all right rainbow and dave we're gonna get started so we're gonna go ahead and call the meeting to order at uh one o'clock actually uh derek i just wanna make sure we're ready to go right make sure the live stream is streaming you good yeah all right i just want to make sure before we so cool all right so we called the meeting to order one o'clock uh let's start with uh the pledge of allegiance uh brad waller right hand over your heart already begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all those times still it's all good [Music] all right let's see here uh closed session report uh just a conference
with labor negotiators and board direction was given the approval for today's agenda was motioned by brad waller seconded by mike christensen uh can i get a motion in a second to approve the uh minutes for july 21st sport meeting so move second okay uh because we've got two board members remote we're gonna do it by roll call so mike yes brad hi david uh raymer hi and i for myself uh motion carriers five one note for all of you who have paper agendas all the public comment from that meaning is posted online so we didn't we didn't print them all out so um okay so starting off with uh superintendent report dr keller uh you know mike a few things first of all welcome to the 2021 school year um kind of surreal for all
of us but i will tell you staff has been working very hard behind the scenes at the school sites if you have been by any of the school sites they look impeccable inside and out if you go into a classroom carpet's clean you know floors polished well-maintained well-groomed external facilities so our staff has obviously used the time to make our schools not only look great but obviously sanitize and everything in between the employee welcome back video thank you very much to the board and others for coming in and filming that we will be sending a link to all staff members either friday or monday so this coming friday or monday that will be our you know employee welcome back rally if you will so thank you for for working with us on that uh it'll
you know as i've shared with staff in my letter the one the one good piece is there's no parking you have to haggle over and obviously um you know there's not a long walk involved as well although you miss out on the breakfast and the interaction with colleagues i want to thank our parents and our students for being patient uh you know they're coming back to an entirely um new school year in distance learning mode and we just wanted to say thanks and we're ready for you a lot of changes a lot of new pieces have been added i know miss cho's going to speak in a little bit about the professional development the teachers are embraced in this week and part of next week and so we really are hustling to make it a
special school year in light of the covet context the want to follow up a little about the reopening think tank one of the ideas we we talked about and i know we talked about during the um during the um what do we call it hello town hall that we wanted to have another town hall or at least another experience like that and so what uh you're seeing uh thanks to the reopening um think tank's thoughts all the principals are providing on their website a welcome back video on distance learning what you need to know the height the high points the low points the medium points and and everything in between because there's a lot of detail for each school site and each school site has its own context so providing information to parents that is
meaningful that is localized to their school district school site excuse me uh is very important and then when we find out we are going to go back to our school sites for in-person hybrid uh when we get the okay to do that uh in the in the future uh we would obviously have another town hall about what that that's a district as to what that would look like and the process for safety um and moving back to a school site so just wanted to give you an update on that and so i wanted to also thank our principals for that did want to show you this slide this is for option two so as you know we have option one which is the hybrid distance learning model and option two is the 100 online learning
model and as of uh this is from dr toronto that was as of yesterday at about four four o'clock four in the afternoon we have about 479 total um students enrolled so that's around five percent if you want to just round it um to an even number to a a whole number um and um those numbers could fluctuate a little but we're at the point i was telling brad sirkin this at the beginning of the meeting we're at the point where staff is working hard with parents individually especially in the ed services team dr toronto dr wiles and ms cho but we're at a point where we need to we need to make a decision so some parents are still on the fence and so we're asking them today's the last day because we've been
kind we've been considerate we've been flexible but if you don't know by now if you're an option one or option two today is today is the final day of that of that decision um and so um a smaller number want to hand it to our principals and to the ed services team who have called all i would i think it's safe to say every one of these parents on here to say do you know what option two is we're fine with you selecting option two but we wanna make sure you know what option two is and so giving the um further depth to what option two is for the parent and some parents quite frankly have made it clear that yes they understand perfectly what option two is and we're fine with that uh and
then some parents have said i didn't realize that was option two i want option one and so we've uh remedied that and so i wanna really it takes a lot of time from our principals and the ed services team so i wanna acknowledge them also here we have the employee safety protocols uh that dr wesley is gonna share and basically this letter went out to all staff this week so i'll let dr wesley take it from here all right so yesterday many of our classified staff members returned to their school sites and tomorrow is the official day back for our certificated staff and our schools are open to staff and our teachers can access their classrooms and teach from the classrooms during any instructional day from 7 a.m to 7 p.m and so to in
order to ensure that all staff stay safe we did provide a memo that was sent out last week titled safety protocols for on-site staff and the safety protocols until these seven key areas which i will summarize accordingly so the first one is safe distancing protocols when on campus all staff will be reminded to remain physically distanced by at least six feet each school has done a walk through with dr alpern in which they've indicated areas where where they will have directional signage and locations for the physical distancing markers particularly in front of the front office and within the front office areas when possible staff will engage in virtual meetings trainings professional developments virtually in lieu of in person for safe equipment of course face mask coverings are required for all staff at all times when
around others and traveling through common areas face coverings are not required when staff are alone in their offices or in their classrooms staff our all staff are going to receive this customized this custom rbusd mask that dr keller and i are wearing today as well as an individual refillable sanitizer so they'll be receiving that this week when they return to their campuses disposable masks will be available at all sites should a staff member need one and there was a link on the memo on how to properly wear and clean your mask on a daily basis for safe hygiene signs will be or should be displayed around campus reminding staff to wash their hands frequently classrooms with sinks will have adequate amount of paper towels and soap and those without sinks will have adequate amount of
sanitizer staff are reminded to stay home if they're experiencing any covet-like symptoms and to notify their supervisors immediately and then for the wellness screening we do have protocols in place for both passive and active screening all of our employees will be required to self screen prior to coming to the campus and this is what it looks like which is a passive screening so dr keller is going to so once you take the answer the several questions if you've answered them in a way that is healthy for our school campus you will be allowed on school campus otherwise you will get a different color right and um so there will be qr codes that they can scan as they're coming in to do that or they can just pull it up it's a web-based program to
