schools board of education to order. Brett, will you note the role? Is there a motion to adopt the May 11th, 2026 regular board meeting agenda? So move. Okay. A motion is made by Jill and a second by Jeff. Is there any discussion? All those in favor say I. I. All oppose, same sign. Motion carries. Let's uh have our parade of champions. I tell you what, this is probably by far during a school year, we've done this for the last couple of years, one of my favorite activities. Look at the room full of our students, student athletes. Uh and we're we're going to do a parade. Now, you're not going to march around, but you're going to come up to the podium and talk about the absolute phenomenal success that we've had around here. You know,
I was watching the we were down at the state tournament and they do that parade of champions and I see all those districts walking around and all the different state champions. We have such success around here and it's so much fun to celebrate. I thought why don't we have our own parade here in May as we're kind of butting buttoning up the school year. So I'd turn it over Mike Zack Senram and Mike Eggberger here as our athletic directors and activities directors to share with us. All right. Mic check. Good. Last May, I was here, but I was hiding. Uh, you may remember our former AD, Brad Rose. He somehow snuck his way back into this meeting. Uh, you'll also notice the blue undershirt I commented on last year is being worn today underneath the
valley gear. So, we're very on brand uh with Mr. Rose today. But since last May, we've had quite a few accomplishments and we haven't had a chance to recognize our first state championship of the year, which happened a few short weeks after that meeting. And I'd like to first bring up a man that needs no introduction, the 2025 National Coach of the Year, Mr. Aziz Hafar. Dennis, this is not Chachi BT. Okay. Uh, first and foremost, thank you so much for uh recognizing me. This is uh I flew to Philadelphia and uh it was such an honor. I was standing there was a big bulletin board and I was standing it had all the names of the recipients of the NASA coaches from different u age groups and different levels. There were two guys standing
next to me and not knowing who I am. I said, "Man, my god, a guy from Iowa. Are you kidding me? From Iowa? I thought that was corn." And and I I'm laughing so I I didn't say anything. But anyway, um, at the banquet when my I I was the last person to, uh, get up to the stage and to receive the the award, be rest assured, those two guys were sitting right there. I wish I had a video just their face was that was the guy. That was the guy. Anyway, but but listen, um, thank you so much for this incredible recognition. Being named a national coteria is a profound honor and I feel truly blessed to lead this to lead this program. However, this award is a team trophy in every sense. I
could not have reached this point without the tireless dedication of my assistant coaches whose insights and hard work are the backbone of our success. To my players, thank you for your grit, your heart, your heart, and for trusting the process every single day. Finally, my sincere thanks to the board. Your vision, your unwavering support, and the resources you provide have created the environment necessary for us to thrive. I'm deeply grateful for your continued faith in our mission. Thank you so much. Bring like to, if you don't mind, I'd like to bring my players. please step forward. And I I wanna I want to apologize because we have finals in some of the uh the guys are taking finals and so they couldn't make it up here. So Colton Colton, come on. What I want what
I want you to say is your name and you were part of last year's team and what grade you in. Come on. All right. I'm EMTT Morenzi. Uh I'm a senior this year. I was a junior last year when we won and I um am a I was one of the starting wingers on the team. My name is Brian Diaz and uh I'm a senior this year and I was on the team last year as well. I'm Eric Faust and I'm a senior this year and I also was on the team last year. Alexander Pitton, I'm the goalkeeper. I'm a senior this year and I was a junior last year. Uh my name is Dennis Manovich. I was I'm a senior this year. I was uh on the team last year. Uh my name's Golden
Horn. I was a senior last year and uh I was a defender on the team. My name is Leighton Hookie. I was a junior last year and a senior this year and I played like every position. He does. He really does. All right. No, not yet. Um we are um again thank you for the opportunity to recognize the 2025 state champion valley boys soccer team. The title was earned through immense commitment, dedication and hard work of these players both during the season and in the offseason. What makes this group truly special uh is the success off the field. The team maintained an average of GPA 3.5, proving they are exceptional student athletes who prioritize excellence in the classroom. The reason why I have this young man here, we are so also proud to celebrate Alex
