001thanks for coming tonight I'd like to call the meeting to order um can we stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States 206. do we have a second okay thank you okay [Music] yes um ing together okay thank you let's move up on the other reports and start with the um have the presentation from us our Ross Elementary School Spotlight from school trip let me check sorry so I can get started though and then he's not in the very first group so we might need to like do groupies [Music] that was perfect timing wasn't it everybody yeah one two three Perfect all right so am I standing in the right place right over here okay so welcome thank you for welcoming us so I'm Michelle trip I'm
002the principal at Ross and this awesome group of people is 13 of our students or 12 actually of our student leaders at Ross Elementary they're all fifth graders and you're going to seem to have some amazing talents to share with you today um they're just a spectacular group of kids so I wanted to take justice to highlight am I speaking loudly and slowly enough good thank you we practice a lot together Ross just wanted to share a little bit about what we're doing with Avid that these kids are here representing today and so Avid has been a fourth year Journey for us and in April of this year we're doing a Community Showcase of our Avid which is like a practice run for our November startup next or in the fall of next year actually
003doing a nationwide showcase so we've been selected as one of the Avid showcase schools for the whole world nation and so we'll have schools from all around coming and visiting our school to see what we're doing with happened so we wanted to invite you to our practice Showcase in April I'll get invites out soon as soon as we have the time and the date ironed out that you'd be welcome to come and see some of the stuff in action um and we'll have a family of that same day that we do so that families so we're excited about that roll it okay so one thing about Adam that we wanted to highlight today was Wick horse strategies it's a very weird word right so guys what does the w stand for what does the I
004stand for what does inquiry mean [Laughter] into our rooms and we do it in a lot of different ways and these kids are a testament to that right yeah how many people saw writing in their classroom today how many people are angry how many people saw collaborations you talked to another kid today and do some learning get a collaboration right how about organization and how about reading oh okay perfect um our goal is to help kids prepare for their humors which is as we all know Community School District's major mission just to have kids already so that's what this is about the future ready for us looks like Middle School it looks like high school and it looks like the ability to go to college should they choose to or have success in whatever career
005they choose so that's our future ready that we're aiming for us roll it so um today you're going to see examples of kids participating in the mess that we do at school um poultry slam is one of those so Mrs Wisconsin we'll talk more about that in just a second poetry slam is writing collaboration reading for the Wicker strategies leadership is brand new this year we've never had this before so we actually have um we put applications out for fifth graders to be part of broadcast leadership program again 43 of our computer is applied to be our past program so we had planned on selecting 15 students but we could not keep it at 15 when that happens we had to open it up to get more kids involved so what we did instead was
006we chose six figures so six student leaders which you'll hear from today to run three different groups of 10 kids each so basically right um which I think is a great way to get these kids future so those kids work through using inquiry collaboration and organization they are doing great projects to make our school a better place which they will tell you a lot more about when I'm done talking which exactly Now flip to the next slide and we'll turn the time over to miss basketball for just a second and then we're going to turn it over to the kids do their thing I am so happy to be here to show off some of our kids to you guys and their hard work I am Mrs Rasmussen I get the privilege of being as
007a librarian across as well as one of the win um leaders and so my win through every year in fifth grade gets to do a poetry slam um I started out um by explaining what a Cody's plan is to them and giving them some examples and then I kind of turned it over to them there's a little bit of a process that happens with it um it starts out um first of all I let them choose whether they're going to write and perform a poem by themselves or if they want to partner or if they'd like to do a group once they figure that out we go into the writing process and um they have exactly two criteria that I give them one of them is is that the poem has to mean something to
008them it has to be something they are passionate about something that they feel deeply about and that's what they choose to write so they decide what it is they're going to write about they start the writing process it's fun during that part to the kids just are zoned in and they're just working so hard the kids who chose to be in a group um you get to see that collaboration part and it is so fun because they are working so well together they all of them are putting in their best effort and it's great to see them work together after we get through the writing process um we talk about how in a poetry slam the content of the poem is very very important the other side of that is the presentation of the poem
009so we need to practice and the way we do that is we um they have partners and they either go like some of the individual kids will go within the individual kids groups and go with another group and they practice in front of each other and they really work hard we talk a lot about how to give and how to receive feedback and use that feedback to improve and it was really fun to watch that process as well I also get to do that with them after they get done with the practicing part we schedule the first preliminary poetry slam where everybody in the class who wrote a poem gets to perform at home and they do it in front of the whole class as well as me the rest of the class is their
010panel of Judges they have a little sheet that they fill out that has a criteria that both looks at the content of the poem and and also the presentation part of it and they judge them the classes scored accounts were about 50 of the score and then my accounts for the other 50 and we average them all together and we came out with eight finalists which was card because we really were only supposed to have six finalists but they were really good we got it a couple more and then we um got to do the big final poetry slam and it was really funny this year because it fell on the day after the snow day so they had to come in cold we were going to practice the day before but they did amazing
011we had a panel of Judges um adults in our school that came including our principal and they listened to these kids and then they had the hard task of choosing three of the talk poems and those are the ones that you are going to have the privilege of listening to today I get a little emotional at this park because I'm really proud of them and they work so hard and the thing that is just so amazing what the panel judges saw was these kids wrote these problems themselves this is from their heart this is their thoughts and what they feel and so I'm super proud of them and I would love to present our poetries I do have copies of the poems if you guys would like to look at the dentist um thank you
012yeah my name is Tristan and this is my poem stereotypes black and white Jordan Maple life and death light in darkness how to be the people who think that life is evil or less of a person they brought from 1619 to 1863 these people were not free until Abraham Lincoln had to stop it and yet the 13th Junior still has to fight rules of Freedom as people yet it's today his people are still a lesser people foreign it's not just black people that are being discriminated against they're also many other voices being discriminated against black and white didn't evil Biden death by Darkness yin and yang but I think this realized that even though these people try to fix these problems people are still discriminated against so that's why I think it's superheroes I don't
013think of people like Iron Man or Spider-Man I think people like Martin Luther King Jr as the real heroes black and white good and evil collected and death fighting darkness and in you thank you foreign noise quiet I would say if anyone could hear me at all I tried to write as hard on one-handed over my right here trying to drown the noise out it's getting louder now the noise is sweating through the room sifting through the vents squeezing out the windows starts to eat me up and leave my paper on my desk I'm finished I can imagine everyone's wondering wondering I want to scream but I can't over all the noise the noise my tester will finish itself I pick up my pencil but there's too many stresses around me there's only one more
014question left I'm close but I can't read it's too loud there's too much noise I tap the person next to me in hopes to quiet them down uh excuse me I say she doesn't hear me over all the noise noise I cover my ears and wait for the noise monster and got me up noise noise noise no sweet I raise my hand my teacher walks over and I work in the hall I ask him he says yes we're safe now I can finally finish my test quietly so peaceful not notice I was next time think about me in this instance quietly be quiet I'm Luke I'm Caleb from Charles we present technology crisis technology new stick in stone the TV paralyze the violent and unstuck to the Frozen home run goes through the brain like
015hey I'm trying to slap my face don't flip it down I don't have the time to stare into nothing when I think when I think of the TV I think of cleaning the phone a new replacing with all this on the phone is good about the Chung but maybe even the ice cream cones okay sometimes if you tablet a smaller TV is sober you might even be a pig gets so great because over the size of my head I can't even make it to bed a computer the newest brain it's mostly used for games so I can't get a great game and even Google [Music] why don't you go do a race I'm making this tell a joke that's it this is done after this we'll get some sun all right cast you're up hi