do before they come to campus and if they fail to do that prior to coming to campus then we will have an active screening protocol which will be located somewhere in the front office area enhanced cleaning our custodial team will continue to frequently sanitize high-touch surfaces and regularly visited areas we also created a training video which we will share with you later and we'll go out to all staff this week showing them how to sanitize office counters and desks especially when students return high touch areas xerox machines etc with our district approved products which will be an ample supply at each site we're also limiting access to non-essential visitors at all of our sites and anyone who does need to come on campus in terms of enrollment et cetera they need to make an appointment
and only one visitor visitor will be allowed on campus at a time walk-up visitors may call the office and they'll we've already installed the doorbells like we have here at our campuses in addition the weight rooms and the gyms and the ruhs pool will be closed to students and staff at this time and the last area was this exposure response so if a district learns of a student or staff member that tests positive for covid then we have a protocol in place where we'll we will notify any staff or student who's been in close contact with that person we define close contact or the laco la county defines close contact is within six feet more than 15 minutes and then we will take appropriate measures as outlined by the public department so again these guidelines
were sent out to all staff last week and we will continue to remind staff as they start to return this week great question about the access pta volunteers sometimes need to access materials that are stored on campus pta offices i assume that's covered by the appointment that you talked about yes so they would need to contact the principal in advance let them know when they plan on coming and get the authorization and then at that time the principal explained to them that they need to go through the screening process i'm getting details here because there are some districts that are saying no pta access under any circumstances so i'm trying to be able to come up with a protocol that i can refer to other ptas that are dealing with yeah not being able to
get the checkbook yeah what i would say is i mean obviously we would ask pta to do this to the minimum amount of times necessary to maintain their business so thank you that would be what we would ask obviously we have a great relationship with pta but honestly i mean i get approached by pta um site reps um periodically and they're this is this is hard for them because that access and you know this drawbridge that is now created between the the school and the community is very tough so um all i would ask is let's get through it together there's ways to do it and we will figure that out there's someone dealing with across the state that have not yet been able to get their checkbook since march yeah because the school's saying
nope yeah and we'll get them their checkbook just get it for me let me in five minutes and yeah so it's nice to have the cooperation so i can point to it and say well this is what they're doing here could you do that yep good so now what i'd like to do thank you dr west i'd like to introduce miss cho who's going to share about our five days of professional development and she's going to share all about it i sure want to clarify are students committed on campus at this time for any reason if it's if it's pre-arranged if they're coming to pick up something they're not really asked to be on campus though it's kind of the outskirts of campus how would you describe it so right now ramer we have registration
taking place so students are allowed on campus if we have scheduled an activity like distribution of textbooks but in general the campuses are closed to students and to the public so i think if you have like a more specific question we could probably speak offline or no no that's fine i just wanted to clarify that it's the registration yes but after that it shouldn't be the students are meeting with teachers or whatnot on campus right we i mean we are engaging in some one-on-one assessments or exceptions or yeah or within special education and i know something's been picked up in front of the school or the front office something like that but it's been pre-arranged all right uh with that i'm going to have mrs share about our professional development okay so i don't believe
um any other school district has a five-day launch for professional development i know la unified started yesterday that they had two two days so we are super excited that our rit department has provided wonderful refresher courses tech training and all these that are listed schools plp some of the standards aligned platforms cern amplify as well as the more interactive fun resources such as flip grid padlet remind app as well as our wonderful special ed department jessica has prepared really solid professional development around special education with co-teach 101 distance learning legal training as well as just strategies to help our learning center teachers our tosas have been working very hard with our instructional lead teachers each school site has an instructional lead with strong start basically establishing the first two weeks of school how does the
teacher create that virtual community how do they communicate expectations for learning establish routines check in with the morning check-ins with the social emotional wellness as well as targeting our essential standards making sure that in the amount of time that we have we are being like laser-like specific identifying standards that are essential and prioritizing them our instructional leads have created exemplar lessons so really really i mean i've been perusing them on our google doc and it's just amazing they they have model powerpoints they have instructional videos they have pre-recorded videos um it's really really um i would say solid for all of our teachers to look at even if it's not in your grade level to to examine and just be like oh how can i how can i recreate this for my grade level or
department and then as well as embedded in our five days we have two additional well not two additional two days within the five days where us teachers will be meeting with their principals at their sites to do additional professional development and site specific planning teachers collaborating working together so we're super excited about the five days we really believe that it will help our teachers kind of get on track for a a great year of distance learning oh and and all days we also have an evaluation so teachers will have an opportunity provide feedback we'll read those every day and make any adjustments as we move forward thank you mr cho thank you and a lot going on as you can see and probably one of the more um kind of time intensive slow but meaningful
experience of the summer for at least for me it's the time i've spent with mr brown our great our uhs assistant principal he and i have been meeting with various stakeholder groups parents students people from the community and in some cases staff members sometimes we've met with them private one-on-one or sometimes we've been together on webex meetings and developing what we're calling and we're starting to roll out today to you the race and equity committee and what i wanted to do is have mr brown share a little bit more about it and tell you how excited we are to be collaborating on this so mr brown take it away thanks dr keller uh hello everyone it's nice to see you guys um first i just want to start by saying thank you to dr keller
i've enjoyed our time together this is my 11th year in the school district and uh this is the first time we've had these conversations um you know i uh i've during this time when george floyd was murdered i i've had to deal with trauma that's happened that comes up because racism is very traumatic and being a black male in america right now you you feel it and being black in a white school district i don't want to say white uh school district but you guys understand what i mean um you feel it you i look around the room and i see that i'm the only black male often and so i have two biracial kids that you guys know and having these conversations with my kids it brings back trauma and so i think the
most important thing for us to understand is that anybody who goes through racism experiences that trauma and it comes back or at random times but it has a huge impact on how we treat other people and how we view other people and i've been fortunate in my life to not have to deal with a lot of racism um you guys i know a lot of you pretty well and you've been you know my background and you know that i haven't you know my interactions with you haven't been like um i haven't judged anybody because of the color of your skin i don't feel like i'm judged by by the color of my skin from you but that that is different outside of this district and outside of this room in a lot of ways um
