to speak good evening before i make any comment i just first want to say that rbta stands in solidarity with our colleagues at rob elementary school and we share in their sorrow good evening dr keller members of cabinet board president witkin and members of the board uh tonight marks the final board meeting of the 2021-22 school year which was a year like no other for rbta members we began the year in august with a mixture of excitement and trepidation we were happy to see the return of our school-based traditions outdoor recess study groups assemblies extracurricular activities and even in-person meetings many of us had to wait until march to see our colleagues full smiling faces
for the first time we pulled together to weather the omicron surge and the lack of substitutes that many of our sites faced when teachers were exposed to or contracted covid many of us began to see a school without covet restrictions as an actual possibility some of the recent numbers have impacted that feeling a bit but we are still hopeful and most recently the governor's budget proposal included unprecedented levels of spending for public education we are excited by the numbers coming from sacramento as well as the contract settlements from neighboring districts but this year also brought diff difficult times for our members several of our members faced harassment and personal attacks simply for doing their job many lost family members and loved ones of their own those of our members who are parents themselves had to
deal with their own children being exposed or quarantined and having to stay home using up all of their sick days in order to safeguard the safety of their students and colleagues we were grateful when the lobbying efforts of cta and other labor groups convinced the governor to continue the covid related sick day relief through the end of this year constantly changing guidelines and requests for flexibility filled up our educators inboxes but we persevered to my fellow rbta members i hope that looking back on everything that we have done this year together gives you a feeling of pride but is also followed by some time to put your feet up on that note i would like to celebrate the rbta members who will be retiring at the end of this year and thank them for their
decades of service to the children of redondo beach joyce stout hillary barry khan laurel wade jan esser and carol millander our members are proud they're dedicated they're highly qualified and they are tired i wish everyone a restful summer vacation all right thank you would anyone from csea like to speak aft pta rbef good evening president witkin members of the school board dr keller and the cabinet i am here on behalf of rbf and pleased to introduce you to our new executive director christy bieber that's me good evening president witkin members of the board and district leadership i'm really excited to be here i have met several of you already but for those of you who don't know my story i am actually a long time member of the rb usd family i started in this
district in 1979 as a pre-k student and i graduated from redondo high with doris in 1993 and now i'm a parent of two students in this district a second grader at jefferson and uh june no sophomore i'm like what grade is my kid in a sophomore at redondo it seems like it flies so fast um i've also been the contract grant writer for rbef for the last several years and i started as a school site advocate so i've been with rbef now for about eight years so the better part of the last decade and i'm very excited to be here as our new executive director so just a couple of announcements um as dr keller thank you very much mentioned friday night is our light up the night gala it's a little bit toned down
of a gala this year but i promise you it'll be lots of fun casino games whiskey tasting food lots of merriment so we hope to see all of you there and i think i've seen most of you on the list of tickets so i'm very excited about that and then we also have summer school and summer sports camps so if you have anyone that you know that's in going into high school so rising out of eighth grade and up through high school we have a great variety of summer school classes for both enrichment and for prep for algebra and ela for those rising ninth graders and we have sports camps for anybody who's interested in joining one of our sports teams it's not a requirement for people to go to camp to try out for
the team but it certainly does help them know what to expect when they go to those tryouts so that's all we have for tonight thank you thank you all right general consent does anyone have any items they would like to pull 10.4 please okay all right so may i get a motion and second to approve items 10.2 10.3 and 10.5 so moved second all those in favor say aye aye okay uh may i get a motion and second to begin discussion on item 10.1 so moved okay any just any discussion okay uh all those in favor say aye aye i'm abstaining okay so that passes four nothing with an abstention motion and second for 10.4 so move second quick question on this the approximate cost per student of 2500 where is that funded from it
doesn't really go into that in any of the information provided so traditionally um trips like this would be funded through a combination of parent family donations as well as fundraising efforts and so it's typically fundraising occurs over a series of time prior that's why we put things like this type of trip on the board agenda so early it gives them time to to do that okay so it's not coming out of general fund or anything no okay we do make no student has ever um can't attend because of cost so um we want to make sure we'll make sure that all cover all costs are covered for all students but no it's nothing is that a general fund okay thank you that's all i want to clarify with that any other questions on it if
not i'll make a motion to approve 10.4 all right all those in favor say aye aye all right um action items uh may have a motion to discuss 12.1 so moved second okay miss garcia uh if you want to discuss 12.1 you can have three minutes for that yeah you're asking like what it is yeah so i'll i'll read i'll read it um so it's approving resolution 21-22 colon 24 establishing fund balance policies as required by gasby 54. so this is an accounting statement number 54 which is effective for periods that begin after june 15 2010 and the objective of it is to enhance the usefulness of fund balance information by one clarifying existing governmental fund type definitions and two providing clearer fund balance classifications that can be more consistently applied so i believe this
is germaine to that um oh i'm sorry i have to wait thank you okay as far as budgets go i believe that the district should find creative ways in order to spend monies i believe sometimes as a public myself that things go on lockstep year after year after year this is nothing against anybody but there are sources and resources available in our community other communities that we can get things for free or at low cost i don't believe they're delved into as they should i'm also concerned that i don't see a robust district of conversations i believe that sometimes people feel that voicing the right way going the right way if even if it's in contrast to your neighbor is not okay i expect more robust discussion i've seen so much where everybody just nobody
discusses things it's okay to discuss things it's okay to voice your opinion even if it's against the mainstream isn't that what we're trying to teach our kids even if you have your own voice it's okay again that goes to our constitutional right of freedom of speech this is a board room i expect more robust discussion on everything i expect you guys to go back and forth it doesn't offend me it doesn't bother me a lot of things don't offend or bother me that's why i'm so strong i was commanded to be strong i have authority to be strong i have sovereignty i'm an american citizen i love it i want you and everyone here to start let me show you this constitution guess how much this little book is 44 cents you know how much
