007say hi okay this one hmm oh yeah what do you think congratulations unless anyone watching at home wonders we're going to just take a pause and wait for mr strutzenberg's family to arrive before we do the formal swearing in there so we will continue with the agenda the student board member report all right hello everyone uh so i'm gonna give some reports from asb at the high school uh so asb has recently conducted elections for the new members uh for the school year uh and additionally i will be hosting an all-district spirit week next year uh next week based on the theme of individuality and unity and this will be uh in cohorts with the young leaders program that i've been running um the students have been working hard on that and we are meeting

008again this thursday to prepare for that asp will also be working on senior events that will now be conducted in person and preparing for the future events later in this year are there any questions about that all right thank you so much who who is our new asd president uh that's going to be sophia oswald thank you all right thank you who won for vice president just curious i think that was pj scotting okay yeah okay thank you thank you charles superintendent report uh derek you want to set me up here with the overhead and when you get a second first of all i want to welcome dan rolfe and of course rachel welcome to the team welcome to the family lots of work ahead of us and as we like to say let's go

009april 13th you saw our tkk excuse me tk the fifth grade transition um to the five day a week program and then yesterday of course if you have middle or high school kids you saw your kids back with their cohorts uh as one so we're no longer using the cohort and they're back to a a four day a week program on campus but five day a week of course instruction and so what i wanted to share with you is um kind of a i guess the best way to do this would be to do a little pop quiz so for tk through fifth grade so all elementary schools what do you think the average uh percentages of kids showing up for the on-campus learning what do you think the percentage is 90. good guess any

010other guesses 80. i'm gonna i'm going to play the game here 86 it's pretty good um and this is the based on the best information we have today and obviously this fluctuates a bit and we're starting to see you know at least for elementary um some families obviously more comfortable coming back and then the pattern you'll see with um secondary at least if you talk to the folks in orange county that have been um back to a hybrid or a version of hybrid for some time they start off with a very higher percentage so i'm giving you a little hint coming up and then it drops off a little as the year goes on that's been the trend at least in orange county so what percentage do you believe this is for in person for

011the middle schools six through eight and this and they're identical adams and paris have the identical percentage 72. david's not afraid of numbers a little higher 84. and then i sent you an email yesterday about the high school based on my visual observations of whatever 35 40 classrooms and i was wrong i just be clear and so at the end of the day uh mr brandt sent me a percentage of what the actual attendance was for in for the in-person piece and what do you think that uh percentage was 60. that was what i thought officially 75. i like it very impressive 80 so it was interesting watching it just seemed to be at least in the morning drop off the parents really did a beautiful job of coordinating a staggering drop-off a little later

012it was definitely a little later for the first day back for the for the for the modified program that we have but you know a good percentage of these kids are back and so this is exciting i just want to make sure you have that information i've been visiting each school site walking the campus with the principal i will tell you every day it gets to be more and more like regular school i want to thank our staff everybody and i always say this is a vertical lift this is not just a principal or teachers this is our support staff this is cdc this is our management team this is everybody and our teachers especially are just making miracles happen in the classroom so i want to acknowledge them and i know we will be

013visiting um classrooms soon and ricardo sent you an email today so we'll be back out at sites uh in the next few weeks uh and you know a little limited time as we get towards the end of the year but we're gonna be out and about and we'll get to see you'll get to see firsthand the instruction happening obviously we'll have our mask on we'll be six feet apart at all times and we'll follow all protocols including the screening tool for the health screening tool um i want to make just make sure you know be very clear about this uh it's been public you know public information out there for for the last uh several days but our uhs boys basketball team did have what we call a covet outbreak and we've been managing this

014since the the day uh that la county department of public health and our team worked uh started this process uh we've been working in collaboration with l.a county department of public health we've you know got to hand it to my team our team i know you know my team here annette nikki susan jessica who's our covenant commander everybody mr brandt and his entire team mr brown uh and our athletic director joseph have been working hard and creating finding more more locations for signs uh more distance in the athletic area in bathrooms bathroom stalls and we have improved all of our screening protocols for all things athletics and so i just want to let you know we take this very seriously that we are working with the health department and awaiting their guidance as to next

015steps to ideally give us a clean bill of health and to you know obviously improve all protocols and practices as we move forward the point that i would just want to make clear to everybody is our core business this is really important for me to say publicly our core business is teaching and learning i'm going to say that again our core business is teaching learn that's what we do that's what we're good at athletics are a great piece of the whole child uh but we need our athletic program and they know this and i want to commend our team and our parents and everybody involved with the high school athletic program not just basketball boys basketball but we really need to be you know more diligent than we ever have been about everything we do

016when it comes to covid protocol and so when we say quarantine quarantine means for the parent that they keep their kid at home in that home and not out socializing that goes for staff that goes for everybody and so i think this process the school piece is certainly part of it but the home piece and the community piece is another and as i've said all along you know covet has made it uh just a more significant than ever before about the synergy of school and community we need to be aligned um and so as we move forward we want to remind parents uh that all protocols are in place uh and that the uh we want um even more so than ever before it's a weird thing to say but really be honest when you're

