Morgan Brown >> here. >> Dusty Wear >> here. >> Brian Jones here. Becky Engel >> here. >> Christina Shark here. >> And Dave Werners here. Adoption of agenda and declaration of a quorum. Motion to adopt. >> Second. >> Thank you. Motion to second. Further discussion. All in favor, raise your right hand. And my computer just went off. >> You want me to read the citizens? >> Yeah, I can do it. That's fine. Okay.
003We've reached the citizen speak portion of the agenda. Um, we would invite anyone in the audience who has completed a green comment card or others who would like to address the board to step up to the podium, state your name and address so that the board secretary can capture it for our minutes. We ask you limit your comment to three minutes to allow sufficient time for all those interested in addressing the board to ensure all other agenda items receive attention in an efficient manner. Please know that while the board is always pleased to hear from citizens who would like to address them, we are not able to engage in conversation. If you would like to further engage on any specific topic, you may always contact board members before and after meetings or you can find
004our contact information on the district website. That being said, I have a green card. Taran Ferguson. Good evening. I am Taran Ferguson. Address is 385 East Rochester here in Atamama. I am here tonight as a parent of a child who earned their spot on the Discovery 21 trip that's coming up in two weeks. I have some serious safety concerns about the changes in the transportation that's been made. Um the lack of communication and transparency um has been non-existent until today at 1:45 p.m. Um we did get a call on Friday, but that's because I had called because I had a seventh grader come home a week and a half ago and say a chaperon told them that we were taking vans and suburbans instead of a charter. And I asked her to go back to
005school and and ask um are you sure about that? So she went back and asked. Um we waited to make sure um that was correct. We didn't get any communication. So we called on Friday um and sent an email to say, "Hey, what's going on? We have some serious concerns with this." Um so we had uh to get any information, we had to call until we had an uh a email today at 1:48 um stating that the reason they couldn't take a charter was due to bus scheduling conflicts. I know that the East Coast trip is going on currently and those parents were told there's not enough students to go on that trip to warrant a charter. That is not the case for the Discovery 21 trip. I understand charters. I do charters in my
006own role. Um I I work with them in my job. I understand um booking a charter. We normally book charters 5 to seven days beforehand because we don't know that we need a charter for postseason trips. We haven't qualified for tournaments. So, we normally do not get charters until 5 to seven days beforehand. I know the cost of a charter. I understand um that the trip fee that we would have paid as parents um there was a charter cost figured into that cost that was paid. I also know with a charter, what you're paying for is enhanced safety. You're getting a tag team of professional drivers who do this full-time. This is their job. They have experience in long-distance driving. They have to pass DOT physicals for their health so that way they're healthy enough
007to drive. They have a have to have a clean motor vehicle record. They have to log their driving and their and their rest hours to make sure they're getting enough rest. They conduct vehicle pre pre-trip inspections so they know the vehicles that they're taking are safe. They plan their routes ahead of time to make sure they're taking the safest route and to make sure they're avoiding construction or anything else like in major cities as this one will be going through Atlanta. This amongst so many other things. And what is this for? This is all for the enhanced safety of their passengers. Volunteers and chaperons that are going to be asked to do this, they do not have the equivalent of these safety measures in place. It's not even close. So you're vastly increasing risks not
008only for the students but the chaperones or the volunteers whomever is stating that they would take these suburbans or vans. I am asking you tonight to help and honor what we agreed to uh that we when we signed up in January with the initial paperwork that said we would be having our child would be on a charter with professional drivers for the enhanced safety not only for our child but all children who earn their spot on this trip. Thank you. >> Thanks Taran. Let's see. Moving on to the consent agenda. >> Make a motion to approve. >> Second. >> Thank you. Motion a second. Any discussion? All those in favor, raise your right hand. Opposed. Motion carries. Okay. Board priority. To be the best, we will create a positive learning and working culture for our
009stakeholders and embrace our community partners through communication and transparency. We have some action items uh this evening. The first one is the 2627 at risk and dropout prevention plan. So this one uh we talked to the board a couple meetings ago uh about uh Pwick and how we were going to uh that's going to get picked up through our atrisisk programming and we just wanted to modify our at risk and dropout prevention plan to make sure that was it was abundantly clear that PK3 students are identified at risk students. So, we made very minimal adjustments to it. Mike, you can speak to that. >> I don't really think we made any uh meaningful changes to it. I think we just clarified a little bit better on how three-year-old was a priority for the district. >>
010Y So, yeah, happy to answer any questions about the program. Otherwise, we'd just be looking to approve this uh updated plan for next year. >> There's no questions. I'll make a motion to approve. >> Second. >> Thank you. Any discussion? All those in favor raise your right hand. Opposed? Motion carries. Uh, next on the list, flexible school and student support program. Yeah. And as part of that uh at risk plan of adding our preschool students, there's a flexible student supports application in our consolidated application system. It requires board action to submit the application. just saying that they're allowing the board is allowing and giving us uh permission to um submit this waiver which just opens up additional at risk funding to uh fund our preschool program. So this is just a a process we have
011to go through. We'll submit the minutes tonight from tonight's board meeting and submit that as part of the application uh similar to what we do for gateway that allows us to operate Gateway in a unique way uh and use some additional uh flexible funding there. This is just a a a formality we have to do to get board approval to submit that as part of the application. >> Yeah. And this is just this is in addition we we plan to continue the program through at risk funds but this allows um a little more flexibility in the practices and it it states when a district's doing something uh evidence-based practices and innovative ways enhancing student learning and we feel that our PK3 program definitely checks those boxes. So this is another option that just allow uh