but my experiences have have grown have have made me in the person that i am and so i feel like it's this work is important because i want all of our students of color to have positive experiences while they're in our school district um not just myself obviously dr kell and others that want to be a part of this so i i thought i would start with that just so you understand where my passion comes from it comes from a lot of experiences that i've had um you know i've like i said this is my 11th year i'm starting in the in the school district and when i ask myself or you ask yourself how many black males have been teachers in our school district how many black males have been administrators in our school
district i think you guys probably know the answer i think i'm the only one that i know of male in in 11 years and as far as administrator and teachers is very few there's been a few that have come through the high school that i know of so what does that mean it doesn't mean that our district is doing something wrong it means that we need to we need to do something different it means that we need to look at it and we need to talk about our data it means that we need to understand that our students don't have that relationship with a black male uh coming from a teacher perspective or a um administrative perspective unless that they have neighbors or their parents have friends that they bring to the home and that
that for me is where this passion came from when i first started with dr keller it was a couple months ago and the first thing that he asked me is like what what do i think and i said there's a stat that was shared by lausd school district that said that 52 black males were in teacher credential programs in the csu system in in 2019 only 52 in the entire csu system and to me that's the issue and and again i don't know that we're doing any i don't think we're doing anything wrong but i think we need to change with what change what we're doing some of the goals that we talked about and we would and the goal is again this is ongoing but we would like to develop a race and equity
committee and that's comprised of students parents community members staff and that committee we want to charge in and give privilege to have ideas and goals that happen with our school district we want to facilitate anti-racist training for all rbusd employees that is going to be something that's ongoing something that's needed and again it's not it's really to open our eyes to how we're teaching it's to open our eyes to um to our students in their experiences uh with what we're teaching um and this is this one is really important to me and it talks about what i'm it really addresses what i'm talking about now it's creating a mentorship program where teachers and administrators help develop and train students of color to become educators that to me is very important and i think that solves
a lot of issues i know nikki i had the pleasure of working with nikki at the high school and you know she can talk about her own experience as being a black administrator but when i was there i didn't feel a lot of racial tensions again she has her own experiences as administrators she could share that but it makes a difference it makes a difference who who leads your school it makes a difference who represents your your site um and the last thing is in which goes into this which again is is creating a larger pool is to retain recruiting to retrain more employees who represent our diverse community so uh i again i thank you guys for hearing this dr keller has the best part about dr keller stephen is that he wants to
do things and and he wants to have action it's not about words not about a memo it's not about the image and what it looks like it's about making sure that we do something that is is sustainable as well as provides um a form of action that we're gonna that we can um demonstrate it's not about our words it's not about uh what we say and so i think these things really uh um portray some sustainable action and can and have a lasting impact so let me jump in here thank you very much mr brown thank you um and maybe you want to stay there because there may be a question sure um and i know you have somewhere to go so thanks for sticking around mark um one of the things that we've learned
in these probably the two most significant um you know takeaways at least for me and i know marvin and i have talked about this is one this is this has to be a tk to 12th grade pursuit it cannot be a high school middle school because oftentimes that's where people start to you know start to see um race become more of an issue is in the secondary level and the reality is is speaking to some of the students as i have this summer specifically african-american girls their stories start in elementary school about where they first started realizing this so i think one of the pieces that we're saying has to be part of this is definitely more of the you know the the tk through 12th grade dialogue and then the second piece i think
is uh very very important is having just a nice mix of people so we'll we will have you know students and marvin's been relentless about this and i want to give him credit because students has absolutely been a uh having students on this group has actually been very um he's been very persistent on that and i'm not saying i never was but i just think even the the the number of students on this committee i think is going to be very helpful um and then the other thing i do want to share is our goal is to uh send out um the memo that marvin and i have finished up either we're going to let the school year start it's one thing we've you know been talking to people we agree to get the school
year started and then probably the week after school starts we have the letter one page letter you'll see it in your friday update that goes out and it's going to ask people to apply to be on the committee um and so that'll be you know we have already had several people uh reach out to us and ask to be part of this committee um but we we're making it clear and i did today and another email who of somebody who reached out to me is that we're about you know the line we're using is is outcomes and not optics this is a committee that's going to do work and so yeah there will be you know letters and memos and pieces that go out to the community but at the end of the day we
want to have some deliverables in year one and year two and not just something where we check the boxes thank you any questions for mr brown or me just marvin is delighted to hear when they uh put this committee together and that you're on it and you have wonderful support thanks mike yeah i think it's very important that we do this publicly and it's not something because i i know in our district we like to sort of say hey we've come up with something great we've worked it now we're going to show people i think this is something that needs to be out there that people understand from the beginning that you know exactly what you stated of you know it's not that something's wrong is that we want to do something different i actually
wrote that down yeah because you know that that was that was my takeaway from this yeah and one of the things we talked about uh marvin's idea but eventually what we want to do is push this out to each school site so year one would be the committee and then it creates more transparency as you move it out to the school sites you know a subcommittee if you will but it has to be on the ground at the school sites k-12 we agree yeah early definitely because that's that's when kids we agree get set i just want to mention just from my own personal observation where so many of these attitudes are formed you know obviously as you mentioned in elementary school for girls of color but oh my gosh middle school you know if
we had to start somewhere i would think that would be a good place to start yeah um because you know i'd see sure seen some really discouraging things happening yeah a lot of middle school people or former middle school people in this room we chuckle because that is middle school is those of formative years for sure as we start we need to start at the middle and high but it all starts with the interactions early on it's kind of what they say you know kids are sponges and you know as time goes on it you know it's less and less so but if it's if it start if they start young it's ultimately translates in the future so and remember i do have a question um dr helen marvin thank you for doing this and