016Michael and we're the Staffing student support to help teachers understand students um I play some cash because like I'm not the type of kid that just sits around while other people work let's say there's a gigantic fundraiser I'm not gonna give them a penny and tape oh yeah I'm done one reason one reason that past one thing that pass needs is to record the loss and found items so parents can't see their kids lost items and get them return faster support team we will like do birthday parties for the teachers and teacher and student appreciation and fundraiser stuff like that any questions sounds like you guys are busy I applied for cash because well I wanted to do something like this I got to Middle School his sister sort of influenced my decision and she
017helps me she she's doing the same thing as me and I really want to do that as as I went out um I first heard of cats I thought it would just be cool like it's a flower if I got into it I could be like the boss of people [Laughter] it has I it's like a whole lot more it's like where you can help other people that you want help and you can do more stuff out of the kids might not be able to you you take across a lot like my ideas for activities around campus are stuff like community Through basketball tournament or a chess tournament and that would just help too my things she said that some people call it the cheese of the trees in our playground like buddy trees she
018thought it would be um fun to do a whole little buddy another idea that I had one of the activity team leaders is to have this whole little um like donations to where you can donate like some money for stuff and you could buy more like books in the library or supplies for a little bit and also just like give donations not just food but like clothes my name is Rowan my name is Jake and we are the service team at Ross Elementary I applied forcast because I wanted to help all the teachers because I feel bad for them because they always have to grade the the students papers especially when they have a lot of people like kids in their class and they it just keeps stacking up and stacking up because I had
019an idea that like we can help other like students maybe like maybe help them Firefly who has to make Ross a better place to a fun place to work so my ideas at Ross is to like have this like boxing and live like some fun nice stuff you can do in there like pick up some trash and the plastic is like the most but it's like five minutes of extra releases and one of my ideas is that so we have a challenger that always does everything School his name is Mr Pete and he's always cleaning up after all of us and I was Tuesdays and Thursdays we could take some time like at recess and we could help him close this stuff up but you guys have any questions for our cast leaders I do
020not have any questions but I do have a comment we are in good hands you guys know what you're thinking of your creativity your opponents what you're doing is amazing I hope you continue as you go up in the Kina School District it is wonderful I just celebrate you I mean I feel like anyone can watch these kids and like our future isn't good yeah don't you think yeah this is future guys it's powerful thank you for leading me at your school and I I heard you guys are doing like a uh what I want to say our wrestling contest is that yeah that sounded like fun I was like that's a great so I know who came up with that idea but I thought that was a great idea that makes sense to me
021we're done take it back thank you you got lots of good moms and dads awesome teachers yes absolutely great [Music] great job very good okay thank you looks like that yeah and their parents I just know which parents thank you all right hi everyone uh I'm calling that Queenie uh thank you to the board for allowing me to present our findings of the voluntary Capital mitigation fee unfortunately I uh also presenting another public leading out of state so I was not able to make tonight's meeting [Music] thank you for your flexibility allowing us to record this I will be available next forward meeting to answer any questions I will be sharing my slides here to go through the study analysis the results so a little bit more background about future prize Kalina where the industry
022would lead to impact fees and other infrastructure financing strategies but also we are in physical and economic impact analysis we help communities with capital Improvement plans infrastructure financing strategies and also the estate and market feasibility you're seeing here uh just a brief example of our Idaho experience if it had all of our our current and previous clients this figure would be full of red stars also although we are not able to collect it you have to feed for school infrastructure there are states where that is available to our communities and you're getting a sense here of potential advised uh National experience when it comes to school Capital Revenue the study includes a couple of steps so first we want to calculate the student generation rates uh we then apply that to our housing projections to
023understand the involvement projections and the future Demand on your current facilities and capacity we look at Capital plans we also look in understanding their facility levels of services today and then all that culminates to get our fee results [Music] uses best practices for Capital expansion fees there are conservative assumptions included in this analysis the capital costs also the distributed infrastructure included in the final vml this also represents district-wide averages and so although there may be some homes where there's zero or one students residing that in that home they're also is that might have four or five students also I really wanted to approach these results as a disappointed average we're not trying to teach uncertain developments to overstate in the state that this resolves so uh our student reading rates are based on 2020 U.S
024census public use Micro Data the most recent data available by viewing census uh that has collected through phone interviews uh in the survey area that we are using here includes the southern portions of Ada County we can also the Southern Southern sections before you see um so imagine this might be understated the student generation results for the Kemah School District because of the demographics differences between the city between the city of Boise we also exclude Pre-K students and home school private school student business analysis uh the results of that shown in the figure here overall generates on average 0.513 students in a multi-family uh that unit generates 0.435 students on average and we we bifurcate those two to really capture the demand the differences from single family development compared to the multi-family development um so
025next we want to try and understand project growth housing rentals in the school district over the last five years just looking at the safety Kingdom there's been 2300 new homes constructed within the city boundaries which gives us a five-year average of 465 unions annually in the school district serves beyond the city so conservatively we're projecting an annual average of 515 housing units for the next 10 years and that represents a total of 65 of the overall unplatted yet unbilled box in the district so again really taking a conservative approach here uh trying to understand that the markets at the national macro Market elements that might fluctuate housing growth here so those housing projections are then multiplied by student generation rates to calculate the projected enrollment and then that Romans compared to your education capacity today
026uh to calculate the capacity of utilization so on the left is our elementary schools so the capacity is 2636 are current enrollment is 2614 so we're nearing 100 capacity and based on our projections within one year we're going to exceed 100 you get 104 into the next 10 years we're going to hit 144 of capacity without a new school expansions on the Middle School side the capital capacity utilization today is 85 we're going to hit exceed the utilization 100 utilization in year four and within 10 years without any Capital expansions of user seats for middle school students I'm going to hit 38 over the current capacity at the high school level we're just about at 100 to the next that in the next year and put them in the past 10 years we're gonna be
02743 over our capacity we have today um we have a capital plan here which staff are well with their own I mean this is phase one here so we have a new Elementary School a couple Renovations and additions at middle schools I just want to fall that falls High uh expanding in division um facility for maintenance and then also adjustments for our inflation So within the spaces one plan there's a hundred and eleven million dollars of capital weed those projects filtered into our calculation when we are trying to understand the local construction costs for new schools we had to do elementary school with inflation this estimates would cost 31 million dollars come in there's a plan for 70 000 square feet so we did 443 per square foot on average so that high school expansion
028with inflation is 52 million dollars that expansion is going to Total 112 000 square feet so we have an average of 468 all the square foot there are Middle School Capital plans do include Renovations number that includes Renovations we're using a weighted average between Elementary and high school costs 58 dollars per square footage so the facility level of service for elementary schools is calculated by totaling the building square footage the acreage and comparing that to our current home in our capacity at those schools so as of today there's 317 000 square feet of Elementary School space and that's on to 127 acres of land our current moment as the December's hidden is 2614 in the current education capacity is um seats um note here that education capacity allows for our general education but also special
029program classrooms you're seeing two facility levels of service so the first one is Building Services [Music] compared to our capacity in this case taking a conservative approach we'd recommend doing the second year that's green to really just capture the ultimate level of service tax is going to be provided into the future and that'd be 100 utilization utilization that's typically that the the planning and in operations are assessed at 100 capacity so that gives us 720 square feet per student and .048 acres per student for elementary schools at two middle schools there's 192 000 square feet in 1737 acres of land our current enrollment total is uh one thousand five three in our current capacities I think 1 559 um those two again are compared to the inventory the two middle schools um and at the