017when you're walking through the screening assessment tool for your health screen really take it seriously and give it the time and the and and the the the i guess authentic response to each and every question that's going to keep us safe that tool is is probably the first and easiest way to minimize the uh the covid the covet exposure to on campus so let's be better at that and that goes for staff as well i do want to share with you something very exciting and this is just hot off the press essentially uh i hope they're if you see any edit or errors let us know but it's gone out a short time ago but basically it's a vaccination pop-up site at the high school all the information is on here we send it out

018to all parents and staff it'll be on thursday at our uhs just follow the script that's on there um there's going to be no we originally talked about having you know people show up and verify that they're a parent you know with a report card or diploma or a jersey or something and we're just gonna trust people to um you know arrive and and be part of the what we call the renowned beach learning community so you can get your vaccination there all the information is there please call that number that's on there uh there uh at the very bottom one oh three seven four three four two six um press option two as they are the ones facilitating this process the beach city south district and of course in conjunction with l.a county department

019of public health and the last thing i do want to share with you is that the next meeting dr wilds and miss veal will share about summer traditionally called summer school we're calling it summer bridge exactly why we're calling it summer bridge uh pretty exciting stuff so i would just say stay tuned to the next board meeting and you'll be getting more information in your friday update thanks just a point of clarification dr keller anyone can show up from the redondo beach community they don't have to call that number first correct correct show up at the time and dates and the pfizer vaccine that's permitted for anyone 16 or older that is correct and this could be the first of a few um you know obviously we're hearing that um sometime in mid to late

020may you know this is what we're hearing this is not confirmed uh that you know we are going to consider at least the state's going to consider 12 to 14 year olds as well and so there may be pop-ups throughout the larger south bay community and very well could be at this site again so obviously this is an option for parents and families we're not telling anybody to show up we're just providing another option for people to secure the vaccination vaccine this is an amazing opportunity thank you for arranging that yeah it goes to the team thank you does anyone have any questions for dr keller okay we're going to backtrack family is here we're going to swear in our last newly elected member of the board of education it happened last time i don't

021know what happened that i had it straight in a row okay so the next person is rolf curtis struttenberg so if you can please let me get closer there we go please raise your right hand repeat after me i state your name aye rolf curtis strutzenberg please swear do solemnly swear that i will support and defend that i will support and defend the constitution of the united states and the constitution of the state of california and the constitution of the state of california against all enemies against all enemies foreign and domestic that i will bear true faith that i will bear true faith and allegiance and allegiance to the constitution of the united states to the constitution of the united states and the constitution of the state of california and the constitution of the state

022of california that i take this obligation freely that i take this obligation freely without any mental reservation or purpose of evasion or purpose of evasion and that i will well and that i will well and faithfully discharge and faithfully discharge the duties upon the duties upon which i'm about to enter which i am about to enter congratulations thank you [Applause] i'll just hold up the plaque that doesn't have my name on it it's my wife jennifer and my two sons ralph ryan is a third grader toledo and alden will be in kinder next year at toledo help me hold it alden can you hold that like a big boy hold it up there you go i'm smiling [Laughter] [Applause] okay okay welcome to our three newly elected official board members we're now going to move

023to the hearing section and i'm going to read the guidelines the public comment protocol for modified meetings actually is that what i'm writing ricardo is it section eight okay let's see i do have two advanced written requests three advanced written requests all under non-agenda they're on their way okay hearing guidelines here we go no it's the part with the three minutes that i'm looking for person will be heard while we recognize briefly as time permits each individual speaker will be allowed three minutes to address the board on each item or non-agenda item the board shall limit the total time for public input on each item with 20 minutes with board consent the president may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be

024heard and with that calling keith ellison mr ellison thank you good afternoon you guys my name is keith ellison i'm a teacher at adams middle school at redondo union high school as well as the assistant head coach free download union football i'm also a former professional football player and a graduate of ruhs i say all this because i want you to understand my background and credentials and presenting to you this concern i have regarding the precedence that athletics has taken over education and accountability this year while i understand the positive benefits and attributes that are learned through sports these benefits and attributes mean nothing if student athletes are given exceptions from school policies throughout this last year all stakeholders board members administration teachers parents and students rightfully emphasize the importance of in-person learning as a

025superior model of education this is why there has been a strong push to get students back on campus as a teacher and coach i encourage my football players to come back to in-person learning because this would be more beneficial academically for them i've also told them that they would not be able to attend sixth spirit football class in person unless they are back to in-person learning for the entire school day in the past board meetings staff emails it has been stated that students are not allowed to pick and choose which classes they come to in person if students are coming for in-person learning they are expected to come to all their classes on campus however the current message being sent to parents and student athletes is that students who remain in distant learning or cohort

