I thought there's not very many of the music um [Music] thank you we're ready on our side okay that is red are you ready you're good Gina okay hello everybody thank you for coming we're here for our September meeting we're going to start with the Pledge of Allegiance of America Turbo thank you for coming yes I would entertain a motion to approve the agenda thank you all those in favor say aye aye all right all right I would entertain a motion for the consent agenda unless there's any discussion percent agenda second thank you all those in favor say aye aye aye all right we will move on to our hearing of signed in visitors and I just want to give an FYI if you're coming just to speak we'd love to hear you and we'll
give you three minutes to talk um and if your topic is not on the agenda then we can't really discuss it with you but we'll do our very best so with that being said Susan Lowe please come on up to the podium thank you letting me speak and I'm not even sure I'm remembering right from last month's agenda but after I left I heard somebody use the word um safe starting state school year and I know that some um school districts have taken that to mean putting allowing transgenders into whatever bathroom they're identifying at currently and I was wondering if that is um allowing transgenders to have a separate bathroom so that girls and boys are not concerned about having some of the opposite sex in the bathroom if I can contact really quick the
what we addressed last month was a safe return to school which is primarily focused on actually covid-19 practices that we have to put in place because we're still receiving uh well where we received we've received all of the federal funding that goes with that so we had to re-re up that so none of those topics of transgender students or anything who are in uh uh uh were in that that we approve that the board approved last month um regarding the transgender and how we're working through that I would say the best response I can give would be and and board members please share if I want to if we want to go differently but the is that we meet we are compliant with the state laws that were passed in the most recent legislative session
and if you'd like to go into more detail which I think we could there's plenty of discussion on those kind of topics I'm more than happy to have that conversation with you so we can talk about kind of how that happens and what the procedure looks like when we do it but what we try to do is make sure that we're taking care of all students but not at the expense of the rights of all right that's kind of our our approach okay so I appreciate feedback anybody else nobody would just Echo that is we'll send them as a board thank you very much thank you [Music] all right let's move on to discussion items we have an mea presentation come on up Mrs Forster has something for each of the foreign chair Wagner how's
your kids and vice chair Dempsey thank you uh thank you so much for letting me speak for you it's just a quick little slideshow about the Middleton Education Association and a little bit of our goals and what we've been doing um and what we plan on doing for the rest of the school year so next yeah so this is me I teach English at the high school juniors and seniors um this is my first time as the president the leader of the Teachers Association and um I'm I'm happy to be doing this or in this role because I have a great team behind us I just want to introduce our team um so we have our vice president Jim Forrester and she's at Purple Sage Elementary she's here we have a secretary treasurer and that's
Tina bitney she's at the middle school we have a membership chair Tracy Boucher she's at Purple Sage we have three negotiators Susan Hawk as you probably know Justin mcclenna and then we've added uh David Neal as a negotiator for this year we have building Representatives at each building at the high school we have Elise Murphy and Amanda lake at Middleton Academy we have Val Hershey at the middle school we have Glenn Kershaw at Heights we have Melissa Scott purple stage we have Raquel Kohler at Mill Creek we have two Kristen Williams Atlanta Butler and then we have a class A classified ESP representative and that is Ron Hurley this year so there's their little pictures I'd like to share with you our value statement uh the Middleton Association is a local professional association that works
to ensure the Improvement of student learning environments and the employment of Highly qualified staff our association of beliefs in building meaningful relationships between the community the district and our Educators um Milton Association is summed up with four words connective inclusive supportive and receptive so that's what we based on one of our our values that is our value so that's what we base a lot of our decisions on are we following our values our number one goal this year is communication um as a member I didn't feel um that the XCOM communicated very well even though they tried but I thought well if I'm going to step into this role I really want to do what I think there's a need for so communication is number one and that's with our members our district office and
our community and this year um and last year maybe I'm not sure we pinned two letters one for new hires to the district just explaining to them who we are and what we do and if they plan on joining us and then the second letter was to our current members about um what we've done in the past and just continued supporting us and we really appreciate that okay so mea in action so every year we hold we hosted a luncheon for the new hires the district allows us to take an hour at lunchtime we feed them and we talk to them about or what our local is and what it looks like and who's involved and we get to meet new hires we love that um and then from there uh this year going with
our number one goal we've we have a monthly newsletter that goes out that Katie Downs creates for us and she runs them off the hard copies and gets them to the building reps and the building register for them um another with our communication goal is our monthly meetings uh I hold a monthly meeting with the XCOM we hold a meeting and I get those notes cleaned up and send them out to our members and uh Shannon and I also meet with Dr V every month and I clean up those notes and I get those out to members as well executive committee right yes okay sorry about that so uh we get those I get those out promptly to the members um and if they have any questions or if they want to get involved so
it just makes it a little bit more clear I don't want to say transparent because it's a buzzword but um yeah I just want them to know what we're doing we're not doing anything behind closed doors um our Marge Jackson scholarship last year we awarded two students just over 2 um they entered they put in their application their their essay and um two of them won and they got that money delivered to the college that's for future Educators and then just a bigger picture um we're part of this community but we're also part of the bigger picture and we we attend our region meetings we attend our delegate assembly meetings we've even had people go outside state to representative um assembly and we just love to learn from each other and what works and what
what doesn't work um it really is just to better our students learning environment and teachers working environment um next uh this is something new this year we are helping out our community but this is for everybody this you don't have to be a member um this is our first round I went around to each building and collected um items for the Middleton food pantry and I went down and asked them what is it you need at this time they said toiletries and meals in a can and boy did our adults not students we didn't have students we only asked the adults working in the building did they deliver and I am proud to announce that Heights won overall we've collected over 400 individual items it doesn't look like it but it's there um and then
this next round November 6th we're collecting holiday items such as potatoes and cranberry sauce and stuffing and stuff like that so we're pitting buildings against each other and whoever comes up with the most for each round they get a little tree breakfast or Sunday or whatever they decided that they want um I think that's it I hope it wasn't too long any questions I'm just curious how many members do you have um District well we have quite a few I don't know the number exactly but we do have quite a few with in the school district thank you again for your time thank you all right let's move on to discussion Item B the spring summative data with Mrs Gibson yeah so my intent tonight was to present you the spring summative data if it