030capacity level of service we talked about 123 square feet per student in point zero two four Acres Grant per student high school we have 282 000 square feet of space and 110 acres of land that is compared to the current molding and capacity to give us 152 square feet of school space per student in 0.06 acres of land per student generation rates the facility level of service and capital cost not all comes together in population to get our capacity fee uh and that is uh shown again uh so you have a few Generations are on top uh the levels of service and construction costs at the bottom and then the Max's portable fee amounts are at the very bottom here um so uh you can see this take Elementary for example we have the current
031level of service of 120 square feet per student at average cost to construct Elementary School is 443 per square foot so that gives us 53 000 per student their share of that new school that's also done for the land component here we have 0.048 acres per student based on a recent work in the city of kuna um the average cost for land is a hundred thousand dollars per acre um so it's a sport 4 800 um some of those two totals up we get a total of fifty eight thousand dollars for elementary student the capital cost per Elementary student for Middle School is about 58 000 as well and then for high school seventy seven thousand dollars per student um now those large numbers are are that apply to our student generation rates to understand
032the demand coming from a single family of all type of development I'm at the bottom you're seeing a total for single family being uh 32 863.33 000 per single family unit you know multi-family side since they have slightly less students being generated uh their total is about 31 000 per unit uh now again this represents the total Capital cost of single family multi-family development um what you're seeing here in this figure is the proposed for the voluntary Capital mitigation key showing up in the gray line here is the 3 200 that's proposed so about 10 of what our study showed us that the total Capital costs per student personal family home um what what really you're seeing here in the figure though is all the other jurisdictions uh one-time Capital fees on residential development so
033we have a data County Highway District um their current impact [Music] coroner's office in EMS I mean that has been approved by the advisory committee but has got to be presented as the Commissioners that they've approved and charged within the city of tuna and the development there uh that would be even a thousand dollars per unit so a total of our our one-time tasks for the capital fees will be about twelve thousands of dollars within the city of Kuna in the proposed amount of the sea School District would get us to 26 of that at one time thank you so as I mentioned I will be available to answer further questions uh next board meetings I'm also be preparing a final report to provide some further detail in the analysis um thank you for your
034time just a little bit Yeah is it just the talent that he's talking about at Southern Boise area or is it the canyon area or and maybe I need to educate myself here yeah I think he was using that information primarily a broader concept because I remember him talking about a certain multiplier you know a certain number of people that needed to be within the total impact area to be able to apply them did to the formula so just to give you contacts and probably everybody in the audience too as you know as we've tried to um volunteer mitigation from developers as in our community the board has kind of said 10 of the total impact from the study prior and our community relations work that Danielle has been doing with developers they continue to
035question the information and the data that we have so it's pretty darn close to the last study that we have so that the numbers are kind of speaking for themselves like when Collins said when you when you met with us you know the real impact is that 000 but the person said you know 10 of that so I I think it was reinforcing to those of us who are working on this that we're in ballpark regardless of of what people may not like to hear um so would you add anything to that sure just by a lot of folks who question the data I'd like to use out of state data and data data is different so what I like about what Colin did is it's very conservative I heard him say that um so
036the number is a good number yeah yeah and I was wondering if that should so it's nice to know where the ballpark yeah yeah this is the expert who does this work I hope it gives confidence to Danielle and Robbie when you're actually working with developers and then testifying in public meetings using this information are we going to have this site format of the city council back episode absolutely next Tuesday okay thank you thank you I'm sorry I'm gonna have to leave early my daughter has a basketball game can you move to new business um reorganization of the Board of Trustees of action item here any discussion um yeah hi hi cheers thank you as our vice chairperson yeah all in favor Piercy aye yes okay you have a motion to appoint treasurer Dan from
037Islamic your last name a second all in favor aye motion carries thank you okay for you and signed the KSD ideal School Board Association code of ethics okay thank you um thank you so let's go back to the celebrations yeah um briefly I have a communication that was sent to the board um about the urban renewal history of the city now there's a complete packet of information there that I will have available if you would like and the letter was just happy they've been a communication prior to us about this um urban renewal District set up and then I believe that there's something from Hubbard celebration we are board members it's National apartment so we have a few posters from our students and a few things uh one is thank you for being supportive you
038guys have shown up every month and throughout the time and you've supported technology updates for us another time is you're very sincere you've gone from learning about students to learning about City Hall today and you have a lot more but you're very sincere and you come and listen and you ask questions so thank you for your dedication a big one that we like to focus on as students first if you support an advocate you've supported our students coming every day during the pandemic and you help keep our doors open so thank you for that and the last thing we want to say thank you for is your future ready Focus you've been able to be one of the first people to adopt and let our kindergartens come every day for free and we've seen a
039huge impact of that just a huge thank you from Hubbard but this is from parents and staff that we've asked so just a huge thank you from Howard but it's from the whole District a lot of us recognize the time that you guys give us so just thank you for your time thank you thank you I have an extra communication that I need to do sure so I belong to a teacher's story called Alpha Kappa we do a lot of altruistic things and my story has raised 400 to go to the Cuban pantry and to buy shoes for the kids in Kuna so I just want to present that check to you tonight thank you very much give them a hug should we take a picture thank you I learned how to pose really well
040for pictures um Vice chairman and trustees we I'm going to real quickly run through this I think I have the control of them um every month we celebrate amazing people and you know it started with just getting a few submissions every month and we are on fire with the great things that are happening in our district so just going to quickly go through here we will also highlight them through our social media Outlets so we got a Fremont Middle School team Matt beers at Crimson Point our district support Transportation Rock Noy who's one of our mechanics Christy Hall is a long time teacher at Reed Elementary again I'm Mary's messenger teams have really gone above and beyond working without some positions filled Jessica LaFleur from here to middle school I hope I pronounce that correctly
041Stewart from transportation foreign Carrie Sparks from Cuna Middle School and then special education preschool Brenna Harrison who's just a delightful Smiley friend to all those little ones when they walk in Debbie Ryan from Crimson Point and we've got Crimson Point again Darcy Adams who did some really significant training for some of our special ed staff just on Monday that's a quick run through some amazing people [Applause] thank you okay okay let's just keep on rolling yes Vice chairman and trustees as you know we've been on quite a journey with our strategic plan um we started this work gosh almost five years ago with a very involved committee trustee Nixon was the board representative on that plan and we um you adopted the official plan in May and we started going to work in the fall
042to kind of flesh out what does that mean all the things that we said what is it how does it translate into action to help students meet our vision in addition so I can control this too thank you for reminding me um I won't go through all of this because this is all a part of our original adoption of the plan but um kind of like why we exist what we stand for and where we're heading just to review that and then what we hope for in the next five years as we work on this plan the results for our children in our system um and then the the one big big guide post that we adopted in our plan that everyone had agreement on was what are we aiming for and you heard a
043little bit of that tonight from the reference of future ready and trying to Define what that means for our community and we talked about um data that we want to collect and things that are good previews to help kids be ready during high school and then after high school and I'm going to talk a little bit ask for your input on some things that we're trying to um identify prior to that you know but what are the metrics that we would like to you would like to see us as signs that were on the right track to meeting our vision and Mission and living our values so as you know there were five pillars is what we call them but they're really how do we live remission and vision um and our beliefs and actions
044and the strategies that we're putting into place and my hope is that each month we would give a short presentation to you an update and engage with you on each of those areas of the pillars but the the one all of these are important to me but the one the reason why we're here is the middle one there is everything else exists for the purpose of students learning and being ready for their future um so um we've or we've really spent time like I said organizing and identifying what are the projects that will help lift up that um the student learning in this case you heard a lot about um Avid um in the past and even tonight and I want to talk a little bit more about the Hands-On and engaging learning um I
