this relationship they are a proactive team they take safety very seriously but they also have a sense of humor and we love that and our kids love it from elementary middle to high school and so dr toronto is here to introduce our new sros thank you dr keller good afternoon board president flynn members of the board dr keller and cabinet thank you for the opportunity to be here this afternoon i'm excited to introduce to you our new school resource officers before i do i also want to acknowledge those who served before them in those positions so i want to acknowledge officer latoya harris officer bradley mcgill and also the community resource officer darren glenn who've all been instrumental in continuing that partnership and so now we are excited to introduce to you jenna woofinger she

will be supporting the high school and rex yap will be supporting both middle schools as well as the elementary schools what dr keller said is so true the team is collaborative they're all about not just ensuring the safety of our students but about collaboration partnerships mentorships and doing all those things that help us further support the whole child and so i'm excited to introduce them because they've already been involved with our schools for years jenna was a former sro at our uhs rex has sro experience from montebello and so they bring a wealth of experience to the table from their various communities that they serve but also the history and the respect that we have for the partnership with rbusd so if you have any questions for them they're here but again we're looking forward

to having them on all of our campuses thank you very much welcome okay 7.2 race and equity committee update by mr marvin brown ruhs assistant principal and dr stephen keller yes and i know mr brown is on his way up right now come on in mr brown we have a um powerpoint to show to you uh and mr brown is going to start that out for us and just to remind you mr brown is our great assistant principal from ruhs thanks hello board and cabinet thank you for having us i just want to before i start i'd like to thank uh board president raymour flynn and former board member brad sirkin for serving on the committee your presence on the committee was invaluable and i appreciate it especially talking to you after some of our

subcommittee meetings just about some of the things we we had discussions on so just want to thank you for your time and your input next i'd also like to thank ricardo hopefully you're listening this ricardo um thanks for your organization and helping me and steven look good like we have presentation skills um even when we don't more so steven than me um but no uh just to be serious ricardo thank you for so much just for all the time and dedication that you spent with our with our committee and making sure everything ran smoothly and finally a big thank you to derek kinsey um derek has attended all of our meetings and behind the scenes he just made sure everything ran smoothly derek probably gets more complaints than thank yous so i'm happy to take

this opportunity to thank him as well all right bryce and equity committee the year in review so i first want to start off by just saying that this work is not easy there's people who understand why this work is needed and there's people who are against this work i don't think this presentation is going to change anyone's stance on this work and that's not why we created it we're here because we want to be transparent we want to share what's happening in rbusd from a diversity equity and inclusion perspective so our purpose the purpose of the race and equity committee is to determine how our school district will challenge and change institutional racial inequities that impact our learning community and our students so i'm going to spend just a few minutes just sharing about my

experiences in education i was born and raised in pueblo colorado growing up there i didn't have any jewish friends i left pueblo when i was 18 years old and to attend northwestern university for my undergraduate degree for the first time i met some friends that were jewish and i ended up becoming close with them in their families while i was at northwestern growing up in pueblo i didn't have any jewish friends it was a great experience for me to learn about the jewish culture from my friends and my in their families and in college and beyond whenever a stereotype about a jewish person came up i was able to use my own personal experiences with my jewish friends and their families to dismiss those stereotypes this is my 11th year in redondo beach unified school

district i taught as a special education math teacher for six years at the high school i was a teacher on special assignment at adams middle school for two years and this is my third year as an assistant principal at the high school for many of our students in redondo beach unified school district i will be the only african-american male in a leadership position or person of authority they have an interaction with think about that for a minute that may not just be the case within redondo beach school district but it also may be the case within the redondo beach community and that may be the case for people in this room so a hypothetical question nobody has to answer this out loud but have you ever had an african-american male teacher in elementary school middle

school high school or college if the answer for you is no the next question is why is that we want the impact that our learning community and students have to come from an ethnically diverse population of rbusd staff this is one example of our purpose and you'll hear more examples throughout our presentation so who we are the race and equity committee is comprised of students parents guardians staff members representatives from the redondo beach police department and other stakeholder members as such we are an internationally or i'm sorry an intentionally diverse group of individuals all of whom come who all of whom have unique and varied perspectives and experiences so um with that being said we we were intentional with two groups of of our members we were intentional with our students we wanted to make

sure we had student representatives on our on our race and equity committee we felt it was necessary to have a student voice and we were also intentional with the rbpd we feel like rbpd we believe that their collective work with the police department is an important and it's a representative of our of the redondo beach community so those are the two important groups that we wanted to make sure that we're on our race and equity committee here's a list is here's a list of names so for parents we had one parent representative from each elementary school we had two parent representatives from each middle school we had two from the high school and we had one from dreisler you see we had four high school students two males two females and then we had a

lot of rbusd staff and then we had chief kaufman and latoya harris representing the rb redondo beach police department i know steven's going to talk a little bit more about this but i wanted to share that what we found with our committee and especially our parents is we a lot of our committee members didn't don't participate in other committees you know for example ptsa rbf they found the race and equity committee as one of the committees they wanted to be a part of and that was something that we we noticed within our committee stephen yeah so first things first i just want to take a little pause here and just remind people that you know this district has been talking diversity at least since i've been here for 15 years and so um i remember

when we first started using the word you know diversity of strength in redondo beach 15 years ago you know there were some folks in the community that really struggled with that term but i think we've fought the good fight and have you know represented who we are what we are in diversity meaning ethnic and economic uh diversity in our community and i think we've done a really good job over the years obviously the world changed in the last year and um we were you know asked to look at what we're doing uh more closely uh and with more direction and so with conversations with you know various stakeholders in our group i had uh mr brown being one of them socorro um so coral stevens another one dr wesley here um we're going to see