it's worth whatever is in here is what you took your oath of offices do you know how many classes could be taught on this little 44 cent book this is offered for free bullying that's a great topic bullying you know why because i felt bullied downstairs what are you all gonna do about it that i felt bullied downstairs i felt that the police were being weaponized against me instead of me asserting my right with a public servant it shouldn't be that way and i'm an adult can you imagine how children feel can you imagine how children feel on campuses feeling they have to think and act lockstep because of the book that someone chose if you had the constitution of course i'd rather have the bible but no but i can say that right the
bible they took prayer out of school they ruined it they ruined the schools everyone should believe in something but you should believe in america so this constitution's available these are for free so i want to know why so much money has been spent on other things let's get creative okay uh so dr albert do you want to give an introduction to 12.1 sure um thanks for summarizing that um so you did a great job this is a required resolution um and what it does for the board and for the public is it just makes clear the fund balances that are laid out in that couple hundred page budget adoption so when we post the budget on our website when we provide the board with documents of the budget as well as our as well as
our first interim report and our second interim report um there are pages that list all of these various funds 01.1 being our general fund but there are a lot of other funds that make up what we think of as the school district budget and so um this resolution just clearly delineates what those funds are and what the board's authorization is and responsibility is toward committing those dollars in various funds so just to be clear this is a way of standardizing that information so it's transparent to the public and everyone else so it's financial transparency as mr witkin said it is an accounting accounting procedure i have to admit i'm not sure what a virginia riddle foundation trust is if you're being new maybe i just don't know about that yet it's a scholarship it's a
scholarship fund that was established some time ago i'm assuming so this is this list of just funds and descriptions is unique to renaldo beach having acted under the requirements of this so every public school district adopts this as part of gatsby and the fund balance descriptions for each district um are unique to that district and will this be an annual thing or is it an annual thing or is it uh anytime we have changes to uh the fund so in this case and we brought on in the last year middle school asbs into the fund and so that's the 08 and so that looks different than our previous gas b54 resolution so subject to changes otherwise if we don't have any changes it will just continue in perpetuity that's my understanding yes okay any other
questions comments okay yes one question the student activity fund you just referenced is that also the high school activities it is but we're just including middle schools now with ours the 8.0 fund all right all those in favor say aye okay 12 point uh motion and second to discuss 12.2 so second okay would this be dr wilds it is thank you okay so what yeah why don't we have you introduce it and then miss garcia if you have three minutes on this uh you can have the three minutes great so with the passage of assembly bill 130 and in response to the covid 19 pandemic leas were required to offer 100 distance learning options for families for if you remember early in the fall this was our independent study program in order to create a
sustainable independent study program and to accommodate those students and families needing and wishing to continue in such a program due to health or personal reasons we're recommending that a separate school code be created for the independent study program the creation of a unique school code will allow staff to improved assessment accountability tracking data reporting and attendance taking and reporting to the state so we're proposing that isp be named the redondo beach virtual learning program and staff recommend that you approve the formation and the establishment of a new school code that allows us to identify this program with the state okay miss garcia uh no offense dr wilds and i don't know if this is the part of the program where you can't respond to me maybe you can get back to me later but um
with this change of this coding i there are so many ed codes that haven't been addressed with the school district itself so to codify a new ed code in terms of how it would actually help the district i'm not sure because i don't have the numbers so from a layman's point of view if this code actually does help anything and maybe it's my understanding of independent study so i wouldn't agree with it and as far as other codes that should be addressed in terms of the independence and i think you could have brought to the public a lot sooner and a lot of people don't come to these meetings a lot of people work and they have other things going on so we're not stupid people are not stupid and they would actually benefit from
knowing a lot more and when people get pages of things to read see other people don't read things maybe i'm fortunate that i had a great teacher we all had great teachers that's why we could read i do read things so sometimes i feel that you guys rush to put things in maybe i'm not not aware of what deadline you have is it something that you could wait on until you got public reactions to it is that impossible i don't know i'm just putting it out there this is the board okay all right so i i have questions to start so do we get ada for anyone we do we get ada for all students in independent study currently those students are continue to be housed and reported up under their individual school so when
we're reporting independent study we're reporting it with the eight elementaries the two middles and the high school that becomes tedious because the california education code around how we report attendance for independent study is different than how we report attendance for a student who comes in person so it's just creating extra work so when we say creating an extra school code we're just what we mean is we're just assigning another number and a number would be for that independent study program to be reporting it's not a new law it's just just an accounting code and is this something that many other districts in california are doing for next school year yes many of our surrounding districts have a separate code for their independent study their virtual learning programs we just held off because we wanted to
see whether this was a sustainable part of um of of of what was required from us going forward and and how fully baked is the remote option like do we know what we're going to do it will be very very it will be similar to what we have now there'll be some changes in the governor's proposal around signing the contract for independent study there's a there's a few changes that are being proposed but the independent study program will look identical to what it is now students in grade six through 12 would will continue in the apex using apex with teacher support depending on the grade level they get either daily or they get a weekly synchronous instruction with the teacher for social emotional learning in grades k-5 they would have schools plp so it would
continue exactly as it is now this is just for an accounting purposes so when we report attendance okay anyone else rachel um so i'm asking more just because i i don't understand and maybe um we can learn something but are are these related so is this new code going to eventually show up in our codes that we just approved in 10.1 because if it's for an accounting purpose but what are we actually using the code for um so okay good question so the 12.1 has to do with um fiscal reporting right um we get a lot of funds from the state and from the feds but they can't be used in all cases as we choose they they have to be you know we'll get certain funds um let's say for buildings okay the building