045am not the one doing all this work I'm helping to coordinate all of this work make sure that the word is accountable but I think the best people to hear from are the people that are implementing and seeing it in action so I had asked principal Burgess to talk about what's happening she's hiding a project in K3 literacy so she'll come talk to us in just a moment and then principal Barker from Indian Creek will talk about our efforts around math and then um Kelly Walton our curriculum coordinator is going to talk a little bit about um a collaboration that we had with other sicc school districts around writing so I'm going to start with Prince Albert Burgess please I'm going to invite um thank you for allowing us to come speak on behalf of
046still learning and Wendy thank you for letting us and inviting us to come talk um free with a wonderful advocate for our program that we've been trying this year during this site visitors and part of that was our early learning our early reading um and there's a lot of components to that that really impact the long-term of reading and we've learned in the past years at our admin meetings about Dropout rates and so and so why it's so important to help at this really early stage to get the foundational skills for reading involved so during my visit with Wendy I talked about that goal and some things we were working on but where I swim over to she introduced me to someone who called strive and it's a full process about reading and how we
047dig into some of our assessments that we get so Jeff why do you connected us to Debbie we had a PD in October and then we just had another PE January to go through the process of this and the first process that we did is called a focus folder and it's taking the isip which is the iri I'm going to give that to you to present just a moment but it's taking that information and figuring out how where students are and how to move them forward with very specific information from the subtest of the iri so um green and all the gender first grade teachers in October took their data from the September Benchmark and waiting for a whole process from a training to figure out what the kids need so is it phonemic awareness
048is it blending is it vocabulary and then what to do with those students and how to guide them further into my steps of reading where do you want to check out the focus folder okay two minutes ago I just was supposed to bring my folder test scores and we wrote them down and then every student got to post it depending on where they landed um and they were either grouping or group D so this is what my folder looks like these are my kiddos I'm going to close it so you can't see their names and their scores but what this tells me um is what they need to work on based on where they landed and one of my favorite Parts about the training was that just because they're in tier one that doesn't mean
049they don't need some tier two supports and so these give us specific things to do to help increase the scores uh so then I had to get home and I read about it and I designed my win groups based off of it and we've been working on this for the last couple of months and we just finished our January iri and I told Justine today which is probably why she made me bring my folder um two of my kids that were kind of struggling one of them grew by 26 points this month and the other one grew by 41 points because of that individualized instruction and we're not doing anything differently it's just it helps me see this kid needs to work on just phonemic awareness or you know doubling down on tier one instruction
050or whatever and so this helps me create our win time groups and their plans for each student and I had awesome growth in my class in the winter Benchmark assessment so it was really it was really cool to see an amazing boss is giving me another day um because we just got on this course so I'm gonna read you all of my Post-its because from the beginning of the year where I started this to where they are right now they all have different things they need to work on so it's going to help push those courses the district and how to guide us through that and what we can use on our curriculum to guide students so that was something that everybody took away from our last journey I want to show you why it's
051been exciting for us to see a lot of our students when they come in the fall coming in around the 49 to 50 and that was last year as well when I joined the coverage so we've been really focusing on this early literacy what do we do how do we students up and so just in three months we saw our kindergarten move 16 our first grade 65 and our second grade by 15 which is a huge growth yeah is 58 where we want to be proficiently no but when we look at that growth in three months that is phenomenal for our students and our staff and all the work they do something exciting that I found out today because for our winter Benchmark is this first grade group grew to 70 percent something that we're
052watching last year we began our win intervention system so when I came in these kindergarten students last year were at the safety percentage 49. they came in at 63 this year we didn't have the summer side and the loss and that's a contribute to the city of our teachers who had a solid foundation of learning and so when they came in they came at 63 under 23 to grow and we're seeing more and more of that growth happen so that's what we are watching or not I'm not talking about iOS teachers if we're not 75 80 every month because that's not fair we're meeting our kids where they're coming into us we're trying to find how can we help that and this is what we've been working when I collaborate with the other Elementary principles
053they're doing amazing things too so it's fun for us to connect what are we doing what are you doing and working together to keep our students keep growing so I just want to praise the amazing staff it's not just the certified teachers we have paraprofessionals intervention teachers that are really helping our kids continue to grow so just I'm happy to phrase them and then also highlight some of the things we've learned through a colleague of Wendy's do you guys have any questions for us no it was a really great growth I guess uh and I'm glad that we're doing it because that's one of the things we need to get back to is academics yeah um are we doing anything in math along this line yes I can introduce the Kimberly Parker now yeah if
054you go back to previous slide student learning lips are um our third grade teachers are being double tipped you can tell they're working on early literacy is also working on muscle third grade teachers around the district have two major focuses this year and they have been phenomenal of taking training and math coming back to a PD day and doing training is the readings as well yes so yeah so Parker gets to talk about our district initiative welcome marker um as she walked up here oh I'm sorry go ahead I was just going to ask is this something that all schools we were piloting this year because we had such a hard Focus what do we see that 40 proficiency we dug in deep to a lot of different is for literacy so it's something that
055we've been working through and I've been sharing with Wendy the pros and things that the teachers are recognizing the things and things that are new to us and while we're learning the focus folder activity plans but she's going to help us um lead this because we're seeing themselves and she came in August and presented to all of our third through fifth grade teachers District Five we all met in the Cape Town because she presented to all of us some trainings and then we have continued that each month containing those trainings about two hours and then every PD day is dedicated to that we are focusing on the framework and there's the EAC which talks about instructional strategies and their math instruction and focuses in on those foreign yeah in their everyday world but also to
056struggles through it and not always just giving them the strategies or the answers but facilitating that learning as a group instead of just teacher-led and students students kind of taking in the information um each month like I said we have been working through that our principles actually all of us have been able to observe with our instructional coach and Emily lucky every one of our teachers from third grade through fifth grade I only have third grade so I've only done third grade but everybody else has been able to go and observe everybody's rooms in that framework and giving feedback so the teachers as well as feedback from Emily and our instructional coaches to help like guide that instruction and then we've also been part of our own trainings on our district level for that Math
057training so we can help guidance so like there is more is going to know that you did great um do you have any scores oh that was one I was gonna say that was the other piece yes so we actually are currently yeah and so we actually won't have any scores until the first of February that's when our window actually opens last week I do know that personally within my own building I've seen a huge she's just in conversation about math instruction it's been really in the PD days to see third through fifth grade teachers district-wide having common conversations about curriculum instruction out because there was several teachers like hey we did this problem conversations about student learning not just their instruction it was really neat I don't know if all the I think all
058the other principles kind of witnessed the same thing but we talked about like having common conversations common language and a common framework is helping tremendously and then all of us being able to observe and give feedback in those same areas helps supports teachers as well as student learning is your school doing Ice Station then for reading and math we only are doing reading currently only reading we have I'm ready for math are you ready then for math yeah so we'll have our actual Benchmark where that is right now and then they do have dynastics and one of the things I heard that your school has really made by using that has made quite a bit of growth last year is that correct myself in literacy and math over the last few weeks months our school