012additional flexibility with some of the programming. questions. >> If not, this is a action item, so we need a motion. [clears throat] >> And make a motion to approve the flexible school and student support program. >> Second. >> Thank you. Further discussion? Any discussion? Not. All those in favor, raise your right hand. opposed. Thank you. Um, next on the list, educational trips program resolution. Hi. Tonight we are simply asking the board for the approval of the use of the um our district vehicles for both the east coast and the discovery 21 trips which would round out the student programming for the 2526 school year. Uh as you all know there's been some shifts in the leadership of the travel program a separate entity from the district and so in order to bring the experience of
013the trips to the students um we are asking for the board support on this. >> So if we don't have the use of these vans is it does that mean the trips can't happen? Isn't one trip going on right now? Correct. And correct. Yes. >> I mean, there wasn't a lot we could do for the DC trip because it was scheduled to leave last week, but to Terren's point, do we have time to do something different for Discovery 21? I mean, did the cost of the of the trip really already include the the bus? >> That's a great question. And I can't speak to how the travel program built out their cost funding. That's since it's a standalone organization. I can just speak to the fact that it doesn't seem financially capable of being able
014to do the charter buses as well as the programming for Discovery 21 combined. is is the lack of funds to do that because of I mean the the children the kids have paid to go on Discovery 21. So is it >> the money is not >> there or I mean what what's the reason we can't afford to do the charter if that was initially the >> plan? >> Yeah. So to Taran's point earlier, the East Coast trip had it's 17 students ended up going on the East Coast trip. And so to fund a charter bus just even in that doesn't make doesn't work in just terms of a funding formula. And then when you look at the Discovery 21 trip again, which is let me be very clear was planned out prior to or supposed
015to be planned out prior to the changes in the travel program leadership. um just what was built out for what the trip actually costs versus um what families were charged. Those two things are pretty discrepant. And so to run the trip at cost versus to run the trip without the charter, um there's just there's a giant cost difference. And so the trips aren't possible as it stands financially without the vans or um SUVs. >> Maria, can you give me the number of kids going on the Discovery trip? >> Right now we have 45, but we have said to families that are uncomfortable in this position that they can be fully reimbursed for their trip. So if they they have similar concerns of the safety as Taran had mentioned that they can be fully refunded. And
016so I know that uh when communication was sent earlier today, families were asked to if this is something that changes their mind to let uh Mr. Cutsforth know by May 6th and that would I mean those are all things that would be looked at too, but so families would be reimbursed if they did not want to send their students on this trip. >> Bria, do you know the deficit amount that we're talking? Uh yeah. So there right now the deficit of the bank accounts are I mean after Discovery 21 at cost without the charters the accounts would have enough money to reimburse families for the Great Western trip. Um, but that wouldn't be possible to do without not I I mean it's just it wouldn't be possible to do either way, but um but essentially
017with the so the cost of the trip with the charters is running around $113,000. Um without the charters it's significantly less than that. I can get all those numbers to you guys though if you want those. >> Okay. >> So and then I believe so this is a separate entity right than the schools. That's not under our >> Nope. We've had no financial oversight over this account at all. >> So, what's the change of leadership that that's happened? >> So, right now there's a board that oversees the travel program. Brian, who is also one of our staff members, sits on that board. And Brian has uh since the resignation of their director, has taken kind of the bull by the horns, as I like to say, and put together the trips for Discovery 21 and
018for East Coast. Made sure that St. Louis went off uh the other weekend because the timing of the resignation of the director was the Monday before our St. Louis trip on Saturday, 10 days before the East Coast trip and then just a few weeks as you guys know before Discovery 21. So, it's been quite a whirlwind of change. >> So, because we're using these vehicles, we've also added extra chaperoons, correct? For each for each trip. Yeah. So, there'd be extra chaperones um for each trip and and then Brian can if you want to speak a little bit more to like what that trip would look like, but it's not the experience that that just say my student had on there where they drive overnight. It would look a lot different. It's what they did for
019East Coast where they stop, they go to several different places along the way. They stop and they switch drivers. They have more stops and hotels uh along the way as well. >> Right. So, I'm designing everything right now. Oh, sorry. Um, designing everything now where they've got a stop about every two hours. Um, whether it's a bathroom break, whether it's lunch all the way down. They have his they have got different sites that I'm looking at to find different stops. Um, their path all the way down is included. Couple different places already that's not that they've done stopped out stopped at before. Um, so it gives them that break of getting out, walking around a little bit, seeing some different things that they may not see before. And once they're down at Disney and and
020um, Kenny Space Center, everything is right there. So, the only thing I'm worried about now is just getting that path back. Where can we stop? What can what kind of things can they do to get off that van and have um, some more educational value? Mhm. >> So the the meeting for the Discovery 21 was in January and we said we've got 40 kids. >> 45 kids >> currently. >> So there was at at the time of the meeting I meant there was a price associated to that, right? And this is what the price includes. >> So the price included everything that was shared. >> Okay. >> Earlier. So 45 kids on a charter seems uh like a better deal than the 17. So is it kind of like the Discovery 21 trip is maybe
021subsidizing the DC trip that we took a charter with only 17 kids? And I mean I get the timing of everything how it was not a lot of time to plan, but >> I guess I feel like if there was 45 people that committed to this trip that these kids earned >> Mhm. Um, and that the monies that they paid were paying for that product that included the charter bus. I guess I feel like we we have an obligation to to put that out. I mean, and and if we don't, then I I think there should be probably some some discounted rates or something for the people that do want to continue to send their kid in a van or because they're not really getting what they paid for. I I absolutely hear everything you're