funds can't also be spent out of asb which can't also be spent on the general fund right so there's rules and categories so that's like the accounting side of things what dr wilds is talking about is the attendance reporting so that's general fund and so what's happening is like when i report on a monthly or every every other month basis and i'm reporting our attendance rates right when we're tracking absences and such um it is becoming very challenging for us to accurately document the attendance reporting for the students who participate in the independent study program because what happens is for that group we're reporting we're making assumptions that they have a hundred percent attendance when in fact the only way we really get attendance through them is when they complete assignments so the tracking system
that you know dr wilds is talking about really has to be we have to be able to create a system for us to be able to better monitor individually student success their workload their progress and the way the student information system currently operates by having them attached as general students it really makes it challenging for the district to be able to monitor those individual students as they're going and every school has a unique code that's the reported to the to the california department of education um so the propose so currently is dr alperim was talking about are isp teachers when once they've collected work they now have to go into legitimately 12 different school system in 12 different um open up 12 different schools right i have to go to alta vista and i have
to mark those students attendance then i have to close that then i have to go into burl as opposed to housing them under one code allows us to report them as an entity and then kind of to close up what you were asking about the funds so the attendance reporting that is lcff based funding so that gets that gets funded into the 01.1.0 account and this is going to help us generally capture more of the isp well at least whether it's more or less it's going to be elegant yes hopefully it will be more because we want it to be accurate first and foremost so it's almost like another school like instead of a bernie it's now this is the everybody virtual running was in our virtual program yes it also helps for statewide testing
because currently uh students are tested based on the testing system it's called toms and they're tested based in their individual schools so for an independent study teacher to administer the the california state assessment they have to first log in as in say an alta vista teacher administered to just the alta vista students those finish testing then log in as a bernie teacher so it's incredibly time consuming for those teachers versus if we have and this virtual learning program with its own code the teacher just logs in as a teacher of record those students are there she can test she or she can test multiple students at the same time so just to wrap that up and dan united comments here but i had several questions on this too and i want to thank assistant superintendent
wiles for her time yesterday and going through this very similar questions as to what is this and why are we doing it and what does it mean is it going to cost us money that kind of thing and we went through it and one thing that really emerged was that it's basically an accounting type change and the key as you've said in multiple times it helps report absences in a much more accurate and easy way is really the key thing it doesn't change the program it doesn't change anything else we got sidetracked on talking about you know the virtual learning in general but those were separate it just doesn't affect any of that and i would say that one of the things that stood out to me was looking at the application and how simple
that application was or this cannot be a big deal if this is all it is it would be asking a lot more than what it does and that kind of gave me some confidence that this is not a big thing so hopefully mr garcia you you know had some questions i hope we've addressed that uh in general what you're doing is when you ask questions you're addressing the board and then the board can uptake those questions if we want and general staff i don't think is refer answer directly but the board can certainly respond if they want to and hopefully we've covered some of the things that you were looking for so and one of the things that's always a challenge is that as board members we do speak with staff ahead of time and
get our minds wrapped around things and get a much better understanding and then at the board meeting it sometimes seems redundant to rehash some of that and i know that the public then doesn't see that and it's not any attempt to not be transparent especially on my part i would say it's just the way that it ends up happening a lot and a lot of times i'll make comments just because you know it was something i learned such as what i uh in talking to dr wilds the things i learned from that and the reassurances i got that this is a good thing for us and it's just not a big deal it's a almost a routine thing it's new but as you said you waited to see if virtual learning was really going to
continue now we're seeing that it is and it likely will for the future it's just become something that emerges from coped that may continue to happen for multiple reasons so can i because is this 55 minutes or 55 seconds my time left sure 55 seconds okay so thank you dr wilds um but this actually the more discourse now has piqued my interest in terms of the general fund i feel that it muddies the waters and i feel that independent study i feel that this should have been brought to the public in a better way in terms of i'm going to play devil's advocate what if everybody has to go to virtual then what that's just my question let's say we have another shutdown is this independent going to be separate from the kids that are
actually in person and how is that going to come to be is it going to be another crisis is it going to be another climate of oh let's scramble and run around and every okay so that's what i don't like using the general fund for that i think that this could have taken time because how many independent studies do we actually really have from all the schools and who gets to be the independent teacher okay anyone else with questions or comments just make a quick comment uh i'd like to thank dr alpern because of all the years on measure q digging through object codes and location codes and things like that i'm i'm very familiar with uh why we do these things uh made it easy so the many questions i always ask this wasn't
one of them so thank both of you thanks all right all those in favor of 12.2 say aye aye okay motion and second to discuss 12.3 so uh dr wilds yes thank you so this is a follow-up action item um from our last meeting on may 10th um the may 10th board of education meeting and i want to thank the educational services team for their amazing presentation um we are recommending witten wisdom geodes foundations be recommended for adoption as the new kindergarten through fifth grade english language arts curriculum a public hearing was also held at that meeting so staff recommend that you approve this recommendation ms garcia so in terms of curriculum and the cost can someone actually tell me the exact how much it costs the district for this program one million six hundred
twenty-five thousand and then my other question was the fact was this a have to spend no i don't believe it is it it was something we needed to do as a district just as we did it with the math program eureka math for the k through five amplify science for the science program uh it's something i actually had you know discussed extensively during even campaigning and learned a lot about that i think it's a good thing is it mandatory no and i also want to know that was the system that was in place what is the key factor and why that program was antiquated not purposeful i'm not sure the terminology why was it why is it being replaced at this time with that amount of money just i'd just like to chime in i'll