later lisa veale um you know folks african-american leaders in our community who were able to provide his perspective that was consistent to me which basically said this is this work needs to be every day it needs to be ongoing and it's not just something magical you can do with a letter that's sent home to parents or a curriculum you adopt it needs to be intentional gradual and collective and you can see the body that's here that absolutely highlights that and having the student voice is just the the the beauty of it all because ultimately that's who we serve the children of our community um and so one interesting thing you know from a from a little bit of sense of humor standpoint about five years ago we started the um or i started the insuring

safety proactively committee which also the acronym is esp clever acronym uh and it was focused on safety school safety uh dr wesley and i um asked parents to join the committee uh and you had to fill out an application it was 24 parents that applied and we had four slots for the race and equity committee uh you know mr brown had this uh grandiose idea of having far more people on this committee um but we had 160 applications and they were not skinny applications these were robust applications that asked very detailed questions uh so our committee as you can see is rather large uh and we had to turn away people which was not fun and i i want to applaud mr brown for handling most of those because people really do wanted to be

really did and do want to be involved in this work and so i want to applaud our community for stepping up um and so you know we'll talk a little bit more about this but the you know the conversations in these meetings um sometimes are uncomfortable and difficult and that's okay that's you know part of the process but everybody you know treats one another with dignity and respect and i think that needs to be said very clearly and i just want to really have people understand of all the things i'd want to share is these conversations and the work the work the deeds is you know it's about respect understanding care kindness culture and empathy and i don't think anybody can argue against those words and so with that i want to i want to

make sure we thank mr brown we're not we're this is just a kind of a little stop a little segue but mr brown really took the lead and i just want to you know obviously acknowledge his work here so um thank you mr brown for everything you've done to take the lead on this and so who we are as rbsd students sometimes people don't understand they they pair us in with other school districts but it's a simple uh pie chart here and i want to thank dr wesley we're trying to be consistent with our data what we put on our website and what we share in our community but the data source is from powerschool so that's consistently what we use to identify our student population sometimes we get it from other sources but as

you can see essentially you know half of our student body is caucasian and then you know asian black hispanic american indian pacific islander two or more races and then unspecified uh and so this has been you know for the most part redondo beach unified over the last several years although we have seen an increase in our asian population over the last several years and so i think this is a good pie to show people because sometimes i think people have a different understanding of our school district i always say we are a diverse community as this pie chart shows but also economically we have folks that you know work two jobs are struggling to pay rent we have you know parents that live in multi-million dollar homes we have a little bit of everybody and

then here this is an interesting one i want to give dr wesley credit for this one she took the information from power school and then from our hrs system and it's a little complicated and so we'll leave it up for a little bit um but basically what we tried to do is give a representation of our students body as well as our administrator our leadership team which includes a lot of folks in here or some of the folks in here certificated staff the orange color if you will uh or what color would you call that by the way thought it was like there's another word like salmon or something um all right and then uh certificate staff would be you know our teachers our counselors and support staff that are credentialed staff members and all

staff would include classified management everybody so it's everybody and basically what you see is our student population at the top that's an example 53 white and then what are about our administrators our administrators are about 62 percent and then certificated staff about 73 percent white and then if you if you put in everybody the entire you know whatever 1300 or so staff members about 54 percent of ours of our staff members are white and then you can go down i'm not going to go through each one and i don't think anybody here is saying we need to exactly mirror those numbers with students we're just saying there are clearly some gaps and we need to be aware of those and we need to be intentional in our work because we want staff members to represent

our student community i think that's fair to say we want the best employees period i think that's really important to note but if we can be more intentional and how we recruit employees to represent our community i think that's a that's a job well done and uh with that i'd like to just share with you and uh the fi the five meeting dates that we had this year uh i think it's important to note you know the first meeting was really just getting to know 40 people if you've ever tried to manage um you know a a a you know a virtual meeting with 40 people it's it's not exactly easy uh and so that was part of it and then talking about you know meeting two about our purpose what you know what were

our deeds at the end of the day we really wanted to accomplish uh then we realize we really need to create these subcommittees which uh mr brown's going to talk a little bit more about i'm going to introduce you to we had dr early from loyola merrimack come speak to the group and have a great conversation you know had had some some tough conversations within it and then ultimately the last meeting really is our deliver what we're calling our deliverables and so the four subcommittees that we created uh and i want to give kudos to our leaders in those four subcommittees so down the middle staff training hiring practice curriculum campus culture and then on the left are the district uh folks uh management team mrs lisaville dr nicole wesley dr susan wilds and dr

anthony toronto who led those along with these great parents uh mr alfonso webb miss jennifer duomo uh mr lee thompson and mr moyes gonzalez is a student hello yeah he is a student thank you for clarifying that yeah my bad um and so um these were the the teams that really uh uh focused on these areas and these uh folks led those conversations and ultimately the committee reports and they met several times each committee met you know at least a few times some met more than others um each group conducted their needs assessments gathered information and we really what we really tried to do and mr brown is going to talk about this in a second is uh focus on deliverables what we can actually do actions um which would really guide this group and

so mr brown is going to take it from here and share more about the deliverables thanks steven so yeah we because we had 40 members we felt that it was necessary to break up into smaller groups and we gave the committee members choice so they got to choose which of the committees they wanted to work on so the first deliverable comes from our staff training subcommittee it says develop an administrator to develop and administer a school experience survey to all stakeholders to identify and prioritize training needs with subsequent staff training to begin in the next school year so the goal is to just get it create a survey and to start there start with the survey make sure we get feedback from all stakeholders to determine what type of training is needed and and and