022saying. Yeah. >> What you guys have done, but I I it it just uh I mean, what's the cost difference to do the vans with the extra labor? And I mean, there's more stops cuz you only get 22 gallons of a tank of those. So, I mean, have what's the actual true cost difference to get a bus? Can you get 45 kids on one bus? >> Yes. What what's what's the cost to do that versus sending out 10 [snorts] vans or SUVs with 20 drivers and additional gas stops and additional overnight stops? >> Yeah. >> I mean, there's a cost to all that. So, >> have we really looked at what the >> Yeah. So, it's it's the transportation is one part of that cost that I think you're speaking to with the charters and
023the buses and the chaperons. The other thing that Brian has run into, and you can probably speak better this to to me, that is just the cost of everything on the trip is a lot more expensive than was originally anticipated, I think, when families were given the the price of the trip. So, for instance, ticket costs were assumed to be around $100 for different things, closer to $300. And so there's just a lot of other factors of the actual trip in terms of cost that are far more escalated that when Brian thankfully took over planning the trip that hadn't been um maybe calculated correctly at first and so that cost rose quite a bit which is why the transportation cost we looked at a different way to do transportation. I think >> I I struggle
024with that though. I mean to me if if we if the third whoever represented the district to give that price um if we you know I don't know when we found out that the trip was going to cost considerably more but >> uh whenever that was assuming it wasn't just two weeks ago you know is that some should we have let parents know and done you know give them the opportunity to fundra hey it's going to cost x more >> if you want to continue to send your kid you know you got to pay for it or fund raise or whatever but >> I feel like if nobody knew that until recently. I mean, you go I mean, someone comes and buys something from me, I say it cost this much. If I messed up,
025I got to eat that, you know. And I mean, I know we're >> this isn't our forte. um but uh the travel stuff, but um and again, I'm not taking any way taking anything away from the hard work that everyone's tried to pick up the pieces here in the last few weeks, but to me, I feel like this should be something that we should be finding funds for and and making this experience what the kids expect and what the parents expected. And if that means there's a $15,000 shortfall, then we learned that we need to uh do a better job of planning these trips. >> Sure. >> Or not be involved at it and let a third party handle it all. You know, not the third party we had, but like the ones that are
026handling the trip going out east to New York, you know, I mean, should be hands [clears throat] off. But I don't to me I I think the I I think we should find a way to to to get that bus. And I mean, if something costs 300 now and and they budgeted 100, someone didn't do their job. But I don't think the kids and the parents should have to absorb that. >> Would it be fair to and I could we already have East Coast running? Could we make the motion to approve the buses with the idea that we are going or approve the district vehicles with the idea that we will look at how we can find other transportation if possible? >> Would not approving the district buses tonight preclude the trip from happening? >>
027Currently, yes. tech's here's what we could do. >> I think what I'm hearing from the board is that you would like us to look at that option. I think, >> you know, kind of >> for [clears throat] Maria and and and Brian, they were put in a really tough situation and the last two weeks and our focus was to make sure all of our kids could go on these trips. >> And that no parents lost any money. Mhm. >> And we've done that which uh to was a herculean uh feat by these guys that um but I understand I think you it's a fair question when you have 45 kids. I've done enough trips that >> can we figure out a way to take a charter that here's how the budgeting works is that we
028cannot we can't the district can't take it out of general budget even if we wanted to. So, we can't pay anything out of general budget. We can't really use student activity monies that are designated if they're raising it for a certain uh cause or goal. We can't take that money. So, our options are very limited as far as coming up with additional money. Um, there are ways we can we could look at some student activity accounts that are uh inactive that haven't been used for three or four years. That's that's potentially an option. Um, if that's if the board would like us to look at that, we we certainly can look at that and try to see if we can do a charter. Um, >> that that was where my question was headed when I
029asked about what the deficit was. You know, what is the dollar amount we're talking about because if it's >> if it's $12,000, that's a lot easier to find in abandoned student activity funds than if it's $60,000, you know? >> Yeah. >> Uh, we we need to know how big of a problem we need to solve in order to solve it. >> Right. Yeah. And um so we can look at that if the if the board what we do need is is just approval to be able to use student vans, but it doesn't mean we have to use student vans. Correct. And >> and um we could certainly keep you updated on, you know, we'll try we'll we'll look at it and see if we can financially afford to come up with a way. Um, and
030maybe we can, but um, uh, I I do feel bad that, uh, you know, I know that, uh, this was neither individual's intent to to be in this situation and and it's a distinct thing from the district that we're trying to help out >> and we're trying to make right. Um, so, uh, we can continue to look at it. I don't have a problem with that, but uh I I can't guarantee you that, you know, we can we can do a charter right now, but we'll look at it. >> I think I would tend to agree with Dusty on his too, but looking at it, 17 kids is a lot different than 45. >> Yeah, for sure. >> Um >> and then also to Terren's point about the safety and stuff of it and take
031a lot more vehicles. >> Um for me, I just want to say these trips are very important to these kids. >> Mhm. and I know the position that you two have been put in and I've had questions from parents and directed them to Brian. I just want to say thank you both for the work that you put in to try to make these trips still a go because it's been I know it's been a nightmare. So, so thank you. I know it's been tough, really tough on you guys. >> Thank you. >> I I would just echo what everybody's been saying. I feel like for the uh Washington DC trip, time was of the essence and we needed to do something and made that work. And thank you to both of you. But I feel
032like we've got more time with Discovery. I feel like we could do better with that trip because we've got >> And the numbers are larger. >> Yes. So I don't know how we want to word that motion exactly, but um >> I'm worried if we approve the vans tonight, it's just going to be once we're just going to be using vans. >> That's my fear and that's why I asked about the timing. Like even if we have to have a special session just to approve vans >> in a week and a half. Yeah. Yeah. I mean, I can hop on a Zoom call on a Thursday afternoon for a special session to approve something if we need it. >> Yeah. Because we would ret retroactively approve the vans that are now have already been used.