026d can stay off campus for academic classes but are allowed on campus for their athletic class which is during the instructional day this policy seems to be a direct directly opposed the idea that students are not allowed to pick and choose the classes that they attend in person in my 10 years of coaching in this district i've stressed the importance of academics for my athletes playing a sport is a privilege that is allowed if they take care of the academics but that message is being undercut by school policy that places a greater emphasis on playing sports than requiring students to engage in quality instruction in the classroom i have spoken with my football players regarding their reasoning for not attending in-person class which is close to almost 40 percent in our program their reasons have

027nothing to do with covet safety especially given the fact that they are playing a hot that they played a high contact sport and that the majority of positive cases have come for our student athletes in fact multiple programs have had to suspend practices due to covet outbreaks or exposures which has not yet happened in the classroom my players state that their reason for not returning to in-person instruction for their academic classes is because school is easier for them while they stay at home they don't have to wake up as early they don't have to get to school on time they can sign into class and continue to play video games or watch tv or go back to sleep and they can more easily cheat on exams and assignments as a school we are giving them

028an excuse so they don't have to fully participate in the parts of school they don't like but can participate in the parts of school they do like the part of school that is an extracurricular activity again this message undercuts district our district's mission statement as a teacher coaching alum of this district i find it sad and disappointing that we are not holding ourselves i just stopped you one second yes sir can we extend is the motion to extend by elder great second nemeth great go ahead thank you i apologize for going over i'm almost done uh again this message undercuts our district's mission uh statement as a teacher coach and alum of this district i find it sad and disappointing that we are not holding our student athletes accountable as they engage in the privilege

029of participating in a sports program and that we are putting a uh over importance on athletics over academics thank you thank you mr ellison next up we have brad waller good afternoon this is a fun new view for me i haven't had this view in uh eight years since i was in the audience for the pta rep well i'm here today to welcome the new board and basically give you my best wishes let you know that you're in for a wild ride it's going to be fun it's going to be exciting it's going to be frustrating you're going to be everybody's best friend and half the people's enemies and you know i trust you guys will all know to do your best and i can see some some parallels and some similarities between you guys

030for example roth is going to take over my spot for having the gas guzzler v8 that's going to make up for dan with his electric tesla so uh you know dan's taking brad's spot ralph was taking mine i don't know rachel's car unfortunately so i can't say how whether you're on which side you're on are you the green side or you the polluter but um you know i i just want to let you guys know that you're taking on a big responsibility at a good time and i really wish you the best of luck i'm here if you have any questions and i also have gifts for you because when i came on the board jane diehl had gifts for for us when we came in so for rolf because he's from the south i've

031got a adam's eagles t-shirt south of redondo let's clarify yes for dan i've got an alta vista blue ribbon shirt that will help you see all your school spirits and rachel gets the special one this shirt was given to me by jane deal so this is vintage redondo union girls volleyball with a hibiscus nikki was this when you were principal so yeah that's how far this goes back and what did you bring for us for turning board members brad a kick in the pants [Laughter] you didn't even get reelected this time so you don't get anything you just have to to be here and um i wish you guys all the best um i probably won't be watching online i'll be reading about you in the newspaper and if you guys do something stupid i'll

032be back otherwise enjoy and best of luck thank you sir [Applause] okay and our third written request is jerome chang let's give him a minute to clear off the it's retando union high school calling uh good afternoon everyone and uh congratulations to the new board members it's good to look forward to the next four years so school board thank you for allowing me to make a public comment uh so my name is jerome chang i recently surveyed 32 oh great just died fine i recently surveyed 32 residents uh two said that the district is doing a good enough job that they felt they were quite happy with everything that's going on in terms of covert protocols however 30 expressed strong enough concern to ask me to speak on their behalf regarding recent covet cases and

033the outbreak that has happened in the basketball team plus a few others i just want to make one aside though what was really interesting to me about these 30 people was that out of the 30 only one was willing to put their name to the statement that i'm making on behalf of everyone the other 28 i'm one of the 30 uh did not feel comfortable comfortable enough to put their name to any kind of public statement because they felt that they could experience some level of backlash either from the board or from the district because they have iep programs they wanted to get into a certain transfer permit any number of reasons and i think that's kind of a an issue that's separate from what i'd like to talk about today but just so you

034know that they didn't feel like they were in a safe space to openly communicate with the people who are running the school okay hopefully we can improve those communication channels uh so i wish i had my notes i have to go off my memory okay but anyways recently about five weeks ago in a little past mid late march redondo beach coven numbers exceeded the county if you know the history of how the kobe cases were in the past year redondo beach was almost always 60 percent better that's forty percent of the county rate since day one for 12 consecutive months and about five weeks ago the beach city health district started showing a graph where redondo beach started doing worse now yesterday or today the seven day average for la county was about four that's