that's the starting point so that was the first deliverable that we received the next one comes from our hiring practices subcommittee so improve the district's recruitment job advertisement and hiring practices to ensure diversity is seen as a core value by by potential candidates as well as represented across all schools and dr keller talked about this it's really just getting more people to the table right that that come from a diverse background and i know dr keller shared this with others i've sat on several committees and we always choose the best person the last administrator hired at the high school is a caucasian kyle garrity awesome he's phenomenal he was the best candidate every panel every every panel i've sat on we've chosen the best candidate race is not a factor but we do want to

have people that are represent that represent a diverse background when they come and kyle does just because he's white doesn't mean he doesn't represent a diverse background we've had those conversations as a subcommittee the next one comes from curriculum study and investigate for possible adoptions the social justice standards for learning in california's ethnic studies guidance for high schools and ethnic studies moder model curriculum so again the goal is to study and to investigate these adoptions dr wilds did a great job leading this committee i know they met several times they had awesome presentations and the bottom line is there we need to learn more about what's out there and we we want to make sure that we are educated we're educated and we understand um what if if anything gets adopted and the last two

come from our campus culture subcommittees so the first one is to create a student mentorship program that supports students that are interested in the field of education while increasing minority representation and leadership roles in clubs et cetera and so the goal here is just to increase you know just like increasing who's at the table when it comes to job applications we want to make sure we take advantage of our diverse student population and find out who is interested in becoming an educator find those students within our school district mentor those students and and when we have opportunities to increase minority representation and leadership roles and we want to take advantage of that the last one is to implement positive behavior intervention supports across schools to increase positive student outcomes and connectedness and to improve the

experience of all students so the key here is just making sure our students feel welcome when they're in school we want to make sure we're not over disciplining we want to make sure we're using restorative practices we want to look at the data we want to make sure that our students with ieps our el students our students of color aren't being suspended at high rates we want to make sure that we are doing again we want all of our students all students to be connected and to have have a successful experience while they're in school and also in all of our schools so last slide um as you can see race and equity committee will continue next school year and uh dr keller lisa veale and several others have uh created a letter that will

go out to parents and guardians and staff this week that just summarizes basically everything we talked about and then coming soon we will have a link on the website on the school district website that shares more information about the race and equity committee did i leave anything out dr keller no sir all right questions yes rachel will the committees be made up of the same parents and people next year or will you do a new recruitment that you know dr keller i briefly talked about it i think we're going to keep it the same we're going to open it up to the same committee and if those will ask if they want to continue on the committee if they don't that's fine we're not going to take on any new members 40s a lot so

we're not going to we're not going to do a whole another application but we'll we'll probably keep it the way it is and if people don't want to be a part of it we'll we'll just uh reduce the number do you want to add to that no i think that's a well said and our belief based on the last meeting is the far majority of the people will continue with us and students a student by the way apologize putting them in the parent category they're going to stay with us we intentionally pick students that can be with us too for another year just say thank you this is definitely important work and it's probably not always comfortable um but those are the conversations we need to have so thank you for all your effort and

everyone else involved in this thanks dan thanks appreciate it um can i make a request sure which is that the survey that you're going to send can you send or have steven send the uh the results of that survey to the board because i'm very curious absolutely here what's on the minds of the students yep absolutely great well i definitely want to echo the thank you it was certainly an eye-opening and an honor to be serving on this committee hearing the voice of the students on that committee was quite interesting so i think i'm glad you asked for that david for us all to have the response the stakeholders will include everybody i just think parents students teachers all employees so that we can truly hear all voices so um i know that you'll keep

us looped in on that and i'm sure dr wilds will have something to do with that survey our survey queen so i really appreciate you taking the lead on this and continuing it is to not just being a one-time like okay we've met we've had our meetings and done and i see that these are recommendations but all these deliverables will always be brought anything that needs board approval will be brought before the broader absolutely yep and the transparency i think is what's so important right now so that we all can collaboratively move together and make the best choices so i really applaud you and appreciate i know it was a lot of extra work and everybody that sat on that committee there's some really amazing people that i got to know virtually hope to know

personally and for all of us to know more from them because we have some amazing parents in our district all right thank you appreciate it okay 7.3 i have the honor of recognizing miss monica joyce for she's been our rv pta president since 2012 but more importantly she has been with the redondo beach unified school district since 1992 the dedication she's sewn to her students to her fellow staff members and overall to redondo just cannot be overstated and the board wanted to take this opportunity to recognize you for that service and i think we have you a plaque right ricardo for your nine years of dedication and the students parents and staff of the redundant each unified school district we thank you on behalf of the entire renowned thank you [Applause] i don't have any

prepared comments but i um it's been a year of speeches and but i do want to um thank everyone uh it's it's very emotional for me uh to be walking away um but i know that i'm leading in the best of hands with sarah it's been an extraordinary ride to come here from ohio and create a whole new life and 29 years ago i interviewed in the morning in one school district the neighboring school district i interviewed here in the afternoon and i just knew that this is where i wanted to be um so it was one of those pressing feelings like this is going to be last year on march 13th i walked into the district office and i had another one of those pressing feelings like life as we know is never going

to be the same and i don't know why i thought that i think if we understood then what we were going to have to deal with we probably all would have just said maybe i'll retire now but we didn't and we worked hard and i just really want to commend everyone from our rbta members all the administrators to most especially our students who've just worked so incredibly hard to learn and grow in this most unusual of times i'd like to thank dr keller for always recognizing our voice and encouraging that and to be able to have honest conversations and you know i believe those conversations on any topic are important sometimes they are uncomfortable but that's what brings about change and change is powerful so i wish you all the best of luck redondo will