033I mean, I would make a motion for that, >> but I agree that if we say we can use the vans, we're going to use the vans >> and I'd like to see the coach. Sorry, Brian. I know you've put a lot of work into it. >> Yeah. >> I'm trying everything I can, so I know you are. I'm looking at every angle and >> it's just it's a little different from >> when you schedule things out 60 days ahead of time when you're supposed to and you have all these plans and discounted tickets and everything else. We're going from a 4-day pass at Disney for $300 what it was [clears throat] at the Imagination Campus to $780 for four days >> because it wasn't scheduled when it was supposed to be which is not
034your fault. >> Right. Mhm. >> So, do you know, so if we end up doing the charter, coming up with the money to do that, I mean, would that use all the funds in this account that's used? Then essentially, it's you're broke and then uh and then there's nothing for Great Western or anything like that. So, I mean, I don't know when this devolves into how this travel program continues after that or what we need to do to to get better oversight of it. I guess it seems like, you know, on my end it' be I still haven't heard, you know, numbers or anything like that that >> it's nice on this stuff. I want to be transparent. So >> right now, Brett, to answer your question, is that that's what we're projecting that we
035I I don't we would have very little money left, but we would have enough to reimburse everybody for the Great Western trip. >> Yeah. >> And I think that's important that we don't want I don't want parents to lose money on these trips. Um but yeah, I I think maybe we can amend it. Um so the board would have to know too if we can't do a charter then we're and you only want to do a charter then we wouldn't we would cancel the trip >> and I don't think we want to do that. That's not fair to those kids who work so hard to go. >> Yeah. I think we just leave it if if that absolutely comes to that then the kids go on the trip and the ones that don't want to
036go I guess we refunded or whatever that don't want to go on with the buses or with the fans in the suburbans that's because I don't want it not to happen at all. >> I'm sorry. I know we've talked about a lot that cost a lot or that's a big difference. What's the charter cost? They're about $20,000 a bus. >> And you would need how many buses for this trip? >> One. That's what shop owns everybody. >> That's what Shaper runs at everybody. >> So it's 20,000 is what we're talking about. >> Mhm. >> Okay. What's the estimated cost to pay for, gas, extra stops, hotels, all that stuff if they take the vans? So, right now we're sitting around about just under $50,000 for um cost of Discovery 21 without charters. >> Now, I
037think that's Dave's asking Dave's >> I'm asking just straight transportation and extra hotels. What's the >> Oh, sure. Sorry. But it's okay. >> Well, it's uh I was trying to do the math the other day. Um, we're looking at probably $80 a van per stop. So, we took six vans. Um, that's about $2,400 a stop. And, uh, you figure >> two to three stops going down stops every other day while you're in Disney and and Universal and not Universal, but Orlando area and then three or four coming back home. You're probably looking about 12,000 for hotels and gas. >> So, we're talking about $8,000 then. >> Am I right? I'm thinking that >> that's what I was looking for earlier. >> We've got an $8,000 problem to solve. >> Right. >> But with the numbers
038that Maria gave that 50 almost 50,000 that's taking in last year's ticket prices at Disney when they got into the Imagination campus for $300 a ticket. Mhm. >> I mean, if we do the four days, that's $750. That's another $400 and some odd cents for each student times 53 for chaperons and students. And so, I mean, that's an added I I count I wrote down $14,200. >> So, now you're looking at 6162,000. >> What did each kid have to raise for that? like like how much how much like parents >> $1,795. >> So each kid raised $7.99. >> I I think what maybe the board's alluding to too is I I'm comfortable telling the board that uh we'll figure out a way if you want to take a charter. I'll see what we can figure
039out and [clears throat] try to make this a charter trip. I don't have a problem doing that. It's just going to take some more work and and [clears throat] um we'll figure it out if that's if that's the board's desire. >> Well, I'm just trying to get it. I think I have it figured in my head. Essentially, we don't have that big of a not saying that $8,000 isn't, you know, a lot of money. >> Mhm. >> But we're really paying for >> all the additional charges that weren't planned, Ticket prices being higher, etc. So, >> yeah. >> Essentially, by not taking a charter, we're trying to use that money to to pay the difference for the ticket prices. >> Essentially, that 8,000 is going to go towards the additional prices to >> Yeah. for
040the experience of the Discovery 21 trip. >> So, sorry, you say 1,795 or 795? >> 1,795. >> That's what each kid raised. Yep. Okay. >> So, if there's 45, I mean, that should be $80,000. Mhm. >> So, I mean, I think there's some transparency issues that >> in the long run. I know what we're doing tonight is just to proven to make sure the trip that's going on right now happens with the vans perfectly happy. I know we're trying to realize make the charter happen going forward and then, you know, make sure the kids go on the trip. Like to Brian's point earlier, like these trips are amazing. Like, we I'm glad you guys have put in all the work to make sure at minimum it's going to happen no matter what. Mhm. >> Um
041but it's uh it's just kind of I don't know shock value I guess right now that thing things aren't adding up >> mostly. >> Out of curiosity, what's your number for the last trip >> for Black Hills? >> Yes. Number of kids? >> That goes at 16. >> Okay. >> Mhm. >> For the $8,000 difference in the travel piece of it, I would like to see the charter. I mean, I I think that that would allow all the kids to go and, you know, um we've got a couple here that, you know, that's that's one set of parents, but I'm guessing there's others that are out there that that feeling the same way. And uh you know, if it was elective trip like DC, your Great Western, I mean, that maybe be different, but these
042are trips that kids earned, right? And these are the smart kids, ones I never got to go on. [laughter] Um it's put in the effort. So, but to me that's where [laughter] for 8,000 bucks, I mean, and I know it's more than that, but you know, we're we're robbing from Peter to pay Paul on some of those tickets. So, to me, I think we need to find $8,000 and get the charter. And um I mean, I don't know if those numbers you gave include the additional drivers, too. I mean, we've got >> I mean, on a charter, you've got two. And if we're taking seven or eight vans, I mean, we've got >> uh you know, 14 or 16 drivers, you know. So, >> um I >> I I to me I'd say let's find
043the eight grand. And >> like the frustrating part, Dusty, is that there's only sounds like one location to go for the funds that we can legally use them and that's abandoned student activity funds. Is that right, Mike? >> For internally. Yeah. That student activity funds that are are basically uh inactive. >> And so outside of that, there's no funds we can legally use for it, >> right? School funds. >> School funds. Yeah. District to fund it. We could still do a fundraising activity. >> You could. >> I I think the board knows if I say I'll figure out a way to do this, we'll we'll get it done and we'll figure out a way to um if that's the board's u goal um and desire, we'll we'll figure out a way. I I don't think
