005our new title 9 policy is on the agenda today Title 9 prohibits discrimination in School District activities as you review it here are a few considerations number one the choice of Athletic Conference our female athletic teams have experienced drastic drops in participation under the new ciml conference a few staggering statistics for the team sports with upcoming Seasons volleyball our eighth grade in high school volleyball teams lost 39 matches in conference play last year with just one win our longtime coach Liz bathy an urban n teacher who son attends Urbandale whose son attends Urbandale left the high school to coach at another ciml school last season we've got declining participation basketball's coming up we've lost 49 consecutive games all blowouts we've had four coaches in four years historic low participation this isn't complicated we are the
006smallest and poorest School District in the ciml and our girls are overmatched number two our coaches you've heard about the importance of having urb Del teachers and Educators as coaches our male Sports such as football basketball and wrestling all have coaches to our Urban Del teachers none of the coaches for our female student athletes are urbal teachers number three our Athletics office our Athletics and activities office is M dominated I'm not sure there's a single female in the department this helps helps explain to me the apparent disregard and lack of empathy towards female sports Urbandale now essentially has two classes of Athletics teams one for the boys and another for the girls this is not normal I encourage you to share the above information with your friends family and colleagues both inside and outside of
007Urbandale they likely won't believe you I'll leave you with a few questions this has been going on for years why did the board have to learn about this through us the parents the girls volleyball and basketball schedules are now final for the upcoming fall and winter seasons despite students and parents urging our Athletics office to make changes there will be another full schedule of conference games which almost certainly means more of the same so this begs the question what exactly will it take for changes to be made thanks that that concludes the public comment portion of the agenda and I will move into item nine do I have a motion for the approval of the consent agenda I would move the consent agenda forward for consideration is there a second second right and discussion I
008have one Jenny um on the Iowa gold bundle um what is it item E9 um it described it as a web based assessment is that are the preschoolers online or is it the teachers use the online resource Iowa gold is the teaching strategies gold and that is the teachers who are on recording Milestones developmental milestones for students they go in I believe three times a year and it's things like um they're four years old they're learning to play together so in September you might not observe that well but by the springtime you will have observed so you'll see that growth okay okay thank you and then um on E3 um I was just curious if we would get to see the full report of this after um for the Professional Services agreement like I'm assuming
009you'll get a full report will we get to see that full report because we'll take that report and come up with with a recommendation to the board so yes you see that thank you to add to the Carlson detman um agreement the positions that are specifically called out for I'm assuming is just kind of based on the pricing does that include all positions are there anything that's excluded does it summarize the only positions that excludes are teacher positions because teacher positions we can get that information from any District in the state since it's public but the position there's two divisions of it one will be Union positions which are things in nutrition services custodial maintenance positions and there's 10 there's more than 10 people but there's 10 different positions that will be studied and then
010the uh other division is Administration and classified staff so and um uh hourly staff so every single Position will be and there's 55 total positions in that group so the only excluded are going to be the teachers not because we don't we know where they stand more so and don't need to consult with the firm to find that out thank you any other questions or comments can I point out something just for public knowledge there was an error on the board minutes for 9A that L led to a different um meeting that's been fixed so if the public wanted to click on that they could go on and see the added and then also on the P County e number one um the agriculture extension 28e agreement I neglected to attach that I apologize but

012if you guys had any questions or anything I don't want to put Deb on the spot but I appreciate her coming out here to get a chance to get her in front of you guys so that you could see she's our only new administrator this year any questions at all I'm so grateful to be a part of this great Community I have had Wonder ful um introduction I've had excellent training I have really appreciated it I have learned a lot and I still will continue to learn a lot if you have any questions at all um I'm currently working on today I had my 38th oneon-one so I'm having one-on-one meetings with um our certified teachers right now and that's been going really well it's just a great way for me to start to build
013relationships with the St and also kind of start pulling out some of those themes that we can all collectively make some commitments on for focusing on for this year so just so grateful to be here and I'm excited to be a part of this District thanks for having me you can feel free to stay for the meeting sure I'll stay for a little bit I was on board for a long time so it's kind of likeo I don't I don't really um miss those days for six years so thank you for your service I'll stay for a little bit thank you anything else on the procurement plan to go um no I apologize move to approve your so as you know Steve and I have been working very diligently to be fiscally responsible following process
