001hand I think particularly we don't should not take stances on ballot issues I personally in the past four years when I've been the president um have thoroughly advocated for public education including taking on some people at the chamber meetings who weren't necessarily agreeable to what we might hope for the best for our students and our organization that said you know I I do think particularly um it behooves us to examine the entire State and the impact of some of these things not just on our system but particularly on the smaller schools the rural schools I think are going to be impacted hugely I'm deeply concerned with the negative publicity for the institution and maintaining our teachers um I don't think we have a choice we have to advocate for continuing to improve our institution and
002what we give our staff and our kids so I don't think there's any question but I don't think it has a place during a board meeting I am going to go ahead and do that modified roll call now Anderson thank you Goodman thank you Hauser me Kent Houser Mead Hauser minky Sarah guys Hauser okay house are carries with four oh thank you so I will go ahead and enter the oath of office oh oh I get the weapon you get the gaffle and a plate thank you yeah I know we're gonna raise our right hand I am okay so Catherine Hauser do you solemnly swear that you will support the Constitution of the United States and the constitution of the state of Iowa and that you will faithfully and impartially do to the best of

004with uh Catherine's Point as far as we are a nonpartisan board um but I do think that there is a time and a place for things that we can do on our own to advocate for that as opposed to kind of the what a whole board because we might not all agree on something so that's where I would say I'll stand Pat on my original answer all right all right I'm going to do modified roll call we're going to start with Dan Gutman oh well for Brianna Hauser Bree Kent break made right Nike Free Sarah geyser oh me and then Anderson great all right yes I think you just stand right here it's okay find your right hand okay okay Brianna Sarah Geiser do you solemnly swear that we will support the Constitution of the

008all in one motion Julie yes okay so you can move to approve move to approve uh the sbrc application for increasing enrollment accountable second thank you all in favor aye opposed no that appears to be unanimous and we're moving into the superintendent's report with the Strategic Plan update so we're going to do this a little bit different than we've done in the past each of the senior leaders is going to take a section of this to provide you an update we've gone through three pillars this time because we feel like in addition to student achievement we've done some good work around a couple of the other areas so we're going to let Brandon schraus director of teaching and learning keep us off for good evening and as was stated this is the first of three
009strategic plan updates where we come and share the work that's been happening as well as any results that we have at any point during the school year when we provide the update so first I just want to highlight uh what was attached in the student achievement uh from the fall and so there was a whole host of assessment data in that report I just want to point out that our K2 fast screening assessments uh were nearing pre-pandemic results and so we see an upward trajectory so we are pleased with that and we'll continue to engage in the work that we we've been doing around that at the elementary level to focus in on those early literacy uh behaviors and support for students and moving to grade level Benchmark in regards to their performance in those
010areas and then ice asked Ela this is those results are from the spring you had the opportunity to see the preliminary results in the spring these are now the finalized results and then what you see in those results is 7th and eighth grade English language arts are near pre-pandemic levels and then we have uh four other grade levels that are within uh one percent of the state average and so um definitely continuing to see upward movement in those areas and that we've had two grade levels that are holding very strong and then um the ice has for math third fourth and fifth grade math improved almost five percent each um so we were pleased with that response um following the pandemic and just the different instructional models we were in and we continue to exceed
011the math State average and six of nine grade levels in math so when thinking about those results our opportunities for continued Improvement and focus is our continued work around math in all grades and that is what prompted the pre-k-12 curriculum review is to engage in how we can further support our students and staff and their the instructional experiences we're providing for students in that area as well as our responses and so there's been work at the elementary level specifically to also provide intervention in the area of math for students that aren't needing those false screening uh benchmarks as well as student achievement results um that are not at pre-pandemic levels uh we recognize that and so we're continuing to align our mtss system and make sure that it's recalibrated so that there's consistency across the
012system and then the Gap and achievement for students with disabilities are black African-American El and Hispanic students and those results also were shared with our community specifically in schools that were targeted for the special populations on an email went out a few weeks ago regarding that so any questions or I think mine is next so Lorna Craig director of HR and operations a little bit about safety and well-being and our strategic plan um around the topic of Emergency Operations we've done a lot of work in the last 12 months but even prior to that as well one of the things I think has been really strong as of late has been our coordination with upd and other organizations as well in uh just working to uh improve our radio communications and our capabilities as one
013big one that work continues today literally as we work to get fully functional and I think well it's a celebration it's also um something that we're not quite there yet and and we're getting very close in terms of our ability to be quickly be proactive but reactive quickly so that's a positive we have our vulnerability assessments scheduled and they're going to be taking place here in the very near future it's going to be a really time consuming Endeavor but our Our Hope in terms of improvement along with this is to get a lot of good information that may guide us in beyond what we're already doing what might we do there could be some dollars that are associated with it that will help us as well in terms of all of our buildings we are
014looking uh moving forward with a visitor identification system as well which I think is going to be a really good thing for all of our spaces uh and that will also be an improvement that is going to be implemented over the over the course of I would say the next couple of months as we get all the hardware in that we need so in looking at all of those things around Emergency Operations we just continue to try to be as agile as possible in the event that something might happen that we're as prepared as we possibly can be with whatever that might be another area where we continue to work on our the results for uh and and take surveys around our students experience our employees experience uh that happened this fall uh the surveys
015were new and updated um results rollouts are happening and in progress right now to gather the feedback additional feedback around those results and continue to try to make improvements so just know that in terms of well-being for all of our stakeholders that continues to happen those are the big ones that we wanted to mention in this update any questions for me yeah I have a question as far as so how do you look at the or what do you do with the conditions for learning results and and make adjustments based on that assessment because I'm somewhat concerned about what our conditions for learning look like we did take that through [Music] secondary leaders um this fall we have not put that on the Strategic plan yet as an outcome measure for us but Brandon and
016I are doing some work with Panorama right now to see what we might be able to do in the future to have student engagement survey checks that are aligned to the conditions for learning that would allow us to be a little more actionable with the areas that are in that so we give that in the spring but we don't get the results till July or August and so our students have of course moved on at that point so looking we're working right now with them trying to figure out what we would might be able to do so that we could like now be checking in with our students on those same topic areas does that make sense right so like we're getting some progress monitoring data so that's stuff that we're looking at for next