for making this a priority i appreciate the idea that there needs to be an application for the committee so it will be one of action but i do hope we will consider it being more inclusive with as many people who want to help participate to be part of the solution as possible including every member of our school board so if there are any actionable items you think that we can take when you're when you finally meet that the school board can take to help stem you know stem systemic racism to do whatever we can do to be part of the solution actively if you wouldn't mind sharing that with us i would for one would appreciate it yeah one of the things we talked about um is you know the voice is at the table
because you know we came up with the number number of 35ish right that's a big committee but it's it but this is a big topic so we're i'm good even even i who like smaller committees i think you know marvin kept shooting for the 30 35ish number but there's two pieces there's the voices at the table and then the the voices that will will bring ideas to the table and so that's one of the ideas of having site satellites or whatever we want to call them subcommittees those voices can be brought in from the site to the people at the table that are really helping influence this and obviously anything significant in the way of a big movement big bigger plan that's you know goes beyond what typical school district daily functions are we will
bring to the board for recommendation especially if there's cost involved and so i just want to make sure you're aware of that and even if they're not costs if there's some sort of you know suggestion you have because i do think the students will be much more receptive to this but the adults and the parents and adults i think can value from some education on this very important topic as well yeah i don't think i don't with i mean obviously reasonably but i don't think cost is going to be the issue it's just a matter of making sure you guys have the support and the resources and whatever we need to do to get that and to make it happen so great thank you guys thank you all right so we're moving on to the
hearing guidelines um at this point i have four advanced written requests so i will indulge me for a few minutes as i read read the four four requests itself so um first one um dear rbusd board members as a white family and parents of two current ruhs students we would like to thank the district for recent recently recognizing the need to address systemic racism in public education or for committing to address head-on issues of race diversity and equity within rbusd specifically in in dr keller's welcome back message to parents on august 12th he advised the district is assembling a race in uh equity committee that will focus on anti-racism and social justice we believe this is an important first step in addressing problems related to race diversity and equity within rbusd look forward to learning
more about this committee and its mandates in the coming weeks we'd also like to thank marvin brown assistant principal at ruhs for his upcoming town hall event that will address parents questions about issues of race and social justice at our uhs likewise we are thankful to mr brandt our uhs principal for his august 14th announcement about the redondo cares initiative in which he affirms that every student family teacher and staff member will be treated equally and fairly and that all stakeholders will be afforded the same opportunities he also affirmed that our uhs will be known as the socially just and anti-racist school and community each of these are in person important first steps but there's more to do included but not limited to implementing mandatory anti-bias and diversity training for teachers and administrators implementing annual
student education programs that address systemic racism and the need to be anti-racist as well as programs at the secondary level that that address implicit bias and bystander intervention hiring more teachers who are black indigenous and people of color allowing teachers flexibility to address issues of social and racial justice in their classrooms and by implementing social justice standards at all levels to the district promptly meaningfully addressing violations of the district's zero tolerance policy to combat hateful and offensive speech proactively educating parents and students on how to file complaints of alleged inappropriate content including how to do so anonymously and making a concerted and determined effort to reduce the achievement gap for low income and disadvantaged students at rbusd this is just some of the important steps we believe must be taken by rbusd there's no time
for platitudes or half measures and is is far past time for us to work together to the as a community to make our school environment equitable and justice for all to the senate isn't covered upon the district with the full support of the board to lean into this issues into order in order to have more meaningful and lasting change rbsd has long held itself as a leader in public education and the district's commitment to lead on issues of race diversity equity has never been more important than it is today in fact rbusd has the opportunity to not only lead on these issues but also be a model for other schools throughout the south bay in the nation to this end we ask that each of you as members of the rbusd board and leaders of
our community be courageous and seize this moment by fully endorsing and supporting these action items thank you in advance for your time consideration and commitment to these issues stefan and susie miller public comment number two dear robbery usd board members i'd like to thank the district for the recently recognized the need to address systemic racism and public education for comments to address head-on issues of race and diversity and equity within our bsd why there's so much to be done it's great to see the district doing these important first steps towards anti-racism and social justice in our schools personally i like to see the district address the inclusion and introducing a cultural studies class for each grade going from first through twelfth it's far past time for us to work together as community make our school
environment equitable and just for all to this at all is an incumbent upon the district with the full support of the board to lean into these issues in order to make meaningful and lasting changes thank you thank you in advance for time and consideration please read this letter aloud in a meeting at one sincerely gareth mclean number three dr rbusd board members i would like to thank the district for recently recognized the need to address systemic racism and public education within rbosd personally i'd like to see the district also address how teachers can support lg btq plus students wide teaching online here are some suggestions put your pronouns in the name window this lets students know that you are conscious and important and of the importance of pronouns also ask your students to put their
pronouns in the name windows and empower them to express their identities think about your video background add a pride flag or trans flag or pin to your virtual classroom can signal to your students that you recognize and support lb lgbtq plus identities integrate lg btq content into your lessons highlight highlight this uh people focusing on contributions not just their identity address anti lgbtq plus comments and actions shut down any any hateful comments online immediately and direct to send a clear message on homophobic or transphobic biphobic et cetera language and actions will not be tolerated recognize that this may be a very stressful time for lgbtq plus youth if the home environment is not supportive as they may miss their school environments and may benefit from extra identity affirmation and support it is far past time
for us to work together as a community to make our school environment equitable and just for all including the lgbtq plus community to the senate is incumbent upon the district with the full support of the board to lean into these issues in order making meaningful and lasting change thank you in advance for your time consideration and commitment to these issues please read this letter aloud thank you sam miller our uhs sophomore and a final uh written comment dear rbsd board members i'd like to thank the district for recently recognizing the need to address systemic racism and public education for committing to address head-on issues of race diversity and equity within rbusd why there's so much still to be done it's great it's great to see the district taking these important first steps towards anti-racism and