014law policy everything um and I I'm trying to use these next two items to kind of connect the dots for board members um the procurement plan for the uh nutrition services and then the Open Enrollment billing sometimes you know that I can only approve things that are $25,000 or lower but yet you see 7550 $60,000 bills on the monthly bills list those are nutrition services or they are something open enrollment we're paying out open enrollment to students that are leaving the district so what I was trying to connect the dots to is to let you know that you are in essence approving those things Jesse's procurement plan outlines how she's going to procure the goods and services to feed our kids every month and this summer if you remember you passed the U recommended vendor
015that she did the rfps for so I wanted to tie that together so that you did understand that you are approving it by approving those vendors and that procurement plan with the Open Enrollment every board meeting you approve the open enrollment information that alayia Coker gives to us and by those approvals you're approving us to pay that bill when those students are either coming into our district or going out of the district so we Bill the districts when they come in of course and then they bill us when they're going out so I just in case there was any confusion on that or the public was wanting to know um Steve and I just want to make sure that there's no questions about that so if you have any we'd be happy to answer them
016and if you want more details in our one-on ones I'd be happy to explain maybe Steve could come and give us more of that kind of the finance piece if you were interested you only I had just a quick question on the procurement plan is that that's just you just formalized it and put in paper but it's what you've been doing it's what you guys approve and basically it's ongoing those vendors she selects y for that procurement plan all the bills that we get you know they're build out per invoice and so some of them add up to over 30 or 40,000 depending upon the framing and how they're done within a monthly billing cycle so that is what she's trying to make sure is understood is when you approve that procurement plan you basically
017are saying these vendors when we have those bills come through those those bills that are over those you've already proving because we're feeding the kids as part of that basically okay and we've just never had like a formal written up plan for that before I just haven't seen it always been there but Jesse has a lot of uh federal laws that she has to follow so there's a lot of it that we don't really have I think that came a couple board meetings ago her procurement plan was and it was you guys approved it at that point I remember looking at I just remember being called that or have like this specific document you're great thanks um the next one was there any more questions on that one uh the graduation requirements the the policy
018that we have says that the board will review those annually so we attached the policy um number 638 graduation requirements and I know there was a question on something that didn't match so I don't know if you want to clarify yeah that was my question um I noticed from the board policy to what's listed on the The District student facing counseling website now there are a few um subject areas that have something different listed so I was just curious if those were updated post the last board policy or if they should be ident or if we should be approving it's the counseling website it's on the UHS counseling website and there's a click for graduation requirements link um and it says draft in the title of it so I didn't know if it something that
019comes to us for likely a delay I didn't get a chance to look at that because I wasn't quite sure I looked at the state one but I will go back and double check with uh Brandon when he gets back in town so I might have a student enrolled in a class that's on one and not the other and I want to make sure she can graduate all the classes are are great to take but yeah I will I will double check that it doesn't change our requirements by policy but I can have them update the uh site um and then the district cell phone policy discussion um through our agenda setting meetings working with the officers um they asked if I would bring some information forward as you know this is a pretty popular
020conversation in the nation but also in the Metro area from our iasb Retreat that we went to every District was was talking about it it was the topic at a lot of the tables and so what I did is I went in sbly has a nice feature that you can search any school district that uses sbly you can search those policies and it will bring them all up and what I found as you can see in the executive summary is only Alia Ankeny Clinton and westbranch actually have a policy that's geared toward when and how students can use cell phones just about everybody has a policy that says you can't bully students with cell phones but as far as the description of what they can do with it that was limited um they also I
021did a peripheral search of the handbooks in a lot of the I looked in every local metric uh Metro school district and I found um some information in there on De Mo Indianola and even ours handbooks are enforcable but policy is more definitive law is even more definitive than that so their you know Hoover in De Moine has going to the no cell phone this year so that'll be something I think everyone's watching um I also put in a couple of Articles out of Education um National Education magazines like education week District administration there was also a big CNN story on New York city so I put those in there for information there's a lot of work to be done you can really go down a rabbit hole with it this and I know that
022it's important to parents um there's a a district a friend of mine as a superintendent and parents brought a flyer to one of meetings encouraging them to ban cell phones another District locally here um is going through a full study they've gotten surveys out to their staff their students Administration and parents so they don't close until September but they're encompassing a broad amount of information so that they can um take a look at it and decide what to do with the district they're doing who I don't remember the author's name of the anxious generation but quite a few of those books are being sold because that right now is the most popular um narrative on it on the things that cell phones do that are detrimental to students um Josh shared a really interesting article