017year but that data analysis has been happening at our with our elementary leaders in our secondary leaders um so though I I feel like safety and well-being is at the top priority for many of our community um and I guess I I feel like we have more of an urgency to be more proactive to be thinking innovatively to be talking to our students and making sure that everyone feels safe in their in their so that'll be part of that results roll out that will happen if the student engagement survey that was given this fall and then the other piece that um I would say work that's been done um is a shift to district-wide of PBIS and so part of that safe uh School environment is a predictable uh environment where students and staff know
018what to expect and so that work is underway with rollout and implementation across the system with common expectations set for next fall so that work is taking place and that so when our elementary and secondary leaders went through the data analysis the conditions of learning for learning survey we also took pieces from the equity audit that was conducted and tried to use those recommendations as starting places for you know action steps for the future right where are we at though with instruction when it comes to social emotional learning yeah so right now a plan is being worked on uh and that plan uh is taking the Iowa social emotional competencies and articulating out uh from those competencies what are the student behaviors that we would want to see in all of our spaces and then
019what are the teacher behaviors that would help develop those behaviors and then what are the leader behaviors that help cultivate and support teachers with that there is intent to identify common instructional materials Pre-K 12 were in conversations about timing of when that happens to not overwhelm the system with change as well thinking about math curriculum materials and other work that's happening is just finding the timing of all of that but that work is underway kind of along with SEO you know research shows that restorative justice principles have a positive impact on discipline as well is that are we looking at incorporating any restorative justice principles in our disciplinary procedures uh perhaps partnering with the Urbandale police department like West Des Moines does with the West Des Moines Police Department and their youth Justice initiative if
020Ryan Carey had been researched um to see if we could overlap those but definitely could look into some practices like that Portland aea has restorative practice trainers okay I'm a restorative practice trainer um so I would highly recommend pursuing that especially for our secondary schools so that we can think about what does that system look like and I I understand not overloading not trying to add too much but if we're truly looking at the whole system you know we do need to look at what are the necessary things that we need to be in place because we can bring in all new academics we can do lots of things academically if we don't have kids that know how to be able to learn because of behavior in our schools that's where that's where I'm at
021right like I'm saying and we need to do something different some of those practices in place I just don't know that any of us are aware I don't that's not an area but I really spend a lot of time so that's gonna be more Community right there were there was training when I entered the system on that specifically I don't know that it's widely implemented across the system I know there's been other conversation around how that could be part of the work within the system uh and fully recognize that our social emotional Behavior mental health is the foundation for that safe environment so that learning can happen at high levels yeah all right so our next pillar area that we're focusing on are some of our celebrations in the actions that have been taken in
022that people pillar and so at the elementary level we shared this with you last spring that it was going to happen and it actually is happening that we've really narrowed that professional learning Focus for our elementary teachers to writing instruction and so they're implementing new writing materials and that's been the main focus of their professional learning this fall that will switch to math later on maybe January sometime second semester-ish they will switch over and start learning about the math materials and how to use those new math curriculum materials that they'll Implement next fall so that it is taking place and has been going well um a celebration and I think this was maybe shared last meeting or last month that our sub fill rate is continuing to hold pretty steady I know we've started to
023hit a few Rocky days um which I think is pretty typical for November this is about when we we typically would feel it um but this up till now things have been going really well with all of our um initiatives there which has really protected planning time for teachers for the most part this fall um you're also today might notice the hourly rate increase and that was brought to the teacher Association by human resources to say hey it looks like we're not real competitive with our out of contract time hourly rate anymore and so so you see that proposal in tonight's meeting lots of opportunities here lately for increased feedback from staff so you would have noticed that a lot probably in the calendar approval all of the places where where staff feedback along with
024families was was gathered and then also a lot of feedback happening with the curriculum review process so the members of the math leadership team right now are are piloting or field testing those two new sets of materials and so they're in there like in between time right now but on the days those two weeks that they're doing with each of those sets of materials those teachers are providing daily feedback about what they see students doing um that information is coming to the teaching and learning team the all teachers have been given access to the materials over the last several weeks and given an opportunity anybody that teaches math to get into those materials and provide feedback about what they're seeing and using and then of course sometime here coming up in December that math leadership
025team will work with the teaching and learning Department to do kind of a final plus Delta of each one of those sets of materials and so just a lot of opportunities for feedback about how they plan to move ahead with those materials and then a couple of other pieces there that you saw in the calendar one being that uh seven and a half hour flexible pre-service day giving teachers the opportunity it's kind of honoring that time that teachers do put in ahead of contract and then also making sure that the that there was a work day put in at the change of semesters for those calendars those are kind of the biggies that have happened in that area so far this year that's a quick question um you said that you know we're hitting November
026and it's getting a little trickier with Subs what um what safeguards do we have or what what do we have in place to it when as it becomes more of an issue through the cold and flu season to make sure that we keep that fill rate and and protect our teachers in that so still the same things that we were doing last year when our flow rates were down around 55 60 um so there's the rotations of when teachers do have to give their planning time they are paid and now it'll be an increase in that pay for their amount that that that rotation um is what happens when there's no other choice and but I don't know I just I only know that there's been a few days here lately where coverage hasn't been
027asked I mean we were 90 95 covered and there's just been a few days that haven't been that way like recently right so what Denise just described Drive is pretty spotted in terms of when things get worse than when a fill rates drop our building leaders have processes that they need to follow within the building for what is uncovered and obviously we have requirements yet about certified teachers being in classrooms to supervise and we have tried as much as we possibly can to make that to spread that as equitably as possible including the pay aspect of it when we take Plan time away from teachers and know that that's just going to get pushed outside the school day which the board had approved last year so it is in many cases our building leaders being
028creative and people stepping up to fill in where we have the holes and then we also remember out of the the action where for those that wanted to get certification and to become a sub even for our Associates and that has been a stopper measure as well that has really helped for associates that have some authorization and are able to because of different absences and such where they can sub in the building that they work at so that has been very helpful too okay but there is no wonderful magic thing that happens it is okay it is really um you know when we don't have enough folks it it strains the system but the actions we've taken have really really helped to increase our subpool which it is up this year as well as we