Pointen who has been named the Gay Player of the Year. Alex is the ninth player in our soccer program history to receive this prestigious honor. Continue our our tradition, elite talent, and character. Again, thank you to the board, parents, and fans for the incredible support. Go Valley. Well, I want to say thank you. Thank you, Aiz. Uh you've been helping me all these four years. I remember uh the first day I was going to join varsity. Uh I I was told I had a heart murmur and I had an appointment till July. So I was going to miss my whole freshman year. A seiz found a doctor a heart doctor the next day. So it was kind of crazy. It's unbelievable. Aiz knows the whole whole city like but he was he was I said
Dr. Vahi would you please this is Aiz you remember me? So yes I do. I have a I have a kid that needs needs to be checked. He was up first appointment right. Yeah. Yeah, I remember that. And I want to say go ahead. I want to say thank you for everything. My my other coaches as well and especially my team. They helped me be the player I was I am able to be. Thank you. Yep. Thank you for having us. I'm just curious, are any of you planning to play soccer in college? Did you say probably not? All right. Up next in the parade for tonight would be I want to bring up our uh one of our PE teachers, Mr. Isaac Ellis. He was nationally uh recently named this program, National High School
Strength Coaches, a program of excellence award winner for the whole program for what he submitted for that. and I'll let him introduce a couple of our all-American kids once he talks about his program a little bit. Hi guys. Uh I'm Isaac Alice. Uh this is my first board meeting ever here as a since uh I've been here for I think eight years. So this is this is awesome. Um uh excited to be here, excited to talk about our our strength program that we have going. I I feel like we we have a program that's um kind of going above and beyond. We're our resources that we have are unmatched and thanks to you guys and and the things that we're allowed and able to do and the trust from our athletic directors and and you
guys um trust that you put in me and our our coaching staff. We have some people that have Ricky's over there. I know we got a lot of coaches that that help me out. So, it's not just me by any means, but like he said, we got nominated as a or recognized as a program of excellence um for our program. Just it's it's a big kind of like job well done to our program, a big uh undertaking of submitting evidence and that sort of thing. So, I was really really excited to see that we got that. Um then uh through the National High School Strength Coaches Association. It's kind of a mouthful there, but uh they have a um certificate or an achievement award all-American award for a senior um athlete where you can nominate
as many that meet the standards, but there's some strength standards obviously, but it it's more so what I I believe is like what you're doing off off of the or outside of the weight room um and out in the community with your school. And uh we had two actually that came from our our school which is awesome. There was only I think 60 girls in the United States and then in boys there I think there was 84. Uh so we had two come out so I can have them come up. Uh Carly want to come on up here and Geron Horn. Um sorry come on up. So, these two, they they're the last people that probably will want to talk about themselves. They're kind of I mean, kind of like me, kind of quiet a
little bit. But, uh um I'll start with Carly here. She just found out awesome news, exciting news. She's going to be going to the um University of Missouri and she just found out was what was it yesterday or Yeah, like two days ago. Two days ago that she just made the the cheer team for them. So, a giant try out. So, she's going to be in those big SEC stadiums cheering for the Tigers, which is awesome. So, she's going to be cheering on more Tigers. Um, so she's not only is she just an awesome athlete, but just a great person. She comes to work every day. I I only get to know her in my my strength class. Um, but she's just a top-notch kid. Somebody that like I kind of go off of, would
I let her watch my kids? Absolutely. Like she is I would have no hesitation with her being a babysitter just you know just she's just a great person. So I appreciate your work and everything that you do for us. So that that is awesome that she got it. Definitely deserving. And then Geron Horn, he is uh these obviously are both seniors. He's going to Central College um next fall. He's going to be playing football and and then the cool thing is that he's kind of developed a love for strength and conditioning um as well. So, he's going into being a strength coach um at Central College, which is a a top-notch school for that. And, uh he helps out with my first period basic strength class, which is kind of a class where people are