always be in my heart but i can walk away knowing that you know we fought the good fight so thank you very much okay now we get another happy recognition for han archer from the redondo beach educational foundation miss archer thank you how many years have you served as president uh five so for the last five years only been five it feels longer it must be dog years all right 11 years 11 years uh volunteering 11 years and she's not leaving the ed foundation but she is stepping down as board president so we wanted to recognize you from the school board and thank you for your tremendous service in your role as president thank you of dedication and service to the students parents and staff [Applause] history feels great um thank you uh board president

flynn and members of the school board dr keller in the cabinet um you know the success of the ed foundation has always been a team effort and i've just been fortunate enough that my board trusts me to take this board and this foundation in the direction that that we're headed and are heading and so i just you know if i could uh go back you know and know what i know today 11 years ago i would do it all over again it's been such an amazing partnership with the school district our pta our teachers our principals to make it successful and as president board president flynn said i'm not going anywhere my kiddo is only going to middle school so i will still be here i will still stay involved and i i really sincerely

thank all of you for this recognition [Applause] now dr wesley has the honor of doing the employees of the year recognition dr wesley thank you yes i do good evening um it's my pleasure to introduce to you our 20 20 21 employees of the year we have four outstanding honorees all of whom exemplify what we value in rbusd and so i believe our first honoree is coming in from our cdc miss kimberly kwan stand right here kimberly want to share a little bit about you our first honoree this year in for the child development teacher of the year is miss kimberly kwan miss kwon began began in rbusd in 2013. she's gone above and beyond this year to keep lincoln cdc kindergartens on track during distance learning from day one okay so let's remember what

that was like we have kindergartens coming to school in miss quan's class they've never attended school like this before and so what was happening is the kindergarten teachers can see her literally running around helping them mute and unmute and teaching them how to utilize the technology keeping them connected even putting a student on a desktop if it was necessary she went above and beyond to keep keep the students connected and she made it fun she was creative when she was problem solving again the lincoln teachers nominated miss quan because they truly believed that it was her efforts that made the difference in their success and learning during this difficult year she also spent time giving students praise and encouragement she made sure they had the opportunity to feel success when working and have fun during

recess she reached out to the kindergarten teachers all hours of the night according to the teachers collaborating with them and it made their jobs and their words quote so much easier she is a team player she's positive she gets the students excited about learning and she clearly loves the students so please join us in recognizing him as kimberly kwan as our 2021 cdc teacher of the year [Applause] so usually our board president will come up here boys thank you so much [Applause] and so our next honoree is miss susan jimenez for a classified employer of the year come on in susan i could stand right here if i could brag a little bit about you as well so susan's been working in our district since 2008 as a library media technician at madison and so

the staff always says have you seen susan because yesterday she was inflating handballs or planning a talent show cleaning out backpacks in the homework club today she might be designing beautiful bulletin boards cleaning out storage areas decorating the staff lounge tomorrow she'll be administering the lpac assessment to our english learners record a staff tick tock while wearing a crazy wig organize the comic cash store distribute kids healthy challenge prizes every day you'll find her laughing in the hallway giving each person she meets her full attention and that doesn't even describe her actual job susan's work performance is exemplary her job description doesn't accurately reflect what she does every day at madison for madison she goes above and beyond she's timely and professional but she can also magically appear at multiple locations on campus at the

same time she's also able to de-escalate issues and she's a go-to for the classified staff she's an informal leader she provides training and guidance in a listening ear and an opening heart and she's very humble when she shares wisdom and her humor her humility is what you first encounter but quickly it is obvious that she is capable and gives so much more sue is one is the first one to say good morning once you see her she helps plan family events on her own time like the madison variety variety show and kids really look forward to her pop-up read-alouds during recess time susan jimenez is so much more than a talented and creative library technician she exhibits the top-notch qualities we value in our busd so again give me a hand in recognizing susan jimenez

rbusd staff enjoy her weekly friday emails that bring levity to pretty difficult year that's what they they wanted me to share sarah's well respected by employees of all classifications as she is someone that can be counted on for advice help or good laugh so please join me in honoring our 2021 rbsd teacher of the year ms sarah [Applause] robinson you know i just love this mic so i just wanted to share a couple words thank you dr keller members of cabinet and all of the board members for recognizing me with this honor this year i would also like to thank our uhs principal mr brandt and the rest of the admin team for their support especially the care and consideration they've shown our staff since march of last year i'd also like to recognize the

certificated employees of the year at each of our rbusd school sites as recognized by their peers for their exceptional work this was my 15th year as a classroom teacher and it was by far the most challenging for many reasons as my principal and classroom neighbors can attest my spanish class has always been a place filled with productive noise students repeating me in spanish listening to videos singing songs and playing games but i spent most of this year speaking into a microphone looking at boxes on a screen and doing my best to decipher student responses through connection delays and noisy neighborhoods the best part of our job is the interaction with students when you see the excitement on a student's face after they walk into the classroom and see their favorite activity on the agenda the

confidence they show when they walk away from your desk after showing you an activity that they did correctly or the high fives they give their classmates when they win a review game those were all missing for most of this year for those of you watching who aren't educators imagine the best part of your job whatever that is just disappeared overnight and rather than mourning its absence you just had to keep working that's just one tiny piece of what it felt like to be an educator this year yet we persevered myself and my colleagues took the tools that we had and we did something nobody in our profession has ever been asked to do before and we did it well students learned and teachers taught and counselors counseled and while we might have had to look