023from Norway where they somebody was working on the dissertation which is usually how these articles come out because they've done the research but it was interesting to see how many more girls were positively affected by not having cell phones than boys were they were positive but the girls was way higher so I'm open to whatever the board wishes that we do with this I I think doing it on a slower scale to make sure we hear all the voices and make a wise decision is important some districts are going to be watching all of these things as well so this is not going to be just an Urbandale discussion I'd like to encourage us to move forward with some similar things that some of the neighboring districts are doing with at least a survey of
024parents and if not a focused group of people too um I think there's like you said a lot of interest locally and nationally in at least evaluating what's right for our students I agree with CA and support that as well I um also would like to hear from the middle school and how it's gone this year um I think um the commitment um if it happened at the high school would be accelerated because you're bringing in students who are already engaged in that Pro you don't have the initial fights about it um I also think that it's very important having been on a staff well actually six or seven of them you you really have to have um the entire adult structure buy into that because once if it falls apart in one or two
025then it then it doesn't it doesn't work and so it's not particularly effective for us to say yeah we don't like I I think the evidence is quite compelling and disturbing but I completely agree that studying it and or surveying and coming to consensus on when and how we would want to look at that I also think that it's valuable that Hoover framed theirs as a mental health initiative uh versus taking away the privilege um but I I too would agree that um you know as we go forward a systemic uh look at it I don't know whether it's a common problem at the fifth or fourth grade levels I I don't know because I'm not there but that that's probably another consideration well I would add Metro West yeah into the checking with because
026their cell phone policy has been in place longer um so they have a little more longevity and anecdotally every teacher that I've talked to from Metro West says that's one of the best things that they have is those pouches and so we have a success story right here in our district and I I would want to Echo what was saying too because my first instinct with this is I know that we often form committees or we ask for representation but I really feel like every single teacher needs to have the opportunity to be on that because that's exactly right if if not if everyone doesn't buy in and doesn't it it it won't work if we don't sust you know do it as a whole building at the high school so I would like you
027know every teacher to have the opportunity to have you know Direct impact because they're the ones I mean they're the front lines of this right we can all read the research and and say you know yes we think this is what would be better for students but they're the ones that are directly impacted because they have to enforce it and deal with all the consequences of it so how we implement it I really want to lean on all of our teachers and their expertise I think additionally getting um Insight on other technology use too obviously there's the capacity for the Chromebooks to be a piece of how students are communicating throughout the day and that sort of thing too and I think teachers have the best Insight yeah have the best insight into how you
028know an airpod or a watch or a Chromebook affects the learning too and I think also I think we talked about this in our oneone and it was brought up I think by one of the DM PS board members that the policy wasn't just for students it end up being a whole building policy that went with the staff too and so I think that's another disc discussion that we need to have with the staff is you know this is if we if we go forward with this this is what's going to look like for you too and you're going to need to follow this policy also because I think that's probably where we we' see the first crack is you know the kids can't use them but then they're GNA go well miss so and
029so or mis so and so they're on their phone the whole time the whole class per why can't I be and then when they then the teacher feels guilty and then that's where you see the crack of the foundation so that's something I also think we should address in when we're talking with them and I I think another piece of it then is educating parents in the community too one of the biggest takeaways from the anxious generation is that as a parent you have to model the behavior you want your kid to you so we ourselves have to break our addiction to our films and put them away so they can see us engaging and so if we can take that nugget of stuff out to the community and they can interact with their kids
030in that way that would also be beneficial I've heard go ahead I was just going to say I've heard some talk of like book clubs in other communities in here as well and I think if there was interest in some sort of a book club for that book I think that could be helpful the part of what the book talks about and I don't want to preach on what the book says but talks about building Community Norms so you're not always setting rules and laws and policies but that when the community as a whole agrees this is the appropriate time for this then it's easier to implement which we've kind of talked about across districts and things too so I have a nice start on the survey from uh another District so I'll get their
031consent to build ours off because why reinvent the wheel when they did a really nice job with it so yeah I'm I'm not hearing a lot of dissent I think we're all supported of this idea and pursuing this I guess for me the question is what's a reasonable timeline given the desire for input from stakeholders and um I know their survey goes through September um they put it out in July so they're a little bit ahead but um if I could get something together for when they come back I think it's a busy time so maybe 30 days you know mid mid to third week of September get or maybe even October 1 just I don't want to inundate them when they come back with sure yet another thing I want them to be able