035an average i realized it might be three today but on average it was about four and on the seven day average is around 60 65. manhattan beach was about seven which is worse than the county remember this is a very small community with a pretty well resourced demographics and uh redondo beach was over eight so we are twice worse than the county and the same the 14-day average was also twice worse than the county mr chang just a moment just to be fair we're limited to three minutes do i have a motion to extend time okay well then we've actually reached our three-minute public comment time here okay okay thank you okay that's what we have for advanced written requests due to covid protocols we do allow people to submit written comments in advance of

036the board meeting and i have two of those to read aloud i do encourage members of the community as you see we've been meeting in person we do have the open communication section and we listen to any and all comments the following statements were submitted in advance by farah and jeff krutz and asked to be read today public comment number one on april 22nd 2021 our fifth grader at jefferson elementary school was introduced to a critical race theory through a blm brain pop video in reviewing the video several times we found misinformation in regards to the droid george floyd's criminal history and drug use during the time of his arrest in discussing this with our fifth grader the video shown and the topic discussed was one-sided and pushed the political agenda of blm on a

03710 and 11 year and 10 and 11 year olds my daughter also noted that there was no discussion in regards to how floyd got himself into that situation in the first place criminal history drug use resisting arrest the district and teachers should not be pushing their own agenda in the classroom and making children feel they have to sit and be fed a political agenda that is anti-white and anti-police staff who push a populist narrative are doing a disservice to our children and should tread lightly in pushing this agenda to arbusd children our children need a safe critical thinking environment to engage in but instead were given the opposite an arena of fear for her beliefs as she wanted to quote run out of the class jump the fence and call me to get her and

038quote there are various approaches that could have been used to promote peaceful change within the scenario of the floyd case instead it has created more division and racism within our community and communities the blm agenda shared with rbsg students is counterproductive to the civil rights movement that helped change the views of race in our country the term civil rights refers to the basic rights afforded by laws of the government to every person regardless of race nationality color gender age religion or disability critical race theory does the opposite by categorizing people into groups and separating those by race color gender etc the board should serve the families of rbusd by doing extensive research on the history of crt and the blm movement instead of pushing this agenda to their teachers to share with our children critical

039race theory also redefines america's history as a fight between the oppressors and the oppressed and labels institutions that emerged in majority white societies as systemic or structurally racist the concerned parents of rbusd are growing and will continue to question the validity of decisions in an already difficult and challenging years these parents are wanting answers as to why the district is sharing information in regard to personal morals and values that are best discussed in the privacy of our own homes it is not for the district to spend time and money training teachers on one political agenda that is anti-white anti-police and anti-american in the words of the great leader let's not forget quote i have a dream that four little children will one day live in a nation where they will not be judged by the

040color of their skin but by the content of their character and quote mlk those words are from pharah and jeff krutz public comment number two from steve takamoto i heard the story about jerome's son bringing a co2 monitor to his classroom and i am amazed that his teacher and principal refused to allow him to take any measurements i am a former docent at the california academy of sciences one way we taught science was to provide kids with measuring devices and then challenge them to figure out how the measurements would relate to the world around them with this approach one learns to formulate questions it fosters curiosity about the world around them children who are allowed to use these devices will be allowed to keep everyone informed regarding the safety of their classrooms everyone in that

041space will learn what type of conditions lead to elevated co2 levels from steve takamoto that's it for public comments next up we have communications for donna beach teacher association good you afternoon want to pull your mic down just a little bit good afternoon [Laughter] seven more weeks okay um you've taken out a position with tremendous responsibility in our community rbta looks forward to developing a positive and constructive relationship with you this partnership is integral to the success of our district open communication is the way that we will achieve this we may not always agree on every issue but we will well we will agree on what we are here for for the students and employees of redondo beach unified school district this has been one of the most multimisted years in our history and in

042our district we've gotten through this by working together and we're committed committed to to doing that hard work in the future one partnership that we benefit from is with skechers and the skechers walk rbta members have worked hard to promote the schedule walk for many years and as a result hundreds of thousands of dollars have been donated by skechers to our schools in the form of teacher grants and site grants we were distressed to learn that most of the proceeds from the 2019 skechers walk was not donated to the sites but instead was diverted to cdc the child development center the loss of this money for school sites was not made public and it should have been transparency is key for all of all our stakeholders we expect that this year's proceeds from the skechers

043walk will go to the sites and will not be diverted to any other programs thank you do we have anyone here from the california school employees association i don't see anyone how about american federation of teachers from redondo beach council parent teacher association i do have a submitted statement from kimberly kiwi the president of redondo beach council pta on behalf of the redondo beach council pta we would like to take this opportunity to welcome rachel nemeth dan elder and ralph strutzenberg to the redondo beach unified school district school board and thank each one of them for becoming an rbpta community member we are now 65 members strong we wish you as much success in your new position and we want you to know that pta is here for you please save the date of may