very very green and learning how to do things. And he's very patient with kids. He just he comes down on his own free time to help me, which has been so awesome. And then another thing, he got this uh award in meeting those strength standards. He had a a devastating a ACL injury. Um what week four was it? Week four in the football season and he's a kid that's just busted his tail for everything. And having that I've seen kids before just go into shutdown mode and just I'm I can't I'm done. I don't want to be a part of the team anymore. He's he's stuck with it. He's back squatting I don't know how many pounds now. He's just unbelievable. So, um, really going to miss not only him, but just these two next
year, just their leadership and, uh, just what they bring to our program in our room. So, thank you very much. Just appreciate it. Good job, guys. All right. So, our game plan is kind of just to take you through the calendar. Isaac touches every part of the calendar. And when he says our program, it it's him. It's he is our program. And so Isaac, thank you from everybody and all of our staff. This summer, uh, we had we had a great summer of of action as usual on the softball and baseball field. Um, we had three all state first team all state uh players. In baseball, we had Dane Gosling. Dane, can you come on up? In softball, we had Carrie Rose as well as Mac. Moulder, who at last report drove home for this
meeting, but is at Holiday Park hoping to catch her brother's last at bat. It's kind of nice. Uh Carrie actually just was batting sixth in the scrimmage. And so that's why their coaches aren't here. Uh we have a couple scrimmages going on. Uh Dane is a great story. Um he is uh one of my highlights last summer was watching him throw a no hitter against Johnston. You know per uh pero favorite in the CIL. Um sat there with my kids and watched him just work. Unfortunately, uh like Giron, Dne suffered a season ending injury a few months ago at a tryyout. Um so one of our my last memories of Dne and I've known Dane since seventh grade will be that night watching him throw a no hitter. And so Dane, thanks for everything you've
done for Valley and Valley baseball. Um, we really do appreciate all your contributions. Thank you. Johnson County, uh, Dne is going to continue and pitch at Johnson County. So, his baseball story is not done. It's just it's not done with Valley. He's gonna be the best manager uh, in the history of Valley baseball. So, thanks Dane. Thank you, Carrie. Carrie Carrie Rose. Uh she was batting sixth at 658 um in the scrimmage. Luckily she was able to make it. Uh Carrie's had a great career here. How many is this your second all first team all state or third? Uh second. Second first team all state. Carrie's going to continue on at Drake. Um just a kid who lives and breathes black and orange. And we're so proud of you Carrie. so proud of your contributions
and uh even though you couldn't get Mac here, you've done about everything else right at Valley. So, thanks for everything you've done. Thank you. All right. In in the fall, we had a first team we had a great season in volleyball as many of you remember. Uh semi finalist. We had a first team all state um player in Kayn Wheelen. Kaylin couldn't be here tonight. She's actually coaching a little kids club team and and paying it forward, but she was one of those players. If you ever watched her, you just could tell she had it. And another kid who grew up in our gym and so so proud to watch how her career ended. Our football team also had a great season. ended in the dome again uh as state semi semi-finalists. I'd like to
invite coach uh Ricky Gimenez to come up and talk a little bit about our first team all state football players. Good evening everybody. Uh we had two first team all state. The first one couldn't be here today. Jaden McGregory. I had the pleasure to coach Jaden since seventh grade. Team Iowa. Um, you know, he came into Valley, great student, kid that did everything he's supposed to do, is having a lot of success down in Missouri. So, he'll be continuing his football career there. Second, uh, we got, uh, Alonso Himenez. So, THAT'S A THIS ONE I've got to coach since he was born. Uh I tell you a little funny story. When he was first second grade, his brother was playing football and he wanted to play. So I said, "Well, I can sign you up
for flag cuz you're too young." And he's like, "No, I'll wait." Cuz he wanted to hit. So, ever since he was little, he's always embraced the physicality of the sport. But besides that, I mean, he's been best buddy of the year last year. He worked with one of our very, very handful challenging kids. Uh, he's going to be going to Upper Iowa to continue his education and football career. He's going to be playing football there as well as study special education, which he's been Did you finish your thing? Almost. Okay. He he's almost got it done. His uh what's it called? Par educator. His par educator. So he's been working at Westridge this semester with special needs kids there. So he as good as he is on the field, he is 10 times bigger off.