032to focus on it so I would think that's okay but it's up to you guys but I would think informally to particularly with your administrators they may or may not be watching this board meeting in the middle of July but say you know this discussion isn't going to go away and we need to begin to process that and I think institutional knowledge because I've been here forever a former superintendent told me you should never uh spring things on people like over the summer that um giving people a year before you make a major change is and I thought he was absolutely right so I think as we continue this journey there aren't any there isn't a great Foundation or a structure for us to jump into and even if there were I think that it's
033um it it's good for us to actually listen to our populations and reach good decisions and assure them that we are we are doing that I think and so I would I would say you know beginning when you've got your your people coming back and you're meeting with your cabinet or the staff that this is going to what I'm hearing is this is not going away yeah we meet August 5th so it's very good time yeah okay I will put that together and maybe in a Friday update share a draft of a survey with you guys so that you can take a look at it and we can go from there thank Youk you um the last thing that I have is the Title Nine reading first reading of the Title Nine policy this is
034a little bit different than what we have normally done with um new policies we don't typically have a motion for a first reading on policies and I've put a Motion in the agenda item in the executive summary for the board to consider of course you do not have to if the board decided to go completely in the opposite direction that would be up to you um just a little bit about the Title Nine changes right now Title 9 as you heard earlier tonight there was a conversation around female athletes versus male athletes that's typically where Title Nine comes to mind when you say that to people um Biden's Administration in this spring expanded Title 9 and rewrote it to include sex to include gender identity as well as um uh pregnancy so we're we're not
035just talking about males and females at this point that of course no surprise has brought up some serious controversy around it Iowa and five other states have been joined together and there's a um case before a judge in Missouri and the judge has not ruled on it yet to block this new title 9 policy from taking effect which comes into effect August 1st that's supposed to be when it comes into effect um there's also another enjoyment of different states not Iowa in Kansas that basically establishes the same type of thing this involves a lot of um besides those States it involves moms for Liberty and another organization who have students in districts so at midnight tonight the judge ordered that they provide the list of districts and schools that those students are in so that
036they can make a decision on what to do with that because if Urbandale for instance is listed in there which I I expect that we would be um then that gives the judge the information and a ruling could come so we're basically waiting on two states one or two things could happen the judges make a decision and we move forward with the title N9 Tak in effect August 1st the way the Biden's Administration intended that to happen or the judges could together or separately come up with a different decision which still bars and then puts an injunction out for Title Nine so that we don't have to follow it August 1 the advice that I got from our legal team is that we need to go ahead and do the first reading and do a
037second reading on the 29th if nothing happens then we just proceed and we're in compliance for August 1st if something happens in the courts that would cause us to not do the S the second reading we would just not do it so we're not asking you to pass this policy tonight we're just asking you to acknowledge that the first reading has happened the motion was written so that if you make that acknowledgement you don't have to come back again if we decide not to do the second reading the motion allows for the initial policy to remain in effect so 103 is our initial policy 104 is the new policy and iasb gave it a completely separate number to help make it more clear so in addition to expanding protection to our lgbtq and gender identity
038it also adds pregnancy for students and for staff so there's no discrimination for those um different groups so it's the board's decision on what you guys want to do with this um everything was copied directly from IB you have the regulations you can get those through your assembly access I did not open those for the public because those are you pass the policy those are me saying this is what my team is going to do to actually make this policy work so they're not something that we ever get public input on but I gave them to you for your reference so that you could see them and just for clarification before this policy can be in effect if it needs to be it has to have two approvals correct has to have two readings so
039and not be stopped by the courts somehow so this is putting us in a position to be able to comply with the change in the law as written August 1st correct pending no different decision from either of the two courts correct so by doing the first reading it's kind of a no harm no foul it's just accelerating the fact that if if we need to be in compliance we're on our way because we only need one more meeting to do it if we decided to vote against this which is an option that the board has somebody to make a different motion it just means that we would not have a first reading and we would not have a second reading so we could be out of compliance if that's the way that the courts went
040for August 1st so you might be in a position where you have have to have a first reading and then quickly after that have a second reading we typically do a first and then two weeks later do a second and and our thinking was to continue to be consistent with those Pol that practice any other questions or discussion yeah um I'm just curious because I know another district is be my understanding is there currently is an injunction with the moms of Liberty group so that puts us in a position that there is an injunction for our district because only if we're named the list I can tell you I'll I'll inform I'm assuming T today that we're named I I know that and so given that information that would make us part of that injunction