would have been released by the state while those days so in looking at how we'll present to you for the rest of the year we bummed the spring Summit to October and then in November I wasn't slated to present anything but we'll just bump the I ready data then um we've received a glimpse at it enough to get some data for our CIP however they pulled some of the excess and then they were supposed to release a company today and so we're waiting for that final so the the numbers I have preliminary numbers but they will be a little bit different than what the actual numbers end up being and the reason is because the state goes through their data scrubbing process so they'll take a look at how long was the student enrolled and
if they weren't enrolled a certain percentage of the time I'll remove them from our data so they go through a cleanup process um so I want to wait until it's finalized too and we'll share that with you so if you if the board is good with it I will wait until the October meeting to share that piece but what I've got for you is what schedule yeah I was just going to segue right in there yep so right Segway right in that's great uh which will be our continuous improvement process and what will report out to the school year and how it's aligned so in August 3rd about rsat scores in October we'll go over the summit of data from this from the state from the spring in November we'll go over all of our
fall assessments um and then in December the preliminary SAT scores for 10th grade and then in January providing you guys a mid-year assessment update on the intervention so the questions that you asked so you got this data in the fall what have you been doing with it and where what how are we responding to that data so I hope to have an update for you to January um graduation rate in February new course proposals and curriculum adoption in March our direct writing assessment April engagement survey is in um you can finally get that data to you guys in May and then our spring assessment report um in June so that kind of gives you an outline of every single month how it aligns to The Continuous Improvement plan and what you should be expecting thank
you okay thank you yeah all right let's move on to discussion item D this am I nope yes that's right okay supplemental Levy election resolution yes so um if you want to either turn to that or pull that out I wanted to review that supplemental Levy um resolution election uh a wording uh prior to doing that we've had that you've had that for about a month now is there are there any specific questions we do have tonight here um representatives from Holly Troxel and um gosh I almost said yeah um to um answer questions but um Eric has a presentation that he'll go through as well talk about what the cost will be how that plays in with our property values but before we get into that any specific questions on the wording of that
resolution with the wording of the resolution and us going out for for 11 I think that there's been some uh maybe a meter reference there's there's been a little bit of confusion with the recent legislation that was passed uh because it seems as though there's a little you know like some some heads are budding thinking that we got Levy money which is actually it came with a lot of strings attached in other words we can only spend it to pay down the bond on the high school is it to clarify for people they understand is it possible to put any language like that in this and maybe uh Nick if you would explain your role and so that the board knows and anybody that hears knows who you are this is Nick Miller I've met
someone before and I know my partner Chelsea has been out here also um not to believe the things that um as simple as this should be there are three things that have changed since March of 2022 when the district lasts renewed it's you know frankly relatively small supplemental we have the Ponderay school district has a 13 million dollar supplement um you know this the greater scheme of things this should be pretty simple but there are three things that change one no more March election so as you are wisely doing we're giving ourselves a shot this November if it fails we could try and March or August also there's some concern the August election might be on the chopping block on January of the budget sections again so Step One is we're doing the right thing
to move this to up to a November date secondly the second thing that changed is that the legislature last year 2022 added a provision that you had to itemize what the purposes were you couldn't just say a million five for General operating and so we worked with your you know your able staff to come up with an itemization I think Craig if I'm wrong but essentially yeah this is what we've always used it for we just now are saved um the um the Dilemma there is that the amounts can be estimated the purpose has to be set in other words you can't go outside these boundaries we spend more or less no problem we have to report publicly at the end of the year how we did and a patron says oh well I'm mad
because you said you spent you're going to spend 386 for certified teachers and you've spent three and five well if they're mad but there's nothing that it's not invalid um but maybe they're not that bad I think this is clearly my personal opinion it's a pet peeve of a single legislator or two we haven't had any pushback from patrons over it at the same time we have boards saying well this is probably a good idea to full disclosure let people know what we're doing and so that's changed and we've worked to verify this and I think it is within the some debate about how specific do you need to be statute just says a detailed statement well we've had districts that have two line items in the districts that have had a what and I'd
say you're kind of in the middle so and the amounts are reasonable so I don't see any pushback on that so that's the second thing to change the third thing what you're alluding to is the tax relief funds and the house bills House Bill 292 funds um and you're right the pecking order or the Cascade or waterfall in the statute says if you have outstanding bonds you must first use the money to reduce your bond but so um it is true that when the taxpayers and your patrons get the tax bills in December the tax rate there think about the tax rate on that for the bomb and the bond is separately shown so if you have you know intended patrons who kept last year's tax dollar look at this one they're going to see
the Farms up and bring it as diminished Parts because you're going to apply in your funds um we have been obviously discussing with districts how do we reflect that overall the stumbling block we ran into in doing that with respect to supplemental is that the statute specifically says you can talk about the expiration of an existing living and whether the new Levy amount would be higher or lower or the same but you cannot talk about any other Levy or any other matter things so we've said okay we can't put that on the Belt now there's nothing that prevents the district's website from its Landing exactly what I went through which is hey you were already our supporters are going to get access but the supplemental isn't where you're going to see it but you can
you'll have to explain that in your publicity um as opposed to on the network itself um the final thing I guess the four things that are new is the this year's legislature uh also said when you do publicity you have to include this disclaimer or this disclosure language on any mass communication so remember that for your brochure website posters that we have some movement from some districts to go to school boards association with proposing Amendment um last week doing stuff and he said you know at least I send a text message to all my parents all the parents today for nurses reminded about it's not it's neutral it's not this advocacy and the violation of advocating but I can't put in I only have 160 characters so I can't put in this disclosure can I
send this text and I said I don't think you can send that text so we have a little more you don't care with which we need to yeah long answer to your short questions our answer is we've done the best we can I think the plus factor for for you is that I'm pretty sure they've worked with this to say 38 that's because that's the living this year because we're accelerating the elections in November if they looked at what that was in 2022 the casino now it would have been a lot bigger than 38. so you I think you'll be able to show that also that the ballot is showing 38.38 but in 2022 it was 54. something like that so your your supplemental Levy is actually Cost You Less for a hundred thousand I'm
