I'd like to uh call the meeting to order with roll call. Adoption of agenda declaration of a quorum. >> So moved. >> Second. >> Have a motion and a second. Any further discussion? If not, all those in favor raise your right hand. Post. Motion carries. Uh next the citizen speak portion of the meeting. Uh we now open our citizen speak portion of the agenda. We would invite anyone in the audience who has

003completed a green card. Looks like this um and or others who would like to address the board to step up to the podium. State your name, address so that our board secretary can capture it for the minutes. We ask that you limit your comment to three minutes to allow sufficient time for all those interested in addressing the board and to ensure all other agenda items receive attention in an efficient manner. Uh please know that while the board is always pleased to hear from citizens who would like to address them, we are not able to engage in conversation this evening. If you would like to further engage in any specific topic, you may always contact board members before or after meetings or you can find our contact information on the district website. Uh that being said,

004we'll start in the order that I received them. Uh Colleen Decker. >> Um okay, good evening. I wasn't sure if you were allowed to talk back or not, so some of that'll be okay. Um so let me just begin. Um, I am one of many concerned citizens who have questions regarding the recent walkouts and then talk of walkouts in our schools. Um, I'm not here to address the position that some of our teachers may or may not have um on the issue, but I do hope that that teachers are teaching the students academically and not trying to use social um time to influence them according to their own political views. [cough] But the questions I have are over the logistics of students observing a walk out, understanding a possible danger of students or groups of

005students during a walk out, leaving school during class time, and possible lawsuits that could occur per adventure, any of them were to be hurt or gone missing. Um, I assume that our school authorities and teachers did and are doing what they can to follow a strict protocol um when dealing with these type of situations. Since I am unaware of our school systems protocol, which you can't tell me, but but maybe I could talk to some of you after and know more about that, but um I would like for you to enlighten me on the matter or explain where I can read about it. Um, I I guess my questions are these. Did the students have parental written permission to leave during the school day to observe the walk out on February 3rd? And if not,

006were the parents notified about their child leaving school and participating in that activity? Were teachers um or school authorities aware of the walk out prior to it happening? and did they deal with it in a good manner? And then what were the per repercussions if any um for students leaving school um on February 3rd? And um if we do not have a policy about student walkouts, I would like to just suggest that as a matter of consideration and necessity to help the students that we um keep them safe and avoid possible lawsuits that there are other better ways to let their voices be heard. And um I just wanted to address the school board on the matter with hopes that our students will be positively affected and guided guided in a better manner. And if

007any of you have information for me on that, I would really like to hear that. Um and then just if my time allows, do I have I don't know how much time I have left. I don't see a clock. But um the other question I had was I know we were hiring a new superintendent and I was just um other people also hearing the question, have we considered a reasonable salary that better reflects um the medium wage that our residents have? So two questions I guess. >> Thank you. And next up, uh, Pam Dbor. I'm Pam Dbor. I live at 429 Wildwood Drive and I'm also the drama director for the Evans and Liberty Drama Department. And I'm here tonight to invite everyone here and online to the performance on March 6th at 7 p.m.

008and March 8th at 2 p.m. in the Evans Auditorium of Disney's The Descendants the Musical. We've had a great time preparing this and it's it's a great show for this age group because it not only celebrates friendship, but it encourage it encourages you to have the courage to choose your own path. Um, and it's also been a great vehicle for us to highlight the updates that we are enjoying in our auditorium. Uh, thanks to the district, we are using our new curtains to our great benefit by being able to close some and set up scenes behind that. Um, we've learned how to better use our wonderful sound system. Uh, don't tell Jeff Leonard, but I think ours is better than high schools. [laughter] And um we're really excited to be able to use our new

009light console. Um there's been a lot of work going into learning that and I think you're going to see some really cool uh lighting effects uh like we've never had an opportunity before and um I'm just really proud of this cast and crew. They have worked hard and are really excited to be able to present this. So, I hope the community will come out on March 6th or March 8th to see their uh performances. Thank you. >> Thanks, Pam. Moving on, uh employee recognition. Thanks, Dave. This evening, we have some great employees that we want to recognize, and it's always really nice to see such a a fan support, too, uh for our employee recognition. We appreciate everyone coming out and we love celebrating our staff and and how much they mean to our school

010district. And Kate will start uh with the first uh employee. First, we have Ashlin Cook. Ashlin is a school counselor at Wilson Elementary and has been employed by the district for six years. She was nominated by several of her colleagues. Mrs. Cook is an exceptional school counselor who has made a meaningful impact at Wilson Elementary. She has implemented schoolwide activities to build coping skills and created a care closet housing daily essentials to help students feel comfortable and confident. We can depend on Mrs. Cook to step into leadership roles whenever needed. Her calm, caring presence makes a difference for students, staff, and families every day. Congratulations. [applause] Next, we have a Stephanie Diaz, and she was unable to be with us tonight. As Stephanie is an associate at Liberty Intermediate School and has been employed by

011the district for one year, she was nominated by a colleague. As Stephanie consistently goes above and beyond in her role, always willing to lend a hand. She's become a trusted and safe adult for students, especially within our English language learning program. Her patience and kindness provide comfort to students while still encouraging them to reach their full potential. She even works alongside them to strengthen her own English skills, modeling lifelong learning. We are truly fortunate to have her in our district. [applause] Next, we have Brenda Rice. Brenda is a food service employee at Pwick Early Childhood Center. She has been employed by the district for 24 years. She was nominated by a colleague. Brenda consistently goes above and beyond to ensure everyone's needs are met in and outside of the kitchen. She works hard each day

