001[Music] so [Music] 30 seconds away good evening and welcome to the cedar falls school district board of education meeting on this monday february 8th i want to welcome you to our meeting if you're tuned in uh via our website or via channel 15 i ask you if you would like you could go to our website and you can find the agenda and the supporting materials for tonight's meeting before we start i do need to read a brief statement because we're conducting this meeting electronically and that statement reads as follows a governmental body may conduct a meeting by electronic means only in circumstances where such a meeting in person is impossible or impractical and only if the governmental body provides public access to the conversation of the meeting to the extent reasonably possible the place of

002the meeting is the place in which the communication originates and the minutes of the meeting shall include a statement explaining why the person meeting in person was impossible or impractical as pursuant to iowa code 21.8 and of course we are meeting in this way due to the ongoing pandemic so with that i'll call this meeting to order and our first order of business is a public hearing regarding the parking lot so i have a uh brief statement i have in my possession an affidavit of publication showing the notice of time and place of hearing for the esc parking lot project this notice was published in the waterloo courier on january 27 2021 the board will now hold a hearing is there anyone who would like to comment on the parking lot see none this hearing

003will now close and that will go out for bid and the bid and then the board will be reviewing those bids in a future meeting so moving now to the consent agenda item c on the agenda do i have a motion to approve the consent agenda so moved thank you susie is there a second second thank you jeff see no hands or comments move into a vote all those in favor please say aye aye aye aye hose same sign motion carries uh moving now to the uh public comment section of tonight's meeting we do have uh quite a few speakers there's 10 that have indicated that they would like to join us for tonight's meeting and so i want to welcome all of you to our meeting uh it's not normal that we have as

004this many but that that's wonderful that all of you could join so just a few things that i want to say before we begin that section is so everyone will have up to uh three minutes to be able to share their comments um if you see danelle uh making an indication waving your hand or saying uh you know at the thirty second try and give you a thirty second warning as far as when your time to if you are uh if you are in the middle of something that you can conclude your comments certainly would ask that everyone of course be respectful don't say specific names of staff members or students in order to respect privacy uh of everyone and i think the other thing that would be just helpful as well just for board

005members as well as you're sharing your comments and is to understand if you could share you know your your address where you live and then what your relationship uh with the school school district that helps put it in perspective to us as as how you're relating to the school district so with that certainly looking forward to our comments this evening and i am going to start uh with catherine mahoney catherine mahoney i if you're here can you raise your hand or indicate otherwise hi i'm here the host has um stopped my video but i certainly can begin if you like yes please go ahead thank you i'm kathy mahoney i am an attorney in the cedar valley i represent many people in the um waterloo school district itself not pertaining to school issues but just

006um and i first officed in cedar falls i now office in waterloo i encourage you all to infuse your curriculum with our full american history as is being recommended and i wanted to bring your attention to one particular point of our history according to british common law which you all know is the foundational law of our colonies christians being spiritual brothers and sisters could not enslave another christian so um there was a woman named elizabeth key who was enslaved and she became christian the person who owned her refused to set her free and so she sued in the courts of the virginia colony she won her lawsuit and she was freed in september of 1667 the virginia general assembly made up of anglican christian men enacted a new statute which read it is enacted and

007declared by this grand assembly and the authority thereof that the conferring of baptism does not alter the condition of the person as to his bondage or freedom my point is this and let's be very very clear christian men fundamentally altered christian doctrine itself regarding the inherent dignity of those who accepted christ and became part of the body of christ and in addition these christian men as legislators fundamentally changed british common law regarding enslaving fellow christians in order to maintain a pool of unpaid labor and diminish the profitability of the tobacco plantations in virginia this isn't common knowledge it's not in our history books all of us have come to wherever we are in life without knowing this and yet it shows that americans white americans even though they weren't quite until and those laws be

008created whiteness we need to know this and it's impacting us today so i encourage all of us to do the 16 19 curriculum and to also infuse our your curriculum with broader um historical precedence thank you all right thank you um and i'm going to make an apology in advance if i mispronounce your name which is hopefully it doesn't happen but if i do my my apologies beforehand um ashley loper are you here ashley i thought i am here i'm here very good there you go go ahead ashley okay so my name is ashley lober and i graduated from cf in 2003 i went on to get my master's in counseling from walden university online we had a pretty in-depth curriculum a lot different from high school i would say so that's where i come

009from and throughout the the year we've had a rough year and i've watched things happen so i got my kids this book it's called a kid's book about racism and i wanted to read an excerpt from it just for everybody here this book is a it's about it's by um giuliani memory sorry this book is about racism for real and yes it is really for kids it's a good book to read with a grown-up because you have a lot to talk about afterwards just you keep reading the book won't bite now to introduce myself my name is jelani my skin color looks like this if you're colorblind this is the color brown because my dad is black and my mom is white which makes me mixed or african-american biracial black or a person of color

010i'm proud of who i am and the color of my skin but because of my skin color people aren't always nice to me sometimes i get called names other times it's worse the person doing it might not even realize that it hurts me a lot and when they treat me this way it makes me feel small you see some people believe that having different color skin means you aren't as good as others that's called racism so um and then i'll just kind of stop there but um i just want to to say are we doing enough in the community are we doing enough in the schools and are we doing enough at home uh the kids are suffering and we need to do something and that's it thank you ashley next i have jack darling

011jack are you here i saw you earlier okay i am going to move to megan johnson megan i think you're here hi megan go ahead hi i just have a few things to share my name's megan johnson i'm a second generation cf grad with three kids who have graduated from the high school and two still at the high school and um i just want to say that while we are real quick to punish these kids for their racist actions we are not so quick to correct the racist institutions and systems that has led us to this moment in 1995 um a kid in the class ahead of me killed himself in the midst of the administration working with the naacp on race relations at cf this young mess man must have felt much the way

012i do right now that nothing is changing one of the recommendations at that time was for the school district to look at hiring procedures and have staff and educators that more closely reflect the students that they teach my question is how is that going this is 26 years later and i still don't see representation of black and brown people in our schools our student body is 17 non-white and how is that reflected in our staff we also teach a very watered-down version of history to our kids our students are not taught the horrific history behind this word that they throw around and still use today if they really understood the history and how that word brought murders rapes families destroyed families ripped apart years and years and years of oppression houses burnt down businesses burnt