059has been working on a map specifically for about three years pretty intensely we're actually I know we always talk about this like we've got math and literacy we're trying to focus on all things but we've had a really big main focus on math um and we are seeing we are seeing great growth so I thought that was exciting yeah yeah and I think when we're looking at it district-wide like we are all having really similar growth we all are starting in different areas like begin with but the growth amount is huge huge so which is neat it's neat to see that that's because that's what we can do with the kids when we have them sometimes they come to us at a level we're not right I love the continuity too because it's very important
060for register to be yes and I think Wendy because I think several of us were like oh are we sure we want to like you were interested [Laughter] in kindergarten and we're like are you sure you really want to do that have you thought about this every time it's been phenomenal so I think her having the invite to contract with Emily lucky and the Boise State program has helped tremendously again to create that district-wide conversations we talked about a lot back in the day you know we had carry colds and different trainings that came and just being able to have some commonalities helps and we are seeing a lot of families are moving within our schools right and so having that continuity for students as well as really important questions you did great Kelly comes
061up here what I would just like to point out by Sherman and trustees is um just throwing things inconsistently at like just the teachers doesn't really work we need a system of supports for all students so the principles will be able to and administrators being able to talk the same language and expectations and sharing with one another they're learning what they need to do to support it teachers are learning what they need to do teachers and staff what they need to do to support and then they're working together so we're seeing that really well and really appreciative I think did Kimberly leave no she's there of our leaders for stepping up working together and um we're working hard but I think I hate the word working smarter but we really are um because we're being
062a lot more intentional um because we're so focused on this yeah I really like to see our scores go up yeah so I agreed agreed thank you um and then Kelly Walton who's been trying to help us figure out our writing yeah my other colleagues to to share with you what the you know the work that we're doing to support student learning so I am going to talk about uh writing but to talk about it I have to kind of back up and give you some context and give you a little bit of History so this book from from here to Wendy so in 2007 we kind of started this conversation like K-12 and it started with this which uh you know another thing attributed to Wendy this narrative variety of toolkit so this really
063was an opportunity for K-12 representative grade level representative from K-12 to come together and the idea was let's all write to the same prompt K-12 so we wrote about a small moment and then we took that information and we um we identified an emerging we had a rubric the same same criteria but obviously a sophistication change from from K-12 and we identified an emerging paper a proficient paper paper and an advanced paper and so the conversations really began there as at a K-12 level about what is what does proficient look like um so that we could identify what that is and then the next iterative so we did that for a couple of years and then there was a new iteration and that iteration of something that we called quarterly rights and so instead of
064writing um one time in April we wrote Every nine and of course writing happened other times too but we're talking about all of us doing the same thing back to you Kim yeah sorry your statement about consistency and and across the board so what we did on these early rights we actually had a physical portfolio and we had the quarters across the top to make you know K to 12 down the side so as an eighth grade teacher my mind said if my eighth grade team were doing narrative writing in his first quarter we had a prompt and we just created it as proficient and not proficient and then we did and then there was another type running like we're going to do information writing and we're going to do um argumentative writing and I
065think that there was one point in there you could you had a choice or you could do a creative piece of poetry piece of poetry or something like that but it was an opportunity again we were we were looking for more opportunities to have conversations about various types of writing and at that point we also started kind of a data piece and Matt will appreciate this that worked with us to kind of try and put in web forms an opportunity for us to enter those scores so that we could begin not looking at data in an aesthetic writing piece and then the next iteration after that came when we had a an adoption right for writing case six and we did a we kind of moved from okay now we need we need to think
066about growth so we were did a pre and a post test and that still had great conversations we really didn't have rubric and we started to score in different areas so it's instead of getting a proficient and non-proficient we said oh what did they what are they doing in purpose and organization give that a score evidence and elaboration that's for conventions and give that a score so then we were getting better data and having better conversations with not only each other but with our students about you know where their strengths were and where they needed to work and so now we're on our last or our latest integration who won't be our last but it's our latest and we're collaborating with um right now we're collaborating with four other districts and we're doing one of
067the pieces that was missing from that pre and post that I talked about was um it doesn't imitate the the state's bicep test so we're bringing in so now we're doing we're doing a pre and a post and we we've already done the fall right that happened in September we brought this fifth grade that we're definitely experimenting on or practicing on or exploring we're getting better about so we have two fifth grade teachers from every building in the district they came to end along with these other districts who came together we we you were using the rubric from the ice app which is called the house back we're using that road break and we're identifying anchor papers or papers that would say this is proficient and this this criteria and purpose and organization so that
068we can have Rich conversations about what that looks like and um and then we're these papers are getting scored by other districts we're not scoring our own we can support by other districts we're getting immediate feedback so we're creating spreadsheets for for teachers so that then they can have their students not only have the Orwell score but they can sort like who's who is strong and proficient I mean in purpose an organization and who wasn't you know so I can make two small groups I can do different things and then in February so just around the corner we'll do our our spring ride I guess what we're going to call it and we'll be able to do a different problem again write some sources so the reading an article they're looking at an infra maybe
069an infographic multiple sources and they're writing from them imitates us back um and then they have this data so the data is becoming more and more a part of the conversation which then again station and feeds instructions and so that's that's kind of what we're working on where I think Wendy will maybe talk about like where else so this is fifth grade we came to this is pretty labor intense to set up uh a lot of time from and we're working with other districts so the question is what are some key rails for we can replicate this like can we do it in at the same time obviously like the fifth grade we're really an instructional coaches have gone back with these two teachers but they're bringing in like one of the instructions this morning
070was talking about how they had a k the whole building around this across us you think perfect exactly um thank you for sharing um you know we've talked a lot about getting back to what we need to get done because of all of the distractions and last year was a challenge we were looking at some of our sub data comparing last year to this year and the year prior and we still had a lot of illness and interaction and it's been nice to be able to have Rich conversations about the key Focus experience that we have so I'm just going to quickly all of that you should be asking so what right so all of this works so what is this really going to transfer to increased achievement for our students and so one of
071the things that each of our pillars is is wrestling with what is this what do we report out to our community to the board um result of the efforts right now we're talking about all the work of the adults but really it's ultimately the work of the students that we want as an outcome and so these right now a lot of input we're going to continue to work on this and present kind of like us so what probably the student learning pillar is going to have the so much of the silhouette because we're talking lots of children here so we've talked um when I talk about metrics and I don't I could talk about this for a long time do not let me um because I want you to stay awake but we talk about
072uh added value during a year growth what what where can they when we get them and have they have we added value have we improved their situation have we helped to do that um and when I say we it's it's what we do and hopefully it's the Partnerships that we have with our families that help us and they do along the way um so we've talked about like similar to what we've done in the past kind of a fall spring growth measure that we could report you know the percentage of students that grew we've talked about a fall to Spring i-Ready which is our math assessment and we're we're around with that because that's a lot of information to be able to share with you of course K3 is pretty doable um and then we've
073talked again we've talked about what do we do with that writing assessment is it something that I shouldn't report that we should let teachers and parents and students get their arms wrapped around and rather we should really see the results in our eyesight and um I'm actually on the state's accountability and oversight committee and I am here to tell you as my first year on that committee We Gather a lot of data and a lot of the data doesn't translate into action very specific goal and data translates into action um just like Kelly said they're looking at fifth grade writing and it's impacting the whole system but we have to have meaningful time to look at the data and so let's start talking about that and still quite aren't there but we're these are some