social justice in our schools personally i'd like to see the district address the need for police and the schools carrying guns around and near students for black and brown students the police represent trauma and i as a black mother i am not happy with having cops at school it is far past time for us to work together as a community to make our school environment equitable and just for all this happened many years ago the school district represents children of many different ethnic groups and backgrounds to have few to know black teachers is unacceptable to have few to know curriculum uh regarding different ethnic histories black american asian american lbgb lgbtq indigenous latinx american social justice or racism is unacceptable in this day and age the fact that the teachers have had little very little
anti-bias training is concerning to the senate it is incumbent upon the district with the full support of the board to lean on these issues in order to make meaningful lasting change thank you in advance for your time consideration commitment to these issues please read this letter aloud during the meeting thank you kim isaac um members of the audience anything uh any other comments uh on questions on the agenda or not hearing or saying done we will move on to communications rbta good afternoon dr keller cabinet board members present and virtual uh i'm sarah robinson rbca bargaining chair uh speaking for rbta today um as you can see in the agenda we have come to the end of our unprecedented bargaining season um i think it is number one a really positive step that given all
we had to deal with we met one of our usual goals which is to finish our negotiations before the resumption of the new school year that's something that i think makes our district unique in my interactions with my cta colleagues throughout the state we are very unique in in that regard that almost every year you know we get finished before the school year starts so it allows our members to focus on their teaching their instruction rather than the negotiations process so that is something i think is important to point out um i just want to thank the rb usd bargaining team especially dr wesley for the spirit of collaboration it was a lot of work there were a lot of details that after a while some of us tended to glaze over but her team
was really open to hearing from our members was really receptive to our members concerns and it was obvious that it was her priority to come to an agreement that would be fair for all of our members i also want to thank the board for their openness to listen to our members and their concerns throughout this difficult time while there wasn't always an immediate action that was able to be taken um being open to that feedback from our members was was really important i also want to highlight the work of the health benefits committee that's another task that dr wesley led and i know that her department still has a lot of work to do now that we've agreed to the plan but those meetings were really really helpful in all of the members of the
committee really understanding how benefits work and coming to an agreement on plans that will really help our members have the best possible health benefits at a reasonable cost and a cost that is going to be manageable from year to year because i know that's something that was difficult for our members but also very difficult for the district in budgeting purposes so we're really happy and we'll be there to support the human resources department as they look to roll out the entire program virtually right now and finally on behalf of our members we are excited to return to our virtual classrooms and to start a new year i know for me this is my 16th year of teaching and in many ways it feels like the first um in positive and negative ways so on behalf
of rbta i just want to again reiterate our appreciation of our collaboration and positive working relationship in order to provide the best possible teaching and learning environments anywhere around thank you at the risk of it not being on the on the agenda i will say thank you guys to you i mean to you and the team because it is hearing what's going on in other districts it's it's really nice to be able to to put a opinion finally and be done and you know and exactly that get back get to work and and provide what we do best and that's to support the kids so thank you yeah let me add my thanks to that too and i put tremendous value on the relationship we built and appreciate your role in that so thank you
very much sarah so publicly again thanking team for for all the hard work and that is on the agenda so i think we can i know but you all you it's always you know be careful of where you go but nonetheless so um csea okay uh aft is not here and i don't uh raymer do you have anything for uh pta or rbt rbf not at this time okay perfect all right moving on to general consent is there any items that anyone wishes to pull i wish to pull item 10.1 okay so 10.1 any other items hearing none can i get a motion and second to approved uh 10 to uh for 10.2 and 10.3 moved second thank you um all right roll call um mike hi brad hi david bye raymer hi and i
for myself motion curious 5-0 moving on to 10.1 can i get a motion a second uh to pull 10.1 so moved second okay swallower um mostly i wanted to pull it to highlight that there's about three quarters of a million dollars of expenses that i see that are not a normal expense schools plp for 450 000 um extra ipads i don't know how many of those necessarily went to it um zoom license masks and shields ppe things like that so i don't know if dr alfred you'd like to say anything about that or just acknowledge how much more we're spending now i think it's i think it's really more just you know there's a lot of items on there that probably will never get spent but ultimately regular expenditures you know things that are that
we're approving you know there's close to three million dollars worth of stuff but a lot of it is items that are um you know if when we return to class those type of things so there's a lot there's just you know it's normal course to approve up to but yeah yeah so uh this time of year you'll see a lot of open pos um and so that's just part of our as as brad said you know typical business operations um it's a not to exceed amount so the dollar amount that's listed for your approval is a not to exceed amount um and then that was brand s brad w was referencing the um various um covid related expenditures so yes hopefully it is it will be a one-time issue of expenditures but it is a
combination that you'll see on the po report this time of both instructional covert related expenditures as it pertains to online curriculum or ipads to distribute to kindergarteners as well as ppe masks and um extra cleaning supplies and a vendor to do the signage on all of the campuses for one-way hallways and and the like so so this it's it's a full um po report for you and for the record um the state and county have promised that we're going to get ppe supplies can you tell us whether we've gotten any ppe of that was promised rbusd has not received any ppe promised supplies from the state at this time i will continue to advocate thank you any other questions 550 ipads 550 ipads yeah and that's just that's that's uh k in one yeah for
our additional kindergarteners because we do in our kindergarten classes they would uh split the ipad between am and pm use the same set so we had or an additional 550 for tk and k our first grade had a complete set okay yep how while you're up there derek how available are they i mean we've got there's got to be a lot of people trying to get their hands on exactly the same devices our ipads arrive friday afternoon we're configuring them right now so we're trying to quickly get those out our chromebook is still on delay um our chromebook order right now as of last it was late september beginning october there to arrive but we ordered those in the spring yes we ordered them in may yeah in fact we ordered them in april i
think and you try to be more proactive with it but so it's a worldwide backlog of all processors intel processors amd processors that's holding everything up yeah but the most important thing is every student has access to one regardless so it's not a matter of that we don't have resources it's just that we don't have the new resources yeah we're repurposing our old chromebooks and distributing to our current third graders and our new students and when our new ipads arrive we'll swap them out they're the new chromebooks i'm sorry new chromebooks thank you some pieces of technology all good thank you any other questions uh mike hi brad hi david hi ramer hi and myself is ice motion carries five zero moving on to action items uh can i get a motion second for 12.1