013down and generations crushed and killed i don't believe they would think it was cute to decorate a cake with it we need representation and education to get us through this we are part of an inherently racist system and it's time to admit that and work towards equality and education for everyone in our schools i reached out this week to an educator in kansas for her thoughts and she said you asked what teachers need we need to first understand that systemic racism exists how it started why it's here and where it has the potential to go if i as a white educator know that almost 20 percent of my students don't look like me and don't have the same experiences as me i know that i need to get educated to reach them your school report

014card can also point out in equities did you know that almost half of our school suspensions and expulsions were low socioeconomic students or that black students have the highest rate of chronic absenteeism at cedar falls high school you cannot argue data and this data shows a need so how will we respond will we continue to put our heads in the sand we need to do better and we can do better like i said i had three kids go through cf and i have grandkids in the elementary level and we have to do better for them than we did for my classmate adrian dudley thank you thank you megan and yes jack i see you okay good so jack please uh please go ahead yeah thanks i'm jack darling jr i was a counselor there in

015cedar falls for a number of years you know you have all the elements in place you've got there's curriculum there's there's great counseling staff great teaching staff you've got all the stuff codified and your district policies and everything like that but you know that's that are your families this is where uh the kind of stuff comes from because uh you know let me give you an example let's go back to 1964. uh barry goldwater was running against lyndon johnson for presidency and uh i was a stun i was a fourth grader i was a staunch goldwater uh backer now if you know anything about barry goldwater he was as far right as you could possibly get why was i you know some of you that know me no that's not me at all uh but

016why was i supporting him because i was collected politically active no i had no idea about any kind of politics it's because what i heard other adults around me talking about like my parents or perhaps some of the other kids was telling me what their parents were saying uh and so this is an uphill battle but i want to encourage you you know you've got all the pieces in place i think it's a matter of of uh developing the the wherewithal or the the determination to really go after this hard and and in our country today now has never been more divided i'm quite certain all of you agree um the time is now the school is our is our change agent i just really want to encourage you step up to the plate and

017and make this happen okay thanks it's great seeing everybody thank you jack moving to maggie dvorak maggie are you here here okay wonderful go ahead maggie good evening i was a former parent of a cedar falls elementary student i hope to be a future parent of several cedar falls students working back into the school system and to be honest a lot of things weigh heavily on my mind as to whether that's even the right choice right now i'm privileged to have the option to make that choice and i would challenge people to think about students who aren't in a position to be privileged to choose whether cedar falls schools are the right schools for them or not i think it's obvious there's a problem and i think that this problem has been long-standing and based

018on personal accounts and hearing experiential histories and stories and narratives that have come from the cedar falls school district for decades upon decades something is wrong and it's not being made right and so it's time to really revisit how that's being made right i've spent a little time on the cedar falls school district website and something that is concerning to me is that there's a lot going on on surface level um there's a section for cedar falls schools equity resources but how are we bridging the gaps as the school is an extension from the home how are we bridging gaps to challenge the thinking that needs to change in some of these young adults minds that would ever find that it's appropriate to do some of the things that are happening that are damaging to

019the black and brown students of the cedar falls school district and i think that equality versus equity is a really important bridge to gap um i also think that it's about time we have a bullying and harassment policy within the cedar falls school district that we can look up and find details about it needs to be updated there's some outdated information on there but it's about time we make some specific choices regarding how to approach these problems that are racially disparaging and i think this is a great opportunity to take advantage of room for growth there thank you maggie uh next i have gabby carr gabby i haven't seen you are you uh connected hello can you guys hear me yes okay can you see me uh you have a little bit of uh backlight

020there let's see let's get a better light in here how about now now we can okay awesome all right well i'll start uh my name is gabby carr um i'm a 2017 cedar falls graduate um and i guess i've never really done anything like this before um i might be the youngest person here not too sure um but i guess i just want to start off by saying um thank you guys all for being here i appreciate you all taking your time out of the day during the pandemic to talk about issues that are important um so um in my time it's your fault i um sadly experienced a handful of um racist you know actions you know things like that um sadly from both the staff and the students um and i've i've spent

021a good chunk since i graduated trying to figure out what exactly to do about that um i think that sometimes the people um like somebody else had mentioned i think that sometimes people really don't understand um you know the depth of their words and um their actions and what things can make people feel you know um and so i think that somewhere that we can just have common ground and start is um just putting you know more curriculum in with um that is race friendly um like you know just uh not making it such like a taboo sort of thing just making it more normal because it should be um let's see other than that um i guess i should have this written down my bad um let's see there's one other thing yeah um

022also i think that um as far as like the staff goes at cedar falls high school i think that those those type of complaints when they come from you know students of color i think that those complaints need to be taken seriously because they weren't taken seriously with me and that led to a lot of you know um repression of you know my feelings and stuff because i felt that i wasn't being taken seriously and i don't want anybody else to ever feel like that because honestly it was terrible um so yeah i think that that's just another great place to start is just when you hear you know a person of color saying that you know somebody is being racist towards them you should take that seriously and there should be steps taken right

023away to make sure that that isn't happening um let's see i would like to i got 30 20 seconds left i'd like to end with a quote um you know everything uh everything going on in america right now is kind of a lot but um here's this quote let's see people with power people without power will always try to control those who truly possess it and that is from brit marling i believe but anyway yeah i don't know that's it you guys you guys have a good night thank you gabby uh candace brown are you connected candace brown i am hi can you hear me okay yes go ahead candace hi so i am um candace brown i am a 1994 graduate of cedar falls high school i am cedar falls bread i wasn't born

024there but went to southdale peach junior high and then cedar falls high school i think that during the time there the most students we had that were black i won't say of color because we definitely had other students who were of asian descent of alaskan native descent we have 10 black students that was the highest number my senior year and that was a big deal it was a big deal because two of the students had come from waterloo and they lived on the way to the school and so my sister and i we would pick them up and we would go to the school together and that was our way of inviting them in um i do believe that there were many students and many teachers who were not racist at cedar falls high school

025that was definitely made clear to me when i had a student who called me out of my name and my first reaction was to go to my locker and get my bat because i kept one just in case however one of the english teachers heard what happened stepped out stopped anything from going further the student was suspended the next year i was president of student body i think that when people see strength they want to go to it but if cedar falls does not show their strength it's not going to change and if at this point you still do not have people at the schools that look like me that look like my colleague paul burnett who's on the line also it's not going to happen you can talk all you want about equity inequality