going to be able to say of course money market government up and so on but I think you have an adequate good messaging for the campaign and the website but I also think keeping the ballot simple is about where we are any other questions on the resolution language okay thank you appreciate it thank you um Eric would you mind coming up and we've got uh just a little bit more detail on the uh amount how much the levy is going to cost our patrons yes thank you Eric carringer with Piper Sandler and I come every once in a while seems like once a year and talk about the levies and there's uh I mean I'll go to the next slide I often start with my first slide which I put took out of this which
is there's three types of voted levies for school administrators we've got con levies to build things you've got supplemental levies to help supplement the general fund and pay for the list of things that you just reviewed and then there's something called the plant Levy which is a levy to bring in dollars for major maintenance app keep up existing buildings all three of them require a vote it's oftentimes they get confused uh so I like to point out that when we talk about the different Bond Library versus the supplemental they do two different things so for the district this year you're certifying uh 1.5 million for your supplemental Levy the market values have been updated by The Tax Commission it just came out Friday I think they've linked to their website with the operating property values
so we can calculate your tax rate for this year which is uh the 38 the 0.379 that's showing up in the res the resolution is 38 dollars per 100 000. uh for plant Levy you don't have one your bonds might be uh the bond Levy is where we're offsetting the uh what we call the house bill 292 money last year was 4 billion and this year you can see it's 2 million 380. 2.38 million uh because you received from the state 1.62 and so the dollar for dollar reduction in the body so your bond Levy last year was 101. now it's going to be 0.602 or 60 dollars per hundred thousand chart Levy is always a small Levy that you're it's not a voted Levy it's something that is one of the few levies you
have that increases each year like a city Levy or a county Levy but it starts out at a very small amount it can only really increase about three percent per year he added all up it's uh your total Levy dollar levies that are being certified for 3.9 million uh and your tax rate is just under a dollar per thousand so next slide this shows what as is it happening with your the dollars that have been elaborated by the dash worked as it was on the top Broken Out by supplemental Bond and you know you'll see that the high point there was about 6.2 million you've been levying less for your bond over time and then this year in particular that Bond uh Levy amount goes down and so the total Levy package went from 5.5
Million last year uh 3.9 this year again that's not House Bill 292 money direct offset otherwise it would be about the same as last year see tax rate uh the character has been coming down a lot and the primary reason of that for that into last year was because the market value was going up tremendously this much I'll describe that on the next slide but so you're looking at that roughly a dollar per thousand or also known as a hundred dollars uh per 100 000 of market value you know five seven years ago that was closer 500 so that's a big reduction in a property tax burden in the school district market value percent followed by 33 yeah following a year where it was 33 so common situation in the Treasure Valley we saw big
jumps in market value that's not all new production we know that and a lot of that is the revalue of existing property um and and so that you know yes the tax rate goes down but the market value goes up and the tax bill remains about the same that's not going to be the case this year because the total amount of dollars is going down you're allowing less uh on the same base because they're not set yet I mean we're just basically taking it dollars you certified say I'm gonna wait till the report comes in about but this is last year's uh spread for the districts in the valley where you were at a buck 40 per thousand you've been at the low at you're at the low end of the range hometales at the
high end uh you can see West data and Evan map are all below you I would I would pretty confident almost all those numbers are coming down this year because of that house bill 292 so I just because you're going to a dollar doesn't mean you're gonna be on the other side of West Ada because they're going to go down a lot too and this is this is also spread out based on a number of roofs space I throw this into my presentations because one of the things that I do the work I you know the work I do that I get paid for uh is when we sell bonds and it's been a while since you've had a bond election but to bring in uh the concept of debt capacity I get to ask
the question how much debt capacity does the school district have and you know it's a legal market for the urban renewal value is 4.7 billion 100 of that's just shy at 240 million I'm pretty sure you're not going to run a bond for 229. whatever you might can see that you'll have the that capacity to do what you're likely to come up with if you do decide to run a capital project but okay and then in terms of your debt structure so that Bond Levy is going to be going away and then not too distant future file uh in 2024 you see the payments or that you have four different series of bonds outstanding about uh the total debt service on those bonds is more like 5 million but you get some subsidies from the
federal government as well as from the state um four million and then that got reduced further because the houses the last year of a bigger payment and then you've got two very small payments in 2039 and 2030. um so you're getting to the end of having that High School block paid off um in the next what seven years so is that hospital 292 money comes in um if you never run another Bond then it can be transitioned to a supplemental level that you've been getting to offset your bond payments and what's this year for fiscal 24 the payment you received from the Department of Education it came in Middle late August it's 590 000 roughly and you can see the trend there the subsidy on this program has been going down per support unit has
been going up regular that drives this money um the hospital 292 Monet is I think factored in it in a different manner um but you can see that it was it was a million dollars three or four years ago and it's been going down I don't think this is going to cause a problem with your ability to repay the bonds I don't think you're going to see a tax spike because this money you know runs out or just gets too small I just it is a trend that you're getting less and less from the state through this program so it's nice to see that money coming on the other side this is just a why is the subject through this Bond lead Equalization yeah not House Bill 292 the one that's been this is the
old one that's been in place for a while uh it looks at these three factors relative to the Statewide average so the unemployment rate in the county offices say what average is a market value for support unit and in general Canyon County numbers that's there's a formula is what it is and they say recalculates the numbers each year and that's what you get so I don't know how many that helps you decide whether you want to pass this election you know this supplemental resolution but it gives you a sense that you know it is a replacement letter you are you have 1.5 million dollar Levy it's expiring you're renewing it at the same amount um so whatever tax you've been paying 38 dollars per hundred thousand that will go away it'll be replaced by a
new one it's the same cost so relative to last year taxes will be lower this year the year after When the Levy kicks in should be about the same as the new lower base that we're looking at this year that makes that makes sense three questions for Eric thank you thank you any other final questions regarding the use of the supplemental Levy the language the cost anything um we we've got a number of um informational meetings that we will if if you as a board determined to to vote to put this in November um would you mind bringing up that list of informational meetings um there are several where we'll I'll go to staff meetings just to let the staff and ask any questions that they have but you can see that we have um