012to make sure meals are prepared on time and ready for students. Brenda greets staff and students alike with a smile on her face. Her dedication to our district and reliability in her job make a meaningful difference in our school community. >> Congratulations. [applause] [laughter] >> Next we have June Schneckloth. June is a teacher at Horus Man Elementary School. She has been employed by the district for 25 years. She was nominated by a student. My teacher, Miss Sheckloth, is the best because she is kind. She has taught me to believe in myself. She gives me praise when I need it most and celebrates me when I do hard things. She does a great job at explaining things so I understand and doesn't hesitate to explain it a second time to me. Because of her, I'm excited

013to go to school and see her everyday. Miss Neckloth is the best and makes me feel capable of doing anything I set my mind to. I love her and her enthusiasm. Thank you. [applause] Next, we have James Wyn. James is a music teacher in the district serving both Eisenhower and Horus Man elementary schools. She has been employed by the district for six months. She was nominated by several colleagues. Miss Wyn is a new is new to the district and has already made tremendous impact on our music program and our schools. Her strong classroom management combined with her energy and enthusiasm keeps students fully engaged. Miss Wyn builds genuine relationships with students and doesn't just teach music, she joins in, bringing lessons to life that make learning unforgettable through meaningful participation. a positive team player. She's

014a wonderful addition to our school and an incredible asset to our district. Congratulations. [applause] Feel free to Okay, moving on. We will uh next item is the consent agenda. >> Motion to adopt. >> Second. >> I have a motion and a second. Further discussion. All in favor, raise your right hand. Post. Motion carries. Okay. All right. Board priority to be the best. We will create a positive learning and working culture for our stakeholders and embrace our community partners through communication and transparency. We have a few action items tonight. I know Mike's got a comment on this first one here. Um the 26 27 Yeah. >> school calendar. >> Thanks Dave. on the school calendar. Um what uh Brad's bringing to the board tonight is really uh a discussion item for the board. I've already receive

015some comments from board members, which is great, and uh some thoughts they have about the calendar. Um and we I really encourage as Brad goes through this is if you have any board members have any other questions or thoughts of what they'd like us to look at the calendar, uh we can certainly look at that and incorporate it into the final product. But really, this is a discussion tonight and then we'll come back eventually with an action item that the board will approve. So Brad, I'll turn. >> Uh, thank you, Mike. We had a committee, a calendar, school calendar committee meeting on Friday where we brought this draft to them and and got some good feedback from that as well. So what you see is what we brought to the committee and we actually have

016some feedback um from them as well um to uh take back and then we'll bring the a final draft to you all in March and um also curious about some of your feedback tonight as well. Uh some feedback we got from them is we're looking at the first um uh set of parent teacher conferences in November looking at the week that makes most sense there um first week in November or second week in November. Uh so the some committee members are going to get back to me and uh and Sarah Hopkins and HR to uh finalize that and uh we are as you can see um over quite a few hours compared to this current school year. Uh we're required as as you may know to go 1 minimum hours. Uh so one of the

017items we're looking at the committee gave us some good feedback on is maybe including one additional day for winter break to not be in session on December 22nd. Uh so that's something we're all waiting to hear back from the committee on as well. And I know there's some other feedback items that uh we may hear from them, but we'll bring another uh draft to you all before we bring it to the board for approval in March. >> I have a question, Brad. Um you know those two floating days um at the beginning of the school year between July 15th and August 13th, what if you're out of the country during those days? Is there another time you can make those up? >> We have flexed with people in the past if they reach out to

018us. Yeah, we we allow some additional flexibility. Okay. To folks in those cases. Yes. >> Yeah. Because I know that I already got called on that. [laughter] >> Definitely. We we those that happens every year and we allow people some flexibility. >> Okay. >> I've got a question. Um maybe because I'm the dinosaur of the board, but um seeing the spring break is a is off of the typical spring break as far as other high schools in our conference, uh colleges, things like that. um and wondering what the thought I get that Good Friday is early uh next year and and incorporating that day is is nice. Um but I guess concerns that I have a little bit having seen this before um is it doesn't line up with any of the other high schools

019that we will have. So any sports, any practices, things like that, our coaches, parents, students that maybe normally would go on spring break, you know, might miss um or the coaches may feel like they can't with their families um because we're not matching up with the rest of our, you know, conference and things. Um you know, families too that if they have a split family with some kids maybe in school and some maybe in college, it would be a different week. Um, believe me, in the world of being on spring break numerous times, yes, it's nice to have it on not on the normal spring break week because it's much cheaper uh to travel. However, I'm just worried that that we might be putting um our kids and and potentially some of our uh parents

020and staff at a little disadvantage. >> Yep. Um and actually that came up in the committee, so thanks for bringing that up. And Brandon Brooks was going to be looking into that with Bo and kind of um seeing how big of a conflict that was and get back to the committee as well. Okay. >> Yep. >> The other one that uh Brett brought up as a concern was and I shared with Brad already is just uh teachers coming in the day one day in June after Memorial Day weekend. And so you're going as a committee I know you're going to look at that. But uh we've also been really flexible with that. Usually like if they have a commitment if as long as they get everything done that they need for checkout they can do

021it on that weekend. Usually that's what we usually try to accommodate. So there usually is flexibility with that one. >> Yeah. And that's the thing is there's there's so many moving parts here too and like different bargaining units have different contract days. We have to ensure we get enough contract days in. Um I think when John Sarah and I looked at that that was we had to get 193 teacher contract days in in the calendar. Yes, in past practice has been if they're checked out with their building principal and they've turned everything in and are ready to go, um that day after Memorial Day could very well be an optional contract day as long as they're checked out and ready to go for summer. >> I do have a comment, too. I do like the

022first day being on a Wednesday. >> Um I think that's pretty well received. >> We heard that loud and clear from previous year's calendars. This year's calendar was a little bit unique. Um, and there's still some legislation that you can't start until after August 23rd, um, for various reasons. So, you know, there's again, there's just a lot of moving parts and we made that clear to the committee that, uh, yes, we can tweak things, but just know there's a domino effect when we do that to try to just make everything work in the calendar. Lots of considerations, but yes, um, we we heard that loud and clear. And we also heard this year again with the uniqueness of our calendar that we are actually in session this year on December 23rd. um had we not