stop we're happy to have staff follow up with her and answer these questions if you would like however you would like to do it we'd like to answer the questions but can i you're the board president all right yeah okay um so for this one it's this new curriculum is not replacing an old curriculum from my understanding there was essentially like a hodgepodge of individual curricula at each school site for ela and so the decision was made that it's about time to get a standardized english language arts curriculum that the all the schools in the district can use so that that's the ratio okay thank you and so on that note how much latitude are the teachers going to be allowed i have copies of some books and some literature that was being utilized that
isn't to my liking and it hasn't been to the liking of other parents how much latitude are the teachers of redondo going to be to go off the books and come up with their own narrative and how they want to teach the children yeah uh i know it's a sensitive question i as a parent and board member do not want teachers to overstep any bounds like beyond the curriculum um as to like what happens at an individual teacher level or grade level i imagine there are guidelines for teachers as to you know what is kosher to address and what is not um but as for how it operates on an individual school site level i i think that's you know we leave it up to the principals and teachers in conjunction with you know parents
giving their input to adhere to the right protocol i appreciate that since my time is running out i don't know if i can get a little extension in regards to that i truly appreciate i honor what you're telling me what i would like is that everyone to tighten it up in each school each principal needs to tighten it up they need to have a meeting with their staff and they can have a course the teachers union because i'm sure the teachers union wants to be part of that as well but the discussion needs to be who is going to go rogue we don't want people to go rogue please bring it to our attention let's follow the chain of command okay what i'm saying is that i don't mind things moving forward in an intellectual
pace however let's put the reins on not in a bad sense but in a disciplined sense thank you okay uh any questions comments on 12.3 yeah one more comment just to clarify the 1.625 million that is for the eight year cost correctly that is for eight year all in taxes or is it amortized over time no we pay up front okay yes but it is an eight year program and i believe that that 1.625 million is also a somewhat conservative number to leave some room in there yes for latitude if we decide to adopt further elements of the program that we're not doing right now or for certain changes certain add-ons can be done that you wouldn't have to come back to the board and just get it it's really for growth so the additional
in there is for growth we obviously can't predict who moves into the district over the summer so we always want to give ourselves a little bit of padding in case we have to open up another classroom we want to be able to get be able to get the teachers everything they need so i believe you said you had factored in a number four you know try to anticipate what our ada is going to be because we don't know how many students and the cost will vary depending on how many students we have each year but have to do a best estimate going forward and put that in here so i wanted to clear that this is a eight-year cost so we're talking 200 000 a year which is in for what this provides that is
not much i think for our teachers maybe our bta would agree this is huge and the benefits for our kids you know it's it'll have its struggles and adoption just as anything does and the teachers will work through that and i applaud them already for you know taking this on and but that's the some big picture things that i don't think is always necessarily looked at anywhere else i just wanted to say i apologize for not being here at the last meeting but i want to thank dr wilds the ed services team our teachers everyone who's been involved in this very rigorous process because this is going to really have an impact for our students and better prepare them so thank you i'm excited to see you know what this can do for our students
thank you okay all those in favor say aye hi motion passes motion second to discuss 12.4 second dr wesley so 12.4 and 12.5 um sort of go together um so each year when we begin our negotiations process we bring to the board and to the public what the association in this case the redondo beach teachers association would like the articles that they'd like to open to negotiate and then the district also gets to select articles to open to negotiate because it's a reopener year we do negotiate the contract as a whole every three years but in between it's a reopener year so because it's a reopener year each side gets to choose three articles in addition to salary and health and welfare so for a total of no more than five so what you're seeing
here is rbta's we call sunshine agreement they're presenting the articles that they would like to open up for negotiations and staff is recommending that you acknowledge their sunshine proposal publicly and then the next board meeting we will come back and ask you to adopt again to accept their proposal so for this meeting we're asking you to acknowledge the rbta sunshine proposal publicly ms garcia i reviewed him i don't have an issue with that however i believe as the public that the teachers union american federation of teachers have been not so pleasant with parents we are the stakeholders we do have jurisdiction over our children and i believe that your entities are actually pushing agendas based on an ideology which i don't mind you supporting teachers but if there's teachers that don't have to support and
join the union they should be allowed to do that there is a movie you should call whose children are they everyone whose children are they salem tv so sometimes people feel like they have to join and have an ideology i hope that's not happening and i hope the people i talk to that's not happening further it's just like everyone has a right to their expression and so do the teachers and if teachers feel afraid or in fear that they cannot not join their teachers union and then also have a problem with the american federation of teachers that they actually stated one of the members said they hate parents and one of the other members said parents should die i as a public member am so offended by that i'm also offended oh no so this
is just for the teachers union so i would like you miss robinson to find out who said that about the parents and then maybe you can write as a point of reference shouldn't the speaker be addressing the board and not the audience okay i just want to remind the speaker to please address the board and not the audience i wasn't aware of that thank you for pointing it out yes you can address it so it's just the board yes okay yeah so the board members are separate from you that's correct okay but everyone's okay so i would like the teachers union to be aware of how parents have been marginalized and some of their rights have been taken and hindered and they've been made to feel helpless and other teachers have felt that way they're
not all going to share that with you so by all means miss wesley if there's something you could do about it because i know that people like to hire within and of people that they know that they get recommendations from i'm not saying there's collusion i'm not saying there's nepotism however sometimes some people's ideologies you have to embrace other people's ids ideas about things and so if they would stick to what they're supposed to we would all be better off i'm always happy to meet with anyone to discuss any topic related to our associations for the record rbt is not a a part of the american teachers uh federation of teachers um just want to make that clear and we have a very healthy partnership with our our associations so would you just briefly repeat
what you said about the two or two uh articles and then three articles for a total of five is a limitation right so we we negotiate every three years the entire contract so you'll see that this contract expires uh june 30th and at that point then we reopen the whole contract but this in between years are the reopener years where we each side only gets to pick three articles but you always they always we always reopen salary and health and welfare so that's a total of five so seven and eight are automatically yeah automatically we assume that that's something they want to talk about but yes salary and health and welfare are always the two that we will sit down and negotiate with in addition to three articles that each side gets to pick and