074of the things that we're thinking rather than getting icesat reports for hours and on end uh proficiency are key spots in the year that we can actually get our arms around and set goals around and report and track it that wouldn't mean that we didn't care about the other grades it's just when I've really had this Epiphany as a member of the AOC they the state gathers so much information they don't do anything and it's very um I think it's unfair to the children and the parents and the teachers that are having to get all this information gathered when we don't use it for things we don't use it for action we really should collect information so we do things to me in order reinforced in what we're doing so that we continue to do
075the right thing so if you have ideas or thoughts we'd love to know what you'd like to what you think but our hope is that at the end of this year we would come back to and say Here's the data and you would be able to say I don't like that change this and then you'd have a all the metrics that you're monitoring me and our system so that students are doing well teachers are doing well parents are feeling good all of those pieces of the of the pillars I'm really proud of our our teams they want to do that too we've had distractions for the last three years and um we've really had to fight hard to keep talking about learning because of all of the things that are going on um and I
076I want us not to have to Fighters there so you know we have a bond so that's a little bit of abstraction right now too so thank you very much I agree with Kim student learning that's why we're here for our kids to learn and successful and grow into a successful adults yeah and and so when we see things it's those guys thank you okay we are now at um and this is this is a big um this will be very fast in September yeah remember we went through all the fields of gyms we do have a facility rental agreement that is big time that you guys update as we started to update that we've got to bring those we chose to start moving towards like three tiers instead of saying anyone who rents our
077facility pays a Lincoln 25 that's if you rent rocks or if you're renting a high here you can use or if you're hoop dreams club team at Boise you can found out our gym is free it was a blanket easy friends so we've got a bunch of things updated and ready to go but as we got ready for this this is that moment where you watch a really good movie and you know there's a part two and you're wondering will that movie and this movie will end it'll be a part three 100 fantastic to give you one more update because director Wolf the three of us who for the most part are on the same page we could not agree on different they have to Define their terms what is a youth sports club team
078compared to what is a for-profit team um there's some there's some old varsity coaches in the room and it used to be kids played for their youth team or their town team and then clubs for this very bad thing now if we have to come back to our varsity coaches because that varsity coaches want our kids to play Club teams in qns and then ultimately don't go to human because they joined up with the hoop dreams club and then outside so we quickly found out that there and our rule always wanted to make one rule for all 16 Varsity Sports we couldn't land on that either wrestling doesn't have a youth team they have been a club wrestling where you hear the word club and they think oh we should charge those guys they're making
079all this money that is even has Club volleyball Junior High School Club basketball team has called baseball all within the town what happens if there's a bunch of community kids playing for Meridian Club team it should n't get the same benefits so we all couldn't agree so we need help we need we need to bring in a couple more people we need to talk to our varsity coaches we need to establish we found out quickly that we thought we knew things and there's deals um are used outdoor sports maybe pay maybe they'd give us fertilizer maybe that you work on the fields for our Indoor Sports we thought they had free kysb does pay so so there's a bunch more work we need to do um we have to establish some kind of prioritized list
080um it makes it's in our mind more sense than our high school and our Middle School sports get to use Sports World we need their involvement and we need to make sure that everyone is taking care of tuna but we're also taking care of our hospitals just because we evaluate them twice we want them to be a part of the community and do all these great things yeah and sometimes to those totally lines so if you're trying to get all that to work out um extra easy we can look at all of our neighbors where they charge you can kind of go from there so I guess we're asking for more time to get this correct and um kind of basically telling ourselves telling ourselves telling myself but we didn't get it done do you
081have an estimation of how much time you need to eat um I think that there's some private drop priority wise below that Bond that's happening in March so I I think this would be like a good update for probably an April for you guys if that's soon enough I think the scary thing is with this on um reads GM the elementary will add a second Gym Middle School applications will have two more gyms Swan Falls Edition that will have three motions that's seven inches in our community that are that in our community now it almost doubles what we have now as far as facilities and an art groups with Elementary Fields swamp Falls will add a few Fields it's a little bit different but all of the facilities we were able to use and rent
082and the community is going to want to use it in those three years we have to get this right not to make money but also lose money and not to get groups fighting with each other so we definitely want to be the best Steward to our community and give every opportunity we can so April unless you guys want to register let's do it right we made the assumption that the chairman Grant would want to be a person from the board that would want to join us probably probably but if there's if there's an email house um we'll Reach Out the club programs are like I think that's where we're going to use our code to work with it makes sense if it's a theater programs which is you know and it was a good thing
083to shoot for what I guess my feeling is if it takes longer let's do it right let's get there and put in it takes me I'm okay that's the trustees bill but I'm okay with that yeah just so we can get it right thank you um [Music] see we had a deferred item from last time um we got it today okay so I was going to show you what we got it today so I I said it would go on February I did get a chance to tell you that before yeah with a verification Christmas thank you delegations oh thank you very much I just want to remind the audience that with delegations we give the speaker three minutes and it is ignite for the board members to listen to the speaker but we buy
084open meeting law cannot respond or interact with you so don't think we're just staring at any blankly we're listening but we can't interact so with that um and there will be a timer up there for you trustees speaking on behalf of the Paris for policy change group we submitted recommendations for edits to policy number 6.4 by professional topics on the 1st of December the changes we requested did not make it into this first reading that some agendas today coming up with the exception of the word age appropriate I'm here to ask that you reinsert at least the intent back into policy that we propose I will specify the first two sentences of the original policy we welcome to remain as they gave this context but it has been struck out next he asked for Parental
085apparental piece to be added perhaps where we originally located it was not ideal so yeah where it says if the principle determines does subject matter ethology or materials are probably controversial address some aspect of the curriculum teacher and the principle will notify the parents or Guardians and an opt-in permission email will be sent so that will replace that will determine what notification is basically if the teacher with the principal before presenting something in class due to the controversial nature of it we feel it's reasonable to also check in with the parents controversial we feel that our requests are reasonable and reflective desires of the community we started this organized effort in August we haven't gone very far it's justified by policies and important piece so it's very disappointing in my opinion ignore its concerns will
086get us something um I'm a Believer in the public education system and I think vouchers will dismantle it and you're in an effort to fight for education system um this is as far as I will accept and then and then that turns into alternative schooling for legislators who will allow them to take the money that was preserved for their kids to another place um in summary we're asking you to seriously is there a policy change including the specifics I talked about here we'd also like to ask that our student pronoun policy come up for a first reading next time so we can get started on that one um it doesn't have to do with negotiations with teachers working conditions and it is our next priority I will leave practice if I talked about with you
087for reference I know the writing is super small your glasses okay now we'll move on to um sure um oh things have changed quite a bit since August I would say as far as where we are now as opposed to where we were down and most of everything is positive changes um we've agreed that there's at the instigation of the of the City attorney we have worked on some isolation some proposed legislation on impact fees we're also aware that there are lots of other empathy bills that are proposals that are out there so far we kind of like ours the best but we don't have a sponsor and so we may need to kind of do some collaboration with other folks and eventually we're going to need to get to see what's the best alternative
088um the city had obtained authorization that has been an explicit authorization to send a joint letter with us discussing with other cities in our area as well as as other school districts and attempting to kind of grow that coalition to that group we have a zoom meeting buddy and we had some participation from some other districts and we kind of talked about that so we've gone to from having a hard time schedule a meeting every two or three months to basically having a meeting once a week at this point over the last month or so at least once again which which is a good thing and and it's it's been necessary in order to kind of and our attorney had quite a good input and was involved in that process and so I don't know