approved purchase of district-wide janitorial supplies for 2021 from gail supply company pioneer and southwest school supply i'll move second thank you any questions um i guess sort of tagging on with the other one how much of this is over and above what we normally spend um the the contract is is not for much over what we typically spend but in looking through the bid responses we were looking at particular products which is why there are three different companies that um whose bids were awarded um because we were looking for different supplies from different companies supplies we don't normally order as well some of the yeah or as much yes hearing nothing else um mike i brad hi ramer hi david and i for myself motion carriers 5-0 moving on to item 12.2 approved dmc engineering
contract addendum 2 for additional materials and addendum 3 for project management for jefferson elementary school retaining wall second questions comments yep this is a project we hope to complete within a year of the uh the damage i've been providing you with great wall yes this is the second great wall since i've been on the board yeah yeah so hopefully we will be able to close it out in 2020 okay anything else uh mike hi brad hi ramer hi david and i for myself motion carries five zero moving on to 12.3 approved query engineering contracting for washington elementary news shade structure construction inspection and material testing moved second this is the final piece of approval we will be asking for regarding the construction of the shade structure at washington elementary school over their beautiful lunch area
so hopefully when students return they will have a shade structure in place i love the word hopefully [Laughter] well i can't predict the timing no i don't you know i get it that would be that would be legal yes it will be shady hopefully it will be built by the time they return not hopefully they will return exactly that's right thank you thank you yes okay uh mike hi brad hi david hi and i for myself motion carry is five zero 12.4 approved 2020 2021 legal agreement with atkinson adelson loya rood and roma so moved second we often refer to them as aalr it's a little faster this is one of those areas that we talk about as a not to exceed so the approval is for a not to exceed amount this is the
main firm that we use for special education related items um although we have used them for other services as well great questions mike hi brad hi david hi ramer hi and i for myself motion carries five zero moving on to 12.5 approve the resolution r2021 colon o2 to partner with sisc uh for medical dental and vision system move second lesson this is a resolution to partner with cisc which is a self-insured schools of california the largest risk pool in the u.s in order to provide a medical dental and vision benefits to all of our employees staff recommended you adopt this resolution other than just thank you guys for doing all that work and saving the district and the employees money in many cases i think it's great yeah that's the hope thank you hi brad
hi rahmer hi david aye and aye motion carries 5-0 uh 12.6 approve of the induction program agreement this is our mou with the beginning teacher induction program with the south bay consortium again formerly known as bitsa which is a ctc approved program staff recommends that we continue this relationship with the consortium and improve this mou for the 2021 school year we will have the most new teachers again of the consortium participating than any other district and it's about 22. okay and it just decided to change names from pizza to whatever they changed their name last year when the state implemented new requirements training requirements etc the name was changed it's a good program i like it i'm glad we've got it it's very affordable yes i'll ask our superintendent to look at check out the
logo their logo sorry the teacher induction program yeah yeah i just it's funny you should say that i saw it two minutes ago yeah yeah it's got different points and different things that we're okay not exactly the same okay [Music] unless they had theirs first we'll leave it at that mike hi brad hi david river hi sorry i haven't muted i that's okay i that's why i figured i'd jump and come back and i for myself motion carries 5-0 moving on to 12.7 initial proposal of csea to rbusd second and after having publicly presented the csca california school employees association initial proposal at the last board meeting staff recommends you acknowledge receipt of their and accept their 2021 sunshine which would allow us to begin negotiations of the successor agreement tim mike hi brad hi
david uh rammer hi and i for myself motion carries 5-0 moving on to 12.8 collective bargaining agreement with rbta so moved seconded okay this is the tentative agreement reached with rbta as sarah noted in record time rbta has confirmed ratification with its membership and staff recommends that the board adopts the negotiated agreement reached with rbta okay questions mike hi brad aye raymer hi david hi and i for myself ocean carries 5-0 moving on to 12.9 collective bargaining or mou agreement with rbta regarding reopening schools in covet 19 environment so moved seconded okay i think we all know the same so uh mike um thank you very much to the team and aye what's up did you want me to say anything about it if you would like to you would have to i mean we
talked we've discussed earlier that's right so good yeah we're good well then yeah same as mike great job yeah what's up brad david remember hi from myself welcome carrie's 5-0 moving on to 12.10 collective bargaining mou with csea regarding the effects of change in regarding covet 19. moved second so this is a signed agreement mou reached with csea regarding the reopening of schools in a covenant 19 environment and we did want to point out that this mou is a symbol of the spirit of collaboration between our between the district and csea in order to maintain the health and safety of all students and staff at the most optimal level so you'll see details in that in which we're working together to do that the staff recommends that the board adopt this negotiated and agreed upon
mou with cse uh mike hi brad hi raymer hi uh david hi and i for myself motion carries five zero moving on to 12.11 uh adopt a modified resolution 13-14 colon06 to approve participation in prism uh excess insurance uh for claims in excess of 350 000 for our workers comp payments to 161. so move seconded uh dr wesley so we approved the um the invoice which was the same amount of last year at the last board meeting but because prism changed its name we needed to do a resolution within the name change it used to be formerly just eight excess insurance authority we also changed we also updated the district representatives which would now be the assistant soup of hr since it relates to worker's comp it just seemed to make more sense than assistant
soup of admin services so staff recommends that the board adopt this resolution great any questions hi mike brad hi david hi remember hi and i for myself motion carries five zero 12.12 resolution r2021 colon 03 for consolidation of the board uh of education elections and the city of redonna beach municipal elections [Laughter] [Music] i think we all know what that's about so well you do i think we've all talked about this yeah it's certainly been a piece of conversation for my 14 years here every board before you uh has uh um discussed this um and so you have before you just the consolidation of the march 2nd 2021 election yeah and i think just comment comment to the you know we're bound by the charter for one and only thing in this in this district
and that is elections uh since our borders are the same so as much as we'd like to move our elections to match more of the school year charter charter ballot is bound for it so well and you know one thing that's never totally been explained to me is how we are allowed to be out of compliance with state law but i guess local control the only yeah the only the only the only thing i would say is since the supreme court refused to hear the city's or the state's challenge to the city last this past week i think it's it's i guess indicative if you will that potentially uh uh the city charter can't stand yeah i mean there's no reason no i agree i agree but maybe yeah that's i mean but yeah having