04424th 7 pm for the redondo beach council pta awards night rv pta council is thrilled to bring you a virtual event to recognize our reflections winners our ruh seniors receiving scholarships and our pta honorary service award winners more information to come and i do not see anyone here is anyone here from rbef okay next up section 10 general consent calendar does anyone have any items they'd like to pull for discussion i would like to pull 10.15 10.16 and 10.17 okay mr elder 10.1 please okay and then i wanted to pull 10.2 okay can i get a motion and section second to approve 10.1 i guess do we have to do each can i do one 10.3 through 14 10.18 through do you have in front of you how many more 23. so moved by stretzenberg

045second okay all those in favor aye any opposed any abstention okay 10.2 i just wanted to make note this is the donations we've received the skechers walk donation for 2020 from rbf which of course i don't have right in front of me does somebody have it close it's totaling 100 even in these coveted times our our ed foundation was still able to grant our schools a considerable amount of money and we thank them and everyone who helped make that possible 127 thousand and 80 dollars to be exact so thank you rve all right and then rachel do you want to talk about items 15 16 and 17 i just wanted to bring this to everyone's attention i think these are are really good uh resolutions that we've passed the first one is recognizing may 2021

046as asian pacific american month and 16 is recognizing national teacher appreciation week and 17 is recognizing may 16 to may 22 as classified school employee week so i believe i'll need a motion in a second to approve those second by strutzenberg all those in favor any opposed any abstentions and charles student advisory vote aye sorry about that first time here and i do believe we did approve 10.1 but i know you wanted to pull it mr elder so let's talk about the administrative services report now that's all right quite all right no i just had a quick point there so in the administrative report was an item for po1-2100951 chromebooks district-wide uh one of the things i wanted to highlight that's been very useful during the pandemic is that we had measure q which was

047the voter approved bond passed in 2012 that gave us 63 million dollars much of which was used for technology that's what gave us a lot of the technology that got us started through the pandemic but in this particular case these chromebooks actually aren't paid for through those funds because we have all this federal and state money coming in so we're able to stretch our measure q bond funds and i want to just take that opportunity to thank the voters of redondo beach for passing that bond uh way back in 2012 because that the foresight it took then to to get us this money to be able to be in the place we are where we could switch to distance learning so quickly was really important but even more important now is that we're able to

048stretch that fund because we don't have a lot of measure q dollars left so being able to rely on some of these other monies to pay for some of these things is going to be very useful for us so i just want to thank the voters as well as uh take advantage of this additional money we're using does anyone have anything else mr strzok and thank god on that because that's almost more than a third almost half of the total line items on here for their mouth so that's great that that's in place any other questions or comments okay and i do believe i need a motion in a second to approve 10.2 the donation that i mentioned before second by strutzenberg thank you all those in favor say aye aye any opposed student advisory

049vote so any abstentions motion passes 5-0 thank you i'm sorry charles i will get it for you next all right separate consent items we did those action items 12.1 approved the extracurricular transportation service agreement for the 2021 school year dr altern hello uh thank you uh i need a motion in a second before you can speak dr elfrin so moved helder beldrum within all those in favor all right any opposed student advice just motion second okay motion section begin discussion you know i y'all didn't elect me yet that's all i'm gonna say okay i'm gonna own it i know all right thank you dr alvin you got it thank you uh i'd like to bring this agenda item forward it is normally our routine practice in the summer time to enter into contracts with vendors

050to provide extracurricular um transfer or transportation for extracurricular activities that includes athletics field trips and a typical school year um obviously we didn't do that last summer we didn't anticipate that we may have a need um for for the use of buses for extracurricular activities um as the covid case rates began to go down um we determined that there may actually be we didn't know but there may actually be before june 30th the need for transportation and without contracts in place we wouldn't have been able to order any buses we haven't used any buses yet but just in case this will get us through june 30th so attached are three contracts um with vendors that have met our covid protocols and we're asking you to approve those service agreements um it's only through june 30th

051come summer time we'll give you new agreements for the 21 22 school year any questions let's make a quick comment that thank you dr albert and your staff for getting these together and really doing a great job including the covert protocols into these because that's a very unusual thing to handle and yeah i think it looks great thank you any other discussion or questions all right student advisory vote all those in favor aye aye any opposed any abstentions motion passes 12.2 award to low bidder for south bay adult school roofing project to best contracting services dr alpern motion in second please second stretzenberg great dr alvin thank you we are bringing forward this recommendation to the best low low bidder for the roofing project at the adult school this is will be paid for out

052of specifically out of the south bay adult school funds that's not part of the k-12 general fund any questions comments student advisor vote all those in favor any opposed any abstentions motion passes 12.3 approved participation in california multiple awards schedule contract 420 56006 b for the purchase of roofing materials from the garland com company dr alphern motion in second so moved second stresenberg dr altman along with the labor for a roofing project we need materials um this is a recommendation to enter into a sea bass contract for the materials to go along with that roofing project any comments or questions okay seeing none student advisory vote all is in favor aye any opposed any abstentions the motion passes 5-0 12.4 a memorandum of a memorandum of understanding agreement with the redondo beach teachers association returned