that those three articles don't need to align they could but they don't need to and all of those that are chosen regardless of who picks what they are addressed correct so you'll see that the association has chosen three articles and they decide um you know as an association what articles they want to open and then the next one you'll see the articles that we've selected to open and so we'll sit down and negotiate all of those next time this happens basically everything is on the table as many as you want okay yeah well that sure stifles what i was going to add thank you anyone else um yeah i'm just going to make a comment not you know directly in response to miss garcia but i think it's important to contrast you know i as
a citizen have read things in the paper about teachers unions that i disagreed with and can't believe that they're saying those things but you know that's very very different from my experience with the the teachers union that we have here in retando which in my you know seven years on the board first under monica joyce and now under miss robinson has been extremely reasonable have have been very good partners of us of course they're going to advocate for their members as they should um but this one person's opinion you know i'm like i could not be you know more encouraged by you know the union that we have specifically in redondo um it doesn't look at all like you know the this the objectionable things that that i read about elsewhere so that's just my
my comment um so all those in favor of 12.4 hi all right motion and second for 12.5 uh dr wesley so what you're seeing on 12.5 is now the district's initial proposal to rbta to reopen the 22-23 negotiations and so this board meeting where staff is asking that you present rba usd's sunshine publicly proposal publicly and then next board may be meeting i will come back and ask you to adopt that proposal okay miss garcia um mr whitkin um i guess okay i'll do all board members but to your last comment what i i may not be well favored in terms of me being honest but i can only speak from the heart it's great that in seven years you've experienced what you've experienced however you need to put your feet in someone else's shoes
this is a community and people talk and people get together so there is uh where there's good there's evil right where there's bad there's good so i wish you would be a little bit more open-minded and i'm not so then what do i do i publicly uh i write a public comment to him okay can you comment on okay if you want to bring it back to the next board meeting for it as a non-agenda related comment or or contact or like contact me after the meeting okay i'll contact you okay because it's directed at you sure now in terms of what now i'm gonna flip hats and say that i do believe in unions and i believe when they help their members so reviewing what they have on their list i don't have an
issue with that with the health and welfare i believe that their health and welfare has been well taken care of i believe redondo has done a great excellent job in protocols and coveted so i believe the teachers are healthy and their welfare is primary i believe that so for them to bring it up is fine but um they are protected they're okay to be around our students they're okay to be around the public and in that regard so what what they have offered i just want them to know that they are in person is great and um they've been protected okay any comments questions 12.5 quick question on this just for clarification we're at the sunshine stage correct which is a legal requirement correct and so at this point is it does it after this
does it these uh articles of selection then become frozen or can they be changed they cannot be changed okay so unless we do the process again okay you'd have to go through a new sunshine correct and it's a two board meeting process which allows the public so for all intents and purposes the articles selected at at this point are then frozen correct okay thank you good question all right all those in favor say aye aye motion passes motion and second to discuss 12.6 seconds uh who's this this is a nikki so this the hermosa beach city school district does not have a certificated librarian and which is a requirement per ed code and so in that case a district can choose to go enter into an agreement with a district that does have a certificate
a librarian or they can try to contract with their local city and so this um our fabulous ruhs librarian cass jones supported the hermosa valley librarian this year and it went really well and i had an opportunity to check in with her and she was more than happy to support the same librarian um sorry it's a library clerk not a certificate of librarian at hermosa valley this year and so this would be a renewal of an mou agreement that we've had with them this past year for the coming 22-23 school year miss garcia okay my comment is a school district with the when you look at all the components why don't we have a librarian that's certificated why is it that we have to share uh with all the many programs going on i have
a question about that we have a certificated librarian and this we are sharing it with the hermosa beach school district so this is right oh okay so we're giving our resources to another district when you said the other way right correct we're not giving we're charging for it okay okay so we're perfectly staffed with our yes schools okay thank you that makes me feel good okay uh one quick question on this i remember doing this last year great that we do it did the amount dollar amount change at all no it did not and the dollar amount goes to the art certified librarian for the additional time she takes to work with that librarian directly to her is it it's like a pass-through thing for us or does it come to the district and then
we pay her the we pay her for the extra duty hours that she has to put in to support them okay so the 1750 comes to rbusd and then it's paid out um you know i think i would consider i'm fine for this year but for next year we should consider bumping it up appropriately because costs are going up so okay yeah something we can consider when talking to them yeah definitely rachel my only question was is there any change from last year to this year in terms of the mou no no changes anyone else okay all those in favor of 12.6 hi hi motion passes um next we have discussion items the gas leaf blowers discussion um mr strutzenberg you you asked for this on the agenda do you want to start yes i
did ask for and i thank you i will start um just as a recap of where we're at the redondo beach city council passed a resolution to modify the code which went into effect in august of 2018 so just about four years ago roughly and then it's my understanding that it was subsequent to that that the school district exempted itself or used an exemption basis that they would not have to follow the redondo beach city code is that correct i would i would clarify not exactly i would say if you don't mind i'd give a little history to how this landed on our lap um and let me start it by saying i i we have a great relationship with the city love the city love the leadership there but on this one on this
ordinance we never were approached never was it communicated to us and it was either and i wish anita averick was here it was either right before winter break of 18 so after they had approved it to city council or right after winter break january 19 anita avec former board member and i were at the city council meeting we were honoring somebody and a couple residents came up to us out of the blue and said hey you work for the school district can you stop having your blowers do their work on your facilities and we both were perplexed and said we have to maintain our facilities um and after further conversation um they clarified at least these two residents that this ordinance had passed by the city and i very politely said this is news to