029have the most full-time Subs that we've based on what what has been approved that that we've had today we've in fact started one one more new one which is incredibly helpful when we have days like we did Friday where we we still had to fill rate that was a little lower so okay so if a teacher we're feeling I like they've had to fill in more and more and more they would want to go to their building level principle that would be the natural that because that that the building administrator is who is orchestrating and it would probably be uh hey let's just check and make sure we didn't get off on our rotation okay yep okay thanks so I didn't want to leave Steve out we we didn't give Steve a slide but he
030helps us pay for all of this so so I want to point that out um and as Lauren said there's there's no magic wand there's nothing that nothing that we say we're doing we are are starting is the the golden ticket for perfection in the district we are just trying to point out the things that we believe are happening that are moving Us in that direction so to reiterate what some of them said we'll continue our next steps with the results rollout process on the employee and the student engagement surveys the alignment of the multi-tiered system of support and positive behavior interventions that will that work will continue the writing and math curriculum review will continue and as Lauren said we have our vulnerability assessments coming up December 7 and 8 I believe so we'll
031be doing all of our buildings on those two days with the exception of our new building and the team will provide us a report shortly after that that we will be able to use to make decisions on what items the money that we are told is going to be available what are we going to be able to purchase for our buildings that will be something that will help our provide more safety to our schools can I ask a favor um under the options for improvement we have the gap Financial students with disabilities black and African-American students Yale students and Hispanic students can we as a board get updates on that going forward on any um updates on the status on the status on the status of any Improvement in any um what's the word I
032want uh projects plans goals of how we're going to bridge that Gap um yeah I think um Brandon correct me if I'm wrong but they will be coming out with the information from the state on WE identified uh the targeted schools for the community and for the board a few weeks ago and I believe that they're going to be coming out with the next steps and I don't know if you want to speak to any of that yeah so uh we've had an initial uh overview of the actions that will we will engage in as an overview I think the steps we're going to take is going to be District wide in regards to that rather than just the targeted schools because the practices are good practices all around and so there's a whole host
033of pieces that we'll be engaging in one is a starting place is just a resource a review of all resources that we have within the system how to make sure that we have evidence-based resources within our system and how to work through resolving any of those gaps because we really want to also honor the fact that uh while achievement is uh kind of the lag measure it's really often rooted and just opportunity and access and so um there will be work at the high school coming up with a team looking specifically at course enrollment um and just what course enrollment looks like and what takeaways we can have in regards to enrollment and courses and then there will be actions outlined there more information is coming from the state uh in December and so we'll
034be able to provide those updates thank you and there's some work happening with a consultant to take a look at the high school schedule to make sure that we are providing opportunities for kids that are not forcing them to make a decision between one Singleton class versus another when they really want to take both of them what's our enrollment look like the distribution similar to what Brandon said so there's it's like the the circus where there's a whole lot of plates spinning in the air and we just have so many things going on we're trying to make sure that we're targeting the most important things but in a school system everything is important so every kid only goes through that grade level one time so being able to give the maximum support and opportunities that
035we can it's it's a balancing act so there's a lot of work going on and that's why I wanted to make sure we could present some of the work that has moved forward and of course that is an ongoing process to support our teachers and our students and to make sure that we give everybody those opportunities so that's the work of our system um for the safety update um while I'm on the vulnerability assessment centratech is the vendor that was hired contracted by the state of Iowa to do these assessments some districts were using their Police Department or other agencies they will be doing a virtual meeting on December 1st and 2nd will pretty much be on I know Lauren myself Tim Simon will be on a call with them for most of the day
036where the principals will kind of pop in at their school scheduled time there's a series of questions that they need to answer before they can come actually on site so that they know what things to Target they they have a general idea but they need to get kind of an assessment of the district itself so that'll be taking place on the first and second and then the seventh and 8th as I said they will be coming on site we're lucky I believe that upd has given us an officer that we've been working with on the crisis team to accompany us through all of these assessments of course rsro at the high school will be there for that one but the other officer will accompany us on on every school visit so we're looking forward to
037that support I've never done those before I think that they're pretty comprehensive they're scheduled for two hours a piece so we're gonna be looking for that information so that we know what to do from there the district crisis team is regularly meeting to identify and refine our crisis planning of course we are not going to publicly State what our crisis plan is because we don't want to have anybody try to interfere with that we do maintain that partnership with the upd throughout that whole process we are increasing as a result of the last meeting I believe it was last week we're going to be increasing some signage on our doors not that signage is going to make or break a bad guy but it is something that we need to put up there that people
038need to see regularly don't door open don't open this door for anyone no guns allowed on campus by Iowa statute those kind of things just to have that out there front facing so we're continuing to work on that we are moving forward with the Raptor system I know this is something that we've talked about in the schools we've had some families requests that we have some type of a system it's a for those of you who don't know it's a system where a visitor can come into the building and they put the identification in it will print out a badge with that identification picture it will also flag sex offenders and there were two I believe felonies um we are setting it up for all 50 states because it's relatively inexpensive so it should register
039any um anybody that should be flagged from any one of the 50 states um there's some other intricacies that it will speak to PowerSchool with some things that we're working on as well that could provide some efficiencies in our buildings as far as students coming in late and getting a hall pass quickly without having to have somebody physically sit and write it out so we're looking forward to that the initial piece is to ensure that we're screening our visitors thoroughly um the metal detectors we did discuss that I took that to the crisis team there were a number of reasons that unless the board wishes to direct me otherwise we've decided not to pursue them we've talked to multiple districts that use them and for example Dr Watson was on a call on a crisis
040committee with some Nationwide districts and they thought that it would be as simple as putting one metal detector at a door having one person stand there and monitor as kids came in and that's moved to three people because when something Flags you have to have somebody still monitoring and then you have to have somebody else that can be there so it's really taken a toll on the districts and the resources we would have to have Manpower there for the entire day because kids leave and then they come back so that's that's another problem all students would have to enter through one door unless you put it at every single door and we all know that there are ways that that would not be effective and also 1400 kids coming in the high school in one