026and fufu and flowers and all this jazz but if you don't actually put the work in it's not going to make a difference and you are not going to make students feel as though they belong there not everybody is like me i made myself belong there and that is because that's who i am that's who i continue to be i really hope that there are some changes and that is for the better and i appreciate the time to be able to talk thank you candace thank you very much for sharing kevin mcauliffe i think i saw you earlier are you still on kevin oh there you go go ahead kevin hi guys i'd like to thank the board for allowing me to speak tonight i am a uh uh i would like to thank the

027voice of some very concerned very scared individuals within the community um who just don't have this the the the voice that i am willing to share it just seems like for many years students at the cedar falls high school uh in the cedar falls school system all the schools have dealt with prejudices and race racism within the buildings the community and now the social media i say dealt with because our students are living in a fear not only of those moments of pure and taught hatred against them for literally no reason but in fear the lack of consequences given out to those aggressors as history and all the stories even tonight have shown us within the school system a slap on the wrist of any at times and even the victims of the racism is

028are punished for their reactions for something of no fault of their own as you can see if you decided to look the turnout for the protest from the students of the cedar falls high school was immense showing that these are not isolated events but they are more of a habitual establishment what seems to be traditional set of actions on the website of the school system there's a tab titled equity resources and then one deemed taking action and on this tab there are examples of ways the school system is committed to doing better but with the lack of action and the lack of seriousness taken by the students who have been the bullies it's a farce it's hypocrisy it's forgery to post and to share the trainings in which you're doing to be able to better

029handle these situations yet when the time comes to show what you've learned we see time and time again the feelings and comfortability of why students and teachers are put miles ahead of anyone else we can't allow this topic to be put on the back burner any longer it's time that these hegemonies these these micro aggressions these flat out blatant racist scenarios be handled properly and swiftly within our school system not just with ideas with how to deal with it but actual uh actual outcomes that make an example of these hate-filled abusers and provide the proper education on why these things are wrong in the first place you have things like the 1619 project you have people of color within the building you have all these things that can be done in in actions that could

030be taking place yet we're just talking we need to actually do something i want to thank the board for my time again thank you very much for sharing kevin uh andre tate uh you're on right there you andrew go ahead andre can you yes yes go ahead andre all right um i i'm kind of puzzled to this form just due to the fact that uh it's hard to see any resolution come out of this form without us having any type of dialogue that's gonna result in some type of uh action going forward and the reason i say that because i've been pondering since last meeting uh what do we need to do when we keep saying that we want to put in this education so there's the school systems all across across the country since

031the beginning of time and we still can't educate everybody so what i'm asking for is some type of consequence i already tried to contact um snapchat where most of this stuff has occurred and for the answer i'm getting from that um area is that money rules more than my kids feelings so snapchat isn't gonna do anything so when i come back to you guys i'm looking at the fact that racism to me and i don't know how you differ but racism to me is bullying so why can't we have something as harsh as the bullying consequences for racism or even as going as far as cheating because cheating can get you suspended up to the expense well we're so disgruntled and ready to get against people for cheating but i feel like racism may be

032on the same scale as cheating when it comes to what we need to do far as a consequence for it and and i'm all for the education because a little bit here just like this three minutes i get which is not enough time but it's something and i i feel like in that saying in that same form if we had some type of consequence it might deter these kids from doing it now the problem that i'm having with things that you relate to that is we also have a thing called systematic races so when you tell me that it's going to be to the discretionary of the principle of that school to put in some type of retaliation to the kid i don't think that that's fair because that principle is pressured by the society

033which it which uh the community which that school existed and if and of the people that send their kids to that school are prominent people in the community it's hard for that principal to step out and do what needs to be done so what i'm asking in this sense of racism for us to take it out of that principle's hand and for there to be somebody else that implement punishment against kids that does racism and i don't care whether the kid is black white or whatever he is or she is i feel like that same amount of discipline should go across the board for racism that we all are trying to say should not be tolerated in the school system but i'll stop there thank you for your comments andre paul burnett paul i remember

034you were here earlier paul are you still connected hey there you are i can see you paul can you does your microphone work go ahead oh i'm sorry i cannot i see that you are speaking but i cannot hear you can you okay all right paul well sorry paul you're our last speaker uh i just want to thank um all of our speakers and you are certainly welcome anytime to join our board meeting and make comments um we're gonna move into some communications right now but i do want to remind everyone as well to please join us at our next meeting as well um we've already we've had for some time um um some um the action on the equity committee as well and you'll continue to hear about that but moving into communications right

035now go ahead uh is that andy or janelle as she's sharing your screen i i would make a couple comments couple people mentioned this we we released an equity website today it's really about resources to bring about discussion education opportunity to have some dialogue we we know it's a start goes through some of the action plans that we're working on some of the things that we're trying to provide for for resources out uh not only to our students and staff but also community-wide we had some people reach out to us after that maybe some people that suggested some wording changes people that suggested some other uh resources and again we appreciate that because again we're not perfect we we're trying to again start that dialogue start those actions because we know we want to have

036a better future and and do things better as a district uh however we did have contacts that uh showed how deeply rooted some of the hatred anger bigotry is uh across uh some of our circles and in our community it really showed with some of these contacts that we had after we released that equity website that there is a lot of work to do a lot of important work that needs to be done we'll continue to be better but we'll also work to help not only our districts but our entire community be better so we can really showcase the equality the kindness and hopefully embrace more humanity and humility as we move forward so again we appreciate all the speakers i know janelle talk a little bit more about the websites and some of the

037resources but i just wanted to share that component that we appreciate people reaching out to us to offer those words of suggestions and improvements but we we had some strong words of pushback today too that again drives home what everybody has said we have work that we have to do across our community so we will get there um i will go ahead and give the communications update i'll definitely be talking about the equity website those resources that we share there's a few other things that we will um visit about real quick uh prior to that wanted to mention uh we've had the recent changes of course with the state um with the covet restrictions and just wanted to reiterate that we're going to be keeping all of our current health and safety protocols all of

038our mitigation strategies and especially our mass requirements going to remain in effect for all of across our buildings and all our buses and transportation as well as keeping the same limitations for mass squaring and numbers and attendance for athletic events definitely want to thank our students our families and our staff they've had continued diligence in all of these efforts and today we're very grateful to see that our numbers are as low as they have almost ever been since we started school so because we're doing these mitigation and these strategies and the mass we're able to stay in school and and keep everyone as safe as possible we had did reach our 100th day of school last week these are just some really great photos of the celebrations that happen across our elementary buildings a lot