023been in session that would have kicked the last student day until after Memorial Day. So there's just again uh we heard that loud and clear. So uh in the draft that you see there u we're not in session on the 23rd and I think there's even um an opportunity with the amount of hours we're over to not be in session on the 22nd as well. >> Yeah, those are mostly my concerns with spring break and then the I said the 40 hours over seems like quite a bit Mike had brought up. So, anything we can do to flex out or help teachers and things like that? >> Uh, one other suggestion that came up from some teachers was maybe we could build in an additional like teacher work day in January on like Martin Luther

024King Jr. Day. Um, just to break up January, but also build in a a natural uh end of the semester wrap-up of grades at the secondary level, similar to what we do in in February with elementary teachers at the end of the trimester. So, that's something we could do is build in an additional workday in January. Yep. Any other questions, comments? >> No. And it we did put it on as an action. So the formal we're kind of following a formal process. The board approves us setting the public hearing. So uh this is the action kind of the first glance and say we're going to do it and then so you just approve a public hearing would be at the next board meeting on March 9th. Uh and at that point anybody could come to

025speak about the calendar and then the board will have the opportunity to approve the finalized version. So since it is an action item, we we were to look for a motion to approve the uh public hearing. >> Motion to approve. >> Second. >> Motion second. Thank you. Do we have uh any further discussion, questions? If not, all in favor raise your right hand. Opposed? There's nothing. Motion carries. Thank you. And looks like we have a couple board policies. >> Yep. The first one is just the second and final reading of the couple policies uh we brought last board meeting. It's a one from the 200 couple from the 200 sections and these are ones that we uh made some administrative updates to. So we haven't made any changes since the last meeting. So same things

026there. Um and then the one after that is uh board policy annual review. So we went through and made sure that we picked up all the policies that require an annual review from the board. Um we're presenting this as a first and final reading. uh we went through and reviewed our board policy and there is nothing that says you have to do it twice. Um but we we've always done that just so there's an opportunity for any feedback. We're not making any recommended changes to these and that was kind of the thing is if we're just bringing it up for review and there are no changes or comments, we can just do it in one shot. Um if there's ever a policy that you want to see changes, reach out to us ahead of time

027and then we'd put it on the two meeting schedule. Um but yeah, that's the the item for C is all the board policy that require an annual review. Uh we are not proposing any changes to those. >> Any questions? Otherwise we can probably approve BNC. >> Motion. Sorry. Go ahead. >> Motion to adopt BNC as presented. >> Second. >> Motion a second. Further discussion. All in favor raise your right hand. Post. Motion carries. Okay. a board priority. Through the board's financial stewardship, we will provide operations, technical, and curricular resources to staff, teachers, and administrators so that all students have consistent and sustained achievement. And we have anformational uh to start with the summer projects review. Let me drive the Okay, so we've got uh myself and uh Jared Brisby and Don Dich. um they've gone

028through and put together a listing of the summer projects for this year. This is kind of our annual annual summer maintenance. So once school gets out, uh these are the projects we're going to tackle. And I just put a picture of summer on there so we all remember what it looks like because this time of year it's I'm just dreaming of it. So [snorts] um so um we'll kind of go through and talk about the project process. So there's been a a formal process that starts uh probably several weeks ago and I'll let one of you gentlemen describe that. So, usually in December of every year, we we send out a spreadsheet to all the principles and uh ask if there's any projects they'd like to see or have done um during our summer break.

029[clears throat] This year we we uh took it a step further and asked them to share it with the BLT teams and you know come up with a good list um you know [clears throat] so that we could as a administrative staff review it and for needs and how it impacts the students and staff. So, um, with that, you know, we we came up with some, uh, some pretty good plans and, uh, we're in the process of of getting them scheduled now, getting the RFQS wrote up and, uh, Jared's going to go through some of these projects that they come up with. >> And then on the budget piece, you see there, we talked about the annual uh, facilities projects. So everything other than the big projects like the competition gym or or roofing replacements,

030we just kind of lump together for annual building maintenance. And we establish between a million and a million and a half this year and years going forward. And what we have for just the summer piece is the number we would use is about half a million. And that kind of covers everything other than the roofs or big capital projects. So this is going through every single building and going through the list that they have. Um with this year's projects, uh we don't think we're touching that. uh we think it'll come in under uh but we give ourselves that much in case there's anything else that comes up uh that the schedule allows them to work on. So that's just kind of a general number. Uh the we we're still in the process like they said

031of getting the RFPs and quotes but kind of early initial estimates is we don't think we'll get close to that with the the list we've got. So, >> okay. So, getting into the summer projects. Uh, Toma High School. Uh, looking at the main entrance, uh, hallway. Uh, painting, just brightening that area up. Uh, the old JOTC rooms. These are in the first floor. Votech. Um, we're going to spruce that area up. Uh, make that uh area better for whatever admin I'd like to use it for. uh the nurse's office renovations, including uh the painting, flooring, uh cabinets, and lighting. That's an area they identified that uh needed some attention, and we agree. Epoxy flooring. Uh so, the hallway leading to the wait room, the uh locker rooms, that'll be redone, and uh uh it will

032match the uh uh first floor vote if you've been in there. Uh concrete, asphalt, and the VOTE alley. Um, if you've driven through there, you know, there's some potholes and stuff. We've we're going to take care of that. And, uh, the Votech alley lighting, that's going to be a big upgrade for safety and security in that area as well. If you have questions, stop me and we can further discuss. But, uh, Gateway High School, uh, so concrete and asphalt, uh, add a west parking lot exit. So, that'll, uh, be an exit out to Benton Street. uh they identified the traffic flow in that area is uh kind of congested and this will this will aid in safely getting in and out of that area. And then expansion of the east parking lot that'd be the