044we're too far off. >> Okay. >> Um >> is there any give and take committing to that? >> What's that, Brian? >> Is there any give and take to like the rest of it? like if not that they would be pleasant, but if you was cut one day short off of at Disney, I mean, does that help out? >> And with with what I'm working with um going from that 300 for four days last year to $750. My I mean, I'm looking at all kinds of ways. I've looked at it where they go to two days at Disney um Magic Kingdom and Epcot, the two big ones supplementing um SeaWorld and getting those in there and that you know lots of different things that that has to offer. Um there's other places down there as
045well that I've looked at that are free or cost just a little bit for these kids to enjoy that they don't get to see. Mhm. >> You know, my biggest thing is because I know my kids have all went on the trip is that they got to see the ocean. They have to be at Daytona Beach. They have to go to Disney. I mean, Kennedy Space Center. >> My gosh, that was eye opening when I went. These are non-negotiables. And I want these kids to go. >> So, whatever means that happens, >> right? >> I I mean, I don't care. I want them to go. >> Yeah. I think ultimately everybody is hu like we want to make these trips happen for our kids. We I mean the the scramble for St. Louis, for East
046Coast, and even to put this together ultimately it's with the idea that our kids get these experiences that they may never have or have had or have again. And so I wonder like we know East Coast is already going. I Mr. Mcgory is you you heard him when he says we make something happen. He's always committed to that. And so I think just providing this for our families is the most important thing. >> So I think I don't get to make the motion but um [laughter] >> we need to approve we need to approve the motion that's out there for the fact of we have a trip going on right now. So that has to happen and then we have the faith in our >> superintendent um [laughter] that he's going to along with the
047team figure out the solution to the other but ultimately yeah [clears throat] you know this is what we're going to have to uh vote on just because it's district use of vehicles right now. Um doesn't mean we have to not try and get everything else done. I think we'll get it done. Um, but if I'm incorrect, Mike, tell me. But I think we have to essentially approve this. Well, one, because we have a trip going on right now. So, is that accurate? >> Yeah, that's accurate. And and like I said, you know, the board I I'm not going to commit to something I don't think I can figure out. So, >> I hear what the board would like to see happen. So, we'll we'll we'll make that happen. Okay. >> So, what the what the
048board can do is we have a resolution that includes ex uh approving use of the vehicles through all the trips through 2526. If you want to make a motion to approve the resolution with an amendment to support uh whatever the the upcoming trip is or the one that they're on right now. What's that one called? >> East Coast. So, if you want to make a motion to approve the resolution uh amending the >> you can do that, but I I think John I'd rather just have it approved with the knowledge we'll try to get because I don't want these kids not going on this trip. Okay. >> And if something should come up >> that um >> um prevent h we have to go that route. I don't think there will be but I don't
049want these kids missing out on this trip. >> Okay. >> And so, >> yep. Yeah. If you do want to amend it, just me make mention that. But if not, >> yeah. >> And have faith. It's what we're going for. Morgan >> every day. I [snorts] would say I would if there's no more discussion, I would make that motion. I think the only time thing I guess just real quick and just I think this is a whole we can delve down a while what the travel program is going to be but just at some point we need to yeah take the reigns in on this and um make sure these trips keep happening on that but that's that's my last comment on here but I'll I I'd make a motion to approve the use of
050the vans >> is there a is there a deadline that uh that a child has to if they decide to not go on the trip >> is there a deadline line that they have to notify you guys by and what they >> when I gave them their invitation they had a week to talk it over the parents and let me know >> just recently >> no I guess what I'm saying is January if there's you know if there's 45 kids there's 45 sets of parents and if say 15 sets of parents are >> maybe don't want to send their children if they're writing not at a charter bus >> and we say we're going to find them a charter bus and then three days up prior we've just decided we haven't found one or we
051can't find the money for it. Is that you know if those children decide not to go or are they still going to get the refund? >> They will. And so up till you know that decision's made we'll make sure anybody that doesn't want to go go because of that we'll refund them. >> Yeah. I don't want to interrupt anybody but Brian made a motion. Brett, do you want to be the second? >> Interrupt. Sorry. >> So >> my bad. Second. >> Thank you. So we do have a motion and second now if you want further discussion. Sorry Dusty. I just wanted to make sure we get that there's actually a motion and a second made and if you want any other things you want to say more than welcome or anyone else >> I just
052what Brett was talking about I want to see these trips go on too you know I don't we want to find somebody that wants to take it over even if it's just a name only if they want to be that person and we delegate this person works on Discovery this one does East Coast this one does the two weekend trips It doesn't matter how it goes as long as you work together and it can work and it's been proven because Larry's been doing it for 50ome years. >> So, it works and you don't need just one person. It can be a group of people and I have people already that I've talked to that said they would do discovery or they would do East Coast and they would work on weekend trips. So, I mean
053we would have that opportunity to do it. So yes, we are looking forward. I don't want it to quit either. I'm a big supporter of this. I have been ever since I've been here 15 years and I tell my school system and yeah, I don't want to see it done. I >> think most people up here have been on the trip. So yeah, we know. >> I appreciate you, Brian. >> All right, we have the motion in a second. Anything else from the board? If not, all those in favor raise your right hand. Opposed. Motion carries. Thank you. And move on to the Atom Education Association bargaining settlement. Yeah, I think you have in your packet the summary of our agreement with the Atumba Education Association. We came to agreement with them on April 16th
054um which included aging the salary schedule one year, adding $800 to the base wages, increasing longevity from 1300 to 1500, and increasing the instructional hourly and curriculum rate uh to match the cert our certified sub daily rate at $225. These changes all contributed to a total package increase with our OEA of 3.2 uh%. >> Brad, I just want to make sure I understand aging um the salary schedule one year. So you're giving them back one year from the when they had to stay two years they had to stay on the same step. >> So this is just just everybody moving a step from wherever they're at to one year. All of the employees in that group that's just aging everybody just the the cost of that is absorbed also that 3.2% or figured into that
0553.2%. >> So we're not giving them back a year that they lost because there are several people. Okay. >> Right. No that's not included in this. >> Yeah. Because if you work 10 years, you should be paid for 10 years and not for eight. >> Yeah. This didn't go back and retroactively take any like those years where it may have been frozen for whatever reason. This doesn't take into consideration that. But I will just note that the district, you know, um is only getting 1% new money. So, we were uh really happy with where we landed with all of our bargaining groups and 3.2%. Uh when the district's only getting 1% where, you know, the union was very pleased and negotiations went really well. I thought the settlement on that was 2% Brad. It's not.