053in-person learning motion and second please so moved second stretzenberg dr wesley this is the latest signed mou with rbta it's outlining the return of elementary and secondary students to in-person learning it also includes language regarding a stipend for certificated staff due to the cohort of students who elect to remain at home for distance learning yet they're still on the teacher's roster so staff is recommending that you approve this mou any questions just to confirm uh dr wesley that it was pages six through eight is where the updates have that are pertaining to this most recent change yes okay yeah thank you for pointing that page to six to eight it's underlined but there's a lot of underlying language but specifically pages six to eight very good thank you and just as a reminder this does

054allow students to continue in distance learning if they choose not to come back to in person knowing that is correct we're not encouraging that but yes right but the provision does there to keep all illness out of classrooms that is correct that is the intent right um would this have a student advisor about mr gallegos no because it is okay so all those in favor say i i any opposed any abstention motion passes 12.5 memorandum of understanding agreement with the redonda beach teachers association increase in summer school pay rate uh motion and second please anyone else one second great dr wesley this is a request to approve the increase to the summer school rate for the 2021 summer and the 2022 summer programs which includes a new summer bridge program also includes credit retention and

055extended school year the hope is that the pay will will encourage rbusd teachers to teach these in these summer programs since they are familiar with our students in our district the rate was calculated by using the new 55 dollar rate for the summer bridge and then adding an additional ten dollars per hour to the out number of hours that we had last year for credit recovery and for the extended school year programs the statutory benefits benefits are also included in this total sum and the amount is this is in a not to exceed amount each summer is approximately 178 thousand so combined you'll see the total cost the staff is recommending that you approve this mou with rbta any comments or questions okay hearing none this is we'll leave out student advisor vote this time

056so all those in favor say aye aye any opposed no abstentions the motion passes okay 12.6 initial proposal of early childhood federation local 1475 aft afl-cio union to the redondo beach unified school district motion in second please moved second stretzenberg okay dr wesley just to share a little bit about initial proposals because you're going to be seeing them on the next few board agendas we have three unions this is the first one is with our cdc child development center teachers that's the america american federation of teachers so we're starting off by sun shining which is proposing showing the public what it is that both the district and the union wants to negotiate there's two types of negotiations we have a re-opener negotiation which means both sides can negotiate any of the articles in the entire

057contract and then usually a reopener agreement is for three years so the two off years are successor years where each each union and the district each side can choose three articles to negotiate not including health and welfare and salary so with aft we have what's called the reopener so that's why you see a lot of articles because both sides can choose however many articles they would like to reopen to negotiate and it's a two board meeting process the first board meeting is we're presenting to the board presenting to the public it allows any member of the community or union or staff to come and speak to any of the articles that are being publicly sunshined or proposed and then the next board meeting i will come back and ask you to adopt or accept the

058initial proposals so the first initial proposal is to the early sorry the first initial proposal is the eft early childhood federation's proposal for the 2021-22 negotiations it's their reopener to the district and to the board which means that the so the entire contract is open and there's no limits and therefore that you can see the articles that they have selected to negotiate when we begin likely in june so staff is recommending that you acknowledge the aft sunshine proposal publicly at this board meeting thank you dr wesley does anyone have any questions all right um again this since this is will not have a student advisory vote for this so all those in favor say aye aye all those post no pose no abstentions motion passes 12.7 the initial proposal of the redondo beach teacher unified

059school district to the early no that's eft yes yeah motion in second please second strutzenberg dr wesley so this is rbusd's initial proposal to aft and we sit down with the director of the child development center and and the cabinet we go through and decide what articles do we want to open for negotiations so you can see those articles here um so after the two-part process then we can actually begin negotiations so for this meeting staff has recommended that you present the rbusd sunshine proposal publicly any questions or comments okay all those in favor aye any opposed the abstention motion passes 5-0 12.8 sight letter agreement with early childhood federation aft local 1475 and the redondo beach unified school district motion in second please all right let's break it up here dr wesley um so

060with aft we have a side letter agreement and essentially once students return to the elementary school then the students who are in the cdc program their hours changed so if you have a student cdc you you understand that and so we had to go back and sit down with aft and discuss what is already in their contract which is the split shift contract language but we also added some language about who we would present that split shift opportunity to first you know the lead the most senior would have the first right of refusal so that's why we sat down to negotiate that and so this is a recommendation and request that the board approve this side letter agreement with aft any questions just to confirm this is only through june 11th of this year so

061it's a very short term and this uh this decided the entire side letter expires june 30th i believe after say june 11 june 11 okay then whatever it says on there it has at the very end expiration date okay thanks for putting that up any other comments or questions move to the vote all those in favor say aye aye any opposed no abstentions motion passes 12.9 i need a motion and second to approve the revised job description for coordinator of human resources so move stretzenberg second rachel ii okay dr leslie so this is a request to approve a revised drop description for the coordinator of human resources the change that was made detailed the coordinator's work with supporting monitoring monitoring and coordinating training of personnel involved in the instructional program essentially our certificated staff so