033staff parking lot. Um just adding some concrete there. Career campus. So, uh adding or uh pressure wash, scrape and uh repaint and seal uh this east side of the building there on Jefferson Street. Evans Junior High um classroom general renovations. Um attendance office flooring, replace carpeting with LVP hallway branding. Uh going to add some Bulldog spirit to Evans. Um just make the hallways pop a little more with some graphics and some Bulldog Nation type things. Uh safety and security. So additional office doors in the admin wing uh for those who wanted. This will add uh some security in that area uh they see during a lockdown drill and just add some privacy for those individuals there. and then uh mechanical, electrical, um HVAC system updates in the admin wing. Um when we moved into that

034area, we kind of knew it was it was uh is what it you know was what it was. We tried to do low cost on that. Um but what we found out is with subdividing those rooms into offices, um the heating and air conditioning is lacking. So um those HBA systems were designed [clears throat] for single large classrooms and so we have a relevant plan to make that better. Liberty um guidance counselor office renovation to include waiting room and uh connected space. Um this is going to be an in-house project by the craftsman. um make a lot more user friendly uh in that area and uh a lot better uh for the guidance counselors and students you utilizing that Delma um general renovations to student classrooms including uh uh paint, light fixtures, lighting, patching just

035brighten up those areas. uh a directory uh or directory signage and then uh new LED lighting upgrades in the hallways and the cafeteria gym. Eisenhower uh classroom and general renovations again uh student restroom renovations including paint, new fixtures, lighting. Um it's dated just needs updated uh just needs a little extra love there. uh sidewalks and parking lot. Uh so we redid the entrance there. It looks really nice. So now it's time to go. We have some uneven sidewalk back there just to eliminate any slip trip or fall hazards that we might find. And then gymnasium cooling updates. So we we brought Winger and Heyman Pearson in uh to give us recommendations on what to do um not only in Eisenhower but a couple other north side uh elementaryaries. uh their recommendation was uh just to

036get the air moving in that in those areas. So, um we're going to go forward with installing fans at their recommendation. Um they think that's going to be the biggest bang for the buck for us and uh be able to utilize that space a little bit better with with fans. You have any anything to add, Don? >> Okay, [clears throat] moving on to Farney. Uh so add concrete uh to an to the area between the mini pitch and the playground. So this is been being done in anticipation of a playground uh update in the future. We're going to do half this year, half next year, and this will be on the playground heading east uh to Skyler. Is it Skyler? Um but the playground updates in the five-year plan. So this is just done in

037anticipation. Horus man student restroom renovations including paint and new fixtures. Again it's dated and uh I think we can bring back some life in that area. Uh concrete and asphalt patch and repairs is needed. Um again uneven sidewalks. Um the annex steps, that sort of thing. Uh safety and security. So, a per a perimeter fence [clears throat] along the back side of the property. So, this will go from uh the south side uh connected to the mini pitch area all the way to the north playground area. Um this will help keep students out of the out of the woods back there and off into that goalie and as well add a layer of security [clears throat] to the building. So coming and going uh door handle lock replacement just getting everything standardized in that building.

038And then uh the gymnasium cooling updates again with the recommendation from Winger and Heman Pearson. We're going to go with fans in that area as well. James, uh, classroom and general renovations, uh, paint and selected classrooms, um, lunchroom sound panels [snorts] to, uh, kind of control some sound in that area during lunch and gym. Uh, play area renovations, uh, including paint and removal of old basketball hoops, uh, student restroom renovations, again, those are dated. Special ed classroom updates, including uh, cabinets and countertops. That'll be an in-house project. concrete and asphalt um especially on the back lot. Um some safety concerns with slip trip fall hazards in that area as well. Uh safety and security uh door handle lock replacement again just to standardize the key schedule in that building. And then uh office front window

039safety films. Wilson Elementary uh resurface the east parking lot. Uh concrete for bus drop off. So we're not moving the bus drop off. We'll just be there at the corner of Cooper and Plum. Uh this is very rough concrete. There's some old brick right in there. Um again, slip fall hazard as well as when the uh students are getting off the bus, there's they're tracking mud in and that's that's where that's coming from. So um [snorts] very doable project there. safety and security. So, the gym door and frame updates so we can lock those gym doors for a lockdown. And then the mechanical uh electrical plumbing is uh the cooling fans as well on the recommendation of Winger and Heman. Pwick uh expansion of uh concrete and west staff parking lot. Something we've planned to

040do anyway. uh replace the safety glass in select classrooms and modify a door opening. Uh uh they're utilizing a space for classroom and we're going to make it better for them there. >> So, and something on uh these projects, we kind of list the the larger ones that aren't just normal stuff. So, all the buildings are going to get the normal cleaning over the summertime. and they go through and and do the deep cleans, replace ceiling tiles that are busted and and do touch-ups on the walls and paintings. So, there there's a bunch of normal things that happen anyway, and [clears throat] they're not on this list because that's just part of the normal summer cleanup. This is more kind of the above and beyond that were requested uh as the buildings reviewed and had

041their BLT teams uh provide some input. Um so, we'll stop there and just see if anybody has questions about any of the buildings um the individual Yeah. topics and then we'll kind of go into the timing and whatnot. >> Um I [clears throat] have a question on for the high school through the phases that we've done all this work. How much work because I can't remember have we done to the HVAC system in the high school? Um because if I recall I don't remember a a a big HVAC project at the high school over the past few years. So I guess I guess my question is have we done anything and and how is it holding up? >> I I can answer that Brian. We uh during this uh the first phase phase 2 a

042the fourth floor project we u the HVAC system up there the whole fourth floor was upgraded um via automated logic. Um, and then there was uh a few heat pumps on the first floor that were updated on FA in the phase 2B B project in the Botech area, but Johnson Controls still has they're in control of the BCK area and in automated logic still has the the high school. So, are we in pretty good shape? Could we use some more? I mean, um, and it's, so you're saying we're kind of on different systems now according to some floors, maybe [snorts] a little bit. >> I I think at some point in time, we need to look at probably the rest of the school. Yeah. >> Okay. >> Um, you know, within the next five years.