041door I would Envision is going to delay the start of the school day and then it would not in our opinion be cost effective to put it in every single door there's also been some concerns about about the are the kids going to be walking into a jailhouse does it get to be that secure that it becomes a bigger problem so unless again the board directs us to dig deeper and do a more comprehensive report in this time we are going to focus on other ways to help curb bad situations that might happen well I'll speak for myself personally I do think we need to definitely get a little bit deeper with this I feel like there's multiple things that we should be looking at even if it's at random detector every so often just
042so that kids know that like to me I think of it like TSA you can't get on an airplane without having without somebody um you know you have to go through TSA if you want to get on an airplane I'm feeling that right now about our schools because kids don't feel safe in the school and and that really really is upsetting to me and I know it's Nationwide and we're not isolated but we've had enough incidents in our buildings already that make me think we we need to we need to be very proactive not reactive and we need to be thinking about what are some other things are we thinking about training all staff working with Urbandale police department and having a very intensive training of staff so they know how to deal with situations
043and not just an online like Alice training but instead really have the police force there working with all of our staff in our buildings um you know I want the students to be able to report anonymously and as quickly as possible so what are some things that we're doing to ensure that every single student knows that this is how I can report if I see something and I don't have to like you know rush to find an adult I just you know call this number or do this QR code or whatever it is so that somebody gets notified immediately um you know I know there's even been conversations uh in other districts about issuing specific like clear backpacks I'm not necessarily recommending that but is that something that we've looked at is that something I
044understand privacy and things like that but again if we're having weapons into our buildings we have to think about how are we going to avoid that happening again foreign [Music] for schools um but with that said I didn't Echo that point like I'm highly concerned you know there's been a couple incidents that we're aware of so I I tend to think if there's a couple that we're aware of there's there's 50 that we're not and that that scares me I guess my question would be if you're going to do metal detectors or look into them are you looking into them for just the high school or all of our buildings because we know that these situations don't just happen at secondary schools they happen at all levels um so if you've got them in one
045building how do you justify one building it needs to be safer with metal detectors than all the others and so it's not really just Staffing one metal detector it's stuffing one at every building some districts are moving to the random ones so buy the portable units and move them from one school to the next there's a lot of problems with those too but it's a thought so we'll have our uh student reps um okay so Anderson asked a question um just about like periodic updates about core's work um so recently Urbandale core our high school Court met up with Statewide core um and discussed the reporting system that we created and implemented at the high school this year um the other core groups through members representing from the Des Moines Johnston and Waukee school districts
046are going to try and implement it in their school districts now and I feel that the reporting system was a big step towards improving our culture at UHS as well as the other things that we've done and that we're going to do like our appreciation awareness months and like the culture fair that we just had um as for results um is this improving student and student and student staff relationships and those issues that are identified as problematic um I have not personally heard of any results on the other end of the reporting system I know that many people have used it already which is great and I know that I've been told that many who report may not actually hear back from the admin side they may have just taken care of it um but
047I just don't know on that side how they're resolving things I just know that it's good that it's been implemented in it we're working towards progress did you share the um I said Pap said the name of the oh yes preventing an acting against Prejudice that's also a guide that one of our facilitators Adrian bruden made this year for teachers as kind of a guide for certain situations and issues that come up in classrooms and just hallways and things like that just working towards Improvement would it be possible to get an update on you know obviously we can't know necessarily about individual student actions that have been taking place but just a general update on from the administrative perspective on that reporting process I think I just we've been working with Williams illness and I
048actually asked him a couple weeks ago how it's going on their side I don't know if we found anything or not but I've had conversations with the administration about making sure that they at least Circle back with individuals to say we can't go into detail what's happening but know that things are being taken steps already and taken if we could get maybe an update on you know how things were resolved or their disciplinary referrals that resulted from that just kind of generally I know we could get the total number that have used the system um we have to be careful going into more details than that but I can work with Haley and um Dr Williamson to see what we can find out okay because I think the whole component of anonymity is we don't
049want to right what and I you know there's value in people being able to report but there's also a danger that it goes into a vacuum or a black hole and so I guess I have just some sort of sense that there's action taken so it could be as easy as them just saying like of the say 50 reports 50 of them received an educational update on how to handle that situation better something like that or even something like as far as progress so we've gotten this report a dozen times in the first month and in the second month of school then it only happened six times so you know that would show progress perhaps I can work with them I I don't even know I don't want to know what individual reports but if
050there's a way to determine maybe the categories that might be valuable we'll have to look into that further to see what's available there are multiple levels to it I know so it's not just for students teachers can use it as well and on there you can put Witnesses um to certain events so I do know that if there is a certain report it may be following up without remitting Witnesses somebody put in the teacher or a teacher and vice versa so it might be easier to report than if they got if education happened after the fact or if if a disciplinary action happened after the fact that may be easier than if this is going to be so many reports tied to one incident I'll have to look at it think about how they're I'll
051get with Ryan and um Mr Carver and core and figure out how we can do that did you have one too Charlie no I mean I would just second everything Haley said but um but um yeah we finally got our emails and stuff out in the newsletter and we're working on like a QR code now to get around the school so hopefully students will start asking us questions directly um and then I think I can just say for all the students too that we're all looking for Thanksgiving breaks so are we yeah right and I I can tell you guys as a follow-up to our conversation around having a student kind of board representative Summit um Julie reached out to iasb and I think they're going to be willing to come in and do that
052for us and I reached out to some of the metro area superintendents and they're interested in coming even if they don't have student reps because they're thinking about it and I don't know if you guys had anything to do with it but Des Moines students approached their superintendent about having student reps so it's starting to take off and I think it would be a great idea after the first of the year we're hoping that that can come to fruition and it'll be good because we're gonna host it right here awesome great good work facilities Brian but um ask you finally Mid-America got out and turn the gas so we did start running heaters last Thursday afternoon so we are temporary heating so we could proceed to finish this um first floor down the area a

056continuing they said the stair Tower had did start waterproofable button up his stuff and the Mason's going to follow uh site work um we're just wrapping up miscellaneous activities and they'll resume the bulk of it next spring if you asked me like I said the gas meter has now been installed and we do have a temporary heat running um pretty much we're going to finish up the exterior framing roof activities we're presumed and they're going to continue on with the exterior of that recently as we go all right thank you it's kind of good you got heat huh yeah [Music] thank you okay public comments we signed up for a public comment um first is Ashley shot and then second person was Joseph simply let me turn this on it's going to be I didn't