public information meeting set for Purple Sage the high school Mill Creek Elementary and then we'll have a booth open at one of the at the home football game on October 12th all to provide opportunities for our community to ask any questions that they might have prior to making um they're putting their vote in on November 7th any questions on that or concerns that we move forward to I thought the flyer was really good thanks because hopefully that will help give more information just want people to be informed as they make their decisions if there's nothing else then um chair Wagner we there's just a spot for that resolution to be read in the action items okay thanks to read that just we can do that just that first top portion of the resolution okay just
okay that is okay thank you perfect let's move on to discussion item e H the out of state six for wrestling and MHS cheer okay so we've got two um trips one is the wrestling competition to Pasco Washington uh the uh uh an overnight out of state trip so the there were details both on the form and on an attached document of hustling um thank you and if there's ever any details that aren't included it's always appropriate to ask we can make sure and get those answers as well and then with the cheer uh they're looking at a [Music] um competition in Dallas Texas in January again there's an attached document that gives details of who would be going the chaperones um the cost First per student how they're raising that money on any concerns
or questions on go ahead all right good there's 31 students apparently going and or Shepherd how many chaperones do we require per student is there a number and I just am concerned about that plus I'm just amazed at the total cost of this to go to Dallas to do this yeah right is this the first year they've done it or it's not it might be the first year to Dallas but the cheer groups typically every year or two will take a trip to a national level competition okay I I just well and and they do like as you can see though if you'll scroll up there there's a number of different options opportunities they they're having to help raise the funds so that they're not doing that totally out of their pocket so by fundraisers
that their group does it contributes to lowering that total cost I'd really appreciate how she filled out her form and everything and it's readable and and I don't mean that to be too negative but to label everything that was asked on the front is great and to kind of give an idea to us about their fundraisers and everything I just I'm just amazed and I know everything costs more nowadays but um tell me about it my daughter's name's on that list yeah also I was a little concerned about is there a male chaperone gonna go that was a good question because the list of the coaches which um that was the actual chaperone those four coaches I I can find that out for you and I this is not one that I mean it's later
in the year so we could bring it back January October if you need it too okay I see you as a board too how you want to move forward would you like more information I mean she did a really nice job giving information I I have to say I just noticed that there were three there's no chance that dad's gonna get suckered into going down anyways so Jake will be good anyway I just I was just kind of surprise yeah okay I just have a general question yes sir I mean it is a substantial amount fifty four thousand dollars how how much money is there available and you what if ten different clubs say hey we want to go on a you know big trip is there going to be is there a this is
all self-raced yeah yeah that's a huge thing yes we're not funding I mean they could ask the booster club would it be there stop we're not paying for any of it no no we just have to approve to them I had no idea same with that all of the yes yes well that's it I'm not saying that I would disappear yeah and not approve it but I just it just kind of shocked me yeah I guess but I I will find out about your I'll find out for sure about your chat rooms so thank you anything else okay all right let's move on to F The Continuous Improvement plan yeah that is Lisa so um each year do you guys remember per state code we need to present this to the board um and then
we need to have everything put on our website by October 1st is ideally the timeline and so as we go through this I want to kind of talk through some of the changes the state made this year for us as a district and then um walk you through a new metrics so the state did come out with the opportunities to apply for an exemption if we had a fully approved plan to them last year and so at the district we did have a fully approved plan to them um completely in alignment with what they needed from us so we did apply for that exemption so for most of the narrative piece which is this document in front of you we got an exemption for the majority of this and so um as I walk you
through this I'll just point out what we needed to change mainly for a district just for ourselves so we can continue and then I tried to label in there what we have the exemption for but keep that in mind um so most of these first few pages are still Mission Vision objectives these are from previous years very consistent messaging and then if you go into page four that's our Five-Year Plan and that's also um what we worked with the committee on to set these goals a few years ago now and so as we look through this these goals have not changed this was our forecast for that Five-Year Plan and so they're going to stay the same as we work through this process now when it comes to this narrative piece here we did when
you look at these clear and measurable Targets this is the piece we did update um this year because these are the goals we want to make sure that we're updating yearly as we look at our student achievement data and where we want to go and so in sitting down looking at our achievement from last year and the tentative scores that we have currently as we can wait for those other scores we looked at these numbers we worked with our administrative team to determine these numbers and so if you look at the first one for ELA the goal is three point increase this year and that's based off looking at last year's and then knowing some of the things we know about tests going forward as well and then when we look at math goals that
goal is three percent is what we're looking at for sure and so similar writing of the goals as we've done in the past but just really adjusting those percentages as we look at last year's data and then where we want to be as we move forward with these goals are we centering some of the curriculum adoption around these goals as well yes and that was actually a big conversation as we sat down with the administrative team knowing that we're implementing math knowing where we're at with English would that impact the numbers and how we look at it and so we've had conversations any questions okay so then as we move forward really that we are exempt from doing a literacy program summary again the sheriff so there would be no updates here we're also exempt
from doing the alignment piece uh congratulation rate we did update the numbers so if you look at that 2122 column 291 total graduates that graduation percent rate is those that start their senior year with us versus those that in their senior year with us and this is the high school number here and so then that cohort rate is that 91 Point and so that's the state right where they had to start as a freshman and then end as a senior so there's the difference you see in those two numbers we did update these numbers um tentatively if if we find out there are changes based off the state's data coming out a little bit later um we'll make adjustments but this is where we sit currently with those and so you can see here again
a difference between us and the state of three percent and then here on the ELA stand here so we did update the data components of this as well I think we've talked about these ice quarters previous as well right yes we're looking at this two percent trying to figure out yeah and one of the conversations just so you guys know is the state move to using a short form test that's a long form test last year and so there's conversation about switching back we don't know where that conversation will land but that is a difference that we're looking at to see if there was anything with that as well as we're so we're digging into different components why these numbers have adjusted okay any questions on the narrative so that was really for the narrative
portion because of the exemption the pieces that we've updated this year okay so if we move to the metrics now we've updated this completely this year so we've set those new targets and so that last column will be the new targets you set this year the First Column are us reporting out on what the targets were last year not our progress but what the targets were set at and so those are just keep that in mind as we go um and so as we walk down this you'll probably see some differences from column one to column two and that's because as we look through how we set this metrics it's asking us for things like percent of students who scored proficient and percent of students who showed adequate growth so we're very much looking at