a little bit closer to see those smiles behind each other's masks they were still there but achieving this success did not come without consequence many of us questioned ourselves every day were we doing enough were our students okay are they learning am i giving them too much am i giving them enough how can i keep going so many teachers in our district and across the country were dealing with loss isolation health concerns and uncertainty about their future i'm no different but i made it through and i feel lucky to be standing before you tonight with only a few days left in the school year and with most of my faculties intact but i know i wouldn't be here without the support of my ruhs family as jens referred to them i want to thank my

colleagues for nominating me for this award as well as for serving as my sounding board my hype man or woman my therapist and my coach reading some of your kind words was the biggest prize i could ever receive i want to thank my robinson family for their unwavering support and for patiently listening to my teaching stories that always include a dictionary of acronyms and people they're unfamiliar with my parents cheryl and joe my siblings jessica jojo jayceel and danielle you are my inspiration and you're the reason why i have no other option than to do my best i also want to thank my boyfriend frank for his love and companionship meeting you as one of the best parts of 2020. again thank you for this honor and thank you for your work to keep the

teachers and students safe here in redondo during this past year and in the years to come thank you [Applause] wow thank you sarah now we have a presentation by miss lisaville regarding the redondo beach unified school district local control accountability plan the lcap that's a great thing to follow lisa all right so good afternoon madam president members of the board dr keller and members of the cabinet i am here to present on a very exciting topic the local control accountability plan so glad everything else went first so the reason why the document that is on the district website and the one in which you viewed is so dense is because there are four documents in one so the first one is a pub the parent budget overview and this is a public document that explains

the district's budget and the ex its expenditures and then the second is the 1920 uh local control and accountability plan update now this annual update should have been done in spring of last year but because of covet it was suspended so we actually completed this year the third is the learning continuity plan which is a one-year interim plan and this was to address learning loss mitigation funds in a way in which we were going to allocate resources to support students in the pandemic and then lastly the 2020 2124 lcap so the local control accountability plan is something that every district must have it's a three-year plan that shows how we're going to use state funds to service our students so the first thing that they have to have is um services that target specific student

groups our are unduplicated students so they have to target low-income students english learners foster youth in addition to all of our students and then the second thing it has to have is goals actions expenditures related to those goals and actions and then stakeholder engagement and then lastly it has to address the eight state priority areas so basic services implementation of standards state standards parental involvement engagement student achievement student engagement school climate access to courses and then other student outcomes so it's based on a three year cycle the first year is the actual lcap and this implementation and then year two and three are the annual updates so it begins with drafting you have to look at the california dashboard at the data you look at your local measures you look at any and all data

that's going to help you in make your goals and inform the drafting of the lcap you have to engage your stakeholders there has to be multiple opportunities for stakeholders to have input and engagement then begins the drafting of it then you go back again you get some more engagement and stakeholder feedback and then you bring it to a public hearing which is where we are as denoted by that star again we want to give feedback so and i'll explain a little bit more but there's multiple opportunities for that we adopted after making a recommendation to the board and then we implement it so that's what's going to happen next year we will implement the 2124 new lcap but it doesn't end there this is the living document so in our annual update every year we're

going to continue to look at our goals we look at um our progress to goals we're looking at whether or not our resources allocated to meeting those goals are still aligned and we continue to do that for the next two years and then we begin the whole cycle all over again so there are two key tenants to the local control and accountability plan the first is stakeholder input and the second is data and you have to um get these from multiple measures like you can't just have one way in which you get this input in this data so we always start with the annual survey of the annual lcap survey and we're asking everyone to participate and that's another reason why we like bump it so many times when we're asking our parents and our

staff and our students to participate because we want to hear from them so we want that participation rate to be high and then we work with all of our committees over the course of the year so we have our professional development committee our dlac committee school side council race and equity special education sopa pta they're always giving us input when we're meeting with them when we're engaging with them and so we use those um data points as well and then our surveys are super helpful as well so panorama education we administered it for the first time this year when we're talking about supporting our students in social emotional learning crucial that data that we're getting and then lastly the california healthy kids survey so again we want our parents our staff our students everybody to

participate when we're looking at um the data piece like our main source of data is coming from the california dashboard yes it was suspended but once it comes back we definitely want to make sure we're looking at that and then another piece is the online stakeholder import in input form so these are the district's goals and uh they're color coded for a reason we want to make sure that you have the opportunity to see some of the new language in it so we have to make sure that they're not only addressing sorry the mass addressing the district goals but that you see where we're going with what we're hoping to achieve so the first increase student achievement to ensure college and career readiness through the implementation of research-based instructional strategies and professional development and its

meeting state priority areas one two four seven and eight the new language is the blue and then we have improved student resiliency and school climate through social emotional development whole child engagement and maximizing safety and again it's addressing priority areas one four six and eight number three improve inclusive practices to support equity access connectedness and achievement for our learners and it's addressing priority areas four five six seven and eight and then promote parent family and community engagement involvement and satisfaction and it's addressing priority areas three oh and i should mention that when we changed some of the language it was intentional nature so you'll see that number three is new and it the committee felt strongly that there was something that spoke to um inclusivity and equity in our district and then for number one

there's a direct correlation between student achievement and research-based instructional practices and pd so again they felt strongly about putting that language in and then the same for number two in the coming out of a pandemic that resiliency piece and the whole chapters they wanted to make sure that there was something that spoke specifically to that so we are in right now we're obviously we have the draft um lcap and it's available on our website so we're in the process now of just getting a little bit more stakeholder input we want people to engage with it to look at it to review it they can go to the form online and they can give us input that way they can reach out to us directly obviously we're here june 8th the board hearing over the next