043>> Okay. >> Um, I do know [clears throat] Landon's got a Landon, you want help on that? There's a update on that system that that we're going to [snorts] probably be bringing to the board um next month maybe. >> Yeah. So the systems are like uh oh this these systems are like um running from a version that's in the '9s. And so uh you have multiple systems at the high school, the competition gym, certain portions of the fourth floor, the cafeteria is on a different system. And so this summer we're consolidating, that's not on this list, but uh I think it's um a total of $16,000 and we're consolidating all those systems because right now if you're an HVAC person at the high school, you have to remote into at least three different systems depending

044on what classroom you're going to work on. And we'll be consolidating that down to one system with this upgrade. So >> thanks Any other questions or specifics? Okay. Yeah. So, for the timing, uh what we ask for the facilities crew is to start, they're already working on the scope and specifications. So, they'll go through the standard bid process on the projects that exceed that. Um we'll share them during the month of March. Um and a good number of these projects we're going to have our internal staff do. So, that's always been a focus is if we have we have a lot of expertise on the maintenance staff. uh if there's projects that they can do where we can purchase materials and put them to work over the summer. Uh they did a a fantastic job

045the last couple years and they'll do that again. So a lot of these projects you see will just be buying materials. Uh and we've got the internal labor to do it. Now obviously when it gets into some of the mechanical stuff we have to outsource that. Uh we also take into consider timelines. You've only got so much time and so many individuals. So uh some of it will get bid out. Um the scheduling matrix uh they're working on that uh for those projects that get in house. Obviously you got to people take vacations and whatnot. So we got to make sure we got enough staff and they'll work on that and then the timelines for the projects if you got want to kind of talk on that. >> Yeah. So the majority of these projects

046will be done during the summer. So June, July, August. Um if we see a window of opportunity that we can get in prior to that, you know, end of school year, uh that's not going to affect students or staff or disrupt the building, we're definitely going to do that. And then uh I know it's it's it's an aggressive uh uh schedule, but we feel confident we can we can uh make an impact in every building uh before school starts up for the 26 27 years. >> Okay, I think that's kind of the list. So we welcome any questions from the board. Um, otherwise you'll be seeing uh us bring forward quotes uh when we need to get the board's approval on those and um they'll be working on scheduling the the crew and and planning

047and thinking and dreaming of summer questions. >> All right. Thank you. >> Thanks guys. Appreciate it. [clears throat] >> All right. Moving on to some action items. We have a completion and the final acceptance of the Eisenhower secure entrance. >> Okay, I can talk to this one. Uh we got the final uh invoice for the Eisenhower secure entrance project. Uh obviously the project got done over the summertime, but then we just make sure we go through the checklist items. Uh they're requesting the release of final retainage. So this is kind of the formal process as part of the uh public uh improvement uh code. So, what you'll if you approve this, um, we go ahead and hold for 30 days, the last of that payment, and then this is kind of our notice that we're

048saying the project's all done. So, if there's any subcontractors that disagree with that, this is their window to reach out. Um, but, um, Don and and Jared have reviewed this. They say we're good to go. So, we're just asking for final approval and acceptance. [snorts] >> I do have one question. [clears throat] I seen there was about like $6,000 worth of add-ons on that. Can you tell me what those were? Or I guess maybe it's in there and I didn't see it, but there was like $6,000 worth of add-ons to the um to that project. >> I'm not sure what that is, >> okay? There would have been I Brian, we can we can get that for you. I think there would have been a small change order during the course of the project. Um

049I don't exactly we can find out what it was related to, but it was it was relatively minor. Um but it did add Yeah, we bid it at 3597. It finished at 366 and some change. Um but we'll see. >> Oh, do you remember? Yeah. >> Landon thought Yeah, the fire alarm system. So >> So we requested a little additional work while they were in there. Okay. Yep. This is an action item. So, if there's not any other questions, we need to uh take action. >> We'll make a motion to approve the completion and final acceptance of the Eisenhower secure entrance. >> Second. Sorry, a motion and a second. Further discussion? All in favor, raise your right hand. Opposed? Okay. Motion carries. Next action item is the construction trades house cabinets and countertops. >> So

050bids were solicited for the purchase of u cabinetry and uh then the purchase and installation of quartz countertops for the new construction house located on J Street. After viewing the submitted proposals, Florida ceiling provided um everything for the projected uh specifications. It is recommended that the board approve the uh purchase um of cabinetry and quartz countertops for $17,660.75. This is an action item. I have a question for that. Do we have what's the estimated time that house will be finished? Do you have any idea? >> Uh what what we put on June We request to have it finished up uh by the end of uh by the end of June, sometimes a little earlier because the Indian Hill staff uh will finish up their contract year uh and it's somewhere in the June window. So

051our our ask is that they finish it up by then so that we're not having to uh do any administrative work. So that's still the plan. >> Make a motion to approve if no other questions. >> Second. >> Thank you. Have a motion and a second. Any other discussion? All in favor, raise your right hand. Post. Motion carries. Now we're moving on to some mowers. Mower purchase. Um the district uh received quotes to trade in the two uh 20 21 K Cabota zero turns for two uh 2026 John Deere. um Z97R 9997Rs which we have currently have two of um you know to support the ongoing grounds maintenance. Uh it is recommended the board approve the trade in of the two K Cabotas and the purchase of two John Deere Z997RS at the cost of