062we made it more clear that this person is working with our certificated staff who were hired and this was upon the advice of laco any questions okay all does in favor say aye aye any opposed any abstentions motion passes can i get a motion second to approve the 2022 dates hours and locations for regular meetings of the redondo beach school district board of education okay am i presenting this or is dr keller yeah you basically have before you the recommended uh dates uh for upcoming board meetings for the 2122 school year uh staff has recommended a continue to continue the 4 pm start tying until the august 24th board meeting that would be the last one until and then moving forward we would return to the 6 pm start time if that is supported by

063the board what's the rationale for for moving back to 6 p.m after the summer that has just been the tradition and in our board policy i believe it's in our uh ourselves uh yeah i believe it's in our board policy for it's 6pm start time because remember we switched it from 6 30 to 6 previously okay i think i think there i mean if you know staff of course we like the 4 p.m i mean let's be honest i think most school districts though you find not all most school districts provide for a slightly later time than for to create an opportunity for the public to attend the meeting i think that's the rationale for most districts doing it right have we discussed with our labor partners what they prefer like we have not not

064okay i always say it's the board's meeting it's the board's public face we will support um we appreciate the 4 pm especially during covet when you know this has been long days for staff uh and we were just respecting the fact that uh you know eventually we would return to the 6 pm start time however that is a board's decision right okay i think it was also in rough to understand that some people could be getting off work and trying to get here in time to make the public comments because the written advance comments usually we've only made as an exception for cohen and as we open up more we would really encourage folks to come speak to us directly rather than be submitting online right anyone have any thoughts comments tag along to that

065that i would entertain if the board is willing to to continue the four o'clock beyond uh the august 24th date and if we do hear it get feedback that it's not working for the public we could definitely adjust it then but when we get to that point as august time frame now is good if uh if we hear anything in that time i think we would entertain it as we get close to that to continue at four o'clock it would be my yeah i feel bad that i didn't kind of you know diligence the the 6 p.m start time before this meeting but we have several months to decide what what to do post august so what what can we do can can we just put it on the agenda for like a month from

066now or if we like from now to to discuss what the the start time yeah i think the motion after conferring with monica and having it and our other board members we have two other board members here too that may have jobs that keep them from coming at 4 pm i want to be fair with all of that can we table this until the next meeting flexible one thing that considers approving the dates and then improving the times that are separate so if the dates work for everyone we can get rid of them and then if you want to change the time we can bring back the calendar uh at the time at the august 24th meeting once week the 4 pm okay yeah yeah yeah i i prefer yeah i prefer before that yeah

067the dates are fine with me at least so is everybody on this is everyone here okay with the dates and extending the 4 p.m time through the august 24 2021 board meeting okay so then the motion on the floor will be to approve the dates for all the dates for 2021 2022 the start time will be at 4 pm open session start time through the meeting date of august 24th 2021 and we will revisit the start time at a future meeting after the august 24th meeting correct prior to the august 24th meeting yeah and what i'll do is i'll follow up obviously with you you will depending on who the president the next elected board exactly but and and the second piece is i'll reach out to our labor partners also and our bef and

068uh confirm with the folks that generally uh join us periodically and as long as we communicate when that is so we make sure we are ensuring the communities correct involvement and getting their feedback i will say i will say this very clearly staff appreciates this time sure you know and so if it works for you i can assure you we can work hard i just want to be clear and not have any ambiguity okay so is everybody clear on the motion on the floor this one we do have a student advisory boat i believe all those in favor say aye hi any opposed any extensions okay amended motion passes do we have any information items or discussion items i think we're now up to correspondence does anybody have any correspondence they'd like to share i

069do not so now we are on to board member reports i think we'll start with the most seasoned mr whitkin i have nothing to report other than i'm i'm really excited to work with uh rachel dan and ralph and i have another two years with you reamer so i look forward to making it a great two years all right mrs nemeth i just wanted to thank everyone i was able to meet with the deputy superintendent and your the assistant superintendents this last week and really enjoyed getting to know them and understanding better the pieces that fit together here which is mind-blowing the amount of moving pieces that you all have going and i also really enjoyed meeting with dr robles and learning how to be a board member and i look forward to a lot

070more of that and as we learn how to work together as a new board point of clarification or you want to be mrs nieman or mrs silverman nemeth how would you like to be addressed nina is fine nemeth okay thanks all right mr elder i would echo that sentiment not the name part but everything else [Laughter] but no i just wanted to thank everyone i look forward to serving the students of our great district one of the things that i really found incredible is it's been nearly a month since our last board of education meeting and in that time our schools have gone through multiple phases of reopening there's been incredible change happening and that speaks to all the work that's gone into putting a plan together and having a team working as one and