039of the students or a lot of the buildings do different uh kind of things and activities for all of the kids so congratulations we've all made it to our hundredth day this is just uh from twitter this just shows our current cap students we started a new cohort with this semester and this is the students that are doing some learning about negotiation and they these students are actually at uni's john papa john entrepreneurial center and they are working together there learning about negotiations so we definitely have some great things happening across all of our cap strands this is just another quick snapshot of our caps education students growth cedar valley put on leadercast last week and they invited our cap students and they actually were doing it even on a snow day so um it

040was great that these students were involved and we're learning from great local women about leadership i also wanted to mention it has definitely been a snowy month for us and our buildings and grounds has a facebook page and this just shows some of the people that go to great lengths to make sure we're able to come back to school on those days after we've had all that snow so big thanks to our central services and custodial staff for all the work that they put in to make sure our parking lots and sidewalks and everything are clear and free of ice as much as possible also wanted to mention homes junior high we just received an excellence in environmental education award this was presented to them for the work that they've done to they have started

041a program in regards to food waste that was started with the americorps volunteers last year at holmes junior high since the start of the school year they diverted over 2 000 pounds of food waste so it was it was great that they were able to get some recognition in regards to this at the state level big thanks to gabby and mary who are americorps volunteers last year eric rossberg the associate principal at homes and then the many students that donate part of their lunch time to be able to help with that food waste also wanted to mention that ben byersdorfer he is in his 13th year at pete junior high as band instructor he just received an excellence in teaching award given by the northeast iowa band association mr byrastorfer was also a recipient of

042the r.j mcelroy gold star award for outstanding teaching so big congratulations to ben he is a great asset to our district and great teacher we recently the cedar falls schools foundation was awarded a couple grants from the community foundation and lincoln savings bank foundation to support our connectcf program our connectcf program provides reduced cost internet service for eligible students and families in the district it's a collaboration we developed in 2018 with cedar falls utilities and it has been invaluable for us since the pandemic especially last spring as we um students were all at home after spring break and then this past fall as we had students that are doing the virtual campus and then we had some days where we went all online right around thanksgiving we were able to provide this service to our

043families so thank you the community foundation lincoln savings bank this is an ongoing effort it's only sustained by dona donors individuals businesses and grants so with more information you can go to our website to find out about it we also wanted to mention the gold star teacher nominations are open until february 19th so we encourage everyone to go to goldstartteacher.org staff students parents and community members can nominate teachers for that award also it was national school counseling week last week and i just wanted to give a quick shout out and big thanks to our school counselors across our district they are doing amazing things all the time working directly with our students working on issues that come up in our buildings especially very recently with racist posts and in response to how students are feeling

044and knowing we have a lot of emotions they have been doing great things for our students and continue to do every day so thank you to all of our school counselors we do have a virtual campus hub it is now open enrollment time you're able to open and roll into our virtual campus if anyone that is interested we've become a approved provider by the iowa department of education so if you go to our website on the home page on one of the carousels there you can go directly to the virtual campus and we will be sending out a new parent university focused on all the work that's happened with our virtual campus this year and this is just a screenshot of the equity resources website that we just launched today we this has been a

045very long time in development and many people have had a lot of input and sharing of resources and as many people and our public comments shared this is just scratching the surface and definitely just a starting point this is part of the statement that we sent out along with it we know prejudice discrimination exists in our school system and in our buildings for a very long time we had some alums that spoke and they can attest to that but we have to do something and we need to do something we can't just talk about it but this is at least a starting point for us we believe it's a good place for us to direct our families to direct our staff to find out more to learn more to become more educated we had over

04650 people give input offer resources and we know this is not all-encompassing in any way and we will continue to add new resources i've literally changed it since we shared it out with families today based on some great input and we'll continue to add lgbtq plus inclusion links and and more depending on what's happening in our school buildings what's happening in our district and of course as dr petty mentioned we'll have a much more in-depth look at equity committee at the next board meeting you can definitely go to the website and find out what the committee has been doing as far as what they've been talking about at meetings agendas and then the trainings that have been happening as well i wanted to just quickly mention we are lucky we still have all of our

047athletic teams in competition and wanted to just make sure people follow the booster club so they can keep up to date on all the things happening especially as state tournaments are coming upon us and then definitely other ways that you can connect with the district to see all the different things happening any questions from board members all right seeing none of course we do look forward to that equity that full equity report that we're going to use at our next board meeting part of our and i encourage all those to join us uh again to hear that and you're certainly uh certainly welcome at any time moving now to item f on the agenda um which is regarding the kitchen renovation at lincoln and southdale uh go ahead janelle yep um as we've spoken in

048the past part of our 10-year pebble plan is the decentralization of our kitchens and this year looking for summer 2021 is our south dale and lincoln elementary and just to review for the board some of those items in which uh would be uh renovated for that decentralization would be the the serving line as well as the wear washing each individual kitchen will have its own standalone dishwasher obviously some counter work and some food preparation specifically for south dale and lemon tree and as we take a look at the cost estimates specifically to that um the budgeted amount was for architectural mep and equipment was 338 405 again this is utilizing our pebble plan our 10-year pebble plan and some of the equipment that we were taking a look at specifically for southdale was a roll-in

049refrigerator um combi ovens the exhaust hoods the and then obviously some fire protection system and the hot and cold pan wells uh is and also as i mentioned the dishwashing machines um which will be located all of our our our kitchen specifically and as we continue the other kitchen that we're looking at for summer of 21 was our elementary kitchen there is a little bit additional work that is required with the elementary kitchen at lincoln and that's because of the grease line but again you'll notice the wear washing as well as the food production some work counter and serving space and changes specifically to lincoln elementary and again you can see the budget listed on for the elementary of lincoln specifically for the construction of 377 175 dollars and again some of the equipment that

050um to refresh the board um specifically and it looks probably very familiar to southdale is again a reach-in freezer you know the combi ovens as well as the roland refrigerators and again the dishwasher as i mentioned earlier and taking a look at the summary of the budget again this is out of our 10-year pebble plan for the construction and the equipment and installation with the two projects together a total budget of seven hundred and fifteen thousand five hundred and eighty dollars um for the summer of twenty one um fiscal year twenty two uh bids were received and they were due back january 28th uh 2021 at 2 p.m here at the admin building and in taking a look at the general construction we did have two bidders a cardinal construction from waterloo as well as