057it turned itself off okay okay go ahead so you have three minutes so let's go ahead and introduce yourself I'm Joseph Sibley a student at UHS and I I'd just like to speak about some reservations regarding policy 631 received so I think at a fairly basic level this policy reflects potentially facilitates the conflict of interest between students and their parents and I think that as a district as a board the President should go with the students thank you that that has been established especially even through in recent times as we've increasingly recognized the rights of children even in 1989 the U.N convention on the rights of the child declared in article 28-29 the children had specific rights towards information education and especially towards rights regarding for instance their access to information relevant to their Identity
058or to their own culture and I think that allowing parents to restrict their students access to specific materials that may be especially relevant to them if they're a marginalized group may have the fortunate consequences they're also simple practical matters for instance students will likely be able to circumvent these restrictions and obtain these materials either like through a peer or through some other means ultimately I think that the potential harm to the students from being unable to access these materials May greatly outweigh any potential harm that could come to them from accessing them and it also can simply damage the trust between a student and a child and then being barred by their own parents biases or fears especially at a older age if they're in high school these may be adults or near adults that
059have to get around their own parents in order to access information materials they consider important that is all thank you thank you very much foreign thank you for coming and doing that okay we will move now into the um business that we covered at the work session so um we have the Adventure Time rates anyone want to motion I'll move to approve the Adventure Time price increase for 23 24 school year I'll second okay all in favor I opposed no that's unanimous and we will move into the second reading for a number of uh policies and I want to reiterate to the public that there were I think it was 26 individual comments that were received either through assembly or the student comment I sent to the board through email and all of those were
060shared for their considerations so I just want to make sure that that's clear that they were received and they were considered I move to exclude policy 631c further discussion can we have a discussion now we have to vote on the excuse me first it's your second I will second okay so we'll have a boat on to exclude that can we do a roll call yes so we're asking to talk about it separately okay I just want to make sure everybody's clear on what we're doing but once we remove it then we can't approve it correct right we could if we don't not have met we could stop sorry just to clarify um is it 631 C or 631 B Because B is the request for the parents to the prohibit the student and 631c is
061the objection to the materials it's the policy for making the request to deny access to the students so I think that would be 631 of the um the first part of 631c parents or guardians of students enrolled in the district have the ability to request their student not be able to check out certain Library materials and 631 B is viewing the materials on premises so it would be C that's the one that says you can't yeah the motion would be to approve because we're having a second reading so if we're going to pull it out to discuss that we're going to need to pull that out and then vote on that and then approve the rest of them um but if we don't modify 631c can we prove it tonight yes if this motion doesn't
062carry then it comes back in but if we if it does carry and it's pulled out we could approve all the rest but 631c is off the table for being approved tonight if we modify it okay if we modify it but if we don't modify it then we could correct move to approve yes okay so right now I have a motion to pull out 631c for discussion and a second so I can do a roll call vote Hauser no Kent yes me no Mankey yes Sarah Geiser yes Anderson yes Goodman yes okay it's five to two okay so at this point um we can go ahead and approve the rest accurate or is there a discussion yes you can do either one it would probably I would say have the discussion about a policy first
063and then hopefully we would be able to just approve all of these in total okay so we're only talking about 631c right now the conversation is about 6 31 c um pulling it up we've pulled it up for discussion so you know I think that um sort of the difficulty of being in education whether you're a teacher whether you serve on whether you're an administrator whether you serve on a school board and whether you're you're a student or a parent within the district is that we need to balance the the rights of parents with the rights of the student and also have a willingness to hear the voice of those students um you know I think that there's 99.99 of the time parents are making the best decision for their kids but there are there
064are times unfortunately um where those choices have a negative impact on on students lives um I would propose that we add a simple sentence to the to the policy is already written um kind of looking at the looking at the law and looking at different head policies in the state um I think ultimately we'll need to approve a policy where parents can deny a student's access to books with that said I'd like for this board in this District um to at least voice that we have a willingness to listen to the other side and so my my proposed Edition or amendment to that policy would be before joint legal custody joint legal custodians or the student may Express opposition to this request to the superintendent or designee it doesn't require Dr DACA or the designee
065to do anything with that information it simply highlights to Administration that there may be a disagreement between either two parents with equal legal custody or between a parent and a child I was like you know I mean I'm going to use an example that that probably will never happen but given that this policy in general is a solution in search of a problem I'm going to go ahead and share this analogy let's say a student is 17 years old kids in math genius he's going for a scholarship to to get a scholarship in a prestigious University where they're gonna um they're really going to pursue this this math degree of theirs and for some crazy reason there's a parent that has a problem with with the number zero and the parent says by golly I've
066looked at this title and they talk about the concept of zero 100 times I do not want my child reading this book in reading this particular book as a requirement for this student to apply for this in this scenario that student could voice their opposition that they in fact do believe in the in the concept of zero and then that would highlight to Dr DACA you know maybe I want to have a further conversation with this parent or perhaps as in my situation where I share joint legal custody with my son's mother before a disagreement in the eyes of the law we both have to agree on something educational the statement also takes care of that it highlights the doctor DACA that perhaps we want to refer this to our to our to our attorney
067for a further opinion on why um we can't just make them accept this request frankly but again that would be in Dr daca's discretion and it's simply honors the voice of a student who may disagree with parents um or another parent that has legal rights to that child so I I would propose if we have that that simple sentence what's the expectation for Dr dakit to do then it's her discretion it's it simply states that that there's an Avenue for opposition to be expressed but she can't change the law the law doesn't say that she can't hear other people and she can't really go against her policy there's not really a law that says we have to have this in place yet but a parent who parents raise their kids whether I said this when
068I started on the board that my opinion doesn't it's not about me it's about the district and I would be one thing you said I would be a little apprehensive I want to hear from kids I I hope you guys know that but I don't want to challenge a parent on a decision that they make about their own child I want to hear what they have to say but I wouldn't contact the parent to try to talk them into it right because that wouldn't I don't feel like that's my place and I think until they're 18 years old whether we have this policy or not a parent can call the school and say I don't want my child studying the number zero I mean that's their they have that option so I just want to