So very proud. All right, next up we're going to bring up our winter uh athletes and coaches that were involved in state championship and as and well some best finishes we've had in program history, some bowling stuff. So right now we'll bring up coach de who's our boys swimming coach to talk about our boys and girls uh state champions we've had this past year. So Will Vanzy will be come on up and Charlie Jong as well so coach can talk about your guys' accomplishments this year in the pool. Uh hello, I'm Sean Deboo. Thank you very much for the honor of coming and um being with you guys and we really appreciate the support that um you've given the whole school and um and and we've in the pool seen a lot of um financial
support in recent years. So really appreciate that. But um I do just coach the boys now. I used to coach both. Um and so I have had the honor and privilege of coaching uh both of these, but our our girls coach couldn't be here tonight. So um talk about Charlie and the wind uh in the fall season. Um, Charlie was a double state champion, uh, winning both of the sprint events, the 50 freestyle, the 100 freestyle. Um, so she is the fastest swimmer in the state on the girls side right now. So, um, uh, a fantastic season out of her. Certainly has been a goal of hers for a long time, but has worked um, very hard to achieve uh, what she was able to accomplish this year. So, um, super proud that I was
able to get to coach her for a short time uh, here at Valley. Um but what what uh coach Kim has done is she's taken over the team has been great. The whole team performed really well and and um they certainly outperformed what I even expected of them at the state meet and so um super fun to watch that. Charlie is going to go on and swim at the Air Force Academy next year. So um that's pretty exciting as well. So congrats to Charlie. Um and then Will, uh Will is a junior. Um Will has had quite a trajectory um uh of terms of his improvement and and um two years ago um he was a really great swimmer, but we had a really good team. We won state that year and he was um
he didn't even get to swim at the state meet or at the district meet because our team was so loaded. Um, and then two years later, he won uh the 500 freestyle, which is the longest race we have in in high school. He won it by 13 seconds. Um, way ahead of anybody else in the pool, nearly nearly lapping. I think this close to lapping. One of the kids that was in the A final, the fastest heat we had, and he almost lapped the kid. So, um, tremendous improvement, um, tremendous success. He just announced, uh, that he will be a verbal commitment to, um, the Ohio State University. So, that's exciting. He's got one more year here at Valley, so he'll do great things. Um he almost won his second event. We were really close.
And so we've got some pretty big uh goals and dreams for for him for next year. And um and I would say on behalf of the whole team, like I mean these two are uh had tremendous seasons. Um and swimming is one class. So it's it's you know, everybody in the state is is uh competing against each other and so that makes it challenging. So, these two certainly uh had tremendous seasons, but the whole teams uh you know, not not everybody gets to be here, but um but on behalf of both teams, pretty proud of of what all of them have done. And swimming is not an easy sport. There's a lot of hours and a lot of laps put in. So, congrats especially to these two, but congrats really to all their teammates as
well. Thank you. To finish up our winner, let's bring up we've got some bowling. We have one guy here tonight. Uh Cooper, come on up. Cooper Adair. He's part of our boys bowling team this year. Coach Chad Barnes can't be with us tonight. He's also an assistant baseball coach and they're also involved with some scrimmaging stuff happening tonight. I'm not going to make you talk. I feel good about that. Okay. Um I believe this is one of the first couple the second time in recent Mr. history we made the state tournament as a team. Then we also had Cooper here as well as David Lias who's a sen he's a senior. Cooper is a junior coming back next year and loading our team up back again. But, um, it was fun watching these guys and
coach Barnes get really excited about bowling and knowing there's a sense that like we're worried about what substate we're going to put in and where we're going to bowl at and all the conditions mattered. And I think the day of substate qualifying there in Marshalltown, there was a power outage at the alley and they weren't able to bowl for like hours upon hours. And then to the point where I think when the power came back on the host school, Marshalltown, who was one of the expected teams to win, they put them on a new lane, which is fresh oil for the people in the lanes. And that coach Barnes called me immediately. He's like, "Hey, we got a problem here. If these guys come back and beat us, we're going to we're going to start