looked into it enough it's i mean for us to go out for a charter vote at this point amendment for us is very expensive and in this at this financial situation i don't think it makes sense but yeah unless you guys want to unless you want to bring it back for discussion but the only open question for me is the latest thing i've seen from the state they say for people having their elections earlier that the office starts july 1st right so that's the real question is does that apply to the charter so i asked i did ask that question a few weeks ago and the answer i got was we're not sure because you are because the election's held in march whether or not um in theory the elected individual could wait three months
before it goes i would agree and cons i mean to me this has been you know speaking candidly has been something i've been trying to figure out how to accomplish not to stay around longer more more so it just makes more fiscal sense for a new board coming in in july versus having to try to adopt a budget that they don't know what they're looking at at that point and not disrespectful just you know it takes time to learn this so i mean i i would say if if someone wants to be tasked with that i mean we can approve this obviously today and then you know if someone wants to be tasked to figure out maybe you as alleged can figure out that that avenue because uh i think whether it applies to us
or applies to uh the board in two years it doesn't matter i just think it's it's the right thing to do for us as a board so yeah i'd be very supportive of that because i know it was hard it was really hard to come in cold on a budget like that yeah and it's tough for anyone yeah budget um evaluations there's a lot that goes on at the end of the year and you're brand new yeah 100 we're into the school year and especially it's never made sense to me that anybody would want to start a couple months before the fiscal year is over right but two months in you're like doing graduations and stuff you're really just getting your feet wet so yeah if you'd like to take on that task uh at
the ledge level you know by all means go for it but i think regardless we should approve this at least so we we stay in compliance with what's currently here and figure out how to get around figure out how to adjust it if that's possible and like i said whether it's an export it's not a matter of us wanting to stay two months longer it's just i think it's the right thing to do so um hearing no other comments right yeah actually i did good so nevermind so mike uh brad hi uh ramer david aye rahmer aye and i for myself welcome curious five 5-0 moving on to 12.13 uh approved the youth commission representative for rbusd moved seconded we're bringing this back to you this is one of those positions that is typically hard
to fill here from a district standpoint andrew has volunteered and is excited about this new opportunity okay it's good that we have a resident of the district who's willing to do it yes we have the right match mike i brad hi uh david raymer hi david i and i for myself motion carries 5-0 moving on to discussion items we've got two first is first read board policies any comments or questions on the policies that have been brought forth um are is the first set the working remotely ones were they brand new from csb or did they always have that policy and it was just now are you doing something with it um so i rece we've received it via an email from from csba so i believe it was new um that would be my
guest i was thinking was it something that they had had that they had just never applied because it does talk about disasters and other things yeah so i wasn't sure and talking to my java likes too they're also adopting it in their district so it sounds like it's good to have any other questions all right since it's a discussion i have no votes needed so we move to high school athletics conditioning plans hi hello i'm going to represent athletics for today although i can't claim to speak to all of it but um i've been working with andy saltzman and jens brown and marvin brown at ruhs and they've just been great andy has um i mean he's constantly doing work every time i get information i forward it to him and i'll say have you
seen this and he's like we're on it i've already got the coaches doing this training they're the athletic trainers doing that so um it it's very reassuring for a central office administrator to be working with high school staff that are so on top of looking at sports re-engagement for our high school athletes as i mentioned this morning with the reopening think tank sometimes like when the governor has announced reopening plans the general public will at first pause at first brush um assume that there's everything's reopening um well likewise with same thing with youth sports and athletics so last month the state came out with guidelines around youth sports and then last week the l.a county department of public health released their own guidelines regarding youth sports and um these new guidelines apply to all outdoor
organized sports and whether that is like a club program a private program a school run program [Music] does not pertain to adult sports adults sports leagues or official unofficial professional semi-professional casual those are those still remain closed but for our purposes here and for this presentation or for this discussion it's really about what our plans are regarding high school athletics the county protocols we do require physical distancing at all times six feet apart and eight feet apart during any period of physical heavy physical exertion and appropriate face coverings unless you're in a pool or in the shower and screening for all athletes and all all adults just like you know we have for the schools nobody comes on on without a prop proper screening avoiding unnecessary contact so no high fives no fist bumps etc
and the county guidelines do ask players to bring their own equipment but and but players could be used this is new information players could um engage in like tossing a ball between two athletes and kicking a ball between two individuals as long as the item being used remains between those two individuals so it's you know some nuances but but that wasn't even in protocols like a month ago so about that's a i think helpful um definition pods of 10 students would be allowed but there's no individual mixing of pods so for instance you might have a a team that has four pods of 10 spread out across the football field right and so you could have 40 athletes out there they would have to be in pots of 10 and none of those pods could
mix with one another right so there's a lot of the kind of details around not only organizing it but then you know how they then it's not like the coach can then come and ask all four pods to come together to huddle up and to hear you know from the coach at one time unless maybe with a really loud speaker and over a pa system or something like that um so it's just you know thinking kind of differently about how we think about bringing the athletes back mass would again have to be worn at all times there is there's no allowance for indoor activity so um you couldn't have like indoor basketball indoor volleyball or wrestling no tournaments no events or competitions between teams um and you know as we are talking and developing a
plan for sports conditioning obviously we're going to be working with you and seeking approval from the board but also sharing the information with the reopening think tank that meets um regularly and we're not going to anticipate a return before the school year starts which is next week the goal would be what we're shooting for is hopefully sometime like mid to late september if we're able to get all the protocols and all the the pieces into place um but that's that's kind of the update as of as i know it today happy to answer any questions or take any questions back and get answers for you yeah i think it's yeah i know there's a lot of a lot of associations and a lot of the folks are pushing for everybody everybody wants access and everybody
wants to get out and about but all in good time so all right hearing nothing else on that uh on to correspondence any correspondence anyone wishes to share hearing none we'll go to board member reports we'll start with mike um just a few things happening on the socal rock side there were a small group of students who got caught in the dilemma where they were working on their certifications when coveted hit and were unable to complete um there's been quite a bit of dialogue between dr hilaire and the county and they reached an agreement where as of monday those students were able to return to class uh socially distance classroom setting to finish their certifications so they're doing that as we speak this week luckily being able to do that there has been another category