051failure hurley construction out of waterloo and it is the recommendation based on the bids received for failure hurley to complete the general construction of our south dallen elementary project of three hundred and eight thousand four hundred dollars in addition then obviously we were discussing as well as kitchen equipment for the southdale and lincoln elementary projects again those bids were due on that exact same date and time again we did have two bidders specifically for the equipment and that was bolter llc as well as out of brooklyn minnesota as well as wilson restaurant supply out of out of cedar falls and in reviewing those bids and working with um rippy and associates the recommendation would be to move forward with bolter llc with brooklyn minnesota for 356 854 on this project if you recall the budget

052was 715 580 with the two combinations of the the equipment as well as the general construction um the bids that we received were underneath that original estimated budget and then this just gives you a timeline in regards to obviously we've passed the the january dates and today is the february 8th meeting where board approval and award of the contract construction is to begin on january 7th or sometime around there with the completion of august 2nd in preparation for the new school year for the 21-22 school year thank you very much uh let's move to a motion and then we'll see if there's any questions so could i have a motion to approve the the bid sure this is alan hi history camp i moved at the cedar falls community school district board of education approved

053the lincoln and south yale kitchen renovation project bid for general construction from faylor hurley of waterloo iowa in the amount of three hundred eight thousand four hundred dollars and for kitchen equipment from boulter llc of brooklyn minnesota in the amount of 854 dollars thank you is there a second uh i guess i heard susie first uh as the second seeing no further questions or comments we'll move to a vote all those in favor say aye aye motion carries uh moving now to the summer roof and masonry projects bid uh denial again yep as part of our ongoing maintenance and repair uh part of our tenure couple is the review of our roofs and the masonry throughout the district of our buildings and to remind the board this year the recommendation was um by daryl smith

054with terracon specifically um roof replacement at orchard hill elementary section uh level d as well as then some masonry repairs at southdale elementary with various sections and also at the central administration building you'll see that this is the specific uh location of that roof repair for orchard hill as well as then those masonry repairs um of discussion that we had at last board meeting specific to southdale within the administration masonry repairs regarding um central service excuse me central administration again the anticipated construction cost for all was 281 775 dollars again and that was for the uh roof replacements uh roof repairs as well as then the masonry um bids were received specifically for both the roofing and the masonry and they were due back on february 2nd at 2 pm here at the central administration

055office we did have two contractors specifically in regards to the roofing in reviewing you'll see service roofing company waterloo iowa as well as in the blackhawk roofing company both were received and both acceptable it is the recommendation um uh administrative recommendation for servicing roofing company of waterloo for 147 982 dollars as well as then taking a look at the masonry those those bids were also due on february 2nd at 2 pm here at the central administration office in this particular bid we had three contractors place bids restoration services enh restoration else lc and building restoration and again um you'll note that the administration recommendation would be the restoration services out of waterloo for forty two thousand sixty dollars and again if you recall um the uh the total budget was the two hundred and eighty

056one thousand seven hundred seventy five dollars again this is below the budget of the recommendations um of the 147 982 as well as then the mason area forty two thousand uh sixty dollars and then taking a look at the timeline again we've obviously surpassed some of those dates in january and february with the award of contract this evening february 8th again with beginning construction on june 14th of 2021 with the completion again by august 6th of 2021 prior to school starting um in august all right similar to the kitchen work i'd last for the motion first i move that the cedar falls community school district board of education approved the 2021 roof and masonry project bid for roofing from service rookie in waterloo iowa in the amount of 147 982. for masonry improvements from restoration

057services of waterloo iowa in the amount of forty two thousand sixty dollars thank you jeff do i have a second this is sasha all second thank you for the second questions or comments i do have a quick one to know so as our community is well aware we did some major renovations through orchard hill and uh we have a beautiful school there so uh could you just tell us uh is this part of the roof that didn't get replaced in all of the um things that we did at orchard hill yes that would be correct we have a rotation of our of our roofs that we review and repair and and this would be part of that roof that was not repaired during our renovation during um and that addition during orchard hill okay thank

058you very much any other comments questions seeing none we'll move to a vote all those in favor please say aye aye oh same sign motion carries moving now to the approval of the high school bid packages item h on the agenda yeah i know uh shane gisellhart's on on the call as well but i'll just kind of review uh just for everybody's uh um recall with the bid processes we opened bids in december approved the majority of the bids on december 20th currently there are still two outstanding bid packages that we we need to finalize one of them is recommended for approval this evening which is young's painting painting uh and that is for the bid package 9-7 the paint and coating work for 637 seventy four that is uh the low bidder uh there

059was just some work uh that story construction worked with them on as they went through their process and bidding documents um that means that we are still under budget for the overall high school project uh 41 778 dollars which includes the 2.5 million for contingencies so we recommend approval of young's painting for that bid package number 9-7 chain did i miss anything that was good that covers it all right excellent similar fashion ask for a motion uh this is this is nate i moved to accept the recommendation from story construction for bid packages presented today february 8 2021. i have a second second alan all right thank you alan questions or comments um dr petty you mentioned that we're still 41 41 000 under our overall budget but we do have one more package that

060has to be bid out so well is that correct yes that's correct and that's within the budgeted amount we have set in that overall budget amount the estimated cost for that last bid package which is the next item on the agenda which is our elevators if the board recalls we had one bid i guess bitter on that bid package when we opened bids in december uh that bidder had to withdraw so we will re-bid that bid package but uh feel pretty confident with the numbers that we have as estimates which is included in the overall budget numbers which still means we're we're under budget by the forty one thousand dollars okay so just just restating including everything including these two packages one we're voting on now and the one that's still open we we estimate

061that we'll be forty one thousand dollars under our total budget okay excellent thank you for your verification any other questions or comments all right seeing none we'll move into a vote on the high school bid package presented by dr petit all those in favor say aye aye oh same sign motion carries and i know you already gave your quick introduction on the elevators but is there anything further that you would like to add to that i would just say due to iowa bidding laws requirements we have to go through the public hearing and set that public hearing go through the process to be able to rebid the the elevator um the elevators within the new building so it's just going to be a process as we we go through that we hope to be able

062to have bids back to us in march so we can get that approved obviously elevators won't be installed early in the project so we still have a window and a time to get that done very good very good um so is there a can i get the motion to set the uh the bid for that i move that the cedar falls community school district board of education approved the proposed plans specifications proposed form of contract and set a public hearing date of february 22nd 2021 at 5 30 pm at the james l robinson administrative center the package 14-1 high school elevators thank you is there a second this is an eight second nate second any further questions or comments seeing none we'll move into a vote all those in favor say aye aye moving now