071that that to me is incredible so i really want to you know thank all the outgoing board of education members brad circuit michael christensen brad waller for all the work they've done in the past eight years and beyond of course and as long as well as our continuing board members because it does show an incredible amount of team work and spirit to get to that point where you can you can have a plan you can execute and you don't need constant guidance so i think that's really impressive um i also want to thank all of our administrators for juggling so many different roles through this constantly changing landscape of requirements uh it's it's really difficult to navigate that when things are announced via tweet and so it's impressive to see everyone working and how much

072everyone cares about the kids in our district so i really appreciate the administration for that i also wanted to thank of course our teachers and staff who have been turning themselves inside out trying to turn this into a reality and jump through these different educational models that that we're making up on the fly in a lot of cases because no one's lived through a pandemic before so it's it's a monumental amount of work and you know you can see it when you see our kids back in classrooms how much they appreciate all the work that goes into this i think as a parent you appreciate more during the pandemic schools than you ever have before so you know thank you to the teachers and staffs and administration everyone who's really put that together it's a

073it's an incredible amount of work and and we really appreciate it um i also of course want to thank our parents and our families because i know it's been difficult for them i'm a parent i know how hard it's been juggling the different scheduling changes and learning how to do all this we're all struggling through this together and i've heard from a lot of parents throughout the community of how challenging this has been in the constant shift so appreciate everyone's patience and really being willing to work through this together because we are all working together through this it's uncharted waters and we're all headed in the right direction now but it's it's certainly not been easy so your patience and perseverance is really appreciated and then most importantly of all though i really want to

074thank our students our students have never you know no one's ever been through something like a global pandemic and they've been more resilient than any of us have ever had to ask them to be we not something we would ever ask our kids to go through but they they have um and they've weathered it incredibly well in most cases not everyone it's been very you know unequal how it's at people but our students have really gone through a lot uh and so you know they're really the reason we're here the sole purpose for a school district is to support their educational journey and ensure they thrive so thank you to our students and you know we'll do everything we can to support you so really just want to say you know this safely reopening of

075schools has been an incredible amount of work um you know it's it's critical to the community it's critical to our kids and i really appreciate everyone who's dedicated themselves to our children and is really investing in their future so just wanted to say a big thank you and i look forward to doing everything i can to support our students thank you mr strutzenberg ditto i want to start with this is a big change for staff and i think we all acknowledge that that you know this is a majority change on the board hasn't happened for eight years and that's a big change for all of us and we acknowledge that it's a big change for you and for dr keller too i mean you've been here that entire time so this is a big change

076for you and we definitely acknowledge that um yeah just i don't need to repeat everything today and just said dan said it extremely well i want to throw in a couple of other uh quick things here i want to thank the uh redondo union theater arts for putting on a fantastic job a show of the adams family i got to watch that the pandemic production of the cobid cinema was really fun to watch and they did a great job with it and just watching all the things they did to overcome the situation and persevere through it was fantastic a couple other quick things just kind of public service the beals system this thursday is going to be lit up that is the beach emergency evacuation light system for the first time that's going to be

077between three and five david that will probably hit you pretty good in your area uh it's down by torrance beach there will be loud loud sirens and announcements so just be prepared for that we may not hear it up here at district but we might i don't know how far it's going to travel and then also just a real quick shout out that redondo beach police is putting down the first cops and cones this thursday from one to three at the alta vista park across from alta vista school that police will be there with free snow cones so stop by and have a free snow cone and meet some of our police force and thank you staff for everything you've been doing and you know answering all my questions before the board meeting and just

078the time you took to get to know us all and meet with us i know that takes time away from everything you've got to do and there's a lot on your plate that we never would have imagined i think and so just thank you and to the teachers yes especially i want to show up shout out that thank you to my own son's teacher has just been awesome through all of this i got to meet several teachers on the campaign trail and talk to them and get input and great experience so we're almost through this we're close so hang in there everybody thank you thank you and i'll just add my welcome to our new colleagues up here on the dais i look forward to working with you um also wanted to let you know

079that lisa liu the president of the taiwanese american chamber of commerce of greater los angeles has kindly donated 50 000 disposable face masks to redonda beach unified school district so i want to thank them there will be a presentation you'll hear more about board members coming up but also thank betty lou the torrance school board president who accepted the donation from them and helped share that wealth with redondo as well special thank you to redondo union high school the ed services team and rbef for administering the s.a.t today at the high school for any junior who wanted to take it i just think it's a shiny example of the partnerships that we have with our community partners rbf paid for the sat for anyone who wanted to take it in the junior class the team

080the high school team and the ed services team was flexible enough even with the reopening of schools and our teachers were flexible enough to shift the date so that we could actually make that happen for pandemic so thank you as a parent and thank you as a board member and again thanks everyone for continuing to work together to keep everybody safe and following our coveted protocols as we knew when we opened we were going to have to remain ever diligent and continue tweaking and refining and we will continue to do that so that's all i have for right now this is our annual meeting of the board of education so we actually are moving to the organization of the board we will need to elect a president of the board of education would anyone like