two weeks we'll be meeting with uh laco to get a little bit more feedback we'll look at the form see if anybody else has any feedback and then we'll continue to draft until we have the final one which will come before the board on june 22nd for approval and that is it are there any questions well i know that this has been how did you put it dr wild how many dissertations was this like writing it was when you talk about the beast like this is it but you know it was interesting to go through the process and um susan started the committee last year and then of course uh covet it was suspended but i resurrected it this year and so to be able to work with individuals on this and to really hear

from them and then to draft it based on that feedback yes there was a lot of work involved but it was good work and it was i learned a lot in that process as well not only about the needs of our district and our students but our parents as well so it was good work and we are still accepting stakeholder feedback correct absolutely so any parent who hasn't had a chance to see it or is interested in any of those priorities they can just reach out share their comments questions we want more people reading it right the stuff absolutely and that's why it's capitalized like this is definitely a draft and so we'll continue to write um refine it over the next two weeks and then again like when we're doing the annual update next

year we'll refine it again and we'll review it again so it's ongoing and that form actually stays up on the website it doesn't change and so we encourage individuals to look at it i know again like a sweetie but um it's worth the read and then we'll look at the forum and we'll continue to engage with that um input great so anyone have any other questions thank you very much mrs thank you appreciate it okay 7.8 20 21 22 budget and the reserve disclosure requirements presentation by dr annette alford deputy superintendent come on the only thing more exciting than an lcap presentation is the money to pay for the lcap implementation how about that right been there done that okay uh thanks for having me um exciting to report on the status of the budget

and um just this slide is really a representation of the budget reporting cycle throughout the course of a year um we actually are looking backward and looking forward at the same time with regard to both planning and oversight of a budget so in the fall we're reporting on the close of the prior fiscal year and then in december and march we report on the actual update of revenues and expenditures for the for the current year during that time in january the governor shares his or possibly her preview of the budget for the upcoming fiscal year and then in may the governor submits a revision to that original january proposal so you can imagine in 2020 how different january was relative to may and that that's obviously based on the current years state revenues but also

economic projections so now we're in the june period um similar to what ms field presented just showing you where we are in the cycle um and that requires public hearings um for both the lcap and the budget along with at your next board meeting budget adoption for both so great news on our budget for next year due to the cost of living adjustment increases we are projected to receive 4.3 million dollars additional dollars in lcff funding for next year um out of those increases we do have required obligations to meet including the cost of step and column increases for our employees along the salary schedules as well as increase employer contribution rates to our sters and pers retirement funds this uh chart that you see is uh reflects assumptions that we've made in the 2122

budget as well as the out year so your budget planning is only as good and as accurate as the assumptions that you make so i wanted to share with you the assumptions that we included in our budget planning they include the cost of living adjustment rates so you can see this year the reason it's so high is basically they've decided to fund last year as well as the upcoming year that's why it's so high um it includes the average daily attendance used to project lcff funding that projection assumes a 297 loss to our ada that we lost during covid and we assume that that loss will remain flat we don't assume that there's going to be a bump up but we also don't assume that there will be continued decline it also includes the increased

employer contribution rates and then the dollar implication so the you could see the contribution rates for both stirs and pers and then what that equates to financially and then um lastly you see that there was a change to the rate and the cost of state of our contribution to the state unemployment insurance fund now for some pie charts uh our we now have a budget that's over 110 million dollars and the vast majority i think i mean it's a pie chart is blue primarily blue that's because um 84 of our budget of our general fund revenues come from local control funding formula for our new board members it's why you'll hear a lot of discussion around the emphasis on lcff and how lcff is calculated and and other issues along connected to lcff funding on

the expenditure side as dr keller likes to state 85 percent of our budget eats that is the actual percentage 85 percent um total that includes total employee compensation and it makes up 85 of our expenditures let's give you a little wait time just so you can take a look at that and then um the budget also when we when i ask you at the next board meeting to approve our budget um it does require us to provide not not only are you approving the budget but there have to be assumptions made in looking to the future so again this is another piece of the the puzzle around looking at data where we look backwards as well as forwards so we i'm showing you the actual from 2019-20 what we budgeted for this current year what

we are anticipating our budget will be for the 21 22 year as well as the 22-23 year here um contrary to uh i think public perception we do not actually receive funding based on our student enrollment we receive funding based on our average daily attendance so that is one of the reasons why we stress great attendance right of course the other reasons are that stronger attendance is correlated with better student engagement and test scores better connectedness social emotional well-being but the other piece is connected to our dollars and cents prior to the pandemic rbusd had been steadily increasing enrollment for over a decade and however this school year we did decline by 324 students for the first time we saw a decline in enrollment as stated in the earlier slide our projections assume a flat

enrollment over the next few years without further declines or increases luckily due to pandemic legislation we continue to receive funding in the 2021 and 21 22 school years based on the ada that we had in 1920. it's a little bit confusing you have to slow it down to kind of process it but basically regardless of the fact that our enrollment went down we continue we didn't take a financial hit yet yet in 2223 that will change in that year we will be based on the fund based on our ada from this fall from 2122 so enrollment and attendance in this upcoming school year is going to be really important and it may require us to change our projections as we move forward it could be moving our projections upward if we see uh if we

see enrollment come back up and attendance come stay positive or if we or if we earn or if we see fewer students then we will have to adjust accordingly for our 22 23 school year so next year is really important and due to the cost of living assumptions the funding we expect to see per ada is anticipated to increase so you can see that on the one two three four fifth line there are many moving parts in the assumptions and in the projection tables and it also explains why you see fluctuations bottom row in the projected reserves so you see 2122 looking very healthy and then some flattening out in 22-23 the state minimum requirement for our school district a district our size is a three percent reserve for economic uncertainty uh our board has