created for the purpose of cte and that's essential classes this would be instructions aimed at essential services like medical emt and that sort of thing so we are having a socal rock board meeting on thursday we're going to get some more discussion among the board on that i have encouraged dr hilaire dr keller to reach out to you as soon as some things firm out a little bit about course offerings that may be allowable to high school students in the fall the the start would be delayed but there is the possibility of some course offerings for some of those essential classes now we know that that those offerings will be um okay for adults it's the kids that we're still trying to figure out so um perhaps you want night courses pardon are they in
the night when are when are the courses i don't have that information yet but i would suggest that uh maybe not right this moment but as we get a little further into the week and next week if you've not heard from him please reach out to dr hilaire because it does present a unique opportunity perhaps to some students but i know it's a challenge because of the timing yeah exactly and you know the fact that you know we've already registered our kids and now there's going to be another opportunity so i don't know how that's all going to fit together but just to let you know that they are struggling like everyone else with kovid but even more so because the vast majority of their offerings cannot be taught remotely there is a substantial amount
of layoff that is occurring right now among socal rock so we're sorry to see that happen but we'll give you more as we get more information over the course of the next week and month or so perfect thank you that's it mr dweller well let's see first off uh congratulations to recent rbusd grad and family member zan wesley on his emt certification and work with the homeless that got put into a lot of print and television newscasts that we saw uh when i first saw it i didn't put two and two together and and noticed the last name it was just like hey cool look at this and i shared it around so great job there also i'd like to make a public thank you to jessica silberling and susan wilds for supporting the california
state pta webinar advocacy for student learning styles they did a great job with it represented rbusd really well and i heard great feedback from the leaders that organized that as well as other leaders around the state on that i think it you know makes us shine so it was wonderful that they were able to help on the legislation standpoint there's a large number of bills similar to the sb 50 that was last year that allow the state to override local zoning it's kind of interesting it's like the election thing where you think the local control would take precedence but who knows but it could increase density switch r1 lots to r2 lots commercial to residential conversions and things like that i've got a handout summary of the bills that i'm going to sort of spread
around if you read about any of those and see anything it'd be good for anybody who has opinions to reach out to al muratsuchi and ben allen and let them know how you feel about that and how it could affect the schools the worst potentially for us would be sb 1120 that requires the city to split r1 lots into separate parcels and then each parcel could have three units so each r1 could potentially turn into six which you know i guess economically for a developer that's probably a good thing but um even if it's even a small fraction of our lots it could cause some problems depending on where they're doing this um get those little amazon houses yeah yeah i don't know what it does to density and square footage versus whatever but yeah
and then i've also been on lots of phone calls for the emergency council and county health i got to hear some of the same stuff on the call where they talk about the athletics and answer those questions i actually did get to ask some questions not that i got good answers but i was able to ask about the status of the ppe we hadn't promised and all they could say was not our department but we'll at least ask as well as the issues with the fact of the mandated staff testing how the is there capacity for it and who pays for it all and again the answer was good question we need to find out from the state because remember that the governor's order was when we come back to school all staff gets tested
over a two-month period so that's an extra 5 000 tests a day in southern california in l.a county so there has to have that capacity to do that get the test get the test results and we're assuming the state is paying for that but we don't know yeah but the problem problem with it is even if you test over two months yeah unless you're testing every day or every week it's yeah there's there's nothing good there but that was what the governor said we have to do so i figured i would ask who's going to pay for it and can you do it and that is it for my report thank you thank you mr witkin ramer no report right now thank you okay david one more time all right if we just all right
sorry no report okay thank you uh just you know a collective thank you to all the associations and uh for all the hard work and to staff for getting all the stuff done it's been it's you know kind of like the end of the year for graduation it's been a very long summer and i feel like i i feel like it's it's it's uh it's been like six eight months and it's really only been two so uh but you know i thank you to everyone staffing staff here at the district office and what have you has been a very busy summer i i as i've told many parents i promise you it will look a lot different than the spring no reflection on any anyone just ultimately the expectations are going to be what our
usd expects so you know hang tight with things and you know we'll have a little bit of bumps at the beginning but uh uh you know hopefully it'll be minimal and will be too you know make the best of a not not the best situation so um calendar of events uh of his teacher's return tomorrow let me see if i can find the actual page of it already first day of school august 26th yeah school starts on the 26th uh we'll be back here second tuesday in september um if there's anything else i will find it but in the interim i will call for a motion for tournament act well two things uh first my question on the schedule i'm sorry future agenda is there any thought about moving board meetings back to regular regular
time at this at this point due to the fact that that we are working remotely i kind of took the latitude of saying to keep them at this time uh just it's i don't want to bring staff back and and having to bring if we have reports and otherwise having people coming if it turns out that it's going to conflict with things that we need to do school wise we can we can change but for the moment and just put it if the staff is working because they have to be teaching um yeah representatives 100 that might be a reason to to change well i mean so you have any any thought on that as far as like you being in like 115 that type of thing i mean i would agree with brad it
would be very difficult for us to have any rbc representation at meetings that start at 1pm okay one one thing just to keep in mind i know and this is just a personal thing with me that it is a challenging time of day to get in where we're trying to do a few things on my day job so okay cool all right we'll do we will we'll discuss uh discuss it offline and figure out something for that so uh thank you mr waller for sharing this so yes the uh first day of school is next wednesday uh labor day is september 7th uh september 8th is our next board meeting here september 22nd as well september 28th is rvusd local holiday and then board meeting october 13th and 27th so uh any future agenda items
um actually i do have one okay um just because of the bills that i talked about there i'd like to bring back the developer fee and capacity study that we had shelved and have them give us sort of the you know option abc with at least their best guess as to the likelihood of what of that legislation might pass because 10 years from now if one of these things passes things might be different so some thoughts on that i think now is a good time to put it out there and that might also help us with any arguments that we might have if we look at a capacity study that says well assuming that these two paths here's some numbers sounds good anything else all right so i'll have some more information on socal rock
we can do that under my comments or under a separate item of your choice yeah if you i mean i would just say you know i'd probably just say reach out to ricardo on the friday before if you want to have a full gen item or we can carry it over just carry it over whatever you want so um all right can i get a motion for adjournment so moved second thank you ramer