063to item j on the agenda which is the amendment to the professional service agreement with envision architecture yeah so with the article on the paper we wish we provided a little bit more detail just with the costing and estimates with that i know the board knows a lot of these details um we we've known since uh well several years that our two pools that were built in 1978 are ending their life span uh so we've had a discussion for several years about what it would be like to explore the pool at the new high school level uh we have some very strong outgoing uh vibrant community members that are involved with some of those that work as well so there's two phases to this amendment uh one is the pool knowing that as we look

064to the future with some funding that has been secured uh the potential to be able to move from schematic design which was done with the high school as we looked at some of the piping some of the utilities and some of the other work as far as landscaping where that future building could go and then also what came out of the discussion working with staff and community was performance center something that would be much more open have some spaces that we could use for cross-curricular multi-curricular um some additional activity spaces within the structure so what we have been working on uh through this process is to be able to get better cost estimates as we are looking at how do we not only fundraise for some of these uh components but what is that finite

065expectation for when we go to bid so we can pinpoint point those dollar amounts so to take each of these two in context the pool um there's been some early estimates that it's about a 15 million dollar expense we've known as a district in our ten year pebble planning that we have need to either renovate pools or we need to to build a new pool so we've set aside roughly six million dollars within the pebble planting long term to be able to invest in a new pool uh the cities through their cip process because they they utilize the the school pools for a wreck and and some community swimming opportunities have set aside i believe about 4.7 million and then we have again a fundraising group that's working really hard and diligently to come up

066with what we believe will be the remainder of about three million dollars roughly uh to be able to move forward with this project and again this extension of the amendment for professional services allows us to move from schematic design to the design development and then bid documents so we can refine our costs we know exactly what that will be does not raise any taxes does not generate any dollars uh its dollars that again are are through our physical plant equipment levy and our 10-year plan as well as the city as well as fundraising the performance center uh there's been some early estimates uh about nine million we think we can refine that as we get into bid documents and cut that cost uh very extensively it's really an open uh concept structure that will will

067be more of i guess frame we think working with our activities department through our um booster clubs and other organizations that would be fully fundraised for this is something that came out of design development working with staff working with community that said this would be a great addition if we can do this and we think that it can be done but it will be coming through fundraising and other grants and other activities so again moving from schematic design to bid documents just allows us to refine that amount so we can have a targeted fundraising goal all right um like to entertain the motion and then move into the questions comments and discussion uh go ahead this is susie i move that the cedar falls community school district board of education approved the amendment to the

068professional services agreement with envision architecture as presented thank you is there a second thank you jeff all right now into questions comments and discussion um i'll have a question uh so our voters obviously uh graciously approved a uh a bid for a scope of the of the building um and with a we were talking about the budget that we had for that building so is this is this exceeding the original scope or i or i guess put it in put it in context as far as how the pool and the performance center fit within the overall original budget and scope of the high school project yeah so when we went through the bond process we said that the the pool is a community conversation we we have to have a wider community conversation we did

069say we would plan for where that would go we would put all the utilities underneath to make sure that everything fit together um as we've had more in deeper conversations as we've looked at again the life cycle and lifespans of our current pools as well as again this uh tremendous community group that's helping with with some of the fundraising and the set aside with the people in the city uh we believe we can get this accomplished within that window of when the high school opens the hope is to have the pool open so that it's all based on timing we think we have some economies of scale as well when we can uh rely and go through a bidding process potentially with bidders that or con contractors already on site and be able to get

070some synergies with with that arrangement as well so um it's certainly something that we planned for and knew was coming down the road i think now we are very optimistic it will come quicker than what uh it would have been underneath our original timeline three years ago uh the performance center again that came out of the design developments that came out of just feedback and dialogue and uh what other people had seen when we took visits and did trips and and what other people have seen in other community high schools not only across the state but across the midwest and said this would be great to have so it wasn't in our scope but it's uh now in that area where it would be a fundraising component to hopefully target and move forward with in

071in the future thank you other questions or comments i'd just like to add to that the other benefit that will come from this will be added a potential space in the two junior high schools which are going to reach that need here in the very near future so i think that that's a an added benefit to this kind of project what do you anticipate will be the total uh you mentioned six million dollars before as far as a number that's already been if you will it's it's been in our 10-year pebble plan for for some time so is that is that number uh for these project is that is that kind of our maximum number from from our budget that we're going to allocate and we'd expect the rest of them to come from the

072city and private sources yeah that's what we've allocated for these two projects within our people so that would be what we expect that would be reserved and set aside based on the the people 10-year plan all right andy this is alan the the renovation of the pools at the two junior highs is that included in that six million dollars that separated no that's separate so when we started to build out the the ten-year plan have the community conversations we knew we either had to a do really significant renovations in the two existing pools which was going to be that four to six million dollar range if not higher or we needed to have the dialogue about what would a new pool do and provide for us as a community for us as a school district

073so uh one doesn't replace the other so we have now what we have focused on is the six million dollars for a new pool then there's additional dollars in the 10-year pebble to renovate those spaces into classroom spaces at those two junior highs so those pool canopies pool spaces will no longer be pools because the amount of work that needs to be done substructure utilities underneath the base is is pretty significant after uh 43 years of service and in all the damage with chlorine and chemicals and and everything oh sorry go ahead i just had a question about the you know the public fundraising component of this how you know they're what are some of the i guess the benchmarks that they would have to hit for this and when would those have to be

074hit in order for the projects to actually move forward beyond these design phases yeah we will meet here in the next week or two again with with each of our fundraising groups uh i would say uh we'll set some of those targets uh our our pool group again have been very active already and have generated some initial uh dollars allocated um they they have some really neat uh on the cusp opportunities as they're they're looking at fundraising i think our our performance center groups are just kind of waiting to again try to refine that number and be able to say you know this is now moving from schematic design to bid documents here here's where we're at so we just need to pinpoint x dollars at x time to to be able to make sure

075that it can move forward uh it's there's a lot of those moving parts uh when you start looking at dollars allocated versus dollars pledge that we just need to make sure we firm up with a little bit more i guess language to make sure that everybody's on the same page i know we've talked about in previous meetings that uh the real potential exists to align this so that there's a completion that coincides with the uh completion of the rest of the building uh when when and this is kind of dovetailing i think off of nate's question as well as far as when do when do we have to have the funds you know i guess what's kind of our tipping point as far as hey we need to have know that we've got x amount