us let us go look at it this is a true story so fast forward i work with janet rudella who is the uh you know previous net position uh and i said did you know anything about this no um unfortunate because i think we could have potentially you know been part of this conversation with the city we were not um and so uh i first asked janet to just do an exploratory you know conversation with fred nail our director of maintenance and operation to find out what this would take i love electric everything i embrace anything green i think we do as a team here um and so after a soft due diligence but a due diligence nonetheless so it was you know an end fred speaking to some of the city folks um he
basically said we summarized that we would have to hire new staff and that just wasn't something we were prepared to do and so um i i believe i spoke to this at that time city manager joe hofkin or somebody at the city and determined that you know read more about this ordinance so i sent it to our attorney and said do we have to do this because this is news to me it was just dropped on our lap and there's a lot to this and there's potential cost involved and so essentially i had an attorney which i didn't have an opinion just to make that clear i said give us the truth so our attorney summarize an opinion i believe and and this is what i recall it was our attorney joseph larson he reached
out to mike webb before he sent us the um uh the assessment of where we would be in this uh mandate if you will for for leaf blowers banning leaf blowers and so um we shared it with the board and so we just after realizing it would cost us money to hire new staff and what have you we embraced the ordinance at the same time i think we tightened up some things where we could um and i know annette has more details kind of once she took it over but i think the history is important because it was dropped on us and we never even received the information and then what we did i think we we hustled to figure out how we could do it when we figured out to do it would be
costly we then had an attorney to tell us do we have to do it or not and then we brought it to the board as well i hope that provides a little bit it does help and i understand the position of you know it caught you blindsided basically but i honestly i would say to that that it's it doesn't normally fall on the city to notify entities of what they're doing it's all public information i think the onus really falls upon the district to be aware of laws and changes in law i mean if we were doing that if we were doing that we would let them know we would it's that's i understand yeah i understand that yeah because rvusd is a big entity the biggest entity within redundancy especially i understand that a
courtesy call at least or hey are you aware of this yeah what are you you know getting the input that's fair but i also i would still hold to that look it's it's up to us to be aware of changes in law that is a responsibility that we hold and i don't think there's a way to get around that go ahead i just want to add a specifically from the attorneys um as it pertains to this city the city's prohibition on leaf blowers but also other local ordinances um and ultimately we're a state agency so as a school district we fall under state agencies and we enjoy immunity from local regulation and the only exception to that is unless the state through statute or provision of the california constitution has consented to waive such immunity
so leaf blowers is one example but it's not the only one and that's why we fall you know for like building and construction we fall under the field act so we don't um you know seek out permission let's say from in the same way that a resident would seek out like um permits building permits to make changes to their residents yeah and i understand that the the sva not the state association of that oversees the school construction the department of state architects thank you uh very different entity very it means we're not subject to local municipal codes or other it's very much its own thing for good reasons i believe and to yes school districts are a a separate entity they enjoy i don't know if i'd quite use the word immunity but the one
of the landmark cases for this actually stemmed from garbage collection services where a school district had pushed back to say look city you can't tell us who's going to do our garbage collection service we prefer to have somebody else and that case was one that they had a certain sovereignty and immunity from that aside i would look at this somewhat in a different light and that maybe more the legal aspect of it i would turn now to more the the realistic aspects of it and quoting a little bit from the um some of the testimony and the things we got from this and i attended all the city council meetings when this was going on there were parents of school kids that talked about it and spoke how their kids knew you know they knew
when their kids were coming home when it was a leaflet or a lawn meet this day because they had allergies and they would flare up uh it was very apparent to them and this isn't my testimony this is people that came and talked about that and one of the you know they talk about noise which you know i remember an elder and i experienced we were sitting at the fifth grade promotion at lincoln last year nice event fairly quiet all sudden reef the street leaf blower cranked up a couple minutes later another one cranked up very disruptive so it it affects us if it affects us all through there was a segment on air quality that was part of the city's documentation leaf blowers spread particles and contaminants into the air that cause respiratory irritation
and exacerbate asthma leaf blowers also lift microscopic dust particles and particulate matter into the air that result in deleterious health effects reports produced by the us environment environmental protection agency and air resources boarding indicate that leaf blowers and the two-stroke engine equipment this goes in then to the the aspects of the actual engines themselves and the the nature of that but the the first part more about just the fact of this intense blowing which normal wind could do but doesn't normally and that's a that's something i think we should take into consideration the other thing to consider here is that on the gas powered side of things state of california is outlawing them within a couple years they're gone you might say you'll be able to continue to use them if you have them but
new purchases you're done so it would be it's kind of a sunset almost um and then something else that struck me is that a couple months ago we adopted a resolution for earth day earth whereas earth day is celebrated annually to recommit to the goals of a healthy environment and a peaceful just and sustainable world a leaf blower just flat out contradicts every bit of that whereas the redondo beach unified school district is committed through goals ordinance policies and our actions to the preservation and stewardship of our natural landscape open space incentive environmental areas not as much directly but the gist is still there whereas the redondo beach unified school district acknowledges our collective's responsibility for environmental education stewardship and community sustainability leaf blowers are not that if they were state of california wouldn't be
taking the action that they're doing and we wouldn't have heard the testimony that we heard on it as far as the the detrimental effects of it and finally whereas the redondo beach unified school district encourages all students staff and community members to participate in earth day activities and engage in environmentally sound practices every day and finally now therefore be resolved the board of education rhode island beach unified school district reaffirms its commitment to the goals and principles of earth day and in keeping with the mission to protect and enhance the long-term health of our natural environment so there's some really key things in this that we pass a resolution says we're we're committed to this but then we take an action that it's not and you have to take that at face value it truly