056>> We got 2% new money, but because we went down in student enrollment, uh we are on budget guarantee, which gives us essentially 1% new money. >> Okay. Other questions? If not, it's an action item. >> Make a motion to approve. >> Second. >> Thank you. Motion a second. Further discussion? All those in favor, raise your right hand. Opposed. Motion carries. Thanks, Brad. Okay. Board priority. Through the board's financial stewardship, we will provide operations, technical, and curricular resources to staff, teachers, and administrators so that all students have consistent and sustained achievement. We have a few more action items here. Starting off with some meal prices. >> Yep. And we've got two items. Uh we're doing two adjustments here. First one is student meal and milk prices and the second one is adult meal prices. And
057uh we just going to go through and Revan will give a little bit information about how we went through with that review and then we can answer any questions. >> Well um first can you guys hear me? >> Yeah. Okay. Good. >> Uh first of all um good evening and um our district is C and you guys all know that. So that means we don't charge for meal prices. However, we do um charge seat and Catholic school and so we provide services for them and so we charge them. They are not part of our district so they're not part of the C program. So, um this meal price increase for student prices is really keeping up with market and we haven't had a meal price increase since 2019 because we've been on C. So, um
058it's worked out well for our families, but we really do have to keep up with what the market and um you know, the cost of goods has gone up since that time, probably about 30% uh since 2019. So, we just really want to u make sure that we're in line with with where we're at. So, >> and the same goes for the adult meal prices. We do adjust that every year. Uh so there's kind of a a calculation that the USDA uh had Yavon works through. Um and so we're still adult lunch will go from five to $525 and adult breakfast would go from $2 to $3. So they're still low and that's only charged to adults that eat. Uh the kids it's all free. So this is just for those other ones that we
059do have to charge for uh to make sure we're covering our costs. Ivon, this is maybe an off-topic question, but so with the C program, do we invoice the USDA to get reimbursed for that? >> Well, it's not an invoice. So, our uh reimbursements are set at a different rate because we're C. >> They dictate to us what they pay. >> Yeah. >> Okay. I was going to say if it's a reimbursement, I don't know why we aren't keeping up with inflation if we're getting reimbured for it anyway is my question. So, >> yep. They set that and you take what they give you. >> Okay. So, that makes sense. And that's how they do the calculation to determine is it good for a tumbl to do that and it is. >> so Yvon, that
060was my question when I saw this on the agenda. I'm like, well, who's even paying this? So, thanks for taking care of that. And John, you have a a word for these accounts that kind of have to like self- sustain themselves. >> Enterprise funds. >> Yes. And P2YC is the other one. Isn't this one usually the one that runs pretty good as far as the meal program? >> Yes. Since we went to C, uh, based on autumn's numbers and the calculation, uh, we we have run a profit for several years, we've been able to do a lot of equipment upgrades and things like that. So, the amount that the USDA gives us, we're able to provide the meals at a cost underneath that. Uh, so we're not losing money. Um, but with that being said,
061we hadn't adjusted that meal price we charge for the the one entity, uh, Satan. Um, so the costs have gone up. Um, and the USDA reimbursement's gone up, but we haven't asked more of Satan. So, this is kind of a a correction and I think we'll look at this maybe on an ongoing basis uh so we don't go several years in between and do little increases as we go. Uh but it's just it's not a ton of meals uh but it's enough where we don't want to be making them and losing money uh for the non-public school. >> We're not not interested in that. >> If there's no other questions, I'll make a motion to approve. >> Second motion to approve A and B. Is that what you doing, Morgan? What's that? >> Approving A
062and B. Yes. >> Yes. >> Okay. Thanks. Okay. I have a motion and a second. Any further discussion? >> All in favor, raise your right hand. Motion carries. >> Thank you. And moving to item C, District Office HVAC upgrade. >> Yep. And this one, this was a project that was on our summer project list and we've amended it uh due to some favorable circumstances. And I'll let uh Jared explain that. >> Yeah. Hi, evening. Uh so like John said, uh this was on our 26th summer uh project list uh to do half of the district office this year. U we put the bids out for RFQ, came back with a very favorable uh bid for us. Um we asked if that uh contractor would honor it for doing both sides. They said yes. Um so
063as we all know um doing something now is going to be cheaper than doing something next year or the year after. And um uh we have we have the funds available. Rest assured we're not taking anything else off the summer list uh to that's going to uh in lie of this project. And um I just ask the uh board to approve the installation of the new minisplit uh HBAC system for the district office for 118,300. >> Jared, these are these are mini splits we're putting in. Is that correct? >> Yeah, Brian, they are uh four head minits. Um so each each individual office cell will have its own um mini split head um with uh thermostat control there. Our current system right now is an airdale system and they were designed for open classrooms and
064since we compartmentalized those and made those classrooms into offices um and we're trying to do something with that system that it's not designed for. We knew that going into it. Um, but this will be a lot better better system and and we're getting a a great price for the install and purchase of the systems. >> Okay. Thanks. >> I make a motion to approve the HVAC upgrade. >> I'll second. >> Thank you. Motion a second. Any more discussion? All those in favor, raise your right hand. Motion carries. Uh, John, next two items. Can we do those together? >> Sure. Yep. >> Perfect. And I'll just I'll give a quick summary. Um we've got two projects, OHS athletic center and the OS phase 2B renovations. And so that was all the classroom renovations. Obviously the athletic
065center is a beautiful building we see across the street. Um those projects are officially complete. Uh the bulk of them. Uh we still are doing some additional uh renovations at OHS, but those are outside of this master plan project. Uh the high school athletic center came in. The original bids uh way back over a year ago were 12,161644. Uh we did some value engineering to reduce the cost and then we also ran into some unexpected costs once they dug in. Uh but in the end the project still came in uh under that original bid at 12,9,871. So about 150 grand less uh than originally bid. Uh the second one phase 2B um I said that was mainly a lot of classroom renovations. Uh that project was bid at 2,753031 and was completed for um 2,741334.