questioning some things here." So, these guys held on. We made it as a team. Cooper here finished sixth place overall at state tournament. And David, who's not here, it finished fourth place overall. So, incredible, incredible season out of our boy bowlers this year. Um, and David is going to continue on next year at Iowa Central as well. So, very, very proud of our bowlers in the season. Cooper's going to bring it back and run it back with some new guys next year. Thanks. All right. And now, currently for our spring season, I invited we had two Drake champs. our 4x2 boys uh set the school record and the Drake record I believe and won that and Morgan Carr won in the hurdles and when I reached out to coaches they said you know what not
to be superstitious but we got bigger things to do in two weeks so let's wait on this until next year I kind of like that but I I do have kind of an interesting last uh set of intros over the weekend coach Michelle's coached her last track meet at at Stillwell Junior High and our eighth graders, now keep in mind this is half of Valley. Our eighth graders at Stillwell won the state championship at the middle school uh track and field meet on Saturday at uh Walke Northwest. So, coach, where you at? Probably So, we we've spent years setting up hurdles together and this was going to be our last year doing that no matter what. But I'm so happy for her that she was able to end this way and a great group of
girls are behind her. Also, a great group of girls from Indian Hills as well should be mentioned. Some records broken at their school. I think a couple runner-up finishes. So, awesome. Awesome. out of both uh future Valley Tigers, but current Stillwell and Indian Hills Tigers. Congrats, coach. Thanks. Um so, I'm Michelle Spesca. Thank you for giving us this um opportunity to come and be here tonight. Um yeah, this is an incredible group of girls and this is just a small part. our entire team this year. Um just the work ethic that they had, the the kindness, the enthusiasm that they showed both um during a practice and at meets and outside of practice. They were just really, really hard workers. And um like Zach said, we set eight new school records this year. Um four
of them we rebroke on Saturday. So, they just continue to improve throughout the season. Um, and I'm just really, really proud of them. I'm really, really proud that they got to be my last year. And it was just a great great way to uh to kind of cap off my my entire 31 years in the West De Mo Community School District. So, thank you for that. Um, do you all want to introduce yourselves and then just say what events or what distances? Okay. Because this group of girls, it's not just we had four girls that could run a 400 really well and two girls that could do a 200. I mean, they I had a wide variety um of options in which to mix girls up because they were just so versatile in the different
events that they had. So, doing that. Yeah. Uh just overall track season, what distances did you run? Like did you do twos? Did you do fours? Were you eights? All right. Yeah. just I just want them to see. Well, I'm Raina Sobeck and I ran everything except like 400 and below. I'm Quinn Culie and I ran everything like 800 and below. I'm Emma Y and I mainly ran the 400 and 800. I'm Roxan Sanders and I ran the 800 and below. Hi, I'm Lucy Miller and I only ran 100 meters. I'm Jocelyn Periggo and I did hurdles long jumped and ran the 800. Hi, I'm Penelopey. I ran the 800 4x8 and 1500. I'm Kinley Creser and I mainly ran the 800 and 1500. I'm Lily Yudi and I ran everything except the 1500. So
this is them. All right, that's last report for us. I did get informed that actually four of those relays are top in the nation as of right now. So that's pretty pretty impressive. We're going to go uh check out a little choir and a little scrimmages and hopefully we can uh have this even more of a packed house next year. So, thanks for your support everybody. Okay. Um, we're going to move on to open forum as people move out. Um, this is the time at every board meeting when members of the public may speak to the board. Please not a citizen must state his or her name and address the public record and may have up to five minutes to speak. The board reserves the right to limit the time allotted to the open forum
to a total of 30 minutes. Has anyone signed up to speak, Brett? Nope. Is there anyone here who would like to speak? Okay. Well, then let's move on. Is there a motion to prove approve the consent agenda as presented? Second. Okay. Motion was made by Jill and a second by Lonnie. Is there any discussion? Okay. All those in favor say I. All oppose, same sign. The motion carries. Now we are to to the superintendence report. You bet. I like coming out here uh standing at the podium in the month of May and and looking you in the eye and saying thank you. So the month of May is uh board appreciation month. And Lonnie, it just kind of seems fitting that you're here. Uh because I I make reference to you each each and every