041so it seems like there's no reason to proceed since we need to wait and see how it settles in the court because there's other districts for example that have the same attorneys that we do that aren't doing a first reading so I just want to c i I would just want to make the board aware that you know yes our attorneys may have said that but we don't have to do that like that's that was because there's other districts nearby that are not correct doing this and they have the same attorneys that that that we do so I mean and that's their board's decision they were they were advised the same way that that's what they should do but they can choose not to do that as well and that would put us in two
042different injunctions so we would be waiting to hear what each one of the judges in Missouri and in Kansas what they had to say because right now without having the list we're not part of that Kansas injunction when that list is official by the judge at midnight then yes you're correct everything you said is accurate but approving the first reading does not put us in any legal Jeopardy no as it relates to that injunction or anything else no we all we are doing is our due diligence following our standard policy as it relates to policy approval right the second one would be where the pivot is because if the inunction is still in place we would be going against the injunction so we would need more legal guidance from that but I we're not going
043to do the second reading if that's what is still in place we're not going to go against the law so if an injunction is there we can't say oh we're not going to listen so we have to follow that I don't know if we'll get an answer that soon do we um is this POS policy assembly for comments okay um what if we don't know by July 29th whether like we should know tonight at midnight if we're part of the injunction is that your understanding well I don't think I will know our attorneys will know because they'll be able to find it out I will they asked if they they told me they were going to send out either today or tomorrow was their expectation to send out an update they do a um a
044client update so as soon as I get the client update I would know and if I don't have anything by I don't know 2:00 tomorro is I can connect with them and find out what what they have been able to find out but clearly before the 29th will for sure okay have you received any public comments to date no we just opened it and I don't know that I mean the injunction that that moves as fast as the courts move I mean I don't know how quickly I think all told I believe there's 10 or 12 States I'm not sure which ones overlap both of those but I know there's a there's a push to get people to join the organization because that could increase the number of states where students are part of that
045but it's a wait and see at this point so it's it's really in the board's hand everything Jenny said is absolutely true everything I said is absolutely true true so it's really up to you guys to figure out if you want to go through with the first reading or if you want to make a different motion but have an unlikely scenario question for clarification let's say these first two injunctions don't go into effect we approve through first and second reading and then there's another lawsuit and injunction at that point it just immediately flips back to board policy 103 or do we have to take action at that point I would have to ask our attorney but law always Trump policy so whatever happened policy would be set aside in lie of the law we're never
046allowed to have a policy in force that breaks a law other questions I would entertain a motion will move to approve the first hearing of the title n policy I'll second that I have a motion and a second um this will be this is just a simple Voice vote correct okay all in favor I I opposed no motion passes all right new action items District website redesign and employee inet yes good evening Dina Claire Communications and before you tonight is a proposal for a district website redesign and a new employee internet and um we know that our district website is an important public facing tool for sharing information with stakeholders um just over the past year we've had over 160,000 unique users on our site about a million total page views and about 2.9 Million
047interactions so we know that the website is something that is getting um heavy use the last time that our district site was redesigned was in 2014 so that was 10 years ago um and the average shelf life for a website is about three years years if you're really pushing it you can get to five years before you need a redesign um and so what this means is just that our our design and our functionality is just getting a bit dated at this point um but I can share with absolute certainty that we have been fiscally responsible um with the dollars that we put into our visional website um because we have really tried to stretch the lifespan of this site as much as possible um but I really feel like in order to better just
048visually represent the high quality of Education that's taking place in our classrooms um it is definitely time for a redesign so in addition to redesigning the district website um we'd also like to really streamline the way that staff are able to access employees specific information um so right now we have a variety of tools in use that employees can um use in order to find that employee specific information so we have um different HR systems we have different shared Google Drives um we also have um different internal school websites um of course the intention of creating all of these um avenues for sharing information um has always been to help employees um find information as conveniently as possible but once we've kind of hit this point now where we have so many different um Tools
049in use um it can be a bit confusing for employees especially new employees um to know where to look for information and there can be um quite a bit of redundancies in the information in terms of having it located in multiple places um so we really think having an employee internet will help us um just improve that employee experience and um make a more efficient use of employees time so the process that we went through um to begin this project was developing um um a website an internet committee and members of this committee include um representatives from it and curriculum and HR and Communications and so this team came together to really dive in and outline what are our key challenges and what are um the goals that we're hoping to achieve with this um