069be careful if anything is added that it doesn't give the apparency that I'm going to be an appeal system for it I would love to talk with the students if you want to talk through what you're thinking but I I don't want to get in a position where I think we talked about this I don't want it to look like I'm the appeal because there's not a room for appeal for the record this wouldn't be an appeal and I'm sure as an educator there's there's often times there's disagreements about a child's education that the district does Express an opinion um I don't think we should shy from that just because it's a controversial topic um this would not require you your designee or the school district to do anything this simply acknowledges that we understand
070in extreme circumstances there may be disagreement between a student likely a an older student in high school and their parent and that we're willing to hear that not that we're going to necessarily do anything but just that we that we do honor that student voice especially um especially when it comes to access to information but do we need do we need to add that sentence to a policy for people to know that they can come to Dr Dhaka or the board if not in agreement with something that's already happening on a regular basis as it should I I just think if you add it to one policy then you're going to need to be adding it to several more well I've never been a fan of the slippery slope argument um but I do believe
071that especially in terms of access to student information um in terms of older grades that that there is a point to to make the the we're we're giving an Avenue for somebody to express their opinion but they already have an Avenue I mean we heard it tonight we continue to hear it and I wanted to be perfectly clear that I am not advocating for students not to have rights I was a high school librarian For Heaven's Sake so I'm not coming at it from that perception okay um I worked for 41 years with adolescence and I complete I I can tell you that you're right way more than most of us are however I'm looking at this in a systemic way and um developmentally adolescents are trying to figure out who they are and that
072means sometimes you go against your parents hold up your hand you guys never fight with your folks you don't have to no but that is part of life and so I would contend that this request for one book title um vastly lessens the impact of chapter 802. okay 802 is divisive Concepts so if a parrot feels strongly that this title should not be read by this student whether or not you choose other ways to find that from this policy it basically narrows it to one title which is then highlighted versus take everything that has a bad word off the shelves so nobody can read it okay so thinking in the bigger picture um parents have a right to guide and make decisions for their children they don't have a right to make a decision for
073you or you because they're not your folks and so the point being if people in their family unit opt to take this stance then that's not going to limit your access in all likelihood I can tell you that in all the time that I was a librarian no one ever asked for their student to not have a title access and access to a title that doesn't mean necessarily that it can't start happening but thinking in the bigger picture in the community and for everyone who feels one way there's an equal number that feels the opposite and we have to serve the needs of everyone and that's why I proposed the the one sentence because I'm not disagreeing with what you said however I think it's important that we express a willingness to hear it and
074I I think we express that repeatedly we have student workers on the board we have open comments you know you referred to it are kind of um likened it to a student simply rebelling um but let's call spade a spade I was talking about developmental stages and what people do to ask questions not rebelling don't put words in my mouth I apologize for that I did not and I don't mean to I'm not trying to upset anybody um particularly when we look at the titles of books that have been challenged there's a theme that develops and that theme is around homophobia it's around racism um and you know there are there are students who they're they're are probably children from some of the parents who submitted comments around this policy who may in fact be
075queer themselves degree and having access to a book having access to resources is it can be a lifesaver or it can be a killer right but we're not denying access to those materials well they have a right at this point to ask for reconsideration right because of the gravity of some of that because of the lives that could be impacted um I feel that expressing a willingness that opposition could be expressed to Administration as a small token of understanding and they have permission to do this so Catherine I think there's others that we're sure to go ahead and speak I I would just like to think for a second this is not I this is not a new policy this is something that we've had in place we've we've actually this policy makes it actually
076harder for parents because they have to name the specific title they can't just say zombies like the example that was given last meeting and so this part this this um the change in here is actually making it slightly harder for parents um I I don't think it's our place as a board sitting here to get involved in that kind of parent decision um I I hear students I hear what you're saying um my my kids I can name many arguments that we've had or discussions that we've had differences in curfew differences in you know there's lots of things that that students will disagree with their parents on and and that's where I think we as a district some things we can do is maybe we can help students find ways to talk to their parents
077if you're disagreeing with your parents what's a healthy way to to talk about that if you're disagreeing about a curfew how can we do that I I also really think this isn't a policy that's been abused in the past you know like if you look historically as we've had this policy it hasn't been abused and so um I I have a real hard time not honoring parents in this situation and not honoring um their their right to to stand up for their kids or stand up for what they believe and what they want their kids to have access to I don't want us as a district to get in the middle of that you know I think you brought up a good point that you know we can do some teaching with the student or
078the parent around how they confess how to facilitate a conversation and really that's the Crux of my argument Yeah by adding and go ahead for you well no I don't mean to interrupt and I know Jason you want to say something as well but I think to kind of piggyback on what Jenny's saying is um yeah I think we need to be doing I mean this goes back to even early on when I was um questioning or asking about strategic plan because this is part of a whole system of social emotional behavioral mental health right and mental health plays and to part of this as well so I feel like it is about hopefully it can teachers or counselors or administrators can then help guide students to say hey how can we have this conversation
079with your family it looks like you have an interest in you know or you want to learn more do you need some support in talking with your family on this and I also feel like families need to also educate themselves and learn more and that's why there's parent University and I think there's multiple avenues that we can be doing that for parents so like the stigma behind mental health you know there's lots of students that don't feel comfortable with going to their parents to talk about that they might have some mental health issues and that's starting as young as Elementary School so how can I I mean I I don't feel like this particular policy because this truly is that a parent has to say I'm it's not denying that access to everyone else it's
080just saying that if I'm a parent and I said I don't want my child to have this particular book then we honor that can I ask a follow-up question specifically uh to how the district would handle if parents have 50 50 custody and they have differing views on a book title because coming from a child of divorce my parents never agreed on anything and I could see how this could be utilized by one parent where the other one would not necessarily agree and what is their recourse then in that case it would be the same as if they said I don't want to wearing a mask and we had a mask mandate the other one said they need to wear one it's going to be whatever the custody arrangement we don't interpret those we don't