05232,600. >> And I'll just mention on the budget piece of this is we expect to replace some of these items uh every so often. So, this is a budgeted piece. Um, will be budgeted annually for like vehicles and uh and equipment repair. And this is within that budget. So, they're we're keeping them in the line. They can only do so much every year. >> Motion to approve. >> Second. >> We have a motion and a second. [clears throat] Further discussion, questions? All in favor? Raise your right hand. Motion carries. OS security locks is next. So, as part of the Tumbl School District's ongoing safety, and security upgrades, the district solicited bids for u door related improvements to support the building security, functionality, and operational needs. After reviewing the bids, Walsh Door submitted the lowest responsible

053bid that meets the specifications. Um, it's recommended the board approved the winning bid from Walsh Door in the amount of $52,75. Second >> a motion and a second. Further discussion. All in favor raise your right hand. Opposed. Motion carries. Uh Evans Middle School roofs section 12 replacement project. >> So bids were solicited for the capital project Evans roof 12. uh for sure roofing submitted the lowest responsive and the responsible bid meeting all all the project specifications. It is recommended the board approved awarding the capital project Evans roof section 12 to for for sure roofing in the amount of $280,939. >> Motion to approve. >> Second. A motion and a second on the roof replacement. Further discussion. All those in favor, raise your right hand. Motion [snorts] carries. Uh agricultural center barn project. As part of

054the ongoing effort to support and enhance the agricultural center facilities and program, the district sought bids for the construction of a new pole barn. The addition of this facility will enhance student learning opportunities, expand program capabilities, and better align with the needs of our expanding agricultural program. Bids were solicited in in accordance with the district procurement procedures and state line construction was identified as the lowest responsible responsive and responsible bidder. It is recommended the board approve the contract with Stateline Construction for the construction of a new pole barn at the egg center in the amount of 92,500. >> I got a quick update on that. The number is actually 94,300 because we had uh gutters that were bid separately. So the updated number is reflected in your board packet. 94,300. >> Don, where's state line

055from? >> Uh Seymour. Okay. >> Yep. So, is this different than what they got the grant for? >> No, this is a project part of the project that's being funded with the grant dollars, a legacy grant. >> Okay. >> Yep. That those funds will be used uh for the construction and then uh there'll be additional costs. Yep. >> All right. >> Motion to approve if no other questions. >> Second. >> Motion a second. Further discussion? All those in favor, raise your right hand. Opposed? Okay, motion carries. And down to secondary Chromebooks bid award. Looks like Landon's coming up. Okay, this is uh actually one of those projects that didn't go according to plan. Uh we bid this out um right before Christmas break and it closed just coming back from Christmas break. [snorts] Um we

056then the next available board meeting was our last board meeting and um the Friday before the board meeting the vendor reached out and if you haven't heard there's a chip shortage right now across the country and they're kind of uh blaming the big rise in AI data centers for um a demand in in chips. So the vendor notified us that the bid that we had planned to bring to you last meeting uh they were not going to be able to honor it and it obviously didn't have a board signature. So, hadn't been fully executed. So, we had to pivot, changed um vendors, you know, basically went from HP to Acer. And these are for secondary Chromebooks. Um we received a bid of $960,840 from Northstar K12. And uh that is for $2,518 Chromebooks that uh

057will be delivered prior to May of this year. And so that is just a little bit over budget. Um I think we budgeted 920,000 I believe for this project, but that was our lowest bid that uh we received. And as far as it being over bid, the uh the other option from the vendor that changed their bid at the last moment was like 1.2 million. So it it was had the potential of being a bit of a a budget hit, but uh staying within 40,000 is something we can we can handle that. Um, and I I watched Landon scramble all day Friday and Monday, uh, getting something. So, it I appreciate him trying to get it. Um, and as much as I would love to fight the vendor that they honor the bid, uh, they're

058bigger than they are than we are and they could fight us with lawyers and it just wasn't going to go anywhere. So, it was kind of a disappointing situation, but um, this seems like a reasonable uh, pivot. >> That was going to be my question, John. Maybe this is a dumb question, but I know like when we're bidding building projects, you have to have a bond with your bid. Uh when it's a million-dollar contract, are we requiring bid bonds so that people can't just back out like this? >> We haven't on technology before. I mean, we never have and we've never experienced it where somebody's done that. So, it may be something in the future that when we do the big the big asks, the big Chromebook refreshes that we might add that as a

059as a burden. Uh we just never expected Okay. >> something like this. Yeah. I know it hasn't happened before in the tech side. >> Yeah, I don't know if you want to mention uh it's not a bid bond, but uh kind of what you did to the to to hold them a little more the people that bid after that. >> Yeah. So, I went um back and actually pulled over the last 5 years how much we have spent on with this company, which was millions of dollars. Use that as leverage. Um you know, hey, we've spent $6 million in the last three years with you and you're pulling this bid at the last second. That's a bad look. And and I also mentioned, you know, the board has us fill out a rubric for every

060single bid. And my experience with you as a vendor is 15 of the hundred points. And I can tell you right now that these future bids based on this experience with this vendor is going to decline and they're going to struggle to get bids in the future. Uh and so they know that. I worked my way up to the vice president of HP um for North America and uh they're basically actually told me that not only when the board president signs the bid, but there's a potential because of the demand, we're talking 7 months of lead time now on Chromebooks, that uh they may come back after we've signed an agreement and say that because you haven't received the product, the cost has still gone up and ask us to pay the difference. So the

061product that we're asking the board to approve tonight is already in the United States. So >> it's a wild world out there. >> So landing apples to apples are the same. >> Same exact specs. Yep. So same same exact specs as HP. We're just jumping away. We are HP from switches to wireless access points. All infrastructure is basically HP and uh HP is going to lose some future business from us over this deal. So, >> but I think what you're suggesting, Morgan, it makes a lot of sense that we should look up when you're talking about that amount of money and so forth. >> So, a couple questions I have. So, first, I mean, it's just a name brand thing. So, Northstar, they bid like their bid at the one we had tabled was over