year. Um, I remember Lonnie looking at me one time and saying, "Hey, Matt, don't don't take this personal." And I have never taken it personal because you've always been about improvement. And that's something that I've learned uh about this board. You challenge us. We We've anchored into this new strategic plan. I I call it new. I don't know, Kurt, if it's okay to still call it new. It's a It's a couple years uh old, but we constantly come back and we anchor to that. Who do we want to be? What are the desired daily experiences of our families, our students, our staff? What are the strategic directions? What are those things that we're chasing in order to improve? You've never been apologetic about our need to get better outcomes. And I just love that about
you that you know, sometimes it stings, Jill. Sometimes it stings, but at the same time, that continuous improvement that you're looking for is the same thing that we're looking for in people in this front row right here. And so it's just kind of uh exciting, fun, whatever, however you want to describe it, working with you each and every month to get better. That was awesome. You know, when you think about the 9,000 students that are counting on us each and every day and executing at the high levels that you expect, that their families expect, that the community expects, and what this front row of people expect. It's it's pretty easy to work together. And I just wanted to just like I said, say thank you. I do have a gift for you. I think you're
queuing up the gift for me, Brian. I have a gift for you. Our students are so busy with so many different things. This is one that I caught that I said, "Hey, I need this." And share with the board. Here we go. So, they're busy at a concert tonight, but by the way, state champs. So, what you just saw there was uh what they sang to win the state championship in jazz choir. Uh and it just it it's fun to be in the pack and hearing that going on. the musical. You know, in the last couple of years, I brought a section of the musical. Our students are so involved. You saw it tonight. We see it in the classrooms, scholar programs, uh, uh, honors programs going on later this week. AP testing in this
room here for the last two weeks. It is so much fun to see how our students are so involved in things that are going on in West Mo schools. And so, lastly, I'll turn it to Blake. He's here tonight. you know, he makes half of what you make as being board members, yet he still shows up each and every week. And I just I Blake, that that was a big undertaking. You said, "Hey, sign me up. I want to be a representative of our school. Uh share with this board of education what's going on in the school." And you show up each and every week uh all all year long. And that is so commendable and so appreciated. And you were part of the board. And tonight's your last meeting. And I want to just
thank you publicly for all that you've done and the others. Absolutely. But congratulations to you. I look forward to shaking your hand in a couple of weeks as you walk across the stage. And with that, uh, completes my superintendent report for tonight. Okay. Um, so it came to my attention that there was someone here who wanted to speak at open forum. Um, and so I think in the congestion of all those people leaving, we missed. So, if we if you guys don't mind, let's go back to our open forum and um is there someone who would like to speak Thank you. Okay. Um, up next is committee reports and we it looks like only facilities and finance has met. Yeah. I'll look to to Mike and and Jill, but I I think other than a
couple comments we can make when we go through the agenda items, nothing that's not wasn't on the agenda or that we'll get to. Okay. Thank you. And now student reports from Blake. It's the Blake Show. Yeah. I just want to take a a quick moment for my student report to just thank everybody that I've worked with throughout the day or that the whole year, I should say. Uh, I'm not really the most bubbly or extroverted, especially compared to Sahana among other people, but I do really I did really enjoy every second I spent working with the board and everyone else. Sorry, I wrote a few words. Um, I've never felt intimidated or anxious being here, and I've enjoyed every second and every Monday I get to come here. Thank you. Uh looking forward, I know
that every every day I've spent here is going to serve me well in the future. From like the soft skills I've spent just like constant communication to just being able to say that I served as a student representative and to have the resume builder that I worked with the school board throughout an entire year and impacted policy as as an on voting member. But this is an experience that I know I'll hold close to my heart for the rest of my rest of my life. Yeah, I think that the positive emotions surrounding my experience on the board really epitomizes what all of us want the entire district to be constantly for every student. And with that in mind, I'm very excited for all of you to get to meet and work with next year's student