076of funds uh secured from private and other public sources in order for this to proceed yeah so a pool construction really is about a 12-month construction our hope is to be able to have that again open in in the the summer of 2024 um to be able to coincide with the opening of the the building um the window and and the construction of a performance center again it's sort of kind of a standing steel structure attached to the building is going to have a much shorter window um so that is you know again probably if you're looking at dollars into again you look at how big packages break down substructure and and slabs and and concrete footers probably late spring or late fall of 2023 early spring of 2024 because the rest of the framing

077and i guess components within that won't be time consuming or difficult so roughly about a two-year window and if we have community members that would be interested in being part of the private solution to these great community assets where should we direct them you know they can reach out to mr becker uh the activities director at the high school myself uh janelle i don't know if i should call out our pool groups that are on right now but we have two great leaders on that um mrs coyle is involved with helping organize some of the fundraising components and i know just as a booster representative director heinz has been involved with some of that work too so there's multiple people to reach out to if you um would love to to be involved and or

078some naming right opportunities as well excellent any further questions or comments very good to have a motion in a second so we move to a vote on this um all those in favor please say aye hi hi oh same sign very good motion is approved moving now to the superintendent's report yeah just a couple different items the the next board meeting february 22nd uh i believe will be in person um at that time and and again we'll continue to work with uh our uh council chambers to to see if that's uh going to be allowed for us to be in there but that will be our equity and sel uh informational report so very excited about that we know that'll be a really good uh presentation our our belief is we're we're on the right

079path we're doing some good work we know we have some work to do but we think uh as members of the board have been involved with that uh it's plus some community and other members that we'll be able to share on the 22nd uh some of the things that we're really trying to accomplish and uh change for the better as we look at uh equity inequality and then march eighth is our mark one march board meeting and that will be the preliminary budget that will walk through uh some of the budget components and budget aspects and decisions for the board at that time very good any first any questions for dr petit on board members all right seeing none wrap up asking uh any any comments from board members i'd like to um just again

080thank everybody who came out tonight to present um uh a couple of the things that really stood out to me which i you know i know um have been talked about and are being worked on um are the the lack of representation in our staff in our buildings and the curriculum that students are being exposed to as they move through our school district i know that mr talbot has been working really hard at trying to recruit a more diverse workforce and i know that there are um parts that i think are going to be discussed maybe um at our next meeting about the efforts going on in the caps program and partnerships with you and i to try to recruit more diverse workforce i would like to just ask though if there are particular things

081going on with regards to our curriculum i know that our the website has a lot of information up including a link to the 16-19 project but what are the conversations going on in our schools about how we're really diving deep into how students understand our history and and the diversity in our world so i think timing for us is is i guess probably a really good crossroads because one of the things that we have been working on now for about a year or two is our social studies adoption for curriculum components and what a what a perfect time to be able to now make sure that as we look holistically at curriculum how are we we teaching equality how are we teaching history how are we making sure that we are teaching compassion acceptance humanity

082across the board and a lot of that is done through our social sciences and certainly embedded in all curriculum areas but certainly in that area so that is one thing that we are being very acutely keen to as we look at how are we going to go through that adoption period to make sure that that is a very um balanced uh curriculum approach and something that includes multiple viewpoints with multiple resources so people can see themselves reflected in the curriculum as we move forward social also an action step within our equity committee and and again a very uh big action step as we look and review all of our curriculum to make sure that it's uh reflective of everybody but also inclusive of everybody awesome thank you and thank you also to alan and nate

083for um for representing our board on the equity committee and for tara for just the amazing um work that you're doing and spearheading all of this um i um i know it feels like a slogo and the information doesn't come out as fast as people want it to but it's happening and um and we will make sure that it continues to happen and all of us i know serving on the board are committed to that work so thank you all all right thank you okay go ahead i just want to make sure people are aware of some of the things that are bills that are being proposed in the house and in the senate in the state house and state and senate right now in particular we've had a lot of discussion about the 1619

084curriculum uh please be aware of house file 222 which would prohibit us teaching from that curriculum or curriculum modeled after 1619 and i hope our public i believe our local representatives might i believe their position is against any restriction on teaching from 16 19 curriculum but please be aware that that is one of the bills that's on the floor right now the omnibus bill uh which includes uh the elimination of the diversity uh caps in open enrollment i don't think that would be good at all for our community um there's also some other things in there that are very concerning like vouchers even state mandated school information systems things like that and um another bill house study bill 165 is really pretty ill-conceived from what i can see it it ties school funding to the

085number of days of in-person instruction with no exclusion for those schools who have correctly gone through the right hoops in order to apply for some of these exclusions for in-person attendance also things like snow days aren't considered that sort of thing so that bill needs some serious work over i think it's ill conceived to begin with there's also other bills out there about an assortment of bathroom bills which are i think also need to be closely examined before that before that they uh move further to the governor's desk so please keep in mind some of these bills some of these important educational impact bills and and uh talk to your local senators and representatives and uh make sure your position is clear on those thank you um go ahead okay go ahead nate um i

086was just gonna back that up um with uh director orvis's information um i know a lot of times people have no idea where to go what do i do when i um want to advocate for public education two great resources that are out there is parents for great iowa schools they have both their social media platforms as well as their website and also iowa safe schools and excellent platforms that are available to get that information shared to look at email addresses to understanding the the these harmful hateful bills that are out there we are all advocating for public education for our students you need to as a community as well to be heard to have your name out there to know that your legislators know that you do not support these things so please please

087reach out advocate for these things so that we can get these things nate stopped ahead you're muted neat can you hear me now yes okay i thought i i thought i clicked it and apparently i didn't anyway i would like to thank everyone who spoke tonight um the comments and stories were powerful and like thank you for sharing them with me with us um last week i was disheartened to learn of yet another racist social media post associated with cedar fall schools i condemn this most recent racist incident those responsible for the social media post and all racism in the strongest terms possible while details have since emerged about the post that emerged last week and the owner of the account was not responsible for the racist alteration to the photo i still want to

088make this clear regardless who did it the use of the n-word in any context by anyone who does not identify as black is unacceptable period the use of blackface in any context is unacceptable period both have long histories as tools used to suppress and discriminate against blacks and their use by non-blacks has no place in modern society students who engage in racist actions should be held accountable but they alone should not be blamed we continue to see these incidents occur because these racist acts have been normalized and accepted by too many members of our own community our children observe and internalize we should not be surprised when they mimic as well that said whether racist actions or behaviors are meant as jokes or are done in jest is irrelevant there is no circumstances and no