050and then those items helped us to develop uh this RFP so I'll highlight just a few of the goals that we um are hoping to achieve with this for specifically the district website so we are really keen on having a very exceptional design um that really represents that high quality of Education that is taking place in our classrooms and we want it to be an in uh interface so people can easily find the information that they're looking for um also having that visual hierarchy of information is going to be important um right now you know just as uh websites evolve over time so does the content on those sites and different um pieces of content um are deemed more important and so we can see that very clearly by the number of Quick links that
051we have on our website right now now we have an Ever growing number of Quick links in our St um so that'll be something that we address to you know what is um what has gained priority in our quicklinks that maybe we need to incorporate into some of our main navigation elements so we'll be able to look at that um we also want to make sure that the website is accessible to everyone um that we're providing translation features on our website and of course that responsive design um so it can scale to um the user screen screen device that they're using we want to prioritize enrollments on the website um to really engage prospective families and encourage them to enroll and we'd really like it to also be an asset for employee recruitment um so
052when we have prospective employees they get a sense right away that this is a district is um leading the charge and very Innovative um we also hope these things will help us stay competitive in the education sector so in terms of the employee internet of course we we um as I mentioned want this to be kind of that that one true source of information where employees will know this is where I need to go to find information about um HR or keyw work processes or benefits and payroll all of the information will be in this one place um and of course we want to make sure that the information again is accessible um and then whatever tool that we're choosing is something that we can um grow with over time as our needs evolve so
053to can be interest so for the RFP uh we posted the RFP on our website for almost four weeks um we also sent it to seven perspective partners and we were thrilled that we received seven proposals back um so we had a really great consideration set to um to look at uh the committee went through the process of reviewing the proposals and really talking through so what are our key advantages and what are the key objections to sale for each of the proposals um and then we moved into selecting a partner and so the committee is recommending that we partner with Juicebox interactive and so just a little bit about Juicebox and what um attracted us to uh recommending them so Juicebox is a local U firm they're here in De Moine um they really
054are an industry leader they've received many many industry Awards uh for their work um they have extensive experience working in both the cage valve sector as well as at the college level um which I know we're really keen on learning some of those things in terms of you know what what are uh universities and colleges doing so well as they're recruiting um students as well um juice fox really has an exceptional website design portfolio that was something that really stood out to the committee as we were um going through the different proposals we have had a partnership with Juicebox for the past nine years um so it's really helpful because we know what it's like to work with them we know what we are um you know what a what a process of going through
055a website looks like we know um what it what it means when there are challenges that come up because we've gone through all of those things with them over the past n years um we also were excited um because Juicebox could develop a site that is fully customized to um our needs and so what I mean by that is instead of having more of a template based design strategy um juice boox is going to fully design and develop a site that is unique for us we won't be beholden to any type of templated uh designs um we also really liked that um there's no limit in terms of design revisions I know the process of going through a website redesign and at the at the beginning a lot of times you're given um a few
056Concepts to look at and then maybe you have a cap in terms of the number of revisions that you can have um Juice Box doesn't do that so they make sure that um they're going to continue refining that design at the beginning of that process until we're thrilled and so we really liked that approach um juice box was also in kind of that mid-range of costs um they weren't the highest and they weren't the lowest but they were kind of right in um that sweet spot that middle range um of costs and still fully being able to support the needs that we have um and then we also really like the idea that um Juicebox has the ability to grow with us um they had some of the most relevant options for us for future
057growth when we were considering some of the other perspective Partners they had a lot of different options um but some of those capabilities would actually duplicate existing capabilities that we have with parents pray right now for example um whereas Juicebox their um add-ons that we could do going forward um would be unique and things that we haven't done yet so we really like that idea so some features um about this project of course um we'll have the district the district website the full site and then we'll also have our seven School sites which is very similar to what we have now our building secretaries and building administrators um maintain their own school websites um we'll have our language translation capabilities um the staff directory of course will be there and the really great thing about