081we don't say I agree with you and not you it's something to do with it that's the question because like in my situation we have joint legal customers opinion that trumps somebody else so how would you handle that where parents have equal legal custody and decision-making ability where one parent makes a request that the one parent disagrees with I would still have them that would have to be Consulting legal on interpretation we do that all the time where one says I have this right the other says you don't so I guess I prefer I guess I'm curious what would be the harm in expressing that people have a right to highlight to you there's nothing that's that's built into the system I mean if if a parent comes in and says I want to have
082lunch with my child and whatever documentation we have on file says that you can't Johnny can't have lunch with Dad then we revert to that if they continue then that's something that legal needs to make an interpretation of I've sent documents too legal to have them interpret them for us that's not something that we're not experts we're not lawyers so we don't get into that and I just for the information for discussion we've had no requests at the elementary school no request at the middle school multiple offers from parents inquiring at the high school only two have taken up on that so it's a very infrequently used thing but I think sorry Rose okay go ahead Jason because I think we want I know you've been wanting to talk and I think it's fair to
083have all voices I appreciate that thank you um so I remember talking about this two weeks ago and Catherine to your point right this is the desire here is to create a an environment where parents have to can must request specific titles specific resources I'm concerned as I'm consider all of this discussion and looking at that first line says their student not be able to check out certain Library materials and I'm wondering if we should change that language from certain to specific no because there is a exhibit that is the form and the form requires that so if you look on the if you clicked on the second reading of that particular policy you have a regulation you have the reconsideration form you have a sample letter and then you have instructions for the committee
084so there that is required by that language is required okay so then my follow-up question is the way this is written and the way it's designed if I'm a parent of an 8th grader and I provide a list to the district of these or the resources that I don't want my child my child or children seeing that knocks a number of materials out of consideration for the next five years and the situation may change the child may I guess I is is there an opportunity can we put in something that these requests must be annual they must be annual or bi-annual and I also think it might be worth pointing out in the in the policy that once the student reaches the age of majority this policy shall be void well the it when they're
08518 the information that I understood from legal is we couldn't stop the student from checking it out but we also can't stop the student stop the parent from finding out that they did check it out if a parent says I want to see the checkout register for my child who's 18 we have to furnish that right but that that is separate though from the policy right I mean that that would whether the policy is in place or not a parent could still where are you getting fi am I missing five years oh he's just saying no I'm just I'm just using it as an example there's nothing that has a time stamp on it oh basically I can yeah it's like do we need to state that a parent has to request specific titles annually
086because even I guess going back maybe to Catherine's point a little bit is with child development and as kids do get older and as kids learn more about themselves I I I I it does see that being important right that everything I don't want my fifth grader reading Flowers in the Attic right the material we prohibited from being checked out until written permission has been submitted by the individual making their Crest and I think Brandon can yeah I just addressed that you know that was something that was talked about with staff and one of the pieces of feedback that Steph gave that our Librarians was um to not put a year um and their rationale was they wanted the onus to be on the parent to undo um the request or to change the request
087the thought process behind that is just managing um and not knowing um and wanting to be clear when something changed so if a parent forgot that they made that request and then the request went away because of the year um it creates some level of ambiguity um and could put the staff in a position to explain something so if a student if two years after the initial form was filled out and a student went to check out a book and it is flagged saying no you can't check that out could the librarian just simply say oh right now this is Mark that your parents don't want you to check this out you need to have a conversation with them yeah for sure because maybe developmentally it would be an appropriate time and the parents would
088be okay a couple years later and then that that would just initiate a conversation between just I just wanted to offer that this was talked through um you know should it expire at the end of a year and um kind of the consensus in that conversation was their preference was for it to stand and tell that request changed thanks I guess just in terms of the legal question I guess I would I would want I guess a more thorough legal opinion on I would hate to set the district up for legal liability because we go against the wishes of one parent who has equal legal custodial rights to a child versus another but that's why I would seek that legal input as it happens in real time because they can't give every custody Arrangement every
089divorce decree is different so correct it could be a divorce decree from Missouri or Nebraska it may not even be an Iowa situation so I would seek their input and as needed basis because you can't get a general opinion even if they said anything that says XYZ you can do this distinction if you have joint legal custody it's all well I wonder though if with that if this you know something with filling this out if if the district finds out this student has parents that have joint legal custody then maybe the that's when the phone call goes to the other parent to say are you also requesting that right like is I think that's kind of what you're getting at right yes when we kind of uh run away and actually when you go into
090how student parental parental rates is documented in urban adult systems it doesn't there's really not a place it says lives with or it is not but there's not really anywhere that flags that parents may have joint legal custody regardless of where the student may reside 51 of the time and I would contend that um that's probably a building level leadership decision and to work that out in that fashion because they would know that you know I you know was a counselor for most of my career and the the family disputes often spill in into the school um unfortunately particularly for the kids so I would contend that the school is prepared to handle that because it's unfortunately pretty common and if there's a dispute on a book I can guarantee you there's disputes about other
091things and so and they probably wouldn't get to me no unless I would contend that you know and I had situations like that where people would say well he's got a a band you know basically a no contact order and I didn't see it so you know those things have to be worked through right right but I I think though something else that we've kind of discovered through this conversation is that obviously we need some sort of um indication whether that is of need for a student like if like if it's not stated anywhere in any of their paperwork or anything how would it even an administrator I mean if a child just moves in or if a child you know had just like say a freshman in the high school building they might not
092know that situation so how does how do we ensure that that information is given to leaders so that that can be something that's talked about if necessary well it is accessible through power supply [Music] come on up Brandon there would be a flag if there was a this kid can't talk to Dad or no contact with Dad but that's that's not joint legal custody yes so it is up to the family to share that document um and then that document's reviewed by the administrator and then all pertinent staff do learn of any intricacies like all educational decisions go to this parent solely and then all staff are informed and taught what that means and I guess that's what we discovered when we looked at my son it has where he resides 51 of the time
093but it doesn't note on there that I have full giant legal custody of my child which usually is explained in that decree with lots of detail which is reviewed I've reviewed many of them to make sure that staff are properly trained on how to navigate the situation as a building leader yeah yeah yeah right yeah is a student allowed access to a list that exists that their parents had put in place yeah it'll pop up on the library catalog I assume I don't want to check it out plans to hide it from them there's nothing in the any of these policies don't tell the kid right no okay so yeah I just that I guess that's my question is is they have access to it so they don't get into a situation at the checkout