066So about uh about 10,000 uh $12,000 less and that was also change orders. Uh and some they were deductions. So both of these ended up coming in just a little under the original bids. Uh we'll take that as opposed to over. Uh but it just the projects were bid out well. uh that we don't we try to stay away from change orders in both of these uh finished up without a ton of them and nothing increasing the price and happy to answer any questions. What what this does is you approve the final project and then uh we take 30 days just to make sure there's no claims from any of the subcontractors, anything like that and then we issue the balance of all retainage funds to both the vendors on those projects and they're officially
067closed. >> Questions for anyone? and make a motion to approve DN. >> Thank you. A motion and a second. Any discussion? All those in favor, raise your right hand opposed. Motion carries. And the final. The action item as non-bargained employee settlement. Yeah, we're making the recommendation to the board that we um for our non-bargained employee settlement that includes our miscellaneous employees and our administrative employees uh 3% increase to those um staff groups questions. >> Make a motion to approve. >> Second. >> Thank you. Do you have a motion and a second? Discussion. All those in favor, raise your right hand. Opposed. All right. Thank you. And Mike, we'll move on to the superintendent report. >> Thanks, Dave. Uh, first thing I have, I I talked last time at our board meeting. I'd give the board
068an update on the baseball softball complex. Um, just to remind the board, we we've allocated five million for the project. Um but um I'll go through some of the things we're looking at that maybe help mitigate or maybe we won't have to spend that much on the project. But uh the first thing is is that um at our next board meeting we'll have a very comprehensive uh presentation on timeline for the project. um uh what we're going to look at doing it in just one phase but but over time rather than having three different phases and so forth. Um and so what next board meeting we'll have a a pretty comprehensive presentation on that. Um what we've looked at that uh I really like um that I think will be a nice cost savings on
069our project is that uh we talked to a lot of districts that haven't used um architects for this type of project. Um they've used civil engineers and so we looked at that. We looked at um if there's any downside to that and we could not find any. Uh so we have engaged uh where we're we'll work with a a civil engineer that'll save a lot of uh architectural fees and so forth. Um other ways that we think we can save money on the project would be uh looking at things such as that I don't think there will be much concern with is is going with gravel for our parking lots initially. Uh that would save a significant amount of money. Um the the thing we'd really like and we've been working hard on is is
070to figure out a way to bring in uh the turf field um at a cost that's a little more reasonable but not but not sacrifice quality. And so uh we've been talking to several different companies. Um we're feeling [clears throat] pretty good about that we will bring be able to bring it in. Um I never want to over or underpromise. Um um but uh you know we're hoping to bring it in between 1.2 and 1.4 million rather than the 1.9 1.8. Um some of the ways we're looking at that and I think actually the one field we've been looking at a lot is is topofthe line. So it's a top-of-the-line uh turf field. Um highly recommend it. But, uh, some of the ways that we think we can mitigate some of the cost would be,
071um, and I think I recommend we do this for other reasons, but making our field a little bit smaller by bringing a fence in. Uh, that will help with the, uh, cost. Um, we've talked about moving home plate back uh, some. That would help with cost and and that also helps with uh, right now we've got a uh, file territory that's probably bigger than Major League Baseball. and so uh field. So that would help mitigate the cost. So we think there's enough of those things we can look at to get to the price point we want to and still have uh a top-notch uh turf field. Um, and then the other thing is is that uh we're excited about and and very appreciative is that uh I think we have some uh donors, one in
072particular, Winger that is willing to help us with uh donations and so forth for the cost of the field uh well or cost of the project I should say. So, I think all those things plus a lot of other things. I I think the one thing the board has seen is on our projects hopefully is that uh we we're going to bring it on in on cost or under cost and we'll do it the right way. It'll be first class. And so, um, with that said, um, we will have the presentation next board meeting, but I wanted to kind of get gauge the board again on where they're at, um, with turf because, um, I what I want to avoid is where we spend a lot of money looking at the option and then, uh,
073we don't move forward with it. So, I know you've had a little bit of time to think about it. Um, and I just would love feedback on on where the boards board's at if, uh, if you have, uh, because last time there was some concerns about turf. And so, um, I want to give board members an opportunity to, you know, express if they do have concerns. So, I'll just open it up for to board. I appreciate you looking at, you know, these [clears throat] different cost savings we can do >> to bring that down if that's the way the committee and everybody's thinking. And I guess I just want to make sure if we're using this money that because we've set aside this money from the last time we talked that to be spent on
074this complex that we're really maximizing what we're getting out of this for the kids to use >> um with these dollars set aside. So, and it I guess I don't know till I see the comprehensive plan, [clears throat] you know, just I hope everything's included that needs to be included. >> You know, if softball moves over, >> you know, make sure they're not losing out on batting. I mean, they're still getting the batting cages, all that. And I assume, like I said, I haven't seen anything on it. >> And I don't mean to cut you off, Rick, but I that's one thing I didn't probably mention is that I feel really good that we will be able to do both the softball and baseball. We have the funds to do that and where we won't
075have to cut out anything. And I'm saying this for you, but also I know Frank Houston's listening, so I'm saying it for Frank as well, that I don't think we'll >> he is. >> I don't think we'll have to cut anything from softball to make baseball happen to her field. I feel good about that. >> All I know is uh parents that I've talked to just said keep it grass. >> To me it you know 60 of one half a dozen of another because I don't know which is best. >> Yep. And you're talking baseball keep the grass. >> Mhm. >> Yeah. >> I'm sure this question when you guys have talked to the experts and stuff that with the turf and stuff has been asked, but with the lagoons and stuff over there and