historically set a minimum goal of one month of operating expenses which is a minimum reserve of just over eight percent and so just like miss field did in her lcap presentation the next steps for budget adoption are for you to approve a budget at the next board meeting that budget would then get submitted to l.a county office of education for review and approval approval that has to be done by june 30th the state budget should be adopted and revised come july actually this year we're thinking it may happen in june and then again we kind of start that process over again so in september we'll be providing a report on the actual close of the 2021 school year and then in december we'll be providing an update to you on the status of the 2122

year finances any questions if you could briefly drop and go back on slide number four with your assumptions the big swings in the stirs and purrs yes um do you have a brief explanation of why we're seeing the especially the huge jump 2223 and then back way down and 23-24 is that all outlined for the future already or um so that is outlined for the future we have those rates um for going out i believe through the 24 25 school year their already published rates they can change they have changed over time but ultimately the you know the good news is people are living longer and the reality is that those pension plans cost a lot of money and so um employees have over the years seen an increase in the percent that they're contributing

the amount that i've included here just provides you with the contribution rates but our employees are also contributing to their own retirement plans as well so ultimately it just um it is important to understand as a board but also just our employee associations that the total cost of an employee is quite a bit more than their salary alone so um in particular you can see that that pers rate um i don't show you 24 25 but it goes up from 27.1 thank you so just to clarify you said that our ada is going to be based on attendance this coming school year okay so what will happen is um it's like the next year so so this fall it's a given because we're still in the 21 22 year our monies are based on our

ada from 1920. so it's 20 20 not 1920 19 the 1920 oh 2019 2019 yes 2019 2012 school year i think we had that the year the pandemic hit gotcha okay that is that's your base year and so the school districts for this current year and this upcoming year are being held harmless for losing students they did some adjustments so that if you gained enrollment you're getting some benefits but for districts like ours that are losing we're not losing out yet so if we don't get back up to where we were in the 1920 school year then yes that's where you will see the hit and so that's why in this total reserve you see in 2223 because that's when we'll feel the effects of that reduced ada so you see how like it's negative

on the change in ada and 2223 that's when it hits us thank you okay thank you okay next up we have our student board member report by charles stearman all right hello everyone uh so i conducted the last young leaders meeting of the year and got a lot of positive feedback from the students about how much they enjoyed the program uh even while it being online so it went very successful and additionally redondo union hosted the senior prom as you guys know on june 4th and it was really successful as well and it got a lot of positive feedback from our seniors and asb is also preparing for the next senior events that are going to be happening happening this week and it's preparing for the upcoming school year as well uh sometime over the

summer uh and at the beginning of the next school year uh and i also just wanted to thank everyone i think this this will be my last board meeting uh it's just been just your last board meeting of this school year you'll be returning to us in the fall otherwise we would be recognizing you right yeah thank you we're gonna let you have the summer off charles how nice of us thank you you sure you don't want to join us uh and i just want to thank everybody here he's just gonna keep talking uh but i want to thank everybody here uh it's been great working with everybody and you guys made my first board experience just a really really good year so i just want to thank everybody and i look forward to seeing

so supportive and been a big part of my journey um here as an educator and on my journey um to where i am today and i want to thank you all too as well for putting your trust and your confidence in me um in your appointment of me to toleda elementary i also want to thank the toledo staff they've been so work uh welcoming and warm the parents the community um they i actually had a chance to meet the toledo staff a couple weeks ago and i was immediately greeted in the door of the front doors of toledo with some jazz hands and some hooting and hollering so it was a really warm welcome and i was really appreciative of that as well i also want to thank my my wife katie and then my

two boys my older son nolan who is a jefferson dolphin he's a kindergartner student there and then my younger son dean who will be a future rbosd student one thing that i told the toledo staff when i met them a couple weeks ago is that it's no secret talita has achieved greatness and not only has it achieved greatness but it's built its brand off of making it a school where all students thrive and so i'm actually very excited to be a part of that to be a tidal wave to be someone who can work alongside all of the community to not only continue the greatness and the successes that it's already built but knowing that next year we're going to have some challenges next year you know off of this year and there's really not

another staff that in community that i want to be a part of than toleda to lead kind of continue to lead into greatness so thank you thank you mr estrada [Applause] we have high expectations at our all of our schools but um i think he knows there were four parents in here uh that he's going to interact with down the road um so i want to obviously thank monica joyce monica your class act we're going to miss you you are you know the ohio type that i'm used to in my family you wake up you grind you work hard honest days work on a day's pay and we will miss you nothing but respect to you we wish you nothing but greatness and retirement and hopefully you will come back and substitute for us after

that six months because we could use you uh we got plenty of places for you to be uh and uh want to thank han archer i just spoke to han yesterday we have a donor um that has been a a moderate donor in the past but has reached out to me to talk more about a more robust offering and so who did i immediately connect her with which was of course han although she will be leaving us as president she is still that hustler that is always willing to do whatever it takes to provide more dollars for our kids programs and for our staff to do great things for our kids so thank you to both of you um i wanted to just acknowledge saturday's rv pta council in and out meeting it's just it

was the first yes like again getting back to semi uh you know an outdoor event uh down the street uh and everybody was there and it was just a lot of fun to be with our ptairs who are just begging to be back and you know make make magic happen at our school campuses and um you know you have to basically hold them back but it was great being with them and recognizing all the ptairs who still during cove did an enormous job and advocacy pieces for our kids and our families so thank you to pta and we look forward to the 21 22 school year with you the vaccine continues to be provided through our district and beach city health district we had our second shots yesterday at adams and then next monday i