089if there's any other specific things that we need to discuss yeah you may not want me to add this but you all know trustee Johnson is really the reason why as far as progress you won't take credit because he's humble but it's true he did the research with Joe and he was adamant that we you know the let that the words matter in in the statute and I've learned a lot personally because you know I'm an educator I'm not land use planning act experts that I've learned a lot from his and Jill's you know work so I I truly don't think we'd be where we are as far as that collaboration in that honestly because there was you know different views right about what schools can do and help to change the opinion of these
090cities attorney using um actual statue that what does this mean so I really appreciate I think would be where we work and I'm not brown nosy I'm being honest um I think everybody if Danielle is here she'd say the same thing we would not be in a good place we're co-creating legislation that's that's huge and you know a couple of months and we weren't feeling real great about each other you know we're feeling better it's not perfect yeah but it's better so that's good it's good for our patrons when we work together it's good for the kids yeah absolutely so well I appreciate that you know it's been a team Africa yeah that has yeah and to council members of yeah and helped us to make a lot of progress and so we're we got
091a lot of ways we haven't really done anything like that other than a lot better is actually getting something accomplished yeah we've had several just random strangers from an article that was in the paper about the work say hey did you know or hey that was my idea first you know a little bit of that so it's kind of interesting to to know what the trustees have started I guess it's sunrises to use their their city as well and you know we've had lots of other good things in America invited us that we never ran into trouble with this at all again and yeah you know we would be able to use their personal equipment it's things have improved quite a bit worse and securing help from the city we appreciate that um so now
092let's move on to the part of a meeting where we do our school board meeting resolution where we pick the dates and times and locations of our 2023 board meetings um so is anybody interested in changing tying like the day or the time that they start our meeting no I don't think so anyway you know I will tell you I will be gone in June so it looks like that's one of those months where it could be where we survive these in between so if if the rest of the board is interested in we could consider doing that just but it's you know it's either oh I guess this is the 13th sorry guys if yeah a huge problem because it would be four weeks in between May and June until July but um thank
093you okay that move would be good from a finishing up this school year with negotiations because then typically we ratify them we have to wait if we want to get contracts out as soon as possible so that we don't lose teachers other districts so that works great for us okay and everybody's still good with 6 30. that's our startup time unless yeah room I think so I need a motion in regards to what we just discussed sometimes the same except for the month of June yeah all of them is approved okay all right now we designate the public places for the posting of the agendas we have been posting at the school district office the district website the district Facebook and additional locations Kansas City Hall and the Virginia Community Library is there anywhere that
094you don't want it posted or that you would like to add no I can't think of anything can I get a motion I'll make a motion that we keep the designation for public places notice is the same hi hi motion carries all right now we need to consider a collaboration agreement and easement with the city maybe I should stay seated Master Thomas and trustees thanks for letting me add a late addition to the agenda but I don't know you probably are aware if you're not aware um very quick Short History lesson we are a unique School District in the state of Idaho that I'm aware of where we actually own and install our own conduit and fiber around the city for our school buildings that's a pretty unique thing that's been happening for a lot
095of years and one of the reasons that that has happened is because of the strong collaborative relationship that our school district and our I.T Department specifically been over working with Mike borgic in the City Works Department so we have had a long collaborative relationship with them and uh it's really benefited our school and it has benefited the city in some ways too so uh and it's really at the end of the day honestly it benefits the taxpayers of Canada um that was kind of the agreement and the work that Mike and Jim did for years was they talked a lot about you know is there a way that we could mitigate an impact on our taxpayers that you know we're putting it in the school or we need to install fiber you know is the
096city doing some work on the streets and digging up the streets and and those kinds of things like if we're gonna if we're gonna dig a hole let's put stuff in there for two public institutions instead of we do it this month and then next month the city of Canada needs to go and do the same thing for a development of some sort so having that collaborative relationship between our two organizations has been has been a really beneficial thing for both of our institutions departments or whatever so what you have before tonight is basically an mou detailing and just describing how we can continue that collaborative relationship since I've taken on this role I've met with Mike at the city of Cuna Public Works Department four times Robbie Williams we met with Mike several times
097Jim's been with us and we've kind of just kind of re-implemented that relationship and have lots of conversations about future projects plans you know we have 100 acres that we need to figure out how to get fiber to um across Meridian Road and so there's a lot of work on um so the the mou in front of you is just kind of like kind of describing for you some of the things that we're going to continue to work on and collaborate on and then in addition to that you have the specific issue of the easement that the city is asking us if they can use just take it underneath the playground the back part of the silver property um specifically in the demo you want to point out because of our new degree like our
098unique design where we own our own fiber in the city you may have heard about an instance recently where our Fiverr got hit by a contractor that was digging up the road and and so we're currently kind of like hashing out who's responsible for that but one of the key things is that because we own that fiber when somebody calls big line we have to go Mark that fiber because it's ours ours and we talked to Mike about that and they work with a lot of Developers and one of the things that he has shared with me that he wants to work with us on is they have they have guys that do that that's like that's all they do they count on it it's their thing I don't know they like finding things underground
099but he's been working with us and we're gonna we're gonna put a plan in place where they will help us geolocate all of our fiber map it and know exactly where it's at and that will make it much easier to locate and it will make it a much easier process for any developers that are going to go in and do work or look at doing work to develop neighborhoods um so that is a huge benefit to us as a school district and there's a few other things in there that you have before you can see too but specifically I just want to point out on the silver trial property what what they are asking us for is you'll see the lines in Orange these are the existing conduit and fiber that we own uh on
100this property on our property and then the the easement that they're asking for is just this piece right here to go across the back of the Silver Trail property and then they're going to bring it down on their property so that they can Surface does that make sense and so they're asking us understand what you're saying they're asking us to give the give the easement so they can go from ours and create theirs is that correct yeah to connect it yeah to connect it and they're gonna bore underground they're not digging it up and exchange they're going to help us help a Geo map our existing correct it's a win-win and there's a couple other things so I mean we could man if I get Mike in here it'll blow your mind but um if
101you if you look at a map of the city again you look at where there's like developers doing work and one of the things developers about is making sure that when you're doing a subdivision you're putting three conduit in the ground and one of those is specifically designed for the city or for the school district um he's asking developers to do that work as they install that's something that isn't normal um it's not normal for him to really consider our school district in that process and so when we do those when they have developers doing that kind of work if you were to look at the map the city and it's like how do we get fiber down here to the Hundred Acres um and and how do we get it from Kuna High all
102the way down there and zigzag through and it's like we sat down and talked this through um it was going to be really expensive like really expensive for us to do that but because of the collaboration we figured out a way to get around and get through it's really going to cost us a very small amount of what it really normally cost there's some other plans to talk about trying to put a loop of fiber around the top of the top think of a map right the top of swan Falls like we have a fiber that runs from Canada Falls and if we can put a loop across the top like it's going to help us with that so that if we ever have an issue like we experienced here a few weeks ago we
103would we would have two ways to get internet to that building and so we're not just dependent on that one single strand fiber and this has been reviewed by our attorney yep yeah we'll chat before you uh Mike had his folks work on it send us a draft he and I celebrated on mou we sent it to Jill Jill went through it um very well and uh and so you have a great apologize I think the action tonight is to vote on approving into easement yeah that we um foreign there's just some things that she pointed out the first thing you should know is everything as it states here is up for your revision right and just for everybody in the room first reading is like a I was an English teacher a really messy