representatives. I know I know all of them and they're very kind, very hardworking people who I know will serve the district well and they've earned their way to the board and will do an excellent job. So once again, I want to thank all of you for everything. Thank you. Thank you. Yes, Blake, thank you for giving up your Monday evenings and spending them with us. Um, looks like up next is financial reports for March. We identified um just some things on the general fund reports. We actually just briefly looked at the general fund and revenue and expense reports and just reported that we are really on track with our spending and and the revenue also um compared to last year. So we I would say no surprises at this point. We feel pretty comfortable with
with um the trending as far as what we had budgeted and where we think we'll land. Um, another item that I know came up as we looked at the um, the fund summary report and Brett pointed out the meeting and it's it's good to see the increase in the activity fund. um it's always been in in pretty good footing, but um you know, with the change over leadership and that, it's encouraging to see that our activity fund balance is up from about 900,000 at this time last year, this time being the end of March to um just over 1.1 million uh this year at that same time. So, other than that, um no other comments. Thank you. There any questions? Okay. Um, let's talk about recent legislation around the save revenue. Thanks. And we, uh,
introduced this at the the meeting Friday and the FNF committee thought it'd be good to have it on the agenda. As you know, the Iowa legislature just um, um, completed their work about a week ago now. Uh, the governor still has time to sign many of those bills. Um, but we the the update here is specific to the save or the sales tax that goes toward infrastructure. And what we wanted to point out and I give credit here to um if you want to open that that PDF um Brian to Piper Sandler, the financial consulting firm we work with on our bonding and that if you want to enlarge that as much as you can. But what this um what this document does is it just briefly summarizes how the sales tax really works in
terms of distribution. So the the state um estimate this year is over $700 million coming in in save taxes. Um 5 million of that goes to careermies. uh 50 million of that or about 7% currently goes to property tax relief which leaves 653 million approximately this year to be distributed to K12. And you can see what that number is per per student about $1358. Well, the the legislation was really significant and what passed So the the legislation really impacts this. So on the next slide um it's really um talking about the narrative here. So um in the middle and I highlighted it in yellow. The big change is a very rapid um diversion if you will of part of the save resources to additional property tax relief. There was already a provision in the law
that if the um statewide revenues, sales tax revenues grew by at least 2% um the the state could use a portion of that or 1% and add to the diversion if you will for property tax relief. So very very slowly that would that would lend itself to uh increased um property tax relief through the save. What changed in the legislation then? What's highlighted is that um by 2031 it will go from 7% this year to 25% in 2031. So that's a it's a very significant uh and rapid growth in the amount of save money that will go to property tax relief. So the last two slides, the first one shows a hypothetical. So if the sales tax revenue grows at the 25-year average, which is just over 2.4% 4% a year. Um there would be
nearly $800 million in 2031 in sales tax, but only 593 or 594 million would still come to K12 for distribution. So the the the per student amount actually would drop about $100. And that's again assuming the growth rate is consistent with the the 25-y year average. The final slide shows what happens if there's just no growth in sales tax. I mean that's probably unlikely but you would see stagnation for the next 5 years but anything's possible right but what it shows then in the middle of this chart is 177 million instead of 50 million is kind of the starting point for the current year um would be to property tax relief or 25% and ultimately that per student amount drops even further then to $111. So, it's just significant in the in the change. Um,
we have to still fully analyze how that will impact us. Um, but there was another I guess there is one more u chart that I added. They Piper Sandler put out some nice scenarios just in the last week just so you kind of knew what what the range might be. Not that the message is positive, but at least we know what the message is. And in this particular scenario that I provided, again, it's talking about uh it shows a 25 the 25-y year average growth rate. It also uses a department bed enrollment projection because again, we received the money on a per student basis. And we are trending with those department bed enrollment projections. Um that in the next in the first five years, we would actually lose just over 6.1 million in revenue compared