is not um providing a healthy environment in any way shape or form i understand it it provides a cleaner environment is it healthy no and i think that's well known now does it have some costs associated to it yes many things like this do you know that's something we're facing globally but i think it's time that we do our part and really follow through with the things that were resolved here that we've said we made these commitments and yet we don't do it and i find that honestly you know a bit hypocritical to do that so i would propose that we move to phase them out maybe by the end of the year you know sometimes sooner than when it's in and essentially follow the city ordinance and be a member of the community in
that way we are still a member of the community to some it makes it feel like we're holding ourselves you know higher than you know what the community says and i i won't go into that but you know you you talked about the community members that came up to you and you know you read the articles about this and the community members said wow this is great i love this there are people holding it up and saying i'm letting my neighbors know sadly it took a while it's definitely improved there was a came to city council they had issued over 1700 warnings warnings did nothing and city council immediately came back and said look you gotta start issuing the citations and getting more code enforcement going and they have done that and it's i feel
it in my neighborhood i feel it throughout the city they're still out there yes it's going to be a continuous thing but eventually these will go away i think we should get on top of it and ahead of it and follow our commitments that we made that are just and right commitments so i'm open to other comments but i would definitely see getting rid of leaf blowers on our campuses anyone else have any comments questions objections i have a question sure you mentioned that it would cost additional staffing in order to maintain our facilities do we have an idea of what that cost would be um i've been working with mr nail or her maintenance and operations director and we think it would probably be four full-time ground crew we would need to hire four
new full-time ground groups yeah we we have just under 150 acres of property and so i i think it would equate to approximately three hundred thousand dollars in um in in grounds crew and um and then we have a challenge of the finding staff because we are challenged with that um so a job of sweeping didn't we have to recently contract out to find maintenance specifically but okay yeah dr wesley might be able to speak and is that based upon the antenna intent of essentially replacing what happens with a leap lower so that it's in the same state that yeah to maintain our facilities as they exist now um our ground says they exist now and to that i would say it's a noble aspiration i don't think it's realistic or necessary leaf blowers are
such a temporary thing as far as the it's like a quick gratification that it looks nice for half a day and then the wind takes over and spreads things back out again anyway um i would awful offer that the city made very similar estimates of cost it was upwards of a quarter million dollars a year same type of responses i will say to keep it civil never heard anything more about that at the time councilmember graham made the suggestion to amend it that the city would be exempt from its own ordinance and that was shot down immediately there was no uptake on that so i i won't say your estimates are wrong i would i would challenge them in that i think that's not a realistic way to look at it you know to say
that we have to replicate what a leaf blower does with brooms and rakes you just you don't have to and it's such a temporary gratification to see that leaf blown area and i see it same thing on residential that it just doesn't last and if you're back next week doing it again that's your first indicator that it really just doesn't last i would just say i appreciate great curb appeal for our schools and i i know plenty about leaf blowers and what they do having used them plenty times it is sometimes a temporary piece but i would never want to compromise i mean i get however we define that that there would be some potential compromise it could be negligible fair but maintaining our facility is just something i won't compromise i'm not saying you
know leaf blowers are the ones that keep us shiny and clean from the curb but i think they do enhance and just to let you know i mean we brought this forward to the board to discuss in the past if the board said figure it out through an action item we follow the board where they want to go i do think there is a cost associated this we're estimating we're giving you a cost if we're under it great if that's the ideal and that's where the board wants to go i think we're open to that i will say of all the things you said the one that i think is a reasonable potential solution for the board to consider is a phase-out and what that looks like over time i think that would give us
time to um you know tighten things up and look at other other options and what other folks have done successfully that have beautiful facilities and and and have maintained them with this change is that fair it is fair and um and just fred has been you know is always looking and he is aware of the state's um expectation at this point that eventually the the gas powered um units will be phased out and so what fred is hopeful for is that industry develops alternatives that become viable for us because when all school districts across the state are going to implement a gas-powered free campus landscaping industry is going to chase that and there's not a lot of great alternatives out there at this point we've been looking at some electric powered equipment that may be
viable but it's still quite pricey at this point i understand and just for clarity the the city ordinance was motorized yes lead floor so it included the ban on electric electronics mainly because of the reasons that were cited for the health concerns of the particulate matter and i would be concerned for those at our campuses i mean these things go right up next to the windows and doors and i honestly just cannot see it aligning with all of the whereas things that were voted in it just if anybody wants to tell me different i'll listen but i can't see it there's nothing in here that says for earth day we committed to keeping a clean campus with leaf blowers it's it's not there in any way shape or form and everything about a leaf blower
goes in opposition to what the earth day resolution stated so i would make a motion then if it doesn't get a second i understand but i would make a motion this is a discussion item that's true thanks but we can i believe i can make a motion to bring back a um a resolution to phase them out yeah or an action item something action item is fine okay i'll make a motion to bring back an action item on leaf blowers on our campuses and the board is silent but is is this emotion that we second or not second right now that would look at a an appropriate fill in whatever word um a phase-out process something to that effect something that we could staff could spend a little time working with fred to determine what
that timeline would look like so much it's not just a rip the band-aid off tomorrow type piece agreed yeah and i'm fine with that you got to make progress not instant change for things like this i think we can make that work right so motion for staff to look at it yeah and then ultimately bring back a board action item is what i'm hearing that would have a phase-out model that would um meet our needs as we go down this road and i would ask for that within the next two months i think it's reasonable it's reasonable i don't think we need a motion though i think it's another board discussion request because what's the this is kind of new ground for us i'm not sure either i think it's safer to have a motion
and you know for the board agrees to bring it back typically my experience has been and it's been my understanding clean is that the board it says bring back an action item i do and i think that's you know we didn't ever not emotionally without emotion or about a future yes and what i could do is work with just to tell you the process so maybe this will help i'll work with obviously dr albert and she'll probably work with me um she'll take the lead and then we'll work with fred and laura guyota franco to come up with something uh that has a phase-out model with it in the next two months so by whatever whatever that is july or august meeting and the board can either tweak it up or down it and move