cohorts of students so from one year to the next those numbers can drastically change depending on how those students have been performing and so we look at those that cohorts group of data from previous years as we look to set um future roles and that's some of the data that Paige will share is you'll see uh cohort and how those core cohorts have done than just as they come into the window that the state is looking at so we're not comparing year against Year we're comparing the student against the student and so when we put them side by side you'll notice some of these might look drastically different and that's the reason for that as we look at those different cohorts of students and so these are all required metrics that we have to report
back to the state board on um and so these are the targets we've chosen this year and these targets are a direct correlation back to those goals I showed you in the narrative so if we said we were going to increase by 3.4 percent then we've made these an increase from where we saw those students achieved last year and bump those 3.4 percent and then we did the same thing for the ELA three percent and so um that's how these numbers were formulated based off looking at their performance and then using those goals in the narrative to set the new number for the questions before I go any further so then the next piece these are required metrics we need to report on with our iri so our reading indicator and so same thing and
looking at those cohorts this is where we would project where we're really shooting to try to meet that percent increase from those goals that we've set for the 23-24 targets and so once again you might see a change but remember we're looking at different sets of students so like what what is um I guess uh help me understand how how there's like a 77 and it drops to a 62 like what are some of the situations we might be running into with the students that would cause one group that's coming behind another group that was excelling to not Excel as well well and keep in mind when we set these targets last year they were a little bit heftier okay so we had set those at uh what was it five and six percent and
so when we looked at the previous year so we can use that grade two as an example right yeah um when we looked at the previous year we said okay they might have been closer to 71 so then we set that metric at 77 yeah yeah now when we're looking at it this year let's say that this group started it 59 we're shooting for 62 so there's a little there's more of a drastic difference because of how we set the goals as well right but then for them to perform differently there could be a lot of I mean there's a lot of different variables we've watched cohorts where some are storing in the 80 and some are scoring in the 40 and it doesn't mean because we're teaching them differently necessarily um it just depends
on the makeup of the students do we like do we have any idea what types of things are impacting some of it like when we look at kindergarten in the first second grade sometimes it's preschool Readiness that gets into kindergarten where they come in at their Readiness level so we've seen some big variations between as they come in it's kindergartners what that Readiness level looks like as well and so then we're still continuing to close that Gap as they're learning to read and that's really the big points from K2 perspective which I could also say in grades um even in kindergarten but Kindergarten grade one two three these are all students that have been at one point or another affected with the educational opportunities with covid sure and depending on the foundation of knowledge that
they had prior to the pandemic each that pandemic is going to affect each of those differently another just uh just to kind of put some things in perspective when let's say that we had a really really really small school uh where you expect maybe 15 to 20 students in any given class as they move through those the variations you see in that school are going to be a lot more dramatic because within 50 with fantasy a very dramatic change in the number of students the larger the class you get the less those changes happen in cohort cohort and so when you look at a larger District like uh well even a Nampa to a West data to a Boise you see fewer and smaller variations between cohorts in those larger districts just because of the
sheer size you start to to move towards the long averages there yeah we also with the implementation of whole day kindergarten if you look at that first grade number you'll see an increase in removing that Target and that's because we did see jumps variables we're looking at all kinds of different things to determine why that adjusts I mean does this this impact in the long run things like even things we might suggest to parents to to get them kindergarten ready maybe materials we make available and yeah yes and it very much drives different things you do with our after school programs interventions we look at of changes we make there as well great that kind of leads me to with the covid situation and just curious about say the after-school programs that type of thing
have we looked at the need for a summer program for certain students yes that I would say Pat We continually have that conversation each year especially with our elementary principals to determine what that need looks like where those reports could be and really get their perspective on parents willingness to have their students enroll as well and and just that we're we're I mean along those lines we've been working with several different uh organizations of where we could coordinate with them for other services in a summer type program where we provide the academic support and they might provide an activity and a meal and things like that and we've looked with our greater Middleton's Parks and Rec has won the Treasure Valley YMCA is another there so there's actually quite a few pieces on the table
that we can you utilize to bolster a summer school program that we could do for our elementary age students and that is something that we've got in process as a developing thing for next summer not that we have a plan for next summer but that we're bringing in those reasons seeing what resources we can put together to create one okay because you don't necessarily in my mind have to have a full day summer you know or something but something that would zero in on individuals or little groups of students that need work on their phonics or work on their you know just out reading type of things so that's where they've gotten a little bit more creative where it's not just after school but we've offered some before school and help as well trying to
make sure we can find those times to extend that school day for students thinking that support yeah and I realize you're going to end up with the need for teachers the need for possibly paraprofessionals to help but um I just struggle with the fact that Middleton does not at this time have a summer program that I think it may start out kind of slow in the beginning but I think once parents realize what's offered and I realize you're at a point where you're kind of planning all this but I I just feel like it's a need for our community thank you Jacob that yeah yeah totally thank you um as we move forward we also have to set one metric and so when we look at those Ira performance we say we're going to increase
our tier one deficiencies remember that's the top tier and so we set that at five percent and so when you look at these numbers again this year that's staying in alignment with that goal as well and then lastly um we set psychology career advising and mentoring goals so these at least one is required we have a couple on here um we said that Middleton Academy will have a post-high school plan for all 12th grade students and so in talking and reflecting with the school with the administrator they wanted to keep that goal to really focus on what is the end piece as you see and then same thing for the high school that post-secondary contact through College and Career advising grades 9 through 12. and so that's based off their 9-12 enrollment each year and