058this is that we can do an auto sync with power school um which will really help to alleviate the time that is spent updating um staff uh quite often so um I know our buildings will be really excited for that um we'll ensure that we have secure user authentication um of course we're going to have our internet um we're going to move the digital backpack and RFP system um instead of having kind of these manual systems where someone is actually going up and um especially for the digital backpack going up and adding flyers and taking them down and going through that process we can automate that process just a little bit with this um new part of one of their components and then uh same is true for this RFP system we'll want to carry
059forward um what we've just put in place recently uh which is um automating that process as well so when an RFP um is hits their date then it will automatically expire on the site um and the other a couple other features of it so we'll have a student dashboard um and this is going to be kind of just this daily launch had for students um so there can be more of that Elementary version which would be um maybe having more icon type things of tools that they might need um when they are logging on um to more of a secondary daily Launchpad and for secondary students it'll have be announcements key news and information that they might need to be aware of as well as kind of those key links and tools that they're going
060to access um be able to have our social feeds uh getting imported um as well as having our teacher Staff Pages which is similar to what we have now except um they'll just be much more a much richer uh capabilities in terms of what teachers can include on there and they'll also have the ability to be password protected so student uh teachers can share information with um families uh so the cost for this uh for the website and the internet is the 729 and then our annual fees which would start after the site has launched um is the 9970 and so this includes um a website accessibility tool um to really help us ensure that we are maintaining accessibility not only in our um design of the site but on our content in our content

067K all right item 11c establishing a bid date for the Jensen demolition project so um as you know uh one of the one of the goals for uh the two new elementaries was replacing uh Jensen and uh ring green um and have endeavored to to start a master planning process with h with the district and the your committee um and we're we're working through that and in that time period uh one of the things was let's leave Jensen alone until we know you know where things are at but um one of the reasons why we making that building is the condition of it and the hvbc and electrical and that has really shown its colors here in the last year since vacation vac so um the conditions are such that um uh you know whatever
068the dollar amount it would have to renovate that to into a a new life or something has now become exponential due to some active roof leaks and um you know other things going on in the facility so I think the the best way to proceed forward for the district is you're still preserving the pr the property only you own that um but take the building down it it will save you some liability hassles headaches um from uh you know whatever whatever may happen to the building or you know surrounding area so um so we we have here is we prepared documents to uh to take bids on I believe August 6th um for the the demolition of that um we would just be removing the building and the parking lot we are going to uh
069keep the walking Track and the playground equipment as it is right now uh for U you know Community use if if they see fit you know in the area um so everything will be restored to basically a green site open open Park so to speak um no parking on site there is parking on the street not on aora but um on 62nd there 63rd um so and there's those two smaller playground units that I've asked to try to save but recognizing that all the asphalt between them is going to come up and they also have to get the equipment back there so I walked the property last week and that's what I relay to Eric is let's try to save them but it's it's triple the cost to try to move them as well taking
070them out to move is not going to be sensible but it won't affect that larger playground that's further back um from Aurora that way one thing that the district is doing right now um Zach and his crew is um we don't know about any hazardous materials AKA asbest in the facility so he's actively getting a a report done or accomplished for that um and then that will uh that will inform what happens with the bid so we will have some some time we're going to issue documents tomorrow to the bidding Community it's about a 4we mid period um once we get that report we can refine we can addendum uh the the demolition project um if we need to make some adjustments based on that um so we don't know at the at the moment
071but I anticipate with the agent of facility the problem there's always something in there it's just the extent of how much um and then how we treat that for uh for the demolition contractor going forward is there a reason we're getting rid of the parking there like if we're leaving the playground equipment in the walking Track that so people could park there as opposed to parking on the street I think it brings additional liability and when we decide what to do with the property say we're going to build a CTE building for that's an option then you're going to have to take it out then so it's it's an asphalt not good shape right we are leaving the ramp in or where the curve cut yeah we're leaving the the public approaches from Arora and
07263rd alone uh just because that gets into some other stuff that we can then do for the city um so those approaches will stay but um like Dr do said that the parking lot is not a good condition longterm condition um and you do have Public Access parking along 63rd U my understanding right now is that residents in the Condominiums and apartment complexes that border that use that as their parking lot which again from a liability and insurance standpoint you know that's at their own risk however it just creates some some openings for the district that yeah know that makes sense reduce your exposure and there's park across the street crossw really take the liability yeah will that crosswalk do we know if that crosswalk will remain there when there's no building there anymore I