062a million dollars. Now, it's down to 960. And but same specs, about the same. >> Yep. Exact same. So, it's an Intel processor. It's a 14in Chromebook. It's touchscreen. It's the exact same specs, just the difference of, you know, Acer also would love to have a foot in the door with the Toma schools. So, they put their best foot forward. >> And then just I guess maybe I just need some more insight as a new board member too, just how the bidding process works. So, I saw the RFP closed on the 21st to January and then but we didn't get it on the meeting of the 26th, but it was on the meeting of February 9th. Was that pretty normal, pretty standard? >> Yeah. So, you know, once the we're required, the board policy says

063I have to put the bid out for a minimum of 10 days, but with it being ahead of Christmas break, I decided to extend that cuz some vendors weren't going to be, you know, around. Um, so yeah, closed January 26th, I I think is what the date was. I still have to tabulate all of the bids and then rank each individual vendor based on their bids. So, it didn't happen before the uh Friday or Thursday cuto off date to get things on the next board agenda. And at that point, the vendor had had no conversation with me about a pending or looming price increase. Otherwise, I might have pushed that. But >> thanks. >> Yep. >> Any other questions, comments? >> If there's no further questions, I will make a motion to approve. >> Second.

064>> Thank you. Motion a second. Further discussion? All in favor, raise your right hand. Motion carries. And last action item, uh, real estate broker award. >> Yeah. And this is, we, uh, mentioned it, uh, last board meeting, I think, as part of the superintendent update that we put out requests, uh, for real estate broker services. We hit the, uh, brokers in Atumba, and, uh, we unfortunately, we we just got one response, but, it was from a realer we're currently working with, uh, Remax. Uh, they're offering the district a rate of, uh, I don't I didn't write it down. I believe it's 3.99% commission on sales uh district- owned properties and that's through uh calendar year 26 and then we've got options to extend it into 27 and 28. Um and that's the same rate they

065gave us uh the last time. So um more favorable than the the standard rate you get. So and we don't sell a lot of properties, but uh we just wanted to give an opportunity to anybody in the community that wanted to to offer the district a rate and uh we're recommending uh proven RE/MAX. >> Did we only get one, John? >> What's that? >> Did we only get one then? We only got one. >> Okay. >> Yep. >> But we'll we'll keep asking. I I put it on my calendar, so we'll keep doing an RFP uh as like we do with several other services. Any other questions? >> Motion to approve. >> Second. >> Thank you. We have a motion and a second. Uh further discussion? If not, all in favor raise your right hand.

066Motion [snorts] carries. Thanks, John. Um, moving on to the superintendent report. >> Thanks, Dave. Uh, the first thing I have for the board is that giving them an update, kind of a legislative update. Um, I think things are moving a little bit quicker, which is good. Uh, with some of the bills, um, if I had to guess, I would guess that uh, the new money's determination will be sooner than later. I think it will be probably at about 2% is what it sounds like. um is going to be to compromise. Uh the one thing we're watching really closely with there there is the budget guarantee where right now what's in there is that the state would take care of the cost of the budget guarantee rather than it being a local property tax cost and

067that's huge for a lot of districts but it would be great for our district and uh that stays in there. Uh so that is something you can definitely if you want to advocate for something is keeping that at the state level rather than at the local level. Um I expect it to be decided. I don't know for sure but I would say in the next week or so I wouldn't be surprised if we know that which will be helpful to school districts. It doesn't it still doesn't mean that as you're going to see here in the next couple weeks you've been hearing about all the budget crisises and different districts. you're going to start hearing even more of of that. Um it's it's it's really intense right now. So, um any questions from the board

068on any type of legislative you wanted more information on that they've heard about or anything. Okay. Next thing I have is I'll I'll come back to the board at an upcoming uh meeting and because of our budget situation where we're at uh is is a very positive type bud budget situation uh I'll probably come back to the board uh which will be nice to do for our community is lowering the tax rate. My recommendation will be to lower the tax rate. We haven't decided quite yet how much that will be. Uh but we do have uh the ability uh we feel to be able to do that uh for this upcoming year. So we're excited about that. Um we're excited to do that for our community. Um the third thing I have for the board

069is early retirement. One thing, this doesn't require action, but I wanted to, and I wanted to get the board's feedback on this, too, is that we'd like to propose, and I've talked to Brad about this, too, is uh looking at maybe where we codify early retirement. We do it every three years. And the reason I suggest that is uh basically twofold. one is is that it allows the district to plan budgetary wise what their cost savings potentially will be. But equally important is it allows our staff to plan as well if they know that we're doing it every 3 years. It gives them the ability to plan. Um one thing I you know sometimes I feel bad about is like um when we offer early retirement we didn't do it the year before and people

070miss out on it and so forth. So now they at least know when it's going to happen. Uh doesn't prevent the board or it doesn't prevent the superintendent from saying, "Hey, I want to move it up a year. I want to extend it a year if budgetary things require that." Um but I think it for planning purposes is good. I think the other thing that uh uh went over really well this year too was that our retirement plan was the same for both certified and non-certified staff. I'd recommend to continue to do that as well. Um, so like I said, it doesn't require action, but is there any thoughts or any concerns from the board on on doing something like that? Mike, if you done something like that, would you be able to since they

071already know, would you be able to ask earlier to And I guess what I'm saying is if if you was going to do it and it was a year a year or two down the road, could you ask them? And I'm sure they would probably it'd be require more money, but then that would give us more opportunity to look sooner. I guess you would be putting a job out there. So maybe it'd be >> 28 29. I guess you know what I'm saying. >> Give us more time if we asked earlier or if they let us know earlier than just the same >> you you could I where I've seen that done is like Illinois they will if you let them know two years before you're going to retire. um they actually the benefit to