that is where there's that point of contact with each student individually to go through their plan their four-year plan figure out what does that end result look like and continue that conversation you cheerful as well and then that is really the end of the metric portion just a short reflection as far as what we first one thank you thank you thank you very much let's move on to discussion future Grant proposals okay so the in the legislative session this last spring the legislature set aside um some funding for school districts um in terms of School Safety and Security and so what you've done is they've essentially uh allocated twenty thousand dollars for each School building um within the school district and the districts are asked to look at the needs of each individual School you
know if you if there's an overarching goal from the district you can pull from those different allocations to each school um to help fund a larger project maybe that is meeting in with the district rules so what we've looked at and in talking with our Emergency Operations plan and our principles we identified some needs at each school but then we have uh kind of an overarching District need and this is one of the documents that was placed at your table it's linked now on simply um but we some of these numbers were changing just today so I wanted to make sure that we had an accurate one in front of you um but you can see it broken down by building and what those are and the prime are attention a lot on our cameras
and our ability to Monitor and keep uh areas under surveillance um throughout the schools and so you'll see camera replacement and upgrades at each of those schools at one level or another additionally with the new Portables coming in at their security you know every school is secured with an alarm system we've added the alarm system for those new Portables to this um the ones that are out this way including our older Portables that didn't have it yet um are assigned with the academy um just because of the proximity there to their school um but then you'll see and this is the the larger project that we're looking at from the district perspective at the middle school if you oh it's right there at the bottom the middle school we have over the last um year
been upgrading our public address systems which when you're trying to um secure a school during any kind of emergency having an address system is tremendously important and all most of our school our older schools those were just they had been obviously there were new when that school building was built but they hadn't been replaced since and a lot of them are are so out of date there aren't even parts to replace them with and so we started last as you remember we started last winter with Heights and then we did Mill Creek and then this summer we did uh the academy to try and get those um up to up the stuff and we were using Ester dollars to do most of those upgrades the the what we're looking at now though after dollars are
not available but the PA system is a uh an allowable cost in these grants and so we felt like using the a good portion of these dollars towards helping the middle schools um PA system which having multiple buildings is tremendously important that we have a good working PA system as well as working system for the outdoor spaces that our students are in so you'll see after the cameras and security building security systems are put in place of 63 um sixty three thousand dollars the amount for the middle school was twenty thousand dollars which we were putting all towards the PA which system which would then move us to 83 000 for the PA system we're getting a quote right now for excuse me the full what it's going to cost for that Middle School PA
but we have a pretty good idea based on our other three schools that we're going to be in the 150 to 160 000 range to redo the whole PA system uh Mrs Krantz has informed us that within our plant facility funds we have funds that would be set that could fill in the Gap there so this would pay about half of that PA system that Grant would and then the rest would come from our plant facility fund so um questions about that from how we would like to propose using those funds and then with the approval by the board we'll send this to the state this week and get make sure it can be approved by them sounds pretty important excuse me so if there's no other questions and that's all I have for thank
you thank you all right let's move on to the discussion item page all right oh okay so I go forward with this because I don't believe we had any attachments on there correct I don't think so okay so what we've been doing I've been working with um a few other districts and our attorneys to draft in anticipation of possible changes to what we're looking at for our facilities you know down the line when we if we're looking at a bond at some point we've looked at we've talked about redoing the request for qualifications for the construction manager general contractor as well as the architect in the engineer designs and so what we've done is we've put together a draft of these documents with the anticipation that in October we'll we'll have these we've just barely
got these completed we'll have these available for you now they are quite lengthy documents and a little bit Technical and so probably wanted to give you well we want to give you more time to look at it before you made any kind of uh recommendation for that uh but we'll have these posted to the to assembly um tonight but more than anything just wanted to make sure that it's clear that these are our drafts based on just an elementary school but as you look through these documents whatever the board were to decide the the majority of the document will be exactly the same you would if you chose you know we want to do uh this project and that project you would Place both of those in there and that would just change the scope
of the the document but not what we're asking from them to to prepare and a general idea would be that we would um uh if you were shooting four uh May or August timeline for uh a bond we would be looking at that um putting these kind of documents out for requests for proposals say in November so that we could get those back and have those in place by January so that all the planning could be put in place so just kind of give you a basic timeline for what we'd be looking we were we talked once about um possibly running an RFQ as opposed to RFP but I I I've been saying RFP all of these are rfqs okay I apologize yes okay those are all rfqs so because that would allow us an
opportunity to review so yes yeah thank you for the correction any other questions on that like I said we'll have those posted assembly tonight to this piece and you'll have the month to be able to look at them and then we can dive into them on in October's maybe okay excuse versus P qualifications versus proposals and what it means is instead of looking at a bottom price we're looking at the ability of them to do the work and then we can negotiate a price after okay yeah and it does it it gives a lot more flexibility to a district the majority of school districts that are looking at new facilities are utilizing this method rather than an RFP okay thank you yes thanks all right let's move on to I elementary school security RFD today
this afternoon the elementary school security Review Committee looked at we had one total proposal that came in from the request for proposals and that um Review Committee consisted of myself Miss Pennington Mr Hopkins who while being an elementary principal is also the lead of Jake Dempsey was on that committee to review that Alicia Krantz is the as our business manager and then Jeff Smith our local police chief was also a part of that committee to help us look at the school Security review as we looked at the proposal the committee felt that the um this proposal was behind it that this proposal had a number of different items that we felt really hit on what we were looking at in terms of providing a secure environment for our elementary students where we don't have a
continuous SRO at those buildings um but there were some things that the committee also couldn't gather from The Proposal and so they felt that it would be best for them to present to the board a recommendation of moving forward but not until these particular questions are answered and I like to go through those questions that they wanted the committee felt needed to be answered one um the the company in question is uh the name is applied concept security that was they they're the ones who presented the The Proposal and the committee felt like it was important to have a chance for Applied Concepts during the Emergency Operations team we have you know that Emergency Operations teams includes coordination with our local law enforcement emergency office emergency um response teams and so we felt like the