076this has always been a problem. Do the do the ducks and their feces. Does that cause any type of problem for turfs? >> Yeah, we we've talked way too much about that in our discussions and >> I figured so I'm just >> No, it's I remember asking in the meeting so I just >> it's a legitimate concern and uh um >> we're told that um you know if there is anything for them to feed off of it like on a turf field that will lessen. I would never want to guarantee there there isn't, but there is ways that we've learned to be able to clean that off if if it is that's not uh overly, you know, takes a lot of work. Um, so we we're very cognizant that uh, you know, we can't put
077something in that doesn't work because of the, you know, uh, you know, that issue. So, >> okay. >> No, I think it's a good question because I I I hope avoid that question. Make sure we, you know, [laughter] Mike, I don't [clears throat] think this will surprise anyone, but my opinion hasn't changed. Um, turf is better for our kids. It's a more consistent playing field. The other teams that we play are playing on turf. It's better for our coaches. They can spend more time coaching, less time preparing the grounds. I talked to a baseball coach about a month ago that said he goes to the field three or four hours before a game starts. I've never seen our basketball coach or our football coach be asked to go sweep the basketball floor 4 hours before
078a game starts. I think to ask our baseball coaches to do that is above and beyond. I think it's safer for our kids. It's a more consistent surface. Um I have a player in my house that is twisted his ankle in center field because you end up with pit holes in the ground that you didn't see coming. It's a safer infield. I have a player in my house that had to have reconstructive surgery on his nose because he broke his nose on a bad hop at first base. And just all of the I can I have gone on and on to the point. I know the board is tired of me saying this, but it's better for our kids. It's better for our district. It's better for our town. It's better for our coaches. Um
079[clears throat] it's just turf is the right thing to do. We've got the money to do it. And if we don't do it now, we're never going to do it. And it's just the right thing for all the parties involved. I think the one thing I would add to what you're saying too, Christina, is that uh everything we're hearing from [clears throat] uh schools um and very prominent schools is that it will increase uh participation rates. Uh kids really like playing on turf field. Um so I'm perfectly okay with moving forward with what we talked about in the turf. Um I think uh what Christina says um she's has experience with her children um playing that but I don't disagree. I I think also for I've been in a tumba for a long time. haven't
080been on the board for a long time and you know not to have to maintain I mean they're still maintaining a turf field don't get me wrong but I've seen um some of our fields and facilities that have we've put money into and 3 to 5 years later they're you know in bad shape and need it redone again and I don't I don't think since we have this opportunity I just don't want to take that chance that we're going to have that happen not to mention potential of having you additional salaries when we're already, you know, budget-wise happen to hire somebody that's really really good to take care of something like that. Um, you know, I kind of look at I'd rather hire an additional teacher in in a building than, you know, hiring somebody
081that can, you know, take care of an infield or or or something like that. So that the turf part of it does make some uh more sense as I've thought about it. But I yeah definitely in favor of moving forward with in the committee you know was part of the committee and with all the discussion was there and that's what came out of that and I'm full support of that. So >> the people to my left still with whatever the committee recommended the month ago. Yeah. I mean, >> okay. I'm >> fine with turf. >> You're You're what? I can't hear you. >> He passed. [laughter] >> Said pass. >> He passed. Now, >> I know I spoke up a little bit already, but you know, to Becky's point, you know, I've I've only had
082people approach me about the grass so far. That I mean, it hasn't been real passionate or a ton about it. Um, but also those people, you know, have been around John Hartfield for a long time. I think they're just more grass people for baseball. I think some people are, but that's besides the point for what we can do with the turf and things like that. But, uh, but then Christina, you got a lot of great points on the turf, too. So, I guess if there's people over the next couple weeks that are real passionate about the turf, let me know. So, I guess I'd like to just hear why they want really bad. I mean, you I mean, coaches, parents, >> whatnot that would make But like Becky's point, I've only heard a few things
083about keeping it grass so far. Um, like I said, my first concerns were the the cost of it, um, what we were getting out of it, but with what you're proposing on that and we're keeping everything. Um, like I said, we'll see in a couple weeks how the plan lays, I guess. But, >> um, that's where I'm at now. That's going to be fine if we're >> if that's what the committee recommended and everybody's it looks good and we're not losing out on anything. So, thanks, Brett. >> Any other thoughts? So, like I said, we'll come back uh with a more comprehensive uh presentation at our next board meeting on the on the 18th. And I appreciate the feedback on that. Couple dates. Uh graduation, just a reminder to the board, May 17th, uh 2:00
084p.m. Uh you'll be getting information about parking, all the things that you probably want to know about graduation. Uh we'll be getting that out to you. Uh we're excited about having it back up at the high school. I think it's going to be a wonderful event. Um um and I know people are really excited about it. Um also a reminder to the board, we have a ribbon cutting for the new a barn this Saturday at 9:00 a.m. If you're able to join us, that would be great. Um and then uh lastly, as the board knows, uh we have board appreciation month this month. And um we first of all, I've given you a a booklet. I told Dusty this will if he reads it from cover to back, he'll know why he decided to be
085on the school board. And uh >> already read it, Mike. >> You've already read it. Okay. Um, but we also put together a video for the board because, you know, I've told the board many times um how much I appreciate them and how fortunate and lucky I have felt to be able to work with with an incredibly uh dedicated group of individuals that want nothing more than what's best for the district. And so we decided we'd put together a video um and I' asked the board to keep their eye on things what we tried to infuse was things that the board this year has accomplished. You know, like if we you know if we if we did a fiveyear and we'd be here till midnight, but uh um just what we accomplished this year and