072the employees is they get an increased uh st it's like a 6% bump and their salary if they let the district know for that reason. Um you could do that. I think for a lot of people they don't know that far out. Um you would couldn't really account on it because they might change their mind. those type of things. >> And that's part of the reason like in Illinois they do that is where they don't change their mind because they're getting a 6% sure >> increase because they're doing it. >> But it's it's costly if you did it that way. But okay. >> Yeah. But no, I I hear what you're saying. I think the earlier you can find out >> hard as it is to get sometimes especially different positions that would give us

073more time. >> Yeah. Um the next one I have is uh Brad's going to join us and talk about uh we're really excited that we just recently received this $500,000 grant. He's going to talk a little bit about the grant and what we our plans are for the future. >> Yeah, thank you, Mike. And I'm not sure if the board received information about this uh in Mike's uh weekly update last week, but um got a call from Congressman Nun that they had some additional money left over after um a community project funding grant pool that they had through appropriations and they wanted to appropriate uh $500,000 through the Toma Community Schools to kind of take our uh career campus here to the next level of our our be the best vision. Uh if the board

074remembers a few years ago we had uh the bulldog cafe in the very back of the career campus and we haven't really done much with that space since. Um and we're always kind of thinking about you know what's next? What's the job market, labor market looked like? Uh, so we added health sciences this year down here and I think we can really with this $500,000 grant and potentially some other funds from the district uh with planning do some really innovative things here and make this the premier destination for really all things CTE, workbased learning, health sciences um and kind of be that regional partner to other schools that may not be able to offer those programs. So really excited about that um that we were on his radar that you know we put together a

075really nice proposal from our youth. Uh Kobe Mercer was instrumental in that. Uh Path uh Pathfinders um helped write that grant too, which is a local group that helps um not only seek out but also write these these grants. And u just ecstatic that we'll be able to form a committee uh with students and with uh Colby as our youth engagement coordinator, bring in some JAG people as well and kind of just envision with our architects what this place can really be. Obviously, it's a beautiful facility right now, so it doesn't need a lot of upgrades, but this will just allow us to take this PL uh facility to the next level and um really be the premier destination for all things career technical education for the foreseeable future. Really exciting. And any questions on

076on that? >> All right. and we really appreciate your your work and the group's work on on the grant because it's huge for us to become, you know, take it to the next level, that next step. So, >> it really is. So, yeah, thank you. >> Yeah. >> Next thing I have for the board is uh just some uh events wanted to update the board real quick on FFA is this week. Um you will notice when you leave here, we have the high school lit up in blue and yellow for FFA week. Um, one of the things I always uh want to thank the board for is your support on starting our a program. It's it's just been a tremendous addition to our district and hu made a big difference for our students. Um, we

077also wanted to congratulate board knows uh uh but I wanted to it's such a huge accomplishment. our our sudden impact uh um group got first place not only at Kiaak but just recently uh this sat last Saturday they they placed second in Pella and both those competitions uh for show choir are very prestigious and very competitive and um that's just a really impressive accomplishment I think the one at Kiaak historically we have this is the eighth time in our history that we've won that so it kind of speaks volumes too about the quality of of our uh show choir program. Uh they're going to compete again on March 5th as well. Um Pam kind of talked about the middle school play, but there also is an orchestra concert tonight, a middle school orchestra concert, uh

078from 7 to 9 tonight. Uh and then we had a signing day for internships and it was really a nice event. Um uh a lot of turnout for it. uh a lot of parents showed up, but a lot of employers showed up and it was just a really it was a nice event and it was a nice way to thank our community partners uh for everything they do for our students. Um the next thing I have is uh I handed out uh Dusty's big dog challenge and just to mention uh we've really kicked this event off uh here recently last week. Um, this is probably more for our community. Uh, the one thing I want to emphasize to our community is is that our goal is as a district is to gather enough food and

079supplies for a whole year for H Heartland. And it's just amazing um the coordination what's going on in our buildings already as far as doing that. Um, I'm very confident that uh we'll we'll we'll reach our goal. Um, but also, uh, I want to take this opportunity again, uh, to thank our sponsors. We also, one of our other emphasises is to get as many cats and dogs adopted at H Heartland. Um, as the board knows, they're they're way over capacity in both those areas. And I want to thank our sponsors again, uh, Warehouse Barbecue, Florida Ceiling, Christian Contracting, and Pierce Fencing, and also a Tuml Legacy Foundation. All those groups have allowed us and the community I really want to hear them to hear this is that anybody can now go into Hartland till uh

080March 30th and they can adopt for free a dog or a cat, but you don't have to be just a staff member. You don't have to be just a community member. You can also be a non-comm community member and come here and adopt. Uh so it's open to everybody. Uh so I encourage you know uh our community to get that word out uh that uh you know that's quite an opportunity uh if if you're in need of a cat or a dog. Um you might wonder why we have this picture up here. But this is 8-year-old that was just adopted today. And this this these these type of pictures. First, I appreciate Landon's family uh uh doing this uh greatly, but um eight an eight-year-old Irish setter. Um those are the type of animals you're

081hoping get adopted through this process, our older dogs, our bigger dogs, because they're so hard sometimes to get placed. Uh so this I joins two other big dogs. So Landon's become a lot more I I never knew he I never would have guessed you would have had three dogs. So, I'm very proud of you, Landon. So, but uh we hope to see a lot more of that as well. Um we'll be continuing to do things to keep it in front of people. Uh there is also, uh for our public, there's a uh we have an ability if you just want to donate money. There's a QR code that you can just donate money uh to the cause, too. We've had quite a few people that have asked for that because it's they'd rather do that

082than maybe bring in supplies. So, that that's wonderful. So, um, with that, uh, I think that's all I have. Dave, >> thanks, Mike. Uh, moving to board member topics. Anyone have anything? >> Nothing. Okay. So, looking for motion for adjournment? >> Motion to adjurnn. >> Second. >> Motion and a second. Discussion. All in favor, raise your right hand. Meetings adjourned.