The Proposal didn't really outline how that would look you know how um how the communication would go from that the security officers to District officials and felt like that was important to have laid out before making a a decision additionally articulation of that coordination with local law enforcement making sure that it's clear how they'll communicate and work with law enforcement if there were any kind of incident making sure that those protocols were in place of uh essentially seeding the uh you know the action to uh security officer in the in the moment with a school resource officer or responding police officer um examples outlines um they refer to monthly training but we wanted to have an idea of what they were training on uh process to coordinate with the leadership of Applied concept Security in
the selection of security officers similar to when we do our school resources or the final selection is on the Chiefs but we feel like it's always important for us to have a voice in that process and we felt like that was something that we needed to do if we went as far as saying we're going to select the person well that then takes the whole contract part off the table because we're assuming a liability which right now by Contracting the company's liability so but we still wanted to make sure that our principals had a voice that our members of our operations team had a voice in in the who these security officers would be in each building just so that you know because sometimes there's if there's not a good fit we don't want to
have that person there and and we would want to be able to express that to the leadership of Applied security um there was a discussion in our meetings of the holster retention levels um the we had talked about asking for a holster retention level of three uh in The Proposal the um applied Concepts asked that we consider a lower level because their recommendation is that there be a conce that it be a concealed carry uh they call it a low profile um essentially they and our police chief actually um supported that idea said that if you're doing a concealed um Carry then it is a having a lower retention level is actually okay Jake do you want to speak any further to that right so so we wanted to make sure to be able to
have that because it was different than what was it in the original proposal uh and then finally uh contract draft with complete amounts they had it for a full year we won't be doing it for a full year starting end dates and as well we wanted to make sure to have a review and renewal procedure as part of that that contract so that it's very clear this is how we'll review how we did and if there's a choice for Renewal how a renewal could happen so that's all and so upon confirmation of that if the results were consistent with the school board and we would bring that report back to the school board then that committee would feel comfortable moving forward with applied um concept security questions so these a through F came up after
looking at the proposal correct yeah okay that's good to um and also the chief of police uh beings how this was security heavy as far as Manpower ends up their interaction would be as Paramount it was it wasn't so much worrying about who was going to start cameras or something it was you know this is yeah so thank you so when we get to the action item that wouldn't need to necessarily be an action just because we're unless you wanted to direct me otherwise I think I like reading okay for those things to be concrete perfect I don't have honor all right let's move on to the student clubs at Middleton High all right so there were four different that I and I should say they uh there's been a focus at the high school
of trying to help students get involved in different activities while they're there at the school they did uh Club Rush um at lunch time to make help students be aware of what clubs they could participate in but as they've been doing that there have been a number of students that had come forward and requested um additional information on those clubs I I mean requested to have some different clubs so you have four in front of you that were in the packet the innovators club uh pickleball and spike ball Club a social dance club and uh boys volleyball club were there any questions on any of the boats clubs another question but go ahead you go ahead I was just gonna say I appreciate growing clubs and finding places for kids to find a place to
have yeah friends yeah so do all these happen during this school day I mean minutes of lunch yeah some might happen during lunch some might happen after school um but they don't take bikes during class time and one just says has to be an MHS student don't they all have to be image for the most part yes okay we have some of our Academy students can participate yeah okay any other questions I have any concerns about either of these clubs no I don't have any okay sounds good no I think it's great all right with that board if you're okay we have somebody that wants to speak and I'm just going to give you three minutes if you want to jump back please practice across the street my name is Justin Walker I live at
0801959 Campground I have eight kids three of which have gone all through the Middleton schools uh and I have five kids still in your school system two and I still want to Adult School it's an elementary school so we love Middleton School District and incidentally I really appreciate what you're doing Stockton I think this job there's a lot of efforts so thank you very much I will just say I might have probably should approach this a different way maybe I should have come and talked to one of you and follow more information before I just got a spilled with my thoughts to you but I will since I'm here um and I'm guessing some of these kids may not really agree with what I'm going to say so we'll tell you to death uh my
topic is actually about the dress code and about a uniform um and I don't have come with a lot of research I'm sure there's probably been dissertations about on this stuff it's just my own thoughts my experience with the eight kids in the school system and then some feedback from a brother who has kids in the Fruitland School District which has a uniform so in short I I understand and applaud the high school for trying to get more strict in their phone usage I think that was a great step forward I also I think I read something about a dress code and I was excited about that then I realized from my daughter that actually the same code that they have every year and nobody enforces it and that's unfortunate to me if you have
a cone or a scanner then it should be enforced otherwise so that's it just some thoughts about for you to consider and maybe that's been talked about a lot but if you were taking if you aren't being enforced the dress code then I would propose you consider a uniform which might help you in that effort and here's my pros and cons would avoid and minimize address with violations and conflicts and the whole conversation I can imagine that's a very awkward conversation for teachers and faculty to happen with a student so it's simplified that it would simplify shopping for parents it would simplify the enforcement for faculty it would minimize social disparity which in my mind uh really undermines the true purpose of school and education and it would also ultimately I think enhance the spirit
everybody and school colors cons some might argue it's stifles freedom of expression I think our kids have plenty of ways to express theirselves in other ways and it certainly doesn't totally alleviate the dress code standard disparity right at some point you have to draw a line what's Too Short what's too high and all that stuff so I recognize it doesn't completely leave me at that and then um it would be a painful transition for parents because they have to essentially put their whole children without their children clothes at least once so those are my thoughts I would just tell you Fruitland I know that's probably my time the parents and my my nephews and nieces see it as a great benefit and through them so something to look into thank you thank you appreciate it
all right with that should we call a recess yeah right all right you left with children yourself I am going to call a recess and for you high school students if you will please come up get your agenda signed you get to go home otherwise thank you guys conversations [Laughter] yeah um [Laughter] no one time thanks for enduring that [Music] I believe all right hi um so with tonight there were quite a few isbers meeting last spring and this fall and so some of that has to do with the legislative changes that happen and so especially when you look at these first three that we have listed so policy 2140 24 25 and 24 25 P those really are a direct correlations of the Idaho parental rights law that was passed and so 2140 um