forward did i get that correct i'm good with all that yeah and could i i just asked for um clarification on when we put that together i would want um just a sense maybe within your discussion about um the expectation for campus um appeal right because everything in my work in the last two and a half years in administrative services has um has talked about how in our school district our curb appeal is one of the many things that sets us apart as a school district and the what our campuses look like on the outside obviously should match the quality of the instruction that's happening on the inside but if you have amazing instruction but your curb appeal isn't there it impacts the whole community it impacts property values it impacts any number of things
so i guess i would want to know if like you know mr struttenberg talked about like maybe you don't have to do have it at this level and so if that's the sense then i think that would impact the kind of um resolution or proposal that we would put in place for you to go to the board i think it's it's a reasonable thing to ask for as i know it's not anything that we have in any way shape or form right now it's a kind of a ingrown expectation of how things should look but our money it's it's you know your money speaks i'll answer i mean i'd i'll chime in i'll give him my two cents we'll get as close as we can that would be my expectation and if you think otherwise
you can tell us yeah okay so is there anything the board does now or no no okay all right uh can i can i just close and say okay we're in we're essentially june now so july so what can we shoot for that august meeting can you live with that do we have two in june and two in july or we have one in one in july two in june one in july one in august i'm saying it the latest august we can get it sooner we're not going to delay it i just i just want a little it's summer's tricky with moving people summer vacations and it's a little trickier that's all i'm not trying to slow the roll yeah i'm okay with that thank you if you all are okay uh is there
any correspondence anyone would like to share no board member reports miss flynn mr robinson mentioned this is the last board meeting before we close the school year so i'm congratulating all of the people promoting from elementary school middle school and graduating from redondo union high school and thank you to the teachers staff parents and students who have made this an extraordinary year so that's all i've got mr elder so i would a few things from the legislative side there is a primary election underway uh june 7th is the deadline for that so just to remind folks of that going on the governor's may revises come out it's still in under negotiation with the legislature which is a little more closely aligned with what we're looking for than what the governor's proposed there's a lot of
good news in there not everything's great the biggest concern right now of course is inflation and my potential recession so a lot of things to watch and then the final thing was i was asked to let people know there's a pancake breakfast at redondo union on saturday june 4th from 8 to 12 for football flag football and our cheer teams at seahawks stadium and then again just thank you to everyone for getting through this year uh you know our students have really you know needed all this so thank you to everyone who's been supporting them throughout this mr stratzenberg yeah i'm trying to think if there's anything really significant that's gone out at socal rock a lot of discussion still around potential how would i word it carefully working together somehow with el camino in
some way shape or form and there's been different ideas that have come up that were somewhat creative and but the board there agreed that there's really nothing reportable at the state we want to start you know the rumor mill if it's anything that this might be happening we're just batting around the ideas we did just pass the budget socal rock is still in a declining budget declining revenue is but leading to we're spending down the money we have reserves that we are spending down uh conservatively the estimates right now spending it down at about a 1.8 million per year however that is very conservative i believe and it's just not it doesn't happen at that rate um if it were socal rock would have about three and a half years left and that would be
it another thing that did happen is they were awarded the million dollar grant that has to be used in certain ways it's not just a pure grant we haven't learned what all the restrictions of that are so far but it was an additional million and with that million will be costs for having you know staff to make those things happen as far as the education that it's intended to provide for especially it's purely adult education but that does bleed over into the cte parts of our jpas because if through adult education they buy certain equipment that could also benefit our students that's great and you you get to use that dual use also the we did get a half a million in c-tig monies which was good initially we didn't get that but nothing nothing
land shaking coming out of that right now we had at one point we had looked at going back and reevaluating the the famous one two three four costs that one thousand two hundred thirty four dollars is the cost we charge to our jpas that was established i think about six or seven years ago uh we tabled that for now because there's bigger things to discuss and we also realized that bottom line even raising that a thousand dollars more wasn't going to make a significant dent in the big picture of what's going on so we're focusing more on the big picture items so we on board member reports and that section okay final thing i add is uh sunday june 5th the rbpd is hosting a what they're saying a day with redondo beach public safety
first responders for children and adults with dev developmental disabilities this is really focused on it's almost like a mini event like their annual fall event open house but this is geared specifically for children and adults with developmental disabilities so that they have a chance in a very safe environment and not being crowded out by you know the mainstream to really interact with our public safety and and that goes both ways to have our public safety interact with them and for them to interact with their public safety that's plans to have a police motorcycle a fire truck police canine police jerome the swat team the facility dog meredith will be there and free popcorn so that is june 5th sunday june 5th 10 a.m to 12 p.m at the police annex miss nemeth yeah um i
want to say that i keep talking to mr elder it feels like it's friday already and it's only tuesday we've been quite quite busy towards the end of the year with school site visits it's been amazing to see the teachers and to walk into these classes and dan and i were talking about it like just to see the kids truly reminds us why we do this uh i also wanted to say that i heard the redondo union high school prom was a huge success and that our kids did us proud um and i saw a lot of the kids out there taking pictures getting ready and it was amazing like just to see them you know i had a kid that missed the prom in 2020 and to see this happen and what we've been
able to do to get things back on track was just amazing so i want to congratulate the high school for their success in that and i believe the kids are going to disney tomorrow so i hope they have fun and that that is just as successful okay i i have no report so calendar of events this thursday is open house at the elementary schools memorial day is monday we have june 6 through 8th promotions and graduations june 9th is the high school graduation june 8th is a day that will make a lot of people happy the last day of school and we have two board meetings june 14th and 28th are there any future agenda items anyone would request going once going twice okay um motion and second to adjourn motion second all those in
favor say aye aye meeting is adjourned you