089excuses that make racist racism and racist behavior acceptable and any attempt to excuse such behavior as jokes when called out only serves to further normalize those actions as i said at our last board meeting conversations around changing racist policies and race eliminating racist behaviors cannot be limited to our school community in addition to within our schools we need to ensure that this is a conversation that is ongoing in our larger community at well in our larger community at all levels city county state the problem is systemic and regardless of the policies we implement as a school district they will ultimately be undermined if the driving force behind those policies is not re supported or reinforced outside of our school community we must not accept racist behavior in our community and we must all be willing

090to have the hard conversations and do the hard work to fix this we can and must do all all do our part to create real and lasting change alan go ahead you have to comment yeah thank you i just want to thank the other directors for their comments which um without i'm not going to repeat anything that they had said and i appreciate their reason raising the awareness and also alerting all of us to make sure that we stay engaged with our local legislators and let our let our thoughts and our opinions be heard i would just i would also add to what i understand in terms of the potential funding that's being discussed in des moines uh in somewhere in the neighborhood of 34 million dollars less new monies this year than the word

091the year before and this is coming off of a a year of pandemic and so on top of the requests from these uh my fellow directors here to our parents to those who were on this call tonight who joined us at this board meeting that we um need to continue to advocate for appropriate dollars to fund public education these are bills and actions that would be detrimental to us being able to provide the appropriate curriculum and resources to all of our students so just be aware of the the funding ramifications if they were to be approved and passed as well and andy i i appreciate and janelle appreciate your sharing earlier the positive feedback that the district received for launching the new equity website with tara and jill on this call and the whole equity

092committee gathering that information organizing that information asking the questions are the is this going to be helpful how can this how can this support change how can the support conversation and dialogue and how can this move the process along it saddens me and it's just disappointing to also hear that there was also pushback and that there were those who in our community uh opposed to us providing that information not just to our students on staff but to the broader community and it you know it's something that is something that i hope folks can appreciate the positions that school districts have always been in when it comes to being that being that um additional uh educator and teacher to to our children in the community when when what we're teaching and advocating may be in direct

093opposition to what's discussed and believed in that home and while while we understand that that puts our children and our students in a very precarious place here is where i think the leadership of districts has to be uh forward forward facing and and understanding and communicating to those who would oppose the um communication and the uh curriculum to promote um equality and um seeing diversity as a strength is that we are not going to we're not going to change we're not going to step away from our constitutional responsibility to to provide as equitable as possible an education and when that is in direct conflict with parents we we need to have the talking points ready to go we need to have those points ready to be discussed and hopefully at some point in time create

094some partnerships where maybe it seems almost impossible at times to create them so i i again i am so appreciative of the courage um there's the introspection um the reflection that it requires all of us of privilege um who uh identify as white and have um you know are absent in most cases absent of the challenges due to our race and our gender oftentimes so again thank you for your your leadership tara and others and uh janelle for being the communications uh voice for the district and andy for your um constant leadership and saying that we have to keep doing the right thing and sometimes the right thing isn't very isn't popular in all circles but we we need to you know stick to it so thank you any other comments from board members like

095maybe just to note on that funding that allen brought up is that the number that pushing the 2.5 the governor um recommended is that decreased funding and they're going to they're you know they're going to try to use that to say we're not you know we're keeping it at the same funding level percent wise as it was last year when it is a significant cut to the dollars being provided to schools so keep in mind when they and if you start hearing them throw around that 2.5 and then trying to equate that to what they did last year that's not the same we're going to be losing funds so just uh i think i think that point is important just to clarify because i think a couple of you hit on that so as far

096as the seat so if the two when they talk about and those of you who are following us much more closely is the 2.5 would increase the overall per pupil amount right so as far as cedar hall school district per pupil would receive 2.5 more for example if the governor's proposal went through so for our funding but as a as a as a whole funding package for the state it would it would end up decreasing because there's less students enrolled in iowa schools am i am i framing that correctly just i i think it's important not to i think it's important to understand uh the nuance of of this point that's my understanding the the what the they're fighting what they're sorry i'm trying to get my thoughts on this it's the money the pot

097of money is less overall at that 2.5 percent i'm trying to find an email i got back from a legislator excuse me once okay i'll mute here but andy yeah so when you look at uh comparisons 2.5 last year would have been a larger dollar amount on the supplemental state a dollar per pupil versus what 2.5 would be this year because of the number of students due to the pandemic didn't uh either attend public education decided to go a different direction or just stayed home so what they're they're saying is they're trying to compare equally 2.5 to 2.5 when the actual allocations and dollar amounts are much less with this year's 2.5 versus last year so um it's it's sometimes a confusing comparison but i think uh we need to be able to understand that

098when you say funded at last year's level 2.5 does not fund at last year's level so all things being equal for example if it were 2.5 overall we as a school district would receive 2.5 more per in certified enrolled people is that is that correct however however that assumes status quo so what happens if in the next school year that uh the parents that have held their children at home done homeschooling other options they is it i guess is it based on the whole amount and suddenly if the number of students increases that is the possibility exists that our funding actually goes down because it's based on a per pupil um so no but what they're doing is they're saying they're going to allocate additional or fewer funds to educating those students next year we

099we anticipate that the enrollment bump will happen next year across the state as we hopefully come out of a pandemic more students enter into public education back into their classrooms but again funding is always one year in a rear so the state knows 2.5 times the current population in schools is going to be what they spend next year versus what might have to happen the following year which is then where they'll backtrack and go with probably a lesser ssa amount uh because of the fact they have more students that they need to be able to apply that to so it's really short-changing schools for a one-year stop gap by expecting students to be in the classrooms without funding those students am i correct would that shift some of that burden to property tax pretty significantly

100our district as we're growing enrollment no but i think last time i saw there's still going to be like 160 districts i believe on what's called budget guarantee and then that falls back to local property taxpayers to make up that amount so actually state supplemental aid the state aid would actually be less than the amount of local property tax makeup if they increase that ssa to a higher level because fewer districts would be on the um budget guarantee which means fewer property local property taxes which means i think each community would appreciate that great great discussion any further questions or comments from board members all right seeing none i'll entertain a motion to adjourn so moved doozy is her second second this is nate thanks very good all those in favor say aye aye all

101right hi oh same sign your turn thank you very much thank you for everyone who joins us this evening you uh