believe it is at ruhs so folks going in for their second shot are 12 to 17 year olds um i know dr wilds and miss veal are working hard uh you know solidifying all the summer bridging going on this summer for our summer program folks are very excited i still get comments from parents about how they really appreciate that and just in time you know after a tough covet year so thank you to them um i know some of you already went to fifth grade promotions uh uh today and so those continue we do a little modification for fifth and eighth grade promotion uh but eighth grade this year um not just the modification because of la county department of public health but we're going to actually do eighth grade at the seahawk bowl and

so both adams and paris will be for the first time ever so it's just kind of surreal in my head um well the promotional ceremony will be at the seahawk bowl the day before the actual high school graduation for ruhs and then drysler of course will have its own event so congratulations to our graduates and our families who couldn't be happier for you um and then just you know uh there are some people call these people you know they they refer to cabinet i don't even know what that means but um i call it my senior team i'd rather call them the senior team so i want to acknowledge ricardo annette alpern nicole wesley susan wiles and derek kinsey the senior team um just want to be clear it's been a tough year on everybody

and this team has been magnificent and just hustling and non-stop and just to be clear and it's not to take you know poke at any other districts throughout the state or locally but these folks showed up every day during covet and i think that's really important to note every single day there was we know we followed the l.a county department of public health we did everything we were supposed to do we stayed safe but these folks hustled so i just want to make sure i acknowledge them and thank them personally so thank you that's all i have all right so now we'll move forward to the hearing section as we had our lcap i think we will open the public hearing regarding the redondon beach unified school district local control accountability plan and any public

collaboration between rbusd and beach city's health district i love seeing that particularly because it was my son getting vaccinated but one of the things i just wanted to say too is it's been a really incredibly difficult year for everyone really appreciate everyone we're almost across the finish line this year hang in there but you know thank you to our teachers and our staff you've had to jump through multiple educational models sometimes simultaneously with uh roomies and zoomies in the whole deal so i know dealing with this constantly evolving public health crisis has been a nightmare the constantly shifting schedules trying to fill so many different roles to provide support for our children in the middle of this pandemic so i wanted to say a deep heartfelt thank you for all the the hoops you've had

to jump through this year to go and be above and beyond four kids also of course you know supporting them pta ed foundation all these wrap around organizations of volunteers just out there trying to make things better for our kids um you know want to thank our families too of course because they've been in the trenches with everyone this year providing more educational support than they've ever had to before through this distance learning so you know to our families who've had to jump through these with us thank you for for partner being a partner um and most importantly our students uh thank you for embracing this learning model that no one's ever gone through before it's completely untested and the passion and enthusiasm you bring to education is what keeps everyone going so again this

is all for our students and i just want to you know remember that and be cognizant of it and since this is our last meeting before summer everyone have a great safe summer break give you a chance to rest and reset and hopefully come back to a normal fall and we can all get back to uh you know a normal school year but just wanted to say a deep thank you to everyone who's worked so hard through this difficult year i my daughter last year was part of the senior class that missed out on prom and this past friday i was able to attend with miss flynn the ruhs senior prom and it was amazing i i can't even begin to explain how amazing the event was i want to thank brooke mata and all

of the asb kids for putting this on making it available there were over 400 seniors that attended they looked beautiful they were well behaved and they had fun it just looked like everyone was having fun from the kids to the parents and the staff so a big thank you to everyone who worked on that and made that possible for this year's senior class i did go to alta vista today for one of the three promotion ceremonies which was also amazing great job and i want to congratulate all those fifth graders that are being promoted and that's it mr whitkin um yeah we're coming to the end of what has been a hard year but i think it's ending very well i know my kids are have been so happy to be back in school for

the last few months i know i've spoken to so many parents who feel the same way and i just want to thank several people first as dr keller for your leadership i'm sure you never thought you'd have to thread so many needles and kind of make as many constituents as least unhappy as possible but we managed to to end well i want to thank dr wilds for your creativity i remember back in december and january you were finding whatever loopholes you could or ways to get back kids back in school as quickly as we could and that that meant a lot annette and fred were really like on the front lines leading the physical implementation of getting kids back in and that took tremendous leadership that flowed down to the principals who supervised how that

took place at the site level um and then lastly the teachers like who sacrificed in so many ways and i'm very grateful to all of you um and my kids the the kids of the district are as well and you did a tremendous job all of you and sarah congratulations on on your award this year um and monica i'll i'll miss you you've always been classy and a straight shooter but i hope you enjoy your retirement and are not a stranger and you know we'll encounter each other from time to time so congratulations as well well said david i'd be remiss if i didn't mention that our rvpd resource officers who you just met today actually participated in a safety presentation along with the rb pta last week it feels like time is flying by

that's a recorded session for some added safety tips for our families on keeping our kids safe from online predators so we look forward to working with both of them moving forward and yes prom was amazing and it was amazing to hear these amazing superlatives today from our staff classified employees but i feel like we have so many of that everybody who works in this district gives more than a hundred percent and this leadership team it's been an honor to be in the trenches with you it's hard to imagine that we are out of the trenches we may still but we're all here we made it out and thank you to this brand new board that was elected in the middle of uh what has been a highly unusual year for everyone and for hitting the

ground running and just making sure that we're doing the absolute best for our students and our staff so thanks to everybody i hope everybody has an incredibly restful restorative summer and we've learned a lot from this last challenging year and we'll make sure that we keep doing the best that we can for everybody involved and take the best of it and move forward as we continue on does anybody have any future agenda items all right can i get a motion and second to adjourn the board meeting oh my goodness just to break it up student advisory vote all those in favor aye opposed no extension meeting is adjourned you