076just did for Jensen we established a midday Public public hearing um you had the public hearing earlier this evening with no comments um I provided a summary um summary for you uh and the bit tabulation there so we had really good um interest we had nine biders which is fantastic um uh for the for the market and and where things are at um the interesting part was the the range in bids that we had you'll see you'll see on there um seven of them were I would call it in the ballpark um we always have an outlier on the high end we have an outlier on the on the on the low end um so with that we did uh some additional due diligence to to uh vet that out um knowing that again public
077law in public bidding scenarios um you're obligated to take the lowest responsive responsible bidder and unfortunately fortunately the legisl doesn't doesn't Define what responsive and responsible is so um so we did uh talk to the Bor um we had them into our office and and talked specifically about the scope of what we were doing uh and what we were expecting um we called the manufacturers um who represent the products that they were um that they were bidding um they have worked with them in the past uh mainly uh walki West Mo and uh anony um So based on those um uh on those interviews and and that scope meeting we had um I would deem them to be responsive and responsible at this point um and they still they still honor their bid right we
078we've asked them we've given them the opportunity a no penalty opportunity to withdraw um you know should they decide that they had a had a mistake and as of five minutes ago I haven't heard haven't heard otherwise so um so with that I would recommend uh proceeding with um Reliable Roofing for the $344,000 it is not an entire tear off it's uh only one portion of the roof will be a complete tear off the rest is a it's an overlay um so the next time and it's a 20-year warranty so the next time you do this it will have to be an entire tear off but uh but this should get you well into the future so any questions just thank you so much for doing that extra step and making sure because that is

080u to initiate this project um we did take bids the same same day same time as the re roof um had three responses to this um just a little bit of history or background to this um so Iowa and the Department of Homeland Security um approximately a year ago um went through an authorized uh what I'll call Grant funds uh per building her school facility um in order to make security upgrades and that can range from cameras to lighting to Windows to you know you name it um but anything related to security so um what we are doing here is we um we broke it up into kind of a a lumpsum base bid and then provided some uh Alternatives there for Budget protectionism and also to help break out for new Grant uh process
081that you can identify how those funds are being allocated and expended um but in essence we are um with the full the full bids there um we are touching all of the remaining facilities so um roughly five years four years ago um we had uh taken care of urb High School main entry and Webster main entry um in their in their entirety um with the homestead and valious uh projects we again took care of the full entries uh related to both of those facilities however uh Ken Acres um was uh not addressed at that time ums was not addressed at that time and then there's additional things that we can do at both valious and Homestead again to just continue to make them more secure um you know from uh from any any harm intended
082uh so that's that's what you're seeing there um we did not address obviously Jensen and we did not address at this time ruling green just because we don't know the the longetivity of you know what what's intended to be there um the the solutions that we have provided um can be added on at any time in the future and again can continue to make improvements at the at any of these facilities um but I think this this goes a long way to um hardening protecting the uh the main entries and even like on the Middle School uh the windows as you approach that look into the admin that takes care of that that row there so um again we had a kind of a high and a low um from past experience with these uh
083with this type of bid these have been all over the map so what you're seeing here is actually normal um in in in respect um disappointing uh but you know just interesting how things play out the third vendor there armored one is actually the manufacturer the vendor that we specified around they actually provide the product so that's why they are the lowest however they I don't know if it was intentional if it was a miss or whatever they they did not respond um to the alternate ms1 had they responded there there's a very um there's a potential that they would have been the lowest um uh uh bid out of the out of all three and again they're the ones that we specified around their product um so we have worked with uh the other
084two companies and in this case um gron glass uh company is is the lowest responsive responsible bitter um and I I have no problem does this impact the warranty on the Windows when you put a glaze on the right no so there's two ways to approach this um one is um inherent in the glass product itself uh and that is what we did at both valious and Olstead because those are new buildings right those are new last not existing um in this case these are um this is an an applied film um and then some seant around there security seant to maintain the Integrity of that film um and uh it does not affect the warranty of the glass you know itself um if you do have damage it's just one of those things that
085you need to go back and you're not just replacing the glass yeah so you can now then you have the opportunity to replace the glass in kind with the the inherent ability built into it or you can go back with a with a a film product but in all cases again not in a public setting not to get to uh these it does um significantly delay entry into a building it's it's not pool prooof there's very few things that are pool proof in in this day and age um that are affordable and efficient for like the school district um but um this this buys you time and that's what you're aiming to do is to give people time to react and and make a make appropriate actions from there so and Eric for the benefit