to current law. and then over 10 years it would be closer to 14 million based on current law. So those are significant changes. Um the other property tax legislation um there were impacts but not heavily on schools from what we can tell but more to be seen there. But this is just a significant item we wanted to bring to everyone's attention and again a lot more to be learned in the days ahead. So any questions about that? Um, Kurt, remind me because this happened before I was elected to the board, but do we have any bonds out against our save and how does that impact then those bonds that we have? We there are some districts actually that it's it's going to really um put them in some dire straits to be honest. There are
a handful of districts that way. In our case, we have enough to still repay the bonds. So, we're not in that situation, but we do have two issuances of sales tax bonds. Um, one was uh well, some of those will come due in uh 2030, I believe it is. Is that right, Brett? And then some are quite a bit later. But um anyway, we we're positioned okay to be able to obviously repay the bonds. But what it really limits is the excess uh monies we have to just do the day-to-day things and to even contribute. I mean, I what we need to analyze is how does it impact our overall commitment? Um because as you can recall we had about $160 million of projects that we talked about with the bond referendum. We funded 135
million of that with the geo bond which means between PPE the physical plant and equipment levy and save about 15 to 20% of the projects were going to be funded with support from PPE and save and um we just have to make sure that we're still on track there. So um but it's a pretty big impact so we just want to bring to your attention. So, any other questions? Okay, thanks. Thank you, Kurt. Um, is there a motion to approve bills for payment to Drake University? Okay, motion was made by Anna and a second by Lonnie. Is there any discussion? All those in favor say I. All oppose, same sign. Okay, there's a motion by Jeff and a second by Laya. Is that right? Is there any discussion? Maybe just one question, Kirk. When I
went through it, I mean, it looks one, it's a lot of boilerplate language that has to be in a debt issuance, and then it looks like the the purpose language we just took lifted directly from our um bond referendum. Is that Did I read that, Ryan? Yes, it it quotes the the bond referendum language verbatim. I mean, to your point there, I think we talked about it enough. There wasn't there's not a lot of discretionary language if you will in the no it's 40 46 page document with a lot of stuff so I just kind of distill the key points thanks okay um all those in favor say I all oppose same sign okay that motion carries there a motion to approve the resolution declaring official intent under Treasury regulation 1.150-2 to issue debt to
reimburse the school district for certain original project expenditures. Second. Okay. A motion was made by Jill and a second by Mike. Is there any discussion? Just at FNF, just to clarify, these were in a certain number of days. Was it 60 90 days? 60 days prior to us drawing funds. So, it allows us to go back and claim claim that. So, we talked about that at FNF, why we would retroactively go back that. Mhm. Okay. Okay. All those in favor say I. All oppose, same sign. That motion carries. It's I'll just publicly say I know it's already known, but working with that the city of Clive has been remarkable and the idea that we can collaboratively improve a a a shared space for our community in a way that's respectful to us of how how can we use it and then how can they enhance it in a in a way that improves it for the neighborhood. It's just really refreshing to see um two entities that maybe historically we don't always collaborate like that and it's going to be really a great addition for that part of our community and I'm I'm really excited. It's been it's been really fun to be a part of. Thank you. Any other

Motion was made by Jill and a second by Laya. Is there any discussion? I I would just point out to the board um the these two projects ref uh reflect the commitment that our community made with the passage of the the bond. Uh we allocated about a million dollars of upgrades to the
performing arts center and and uh so as we're just kind of connecting the dots tonight, here are two projects um that are moving forward because of the support of the community. Thank you. All those in favor say I. I. All oppose, same sign. That motion carries. Is there a motion to approve the turf tank lease agreement for the field and parking lot painting robot? Just at FNF Rod um expanded that this will allow us to do a little bit more deep digging into the data. Um and so that will help us with our staffing plans moving forward. So it will it's an added expense now that could really help us make better decisions in the future. Great. Any other discussion? Okay. Okay. All those in favor say I. I. All oppose, same sign. That motion carries. Is there a motion to approve the instructure parchment award? Okay. A motion is made by Jill and a second by Jeff. Is there any discussion? All those in favor say I. All