094desk saying you know oh no I can't so they know then what their parents don't want them to see okay so Julie can I ask at this point since it's been excluded what can be our next step I mean because we need to vote correct on just this policy no on the additional so right now we've we've pulled it out and so if there's um I haven't heard a motion to edit the policy okay I'll move to edit the policy and then that motion would need to be seconded and then we would have to vote on that but I think just to edit with the motion have to include the edited statement yes so I moved to edit policy 631c to add the following sentence joint legal custodians or the student may Express opposition to
095this request to the superintendent or designee it is the superintendent's discretion actually I'll just leave that last little part out and just join legal custodians or the student may Express opposition to this request to the superintendent or designate that's our second thank you will second so we start with Kent just want to get this right we're moving to make that Amendment no need no minky yes so your Kaiser no Anderson yes Goodman yes Hauser no motion does not carry so now we take that policy we fold it back in to 15b okay so may I have a motion to approve the rest of the policy can we still pull that policy out to vote on it separately with all of the other policies yeah I was wondering if we could vote on that policy specifically
096separately and vote on the rest of them as a group and this one separate since there was discussion there's no we've already voted separately on that um not the policy itself there's no way to pull one item out of the this is two three four five six seven we would have to do a roll call on each on each one I move that we do a roll call for each one Anderson second all in favor hi opposed no no no okay so I can make this clear as possible we are boating on all of these second reading of these policies is that accurate including 631c correct okay so let's do a roll call on the total list please need a motion yeah cancel move to approve all of the policies okay you need a second
097second thank you and we are at Mead yes monkey yes say your Kaiser yes Anderson no groupman no Hauser yes Kent yes promotion carries five two thank you okay so we'll move to the school request for a dance club do we have oh yeah yeah all the bills in the new business I still have a new business oh you did ah sorry I was wishful thank you oh yes all these contracts were hilarious yeah it's good news tonight good news yeah good evening thanks for having me um so last time I was here uh last board meeting we apologize uh to to have you um uh Place established the midday for uh several packages and so um we did take bits last week on um the packages that you see there for furniture window treatment
098signage playground equipment and video surveillance and so um you have kind of a summary in front of you most of them were actually all but I think two were under the protected budget um two of them were just slightly slightly over um but one was about seven thousand and the other one was on a signage 12 000 I think but overall um Savings of 263 000 um under what we had projected uh and and again that's due to the work that not just our team but also working with with District Representatives so kudos to everybody that was involved um there are four alternates there under the furniture and again um just being respectful of your budget and allowing you the opportunity to see the value of some things um and there were four alternates there
099for some additional storage cabinets filing cabinets some shelving and other storage cabinets that we broke out all those together add up to forty seven thousand dollars based on discussions and what we did at the first building we're not recommending accepting those at this time that you can you can move into the building you can purchase those at any time in the future whether it's that product or something different so um that's that's our recommendation at this point so let me aren't going to answer any other questions I just ask a question about the playground equipment and is that for both the preschool playground and yes okay yep it's for both uh both uh playgrounds um it includes the surfacing plus the equipment um and then the fencing around the The Early Childhood one is already
100included in the building contract so it's got nothing to do there okay perfect and they will be installed at the same time yes I think the correct me if I'm wrong but Olmsted had someone who did the surface and someone who did the playground that was part of the delays and the coordination this is one yeah okay preschoolers outside yeah and this is um similar to the building uh you know construction the the um what Brian reported on earlier were ahead of the game of where we were at this point for the for the homestead building um same thing in all these packages these have been been way ahead of where you know where we were last time um so they have the procurement time to get the materials in time and have them staged
101and ready for uh when the site is ready for installation both you know inside and outside so the additional ones that ones that hold the is that is that I mean will teachers have adequately what they need to start the year without those things don't have the basics I will say yes I don't teach in those rooms but it will be comparable to what was provided at the at the outset of Olmstead opening um now later on after the after the school year got started I do know there was some additional uh items purchased as a building for consistency rather than having um staff and you know they're you know one kind of cabinet another kind of cabinet um that that was made at a building level choice I don't know that it was a
102district choice to supplement that and you still have that opportunity here in in this scenario whether you want to do that as a district or whether you would like to do that you know with building funds or you know how are those how are those are broken out it's like when you build a house and you think you want that couch and that chair and that lamp and then you get in there and you don't so they are going to have the basics there's going to be a little bit of money set aside okay as they live in it and they determine I really do need that so that's the kind of thing that we we don't want to go out and buy a bunch of stuff that they're going to throw in a room
103and not not use it so and there's no way to like lock in prices you know I know prices have been fluctuating all over the board and like crazy and is I mean since we're buying so many other things are we locking in prices for our future well I know when we did the bid Steve and talked about some of those items he knows that he has other avenues that are something that he could explore on a regular basis so some of those will have to make decisions okay yeah the pricing that you have here is a lot for 60 days of token reward okay so you'll work tonight that that price is locked for the remainder of the term okay so if you wanted to think about it tonight and you know next your
104next meeting say we want to add two or three more items under either under the alternate or as a unit price so individual items you can do that up till um well two weeks of a week and a half has passed now so roughly in 50 days so yeah okay thank you [Music] Improvement these are contracts do we do each one or each one has to be voted on separately because they were they went public so it's just a motion second all in favor but each one because it's a different company so start with the furniture yeah yep I will move to approve the award uh the contract for the furniture at hilarious Anderson II all in favor aye opposed no thank you I think he will move to approve the window treatment contract for
105Valerius Elementary the post no Jenny three do you do the next one signage contracts from hilarious Elementary all in favor aye opposed no that's unanimous okay Camp will move to award the playground equipment and servicing contract for Valerius Elementary Anderson second all in favor aye aye opposed no that's unanimous video surveillance let's go I moved I don't know if I want to improve it I moved to a video of surveillance second all in favor um move to open the consent agenda thank you for a second okay do you have something yeah um on the E the bills list if you look at um 17. it says core es number one Olmstead retainage pay app 18 and then you look at number 20 XX it says the same thing I want it to um thank you
106Ashley for discovering that those are duplicates we are gonna eliminate 17. and use 20. apologize for that and they sent two to me good catch there's a lot okay so do we have any other clarifications before we go ahead and move on this okay all in favor I opposed no so that's unanimous move to a jar I thought school request is out of consent is consent yeah okay move to adjourn okay all in favor [Music] yes