104draft um and so it's an opportunity to get pure editing input and then you come back with maybe a more polished draft and it's another opportunity to make changes on behalf of the board the board can do as many readings as possible in our practice and policy is three um so um when deciding what to present I presented basically the recommendations from the attorney with one issue that she really didn't have feedback on but I will share with you the feedback that she gave from the original submission from the policy group if you would like um because I was I was a bit confused by um policy has been in place for quite some time um and the first two statements kind of give Congress for why we do what we do and um she
105said it's a little bit tighter um which is why she asked to remove it but she also brought up some things like we talk about um religious propaganda um I don't personally give you Christmas as religious propaganda but there are people that are out there in our community in our celebrations we talked about a Christmas party with our students and so she brought that up as as something that if we had that there uh there could be a case made that we shouldn't be doing that and I don't know if that's a hundred percent of the value of our community so she just said keeping it a little tighter that was just one example but of course you could keep it as you wish um and then the age of appropriate she was like that
106totally makes sense we probably should have had that in the original draft um in the example that Mrs Hardy provided you there were some other inputs to just consider um the opt-in permission she suggested opt out is less liability once information has been shared with parents um and we talk a lot about correcting um teachers when they express their personal opinions on because we don't believe our training as Educators within our um a code of ethics specifically states that we are not to share our personal values and opinions with students so the the suggestion that the teacher and understand the thinking would do that just say this is my own personal opinion because of the nature of the classroom the teachers in charge and the students aren't and so when a teacher uses his or
107her power to express an opinion it can really influence a way of a child thinks it's different than presenting it from you know both sides of an issue so that was why she suggested that not be included again you can you can do that um it is a bit counter to the code of ethics within Idaho's teaching preparation and then the last suggestion not in included in this but included in the suggestion um and I think where it talks about what a controversial issue means um the description of a personal value-based system and its impact on a student and she said that really means potentially anything it could be controversial so it really doesn't help Define because we all have various opinions and experiences around different topics um and so while the first part of
108that helps to just to Define you know intense public agreement the last part of that personal value-based system um makes it a little difficult to um identify what the potential could become for so because it's in the eye of the beholder and that sometimes is hard to know so that was the input from that the attorney my summary of it so I have a couple questions I think and um I mean first thing that strikes me in the first proposed strikes I think my definition of what is religious and political propaganda has changed quite a bit over the last three or four years yes is anything you don't agree with you and so that's pretty broad I think religious and political propaganda that that's with the current understanding I think that's pretty brought to it
109that raises some concerns for me um I guess the next part is what if 75 what if we have an opt-in procedure and 75 of the students don't opt in does the teacher change their presentation and you know what's the level of participation by parents that is acceptable I think you know right it seems like there's some potentially there if you just have parents who who are not engaging you know parents some parents are very engaged and do things and other parents yeah don't be participating don't really responding so I think that creates some potential issues and then you know the last section here and I I guess I'm not saying that something couldn't be added or couldn't be done but I I have some answers with how broad that that might be because I
110I don't know I think we put our teachers in a tough spot as far as I controversial issue means anything that is a subject of intense public argument disagreement I don't know how you really narrow that down right I think that at least our teachers are subject to have it yeah so may there's some some appropriate language that could be could be added or could be worked on but I guess in light of that I in a light of what it's already stated for competing I know this is my first shooting but I had to make a motion to take this I didn't need to to get a group together and we need to work on some of this language and you know just just work on something that that makes sense here from maybe
111if more people you know I I get this until the work packet I haven't had a chance to really digest today and get this until until today so that's that's uh I guess as far as I I'm concerned I want to thank the parents for the policy change I think it's a good thing to do I think it's something you need to look at I definitely agree with that I do have some problems as trustee Johnson mentioned with some of the classroom style program for religious and political propaganda I'll just kind of talk whatever I'm proud that we sing Halloween at our concerts and I'm proud that that we do some of that stuff and we're telling my mom you know I teach in Q a we sing songs I don't want to see that
112go away and I'm afraid versus when you see a religious and political propaganda that opens the door or someone on the other side to say wait you can't do that and I and that's just my thoughts I do honestly feel that we need to do something parents need to have a chair at the stable and I and I do believe I'm not sure about the opt-in option I see that um I understand that I talked with Christy last night I understand where she's coming from whether you do opt-in or opt out if it's something that we need to take a look at maybe we can do some email because kids that forget to show a commission slip for something are going to forget in fact I have had pictures at the bottom of my son's
113backpack going what I made good money for these so I understand that and maybe we need to look at something else and I kind of agree with uh trustee Johnson I'm not against this at all I just think that we need to take a look at it and and the human ways to involve as many people as we can and I guess I'm looking at it from let's involve some teachers this is going to be something they are going to have to do and let's involve parents from The public's change let's about some other parents maybe have some other views let's involve some students who it might in fact I think that more people that buy in the better it is and I would like to see some time I didn't see this last paragraph
114an Educators versus a person I'd like to hear what our lawyer has to say about it I'd like to see what the teachers think about it you guys have to say but I appreciate it I think we need to have something to understand we need to have some policies but that's my thing so maybe I kind of agree with you [Laughter] I'm not against it but maybe we need to take a look at it how other people feel but that's kind of right thank you I appreciate it I'm glad they did the work it's a lot of work to do to look at it and I know and I just think there's some things that we can even do better good morning motion on the floor do we have a second did you want to
115say thank you it's fine I was just gonna say that it's just important for the parents to have some way to be involved like who said it is it doesn't need some verbiage changes I think to make it sound better as far as I mean what you guys are saying but overall um it's really just about making sure parents have that piece and then everyone can work together I think my concerns are the same I might go into the same thing here and they sound like a broken record here but um the opt-in I would probably won't be more inclined to opt out um for the same reasons there's going to be parents who are not going to not going to return that form but you opt out then the parents who do care get
116the opportunity to still have that voice and maybe we should do electronically maybe yeah that should be something that should be said I agree um email permission yeah but but it adds more yes that's true but it's important um and then that personal value basis system verbiage to be taught so um our teachers to that standard there are already so many things that are required of them are scared to say anything and I think this would just complicate that matter more so better they're gonna have to understand okay so do we have a second what's the motion motion so if we can do some collaboration I think he's saying tabling it for further votes on the reading kind of tell that happens okay yeah so so if we were to approve this then it could
117come up for a vote for a second reading next month but what he's saying is let's go to a process let's let's work with the wordage of this let's make it right and then come back and vote the second time can we make sure that the paper policy change understand what the process is too yeah yeah does that make sense I mean I just I just feel better even though it's first reading I want you to tip over the hill and you start kind of down the hill then then we may or may not be in hidden on the right track and to me it's important I think there's I think there's a need to definitely look at it and definitely consider those things right I think just because of kind of there's already a
118Divergence of opinion here and you know so you know we because I want everyone to understand you're saying we're not saying is we just want more time and we want more input is that what we're saying and are we giving them a time frame that we're looking at with the campus I agree so he has a motion all right motion carries we will work on word crafting list and making it what's best for everybody involved all right go to the order David Hill is coming up in February it's when we uh as board members get to go up to the Capitol Building and advocate for education and it's done through um so if you are wanting to participate in that it's a great event but yeah okay all right there's a motion to adjourn yeah
119relationship all in favor thank you thank you