the biggest change is addressing those non-curricular surveys that are given and make sure that those are run by the superintendent or the design and then that they're not approaching topics they should be as crunchy as well yes they are we have to make sure parents see them before they're starting to see them when we're talking about a non-curricular related survey what are we talking about um so if a class wanted to survey something or if an organization want to come in and Survey depending on the different Direction so really most surveys that wouldn't be part of the curriculum so the teacher puts something out and they're just asking questions as far as in regards to an assignment that's a little bit different some of the other things or an example um in previous years different
school districts have been asked by the state safety um group to have students do a survey that talks about drug use um exposure to violence and at home or things like that we would want that's the kind of thing we would want to if we were asking those types of questions we want to make sure parents are aware of those questions before we send it out and give them an opportunity to opt out and not just that gives there's an open form time or a meeting well it's it's more that we say this is what it is and giving the parents an opportunity for their students not to participate So when you say annually that's what I was just wondering I mean do you just send out a piece of paper that lists everything on
more as they go and like as one as a survey is coming up we would then tell parents about that survey and here this is information you need to have okay so it's not like first of the year you may have to pay attention right but if they're asking something like would you prefer you know at the high school they're asking students do you prefer lunch to have uh cinnamon rolls as an option We're Not Gonna necessarily bother the parents with whether that's a question that's being asked but it's a survey they would still have to send that by me because it's non-curricular survey but we wouldn't necessarily the biggest change in this one um they've added the language in there to reinforce the rights and responsibilities of parents the primary stakeholder just to make
sure that that's clear and then um towards the end of that there's a word about student well-being and so that that piece is the biggest piece that then ties in 24 25 p and that recommends parents are notified of a change of students mental emotional or physical health and so if schools are seeing that then it's that insurance the parents are being such communication as well can I ask if a question real quick so everything that's in black Print is what we have what we have everything that's read is what ISD is proposing we add or delete so you guys see some is scratched out and yes and some deletes so looking at the 24 25 p and even the 2140 where it's in red but it's green over highlighted in green oh yeah that's
something Imports suggestions those are the places that is a district we have to decide between now and when we adopt it what we want to choose in those areas so if you look at 24 25 so the district shall notify the counselor and or building principal or others we need to make the determination of what we're going to say there exactly okay thank you okay any questions on those three is this is just first reading right yes okay yeah it's good yeah thank you yeah now when we look at policy 390 foreign exchange students so that's one that we've talked about obviously in the previous board meeting um and so we didn't turn that to Red yet but we're bringing this forward to see if the board would like to accept a recommendation of increasing
that number from seven to ten students as far as because obviously our student enrollment has increased to the high school so it may be time now to then update that number as well move through this process as if we want to change and it's just towards the end of that um policy one of those last paragraphs it says seven students it would be a change to then make that 10 based off our current student involvement and you know I have had it for an exchange student in high school and I when I did I didn't even know there was a limit I I'm surprised but my recommendation would be that it would be based on a percentage so we don't have to keep changing it right now it's basically at a half of one percent
and if we had it say at one percent or you know something and so we don't have to keep going back and increase the one percent of the student body or the one percent of the available seats in the school probably but probably not to exceed the one percent of the total capacity right because we probably wouldn't if we were having to add Portables and things like that we wouldn't want to keep right that way there's a ceiling on that number it just a recommendation but I I think overall there's a fundamental difference between having a foreign exchange student and having somebody from other districts because you really enhance the experience of people you know kids from other parts of the world I think it's a very valuable thing and everything I've seen about the
programs have been has been very very positive as far as sorry other philosophy and it says number two um foreign exchange student must reside with a legal resident of the district man that says exceptions may be granted what would it and shouldn't they live with somebody within our district I would think so what would be exceptions maybe a teacher that lives out of District but her kids go here and they're hosting students yeah and we have had teachers that within the district that have no I don't know if they've lived in or out but I know we've had teachers that teach at our school district that have hosted a foreign exchange student okay [Music] um in the next three I'm in a group together for you and that's EMG and really because those are our
district technology policies and so you we're going to bring changes forward um that Nick and myself and Mrs Basin have been working on we've received input from different parents about ways that they would like to see some of the wording change in those and so um they're minor changes but quite a few minor changes and it really comes down to Oregon and how we maybe can better approach it with students and so there's been some suggestions there because this kind of address kind of this new fun um uh I the chat GPT and things like that that are coming in um there has been some isba work towards that and so as we bring this forward there were some recommendations that we'll look at that are starting to address some of that working I mean
how would you address that anyway if you're a teacher would you have some kind of software that would there is software yeah I can found them I'm teaching in cursive again wow you improved since last week that was amazing okay next one so policy 3510 student medicines so this um there was new requirements in awe that relate directly to epilepsy and future plans and then opioid opioid reversal medications and so this brings that language into this policy here and then the one directly behind that is the treatment of opioid overdoses as well and so um those will kind of work hand in hand 35-18 they only need to adopt and we plan on having darking on site and or something of that nature we have purchased that as a district and so once we have
a policy in place and then we have training in place we will be able to administer that if we're in an emergency situation okay and so this is a step in getting to a point where if if there's an emergency situation at one of our schools we have the ability to do something and not wait for an EMT to get there to do it and then I just note we've not had that within our schools but it's something that obviously is happening so I mean it's just a matter of time before something that happens because you know it's not that it's not a struggling community so I think yeah and right now we would just um the closest if we needed that would be one of our sros if they were at that school at
the time would be the only access of the district we would have to that if we're in that situation that's what I like that too yeah okay anything else no you're good so 5230 accommodating individuals with disabilities this relates directly just to some procedures we're putting in place as kind of a human resource department when we look at our interactive accommodation process and so just some changing that will bring in that final paragraph As far as making sure those steps in line with the process were actually easy so you you're considered hermit excuse me Human Resources yes okay yeah um and then 33 45 restraint and seclusion so this is coming um directly from the state and so the recommendation here would be to eliminate the policy we have in place and then replace it
